002the meeting and so I'd like to call it to order and start with Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it Nation indivisible andice okay um uh roll call Christopher Abel Biff Hansen here Matthew fips pres keete Shaw here Matthew sping here har TR Tony here thank you okay we have public put um uh the whole extent of the thing would you know would be up to 30 minutes if we had had that many people but we have only two people that want to speak so um the chair will um will put in uh allow for five minutes presentation for each so the first is Braden Meyer for Liberty Mana County we're a nationwide organization dedicated to F for the survival

003of America by defending parental rights at all levels of government uh what I came here to talk tonight is that recently there have been some changes proposed to our District's policy regarding public comment at board meetings first off let me read the First Amendment to the Constitution of the United States States of America Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof or briding the freedom of speech or of the press or the right of the people peacefully to assemble and to petition the government for redress of grievances over time the Supreme Court has interpreted the First Amendment to apply to all levels of government not solely Congress let's look at some of the proposed changes for our policy regarding public comment at board meetings uh two changes

004essentially go along with each other one change limits the duration of participant statements to 2 minutes a second proposed change limits the duration of public comments to 20 minutes that is a short amount of time to go those changes make the school board appear as if it does not favor and value public comment whether it be two three four or five minutes the presiding officer should determine at each meeting how much time is appropriate to a lot for each speaker in relation to the total amount of speakers present the typical time a lot of for public comment has been 30 minutes unless extended by the presiding officer which isue gives everyone enough time to speak when it is shorter members of the public can be cut off or prevented for getting their full message to

005the wars another change says a participant cannot speak on a topic more than once that right there is a clear violation of our right to free speech and to address our grievances to the government another change States participants shall address only topics within the legitimate jurisdiction of the board one asked in a previous board meeting what is considered within the legitimate jurisdiction of the board no school board member could answer which is an issue that can easily lead to the stifling of free speech anything that involves and affects our schools School District School Board as a whole individual board members and staff are appropriate to address to the board as long as comments are addressed to the board as a whole and should not be censored I've already seen the chair of a committee attempt

006to censor a Schoolboard member because he did not want him to address a current issue in our district in our board member ethics policy it states that board members will quote unquote encourage the free expression of opinion by all board members it's a sad day when you see your school board attending to censor its own members whether it be the school board city council County Board State Legislature Federal legislature or any other governing body Free Speech must be preserved our forefathers died fighting for Independence they wrote and approved our constitution to govern our nation and amended it with the Bill of Rights for the preservation of our freedom no Coalition should ever become powerful enough to govern us through the means of fascism correction as those calling for a publicly state I'm a strong constitutionalist

007I believe in the power of free speech and everyone here needs to do everything they can to preserve our constitutional rights thank you thank you yeah that was good um Bara post 825 stre man I'm still talking about inclusion and behavior true inclusion was never truly embraced when it was introduced in this District lack of strong leadership with a plan for all was nonconsistent with the same same thing with the behavior plan there was always new Administration new principles new superintendence it was like we were going through a wash list and so each campus to me appeared to do their own plan they adapted to whatever they thought was going they didn't follow all the protocols this was happening but all the people were not aware of this happening unless you ended up at one

008of those campuses this became more apparent when the major transition of schools when sixth grade ninth grade moved and the children's Riverview was closed the Kindergarten Center and then they realized that there was no cohesion they didn't have people covering all those inclusive people and I'm not just talking about special needs people I'm talking about your general population and then it became spotlighted because no one knew what was no one was on the same page and there was a no major shift to catch up people try to get them back to where they needed to be and people should have been aware of this was happening but they instead of looking for a major fix instead they said that they will catch up it needed to be addressed before that transition came in a district

009needs a cohesive inclusion and behavior plan to be stayed compliant everybody should be on the same page I I mentioned that for I don't know how many months already all stud students should be served according to where they're at and it says right up there engage and to AG educate and J engage and inspire all Learners to a thrive in a global community at that time I was just trying to get everybody on the page where they would get their Basics so they could go keep going and teachers we then common cor came in and you were supposed to be able to go to any school and you should have all been on the same page that was not the case in Manor and you needed to have those teachers do modifications in order for

010those all the Learners to achieve their goals you had to know your protocols you have to be present you have to be a great role model and you have to communicate and collaborate and have training for everyone so you're all working toward a common goal because if you're at kindergarten you're supposed to be progressing on to so when you get to Middle well now it's Middle School that you can just go because you're supposed to learn in first grade A Basics third grade is like your hit sixth grade you should know all your Basics and be able to take into junior or middle school what you learned back there and you can get electives and do what you want to do then you have choices so you have to have role models and communicate and

011collaborate training together toward a common goal so that all are successful help them build their toolboxes so that they can have a firm foundation when they go into the world and don't now you're looking at structures do not let structure problems override these students needs it's what happens inside those walls that have the lasting impact on that students future all students need a safe fun consistent and positive learning environment a place where they want to be a place where they want to go every day and they know that you're going to be there for them but you have to be have opportunities to learn and explore and it has to be ever evolving if you don't catch them and keep their attention there's a lot more now cuz you're so vulnerable there's so much more

012out there in the world and they're already connected to the global Community you have to Champion their strengths and not their flaws work with them know that they are a student and they need help lastly I'd like to say I was a Washington Student I'm very proud of being a Washington Student Mr Gibson gave me eloquent speaking he said there's body language there's eye language language and there's also the written language and you should carry that with you and also there was Mr burst there with social studies there was a lot of people at Washington and now I hear Washington is really not good when I was there Washington were the tears we were the gold and blue and when I went to Lincoln a lot of the kids that were with me at Washington

013never made it to Lincoln a lot of them dropped out some took the really dire Road and I when I go to Silver Creek Park I think of Billy that took his life Behind The Watershed there I think when I look over this where you're right here that Trestle other people that jump off that Trestle you thank you very much you really need to engage these students good thank you much um consent agenda is is totally packed here uh are there any issues are there any items on the consent agenda that anybody wants pull for discussion yeah I'd like to pull a few items of the general meeting minutes from 5:14 from what from 514 May 14 oh okay then okay yep and the curriculum and instruction minutes from [Music] okay the financials and just

014the monthly financial report corre okay and po 1673 public comment okay okay did we get the finance and Facilities committee Mee that's second is that part oh you would okay that's B okay May 20th oh there isun no I I want to make sure you're getting what you want I June 6 I see the regular board meeting from 5:14 okay May 20th or I like May 20th May 20th okay okay Tony you wna you wna raise uh raise your uh concern with May 14th 2024 regular board meeting minutes yeah thank you krie uh really I just wanted to clarify some of the minutes were kind of vague and I thought it would be I'd like to get them updated for the record uh I'd like to add identity politics based in front of language uh

