this is the product of the united states and to the republic for which it stands one nation under god here ask for a motion in a second to approve the minutes from our meetings we have three of them listed we could just take them all together that would be much easier unless anybody has an objection to that um and we have a second second any auditions or corrections to those minutes hearing none all in favor say aye aye aye opposed okay those are carried thank you i have no communications tonight and then the next item is public input um we i will ask that you limit your comments to three minutes because of the numbers at least that have listed their um interest in providing public info make sure that he speaks to something that's

remains in the district and um we'll pass the mic around the mic that i have is the one that i'll ask you to use we'll send somebody up there with it and then the next person can have it so we'll go from there and the first speaker that i have listed is uh ryan phipps of lambert lane brian just i i really don't know if the board is aware of all the long-term effects the mask is uh having on our children or on the general public in general um ignorance maybe was an excuse in the beginning but now with the science we have and the research we've done we know that mass do little nothing especially cloth masks to look to nothing on preventing the transmission of covalent so the question is to be asked

why are we still mandating that why are we forcing that on young valuable children uh and that question i really really don't understand why you guys answer is what we do we have many schools in our area in our community that don't mandate the mass uh in their functioning um i know this is a tough situation for everybody uh that's when i kind of always lean on the constitution people to be able to make you know free will choices um and i believe that if the students and the parents don't want to wear masks i believe that they should be a choice for them um so that's something very concerning to me and i think it ties into you know social issues and discipline issues and um the long-term mental effects depression drug overdose and

that as you guys know those are concerning problems in our community yeah and i think that it's intertwining we definitely have seen it decline and people will be able to communicate even so i would like to take that into consideration and you know please think about that as you make your decisions i am concerned um and i'm seeing the effects it's having on our community you're seeing that also another thing that was brought to my attention this last week that's concerning is that there's a conflict of interest on the manitowoc public school website it was connected to a private website and that was very concerning to me also because i i believe that you're supposed to be a neutral body um connected to only three of the candidates uh that was a concerning also uh

i beg to ask the question is that publicly funded money that we're using to endorse candidates where does that money come from to operate that website and who's it endorsing and why and if you feel that's a conflict of interest and i'd like this so thank you very much for my time okay thank you next would be matthew phipps 2245 blogger lady his responsibility and accountability and then i thought to myself when the board had the opportunity to make a vote on the boba 19 protocol they kept pushing it off to let the superintendent make the decision and i feel that responsibility and accountability needs to start from the top and if we don't have that responsibility and accountability it gets brought down to the children and the children say well if my teacher's not

going to make me accountable i'm going to do whatever i want classrooms and then they're going to have behavioral issues and when they have behavioral issues the teacher says well i need help with this student and then they send them to the administrator then the administrator has the choice the administration the administrator has the choice if they would like to fix the problem themselves or send them back to the classroom or send them home and too often in the last few years i've been personally hearing about students being sent home for bad behavior meaning out of school suspension i feel when we have a problem in the classroom we need to address that in the classroom and then the administrator needs to keep that child in the school setting because that's where we can do

good for the students we can help the students in the school so when i went to lincoln high school if you were in trouble the administrator would make sure that you were one-on-one with him or her and you had accountability to him or her that accountability level is how our society functions correctly if we come to meetings and we all look at each other in the eyes and we say i'm going to be there at seven o'clock because i will be there instead of a text message saying oh i can't make it because of something else i'm getting off topic that that accountability and that responsibility is hard our society functions correctly that's all i wanted to say tonight and i thank you for your time god bless okay next speaker would be annual 1416

north ninth street manifold we're not concerned about tonight's source it's come to my attention that a lot of students that make in high school on their phones all day long it's not significant being on your phone in the classroom is distracting it's disrespectful to the teacher in a big way and you can cheat now i have grandchildren that will step here and they tell me that if they have their subjects with them and then the teacher sees them they're taken away i don't think they should have one here at all my son says well we have to be able to get a hold of our kids during the day no you don't parents should not be calling or texting their children during the day what are you going to do is send them a text

grab a selfie dinosaur no anything like that has to go through the office the parents do not have to disrupt their children's education during the day but the biggest biggest concern i have is disrespect for the teachers i can't imagine trying to teach a class when there are kids texting away on their phones i mean this is terrible but this is what was this is what i think emergency parents can always call the office phone stay in the lockers or at home using his phone during classes distracting his respect for the teacher in an easy way to cheat it performs his problem in class it should be confiscated and brought to the office where the parents can retrieve it this makes sense to me because it puts the discipline in the parent support and that's

where it should be they shouldn't be teaching their kids to be that distracting in school thank you for the hard work you guys thank you hey thank you uh next speaker would be tony blastellico 825 north 13th street manager good evening everyone last wednesday january 5th i say you all make more than 150 studies that shows mass are unaffected you know please take the time to read through them before a decision is made this week i would also like to point out how difficult it is to hear some of you speak with these nasa important meetings imagine how this might impact our children and their ability to learn sitting in a classroom all day the science and logic clearly support a mass optional approach if you're able to look at things objectively i want you

to do the right thing and end the mandatory massacre requirement tonight next i would like to read an excerpt from a book called a parent's guiding critical race theory by public school teacher christopher casley this is a quick read and i encourage all board members administrators teachers parents and concerned citizens to check it out anti-racist programs should expose an end racial injustice encourage multiculturalism teach tolerance foster understanding and communication anti-racist programs should not target whiteness use the terms white privilege or white fertility stereotype or scapegoat groups because of race polarizing people into oppressors or oppressed with that is the backdrop let us consider some of the language in the contract the mpst executed with the root consulting in august 2020 and it costs 42 000 to taxpayers which includes the following bill defective stamina to

persist through white racial while addressing racial inequities cultivate the conviction to uphold evidence supported racial equity policy and practice in front of the white backlash facilitated learning about key concepts and practices such as whiteness and the ways whiteness influences school policies and practices i.e white cultural practices and perspectives white racial discomfort are you beginning to see why many parents and members of our community are concerned many can claim crt is not in our district but this will suggest otherwise next let's look at the concept of equity explaining through the lens of this public school equity program should promote programs and resources maintain instructional rigor eliminate gaps and disparities in learning and resources equity programs should not eliminate programs or resources water curriculum or instruction patient improved causation with that as our baseline let us consider

i have been told by a former administrator in our district that some programs have been eliminated accelerated math routine for seven of eighth grade students i am asked jason gold and pam lindsmeier remember a week ago dependent programs or resources have been eliminated since they have joined our history of health achieve equity if the answers were no i think i would background them my old spending services may be pushing the dpi as is evidenced by the recent lowering of scoring standards i hope you all read this book and ask yourself if any of these troublesome elements of cft are indeed in our district today it sure would appear that way to me my name is tony blastellicon and i'm running for support i will crt where it may exist in our district and bring it

to an end 4932 highway 147 marital hear me yeah first off i collaborate about how masks don't work in our very judgmental portal i can promote cdc's website and contradicting policies although no matter how much i'm telling you tactical information i want a percent it is a hard person to accept a policy therefore facts and science will not alter your philosophy next i'd like to address the provocative parts 15 21 and 53 one poster in particular says unapologetically fear once you expose our youth sexually explicit content imposing assume most children do not conceptually perceive what that means and still be reading more development vocabulary exposure is planting deceitfully poetry not by choice of parents or students let our children be children the next poster i want to address was also hung in the halls was

deliberately folded in the house so that parents could not see when their children were being exposed to upon further investigation this [Music] it's a good indication it may not be appropriate for public schools the last poster i specifically wanted to address states rise to rewrite the law it shows the washers and monuments in the capitol building and the bathrooms what does this board interpret right away belonging the law of islam is the constitution as in federal the definitions of the contents of these posters raises my utmost concern as an american nation what other indoctrinations are being engraved in developing grades of our future on our computers now let's take our focus to another very concerning matter the standard so these are just numbers let me paint a big picture of what my sports represent my

nephew is in the second grade right here in manitoba i want to school my son's during kindergarten and second grade when my nephew comes over and spends the night i do not stop my children's education i incorporate myself with learning alongside us mckay bernard is five years old and he is teaching his cousin in the second grade how to read and help spell my now he was over two whole years older than my second grade that isn't even at a comprehensive reading level nor is it special attention from any aid at school to help catch up with his reading skills where's the possibility of the school district you lowered our students you foreign dumb stuff instead of taking responsibility for the choices you made and holding yourselves accountable always being the district crew and sense

