yours okay i think we are good okay so i'd like to call this meeting to order if you would join me for a moment of silence if you could all join me for the pledge of allegiance chariot food [Music] okay this is an open meeting and has been noted as such um as always we will have citizens comments um you will have two minutes per person to come up to we have two microphones that are available we are able to keep a timer and she'll kind of give you a heads up as your time comes to a close but before we start our citizens comments i think it's important for us to just kind of acknowledge our meeting wednesday night i think it was difficult and challenging all around i believe that we've all learned
something from it i definitely have it's in the past we've got a lot of great work to do we've got a lot of stuff to finish this year strong so i'd like to just really move forward positively and doing all the things that we know that we can do with and i would like to say something i've been on this board 14 years i have not had an episode like i had on wednesday and i'm very sorry that i said some inappropriate things and i i made a mistake and i'm sorry very sorry okay so we will jump into citizens comments i have a number that are live in a number that are emailed so we will start with bill lawler and then i will read one after you you can come now good evening
uh my uh my little speech or thing to you today is about god and country and how do i pass on my christian conservative values to the next generation when these very values are being censored as hate speech and cancelled by the left and the media how can america survive if our children are taught to hate our founding fathers instead of revere them or are told that there is no god and that our nation is inherently racist and sexist i believe america is the greatest nation under god and that the founding fathers our heroes every child should look up to my mother and father raised me many many years ago as how blessed i am to be an american when we were young we recited the pledge of allegiance at school a portrait of george
washington hung in our classrooms we know the story of paul revere's famous midnight ride by earth the bible and the ten commandments were found in our libraries the left's progressive programs of racism gender identity equality letting biological boys use girls showers and restrooms blame america for everything that's wrong in the world and and um hand over our freedoms from uh previous generations or people suffering from them ronald reagan said that um freedom is never more than one generation from extinction and he was right our children are ashamed of america and there's numerous polls are taken that show that 51 of young americans think socialism would be a good thing in our country that's a gallop okay you need to wrap it up yes just over half of all young people believe that this that socialism
would be good gallup also found that 45 percent of our citizens extremely proud are extremely proud to be americans likely the fewest number ever the young men and women aged 18 to 29 number only 24 of that so what we need to do and it's our responsibility as citizens both school board and the public to get patriotism back in schools and to get the pledge of allegiance and you know on this mass thing as far as now the kids say that they gotta wear a mask on the bus well according to the school district and you can check yourselves they told us in meetings i'm a bus driver they told us a meeting that the bus is an extension of the classroom period whatever goes on in the classroom goes [Music] okay thank you okay
thank you i am going to read a comment from monica grossman and then following that we'll have mark summers regarding your meeting tonight may 24th 2021 and decisions for quarantine and non-math students with close contact treating children who choose not to wear a mask differently than children who do choose to wear a mask is not acceptable if the student is not exhibiting any symptoms they should not be mandated to quarantine simply for not wearing a mask this sounds like a way to bully students and parents into making children wear masks there are no scientific studies proving masks work neighboring districts that have removed the mass mandates do not have this policy there is no reason for this insurance companies and lawyers are not a reason at the last meeting sean mcnulty tried using insurance companies
and lawyers as a reason to keep the mass policy lawyers and insurance companies should not be running our school we elected you our school board to be the voice for the parents not the voice for the lawyers and insurance companies treating students differently based on choosing to wear a mask or not is nothing more than a modern-day segregation and discrimination against students and parents so tonight i'm asking all of you to treat all the children the same fairly equally keep the quarantine for non-master students with no symptoms to parents discretion monica grossman now mark thank you good evening i just want to touch on the things that we're going to discuss here or the school board's going to discuss here tonight but one thing i wanted to point out just like build it mass be
enforced on buses biden's executive order is unconstitutional and it's not enforceable only legislature can enact laws and requirements but not violate an individual's or any individual's rights as protected by the constitution schools are open to lawsuits for discrimination and violation of civil rights let's take note of that then when it comes to quarantine any unconstitutional change to the quarantine policy parents and only parents can can make medical decisions regarding their children the school board and the government do not have that authority discriminating against unmasked children is open for lawsuit against the school we had talked or it was talked about at the last meeting that we're worried about liability for lawsuits if somebody gets covered but guess what it goes the opposite way it's open to lawsuits from parents that are sick and tired of
it and their kids getting discriminated against we don't want any more lies about liability insurance we need to educate ourselves on wisconsin law wisconsin statute 895.476 civil liability exemption excuse me schools are immune from civil liability due to covet 19 but schools are not immune from civil liability due to discrimination and harassment of students and parents i can read through the sub chapter but i think everybody can figure that out the next one is us code title 42 chapter 21 section 1983. every person under color of any statute ordinance regulation custom or usage of any state or territory or district of columbia subjects or causes to be subjected any citizen of the united states or other person within the jurisdiction thereof to deprivation of any rights privileges or immunities secured by the constitution and laws
