002that have been raised and where they went to this year so I'll have you step up and hello welcome hi my name is Stephanie fryo and I have Michelle riti with me um I am the new president of our PTO and Michelle is the vice president um we actually are there are three of us who are remaining from last year everyone else has rolled off and so we have our treasur Remains the Same Michelle and I took on some new responsibilities and we're really excited to see where we're going to take the PTO and all of our fundraising for next year um I do want to share with you some of the things that we've done and that we've used the funds for over the past year um we've actually made a really significant impact
003with uh our music programs dances PL playground equipment which is really amazing um classro impact is the the other thing that we're really focusing on so new books and teacher grants so I know that we had had one uh round of teacher grants in the past and over the last couple of years we've been doing two rounds which allows teachers to get more for their classrooms in the beginning of the year but then also uh when they start to really get into the groove and realize what they might need to enhance those kiddos in their rooms they can do that with a second round of Grants um and we've been able to be very generous with those grants which is really exciting um we haven't had to say no to many which which is fabulous
004last cycle we didn't say no to any of them we said yes to every grant that was uh given to us so that was pretty cool um I guess I didn't ask did everybody get the slide deck in your packet there okay so I'm moving on to the 2023 24 distributions so when it comes to um the distributions we have allocations for each of the schools um and we projected that we would spend just over $135,000 um if you go to the second the next slide please the funding details that we actually spent um or that we actually raised were $7,800 so you'll notice that we spent a little bit more than we had uh raised this past year so we were fortunate enough to still have some funds in our pot of money from
005covid and some of the other things where we didn't spend as much um and we're using those funds now to continue to spend down and our goal is to spend down as much of those funds as we can um and giving a lot of that money actually $75,000 to the pl playground um and I do know that there is still a little bit of an ask out for that and so we'll see um what we can continue to contribute rute to that um with regard to the funding sources that we have um we did two fundraisers bigger fundraisers last year our main fundraiser um was the raise craze and we used the graduate profile points so trying to really engage that graduate profile in the concept of fundraising and then the second thing we did
006was coin races which the kids really loved that's um a couple people came in with $100 bills didn't they they did they did which is really neat the kids really got into that and brought their own money and participated in that so not only were the parents participating but the kids did as well um we also have uh spirit Knights like Culver's and um Jersey Mike's this past year we have um we had a couple of corporate grants um Meer my yeah Meer was a corporate grant for us um and then we do sell the student directories and then a couple of direct donations um and one of the points that I want to make here is we do know that we need to diversify our funds a little bit so it will be interesting
007to take a look at more grants that we can get especially when it comes to some of the funding that I'm hearing that the schools are might be asking for some support on um I'm already trying to brainstorm and our team is brainstorming how we might be able to get that money outside of just fundraising and asking parents for money we also want to switch how we're doing the fundraising so last year we did a Big Spring fundraiser but there was a lot of asks out and it was a lot lot of hard on the Pak families so we're going to transition our bigger fundraiser into fall to try to get more funds um can you flip to the 23 24 year in review slide oh you have it very cool thank you this is
008our first first meeting here we're getting used to the equipment doing great thanks for the grace um our primary focuses um for 2023 24 were our fundraisers um teacher Grant and then strengthening the existing Partnerships that we already had so for example uh Kyle from Culver's is an incredible partner to us uh he re has never said no to anything and continues to tell us that he'll do more uh he actually offered up the fifth grade promotion lunches we didn't even have to ask and he's offering that so we will continue to strengthen our partnership with him ongoing efforts um more Community nights out so we're looking at what other part parterships we can have um communication enhancements so we've utilized the newsletter in the past um and one of our focuses this year is
009going to be how do we get more parents engaged in the PTO um from a social media perspective or some way that we can get to them because I'm hearing I hear this a lot like I didn't know about that and even though it's come out in a bunch of different ways we're trying to find a way to get people engaged sooner in that process so we're taking a look at our technology we're taking a look at when people are opting in or opting out uh of information from the PTO and we'll continue to drive that with them um and then strategic planning uh for us we just had our meeting this past month and it was really cool so this group while very new has a ton of energy a ton of ideas they're
010enthusiastic about giving back and that's what we really need right now the more enthusiasm the better we look at um how do we engage more volunteers as well so inad of just the PTO doing the work how do we engage more parent volunteers to be engaged in the process um and then diversifying our Revenue sources as I mentioned things like grants so Meer is a big box store there's far more things out there for things like mental health um providing more access on playgrounds should that be something that comes up whatever it is that we need there's plenty of money out there we just need to go find it and write those grants anything else to add all right so for us I think that wraps it up does anyone have any questions I had
011a question on the student directories yes who are we selling those to parents so without that they don't have access to student directories but that they buy it correct they they do have some access to information inside Skyward if I'm not mistaken but they they in order to get the list of everybody who's opted in that's they would have to purchase the direct yeah so those those are published in at time of registration if this is helpful um you can choose to opt in or opt out as each family completes registration if they want to be um have their information available in that directory so that's if so parents like to have those things if you know their kids have friends they want to plan events those kinds of things and they have contact information
012for other parents but it's purely voluntary for parents to choose to be included so the the amount of money is showing here is the net yes so you produce the director yourselves we produce them here at the school yes thank you you're welcome yes question obviously thank you thank you thank you for all you do to help raise funds for the elementary schools uh just a couple questions on the community night and obviously culus is very generous in terms of that Jersey miks but have do you have contact like with the Bubbas and or Chick-fil-A are they interested in supporting things too or is that a different group addresses those but so we were going to reach out to Chick-fil-A and see if they wanted to partner um we also maybe looking for some pizza
013options different local businesses um to see if they had a night that they wanted to because it's significant staff that they need to plan for and when the community nights happen should shows up like so we want to make sure that these restaurants actually have the capability to put these shared nights on but we are reaching out great so previously um a large Financial lift was like the pl playground looking forward to this next year is there a project that you think will take a large sum of the funds that you raise I think that that's to be determined at this point we have information that more will be coming in the next probably a couple months so by September for sure we will know uh we found that when we're raising money for something
014big people tend to give more when they have something that they're really excited about I think when we just ask have a general ask it The Giving tends to be the gift giving tends to be a little bit less so yes we're we'll be um sharing all of that too I think that's part of the communication as well I think that brings up a really great Point how can we do a better job of sharing throughout the year what we've raised what we've given money to and how it's impacting our kids and Stephanie I plan to meet with the principles and the vice principles for each of the schools and kind of talk about what are your needs what are you going to be asking for so we can get that all going awesome thank

017professional development uh wing of their operations so just want to recognize Danielle for her years of service uh to this board to our school district and community else Mike are you going to do a brief summary of your a few things in terms of the administrator's report um just a couple of highlights uh we're engaged today uh and again acknowledging people like Danielle um Sandy Kowski um Danielle anybody else I should highlight specifically with leadership week yeah Chef Clayton um uh and we have that have supported our our leadership week as we've talked to this board before this is a really important week for us this is where the entire administrative team spends uh four days um doing um a lot of planning and preparation analyzing uh our existing uh kind of performance and progress
018uh today we we spent um some time certainly debriefing on the results of our um three-year strategic plan that we're closing out from the 2021 to 24 plan and begin the conversations of drafting new uh goals and action plans for the 24 through 27 three-year strategic plan um so we do that we spent a lot of time with Candace today reviewing our results from the year some things were a little delayed for us coming in because the state isn't releasing some of our assessment results but we had a good conversation about a lot of our data we have some uh big topics we're talking about everything from issues including behavior and bullying to uh approaches to handling special education those kinds of things are are highlight topics um of this week um and we do
019a lot of team building so the way that the team performs the best is if we invest and the Dynamics and the relationships on that team so that's a big part of it so leadership week it's always uh it's there's a lot that happens it really helps set the stage for the upcoming school year and so uh we'll be running that through Thursday of this week and and we're off to a great start I'm just sharing with the board that right before this meeting it's my double meeting night I had my first meeting uh sitting on the wsha County Technical College Board um so I had the privilege of being appointed to that board so I've started my three-year term and and tonight was my first uh meeting there at highlights that we have an
020upcoming event in partnership with WCTC in the New Berlin school district and that is August 6th August 6th is the artificial intelligence Symposium that we're partnering with them on wctc's quickly become a leader Nationwide uh with AI as they are constructing a new AI lab um on that campus so looking forward to being a part of that and and as an opportunity to represent K12 in the region and certainly um any opportunities that we can grow Partnerships that'll serve our students um just a quick note uh with some of the leadership uh movement that we've had here in our district with Danielle moving on and and Anthony coming on board here tonight pending your approval um uh we have obviously new associate principal will'll be bringing in to ASA Clark Middle School Katie is doing
