001thank you all right welcome everyone and I will uh 6 31 I guess I will call to order the Board of Education meeting for Monday October 24th and as such we will start as we normally do with the Pledge of Allegiance [Music] I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty thank you uh Mr Diamond are you aware of any changes to our agenda there are no changes I'll second that motion from Rick seconded by Dave to approve our agenda questions on it and you're none all in favor of approval signify with i i and opposed we have an agenda devious action on the minutes which are in boardbox as usual I would hope to approve the

002minutes for the regular meeting held on October 10th 2022 as presented second thank you motion from Dave seconded by Jennifer who approved the minutes from our previous meeting any questions on the minutes all in favor of approval signify with I and opposed minutes are approved yeah I'm sorry e is action on vouchers I make a motion to approve General checking account vouchers totaling 342 000 14.64 in the building fund 49 vouchers totaling fifty two thousand three hundred twenty dollars I'll second that motion from uh Mike seconded by Dave to approve our vouchers and the amounts enumerated are there any questions on the vouchers all in favor of approval signify with I all right and opposed vouchers are approved f it's great to always look forward to um join us Mesa and Holly welcome tell us

003what's going on up on 114 East High Street with the kids at the high school student council has also centered the butter break fundraiserable and we're also preparing for the blood drive thank you very good thank you for coming always great to hear what you guys are doing and G is public comments and we have two folks signed up tonight as I will remind you we'll try to steer pipe the three minutes you have to talk about an agenda item both if you've indicated that you're going to so I guess in no particular order will go on the way they sign up welcome to the podium Tracy Hannah good evening my name is Tracy Hannah my son was in April I appreciate the district on the board reviewing the District Library plan this evening as

004parents we've got to set lunches for our children whether it be TV music social media including Facebook Tick Tock Snapchat these limits are based on our family's values and beliefs and may or may not aligned with other families in the district which should still be respected but one family may teach their child or allow them to be exposed to may not align with what I choose to teach my child or would want them exposed to and that is okay because we are free to disagree but we must respect each other a high school mom and myself spent hours over this past weekend researching and compiling information with regards to books that are accessible for middle and high school students and I compiled the list of 20 books that contain sexually explicit material that I believe

005should not be really accessible to our children without parental permission no different than if a child under 18 wants to watch an R-rated movie I should have the ability to say yes or no not all-inclusive but not in each work but to name a few of the books listed contain content that includes explicit and implicit sexual immunity seen explicit sexual activities profanity violence illegal drug use there may be books in this list that are part of a constructive classroom lesson or a thoughtful conversation at home would teach a valuable lesson but you have controls with independent reading what I hope all parents can agree on is that books with sexually explicit materials should not be offered to our students without their parents approval our children are minors and the parent does not want their student

006exposed to this concept that should be respected if a parent is okay with their child reading a book with provocative language then they should have no issue providing approval the district presentation tonight includes two items I'd like to address the freedom to read statement I would like to stress that I'm not request from the district family's books simply that they require parental approval before allowing our children to check them out either electronically or copy it is unrealistic to assume parents no matter all monitor all iPad use especially when the students can access it during the day it is also unrealistic to see all parents know all of the books that are accessible to our students as it takes hours to review and research these materials and not all parents have availability I'm just simply asking

007about the controls we put in place on the front end to protect their children the citizens request for reconsideration of work the score matches multiple questions so the citizen repair may not know how to answer and there is no section for the request of multiple works also would ask the citizen to highlight the value of the work should it be the other way around why is a book that contains sexually explicit material being offered to our students without the parents approval one of the books I highlight has a review that States enter a spot for fans of dark Lush sexy kids I asked the school district to include a parental approval process for books that contain material that highlight Ed board last night the district and researching other books on tasks require a village and

008I'm happy to provide volunteer to our family members thank you okay thank you and our other speaker is Amy holder baby School District um I would like to also address a library's resource available to children called sora children can access this on their school-issued computers or iPads there doesn't seem to be any parental controls in middle school students can access the same books that high school students can a parent can help their child support books to read through the descriptions and samples given do not give sufficient information about the contents of the book for example a book that is rated young adults can contain obscene explicit special activities such as nudity oral and vaginal intercourse fingering masturbation ejaculation sexual commentary sexually explicit experts involving minors with adults profanity explicit Geographic violence including rape of a

009minor prostitution suicidal itemizations explicit excerences sensationalizing illegal illegal for drug use and underage drinking most of these books promote sex to a young reader and just because they have one board doesn't make them appropriate we found a couple of these books can be accessed by a child from your side including one book that speaks of torture of a child that was sold into slavery and forced to be a prostitute it gives explicit exceptional details of the Forum that she experienced there are no warning labels and no indication that this kind of content exists in these books I read many reviews and samples given to these books parents can review what is provided and thank you thank you the innocent vote for their child to read I realize the district did not produce this resource and