shall be liable to the party injured in an action at law you'll need to wrap it up next bullying the policy i know that uh there was talk about making an amendment to it or adjusting it looks like an attempt to discriminate against unmasked children and their parents masked students teachers and principals bullying children throughout the school year absolutely no changes to the policy until those that violated it throughout the school year are reprimanded accordingly okay thank you thank you hey thank you i'm going to read another email from paul green and the following that will be lisa debbie mukwonago school board moving into the district mid-year it warmed our hearts listening to our second grade daughter who attends eagleville come home each day from school for weeks on end exclaiming the best date ever
it is clear mukwonago is proud of its schools and thank you for your actions that have led to a very strong reputation however as an email i am confused about the rationale to change the mask policy at this time currently dhs and cdc recommend the continuing continued use of masking having given this serious consideration i do not see the reasoning or evidence to make masking optional i am saddened this change forces us to make tough decisions about the health and happiness of our daughter is there a reason why this decision was made okay too many healthy kids missed milestone lasts this year because of contact tracing and quarantine last cross country meets less competitions lasting in class with their friends less dances less school trips the fact is that today coping 19 is not a
public health crisis it's time to lead with logic rather than cower with fear and to do it for our kids thanks thank you i will read another one steve brooklyn then after that armando brzoni says hello just a quick message to share that our family would like to see the district keep the current quarantined procedures to optional with about two weeks left of school there isn't a reason to make kids quarantine if the waukesha school district can keep it optional so can we bottom line i would hate for my kids to be forced to quarantine for potentially the rest of the year and miss out on the fun times especially if they would be wouldn't be showing any symptoms thank you steve roblin armando thank you i want to start off by saying i drop
off my kids every day and it was neat seeing kids walking into school smiling the first time you got to see that all year because they didn't have masks on we erica said on wednesday we should not micromanage you're not here to micromanage then you know what leave the bullying policy policy that we already have alone by tomorrow kids will even forget that kids are wearing masks they're not wearing masks that's just how they are let it go and sherry you know what you said the other day i have right here a tally in my hand it was really close you know what 53-47 isn't close to landslide in the election and vito can't even tell you that because he won by a landslide so if you would have been 53 47 or 51 49
for people wanting the masks yet you would have said it but that's just the way liberals go let's just change a little bit and say it was close it isn't close it's not close in recommendations we're going we're going on recommendations our attorney and insurance you know what recommendation is the recommendation i recommend joe resign tonight we go with someone extra more conservative it's a recommendation you know what people stop voting for your friend who is a nice teacher all their life stop voting for your kids football coach vote for someone who you know is going to have the same values as the people in your community and this community is conservative by most the school board should be known that they're coming for you you got away with something because wrestling pulled the wrong
papers but you and you are are going to be voted out probably the next year or two so thank you for voting down the mass it was wonderful seeing my son smile and other kids walking into school happy don't micromanage a recommendation that's a recommendation are you gonna take the recommendation then don't vote the way other people don't want you to vote thank you i will read one from danny and then joanna fellainis you'll be next it says hello i want to remind you that i have limited time to make the decision as to whether or not i will enroll my children back into your district for the fall and one of my biggest concerns is your quarantine rules virtual learning was not a good fit for us and instead of doing that if my
children are sick i would prefer to pick up their books i also love volunteering in the classroom and would very much enjoy doing that again thank you to those of you on the board who voted to make masks optional that was also very important to us as well as to not to be treated differently based on whether or not we have a mask that includes a quarantine policy it should be the same for everyone it just isn't right to exclude people or discriminate based on their personal health decisions please also consider lifting the rule that they be worn on the buses i was thinking as well about the concerns you were expressing last week about legal ramifications from not enforcing cbc recommendations which are not laws could you just hand parents a piece of paper
to sign that covers you from liability just curious thank you for your service to the community it is not unappreciated joanna hi i'm joanna salinas i've been a parent in the district for 19 years now i've had two kids graduate of the district i won in high school and in elementary school so of my four kids i've had one in speech and language with an iep i have one with medical conditions that requires that require constant care i had a high schooler who was an athlete i ended up with whooping cough and ended up breaking ribs from coughing so hard and throwing up every day in the hallway because of that so i've been dealing with the help out in the district for a very long time so i just wanted to say i was
very dismayed as i watched the school board meeting last week that proposals were being brought forward decisions were being made without any medical staff here in the building at that meeting i was glad that it was postponed till this meeting but there are kids in the district with very very complex medical issues social learning emotional issues and as a school board member if you're not even familiar with what a 504 plan is an iep is health plans are then i would ask that you abstain from voting on those issues and really defer to the medical staff in the building it may be that these proposals coming forward are the proper decisions at the time but without them here guiding you how can you actually know that so for me i re counted on the elementary
health room staff to literally keep my child alive every single day he was in elementary school so those decisions to me a normal education for me is a child in which my child is one where my child can actually show up in the building for school so i just want to keep that on your mind so thank you thank you i will read stephanie swenner and then following that jeff schmedinger you'll be up so thank you for voting to change the math policy to optional today was one of the happiest days for our children being able to see the faces of their friends and teachers again finally while at school please also keep the quarantine rules as optional as well our children were quarantined multiple times this year and never exhibited any symptoms or tested
