001e e C good evening everybody I call this meeting to order let's stand for the Pledge of Allegiance Pledge Al to the of the United States of America and to the rep for it stands one na God indivisible withy justice for all all right we have a couple people signed up for a Citizens forum tonight please state your name and address before you speak and then you have four minutes okay we'll start with Sean Kelly and when Sean's finished we'll do Troy T should I walk up to the front can you hear me okay we can hear you okay so I'm Sean excuse me Sean I live a 136 limal way in palaski that's adjacent to the east parking lot at the high school and the vet clinic so we have a really good view

002of what happens in the parking lot and I want to talk about uh the lack of safe Behavior that's occurred this last year I've had a lot of contact with District Personnel they've been really receptive courteous they've been interested in all my concerns but I failed to see a you know a decent amount of progress and try to curb this unsafe behavior and some of the things that I've seen um I've watched a boy ride on the hood of a pickup truck in the parking lot I've watched him ride on open tailgates hanging out the passenger side of a moving pickup truck um I've watched them play chicken with each other a boy standing in the parking lot with a with a truck playing chicken and then trade off I've watched they ignore the stop

003sign regularly they Place pedestrians in danger they I've watched them almost hit my own daughters walking into the school um and that stretch behind those lots they race through there sometimes 35 miles an hour ignore the stop sign and you know proceed on out out to uh St Augustine there so um it's a major issue now I know there's been changes proposed to the handbook but what I'm concerned with is that last year we had rules in place in the handbook that should have taken care of this but you know they weren't enforced so to me it seems like a really simple problem you know this is unsa behavior we need to address it there needs to be consequences so I just want the board to be aware of what I've seen and what my

004concerns are and I'll be eager to see how these new changes are implemented in this coming school year you know I mean there was there was a point where we had 45 straight minutes of engine revving and Horn Hawking every morning um thankfully that was addressed but again I'm watching every morning when I'm home these boys are racing through the parking lot putting other people at danger so um you know I'm just eager to see what what you know will be put in place next year so but again I think uh the district has been pretty receptive to my concerns um they have made progress you know I'd just like to see a little more I'd like to see the resolve so thank you thank you Sean Troy I'm Troy tof uh w133 middle Drive

005um I'm here um for concerns on item number 15 um I believe there's a vote tonight on item number 50 am I right about that is that can be voted on okay um I guess my opposition to the the voting yes on that um I think it's bad for the district um to have all these policies where girls can be in boys sports and vice versa um I believe the majority of the district w't agree with that um I think it opens up a recipe for um corruption where people there will be sexual abuse or kids confused on what you know maybe they're going to identify as a girl because I think it's cool you know I think boys should be in boys bathrooms girls should be in girls and sports should be boys and

006girls this is ridiculous to even have this on the table I believe um I I really think it's a big topic I'm surprised there's not more people here talking about it I'm kind of surprised but uh I really think if you think about our district and who we are I don't think there's anybody the very very slim amount of people that would be for this you know a fraction of percent of the people that think this way were accommodating by thinking of voting yes for this so I just want everybody to know that I think I'm um speaking for the majority of the the district so thank you thank you all right moving on the consent agenda I hereby move to adopt the consent agenda hearing no objections the consent agenda is approved by unanimous

007consent we will move on to the superintendent update I just have three um three little things and then I would like the board have a little bit of time to update on on the retreat from Sunday evening so just just a reminder just for families in the public that are online registration actually opens July 22nd a sky alert was sent out within that Sky alert are some other reminders like when family pictures be taken at the high school um and so just if you if you haven't seen that Sky alert to please check your email for that we've also been sending some updates as well out districtwide um or I'm sorry to building level when if you're one of the buildings that has some construction happening and what that parking is going to look like

008in the fall as school is starting so uh they've been um we've been fortunate enough that as we're working with CD Smith they always give always give a visualization of that as well so it's like a little video that shows you know what that flow traffic is going to look like you'll continue to see those throughout the summer months um up until the start of school as we know this weekend is poker days so there will be a lot of activity here in our community and some of those um pieces of traffic flow and movement although this is a district uh this is a community time for us so our a lot of our spaces are also utilized usually our parking lot at the middle school is a landing spot um and this year it

009will be the high school parking lot where there'll be U Landing spot for our parade and preparation for some of that so if you're uh here in the community that's just just kind of a shout out that there will be more more parking and congestion in the area um around the high school this this coming uh weekend so actually starting Thursday Friday and then throughout so lots of people here the community um and then just just you know we continue to do a lot of a lot of work here in the in the district and one of the things that we took part in was Sunday evening the board and myself we met and had a um couple hour session Retreat and just working on some of the planning forward um work and I'll te

010it off to Jennifer and let her and or discuss that excellent so first of all 100% attendance by our board so thank you for that I appreciate that I think that speaks volumes to where we're all at on working together um we had some great conversations uh to help us align um get to know each other in our role on the board uh why we're all here um Allison and the board were able to give each other some feedback um we had some candid conversations that was helpful um so the board is committed to help the administration uh reach their two goals this year I don't know if those are out there for everybody to so talked a little bit about that we won't go into details um but couple things the board is also

011committed to that that I would like everybody to know uh we'll do at least three more board Retreats this year to stay aligned I think that was a powerful process for us uh to have some time to have some conversations to brainstorm um a little bit more off the Record a little bit more candid it was good for us I think um we made some progress and uh looking at our surveys uh board is not all that favorable in the eyes of uh some of the staff and community so I think we have some work to do and we're committed to doing that and we did it we started it so uh we'll continue to work um we've also all agreed to uh job shadow so we have all agreed to be in the buildings

012we're going to Shadow staff we're going to Shadow students we'll spend a day with the student um and 100% of the board is committed to doing that as well so uh that will uh give us some really great Insight I think um and we're also working on protecting our six workshops this year so we have business meetings tonight's a business meeting where we vote on a lot of stuff we talk about a lot of stuff that needs action uh we're going to do a better job of protecting our Workshop meetings to uh really just learn interact with the staff that we see here allow them to present to us we'll give them some topics we want to learn about so this those six uh Workshop meetings hopefully we will not have action items on there

013uh we'll also get out to some of the other buildings at those Workshop meetings um so we'll take the show on the road a little bit um and yeah that's it what do you guys have to say anybody else want to add anything I think you covered it well done it it was it was it was very beneficial we met from 6 to 9 at the Cobblestone and the first hour we met without Allison and I and we all you know kind of reintroduced ourselves to each other I think it was very beneficial for me and then Allison came and presented and after that we worked on goals and I thought it was I thought it was very very well worth the tile yeah I would agree um getting to know each other a little

014bit better it was beneficial and then really aligning you know Administration to our views and vice versa to make sure that we're walking down the path together I would agree um just getting our goals aligned with the administration is I mean I think it speaks volume to where the board wants to support our admin our staff so um that was really great I think it was a great opportunity to get personal and real when you when you work together and and you guys that work together you know that you know yeah you can work work together every day and but if you don't know anything about the other person other than what you see right in in a in a public board meeting you don't have the in-depth feelings of understanding and I think it

015was real important for that it was good nothing yeah all right very good okay I don't have anything else um is within the meeting okay so what I would suggest we um School perceptions will be with us virtually tonight but as they're they're running a lot of meetings right now as well well so I'm not sure um if Rob is finishing up one or when he will jump on so I can um do a quick email out to him but I would suggest that we just if it's okay with the board I would just continue on and then we'll when we have him we'll pick up with with the survey I think that's perfect let's go on to student handbooks s field trip y I make a motion to approve the field I'll second that

016[Laughter] she's here let's let her talk do you have questions regarding it I don't you would would you like to tell us about it I mean I can yeah I would love to hear about it happy to talk L's here yes um we put together a trip or I put together a trip we me and my other personalities um and Sor bre attention all right so we are heading down to Chicago hopefully on Thursday March 20th it's the Thursday right before Spring Break um we made that decision so that um hopefully the kiddos that are heading on the Euro trip that are also in choir um oh I'm Kathy Brown I'm sorry a choir teacher High School um and so that way we could meet up it's a a three-day trip and then the kids

017that are going to Euro could in Chicago will meet up with the Euro trip and then head out for that if they so choose but that's why we chose those dates um and plus it's really hard to find a date that there's not something happening on so um yes we're going to head down to Chicago um we're gonna um go over to Roosevelt University my oldest son is a student there and we have it um set up with the professors there to be able to have a workshop with them and then the students um Can well sing some choir pieces but also individual students can um get up and have some time with with the professors and um also have my son and some of his classmates perform for them um just to get a

018good interaction and see this is what's you could do in the future plus also just a learning experience which I think is really important um from the college level directors um and then we'll we'll see the S it's like the um lennium Park in the the be cloudgate um which is right across the street from the um campus and have some pizza giordanos go to see a Broadway show um stay or at or Brook Terrace um hotel and then Shed Aquarium Field Museum John Hancock Center 360 Chicago tilt add to bck and go and stay overnight have some time and then the next day we're going to go to the Lyric Opera where my son works for the Lyric Opera so we're going to see get a tour of that and then um go to

019Navy Pier and then go see the Blue Man Group so we have a lot like a lot a small amount of time so if you're like concerned about um the amount of which we have a lot packed into a lot of short amount of time and then also um we have uh fundraiser opportunities through the for the kids individually as well as families of course through the awesome plus music furch to be able to raise those funds so the $799 though each student still has to come up with that yes so what if they can't we have different ways toble to help them okay so they just have to contact you they can't exactly okay and then what if we want to [Laughter] come L any other questions no thank you fund yeah awesome all

