focus was a review of our third through fifth grade ELA pilot. So, I shared some information about that um as well as our next steps. Our next council meeting is scheduled for May and we will post our agenda as we get closer. >> Any questions or comments? >> Thank you. Moving on to student services. >> I had two. >> Yep. Sorry. Um I had two items last time. The first uh was for information regarding just an update on the behavior council. Um we will be meeting again in April for our uh last meeting of the school year. And then we had one additional item and that was for action for tonight to move forward with the Elm Brook School Consortium for low incident disabilities and we'll have that under action items. >> Thank you. Finance

and facilities. Okay. Um, last month I gave uh an update on our fund 73 investment results and I just want to give you guys a very quick update for our uh the money that we borrow for the new middle school. We try to time up the expenditures um and and our cash flow needs and we invest the funds for as long as we can to maximize everything. And um uh we have um received $1.3 million in interest earnings so far. Please know that with the $89.1 million for the high for the middle school build, we can't spend that on people on programs. That is purely for the question, the referendum question that was asked, which is the building of a new middle school and district-wide capital uh improvements or capital projects, I should say, here.

So, uh overall, we're estimating there will be $4.5 million in total interest earnings throughout the duration of the project. So, we got 1.3 million done so far. Okay. Um I as I'll do for the remainder of the fiscal year, I'll give you guys an up uh a update of the budget fund by fund. Uh right as of February 12th, we had 57% of our student contact days done. So we have 43% of the stu of the school year left. I don't have any concerns in any of our funds at this time. And then specifically, we'll take a deeper dive into our salary and benefits budgets to make sure are we spending okay, is everything going okay? Um, I have a high degree of confidence that we'll be under budget there as well. So, I don't

have any concerns about the current budget unfolding the way we would expect it to. I am providing a bank balance as of December 2025. Um, so you can see the the amount of cash that we had month by month. And then lastly, I just want to give you an update because this happened late last week. Um, at the state government level, uh, you know, we we are dependent on the bienial budget for a ton of things here. Uh the current 2526 fiscal year at the state level is projected to have a $2.5 billion surplus. So the amount of money the state thought they were going to bring in is going to be a lot more than what they were planning on. Um so altogether the current fiscal year is going really well at the state

level. Um Governor Ivers and then uh the leaders of the assembly and the senate are talking about how can we distribute this money? What could what's the best purpose for that money? And it seems to be there's at least some conversation of a compromise um of using 1.3 million, excuse me, $1.3 billion of that surplus. Um the the latest news that came out last week was there needs to be a compromise. I as you can imagine that the Republicans and Democrats don't agree on everything. Um and so what the the Republican le assembly and senate are looking for and what Governor Ivers would sign off on is they're looking to compromise there. Governor I should back up. The we get special education c categorical aid reimbursements such that whatever we spent last year, we get

a percentage of that reimbured to us this year. The state budget calls for a 42% reimbursement this year and 45% next year. But the way that that's funded, uh it's it's a sum certain, meaning that they put an amount of money in there and they intend for it to be a 42% reimbursement, but in reality it always comes up short. So we're told, hey, here's how much money you're going to get. and then it's not that amount. So, uh it sounds as if they're going to inject potentially $200 million statewide into making sure every school district is going to get 42% reimbursement this year and 45% next year. That would mean half a million dollars more for us in this current budget and a million dollar in next year's budget. That would be incredibly helpful.

Um, in return, uh, Governor Ivers has indicated he'd likely sign off on increasing general school aids, which would lower property taxes at the end of this year, and also increasing the school levy tax credit, uh, which would again pull down property taxes at the end of this year. So, there's a little bit of a give and take thing. We'll see where it goes. They have until Thursday to figure it out. So, Craig, make some phone calls and see what you can do. Um, just want to give you an update. the the statewide property tax relief would be huge. >> It would be because they want to give us money, but there's always a a little a little asterisk saying, "Oh, but it's going to cost the taxpayers more." Well, that's not really giving us money.

>> So, if like this issue obviously is it's trending right now. It's it's it's a um issue that's going to be at the forefront for the next couple of days as far as you know, the state capital's concerned. Some folks have talked about giving this money back in the form of a income tax credit. you know, if you're filing single at the state tax return, you get an extra 500 back if you're uh family a thousand. So, there's various ways to distribute this money if they so choose to do it. So, we'll see where it goes, but uh it seems for school district purposes to be a positive budgetary, you know, a budget move there. So, we'll see. Any questions or comments? I [clears throat] appreciate you addressing the referendum dollars and where it can

