002I do know that there's a fairly important County board meeting going on simultaneous to this one hence the absence of two of our members depending upon how long that goes they may or may not appear here okay next up is public before we begin public input I want to remind everybody that you are granted five minutes during public input I will warn you when you get down to one minute not to be rude or controlling but just In fairness to everybody and I ask everybody to remember to comport to the rules of decorum that are listed on the information provided to give public input having said so I would ask uh Dana who is the first person that has requested to provide public hi my name is Dana GS I reside at 1346 Westwood l
003in MTH and I am here this evening to address Mr Spalding's unprofessional behavior in regards to comments made during a committee meeting um addressing the lactation policy for the district that was held on November 5th as a mother and as a nurse his comments were offensive and completely out of line the language changes in wording by in the policy by Neola take in account changes made in healthare to be more sensitive and inclusive to an indid individual's reasons to express breast milk it needs to be stated and often in this public statement that not all lactating employees are nursing mothers there are many reasons why an individual may choose to express their breast Belk it should be an important and critical part of the discussion that in today's world many individuals choose to express breast
004mil for reasons Beyond feeding their own child mil banking has become an essential component in nicku around the country many pediatrician offices also provide parents information related to where they can obtain donated breast milk for their infant the wording in the proposed policy also validates and provides the opportunity for the collection of breast milk to be met in a relaxed calm and clean environment without the Judgment of others it is not the business of Mr Spalding to assume that lactation is being done to benefit one's own child he needs to show and demonstrate empathy and compassion to parents who have lost a child but make the heart-wrenching decision to Contin continue with lactation and breast milk collection to honest honor their child to be sensitive to the lactating employee who may not have found success
005in breastfeeding their own child related to a health care need of their own or their infant to the lactating employee who may have a child in aniku and are unable to nurse their child to a lactating boy who wishes to donate their ex's breast milk to a niku and what about the surrogate mother or that of a gestational carrier who is working with the parents to provide breast milk for their child there is no hidden agenda behind the relabeling of a policy from nursing mother to lactating employee other than be more sensitive to those around you who choose to lactate for reasons beyond your control or privilege to know grow up Mr Spalding and look at the world around you the gift of breast milk is a benefit to in and breast milk often does
006not come from the individual who gave birth A lactating employee should not be confronted with foul language fist pounding strutting down CIT Avenue or a reference to welfare chicks it's about time that A lactating employee doesn't have to be embarrassed by the ACT sit in a dirty bathroom stall or made to feel poorly that their act is dirty the use of breast in a policy should also not be a offense to an individual and A lactating employee should not be stigmatized because they are unable to nurse I hope the board as a whole readdress this poy and accepts the neoli policy as written it is sensitive in language and appropriate for a lactating employee who may choose to express breast milk for no other reason not all lactating employees are nursing mothers thank you thank
007you next we have our repos 825 L street I was here last Tuesday to listen to the curriculum committee and they were talking about the re framing behavior training and that's one thing I did 25 years at mpsd I stood up retired on Jun 2019 because I was going to be put back into one of these positions again so reframing behavior training needs to be explored and implemented for the sake of all students in our community all people have a staking proper social interaction for so long the mpsd has certain people take care and responsibility for behavior that has not been productive that has not been productive it has just brought isolation a lot of kids get pulled out and they're put somewhere else or whatever and this happens this should be a shared responsibility
008that starts in the base classroom staff said they were not trained and didn't know what to do knowledge is power 180 minutes of video is not too long when you are learning or refreshing to learn a new perspective on a problem that has been on the top priority list for so long it takes an open-minded attitude and awareness of the diverse human spirit that lies within each of us we should strive every day to embrace the spirits to help them achieve stay informed in an everchanging world we should view this training as a catalyst to invoke that change it should make us look at ourselves with fresh eyes how have I been interacting positively student or better not change my perspective because someone else will take care of it the world is diverse and Ever
009Changing I have I stayed stagnant or have I evolved With The Changes today's students have a global view on how others perceive and act in our world our society has moved from education to entertainment from social engagement to isolation we're always on personal screen time it's imperative that students know why they need to be educated what will it do for them and why is it important why do they need to know these subjects formulas why read why is reading important knowing what is being read and what what is presented after years of interacting a lot of students think that everything they need is in their hands their phone their iPad their Tech they can't go anywhere without it you can't really engage with them they don't see beyond that they just need to push the