positive with just a few weeks left in the school year it's time to let us make decisions and not single out now the kids who chose to not wear a mask by subjecting them back to separate quarantine rules we need to trust the parents will make good decision when our kids are sick just as we did before thank you stephanie jeff first thing i like to do is to thank art for actually apologizing i appreciate it nobody else does i know i got to hear it from various co-workers because i live in the school district uh the thing i'd like to discuss and brought up erica had brought it up i believe at the meeting on wednesday maybe andy my daughter was sent home from school two months ago she missed two and a half
days of school when i picked her up go back the nurse called said she was slightly nauseous had a headache and was stuffed up i picked her up 15 minutes later i happened to be off work that day i picked her up and she had absolutely no symptoms when she hopped in my truck she's a little girl this is the third time this year i had to pick her up the very first time all she had was a headache it was one thing and she sent home not only that but that one thing sent her home and i had to pay for her to go get a cloven test to be able to come back to school the great thing is is you guys don't accept the rapid test to allow the kids to come
back right away the next day my daughter had to have two and a half days before it finally came back i work at safewoods i work in the or for us in the or if somebody doesn't have a covet test done they have to have a test we don't wait three days in the or they come in with a rapid test if it's acceptable for an or to give a rapid test i don't know why it isn't acceptable for us to accept somebody who is in school not being cut open somebody who's in school to accept that same rapid test we shouldn't be missing so much school waiting for these results to come back we shouldn't be missing so much school because a child has one or two symptoms especially this time of year when
it can be allergies okay and then you wrap it up i'm done thank you okay next we have micah roberts thank you for this opportunity as elected officials of this community your job is to uphold the constitution and the wisconsin constitution and the constitution of the united states is the supreme law of the land we owe it to our founders that we stand for liberty and for freedom something positive to end the year on is to stand up for freedom and liberty as an employee of this district driving school lots i have been very concerned with what i've been seeing over the last six seven eight nine months with these mandatory masks for a long time i just complied that i didn't want to have to explain to kids you know what i don't want
to wear a mask because of this like their parents may be bad or make a teacher or staff member uh not paying the best light but you know what as a bus driver i'm going to stand up for our freedoms and liberties i'm going to stand up for the constitution federal federal regulations are not about the constitution the federal government is not about the constitution an executive order is not about the constitution and about my personal liberties and if you are going to come after my personal liberties you will lose because the constitution is the supreme law of the land patrick henry george washington other men fought for our freedoms and liberties you know the men who signed the declaration of independence they pledged their fortunes they pledged their their safety because they knew that
liberty was precious and a precious commodity and i hope that you tonight do the same thing i'm not gonna put up with these mass mandates on the school buses the constitution is a supreme law of the land attorneys and lawyers probably would not have recommended uh the the independence the war for independence be fought but you know what it was the right thing to do you'll need to wrap it up i have been very disappointed with some of the staff's response when working with the students putting them in a separate room or disciplining them because they they didn't have a mask on during launch period thankfully that's behind us in this classroom in the bus that needs to be behind us and please do not target bus drivers who are willing to stand up for
their rights as americans [Applause] thank you next we have andrea cooper there um i sent an email earlier hopefully you are all able to read it um but i just wanted to say tonight that there's a lot of discussion about rights going on thankfully i have for healthy children that i don't need to worry about like some other people have mentioned but sometimes as a community it's the right thing to do to maybe put my own rights aside as a healthy person in order that someone else who is not that lucky can have rights too and based on the meeting last week and the feeling that is in this room i just want to speak for the other side of the community that maybe it's not shouting as loud but is still part of this
community and we deserve to be heard as well and i'm hoping that tonight you guys will consider the needs of all of the children we literally have 12 days left 12 days and throwing everything kind of into chaos in the classrooms you know it's hard enough as it is this year for teachers and i don't feel like maybe people are paying attention to that when they make their comments um and so hopefully i just hope that people will remember that your rights are not necessarily the most important when there's other people that are depending on you to make decisions for them so please just keep in mind there are a lot of kids that have a lot of needs and just think about that when you're making your choices thank you next we have randa
hinkle evening um i'm not good at writing speeches i don't prepare i get here and i take notes as everybody's talking and figure out what i'm gonna say um my son is in fifth grade and he missed 27 days of school he missed seven basketball practices and four games because he was sent home for close contact he never got sick he's never had covered he's very hard to keep focused so for me as a single self-employed mom to try to homeschool him ultimately for 27 days of school was very challenging so i understand that we have children that are at risk in the classrooms with the quarantine you know for the rest of the school year but i feel that we're not going to make everybody happy in this is there a situation where we
could offer to those families that they could quarantine and let their children be homeschooled so that they're safe and keep the children that want to be in school that are safe to be in school in the classroom for the next ten and a half days because i personally do not want my fifth grader back at home for the next ten and a half days because i can't effectively teach him my other concern is within the bus company i do know from my research that we signed five-year contracts with dousman transport so i don't believe there's anything in our contract saying that we have a masked mandate i haven't attained a copy of that yet um but i do know that we call your bus company which makes them our customer and in my world the