010it would be impossible for teachers and parents to monitor there is a lack of parental controls and a lack of true information for the parent to discern and they both as appropriate for their child additionally are these types of books available including districts Library shelves if our libraries get the same type of Institute if our Librarians get the same type of review of each book they also are not aware of this content and certainly do not have the time to read every book that comes through their door to be clear I do not support the Banning of books I do support the process of challenging and removing books in school libraries that contain sexually explicit or age inappropriate content from children to access without parental consent we also did not spend hours reading this material

011over the weekend to just point out what our district is doing wrong we just care deeply about the young lines and parts in our district thank you for your time okay thank you and there's such we'll move on to two on the agenda as the superintendent of Bay Bridge we have the second board meeting of every month our administrators to come to share highlights of things that are happening at the future of school so exposes because I'd like to meet you new levels [Laughter] for us case six I'm just wrapping up our first unit of Second Step which is all about a growth mindset and setting goals I really need to kind of see that culminate with conferences this is this last week in this current week with students sharing more with their families about

012whether what we could accomplish whether you're ahead we are getting ready to start our second unit of second step or life skills that I like to call it and it's all about promotional management and people are looking for and why this is important for our kids is it helps them develop a stronger stronger coping skills and regulating their emotions it helps them be problem solvers as well as making Positive Choices as well as developing stronger relationships with their peers so that's okay to be working on in the months ahead uh beyond that we're wrapping up the fall field trip season so we just got done with our Old World Wisconsin Adventure last week tornado warning and all in Eagle Wisconsin and our sixth grader just got done with the outer educating experience this marks our

01345th year so we really had a great time thank you great good evening um at the middle school grades seven and eight we recently had our fall conferences we had a total of 676 conferences spread out over 35 teachers so we had a great family engagement with our staff members uh we concluded our fall Sports Seasons recently we had our first Rec nights and dances of the year a Unity team is currently doing a sucker sale to raise money for Special Olympics and tonight is our fall Fire concert all right now the high school uh we did actually speak for Justin Bieber as well but we did have a lot of our fall Sports have been finished soccer football cross country volleyball I'll have their last contests this past weekend uh girls is still going

014over we had a lot of successes uh this fall uh the one thing I did not mention before but uh our van at the state of the SMA State marching competition they took third place and AAA categories are very proud of them they're 0.2 points uh outside in place and they're very proud finish a lot of cloth we have dozens of student folks that are up and running and leaderships in a therapy organization here goes along I like to highlight one of them uh one of our new staff around Thomas is a lot of students and Robotics Club being more freaking more like into that and we're really excited about some of the projects that they're working on I want to acknowledge our art teacher Mr Robert was recently one of the president's award by

015the state's art Teachers Association so I was going to be recognized in the states Mr will be recognizing the states like to mention that they have coming up so we're very proud of that and then a history Pub we will be losing 120 students from Milton high school tomorrow after school as they're going to Dallas uh and so God bless Pat Yelp and his team features and they're very much looking forward to uh the uh trip that has been going that has been going for over 40 years in the fall Mr Yao came to see you a great job with that and my phone memories I brought up the mankind I should be a quiet concert that's in the field house tonight show me the days that we was we were stacking chairs and trying

016to figure out how to fit the k-6 uh uh choir concert into the old gym one and the idea of pushing a button bringing the bleachers out and having it set up is just beautiful so yes that is happening at seven o'clock tonight thank you anything from University of Minnesota today [Music] we will move on uh three on the agenda is a curriculum committee report Shelly James last week uh the first on the agenda was the new High School courses and there's just a few this year they're greatly changing requirements uh professional classes Mr billmark and if you have any questions um there'll be a class called World cultures that will be a requirement it'll be a half Credit One trimester class for all ninth grade students and that will be a requirement that will

017take place with the class of 2027 so that's next year approaching and then along with that will be an elective essay intake which is an honors human geography class and they are writing that when kids started taking 80 classes of sophomores and juniors there were some polls that were missing um and writing skills that were needed and necessary and they feel that these classes are going to fill that boy that was there and maybe strengthen the kids um knowledge in areas that they have to have before by changing to a human geography versus physical geography class though it'll be a lot of different kind of the world as a whole and then breaking it up into different areas economic religious um social all those different things in those areas so a whole number of skills

018for when they start their test grade testing as well as their AP classes the other class is a 11th grade Avid class and that goes in line with the original seventh grade group that started with avid that close with them because they will now becoming Juniors and it won't be in the so quarter selection book it was an application process as it has been a lot there'll be a one uh elective Credit One credit that's elected and then it will be a continuation with those groups and they said some kids can come in as new but it's somewhat challenging when they've already been in a sort of before five years to try to keep that group together and they'll keep adding on us we need that as them about the protocol and we got so

