part of that and the mhs band trip to chicago motion carried three so that's the that's the one we approved right yes yes okay and we talked about the academic standards for 2021-22 and the math has new standards adopted by the state in may of 21 and the motion to go to the full board so we're coming to you with the to pass what that we have where we match up to those standards and that's all i have do you have anything else stephanie um we did also um the committee decided based on the board discussion the month before that we were not moving forward with a 912 virtual so we have reached out to those families and are providing a different option for them if they really don't feel that they can send their
students back to school so we're still in the process of that i'll give student learning an update next monday on exactly where we are at with numbers for that okay all right under student learning we also have the crt in that area are you going to approach that mary she discussed it already oh we're good well yeah it'll be discussed more next month with the changes or the things we would like to request some things to be done before our next meeting and so they're being worked on and so then we'll they're bringing it back to us next month and then full board meetings at no it'll be a learning committee on monday yeah there'll be a learning committee next monday on monday and then changes will be brought to the full board of their
changes okay all right personnel committee um we have july we approved the july minutes uh we had reviewed some neola policies we don't have any changes or anything to bring to the board um for a facility plan update with the buildings and grounds and that is it all right that was quick all right finance and facilities we had a joint meeting with the personnel and finance and facilities and uh at big bend elementary um i don't think there's anything that we that is tom is there anything that we have to uh or sean is there anything that we have to uh action items i don't think so nope okay um i guess that's that's all i have for finance and facilities committee so tom's here to give a rundown as well on a couple of
things right we did a neola policy review we went through six policies oh so good craig appreciate the support um we went through the neola policy review and we reviewed six policy no change six policies there's no changes to any of those um i walked through uh two tax levy scenarios with the school with the finance committee and i'll be bringing that back to the finance committee on august 9th and then to the full board for approval and we'll take that forward to and present that to the community in the month of september i talked about in the 20 20 21 22 enrollment update our enrollment is up at this time right now where we are compared to last year and where we are tentatively up plus 33 full-time equivalent members we went through the
brave facility study and talked about changes or ideas at big bend the high school then i also discussed finally just a our hra deposits in our timeline of those deposits and some potential ideas to do that differently and i'll be bringing that back as well in the month of august that was it all right any questions all right moving on thank you tom all right action items we have appointments resignations and retirements so stephen williams our new hr director is here tonight to review those with you we did review them at the personnel committee meeting on monday night good evening steven stephen how's it going so far oh real good thank you thank you thank you all right with uh resignations we've got three we've got jodi frunichek a special education teacher at parkview middle
school we have darian olsen english teacher at mukwonago high school and we have jessica thompson special education teacher at mukwonago high school also looking to resign all right and make a motion to approve those resignations second all right we have a motion a second on any questions or concerns all right always in favor say aye aye aye aye paul's opposed okay awesome uh as far as appointments carolyn atwell elementary music at rolling hills elementary school margaret cleary interventionist parkview middle school lauren folensby ot occupational therapist is a district personnel chadwick leviner a learning disability special education teacher at parkview middle school adriana murphy sign language interpreter mukwonago high school anthony pipitone german teacher mukwonago high school lynette schultz english teacher at mukwonago high school and christine skagg interventionist half-time mukwonago high school and damien vert's
full-time cross-categorical special ed at mukwonago high school and then for the final two jessica wilson english teacher mukwonago high school and caitlyn bergel interventionist at section elementary i'd like to make motion we approve this i have a second a second all right any discussion all those in favor say aye aye aye i was opposed no okay all right next up all right mitigation measures for the 21-22 school year so as you know we we talked about mitigation measures last week at the personnel committee and the uh joint finance and i should say the joint meeting of finance and facilities and and personnel and we asked for your input and i think the memo in front of you reflects much of what we discussed last week but i also understand that there may need to be
some discussion and some possible changes a couple of key points i can't stress enough that we are all looking forward to the start of a school year start that we'll be in 36 days a start that's going to look very different than the last school year very close to pre-covered start of the school year our open houses are going to be a typical open house activities before and after school school days the classroom lunches all those will look pretty close to normal there's a few exceptions one of the things that we'll discuss tonight is is bussing we also need to discuss when someone is covet positive and so we'll discuss those tonight and then not next monday which is the second but the ninth noel mengi who is our district nurse one of our district
