002this um we cannot adopt any changes tonight because our policies say that um changes have to be read at two meetings so the earliest we can pass the changes would be at the next meeting um uh this is simply the first meeting and so I'll turn it over to Mr B for um going through them one at a time okay thank you uh board members as you can see there's there's quite a slight of policies in which our committee has worked through over the past month um I would my suggestion Chris is that we start with 4331 and work through the seven changes uh policies that have changes and then we're done we come back to 411 um anticipate there maybe more detailed discussion on that one if that's okay um I'll throw that out

003to the board okay all right um first of all we're actually what I would look to do is just to touch base on all the ones where there are suggestion changes either to the policy or the guidelines as we move forward if there are any other policies which are part of the Slate that we're looking at tonight by all means let Mr Martinson or myself know and we can talk to whatever that topic might be uh starting out with 4331 that's on page 12 and 13 in your packet just so as we it makes it a little bit easier to navigate through and we look at where the changes are and this one is specifically Elementary inter District transfer request um what we did there on the guidelines the transfer request for that parents and

004our admin team are working off of couple additions of parent signature and principal recognition lines nothing change in essence other than the form and making it a little more streamlined for us to process okay uh policy 435 that's on page 21 we're looking at the guidelines of that and within that uh we're talking about just continuing the hard copy withdrawal form so currently when we have a student or a family we work hard to have a hard copy document where they are um signing their child out and realistically that process has kind of outdated itself where now it's all electronic through our student Information Systems where we track students to and from so it acknowledges that um we're removing that process through in the guidelines when we talk about student withdrawal and making it be

005an electronic U there was an addition of letter B on that making that if the parent does not bring forth information we will do our best within our power to find the whereabouts of that students and where they are but ultimately it can be difficult to locate students on some rare occasions where they just pick up and move to another state like Texas or Oklahoma or wherever within we've had that happen through so slight changes to that any questions okay down to page four there on the top of the code of conduct page 35 is reference to the students information system again I believe this is just a minor change of up with the times in the bottom of page U 35 it's recognizing a form or electronic student information system our Skyward system our

006electronic processes in which we work to document and communicate student information 4431 student dress on page 41 there a clarification on on dress code I always pull at this one a little bit knowing that the very first school that ever opened had dress code concerns and till the end of time there will probably be dress code concerns as they come forward but is our responsibility to continually address that in our best um occurrences and how we feel our students should address to be corporately in our buildings uh so you'll notice some recommendations that were added through admin suggestions and um recent work to support making that process a little more clear for students and admin to act accordingly within questions all right there was one question I had on that okay there's still something in

007here that said there's no rivets on on your clo that would scratch the the furniture you know still have on there right yeah where was it it's under boots shoes scratches Mark floors we had the walls change charers with metal ribits that scratch furniture yeah I guess if say most of the metal rivets are up high enough they shouldn't be I know speak to [Music] that see kids with spike belts yeah jeans with spikes or knobs on them so the rivets just covers [Music] us might wreck oury and um I mean since this is up for change you probably could just say trousers with uh anything that could scratch furniture so you can cover the whole gam and I just want to add something just my two thoughts on this because in here it says

008um anything that would be considered distracting crowns animal ears Etc I was picking up Bailey at the middle school the other day and a younger Cameo wearing fishnet stockings high boots it was like I couldn't stop staring at her it was Friday wasn't it and it's distracting so I don't know how like we're just limit limiting that to like crowns and animal ears is it distracting to the students or just to well I'm thinking it would be distracting to everybody because it I didn't didn't she yeah the in the animal ears piece where that one comes into play is we get males and females who wear a headband like yours or something that just keeps their hair back and then somebody who has one that's a crown or a tiara or has animers on it

009and then I say you can't wear that okay well it's just holding my hair back distracting okay so we're not it's a hair thing that's one thing if it's a Disney Crow we're not doing that okay so you had fish nut stockings well I just it was pretty distracting just be careful don't I don't think it's a problem to delate that if we're talking about rivits I I just just be careful the slope you're on when I went to the school over here you couldn't have a skirt that was more than 6 in they would near with suggest anything other than anything that can scratch furniture or letter G yes okay we can make that change I had the not there what I was going to say is is that they did have that girl

010wear her sweatshirt in school all day so it wasn't like she was running around the school all day Scandal clad what you saw she didn't have the sweatshirt on side right right it was good okay uh move on to policy 446 uh student is specifically on pages 67 and 68 and I this if I remember right is referencing individuals that support occasional student searches of the addition of the DEA students counselor social worker on page 67 and then on letter F on 68 the paragraph referenced a section without identifying identifying it within the content and it was referencing section A of that okay uh 47.1 corporal punishment within the guidelines clarification recording in student information system again under that same guideline processes on page 79 of uping the current practices of how we maintain Student

011Records under letter B via student Information Systems must be on I got on page 77 here okay on page 77 when you're done with that I have a question okay um in a on page um that paragraph um gave me a little trouble why is there a change between students that are have disabilities and regular students as far as as uh when we're talking about like 10 to 15 yeah yeah why why why is there a difference so students with um is identified with an IP has a set amount of days in which they cannot be out of school for and it's up 10 days total so it's differentiated within that right and at that point John their IEP team would need to reconvene and decide as a team if they we need to do

