001uh mr stephen can you hear us oh great okay i'll call the meeting to order it is 702 and let's begin with the pledge of allegiance and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay did the secretary please do the role colin burnell here lisa johnson here dave nichols meredith sauer here casey seldner here terry chap and kathy willis here thank you okay thank you very much um has everyone had a chance to read the minutes of the may 25th meeting i will need a motion and a second to accept those minutes okay thank you very much okay next on the agenda is communicating i'm sorry next item on the agenda is communications um the purpose of communications is actually to share any communication

002that you might have received individually as a board member not necessarily one that has gone out to all the board members so a good example of communications would be all of these thank you notes that we received from our lincoln high school graduates that have received the scholarships that we approved at the last meeting so if anyone would like to read through them look at them just very very nice notes that were that were sent from our students so we wish them well good luck in the future and good luck with the college technical college endeavor so i'll leave them right here if you'd like to look at something okay moving on the next item will be public input and i would like to read a statement before we open up public input we are

003requesting that the person that speaks will be limited to five minutes the total time allowed for public input would be 30 minutes total okay so when i call your name would you please come forward and give us your public input uh marilyn moyer i am concerned about manitoba's public school children k-12 being indoctrinated into your planned equity teachings if it is not in full swing now we know it is going to be soon children especially young children don't recognize racial differences for little why would you divide them in this way by instilling racial differences in them you are teaching them racism teaching historic information such as that slavery and jim crow never ended and white children are taught that they suffer from white privilege children will be challenged to reject their whiteness to reject privacy

004and to take part in equity which means redistributing everything so there is no unequal outcome rejecting their own individuality and all resources they have of whiteness we will have children who hate themselves doubt and hate their parents and their country children who who won't reject their whiteness will be shamed by their teachers and fellow students this is marxism the root consulting cooperative out of milwaukee is working with your student learning office and your curriculum committee chairman chairperson to help train and support efforts of racial equity in our district your goal is to build the capacity of all staff to affect racial equity even deroute's leader emery pritchard tells that his goal is to help people become more effective and justice for handed in their practice what the heck does that mean in in putting racial

005justice on our innocent children what kind of human being would even think much less plan on doing this this is blatant child abuse it is your plan that all subjects are taught or is it your plan that all subjects are taught through the filter of equity i wonder how many teachers today think this is a good way to teach children you will lose a lot of good dedicated teachers if you force this on them by teaching this you are hurting the very children you say you're trying to help even little children of color don't have the racist thoughts that you are instilling in them believe me these thoughts will stick with them throughout their entire life even though they may not be true you will have influenced the child's future success and happiness in life

006for the installation of racist hate please don't waste our children's precious school year school and years and time with these equity teachings don't teach them what to think but how to think get back to the basics of reading writing in arithmetic let them have a chance at a happy mentally healthy successful life your parents know what you're teaching they are right to know be transparent and inform them every parent of the manitoba public school system should know what you are doing before your before their children enter the classroom you probably have children in the public school system right now is this what you want from is this what you want for them become a little racist sad thank you okay uh julia lee if she's here oh okay we'll move on to lakeshore united visionaries

007hello we are lake jersey missionaries i am sonya vasquez and i am the president of love we'd like to start by saying thank you to the manifold public school district for the steps that they have taken thus far in becoming more equitable inclusive and conscious of the diversity according to mpsd's website 64.3 percent of the student population as white while the other 3 35.7 are other ethnicities 45 of students qualified for free or reduced meals these statistics are just two instances in which we recognize a need to just to discuss inequities diversity and inclusivity within the school system and curriculum we are happy and excited to hear about mpsd's new hire to work with edi related topics this is a necessary and crucial step towards a large percentage of the student population becoming further recognized

008and understood as an educational institution understanding and education for students teachers administrators and other staff will only create a more inclusive and equitable equitable environment for all as many have learned in this very school system edi has long been a part of our history and has gotten us to improvements we can see and benefit from today we've we've seen the end of sundown towns including nine o'clock women's right to vote and lgbtq plus marriage conversations and education and eei are not us versus them inverses out or divisive and measured they're a way for us to recognize differences in lived experiences and inequities recognition of these further further helps us understand appreciate and assist one another students and graduates of mpsd with edi education create a community and a future that celebrates diversity and inclusivity we

009ask that you continue conversations with students teachers administrators and others in the community who are people of color and or lgbtq plus hear them out understand their lived experiences and work with them to be more equitable thank you okay and our last public input will be emma willis please come forward excuse me um i did sign up and uh so i signed up when i came walking in so hopefully we don't have lash there oh do you do you have your phone i said it over there oh hi everyone my name is emma willis and for the 2019-2020 school year i was a seventh grade ela teacher for the national public school district i'm a proud lincoln high school graduate and it was always my dream to return to the district where i was raised

010to give back to the students and families of manitoba when i graduated with my degree in education in the spring of 2019 i was hired at wilson middle school the very middle school that i attended years prior and i was ecstatic to be a part of the npsga felt like i was on top of the world and i couldn't wait to start my career at wilson unfortunately after a few short months of working at wilson i knew that i would not be returning for a second year just a few weeks into the school year my dream quickly began turning into a nightmare this was not the same school i had attended as a student and i was and still am deeply saddened by the things i saw there i'm bringing these concerns to you today

011because i deeply care about the students and the staff in this district and i'm begging you to take a careful look at what is truly going on inside their middle schools first i feel that it's important to note the behaviors that are being allowed in the schools today it was heartbreaking to see students who wanted to be successful being less of a priority than those who didn't the kids who truly wanted to learn were often left unable to because teachers would be so focused on crowd control and trying to keep disruptive behaviors a day that they couldn't actually teach i had sexual comments made to and about me multiple times i broke up fights in the hallways and i witnessed groups of students repeatedly picking up their peers and throwing them into garbage cans the

012bullying and disruptive behaviors were out of control and there were no consequences for these actions when a student made sexual comments at me i brought it to administration the only consequence given was that the student had to write me an apology letter in which he stated he didn't know the meaning of what he had said to me which was clearly untrue we were also informed that by administration that we were not allowed to enter behaviors into educamer if reported by a substitute and many of the majors that we entered would be downgraded to minors at the discretion of someone who did not witness the behavior firsthand that being said i want you to know that kids are not the reason i chose to leave the mtsc well the behavior of students was often atrocious and

013constantly frustrating it was the abusive power and toxic work culture that made me leave my job there's a game of power dynamics being played in your schools and i left because i refused to be bullied by my peers any longer than i had been just weeks into my teaching career a specialist whom i worked closely with reported me to administration for things taken out of context construed by their own bias and that i was not informed of until i was called down to my administrator's office i've always found it ironic that we teach kids to go to the store to go to the source of their problems or conflict before reporting it that is apparently not the expectation we hold for our staff the things brought to my administration were either simply untrue or true

014and taken completely out of context to make me look like a bad teacher additionally the words of my coworker were taken as gospel and i was left unable to defend myself in any way because of their accusations i was essentially shunned and reprimanded for things that truly did not happen i began having frequent panic attacks and spend my prep period curled up in a ball in the corner of my room crying i was severely depressed i couldn't sleep my hair and eyelashes started falling out from the stress when i talked to my administration i was told that and i quote i would get over it day by day just like when my grandma dies this is the game of power dynamics being played in your middle schools there are cliffs of staff a select few