015and that's uh specifically it's like near the bottom of page one on the last paragraph where it says board member of last Delica questioned some of the identity politics based language mandated by the DPI in the report I just felt the it was kind of an incomplete picture with uh the summary there so I just want to have that okay how how do you want it listed Tony it's and and I apologize it's it's not dictation it's just an overview so I apologize if I left something else so how do you want it stated that's fine I I just wanted to clarify it um board member of last Delica question some of the identity politics space language mandated by the DPI in the report okay um Matt bips you want to you want to address

016your concern on the May 20th 1920 or 2024 I just kind of wanted to highlight a few things that it was a pretty jam-packed meeting which was great just wanted to talk about the transportation contract that uh it had gone up three and a half% and we voted uh to approve that um that was one thing uh the printing services we had made some adjustments and we ended up coming to a resolution about uh printing services to save some money however staying with the existing structure that we had um are you changing anything in the minute just just discussing okay okay uh Tony again uh curriculum and instructional committee minutes yeah June 3 thank you Gary um again I just wanted to amend some of the minutes and expound upon them for clarity for the

017the public that may have missed the meeting uh specifically down at the bottom of page one where it says Tony V asked about how we screen books for Content I would like that to read uh Tony V expressed concern with keeping explicit sexual content out of our school libraries and want of this address and the plan okay that's good it sorry sexual contact yeah that's yeah that's certainly accurate out of our school library I want this address all right Tony uh monthly financial report thanks G um Angela do you want to talk a little bit about I noticed it looked like for fun 50 we were tracking uh the loss of $177,000 for the year I read that right yes and the original projected budget was uh a loss of around $120 or so thousand

018with uh the supply chain assistance funds uh we're going a little higher um so far uh you know just and some of that is we've had a change in service model this year and so some of the estimates we were you know just a little off on those and so there's a little more expense compared to revenues and anticipated uh next year there will be you know maybe some additional participation and but we'll be able to plan a little bit more for that based on uh the activity this year especially with the change at the elementary school and uh the other thing is is that we're on we don't know at this time if we'll get supply supply chain assistance funds uh would be nice if we'd get them again we got a second round

019of about a $4,000 additional later in the year uh and that'll just help help us uh you know just track pooser to um or just have less of a lot so so what are the long-term implications of that so uh as I mentioned at the last meeting that participation is going to be the largest driver uh our ISP went up and that has to be verified by by DPI all of our C application materials are submitted to DPI so they review that at this time and they'll look at uh they'll essentially look at review the data that we submitted and decide uh certify our ISP because it's rising we'll get a higher free rate uh reimbursement and we should have less of a loss overall and so that'll be make make C more sustainable long

020term is there a way to make it to where it pays for itself or is that not that's right I was under the impression that was Prime to the program we should be and that's the whole but we're going to have to look at increasing participation and uh we're Administration was charged to look at that and you know just at the school year ending we haven't uh been able will set up the meeting Z but that's what I plan to do by the end of June work with uh the leadership or the learning leadership team and myself and and sort out some plans so I I feel confident that we're going to be able to find ways to increase participation and along with that uh get students more involved uh parents and Community because our

021Wellness committee as well which is kind of a a different initiative but that is linked to those efforts to to help improve Food Service offerings and encourage nutrition you okay yeah okay um Carrie yes um thank you Tony for opening this up because I do have a question I received today um with the cisa 10 contract uh payment for this month for $33,000 around $33,000 is that part maybe this can go to gym as well is that part of that quarterly installment that we have to pay C 10 um or is that outside of those quarterly installments that we pay C 10 there's a payment due on on April 30th and the June 30th and September 30th and then 123th so is this $33,000 uh Bill up this month is that part of that quarterly

022statement or is that outside of that quarterly statement have the answer that uh in the contract it says uh I just was able to pull this up here the parties agreed to monthly billing for time and materials as well as set progress billing set forth and so the progress billing I believe is uh more related to the projects themselves and they're you know I'm not sure if I have that correct I was going to call Stephanie and reach out but the we will receive the hourly charges monthly and and we're working now just getting finer details with some of that stuff which they've been very helpful with um but then I'm thinking like so that's going to be a fluid bill it's not 33 every month it's going to be correct every month there will

023be a different Bill not part of this quarterly so so where I couldn't find where are these quarterly payments I didn't see one for April and I didn't see the June so what is our quarterly payment I what is you help have to help me understand that that will be more surrounded with like the lighting bit is the only project that we've really dove into at this time and so one will bring that lighting bid to be approved later in this meeting then we would take action on that or move that forward and then some of those the payments for those projects would come at those quarterly points as I understand it so that's not part of the 1.2 million that was signed the lighting bid and these hours are a part of the 1.2

024for the the hours themselves I should okay I got to crack myself on that 1.5 million was the total amount that was talked about that we felt comfortable you know putting in the proposed budgets uh so the 30,000 would be within that $300,000 limit that we talked about staying within within the whole 1.5 million and then that $100,000 for the that I didn't follow any of that okay okay so the there's $1.5 million that we talked about working into the next budget and of the $1.5 million 300 ,000 was sort of earmark to be our limit on professional expenses through CA 10 for the project planning uh bid bid cost just time and time and effort and and services provided uh if Jim calls if Mike calls a questions if I call you know that's

025all build on time then but that's that that's the bill we get on a monthly basis corre if Nate comes to our meeting we're going to get built for that corre if Nate gets a phone call we're going to get built for that that's that month bill that we're going to get that I saw today yes okay so that's not part of the quarterly payments yeah go ahead please yeah that part and was explaining it right it's just I think you need a little more info let's let's pretend real world what's happening right now the only project we've been given the go-ahead on that has any substance to it with a cost that we would even assess the speed to is the lighting project and let's round that to $100,000 so for the life of

026the contract we we're set up in quarterly but you're going to be build 2 and half% of $100,000 so $2,500 will be charged as our fee on that 100 and apparently we're breaking it up every quarter yeah I think we can fill that one at once that's all can I clarify so not you know total 2500 total not 2 total and two years ago a year and a half ago Nexus was proposing like 5% of the part of the pie on every big project so we're getting a heck of a value at two and a half% I I understand you don't know that's why I'm explaining it but is so that's why and then they're only billing us for clerical stuff bidding process Aid whenever we call on them for needing support so I get

027that I I just I I'm I was confused as to um the monthly bill and I get that now in the quarterly statement where that quarterly Bill comes from because I didn't see anything in April because there won't be anything because he said 100 grands in total for that project what's were going on because they helped in the bidding process now the project will get approved if it does and then they'll get two and a half% of the 100 Grand as their fee yeah for see so P $25,000 quarterly okay yes 25 so you made a mistake and don't take any offense to the work that you guys have done Okay Nexus was was that another company that bid to do this yeah cont well it was kind of shed at us by the previous