019many more teachers that are Avid certified different High School Memphis will now that it's a common thing versus the beginning it doesn't do it all right anything else on that pretty good job I think they just won one clarification too on the on the social studies classes were not increasing the requirements of social studies it's still three credits for graduation before it had been one credit software one credit Junior one credit senior year with an elected their freshman year it's now going to be a half credit required freshman credit for software or credit of Junior and the cap credit for senior so for shifting where it's required that will not impact current sophomores juniors [Music] um and then the second thing on the agenda that day was the District Library yeah okay as long as

020you already discussed it okay so this is an action item [Music] okay motion for Jennifer seconded by John to approve a new High School courses that we just heard about questions on any of that all in favor signify with I can opposed all right the second item on the agenda for the curriculum committee was the District Library plan and then in the past has been put in under the technology plant and it's really its own entity and it has grown in an area and we have two of our people there that were answering questions if we've added a Mountain West media specialist and our site it is a K-12 plan for all the lmcs in each of the buildings and we're seeing it as a much different I thought much more engaging plan than what

021I've ever seen before that the media and the multimedia and working with the teachers and working with the units within the buildings and being one cohesive group that are there to support each other [Music] like I said it's not part of the original or the tech plan anymore and it's a requirement that we have to have on paper and filed by state but does that have turned into the state and it's something that's updated or viewed and looked at every three years so I feel like we're at a great Point by everything that was compiled in this and I'm going to just bring up the slideshow here um I think the slides show there's two different things on the agenda that you can look at at home or if you're in the audience if you

022go home um the slideshow just was really on purposely going with the mission statement um and it is so well written for all of the ages it's not just Elementary it's not just you know intermed or Peninsula High School it includes the families and the teachers and the literature and the curriculum and then there's a vision of what we're looking at and it really aligns with the DPI and their standards that they're looking at for Future Ready tools and if you look at a lot of the things we did with the portrait of a red hawk it goes in line with almost every single thing that's there and if you go down to the it kind of shows how we're going to incorporate each other um in every digital responsibility and also still using books

023at the same time we now are looking at books that are uh digital format versus hard copy books so we have all different types of things um and the action plan I thought was well done because of not only talks about the goals but also the policies and then our long-range plan for the overall future of our lmcs each element which I thought was actually committed help each media special outside training license now in this area so they really have a lot of punch to go with the power um and I hope they feel like they were trained and that that was they'd go like they're ready for that role which I think is awesome um one thing that we're going to be doing on the policy committee study meeting so that will be going

024in line with the district media policy Council so before we finish this we're going to look at right at media policy plan yeah so then at the next policy committee may be updated LLC policy will come uh when we when we originally started working on this planet and then I gotta uh thank God our team for doing such an amazing job I didn't know the roles I would build that machine division Cape Club Library uh we're building off of uh an updated the oil policy come to find out this summer as we were putting it off there's some touches on this we all updated their policy again so so we made some changes here uh and we were able to bring the policy policy to the left policy so that that will come um but

025like any planet we would have uh if there's an outdated policy we would just take that updated policy and just put it right into the decline whether the BL plan or our GT plan or thank you first when you put ahead on the slideshow it goes to the different goals that are being upset by the community or by the plan the media plan and um it gives a three-year plan their objectives the activities that they're going to be doing with that um you can see they're going to be attending the teachers PLC so we have the PLC time on Mondays so they're going to be incorporated with the teachers and working on it to see how they can best meet the teachers and the students needs and then goal three um is the digital professional

026development uh with the curriculum instructor and the curriculum of the buildings with principal and administrator so it's going to be one huge scheme and I just felt so confident when they were talking and how they're going to approach this planet I can see how the staff would probably feel really welcome for it also and not even there is demons I guess leading the wave and charging way through and then the long range plan um I thought it was awesome it's accessible flexible and comfortable for students and staff use all levels and the collaborations there for our K-12 plan um so I just said you want to add anything I think you guys I was I've been thinking about this is just very impressive I hope they can take and what sort of put together the

027only thing I would say is if you're looking at the plan if you look at that mold and then you put down the wheels you'll see what else we're doing in each of those gears and also the central itself one more Maybe that right there on any of those gears and it will lead you specifically to some of the things that we already do achievements so we haven't actually been there too I believe yes we do any questions or anything I would encourage sharing I was at that meeting and you guys I wish you could share the passion that you had at that meeting tonight we have a lot of passion for the next appreciative of that and we spent a lot of time on this yeah I don't do it justice yeah [Music] but

028some of the questions that were raised tonight I don't know if this is uh Brian or Rich question you know when it comes to being Sora app is that your department or who handles that side some of the suggestions about the parental controls is that an option does that happen sort out [Music] I know with four kids in the district I only had a chance to spend time for two of them but both of my that's books that I would not want them to read so uh and I don't initially my thought was a full band but if there's a way to prevent the controls in some of these I think that'd be uh to be happy video more specifics to share that I want to be one thing that I can speak to on