010button why do the need why do they need education when they have food in the Internet it's an era of students with many distractions and vulnerabilities they need to know that there there are expectations and consequences when these expectations are not met I'll learn to earn strategy that's what I always use they need to learn self- responsibility and control and know that everything in the world is not free human and when I mean everything in the world is not free they're eventually going to be adults and they will need to they won't be just fed right there or whatever they have to earn it human behavior is a learned experience with A New Perspective we should be looking at why this is happening and what we can do to help the change needed there are
011many strategies and Common Core modification tools that Educators possess what does each individual student student need to be successful according to their abilities it will take time and consistency and all people looking and working working together following same formatted protocol to make a positive change for self advocating and responsibility so they're ready for Life Beyond school open your minds Educators guide students they don't you don't control them the only person that you control is yourself and I really hope I hope that every student has a chance here because I talk to a lot of people and they say those student students do not belong in classrooms those stud where do those students belong we you're you're now educating people that we educated that we had in this system so if they're not listening and a
012lot of people are out on the streets and that is the truth a lot of them have no direct parents there with grandparents or there with foster parents you really need to be looking at this training as an Catalyst for a change thank you thank you okay and the last one I have is Braden Meyer Brian Meer first off the newest list of schools exempt from the 2024 Title 9 guidelines have been released today a manok four remaining Schools Monroe Riverview Washington and Wilson are on that list months but for some reason they were not on previous lists but they are on today's so this means that every school in the Mano Public School District are exempt from Biden's Department of Education 2024 Title 9 guidelines which need to go along with that whole department
013recently there have been two policies that came up for discussion first the student anti-harassment policy has received some updates on this update version a new section is added which discusses prohibiting hate speech when you give the government authority to State what is hate speech anything that opposes their agenda is called hate speech Miss and disinformation is the same situation that is that's also has sex defined as including gender status change of sex or gender identity you we also have the policy titled bullying stating sex includes transgender status in the left's worldview stating that there are only two genders and refusing to call someone by their incorrect pronouns is considered hate the first of makes no exception for what they call hate speech we need anti-harassment and bull and bullying policies that stop real instances of
014hate and harassment not ones that punish students for following biology the other policy that discussion RS about is the nursing mother's policy to be changed to lactating employees during that committee meeting one board member expressed strong opposition to the wording including removing the section that says choose to breastfeed and and only keeping an Express breast mil whether a male will be allowed to fake breastfeed through changing that policy to laane employees through gender identity wording or for any other reason that is not okay and is sick and only females produce breast milk that change is another step toward destroying culture on this for you have four former full-time teachers and administrators one being the former chair of the manswell County Democratic party the three who attended that mean didn't see anything wrong with that wording
015perhaps that is not the type of experience that should serve on the school board the progressive special interest groups one now during that Mee Mr TR did State I don't give a that must follow language and I I do ask that you watch your language when you're in a public form also I commend Mr spaling for Having the courage to stand up to the woke mob and I see nothing wrong with the statements he made one more thing it was brought up in a commun mean that there are a lot more English language learner elll students attending our district this year when compared to previous years I think it is safe to say that a factor in that is our nation has an open border which has allowed millions of illegals to invade our country

018the report out from those committee meetings later in the agenda which would you prefer sir we could just do it now okay so the Personnel committee I was a little bit disappointed to see that the board member compensation did it make its way to the full board uh we brought that up uh in the finance committee previously and it seem to have support so uh I'm not sure what the reasoning was other than I saw some notes that declared that people felt like it was volunteer Public Service which I do agree with that but I think the counter argument to that is that you really limit the candidate pool of people that could spend the kind of time uh to do this volunteer community service when you make it fully volunteer when you look at
019all their school boards across the State I think we're one of a handful maybe a couple that don't compensate their board members um and looking towards the future if we want to increase the candidate pool and and try to get people that aren't just retired administrators and teachers um I think it would help to compensate them and I'm not suggesting that they get rich doing this but I think something reasonable for their time especially when you look at how much time this takes relative to the other positions that are paid positions here in the county would be sensible so that's my thoughts on that and I'm just disappointed that it got killed at committee and uh did not make its way to the full board after we had some what I thought was pretty good