028administration so who how many how many companies how many interview we interviewed three companies there were three companies to handle this this there were three that bid on this project to do all the schools in the district yep okay to give us Services it's kind more of a broader statement there were two you said we worked mainly in the compared Nexus and CA 10 for the the audit but originally we' we' interviewed three we we were first of all just a clarification we were just going down first of all we didn't you don't have the bid services but we were you know seeking board approval for it and we were just using Nexus for all our work uh and then we suggested that we needed to make sure that um we were getting the best

029in in my sense was that we weren't you know that we were going to be paying a lot more than we needed to be one of the challenges was that we wanted the separate work that we could do in inside meaning currently Mike Schwarz handle uh and Nexxus wasn't willing to negotiate that contract to provide us that flexibility cisa 10 has and we've clearly separated out outside of you know Mike can only still do so much work himself so some of that will depend on the workload yeah that that's I'm not worried about that was my question I just wanted to know these but that was Biff's question yeah so Biff has the Biff so what you're saying Jim is we don't have to bid out contracted Services Services yeah so under board policy we

030don't have to get bids for services that somebody will provide that's not one of our emploees that's correct what I would typically do is make sure that's in budget so that you're aware of it through so we can just hire anybody yeah it was a board no no you have to get up three bids over 5,000 over 3,000 of course you do it's in the I I think what he's saying Keith is that that does not apply to Services it's only like materials or equipment project yeah so it's like a different category we have to like C 6 right or like other services well that's another question I have was this is we can just hire anybody or do we have to get bids from people who provide the service if they're not our employee

031servic is you typically government you know bodies would typically not require you to purchase Services you you know you have everything from Architects Engineers um um attorneys um we are not getting those out you know there are specific reasons why we might prefer something sometimes when you establish yourself uh you stay with an organization you know for a long period of time uh I mean we have one organization right now that we rely on totally to help us design our our technology you know and over the last 10 years we spent a million dollars you know that includes items that they're purchasing for us uh Angela could clarify some of that so uh services are typically not in there I would always promote is that you're aware of that through budgetary yes oh just like

032the audit we just got done by Haw and Ash we stayed with them for 20 some years and then never went out to bid for that serviceing TR want to check this out because government agencies do it differently that you have to have a bid if you're Contracting anything from three to $5,000 you have to get that so I'm surprised that as somebody who contracts expensive items for the taxpayer we don't have to get bids that surprises me if I can speak again I would that's why the board approved going into any of that was all discussion all transparent everybody talked about it we talked about it in open and we we actually interviewed them listened to different opinions and then we talked about it openly about the advantages and disadvantages and how we wanted

033to maneuver the district and have the freedom because like I just said I'll give you one example quickly about the air handling unit at Lincoln Nexus had their fingers in it and even if we wanted to do it ourselves they were getting two 4% of the job no matter what so that took the freedom the sovereignty away from completely and and and that's why I'm so uh in favor of this relationship because they understand the advantages and the disadvantages of this relationship but we're being able to use them in the strength of the district being in control and not just letting them try to add up the bill and then get a percentage so that's why in the state of Wisconsin just add a little bit more anticipating the need for services to supplement the

034work of a school district you know establish thesis in the first place as an organization that is it's almost an extension obviously it's it's regenerated uh some states in Michigan we fund the the cesas a lot more and they get direct funding you know as even a greater incentive uh but they're kind of an instrument of the uh State uh to assist local school districts second speak okay one one more and I want to be clear about how the architectural agreement is going to go if we do go that obviously they're going to want to get on the the board about getting a percentage right off the bat too so that's why it's prudent that the board picks the correct architect firm that gets the Serv that we need done but not just trying to

035go for a big fish to get paid that's my opinion yeah I thought we got the best best deal my question was answer a long time ago so thank you yes okay is there further discussion about the monthly financial report okay um Tony on policy 0673 public comment at the board meeting I want to I want to address that too and that um uh when I look when I look at it today I mean I don't I I think I want to pull it entirely from the consent agenda just that that that you know just this policy the other policies that we may want to look at it but I want to I want to say perhaps in response to to to Bren that boy this is a this is a First Amendment School Board

036uh I don't think anybody got censored at any meeting I mean I I at the curriculum meeting and I don't think uh I don't think we've been particularly restrictive or stingy or whatever with public input because the policy says to permit fair and orderly public expression the board May the ver the verb is May provide um this is something we do provide and it's not the only way that a citizen can communicate with this government body so um but I do have some question about e in the e in this in this revised policy proposal it says two two minutes I guess I would I'm G to be honest I thought we went through this we changed aminating or I'm glad I was it was amended to five and you also amended to 30 why

037we got this copy I don't know yeah okay that's why okay good why we needed to do it uh and 30 okay uh let's have that as a let's have let's that have as a do we need to do it as an amendment to make it sure or so if I if I may you already acted officially in official capacity to amend it to the right to well to what you voted on which was 5 and 30 so technically if you pass the policy you've already amended it to what it needs to be you can just make a motion to correct corre approve with the cleric clerical correction yes okay and then we'll put it back put it back in the consent agenda the other thing on the consent agenda is that I'd like to

038pull for no controversial reasons whatsoever item and in the the LS Lincoln High School textbook adoption and vote on on that as a package separately okay just to just to affirm that the AP Government apsy Advanced US History world world historyus history Civics the the textbooks pertaining to those courses uh to to give that a you know give that its own vote okay are there anything is there anything more on the consent agenda hearing none uh all those in favor of of the the consent agenda signified by I I all opposed okay I just have a question yep so we pulled are you is the motion going to be made to as as amended like in the past we approved the items that were not pulled from the agenda the board made a first and

039second motion and voted on that on those items and then we did we did a first and a second motion and vote on each of the items that were pulled from the agenda oh do you want to do that it's up to you I think we wanted to just put them back in since the discussion has been you know that with the amend amendments that he made yeah but we said that that's that's a clerical correction yeah with the amendment but I think that since there's no there's no abiding or major isue or a there's nobody uh wanting to make an amendment to any of the things that were pulled okay we include those in the consent agenda okay and that just passed so I I'm not sure there was a motion I need a

041to attend so there's no report so there's no report okay will we get that report next July July hopefully in July the senior Representatives have not been elected yet so as long as there's a um the one that's in there now stays in correct till replaced by another El okay uh report of the superintendent uh District priority goals just a comment in terms of uh we did get the information in terms of uh our reading scores uh and and we also had some assessments on math scores uh and so we had the reading scores came to us on Friday you know we had Gra uation everything um I wanted to clarify something you know with our directors uh but I just sent that out we typically you know reformat some stuff and so you have