customer is the boss right so we should be able to tell the bus company what we want and i've been told that lord is the boss so i'm really hoping that you guys extend the classroom optional mass mandate to the buses for the children thank you thank you and lastly i have david [Applause] i just want to first off thank you for meeting you guys out last week i know it wasn't comfortable for anyone i hope we all uh just learn from it and reflect on a little bit and understand that a few bad athletes don't spoil a bunch and i think there was a point there where i think a lot of people felt they were being talked about their children so that's just that art very disappointing i know you from football i
know you wouldn't tolerate that on the football field um but i also understand that in frustration people's true feelings come up and i hope all of you know that i won't go away but i also won't yell guilty either so i just want i'll just listen i'll just watch i hope everyone else will um and as burt said i hope more people show up all the other readings and not just these mass meetings because yeah these are all kinds of freedoms but you know what our kids are being taught and uh or indoctrinated i think it's just important thank you right thank you all for coming and for sharing we are going to continue on with our agenda we are going to move on to the consent agenda i am looking for approval of board

stupid milk got it and she wants to be a history teacher i think yeah so we're going to continue to encourage you to go down that career path that's great choice we have a gift for you tonight we have a card and a gift card but i don't know where they are right now oh they have them oh great well thank you again ladies we appreciate it okay so i know last last wednesday there were questions around the quarantine procedures and what it currently is um so sean had reached out to our nursing team they are here to kind of just give us some feedback and answer any questions that we may or may not have they did send out the latest waukesha county guidelines regarding the quarantine procedures which is in your packet so
i don't know if you guys have looked at it if you have any questions directly for them or ladies if you have anything that you'd like to share so i think that i i would like to introduce them yes and so uh please join me in welcoming noel menge susan carmen katie sobiak and jennifer edner and we want to thank them for all the work that they did it has been a tremendous amount of work and please remember these are the women that have done the contact tracing and communication with parents and it wasn't their rules that they were following um but obviously someone had to do that and it has not been easy it's been a tremendous amount of work during the school day after the school day weekends so we owe them a
great debt of gratitude so i want to thank all four of them and the rest of the staff for all the work that they did absolutely thank you does anybody have any direct questions i know mine were answered in the email that they sent which to clarify i'm gonna get it wrong it was the guidelines state that if two masked individuals the one with covid and the one without come in close contact that the quarantine is optional with note with if they're both wearing masks is that correct yes can one of you come up to the mic thanks hi everyone hello so someone is positive yeah and if they are both unmasked they would both need to quarantine if one is masked it depends which one is risked if the positive is unmasked anyone who
even is masked would need to quarantine if the say that again if the positive is masked if the positive is unmasked and the close contacts are masked they would still need to quarantine so both parties have to be masked in order to not quarantine anybody else have any other questions i know that was a clarification i was looking for as to what the recommendations and the guidelines say so that is what they're sharing with us does anybody have anything else okay so thank you very much i think that's what we're looking for just to make sure that we have it straight and clear before we discuss it in a little bit um so thank you guys for coming i appreciate it so real quick i just want to make sure that you guys lastly had
some questions about the chart that's included in the packet one symptom two symptoms three symptoms having to stay home allergies those kind of things i i know we had a brief discussion about that last wednesday and this is one of the reasons why we asked the nursing staff to come tonight i guess i have a question do you determine i guess an old principal used to say frequent flyer who shows up in the health room often with symptoms do you use discretion with those individuals or do you just this is or is it just black and white you have sometimes you don't so it doesn't matter what you're saying you're going home right so each individual is not always treated the same so a lot of times we do an assessment of the child the
health room assistant looks at the child sees what's going on some children just need to rest for a moment they just need that time out we do not consider that fatigue abnormal fatigue absolutely not that's maybe a frequent flyer who just needs to take a break so every situation does get looked at not everyone is just a check box oh you're tired today check no we look at every child and try to make the best judgment we can we talk to their parents their parents know the child best we try to compromise on things there's things we can't compromise on a child comes in they don't feel good we need to take that into consideration and say this child wants to go home they might just have a headache but they don't feel good they
have to go home they're not required a test that's a one symptom we look at the child we treat the child as best we can and we do follow the guidelines as we need to so where where do we stand as far as the close contact tracing we are giving the parents the option of sending their children back to school correct so currently our guideline protocol as of april 26 i believe we voted to make close contact quarantine optional that's the parent's choice that we would still the contact tracing still does happen so that parents can be notified that they came in close contact correct me ladies if i'm wrong and then in making that phone call they have the option as to whether their child would remain in school or then be pulled out
to begin a quarantine but that that is currently a parent's option correct that is correct yes there are cases where a student has been sent home and the parents disagreed with them being sent home and were not allowed to come back to school without a negative covenant test there have been both yes so why are we going against the board directive where it's a parent's choice so by parents choice maybe i'm confused by what you're saying but there have been students that were sent home not feeling well but they got home and it was just one symptom that child was allowed back in there was students that were sent home with allergy symptoms that were not feeling well they had a note from their physician from earlier that year or even just recent that said