nurses she'll be attending the personnel committee to to have more conversations about those some of those areas the memo like i said that that you have in your folder tonight is a compilation of the input that i received from you last week and it's important to note that the many of the things that you had given me aren't necessarily following the cdc or the wisconsin department of health services or the department of health waukesha county health department guidelines just want to make sure that that you're all aware of that so some of the things that you're proposing or you want to move forward with aren't necessarily following those guidelines yep so just so we're all clear on that and then one of the reasons why we want to move forward with this tonight is we
want to communicate to our parents in early to mid-august what our plans are and then it's also important to note keep in mind that changes can be made so last bullet point or one of the last bullet points on the memo tonight talks about those types of changes changes that i could make or changes that the board should make we can have that discussion nothing is finalized again and so then i didn't know how you wanted to proceed i'm all the same that's online so it's the same except that i had one correction and i can explain what that correction is so it's the same one that's online um but i incorrectly use quarantine and isolation for people for staff member or who are a student who is positive someone that tests positive how long
they have to stay out of school it's technically not uh a quarantine it's isolation for someone that's positive so 10 days so this is the correct that's the correct one yes yeah but it's it's very similar except that one piece and i highlight it on the memo that you have in front of you that's that's the only correction i made on that memo and again that the medical staff explained that to me today i was using that terminology wrong i was looking at the cdc guidelines and the dpi is there any talk about bussing and getting rid of the mass mandate that you've heard of or so i have not no i have not heard of any no okay it says they're going to review it but doesn't say when or so i i do
believe that um waukesha county health department they haven't weighed in yet noel has been in in contact with them and they have said that at this point there haven't been any changes to their recommendations and and so whether that will change in the next month i'm not sure but if you recall last year the department of public instruction the wiaa waukesha county health department they weighed in a little later if you remember we were making decisions more in august last year pretty late in the summer obviously the situation was remarkably different last summer than it is this summer so i there may be discussion but they haven't informed us of that okay yeah i just noticed it that does seem to be the biggest problem with the public is the bus is masks on a
bus but nowhere else but that's a federal correction on a federal it's that's a federal order yes okay and so that's the same order that that when you get on a plane you have to wear your mask so public transportation instead of curiosity what happens if people don't follow it there's a psyche yeah so i that that i don't have an answer and i know veto you you had asked that on friday and i'm still working on that and i'll get that information to you by the next remember our next board meeting is august 16th so again if if you make a change tonight and i'll certainly have that information to you but i i don't have an answer on what happens if a district doesn't follow that executive order it doesn't say for the
district but it says for a bus driver that the police have the authority to issue fixed penalty notices whatever that means for those who refuse so so i don't i don't think our police department i don't think every county sheriff's department is interested in in getting involved in that right does the school have any like does the district have any i mean if kids just say no i'm not going to do it do we have a policy on something we have like if you don't do this and it can't turns into an issue so so we don't have a a board policy for students that don't follow bus rules in general we work with the bus company we work at the families to make sure that students are compliant with the rules so there's a
variety of different safety rules on the buses you have to sit sit in your seat that you can't be standing up and turning around and those kinds of things so we work with parents i think last year for the most part the students the families that didn't want to comply with a mask order on buses they they picked up and dropped off their kids at school so we're keeping track of that though and as soon as it's changed we're gonna let it let everybody know absolutely all right what so i i'm sorry go ahead cheri what has the cdc said about about bussing about novak about opening schools because the last i heard they were still saying they wanted math somewhere so i'm just asking what they're saying because last year just i'm saying this
for the record so that someone who's sitting up there getting mad at me right now they can stop that please but i think it's fair that we need to have everything out there so that it we're transparent to the public no matter what decisions we make so i was wondering because the last i had seen they were still recommending masks for unvaccinated people and being as elementary school children cannot be vaccinated that would be all of them so i just want the public to know that when we are going against what cdc is saying what that means so they can make intelligent choices for their families so i'm asking what their what their what are they saying they're saying that right if you're not vaccinated you're that that's correct the cdc is i mean so