015who are in that any crowd and many who feel left out and ostracized this in crowd essentially runs the schools and has no consequences for their actions and those left on the outside live in fear fear that they'll be reprimanded for doing nothing wrong fear that they can't speak out for themselves without being accused of something and fear that they can even lose their jobs fortunately for me i've always been very strong-willed and refused to be treated with disrespect so i stood up for myself regardless of the consequences and when i saw the opportunity i left others are not so fortunate and have spent years of their career living in this sphere staff are afraid to speak up for the injustices and wrongdoings they see even in anonymous surveys as they don't believe they're truly

016anonymous at this point i'm sure i'm running out of time so i'll leave you with this there are things happening inside of your middle schools that are hurting children please look closely at the inner workings of your schools your students and staff are suffering at the hands of others i hope that if any of my former students are listening to speak tonight they know that i still care so deeply about them that i'm willing to come here tonight and share some of my deepest hurt and trauma with you in order to give them safe functional positive places to learn thank you for allowing me to speak tonight if you have any questions or would like to know more about my time as at wilson please don't hesitate thank you okay sir i still don't have

017your sheet i just i brought it up there um the one that i have is sonia vasquez oh sorry about thanks very much um [Music] this was written by sue lynn moore who would have been here she has a difficult time wearing a mask these days uh and uh for medical reasons uh she can't do that so she asked me to read this tonight i would hope to plant a seed with all of you to approach this critical race theory curriculum with an open mind it is obvious that the dpi is full on board with the content since in 2019 they hired the root consulting cooperative to help teachers and schools with equity and even if you are not teaching the full-blown crt curriculum you do have an equity program here is what here's what

018they say in their mission this is their their words we support organizations committed to racial justice as they advance their work with black and other communities of color we accomplish this by providing equity and justice oriented organizational and leadership development training and worship workshops participative uh research assessment and evaluation program design and implementation support services in local and global contexts you can see that on your facebook page first school first i submit we are not a black community or even a community of color perhaps that makes you a bit uncomfortable to hear you say that but we are a community of 2.1 african-americans we need to integrate these people into our community right but do we need to be changing curriculums in our schools to teach the white children that they are the oppressors this

019is basically racist and divisive equity ignores individual merit ability and talent this policy wants everyone to be the same why not raise up all children isn't that the role of educators why are you buying into dummy down lowering standards because some minorities cannot meet them is basically racist to both white and minority students you cannot make people more successful by lowering standards and pretending that they did well fairness isn't going to be achieved with that we will raise a group of children who end up in a society of violence ignorance chaos poverty and dysfunction the marxist world some people seem to want to be seem to want will be fulfilled class against class didn't work so now we have race against places this is a much bigger this is much bigger than the small community

020of management i plead with all of you to think of what you are agreeing to when you take on this controversial curriculum material i also challenge you to attend the meeting on june 22 at seven o'clock at the lighthouse end you hear from the other side the side that speaks for the majority of parents here across the nation i'll be giving you some maturity in just a bit these are our children and wisconsin statute 118.30 provides family community stakeholders the right to have their concerns heard without regarding all academic standards adopted by their district two lens works again i would hope that members of this board surely know in their hearts that this isn't the way children should spend their time in schools i assume you are aware of recent studies that show that only

02140 of wisconsin students are proficient in in english language studies and only slightly higher 43 in math you also are aware there's a movement in the nation against the you as the board of education can say no we can do that please make an informed decision don't just go along to get along i would hope that the majority of you are uncomfortable with this sort of educational material and if it's okay i'd like to pass out this information for that meeting on the 22nd are you okay with that all right there's uh at least one copy for all of you okay it's on the 22nd and uh thanks very much for the time okay with that public input is closed uh so we are going to move on now to the showcase which is clinton

022high school so take it away lincoln hi good evening can you hear us awesome thank you good evening everyone my name is lee tennis and i have the honor and privilege of serving as the principal at lincoln high school i'm thrilled to have our entire administrative team here with me this evening uh to join me in this showcase and presentation and i'd like to take a moment to let them introduce themselves to you good evening my name is kyle kornick i'm one of the two associate principals with the honor of serving here at manitowoc lincoln high school it's good to be with you hi good evening i'm dave steve back activities and athletic director at lincoln high school it's great to be with you today good evening i'm katie eckman i'm honored to serve as

023the other associate principal at lincoln high school and hello i'm lainey longmire it's my honor and privilege to serve as a dean of students at lincoln high school thanks team i'd like to begin by thanking the board for allowing us to share a few moments with you tonight talking about lincoln high school it's always a challenge to narrow down what we would like to report to you as i know that we only have a limited amount of time this evening we've chosen to give you a general overview and share some data with you on how we're doing in relation to some of the milestones of success that you have given us to strive for it's a week of celebration at lincoln high school of course that will culminate uh with our graduation ceremony this friday

024one o'clock hoping that some or most or all of you can join us for that wondrous occasion as we celebrate the academic accomplishments of our students as they get ready to leave the harbor for what's next we always begin every meeting at lincoln with celebration so i'm going to just pause for a moment here and put up our presentation i apologize for having to pause a couple times because i also have a couple video clips that i'll have to to bring up here but thank you for your patience i believe i'm now presenting and uh we start every uh gathering at lincoln with an opportunity to celebrate our core values at work in our learning community the first celebration tonight is around our culture of collaboration we've been on a journey redefining what it means

025to collaborate as the ship builder for the past several years we've been learning and growing in our professional learning communities or plcs plc's are a research-based practice for staff to ensure student learning and also a place to share best practices and grow and develop together the premise of this work is accomplished through a process where each team asks these four main questions one what is it that we want our students to know and be able to do two how are we going to measure their learning three what will we do if they don't learn it and four what will we do if they already know it this simple yet targeted and focused system helps our staff stay focused on student learning but don't take my word for it i have three staff video clips who

026will talk specifically about how the plc process has helped them and our students grow i will introduce all three at once so i can just kind of run into each of the three clips they're very short first clip is from abby gloppy she is a first year english teacher at lincoln high school second clip will be from ashley weiniger she is our school the work coordinator and casey mayer a math teacher and learning uh in an sll serving as a leader in the math department [Music] uh as a new english teacher this year consistently collaborating with my collaborative teams was really important because it provided me with the support i needed for planning and instruction because of this collaboration and the work that we put in as a team i knew that each of our

027students were learning the essentials of the course regardless of the teacher that they had my name is ashley weiniger and i am the school to work coordinator here at lincoln high school i am on the plc team that consists of our school to work team and our counselors here at lincoln our acp team during our plc time we meet weekly at least an hour hour and a half and we have really come to develop academic and career planning in the high school level we started with no lessons in the area of acp to now having multiple monthly lessons for grades 9 through 12. we're also working with our middle school counseling team to move towards more of those lessons shifting into the middle school with a long-term goal of being district-wide to this point even

028through covid we were able to provide virtual lessons and resources to grades 9-12 which we were very happy to be able to continue to offer those resources beyond the academic and career planning lessons each grade level of 9 through 12 also participates in a full event so our 9th graders all go to ltc and uw green bay for career expo our 10th graders all participate in an event called reality store which is a financial learning event all of our juniors go to the wisconsin education fair to learn about colleges and military and then all of our seniors are invited down to the jfk for a job fair so it's nice having a large scale event for each grade level as well the big thing for plc that's new for us that we are excited about