you know what this child is suffering from allergies these are his or her typical symptoms they were sent back to school the next day so we really do our best to get kids back as soon as possible we also offer pcr testing sites that give results the next day that's it i'm sorry that same day so as long as you get there by 5 pm i think that's the time at one of the locations um you get that result that night we have someone checking email until 10 30 at night or five in the morning we get that child back in school if they're well and just to clarify andy so noelle is talking about symptomatic children that are sent to the health room or come to the health room because they're ill then they
may be sent home and required to get a doctor's excuse to come back or a negative test that's different than students who are identified as close contact and placed in quarantine so the board on the 26 actually you reduced on the 26 you reduce the length or i'm sorry the distance to identify close contact from 60 to 3 feet then the administration based upon the waukesha county public health department's recommendation the administration made the change to make quarantine's option close contact quarantine's optional so we're talking about two different things i just want to make sure so so they're not defined board director or a board order there's two separate things right but if there's a student that's sent home because they are symptomatic from that list of signs and symptoms and let's say they have
itchy eyes runny nose and a cough which are all possible signs of allergies and they're told they have to have a negative test before they can come back so we give them three options at that time they can get a letter from their physician that states yes these are normal symptoms of their allergies at this time they can go get that covenant test that's negative and return the next day or yes they would be excluded for 10 days per the guidelines from waukesha county the cdc and the wisconsin department of health those are recommendations not you know a law that's required to be followed correct i'm just following the guidelines i've been given thank you i understand thank you so those are the guidelines that we adopted right back in july or august i guess
that was august all right jill yes uh noel can you please give us an update on the status of why a rapid test cannot be used in our environment to the best of your ability yes certainly so the cdc still recommends a pcr test for symptomatic children so the cdc has that they say that the rapid tests are not as accurate for what we're looking for essentially they just say they're not as accurate so that's their recommendations and that's so who uses a rapid test to make a decision on something do you know i don't know the answer to that sometimes a rapid test is used for rapid results so if someone presents with let's just say three symptoms they're really sick they're in urgent care let's do a rapid test let's get that positive
let's get them home let's get them well that would be my understanding of why they're using a rapid test because they really think they have it sometimes it's used i'm not a physician i don't get to choose when they do but that would be my presumption if they're recommending a pcr test for anyone sick with symptoms they would use the pcr because it's a better test but the test still exists and people are using it some industries are using it some places of business not necessarily school systems but it is being accepted as an acceptable way to test people correct yep certainly i think all businesses really they have their own guidelines that they follow there's waukesha county has guidelines for businesses they have guidelines for hospitals each industry kind of has their own guidelines
from my understanding i don't know those guidelines i just try to get the school guidelines as best as possible sean do we know if any school districts in the state are using the rapid test is that anything any of you guys you talk about your superintendent i have not heard that but it's very possible i mean there are some school boards that may have determined that the rapid test is sufficient and that they're going to go with that instead of the pcr yes i i'm not aware of those but it's very impossible thank you so i know noah wants wayne but i just want to share from my own personal experience because we've had quite a few quarantines in my home they have recommended each time a particular site same day pcr testing i've done
it the same place every time pull in get the test get out i've got my answer by 9 pm that night so while we're using the word rapid test there are very fast pcr tests where you get that same day answer but yeah sorry one of the health services teams reminded me that there are certain rapid tests that do get used by children's hospital walgreens now uses them as well um that are rapid tests they're run differently so it's called the molecular rapid so those tests we are able to accept so there's different types of rapids that gets very confusing but we do accept the molecular the molecular rapid test dictionary now okay okay does anybody else have any other questions for them i guess so what were we doing today were we making it
optional were we so so i asked them if there were any positives that they should call me and then i would make that determination so it would dr mcnulty how did it go today would be there it would be mine we didn't have any positives so we had people testing today but we did not get those results yet so they weren't in school though today so we didn't have to do we didn't have to do contact recently correct perfect all right thank you ladies very much for being here appreciate the information and the clarification thanks for your work girls thank you thank you and our number is on everything if you need to contact us with any questions or if the community has questions perfect thank you so much okay so we're going to continue
on with the agenda and we will get to our action items shortly so we're going to move into our committee reports so i'm going to start with student learning committee so the student learning committee a few of the things will be under action item but there was a policy review as normal we did review the social studies standards one more time before the team begins writing the social studies curriculum with the new materials that have been purchased this summer and then we did do an update on summer school summer school still has numbers in the thousands of students attending uh it is fully staffed again as of as of today um and final plans are being made for summer school any questions thank you and then personnel committee update personnel we reviewed some policies we