012a change in placement to a different fa it just seems to me that's that's discrimin story he you know um No Child Left Behind mandated everything is equal Everything is Everything is supposed to be equal well how can that be if we're going to have different different disciplinary policies for different kids let me explain that further so when the team gets together after the 10 days um the student already has an individual education plan to make them successful and if they have had 10 disciplinary refraction inactions already the plan isn't working so that forces that team to get together to decide what else needs to happen to make that effective for that student right they would have the behavior intervention plan and we would talk about change for them at that point John that's just

013saying that in special education one if they qualify for a behavior intervention plan for example if the student is a fighter right or something like that that if it is a manifestation of a medical me or or a special education need that that is differentiated in that but that's the only way to to work around those so if the student doesn't have a behavior intervention it's not all students with special education it's just the ones who have a behavior intervention does that makes a little bit more sense yeah but it was not really spelled out that way correct that's why the final one 4472 under the guidelines on page 82 of the hard copy packet um actually could you back up to 78 sure F under 78 and this kind of I'm sure you can

014speak to this as well School personnel must important students of the rules and guidelines that will govern their behavior what if you can't and this is as it relates to special ed what's our policy if you can't because we have some students in special ed you you can't follow that then what I don't know what you mean what we can we have non-verbal students in special ed that there's no way you can inform them all the rules and the guidelines right so you know one example and this is a very rudimentary example we have students that follow a picture schedule and I don't know you've seen that where the teachers are carrying around cards with them that show what next to do so we are accessing communication systems that work for those students to be

015able to do that for them um and some of those students that have that level of need um John are the ones that are supported by a teachers Aid throughout the day good questions those are ask questions thank you okay uh policy 447 D2 students detention on page into the heart packet uh simply states that reasonable efforts be made to notify parents guarding of students after school detentions within we did not have uh notifications and detentions and after school detention looks different than in individual buildings and how they utilize this as a tool and this is a tool but to U make sure that we are contacting parents with Guin okay all right thank you for that um we'll Circle back to 411 and 411 uh dealt with a policy that our committee has been

016working on for a couple years now and at various stages as we've moved through our most recent work on this brought forward what you have in front of you in the highlighted yellow where there are items one and two under Section B that addressed um the items of student participation U within the transition piece of school without full parents consent and guardianship of knowing of that and the second one is addresses the biological males not participating in all female supports so I'm assuming there'll be a discussion on this or if there are any discussion items for our policy team we certainly can have that at this time Scott can you um let everybody know that we how how we Ed this as far as the legal situation sure so from the the two suggestions that

017are highlighted in yellow it was the committee's recommendation to acknowledge that to our school attorney Jim Macy for uh for an opinion as to the the appropriateness of that potentially being recognized within our policies U that was forwarded on Via the recommendation of the policy committee at your workstation is the followup from attorney Macy on that within with reference to the questions that were shared on that topic referencing one and two uh this came back our committee did review the the documents that attorney Macy presented back uh for further discussion and from that our uh policy committee felt that it should come forward to our full board for potential discussion or start the acknowledgement process of policy 411 um could you also summarize the conversations had with uh Stephanie Hower of the WIA as far

018as would this part B Be In conflict with or would we be fully accepted as wi particip so uh remember back when our resolution that was in the the prep phase that it was going to be forward back forwarded to whb for the uh Convention as a potential acting document and it wasn't selected but we went through the process to potentially bring it forward to the floor for consideration um Stephanie Hower from the w I reached out to our district um to talk about you know as they are also receive updates you know because the whb is a current board member on the board as well and she just wanted to know more about that and uh Stephanie actually came over and visited us as a district Chris and I um were together and had

019that conversation with her and she she stated that as we know has their has their process uh for students transgender when they um choose to move in that direction to participate they have guidelines that must be met um for recognition a very critiqued process that they would go through um in that conversation you know it was also stated Chris you can support this as well you with the in this conversation that local boards um Can acknowledge wias or they can take um an approach that's slightly stronger if you will in reference to the local economy or thoughts of the school community and what they feel is appropriate so wi has their Baseline requirements School boards um feel that uh policy or language or guidelines is appropriate for uh the community that is more stringent or

020it brings more clarification that's a local control decision that majority board would make to put in place in the local communities yeah to let me know if I'm rephrasing this right um the St the protocol transgender protocol for is a minimum standard if we we had transgenders participating they have to go through these steps in order to compete in WIA um same tournaments uh but districts are free to have tougher requirements than theirs and she said there are quite a few that do in this respect and uh wi is simply there to have a minimum standard for that participation so um questions comments so I I attended your polic the policy meeting on the 14th I was um disappointed at the lack of depth that the committee went into looking at looking at some of

021these things and um and not questioning the lack of support that Mr Macy provided us for the second item um he did a great job on the first item and I have and I have no no issues with that although it still need some word smithing because um there was some conversation in the meeting which really surprised me that if somebody was 18 and they were still living in with their parents um their parents were their were their guardian and that's not the case they're 18 they can they can do whatever they want but if they have been um assigned guardianship to a a a child that's 18 or older due to some some reason whether it's metal capacity or what have you and that's usually a court courta appointed assignment um that that needs