029for next year is we are moving full virtual so in the past our lessons um were done in the home rooms and there was paper involved in files but it now will all be through zello which is a career platform that our district and the state uses and we're also excited that moving forward acp is included in the district milestone so we'll now be pulling data from zello and looking at that to set more goals to provide more opportunities for students hi i'm casey mayer i'm one of the math teachers at lincoln and i am so thankful that we have increased over the last few years the amount of time that we've had to work in collaborative teams because they have been such an amazing addition to my teaching experience um i throughout this virtual

030learning that we've had to do in the last year there's been so much new learning that has had to happen for teachers and without the support of my team we've kind of you know we've done some dividing and conquering and looking at different online platforms and programs and things and being able to come back to the team and share what we've learned and i just would never have had the time to learn about different programs if my team hadn't helped me through that we also have had an opportunity to watch each other teach this year more than ever because we record our classes we've been able to share those recordings and i've learned so much about how other teachers explain things and do things that have helped me become a better teacher i also think

031it's amazing the consistency that we have in what we teach and how what we assess and even when it's not exactly on the same page you know if one class takes an extra day on this because they need it um it's so nice to know where everybody's at it helps when i have kids in my room for win periods or study halls um or the math strategies support class that i teach it's been so beneficial for kids to know and for teachers to know that we can all help each other um that if they need help in mr blenner's class i know what they're doing i can help that student as well and so it really makes us feel like we are you know like the math department is able to help all of our

032students and that it's not that you have to get help from your math teacher that we're kind of all in this together and that they can go to any of us for support so um again i'm so grateful for the amount of time that we've had especially this year to work with those teams because it's been absolutely amazing all right i think that's the last uh clicking that i have to do the second thing that i wanted just to share briefly and to celebrate is our mission and our vision at lincoln we truly believe that it is our purpose to support our students to become ready for what's next when they leave the harbor this has transpired into a vision of graduating students who are effective communicators creative problem solvers and engaged community members this

033foundational belief is at the heart of all we do and we celebrate that with you this week now i'd like to turn it over to mr clark who will walk you through our performance kyle thank you mr tennis i appreciate your time uh staff again um i'm going to talk a little bit about uh some of the data aspects uh here at lincoln high school uh with a school of about 500 students you can probably surmise that there are infinite data packets out there whether they be um standardized tests or attendance or behavioral uh or overall surveys of the staff and student satisfaction um given the time that we have today uh we looked to focus on some specific academic data um from the past few years and so what we want to take a

034peek at today is our ect score for those of you not familiar with the a.c.t it is a yearly test given to the juniors of our high school and every high school in the state juniors have to take this exam so a little bit different than when i was in school and only the folks that wanted to take it move on to post-secondary education uh took the exam what i what i'd like to celebrate here is a three-year evolution of our growth on the act now the act covers multiple areas including reading and writing and science uh in math um and so we really focus on all of those things independently we provide the data from those scores to our staff members in our departments and they use that data good or bad to be

035able to help to inform some of the plc communications that you just heard from casey ashy ashley and ali one of the glows from the data that you see right now if you look at the 2018 composite act score so that is the score you probably heard students talk and what'd you get on your ect i got a 26. that's their composite score and in 2018 this composite score at lincoln high school was an 18.5 comparatively the state came in at 19.8 and so if you do a little bit of quick math here the the separation between those two numbers is 1.3 and that's a that's a considerable separation gap that we certainly are looking to close through the efforts of our teaching staff our students our great student assessment coordinator mrs katie eichman and

036all of the folks that have helped to compile and build a really great testing process and a great learning process here at lincoln high school you'll see that in 2020 our composite act was a 19.4 and the state was a 19.6 we really closed that gap again that gap went from 1.3 down to 0.2 now we expect just like every other school in the neighboring uh northeast wisconsin and broader wisconsin we do expect there to probably get dip an act score this year but what i will entertain is that i think that that gap between state and our composite act will continue to be narrow and it will be our goal to be able to rise above that state composite average we are going to re-implement our pre-act suite for our 2022 juniors next year

037which is an opportunity for them to familiarize themselves with that particular standardized test but also for teachers to be able to weave in some of the act learning style questions which are great questions they're very deep uh knowledge wise and and they really attack the heart of a lot of the standards that we're already teaching to in class and so that pre-act information will again go into support some of those collaborative teams and those collaborative efforts if we really target our focus if you really look at our scores in depth you'll notice that our ela and our reading scores are really where we have to make some very good strides especially with our students with disabilities with our hispanic students you know with our male students our male population things like the workshop model with

038our english language arts department our new literacy coach and our opportunities to involve every single department in literacy we're going to see those scores increase i think throughout the next few years so here are some teams and some things that we're doing we have a data team that is comprised of a group of individuals that really hones in and looks at not only our ect data but also our aspire our access data our forward testing data to figure out where we're strong and where we need to grow we have building leadership team is our navigational team that then takes that data and looks to put it into place so what are the systems or the practices what are the policies and what are the procedures that we need to hone in on in order to

039be a more proficient in a better performing high school we need to reinvent continuously mr tennis always says that in his serve model and leadership that's the arts reinvent continuously but we have to be data informed when we do that this team really helps us with that opportunity we'll continue to find and support the implementation of instructional systems that promote those literacy outcomes for all students as measured by both classroom and state assessments so i believe that with these opportunities we're going to continue to see not only the closing of our act gap with the states but us hurdling that state composite score and continuing to gain uh overall uh length between that and where we're gonna occur we're gonna reside thanks for your time tonight i really appreciate it and i'm gonna flip it

040over now to our activities and athletics director mr david steve thank you mr cornick outstanding work as usual uh thank you board uh for having us on uh today and my focus is on student engagement and for this year student engagement could not have occurred without you approving the activities and of student engagement in after-school activities and athletics back in december uh a lot has happened since then uh but i and i want to touch on a few numbers that we have in front of you but uh without your approval uh the athletics and the wi programs that uh took place this past year uh could not have happened so i i sincerely thank you uh uh for for working together and making sure this is what's best for our kids as you took as

041you take a look at athletic student engagement i want you to take a look at i've i've summarized the last three years and when we take a look at obviously the numbers are somewhat different and lower uh than the other years because there's a lot of things obviously pandemic the alternate fall season started after the winter season uh the winter season started in december a a whole lot shorter than what it was uh in previous 19 and 20 and 18 and 19 school years uh so as we take a look at these things i want you to be aware of of of that of those lower numbers in or in the 2019-20 school year we we were forced to cancel our spring hence that's why there are no numbers there and yet i'm so impressed

042by our coaches and the engagement with our kids uh from 240 to the the previous year to 2000 to 219. i think those are really good numbers compared to other districts within our county as well as within our conference one of the items that we focus on also is the academic side of student athletes in this past school year the 2021 school year as difficult as it was academically for students throughout this in the country we had we had 33 student athletes participated in three sports and how difficult that is to do one or two and still try to maintain a great grade point average these 33 student athletes earned an average of 3.43 uh we looked at the two sport athletes the two activity athletes and they participate 116 student athletes uh earned a

0432.80 gpa and then the 225 single sport athletes uh received and earned the 2.22 one of the main focuses of student engagement is to be involved to get connected and the more students are engaged and more students are involved with extracurricular activities whether it be sports or other clubs or music or band or theater the better their grades will be the more connections they will make in a positive way with with their student body with their school and obviously within their community this past year uh we did participate in and we had 20 clubs that were offered this past school year in a normal school year we would have 40 clubs offered one of some a few reasons why one reason why uh we didn't have as many clubs is a number of clubs are