020right are we ready to vote or any other conversation all those in favor I all those opposed motion carried have fun thanks they're here okay so let's uh welcome School [Music] perception all right um so I am Rob deise I'm the research director at school perceptions um we are the company that worked with you on your community survey of few um years back I guess it was now um I was not the lead on that but um I am available for your staff student and parent surveys tonight so I put together this PowerPoint here uh let's go right to this uh this page here so really the point of this is to let you know this isn't our first rodeo um we've been in business now I guess this is our 23rd year um we've

021conducted over 10,000 staff parent student and Community surveys several of which you have done now and help nearly 1,000 school districts navigate strategic planning and pre-referendum planning processes my goal for you I guess kind of an agenda list kind of a goals list um I want to kind of do two things at once which hopefully means I don't do two things badly at the same time I want to review highlights of the data um highlights being staff and parents and then best practices for approaching the data in other words kind of showing you what the data is while also kind of helping you um understand what do I look for what I look at at the first time time what's normal what's not where are you like everybody else where are you not that way

022when I'm not here and you revisit this data over the next you know days weeks months and over the next year even even when I'm not here you kind of know how to eyeball it on your own as well um and then just kind of briefly go through some of the other reports what's normal what's not and so on so without further Ado let's go into your staff survey your staff survey closed up um kind of the middle of this spring April 22nd with a total of 454 total respondents you were actually slightly above an average response rate so if you're looking at what's normal um before I had this slide up if you would have asked me what's normal I would have told you 60 to 75% it's usually hovers about two-thirds of Staff

023take the survey in this case you're at 78% so you're above normal that's good news and then the other question uh or I guess two other questions related to demographics at which location do you spend the most most time and what best describes your position so two notes about that slide here I guess the two slides um for those folks who have access to the data it can disaggregate in a pretty powerful way but there are also some pretty powerful roadblocks that we put up as well to make sure that the data stays confidential in other words by the way this goes for me and for you I don't get any special privileges as a school perceptions employee so if I disaggregate to a pool of people that is five or fewer so say I

024want to look at pair professionals at Hillcrest Elementary or support staff for administration specifically at Hillcrest Elementary um if you don't have a a pool of people that's at least five uh that's self-identified as being there and being one of those employee groups our system's going to say no I'm sorry you might find out who they are that will break confidentiality um and we're going to put Big Red Letters up on your screen that says no we're not going to show you that data so I don't spend a whole lot of time talking about the location and the position just to say that it's available to you you can combine any of the questions that are in your survey to dig pretty deep but if you go one step too far and desegregate too far

025our system will stop you the first part PR your staff staff survey uh we begin with the indexes so what the heck are these things indexes are designed to provide educational leaders like yourselves with a snapshot of survey results so the indexes that I'm going to show you in just a minute key questions within the survey are used to build each index score so I'm going to pull these up before I talk about the data how do you use these things well in my mind and there's a couple of ways one it's just a really nice way to know from a 30,000 foot view how are we doing the other way that I've seen districts use them um is they eventually become a a pillar of their strategic plan kind of a readymade quantifiable pillar

026that they can use year in and year out to see if they're making progress so as opposed to making their own where they may or may not get comparisons once they change something um here you know they might say we really want to make sure that students are accepted and respected and welcomed and that school is a welcoming environment for them there are some indexes that are common between staff between parents and then between students as well um so you can kind of ready you have a readymade measure to understand whether you're making progress on that goal so that's the second way um is just as a as a part of a pillar As you move forward for a long-term plan and the Third Way is just a nice way to be transparent um especially

027for folks who just are less comfortable with data they can see how you stack up and especially over the course of multiple years this data is going to get much more interesting because your hyphens here your dashes are going to turn into how did we do year-over-year so this is the first year for these types of surveys so I can't fill in any longitudinal data for you but beginning next year I'll be able to show you what went up what went down and by how much so those are the ways you use these index indexes more specifically these indexes that you see here are on a 1 to five scale um five being the best one being the worst so we want people to strongly agree with these um so for instance academics that's the

028first index that's listed here it's defined as we are effective in teaching and supporting our students your score is a 3.30 so on a 1 to five scale the median is 3.00 so you're above the median you're leaning towards agreement that that index is happening that you are effective in teaching support and supporting students that's a good thing you're on the side of the fence that you want to be on but you're also below your comparison score um by about a quarter of a point or so among your comparison pool uh the score is 3.55 so just pausing on that too so on many of these slides you're going to see how you're doing on this scale and then you're going to see among other districts that look like you in palaski once we put

029you in that pool how do you stack up against them are you above are you below are you kind of where what's normal and that's the benefit of the comparison data because if I just told you your score was 3.30 you would probably rightfully wonder is that good is that bad is that kind of where everybody else is here you know that you're not too far off but you are a little bit below what the average is among schools that look like you engagement similar in fact as we go down the line here all of your scores are above 3. so beginning with your base line data in year one here you're starting off from a pretty good point you're above 3.00 again that's where you got to be um engagement I like working at

030this school because I Valu her and can contribute your second index also a little bit below your comparison pool um the third support I have the support I need as a staff member to help educate our students and work as a team uh was actually the highest of any of your indexes and just 4 hundreds of a point so pretty darn um average right around whatever else scores for that index and then staff have the unique benefit of not only knowing how they're doing as a staff but how are the kiddos in my classroom doing or the kiddos that I support how are they doing so they have kind of a double lens here from the staff perspective our students accepted respected and supported at schol your score is 3.71 which is a little bit

031below the comparison of 3.8 and same story at the bottom how are staff doing are they accepted respected and supported at school um you're about 210 of point or so below the average 6 3.62 compared to 3.80 that's all well and good but a 30,000 foot view is just that it's it's a broad level so let's go into that funnel a little bit I guess I'm mixing my metaphors here let's go a little bit deeper let's see how some of these items that feed these indexes how are they doing same scale can't get better than a 5.00 can't get worse than a 1.00 on all of these items the higher the better you want to out a 5. and the median Remains the Same at 3. so that's kind of that that tips and tricks

032moment whenever I look at the data for the first time that's immediately where my mind where my eyes go where are you above or below 3.00 and what does that tell me keeping your staff hat on setting aside how you stack up against others we'll get there but I ignore those completely here all I said is from your staff perspective where are they saying things are going the best your top five scores are all above four so you're kind of in that agreed to strongly agree range here so this is where you're rocking it from your staff perspective the highest being our staff does a good job of educating our students at a score of 4.31 in second place I have access to the Technology support I need at a score of 4.29 third I

033have healthy working relationships with my co-workers at a score of 4.28 and fourth place I feel safe at work at a score of 4.22 and then finally not too far behind I have the technology I need to do my job well few things about this um I guess I don't know that any of our questions in our survey are more important than others but maybe some are more equal than others and you got a couple of them here so look at rows one three and four the educating the healthy relationships and feel safe at work I get pretty excited when those are in your top five because they kind of have to be if you're going to make progress on anything else if I don't feel like as a staff we're fulfilling our core mission

034of educating students if I don't feel like I get along with my colleagues if I don't feel like I can go to work and be safe there it's really hard to make progress on anything else those are kind of the hurdles that you have to clear before you can see any other scores go up so again it's it's a good thing that those three are in your top five because they got to be before you move in anywhere else which is a segue then into where are some areas where your staff is telling you they want help what is not going well from the staff perspective what is the what are the bottom five scores the good news is that I guess when you make a list something's got to be at the top something's

035got to be at the bottom because that's just how a list works but even the items that are at the bottom there aren't too many that are below the median of 3.00 and that's good no I don't want to minimize that your staff is telling you that things aren't going well in four areas in particular and they want some help but the good news is that there aren't that many that are below 3. um the social and emotional needs of all students are being met 3.04 the district seeks input from a broad group of Staff members 2.86 the district's pay practices are fair 2.82 our staff handles student discipline in a consistent manner 2.72 followed by a related question our school's student discipline practices and policies are effective is the lowest score from your staff

036at 2.54 a few notes about that um we redid our staff surveys maybe about four or five years ago or so since that time and these questions have been part of our base surveys I cannot tell you the last time I gave a report and didn't see your bottom two questions at the bottom of everybody else's questions for five years everybody has discipline at the bottom I would have told you that would have been at the bottom before you ever did a survey because if you're like every other District we work with that's where you land close by is the social emotional needs of all students are being met because when that score goes up there tends to be less behavioral challenges in classroom as well but you I don't know I don't know if

037it's good company but you are en llarge company and it doesn't matter where you are Wisconsin Illinois Iowa New Mexico Colorado any other state we work in Pennsylvania those two that you have at the bottom are everybody's bottom so if you have the solution to that there are about 14,000 districts Nationwide that want the answer because everybody struggles with that the other way to look at staff though and we'll do this with parents as well is where are you doing most is bad grammar most better where are you most above your comparison pool where are you really outshining the other folks that make up your comparison pool you're most above your comparison pool by about two10 of a point on our school has a process to ensure every student has a connection with at least

038one adult in the school in second place where you're most above your peers I have access to the Technology support I need followed closely by I have the technology I need to do my job well you're above your peers and our staff does a good job of educating our students and information important to my work is shared with me in a timely and effective manner now these aren't the only five these are just the five where you're most above your comparison pool but let's flip that coin over where are you most below your comparison pool where are other comparison districts doing better than you by the largest magnitude first one the school board is doing what it takes to make our district successful same magnitude our staff handles student discipline in a consistent manner followed

039by the other discipline question are these policies and practices effective second to last being most below your comparison pool the district seeks input from a broad group of Staff members and then finally District administration is doing what it takes to make our district successful was the one where you're most below your comparison pool your overall satisfaction question this is kind of what I lovingly call my when push comes to shove you know there are always going to be things that go well there are always going to be things that you struggle with but at the end of the day how happy am I to be working here and would I recommend it to somebody else who's looking for a job can't get better than a 10 can't get worse than a zero your average is