we have a variety of different organizations that have different recommendations uh just for example the american academy of pediatricians they're recommending that all students are masked so they i just i want it out on record sherry we've been talking this all along the cdc guidelines are our guidelines that's all they are and we're making decisions as a board and we're moving forward and last year's story as far as i know as far as okay but last year we had told our parents before we went virtual not virtual we had communicated to our parents that we were going to follow cdc guidelines and waukesha county health and like sean had said that we are varying from that and so i after we make decisions then the next day we get these phone calls and so i
am wanting out in the open at this public meeting stating exactly what we're doing so people can't say we didn't understand that we didn't know that i'm not asking to change anything i'm just thinking that it's very important that we're open with everyone and we are not doing what we did last fall by saying we're going to follow cdc and waukesha county health recommendations we are saying we are going to say mask our voluntary or whatever we're not doing what they say i want everyone to know that we did last fall what we thought was right because we didn't know what we were dealing with at that time and we have more information and we have vaccines now and so we've changed yeah i think i think she's just saying hey last year we said
we were going to follow him everybody understand we're not following our guidelines we're going to do what we think is right or well we're going to vote right i can't speak for everybody else okay i mean we don't have to debate this every full board meeting do we i'm just saying we could if we want to but i think we're good i like to be right we're good all right it's good that's right go ahead okay so i just wanna i think i think the we're gonna have some challenges in and vito and you guys mentioned the bus you know i think there's no doubt that that's gonna be a challenge as we move throughout throughout the school year if things don't change every year even when we don't have covid we do have challenges
with sometimes parents send their students who are sick to school and so that that's going to continue to be a challenge and that's one of the things that i think noel would really like to talk about with the personnel committee and and and and you guys in august so more more to follow on that just so so we're all on the same page again i'm on the back of the memo now so when when a student or staff member is confirmed as covet positive we still will conduct contact tracing and we'll identify those close contacts and then we'll we'll inform those parents and students or staff members that they're in close contact but the quarantine piece for for people that aren't symptomatic that that remains voluntary optional okay so and and that that's a good
example of something that would be not kosher with with cdc guidelines or with the waukesha county health department probably because they're saying that those quarantines if you want quarantines to be optional the students should be wearing masks okay okay and then if someone is testing positive that this is the piece that that i had incorrect if someone tests positive this is an area where we would follow the cdc guidelines and that's a 10-day isolation not quarantine got it all right we're going to continue to inform people of the vaccines we're good with that yes okay give them the information yep given the information got it um the wia may have their own rules that we'll have to follow if we want to participate in the tournament series yeah i don't know i don't know what
they're going to be and they may not have any and they are so it's not it's not with us yet and then then i just pointed out temporary or minor changes protocols will be implemented by the superintendent by the administration major changes will be approved by the school board so i i i just put a couple of examples what i thought might be a major change a face covering would be a major change right yep okay um if if we have a classroom where we have uh 75 of the kids are testing positive we m we might put them into temporary virtual learning i'm assuming that it's still good for me to make that that call yes i don't does anybody object to that i don't yeah we don't want to get involved in that
level right i i would like to make a motion we approve these mitigation measures i'll second do i have any more discussion all right all those in favor say aye aye aye i was opposed no all right none of these were followed during the bucks parade though where they are maybe i missed that did i miss that nope all right uh school resource officer contract so it as we reviewed with the personnel committee uh we have formalized our contract that has been reviewed with uh the village and with chief uh the chief of police for the village mukwonago our school resource officers our legal advisor our legal counsel and so you guys approved that to go to the full board and we're ready to move forward and again just to remind everyone we have two
school resource officers uh joe pettit and jason steinberg at parkview and at the high school great guys would like to make a motion exactly all right motion second any discussion all those in favor say aye aye aye i was opposed no all right the 20 20 21 22 academic standards every year in july the school board each school board in the state has to approve the academic standards for the next school year so those were presented to you math has have new standards as of this year all the other standards are exactly the same okay you have any questions i'm making motion do you have a second second any discussion all right all those in favor say hi right we're on to funds 45 and 73 transfer good times come on describe this exciting news
tonight nice work hey um well i'm recommending and the finance committee is the rec is recommending to the full board to transfer 139 100 from fund 10 to fund an additional 186 thousand 371 dollars from fund 10 to fun 73. any questions i can answer on that all right do i have a motion motion have a second exactly all right any further discussion all those in favor say aye aye all as opposed no all right thank you new neola policy 2522 library media centers and 8395 for studio student mental health services so those are two brand new policies recommended by neo the personnel committee reviewed them last week and recommended them to the full board and if you want to approve them tonight then we'd have to waive the second reading or we can bring