044competition clubs and they weren't able to participate or compete with other schools so those clubs weren't offered uh but we still out of those 20 clubs we were still able to have 385 students involved with clubs which does not include band or choir so we had an additional 220 students involved with uh band and choir oh and by the way we also had a musical that we put on this year uh and uh our new musical director dan stokes did an outstanding job uh putting the musical on in addition to the student engagement of athletics and clubs uh our student advisors and our students and our administrative team uh were able to host a spirit week similar to what a homecoming was but we offered a spirit week to bring some normalcy back to our

045student body uh to uh to put a smile on their faces to make things a little bit uh more refreshing uh rather than the grind of wearing the masks and following all the protocols that everybody had to had to follow and then on top of it uh we had a junior and senior prom that was outside on the south pole on one of the most beautiful nights that manic walk has had in a long long time we offered the senior prom because the previous year the seniors were not uh allowed to have a prompt so i wanted you to just to be aware of of uh the opportunities and that we've offered for our students but i was i've been so impressed with our our our teaching staff and our advisors to engage these kids

046in outstanding activities so my hat's off to them and uh we've had some really good success uh you've heard about those things i don't want to get into that because we're about student engagement and no matter what we do we've had success this year so thank you i'm now going to turn it over to mrs laney longmire and she's going to talk a lot about character education this is longmire i think mr steve pack as we talked about collaborative teams earlier our systems of engagement team which you see at the top of our presentation is a highly functioning team um they're data driven they're focused on student engagement and supporting your students attendance we know that it is interviewing that our staff have the skills to help them grow not only as learners but also

047as people of high character which is why it's paramount for us to have practices and procedures and plans to support their attendance and get them in our doors um in this moment here we even looked um for students who go through all of the tiers of support and still struggle with engagement a final layer of support has been put into place and created and that's the buyback program which was a collaborative effort in 2019 from the school district uh the city of manitowoc and the manitoba police department and how that buy-back program works is that it gives students who are cited with a habitual truancy citation a chance to earn money off of their ticket by coming to school passing their classes and working with their teachers and by successfully doing these things students can

048earn some or all of that ticket back it's totally up to their efforts so currently 99.95 of our students who are cited with habitual truancy citation have earned some or all of that ticket back so that money that our students are making from their eight dollar and our jobs begging groceries is now going towards things to put push them further in life and not to a donation to the immediate manitowoc so community organizations such as uh dhs and the crusaders of justicia have also collaborated with him to better support our students and their families and our engagement efforts so this is really coming now to our entire community which is really cool uh moving forward um rt a team of individuals across the district are working working diligently to create a district fighting game engagement

049supports so that this won't just be a lincoln high school thing or a washington middle school thing it will be district-wide and supported by all to help our families with some consistency moving on to the code of excellence i'm sure that you're familiar with athletic codes or student handbooks code of conduct but what we're looking to create as a learning community is the lhs code of excellent um it's our hope that this code of excellence is the guiding force of how we conduct ourselves as a learning community what we stand for and what we strive to be a group of indiv individuals whose passion is inspiring students of high character have been working to not only create our code of excellence but also on a variety of different projects um based around leadership development and

050some of those projects include uh leading activities for our sixth graders who participate in the sixth grade school forest camp which i know looked a little bit different this year but hopefully next year we'll um go back to a little more typical school year also some mentoring students in our special education department planning events leading meetings facilitating meetings and so much more it's been really cool between these student leaders working and tackling all the barriers that this year has thrown at us um i'm very proud of all of our students and these student leaders especially it's been really cool to see them work and i'm excited to share with you next year where we're moving from here and with that i'm going to turn it over to mississippi and talk about some other student spotlights

051good evening i probably have the best part of our presentation as i have the privilege of showcasing and spotlighting for you tonight some of our outstanding high achieving students that despite a few obstacles have demonstrated what it means to persevere despite the challenges and adversities they've faced this school year um and have truly come overcome so much to to continue to engage and perform academically at very high levels the first thing i'd like to share with you is miss leah hale leah is a current junior who has been named the recipient of our community service ambassador award for the united nations association of the united states obviously this is an extremely prestigious award for students who not only achieve academically but are ambassadors in their community and uh just accumulate a vast amount of community

052service um hours and opportunities in the community and serve as a representative of our learning community and our community at large we was additionally named the carson scholar for service and academic excellence and single-handedly as a member of our learning community organizes and facilitates the vast majority of our charitable drives um and donation efforts as a learning community and she has really developed and maintained some lasting community connections and partnerships with our building that we will be able to carry on well beyond your time here at lincoln the next student i'd like to share with you is mr joseph joey the senior was acknowledged this year as a semi-finalist national merit dollar program again as a very highly prestigious national recognition um that these students might have the opportunity to apply for and be considered

053for joey will attend milwaukee school of engineering and pursue a degree in computer engineering after high school this year and joey's story is a special one because he has overcome a number of challenges throughout his high school career and has grown through the support of some engaging amazing educators um to be able to be as ready for what's next as he is um and we cannot wait to see what he does after he leaves our harbor mia strasby is a senior who was recently named the recipient of the whole excellence scholarship this scholarship was established in 1990 and since that time the the herb coal excellence foundation has awarded 17.8 million dollars in students throughout wisconsin mia will attend northern michigan university in the fall to pursue a degree in biochemistry and the best part

054about this award is that this truly um recognizes students who exemplify academic potential outstanding leadership citizenship community service integrity and many other special talents which is just really what mia and gotti's um she has also in addition to the her whole excellence scholarship has been awarded a number of other scholarships and awards and quite possibly was uh the most frequently recognized student at our scholarship made a couple weeks ago she just is an outstanding student and human being um and at her time during her time at northern michigan university she will additionally be swimming for them in an athletic scholarship she's a woman of many talents and she has a great great retreat uh mr koenig recently shared with you some of our act data we've been collecting act data uh in the state of

055wisconsin for roughly the last eight years um which is about the time when the state required that schools statewide looking at the act as part of our statewide assessment platform uh the perfect score of 46 is incredibly difficult to achieve and we have students this year who's from william barry who was a junior uh actually this incredible uh highlight of a perfect score of a 36 summer acp um liam is not sure what he wants something like this something like an nact score of 46 will open a number of doors for him and he has been contacted by a number of post-secondary institutions of higher learning already interested in and what his plans are for life after lincoln so he knows there's no pressure that he is excited about the opportunities that await him um

056in just one short year after he leaves their harbor so again i would just like to thank the board for the opportunity to spotlight and highlight some other students um any time we've been to brave programs that they're doing um you know that really is the the purpose of all that we do every day is is ensuring the student's success and again um if our mission is to prepare students for what's next these are just difficult examples of those and that concludes our plan presentation i would just add that i think at the bottom of that last night we talked about our scholarship and awards night um the total amounts of money that our students earned from scholarships from the board of education as well as other entities in our community and scholar colleges and

057universities in the state yeah correct me if i'm wrong mrs dykeman was together um over five or six hundred thousand dollars is that correct is that the amount my apologies you are correct um our total uh number amount of money is awarded to our students on scholarship night was 625 340 so just an incredible show of support for our students to support their endeavors of what's next um 357 000 of that was awarded specifically on scholarship night and then 267 000 plus was awarded as part of some uh self-reported and other college reported scholarship and monies for students so incredible opportunities for our students thanks mr tennis yeah and uh thank you again to the board for allowing us to share um a showcase of working with you and at this time we would take