be used. >> Yep. >> So, thank you. All right. Up next, action items, hires, retirements, and resignations. >> Sorry about that. All right, we have uh some employees who have submitted their notice of retirement looking for approval of those notices. So, Jim Hazer, math teacher at Mcuano High School. Lisa Heisler, a speech and language pathologist at Parkview Middle School. Nicole Redunds, a fourth grade teacher at Claridan Elementary School, and Katie Sheay, a kindergarten teacher at Rolling Hills Elementary School. >> Wow, one of my daughter's favorite teachers. That That's a tough group to lose. Uh really good teachers there. I'll make a motion that we accept. >> Second. >> We have a motion and a second. Any questions or comments? with the retirement package that we're offering this year. When is that good through? Is it

this month? >> So, uh, retire people had to notify me by February 13th. So, anybody who this group all notified me by that timeline. >> Okay. >> Any other questions or comments? [snorts] >> There are none. All those in favor say I. >> I. >> All those opposed say no. Motion carries. Elm Brook Consortium 66.031. I'm just bringing this forward for action tonight. It will be the continuation of that um 66.01 contract 66.03.01 um contract with Elmroke for that low incidence disabilities. We use this agreement for hearing and for aiology services. So, I'm asking that the board approve this tonight. >> Make a motion that we move forward to the Elbrook Consortium 66.0301 agreement. >> Second. We have a motion in a second. Any questions or comments? >> Uh, one one question. Kristen Christine, what

is the uh the cost of this? >> So, the cost is uh I wouldn't have the exact dollars on me tonight, but the cost is significantly less than hiring our own staff member. So that's why districts join up because it's considered to be a low incidence area. We don't have that many students that utilize it. So rather than um having a full-time employee, we use this as like a if you think of it as a piece of the piece of pie, right? Like everybody's putting in and taking a little bit out. Um so it's less expensive. I would say in general we probably spent around maybe $40,000 last year. I know it's been a long time we've been working with these people. I just had to ask. Okay. Thank you. Any more questions or comments?

Hearing none. All those in favor of approving the Elbrook Consortium 66 0301 agreement say I. >> I. >> Those opposed say no. Motion carries. Moving on to substitute staffing agency. >> All right. So, uh, I presented last week on the recommendation to move forward with EDUS staffing as our new substitute staffing agency beginning in the 2627 school year. Um, moving away from Kelly Education and we are still in favor of that recommendation. So, looking for hopefully your approval of that. Make a motion that we move forward with the EDG staffing. >> Second. We have a motion and second to approve the substitute staffing agency. Any questions or comments? Hearing none. All those in favor say I. >> I. >> Those opposed say no. Motion carries. Moving on to policy 5820, student government. >> Yep. We're

bringing back uh policy. We've talked about this the last several months. Uh we really appreciate the uh collaboration with the board and the board's interest and the work that our teachers do and the kids. Uh so we're presenting this policy forward uh which is the policy 5820. Um the administrative guidelines are there for your viewing. Um and u we're making that recommendation this evening and requesting approval. >> Make a motion to approve policy 5820 student government. >> Second. >> We have a motion and a second to approve policy 5820 student government. Any questions or comments? Hearing none. All those in favor say I. I. >> I. >> Those opposed say no. Motion carries. Moving on to Rolling Hills roof. >> All right. We uh we're recommending that we establish $950,000 to replace the roof at

Rolling Hills Elementary this summer and we're recommending that we work with Nation's roofing. Um we shared some of that information that we have a long uh relationship with them and we know their quality of work. Their timelines are great. So, we're looking for um to move forward here. >> I make a motion to move forward with the Rolling Hills roof project as proposed. >> Second. >> We have a motion and a second to approve the Rolling Hills roof. Any questions or comments? >> Hearing none. All those in favor say I. >> I. I. >> Those opposed say no. >> Motion carries. Moving on to the 2627 budget goal setting. All right. So, we shared a five-year projection. Um, we know what direction we're trending at this time with a whole bunch of assumptions, you know,

that we've agreed upon. Um, as a general course for how we move forward between now and October. Uh, looking for like a general a general goal and and I'm recommending that we adopt a goal of building a balanced budget uh operational budget in fund 10, the 2627 school year. Make a motion that we approve the 2627 budget goal setting as proposed. >> Second. We have a motion in a second to approve the 2627 budget goal setting. Any questions or comments? [clears throat] >> Hearing none. All those in favor say I. >> I. >> Those opposed say no. >> Motion carries. Moving on to resolution on detachment. So, you've had your uh conversation here tonight and heard some information from the family interested here. You have two resolutions available for you under the action items. Uh

resolution 2026-1 would be a resolution authorizing uh the issuance of an order that in this case uh 2026-1 would be granting the petition. 2026-2 would be denying their petition. So, you just pick which one you'd want to approve or deny and then you'd sign that tonight. >> Make a motion to approve resolution 2002602. >> Second. >> We have a motion and a second to deny the resolution on detachment 26 or 20262. >> It's 01. >> Did I get it? >> No. Deni denying is O2. >> Oh, got it. Sorry. >> This was to deny it. >> Correct. Can I withdraw my second? >> No, it's just open for discussion. You don't have to vote that way. >> O2 doesn't mean you Yeah, it's just open up for discussion. >> So, any questions or comments Carolyn?