029that um is to have parents right now what what private materials there's students have checked out until the age of 16 if that's in State Statute we follow that statute of that parents keep monitor what books have been checked out uh there was a request for Parental approval before the student checks out the library material and I'm not sure how that would be practical for students or staff or for parents uh I'd be in that parents would need to get contacted any kind of student wanted to check on anyone to see the parents approved about ahead of time I think a much better model is the one that we've had in places to continue that in place with this plan in that if there's a concern about a specific text Regard in our libraries that

030parents have the ability to contact the library media Specialists and and share those concerns have a conversation with them about that tax and and if they'd like to have the district considered removing that text from the library because the concerns that they have we have a process that they would follow to do that can you walk through that process because I read through it I just want to make sure everybody [Laughter] [Music] [Laughter] we're always fine again I can get a little high level of description of that it's that the initial contact is with the library of the Specialists and the principal episodes are aware of the concern is being brought in our our board's policy around I don't like this is how these two handle things at that Local Schools need to uh complete

031the form of the review requests but if it does go beyond that then it can come to the district administer here put up people and there's the form that we feel about that documents the specific something requests and that's a that's laid out in the in the plan that's been presented to the board tonight and it's something that fits over the state statute and but also leaders what's happening in a lot of school districts across the state find anything more specific than that but you don't should have added process well and you ensure how these are collaborative questions start the process the closest to the question as possible uh that we belong to building principle Advanced satisfied with that and then if necessary um formally um that if we weren't able to do that it

032would take the requested official command straight or any plugin uh and then there's some pieces that we have to have to provided by the publisher uh individuals really familiarity with material uh along with some additional information that is part of our basis is requests for consideration for work um and then the District administrator will appoint a consideration committee that is a one-time committee uh so it depends on the level uh that the members of that Community they look a little bit different at the requests at our elementary school but this is a high school uh so we want to make sure that that gets exactly but appropriate if we wanted to remember it's honestly understand uh developmentally where core students are uh and uh the the graph policy uh plays out who should be on

033that Community as well which will be the building level administrator and future a school librarian he brings a specialist or language art teacher a member of the community and at LMC uh so then there's there's so procedures that will go out after that fact uh Jefferson after they called the person he has 10 days and [Laughter] look overall that information um I will make a recommendation to the efficient superintendent um we've been writing within 10 days [Laughter] uh so as as we've read the new you know a policy um they pick him up in July uh the team uh felt strongly that this was the policy and the decision we had in place here for years uh but I can say in my time uh here in the last five years we've not had anything

034in price you know maybe I was able to handle things so we've never had to use the reconsideration committee not in my time I I don't know if they did previously uh again when it comes to build level hard to try to I see in this number five it says a member of the community how is that member picked um do we know we've never been through it do we know that we we would look for a bunches I think one of the things that I want to highlight is our library media Specialists who work really hard to ensure that there's a wide range of materials available for students at age appropriate shuttles for them it also are very uh diligent [Music] making sure that those are a bit of that time and we also

035know that there may be because there are a lot of large number of materials there are many things that come to parents concerns that are done our library media specialist radar so I think it's important that we have this process in place uh that people can challenge people uh materials that we have and that we have a process available for them I just also want to reiterate that we are a public school and a public board and we need to remember that we need to be inclusive and accessible and we have materials that are inclusively accessible to all students and it's not our job to restrict or censor or not have available to all students because we are a public school I think it's the role of a parent competitively to have that conversation with

036their kids and their families and some triple things for their family values and their family you know police and whatever else but it needs to be accessible to audience and inclusive that all kids because they are open to all kids and actually off kids yeah I agree with that the problem that I have is some of this stuff we said it out loud we could continue to get in trouble by the police it's not age appropriate or even adult appropriately right but an opinion you know right so that's where the parental control if we could do that like with a pea a lot of this right we certainly would encourage any community members parents represents specifically attacks that you are concerned with to bring those concerns to the library computer Specialists and they'll work through

037that process because we I personally would agree that it's important for us to be alert to concerns that parents have and to work together with them to address those success I'd like to kind of repose the question that our public speakers sent to that the parents um want to know all this material that their students potentially to check out is it true that the synopsis of the book may not indicate what the actual content is or what they is there a way short of reading the entire piece that they would know what's in that I think all of familiar with uh descriptions of books that are listed and we know that those don't get into everything that's disgusting and going obviously um and that's that's part of the reason why we have a process where

038there's an expectation that that a person bringing up concerns would share specifics on what those concerns are so that we're able to dive in and look into that issue that they've brought up I'm just looking for ways that we can help the parents you know know what they're what they're looking at they certainly would have the ability to get a child for example home and work they had a conversation for their child child shares the title of that dog parents and recently research online and gathered more information so that there is something through that description of the book that they're that they'd rather not have their child read basically about the ability to let their child care if they do for God who wanted something that they view education appropriate for any children then they