021a really good job with that um we have already I think 45 applicants she said earlier today uh so a very strong pool that um she's um working through and so that process is moving forward uh very efficiently and we hope to have that kind of wrapped in the next couple weeks um and again I want to as I saluted Danielle I'd also like to welcome Anthony pizo to the table for his first meeting um in that role of assistant superintendent of teaching and learning so that's my report i' take any questions that you might have this might be a question either for you or for Daniel we wanted to attend the program at WCTC are we signed up or do we have we are signed up and you've got the program agenda is already

026be the beginning of it take this the report card do not have 4K data on it there is no 4K data on the school report distri so that you know right so we'll wait until she brings that up uh my next question Mike is on the uh legal bills okay and now are we talking about the June da report again the 26th yeah you had uh these were right and my question is why do we have three accounts with this legal firm well there's different categories I don't know if they're different accounts John I mean there there are accounts or there are reports depending on the purpose of the legal services generally you see um and they're listed under different attorneys so mjf is an attorney who generally John works for for um things like
027employee benefits um those kinds of that kind of advising um service then you have uh Brian Waterman is bjw would be his initials um those are things that so that might be specific to Personnel issues of concern um and other kind of advising if you see an rwa that would be Renee Waterman that would often be student discipline and special education so you might see different attorneys listed on those bills that tend to specialize in different kinds of services I see three different account numbers for Pewaukee and we're P excuse me we're Pewaukee Public Schools is there a reason we are not PSD with these folks in terms of our our entity that they're building they're building Pewaukee public schools and not Pewaukee School District what is just think that's the terminology that they use
028in their building okay billing uh so my my my question is still we we have three separate account numbers and one of the bills uh contains two separate accounts and then it gives us one bill so one of them is added together so I've got uh an an amount from one account an amount from a second account and they comprise one bill and then on the other accounts they are their own bills but it's all the same Law Firm okay so I'm not understanding what we're doing there any lights you could shed would be wonderful why they have different account numbers on there why we have three accounts with this one firm these are I would imagine their account numbers not ours so it's their accounting system I don't know the first four digits would
029be our entity account and they're the same for all three of those the second five um I'm guessing are linked to the attorney because that's where there's differential in the in there and it's based on the rates of each different attorney that you use thank you Google I'll help you I'll help you find it Tammy card 20223 that Big Blue Box click into that and then you get to pick actually they'll ask you which district can you project my find it um I had another easier question for you Mike what is a rating call John you want to talk about that sure um when we when we go to issue debt one of the steps in that process is to have a rating agency to evaluate the financial condition of the district and what the
030past and future performance of the district is going to be in this case we use Moody as a rating service and the ratings call is the process that you go through to determine so that they can grade you based on a scorecard and issue an opinion of your debt quality okay and that was a phone call which is why you and Stacy are on that because it's debt okay um you had we had in that uh in your da report a restraint and not sequester seclusion uh report do most of them were um special ed do parents of special ed students have the option to take their children out of the school what are the what are the guidelines around that does a parent have the right to take their kids out of the school
031special ed yeah yeah any and and not put them in a school do they have to be in a school uh there's State compulsory attendance laws the parents would have to work through so they would they could certainly take their child out of school put them in a different school open en roll they could homeschool they would have all those opportunities okay yep good good okay we got so uh so the top one is Thea and if you go to that second line there all the way across I think we're looking at 25.6 and 8.5 and where's those last two numbers so we're doing Top Line excuse me top graph Ela and all the way down to the very final column and it's the second one below because the very first set of numbers is
032for the state and you get you've got your proficiency you've got it excuse me you've got Advanced then you've got proficient then you got basic then you got below basic the basic and Below basic to my math tally to 34% for the school district my question and what Top Line is for the state by the way the top lines for the state sorry Mike tap line says all students K through 12 State correct the nine below that is okay just making sure I'm following which line you're looking yeah you can see the numbers 25 point and 25.6 and for basic yeah is 25.6 right and then below basic 8.5 Right add those two together okay and we're getting 34.1 so um that's the DPI data for this school and it's been consistent for 15 years
033my question to you Mike is uh going forward when you folks come in and do your presentation can you square that data with the kind of data you put forth in the uh K4 report in your da and you don't have to do it tonight but that's that was my question we can certainly do that when we do the data reports in the fall and again as I think has been explained I mean you're talking about different assessments so those these These are based on the state assessments the star data is our um uh assessment that we utilize and different assessments have different purposes the thing that's really effective about star is we can use it multiple times in closer sequence where this is one annual measure the benchmarks for proficiency are very different we
034talked about um you know it was about 11 years ago where the state substantially raised The Benchmark in terms of what proficiency was to a college readiness standard um and as we know from our presentations peuk is one of the highest rated school systems in the state of Wisconsin in terms of those test scores so where we used to have ratings of 80 and 90% proficient the only substantive change that happened is the bar was raised and the in and in fact if you convert our current data and I can have Candace work on this um to the old benchmarks our scores would be higher than there were 10 years ago so go ahead Danielle right right so we don't know if the standards going up or down they're changing this The Benchmark again for
035what proficiency is in fact they're changing the terminology that they're using as well um so as as we have in the past you know we show you multiple sources of data it could be the Wisconsin forward exam it could be state report cards it can be ACT scores it can be star assessments so there's many assessments we always try to give you multiple data points because no one data point tells a complete story of anything um so this is one piece of information and and it is an important measure as it's obviously used on the the state report card but yes to your question certainly we can we will provide full analysis of all the relevant data for you when we present that stuff in the fall is the star data part of the the
036state report card no okay so the public knows this this is public facing yes correct right so when the public is saying the peuke school district is gr is having an annual reading rate which is generating 34.1% of its students that cannot read proficient it's not what the data says that is not what the data says no it's 34.1% below you are equating proficiency with literacy we've talked about this before it does not say that these kids cannot read I didn't say that I said below Prof you said this tells the public that 34% of our kids can't read I didn't say I said below proficiency that's yes Danielle I'm wondering if we could help Mary out here if you could lend some expertise to the terminology that's being used um proficient basic basic for
037instance in Reading doesn't say a child can't read it's just saying they're not reading at top level could you just maybe help Mary to understand those terms yeah one piece just to clarify on the forward which is what is in this is state report card is is that there's multiple categories that make up the ELA so five or seven categories off the top of my head I don't recall how many but if you if a student falls below Proficiency in really just one of those C categories one or two of those categories they will be in that basic so they could be Practically Perfect in all the other categories but just one notch below is going to put them in that basic category um so how they do those those kind of cut scores is
038a little different in that regard um so that's actually why the state is uh part of the reason why the state's changing the language of the categories for this coming year to more accurately reflect what it is that they're talking about so that basic is going going to um uh be called like approaching now right so your approaching proficiency um um and so they'll be changing some of that verbiage as well to be able to give more clarity that you know of the five or seven categories that there are conventions Craft instructure um word word knowledge that you know again if you fall below that proficiency and just one of those categories you could be considered basic and my apologies Mary if I misheard you CU I thought for certainly that I heard you said
039that that they can't read and you were saying proficiency right the word proficiency you you were right there on before I got it out so that's all right um so yes we can to your question we certainly your chart here is from 2019 I think which chart yours da report no that was from this spring oh these go back to 2018 it's a five year Trend yeah yeah yeah so that's a really strong chart and this is saying a different story and this has been this way for 10 years I I I've I've understood the the argument that you are saying about you've changed that but that was 10 years ago it's still this way for 10 years running and we're not addressing this that if you're saying that that's wrong then we need to
040know why it's wrong and we need to stop doing that because that's putting out faulty information yeah and I would respectfully have a different view on that no one's saying that it's wrong what we're trying to explain is that they're different measures with different benchmarks is it your position that you don't know how to measure if a student can read or not after no that's not my position what my position is is that there's multiple sources of evidence on how our kids are doing the star data that you received from 4K using the same assessment with the very same assessment with students over four years shows that their Prof that their proficiency and their understanding is improving and has consistently for five years that's what that information tells you using that assessment the state assessment