040well above neutral about two points above neutral um neutral being five you're at a score of 6.94 pretty close but you are below your comparison average to the tune of about 12 hundreds of a point 10% of your staff are giving you a perfect score another way that I look at this data is by simply summing up your T your nines and your eights if I do that so I take 10 and 13 I'm at 23 plus another 20% so 43% of your respondents um are what the research behind this question calls your Advocates or your ambassadors they are the ones that will go and talk well about what you're doing as a district and you don't have to motivate them to do so they will do that on their own they are the ones

041that will strike up the conversation in a summer softball tournament concession sand line and talk about the cool things that are happening at palaski Community School District they strike that up and that's a great place to be that you're just below majority that are doing so add in another 23 and n% oh boy where did I end up my math so 43 and another 32 so you're at about 23 of your staff are above neutral in terms of whether they'd be willing to recommend you or not and you can just see that as you eyeball the data you got a lot more greens then you do Reds down at the bottom I'm going to move on to parents in just a moment um but before I do so any questions specifically about staff data or

042what's going on why we did it the method to the madness or so on all right uh parents their deadline was May 3rd um in this case average participation rate is about a quarter to a third again you're kind of right in the middle there you know lower average nothing to write home about and you got more than enough respondents to be able to extrapolate this data to your District you were just under a thousand same idea here though so I wanted to point out that one demographic question was where do my kids go to school um obviously I could have more than one kid so it purposely doesn't add up to 100% And same thing with grade level of your children um obviously I could have more than one kid so it doesn't add

043up to 100% again you can look at um the services that these uh that parents of of kiddos in these various areas have and then there's a racial question as well so I fly through this demographic question just to say once again same thing holds up for staff as it does for parents if I say I want to see you know parents who identify as whites who are enrolled in I don't know Hill Crest and they have a fifth grader and that that student is in special life I don't know how many you have but if it's below five our system's going to say nope I'm not going to show you that data when you get a little broader though it can be really helpful you know to say how do you know do do

044parents with kiddos and special ed do they have a different level engagement than kiddos who don't have a kid than a kiddo who doesn't uh receive special ed services so go pretty deep but our system will stop you to not break confidentiality for your parent survey indexes exact same idea here um 30,000 foot view overall how are we doing quick snapshat on the same scale one to five higher the better once again very much like your staff you're north of three on all of your indexes and some of these are getting pretty high here as you get the I I consider a high score when you're around the fours that's just isn't all that common when I get the preface a score by four and you're pretty close to that especially with the number of

045parents that you surveyed here so that that's pretty exciting um you're below average on a couple you're above average on you know one and then you're pretty close to the others in your comparison pool on on the other handful that you have so the first one informed I am kept up to date on my child's progress and what's happening at school uh below your comparison pool by 700s of a point exact same as your comparison pool you are performing no better and no worse I am welcomed respected and part of the school Community 800s of a point below my child school is effective in helping them learn develop and succeed by a hair or above but pretty darn like right on target with everybody else is where everybody else is my child feels safe and

046supported at school and then just a hair below the comparison pool but once again you're kind of about where we'd expect based on everybody else my family has accepted respect and supported that school once again though I wanted to isolate your top five scores from your parents all of which were above four school facilities are clean and well-kept that was the number one scoring item from your parents followed closely by I feel welcomed in my child School my child feels safe at school at a score of 4.15 School staff treat my child with dignity respect and fairness 4.11 and then finally overall my child is is able to handle the emotional challenges of school 4. when we made a list for your parents what's at the bottom the the good news here is that none

047of your scores are above 3.0 so even the bottom of the pile from your parents they still lean towards agreement and that's not necessarily normal at all um typically when we do a parent survey there's a handful of items where as a district your parents will lean towards disagree that's not you so that's good news here even your quote unquote worst item is north of the median and still leaning towards agreement nevertheless what are those five bottom scoring items I have opportunities to provide feedback to school and teachers leadership is doing what it takes to make our district successful the district is heading in the right direction the school board is doing what it takes to make our district successful and then finally at the bottom for parents I am satisfied with our school's efforts

048to address bullying from a parent perspective where are you most above your peers I feel welcome in my child school you're 800s of a point away from where everybody else in your pool is my child feel safe at school the school has high expectations for my child and the school provides opportunities for Parental involvement are both about 500s of a point away from your comparison pool and then finally 3 hundreds of a point above your uh peer average our school facilities are clean and well kept where are you most below your comparisons at the top I know how to support my child's learning followed by I am updated on how my child is doing at school I have opportunities to provide feedback to the school of teachers below by 13 hundreds of a point little

049over 10 I have at least one school staff member I feel comfortable contacting when I have an idea or concern is 1500s of a point below and then finally most below your comparison pool by about a quarter of a point the school board is doing what it takes to make our district successful as you communicate with parents we asked how would you like to receive school information and it's a carefully worded question um it's a little bit nuanced um carefully worded so it does not say how do you receive information because you might be doing X and I don't want you to do that you know you keep doing this and I'd rather have you send me this I want you to do why instead so this is a preference question when you want some

050parents to know something they want to learn about it through an email and they like your automated phone or text notifications really if you want parents to know something right off the bat that's the most bang for your buck and I would say kind of the tier two of ways that your parents want to be communicated with um your LMS so your learning management system seesaw canvas meetings with teachers and administrators the website so make sure that stays up to- date and easy to navigate newsletters and then that parot portal um areas where you're just not getting a lot of parents that want to read about you this way um your board meetings other social media the parent organizations newspaper Twitter and then finally the radio the nice thing about this too is now you

051know kind of where to not spend a lot of your time it feels like about 10 years ago every school every District every Department in the district had their own Twitter page um and pushed out a lot a lot of information that way um it just doesn't seem like that anymore I think fewer people maybe have twit um so I guess I wouldn't spend a lot of time beefing that up because nobody's going to read it you know so if you really want somebody to know something I wouldn't put it on Twitter because you're just you're not going to get a lot of traffic that way send a text or or email folks um your parents are above the average on your overall recommendation so same style of question on a scale of 0 to

05210 How likely do would would you be to recommend our schools to a friend or family member your average is 7.75 compared to 7.56 for your comparisons here the really good news is two-thirds of your parents are acting as ambassadors on your behalf and again that's the summation of your tens your nines and your eights that is fantastic I don't remember the last time I've done a parent survey and seen that many parents acting as ambassadors on your behalf and frankly that means a lot it means a lot more when I'm not an administrator when I'm not a board member if I'm willing to talk about something that voice carries a lot more weight than somebody who has a leadership role within the district because it's more of an average Community perspective so I'm really

053happy that your parents would that high ande that that's not normal in a very good way finally then the last bit of data uh planning priorities please choose up to four areas that you believe we should focus our planning efforts um this type of question was asked for both staff and parents but they didn't have the same list so what I like well let me give you an example so your staff had some questions about health insurance that was obviously not really relevant for your parents so they both had the same style of question but not the same list from top to bottom there was some overlap though so what I did here is I took I think how did I do three the top 10 items from your staff and your top 10 items

054from your parents where they are saying look we get it time money resources are limited so at the end of the day where do they want you to focus your when I made that list for staff and then I made that list for parents in isolation I put them together and then I said well are there some overlap between them and this is kind of what I call your homework like this is where your staff and your parents really want you to focus where where do they have common planning priorities it's student behavior and discipline it's the extent to which you can recruit and retain high quality staff both groups are saying make sure you support social emotional and mental health services for students both groups are saying make sure that you focus on providing

055adequate services for students who have difficulties learning and then communication with respective groups make sure you communicate and now the benefit is you know exactly how parents want to be communicated with so you have some insight into that as well the other thing I'll say about this slide is the wrong way to read it is an evaluation of how we're doing that that's not what this data is set up to do so take CTE for instance it's the third highest thing for your parents um if you're really really doing well if I love the CTE program and I really want you to continue to make sure it's doing well I'm going to check that box because I'm excited about it I'm excited progress you made but the flip side of that can Al be true

056if I don't think the CTE program is offering enough courses I'm just not happy with it I'm going to check that box so again don't use this as are we doing well or not because both things could be true either could be true when I check it it's only at the end of the day if we have finite resources where are we going to focus those those limited options we have I want to briefly talk about comments and then a few other things and then I promise I won't ramble on till midnight but what questions do you have about parents before I move on to the qualitative data okay um two other news and notes then I'm certainly not going to read all the comments um but I want to tell you how we approach

057them and how we use them and how I recommend you use many of them moving forward so when we do this um we do do a qualitative analysis of the open-ended questions that come in so for instance there was a section in your parent survey to communication and Leadership and we approach this by saying out of all the comments that are here what floats to the top what are the major lessons that we can take from the open-ended qualitative data that's here so for instance from your parents under communication one of the things that we learned that was a major lesson was respondents again parents here parent respondents are expressing concerns with inconsistent communication emails text newsletters over Reliance on certain platforms like canvas without meeing dialogue and a lack of timely updates and Clarity

058on communication so out of all the comments we received that's one thing that we learn from these open-ended comments so we kind of did the work for you to figure out what's going on here um the other way the other reason that this is a benefit is it's going to protect confid confidentiality there are things that people say in the comments um obviously they're going to be unredacted because they're just full comments and people trust that you're not going to know what they say um when when they type them in so we've kind of done that work for you as a third party we're not paying any more or less whether it's good data we're I guess I'm not really in the business of sugar coating something if it's going great I'll tell you if

059it's really bad I'm gonna tell you because I want you good data um that you can make decisions off of um you know just sugar coding things doesn't do you any favors so that's the way we do these the way that we do um and then finally I would say as you move no I'm sorry one other thing about comments um it's really hard to make decisions off of comments only a fraction of folks that choose to to take your survey are also going to leave a comment um I was telling um I don't know if it was your you administrator somebody was telling me the other day um I call it the US Cellular rule I have US Cellular I have never once called US Cellular and said you're really doing a good job