058any questions if you've got them anyone have any oh questions outstanding workload thank you very much kelly congratulations thank you guys see you on friday okay that concludes our school showcase and now we will move on to committee reports and the first committee report will be from kathy willis finance and budget committee all right hi guys uh bear with me because uh we have a long meeting and covered a lot of stuff there so uh the first appointment i'd like to talk about is senator justin it's synergistic energy savings program we are partnering with that company for a five-year partnership with an estimated savings of over nine hundred thousand dollars over the next five years um we will be required to hire an energy manager position during the duration of that program during that program

059will be used to install led lights in our buildings that is what the funds are pegged for we do need to uh pass a policy which sort of just uh requested us to do that will be brought up for action later in the meeting it was uh created by viola who makes a lot of the they write a lot of the um the policies for us and many schools around and all it is is a commitment to conserve our resources both natural and materials let's see here um next is on budget and angela irman our director of business services shared the budget amendments by the end of june that there it's due to unforeseen expenditures and revenues from program 19. this needs to be confirmed and shared with the public and so we will be

060having an additional committee meeting to discuss and approve those adjustments as they come in for the 2021 school year and the budget to be brought forward for the final two parties next is an update on the cares dollars as a committee uh we requested that we will be receiving monthly updates as needed and our cares money esther 1 and years 2 is claimed by the end of 2021 school year and the sr2 and s or 3 monies will be used in future fiscal years moving on um superintendent holtzman gave us a background on how federal grant money is administered and for more specific notes about that um for this kind of detail you can view it on our district website and i'd like to like to give directions to the public on how to go

061to our public website um you go to mpsd under the bar of district and then you go and see until you use the board of education where you will find meeting minutes and there you can look up all of these things and details in any past minutes also for any of our meetings also some information was interesting that was shared about parochial schools and actually the cares and and that's her dollars and gears money the parochial schools when they receive those funds um they get to use our school district at no cost of a fiscal agent and um so that's an additional weight and workload for our business services staff we thought that was very interesting you did not know that before was that decided by the federal government uh i wouldn't yes mr hulson

062is shaking he said yes don't know all the my new job um and because they're because they have some issues too because roncalli consolidated their schools and their um their school numbers for third friday were some of those those um data points were booted up a bit and so that had to be rectified before we could actually submit our final budget so that's part of why we have an adjustment in our budget also we have to rectify that with them help them through that first and that's at no cost to them too by the way no costs at all so kind of a nice service that the mtsc supplies so thank you angela and her crew for doing that every year um next would be our 21-22 school year budget uh there's many unknowns at

063this time and a better picture of that though will be provided after our final account and then the um information the aid is certified as i believe it's october 15th and just answer that um or that right before that is when we actually hold our budget hearing so that's part of why i think we have to make adjustments adjustments down the road because we do our budgetaries first before we find out our specific information on october 15th um upcoming budget efforts or reduction in budget efforts is one is our synergistic partnership we're trying to streamline the printer copier contracts staffing adjustments will be made as staffing is evaluated about what our needs are for this this next and upcoming years and also the use of debt service reserves which decreases our debt payment um and

064for those who are unfamiliar with it before we even go into all of our referendums we had to uh we took out bonds and so we are in the midst of paying back those bonds from many years ago and i believe we paid the 200 million dollars a year um but thankfully that payment structure will be done in two to three years time so we're looking forward to that um and then let's see here we also have a possible adjustments to our post employment benefits um because the rising costs of of insurance and those kinds of things um not to have anyone in fear of what they currently have i believe that those will be for newly contracted employees i think we're just talking about it yeah we're just talking about it right now so

065just it's it's in the midst of possibility our upcoming projects are removing our online food service payments from what's called wordware to infinite campus in 2122 and that will improve support and allow for some payment options for families we're also changing looking at changing the database for our financial services department and hr we currently use what's called allio and we're talking about moving it to skyward uh elio is considered pretty antiquated at this point and it's a very manual system and so skyward will bring us into uh current times currently uh the outlay of that will be 250 000 but it's for the program the training and the transfer of all the data we also had a recommendation or an inquiry as using staff perceptions as a third party for our exit surveys every year

066the cost was looked into and it would cost approximately fifteen hundred to two thousand dollars and that will be passed along now to the hr department and committee uh let's see here um ms ehrman will be making updates to our district website the goal is to provide more information and easier accessibility to the public and lastly our um we had an overview of funds uh we discussed like what some of the funds are used for there's a number of funds that we have like 120 fund 30 and all of those funds have very strict guidelines about how they're used and how money is transferred in between the different funds if that makes sense i feel like i'm using the word fund over and over again but for everyone's ease including my own uh we all

067have been given a handout so that we can fully understand what those funds are used for so you'll find that on your desk yes and then lastly we just have our future reading dates are set up for june 17th at 2 30 which is right before our next board meeting and june 30th that foreign and that would be adjourned thank you are there any questions okay if you have them i defer them to angela or mr holtzman no questions okay then i will need a motion and a second to accept those minutes to finance a second moving along to report of the superintendent so i will give that to you mark thank you um i would turn it over to look for the payment report oh yes uh in board book you received uh just

068a listing of the accounts payable and payroll for the month of may so we're looking for approval for accounts payable the amount does 488 723.59 there were some voids due to uh official cancelling when they um are at games and then uh something for the aurora a payment that went missing so we've had some stop payments issue and then a trip refund and then payroll on the amount of 2 million 54 995.67 so we're looking for approval for those that's moving and i'm happy to answer any questions okay so i are there any questions no okay then i would need a motion and yes i'll be sure to do that okay moving on should move on to the financial statement yes yes okay i'm just moving on to the financial statements and they were also

069included in board book and uh you know at this time we're busy wrapping up the fiscal year uh fund 10 on the third page the trending for revenues is very consistent with the previous year along with instructional expenses support services are tracking a little bit higher now that tendency is due to extra expenses related to closing the main highways that they have uh okay well thank you thanks angela um we're gonna move on then to the personal report uh so joyce screenwood art simply is with us for that thank you everyone um in board book you would have the personnel report so of course you know we are asking the board to approve our retirements our resignations and then of course the staff that we're bringing forward uh to approve their hire so does anyone

070have any questions um that i can answer on the personnel report you feel as though we're in a good place right now choice with without hires it looks like you've hired quite a few people yeah um i think we're right on track we certainly have some hiring that continues i would say uh may and june are probably the busiest months for hiring so we definitely have some positions to fill um but i feel comfortable that we are still finding candidates good candidates you know to fill our vacancies any other questions no okay then i will need a open and a second who accept the personal report make a motion to accept the personality a second discussion session all those in favor say aye aye opposed okay uh next piece would be um superintendent director's report

071uh if there was questions for myself or any of the directors in regards to anything that was on the report if you'd like preacher or more clarification or would like ask questions okay thank you if there's obviously questions that you'd like to address any of the directors myself you know you don't have to wait until for me um just a couple of district activities updates uh it's an absolute uh joyful week um i had an opportunity to throw out the first or roll out maybe the first pitch at the kickball game at wilson today and stopped by some elementaries uh for some uh balloon competition making stuff right and um so we're blessed with some uh great times we're also finishing up the school year with with uh some positive things um we have uh