020discussion with Mr Shaw okay I I support that argument as well because I too think that um in today's in today's world there are many people who have child care needs we have meetings at noon we have meetings at 4:30 or 5:30 we had meetings throughout the course of the day um a little compensation may allow this person to at least pay for a babysitter or child care to come to a meeting um have a great deal to offer our board opens up the opens up the the Avenue for people that that have child care or other needs maybe they're care for an elderly parent but at least some remuneration um compensation for their time away would give them a chance to participate on the board so I too would agree with with Tony I'm
021a little saddened that it didn't get to the board but I guess so be it yeah the only thing I I would say to you is um is it's actually a procedural matter if even one person had voted to the contrary of not advancing it there would have been a minority opinion that could have brought it forward to this board but all four members of the committee were in agreement that this was not something they were interested in at this time I I won't rehash what was discussed there because I don't think that's beneficial but certainly if either of you would like to see it on a future agenda here there's ways we can do that obviously we would not be able to put it in place for the coming election cycle but it certainly
022could be the one that followed if you were able to get past because with four not in agreement it wasn't going to get past the hurdle of the full board I believe anyway but I certainly have no problem with the discussion being the full board rather than four members of the board Y and that's why I was caught off guard because you know it started in the finance committee and I I think it was unanimously approved there if I well the finance committee moved to send it to policy and personel yeah iously moved forward at the pilot to personal yeah but I guess my recollection of that meeting was I don't remember anyone objecting that it was a bad idea and and that's why I'm you know I'm disappointed right I just think it would
023make the board stronger and it would make our district stronger if we expanded the candidate pool to include you know more parents which I think this would do and I can understand that and as as I said at that time I brought it Forward because I think it's critical that the board makes an informed decision about this and not just well we've never done that but we always do things this way which is why we took a look at it in advance of this cycle we can certainly take a look at it whenever anybody wants to so just let let me know your wishes on that going forward okay and your your second was that everything from personnel and policy yeah that's that's all I wanted to just my express my disappointment and my desire
024that this get looked at again prob we can okay and curriculum and instruction yeah so that was a I felt a pretty pretty productive conversation uh the only thing I didn't see in the minutes that was brought up in public input was that you know we do have the rising e population um and I asked the question about you know do we have any idea of what percentage of that is illegal versus legal residency I was told that we don't know that we can't ask that question but you know more than likely very likely there is some element of that so I just wanted to point that out to taxpayers that unfortunately as a school district we don't have any choice in the matter we have to take care of everyone that comes here but
025there are decisions outside of our purview that impact taxpayers locally uh that drive up our costs you know we had to hire another English language uh learner translator recently and I just wanted the public to be aware of that and uh hopefully that'll get addressed here in the near future and and uh and so you know that absolutely if not reflected in the minutes that certainly came up during the meeting right I was there yeah so I I just wanted to I I guess have the meeting minutes amended to reflect that I guess it's my request okay so you're going to make a motion to amend the meeting minutes to say what I would say to include uh you know that we have some element of illegal immigrant District we don't know how much and
026that it's driving up Foster tax okay so that's your motion correct all right do we have a second for that motion we have a second for the motion to amend the minutes reflect that we have a population in our school in fact let let's have you repeat it verbatim unless you've already got it all recorded we don't okay yeah so I just I would like the minutes to reflect that that we have some legal immigrant population in our district that we cannot identify the exact amount but it's coming at a cost of taxpayers one example of that is the new English language translator that we had to hire because of rising population of people that don't speak English Okay so so so there's the motion I assume you're maintaining your second yes sir okay all

029welcome yes uh so I just have some you know good things that are going on at Lincoln to report on right now um so we've had a really great start to the year I think um we had two of our fall teams make it to State um our tennis team and our cross country team both made to made it to State Zia Kleinfeld Taylor Peterson and Jordan pop represented us um on the tennis end and then Natalie Portman represented Us in cross country and then we have our winter sports starting up and we're excited to see how everyone's season goes and then moving into Community involvement we had six six Lincoln High School students work the polls during the recent election so it's a great way for students to give back to the community and
030it was a great learning experience and I don't have anything to to report on from our school board committee meeting yet as our first one's going to be next week but once we have that then I will report on those meetings and that's all I have to do okay thank you I I would like to say that I heard from many many people in the community that were very happy to see high school students joining the work at the polls they were really happy to see that if you'll share that with those guys I I was one so I will share okay all right a involved in government too from the beginning that's awesome and I received um it was forwarded from uh Mrs longm um there was a letter written by one of the
