002in the second grade in the fall. Um, doing great, by the in the fall. Um, doing great by the way. He was here student of the month I don't know, 6 months ago or whatnot. Um, keeps asking me about the Chromebook drawing. I said, I think that's I don't know. He's so He wanted to come. I said, you're fine. But, um, [laughter] anyways, ever since the abrupt announcement was made with um, that the board was, you know, going to potentially close Hogan. I've been sitting back and trying to wrap my head around the whole situation. Um, taking in a lot of it, still haven't digested it completely. Hogan's where I call home. Um, most of you maybe know. I was raised, um, in the community. Still involved there. My grandparents started a business, I think

003in 1972, don't quote me. My parents took it over. They had it for 20 some years, and now they My dad sold it 5 years ago. Still going strong. So, I'm here not only as a community member or parent, but also as a community member. I'm, um, standing here in front of you. I know that you guys need to make financial decisions. I understand that. We have a business. It's not easy. I get that. Um, uh, let's see. But, once that once that notice was made, um, there's been a lot of concern. It I think it's caused fear, frustration, confusion, um, a lot of unanswered questions, and quite frankly, maybe a little bit of lack of trust between members, the district. It happens. So, I guess the situation, unbeknownst to the parents of Hogan students

004specifically from coming to these meetings has been in the works. But, it hasn't really been communicated. So, I think that's, um, it hasn't, you know, the it hasn't really been approached. And we're asking that maybe now we approach it. So, I may asking how do we open the lines of communication and transparency between the board, the district, Hogan, the community? Um how do we work together to create an agreeable solution? Something that works for mostly everybody, obviously. And most importantly, I guess in my opinion, how would this change affect the current students in Hogan Elementary? I said, "Has anyone talked to any of the students?" Um these children have spent years building friendships and relationships with their classmates, teachers, and community. And how will they react if they're uprooted and just transferred to another school

005um due to no fault of their own? I have to imagine many of them would not understand why those connections are broken suddenly. I said, "I know I mentioned it to our son um that there's a possibility that he could be moving." And his immediate response was, "I'm not leaving Hogan. I love my school." And he ran away. I mean, and he's he's seven. I have to believe this is, you know, probably most of the reaction. So, I'm just asking you guys to work together with us to come up with um a solution so that maybe we can keep it open and let these other kids have a really good um experience in our rural small community. So, let's let's try and have that open communication where we can work together to keep it keep

Next, we'll move into our report section where we've got our 2026-2027 school calendar, high school graduation dates. >> Yeah, and this is more of an informational piece and and the high school graduation isn't something the the board has taken specific action on, but um so our for our 2026-2027 school year calendar um was set. It's been on the website, ready to go. Um you know, final date was the Friday of Memorial Day weekend for everyone. And so, it was going to work out well. Um and so, uh from 12th grade on down, everyone was

009going to be done and we're going to have graduation that night. Well, uh last week uh it came out, much to the chagrin of a lot of school districts um throughout the state. Um uh the WIAA announced that next year sectionals for track for divisions two and three, division one, will be on Thursday, um but sectionals for track uh for divisions two and three will be on Friday, May 28th. And so, uh we're not going to ask obviously students to make a choice there. And so, with that, uh we plan to move graduation to the Friday before, May 21st. We've had a couple people say, "Well, let's do a Saturday or a Sunday." Uh Saturday or Sunday of Memorial Day weekend, uh not, you know, we need adults here, we need employees here, we need

010kids for band and choir. Uh, it just gets really difficult. And so, um, you know, unless as a board you significantly object to that, uh, we would put communication out yet this week that graduation for the class of would be on Friday, May 21st. So, that was what I wanted to talk about there. And like I said, that just changed last week. Um, I know I talked with a couple of other local school districts and they had already reached out to the WIAA, but uh, it's pretty clear that's not going to change for next year. So. >> So, does that mean those students still keep going until 28th? So, they graduate and then go for 5 more days or >> No, they'll graduate on the 21st. Seniors would be done. >> They will be done

011if they have they have to be done a week earlier. >> Right. Right. They'd be done, but uh, um, uh, we'll be done a week early and you know, it has has been fairly common and you know, Friday of Memorial Day weekend has been a, for a lot of districts, longer than we've even been doing it. Many have been doing it, you know, forever. Uh, but not not so much next year. Now, the following year you could potentially do it because divisions 2 and 3 will be on Thursday and division 1 will be on Friday, but you know, we'll cross that bridge when we get to it. So, graduation for the class of 2027 would plan to be on Friday, May 21st next year. >> [clears throat] >> Thank you for that. Next, we have