042that under separate cover you know just forwarded that I haven't really had a chance to digest it I think we had gains in in some uh uh some retraction you know in terms of last but overall I believe we met our Target goal in exceeded in some cases but but again the directors will come back with a report on that through the committee uh to the board oh okay and then on the facilities facilities are you know involved right now in terms of its next stage the uh assessments been done and so that's been picked up by committee and so that will be further discussed here and there's nothing on the culture one at this time okay yeah all right um in terms of District activity report you know there's nothing new to report other

043than what a wonderful graduation um you know understand two I was the first graduate uh really good and uh today I would just report out the directors um had the principles in for last end of year meeting and it was really great listening to uh how they started the year where they finished the year in my sense was they feel so much more prepared for going into next year it was just a very positive meeting um so that happened this morning that's good okay any questions yes wanted to give a shout out to all the staff and students involved uh with their hard work this year we know it was a big lift for everyone and uh your hard work paid off so great job we're all proud of you and the community's proud of

045you under separate cover okay but she will be a part of this I love that she she will be part of this regular report and there's so much going on in this particular area any question um and this might go to Mike I'm I'm guessing but uh it looked like if I was reading it right we had about 29 unfilled positions currently is that s about right yeah I guess you got some Math teachers I'm just curious if we know how that compared to last year this point oh gosh 20 that's that's a really good question and I I'd have to try to do some research to even figure it out um I don't know I don't know I think we're ah had last year my my my Jennifer HR office said to me today

046she said you know we're awful busy we're we're we're busy busy busy for last year it was crazy buy busy so um it it does feel better uh let me just talk about administrators for a minute you know as Jim said we had a meeting this morning very positive meeting as I looked around that room there was such a good feeling because last year this time administrators were moving uh from building to building sometimes as we bringing new people in people were leaving us we looked around that room this morning with the administrative team and everybody's there and I think everybody's going to be there so that's a real plus question Tony I I I'd have to do some research uh to look at it um I I just don't know how yeah I was

047just curious uh any concerns with getting those positions filled before oh yeah oh definitely definitely concerned definitely uh have some anxiety over and um what what uh what I want to bring up given I have this opportunity um about 3 weeks ago four weeks ago well first of all different companies are emailing me trying to call me trying to connect with me relative to their products their company da da da so about three or four weeks ago I I'll tell you right now I I had a tough week I I tried to seal a deal went home for five with five situations and all of a sudden uh this Elevate K12 uh was calling me I'm like talk to me you know it was one of those talk to me types and um we had

048a good conversation uh the week later the directors and myself were in a virtual meeting with with uh Elevate K12 um two weeks after that we we we brought them on site we had a good hour 15 20 minute conversation back and forth about the about the company about what it would do and ultimately if I were to summarize it let's just take a math position for example let's say we could not fill a a math position uh and we and we contracted with Elevate K Elevate K12 um it it's not online it does the kids don't read and follow directions and instructions um it's not just a a virtual situation where you look up at the screen and you follow it's a a virtual situation where they can see all the students in the

049classroom like they were virtually teach us math right now they'd be able to see all of you they'd be able to Know You by name etc etc we would have a classroom coach in there it may be a a longterm sub it may be a current teacher it may be a parah relative to uh monitoring and managing classroom any Behavior type of things uh uh X Y and Z so then maybe getting a little lengthy here but bear with me because I think this is really important to take this opportunity right now um Milwaukee they elevate K12 with in 150 schools contacted barou talk to their High School principal they contracted with Elevate K12 for four chemistry classes last year she said it went very very well I contacted um the high school principal at

050partyville they contracted with them for uh four Al Algebra 2 classes and a geometry class and it very went very well um so where are we at well if we cannot find a human being to be in front of the students we'll probably be coming back to you relative to going maybe with this company I have it on the agenda for July 1 with the Personnel committee and they're coming in um Phil and Aly are their names they're coming in live with with the Personnel committee um so it's it's a situation of if it's a last resort if that's where we got to go that's where we got to go to provide some instruction am I anxious Tony absolutely absolutely uh nervous about filling all these positions if I wasn't I don't think I'd be

051human oh yeah what what I say is good news is we have all our administrative positions filled right our principles right which is really good even though you did Magic by point out some good experienc retirees yes uh to assist us this last year but having uh the leadership at all those schools is critically important and I think we've got some really great people I'm just curiosity because I know you guys said you had said you met with administrators today how how did that go because this whole year was a important year kicking off uh SFA and and all that other stuff did anybody Express anything like how I mean the principles you heard from me and Mike I would turn it over to Lee and Heidi you you you know what's your take U

052you know they they'll be reporting directly to those two individuals there so just curious to know what they thought uh well we did capture um you know notes of their cele ations and so uh we also had them share U we had basically every principal share what we called a uh you maybe not an elevator speech because those are like 30 seconds so we did a wait in line at Cedar Chris speech which three or four minutes right so each principal everyone knows how long that takes uh unless it's really busy then uh each principal shared some highlights the year where we had them frame them uh and include um some student achievement or student engagement data um as well as um uh what their Hope from learning from this year to what next year

053will bring um and each of them were able to sort of you know all share with each other some of those things and along the way some challenges and how we overcame those challenges but I would agree with um uh what Jim said earlier is I I really feel a sense that they they feel so much more confident and secure in in their work in their schools but also with you know the the hard work that was done this year to implement new curriculum um they're all very excited about U bringing you know we need to bring a math goal back into play here and uh we're going to provide some professional development with Bridges uh that is going to be pretty critical in helping our elementary teachers uh get a better handle on some

054of the tier one instructional practices that may have fallen off the map a little bit with with the shift of focus uh we we we definitely want to see that um back in but I mean it was a very positive and constructive meeting that focused on student learning and um moving forward and continuing the trend that we've began I'll just add a quick highlight one of the things that really stood out to me was a lot like Lee said a lot of celebrations about growth that students have made um but we also talked about behavior um over the course of the year and just that data point that 91% of our students don't have Behavior concerns don't I didn't hear that do not have Behavior they don't show up in the data for Behavior so

05591% of our students are thriving and don't have any Behavior referrals and so we actually when we talk about the behavior in Mana toac that there are definitely a few challenging students just like there's a few challenging people in any room that you're ever in but that really we're we're excited about that idea that really it's 91% of our kids that are really driving and do well so that's celebration that we we don't always hear that data point so that's just one I wanted to share well it's been a this been a a major complaint for ever since I've been on the board and we starting to like make some real Headway on there and I know there's a there's a a behavioral plan in the in the works here and that that may just

056mop up mop up with left with positives with positive change in academics that'll slowly go down and and that's fantastic most of the teachers that contact me or I contact them are are pretty pretty okay I mean and we had uh we had a lot of retentions this year too good good signs is there any is there anything more Lee that you want to say uh anybody anybody got questions or concerns or okay thanks for the report that was a that was a good report um we're down to unfinished business now are we yep yep down to unfinished business c a 6 contract Mike are you going to talk about that or who's going to talk that Angela this was included uh there was no there was nothing on board pertaining to I I I