022to be a part of this policy yeah we did make that change and Scott incorporated into on page it states legal guardianship there so it's on the second line of that right yeah it's kind of a it's maybe not the smoothest writing You' ever done but it seems to cover it right so and and and I'm in total agreement that you know the parents need to be a part of of this up to the age of of 18 and and that so and um and in the court case that he he cited reading reading through that um that's that's basically what it really was was all about uh when I'm looking at policy for our school District my number one concern is is making sure that we're not putting ourselves In Harm's Way and right

023now the way that letter B is is written we are we'd be right for uh discrimination lawsuit because we're singling out just males and anytime you're dealing with a male female type of a situation it's it's it's got to be 50/50 all right and if we want to exclude biological males from participating in any female sports I think the committee needs to go back and have a conversation with Mr Macy I'm really disappointed in him he dropped the ball on this by just simply answering your question as yes which of the two things that we were asking a legal opinion of number number two the second one in be to me is a far more risky situation a than the first one is and he gave us nothing nothing to go on as a reasoning

024forg us an answer of just quote unquote yes so going back to you know adding in biological females allowing them you know not allowing them to play uh male Sports I mean there's examples of it we have situations right now in our school district and um and if we're going to to that distance that we're going to have something that specific in there it's it's it's got to be covering both both sexes and um and right now I think it would just be a matter of time before we we get caught up in a loss in here I have um you mened uh protecting the school from um harm 23 states have enacted this to protect women from harm and just last Friday it's on the news um a School in Massachusetts forfeited at halftime

025because of biological male injured three other girls by half time and I have a copy of the video and the intent of tital line to protect women and you can read I have it printed out and I have done extensive research and I have every State's rule delineated because it's up to it's up to each state in 23 States and I have every State's rules and girls can play on the boys if they don't offer it because it provides no scientific biological Advantage now a perfect example is what happened this weekend Haley creger was state champ in wrestling three years ago in her late class she could not compete with men of the exact same weight because the second puberty hits they're bigger faster stronger my girlfri is a respiratory therapist she works in Appleton

026they check bio male female because your lung capacity is that much greater just given your genetics women have fought so hard to come so far title mind is intended to protect that we are setting wom back decades and there are 23 States already that did all the work for us and uh Rey's um if you read section two of the kettle morine I read it all they tell you it's in flux they tell you it's in flux okay I want to ask you what female sport did you TR out for when you were growing up what sport did you I'm telling you you're talking about 23 States none of which are Wisconsin you're up toing does this as far as I'm just going to tell you it's not worth getting worked up over because I

027feel so passionate about this I'm not even going to get mad about it but I didn't have a chance to play baseball in eighth grade because we didn't have enough girls for a stockall team so I joined the Voice team I played the entire summer and I followed off two pitches because I could not compete and I know you mentioned it's a small fraction of people right that you talking about so I got to thinking about the math of this because there were six requests for the wi okay so if you have six requests and this person plays on three teams a year you're up to 18 teams affected if they play four four years of high school you're up to 72 teams affected that you either are going to hurt another girl playing or

028you took away spot no you go and you play 12 teams in a conference I mean your law of large numers say all of a sudden you sured your lot of small numbers just because the number of people affected on the dominal and I do think the entire landscape is in flux because these 23 states have only enacted their own bioms rules since 2020 uh I did not vote for it to come on of committee at the time the reason I didn't is because we hav't really received any true legal advice let me give you an example we've actually been at this for a long time the same question has been asked at least three times at least three times the first time it was asked in 2022 we got a three page a three

029page response from our attorney at that time that said you are violating law if you do this this is not covered in federal state law you would be in in violation of that violation by doing what by putting in the the statement you you have for B B2 well that's the same statement we sent to this attorney then we sent it came back in April of 22 a month later because we changed attorneys so here's our current attorney he gave us four pages on this saying do not do this this isn't violation of state and federal law where does he say Do not uh you want me to tell you what you said in our committee when you received this I can tell you almost forba I can't support this because I I can't go

030against my principles yeah because it has us because it said you can do what you're asking him to do what you're asking him to do for us so this little process started again and we're back at it December 7th we sent Mr Macy the request we sent him a second request this time from you Chris on December 30th because he hadn't replied but to tell Scott I got your Note February 1st he sends us this email and it's talking about the rights of parents to be informed of their child having wanting to transition and that the school should be required to do so and correctly so the state law but he also said which we failed to include in our change we should did not facilitate a medical transition he said be sure to state

031that word medical that's important but we haven't done it so on February 8th we did an email I think said you may may he said I recommended on February 8th we get an email back saying Chris said let what about the second one is that correct yes it's correct where's the four pages he sent us the last time I asked in committee so would he site what state FAL laws have changed that he's going to that he now sees this differently and quite honestly I don't care what 49 states do the only state I'm obligated to follow the laws on are Wisconsin if Massachusetts Oklahoma whoever they are want to change their laws that's fine but this particular policy is anchored in not federal and state regulations statutes and laws it's not in state it's