of parents sweep the issue under the wrong and the greatest man of great leaders who have stepped up to place successful business owners and leaders that are confident and restored education in our youth near manitoba i do not like seeing our children being kept in the same environment that the care of a school district that has proven themselves to be incompetent in educating our youth my family trusted the school district to educate my child you're feeling him how many other children have revealed and parents listening what will our nation become when our future generations american leaders are dumped out drove up to quote rice to rewrite johnston drive well thank you guys for having me to share my opinion with you um first and foremost uh the research i've been doing the government needs to

get out of school period we can focus more on our situation if we aren't worried about what the government is going to bring in or uh number two the crc or whatever we don't have here basically leads to socialism the socialism well i do recall in my history lesson that the pilgrims did socialism and it didn't work did it because everybody's put in and when you think well so i'm supposed to put in so i can just keep going we get to the point where nobody wants to put in who's gonna start common sense guys all right then i have this thing with mass these children are breathing back in what's supposed to be going out of our bodies co2 is supposed to be for the trees and the trees give us oxygen back now

anybody in science biology whatever you know that the co2 is not good for your body and imagination don't get the damage you can do to not only their brain but their body physically then we have the fact that we have to have all these okay the vaccinations in the mask well as shot up before you wear a mask nobody can understand you very rarely unless you speak very clearly anyone understand you you have a lady that a few times comes up and talks to it's like this and you're trying to understand what's being said and at the end you hear about getting vaccinated i'm sorry but that might have been important information shouldn't i know about this i mean if you're gonna voice your opinion i would like to understand what you're saying also the

fact that i did some research quite a bit over the year but i found out that they did an experiment with this vaccination stuff they did an experiment back in the 80s on chickens it's called leaky vaccination what they did was put in a vaccinated chicken with a bunch of other chickens and every other chicken because this vaccine went from chicken to chicken to chicken they all died because it got whatever the vaccine was supposed to fight it made worse which would explain some other variations coming up with this virus thank you for your time i appreciate it okay next person will be david sober 1126 south 15th street david here oh david silberg okay then we'll go to michael mealy 2008 pleasant street manitoba your legal counsel president in an emergency disaster preparedness position

for nuclear and biological first response and thank you certainly it doesn't work small particular transmission is a p1 p2 or p3 radar full face respirator with a glam valve for intake and blind elbow exhaust that comes out to over 32 years of business officer in which i have been revealed national international contracts liability torts intellectual property uh oil in the brains of various conditions and i came across a u.s cult that is municipal forests as a whole individual at risk for courts regarding your goals and surely this is twenty-one plus code sub set up in three six zero phase of angular vapor dash three optimization for medical products for use in emergencies not sustaining any provision in this chapter and section 351 of the public health service act 32 us 40262 and subject to the

provisions of this section secretary authorized the introduction into interstate commerce during the effective period of declaration under subsection of a drug device for biological product intended for use in an actual or potential emergency referred to in this section as emergency use uh dominant subsection b condition authorization masks are an unapproved emergency use product these vaccinations or inoculations are under this but i'm going to adjust the masking and restoration process circumstances under deals with appropriate conditions designed to ensure that healthcare professionals in administering profit so two appropriate conditions designed to ensure that individuals between the product is administered are informed so two of that of a significant known and potential benefits and risks such as an extent with such benefits and risks are unknown and three [Music] of the option to accept or refuse administration inform

consent of the use of a non-food medical device and i think that possibly your insurance bonds and hosts could be financed if those are removed it puts the entire board community at risk under the potential expulsion under us code broadcast thanks okay and the final request to speak is from jennifer gleickner 1313 flambeau street i'm not here tonight to convince anyone of the real consequence of the spirit of god in 19 uh the fact of the matter is if people were capable of being convinced of the seriousness of the subject i would just be standing here greeting you tonight uh there's been a lot of discussion in social immediately about the declining performance of our district schools i'm also not here tonight to discuss the reasons folks are pointing to for that decline but i

am here to discuss is learning and how it's important that we employ every mitigation strategy we have at our disposal to end this pandemic so that our kids can continue learning in person our students cannot be successful with continued disruptions to their education related to the speaker just yesterday green green bay area public schools said that they were making a pivot table this includes nesting around others in public places getting vaccinated if you're eligible exercising doing respiratory etiquette and hand hygiene and teaching this to your children staying home when you're ill these strategies are not as effective when everyone's not think of this as your favorite sports team if that helps you if everyone isn't putting in the effort even is less likely so please consider the following information when making decisions regarding mitigation strategy

before mpsd moving forward the seven day average of new confirmed cases has increased nearly 150 in the past two weeks with the children under the age of 18 representing the highest numbers of good cases studies show can i be interested to see some of these other studies that people are bringing up but actual studies show that well-fitted multi-cell phase mass can block the majority of respiratory droplets from escaping the air gas can often reduce awareness exposure to infectious droplets by effectively filtering this out of the hair they breathe masks remain most effective with layers with other preventative measures like regular testing and vaccination eliminating the mask mandate means children will likely miss more school admission continues children whose symptoms have resolved can be driven the classroom after they die of isolation if they're able to

pass consistently well around others math making masking guidelines finally i'm making a plea to our educators and our parents to set a good example for your students and children they are watching you and taking cues from you when you're disregarding the rules put a place for the safety of paul you're sending a message to these children that the rules do not matter please consider that parents of medically fragile children and staff members with pre-existing conditions of their home on us to help protect them from the worst-case scenarios and one last thing uh as of today 56.1 of manitowoc county residents are fully vaccinated 59.2 have had at least one dose so that's showing me that most people believe in the science and two people protect our staff and our students and help keep our schools

open videos thank you for your input and make it better for everybody it might take a little more time and let's just make sure that when you're speaking we're using money tonight right so we'll go to committee reports first one would be curriculum and that's normal um so we met on december 16 and had three things on the agenda the first thing was to hear a report from our student learning liaisons um just talking about what their roles were at is as a liaison um and just uh walking through what a day in the life looks like for a student learning liaison so that was more of a time for learning for the next thing we discussed was some proposals for art classes at the middle school level um there's there's some classes that they'd

like to update um and making sure that there's uh appropriate options for our particularly seventh and eighth graders uh those are listed in the minutes and then finally we did hear just an update on the middle school map as you recall we've been discussing contested math and the team is developing a plan of how students will be eligible for that opportunity and so that work is continuing and we'll be revisiting that in our next okay any questions on the curriculum security report otherwise i would ask for a motion in a second to approve the minutes i i just got a question about the middle school math update um currently the status of advanced math and junior highs is that still ongoing do we still currently have advanced math in the middle schools what was that

what is compacted math exactly what is that for layman's terms [Music] so it is an advanced placement math high school uh so when was that because i took geometry in junior high when was that removed [Music] when the ninth graders left okay so that six seven eight doesn't have any access to those tips i mean i wasn't even i wasn't in the super smart kid math i'll just say that i wasn't high enough but the uh i mean i had friends that were much higher than that [Music] to take several eighth and algebra math courses over the span of the seventh and eighth years essentially one year ahead of many reports they've okay okay any uh we have a motion in a second to approve the minutes somebody want to make the motion i'll make

them on from the second second any other discussion all in favor say hi post okay thank you and then the finance and budget committee met kathy willis yes we met on january 5th at 4 o'clock and i called meeting order at 402. we had several items on our list that were mostly um informational the first is the hopefully i'm saying this partly covered yes at this time about 15 000 a year for items that are not normally on in our budget so for example like maybe some special classroom equipment so um those those um proposals were received and gone through another thing just to mention about cooper matches was created specifically by um i know uh former principal of washington and another employee right and so 25 percent of that money is always earmarked for

a washing point um so we just went through that and then the next was our debt service and repayment uh at one million one hundred and forty thousand dollars um just for everyone to know and just because of logistics um the fund ten it's going from 110 to 138 so if you see some odd movement it's just a logistical thing um that was notice and printed out to us so that will be moved around a bit the next is food service adult meals um the usda is requiring us to increase our adult meals at uh at the schools by dollar and the mpc has decided to absorb that increase for um for those individuals and it'll be coming out of our food service fund balance and it it runs about a thousand meals a year

so um i think that's the nice thing that they're doing the next is the us cares and ears money uh for those who don't know those money better [Music] and so there was a survey sent out and the fpsc is creating a plan to move forward and we'll be releasing that plan to the public by march 11th which is the deadline the next is our financial page of our website has been updated and then we also discuss our audit the board will be receiving the audit report at our next meeting in january and move on to w-i-s-e financial portal it's a dpi which is the department of republican construction they're creating a new portal for the public it's a financial portal that will link directly to our school and our financial system to all of