060I really like my cell phone service you've never done that I call them and I'm pissed about something and I want them to know it you're going to get a lot of the same things in your comments here unless the question specifically teys up what are we doing well if I say yeah things are mostly fine you know run the maill whatever I shrug my shoulders I don't leave a comment I'm not going to take my time doing that while I'm trying to feed the dog and my kids and figuring out who's taking the kids to softball practice and who's driving them to school tomorrow it's just not how it works so it's going to lean more negative than it will positive and that's you and every other District we've always worked with because that's

061what open Ned comments are you're also going to get comments that you know you know one person's going to say I love communication this is great everything you do is great the next person's going to say do you ever talk to me I never never hear anything from you and those two comments are always right next to one another and I don't know how you make a decision off of that because that's just how it goes sorry one I live next to the airport and the F-16 just flew over which is actually kind of cool but uh not important um so you're just gonna get really it's really hard to make data it's really good to know why are people answering the way that they are that's great for this type of data but to

062make decisions off of we always say use the quantifiable data okay all right last thing um I would say as you move forward I know um we I talked to Allison I know that your administrators have a lot of plans for what's going on here I think you're in pretty good shape in terms of the data that you have to be able to move forward um in actuality you as a board actually have more data than what's normal I know you have the school level data at this point um typically boards only get the power that I presented tonight uh and then the common theme analyses here so I think you're in pretty good shape to dig pretty deeply into the data um any further than that and we get a little nervous um people

063even though it is people will feel like it's not going to be confidential anymore even though we put up those roadblocks the more people that have access to the data they won't trust you anymore they'll say you told me it's confidential when it's not um and then one of two things happen either they're never going to take your survey again um or even arguably worse they're going to take your survey and they're going to tell you things that they think you they that you want to hear and then you don't get good data back then you're paying for garbage data and that's not a good idea either so I guess I think you're in a really good position based on the amount of data you have to be able to dig into this by school

064and in various ways and say what are we doing well and what are we done okay I need to drink of water um but happy to take any questions you have I have a quick question for you so how do you guys deal without Liars so anybody that answered all fives or anybody that answered all ones did you guys deal with that toss it out keep it no we keep it and we provide the standard deviation in our portal and that's actually a really interesting way to look at the data I love that especially on board reports um is to sort it by standard deviation and then look at that exact issue so you applied that to the documents we got NOP but you can um I don't I don't no I don't take out

065the outliers I want to give you the unvarnished data um because then you have to decide well what what makes the outlier and is that different by question because that could be true too and then why would we differ the liers by question so no instead I want to look at the standard deviations and see where you're all over the board and you can do that in the admin portal that people have access to for the data so nope we do not remove outliers I'd rather do a standard deviation analysis okay so you guys have access to that who well has access to that I had that because interested in seeing the okay um and then the only other question I had so when the survey was sent out um it was sent out via

066email did you guys track any Kickbacks like people that gave us a bad email address do we have any of that data uh that's a great question so my partner Carrie from our team is the one that sends it out so when they do get M back she would know that um I don't because I didn't actually hit send on your survey but I could ask her okay uh my fear is with this much of a delay for privacy sake we may have deleted all of those things but I will ask okay just curious all right that's it thank you um in terms of best practices for surveys like this what is your recommendation in terms of timing of service um additional surveys and form of additional surveys going forward um let me give you

067two ideas so one idea is I would not do a survey more than once a year um if you want to do two you want to pay us for more than once a year I'll take it but I don't think it's a good idea I think it's a waste of your money um for a couple of reasons one now that you have a whole bunch of data um you got to get your hands deep and that can that can be weeks just getting your hands dirty with the data then you got to figure out what you're going to do about it then you have to implement that intervention and then as a staff or parent then I have to feel that intervention and know the change happened and then I have to decide whether I

068like it or not and that could be upwards of a year sometimes so the the problem that I run into and it's kind of heartbreaking a district will make a they'll do a survey in fall and they'll make a really cool change and then they'll survey again in Spring and they'll say ah nothing changed you know then they throw the baby out with the bath water and then this this intervention that may have been fantastic they shove it out and then all of a sudden I'm I'm burdened by initiative overload when in actuality it might have really worked it's just that there wasn't enough time people didn't have a chance to feel it yet so I think doing it annually is a good idea I would not do it any more than that um especially

069for your parents your staff and students being in school every day they will feel things quicker than parents it can sometimes take parents upwards of a year or two before they change things what we have done though is we've done um dipstick surveys we we need a better name for them but that's all I got um we we do dipstick surveys and they're um like about seven or eight questions and they are well let me again I promise I won't take too much of your time but really they are the seven to eight questions that matter most when you want to move this slide right here so what makes the biggest impact on whether somebody's likely to recommend us that's especially important for staff because the higher they are to recommend you the less turnover

070you have so we've done and sometimes districts do them once a quarter um and then do their big survey so to speak in the third quarter and then once more at the end of the year with this dipstick survey so that they have some more data after they make an intervention the only time I would recommend you do a survey more than once a year we have done this uh I worked in wga Fremont and they wanted Baseline data in October and then there was an intervention that they knew they were going to make regardless they did that in January and then they tested it again in in spring for that one thing to see if it move but they knew what that was going to and they publicized that so it was a pre-post

071type of setup that worked well but they knew what that was before they ever got their hands dirty um once a year and then I would say just follow on the same kind of thing you know we have some districts that will do a spring survey and then a fall survey and then they do it in December and I think that's a really bad idea too because I used to teach before I was I recovering High School social studies teacher how I feel during homecoming is vastly different than how I feel on December 23rd and then the middle of February when there's like 5 hours of daylight that I never outside and then it's after spring break and I feel pretty good again there's not a best time to do a survey but whatever whenever

072you do it is the best time so if you always do it in April do it always in April if you always do it the week after homecoming just do that every year and you're never going to have a perfect time there are just worse times than others and in terms of the form of the survey do you keep it consistent so that you have comparable data or do you focus in on some of the um issues that we saw at the bottom or some of the asks of the parents and staff yes um we pretty much keep the survey the same so that you know year in and year out where are we making progress and where are we not um but if there's an area that you want to hone in on which

073is perfectly reasonable like we worked with Spooner earlier this year and they R to their compensation model or we're doing something with their benefits so they said well let's ask some some specific extra questions for those folks who were on a different salary schedule and then their salary or their uh survey was expanded a little bit to specifically test that I think that's a really good idea I think that's a smart thing to do because then it shows that you're listening and using the data because outside of when I get the survey the other the other ma well the other two major things on whe whether I'm willing to respond is is it confidential and then how long is it so again when I was teaching days that I could go to the bathroom and

074eat lunch were a pretty good day so I would guess you know I would say add questions but I guess we'll just push you to be judicious and how many you add so that we don't to the point where your response rates plummet just because it's too long but I would say go for it if you if you want to test a change we'll make sure it gets in there thank you yeah just to your to your comment about we're an anomaly around getting the building level data I mean after looking at that in the presentation I think there's a lot of value in the building level data data for us you know because while it's a good representation on the slide deck it doesn't show each building the way we need to see it

075so I guess from here for us just t i I had kind of put this my email out to you um so this is just kind of this time where we've looked at the data now and I'm hoping you're finding some comfort after the retreat because some of those bigs on here you know that we're already in play right so we're we're taking a look at the social emotional learning curriculum this year you know that we're working on retention um we're working together right as a board the administrative team is working together to kind of have give more feedback um and hope that you can see some of the flavors of what's to come and that's great because as we're looking at our data from the survey it's matching so those areas of work that

076we're on so from there not you know we'll have to develop the plans we're going to be spending time with our building level um teams on that then there's always the implementing those changes and what does that look like the communication of how that all comes out um and this by no means this is just our first conversation about the information so we'll we'll continue to update you um communicate our progress and you'll see that all throughout the year even today as I was meeting with Eric and we were talking about our strategic plan and and how we want to um ensure that with envisioning our future there's you can already you can feel much of this within the ambition our future pillars as well so um giving more Fe back or meeting with the

077community or talking with parents how are we educating how are we moving forward in some of those areas so um whether it's you know our newsletters the best idea is that really something is that the biggest is that the biggest you know worth our time are we going to put our head there we know that that sounds good to us but then when you look at the data is that something that we really want to spend an awful lot of time on or does that need does that energy need to be spent somewhere else so this information for us even at the level that you've looked at it as a board and the community has seen is still very valuable for us so now you can see that as we work through it um it

078will be even more so and then we're going to have to adjust and I know that you know some neighboring schools do shorter those you know as as Rob called them the dipstick um surveys where there's just a couple questions and maybe it's just around one particular thing and um and that could be something that maybe it involves our students next time and it's not our it's not necessarily staff and parents maybe it's student staff and parents and it's five to eight questions um so those are all some things that we can look at as we're working through this and then the the end goal when we we did this was that we needed we knew we needed some base foundation so now what does this look like when we expand the scope of things

079and how do we how do we take it further um our goals are all about growth this year and so this should be about growth as well um and taking a look at that so are we set up annually to do this every year are we set for that bud yeah I mean we this will be something that's why we started this right because we wanted to ensure that we were getting feedback this was actually with um within the engagement pillar this was one of the pieces that we for sure wanted to do uh so this is kind of in this information every pillar of our strategic plan it talked about getting that feedback you know that was in standards of the heart it was in and our you know human resource area it it