032only no statute 18.13 clearly describes gender identity is on that statute chis clearly cly I I haven't seen and if not it's on the federal one so all I asked of the committee was why don't we have a 30 or four page legal review of this citing the laws and statutes that have changed from when he wrote this in April of 2022 to why he now supports it because in April of 22 he said you should not do this so all I want before we move forward is I'd like the attorney to actually write us the reason he has behind this now I changed my mind you I don't think that's unreasonable are you making that as a motion I would hope I wouldn't have to but if that's what it takes yeah I make

033it a motion I I didn't I didn't get a chance to finish my comment well so so CHR first no she didn't spoke Kati he asked he asked if anyone else wanted to talk no you will be next okay but we have to follow Robert's Rules Terry has made a motion is there a second if there's no second Terry made a motion that we um send this back to the attorney for more uh more comment on the second part is that correct Terry yes I'd like the legal opinion similar to what gave us in April of 2022 citing the laws and statutes that guided his decision is there a second to that I'll second it okay so now we're into discussion of that and Mark you you have the floor so I don't want people

034to think Katie listen to me please that I'm against women in girl Sports I am not all right all I am looking at is basically what we just Terry just made a motion on and that's it if we want to have this type of verbage included in any of our policies I don't care what policy it is if it's obvious and it is to me and there was nothing nothing in this document this is the this is the review these These are the notes of that case that he gave us that that gives any reason for him to give us an answer yes if but if we want any we want verb like that in any of our policies it's our duty as as the board of of of this school district to make sure

035we have had good legal advice on it and an answer of just yes to me is not I don't have any problem if he says if this is what you want this is how you do it and he proves it to us that it will be defendable in in court I'm I'm fine with it right now it's not uh let me just um describe there as far as their state there was um assembly Bill 377 which is basically that part B little more to it um the assembly passed it it it it hasn't passed the Senate it hasn't been signed by the governor so it's not law but um the assembly attorneys go over that stuff before those guys even that was my whole point months ago when we started talking about this again as

036is that we're going to sit here and we have we've spent a ton of time on this we and I haven't asked for and I'll ask again for what our legal fees have been dealing with this specific situation all this time and and if the state goes ahead and just passes a law it's it's for not so why do why don't we just wait and see what happens with with the state because if they pass the law it it doesn't matter what our what our policy he says and nothing's and nobody's getting hurt in in the meantime how do you know because I i' run the numbers too I've done a ton of research on this I can I can give you information on the odds of of having uh a transgender female uh BM

037somebody off of the basketball team and so forth they're astronomical I mean they're just astronomical I mean the the number of students that are particip uh participating in in high school Sports this past year there was 78,000 females in the state of Wisconsin that were involved in high school sports I've looked up and down done all kinds of of of searching and the best information I can find is that there's somewhere between three and 16 transgender females that are participating in female sports I mean but that that means that for every 5,000 girls that are playing High School sports in the state of Wisconsin there's one transgender female which it's 100% if it's your daughter getting hurt or is your daughter who lost her slot my point is is that odd my point is is

038that I just I just think that Mr Macy owes us some information or we need a different attorney he the thing is that he had this information the night he met with us times does anybody else can I can I can I ask a simple question so this whole discussion is on B2 okay we move past B1 with the exception with an exception of of Perry's addition of U medical being added between facilitate a medical transition is what he'd like added in there is there any opposition to that I don't think it's necessary but okay if if that PES that argument can we set aside B2 for now agreed to move ahead and and and and vote on B1 and just to get that out of the way is that these are firsts nobody has

039any opposition to Medical being added no okay all right so facilitate a medical transition adding the word medical is there any is there any opposition to to a more um lengthy explanation of of Defense of B2 being given by our attorney does anybody that's the motion that's on the floor um my personal opinion isn't necessary he says he can defend it he says it's legal I so what's missing is the why like Terry said what Chang I never met an attorney yet who would say he defend you it doesn't mean all he's do is make money folks I'm just giving you my opinion the board is the ones that will make this decision there's a motion on the floor Terry made motion this is not I just need to make sure all of you are

042kitty corner from the Washington Center it's a school that the district recognizes within for students U that will thrive in the an alternative learning environment Credit Recovery to support graduation attainment within every five years the state of Wisconsin requires a revisit of the the document that authorizes the charter within knowing that there's a charter board that actively meets to support the functions much like this board does um but every five years the full board will take time to review the charter agreement and with the blessing continue to move forward the charter board itself has met several times and within your packet there were some highlights and rision that bring the current configuration up to speed if you will of the current processes that we look to have within that program any additional coms um you

043said everything very well and the board probably remembers I periodically give updates on the Catalyst that is a five member board um that exists within our school district and on the first Mondays of the month like Scott said the last two means they've been hammering this on out and they have made their revisions here they looking for potential support for this so that they can go back to their next board meeting um it would require the signatures of this school board as well as the entire Catalyst school board so that they could get recertified this process happens like Scott says every five years so they um work through the board smithing and you can see highlighted in yellow there your was very much part of that process as well some of the things that have