041shows similar kinds of things which like any source of data you put into context you have to look at it against comparable data because a number like 65% or 95% or 30% is only relevant when you put it into context we've talked before in baseball if you hit a ball 30% of the time you're doing outstanding if you're flying a plane and you only land the plane 95% of the time you're not doing very well so you have to look at the data in context of and so when you look at our reading data on the state assessments we don't deny that there's a room for improvement and we do work consistently to improve our students literacy and their their proficiency on those assessments but the Ben benchmarks are different so you have to look
042at those Assessments in terms of what that information is is telling you and so that's why you get things like how do we compare to the rest of the state so that you can assess is 67% good or is it not so do we work diligently on kids who are not with not meeting proficiency on reading of course we do but those are things that we we have to understand that different sources of data it's not a it's not a Apples to Apples compar to take two distinctly different assessments and compare those compare those numbers to each other so one might say 86% it's a different assessment than one that says 67% that's all I'm trying to explain I'm not dismissing either or saying one is more accurate than either so we use lots of
043methods to evaluate and assess how our students are doing I would just also note that um you know while I agree that there's room for improvement um that we have raised the Proficiency in English language arts by 11% in the last three years districtwide on the forward exam um so we have seen we are in the top 5% of schools in the state on our Ela proficiency on the forward exam top 6% in the state in math um again room for improvement absolutely right there's always going to be room for improvement but um it hasn't stayed stable we haven't declined we've been we've been increasing would do we want to increase more rapidly yep that's what we're talking about this week we had those conversations today we we continue to set action plans uh Anthony
044and I were just working on one uh right before this meeting but um we we have been growing in the right direction uh Danielle I'm I'm not sure what this is the forward exam we're looking at well this is the state report card this is this is the summary of the forward exam for grades three through eight so the last three years are a flat line what data are you referring to uh the forward assessment that I'm looking at right now shows us at 55% 3 years ago 61% and then as you said 64% of proficiency or Advanced proficient or Advanced right okay that's kind of possibly a narrow band but when you put them all together when you run a 15 uh what is it a 10 year of that graph and you're standing
04520 feet from it it looks pretty flat so you get small variations so you get a little but you're not there's not a trend there at any rate thank you Mike that is what I wanted to I wasn't sure where this spectacular reading data for the 4K wasn't translating forward I can use that into that data so I wanted to know why not your questions are very good and I think we've had discussions and conversations regarding how to look at and assess data that was presented in the da report which is the four-year-old kindergarten program which is not included in anything in terms of the DPI standard report card that's out there and also we have had conversations and regarding looking at the English language arts and that's the key thing it's English language arts
046there's multiple Dimensions to that and you and I have had some conversations about the importance of really understanding what goes into that so when I looked into it I actually took a look at the actual exams or sample exams that are being given to third graders fourth graders fifth graders sixth graders seventh graders and eighth graders and and I've talked to Danielle about that understanding what actually is being assessed and that's a big part of it and you're looking at the numbers but the numbers don't tell the whole story I think it would be helpful if we had a conversation and could go in and look at the actual assessment tools that are being used because they're more comprehensive than just strictly reading if you will so that's why we object or at least I
047object to the idea that it's a that they're not reading proficient they are reading proficient but there's a writing component to it there's comprehension components to it and a lot more to it at a even at a third grade level and that's where I think we could spend more time with it and I guess maybe in on behalf of Bren this is a topic that we really need to have on an agenda item if you want to do it or the other thing strongly suggested would be spend some time with Danielle and I would be glad to sit in with you uh to go through it and really make sure that we have a good understanding of what the data is but also understanding what drives that data in terms of what's happening to it
048and unfortunately with the DPI we we should be seeing already the results from a year ago we don't have them yet because they're not going to be released until you said August which means that they may not be available for the public until more into the October time frame so if we've got an issue with the results and data it's kind of happening in Madison that we're not getting it back because they're redoing and revamping the whole scoring and the the cff points for whatever it is the advanced and proficient and basic and Below basic kind of scores that are there so I mean will definitely want to answer your questions that's what I'm trying to say we definitely want to answer your questions but it's not something that we can just kind of like
049randomly do at a at this meeting tonight because it's not on the agenda so and I would recommend the question was regarding the da report well what I would recommend as it relates to this there's one and if I would I would just push back your uh well the da report that you referenced was reallyit from the last meeting it was from June 24th that's a different difference right and and again this isn't an agenda item and governance rules say that we do have to stay stick with our agenda this is pertinent to the DA report I'm not saying that it's not pertinent Mary well you're bringing it up as if it isn't if this is something that you want to discuss more fully we could always put it on an agenda for an upcoming
050meeting to give some extra time to it but this is also why we always recommend um before the meetings bring these questions out ahead of time because otherwise we take time trying to find graphs and information and if we had those questions ahead of time we could be more prepared but again it's not on the agenda so I I think it's time for us to move forward so Larry to your point about uh or Mike's or or Danielle's that they are revamping these stand these language or whatever you're calling it they've been in business teaching reading for over a hundred years what has it is not a very good come back to say to the public sorry we don't know how to talk to you folks about how to tell you if your child can
051read I understand we've been in the business for a hundred years but we still have to revamp it because we still don't know what we're doing that's not a good thing for me to have to go back to the constituent constituents and say when they bring this forward to me I'm looking I don't know how to answer them when they say look Mary this is what we've got coming out of these schools this is what they've harped on in the Milwaukee Public Schools hugely this is what they're using to change that because you don't like the picture it's showing doesn't really talk to the data at all and it does raise a question why can't you get your I understand what you're presentation correct in the we need to kind of pause the discussion for
052tonight and if we want to go into it we need to move on to another agenda or at another time so well we don't often have mey discussions in these board meetings we have the pl not the PLO we have robotics we have all sorts of songs and dances of marketing presentations what this board does in front of the camera uh as a group that is substantive is very very little and I had another constituent come up to me and say he had actually written down all the minutes we spent on doing pretty much nothing so I don't mind that it takes time it seems to me a very important thing it should be something we should be doing in these meetings we can skip the salutes and salutations once we can skip the learning
053that is the same thing every year I thought I was in deja vu last meeting it was the exact same meeting of last year and Mary I'm not saying that we can't um I am very happy to consider putting this on a future meeting as an agenda item so we can discuss this more fully and as you say with the community in on that discussion but given that it's not part of tonight's agenda um I do think um it's proper for us to to um move on with the agenda and you and I can talk after the meeting if we want to put this on a future agenda would that be okay it would be okay it's just always surprising to me that it's not already on the agenda as an item to look at
054that's fine thanks Bren thank you uh next we have comments from citizens Tammy do we have any thank you uh next we have the consent agenda and that includes um meetings from the previous meeting um which was June 24th the M meeting minutes um it's correspondence which was included in your packet and we also uh received a wonderful gift uh the general Federation of Women's Club of pakee donated $1,000 um to the school and I've I've seen um the effects of this myself volunteering at Horizon this organization generously awarded peuke School District $11,000 to be used to purchase nutritious and healthy snacks throughout the school year for students in plle Horizon and ASA middle schools snacks are purchased by the PSD volunteer coordinator and then they're discreetly distributed by teachers to students whose families may

059supports mtss and we have Katie with us good evening I'm in front of you this evening for um the multi-tiered systems of support update um last year at this time I showed you a wonderful revamp of our handbook and our processes that went underwent a two-year um program renewal that included our intervention team our school psychologists and um our counselors alongside Adriana pla um and so that was a big overhaul this last year we were able to live through some updated processes and what you see before you in your summary are just some minor adjustments that we made um the first was in regards to Wisconsin Act 20 so being consistent with the work that that team has done wanted to make sure that that was represented in our handbook language so you'll see an
060update there um as well as we were missing some components that we used to um see in our talented and gifted addendum of our previous handbook and th that section so we pulled in some more of that qualitative and quantitative um data that help us know if students indicate need of support at that higher end so you'll see in addition to that within our handbook as well and worked close closely with Miranda cosic to ensure that um the formatting fit within our current handbook structure so really not a lot of updates here from the multi-tiered systems of support um handbook or team but I will take any questions if you have them at this time related to that wonderful I think we have no questions K sounds good thank you thank you so much did

062so kind of briefly going over plle and Horizon not a lot of changes just a lot of General updates to schedules Staffing um and then we had a few minor changes to the pl handbook regarding wearable technology um we've had a couple things pop up with that this school year and then also just kind of switching the language from RTI to mtss and moving that peace from responsive classroom to uh social emotional learning and then the castle competencies so not a lot of big changes or anything overwhelming but any questions about PL or Horizon what was the castle accountability piece um so we took out the responsive classroom approach which is something that PL has kind of moved as the district's been learning more and working more on mtss and the social emotional learning piece