083I'm trying to find it I made a note it's around weapons uh it defines what a weapon is and similar to the high school hand book which I'll talk about when we get to the high school one it really leaves yeah may also so the district administrator will for any student who violates this policy to the students parents and may also refer to law enforcement I don't believe that should be a may also if there's a weapon violation on our school property it shouldn't really be left in the hands of administration it should be a cult to law enforcement that's my opinion I mean because it clearly identifies what a weapon is so there should be no question on that and that's my feedback on the middle school what do it Define weapons as it's

101so there's really good communication within that program am how do we get promote this program I don't want to say promote because like you said it's not for everybody but I also know we have a lot of parents using other online programs how do we get the word out that we have our own option mostly through our counselors at the high school okay so they they kind of know who it's a good fit for and as they're working with students they'll they if it's a good fit for that student they'll offer it as an option to consider is it something that we have on our website anywhere or should we I should know that I'll look at that okay yeah that'd be awesome I just I just know that there's families utilizing other programs and

103um is the approval of academic standards requirements and so you can see the resolution um that you would be approving um basically states that for the 2024 25 school year um our instruction in the district is based on um our adopted palaski academic standards and those are driven um or are for math literacy science and social studies um which is what the state law says we have to approve for and then it just states that we use or we um guide our practice and and our standards through they might be state standards they might be national standards um they sometimes are Professional Organization organization standards so for instance our art um they tend to lean towards the national standards um music has also some Professional Standards that they like to incorporate into their curriculum as

104well um but most of ours are our state standards especially in math and literacy social studies and science um would be the ones that we follow um we do keep that up to date so it's in the annual notices that go out in August um uh within plasy news and and are posted on our website and then also through our um individual teaching and learning Department website we also um acknowledge what those are the learning targets um so that parents always have access to that um so those are the ways that we ensure um we are meeting the letter of the law and sharing and so parents have access to that any questions for I'll make a motion to approve the academic standard as presented second we have a motion in a second any other

106we were asked to do um to always provide that as part of our academic standards to let you know what those um curriculum adopted curriculum resources were and now you know we're so much with the digital resources so that's included as well and then um that you know you would assign administrative responsibility to the teaching and learning Department to do that annual review um so we do we send it out to our department chairs um just to make sure that there's not anything that we didn't miss U that they might have changed or they might have moved to and some specific examples of where that happens is our transcribed courses with NWTC or with St Norbert College so we might have not brought it to you and said we were adopting it but I'll give

107you the example of accounting this year with our business department she reached out after after she went to the spring meeting in order for us to have that as a transcribed course they were changing resources which meant we had to change resources as well so we did note that on here you know that that that change is happening um um but we didn't bring that to you for formal approval because of it being an outside otherwise our kids couldn't get the transcribed credits and we wouldn't be able to offer that course um and then just that annual review that we brought it to you in July um and that you've at least seen it um so that was linked in here and attached um the major changes that I would point out that happened obviously

108our Middle School Ela which you approved in March on that hmh into literature adoption and then you also that same night I believe um saw the my science uh K5 curriculum and you saw our three-year progression of making the move from the Smithsonian kits into the my kits and so those were really the big changes except for some of you know the high school department say we haven't used that textbook in in five years take it off okay um or you know some other with the NWTC and this one does not require formal approval it's more of providing you with the information because we did the academic standards any questions what percentage of our classes are still using textbooks versus digital you know that um that really varies uh you know like math is a

109perfect example we have CPM math at 612 level um Middle School doesn't use the textbooks they keep maybe you know 30 copies um for each grade level for each classroom um and then the rest you know we don't use but in the past you had to purchase the textbook with the digital and high school though I would say they probably use more of the textbook and and not so much of the ebook but you know Mark and I were having a conversation because probably 612 math resource um will be a renewal in the next year or two here and if I could get away without buying that $90 textbook um and just do the year to year it would save us a heck of a lot of money so but a percentage hard to say

110because Elementary you know still we have the consumable for math you know because kids are writing in it and that that's an important concept for them to you know hand to the paper um but you know it' be difficult to put a percentage on it she's trying really hard yeah I I it's okay seems like digital is something we love to hate it's textbooks are so expensive do you want a motion for us to back you up on it or do you not want a motion I don't think in the last two years we approved it so doesn't look like we need one I I really like that it shows hard copy digital cop both like I really like that inless so if I had any feedback I'd say that's great yeah and then one

111thing that I would note that happened this year was some subscriptions especially on AP classes ran out on certain parts so um and I didn't realize but that that's what department chairs made a change on so when I say that there were changes with subscription it was pretty much that yeah I like how this was all laid out and set up so thank you for providing them excellent all right number 10 annual education employment and academic career plan that's me with back here oh all right I wanted to make Matt feel welcome so I didn't want to sit by himself thank you um so one of my roles is I work with our school counselors across the district and every year we have to bring to you the education for employment and academic career plan

112um with that is really looking at how our students are um engaging in their work of future planning whether that's careers or college or universities um employment whatever that might be um just you know I sent you the memo you have the plan do have to approve that plan tonight but just a couple highlights um Shelley Kaiser shot is one of our counselors at the high school and has a true passion for ACP um and has some has started some things this past school year that she's very proud of and I said I want to share that she would be here tonight she has had a prior commitment but um some of those pieces where at both 8th grade and junior year we have um parent um planning conferences both of those eighth grade and

113Pat you probably can talk to this eighth grade are one of our highest attended um events and it's it's individual planning conferences with famili so it's that family engagement it's talking about those individual students what do you want to do in high school what do you want to do after high school starting early um and having uh wide openen conversations additionally um Shelby shared just that the um 11th graders um they had very High attendance for their parent planning conferences with Juniors last year um has been just increased awareness of all the options and opportunities um across the board along with that um some of the things that came through this year was that directec ad mitt so they've had um a junior parent meeting just to talk about that and to have some conversations

114about um some of those things that maybe parents don't always know about um they had invited um faster Representatives come to come in and talk through those little details with parents as well um this year they have a newly established ACP committee so they have not just the councilors leading this but also getting um input from staff members and how can we develop lesson plans that go across the board for all content areas um again trying to find different ways to reach every single one of our students and to look ahead to their future and plan ahead and have have an idea of what they want to do um through some of the exploration through Z and um other websites um along with that they've also done um lots of colleges that come in and

115meet weekly with students if you go over in the student service area in the high school they always have so and so is going to be here on Tuesday or so and so is going to be here on Thursday and then kids are able to meet right at the high school with those um college or university reps um as well as obviously we have a youth youth apprentic apprenticeship coordinator um that also just is has been such uh a wonderful addition to our high school and is on site ready to go ready to help any kid that comes into his office anytime matter Pat anything you want to add to any of that no just he's doing amazing work and I think we're going to have a record number of students in new apprentiship this

116year I think um cross the 150 threshold and I think we're approaching 180 so I don't want to put a firm number on that but just amazing opportunities for students um I would just add that the ACP um Mr Linson had been the admin chairing an ACP committee and working along with Mrs Kaiser shot and the team on this um I know they plan to continue lessons in Home Room on ECP um I know we're reallocating um two evenings um to family engagement so we'll drop from two parent teacher conferences each semester to parent teacher conference family engagement parent teacher and part of that will have different sessions for families some of those will be ACP related um and then finally um Eric shriber and I are going to be following up with cesa 6

117contact about a web extension that cesa 6 has developed that loads ACP information by pathway for students and they update it annually um the counselor has previewed that in the spring and really like that um so we're just going to look to see if we can make that work and get that in place so lot of good things going on with ACP and getting that information to our students and families and just a shout out to our school counselors uh in relationship as Lara had said it is so highly attended and some of the things that we've done in the last couple of years is offering nighttime opportunities virtual options for families that that has helped uh and then the highest rated uh attendance is with a parent coming in to the building and doing

118it face to face which is which is awesome so and then if there are any of our eighth graders that don't um you know we we reach out and continually try to get those scheduled um but there are always some that you know things that doesn't get scheduled and uh so they still meet with all of our eighth graders because then they do it with uh them individually with and unfortunately um if if that wasn't able to be scheduled but then we also can pull in another trusted adult it might be myself it might be a staff member that that student has a connection with um so they're also communicating it with um another individual as well so they do our counil do a fantastic job on that any questions for the team no sounds

121um although we are bringing on a couple new ones tonight so we are excited this last week brought some good news um in the special education realm so we're out there in and doing everything we possibly can I know Julie and LA are working extremely hard on fing those positions I would say we're no better or worse off than any other District right now um especially in that field okay say we're pretty close to the area districts around four kind of four I mean there's some some areas right now that are very hard to hire so that scarcity is there for us and becoming a reality so table SE on the norm so I want to go back to my question though so on a transfer so you're saying that employees are only transferred if

122they requested or they apply for a position so if if you ask me to move right because there's a need at X location can I deny the transfer like I'm understanding how the process works we've seen several transfers so I would say it depends so this situation is not like that but there there has been a year where there was a grant that went away okay um so that position was eliminated and we did not want to not have that individual as an employee so we offered that employee the position that we had available so it's more of an offer not a you are transferring type situation right now I can't say that there's never a time where if a position completely goes away and we only have this other position it it would be

129are connected they both go to middle or high school um they're at a gathering that the student brought this friend along and they post something on social media with my own child but now this other child as well so they could be engaging um on social media but it's not from a teacher to a student relationship it's from my own child and their friend um that's just one example that we just wanted to be really clear on that's okay so if we put put shall not engage so I'll just read so staff members shall not engage students in social media and online networking media except for appropriate academic extracurricular Andor professional uses so if we were to have this policy it could be problematic if that teacher W to post something with any student although