044updated last questions comments I just have one question I I've um how was the board for the Catalyst Academy become selected is there process involved in thatment of some sort or what is that they don't um publicly campaign and Brian you have more history in this and I do um the last since since I worked for the district it has been people that have wanted to join the board that have been willingly able to vacate and take over spots um yeah that was a question was how to who do they apply and who who makes the determination if you had a position open and you have three people does the board select itself or does it come to this board or is it an administrative appointment what is it correct me if I'm wrong Brian

045but it's been my experience since I've been here as people are looking to vacate their position they have um brought people in in the last couple meetings to examine and participate and see if they're interested in taking over the spot of the retiree exiting the board an acknowledgement of the actual group itself if somebody has an interest to be part of it they would seek the interest of of being part of it and be recognized that the at an appropriate time and state of in to the to the process is there a term limit not that I'm aware of no it was all in the original charter so back to Chris's question who actually makes the elction the board itself is um they nominate and they run for their officer positions just like you guys

046do when they nominate each other for the president and basically like self preserving there is in my experience there is not been any competition since I've been here and running for those positions on the board I don't know that I know my time meeting on the board I've never really that aware that anybody's ever asked for anybody to participate in that I can speak to when we first started both of them there was an Advisory board that was established as part of app plan for DPI and the standards were set by both Charters so whether that's been trimmed out of the charter that is in there I haven't looked at that part but there was a process for it it's considered an advisory it's um and it talks is it in there it tells you

047how they're appointed and then it tells you what their their cor do and it talks about the fact that they're um a teacher a parent of this like getting a well-rounded advisory Council so it's we some we may be using the wrong term as far as as board goes so as far as the bylaws John and Chris within that that it's recognized members serve a three-year running term from October to September 30th um the lead advisor and team me team member positions will remain as person so candy and Brian are actively part of that group as well uh no more terms will be stagered so that no more than a third of the board will be up for reappointment um to your question John all open positions are advertised when they come open all right

048within that interested governing board members should apply by September 15th if a vacancy occurs terms the board May recruit or appoint to members point before that their meetings are posted just like your guys's meetings are um a couple weeks in advance um posted in all the same locations as these board members though the current board at the Catalyst Academy is Susan Moore Natalie Dam she's one of the laaka County social workers Joe CER who is a retire from our district who still Subs within the district and she was very much involved in the Catalyst and section Casey Kaepernick who is a current teacher at Catalyst as well as Cony Ney who used to be on thiso so if I'm interpreting that correctly after three years that seat is open yes it's members will serve a

049three-year term running from October 1st to the 30th an individual can apply for to serve multiple terms WE Post open term that open position is posted in the meetings everything is posted in the minutes just like your where is um Jo they're posted out in all the same locations that these are posted out so okay yeah Library all the buildings Library individual schools all of our regular posting for these agendas our regular agendas the Catalyst board agendas are posted accordingly as well absolutely Bas the Catalyst um it's selfing well the self the the the catalst Arrangement is still underneath the authority of the school board corrected absolutely so if we ever deemed it necessary that and we are by no means in a in this position where if recommendation was to say we need to

050do something different with the Catalyst Academy say it's not functioning as it's intended to and if there was ever to change course and or say some some are our schools Clos all right and because there's you know expenses there's expenditures you know to sustain what we have this governing board will always be the the oversight of that you know should we need to make significant changes or come forward so it it sounds like it's more functions as an Advisory Board than a governing board okay I I have one additional question on page 111 um it was something that just kind of stood out to me as a as kind of a a question um the policies of the school district of new one and Board of Education which may not apply to Catalyst are as

051follows and it's pretty much everything except for student expulsion has been eliminated from that I shouldn't speak to that okay so in the original charters for both of those um we had to change a couple things for example um DV option two allows students to take tests instead of getting the credits attained so it allows us to have flexibility based on the charter based on the programs that are there based on the charter that doesn't mean that none of them apply what it means is if it's it's if it's in there another example is the date of the school day so if they start at 8:15 and they're done at 3:00 instead of following the same thing that is all determined by that Charter because it's specifically based on the needs so when we first

052appli for that the only way that you can get a grant is if you're showing that you needed a workaround to have a charter that allows you to sway from the acceptable policies of a board to try something different that's how school that are price marketing started as a charter that's how Next Generation started as a charter and that's how Catalyst started as a charter it gives you some flexibility also in the licensing of teachers so when you're considered an alternative education program or a charter school you no longer have to have the same licenses that you do in a traditional you no longer have the same EX exact requirements of attendance or things like that and we can choose to enforce them just the same but that's some of those things so Mr Yi

054establishes it as a charter you can see almost the same policies that would be is RBA so by calling yourself a charter you have waiver or wiggle room in those areas John I had student expulsion Struck from that because I wanted us to have the same authority to expel Catalyst student as a regular student bed Mr y any concerns about ring this contract um I suggested 97% of the changes so no it's evolved what Catalyst was when it started 12 years ago it's different now and some of the pieces in there needed to be adjusted to to meet the needs of our current student and staff and what we're trying to accomplish there so that'll just make sense for the [Music] day this is on our agenda just for review now tonight and then we