031poll workers who took the time to write a letter about how great our kids were and how they started with like greeting and then they worked their way and and eventually we're registering voters which they say is like that's probably the toughest thing to do there uh and so uh yeah real kudos to the to the folks who help facilitate the opportunity for our kids both at the city uh and at school uh because uh it is a great opportunity for them to experience the process Democratic process and action so thanks all right we'll move on to the superintendent report yeah thank you um and good evening to all um I just want to start by saying that uh uh in the mpsd we're making November uh attitude of gratitude month um in an effort
032to generate um an attitude of gratitude in honor of the Thanksgiving holiday uh mpsd will celebrate the month of November by encouraging staff students and families to participate in a month-long focus on being grateful we have themes planned for each week and suggestions for activities that can be done with our students at each level uh it is our hope that by generating grateful Hearts it will help create a joyful environment that is optimized for learning we're hoping that all of our district stakeholders will take part in this fun way to stay focused on what we're grateful for uh in the midst of sometimes a crazy world um we have themes for each week last week was gratitude for our school Community the theme was appreciating staff teachers and classmates uh this week week two is
033gratitude for family and friends uh the theme is honoring the important people in our personal lives week three is gratitude for our surroundings the theme is appreciating the environment and the world around us and week four is gratitude for opportunities and learning uh the theme is being thankful for education and personal growth uh and so far we've gotten some things back from our schools where these activities are happening and it's just great to see um all of our uh staff encouraging our kids and and teaching them how to be grateful uh we can't assume that everybody is learning that uh in the environments in which they uh are in at home and it's important I think for our school district uh to instill the the values uh that are important uh in life uh beyond
034the classroom and I will tell you that the plan of the district is each every other month to have a community building theme uh for the month where activities like this take place in our schools so the next one will be in January um a quick update on the facility uh we have concluded all of our um informational meetings at all of our schools uh we visited each school and and also uh the MSC and central office uh we've had the informational meetings there we had our community uh informational meeting at Washington Middle School in the auditorium on October 23rd uh we had about 35 to 45 folks in attendance uh we got great feedback from that uh between that and some of the other conversations we've had on omt and some other things I've
035actually had 12 community members uh reach out and volunteer their services uh for the facility Advisory Group uh which we'll be putting out there in the month of December for uh soliciting uh folks who are interested we'll also be soliciting um District employees uh representatives from each building to serve on the facilities Advisory Group from uh the buildings um in addition to that our next steps right now are really focused on our more emergent needs the uh what we're calling the uh U critical maintenance needs of the district um our buildings and grounds director Mike Schwarz has put to together a list of projects that that are in the range of 25 to low3s millions of what we would call our got to haves uh not nice to haves uh these are these emergency room
036kind of things that need to take place in our district um our ex uh executive team this week also hosted um several vendors companies and Consultants who may be interested uh in helping us through our long-term process uh where we're going to be gathering Community input for some of those long-term decisions that we want to make uh we will be holding a special board meeting on the evening of November 26th uh to discuss recommendations that we're going to bring through the finance and Facilities committee these recommendations will include Mr schwarz's recommendations of projects as well as a recommendation on how we may begin to fund some of those so we can get them moving um hopefully as soon as possible uh so we'll have that for board consideration here in the next month um uh
037the Wisconsin school report cards will become unargued on November 19th uh the district is preparing um you know a press release for that uh we will also um have an agenda item on the curriculum and instruction uh meeting uh in December uh to go over the report card data with the curriculum committee uh we will also put together a report to bring to the full board also uh in addition at that curriculum committee meeting we'll it'll be the the December D for data we're going to be looking at um our own internal data that we have collected for the first quarter of our uh SFA as well as math uh fast brid data uh that we'll also be sharing with with the board um as well as some behavioral data that's been collected uh to
038be looking at um to coincide with some of the professional development that we've done in that area um we've also begun work on an open enrollment plan uh as I've discussed earlier um our team is concerned about the number of open enrollment uh students that we lose to other districts in our County as well as uh through the voucher system so I did link some data in there that shows uh launch to where we stand uh with our open enrollment numbers uh this is for your purview uh we've used this data to help analyze the uh the issue that we believe we have um our team will be now focused on uh sending out uh that survey that I originally talked about last month uh we have draft surveys completed and we're going to be
039serving um student families who have chosen to open and roll their students to other districts as well as surveying families who've chosen to bring their students to man atalk from with with an an effort to try to gain insights into um the root causes of why or if there are Trends or patterns and the reasons on either side of that coin um we also um have been working to form a district public relations team I have a couple of M administrators Mr heler from Frank uh Mr neelson from Lincoln who volunteered to help me facilitate this group uh that will begin uh soliciting uh staff members from the district uh to serve on this uh te team that would meet monthly uh to brainstorm ways uh that the district can do a better job of