039could with that concern I apologize for my ignorance here if you get the child checks out of book is that automatically apparently do they know that those [Music] materials that they don't go practice that they have or which have been checked out they can find out what's been checked out for their students but there isn't a notice that's sent to you know if they're proactively want to look okay our library management I just want to back up one I appreciate this conversation and sort of back up one second go back to the library plan 18 out of ID because I was blown away whenever this there's a lot of great material in here so thanks to you and everyone for Douglas um and um so just thank you and I am very excited to see

040what our question teachers and our students thanks thank you anyone else have any thoughts motion from Jennifer a second if I wreck to improve our library plan as it has been presented questions on the motion are we saying that the parental controls got its Sora is not an option you know for sure the option al control uh I could set it so my kids don't read some of these books that I've got examples of I don't I'm not aware media specialist in China if I'm not accurate but I'm not aware of any way that you can list some books and say this individual character this individual student continuity have access to the books it goes the books are available for students at that grandmother I mean parents certainly would have a right to have that

041conversation with their child that they have books that they don't want them to check out anyone else on the motion otherwise your remote all in favor of approval signified and opposed hey motion passes thank you Shelly I believe that's all that you had for curriculum today uh next committee report uh finance committee last week I believe it was in Stockton thanks Joe the finance committee that last Thursday October 20th to discuss the establishing of the tax levy uh the September 3rd Friday count as well as the October 15 state aid certification makes it now possible to calculate the revenue limit which is necessary to establish the operating Levy Kerry will highlight some of the revenue and expenditure changes that have occurred between when the preliminary budget was approved in June through now she will also

042go over the recommendation made by the committee in reference to death which was discussed at the last regular board meeting of October 10th the board's division's recommendation is based on the following maintaining a mill rate that isn't fluctuating greatly from year to year continuing to support a somewhat declining though right recognizing the financial burden of taxpayers within this community and looking to save taxpayers over 1.3 million dollars with that I will turn things over to Carrie for her presentation afterward carrying the committee would welcome any questions board members may have that gives high-level information some of the information I'll be covering as we go through the slides and um and uh so if you would go to the next slide as Mike said we are here in October with all of the information we need

043for the Board of Education to adopt the way and uh if you notice the the dot point above that we talk about June when we had a preliminary budget and then in August we had the annual meeting and uh the Electoral 11 at the annual meeting which in my world that is one of the two most exciting days and today is also the second version of exciting events um these are unique things that we do as we manage our budget and provide for for children so tonight is a big night because the board is celebrities to be adopted by November 1st so we're going to meet that deadline so if you would go to the second slide then um some of these materials you you have like we've seen before in a similar form and

044kind of because the story doesn't change in the school Finance there are things that impact our budget and uh we have been talking about that for several years now and uh this year especially we spend time in the preliminary project and at the end of weekend coverings Americans and Concepts but one of the key things that impacts our budget are in moment and membership and I said enough times you all know that in the moment we are referring to a resident and non-resident students in our seats and that membership refers to a full-time equivalency and for stating and revenue and their purposes it also includes our summer school at TV Mississippi Game Room report um I believe that we had 70 FTD so for eight purposes we get all 70 and for um purposes we

045get 40 percent uh we need to be very aware that the way School finance and Wisconsin works is we have Revenue limits and those Revenue limits are going to be a cap on our operating revenues from tax levy and Donald saving uh in the other piece of the roadnament calculation is to be mindful that this is an annual calculation based on a number of factors so we can do a forecast for the future but as it really happens in one year then that's what's going to impact our projections again so kind of that way we have information at a point that we work with so until the next slide I have pulled um pieces out of the worksheet um the worksheet is rather complicated enough that we couldn't all learn it but I think our

046time is best spent focusing on the key pieces that we need to know and so uh one of the key pieces in the revenue limit calculation is our three-year average our current three-year average a resident full-time resident FTE and if you look at the trend on that Top Line you can see that in 2021 we had three thousand five seconds the following year we had 3 466 and now this year we have three thousand four hundred and thirty so what that tells us is our Revenue um our full-time equivalencies um our membership is declining and part of that is related to changes in summer school and then part of it is related to the number of students that live in our district attending public [Music] so uh then the next step is to take that

047number times the revenue limit remember and uh this year that number is ten thousand forty seven and 67 cents to calculate our base rather and if you do the math and you look at what I have up there you're going to say hey wait a minute 34 30 times the 10 047.67 does not add up to be 35 a 25 and 31 which is on the base Revenue line and that is because it each year um we are allowed to have the same base Revenue as we have required here so uh to to maintain that number we get a whole harmless and in this case the number of their Circle it is 360 1723 hours so the idea is that we have as much as we had last year to start with so uh the