056in our salaries for staff I'm sure remember we had a couple vacancies this year one at the middle school and I'm sure some of you know that was unexpected that was position umer does inflate our revenue and expenditure uh from year over year because it's a onetime fund but it does Net Zero because when you spend it you get reimburse that is also noted in your pack does anybody have any questions just a comment question um correct me if I'm wrong but it appears like normally our carryover would be around 800,000 a year that it's pretty typical in the past of what we've done it looks like that's going to be substantially less as far as as getting to the end of the year like around close to 600,000 less is that um yeah each

057year is different you know with our projection so far to the year it shows 23493 that could increase Scott asked the same question last week the two things that create wild uncertainty in our budet revenues is federal Medicaid we get old fun 10 General revenue and special ed revenue for Medicade and we never know until the end of June that and unfortunately I wish I knew that we could get $400,000 more dollars there and it just offsets our budget and helps us that's we're just going on the best data that we have right now but you're right it's we're trending lower than we've had in Prior years okay is that a zero in the budget right now that that that no we try to use Trends from prior years so roughly how much do you

058have in the bud 500,000 okay thanks now we're ready for the next agenda item uh which is the uh R potential approval of the heist of the um High School leadership Staffing structure take a look at that um go ahead and give us the initiation then we'll F get a motion on the floor so board members I wanted to bring in public uh open discussion today of our current High School leadership structure uh primarily in our high school principal and what we know as our interim associate princi principal ex director and then our current me of students role and how that portrays into the student management within the topic summary uh gives an overview of this past year knowing that last fall at the lake resignation um board supported this interim plan to manage our

059high school admin leadership team and now as we are about two-thirds of the way through uh the Academic Year we'd like to bring forward a structure plann for next year uh knowing that that just doesn't happen overnight and there are phases that would go into It ultimately looking at recommending three individuals or positions again with our high school principal and Associate principal activities director and then the third position would be recognized as an academic success coordinator within the high school structure so over the past several years U we've had that model of High School principal associate principal de of students and they've had various roles and responsibilities to see that the business and the functions of the building uh take place as well as meeting student needs on the second page you'll just see just

060a brief overview outline of the anticipated World responsibilities that would come forward with these three positions and how that would play into that um knowing that uh this year has pressed us from um past years in the sense of supervision evaluation and some point in time there was conversations about just maybe the accessibility of our leadership team within the high school to touch Bas with whether it be students or families or Community I'm very proud of what our team has done this past year uh to meet that in my opinion we haven't skip de beat and uh Student Success is very much there when we look at what we've been able able to accomplish but going forward uh we'd like to bring forth these three positions and have the support of the board uh to

061start a process to identify what that might look like as we move forward for the 2425 Academic Year Mr y I asked him to join us tonight and uh Brian's name is on this topic summary as well if there are any particular questions on the specifics Brian and I be formally monthly informally all the time and uh this is a question that comes up as part of our agenda how's it going what are the feedback how's the team responding what are the strengths what are the weaknesses and where we at um the great thing is that the current team that we have in place hey they're all great people hard workers and they're exceptional at what they do okay so that we've been able to stay uh in a very positive Place uh this year

063think it hurts to ask on this but we have a great high school and you know we have a great staff we have great students and and great families that didn't happen by accident you know it took leadership building a culture and getting people to believe in that I think what we noticed this year is having two and a half people we we did Rob Peter to pay pa so Riley schler picking up more admin duties had a negative impact on the counseling role of working with kids oneon-one academic and career planning or picking up the mental health pieces I've picked up more student discipline more student management more management type duties and less instructional leadership duties haven't been in classrooms as much with teachers mentoring new teachers working with our staff so it's had

064a trickle down effect that I don't think we noticed but I did a slot assessment with parents kids and our staff and the things they laid out in our threats and in our weaknesses were things that used to be a street a one-on-one academic and career counseling always Supervision in classrooms more so some of those pieces that we built our culture on maybe the the new person not notice but it was noticeable to some kids and to some parents when they expressed what they wanted to see us do better so you know I the threepers team structured the way it is with a with a third person being an academic success coordinator really focused on taking the big ticket items off the counselor's point so they can focus on one-onone academic and career planning meetings

065with kids and then the mental health piece and the addiction piece have skyrocketed we know that so for two and a half of us to manage those pieces has been rather difficult so my suggestion if we want to continue to move our high school forward we want to continue to be able to keep teachers draw families in and maintain the level of expectation at our building the best model is what I have presented in of does that go back to how it used to be or did you edit anything I didn't have a old one to is it is it really the same model yes but we've looked at where that third person really needs to be the the AP a position 10 years ago that could have been a nine or 10 month person

066right now Sports now run until the end of June and they start in July that person can't want a teacher contractor 10 up contract they need to be a year employee because the clubs and activities and the sum of pieces are now year round for that person the academic success Coordinator would focus on again counseling piece taking the big ticket items so counselors can focus on kids AC academic Inc planing mental health addiction parents that communication with parents and then I can get back into in the classrooms where we need instructional leadership with teachers we don't have good teachers if we're not needing the curriculum standards if they're not tied into how we want our building to run our building doesn't run very effec so that's the that's the the thought process behind the positions