130again it wasn't I'm not doing that for a teacher relationship I'm connected through my own child to this other student didn't it specifically say a one-on-one like engagement oneon-one a staff member with a student I mean because we're on 3213 right correct so that was letter J that I just read right it says except for appropriate academic extra professional uses only um there's the one piece that it said individual student am I missing the word individual student in here not no I think letter K talks about not applying to depictions of professional staff memb own child or other relative that's probably what you're talking about well I there is a one-onone yeah I'm not I'm not an attorney but if if I if I'm at a social event with my child and my child has

131a friend and I post a picture of them together which I wouldn't do anyways but I'm not engaging the other person I'm engaging my child who just happened to be I don't know I think it's a slippery slope in my opinion not not making it very firm that staff members are not allowed to engage with students on social media want to weigh in on that at all question Jeff I I my violation would see somebody in my office their son works on cars I sent a message on Facebook hey I have an ABS light on can you take a look at it for me appropriate contact but violation yeah I think that I think the key is you got to look at the cross reference to 7544 where some of these exceptions exist because um

132and the reason having written most of these policies the reason why we use the discouraged from language is for exactly these kind of things that do come up where you have um you know the only way having teenagers the only way to communicate with them is social media Snapchat Instagram whatever not Facebook I understand um but so and you certainly have staff members who have children right who are also students but policy 7544 also covers some of those other situations so that's why typically we recommend the discouraged from language and then if you cross reference to 7544 you see some of the stuff you're talking about that recognizes these family relationships where you're going to have this social media but really what we're getting at is staff members using that to create a personal relationship

133with a student that is not a relative and whether intentionally or otherwise it creates a a very uh fertile ground for you know grooming type behavior and God knows what goes from there which is what you're concerned about so I would encourage before like look at those two policies in concert and I know unfortunately that's sometimes the way these things work where you have to put those two together but that's why it's worded that way or why the recommendation um you know from from what we draft 7544 then yeah we're going to talk about 7544 well and we're adding the line employees and District approved volunteers are prohibited from using District approved social media platforms to communicate privately with individual students isn't that more of what you're going for here that line so then can

134we leave that verbage in the other policy because that specific thing is called out in the other one well the original intent on 7544 I believe is it referenced District approved which leaves a loophole open for district not approved so I'll use your examples Jeff if the district says Snapchat's cool to use and I decide to reach out to a student on Facebook I'm covered I can do whatever I want because the district didn't approve it and I I understand there's just like the weapon thing May or this or that but just as we're trying to protect ourselves we're also leaving loopholes open for these folks here to manage and I just I don't think it's a good service to them or a good service to our students also is this relate to only District

135own products sites not the products we're talking about that's a different that's exceptable use policy so how do we cover that Gap je well I think we there's the exception that's in letter K at the very end is probably best included also in the now I'm in the wrong policy which the one you're just at with 3213 staff members areally prohibited from posting any picture video meme or visual depiction or comment pertaining to any student on personal or unauthorized social media but then the very last this section does not apply to to in this case depictions but obviously we could monify that the professional staff member's own child or relative so that's the exception that you that you're talking about that still gives you that um prohibition to that sort of one-on-one interaction yeah I

136mean the more discouraged to me says Jeff doesn't want me to do it but I want to do it so I'm GNA do it yeah so your example Mark that would that would been under appropriate academic in that same line that example you gave with Facebook messager babysitter who's a student of ours then they the employees in violation of contact a student so it needs to be there needs to be something to include yeah appropriate but outside of academic is I don't know what it is I think the biggest the biggest place where we see this being a problem is with Athletics um right and the the contact apps and the team apps that's covered in J though extracurricular professional that's all allowed this is just personal right appropriate personal contact which is a tough

137one to it's like so many other policies right it's so like you're emailing or you whatever use Snapchat say I'm picking up I'm picking up at 6:30 we're going to the soccer game three kids are there that's a personal interaction are you the coach or the parent either one this doesn't apply parents this app staff well staff that's a parent that has kids in soccer and they want to pick up you know two other you know kids and so extracurricular but it's not what if it's not school STS right because we have plenty of private club soccer club did you run this past Neola I mean this was you know that that's what they when you asked about a softer word than forbid but then that was our trigger to just remember then this is

138going to create other problems we can certainly do that we can put shall not engage but then we have to have a plan for that's why I brought this forward like so how would you like us to handle so you situations that come about yeah I mean we can't we can't make a policy that we can't enforce and I think that is good perspective I how we enforce that so then if 7544 can be matriculated to help us be able to put shall not engage we're for that but we just need to figure that out and that's why we have we should bring it back Jeff do you think do you think K covers Us in the event of our three situations that we gave here tonight where if we kept J or if we

139approved J as shall not engage we don't want to Pigeon pull our staff into never contacting students when it is appropriate right yeah think K specifically speaks to depiction like visual or you know photo photographic depictions and so forth um but I mean I go back to student panb example we wanted Clarity so we could enforce if we don't have Clarity here we can't enforce now I know we're not the Facebook Snapchat whatever police but if there's a complaint filed what do we do well you have I mean I get your point and sorry I didn't know we were talking about this tonight so I haven't reviewed these but there's a couple things that first of all you look at the nature of the interaction um and you have other policies that speak to appropriate

140staff student interactions grooming Behavior you know obviously sexual harassment you know and and where it goes from there so you kind of look at that in in concert so you don't pull in too much uh on unanticipated or unintended consequences whether it be staff member's family or I mean you know I've had neighbors where you know I had contact with their kid to you know we kind of help each other out there's nothing inappropriate there if I worked at a school and they were a student that wouldn't be what you're trying to get after right so you so you do have some common sense ability to kind of apply these things and and look at them in concert with with your other policies like I said you know the appropriate interactions between staff and students

141that exist throughout your policy so we discourage it because it's fertile ground for misperceptions of relationships for um especially at the high school with the student thinking there's a different nature of communication than than what the the teacher does so you're kind of protecting the staff member but at the the same time if it does happen um you have other policies that speak to to ways you you can um control if you will that that type of behavior if that makes sense so that's just you know we talk about these I meet with Neola twice a year and we have these conversations for two days it's mind-numbing at times but uh you know because this is the kind of stuff we're talking about how do we avoid pulling a bunch of stuff we don't want

142in while at the same time giving your Administration and ultimately the board the ability to to protect the students and the staff um for things that we that we don't want to be going on um the other thing with social media and technology is it moves faster than we can possibly address things so you kind of have to build in some application um flexibility if you will so should we table this and everybody study it closer or yeah that'd be fine and I think it' be appropriate to look at I think you you rais good points and certainly we want to make sure that everybody's comfortable with you know that you have the tools you need as well as not you know inadvertently uh pulling people into violating policies where they're doing absolutely nothing that

143you're trying to Target you know well I think it also kind of starts with you know Al because you're you're going to be the first person that's going to be you know dealing with it so I mean I I don't think changing forbidden shabby changes what we're actually talking about with a policy like this is a whole I think thing with the whole policy not just what we're here to change like what we wanted you know um so I and I'm comfortable with to shall not engage I just want to make sure that if we right if there's nothing if there's no concern nothing's going to be brought forward and and it really get the point um but if we do that it could open us up to now we have to look into this

144but just like said we're going to look at all policies we're going to use um common sense and the information that we have and be able to look at that from a different appropriate personal standpoint and then that's where we're drawing the line from professional versus personal um and I think we still can do that um so I'm comfortable with it I just want to be really clear as what this says to a staff member well if the situation arises I'd rather be uh a little on the protective side and if the situation comes up we're like this is not working just talk about it again and we can fix it right um rather than leaving a loophole for it to happen and yeah we dealt with this I mean this this this entire like

145construct occurred with email and we had these policies that said you know emails for business purposes only no personal usage and you realize that's not a functional reality and so you ended up you know being and this was back when we had unions so that if we tried to dis discipline somebody for excessive use that so you didn't discipline this person who was making personal usage so we had to you know sort of apply that common sense you know value judgment of of usage but then we modified policies to say you know reasonable personal usage and you know stuff like that so you're right it's a constantly evolving reality that you want to make sure that you're protected um and protecting your staff and your students um while not unnecessarily restricting normal behavior so if

146you see that this policy is not working out for you and that we should really think about changes please bring it to us because you know policy is one thing we all agreed on that we want to consistently you know be reviewing and and things like that so so I I guess I I see this differently why are we going to put a policy in place that we know staff is going to break what is I I mean really what is the point of that what that is going to give them no leg to stand on at all because tomorrow ultimately it's it's poker days this weekend and there's a bunch of Staff who are going to try to get a hold of a babysitter they are going to break this policy this week so

147how will we ever enforce this what's I don't understand the point until there's a complaint is that the only time and that's why we have the discouraged language you kind because you're going for the quality Judgment of why they're on social media with a student if it's to get a babysitter the district doesn't care if it's to you know talk about what you're doing this weekend and you know how lonely are you you know stuff like that um and my God the amount of things that happen in that realm then that's what you're after right well to J's point the same argument holds true that I said we can keep it the same and if we have to change it because that doesn't work for us then we change it if we're faced with a

152treasur read only access to standard reports in skywards so the only thing i' would like to add here so this polici is around um like the the information that's available to board members this would specifically call out the treasurer uh we could also look at giving the entire board uh access that would be an option we could consider here not one that I would recommend but that's the nature of this policy um is about us all having the same access information any questions comments that would be giving our board treasure access to read only which is where Skyward which is where all of our financial documents are held obviously we would not grant that individual access to uh staff pay information things like that it would it would be high level what about student student

153specific information also not access what policy number was that 0143 technologically possible it is it is if you leave in standard reports so I read only access I unless we lock it down to reporting functions so we develop 10 reports your balance sheet your financials uh your check register that without detail that's duable that the picking or choosing of full AIS with remove any any invoice has to do with a student service is not possible so that's why the standard report line is important yeah and I I um one of my recommendations would be and I think Steve and and Mark are doing a good job of this but I think that um in the past we've had um Steve if you're talking with Mark and you're looking at reports I just think that you