048takeaway though is that the 000 will not be in our base so one of the takeaways when we get into this whole heartless situation is I have it for one year um so if you go to the next slide then or uh in the memo we're in the section where we're going to talk about what are called exceptions and the first one that's identified on that list is a whole harmless and it says non-recurring which means that it's just for one year and uh you can see that in addition to the whole harmless uh we are in year two of our non-recurring referendum preparations uh we have circled there I've circled on the slide the declining enrollment exemption what the formula does is it provides a buffer to carry a decline and it will compare

049the prior three-year average to the current for your average and then give you one-time money for the gift that you're falling behind and the idea is that you you don't lose those resources immediately but you need to start planning for those resources to as a non-recurring exemption to um to to not be there so it kind of gives you time to adjust uh when your enrollment is declining um and then the other item I have circled and there's a couple other non-recurring exemptions we have an exemption for accounting open enrollment students actually Levy the private school vouchers are funded with the local tax levy and that's where parents can request a voucher to go to a private school we Levy those dollars um and then um we make a payment to the state that is

050uh we're sending taxes um is this instance this is when someone has gone to court basically over their property taxes [Music] municipality and now we have the opportunities and then the last one on the exemption list is called a transfer of service and uh this year we have a transfer of service of almost 140 000 a little bit less than last year and those are transfers when we get uh new students that we're not our residents but that are new uh to the um to living in the community that have special needs we can identify those costs and get additional loving Authority uh if we need more resources than you already have to serve students so uh the takeaways are that in addition to the um not recurring exemption that we talked about with regarding

051the whole harness we also have this declining enrollment that we need to watch it is our three-year settle out that number will being calculated and we'll shrink it all right if our membership levels up so but we also have almost 140 000 recurring Authority um as well that does end up in our base next year that's a that's a lot of pain in there with me okay all right um so then uh the next slide which is at the bottom of the table in the middle and that slide then has uh three years of Revenue limits and you can see that last year uh because of the how large our decline was we actually ended up with an increase in Revenue Authority because of those two exemptions coming on board okay but this year um

052we have almost 130 000 less than we had prior here so we were predicting him that you know 350 360 range we had some exemptions then that boosted us up and so then for this year we have a 130 of us that we have in prior to him all right did you want to um do you have any questions about the revenue limit before I move on I would suggest you stay with higher level questions um or if you want to dig in more and look at the worksheet with me give me a call and we'll go through it together okay all right um the next slide is um I'm describing our content General operations and you know the story is you know how much should it change from the preliminary budget and the overall

053story is not much while we spent more time on the road conversation so there really aren't many changes for the preliminary budget um we with that third Friday account we adjust the over enrollment in and out um and that affects both our brothers and expenditures now the notes on there if you look at the first three I think you've seen them before and I left them there because the story is still the same uh that was good there when we talked about our preliminary budget right that we're increasing our over the enrollment sources we have a decrease in local and state sources this budget does include that 920 000 federal funds uh which we talked about literary budget but I've also added another point that Mr Robles looks like on this later is that and

054a decrease in our title work allocation of 165 000 um [Music] but we need to be mindful that that allocation has been reduced and uh and uh and so the next slide for those of you that came to annual meeting you've seen this line you've seen the picture and we're going to talk about it again because the storage is the same you can tell I'm excited oh sorry um so um so um we need to be remembered that 80 of our resources come from the revenue limit and that that's a mobile property taxes and dental AIDs that we have said we have talked about our membership FTP which is declining uh we have talked about the revenue limit remember that is in that Revenue limit calculation [Music] um it did not go up the last

055two years so it doesn't mean that we have any inflationary adjustments in the revenue of it for those last two budget years which includes this year we're emphasizing the federal funds that we're using and one-time money those include the answer funds as well as the governor CRF funds who receive additional funds this year and just the awareness that the one-time funds you have uh will that close on onto my Gap um into the future so we have work again the discussion tonight is around the current uh community that I've learned to the trend from the graph that's on the display now that that red line the expenditures from last year to this coming year is increasing and it isn't designated there but if we looked at uh we'll compare those numbers it'll be about three

056percent increase which in times of uh large uh cost increases for different items and and increases for to stay competitive and staff and being able to keep that at three percent has been a lot of hard work of Charity and her team our other directors and Distributors that look for ways to be as efficient as we can because we know that our revenues aren't keeping Pace with with even a three percent increase on our expenditures as we extend that out if you think about that red line continuing even at another three percent of the company here and our revenues stay relatively flat we can see that as we look at the one time Federal money that's closing that gap for this year being gone that we're going to have a a deficit situation that we're