have no changes to come before the board um we also overcome the comparison of waukesha county health insurance plans very exciting um we just we're looking at them to as compared to ours and just getting an overview um and last we did talked about uh the teacher compensation plan going forward for next year and we're just getting idea where we're going and where we're headed thank you and then jill with finance and facility committee sure um andy wagner came to our meeting and gave us an update on our solar panels that we have on high school and we have uh we installed them in november of 19 and we have saved seventy thousand dollars in utility costs thus far um the way this works is we can sell energy back to the grid if we
produce more than we consume we're not at that point yet but we are on track for an eight and a half year roi on the project he also uh gave us an update tom crowdhouse andy andy gave us an update on the summer seamless option from food service which will comply with usa usda approvals to extend um food service to all of our students through the summer i believe at this point is that right sean that's correct for right now right for right now he also made a request that um i believe will be an action item that we need to replace refrigeration unit on one of our rooftops and we have funds that we will be able to use in fun50 to cover this he gave us an update on how we fund our
opeb which is the medical health benefits for retirees and we are currently 89 funded there was a time when we have been 100 funded and there was a change in it this year because of an audit requirement that we had to do what's called implicit rate subsidy and we have a plan to make that whole again by the time we get through with this budget year and then speaking of budgets he gave us a review on the current status of our budget and we are 90 through the school year and therefore we have 10 of our school days remaining 10 of our budget and we are on track and coming in under budget um as has been reported all year with no surprises on that angle and then he also gave us an update on
the school budget that he's working on for 2122 and there is some addition anticipation of some savings which we'll be able to re-evaluate from aboard as to where we reallocate that money i miss anything sean nope that was well done all right thank you so we will move into our action items for example we have appointments resignations and retirements so we do have some resignations in one retirement tonight so recommendations would include adam hackbarth music teacher at prairie view and eagleville haley hendrick math teacher at mukwonago high school vince komar science teacher at mukwonago high school kaylin figuerino 7th grade through 9th grade ela park q and also virtual this year and then one retirement from food service please join me in congratulating jerry langeville who has been with us for 18 years i would
you want me to do the appointments right away or do you want to we can do we can just motion for these real quick okay i'll make a motion that we accept these retirements and resignations second i have a motion a second uh all those in favor say aye aye opposed thank you to jerry for her years of service absolutely and then we have several appointments uh tonight so jason winky uh tech ed teacher at mukwonago high school tanner johnson via teacher at rolling hills thomas kanoff by a teacher at prairie view and eagleville melanie carlson school counselor at mukwonago high school laura wood school counselor at parkview middle school hannah schultz math teacher at mukwonago high school emily rip world language teacher spanish at mhs scott scornicka english language arts at mukwonago high school
dan pollock science teacher at mukwonago high school jessica nielsen health science teacher at mukwonago high school lana planned english language arts at parkview middle school theresa mcelravy i think and theresa is going to be mad at me if i got that wrong i apologize so prairie view elementary in that speech and language casey smith school counselor at the high school allison burlage math teacher at the high school and then alexandra schneider fifth grade teacher at big bend hr has been busy they have been extremely busy and of course all these most of the vast majority of these guys were hired by our principals and then also uh christine and several our staff help out with the uh this hiring and so a lot going on in the spring yeah i'll make the emotional approvals married
the motion julep ii any discussion okay all those in favor say aye aye any opposed okay motion carries we're gonna move into virtual school planning for 2021 and 22. so stephanie is here to talk about this is a big decision for our board and so i encourage you to ask stephanie questions where we go with virtual learning for next year pretty confident that right now we have decided that we will not offer a virtual option for k-8 but we do need to make a decision tonight on 9-12 so we have shared at the committees but just to review we did do a survey with the community to see who would be interested in continuing with a virtual learning option should we continue that into next year to just trying to try to like many of
the districts in the area try to gauge if if financially this is something that we would want to dig in and do as of when the survey closed on april 26th we had gotten 99 responses we only asked for responses from families who were interested uh we did send that out through a keynote multiple times we also send it specifically to our virtual families in a newsletter multiple times thinking those are the families maybe that would want to commit we had only 38 students families who said they were interested in a k-6 environment and 13 students in a 7-8 so when sean says that we're making the recommendation probably not to continue with the virtual um it would be financially not very feasible for us to replicate anything close to what we were able to
provide families this year in a virtual setting for that i don't want to put teachers in a position where they're trying to teach kindergarten first second and third all at the same time i don't think that's good for education and and something that we would want to offer our families at this point remember that we had two classrooms per grade level in virtual this year and so we were really able to set up a virtual setting that i think most of our families were very pleased with we did have 50 students at the time of the survey and a few that have added since then that were interested in the and so we looked into many options with them which the memo has on it just trying to look at financially what would make sense
to continue a virtual learning and also trying to take a look at the fact that the board had expressed interest at one point in this being a long-term option i do feel strongly that um if we if the board still is interested in having a virtual sudden setting in a non-covered world um based on what you were thinking a few years ago that we don't lose the momentum on what we've built this year at this point i feel very strongly that we can build a virtual school 912 2.0 that builds on the strengths we had this year and correct some of the things that we didn't like necessarily about it this year and so my recommendation would be if the board is interested in having a virtual school as you once were that we do