154know there's some common duty to the rest of the board that you know you could share that that information so I don't know and I would I would expect that you'd want to take that direction from your fellow board members and Mark like how would that that um how would you give that update you know what I mean or when are you in and out of the system or I don't know there just might be some of that that the board members may be interested in so I don't know if you guys have given any thought to that but I I had suggested that with Mark like just I still think there should be some due diligence on when you're looking at stuff and you and you're doing that now right so um what does

161a standard report people can justify that but and that's why that probably is a clean it up so it's not sure it's very complicated system but that's just a separate issue so that'll come back at the that's yes title should that one but so I don't do you want me just to yeah start there I mean there's this is uh this has been a very hot issue uh for the last couple of weeks and you know there'll probably be people that will that will gasp at this statement but it's completely blown out of proportion and here's why number one what this policy that that this we're talking about 2264 which is the new policy um 99 % of what this policy does is um revamp investigatory procedures that the district has to follow for purposes

162of uh sex discrimination under Title 9 which is been the law since 1972 and that law isn't going anywhere um it's actually incredibly beneficial to your District team because the policy 2266 which is the 2020 regul ulations uh is a lot more restrictive in terms of what that procedure has to be and um almost Draconian in the in the sense of mandatory uh formal Pro procedures we have a lot more flexibility to engage in informal resolutions to complaints the TT line coordinators have a lot more flexibility to deal with um things and and employ that Common Sense approach to um things that come up with kids uh day-to-day in the school um so the vast majority of these are actually um positive changes that are not substantive in the least they're procedural um the uh

163so that's that's number one also what it what it does not do which has been the big um you know talking point I think there was a comment earlier today and I understand the Mis the the misunderstanding on this but it doesn't speak to bathrooms locker rooms uh overnight field trips athletic programming at all there's nothing in this policy and nothing in the new reg the the regulation in fact the department of Ed has said they are not coming out with their athletic programming regulations yet so that is a shoe that may drop I'm not saying it won't but this is not related to that um so the big issue from a legal standpoint has been the inclusion of verbiage and the definition of sex uh in the regulations that include gender identity gender stereotyping

164Etc um but like I said the vast majority of this policy as related to these regulations is procedural it's it's beneficial it gives you guys the district a lot more flexibility in how to deal with things that we've had to deal with forever um the other thing is in Wisconsin um Title 9 has included those Concepts gender identity again and the kind of laundry list of Concepts that goes along with that um since 2017 when the seven circuit decided a case called Whitaker that said this definition um in Title 9 includes all of these Concepts that has been affirmed by the seven circuit which is the jurisdiction that controls Wisconsin um no less than 15 times since that um eventually the Supreme Court's going to have to deal with it but the other thing is

165the reality is you're talking about harassment so the other thing we hear a lot of is so now if a student you know miss or uses uh the wrong name or the wrong pronoun to refer to a student they're going to end up getting suspended no because you're still investigating potentially if it's harassment which is severe pervasive conduct that changes the educational environment for a particular student so there's still standards you have to do that now anyway we have whether you call it bullying or you call it title n or you call it um pi9 which is 1813 in Wisconsin Wisconsin's non-discrimination statute you're always investigating students who are expressing um you know difficulty in the environment because of other students because of Staff teasing them picking them whatever the reason is the legal battles

166about whether that exposes uh a a public entity a school district to uh Federal lawsuits under Title 9 is really a separate issue that you don't have to worry about right now because your policy says here's things we're not going to allow to happen in our school district and here's how we're going to investigate it um so the other the other piece that I want to talk about to just the the legal battles that are going on first of all um like I said our jurisdiction uh has for seven years well really bad at math the seven years um had uh essentially this settled from a case where standpoint that title 9 includes these Concepts in terms of Wisconsin a Kansas court that has created all of this um Mischief in the legal you know

167reality issuing an order that purports to to um affect jurisdictions outside of Kansas is really it happens all the time often times the agencies just say fine we'll just apply Nationwide because it's easier um but they don't really have the authority to do that they're a district court that deals with that part of Kansas the 10th circuit which is all this case has already been appealed to is the next is the akin to our s circuit um they don't have authority to overrule each other either only the Supreme Court and I don't mean to be rudimentary you know Civics uh discussion but that's the reality um and the other thing a very very strange uh order that was issued that indicated that a number of um group three different groups that were involved in this

168they had to submit a list of schools that they had either they were attending so they typically dealt with the higher education folks or they had kids attending dealing with uh moms for Liberty I think in particular um that list was submitted uh before July 15th as was required to be part of the order palas is there's no school in palaski that's included on that list um so even to the extent um that that has any legal Authority um you're not you're not covered by that order the other thing I'll say that order does not direct the school district to do or not do anything it directs the Department of Education to not enforce against the school district the punitive uh measures it has available for failure to comply with the regulation so if you

169have to pass a PO pass pass a policy uh before August 1st and you don't do it the department Ed has technically has authority to uh strip you of federal funding um this order tells the department of edit can't do that it does not tell a school district to can't as a policy my position is that's a we know that it does not directly relate to plasi because plasy is not listed in that uh filing that was made on July 15th the order itself in terms of its attempt to apply to Wisconsin is of questionable and this will be battled in the courts for probably long after this regulation is withdrawn um which could very well happen after an election um there's no downside to passing the policy because you're still going to conduct the

170investigations again the vast majority of this is procedural and it's beneficial to have these procedures versus the ones we currently have in 2266 um and there's application again like we were talking about with the other policies how you address a specific specific situation is ultimately what matters so if you get the complaint about you know that that deals with a the rights of a transgender student versus another student who feels uncomfortable with with um concerns about you know bathroom usage or what handle then you deal with that and how you deal with that ultimately is going to decide whether or not you end up in in litigation and this stuff does come up and 99.9% % of the time you sit down and you figure it out and it doesn't end up in litigation this

171policy isn't going to change that it doesn't change the law because the law already above um really above the regulatory uh determinations of the Department of Ed our court is the court that has jurisdiction over us has already said that definition that's now in the regulation that's already the definition that applies in title line um we don't have to like it we can disagree with it but we can't just declare that the seven circuit is subservient to some Kansas Court uh the Kansas Court doesn't tell us to do anything anyway um the other thing I'll say we don't know where this is going okay we don't know what's going to happen it's got to get to the Supreme Court at some point I'll tell you it did get to the Supreme Court in title 7

172which is the employe corollary to Title 9 and in title s the court said the definition of sex the word sex used in title 7 1964 equals in addition to the traditional meanings equals gender identity gender stereotyping treating people differently on the basis of gender Norms all of that sort of Continuum so the Supreme Court's already made that decision and a in a statute that existed before the 1972 statute so a lot of the arguments about original meaning and so forth uh who knows what they going to do I've never tried to predict the Supreme Court um but the reality is that's probably going to happen if there's an election that goes to a different Administration than what we currently have we're probably going to see all of this get pulled too that could happen

173and if it does then like you're doing practically every meeting you're GNA have policy on your meeting and it might be this policy again uh you have a policy that allows you to suspend the application of policies uh but the reality is you're always going to have to investigate and have a system that creates um a structure to investigate claims under title n because that law isn't going anywhere it's been around again since 1972 the last thing I'll say and then any questions happy to try to answer them um the the other sort of complicating factor in was consent is that when we conduct investigations of sex discrimination whether it's under the the title 9 policy somebody raised it under Title 9 we're also investigating it under Wisconsin's student non-discrimination statute 11813 invariably appeals go

174to the Department of Public Instruction not to the Department of Ed because it's easier for parents to go there and the Department of Public Instruction applies the title 9 regulations and they have not been enjoyed by anybody so we've seen them already um not not these regulations obviously because they haven't gone into effect the past set of regulations uh applying them and interpreting them I think if you don't adopt the policy you put yourself in a much more potentially perilous position most likely with an individual litigant the department of EDS probably not going to come knocking on your door I mean to be honest whether you'll pass it or not they're probably not going to show up here and try to take your money away but they could if you don't your bigger problem is

175going to be private litigant who and there there are those out there looking for an opportunity just like there's people on the other side looking for an opportunity um who will say you don't care about this because you didn't even adopt a policy to protect you know uh whether it's a transgender student or whatever it is um so the downside is much more prevalent there's no legal obligation to refrain from doing this I know you've been told that that's not true um and this policy does not create any rights that don't already exist and principally it's procedural um it gives you a framework to deal with complaints should they arise that you're going to have to deal with in some framework whether you want to or not regardless of what the basis of the claim

176is so that's that's my pitch I don't take a position on the interpretation one way or the other frankly that's not that's not my job my job is to tell you hey we don't have to agree with it we don't have to like it um but it is the law in Wisconsin and it definitely is the law in palaski if you will Julie and Mark and Ally have they went for a two-day um session at C7 so is there anything you know from your lens that you'd like to add an addition Julie don't know if you want to talk talk a little bit about the guide book yeah so uh yeah we did attend that training and number one we had to make sure that we had our coordinators identified which are myself and Mark

177um Alie from the employee perspective of course um is going to be involved in potential investigations those types of things um identify the investigators and so we've identified our investigators um and we'll be working with them because training is a big part of this process too in the old and the new um so we have to make sure that everybody is adequately trained and that includes all staff uh so we're working through those processes now putting together a guide book a process guide book so that when we do get a complaint it's going to be the One-Stop shop place to go it'll have all of our fors it'll have all of the processes that we need to follow so like if I take in a complaint I'll know exactly what to do Market a complaint