040of sharing our successes and celebrations in our community uh and we also have recently uh focused uh we have a goal of increasing our footprint in social media in the district uh with Lisa sink U our cisa six communication person uh recently facilitated a training uh with our secretaries many of our secretaries who run social the social media Platforms in each School uh the the goal of the training was to develop a standard and best practices around how we best utilize social media to share with our families and Community uh what's happening in our school last two things I'll share where were both uh things that I was able to attend at Lincoln High School uh well actually there's three we also attended this past month uh the first ever induction into the Wilson uh
041Middle School National Honor Society uh which was a really special thing uh several of their students it's a great opportunity for those students to serve uh show their leadership capacity in the building and it's really a positive thing for that building and it was a pleasure to be in attendance I also uh this is back in October but it was right after our last meeting uh I was able to meet with 125 Lincoln High School students who at some point in their Zell career said they may be interested in education as a career uh folks I know you've heard the reports from Mr KN over the course of the last several months of how very difficult it is to fill education positions and I know that the labor market in general is that way in
042other fields um however I took the opportunity to talk with our students about um the great uh opportunities that an educational uh profession would uh would be for them uh I didn't focus on just teaching I also talked about support staff roles uh roles in our business office uh roles that uh you know that that they may not think about when they think of Education um and then also at Lincoln High School and kudos to our school to work team and our teachers who are preparing Kids for Life After High School uh one thing Lincoln does is they ensure that every kid who graduates school has a financial literacy course and within that course they learn about things like employability like writing resumés uh we we had the mock interviews uh which were held on
043November 6th um I participated in those interviews and got a chance to interview some students uh and uh what a what a great experience that was um and and something to remember also during that experience is we have many many volunteers from many many businesses and institutions in our community that get a chance to talk to our kids and one thing I'll share with you is they always comment on how great our kids are and how U personable they are and how well they do couple of the kids were real nervous when they talk to me about you know doing the thing but by the end of it you know they also give a chance for uh the folks and and uh Mr TR was also uh they interviewing kids and one of the cool
044things about that is you get a chance remediate following the interview to give them feedback on how they do so like you get to have a dialogue uh about that so uh once again a thanks to the school the work team and the folks at Lincoln for making uh that event a priority um and I would feel any questions from from the board at this time D thank you okay seeing none then we will move on to the director's report which you had before you I trust you looked it over so normally we go straight to questions on that Mr Shaw yeah thank you director this is extremely well written very very very good information I do have a couple questions uh from Mr null kid this agency again I I have to the vacancy
045the teacher vacancies in that you that you projected here and that you Dem rated totally alarming I mean I cannot believe that with this sort of teachers and professional staff members in the cisa and in the in the state I mean it's it's quite scary so I hope you're 125 students all going into education I think I had eight that the agency the agency that you talked about Americus if if I had to compare these are agency teachers much like agency nurses because the shortage of nursing is so bad they they hired with an agency correct the the teachers that we hire through this agency are they coming in at agency prices or are they coming in as manwe public school district prices good question um emergence is a staffing agency and there's a number
046of other ones that are out there in States I get solicitations quite often from all these all these organizations but uh emerg the employee is an emerg employee they have not an mpsd employee and um the when you look at what emeres charges per hour it's $70 per hour times 8 hour day it's $560 a day times 185.5 teacher contract $104,000 that includes everything when you look at if they were our employee I believe the average salary is about 65,000 you had wrs and FICA you had about 75 you had health insurance dental insurance long-term disability life insurance you had about 104 so so whether we are employing them or emergency employing them it cost factor is about the same so the agency takes care of their their teacher retirement and their health they're they're
047not ours not the agency takes care of everything we get build for 40 hours per week eight hours a day so then when they come in do we expect them to uh like uh a traveling nurse has a period of time they're they're here for our school year and then next year they're gone they're here for our school year and next year they could be gone unless they do well and we want to recruit them and possibly hire them and make so we do have that option up there good so it's like a year-long student teaching a year long it's a it's a year-long contract or commitment for that type of situation now with that being said if we get somebody in there that isn't working out we're not stuck with them for the year