>> So, I I hear your the being a good neighbor. I hear that part, but I also [clears throat] see I mean it. She's right there and she's got two kiddos in the district. She wants to be part of our district. Uh there's no other neighbors that are also buted up right in that area. I would like to take them and keep them in our district. And I feel for her because I feel for the district that she's coming from. Uh nothing against that district, but I I know why people open a role into our district. I'd like to keep as many as we can with us. >> Eric, >> Tom, if they if we select to do this, um, does that then put the liability of the referendum on them as well? Are they

absorbing that or how does that work? >> Yeah. All taxpayers in the MASD, you know, pay a prrated share their their household's value, their property value relative to the as a prrated percentage of the whole district's property value. Yeah, they would be a part of, you know, more hands on deck paying the bills. Does that answer your question? >> It does. Thank you. >> Any other questions or comments? All right. All those in favor in the denial of the detachment, um, say I. >> I. >> All those opposed say no. >> No. >> Roll call vote, please. Well, they're virtual. >> Jason, >> yes. >> Crosby, yes. Mike, >> yes. >> Jake, >> no. >> Jim, >> no. >> Dale, >> yes. >> Eric, >> no. >> Carolyn, >> no. Craig, >> no. >> Just

to clarify, no means >> No means >> denying the denial. >> No. No means you don't want to deny. >> Correct. Correct. >> Okay. >> So, what's the vote? >> Deny. >> Okay. >> Four yes. 5 no. Okay. So, the motion fails. >> I'll make a motion that we approve the resolution 2026-01. >> Second. >> We have a motion in a second. Any questions or comments? >> Hearing none. All those in favor to approve the detachment say I. I >> I oppose say no. >> No. >> Uh, roll call vote, please. >> Jason, >> yes. >> Crosby, no. Mike, >> no. >> Jake, >> yes. >> Jim, >> yes. >> Dale, >> no. >> Eric, >> yes. >> Carolyn, yes. Craig, >> yes. All right. Motion carries. Moving on to creating an exploratory committee of

two board members for investigative strategic partnerships. >> Yep. Last uh week we just presented on some of the areas where we currently have those and then looking uh perhaps to expand um partnerships with other school districts to help with costs uh program availability um and then any other opportunities that may exist for us. >> I thought we had talked about three board members. >> Is it two or three? the board is if the board wishes for three um we would just have to make that in the motion. >> Okay. >> Was it two and two and the president? >> It's just it just says two board. Doesn't matter who it is. >> Looking for a motion to approve or deny. I'll make a motion that we approve the strategic partnerships. >> Second. We have a

motion and a second to approve um the exploratory committee. Any questions or comments hearing? None. All those in favor say I. >> I. >> Those opposed say no. Motion carries. >> Thank you. >> Unfinished business. Dr. Cook. >> Yeah, we um are coming to the end of our winter uh athletic season uh right now. um entering in the state tournament series. Uh a lot of exciting things happened. Uh the MHS girls basketball team was the Journal Sentinel team of the week um after a great uh great stretch of play there right at the end of the season. Um as uh you look next door uh on the property, you can see the scaffolding is going up. This is very exciting. Uh we've got three sets of scaffolding out there. Um the the highest set right

now is working on the elevator shaft uh for the school. Um this is going to continue this phase on this part of the building until May. So we will see masonry work, structural masonry work uh ongoing uh until May in the academic wing. It could be a little bit shorter, it could be a little bit longer obviously depending on weather. In April we will begin structural steel. So um for as long as it took to start to see the building go up um in the next couple of months the building will really start to take shape. So uh we're very excited for that. Thank you. I do not have anything for president's report. Um, up next we have executive session according to Wisconsin statute 19.85. The board will hear a complaints brought forth under policy

0239130. Public requests, suggestions, or complaints. Looking for a motion and a roll call for going into executive session. >> Motion to close open and go into close session. >> Second. Motion to second. Crosby, roll call, please. >> Jason, >> yes. >> Crosby, yes. Mike, >> yes. >> Jake, >> yes. >> Jim, >> yes. >> Dale, >> yes. >> Eric, >> yes. >> Carolyn, >> yes. >> Craig, >> yes. >> All right, we'll take a fivem minute break and come back. Open meeting is adjourned.