057just thought was there and I asked at Leisa think to provide some information not knowing who added it to the theend I edited I edited but as my addition was just strictly information for the board um and the reason that I added this is because of our conversation um a couple weeks ago at the finance meeting and and I couldn't agree more with Tony and Matt when they said that I think we need to be jurist Prudence to our taxpayers and make sure that the the taxpayers are aware of of what's going on we we talked about the difference between a $4,000 bid um on providing our printing services and and so in reflecting on that I did some investigation and this is by no means contrary to anybody else's belief that I'm not out

058to get cus 6 I think C 6 has done a wonderful job um I'm not out to to implicate that they haven't and I'm not out to to state to anybody that that um they're not doing the job that we wanted but there is some interesting information that that I think that we need to be aware of and and the cost of C of six Services um to our taxpayers and to the board and I'm not sure that the board is aware of these so this is what I brought it up for um in the past two years the contract use of C6 Services have gone up remarkably in the year 2022 um the C6 contract per hour was $100 an hour for the services that manro Public School District used them for so was

059$100 per hour that cesa 6 Personnel we're getting for our contracted Services after that the 23 24 school year because the usage went up the contract dollar amount was for 85 uh dollars an hour because we increased our services and again uh the new contract that was signed um by the manro public school district for the 2425 school year initially started out at 975 that was in February of 23 and then in April 18th just before the new board took over that that bid or that contract was increased to $108,000 um I saw no minutes I saw no board discussion and now we're looking at $65 an hour for services and I'm just wondering take a look look at that amount of money and and those Services uh that's a pretty good average hourly service

060that could we use in manswell public school district could somebody in this District apply or could have applied for these positions um and I don't know I didn't read anything in investigation that was ever even discussed by the board that we have a $100 an hour pay that it goes to $85 an hour pay and our new contract on April 18th that was signed for CA 6 is $65 an hour and um the services have just been escalated and the amount of time that we're using C6 has skyrocketed so it's just information I'm not after cesa 6 but I do think that if we're doing judis Prudence to the to our district and we're looking at at U these kind of salaries that maybe somebody in this District could really use a job to that

061caliber of Finance uh rather than Contracting those Services out we have people in this District I know that can do marketing and I know they can do advertising and I know they can do printing um we have tremendous talent in here and I'm not sure that we as a board did the right thing by automatically Contracting it out without any discussion by the board for those kind of salaries so that's why I brought it up the end yes pleas well so this doesn't go through HR correct no so then who decides the amount of money that they get paid I did and we also made sure it was in the budget and it was a higher amount at one time did we not Angel didn't you have like 120 from 120 to 108 but it

062was signed originally in February for 975 and then it was signed out of your office for 108 so again it's a contracted person it's a service yeah it's a service it's a contracted service yeah but but we don't get anything that's this person can do it for this this person will do it for this we're not getting that competitive type of service is what I'm saying and and it goes back to the other is that if we're spending taxpayer money we should be able to go and say hey this person is doing it for this and $18,000 we could probably have somebody on staff that does that I think we're getting a lot more than just a person that's being on staff and CA 6 does quite a bit for us um their services depending

063and I think that we did see like you even said went from $100 an hour down and then kind of back up or I I didn't follow exactly what you're saying but I mean I guess it all depends upon how much we use them you know what I mean so I mean this is something that we've traditionally been six been a part of if I might um where we're going with that yes you may I kind of wanted to you can go first I'll no no no I didn't I kind of wanted to compare the services as we needed them depending on if we needed like say we needed a sewage pump though we'd have a service and we keep hiring but if there's not competition and we keep on having there's nobody else to

064do it we kind of have to hire whoever will do it for us so then my point was about Mike having that we had so many positions that aren't filled to have a service to be able to do these things to take the load off of Mike to try to hire another person now we can all say in hindsight well could we have left it open you know that's a good question and I like that however it you know moving forward our our services as we need them did they get done how we needed to get them done did we get the referendum Communications out did we get all that stuff out so hindsight we can always say that we should have looked at it and but he could have had a position open for

065six months and never filled it so we had demands and they needed to be filled with it getting done and and it got done because obviously you can see these things that we got done so that's kind of a hypothetical and I like the questioning of it I think it's a great conversation piece and it my other question was who produced this document who who uh who made this no no I on the agenda who who filled the who made this I did I did yeah my agenda item and you made the document and submitted it no no the attachments I asked Lisa sink knowing you know that there was you know question I think Lisa s was told that I'm out to get her job and that's not necessarily true oh I I I

066don't Lisa think I think was was probably told that because I'm bringing up this concern that I'm about to get her that is the furthest thing from the truth I don't know who would have conveyed that I anything I kind of gathered that but that's irrelevant I just think but but to get to your point I'm I'm saying that that for this kind of salary for these kind of Duties and I looked at the six C6 contract I have a copy of it um memos to the staff memos to The Faculty meals in in case of a crisis um directives why why are we paying that when we have a superintendent to write these communications why is that part of a cesa 6 contract I'm saying there's people in this community and we didn't explore

067the option as Tony mentioned being prudent to the taxpayers we didn't explore in this community anybody that may have been able to offer these Services rather than farming it out and I know cesa7 does I worked with cesa7 for years um ces7 has these people could they have done it at a different cost we don't know that ladies and gentlemen and that's all I'm saying is the interest we have got to explore again we're going to talk about $4,000 on a printing contract we're talking now $65 an hour to maybe somebody in this community who could provide these services for us that's all I'm saying you have I think it has to be looked at yeah you have somebody in mind me you have somebody in mind oh just kind of wondering I'm like it

068seems like we're getting a huge package it's just it's just that's kind of get I just want to make sure but sorry we should be I understand what you're saying Matt but we should be exploring by putting out there we need this service are there people locally that can do that are there people that would do the service and charge less we're not getting those answers we didn't get those answers with this the cisa 10 okay are there local people that could go in and evaluate buildings that's what I'm saying is to be prudent with taxpayer money we should be looking more than just saying hey it's yours Keith and I really don't think that these contracts for this kind of dollar amount should just be arbitrarily without being brought to the board and discussed

069as we're discussing now open what are we getting for who have we talked to I don't think that it can be just arbitrarily signed for and given another seesaw when we belong to a seesaw and and not given our taxpayers the right to to apply for these jobs just arbitrarily signing a contract from 975 in February to 108 in April and not even come to the board that's all I'm saying so if I can speak I think it's go ahead through Services I think it would be in the purview of the superintendent or the director to to have to management calls for services I understand bids and materials but essentially at that point the board would be micromanaging all actions of the superintendent's office if it was over you know what you're saying so because