063uh we have adopted the five Castle competencies um and so as we look through discipline we run through a progressive discipline so not every child um discipline situations or behavior things that pop up are handled a little bit differently so a student's Outburst or a student's um disruption may be caused due to self-management which is one of the castle competencies or self-awareness so we took out just the language about responsive classroom actions um and changed those to aim more towards castle and then the seal pieces thank you I would request from the president that we put uh on the agenda at some point a discussion of social emotional learning what that is and why we should be doing it and what other folks are saying and reasons why we shouldn't be doing it thank you
064thank you thank you Beth Katie spon standing before you as former associate principal and L principal but I got the privilege of updating our handbook this year um in conjunction with Paul Bersy and Emily Hansen from the high school we work closely together to make sure that our handbook language is aligned so a lot of the updates that you'll see um are included in both the high school and the middle school um lots of kind of minor tweaks that we make as we live throughout each school year some larger pieces that we worked on um were were the outline consequences for academic honesty and academic Integrity so you'll see that in both the middle school and high school saw a little bit of an upti uptick with that especially in the spring um around assessment
065season so just trying to make sure that we are tight on what those expectations are for students making sure that they're clear for both St students their parents and then for our staff as well um so there were updates there in the Middle School in particular our instructional leadership team at the middle school really looked at our homework policy for our sixth through 8th grade students and so we updated the handbook with the newest kind of update that we had from a building standpoint and so that is reflected um as well detention suspension and expulsion that section mirrored um the board policy um that was updated so those had a little bit of an uh overhaul just to make sure that it was clearly outlined in our building handbooks um as well other than that
066I think that that were those were kind of the main pieces that we worked to better align with Schoolboard policy and then between the buildings Paul did you have anything else to add from the high school yeah I'll just step up for a moment just hi Paul Bai associate principal at the high school um like Katie said a lot of the things a lot of the time we spent was to try to make sure the handbooks were aligned obviously there are some Developmental and age differences and the way that we approach solutions to challenges a little bit different um so you've had a chance to hopefully look through everything that's in included here um one of the larger changes I would say is related to student attendance and student attendance um some of the legalities
067have changed there State Statute and so we've just adjusted some language it's not wholly different um in how we'll approach it uh but there is a tiered approach that you'll see as a chart in our handbook now um related to how we'll deal with the tenants challenges other than that these are more minor changes um there's not a whole lot here that um is going to drastically change the or impact the way that we um manage challenges that come up with high school so if you have any questions I'd be happy to answer them um at this time any questions for the whole group sure so one of the things which is kind of out there and I know you've got it in there but I didn't like look at it in the consistency but
068the whole concept of bullying and harassment are there things that we are doing as starting out in PL and then Horizon and then ASA in the high school how do we establish some consistent language around that or have you guys thought about that language as it relates to bullying and harassment if somebody can address that but I'm happy to um I think it was to we were just talking about this today um again to um come back to what mik had said leadership week is a great time for us to all come together on some topics in this this is one of them and so Beth and I were kind of going back in time and trying to recall the work that we've done and the first was about language and really being clear on
069what is bullying and what is harassment um and so we did that work about two years ago with Candice because some of it has to be reported in a certain way for DPI um and from a behavioral referral standpoint so um that was kind of the first step like what are what do we need to be tied on from the state and where do we have some flexibility as far as what our approach is um you know Larry I think that it comes back to that multi-tiered systems of support what is our tier one instruction around um social awareness and those Castle competencies thatal work that Mary had asked about and that Beth um had touched on as well um our care team as a district and then within each building to help build out
070um those skills because we know we can't always be on the reactive side to things and responding to that and we to get ahead of it you really need to start um with those skills of inter personal connection um but you know like Mike said that is something that we are all coming together as as a leadership team this week and hope to walk away with some clear action steps so would we be happy to come back and talk more about that as the school year progresses just for an update on um the outcomes of this week and our action plans going into the new school year and I do appreciate that I I saw that there was verage added in there about cyber bullying um so um just as you say um we all
071have to work together to see how we can better this situation I give you two questions have any of you read bad therapy why our kids aren't growing up bad therapy why our kids aren't growing up no you heard of it number one bestseller New York Times second question at some point might have been the Principal came in with a pilot program where the students in the high school were giving emails to their parents at the end of every week is that baked into the handbook or what we never got an update on that he was here and he said we don't know how it's going and at some point we'll come back and tell you how it went and here we sit waiting to see how it went but is it part of the
072handbook I can speak to that so it is not yeah it's not part of our handbook but I can give you an update on how things went so in the first semester we sent weekly updates we collected feedback from staff from students and from community members family members and determined that a monthly report um was more appropriate for the first um two-thirds of the second semester and then in the final month of the semester went to a more frequent report so the parents as we approached that deadline of the semester were more familiar with what was going on in student classroom and updates so that's the that's a brief um summary of an update um as far as that went but it is not part of what's in the handbook here are you going to
073be at some point in time speaking on that as in detail that is another question from the constituents that came to me and it wasn't a pleasant we love this idea kind of thing it was the other way around will you at some point be giving more meat to that sure absolutely I can so I'm the associate principal Brian sniff is our our principal I can certainly touch base with him and I'm I'm certain that we both be happy to come back here and provide a little more meat or detail to that process we certainly got mixed feed back from our community related to the message um so we took all of that feedback into account and trying to adjust our approach in the second semester well and the the book title I gave you
074also came to me from a constituent handed me the book and that that subtitle why our kids aren't growing up your that policy which you in uh instituted relatively new last year I think seem to feed into that so it was like I got it I got it from two sides thank you very much any other questions thank you all of you appreciate it thank you for that update appreciate it appreciate all your work all right now it's Jeff Baron's turn all right thanks for having me uh I do have one just piece of information that I probably should have put in my report time chose not to but no I'm a point thanks Jeff all right so uh you guys all received a copy of of these reports I'm going to go over I'm
075not going to go over you know every every piece of of detail but I do want to highlight uh some of the some of the more uh um successful pieces and and and highlights of the year uh starting with that first page I'm just reiterating 10 Conference titles seven Regional championships three sectional championships we had five teams that qualified for wi State events uh with one state runner up and one State title uh going back to the Conference titles 10 Conference titles is unheard of I mean that is that is an amazing year when you think of our conference sponsors I think it is 18 Sports and we won 10 of those Conference titles so just a phenomenal year uh in terms of success on the court on the field in the pool um and
076so on um one of those Conference titles was speaking of pool was girls swimming which is the first in school history um for the girls the second page I included the board policy and uh I wanted to note that simply because you as the board adopted that policy this past November as part of the qpa process which is the handout that I'll come back to I just gave you um as a part of that process uh we went through and developed a board policy relating specifically to inter Scholastic Athletics and activities and uh you as a board adopted that in November and then uh the athletic Department philosophy Mission Vision purpose those were all things that a group of coaches uh and I went through the process of of creating those actually we finished them
077at the end of last year and so we kind of really uh promoted those and put those into practice uh this year uh our our core principles are there um just to give you a brief uh rundown um I was actually asked by a national publication to write an article and I I haven't done this yet simply because I haven't had time to do it yet but uh we have gained National recognition not only in the the uh athletic core principles that we have but and how we Infuse them in everything that we do one good example of that is uh we've moved all of our end of the Year Awards for our athletic teams instead of teams giving out the traditional MVP or most dedicated or most improved now every single team actually gives
078out a compete award a contribute award a care award a Connect award and so on uh so now all of our our end of the Year awards are promoting those indicators those characteristics that we're trying to promote through Athletics um so that's just one example of how it's infused in there uh now getting into the data part of this um the the first piece I want to highlight is that we had 61% of our student body participating in athletics that's up from 56% in my 14 years as an athletic director uh 60% % is really kind of the Holy Grail that schools kind of go for if you can get 60% of your student body participating in athletics uh not not activities but just Athletics that's a huge number and uh this year we we