them in wisconsin on a monthly basis and we have completed what we need to uh do to make that happen the next one is voided checks on our monthly financial statement again it's just a logistical move they'll always appear there but we have been used as a board seeing it um like first and foremost on the financial report it'll just be moving later into our report so just wanted to give you that heads up that um is there and won't always remain there or just be a different spot and um we were really appreciative of that uh the next is our purchase policy we just went through that we discussed some of the things about um vendors and how to get them and in particular vendor for vendor for audio equipment especially like here when

we're at wilson we have an issue with you guys hearing us um and that is a supply chain issue um we've been told that many times now and it still exists mr hultzman was going to be looking into an update for us on that too where that was at um but that was just last week so and then um let's see here the last was oh and then that part of it with the purchase policy was just too the board goes on purchases over a hundred thousand dollars so bids are always blocked on any kind of projects that are over freedom so that's all i have to adjourn that 433 and i thank you okay any questions for kathy on the report i have one daily stacey yeah um i'll talk pretty loud okay you're

closer to the audience yeah um so one of the questions i had was um you had mentioned the key stakeholders in the sr funds um can you tell me a little bit about who that is and who it has been reached out to in order to determine what that money's going to be spent on i can't actually do that so i'm going to refer this to angela because i you know we didn't discuss it [Music] um are going to be those classes that they're complete so we're going to be reviewing the data to put together so it was it was parent parents and staff [Music] okay thanks daniel know i wanted to touch on that one too a little bit as far as i was told that there's a um requirement sometimes yes before um

but the more i hear about it the more i still consistently hear that there is a requirement that here we have a requirement to provide information to the government to receive these funds is there [Music] you know all of the so there's no linking to any of the copic protocols or anything of that nature for the monkeys correct one other question um the the money when we get the the surveys back and we'll talk about that and how people want to send that money is that new money or because this is a reimbursement right so we've already allocated money was that was that done also in the same manner where we surveyed and and uh found out so this is new money that would be spent going forward okay okay thank you um then i

would entertain a motion in a second to approve the minutes from the finance and budget committee motion for a second any further discussion all in favor say aye aye opposed okay uh then our last committee report would be buildings and grounds and that would be lisa johnston the committee met at lincoln high school tour last week and we looked at the ventilation system which is in need of replacement what we'll be voting on this evening is that we will have nexus solutions from madison provide us information and the technical support that we need to move forward with the project so we will be voting on that this evening terry do you have anything to add no but i mean the piece of equipment we have now is is inadequate for the for the new facility

and it's about 30 years old yes so now now is our opportunity to make a move on this in order to make the whole swimming program right so it's aged it's in need of replacement and we need to do that to maintain the pool and the schooling program that we have at mpsd thank you any questions for lisa hearing none i would entertain a motion and a second to approve the minutes from that committee meeting any second okay um any further discussion all in favor say hi okay thank you then we will move on to the report of the superintendent and i'll hand it over to angela she'll have the first two items okay yes we have um is a total of two million five hundred three thousand eight thousand dollars for a grand total

six million seven sixty nine thousand seven eight thousand thirty nine percent so um also um [Music] uh no questions i'd entertain a motion in a second to approve the payment of vouchers so moved a second any discussion all in favor say aye okay and then angela you're on with a monthly financial report uh the balance sheet um that is a pretty good thing for a basic amount of grand scheme of cash flow these people have between [Music] um if there are any okay okay up next would be joyce greenwood with our personal report all right thank you we just had the one personal report this would have been uh on friday [Music] uh yeah i have a question about the um as far as the payment to first to payment personnel um one thing that

i notice is um take for example we'll look at instructional aid um it's the second one on the support staff the wage rate is 13 41 and then the the next one i see is 15 17. um next one is 1458. how often do we actually look at the competitiveness of these wages especially in the labor shortages that we're seeing in our communities now yeah that's a great question we actually are having those discussions right now um [Music] yeah colin i believe the personnel committee is going to have that on the agenda right for a meeting yeah we're going to talk about it so because that payment for the aids and as a result of the it just wouldn't have come up yet because they haven't you know [Music] um okay would entertain a motion

in a second to approve the personnel report any any further discussion on favor say hi okay and i'd just like to mention i see you have richard zachary coming to quotes that's good i'd like to see that this is coming back for this thing okay um the next item would be our district covert protocols and i will turn that over to superintendent holtzman thank you very much i have included about four different slides in our in your board book for um the board's review uh i would start my comments and statements by that it is um an absolutely critical time right now we are seeing a significant number of staff who are out and we continue to see the increased number of students and staff one of our goals probably our goal continues to be

face-to-face instruction and we are definitely interested in trying to do everything we can to provide our quality instructors in that moment um i would ask you to just turn your eyes to the first manifold colony burden rate um you can see that we have almost five times our burden rate from august to now and we continue to see that incline increase in the number of people within our county who are testing positive the next piece that i share with you is our district positive cases this is on our district website and you can see that um throughout the school year we had you know somewhere between 10 and 15 kids and adults who were testing positive the week of january 7th that number rose to 61 and 14. again two or three times the number

of people the next uh slide is teach for unbuilt vacancies and what i want to make sure you understand about this data is that unfilled vacancies for teachers is not all teachers it's only those teachers we actually get substitutes for so there is a group of folks and that we don't get something in sport throughout we might not have a direct role with students they might be working individually with students we may not choose to get this substitute in those cases so without looking at the numbers you can see that [Music] over the course of time we've continued to increase those numbers one of the challenges that happens on any given day like that i'll give you an example i believe yesterday in the mathematical public school district we had 26 unfilled teacher vacancies unfilled

teacher vacancies it doesn't mean that there are 26 classrooms without teachers in front of them that means that there are 26 classrooms that are manned by people who are not hired to do that job that doesn't promote a lot of things including higher educational opportunities we are we are stressed at this point uh the example i would give you is that lincoln high school for example had six unfilled vacancies yesterday today what does that mean that means there's no substitutes for that and the teachers who typically would have time to prepare and work with their colleagues do not have that and they have to substitute because we have to have somebody in front of the students to support that that does not include the three places that we do have substitutes and so we do

have substitutes in some cases but we are seeing significant increases in the uh the final slide just shows general attendance um and it would give you an idea uh over the course of time so i pulled a couple of different attendance times and what we'll see is that last week was the lowest week of student attendance that we've had an entire year that's 86.31 without doing significant half that's 14 percent of our population itself um if you get an idea of what that looks like right if we have 5 000 students an example 10 would be 500 students okay so we're talking about a significant number of students who are absent um yesterday uh the information that we had from our coping clinic um [Music] students or employees get tested on monday so we're seeing

a very significant increase in the number of cases that are in our district i am very concerned about the status of the well-being of our employees very specifically because um if you are not provided time during the day to work with colleagues um you again are struggling to just continue to maintain what's going on in your daily operations so uh with that uh there is uh as i have conversations with our county health professionals uh our district health professionals i would recommend that we continue to uh use nasa as our only mitigation strategy to continue to stay first i know that um all of us would prefer to have a different outcome from our current health situation but it is absolutely critical for us to be aware of the health of our students and our

staff and the effects that covert has had on our learning and continues to have as we move forward so pause there and answer questions or pass it back to the president got a couple things here um so we have teachers that are um obviously not able to make it to work um so that's occurring um are those primarily due to coven and if it is due to covet are is there or is there not the majority of them that are currently vaccinated um so it depends on whether absent could be um that there is an increased number of staff members who are testing positive code there's an increased number of staff members who have to stay home because their kids have coded there's an increased number who are home because some of their family has

spoken and we've even seen an increased number of staff because their we have a uh absolute need for substitutes so if there's anybody out there who's interested in central fermenting we need i mean we absolutely need it um and um we need them before coping and now this just continues to exacerbate assassinating the problem um so the answer to your question about the majority if the majority is over 50 yes the majority is over 50 but you know i don't have um we only ask we don't require so you know i i don't know i can't give you an absolute fact on where we are in terms of staff vaccinations and then i had if you don't mind welcome all right thank you um the next question that i had was to your mpsd daily

average attendance chart um the dates on the left hand side um there was gaps on there i was wondering if maybe you could explain your chart uh so that i could understand if that was the most or if there was i guess if you could elaborate on it i what i was trying to do with this is rather than just saying last week we had 86.31 i don't know what that means so i tried to pull three other times during the this school year to give you an example of what our attendance rate was so i just pulled 9 15 10 40 there wasn't any very specific reason i just picked sometimes that would give us you know september october and november so that we would have something to make a comparison it doesn't you

know there isn't any other data that i just try to pick a month in each one of those so you have some information okay um and then the the last one that i have is um the your recommendation is to place the mask uh to keep our our mask mandate in play um what would your [Music] what would your picture be i mean we expected the appearance that it was going to be today that we were going to to make the decision and the reason that we wanted to make that as the uh revisiting um was that they could actually see something on the horizon uh something to work with what is your recommendation to include timeline um and not just saying well i would recommend to leave it there is there a timeline that