continue that in addition if tom were here he would tell you that because we have the s or funds available to us this is a good time financially to continue this model um and then re-evaluate after year one and year two maybe i am recommending that we for the 912 environment that we cap the virtual school at 125 students so we can plan um and maybe we don't get to that again i don't know what the numbers will be but that we not run into the situation that we did last august where we were trying to hire really really late um for it and then we saw numbers growing and we were still hiring into the fall but that we'd pick a number uh that we feel like we can support well uh and that
we we build an environment that we'll be proud of moving forward questions at all when you're looking forward to the virtual school are you also going to have it open so they can come in and do some trade classes or is it going to be completely virtual and separate yeah and so at this point we would definitely for some of our hands-on classes our music teachers also have definitely reached out and said we would really like them in person so we would look at building something again in a world where kovid wasn't dictating every decision we made with it where the kids were still allowed to come in for a couple classes well so out of student learning committee student learning committee had asked that we looked into a consortium that was being discussed with
waukesha county schools the consortium actually met today and really had only narrowed it to a k-8 discussion um thinking that that every school district is kind of going to do what they what they want to with the 912 after the discussions today i'm going to say that i do not confidently see a consortium in waukesha county being developed for k-8 and so no our 912 would be built within definitely using outside providers like wisconsin virtual school for our world language and things that we found to be successful and we'll be kind of looking to build that but um the k-8 discussion consortium-wise in waukesha county happened and i just don't see that continuing forward i was thinking more you had said about the e-achieve that possibly there would be i have you decided on which
one you're going to because that learning committee we had not so i'm asking you today are we just voting on moving ahead and we would be voting on moving ahead with a 912 that we are building within our district say that again a 912 environment that we are building in our district not with the use of an e-achieve or a jedi consortium or the things that we have talked about at communities okay so you've eliminated because he would you had talked about that he achieved as well at the meeting correct um that was one of the options we had looked into but financially i don't think that that's the best way to go and then we lose control of what's happening with our own students andy i'll make a motion that we approve stephanie's recommendation
for the 912 and also making sure that those students that are in it have the ability to attend the trades and other classes here at the high school as well and second i have a motion and a second any other questions or discussion okay i'll do some favors to add any opposed right i would also like to add just as i can because it's the time that i can publicly do this for our teachers well all teachers had a battle this year our virtual teachers literally took these jobs overnight and had to teach in an environment that they hadn't been schooled in most of them and hadn't been taught and i just can't tell you and i hope you've heard from parents in the virtual school along these lines too but i want to thank
them for k-12 the work that they did and their learning curve that happened really fast in their support of students because we were able to support 600 students that we didn't want to leave our district that hopefully will be back with us again next year and that credit really goes to those teachers so i want to say thanks to them absolutely thank you very much stephanie okay balloons over mukwonago so april reshka the director of the mukwonago chamber of commerce is here tonight uh she's waited patiently thank you april and so she can explain the chamber request to use our fields between prairie or parkview and the district office well thank you so much for having me this evening it's really nice to see all of you it's been a long time it's been kind
of a crazy year for all of us so um i just want to congratulate all of you on keeping our children in school as much as we could this past year unlike a lot of other districts so i applaud you for all that you've done for again our district and our community i do have chief schmidt here with me this evening um since we are you know close partners when it comes to the safety and security of an event of this magnitude um it's uplifting i think after all the discussion we had today during coveted mass just to talk about a really amazing event balloons over mukwonago which is an excellent opportunity to bring thousands of people to our community to see what muguan was all about um if that be our village the chamber
our school district um our residential you know it's just a it's an amazing place to be work live and play and so we're not looking for anything really different than we did um with you um in 2019 we obviously had to cancel the event last year but um the event would look really identical to what it did in 2019 um there's a lot more interest in bringing more balloons this year however the sponsorship is difficult with everything that's gone on in the community so um right now i'm hoping to sponsor eight to nine balloons we already have 13 interested we could fit a maximum of 15 um on the property according to wind dancer balloon promotions the company that we're working with so again we were just hoping that the mukwonago rotary club would be
willing um would be able to sell beer and wine with a class b liquor license that they would be willing to pull all of us would obviously be listed on each other's insurance you know policies etc and i don't know if you have any other questions for myself or chief schmidt regarding april uh thanks for coming tonight a whole bunch of us on the board were at the last balloons with mukwonago was pretty fun it was like 95 but it was really neat it was 95 in november and then it rained a lot the next day the uh the fighting the finance committee unanimously approved it um not the whole board was involved but we thought it was a great idea and i think we should thank chief schmidt as well for the support thanks
for being here you're the heavy tonight right awesome i'll make a motion that we uh allow the blue and zelda mukwonago uh between dio and parkview right now okay we have a motion and second any other questions or discussion okay all those in favor say aye aye any of us well she carries thank you very much i really appreciate it and if i could just make um one other comment um we are looking for um school groups that would be willing to partner with us and we would give a percentage back to that particular school group so if um if you know of any school groups that would like to volunteer we would love to have them yeah i think shawn and be the right person thanks again thank you thank you great evening thank