079hit 61% again 10 Conference titles uh when we get to Regional championships I just want to highlight softball softball won their first Regional Title uh this year um just that we we kind of joked around that if you build it they it'll happen right so we built a new field this year a fantastic facility and uh and the team won a regional title um Again State Place winners boys basketball I want to touch on uh second place so fourth year in a row uh that they've come home with with Hardware from that state tournament girls basketball uh finally broke through that threshold and brought home the gold ball instead of two years I in a row of bringing home the the silver ball uh significant accomplishments we had six athletes earn athlete of the year
080in their sport uh I want to highlight Ro Longden Ro was uh the girls golfer of the Year and that was her third year in a row doing that she definitely graduated Pewaukee high school as the as the most decorated girls golfer that we've ever had come through in terms of all state athletes obviously we had a lot of them listed there uh one I want to highlight is Amy Tyrion Amy Tyrion uh earned a spot on the AP first team uh All State selection so uh the difference between all state and AP All State all state is uh um determined by the state coaches association and there's division one all state there's division two All State and Division three All State and so on the AP All State first team is the top five
081players in the state any division Amy Teran was the first player in our school history for the girls side to earn a first team spot on APL state so she's regarded as one of the top five players in the state in all divisions uh moving to academic accomplishments um since I published this report for you uh we had one notification that our boys golf team earned All State academic All State as a team this past spring uh they did so as well last year but uh girls golf had the highest team GPA in the State uh and girls basketball also had the highest team GPA in the state and you look at girls basketball so they brought home the gold ball on the floor and they did it in the classroom so uh fantastic job
082uh for coach reuter and all of the girls basketball team uh right below that in the individual academic All State section uh the entire girls basketball uh roster qualified every individual on the roster qualified for academic All State um moving into this report uh you can see that the team GPA is by season uh highlighted in red are the are the top earners for GPA each season girls swim with 13 participants had a 3.8 girls golf with 21 participants the average GPA was 3.8 uh in the winter again our girls basketball team I mean you think about this we had 28 girls basketball players the average GPA on the team was a 3.95 um just fantastic fantastic job by the girls basketball team academically uh and then girls track 47 participants so the average out
083of 47 girls was 3.73 the total average GPA of all of our athletes was a 3.55 um next I just want to highlight uh we we do put an emphasis and our coaching staff on professional development uh we not only do all our coaches attend all of these clinics they're members of their coaches associations uh in October as a coaching staff uh we had we brought in a a speaker and and did a professional development workshop with our coaches that lasted two hours it was fantastic stuff uh that same person is going to be coming back this year to do kind of round two of that um we have monthly coaches meetings uh that I put on uh they are voluntary they're never more than an hour and we had about 25 coaches show up
084every single month and we changed this in terms of professional development and the last half the first half hour is me giving you know housekeeping items things that coaches need to know but the second half hour is actually them learning from each other so every every meeting I have a coach that comes up and that I might know that they do something great within their program that everybody else can can learn and benefit from so they spend 15 minutes to a half an hour uh talking about that whether it's practice planning whether it's culture building um things like that uh leadership building within their team um so they come in and we have great coaches here and so I think it's important that they learn from each other so we are essentially doing some professional
085development every single month with our coaches uh some notable accomplishments uh just like Amy tyon earning AP First Team all state Jim reuter was the the AP girls basketball coach so he was voted as the the coach of the Year by the Associated Press all divisions uh for girls basketball um here's where I want to touch in on the qpa um so the handout that I just gave you uh humbly I left this out of the report but in Russ respect I probably should have should have put it in be simply because it does speak to our athletic department as a whole so uh I started a a uh the process of of participating in the cohort uh last August and it was 12 athletic directors from the across the country and we we were
086looking at uh basically the the policies the practices and the procedures that we have in our athletic department and I wanted to go through this process for two reasons one to um I think that we have we do really great things at Pewaukee so I I want to see I want to acknowledge the great things that we do but I also want to identify gaps that we might have and so that was the the second intention of going through this process was to identify the gaps that we might have and and create policies and practices and procedures that might fill those gaps I'm proud to say that after 10 months of going through this this cohort uh we earned the uh the qpa award uh recognition uh recognizing Pewaukee high school as an niaa exemplary
087High School athletic program um we are the first school in the state of Wisconsin to ever earn the qpa award um it's uh it's a it's basically the highest award that you can earn nationally for a High School athletic department um I'm very proud of this uh there were gaps that were identified throughout the process throughout the throughout the 10 months but we worked at creating ways to fill those gaps and so now moving into this year it's going to be all right putting those things into practice like creating a mentor program within our coaching department now we don't have a whole lot of turnover and that's probably the biggest reason we haven't had something like that uh I also created an onboarding program where in the past if we got a new coach it
088was simple like they came in and met with me and we went over a simple checklist now our onboarding process is a 4H hour process over two days where I'm giving them all of the information that they uh that they're going to need to be successful um we expanded and Dove deeper into our emergency action plans uh so putting those into practice and doing some drills that's all going to be things that we need to do moving forward uh so those are just some examples of gaps that we identified and made uh strides to fill uh and then finally uh because this went so well uh I'm proud to say that I was asked by the niaa to be a qpa reviewer moving forward so now uh I'm going to stay within the process in
089the in the National Organization and I'm going to actually review other schools that are attempting to earn the same award and and uh um I think that is I'm proud of that because I think it just goes to show that that we did such a great job and we do have great things happening here that uh that I'm asked to review other people's projects as they strive for that same award uh the rest of this uh athletic report for the high school is simple just appendixes on how our teams uh finished in their in their conference the conference standings it has the all the all the individ ual All Conference awards first team and second team and then it has uh the final the final graph or final uh part of this is the sports
090standings and this is something this is very unofficial uh but it's something that I just do put together just to kind of give us a better comparison overall uh as a department uh with us and the other schools in our conference so that is the athletic report any questions on that uh before I move to the activities report I just want to say Jeff again congratulations on winning that qpa award because to me it's not just about winning it's about our conduct and how how we conduct ourselves on our way to winning and this is such a big part of that so thank you for all your hard work on that thanks yeah and I I appreciate just the pursuit of excellence and that's what this was about no one asked you to do this
091no one made you do this you you engaged in a substantive process that was a lot of work just to make your department better so thank you for doing that there there were I will humbly admit that there were times where I thought I probably bit off more than I could chew but it just kept chewing so uh any other questions okay uh the activities report is is not as robust um but um we have 32 different activities clubs organizations that are offered at the high school I've listed how many participate in each uh and then I break it down and how many students are involved in one activity two activities three activities and then all the way up to 13 activities one student is involved and he's also out for sports uh I think
092he's a two sport athlete so um and he's also very high uh academically uh Ben Varner is the is the student so it 13 activities that's a plateful for sure it's like when does he have time to study or anything I don't know I I don't [Laughter] know um in terms of celebrations uh just highlighting academic to cathlon uh following their state championship last year they were state runner up this year in division two and our pingpong club again following up on their state championship last year they were the state runner up this year uh for the state ping pong competition uh in terms of uh National qualifiers uh fbl is sending I think there's three six seven seven students to the national competition actually I think they already went yeah um and and then
093under significant accomplishments speaking of Ben Varner Ben Varner was the top scorer in the state in academic to cathlon which is the first time in school history that we've had a student be the top scorer in the State uh so apparently he did have time to prepare for that so uh and then finally what I want to share with you um the the participation in the GPA uh so we had 696 individual students involved in something every year when I stand in front of parents at our Sports meetings uh when I stand in front of parents at the or I'm sorry students at the beginning of the year and and give the plug about being involved in something this is the data that backs it up it's important for students to be involved in something
094because it increases their chances of success in high school it enhances their High School experience and this is living proof right here this is data that proves it so uh we had again uh 82% of our student body involved in something uh which is incredible um I think anything over 80% is is outstanding now obviously we want to be able to reach every student and I think we have a very student centered activities program that if there's something that students want to start up if they want to start a club we have a process for that uh so we have that in place um we do a survey at the end of every year at the high school asking if our activities and our athletic programs are meeting the needs and the wants and desires
095of our students and those surveys come back and say that we are uh so that's all that's also part of the process in developing new clubs uh activities organizations and so on uh but very proud of the 82% uh again 100% is the goal we want to be able to reach every single student and find something that they can be connected to High School uh uh in terms of but uh but 82% is still very good and then uh the overall GPA information this is something that uh I've added to this report I haven't done this in the past but I really wanted to break it down uh so students who participate in athletics only have an average GPA of 3.37 students who participate in activities only not Athletics 3.47 students who participate in both