them back again next month and you can approve them there is no hurry either way okay do i have a motion array of the first the second i'll make that motion do you have a second a second all right we have a motion a second to wave the second reading all those in favor say aye aye aye aye aye all those opposed no i would like to make motion we approve the neola policy both policies yeah i was just gonna all right art has the motion do we have a second two five two two and eight three nine seconds all right craig's the second all right any further discussion all those in favor say aye aye aye all those opposed no all right unfinished business superintendents report i have nothing tonight i know all right
board president report she's out uh legislation and correspondence there is none board member questions we have to get rid of it uh there was well just there was a uh a little budgetary action at the state uh back and forth political football it seemed um i know we talk about this a lot as far as more aid for the schools or not more right for the schools um the uh the bill was passed the budget bill was passed and they even signed it and now they're fighting about uh you're gonna go back and tom what is that term they're using they're gonna they're gonna go back and uh re-uh see who gets credit rehash this whole thing again this whole this whole budget again have you followed that at all yeah they're just they're arguing
over who gets credit for it i think that the assembly is out right now okay assembly is looking to have a special session and try to override some of uh governor evers vetoes all those although those vetoes i don't believe have anything to do with public education funding so that that budget did not work out well for us but but but then maybe here's what i thought if you then eber should have vetoed it but he didn't because i think he wanted he's re running through the election i thought they made him look good because the budget cuts right the tax cuts so the political football continues and we probably won't have anything done for months correct well tom's correct that the budget is passed and so we know what our budget will be uh
for this year so we're moving forward uh a tiny amount for special education reimbursement that otherwise the money that that they put into uh public education that they didn't increase the revenue cap so don't quote me on the money amount i'll just say 350 million dollars into for public schools but none of that will go to the classrooms because they didn't increase the revenue cap that revenue cap has to be increased for us to be able to spend that money so tom can explain this a little bit better and he will in the annual meeting budget hearing prior to the annual meeting which i want to invite everyone to on monday september 27th the fourth monday of september but but we're going to be in good shape this year because the federal funding so i
will say the balloons or mukwonago was a big deal there's been 10 000 people out here pretty awesome a big success everybody was ready to get out of the house and yeah something and i think if april rushko was here and i'm sure she'll send a thank you at some point i can guarantee you that the chamber of commerce and the village are very appreciative of the school board for allowing them to use our fields sean was spotted in the beer tent i think you sponsored a balloon didn't you art i think clear i was volunteering with the rotary club and i was and selling beer all right um did we approve the amendments did i do that it was uh in the percentage i could get a second we everybody's here just for the
crt stuff and so you guys all understand the stuff on that you're seeing where it says crt what that is that's the stuff that we talk about in the committees so if you want to know exactly what's being said where we all stand on stuff um i would encourage you to come to the learning committee there's like three people that show up if that so you'll get a really good idea on what's what's being said or if you can go back to the video or anything like that i haven't seen any support for it i i know i'm getting the books so that i can go through and take a look and see what we're what we're giving the kids and stuff or what we're giving the teachers to teach the kids so what we
need to do is we need to figure out the right way to go about talking about it because it is a thing so it is brought up in a book that it is a thing they don't as best i can tell her from what i understand they don't they're not teaching crt they're teaching that it is a thing something that is talked about which it's not a bad thing to let kids know that that's a concept um but if you want to know where everybody stands and how people are going to vote you can get a really good idea by just showing up on during the committee meetings um and then you'll you'll know exactly you'll have a really good idea as to how things are going to go at this meeting the only thing
that actually matters what we're going to be voting on is action items so when you look at the agendas you'll see all the different things that all the different communities are talking about and then you'll see action items we can't do anything if it's not an action item there's like somebody can't just bring something up and then we go hey yeah and we're going to vote on that i think it's illegal right it's correct can't do it so unless you see it in the action items it's not going to be it's not going to be brought up but there's not going to be any major changes made on it so that's i just want everybody to know because last night when i talked to people they said nobody shows up to these things and now
we get an audience so apparently people care um so the more the more you know the better off you'll be so the more you know the more you know do we have a closed session though we're done okay have a motion to adjourn i would like to make that motion i'll second second third fourth all right all those aye