070because it's a fluid thing you know it's not like you're going to go out to bid for unless you're going to say you're going to go out to bid for services of the Year all XY but you don't know what the services are going to be as they come up so I understand what you're saying I think it's a good idea however I think the fuity of it the T the timing of it is unrealistic for a captain of a ship or or the superintendent of a district to to be able to maneuver that way and if the the board doesn't have trust in the superintendent I could see making a directive to try to ask for more information depending on where they're going or what they like if like if if you want to

071make a directive to the superintendent's office to say I'd like to see uh the marketing department and where we're going and how we can go out to bid for service in the future I think that would be a great idea if that's what you're if that's what you're looking for but to to micromanage it from the beginning before then superintendent is not going to know what to do ever because they're going to ask for the board to approve all aspects of their job it kind of is already stated that way in the contract for for purchasing of services which this is that anything over $3,000 you made the amendment to go to Five which we haven't talked about or passed yet but anything over $5,000 three bids have to go go out so it is

072there Matt that these need to go out to bids and that's for $5,000 this is a this is a contract for $108,000 to signed there's no compensation so basically there is a policy that has not been implemented and instructed and follow I think that we we have so much going on we have so much going on and adding adding and adding and adding all the stuff to send it back we we have to this is something we've been doing for a while with C6 I mean I I get maybe in the future if that's something that you want to make change but for right now we just have a lot on our plate and now you want to add even more I'm not looking to micromanage I'm not looking at micromanager either let follow the

073policy but I'm not the contractor you can't do anything with C6 contract Matt because the contracts for 180 days we're are in this contract but you can bet when this contract is up that will be a recommendation that if we're going to bid it's going to go out and and I think we should advertise to this community anybody who has marketing strategies and abilities for this kind of money why not and you want the board to be involved with a B stuff too or who's the no go out like advertising for a job you know I think we're misunderstanding policy I gave you two policies there that give me the authority to do this I think it's stood and it's supposed to be in in budget I don't have anything you know any problems whatsoever

074in terms of you know more visibility and stuff like this Professional Services you can you can uh you know even call uh the Schoolboard Association attorneys they'll tell you that's you know uh professional typically bit out um that doesn't mean that you can't do something like this like I suggested that I was concerned about Nexus and and we needed uh uh you know others uh CES have been built to help do this what's happening with cesa they've evolved uh because they have to be highly competitive and you can't be competitive in all things and so what's happened with cesa they've they started specializing in certain areas cesa tend to specialize in this area and they have the market on it and it's a service agency that's built for schools uh you know what you have

075here is not a salary cost you have a salary and benefits and and all the support that goes behind that she has in terms of um you know to support that now yeah I made a call the same as I did with Jamie McCall the same I did with Mike n Mike n started as a contracted Services out of retirement because I was pulling expertise that I felt that this District needed to get it back on course and back to uh a destination point and I don't think you do that overnight uh but I think we did a damn good job at getting to where we're at today by bringing people with expertise and I I had to you know that was I would love to have Mike H site full-time I mean he's full-time

076but he's working you know here and at home because he can get the job done in terms of the most critical functions that you need I'm not here to argue that with you and this is isn't about Mike this is about we are Contracting Services for a large amount of money isn't there a possibility that we can look in our own district for the same amount of money we've never explored that I'm just saying it's an option think we should explore I think it's a great idea that's all that's all I'm asking I think it's worth looking at and I'm just curious I think Jim brought up a good point because with CE to six you know we're just playing them or paying them a rate right and if we were to hire a person

083I mean you ran on it for election and and and and it was like oh wow we just maybe we just trusted the superintendent too too much and maybe the board wasn't involved in in in it enough and that that raising questions raising questions are really important for us to do yeah and I I don't disagree with that at all I'm just saying how do we go about doing that for example you talk about the budget right Jim brought up the budget Angela have we gone over budget are we over the budget this year Well when we're talking about the contract that was signed is for next year so for a budget this year we're we're fine yeah so I mean even so the keep in mind this is like a $90 million year budget

084right so I I know but I get and I I agree with what keep saying so I'm not saying I disagree I'm just saying we have to be mindful as a board you know we can go down these rabbit holes and spend a lot of time on you know peanuts well yeah I think that's what we've done you know I mean the issues been raised and I think that what I've seen in you know really less than a month's time is that a good deal of these things are brought up and discussed in the Committees and the Committees can pursue that that sort of those sorts of issues and then bring proposals to the board rather than having us you know shoot from the hip and and and discuss this you know in a general

087said no on the committee level and now it's going to get you know we're going to talk about it again but well we're going to talk about it I'm just saying if you can put it in a committee but it's not going to necessarily get talked about well okay okay but that's there's there's the instrument the instruments that we have okay I'm GNA I'm going to have us move on um is there any further discussion of Roman numeral Roman numeral 8 a CE the 6 contract is there I think that's what we just talking about I know that's what we were talking about okay I want to go on to new business new business a a curriculum committee um first issue on I think we'll take these one at a time the firefighter course we

088had um uh a good good good discussion we had um Todd Blazer the fire chief and the assistant fire chief Ben Ben kenck and and uh um assistant principal longm and there's clearly a clearly a a a demand for this or and um there's a shortage of volunteers uh there's a shortage of people going into firefighting there's an interest and this proposal for this course would generate people who could be volunteers and you know the Silver Creek Fire Department after finishing the course even consider having careers in it and so it seemed to to the people on the committee uh on the curriculum committee that this was a this was a solid proposal Mike Matt fips U made the motion that we accepted and it was it was voted unanimously so I'd like to recommend

089it to the board for approval second so move all right is there discussion yeah I just wanted to highlight the cost was $2,500 I think that's a huge return on our investment for the community like Mr President said here about how uh we have volunteer Fighters fire district uh sorry firefighter volunteer firefighters around the county that uh have lower enrollments than ever and we need to revitalize that and I think this is a great way to help the city and the county um because there's just truly not enough people getting into it anymore and this provides a path for our young educated uh students to get into it right away and Hope and and the the trainer is being provided um at no cost to the district yeah we don't have to provide a teacher

090so I I think that is amazing and I really am excited to see this move forward and uh talk about how so many more people hopefully are signing up for that kind of stuff in the future to stay involved in our community because it's a dire need and we need those volunteer firefighters and the City Firefighters uh to be able to take care of our needs so thank you very much for everybody that's been a part of this I know it's been in the works for quite a while uh it's just an amazing thing that we need to move forward with to help our community cool uh students from ronali and Luther will be also invited to take part and that's that's good community relations too I think um thank you do do you want