072again many of our uh students are excited about summer coming up and i think we're all excited about kind of getting to the end so uh again i put in your notes uh in the in the if you look at the thing that i wrote about if you do want to attend um the graduation just some of the details of what you would expect from the board um and uh again it is a fun event so you can be there great if you can't we definitely understand um i think uh the final thing is is that as as we finish the year on friday many of our summer school opportunities begin on monday so uh there are some you know kids are going to come back and they're excited about that and i would just

073know that chris and his teams are going to turn over these buildings like they've done in the past and they clean and uh polish and do everything uh it's encouraging uh for us to kind of be in the position we are to make sure that we're on top of that now so we're looking forward to that a lot of work that happened to be done and the grass continues to grow right so they're the polishing and cleaning and painting and all those jobs that he's doing is going to be great so a lot of good things going on and uh we're excited about that mark how are we doing with our numbers for sign up for summer school programs are we do we know that yet are we we have more than usual do you

074know um i can't i honestly don't know um because i'm not sure i mean last year was a watch so it's hard to compare so i have to ask and i can get i'll i can give you a report on that um just to kind of let you know what we're looking at um from what i lots of kids who are understand about coming back uh the first part is the activities so lots of the camps so the outdoor the soccer and and cross country and volleyball and football and baseball and basketball and swimming all those activities are the first uh four weeks i believe and then we have a little break over fourth of july and we come back to do our enrichment and then we have three weeks of that then we come

075back into our academics and then believe it or not it's august and we're coming back to school pretty soon after that so um i'll give you some report but um i know um stacy o'connelly who is our summer school coordinator principal at madison does a great job of communicating that information out has been sharing possibilities and information with parents i think all the way up until this week we took registration so um there's thousands of kids how many i'm not sure thousands of though yes yeah right i mean any typical year be between 1500 and 2 000 students who participate in some activities right i mean there's marching band you know we saw our vanity choirs 260 kids we'll try 100 something in marching right so i mean it's joyful things that go on in

076this opening i'm also anticipating i'm hoping i guess that we have more academic students this year just given right and it'll be a little bit later in the year so i think people feel good about coming back mckinley will do credit recovery all summer long so those students who aren't ready to graduate but are close they're going to get that in summer school as well okay i mean that's traditional but we've added a lot to that yeah thank you okay thank you very much mark all right now we will move on to new business and what we're bringing forward is from the finance and budget committee meeting and it's the first read of the conservation of um synergistics so did everyone get a chance to read that over okay were there any questions about that

077i just had a quick question so um as it reads only a is checked is there a reason why we wouldn't also commit to be just simple recycling right a reusable material yeah i think it's a thought again when i talk with angela and she can kind of join if she wants to we we already have done the recycling if you look at right here yeah so i don't know that we felt like that would be a redundant check but i guess so we were working on something that was new okay and this is you know i guess and again not that we haven't been conscious about saving energy and reducing our footprint this is a more directed energy if i'm wrong but i think the recycling in some of the schools was handled by

078special groups within the school already so you know for the conflict i'm not really sure but i do know that like a lot of those students and certain groups will go around and collect that's something to do with that so okay do we actually read it or do we amendments changes adjustments for not approving it and then we would go back if there was some changes to that for the final read and at the final time we could read the policy it's not committing at this point really just as we encourage we must do so what's the reason that we have to hire somebody to do this um so part of the part of the plan within um synergistic and working with them is to identify the times of which our buildings are not capacity

079and the hvac electrical and systems that they are working the way they're supposed to be working so two o'clock in the morning on a tuesday night saturday at 6 a.m and so they're they're checking the computer systems that we have installed to find out if in fact it's the computers say if the system is saying our ventilation is shut off and it actually is and so they're running reports when the building is not occupied and so part of the idea is to again that person is a part-time person their contract or their part of their performance is done through the savings of this energy efficiency and they monitor the new technology equipment and they need to be in the buildings to check that equipment when nobody is in the buildings and so because we don't

080have somebody to like it's we would have to reassess somebody and take somebody from somebody else this very this person would do that work approximately 20 hours who does that now nobody well i should say that all of our custodians and chris and his team do that but not to the extent of which we are going to manage it now so we're going to add a program that we use for synergistic to identify all of the operations both when they're on supposed to be on full and when they're not and that they're doing what they're saying so we have a system that you know obviously works throughout our buildings but we haven't we don't always check that we just assume that it's doing what it says it does and so this is going to check

081that and maybe make that more efficient so that it's not running on times when we think it's not is that them just like for a temporary time frame that this person has hired or is it in theory right it would be over five years and then the question is is it self-sustaining after that so the five-year plan would be actually the first year you saved the least and the last year you saved the most because you're getting more efficient at what you do there's some other modules that i would say that are going to be installed in so it allows us to have a better access of what's happening in every room instead of every building right and and those are the things that are going to save us energy and time um and so

082right now uh based on their system and their recommendations they believe that there's 20 hours of work per week that needs to be done and that's where that person is mark how many buildings do we actually have in the district yeah 13 buildings um in the district so encounter six elementaries two middle schools lincoln high school spangled building this and the msc plus technically we wanna add 14 mckinley um that we maintained one million square feet what's going to say do we know the score put a million okay we are able to reduce ten percent of significant savings and that's what our hope is now we have a pretty good presentation and the building and grounds committee yes uh from the from the person from the company and chris chris is very very good yeah

083i mean i mean i i think that in that is in the if you want to look back if you want to go back into history of the buildings and grounds committee i could find out what meeting that was but we do have more synergistic information because i'd like to see more details yeah it just seemed like a no-brainer to do it i mean um it's an easy way to fairly inexpensive and easy move save some money save save some money 900 000 bucks sure okay any other questions thoughts on that okay then i will need a motion and a second we actually don't need a motion because it's from committee we just need to vote okay yeah okay so we will go to move to the second read all those in favor say aye

084aye opposed okay good okay next item on the agenda is future meeting dates and there were no and there were for me yes okay um so future meeting dates two things that we want to bring up during that discussion okay um live streaming live streaming committee meetings was during the pandemic when we were online and now that we are having live meetings here a committee we start the live stream what are we starting have we stopped yes for committee meetings oh for communities so there has been there has been some discussion by board members that we would like to reinstate the live streaming so i'm going to open that up for discussion i know some of us would like to attend those meetings maybe they can't come live you know in person but i'd like

085to watch some of those committee meetings at home or at my office or some place i would like to still be able to have access to that yeah i'd like to address that too i think also if we could also maybe include that onto the youtube channel for the need to be recorded as well i would prefer that too because you know say you can't watch it on that stream you know it just it adds extra transparency it allows us more access to that information et cetera et cetera yeah i actually like the advantage of being able to do that but throughout the year this year but i did that quite a bit to like watch other committee meetings and it was really nice to not have to like be up at 8 a.m or

086try to come here and be in a committee so from the advantage of being a board member too it was great to be able to do that um sometimes even like you'd like to just go back and watch what you said yourself those sort of excuses so i i would like to see that happen also um yeah okay mark how do we how do we make that happen i think you just did and i understand like it's different when you know the public that's watching you know if you want um as a board you could take action and say you know the board corrects the administration to live stream and then vote on that but i could just tell you that i mean okay we have a consensus we've done it before okay in the