you're recommending as well to that for you yeah that's a good question so uh in in concept when we met in uh late october early november um looking at our data um we said to um our families that our goal was um and what i as i talked with president nichols a little bit about the process i definitely want to continue to bring it back so the challenge would be i can't say next board meeting i'd like to make a recommendation again likely because i would have to make the recommendation by next wednesday to know what the data is and i think that's too soon i definitely will bring this information back to the board at the next meeting again uh which would mean that in three weeks we'd be able to look at our

data um two things that i guess right now are very concerning one is the number of student illnesses and two is the number of staff and as we see those significantly decline um and we were back into the places you know where i would when we originally made that connection you know if you look back at the time when we were talking about the number of kids who were out and number of staff were out we're looking at five or six um not 14 and 60. that would be the area that i would look again but again i would bring it back to the next february board meeting for an opportunity to have this question and share where we are if we want to make a recommendation at that point i can't you know again

i don't want to make some point metrics that i just make up saying oh if we have x percent or y percent um i just know that we are really strapped right now trying to keep our staff healthy and i'm not sure i i don't believe that this would be the time to reduce mitigation knowing what our spread is all right and then i have one more question here um the you know it's been said many times that the uh the air you know across the nation communities um they're all seeing their spikes um and yet many schools have masked optionals um they're going about their day-to-day and they are in person learning at the same time and they're also seeing those same labor shortages that we all are experiencing um what other schools in

our county are are having the mass mandates put in place are there any i know you're you're you do keep in contact with many superintendents and such there hasn't been any school districts in our county uh requirements um but we have also seen uh school districts our county who have had to go through virtual because of the spread of covenant in their schools and we haven't so that's not new uh no schools in our county have chosen to make that uh an option for them and again um i i don't i can't make recommendations for other school districts i can only make recommendations based on what our health professionals are telling us and uh giving us feedback and what our data says if our data was different i probably would make different recommendations did you

say that out of the people that are absent uh specifically teachers that we don't know why they're absent they may not be ill no we know why so some of us absolutely i know they tell us about that uh i couldn't give you an absolute number of percentage um i could look at joyce and see if you could give me an idea based on our athletes know i don't know exactly what percentage are i can tell you based on our uh on this chart that i have the number of four out of positive cases so for example last week 14 staff members for positive cases but we also have staff members who are out because their spouse or their children have quote i think the question would be if somebody was out of school because

their husband had coped and they needed to be home how would a mask at school prevent that from happening the answer is it wouldn't so it's possible that we have all these students or all these teachers out of school for other reasons that have nothing to do with uh the illness of an epidemic epidemic i mean honestly i mean you can keep yourself from looking at the chart number one and you guys are all you have to do it hang on here hang on one i disagree and it should be based on parental choice as it should have been all along okay here i'll hand it down to gary wipe it disease that is down through respiratory ways it's not i think we need to be logical i would also say that the masking prevents

the spread of what is potentially at home that is what masks do contrary to a lot of beliefs that i have heard this evening and throughout this is that the scientists who work in epidemiology continue to say masking is to prevent the spread not to protect yourself anybody else want to add anything to that column i want to make a motion okay i'd like to make a motion that we go ahead with no masks public school district effective tonight okay do we have a second today okay and then i'll open it up for discussion and college that you've made the most i'll let you speak to it first if you're watching i i would like to uh speak to that we have sports programs where people are viewing it as optional um there's multiple school

districts uh that are viewing it as optional uh there is the right of appearance that is not being accepted uh there is the uh hindrance of communication the uh potential to mask emotion which has led to increased suicide rates uh behavioral issues there's many things that are occurring as a result of masking we are the only district in our county that is doing this measure yes i agree in person learning is the best thing and the only way we should be having education in my opinion however there are many many many school districts that are doing just that with a mass optional uh commander it just if somebody believes in having the masks then let them wear a mask i have no problem with that in fact i encourage you stand up for what you

believe good but i don't think that it should be forced upon anybody and i have expressed my reasons why uh if you lift the mass mandate and then we cannot sustain in-person learning are you ready for the backlash that will come with that if we cannot sustain in-person learning after we lifted the mass landing how are you going to be how are we going to do it sure well i would look to the exact same ways that those other school districts you know in successful companies who benchmark and look for the best practices and see how they're handling it this isn't new new material this is new areas we've been down this road before eventually we do have to return to normal we can't have masses forever and we at some point we just gotta

say let's test the water let's put our foot in and all this uh every school district in our area is already doing this why are we behind i am i am ready to make that both um [Music] you know confusing to me by an intelligent person like yourself in the midst of the worst rise in this disease that we should experiment with our with our school children and then you know that teachers uh and really kind of dare the disease to like sort of you know have its way i mean honestly there is some kind of common sense it has to prevail in this thing i mean this has been so politicized so polarized etc and the reason why the manila public school board has has has supported a mandatory mass requirement is because we

haven't given in to intimidation we haven't given them to the science we haven't given in to you know anecdotal anecdotal you know things that absolutely don't stand out so the fact is is that we need to do the right thing here we need to protect the people we're supposed to protect and we need to like we need to leave it at this when times are better times are now absolutely the worst in this whole damn pandemic so now is not the time to mess around to experiment do i give in to you know just just just just just a just a public demand on the part of a minority of people and risk we had the ad hoc covered committee meeting last week how you were part of that there was a position from aurora

that literally begged us to keep our copic protocols and our fasting communities our health care professionals are pleading with us because they are the front line in the hospital our hospital is controlled so if you go in there with a non-code related incident they may not be able to treat you are you aware of that are you listening to the news report and in your life and you think that's funny you're making assumptions well i'm listening i'm listening to our healthcare professions why wouldn't that may respond yeah thank you all right yeah i watch the news i listen to the news it was in that meeting um where uh the person had said that uh the hospitals were inundated with covet [Music] the numbers that we continually get from them um uh have been pretty

similar but most of almost the whole time i can see it you know it goes up by two three four and that max out because there's not that many benefits like i get that so that's what they're they're leaning towards us the thing is is none of this has changed you go to walmart everybody's without a mask you go to school and everybody has a mask when they go home from school they take those masks off you're not going to solve the world's problems with a mess nothing is going to change just like how stacey had said our stacey touched on if we have teachers that are out because of their family having that at school the mask is not going to solve that problem i and we just heard from an individual worked that

worked in nuclear uh worked in the nuclear field i have a background in that we were trained an immense amount on respirators respirators cloth masks are not going to stop anything he touched on it i've touched on it many times i know this for a fact it goes right through your mask but it falls on deaf ears every single time and it's been said by multiple uh medical people as well but they get shot down because of it's they're not caring about clothing you said that we're not you're not gonna um discuss or you're not going to um cave to the to the minority groups uh on this topic the the the bottom line is that a lot of those people that are saying um they're not in the minority some of them are doing

it because they have to keep jobs some of them are doing it because they're told to they feel bullied i've been you know how many times have i sat in here and people have been on this board even pointed out the fact that my personal health choice they don't like it you don't think i feel bullied by that same endeavor but i do i'm not gonna get either period my rest i would just address your personal choice you can make that but remember you're violating the rules that we have set in place you took an oath of office and you're not following the medal of office that's a difference everyone else out here has a personal choice when you became an elected board member you took an oath of office to follow the rules and

regulations of the united states of the state of wisconsin of the school district of manitoba county and you're not doing that so that's supple all right anybody else like to speak and the most intent is to do it immediately right not the january 9th that we as we hit the january 19th as we have discussed i'll stick with the generator yeah i mean that's just what we had discussed we discussed that in our protocols okay okay with you stay safe okay no further discussion all in favor say aye aye opposed no motion fails two to five okay um just i know the superintendent [Music] um i know the superintendent had mentioned the february meeting i'll have this on the agenda for january 25th so i rather not wait i know that you may not have

as much information but at least we'll be able to discuss it again so so do we need a motion to to reinforce or no we don't support no we don't uh we'll move on to student behavior i'll turn that over to superintendent holtzman so we've had some conversations uh at the board last january specifically about some of our cpa years and our conversation with president nichols um i wanted to share with the board just uh some policies that we have that address student behaviors and i don't have any very specific pieces that i want to delve into but i definitely would um open up opportunities for comments and conversation under each one of these policies and talk specifically about the procedures and etc etc um what i would share with you is that very specifically

