001Welcome to the school district of Milton's board of education meeting May 11th 2026. Our vision is we believe in opportunities, achievement and community for all. Our mission the school district of Milton in partnership with the community prepares our students for achievement and lifetime readiness by providing opportunities for all. And just as a side note, you'll see we have our board norms that we approved at the last meeting um available for you at your table. All right. Pledge of >> allegiance. I pledge >> allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. All right. I would entertain a motion on tonight to approve tonight's agenda. >> Have a motion from John and a second from Rick.

002All those in favor, please say I. >> I. >> Opposed. Same sign. Motion carries. Uh, next item D, election of a WASBY delegate. Would entertain a motion. I move to nominate Ed Snow as the lawby delegate. Motion carries. Next, we're on to action on tonight's minutes. >> I would suggest I'm sorry. Thank you. Uh I would suggest we pause. We discovered a little inconsistency in the minutes that we want to fix. It is round uh similar to what we just did at our previous election of officers. One of our motions did not include the language of unanimous ballot and I pointed it out to Chelsea and she's going to need a minute to rectify that. It's just a very minor correction of sorts, but uh I would think it's probably prudent to let her fix

003it and we'll approve them at our next opportunity. >> Any concerns? Everybody okay with that? >> I think everybody. >> All right. Well, we will move on to vouchers. >> I move to approve general checking account vouchers totaling $52,14022 as presented. >> Seconded. >> I have a motion from Tracy, a second from John. Any other questions or comments? All those in favor, please say I. >> I. >> Oppose. Same sign. Motion carries. Student council report. There you go. >> All right. And then tap the mouse pad. >> Yeah. Do you see the mic in the bottom left there? >> Yeah. Perfect. >> There we go. Okay. Uh, hello everyone. My name is Braden and I'm the student council representative. These past few weeks have been pretty busy with lots of AP testing and many clubs

004doing applications and elections for offices. And with yearbooks arriving soon, students are um encouraged to pay all their fines and fees. Recently, recently spring sports have been thriving with the warmer weather and it finally heating up. We have many staff and student appreciation events coming up. Um appreciation week was last week and students were tasked with um writing a note on a paper. Um these apples were then placed on the doors of the teachers who they were addressed to. Uh also during student or also during teacher appreciation week, student council served lunches to the teachers on Wednesday. Um student council students from the PAL committee showed around the principal applicants. We want to thank and thank and congratulate all six applicants. We look forward to welcoming our next principal, Keith Nurby. Um our AP government

005students are leaving for their field study trip to Wisconsin DC next Monday. They'll be there for four days interviewing members of Congress, visiting the memorials, and conducting research for their field study projects. That's all I have. Any questions? >> Thank you. >> Uh oh, public comment, Jeremy. Nothing. Thank you. Red Hawks highlights. All right. Thank you. My apologies for that. Um, want to thank all community members, businesses, parent teacher groups, and students who took time to celebrate our staff members with messages, gifts, and delicious meals and treats. uh we really do have an outstanding staff across all of our schools and departments. Uh so uh it's great to have a week to show our appreciation to them, but we also want to make sure we're showing our appreciation throughout the year. Uh we have three

006students who have participated throughout the year in local government civics uh practicum. Uh the Rock County Civics Academy. They are seniors Poppy Ramos, Tate Olsen, and Lillian Riby. and uh they've learned about the impact of local government, met with local leaders to discuss um political issues and civics issues. And they're having a uh a session at uh Milton High School coming up on June 3rd at John C. Plat's Performing Arts Center for anyone who's interested in learning more about that experience. So again, that's on June 3rd at 7 PM at Milton High School. We have four Milton Middle School Red Hawks who joined Mrs. Marllo at W Whitewater's art immersion day to discover many opportunities in pursuing a degree or career in art. So that was a great experience for those students. And then we

007have a couple events coming up. North Side track and field day um is actually taking place on both tomorrow in the afternoon and Wednesday in the morning and in the afternoon. uh our north side athletes will take part in that annual tradition that will be at uh Milton High School and if there are any schedule changes due to weather those will be communicated out to families from North Side. And then Friday, May 15th, uh starting at 1:15, Schllem Stadium will be hosting our annual unified track meet. uh athletes from both the middle school and the high school unity teams will compete in adaptive and inclusive athletic events and we invite uh board members and any community members who are interested in attending. That's on Friday, May 15th at 1:15. And an update from an event

008from this past Friday. Uh last Friday we had a very special literacy assembly um is at least how it started but then it turned into a surprise uh recognition for uh harmony art educator Devin Kelvert. He was selected as one of five Wisconsin state teachers of the year. So uh DPI reps including state superintendent Joe Underly uh joined us at Harmony. We bust students from students and staff from Consolidated because Devon teaches at at both Harmony and Consolidated and uh his family uh was there to help celebrate and he just did an outstanding job of of promoting our our school, promoting the arts, uh promoting our school district, and it's a very welldeserved honor for Devon. So, congratulations to him. And you may have heard, and we can bring more information on this at the