091to say anything about this uh just just that this is an awesome partnership and I appreciate this city um you know we we had you know meeting so this is an LTC course the students will receive LTC credit um we will come be coming back with to you for firefighter number two because after the completion of that one as we've said that it would be eligible to serve on volunteer departments and um you know to the city's point they're going to provide instruction we don't have anyone on staff certified to teach firefighting uh which is awesome because otherwise we wouldn't be able to do this so really ltc's course the city's teacher we're providing the facilities and the materials uh to make this happen um and just a real uh you know thank you to

092Chief Blazer uh the mayor for kind of giving the thumb of approval to have someone on staff at the fire department during their time of work you know come in and help teach our kids okay motion to to have a motion we got a motion in a second already yeah yeah that's right is there any further discussion just a comment that what's real important isn't it's does it just doesn't develop future firefighters these programs all of these programs help kids decide is that what I really want to do yeah right kids in high school need to find those things out um yeah those are quality people down it yeah I wish I had this when I was in school oh do you all yeah all the stuff we have Lincoln is kind of amazing uh

093I just wish it was part of where I went to school so many fun things that we do cool I think it's a good direction to go and we may do this for other other other areas as well it's sort of the Rising Phoenix uh program with LTC um early college now have that yeah y That's right so uh all those in favor of the course say I all those opposed okay we have a course uh the men public school um nursing Services uh most of this is something that has been passed routinely you know each year the new part of it is section three Roman number three dealing uh dealing uh article H dealing with the maoxin uh which is new now and they that will be a you know the supplies in that

094will be provided free and um I thought you know I looked the whole thing and it it seems like a certainly the nursing services in the manok public schools are you know what they should be they're they're excellent and they're and they and they've thought about they've thought about virtually everything and have a have a policy for it so uh is there a motion to accept the Nerf Nur Nurse Services plan we'll move second second discussion I think it would be prudent to say that the way they wanted to store this stuff was in the AUD uh packets or in the compartments of each school um and it was under uh lock and key essentially and then there would be notification if one of these was open because my biggest concern was obviously theft um

095for these these things so obviously uh it's under surveillance and notification if anybody ever tampers with those uh units so okay further do you do you want to comment okay call the vote all those in favor I I all those oppose okay passes uh men Public School District Library plan proposal what they're planning here what there's what this proposal is is they're proposing that they make a plan and uh admittedly um currently we're a little out of compliance with the Wisconsin statute 43.0 uh 70 parentheses z um three um so this is simply a proposal that they will make a proposal there a plan and make a proposed plan and um this did not this did not receive the affirmative recommendation of the board I mean of the of the committee uh was 33 vote

096um but we put it on the agenda for the whole a 22 vote yeah 22 vote I'll put it on um the agenda for consideration in tonight's meeting Tony had an objection I don't know if it was so much of an objection as as I think you correct correctly stated what your goal was in in revising the minutes of the curriculum committee meeting to say that you want you know sexual content material you know treated treated you know treated with go yeah I mean it's a concern of mine and you know I had a lot of people talk to me about it through the years and this is the first time I've actually seen hard evidence of something in our library that I thought was borderline not was totally inappropriate right like I wouldn't want

097my kids reading that not even my adult children uh so it was just something that I uh you know I feel that you know many in our community wouldn't be in favor of if they if they were to see that and I really appreciate uh you know I had some good conversations with both Lee and Jim about this and you know and the the people at the the committee too so all the staff that were there and I thought it was a good exchange and I appreciate uh you know some of the updates that uh you know came about specifically looking at at goal one uh they added some language uh around the age appropriateness uh criteria at each grade level and I think that's a great uh step in the right direction I really

098appreciate that um I would like to suggest uh that we add some additional language just for clarity uh that I think would be uh consistent with with addressing my concerns and and many people's concerns uh which would include uh no grade level shall contain sexually Prov provocative or suggested content just for clarity it's just there's no ambiguity going into this thing and that the you know everyone would be on the same page moving forward so no grade level correct Senior High School not Senior High School I mean I don't know what I don't I think provocative is a kind of a slippery slope but um you want you want to you want to add that to this I would I would like to add it uh and uh you know I I could read some

100the committee level and the plan um I would concur that the idea of this plan is to file with the DPI the vision of the man Public School District in relationship to our library system their goals are specifically around helping our libraries promote literacy like we are trying to do in raising student achievement and part of this they have a recognition that they'd like to create guidelines around buying books which most libraries have yeah so this plan is basically saying they will create this and as I talked with Tony and the committee um once it's developed we we absolutely plan to bring it back to the curriculum committee and then through this body for approval really all of this all this is asking for is our permission to move forward with the plan file it

101with the state that's what I that's what I said in the committee and we can we can most certainly and that's what the motion that's what the motion motion that's what yes because right now we have no way corre to answer concerns like that or do anything about concerns because there's no plan to take care of things so let that plan be developed we we have a plan for the back end so we have a board policy that says if somebody has uh issues with either materials in the classroom and curriculum or in the library that they can in writing submit to the principal their concerns there's a specific template that they would use and then a committee is formed at each potentially building if it was in more multiple buildings and then those committees

102respond and then comes to the office of curriculum instruction and then uh goes from there so so there is a reactive way to concerns but there isn't a proactive way to help us not get concerns by having the right things on our Shelf which is what the Librarians are really promoting here so if we have a plan to help them make those decisions before they're on the shelf that would be a good thing right and I agree with that 100% and the only thing I was suggesting was you know to get a little bit more clarity around Age appropriateness and what that means and that's why I suggested adding that language which I think is I understand that Tony but what you're doing is you're you're affecting the plan before they even discuss anything yeah

144unanimous or a majority motion and it was tabled to bring only to discussion to the board it did not pass the committee uh with the goal head to do the 20 million doll aing program as he presented in his memo to all of us so that's where we're at right now is that discussion level regarding that policy okay because it did not pass the board uh did not pass the facilities committee there was a number of conversations about that that we weren't ready for that all sorts of things surrounded it that's why it was defeated well we weren't well explain why why it was defeated I mean it was it was like it was I think your your argument was it's the cart before the horse that's correct and there was there was another thing

145that was talk about is there was a directive and it did pass that the superintendent was to do an attendance mapping area and an enrollment plan uh specificity was to be looking at this plan for a t five to 10 year projection and uh putting money borrowing money were were again Beed con or Beed Finance said you do the borrowing yep you start to pay and you don't pass a referendum you still pay that bill so we really don't know what we're going for there's a lot of conversation out there as to what what is what the plans are going to be uh there's a facilities committee that the superintendent has that has laid out a number of scenarios okay beautifully done by this committee but now those scenarios have to be brought forth with