087past i thought didn't we put the committee meetings on the youtube yes yes yeah that's part of why again the thought process was historically we didn't uh publish any none of our our committee meetings were on tv or you know so we just felt like it was going back to what we had so we could do that and then again if the board wishes to provide me or administration with different direction down the road i mean those meetings are open meetings yeah i guess i see that as an advantage that we learned about in the last year right sure it's just more of making it more accessible to more people and to other board members so okay so we'll we'll do that right okay the next item that we want to talk about is the

088second meeting actually it would be the fourth tuesday of the month we had always had a new meeting and there has been talk to move that to a seven o'clock seven pm slot we talked about this before yeah we did let's talk about it again a couple people have requested that we've discussed this so yes colin um i would just like to touch on that that i mean the new meeting that we had just recently there was nobody present at that we can see i mean even if they're not um able to speak i think there are there is interest in attending those things there is more people that are are i think there's more that you get from being present in a meeting than just watching it on a tv screen uh it just

089it's limiting so and i think that having a 7 p.m meeting uh is gonna be you're gonna have much more attendance uh you're gonna have much more more parents can just participate and be part of what's going on in their kids lives so i think we should have 7 pm meetings yes i don't know i i feel like it opens it up oh go ahead oh no i was just excited i guess i see it as you know when we're open when we have a meeting at noon the public can come then there are people who can't come at night so we have one during the day and we have one in the evening we're not we haven't filled except for the one time now we have not filled all five public speaking and we

090haven't even filled half of our seats tonight so if people really want to come to a meeting even at 7 00 p.m we're still not even filling all those seats you're not saying like we're not at capacity for that and hopefully as restrictions are lightened down the road we'll be able to see even more people in here and from the standpoint of myself just personally speaking i like the way that it's arranged because i science that previously i actually give something up that's very important to me on tuesday evenings and i don't want to have to do it twice a month so that's just being really transparent and pretty about there is a personal thing but that's where i'm coming from with that so any other one else well i i'd like to know how

091that affects the directors i mean we're asking seven folks to potentially flex their time later in the week i'm assuming that that's what occurs i could be wrong but uh there's no flight we don't have anything on this next meeting where we have a community or a principal or a team of folks but you know look for example tonight look at how's the work may be different this week right they're probably working more this weekend graduation or whatever so i appreciate you understanding that my our directors um you know they they're not on a we are working it's just not so that's like there's some consideration there but if they have to be on they'll be on i just like to i i know you're giving up something so i respect that i'm a single

092father yeah so yeah and so my kids are at daycare usually during the day so it's easier for me to have the attendance during the noon meetings at night i have to take care of i have to get a sitter you know i so it i it takes a little bit more for me to do an evening meeting but in the in the at in the in respect of transparency that's why i'm much more for that it is easier for me to have it during the noon i mean we could have them all during the noon it'd be so much easier for me however that's the reason i just don't see it that way though because i i feel like we you know people have different schedules not everybody works during the day and some

093people you know work at night so it opens up that variety of schedules for different kinds of people and that and now too because we get to utilize youtube and that channel which we never have before to me that's a really big one it used to be on comcast and it was only broadcast at that moment and the only time you could revisit that is if you were lucky enough to have a television that recorded it for you and that was built for special tvs then i didn't have one of those so i mean and we didn't even have comcast a lot of people don't even have that so now with youtube and everyone kind of internet we're more accessible than ever to the public and all of our meetings can be watched live or

094they can be watched afterwards so i i just see we're out there as a variety for a lot of different people in a lot of different ways more than ever before i would agree kathy at that meeting we don't have public input it is just nearly listening so does it matter if you're listening at lifetime or later on having those options available you know accountable and accessible but i don't i don't really see people you know lining up lining up to get into the kinds of meetings that we have you know the second meeting of mine i mean usually just kind of wrap up stuff hardly controversial most of the time but i don't know i think if it was if we could anticipate that something was possibly controversial we could we could do it

095um i mean i think i don't i don't know how many people too now and the linda garage tunes for illegal women voters but other than that i mean she has remarked to me a few times about how two people really get that well actually it's pretty amazing how many people watch the youtube channel if you if you go to it at all yeah sometimes it might have 39 views and then depending on what's going on you may have hundreds of years or 600 views absolutely so um because i do kind of watch that i've seen those too you know we have a lot of engagement with our community now more than ever before we i don't know historically if we've ever had 600 people show up and watch a board meeting i can't imagine

096that we ever have but yet they're watching it on youtube so i yeah they see that as a huge advantage um [Music] i would prefer the seven o'clock meeting as well um but the the other bigger issue for me is is that again in our bylaws it's a special meeting and we continue to have it every single month and that's not the spirit of that meeting and if we're going to make it a general meeting then i think that we should change the policy make it another general meeting let people come and talk but special is special and we're running it as if it is a general meeting and that's that's a bigger issue to me i will accept that yeah i guess i've seen it historically once i've done the words only in a

097year but that when we meet two times a month like that we have a better reaction time to anything that's going on and some kind of dividing conquer where if we're just at a set of things and change the policy and make two general meetings then because you're not abiding by the bylaws that's how they're written and i again i could be wrong about this because i'm not great with all that stuff but i don't think we're going against policy as much as we're adding to our you know we're not really required to have one general medium so by having these additional special meetings i don't think we're correct against the politics but that's what i'm saying is we are only required to have one but we keep having two and they're run as general

098meetings they're not something special that just came up well but they have been historically just not in the recent history when i first came on this board it was definitely very specific business it was not routine business and i think in my opinion that's what it needs to go back to is the special business not the routine yeah i don't know what that looks like though because i've never been on um i'm trying to think of some of the other topics but we have very specialized topics that were discussed we had the realignment the real life yes okay and then we had the curriculum discussion at the middle schools and then we had the colon we certainly needed it in this last year we we have needed it and when i've asked mark mark you

099you tell me that we do need definitely to have that second meeting because there's enough stuff that you have on your right so part of the reality is that we are a large district that has a huge budget and the board has to approve certain things so when i think about the next meeting we have an agr report that needs board approval like the last meeting we had a report that needed mckinley academy approval there are things now when we talk about july if we if i know in advance that we don't want to have a special meeting in any month i can make some adjustments and make sure that we're doing those things in a regular board meeting hiring is a factor you know in terms of turning over staff and doing that but

100there isn't any there's any finance reports or no you know about to report so we we can monitor that to that extent um i think ideally those meetings last no more than an hour but we've had extended times this last year and a half has been a bit crazy right and so we've asked the board to do many things that you've never had to do before so i mean we could manage that um i think just knowing moving forward when i think about the second board meeting there are times for example that we have the third friday come or we have the finance and budget meeting those are october 15th so we need a second meeting in october to have a hearing specifically so there's some of those things but you know august july we

101if we know in advance we could work through that we haven't had them in december um so i'm i clearly get what you're saying um but i do do remind you that we have you know there's a lot of things and we want to inform you of those things and if there's a different avenue than board meetings maybe that's an opportunity for me to learn and enroll with you and how you want to get that information i'd like to make a motion i'd like to make a motion that we changed the special meeting to a general meeting that would allow public importance well that's policy though right don't you think it needs to be looked into and defined like exactly what would be what is a job what is a general meeting versus a special

102thing and how are you determining that space on what basis are you determining that this is a general meeting or this is a special you tell me you guys have been doing it for the last however many years why do you think we're not doing it because i if you just look at the agenda from time 1 to time 2 you can see exactly what happened like for instance there's something that's coming up for the special meeting that could have been addressed today last time we were told we had to have our second meeting because of um getting contracts out and she specifically made a statement in our first meeting that all the contracts are out so it's just we have that extra meaning because we're just going to push stuff into that there is