009next board meeting, but just today news came out that Governor Ivers and the legislators are working on an agreement for additional funding for schools. Um they don't have specifics out yet. What they said today was that um they will be finalizing or hoping to finalize that over the next couple days. So rather than getting into details that aren't finalized yet, we'll bring more information in on that at our next board meeting. >> I would just like to say to Sarah, the logistics of pulling off the surprise when you have that many little kids was impressive. So thank you. I It was It was excellent. >> Rich, do we need to let Chelsea know if we're attending the track meet for quum posting if pos? I think that we should. Yes. And and we'll post it

010as a possible quorum of the board if there's three or more people that are planning to get attend. So, please reach out to Chelsea. Would you like Chelsea to send an email out as a reminder and then you can reply to the email if you're planning to attend? >> That would be helpful. Thank you. >> All right. Thanks. That was everything that I had. And then Annette, you had the other item under the the superintendent update. >> Yes. Just an update. Both Jeremy and myself have signed up for the six virtual sessions that were part of our HYA contract to help a new superintendent and uh board president to learn how to work together and to get some um advice from mentors and experts in the field. We'll have six virtual sessions starting in July.

011And I can't speak for Jeremy, but I'm looking forward to it. Any questions? All right, discussion. Uh, we're on to human resources report. Rick, >> thanks Annette. HR committee met um on April 29th. First item is discussion and possible action on 2026 27 teacher contracts. At our last board meeting on April 27th, the board of education ratified the 2026 27 collective bargaining agreement with the Milton Education Association, resulting in an increase of the base wage of 2.63%. 63%. The board also voted to approve a market adjustment to the base wage of $469. These actions brought the new base wage to $52,400. The HR and payroll departments have implemented the approved compensation plan, including base wage market adjustment, step changes, and lane changes, and are bringing forth the 2026 27 contracts. When including the value of

012all of this supplemental pay, the increase of the overall group costing is approximately a 4.02% increase. Included in board docs are the updated teacher salary matrix, the 2026 27 27 supplemental teacher contract compensation, a um new teacher contract template, and a list of employees who will be receiving the contracts. Any comments or questions on that topic? >> Were there any changes to the contracts that would be significant for the board to know >> in wording, I guess? >> All right. Um, no, there is no significant uh changes. Um, with the one exception that we did have a resignation on a list. Um, but we'll bring that resignation to the board at our next board meeting because that was uh right around noon today. Thank you. >> I'm going to make a motion to approve the

0132026 27 teacher contracts as presented. >> I have a motion from Rick, a second from Jen. Any other questions or comments? >> Uh, quick question supplement. That's no change. That's just for point of reference. >> That is correct. No changes have been made to that document other than updating it for the year, but I thought it'd be important for the board to know what that whole salary was made up of. 20. >> Anything else? All those in favor, please say I. >> I. >> Oppose. Same sign. Motion carries. Thank you. >> Next item is discussion and possible action on the 2026 27 support staff compensation committee and administration had a um discussion on this topic and I'm going to turn it over to uh Chris and Rich for this one. >> Okay. Thank you. Uh

014when determining compensation for employee groups, we strive to balance fiscal responsibility with need to attract and retain high-quality staff by offering competitive wages and benefits. This approach aligns with our strategic goal to retain and attract highquality staff. To maintain competitive salaries, we are proposing the following increases to starting rates in the selected areas. You'll see that outlined in the memo. Um, it's important to note that because wages vary by position and experience, individual percentage increases will vary amongst employees. And if you look at, scroll down one more, Chelsea, and you'll see the five bullet points here outline the different employee groups and their percentages and per hour increase to their matrix. Each of these employees will be receiving a step down their respective matrix. And then on to the fifth bullet point that is a

015newly created um group and you'll go to page three please Chelsea and you'll see right here with this memo uh we are administration is proposing the creation of a specialist category with a newly defined operations support services group. This recommendation is intended to address significant market gaps affecting roles that coordinate district-wide functions such as accounting, payroll, and human resources administration. Markin comparison data indicates that compensation for these positions falls notably below both the average and median for similar roles with current this year pay ranging from a 9.8 8 to a 35.7 below the median of comparable Badger Conference positions. So then the one of the attachments uh Chelsea, if you can bring that up, it's the last one, please. Thank you. So you'll see the starting wage here on that uh matrix on the right

016is $26.90 and um that's what we're proposing as a starting wage for this group. Any questions about the memo or any of the matrices attached in here? Or Rich, do you have anything you want to add? I think just one thing that I would add, it highlights in the memo uh how far the different positions in that new operation support services group were in from the market. Um and um that new place by placing those folks in that new employee group, we also are adding our two nurses to that group. If you recall, we're bringing our our school nurses back on as district employees where we've contracted with Ford Healthcare uh over the last few years uh for those positions. And then also our uh hourly tech department staff would also fall into that uh