178maybe he hasn't gotten one for 6 months or maybe he didn't get one for a whole year for example he'll have a guide so this is really complex you know and we need to make sure that we're following the processes very carefully um so we plan on having that ready to go um certainly by the beginning of the school year um you know when we well by August 1 for sure and then work on training our staff so everybody's up and running for the start of the year what do we mean by training up our staff though y if you guys are coordinators and the if a complaint comes in it goes to you what what would the staff have to be prepared for so all staff need to have an overview of what Title

1799 involves and entails um actually Jeff and firm um they provided some training that we will be looking at is providing to all of our staff like an overview training um video training of Title 9 and what it means what's covered yeah that and that's a a shorter I think it's about a 45 minute and and it'll be available on on video we don't charge for that I don't know how to do it so my partners are doing it but um but it's part of the part it's part of the old regulations it's part of the new regulations you got to train people who are going to serve as title n coordinators as to what it is their responsibilities are you got to train people who are going to serve as investigators as to how

180to conduct investigations which is always valuable um training for people who are going to do that how to conduct investigations how to you know weigh credibility of evidence and make and make uh determinations or then we have the decision makers who you know are trained as well and then the people who handle appeals the staff are being trained to understand that they have an obligation to be part of you know reporting incidences of uh sex discrimination uh reporting instances um you know that that uh indicate a violation maybe of protective measures that have been put in place in a situation involving sexual harassment um so that is really just an real overview and making sure everybody's kind of aware of you know and where's your policy and where can you find the forms and that

181type of stuff um so and that'll be available then for new staff they can just watch the video I me je I'll be honest I got like 10 words of all what you said I'm trying everything but so so if it's really a changing of the determination right and adding gender identity how are we as a district going to be protected under this new ruling if as an example we don't have restroom facilities to allow all right if we say male female and then there's an issue and there's a harassment file because it's adding that piece right I'm using that as an example no but I'm going to stop you there this regulation does not create that the decision not adopt policy isn't going to protect you from those types of claims should they arise

182that so the the the obligation or the legal construct within which those types of claims are are being brought today all over the country exists already it exists right here in palaski already so this policy and this regulation isn't going to change that one little bit right what the policy does though is creates this system where we have a model that we know the regulating and overseeing bodies are going to say is sufficient process right if we were designing the process it would be a lot different right I think we would be able to make it a lot more streamlined and a lot more common sense that's the phrase of the evening right um but uh but we but we know that this one is what passes muster for purposes of satisfactory investigation if there's

183an issue that comes up like what you're talking about we got to figure out how to deal with that and you sit down with you know the student hopefully the parents there's a a construct that's used to work through those situations but that exists already it's existed for quite some time it's going to continue to exist whatever happens with this litigation in Kansas whatever happens in the Supreme Court because again um you always have an obligation I it's the the the principal Title Nine obligation is that every student has to be able to fully participate in your academic program and you're as a school student focused and how we make that happen and all of this other stuff again you know I'm Al I'll tell you I'm usually pretty blunt when I talk Hess this

184all this other stuff is adults arguing about social issues in the school we got to figure out how to get how to get students fully participating in the academic program this legal situation is going to exist does exist this isn't going to change that so whether we adopt it or not is irrelevant no the emic it's not it's entirely relevant to protecting the district because you have to investigate the claims if they come and they're going to come whether you pass the policy or not if you don't adopt the policy you're not using a procedure to investigate them that we know is is approved by the agencies that over seive this process the focus has been on this which is literally three sentences in about a 600 page regulation um and I'm telling you where

185we sit here it's irrelevant because it's already the law whether the that piece of Regulation gets thrown out in Wis johon the court has already said it's covered so the policy serves to give you a protective procedure that passes the um again the regulatory oversight from the agencies that are going to have oversight DPI and the department of Ed as well as courts if people you know file suit against you part of our defense is always um we we have the tools in place we've done what we're required to do we've followed the investigation procedures that 99% of the time is how you win those cases if you take that away you expose yourself in that situation and there's no upside to it from a legal standpoint so you've made the sound really easy but

186it's being challenged as unconstitutional across the country right now more than 50 states are challenging that um you don't have more than 50 states right right more than half more than half of the states are Challen 50% are challenging um so you've already said the federal government's likely not going to take our money away so I just I just feel like we need to let the court sort this out I think our but they have and that's why I'm saying in Wisconson so then so then let's so so then let's leave it alone why I I just don't think that tonight tonight for plasy to take action on this I just I don't can I comment absolutely okay so if we didn't adopt a policy and approve a policy then the requirements for training and

187so forth would be a real concern for us as far as a process because we still have to take in any complaints that come to us and if we don't have guidance on how to do that there could be all crims and missteps that occur in the process for example this new policy includes students who are pregnant for example it's not in the old policy if something came forward and somebody said you know what we have this student who's pregnant and we are then required to offer them with um supportive measures to be able to manage themselves and in a in a way that's very non-discriminatory for example not that we would be in the first place but we someone could be right so if we don't have a process for that I feel like

188we could misstep meaning that like just the basic overview training speaks to that all of our staff need to know what to do if someone comes to them and they're pregnant because that then has to come to me if they don't know that and they don't get trained on that we're going to be Mis stepping according to the regulation yeah and and but what is training have to do with adopting the policy can't we train the training differs the training differs based on which regulation based on the regulation and thus the policy that's part of the big part the big part of train on whatever we want to train on so if we as a board say we don't feel that we need to adopt this policy but if you don't adopt this policy you

189have another existing policy that's materially different in terms of what the training is you can't have no policy at all understand so you fall back on a policy that may or may not be sufficient to meet current requirements and now we got to redo the training and start back over the reality is the the litigation back to your point the litigation is about fundamentally whether the department of Ed has authority to reach the interpretation that it did that's an administrative procedures act it's a regulatory challenge principally Title 9 is the statute that's not being challenged there's no part of Title 9 that's part of any of this litigation courts such as the seventh circuit which serves you know Wisconsin Indiana in Illinois um have already decided that title 7's use of the term sex includes

190gender identity Etc so what the department of Ed does with its regulations is entirely Irrelevant in terms of interpreting that phrase because the court has already decided in Kansas that's not the case the 10th circuit has not has not reached this issue so now they're going to event like I said it's get to go to the Supreme Court but right now in our jurisdiction this is the law Che what the current state of the Wisconson law I move to approve policy 2020 64 is presented second we have a motion in a second just take a hand what' you say do you have any do we have any more conversation or are we ready to vot I I just I just want to make a comment about the funding I mean we're not in in all

191respect to you Jeff we we don't know what is going to happen and I talked about this and I would like you to talk to the funding piece uh you know just a little bit and and especially when we're talking about our special ed um area of the district not having something in place is it you we are opening ourselves up to a very this could be detrimental so Federal funding in last year was $4 million as away so it's 2.7 million so and the comments were made on whether that's going to happen or not but we're not talking 50 Grand we're talking 2.7 and we do have things you know I mean we we do um right away on on the edge of this we did have something come to us and we we

192had to look at the question that was sent in through an email of is is this a title 9 and it didn't have anything to do with bathroom usage or anything like that it was truly something um that we had to have a conversation with the person that had emailed us so I just want us to be we really should have more discussion around this well yeah I mean a couple of things you said number one I think I don't know statistically but the vast majority of of complaints have nothing to do with gender identity and any of that they're just G you know sex discrimination complaint so you have to have obviously my recommendation is that you you should adopt this policy and if you want to amend it in the future to make

193sure that it you know fits your needs or what have you that's fine but there's just there's no upside to exposing yourself in that position whether it's from a funding standpoint or more immediate from a a complaint a proper handling of a complaint standpoint so that you can protect the legal interest of the district you had um I'm sorry Barb I didn't mean to cut you up you had emailed me the original information that I believe I sent that out to you last night or early morning again late information so I mean it just came out that they exactly so again you know we aren't able to be fully apprised to everything that we should be approving and well we have we have until August 1st so I mean this was something that we had

194talked about at the retreat if you feel that you need more time and you need us to spend more time with you around this we certainly can do that and it would just it would just mean that we would have a special meeting before August 1 um I would actually like to see a second opinion on this matter to make sure our community is clearly clear on what this means to us as a district I mean I I highly doubt that federal government is going to be knocking on our door tomorrow and say we're taking your money away want to be huge mistake on their part as the treasurer what would your reaction be if they said we're taking two need to answer that question that though like if that did happen and it could

195if we don't have a policy in place we would not be able to function to serve students with disabilities we utilize all of that Federal funding that's why I think we need to get another opinion on the situation so we clearly understand not just us all of you and our community on what does this mean to our our district what's the what's the hesitation I what you mean second opinion as to what there's a lot of concern out there and I don't think we addressed it tonight like I said you you said a lot of stuff and I don't know what half of it means okay so what's I mean tell me like specifically let me read the Wisconsin Institute for Law and Liberty title change changes to Title Nine expand the definition of sex

196discrimination to include gender identity this conflicts with the original tent intent of title n to protect the opportunities and safety of girls that's the concern with these changes the seven circuits already answer that say gender identity applies to the state of Wisconsin I would prefer to wait until it's settled in the courts it is settled in the courts in the state of wiscons is not settled nationally butal that's not how the federal court system works I say we call the vote I can I comment to just this is going to sound it's not really related but it is when Act 10 came which was how many years ago okay we we we had to do the policy changes to do the Act 10 and we had to live with it because that was the law

197of the land and we had to live with it and all the while it's been being in court people are suing about it fighting about it still going and right now they're just bringing it up again we're still living under it we've still abided by it when it finally gets done I mean it's been 13 years you can't sit and not follow the law for 13 years as a school district you're worried about bathroom Steve are you requesting um another attorney okay so would like to hear from another attorney that we choose would we like to do some research you have a current motion on the table you can't okay you can't have another motion can I speak to that quick before you do um our training was with a Tois law and they also