048we can have Chang there and then also in that report you said that we have like 95 teachers in this District that are on our sub itute list right right now only 50 work so even though we have the 95 so there's 45 people that are on our list that are not fulfilling substitute vacancies according to the information I received correct so so I think this is what I think this is what's happened though at the end of the year we have to give our substitute teachers what's called reasonable Assurance right reasonable assurance that you that we're going to bring you back in the same role you left if we don't give reasonable Assurance they can then uh seek unemployment compensation so and it's very similar to U your pair of professionals you have to
049do you have to do a reasonable Assurance with them also so what we do is come to the middle of may we thank them for their substitute teaching we send them a letter of reasonable assurance and we see at the bottom if you are not going to return next year's a substitute feature please email this or call this number and inform us so I haven't looked into those 50 names but I really need to because I think what's happening yet somebody said yeah I'm not coming back but they don't to inform us so their name is still in the roles so to speak but I need to look into that a little bit more so it's not necessarily that they're they're on our list they take us if nobody else calls them like bers reesville
050mishika two rivers if they pay a little more are these 45 like jumping other districts and not coming to us and are we low man on the T poll that's a really good question I'm glad you I'm glad you brought that up um last year last a year ago October we realized in manat school district that our substitute teacher compensation was not competitive with a few school districts around us primarily shabo to the South y Bay to the north and as a result the Board of Education increased The Substitute Teacher compensation I don't want to say substantially but substantially it it was some good numbers and as because last year going into September October and the previous year it was really challenging I mean really challenging because you you know that in our secondary schools
051when we can't fill a substitute we can't fill a teacher vacancy we got have to have internal people subing and it was becoming very very difficult because people were doing so much so anyway the Board of Education up increased the the compensation it helped substantially it truly did it didn't eliminate our prom but it reduced our problem substantially um and last year went pretty well we're going into this year right now and um we still don't have enough Subs obviously and the reason I asked that is because it also in your report indicates that there's I don't know how many days we've been in school but we've had 48 days where a building has had no substitute I know what that's like it's horrible you go begging teachers to fill this this position to fill
052that so if we're sitting there with so many teachers on our or substitute teachers on our list that aren't taking jobs and we're sitting there with 48 slots so far this year that haven't been filled boy oh boy we got to be I don't I don't know what sure the answer is but 48 positions that haven't been filled with substitute teachers in the building is horrendously difficult on that building oh well it's it's not 48 in one building no no no I mean in the district yeah I I remember beg Bing and stealing to try to fill vacancies right it's one it's one per day average in the whole District now with that being said though we really we really have an EMP Enis on filling the elementary because those are very you know if
053you have a third grade vacancy that's a real struggle third grade if you have a high school vacancy which you're very familiar with that's still a struggle because you got to get five people to fill five prep five casses stuff like that um so therefore really the problem that we're talking about is really much more a secondary problem than an all problem that situation you know but but frankly I need to look at those 50 names we need to find out um are you are you going to sub are you not are you still want to be on the on the list um something else we probably should look at even though it's been a year how competitive are we have people done some of this I don't you know I haven't looked at it
054in the year now but yeah it's U it's a struggle thank you uh thank you directors for the report um Lee I know you mentioned to me that we were going to be getting the quarterly data for SFA uh I'm just curious did we ever get the Baseline to start the year with as part of that well uh Heidi's not here this evening but um the Baseline essentially is where we ended last year for the SFA data so we'll go in with those and then now we we've gotten through the first quarter so we'll be able to report to you where we were at the beginning essentially where the kids were in their groups and then what the growth was uh you know when where they ended up and then so following this past quarter
055they have reshift those groups and uh so the the this next quarter they're into their new groups now so we'll be able to give you the data on all of that at the at the curriculum committee uh uh in December right so I guess just to clarify then was there a big line administered like the first few days of school or we just using the last few days of last year and that's also a challenge with first quarter right because there's the summer slide and some other things so if you remember correctly last year the first quarter data last year was lower growth than what we anticipated and then the second and third quarters we had larger growth and that's that tends to be typical on things like that when you're starting the year from
056where you thought you were in June and now you're not there anymore and September uh but we'll we'll be able to look at that okay yeah yeah I was just curious how that worked but I'm looking forward to seeing that yeah uh the other question I had uh you know I see the the tab here on the the goals for the buildings which is great I'm I'm glad that they're they're doing that uh did we ever as a board establish goals for for this year yes uh you passed those I believe in August okay yeah those were 15% growth across the board okay uh at every level excellent uh was were there any other goals besides that the buildings probably right uh so we encourag the buildings to set goals based off of the district