at our secondary schools we hand out an annual handbook and that handbook has our school um practices uh policies student rights and responsibilities we also do that for all students at the beginning of the year [Music] information specifically about students and rights and legal matters so i'll pause there specifically um just one one thing i would add and i know this was brought up in public input um it didn't get added to your board book was policy 5518 which is a cell phone policy that's a behavioral issue as well and it was brought up in public input and i promised it would be on there and just so you know apparently that one didn't get included but it's part of the behavior issue so go ahead fourth paragraph of the student code of classroom conduct

item um one of the things that are on there is the student conduct honor adjacent to school premises and it deals with uh the social media um in addition student conduct on internet based social media outlets such as facebook twitter my spacing etc when such conduct forms a sufficient connection to school or staff is governed by the code of conduct this code of classroom conduct shall be reviewed and approved periodically um it i can see where that would be especially when we have those tick tock issues um where that would definitely be falling in there um but i challenge the the line of personal and school um areas as encroaching on a personal area um it it can i i worry that that can get into the grade too much um with something like that

i can appreciate the spirit of it but i just don't know if that is appropriate and when it does get into the things like the tic tac issue um there were legal ramifications for those actions outside of school that those individuals would have had to be uh accountable to so i don't know if there's a necessity to have the school imposing on those areas it's a great question so typically the reason those are there is for specific threats so students making threats to other students students making threats this school and so if you are doing it outside of school but you're making a threat that causes a significant disruption in your school environment if we don't have somehow your practice then we're absent opportunity to provide um any kind of behavior suspension expulsion etc so

what what i think what you're referring to is the email i sent one of the families about uh the tick-tock video that people were making okay okay that wasn't anybody from manitoba it was just a region or national piece but if a student does make a threat on social media we do have the right to hold that student accountable for those threats even though it didn't happen at school that's what that is in place for you know 25 years ago we didn't have to happen because there were you know they weren't making threats on myspace facebook so that's where that helps specifically just to add to that you know i don't think i need that i you know when i grew up i'm dating myself first but we didn't have cell phones and we didn't

have social media but if there were threats made over the phone or school or student there was legal action taken and so i i think we're just bringing it into this day and age and we have social media and we have cell phones it's the same thing as it used to be decades decades ago but now it's just brought into the future brought into the now actually the present so that's how i view it myspace twitter you threaten on that you're using that there's still repercussions again we're going back to accountability there is yeah there is a very fine line when to trying to hold students freedom of speech up outside of school property we're not trying to do we're not saying you know students can say things that are inappropriate and not but we're

not going to try to police that piece but when it affects what's happening back in our school day that's when that happens right so you know an example might be um colin i'm going to beat you up in a cafeteria tomorrow right and then that becomes the staff becomes aware of that those are the kind of things that then we're going to reach out to those two and have the conversation and if in fact we do suspect that we might be able to keep that from happening um that's what we're looking for is there a way that we could get some of that language maybe cleaned up so that it's a little bit more clear and not so vague then i mean i understand the need and the spirit of it for sure i just

when i see that i worry about transcending that boundary and i i guess i would feel better about it if we could get some of that cleaned up is there any possible thing we could do to that yeah that policy looks like the last time it was revised as 2016. something that deals with social media those types of issues probably should be looked at every year right yeah i would agree yeah um yeah that could we could refer that to a committee and then we look look at revising and updating it and maybe making modifications we can do that i appreciate it okay any of these that's one of the reasons these are here is because um we often don't read these until we want them to apply right but sometimes they get outdated because

of that so anything on the other team and including 55-18 which is the cell phone now yes so the next one that i have is student discipline um the student discipline aspect uh i'm you know i'm very much in favor of that um the things that i see though that i was wondering about is uh the superintendent's shama promulgate administrative that section um item c it says do not demean students um it's a very vague statement um and can be if you're disciplining a student um can be very tough to hold a person accountable to enforce discipline not demean it seems very tiptoey um that's another one that i would wonder if maybe that could get cleaned up a little bit too um just because we are having those um disciplinary issues and maybe um

something a little bit to provide i don't know clarity to those individuals that would have to enforce discipline so are you saying it's okay to demean students of course i don't know something a little bit better because i mean if you're saying hey um that was really not smart that person could say hey i'm taking it as i was you know something like that okay it seems to get cleaned up because it is not clear thank you that hasn't been looked at since 2008 well it was updated 2016. as i mentioned we often go over policies after we needed to use them because we have so many you know so that happens sometimes where they need to be re-looked at do we have um a vessel to do policy review on a regular basis so

that we are not here in the 8-ball um we had been doing that um previously we haven't been doing that um other issues have come up the realignment the culvert stuff um have kind of uh reduced the times we've been looking at policies but there was a time this is prior to you being on the board and probably everybody else when we were regularly going through all of our policies and trying to update them that's where you get the 2016 stuff from um a lot of them were updated we haven't done that recently because of other issues being in the forefront but it doesn't mean that we shouldn't be doing it or couldn't be doing it and maybe this is an opportunity since this is a high priority this year yeah because of the last

two years you know and with the school realignment um so which committee was responsible for other 2014 and 15 we did a lot of policy revisions back in that time we didn't have any other major issues going on we could focus our meetings on policy issues not so much you know the last several years um so yeah that's great that's good i probably all four of these are at least right and with the i mean i'll bring it up where i i'll form that behavior committee which will be you know parents perhaps teachers or or retired teachers but that's something that that would be revisited there is do those policies fit what happens in the schools right right absolutely what's happening in 2022 well the more time you got yeah the more aware you are

you know you're growing your knowledge in it and everybody okay yeah i'll you know i'll i'll advocate for that so awesome okay go ahead stacy go ahead yeah i was just gonna um when will we see um i guess i mean seeing the policies is fine but i don't see anything about how we're holding um students accountable for this it sounds like from what i hear from teachers that that's the biggest thing is they're what are the consequences and will we see a plan on how this is going to improve and when will that be yeah so um i think it's it's every day it's uh um [Music] professional development at staff meetings or staff and again i think depending on how how the board wants to view success you know in one case we'll

give you another update on what the um second quarter looked like this end of this order look like for uh suspension so you can have some data to compare what we had from the first quarter of the second quarter we will continue to provide the board with updates on what kind of development we're doing in our classrooms but student behaviors is not one thing student behavior is great classroom engaging instruction it's relationship with kids is students coming to school ready to learn it's students and systems to be able to teach behaviors so they can come back all of our schools have handbooks that they hand out to students if you have you know regulations and guidelines um but again uh that's something that will continue i mean i can share the copies with our uh

with our board that we have in place at wilson um and you know it describes some of the general policies and procedures kids understand what those are i don't think you know there's there's a misunderstanding what the expectation is we said that we better help them teach that because we know they're coming back right even if we do have an out of school suspension or incident they're going to come back so we have to work on that relationship we've heard about conversations with teacher and student and that needs to occur and again if we look at what's happening in our schools right now as we speak many of those conversations are happening with people who aren't their classroom teachers because they are adults right and those are challenges that we have just the relationships aren't

there so we have seen positive i've heard that from our building principles from their uh observable behavior and we'll be able to share that problem in your future only yesterday this one concern i have is that you know we have a we have a justice system that has a sort of you know one answer is one answer to every problem and that's the concentration and it seems to me that within the system of the school system we rely very heavily on expulsion suspension etc etc i mean there are kinds of other approaches to like rehabilitating students yeah that would be our least uh interested option is to be suspending students keeping right um that that our our first option obviously is to teach redirect and get the students back in class that's our first option

and i think some of it depends on if we're talking about kindergarten kids or seniors but and how much we've already provided them with that opportunity to reteach those uh behavior expectations um but uh our because i shared with you the suspension goal i don't want anybody to think on the board that that is our interest you know our principals know clearly that our interest is not to remove kids from school that's not what we're trying to do and sometimes it's necessary because of the severity of the behavior and what we're seeing is more severe if you recall a lot of those were insubordinations and fighting right that's that's i mean we gotta have kids take a break here for fighting physically fighting with somebody but ultimately they're coming back to school and so we

have to do some kind of a conversation with that student the student teacher student student and parent and those things take a little time that's why sometimes we have them out for those behaviors but ultimately our goal is to keep them in school sometimes we have to keep them for a period of time and then work back on that conversation okay so i just want to know what's happening between good behavior and suspension i mean you know when stuff breaks down something happens in the classroom i mean it's maybe not it's not a time for discussion tonight but maybe it's something that we need to talk about right i could just give you one anecdotal situation i was at a meeting today at lincoln high school for one hour fifteen hundred kids there and not