103no thought about whether or not we really need to have it and that's why it's special and that's why it's written in the bylaws that way so if you want to have two meanings then be transparent and have two general meanings because that's that's how you're running them you're having um these presentations you're throwing into the second one because we have to get them all in i mean it just are you saying you don't want to have presentations i do not want to have presentations at all see i i struggle with that that is our students time to shine and that's our contact with us why would you not want to hear what's going on in our schools they can do it in a report i don't need to spend our time we're here to

104do policy we're here to do work that doesn't that information that's presented it should be presented in a report that we can review that's it we don't need to have presentation we don't need to take their time to do it and it would make our meetings again you have this great little guiding principles here that talks about efficiency of meetings officially more meanings are efficient i don't believe that those things are efficient they're not helping me do the job that we were asked to do doesn't have to do with policy and and again you can provide that information in a report you know you're right we could do our kids are getting an education and they should be allowed to speak and to shine when they when they want me to and can't it's like

105i have not seen i have not seen one presentation with a child in it maybe one yeah well then you haven't had a board member long enough because we've had quite a few of them because we are all here every single one of us and if you're not here for that reason you better be here for the kids and they should have a time to be able to shine and whether they speak to their school administrators or or in person we should know about what's happening with our kids and if the great things are happening bring it on we've had a year that's been unreal so i don't want to hear the good stuff that's all this board is is this good stuff there's not one there's not one thing that's challenged there's not one

106thing that is is looked at in a different frame of mind and and the students invite me to some that will you know we had that we were going to school to school before why we'll go and do that kind of stuff but i just i don't see that that's not the kind of stuff that is part of a board meeting is it i just want to say i think not that it's not a valuable conversation but i think our conversation here is about future this next board meeting right and i believe we have a motion on the table about a policy we probably have to circle back either we're going to get a second on that motion or move forward and then if we want to talk about like what our board meeting philosophy

107should be i think that's a valid conversation with the board but maybe not in future board meetings we can save that for the retreat we are going to be doing well anybody can recommend to the board by president to put something on the board report but i'm just saying that in this case i think we got to get back to whether we're going to meet at noon or a different time for our next vlog or not at all i guess we haven't been four seconds i still have a motion on the table how many seconds is there a second thank you the motion is to transfer the or to change the special meeting to a general meeting like we currently have that would include public input like like this meeting essentially it'd just be this

108meeting on the second in the second time where you have to have it i mean i i kind of like the idea that if we needed a meeting instead of meeting we would have a second meeting that's if we did notice what we wouldn't and that's what mark is telling us yeah telling us if we have two general meetings policy that is is is the second one by your emotion um mandatory or do you want to mend your emotional well you decide you can cancel any meeting at any time you can always cancel me do we need to meet no we don't need to meet let's not have it i think that was the point that dave was trying to make last time so like and i would want to know before i went changing

109policy and changing terminology from general to special to know exactly what that entails for the board like legally to and what will require them by changing that i feel like we need to look into this more before we make just a sudden change especially knowing that we can meet or not at the next time like just when do we want to meet but we're not required to meet at 7pm because it's a general meeting you know i don't know if that general meeting being requires us to meet them at a certain time and twice a month or how that affects policy does that make sense i'm not prepared to speak to in detail but i would say based on my experience that a it wouldn't require us to meet at a specific time um it

110would um require us to meet unless we cancel a meeting and cancel a meeting is you can just cancel and not notice it right as opposed to if you have a special meeting right and again historically i just follow the protocol this has been going on for decades this isn't new to this board or previous boards this is how the operations of the district has ran in from the board perspective i would also tell you that uh fundamentally the state doesn't require public input and i would tell you from my personal opinion public input is not the best way to receive input because it does not allow more interaction it allows individuals to speak truths or not truths about their passions sometimes it's accurate and you want to take that sometimes it's not but the

111policy really prohibits the board from acknowledging and having a conversation that's not likely the best way to have that i know no school district in the state of wisconsin that has two public input sessions i know more will have zero that's not what i would promote but i'm not sure that that promotes you know i don't know if you want to have additional public input session i'm not sure you have to have a second formal meeting the board could decide to have more public input it's just in our policy now that we don't right and that that's just based on the way typically boards run whether that's good bad or different if there's a motion and a second on the table and discussion yeah part of it if it's about public having more public input

112maybe we expand the possibility to be 40 minutes or 45 minutes you know if more people want to speak if we start seeing a lot of people show up and want to speak and we reach that maximum part of my reasoning behind having it be rather than a special and going to the general and having the public input one i like your public input because it allows the public to tell everybody what they feel and how they feel we are doing or other parts of the school are doing frustrations are happening um we are elected and we should be hearing from them as many different ways as possible some of them don't really want to or have time to write letters so if they have time to stop down and say say a couple words

113and have it on record great i encourage it um as for special meeting versus general meeting i agree with stacey that you know let's call a space vape you know we're not having a special meeting we're having a general meeting let's call it a general meeting i i just i i'm very a very frank person i prefer that we be frank about what we're doing so oh yeah i don't know i think we need more clarification on that i think we may want to talk to possibly rosby or our attorney just to get a definition on that or maybe we start streamlining what happens in a special meeting versus a general meeting you know like it's just to say you know i don't know just because you feel it's a general meaning and not a

114special meaning children show me and then and i want you know a clear definition of what that means okay well i think we should call the vote so this is just to clarify we have a motion a second that would move our current uh practice to have a special meeting with public input on the set on the fourth tuesday of the month a general meeting instead of a special apologize with public input on the fourth tuesday of the month is that clarifying it okay so recall the question so okay before all those in favor say aye all right opposed no okay you know are you not at this time that's how i want to i don't know i would i'm not can we just i don't i well there's some board details that need to

115happen on the 22nd and we clarify for everybody working here on whether or not we're we're going to meet at noon or etcetera the meeting that we had i'm a pretty flexible person i don't understand [Music] technically we could meet a different time doesn't have to be that date if that date is bad but i would tell you that all the people who are preparing for that sure have you remarked that i mean like sure making changes but i just need to prepare for that sure that's only fair and that that was already on the calendar because it's not a special meeting but you know why do we stick with noon at least for the rest of june and then i think we need to make a concerted effort to take out the things that

116would be considered regular like we typically give a curriculum committee report during [Music] to to streamline and um as we come back in in july at the first board meeting um i'll do everything i can to avoid a special meeting in july knowing that some things are going to win then it's right a little bit because what that technically means is sometimes we have to post jobs without resignations being accepted and that's you know but that's just what practice that we'll have to move forward with and we'll talk about that so what i heard was the 27th at noon and we will decide if there's going to be a special meeting or if we want to come back and have a conversation about the definition of special versus general yeah um we can talk about

117that let's try another word okay i need to read the closed sessions this week okay closed session the board of education will vote to convene in closed session for the purpose of considering the following matter the annual performance evaluation of the superintendent of schools of the school district this meeting is authorized pursuant to section 19.851 c of the wisconsin statutes the board of education will vote to adjourn from closed session and may or may not reconvene an open session to take action on any of the issues discussed so laurie do we need a roll call vote we need a first and a second motion do i have [Music] yes you need a stretch water bathroom or anyone i don't know although maybe wait actually oh my goodness i'm just good you