058and Facilities committee meeting Mr sha yeah thank you um the first one that was given to the finance facilities committee was the U Wellness report and um Angela is not here so Mr tennis you want to give a brief explanation and then we need a a approval we passed the committee three to nothing so we don't need a large we don't need a second but there can be discussion for that sure yeah just briefly um so um this is the report essentially summarizing the activities uh from 2324 it was the first year that we got the wellness committee back together uh postco um there were several staff Wellness activities that incl included our learning opportunities uh for personal health coaching and other things uh the district uh created some goals uh for the committee this
059year uh which are to expand the committee to include all members uh recommended by policy um I think we were a little short on what we were by policy supposed to have on the committee uh also to increase efforts to support student uh and staff uh combined Wellness efforts for both groups and their third goal was to have continued efforts to provide and promote Wellness offerings for staff um one other thing to note is that in 2526 there will be an administrative review scheduled for food our food service program as part of the administrative review process uh it includes reviewing our implementation of our Wellness uh policy um th those are like the biggest things from that report thank you any questions uh I would be looking for you to move for an acceptance of
060the report so move okay and then we need a second on that okay where's my S I have a second from Mr vasel so all those in favor signify by saying I and oppose say nay hearing none that's accepted thank you next one is the Department of Justice Ming Grant this was this was um uh very interesting so I've asked her monic to come on up share a few thoughts and explain why the committee again approved this unanimously but it's so interesting what this grant will do and what the district's going to get out of it I thought it was something that the entire board and the community should have full knowledge of thank you so I applied for the Wisconsin office of school safeties um digital mapping of school buildings Grant that's through the
061Wisconsin Department of Justice and what the map allows is for schools to essentially upgrade their ma in an effort to partner increase their partnership with law enforcement so our law enforcement partners and First Responders essentially know the layout of our buildings and they're very easy to follow so if they receive a report they need to respond to any area in any of our buildings ground floor second floor third floor they know exactly where they can go and they can reach it quickly um we received $50,000 for this grant so right around $5,000 per building um myself Mike Schwarz Christina who works with Mike and then also officer Kayla rockowitz who's our SRO at Wilson Middle School we um discussed the three vendors um we we had three vendors and I don't know if everyone has
062access to some of our pros and cons do anybody need this doc just have it attached it's all here through committee so okay so um we looked at three different vendors um as was requested so critical Response Group received the overwhelming majority of the votes and it was I mean it really wasn't even a comparison when it came to crg versus building maps versus geocomm um crg really is providing us with the best product for the best price they have the lowest recurring recurring costs their Partnerships with the local police department um are unmatched compared to the other vendors and what it allows is for like if our police department they have an app that if we wanted to opt into the app we could free of charge which would essentially allow like if our
063Police Department was on the crg that app they could if they were resp responding to another Community or another school district who also has been mapped by crg they can get their maps in real time which means that other police departments if they have opted into this app would be able to see our buildings as well if they're responding to our schools and like a a unified effort for multiple police departments they offer trainings for the police department free of charge annually they work directly with um dispatch and the police departments to ensure that the product is in a format that um reads well with whatever dispatch um software they have in their vehicles um it comes uh the cost the really nice thing one thing that really sold us on crg is the recurring
064cost so we received $50,000 for this for this digital mapping Grant we know that sometimes they're reoccurring cost buildings if we're going to add additions or we're going to make changes how are we going to do that how much is that going to cost us crg they have said that we can um we can opt in for some of our schools and not others so if we're making upgrades to one building and not the other we don't have to do an annual subscription to all 10 buildings at the tune of $500 so it' be $500 per building annually um the next best competitor geocomm they will not allow us to do any changes to any of our Maps once we kind of sign on that dotted line and they've given us the product without paying
065the annual subscription fee for the entire District at a tune of about $133,000 annually so we get a lot of flexibility I think the product is is really great for what we're paying um so unanimously crg is who we wanted to go with and they are backed by the Wisconsin Wisconsin police Chiefs Association came recommended by our our County police chief as well they've done about 90% of the digital mapping Grant award pce in the state of Wisconsin I really think we're going to get the best product if we if we move with them questions for mind so I would be looking from you for a motion to accept the Grant and approve the recommendation I so move I make a motion that we accept the grant proposed um by dmana for the mapping grant