096Athletics and activities the average GPA is a 3.74 and then students who don't participate in any Athletics and activities again proving the point uh the average GPA is at 2.91 so uh again just proving that that point that we need to get them involved in something and get them connected uh to to their High School experience and that can uh increase their chances for Success that is the activities report any questions I have a question for you Jeff uh 6 north of 600 696 students involved that is the entirety of drug testing is K12 or just High School just High School okay so that's the entirety of the pool which you can drug test correct any student in order to be eligible for the random drug testing they uh I'm sorry in order to be
097eligible for activities or Athletics they have to sign off on random drug testing okay and you can only do that with students who are in that category um how is that done is that done during school or is it done during it's done during the school day yep it is yep there's there's randomly selected dates um that we have that um we go through at the beginning of the year and work with our outside uh random drug testing organization uh which is pro health and uh so then we have the dates they have our list so as people join clubs every month we update that list and send them to Pro send that list to Pro Health and it's only uh student ID numbers they don't there's no names associated with it they have a
098random generator uh about a week before each date um a list of 26 student ID numbers come back to to us and we uh I pair up those student ID numbers with the names and then we go through the first 13 and the second 13 are are alternates if somebody from the first 13 is absent or whatever then we you know so we have a pool of 26 to choose 13 from each each testing date so exactly how does that work so little Mary is sitting in the classroom MH I've signed up for an activity yeah yep so uh so usually and another administrator usually Mr Bersy uh will go to so the nurse from pro health comes in the morning meets with me we get all set up and then uh Mr Bersa will
099go and grab a student out of class to bring them down to us we go through the the process and they go right back to class so is that at the beginning of the class and the middle of the class or it doesn't matter uh it is as we go down the list so it it happens just until the list is completed so I as as little students sitting there who has signed up for an activity I could be called out any time just hauled out of the classroom for this particular I mean that's how it runs okay yep that's it yep thanks Joe yeah any other questions all right uh let's see what's next the uh athletic codes is that next yep that's next that's not an action well uh it's just an update
100at the higho School level there are no updates to our High School athletics and activities code um that was late the latest it was updated was 2021 it's working well for us right now uh so there are no updates to that there are some updates to the um Middle School athletic and activities code of conduct and really we updated that to bring it more aligned with the high school and more aligned with how we actually are doing our practices uh so we just made some changes for example Le uh we were putting in practice that uh students have to be in attendance all day long in order to practice or participate uh so we made sure that that was actually in there um we uh formally there was a piece where uh if there was
101a alleged code violation the principal had to gather a committee to actually look into it we made it more like the high school where it's my job to to do that we weren't going to have uh the Middle School principal now do a committee outside of school hours to investigate it needs to move more swiftly more efficiently than that so now that's my job just like the high school uh so uh we just made more uh uh updates to align Alliance to the high school and uh and that's what you have before you any questions on athletic codes athletic activities codes um and then the last piece was the WIA renewal membership renewal um and that is uh just um I guess I give it to Brenan to sign off and I I guess I'll
102just take any questions yeah just curious Jeff when do we switch over to classicate well okay so we don't switch over to class that's only football and that's starting the year okay yep um starting so and we have to be in the classic gate for two years M uh the ability to appeal that started on July 1st for two years from now um because of conference realignment in all of the other sports um so there's the way that the conferences work there's football only conferences and then there are conferences you know for everything else is all the same conference so we're in the Woodland for everything else and um so every other all the other sports went through a a conference realignment this year um and for example walk Shaw North walk shaw South are
103leaving the classic 8 they're coming into the Woodland uh Oak Creek is going into the classic G for all of the other sports I'm not g to hypothesize but it seems like it would be a pretty easy shift just to put O Creek into the class gate for football so that's what I'm going to be shooting for yeah so so that to answer your question classicate football starts this year bball yeah what about boys basketball and girls basketball I thought they were switching too weren't they that's division so that's divisions that's competitive balance yeah so girls basketball boys basketball and girls volleyball all got bumped up to division one for next year because of competitive B only in the state tournament then or is it so in postseason yeah oh postseason okay okay yeah and
104what can add to confusion is different sports are in different divisions so a lot of our sports are already division one others are division two or three but with competitive balance which is how much time you got new going into next year we do have you know if you're really successful they move you up divisions with this new process it's no longer based on size of the school uh that's a starting point uh so they start there and then you so you have the ability to earn competitive points based on your postseason success so if you win a state tournament uh State title you get four points if you are runner up three and so on and so forth down to to one and then over a rolling three-year period if at any point in
105that rolling three-year period you reach six points or more more you get bumped up a division um and then at any time in the rolling three years if you fall below six points you go back to the division of your enrollment um so that that has more to do with um the number of the number of Divisions so wrestling for example we're division one but that's because there's only three divisions in wrestling we're division three in football because there are seven divisions in football so yeah I'll be teaching a class Tuesday so we need a we need action a motion let me see a move to approve the membership renewal for the Pewaukee School District in the WIA for the 24 2024 2025 school year second all in favor I any opposed abstain thanks again
106all right thanks have a good night thanks Jeff thank you thank you again Jeff all right up next is Danielle we're going to talk about standards adoption all right yeah so in the board packet you should have seen a list of all of the academic standards uh for each of our um academic areas uh annually those need to be presented per Wisconsin State Statute none of those standards are new those all came through through the curriculum evaluation and renewal process um that have been presented to you as we've been up for curriculum renewal we just have to annually um put it in the median and um then post it on the district website subsequent your your approval you've got these already memorized and committed to your not not yet Larry into memory so we need
107another motion on this one right we do uh move to approve the provided list of academic standards to be utilized for the 2024 2025 school year second any questions or discussion question for you Anthony yep are we uh strictly across the board State Standards uh if you look at some of the areas there are some national standards included um but in many of those areas that's in addition to the state standards for example if you if you look at um physical education you'll see the National Association of sports and physical education standards as well but for the um math language arts um State Standards you have some AP standards in there as well so there are some standards that extend beyond the state standards but all all those were part of the C curriculum renewal
108process so when those content areas went through renewal you all all voted on those this may be a tricky question but Daniel S put you on the spot on this one so we have our curriculum review cycle that's there but the Department of Public construction also has their review cycle how do we synchronize those if we do or don't then curriculum generally speaking standards so if think of a Time the other question I think I might have alluded to this earlier one other time before so if we have like teachers or faculty that participate in any of these standards reviews at the state level do you know of anyone who's participated from Pewaukee School District yeah we've had a couple from time to time in the gentleman's name the teacher that does that was yes
109that's the point of it so I think it's one of the things where again as a school district it's important for us to have if we can get involvement in those curriculum standards that are being reviewed by the Department of Public Instruction it's something that we could and should support if we can do that it's a great way for us to get Insight in terms of what is happening in Madison and with groups that are being led across the state and probably the only reason that I bring this up I happen to serve on the state superintendent um curriculum Review Committee that meets twice a year so we meet in the a spring and in the fall kind of stuff and the latest one that we did review was the family and consumer Sciences group

111uh Mike Clark who is here with Robert W beard uh the district engages in several different Council um when we go into a process like this um Bond Council disclosure Council and also Municipal adviser and we bring in be uh has been a longtime partner with the district in providing those services in issue of the debt so with that uh Mike had presented each of you earlier with a summary of bids that were handled today and you can walk through that process okay does everybody have the hand out it's uh so we did take bids today it had uh great results we had seven biders I'm looking at page two now so if you open up the first the page right after the cover um uh B Financial which is Bank of Oklahoma um was
112the winning bid at 3.78% um and Piper Sandler was second just below that so we always like to see those first few bids really tight because it's a good indication that's where the market is uh and then the other bids we not too far off uh all below 4% so uh we've seen over the last several weeks some sporadic participation in the marketplace uh we're still not seeing any banks true Banks uh buying for their portfolios uh because they can buy treasuries at very nice levels so uh so to get seven bids I think is a good reflection of the the the district it's also a relatively small issue given the marketplace so it does it eliminates a lot of bigger buyers who are looking for to spend a lot lot more money than $9
113million so uh so those were the bids a summary of the issue these are General obligation promisory notes it used to be that notes can only be 10 years but there was a change in at the state level Now notes could go to 20 years same as bonds uh and then um uh the settlement date the date the district will receive the funds will be uh July 29th the district did receive uh good faith money kind of deposit uh from uh B um today um but the balance of thund the funds majority of the funds will come on the 29th the maturities are uh March 1 125 and this issue and then the remainder will be March 1 uh 23 through excuse me 20 33 through 2035 and I'll talk make a few comments on