146specificity to see what happens at grade levels what happens at buildings what buildings are going to possibly need renovation or what buildings in five years won't even need to be in existence we don't have that yeah so putting the $20 million to the taxpayer because it has to be paid back um when we still have a fluid budget we're not set on our budget is risky that's why it didn't go any place okay so we we we wait for the the reports from the superintendent by by the motion that to motion that Mr fips is before we really start investigating these things we need this specific documentation on the options that this uh facilities committee has presented um to come back to the facilities committee and then to the board on all sorts of things

147now I really really enjoyed the uh the uh the the borrowing expert that was in the room that day I think we all are very uh uh inquisitive to learn and we learned quite a bit about how the borrowing Works um he was very very helpful for us understanding as a committee and as uh directors and other people that were at the meeting as well so I would recommend you know he was here that was amazing he did say the borrowing part of it um in other districts in the past because he does work with many other districts is actually quite um painless we'll call it to get that um moving forward if we need to and when we need to or or that whole process so um being prudent of having a detailed plan

148moving forward I think is great um and the borrowing side of it I would en encourage that individual to come back and answer more questions as a a committee in that in that area and um I think the term was up to $20 million I think the the uh the action doesn't need to be done at this moment however I think we need to understand that this is uh time sensitive um so I think asking for that uh what we did pass in committee is helpful uh and I think I'm I'm excited to see some more information from the directors and the superintendent's office about uh exact planning um but I think it is prudent that we do move forward and understanding hey we're going to need to to maneuver some money around um to

149to uh secure uh long-term uh you know plans so uh that's why that kind of was brought to us I believe it was PR it was was understandable why the superintendent office brought this memo to us and then having the borrowing agent there as well so I think it was all in timing was fine I just am really excited to see more detail and um attendance areas mapping U literally just black and white to see where we're going as a district obviously we have General numbers but just having a detailed plan so I think I'm I I'll speak for myself I'm ready to move forward just want to see some more understanding of how we're going to uh meet the needs of our students in the future but it's going to have to be short-term

150borrowing to get anything done anytime soon so that we can do projects next summer I think it's a good idea I was just gonna piggyback off what Matt was saying and from what I could gather in that discussion and I agree it was a really good discussion uh borrowing is is really the only option that we have that's going to allow us to get priority items done near term without any additional burden on taxpayers and it's going to buy us four years uh basically to you know to write the ship or keep the ship you moving in the right direction so personally I like that because I look at it as like Hey we're betting on ourselves right and if we're not going to bet on ourselves then you know what does that say about

151it and you know I think while we're that will allow us to address some near-term uh deficiencies and priorities uh it'll allow us to uh work and and build the case uh for a larger investment from the public at some point which is going to be inevitable I think is you know a larger Capital referendum or borrowing referendum I don't believe that now is a good time to uh pursue that um with the community I think that everyone's kind of stretched to the limit to some extent or a lot of people are and that's why I'm I'm personally in favor of the borrowing and uh yeah that's my two STS Chief yeah I I I think uh Matt fips had a good idea when when we get these these options that have been presented and

152we get the specificity to these options to bring Mike from beard uh Finance back to answer our questions and maybe even a special meeting that's totally designed to that would be really advantageous because there's a lot of there's a lot of Finance information we will then have a solid budget we'll know what's going on where our borrowing and our spending has been and get that man in here to really start answering some questions after we have all these options to take look at I highlight that the structure of borrowing is very important as well that was new information to me about how public debt goes so and but I still think this is very time sensitive so be open to seeing a special meeting or something because we we can't be kicking this can down

153down any further I think we're on it we just have to organize the data and then it gets presented to to the the full board after obviously committee and that was the end of the discussion there doesn't take any board action at this point because it was C share that the district is currently in an owner's representative agreement that the decisions regarding the direction for the district and space utilization are clear from their standpoint based on economics and that Community feedback was not critical we're not going to ask the public what they think about any of this well can I I know the only the only feedback the public must have heard was somebody emailed me a podcast of a local radio station and they talked for all day Friday on their hour about ripping

154down the high school putting it somewhere else and uh that was from information they had from the board ripping down Madison and Jackson and busing kids to stangle putting an addition on there the community needs to be part of that discussion this has always been a neighborhood School place maybe it's not anymore but at least they should have input into that I have seen nothing that would say let's start borrowing money and hire an architect what do we what are we going to do have we made a decision I don't know where we're going with this and yet we're not even going to say hey people that live in the district come on in and have some input into this discussion that's important to what we're doing to get buying I was at a meeting

155last night because the county has a $6 million debt and out of the people that got up and spoke probably half talked about the huge increase they got in their school taxes last year yeah and they never even knew it was coming we we as a board have the responsibility to sit down with the people of this district and say hey these are some options we're going to close these schools we're going to bus we're going to fix Madison fix Jackson we're gonna renovate the high school instead of building something for 150 million new somewhere else we got to have those discussions with the people who give us the money to make change and we haven't and we're talking about borrowing 20 million what is I I don't get that I I I honestly and

160we have a thousand less students U you know that's almost equivalent of two schools and so we're paying for space we're paying taxpayer dollars for space we're not using where we could utilize that's where your plan to us has to come in what's going to happen right I I I think that this is all really good and really what we wanted to do was make sure we had more concrete information you know before engaging the public and you get that with an architect the but in hiring an architect you need to have a scope of work and now what we did recognize and we got this from C the 10 and that's why C the 10 is here because they can explain this a lot better than I can uh what they've identified was the

161state the condition of our facilities and and what they've identified is two schools in particular or three schools in particular are probably going to be part of your long range plan in in some way uh one was Jefferson the newest school um in and um you know to extemp that finish that work okay and that included an addition and and again I'm just Nate will be able to provide much better detail on the second thing is both covering the North and the the South two schools are really in better condition or better footprint uh for a permanent plan uh and that happened to be stangle uh and um Monroe and and so what they're suggesting is be careful you don't start pouring money more than you need to if you might be commission schools and

162so that's why three schools were identified shortterm try to get some of this work done next summer at least that make me feel better about that and and now now we're we're running out of you know time you know and and again one of the things you know and I wasn't here I I had some personal matters to attend to you know um but uh I think it was a good committee they provided you know five options in terms of borrowing and and the group out of the five and all five were provided to the board you know was the second one uh which which was 15 million and and even I had suggested maybe the use of fund balance too uh to to really start can't fund balance sorry well you know again I'm

163only you know um you know I have some understandings and I believe you can okay that's obviously a board decision but again I'm just trying to set the St don't shoot the messenger I'm just trying to one of the concerns is if we're going to get some work done next summer you need you know the more lead time you have the more likely you're going to have a better result but that architect and we can't hire an architect if we don't Define scope and so the scope was around those three schools and that was to get it started and the second thing there was the second component that was to start planning for phase two and and we could have one architect or two um you know preferably one that can both handle this immediate