067my head go over it exactly um but what I can tell you is we started to notice that our playground at Riverview needed some changes to fit the needs of our students um we have a nice playground at Riverview um but it it definitely is lacking a lot of things um so the drive is inclusion um so Riverview um Riverview School population is quite unique um we have we host our elementary school ID program so it's ID and IDs um so there are a lot of really severe students um that fall into the kind of categories of disabilities with wheelchairs um they might have ventilators reduced Mobility yep walking needs sensory needs so the big Spectrum the other unique thing as you know about Riverview is we are a learning community so we go all
068the way down now not everyone knows that okay okay but goes all the way down to three years old so our three-year-old population at Riverview are our students with special needs um who have a lot of the same needs that I was just talking about um so 3-year-old all the way up to our 11-year-old olds in fifth grade um and our 4K also has we have the 4K for the whole District so we have students with all kinds of needs including some with the most severe needs at our building as well um and they all need a place to play they all need a place to play um the 4K department has um a nice section that's fenced in that works well for them in many ways um but it's also kind of small considering
069how many students we actually have within our building um our our bigger playground I don't know if many of you have seen like our playground like if you can visualize it um but our bigger playground we have our K through five who plays on that playground um our ID program and a lot of our so most of our special Department goes into the fenon area um to to have their their recess time for safety purposes we have a lot of Runners um who as it sounds like they like to run and they they like to run far so they go into that fenston area just mainly for safety so one of the proposals with this is to fence in the entire playground um in a way that you know we could basically like have the
070entire thing safe for them giving the opportunity for all of our students to play together that we don't have to have two separate areas where the kiddos are playing for the best environment for them instead everyone's together with equipment that can support all of their differing needs um but yet they can play with their same age peers regardless of the needs that they may have and seems like a really wonder wonderful way for them to connect and build that Community within our our do you guys have I guess questions or like gu we're kind of talking or there things that are coming up and you're like talk about fundraising yeah fundraising so um we feel that there will be a large section of the population that can get passionate around this idea of inclusion um
071that it's for our kids I specifically want to Target a lot of companies within town uh we have a lot of very large companies that I want to reach out to like boards and Foundations they have different foundations um that I'm hoping to come in contact with and get some donations um there's grants available looking into grants um as well as school-based fundraising from our PTO and you know our direct Community type of donations are you looking for from like the specific companies around time like is there a is there like a you know a baseline I'll take whatever I but yes I yes um I I definitely think you know we've talked about some kind of tiered approach where we might have like a even labeled right like these are bronze donations these are
072silver and gold donor walls the whole we have those numbers worked out at all we we have kind of not just for the effort of like let's see if we can get passed from the board um till we can even start that I I have looked into fundraising but not quite to that extent okay I'd like to when you do get to those point I'd like to get a some sort of a presentation well because I mean I also work for electric company as well too like present that yep and that would be great and I I would love like one of my my goals is like we have a lot of connections within our mpsd community who has connections with those companies like right who works at them whose dad is up here and
073like I feel like as a district we can come up with some nice connections and get in the door right get your foot in the door yeah and it doesn't hurt to always ask you ain't going to get off exactly that's right historically in the man Public School District the elementary schools have done a great deal of fundraising and grant funding grant funding um for their own playground so it's kudos to you guys but it was also unique is that Elementary buildings that do Remodel and build into their playgrounds come to the board to get the board approval for them to raise money for a grant not that they're asking for money but our approval is a board to say go for it riverv viiew have at it contact the World um Good Luck and

076of it especially for the inclusion portion of those students that can't enjoy playgrounds as well as other students so that's our drive that's one of the things that's interesting that you bring that up so like one of the thoughts and Visions in our head were a it catches on maybe if we do what other people might want to do it but be also kind of a collaboration that comes amongst it so like this special ed Department getting close with other special ed departments and saying hey like do you guys want to come over bring the bus over and like let's do a playtime or like let's you know let's engage and let's talk about like are you having this problem with this kid and how can I teach you this skill that we do and
077we can demonstrate and so I think it might really connect our district especially our special end departments amongst our district thank you okay okay and I'm sorry I didn't see those gentlemen I totally apologize and as a point of information for anybody and everybody this is the required step for them next to go to the npsd foundation The NPS we we've already we've already gone to the foundation this is the next step for them to go to the foundation for the foundation to set up a whole separate account for their Fund Raising to make sure that as they're raising the funds it goes into the same accounting that the foundation money does so even while they're raising funds they're making interest on the money they've raised and this is the process that was thereby set