067looking forward we can do it with two and a half we we prove this year we can manage you know we'll all stay married at the end of it but it's I think it's noticeable by kids and some of our parents that it's not what it was the kids that I've talked to this year they've commented about how it's almost impossible to get an appointment with a counselor amen and and that I know you and I have talked about that and even if we hired three more counselors we still had probably be short but I mean it really came appearent this year I counted today that 17 office visits from kids on high needs visits their drama social emotional issues mental health issues addiction issues searches we were doing like that's that's a lot and

068those things don't they can take 30 seconds or they can take an hour of your day so I think that's the one day it might be quiet the next day you're you're just managing all those pieces again I didn't step in a classroom today I should be with teachers a lot of the day making sure they're meeting our standards for instructional content and Leadership those other two positions should be managing some of the other pieces in that building that it doesn't happen every day it's awesome that you guys you and your team recognize that and that even though your pride might hurt you still brought it forth to be like we could do better well the SW assessment I'm happy to share has shown us where our deficiencies we do a lot of great things

069y um but kids getting in front of counselors education's changing rapidly and they have so many options for schooling or apprenticeships or just all these things and we have to stay in front of it and you have to sit down with a kid you can't just send an email and expect them to read it number Mo r or process it and parents are the same way parents are busy and they don't go all the things we have to offer counselors have to sit with the kid and those things and be able to to walk them through the process right now we're working on a very pregnant counselor and a halftime counselor well good job to you and your team Brian one thing that came up I mentioned was to you during the new last interviews

070since I have and these were the seniors coming out I think you you heard the same thing your go mentoring program and then you implemented fulltime which for those who don't know is seniors mentoring freshman coming in and I think that's a critical component because you have a probably an 8020 scenario where you've got 20% of the kids need the counseling at a very different level 80% sometimes just need a partner a big brother a big sister who can come down and say well this is how works and what are you having issues with maybe I can help I think that's a phenomenal program and shows I think a lot of growth and maturity out of our students that they they all took it very seriously these were their kids and uh I was just

071incredibly pleased to see that and I think that's going have be a big part of this too especially uh the fact that that continues all year long it's not like they're a mentor for the first two weeks no um they tried to meet with them pretty regularly yeah and um I think they they commented about how that's a reason for the uptick and participation in clubs and things of that nature just pointing them in that that direction getting them involved in school right away so potential um questionis so the first two positions the principal the associate principal activity director I assume our um administrative license is the third one IDE just a question not required it's it's beneficial to have when it comes to evaluations or making a call on a suspension with a parent

074doing review it and give us a audit back saying where and what can you improve upon and how might you do that and uh they've given us that that code on that as well and I believe the cost that they gave us was 9700 um we asking to get approval tonight so we can get this process kicked off it's about a 3mon process to getting us a final report which would come to the board not just to the committee and show the uh the board where where we might where we're doing things well we hope and also where we need to improve so I'll turn it over to my other connection committee Partners here if they want to add and chime in I was for that um that quote I thought maybe it was part

075of our it wasn't part of our agenda but they did a good job of breaking down the number of hours that they were going to be here it's P0 it is yeah okay 130 is the the numbers 140 content as well Y and you can see that you know um it's it's working through a number of different areas but again um it's a pretty in-depth process and um you know and one of the things we talked about is is that we have a lot of video outlets right now um VI basically Facebook and Instagram and that's what they're going to look at is to um basically clean I think clean that up if it needs cleaning up correctly I'm wrong on on that you know um and you know they talked about the the challenges

076of having a lot of outlets like that and what it can what it can do to the to your communication um and and that so sure I think one of the takeaways that the group brought forward is that when this process is completed the connection committee and then with feedback and potential form approval of the board the idea of having a strategic communication plan for the district to be knowledgeable kind of like how we talked about our Gart you know in the month of August we're going to do this in the month of September we're going to do this so that it gives the direction just speaking off the cup if we want uh two video productions that promote the school district of in London we're going to Target November and February you know hypothetically

077speaking we have open Ro starts in February makes sense to have that if we're going to have um written Communications that go out to our community this month that month and set up a schedule so that we know exactly where and what and what those expectations the other piece that I think is very critical of here when they come in and do this audit they're going to be interviewing individuals from our district uh whether it be the admin staff teachers as well as community and if um if this is approved and it moves forward on the 13th when our connections committee meets again Lisa s the executive director of their commun a group from CA will join us and we'll start having those conversations who should be bringing into the audit process to gather feedback

078our engaged connection continuous Improvement strategic plan fits perfectly with this all right we've heard through some of the school perceptions data we understanding and knowing and wanting more information this is just another great way of that communication process to help us be as efficient as we can when we make that investment to communicate with our stakeholders so I think this fits too with the environment that education has been in uh particularly with with moment coming in in about 2010 that it is no longer this is my community here are the Border Lines if you live here you come here it is it is now literally a competition for you know people to stay first of all and IDE people to move in and I've heard a couple of different times rightfully so board members say

079we're worried about about our student count uh it can have a significant impact on how the district moves forward what it can do what it can't do in terms of funding and budgeting and mid rates and on and on I think this gives us a really good view of how to compete in this new Marketplace because that's where we are and so uh the funds are available to us a couple different ways the connections committee has has about $15,000 that each year is is allotted to them to work with we've used it in the past I believe all the board members here have seen the the Google analysis we did when we were running Google as with Spectrum yeah and then did you have a year off where we didn't spend anything last year we