114the structure in a second uh first interest payments will be march25 so the first Levy for this issue will be part of your 2425 uh school levy uh called date meet the date where you can prepay or refinance is 20 uh 34 Moody's affirmed the district aa2 rating which is outstanding rating um there are some factors the rating report is at the back but there are some factors that led into that you know the the um positive positive financial performance your your fund balance levels uh the economic environment the district is located in is as well as some of the the enrollment Trends which are positive they look at that and again repeating this the interest rate and the purchaser go to the next page page four I just want to make a couple comments
115on the structure um we're breaking this borrowing into two phases uh there's there's a couple reasons for that uh one um in this environment where the first time in many years you're earning nice interest on the unsp proceeds there are some Arbitrage issues there some limitations on how much you can earn and by when you issue less than $15 million in a calendar year it gives you three years to spend the money and and it has very easily obtainable spending targets um the other reason is the district won't be spending the majority of the money for a while um and so the bulk of the expenditures will be taking place in 2025 and kind of looking at the pro projected draw schedule for the projects uh this matches up very well and and guess a
116final comment in the general concept of the structure um there's not many of you who were there for the last bond issue but we did a different structure to maximize state aid the district would receive um some of the characteristics that made that structure more favorable have changed a little bit with enrollment growth the district's been experiencing so this structure will give the district more flexibility to kind of to maximize State going forward in terms of its level of shared costs and giving some give you some flexibility in some of those years so and then again the The Moody report is attached I won't go through that in detail but again uh double A2 for district this size is is great um the district has some very good characteristics U the the rating call went
117very well District was well prepared and was able to address all the questions in a favorable fashion uh and that this goes into a long a big part of getting bids and drawing investors uh because we are seeing with some limited participation from some members the higher your credit rating definitely draws more interest especially on a small issue where some of the bigger names just AR aren't interested in something of this size so with that I'll conclude and take any comments or questions if there are either John or the two of you could you kind of comment a little bit more on the a what it is aa2 rating ranking where would we kind of in terms of your work across the state where would we rank in terms of the organizations if you think
118of the for there's a few triaa there's only three AAA school districts in the state only three only three and um some of the characteristics that would would probably push you in the area and actually the in report addresses that stronger enrollment growth which you can't control your residential enrollment growth uh your fund balance which is very solid um and but you know they comment in here that if it would be well above the 35% level and that the only way to build your fund balance is to not spend so it's not it's a you know your credit rating is only important when you when you issue debt which is not not that frequently um and um so and then there's the SI the tax base which is something again you can't necessarily control so
119districts you see with the Tria air like in elbrook you know a nicolay um tosa used to be who am I missing Madison I think is the third one what where was it Madison oh um yeah yeah I think it's El Brook nicolay and Madison I'll I'll get back to you if that's not correct uh districts at the the double A1 level which is a notch above you there's there's three levels within the doublea um would be more like an Appleton um um is is a double A1 there where the tax base is is much larger than what you you have those are the key factors there I think in terms of distinguishing uh by you're in the same level as say a Franklin which I know is frustrated because they're a A2 feel they
120should be a dou1 I would agree with them but um um but you're it's a it's a really anything at the doublea level and a comment on that we have seen times where a lower credit rating will sell get a better rate uh it was wanaki Sussex Hamilton and white water uh wanaki and Sussex Hamilton both at the able A2 level and whitewater was the able A3 a notch below all sold on the same day White Water got a better rate than the two higher rate because it was a local interest there was a local bank who at the time when Banks were participating uh at a higher level um wanted to be the purchaser so there's variables beyond that just because you have a higher rate doesn't necessarily automatically mean typically you will be
121but sometimes the difference between a dou1 and a able2 is you know a basis point or two depending on the market conditions so um you know you can strive for that but some of the things that would get you to the double A1 really are out of your control growth in your tax base higher enrollment levels um your Leverage is moderate uh not real high but obviously when you have a growing District you know there's those types of needs facility needs sometimes come along with that so and the fact that we had seven biders does that make a is that a big difference or not uh you know if you would had three and there were the same top three it wouldn't have made it in the net result but it does show that there
122was really strong interest in your district and they're comfortable with the credit and the issuer so that's always it's better always better to have more bids um um but U and again like I said we've had sporadic participation so to see that number I think is a a good reflection of how the district is viewed in the marketplace and you're not a frequent issuer this is making a projection out there so those of you who are members of the business Affairs committee pay attention to what he's saying yeah it's a big factor right I mean our fund balance and our ability to manage our costs and our expenses those are things that make a difference when we go out and put ourselves out there in the public market to borrow money right so AB absolutely
123you know like like a WCTC is in the market a few times a year smaller but they're they're a a more well-known name because they're in the market more frequently versus your District which is in every maybe several years um and especially since refinancings are not anything we can really do right now um You just you don't access the market that often uh but you're well you positioned yourself for the factors you can control very well could you speak to the phases uh so I I'll summarize and you can back me up where this is wrong B financials bought the first phase correct in its entirety yep first phase is 9 million correct second phase is being sold two years hence well we have it scheduled for the spring of 20 okay and the second
124phase is 19 million tentatively at this point that's what we're planning on based on the draw schedule as the project develops and the draw schedule if there's variations there that may cause us to rethink that but at this point based on what we know it's a it's a a placeholder right now for the balance U but based on what we know today as far as the draw schedule the 19 million in the spring of 25 will work if some of the F variables that make that favorable now change we can always re-evaluate so 19 and9 is 28 did we approve did the referendum approve 20 what was the 285 285 the spring is 195 thank you thanks Mike any other questions John do you have anything to add to that no just that that structure
125of it and like Mike said that's ultimately to give flexibility when we get to next spring once we've dialed in on a lot of the cost we've completed the design elements the reason the issue now is to get us the immediate cash flow to cover the expenses that we're incurring U from the passage up through the point where the second issue would kick in when construction really starts in Earnest and one last thing it's on page four and I failed to to highlighted this is well below the projected tax impact that the the voters saw we're estimating right now that the financing costs would probably be about $7.6 million less that was communicated during the referendum process big part of it is you're paying it back more quickly so interest cost is lower and interest
126rates were realizing are much lower than what were projected back when resolutions were passed rates were Rising um and rates have come down a little bit since uh since then and so you're getting the benefit of that so very good news for the taxpayers thank you very much you any additional questions or discussion on this can I get a motion move to approve a resolution awarding the sale of 9 million General obligation promissary notes for the initial Debt Service for the financing of the capital projects approved through the referendum held on April 2nd 2024 second second all in favor question we sold it already why are we voting on it it requires the the issuance of the debt requires board action the bid results are what you're confirming tonight is what you're approving us to
127move forward with what does it look like if the board says no the well the issuer um wouldn't wouldn't be contracted then right so so if the board would say no and not move forward with the borrowing the transaction would stop you'd refund the money that the good faith money that was deposited and I will say that if you go back to the market again it would not be a favorable experience because people would say well we can't take beuke seriously and districts an issuers have voted no there was times in the marketplace where an issuer got uh one bid and they didn't feel that was a reflect they did couldn't tell if that was a good reflection of the market and so that that made sense at the time as far as them not
128moving forward improving the one bid uh they came back to the marketplace a while later different structure um and we're able to get two bits um so um but it does require board approval to to finalize this portion of the the financing so it seems backwards someone has gone and made a purchase of something and could you elucidate that B it's made it's made clear in the sales documents the official statement that the sale this is their bid this is what they've submitted similar to what you would do if you have a roofing contractor you get a bid and all it all pending board approval every everybody who bid here knows that it it it's pending board approval before the transaction is actually finalized so it's not sold would that be it would be would

133we need him and uh Katie had been doing a job share situation uh which this board has been very supportive of as she has young children of an 8020 split when she was associate principal we've um agreed uh to have her be in a 90% role uh and Jay would then move instead of at 20% to a 10% role which Jay was amable to uh so we will so another action is just to approve the change in his contract from a 20% to a 10% contract where he'll supplement um in support at ASA Clark Middle School and then lastly we have one teacher hire a special education teacher Jill wild uh hired for special education at Pewaukee High School this is really um a result of a teacher who had retired um from her position