one time did the the walkie-talkie go off and say i need some help they was there at two o'clock and three o'clock right i mean that's not the only time but this isn't this isn't the only thing that our folks are working on it's something that they're working on right it's right there but it isn't every period every day all the time it comes and eaves and flows cathy thank you you know i don't want to say i'm not concerned about suspensions because that's certainly an area of concern right but i don't think that's the only thing to be reporting on i mean honestly what's really happening on a day-to-day basis within classroom behaviors is one of the largest issues there are i mean certainly when there's an incident that's large enough to deem suspension

necessary that has to be dealt with but we're talking about you know ms will mention the cell phones we're talking dealing with every day in classroom occurrences that are not allowing our kids to learn at the levels they would otherwise be able to learn there's you know the kids who are creating issues and then there are the kids who are creating issues for the kids we're trying to learn you know i mean that's very very disruptive so i would like to see those like what we might look at as like minor incidents too how often that's happening um i did have a lot of questions in this whole behavior area and i i don't know that everyone wants to hear all of my questions right now but you know i guess one of them too

is stewie this kind of throws it off a bit but do we also have policies protecting our staff with harassment um i've seen quite a bit of that in our schools myself personally and i you know i'm assuming we have something on that order it wasn't mentioned in your student to staff but what do we have and i'm gonna list a couple things um what is actually and i think this is what curry was getting at appropriate disciplinary action um you know so what does that actually mean and um you know whatever happened to detection i'm just going to give up of course okay yeah anyway um and i would encourage you as a as a board member at times to go onto our website and go under the board of education and then there's

policies and what you can do is you can search you know there's literally hundreds of policies um but um the example i would give you here is [Music] there are all kinds of different policies that they have um and some of those are directly related and some of those are drug prevention investigations evolving i mean there's a lot of those um i guess kathy media and i could have a conversation offline i would tell you that the reason i gave you the suspension behavior is because [Music] are happening probably equally to the extent that our exposures are right because if you see a spell center suspensions are increasing maybe two fold that would likely be that the classical behaviors are also twofold they're just professional development this sport is key i know our teachers are

great in doing everything they can to build quality relationships to have meaningful lessons and engaging opportunities in the classroom and that's something that we need to continue to provide supports for and again when students are not behaving as we expect them it's then our job part of that learning is to help students in this case teach students behavioral expectations knowing that our goal is to come back and acknowledge it it is a process if i am you know 13 years old likely i didn't learn that behavior expectation yesterday it's something that has been going on for a period of time a little bit of re-um identifying some of those skills and working with the family right i mean this isn't an isolated problem it's not just something that we have to we have to engage

in our prayers community and our families to help us with that and that's definitely what our teachers are learning so one of the things that uh i i realized that not everything should be expulsion uh i wouldn't i would agree um not everything should be suspension um in looking at like the student discipline policy um and i think i don't want to speak for for self-report remember sultan but uh i think one of the things that she was trying to say and if she wasn't then i'd like to say it where in some of these policies is the um component of accountability where in there is the if you do this you see this you know where where uh if they are looking at this policy you're going to find yourself in in a detention

very mode and i i get that you have to have some sort of living room based on scenario but is there some guidance that i mean that we're not seeing in these policies that exist elsewhere to say okay well if i am bringing out my phone i'm automatically uh going to be not going over recess i don't know yeah but uh is there something like that um so so the answer to your question is if this then that does not exist and the reason why if this then that doesn't exist is because there's too many and way too many things so example would be we do not have a policy in this this wilson's handbook that says don't pull the firearm but we probably haven't bought kids for many many years right we have had

policies if you are like we tell if you're fighting if you're harassing et cetera et cetera and we give us some opportunities for grace and or because every situation might be different okay and when i say every situation might be different if you throw a rock it's this but if you throw a snowball as that i mean it depends if you hit somebody break a window and again i definitely believe that our principals are doing a good job of trying to manage um what is appropriate and what is not um there are times where we will see behaviors that are not appropriate and we will redirect those and sometimes we don't have time to redirect those because there's another behavior that is greater that i have to deal with at this moment okay so you

know two kids are arguing about something and a bad language comes out but i'm dealing with two kids in the hallway that might be fighting i'm gonna have to deal with one other before i deal with the other um so the answer to your question is the principles have some guidelines that they use and those deadlines specifically are about what is the disruptive behavior and to what extent it is but we don't have a handbook for example that says if you swear this happens if you bring your cell phone on that happens if you run in the hallway this happens if you spit out your peas at the lunchroom then there's just too many if it is than that and some of those are teaching opportunities behaviors and i would say that i fully trust

our building administrators to be able to as they use the term promulgate the rules and regulations to make quality decisions on what it is is this the first time i'm talking about this tom or the fifth time probably have a little more grace the first time the fifth time you know not not so much so you know some of that comes from i think this is obviously the classroom instructor right our best teachers are in the classroom on a daily basis they have the right they know that students aren't supposed to be using the cell phone in class however my chromebook isn't working today and i'm trying to do this calculus problem and i need a calculator would it be okay for me to use that sure i mean there are times where that's going

to be okay me trying to listen to my headphones and get the newest music that's going on that's probably not okay during my classroom and as a teacher i'm the one responsible for working through that explaining the kids why we need to be engaged as we're here right understanding that as they leave our system and they go to work they might have their cell phone on them and they can know that maybe there's an appropriate time to use it maybe it's nuts and the hallway between passing is generally what we say is appropriate for kids not in a classroom um some teachers will say if i see it it's mine some teachers have what they would call a [Music] and everybody has their own their own responsibilities but the idea is i've told kids about

giving them the expectations for what it is yeah um so i i like you know like the fact that the teachers are being given the they're the eyes in the field um you know sometimes uh you know we touch on communication sometimes there is uh um communication that might be lost do the do you feel that the the teachers feel the support uh that is necessary to make those decisions to their classroom and the principles to their schools to the extent of which they're being tasked with it's always a kind of generalization but right thinking about what the teachers feel like their supported i think there are instances where they do not okay and um you know there's no way that i would say that we we as i use myself in terms of administrators

don't make mistakes and are available as quickly as we want but i also know that um there are teachers who feel like when i'm asking for feedback or support i've gotta help with classroom behaviors i'm giving is there does that mean that we couldn't improve absolutely we're hiring people who are licensed with stipulations which means that they have a degree but never caught before and um the model of our student teachers over the past two years was likely teaching virtually right a lot of it was virtual teaching and if the colleges weren't here giving us our kids we need to spend more time on classroom modifications and behaviors what does that look like what does like how do i set up my class for success we need to spend a little bit more time on

it and we haven't and we will as we start the school year moving forward but we know that there's a couple of things that happen a couple things are definitely engaging lessons right organized classroom routines and quality relationships with kids teachers do that every day and then when kids don't meet those criteria they have expectations and you know again when they don't meet those expectations the teachers are working with those and at some point they can't manage what the behavior has been causing i think that's the compromise i think what we're seeing is based on some of the feedback we're getting you know we're cleaning out necessarily pandemic but just where we are right now anybody else all right we'll move on to director's report uh right under the rising phoenix program it is mentioned

here that the students in first master has earned 675 credits which is outstanding my question comes is are those credits only good at uwgb or can they be rolled over to other colleges do you know but they are they are taking courses at university of wisconsin green bay and manitoba those are much likely to work in attendance and as a getting an associate's degree at that university wherever they will take them so any uw and one of my questions was towards the rising phoenix um the uh so thank you for bringing that one up um one of the things that i was um i learned about was with the ib program i was told that probably one of the shortfalls of that is that it was not um advertised uh to the point where it

should have been uh in order to um be the largest benefit to us we have this rising phoenix program now we advertising it to a an effective rate so that it continues and is um enough students aware of what this program entails and how it can be advantageous to them a great question so the rise of phoenix is communicated through our current freshman and sophomore advisory group so we have freshman sophomores have advisors and they talk to them about specifically about that option because rising meetings applications will be due in the spring right around the spring break for our current sophomore students because they go in as juniors and so when we are meeting with those students and their families we communicate that um i guess just a little bit of background on history we

started rising meetings [Music] conversations in march we were totally virtual and i said to the group that we're working with i would be surprised if we have ten kids who would have walked we had to worry about the spots of 27 kids applied the first year they didn't know about it before blindly we have a waiting list this year i anticipate us having a waiting the best advertisement for quality construction and models are kids telling kids and so now we have 46 students 23 juniors 23 seniors who some of them are taking classes in our band or choir at their back and having these conversations so we definitely um have that conversation and we only have space for 25 kids um but there is a cost to the district and to the uw and so

we set up 46 we only have 25 capable is there so then there is that tells me that there's an interest and we can only fill so many spots do those individuals have the ability to maybe take that interest to ltc to take that ex you know to get that expansion on their career that's just the same yeah so this is just one of the programs so you've heard maybe about college here now which is students taking computer science at our school and 112 kids taking a course at lincoln high school that's directly credited what's the word i want to use thank you at ltc we also have i saw a date at the other point i want to say 65 kids for a youth apprenticeship program when you're using apprenticeship you have to take