012the, uh, looking for an action item on the approval of the 25-26 budget amendment. >> Yeah, I was going to say. So, this amendment is to, uh, change a budget for the debt resolution passed last time to pay off that fund 39 debt. Basically, it's approving a budget amendment for the debt payment is all it is, so basically increasing the expenditures in fund 39, so. And paying off this is the referendum from 2013 working to pay that off early. >> So. >> [clears throat] >> All right. Anybody have any questions? 013[clears throat] All right. Next we have the Finance Committee meeting update. >> Yes, we met on Wednesday, June 3rd at 3:30. All members were present. A statement or notice was given. The minutes were approved. Uh we had a proposal for restructuring of the Raceland High School class advisor uh structure. Uh the committee approved the the recommendation of the proposal to split out ninth and 10th grade advisors and add one additional advisor for ninth and 10th grade as well. Uh we also discussed a color guard instruct instructor and marching band instructor uh position. Uh the committee approved the proposal to add the color guard instructor and marching band co-director positions to the co-curricular schedule. Uh we reviewed a proposal for uh the child care um parking lot at the uh at the down at the campus

014there uh looking at potentially creating some more efficient parking space for a drop-off area. Uh we talked about and looked into and had a lengthy discussion about the OPEB language review um based on the staff loss quotes that we received at the end of May. There will be a minimum health insurance premium increase of 15% for 27 and 28 school year. Based on the feedback received from the OPEB meetings, the committee is discussing some potential changes to the proposed OPEB language. And then we reviewed the preliminary 26-27 budget and and a It will be approved at the full board meeting on June 22nd is what the goal is there. We reviewed and approved the bills and scheduled our next meeting for Wednesday, July 8th at 3:30. >> Any questions? All right. Thank you for that

What do you got for us, Phil? >> Well, it's the off-season, so >> [clears throat] >> nothing too much, but it's interesting as usual. Um there's been some talk about who's been responsible for not wanting to call another special session. As you recall, Governor Evers negotiated a compromise with the Republican leaders of the House and Senate uh that would have given Rice Lake about uh 200 $20,000 extra plus

019or minus this year and about 600 some next year according to WASB's projection. Well, the Senate major The The House is ready to come back. Uh the Senate majority leader has now said that if he is informed that two senators of whatever brand will switch their vote, he will call another session. So, we're waiting [clears throat] on that and we should not uh hold our breath. Um >> [clears throat] >> The WASB also has a nice informational section about um setting the record straight about uh expenditures for public schools. And they have a section addressing the concern that we have more employees per student than we used to have. Well, that's true. There are about 7,000 more students with disabilities in the system since 2018 to 2019. But there are also many areas where expectations

020have increased and they name uh career and tech ed, mental health, safety, uh dual enrollment, uh the the nutrition and and behavior. And there are also of course state and federal mandates which tie our hands on many things. So, uh that section's worthwhile looking at. There are our four sections to their report and they're all interesting and informative. Thank you. >> All right. Thank you for that. Upcoming meeting schedule was in your packet. Again, we've got the uh summer learning symposium for WASB over in Stevens Point July 10th and 11th. And that does require registration. So, if you can uh attend that, please let Colleen know so she can get you registered and get you a hotel room. So, that is our upcoming meeting schedule. And with that, we would move on to upcoming district

021events from our district administrator. >> Yeah, some upcoming events and and a little report on some that took place. But, uh a week from today, the first session of summer academy begins. So, Monday June 15th and it'll run through the 25th. And then the second session is scheduled for July 27th through August 6th. Uh there are no Friday classes. Uh that was something based on feedback from from parents. And then all sessions will take place at Hilltop Elementary in Rice Lake Middle School. Now, they walk to other places or or even bus when they go to the hockey rink, things like that. But, based out of Hilltop Elementary and the middle school. Uh you can check our website for more information. And then it was a busy uh week and weekend athletically um last week.

022Uh the boys golf team qualified as a team for the state tournament by placing second uh at the Spooner sectional and they were teeing off. They're probably done with their first round now today, but they're uh teed off in Madison today. Um and then they'll play again tomorrow. Uh girls soccer won the regional title by defeating Osceola. And so, this Thursday at 7:00 p.m. they play Baldwin-Woodville. And then and uh you're probably uh aware, but uh athletes did very well. Uh Addison Schmidt was sixth in the shot put and 10th in the discus. Caden Wilger was eighth in the 110 m hurdles. Chris Klubert was seventh in the triple jump. Uh Brody Schouls was third in discus and 10th in the shot put. And Carter Kuchko was a state champ in both the 1600 and

0233200 m runs, setting a state record in the 3200 m. Um was uh outstanding performances. The boys placed fourth as a team. And so a lot happening there and and still some more to come with uh soccer. And then uh I know some of you were talking about this and it was on Facebook as well, but uh worth noting for the Rice Lake High School graduating class of 2026, 100% graduation rate. And that's uh that's not fudging numbers or putting kids in different programs or anything like that. That's a true uh graduation rate. So, something to be celebrated um uh throughout the en- the entire community. So, that's really something to be proud of. And uh congratulations to all of our staff and the students on on that accomplishment. That's outstanding. And the parents and