080had a partial year I believe last year and we did not renew it for I know that talking about you're over because I knew you have a budget I was curious each year that budget goes away so we right and rightfully so so we haven't spent anything this year as of yet but we also had talked about the potential of having cisa is giving for terminology so annually on as District participating C cesa Services uh they develop a CO a co-op STP that is recognized back to the districts for districts to utilize on new incentives purchases and this would be it uh last year I think we had $6,000 I believe that we had a co-op dollar amount back 8,000 okay and then the prior year there was a stien there that came back in

081Co-op dolls regardless it's anticipated when I called the last week to see if they had that number not quite yet end of March April but they'll be identifying the potential Coop dollars there will be funds that we can allocate from that this is a new service from that so the 9600 whatever doesn't include the rebate that could be coming correct correct yeah so if it's like last year it Joe was that number last year again 8,000 yes a little over little over 8,000 so regardless we have the 15 to work corre so cost right I think the the benefit of it to the district would be significant and that I I wouldn't want to belittle the job done by anybody but we're a little bit of a scatter graph we do have really good things

082but we do them without a master plan per se and we do them without any feedback from somebody else saying you know you could do this better or we'd recommend you do that maybe you don't need to do this over here um crudos to everybody who participates and does this work in our district because it's incredibly valuable but I've never worked in an organization on the marketing side where we didn't have a master plan for every year as to what we were going to do and what what meetings we're going to use and what was our message going to be and when was it going to take place and I think this would take us a long ways towards building a more efficient more effective communication model than we we currently have and that's again

083that's not to belittle all anything we're doing because we're doing a lot and people are doing their best and often times it's done very well so what we're asking as a committee is to come to the board and say we'd like approval to to start this to allocate the $9,600 $9,700 and contract with C6 to initiate this analysis that's our proposal it's basically a SWAT yes I have a comment gu so I mean as far as as gaining students from this endeavor I I'm I'm a serious skeptic of that because they they're not just working for us they're working for every district and they're going to give them the same quality advice they give us so we're we're kind of working against the house there actually John they're not you only get this if you

084contract for it they are not getting this information out as part of being in cesa this is a payto playay com and game I think Hortonville was the only area school around us that that had that had the had particip and maybe I'll be wrong but I just have a hard time believing that we're going to get $10,000 worth of good to the district out of this I would agree with you John not that not that that's a negative yeah I I just I just especially where we're at with the way budget is going um I and I and I'm not trying to impact anybody else's vote here myself I'm just very concerned anytime we're spending 10 grand on anything that I don't see where we're definitely going to get it back so I felt

085the same I felt the same way as you initially I think um just because like I really think Brian's quest for an extra edmin is um quite Justified and we're probably in a place where we should you know five dollars here and there adds up every day but um it's the money that we have available like is it just going to go to waste if we don't use it this year like this Co out money like unless there's another new service what other new service I was trying to say like what happens if we don't use this like does it just go away does it come back next year no it goes back to the Consortium through seers how much the 10, close to 10,000 between six and eight that's not determined until the end

087that with the people from cisa that there's a lot of parents there's a lot of a lot of taxpayers who never been in our buildings they don't know what's they don't know what's going on and um and and that's part of that's part of what what we're going to be zeroing in on with this from what they showed us of what they've done for other districts I was I I really I really like that and then like Scott mentioned you know having a having a plan I mean our connections committee didn't meet for a year that's a perfect ex of not having a plan we didn't do anything you know and um and if we have a if we have a plan and we have a schedule you know with people that know what needs

088to be done you know well I was thinking like um the people because I think Mary um dick does like a really nice job asking people like for stories to tell um I don't want to tax her with extra duties but like I didn't know who you are thinking of including we don't have a person right don't have a marketing person so ironically today we had a tech meeting and the number one identified threat was communication and we talked about the fact that Katie manages the website Mary does Facebook we do these but they're all held hostage by waiting for things to be sent to them like it's not a here's it's not a directed we don't have a theme we don't have a whatever those kinds of things and then also there's not really

089a guiding thing on there so I was going to bring it up a director team but I think one of the things that I'm looking for as a benefit from this from what came out of that meeting is we we ticked off all those things when they came up we started doing the social media we did the best we could we did that but we haven't had the time to do an evaluation we don't want to tell her she's not doing a great job because we don't want to tell anybody they're not doing a great job we don't know what they're doing and we also our or chart or like our structure you we have too many people dipping and doing this can we be Consolidated can we tighten that up out of their efficiencies

090where it becomes automated so you know Leslie B is doing open enrollment and she's doing 4K enrollment and we're doing this but we do it every year is it an automated system that now takes eight hours off the clock so when you're saying where does that money come I don't know that it's going to come from a student I do think it's going to identify some efficiencies that say you guys are wasting time doing this you're wasting time doing this you know knowing if our bulog bulletin is is got a reason what is our purpose what should we do who's the target audience for this who's our target audience for that what's the group that we should be doing and getting that feedback is going to help us take it forward and I think the