a collaborating class with that so for example so and there are other kids through many other programs working with our college here now our counseling center our [Music] that are going out to colleges the uw and ltc for one or two classes not for the program so the writing fee that you're all in like you are taking 12 to 15 college credits that's your high school experience there are many others that are taking three credits for a quarter class we have many of our you know some of our students we talk about advanced fans that are taking calc 2 or spanish 6. that's been going on for decades that still goes on but these are just programs that i'm kind of saying that are new i don't know we can take 25 juniors 25 seniors

and um that's the second year the next one that i have is the election cost um that's on the report um it's in the in the report stating that the elections is going to be primarily and maybe i was not uh tracking it so what it the real story is there but it says that the the frost is going to be all on the district um now if the cost is all in the district for the primary are there or are there not county board positions that are up for primary and why couldn't those people there aren't getting there's zero so really yeah okay just i was under the impression that there was counties more than that primaries no just two there were you know opponents but only two so then that results in no

primary there's nothing for the city council in america or the county board um it's just i believe there's three school boards in the though that's why interesting i thought there would be more and then a couple people didn't get this stuff in there i guess that's on them yeah um the next one was the joyce had offered and i was wondering on how that's going to impact our hiring um with the departure of those positions um is that going to be a big deal or is that not guys think of the deal he approved one of them today maybe i read it wrong and that's why i'm asking him it was the question to the for yes thank you the hr journalist positions yes well it is including myself you know there are there are

four people here each other you know we recently you know did a retirement and a reservation you know lost half of the staff so um we have done everything possible and lots of planning is proactive to try to minimize you know any disruptions so we have had success in fulfilling the general exposition that was an internal person so we got a bachelor today actually late this afternoon extended an offer to the candidate to the benefits coordinator that would come to the board next time so we are looking very hard to and again in class in place and continue seats it was uh um it will take some time and effort to train the new employees that will be joining the hr office et cetera so i was just wondering if it's a big deal or

if it's not a big deal transition all right one was for both of these were for joan joanne matson um the seeds program what did i i'm not familiar with this this program um i was wondering if you could tell me a little bit about what in the world it is um because i was trying to understand in that equipment um c stands for special education electronic data system um special education procedures require us to do a number of things involved in for example when someone is evaluated for special education because people were involved in that process as well as when they qualify for special education and he would write individual education and steve will be our vehicle to do that work so the school psychologist is participating in evaluations of special education they will

go into the scenes um [Music] i don't think they'll graduate software to try to be positive but i'll use that can be emailed to the general education teachers who are working with students so it is uh has some advanced technology options for us to keep people informed in different ways we are also able to do some electronic but to have this other angle always very specific that's involved in the special education process and i think that seeds is going to help us with that paperwork awesome and then the last one was the uh status update on um the disproportionality um to dpi we are in the same spot since the last time we spoke uh when i see the word homelessness on our recording and just to think that we have students somewhere out there

we don't know who they are who are dealing with that heart-wrenching and so um you know everyone on this board and everyone is here tonight or anybody you know whatever we can do with that that's we talk about learning and the best piece of learning and the idea that even one of our students is homeless oh my gosh anyways i don't know i'm saying i mean we get twenty five thousand dollars you know yeah we get twenty five thousand dollars friday marks the end of the first semester which is kind of amazing obviously a big uh mark in we're halfway home next week we have some insurance days and uh monday we've got an offer all of our staff and students and then tuesday we have what we call a gradient and birth date typically

just recording information great report day is the day the teachers are going to turn over and prepare for the second semester turn into release do all those kind of things we typically don't have a lot of meetings and things going on wednesday uh will be our all district or final development uh for our verbal intervention and then thursday we get the first day the second semester so we are moving forward uh got a lot of things going on and continue to provide more with updates um at the next week okay anything else why is it move on um i have no unfinished business new business would be the first item would be from the curriculum committee there were four different classes that graduated um does the board might take those separately or as a whole

i don't i wasn't at the meeting so i don't know how they apply um what should we do anybody want to take it separately we're okay doing it as a whole okay any discussion on those classes well i mean i just wondered why why why they're discontinuing um there's art around the world i mean uh you know this is a story and i think wow you know do they do the big things about it but you know these these other courses and new courses are basically informational skills and no no overview at all being i would say it's likely being eliminated because of student interest or lack thereof um [Music] so the proposal really allows uh techniques and then replacing the courses that existed that were more generalized to these more specific pathways to allow

students to really engage deeply years of art which provides context for people [Music] and it's it's just maybe a personal maybe it's incredible um okay any further discussion hearing that all in favor say hi hi okay that is curious we have those classes and then the other item um came from our building and grounds that is the recommendation to partner with nexus solutions for the uh lincoln high school cool ventilation project um any discussion on that quick question how many pools do we currently have at lincoln we just have one okay i remember when i went there it was we still hadn't had that we just got that new fancy one the big one yeah and then they had those other smaller ones i'm not that recent that was over 20 years ago but um

which smaller pool do you come in oh gosh i think it was in the gym that was uh i don't recall ever having more than one pool in the matter there was one underneath the gym i could have sported maybe i'm just yeah if that's the case with um i know someone who was a maintenance person for many years at lincoln high school and he probably was in every nook and cranny of the high school i'll check with him and see if he can come up with anything on that stacy so this is just to engage in a relationship or are you going to come up with uh we're not approving money right now correct we're putting the relationship so they have we need them to create the parameters of which the bids will be

created and then obviously those will be the bids will be created and then um we'll then be asking for their money but we we're not asking for any money other than the relationship with nexus to move forward it meets all of the specifications in order all right no further discussion all in favor say all right okay that is carried thank you and then we move on to other business and the first one is the wasp state education convention and i know that uh um kathy you're planning on attending correct yes and last year we kind of sent you there without giving you an idea how to vote right correct yeah all right you want to take the um waspi is the enlistment association for school boards every year there are proposals made for um vote

on and foreign just to explain to all of you out in the audience what we're doing right now so these are the resolutions that are being proposed for the school boards and i'm hoping that each of you had an opportunity to read through them if you have any questions as we go please interrupt but i'm just going to go one by one i'm not going to talk through it at all unless we need to okay so the first one is resolution 2201 it is safe harbor legislation does anyone have any questions about that um and how would we like to vote should i kind of do it as we do before like all in favor raise your hand well you know you don't really need to vote all you need to do is get a

consensus if you go there and change your mind you're able to do that i know you guys are about this so you know yeah so it isn't anything you can't formalize that for me legislation should i explain it to our audience maybe it has to do with child sex trafficking and so that it allows um people who report it especially if it's kids who are um doing the reporting that they will not be um brought in like how actually keeping the guests done so say for example they've been trafficked into prostitution um we can't or the government will not go back at them for reporting because not all of them have done that so it protects those kids and that individual also will hopefully create a better reporting system so that's what that resolution is

about so we have a go i believe okay the second one is the annual inventory or greater increases in per pupil spending um it's just it says velocity supports annual increases and for people's fundable resources for public school districts that need or exceed inflation right and these are not things by the way that are put into law this is just part of philosophy so then things that they will try to have brought well they advocate for proposals that are approved by the delegates yes it's something that's actually happening so any questions or oppositions with disabilities i mean we should absolutely demand that this one be carried out okay any opposition to that i mean really i mean that's what you mean i mean we shouldn't embarrass the people this is um an amendment to an

existing uh resolution 2.37 to add the following language now i'm going to go through this because i think some people have questions the last being purchased that schools focus less on identifying gifted students and more on identifying and addressing unmet learning needs of students capable of high levels of achievement the waspy further encourages districts to provide a variety of advanced programming opportunities for k-12 students including acceleration options and to profit opportunities to individuals such that students from every background are able to achieve at the highest possible is a pretty ambiguous pretty ambiguous concept i mean i think we sort of know if we can see it you know i think that certainly the spirit of this revolution is you know it certainly reflects what i think our values should be anyone so we're else all

right moving on uh the next is broadening staff expenditures eligible for state categorical aid for school mental health services yeah i probably don't have a positive thing saying about this and that's quite weird being a mental health professional but i just think our school districts are burdened with a lot of um social issues and i think this is one more thing where money is going to go to that instead of us focusing on education i rather see state money go to um people in the community there are doing that and and have relationships with them a wraparound service kind of uh service rather than having us hire more staff people in that area to specifically be in school so i don't i've seen that in a lot of places um we're talking about it on