057going to have to have discussion instead over the next couple of months on how we can best address those long term so it's something that we started that conversation with the finance committee I want to make sure to those conversations will be continuing and as we bring that to the finances thing right so the next slide then the other topic we talked about the committee level is Debt Service and um I want to spend a little bit of time when we're talking about what that service is and how it works and then the opportunity uh that Mike mentioned that we have to reduce those future things so we have a current obligation right which is Dental obligation Bond um you can see that it was issued in 2019 and then the final uh payment date

058for that bond is 2039 and then you can see that at the end if you go to the balance um as of 6 30 22. um it is about 52.5 million dollars and this is our apartment that annual meeting supplementing information so we have a little over fifty thousand dollars in principle in bonds that are operating so if you go to the next slide um the way that we fund the payments for those bonds is through a specific tax levy or Debt Service and 139 and Woodford Road or at the giant Health world is used to Monitor and track our revenues and expenditures related to our approved referendum debt those monies can only be used for referendum improved debt those are typically are most commonly the payments for principal and interest and then there's this

059other debt related bucket issue [Music] so those are the only thing that we can use those money for uh we typically in my experience districts has um have been around living for our homeschool and interest payments and those principal instance the interest payments when we Levy them on a perfect calendar year not our fiscal year which is uh if you can go to the next slide so the board has the authority to Levy for Debt Service and this includes the the choice or using the option to Levy to prepaid debt or diffuse debt to the cash to fees and so um why are you considering this now is one of the questions I've reflected on and the committee reflected on and we have an opportunity to improve our debt position by our reducing outstanding debt

060we also can experience interest savings that lowers the cost of the athletic issue and we can achieve this with a stable or slightly lower Bill rate that being said the final slide is is around the highlight of the evening which is setting the webpage the board is using its authority to set the level to fund education virtual so if you look at the levy breakdown we need that new Levy for the general fund but that service fund would be issue service fund to make up our total Levy and then you can see that when we talk about wheel weight we take that total buddy um and uh divided by the property value to get the uh so um the current expectations then is that they will Levy the almost uh 22 million and have a

061memory of three dollars and 11 cents the requires mill rate was 8.29 a year before it was 9.18 so to continue the trend of the defining building and have an opportunity to prepay the approximately three million so now it's more big moment that's fine anymore thank you so one of the things the finance committee spoke about in life most of the user is this question and as we went through it I mean in very very simple terms home there's a number of reasons that it made sense to talk about this now one of them is overall it's straight because that financial position obviously we're using everyone yeah um the budget create projects future shortfalls if you saw two slides to go along these are different funds a million four in interest savings is approximately 81

062000 and interesting it's a year because we are looking at you know the short call again there are different funds but that's a significant light out of that if you will even in lights of this we're still continuing to project a decline in bill rates which was a comparemont and a part of the discussion finance committee a couple other things that I think made this meaningful right now um is it's a one-time decision doing this this year doesn't bind back or do anything different next year if they decide they want to look at this again so can as a one-time decision so making this decision this year benefits the future boards every single year it's over until the bonds would paid off interest savings and then lastly this is totally segregated money so three million

063dollars is used to the entire debt had so I think just speaking to myself the other community members can speak as well but in light of those things really made a lot of sense we bought to bring together organization forward today [Music] commentary to check in but that was the process with it yeah I just Echo some of the things that Mike said was intro there for the committee it was a bit of a balancing um test or challenge I guess uh Harry did a very nice job of laying out for us some possible scenarios with amounts that we could use to defeat this debt and we really tried to strike a balance between getting as much future benefit for the district as we can but offset by let's keep our mill rate as stable

064as we can and as flat as we can we heard sometimes uh you know that that's that's an important piece for municipalities and or taxpayers is that we can keep that as level as we can and avoid some of the some of the roller coasters that would be present if we don't do this so meaningless finding somewhat of a middle ground period presented several scenarios that are less than this or more than this and sort of landed in the middle characterize it so did I just clarify um that it is a one-time decision right it is also really a manually determined commitment that the Board of Education it's it's not part of our typical practice uh but it can be something that we look at annually foreign [Laughter] motion to take action hearings rather detailed

065if someone wants to offer that I would look to approve and adapt the budget as presented with a total tax levy of 21 million 867 987 consisting of 14 million 203. three dollars of General funds seven million two hundred four thousand five hundred twenty five dollars of debt service and four hundred forty two thousand one hundred and fifty nine dollars okay by Mike to approve our debt uh our uh Levy and the amounts just uh enumerated there for the three different funds uh questions on it did I hear you say about the budget as well I guess he's moving to a proven adopt a budget yes it isn't there with the text as presented and then the tax levy is delineated yes we are covering both of your tasks I'm so busy checking out thank

066you all right we have a motion a second on the floor are there any questions on it uh we want a roll call Focus please all right as such uh those in favor of adoption signify with a yes please I would start to my right okay yes John yes right yes great yes Joe is yes Jennifer and Shelley yes seven old emotion passes thank you and thank you Carrie thank you and again thanks to all who helped put the budget together so we have a bunch of Twitter very good are you finished Mr Hoffman I am thank you yes uh aluminum outside his new business and Mr Ruggles if you want to make your way back up a is a federal title Grant update thank you um in a closely related but separate topic that