you so we have a great partnership with with the chamber as you're aware but we should also mention and so thanks april but we should also mention that chief smith is uh retiring soon so congratulations so we probably should say uh and thank you for the many years of service outstanding service thank you thank you unless he changed his mind i didn't ask him no okay he did not all right next spelling connections third to sixth grade can i say one more thing chief schmidt also thank the uh the glazing officers they're awesome those guys are fantastic thanks for uh all you do for that program too thank you yeah thanks very much it's been a great working with uh shawn at the whole school district and that's i'll miss that part thank you a
lot of the other stuff okay sorry spelling connections for third to sixth grade so presented to the learning committee a new word work spelling program that we'd like to bring in for 3-6 this is kind of two years in the making on and off interrupted by bi-covid and closure but we are ready to move ahead with this adoption for three six i mean and i will second that as well does anybody have any questions okay um all those in favor say aye aye any opposed motion carries for spelling connections okay so next we have 20 20 21 cova mitigation procedures um so this is kind of where we are sitting when it comes to medication procedures this discussion was tabled last wednesday because we needed more information the nurses did a great job kind of
answering the questions and filling in the gaps so where we currently are is i think craig you asked earlier is that our mitigation right now for close contact quarantines are that parents are contacted and the quarantine is then optional they can choose if their kids remain in the building or if they come home to quarantine and then we do like noel said the nurses and our health room staff kind of judge each case one at a time based on their symptoms and make a judgment call from their if based on their symptoms they think they should be sent home etc so that is currently our protocol they would then be the ones to inform the families and the parents if they need the tests or if they need to get the doctor's notes to come
back to school so that is what it is currently if that is how we leave it nothing here needs to be done if you were wanting a change you would have to make a motion and get a second to untable the discussion and then it would require a two-thirds vote rather than a civil majority vote to make that change so if you are happy with where we are close contact quarantines being optional and if students are sick and our staff determines the next steps if you'd like to leave that evidence then we do nothing and move on i am seeing and hearing nothing so we are going to leave it as is and move on to our next action item except erica accepted the wia still has a quarantine part of it correct the wia
is different for post season correct yes that is still part of it we can't do anything about that i'm hoping that coaches an athletic director is making sure that all the families know that with their athletes so i know they classified athletic directors are meeting later this week it's going to be pretty late in the month already isn't it so it must be sometime this week and they're going to get clarification from the wia on how that will work as we move forward so we should be able to have some more information in the next week or so okay because the tournament season does start in the next week or so for summer uh spring sports okay so the next that we do have on there is board policy 5517.01 for bullying and harassment um
i think maybe there was miscommunication as to why this was even brought up on wednesday i don't know mary if you want to kind of fill in the gaps i guess i just wanted to review it and make sure that we're covered that no harassment or bullying will be tolerated either they're wearing it this is just waukesha county was having issues with us right kids being bullied for wearing masks or not wearing masks and i want to make it clear that we're not tolerating it in this district and children will be reprimanded right and same with that and i do appreciate the emails you sent out i read all of them making it clear to staff and to students alike thank you yeah so i i don't believe that there's a need to change the
policy i think you guys made it clear and we have shared those expectations so yeah so again this is what is in place if there's any changes that we want to make twitter amendment that's what we would be doing here tonight if we want to leave a b then we just need to be and we move on but i think it was an important thing to bring to the table to discuss we had heard from other districts that were ahead of us saying hey we're having problems here make sure that you address it um and i do think there was a silver lining in that we received many emails from the board on this topic with a lot of valuable information for us to hear and things to be aware of and to look into
so i do think that even bringing it up was a positive and it's a good reminder to everybody involved to kind of buckle back down and make sure that we are definitely enforcing it so i am assuming we're leaving it as is because i'm hearing and seeing nothing okay we will move on so we have food service rooftop refrigeration and replacement at mhs so if you look at tom's memo in your packet the bottom half of his food service update he talks about the rooftop refrigeration replacement so we are looking for action night tonight for you to approve replacing the rooftop refrigeration units here at the high school these are the units that keep the cold food storage area central kitchen functioning they are 27 years old we've squeezed as much life out of them
as we safely can it does cost to replace these units 160 and we do have ample fund balance in fund 50 to cover that purchase i'll make a motion we have a motion correct i think andy had the second any other questions or discussion okay all those in favor say aye aye aye opposed no rooftop refrigeration carries wiaa membership so each year the school board's required to approve our membership in the wiaa membership fees have been eliminated again this year we have no changes with sports or co-ops to report and so we recommend that we approve the wia membership again i have a motion second any discussion okay follow those papers say aye any opposed okay motion carries and we will move into unfinished business superintendents report i have none board president report also there
is a legislation and correspondence there's a letter in your in your board doc sean i'm not sure what the protocol is on this is this something that we read aloud summarize or is it for our own personal meeting a letter from one of our parkview middle school students who was working on a pro environmental project so she wanted you to see that okay perfect any board member questions or comments as we finish up the evening nothing then i will entertain a motion to adjourn i have a motion andy i will marry a second all those in favor say aye hi everyone have a good night thank you guys for coming