017that new employee group. >> Do these adjustments get us kind of near the median? Was that the goal? Yes, they do. They get us near there. Um, and again, based off of those positions, some are a little bit further away from the median. Um, but this proposal does get us a lot closer to that median. >> So, what you would do is look at an individual and see these are steps where they would be in a step. Is that what 0 1 2 3 4? Is that years? >> That is correct. So based on how many years they've been, you would go and say, "Okay, now you would shift up to wherever that is." >> That is correct. So the six individuals are moving from our administrative assistant matrix to this matrix. So if they

018were on step seven, they would be moving over to here plus down one based off of a year of service for this year. I'm going to make a motion to approve the second. >> I have a motion from Rick, a second from Jen. Any other questions? >> Annette, I will have to abstain from this vote. >> Uh Tracy, you're going to abstain. >> All right. All those in favor, please say I. >> I. >> Oppose. same sign. Motion carries. >> Thank you. >> And we are on to uh new business. Chris, I I think you're up next again. >> Absolutely. I wanted to provide an update on open enrollment. Um the school district of Milton's open enrollment will run for two weeks and that started on May 6th and is going to continue through May

01919th. This is an opportunity for employees to make changes to health insurance and or vision insurance. In addition, those who are eligible and do not participate in the all-purpose sick bank will have the opportunity to enroll in that as well. We anticipate HSA enrollment will increase based on the interest employees have shown. The last two weeks of April, HR has had 12 one-on-one meetings with employees with a potential switch to the HSA. Since March, HR has had over 20 one-on-one meetings on this topic. So, we anticipate by the time the 19th rolls around, we are going to be uh very busy with uh changing either from HR to HSA or a number of our new staff have already reached out to us about HSA enrollment. Any questions on open enrollment for this year? >> Thank

020you. >> All right. Thank you. Next, we move on to board committees and I've included the document in the board uh meeting documents. We're I heard from mo almost everybody and they wanted to keep the assignments they had and so for the most part that's exactly what we're going to do. There's no changes to the committee structure, the chairs. Uh, one change is that um, John Doomer will be taking on the staff advisory role and um, there was a switch in schools. I will be moving to Harmony and Ed Snow will be moving to the high school. Um, and of course with the vote tonight, Ed will be our WASBY rep. And otherwise, I tried to keep it as stable as possible. Any questions on both uh items B and C, the board committees and

021building reps? Want to thank everyone who reached out and made it so easy to keep to get this done. Next, we move on to the board calendar. Is that you, Rich? Um on the regular board meetings on the left hand side, it's very similar to what we've been doing utilizing that second and fourth Monday of each month at 6:30 for our regular meetings. Um you can see a couple things to note there. August 24th uh will be the annual meeting uh and then the regular meeting to follow and then only one board meeting in December and one board meeting in March. Um, and then moving the second May board meeting from Monday the 24th because it's Memorial Day to Tuesday, May 25th. So, the plan would be to continue to have those meetings here in

022same location, same start time as has been our uh most recent tradition. Um, we have uh the 2026 data workshop meeting on July 27th. uh following the regular meeting and then you can see on the right side are different WASBY programs and events. If those dates are known, they're listed there. Otherwise, if the dates are still to be determined, uh it's listed in that manner. Any questions on the calendar for the coming year? >> I believe Memorial Day next year is on 31st. So, >> oh >> then we could just have the board meeting on the 24th. >> We'll check on it and adjust that. >> Is that right? >> All right. So, we will edit that and have the uh the second May board meeting on Monday, May 24th. Thank you for catching that,

023Rick. Yeah. >> Any other questions on the calendar? All right, we are on to miscellaneous action on staffing reports. >> I'll make a motion to approve the staffing report. >> Second. >> I have a motion from Rick, a second from Tracy. Any questions, comments? >> All those in favor, please say I. >> I. >> Oppose. Same sign. Motion carries. Gifts and donations. I'll move to approve the gifts and donations with sincere gratitude. >> Second. >> I have a motion from John, a second from Ed. Any questions, comments? All those in favor, please say I. >> I. >> Oppose. Same sign. Motion carries. We are on to meeting dates. >> We have a few upcoming committee meetings. Uh on Wednesday of this week, Wednesday, May 13th, uh the HR committee is meeting 2 PM in the

024first floor conference room. That's on Wednesday. Uh we will post that unity track meet for Friday, May 15th at 1:15. Uh we have a finance committee meeting scheduled. It's a little ways out, but it is coming up on Monday, June 1st is the next finance committee meeting. and that is at 6:00 p.m. conference room and then a governance committee meeting on that same evening immediately following the finance meeting. So on Monday, June 1st, finance committee at 6:00 p.m., governance committee to follow uh at approximately 7 p.m. Our next regularly scheduled board meeting is on Tuesday, May 26th at 6:30. And then we also uh want the board to be alert to graduation Sunday coming up on uh Sunday, May 31st at 2 PM. And if you could also let Chelsea know if you plan to

025attend that. So in that same email that Chelsea sends out, she'll also include a request for folks to get back to her about attending graduation. >> Any questions? I would entertain a motion to adjurnn. So move second. >> A motion from Tracy, a second from Rick. Any questions or comments? >> All those in favor, please say I. >> I. >> Oppose. Same sign. Motion carries. Thank you all.