067I wanted to share some some title funding updates just getting short synopsis of some of the funds that I manage within the the cni house um so this is four different type of funds that we use within the critical instruction uh and he's a federal money is first established by the elementary and secondary edit act and then they were amended by the every student exact uh a few years back each have a very specific focus in terms of what we can do it um which which is our biggest uh amount of money that we received uh our 101 funds are designed to prove achieving gas ensure that all students have a fair equal and significant opportunities to obtain a high quality education so if you look at our uh those funds are determined by the

068number of low-income families we have within our community and also within the greater area as well um so if you look at from 2018 to to last year 2021 2022 you can see a a steady decline in the number of percentage of funds that we received as addition um even though during that time our free release numbers were pretty constantly hovered around 22 to 24 uh give or take a little bit as administered that entire time um but since since those funds are uh based on low-income families with some of the other communities around us that went up significantly more with their low income numbers they got a higher percentage of those State funds so as as the the that's about that formula uh that there's not a lot of new money that started going

069into that so states that go up with the welcome numbers get a little bit more fun that's why we saw that that steady decrease now uh we got a surprise this year uh in June we usually get a preliminary notification of our our funds uh even though we do all our budget you know in Spring uh in June we get a notification of here's what we think your your funds are going to be this year uh and we've got a surprise in that we were cut in half found out according to the federal poverty numbers we fell below the five percent poverty threshold for the area uh and because of that we we took down a whole new funding formula and we were cut by only 50 now uh as the new census numbers are

070going to be used to do these next year's numbers we're not sure exactly what that's going to mean for our Title One numbers for next year uh we'll cross our fingers hoping that we can go back to where we were two years ago uh but then never basically seen that we're gonna we're gonna plan accordingly so that's not a guarantee but we'll see what happens once the new uh numbers up come in again we cannot um these are federal numbers in federal formulas and we're not allowed to even um request them to re-look at the numbers uh it's just are title two funds are saying that they're based on our percentage of local families within the area uh so there too you can see a steady decline over the last five years just a little

071bit less about what type of two is used for this is our main professional development dollars for the school district so when we have major speakers come in and working with our staff and then we have staff attending the PD opportunities throughout the year or the summer uh we'll be using for a variety of things every single year uh just just put a few things off into comment but this year we have several folks people leaving training that being covered under under Title II as an avid training in now we have some PLC training uh and some admin PLC training as well those are all things but this year that the people are used uh third three the purpose is to ensure English Learners in English language proficiency obviously that's a much smaller amount of

072money that is the funds that has n't slightly over the last couple years uh a few of my colleagues and I we're here in the spring and we sought to increase their El Services uh that is why our numbers are going up slightly over the last several years within our eels we've seen beach with everybody else um because that is such a smaller number we also partnered with Susa in our Consortium with other thesis CCP school start you know support so we work very closely with cc2 uh to support our students uh those funds might be for uh to get resources for our students and a good amount of those funds also goes towards here they gave it which is a major piece of not only to help any but also the title one as

073well that means our title fourth on it is uh it's probably um it's it's the newest of all the setup ones uh and so as a student supported academic promotional Grant so basically we can use it for anything that falls within three categories it's probably the most broad of all the brands as you look at title one two and three is all very specific and it they have a lot of requirements or recorded and what you can and cannot use that responsible so it's the title one two and three are very tight uh and yeah we manage all these funds through an online portal uh and if anybody has any questions and there's something that we're uh in compliance that they'll they'll take you back and we have lots of conversations with them and before

074we have a little bit more leeway with what to use the line is around uh more proven uh so it's access to well-rounded education improving School conditions for learning to ensure safety and healthy students and affect the use of tech to improve academic and digital literacy so those are some live buckets there and we've been able to do some really creative things with that over the last five years we started the average program using teleport funds I would start our Project Lead the Way program at the high school using 10 or more funds quick start some main programs and also support the SEO programs um what questions would you would you have of you in regards to find the only question I really had you answered as well as the title one as far as

075the funding source decrease with our slice of sourcing smaller and we address that other property number so we'll carry it up any other questions for Ryan obviously not an action item so thank you for the update it's always good to learn see the uh the only other piece of new business is action on 2022-23 open enrollment alternative application I would go to improve the 2022-23 Open Enrollment alternative applications as presented I'll second then thank you motion from Dave seconded by Rick to approve our open enrollment alternative applications [Music] questions on the open enrollments all in favor of approvals they can find what I I and opposed open enrollments are approved all right miscellaneous on the agenda a is the Staffing reports to make a motion thank you motion from Rick seconded by Jennifer to approve