134Chris G had previously retired um and then Rebecca Vander who is one of our teachers moved into her specific role and of course then we head to beckville Rebecca's position and that is what Jill wild would be filling so just so you know how that opening kind of took place so uh you have really three contracts uh for administrators uh to approve Mr Pito Miss bedoni and Mr posk and then the teacher hire of Jill wild for special ed so with that I'd take any questions that you have and seek your approval do you want to as four separate or eventually um I believe you could take them as a group or you could take them individually I think we need to do the teacher separate I would yeah that's probably a good idea Administration

143or three items that we'll carry over from previously which would be the um uh updates on the Strategic plan documents so that's like always been our board uh a goal if you will and uh the B goal will be related something to keeping us updated and informed about the construction projects that we're starting in terms of making sure that we are aware of what's planned and what's going into that and again that's something that again there's language out there for kind of how we provide oversight uh to the work of the construction that we're undertaking on the west side of the building kinds of things and then and another one uh will probably continue because I know even though Danielle won't be here uh we will continue to move forward with some of the artificial
144intelligence and other emerging technologies that are out there and again that will be become some things from the WB sessions that Bren and I are attending this coming Thursday Frid or Friday Saturday but then also the WCTC if there's things that we want to continue to learn about as a board and then there were a couple of other topics that were kind of hitting my radar chart uh was some of the things related to community involvement Community engagement because I think we talked about it at Mike's evaluation that we will not be using the stter group uh uh employee or not employee but the parent satisfaction kinds of things so some different tools there and or potentially how do we get more parent and uh involvement from our strategic planning sessions that we hold in
145the spring that was one of the topics that kind of came out on that one and one that is out there a little bit I know Mike has talked a little bit about it and came up tonight to the bullying and harassment it was one of the notes that he had put in uh his update to us or his status report at the end of June in terms of some discussion on bullying and harassment kinds of things and I don't know if that's going to move up to a board level discussion or superintendent but we'll see how that plays out so I'm not sure where there's a board meeting so just to clarify Mary August 14th is a gear around strategic planning for the district our board goals committee is on a separate date where
146we talk about specific goals we as a board have for the coming year right and so I guess it's uh um did we do that order last year yep okay we do it every year and there's it's in that order it's yeah the the Strategic plan usually has a lot of influence on historically what the board has selected as okay so the whole board would want to participate in the board goals so it's a committee of the whole you know it's a committee that we ask for volunteers but I think most years the whole board wants to be involved there's been times why do we have the committee it's an ad hoc it meets once a year why wouldn't that be a discussion on the agenda item what are the Committees what excuse me what
147are the board's goals and just sort through it why is it a committee at all yeah whenever Steve Daner was still here we kind of opened it up to all board members can participate in that disc disc prior to that it was just a committee and it was like okay fine let's invite all board members if they want to participate in that discussion with again it's very specific in terms of board goals and superintendent goals typically five items and a lot of the the topics tend to focus on one either being kept informed about strategic plan being kept informed about the construction projects or being informed about topics that are of interest to us in terms of again the emerging Technologies other things that we need to learn about in order to be effective as
148board members in terms of proposals and oper operational things that come come forward for us to approve so and also Mary some of the things that you brought up this evening might be things you want to bring to the goals committee for the group to consider as goals for the coming year absolutely uh so my my my question is why isn't that an item on an agenda of the regular meeting I is that what an item on the agenda of a regular meeting it typically is and historically usually the goals committee um drafts a set of recommended goals and then it comes back to a regular meeting for approval why don't we just do skip the committee I mean there are three new I mean we're all relatively new here and these people have ideas
149that are not necessarily I have no idea how they align or not we've never discussed whether we want to drive AI into the school it's just been driven into the school as a of course the a lot of problems with that and we don't we're we're kind of skipping right to the it's a good thing let's do it let's be on the front edge do we want to be on the front edge we're not talking about any of that in terms of board goals we're not setting any tone here whatsoever and I was thinking that would be a good thing to do for the board the board seven people make these decisions to get our heads together and see how we want the school to go forward and we don't seem to ever do that
150I believe that is the purpose of the goals committee is to we we get together as a board in a room and we throw out our ideas and we come to a decision on what are those top five goals we as a board want to achieve for the coming year you can be centered around curriculum AI whatever but that is we get down and dirty in that goals committee and we just discuss it and figure out what's our top priorities can we have that also in here and streamed and again Mary I mean specifically on that topic I mean so we had the superintendent goals last year was provide the board with information about the potential use and application of emerging Technologies it was gener generative artificial intelligence virtual reality Etc in the teaching and
151learning practices across the Pewaukee School district and how the teachers will be prepared and engaged in use in the use of these Technologies and then the subsequent um board goal was learn about the potential use and application of these emerging Technologies again in the idea of using them in teaching and learning uh practices across the school district and how the teachers will be prepared and engaged in the use of those Technologies and that's where we had Danielle and Rachel and Mike keep us keeps us updated on these things so it's a way for us to continue to learn about it so again if we can have then a discussion about should we go forward with it when we have those presentations which was I think again Danielle and Rachel had did that well so the
152a priority thing though was you were bringing it in and then you're talking about a goal that says how we're going to support that there was not terribly uh a wide opening to discuss whether in fact it was never discussed whether we should be doing it at all no I understand Mary but I think you've missed a big over a big piece that was there we also modified the the Strategic plan for the school district last fall or summer in terms of with that where we incorporated there was an incorporation of the artificial intelligence Concepts and topics was introduced into the Strategic plan last fall it was a modification of that so the Strategic plan discussion drove then the board goals and superintendent goals related to the artificial intelligence and emerging technology I understand that
153but the a priority position of that goal was of course we're going to bring it in it wasn't should we be doing this at all well it was brought the starting point was it's coming in how do we want to let how do we want to roll it out Mary I to speak to that um I think that AI is here whether we like it or not it it is here um so really a lot of work that Danielle's done ahead of time is to look at what would we need to look at as far as um code of conduct if our students choose to use AI or if our teachers chose to use it also looking at policies that we as a school district should consider as we govern AI because again it's out
154there students are using it it's it's out there um we can't deny it um so a lot of the work Danielle's done has just really been on the part of governance really upfront to see how we can allow it but also govern it I just want to add to that too the fact that in that meeting that Danielle or the presentation is you know we were told how AI is there and we are what the only District that has policies surrounding how to use AI appropriately y so I mean I just kind of want to point out the fact that it's we we're talking about this in the sense of we're being educated about this is what AI looks like currently and how we're using it and that we have someone that's kind of leading
155the way on it which I really appreciate I think you you're you're making my point we never talked about whether we should have it or not the fact that it is out there does not mean it has to come to the school pornograph pornography is out there which they can access that doesn't mean this school has to back it not the pornography AI as a worthwhile tool to educate children who are already I mean their ability to distinguish between reality and they're just learning these skills AI for an adult is a very different thing than AI for a child we have no oblig there's there's nothing that says that that's a good thing for teaching and that's where the discussion should have started which is I think the question I raised to Danielle the only
156way I would see AI coming into the school is a teacher found it useful for her to teach Johnny reading she knew exactly what she wanted to do with it or whatever she's going to teach reviewing papers and what if a student uses it utilizing it appropriately if if we don't allow it it doesn't come in I I totally disagree kid are using it on a Day-Day basis students are using it at home when they're doing their homework yeah I just want to be super clear we do not allow students to use it on our devices the only AI tools that we have used are for staff use of of AI with students we have developed ethics guidelines a guidance document um so that they understand and we've been teaching them about the ethical use
157of it because the reality is is that at their at home on their own personal devices not our school issue devices they are accessing it they are using it we are seeing it in the classrooms so we have to address the ethics of it um and and the guidance of it I we're we're not saying that we're endorsing students using AI but the reality is they are and so we can either bury our heads in the sand on it or we can start to teach them how to use it ethically and appropriately but the only AI tools that we have access to our staff has access to tools that that make their lives more efficient and effective and what I would you did mention what I would suggest is that this kind of discussion is
158the purpose of the goal setting so you know I would as opposed to what I was say yeah as opposed to you know my suggestion debating the goal here that's what the goals committee is for and if it was decided that the board wants to do a differ L and you just want to do a meeting that is certainly your decision as a board um but that those are the kinds of and I would just add on the just real quick on the a AI piece it was presented to the board it was presented to the board with an update to the Strategic plan last fall as we do every year so the board was presented with the action plan and all the information on AI at that time I was there yeah it was