our at our state wisconsin psychological association level and things like that so i'm really not a supporter of that anybody knows the only drawback i could see and i appreciate what stacy's saying is accessibility if if those aren't funded within schools is there um accessibility for all if not so we're not supporting them well we have that at social services that's one of the functions of social services is seeing those individuals whether they're adults or children that probably can't be met in the private sector okay so we do that i mean i get where you're you're going at stacy with you know i i've always been an advocate for not forcing the schools to take that um when we have enough to deal with and the behavior issues are on the outside for the most

part correct having professionals in the school to do um immediate kinds of things but again you're now opening up to a whole another department of offering mental health um it's just again we get further and further away i rather us lean on our community and figure out a way that we can partner rather than having us increase our employees to cover that area yeah you know really i mean public schools deal with a lot of stuff and it seems to me that i would say though that this is just asking that um the legislation be broadened it doesn't say you have to partake in this it doesn't say you know you're forced to ask for funding it's just you know we are one district in an entire state and there's potentially need for this in

other areas that i i guess i would not want to just operate in a bubble assuming everyone is like us because it's just saying um to broaden the scope of licensing i mean that's that's what it's saying it's not saying anything else but it is saying eligible to qualify for state categorical that you are looking at there but i i can tell you that from you know my like 17 years as a principal as my nine years in this position that i am very proud that we are able to partner with outside organizations where i'm able to provide those services in our school district and increase the access so many more students there are locations that we have waiting lists we absolutely survey our staff members each year and we asked them if they feel

like the mental uh health of our students is uh being met and normally um they tell us that we have some opportunity for growth in that area and so um they're working really hard with michael morgan our men and wellness coordinator to be sure that we are providing what we can through school conference but also through the school-based mental health opportunities that we have in the district and we absolutely work hard to perform as well but we have found that there are some barriers to connecting with outside agencies um in some situations some families so i'd like to have a spectrum of opportunities for all of our families so that we can work through what their particular situation is and connect people with the services that they need in the right place at the right

time okay i don't feel like i have a real answer so if any of you want to communicate with me between now and next wednesday because that's when i have to vote in the afternoon i can see expanding those opportunities and yet i feel like having excellence in the things that we're already doing is really important um you know it's like a foundation right we have general foundation so okay so that was a question on that one uh the next one is driving the scope of mental health services eligible for reimbursement are we kind of at the same place for that one um and professional training on asian americans and pacific islanders uh this is about developing a curriculum or for sorry on asian americans [Music] um i mean i think that once you start

getting into that it's a never-ending sort of point we have to have you know courses for every group that self-identifies i mean uh of course asian asians and pacific islands but i don't i don't i don't really think that we can we can we can do it all i mean you know and and i know there's a native american requirement it's it's hard to you know it's really hard to do cultural education in in a system that really has its hands full doing general education are there any others yeah i mean just going with some of the you know i i heard stacy's uh rational carries crashing out um i think i'd like to echo that that you know some of these are getting off into the other sectors and i think if we you

know one of the things if there's a saying being an expert of none i don't know i don't know the saying but i think everybody knows what i'm getting at there jack of all you can be trades yeah on nothing or you can be an expert on something but know how to do all these other things we have issues with kids being experts on the very basics sticking to the basics on things and putting those you know money's a finite resource putting that resource into those basics is going to be the best foundation that we can offer i don't feel that expanding it at all so many many different things is going to fit in our our resource and it's also going to have a maybe not as as great of a product it still

probably would be a great product but i think that it wouldn't be as great of a product as it could be you know it's like teaching with waning you know i mean how many people are gonna do it be great but don't get me wrong i mean i'm all in favor of you know the non-melting pot i'm all in favor of diversity and absolutely i really don't like the idea that there's anti-asian here that results in people beat up but i don't think the solution to that is to create another another another right i think this would make things more of a requirement this way if you want to teach those things it's up to our individual history features corrective ones are finally following the silence of the dpi um so great so then the

next one would be um if you read this i am a bit confused about this one myself it's resolution 22 it's bosnia's national presence or uh part being part of the national association membership somebody's really got him for the msba i mean it just seems like wow what is the reason for the changing of the semantics of this right but what skills because they told parents that they were terrorists that's why oh they did yes and then wisconsin's school board good for them stood up association and said we're not going to partner with a national organization who takes those kind of statements yeah so i mean again they're talking now what they've done is they are they're watering down the language because there isn't a national association but there will be at some point um

and you know wisconsin has already said they'll they'll look and they'll decide whether or not um they want to partner with the national association again but you know if it's part of their organization let them run their organization how they deem fit um i i'm glad that wisconsin said sorry that's not how we think and feel here in wisconsin and uh yeah anybody else have something that doesn't matter there's pretty big story keep promoting keep on moving another page flip uh the next one is resolution 2209 impact day um amen this kind of has to do with the whole national association thing too and it's about the aid with it i i don't know we're looking into the whole thing are you good with me saying no and does anyone having to do the ad

not really following along with the other technical isn't it yes so then the next one is though on elementary and secondary education act um so again it has to do with the national school board association that was part of their terminology in in that um yeah so it's just amending it by taking out those words and we're good with that correct that's it okay thank you i'm not trying to feel a little shorter on this next resolution here so thanks no thank you you needed to know that i know i know that the last time you went there you you had to vote and we hadn't given you any input so all right appreciate it all right then we have the resolution um regarding polling places if you've all had a chance to look at

that any questions on that i understand the impact financially i struggle with the accessibility for um folks eligible to vote into rivers having street transportation [Music] individuals who might need to use [Music] no i appreciate your clarification it's a matter of information for the voters um i don't know how many times people would have to go to the place that carson's like road but where the town centerville is and 65 32 wouldn't be that you know newton town hall wouldn't be that bad for them to travel again i have a question as to logistics to this um as far as polling locations city mint manitowoc would maintain all of its previous all of its other polling locations that it currently has um and then other uh another thing to that is how is this information

put out to the public that there is a change yeah it is shared with the municipal clerks like all the municipal clerks like in the county so like it would be the accountability all of the clerks are notified that just the back is that the company is given information um the city has given them information it is all shared um i know this needs to go out if they have already been given notification other districts um greensville is not combining they're smaller but uh kiel is also combining some some districts just because they're the lone soul on them sure on the primary as well so when that occurs they can look for that information in the news paper state statute regulates the advertising of um elections right so just as long as it's being you

know just as long as they have information yeah i want to make sure that they do that's the only thing that you know i'd hate for somebody to not be aware of the change that's all it's also it's always possible that somebody doesn't go to where they need to go to get the information right oh it totally is but um yeah and so much more is being done um through the internet as opposed to directly as we used to do so yeah i i mean you want everybody to at least be informed absolutely um but that's governed by state statute and it's up to the clerks to send that information out so it's they determine how they send out work goes out to so and then the other question to that was we have all

the same polling locations in the city of manitowoc still correct look at morgan i i we don't determine where they are i don't believe they've changed that would be the place to find that up but again it's governed by state statutes so people have to be aware and there has to be accessibility okay any other questions on the uh resolution here we need a motion in a second any other discussion hearing none all in favor say aye aye aye okay then we'll move on let's see uh that's it um future meeting dates do we have anything for building and grounds coming up no unless our building is still done and you know possibly middle of february mark is that the goal is the 15th yeah [Music] i [Music] probably that's okay you're going to have

a meeting it'll be determined it'll be properly noticed okay well you'll you'll do that it'll be properly known as that um and our next scheduled board meeting would be january 25th at noon at the board office all right anything else anybody want to bring up john as far as i know you had said and you communicated that to me the behavioral racial issues uh committee that you're looking to put forward yeah do you have any general idea of anything to expand on that is when it would maybe be meeting or anything like that i'd like to do it before our next meeting if i can get the you know the individuals that i have in mind if they're interested and willing i'd like to um i hope i could do that you know it's a

little easier because we do it virtually and we do it we've been doing it like that in the evenings it makes it easier to schedule so i haven't set it up yet so um ad hoc um student behavior committee hold that song yeah how's that sound okay sound good um would you like to be on it yes all right you've just been uh nominated and accepted what about the last meeting i'll be honest if i am with that other one i'll just facilitate it for you i don't want to be in control of it and then student performance yeah you know it's it's best to lead those committees to one issue rather than multiple issues because they're short term um so i would leave that now student behavior probably affects student performance right so maybe

that that can play a role in it maybe that can be part of the discussion but not not by itself it is stepping stones let's see how it goes yeah let's see how it goes um so yeah typically those types of committees are single issue and when the issue is is resolved or whatever you do with it then you're done with it you're not standing committees emotional journey second meeting second all in favor say yeah post we are genuine thank you sounds pretty good you
