I don't care. [clears throat] >> All right. And the mics are live. [cough] [clears throat] >> Do we have anybody here? >> [snorts] >> I know. [snorts] Yeah. It's hard for me to keep quiet this long. [laughter] >> We know. I know. >> This is a problem. >> All right. It is 6 o'clock. We will call the regular board of education meeting to order. Roll call, please. >> Kevin Jensen, >> yes. >> Marian Barbara, >> yes. >> Bert Richard >> here. >> Nelly Sher, >> here. >> Doug Kuchko. >> Lori Zarbach, >> here. >> Don Kusky, >> yes. >> Andrew Coupe >> here. >> And Phil Henl >> here. >> And Randy, was a proper notice given for this meeting? >> Yes. Please be advised that public notice notice of this meeting as required by

sections 19.84 and 65.90 the Wisconsin statutes has been properly given. Such notice consisted of a notice and agenda to the official newspaper, the Rice Lake chroner type, to the Oaklair leader, and radio stations WJMC and WAQE indicating the date, time, and place of the meeting. Such notice was given more than 24 hours prior to the meeting. >> Thank you. It does appear that a proper notice was given for this meeting. We will now stand for the pledge. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [snorts] >> All right. So, [clears throat] we will start our meeting [snorts] getting to uh see a few of our students that have excelled in certain areas in

the in the buildings. It's always a fun time for us as board members to see some of our students and hear all the good stuff that's going on in the classroom. So, we will start with the Rice Lake High School and over here by Mr. Dross and Bert is a nice opening for people that want to take pictures because the student and the presenter will be up here at the podium. So you can just duck in there, you can videotape, you can take pictures all you want from that spot. So Rice Lake High School. [snorts] You can stay right there. Good evening. Uh Mr. Kowalsski, uh Mr. Mr. Bicey and I nominate Alysa KZ. It is my distinct honor to nominate her for school board recognition. She's currently a senior and embodies remarkable resilience and

determination. Her journey is a testament to the power of a positive attitude and reminder of the potential within our student body. During her sophomore year, Alysa faced significant medical challenge that caused her to miss a large portion of the school year. This was a very difficult time for her emotionally and physically. The transition back to full-time academic schedule could have been a setback. However, Alysa approached her return with a drive and focus that was truly exceptional. Since her return, Alisa has not only caught up, but has managed to excel academically. Her commitment to education is evident in her course load. She now has college credits and advanced placement classes on her uh record. She has achieved this success not in spite of her challenges but by demonstrating an inspiring level of perseverance and grit. Beyond

her academic achievements, she's a great role model for her peers. Her presence is in our school building is an example of strength and grace. Alysa is very polite, always says hi, always says thank you. Um just a student that is a pleasure to see every day in our building. Her story is one that deserves to be shared. Uh I know when I told her that she was going to be recognized, she was very thankful and appreciative. So um Alisa, this we congratulations and [applause] I get to give the certificate because she's one of my young ambassadors to the chamber. >> All right. [applause] Hold up. >> Wait a minute. You don't get out that easy. >> Got to do some pictures. >> Close up. >> Yep. >> Oh, that's a good pick. >> Then we've

got one over there. >> Look at her. >> [applause] >> Rice Lake Middle School. >> Hi, I'm Jenna Mundon. Uh myself, Beth Morenel, and Mr. Sparrow have nominated Levi Sarah for the student of the month. We we want to start out by saying how lucky we are to have Levi in our classes. Levi is being nominated as eighth grade student of the month for October for many reasons. Not only does Levi excel academically due to his diligent daily work, but he is also an outstanding citizen of the Rice Lake Middle School. Levi is responsible and works hard to always do his best on his schoolwork. He is very respectful to staff and peers. He is friendly and easy to talk to, making him a natural leader. He is always willing to work with others and

he is wellliked by his classmates and teachers. Levi also works very hard outside of the classroom. He is a strong member of our RLMS cross country team and has excelled this year at the meets. He is a member of our math counts team and has strong perseverance and work e work ethic. Levi has also taken up a leadership role in Warriors for Christ this year to help plan and present at their meetings. Levi is a wonderful example of what it means to be a warrior. Great job, Levi. [applause] >> Yeah, I get a picture there. >> Can't get enough pictures. Hogan Elementary. [laughter] >> All right. So, I'm Mr. Velc, principal out at Hogan. I am presenting Rory on behalf of Michael Brown, our fourth grade teacher out at Hogan. And this is what uh

Mr. Brown had to re uh write about Rory. He says, "Rory is a hard worker and strives to do her best. She is an active listener by contributing to the classroom discussions and sharing her thoughts. She takes feedback and welcome welcomes it as an opportunity to learn. One of the biggest things that stands out is her willingness to help others, frequently asking me if I need anything or if there's anything she can do to help in the classroom. She makes time to help fellow classmates. Rory has been a delight to have in classroom so far and I'm looking forward to a great year. And I would say over the years that I've had her out at Hogan, I would echo pretty much all of that. She's always wanting to lend a hand wherever she can.

So congratulations [applause] Tinker Elementary. All right. I am Mrs. Cole, the fourth grade teacher at Tainter, and I am nominating Priya for um her leadership and perseverance for this award. Um after talking with some adults that she's had previously at Tainter, um it was decided that she should receive this nomination for leadership and perseverance. Um, elementary students can sometimes shy away from volunteering in class, whether it be answering questions or reading. Um, I've been delighted to say that and see that um, that's not the case for Priya. She's always willing to offer um, her thoughts and read um, even when the text might be a little difficult or something like that. So, she's been really great in that sense. She's always um, going doing this without hesitation. Another thing she does without hesitation is helping

peers. She's always willing to step in and help someone who's having some struggles in class. Um, I can always look to Priya as an example of being on the plan at all times of the day, no matter whether we're in the classroom or somewhere else in the building. Um, Priya is a person that others should look to for guidance and leadership in bravery and resilience. [applause] >> [applause] >> and Hilltop Elementary. Good evening. I am Tara Granquist and I'm a fourth grade teacher at Hilltop and I am nominating Camden for um academic excellence, citizenship, perseverance, resilience, and also leadership. I didn't check check that box. Um Camden has been a role model student since he has started fourth grade. He prides himself that he is the first one in the classroom each morning and after

recess and he's like, I did it. How could I do it? [laughter] He reads the schedule, gets out his materials before I even have to prompt him. Camden listens well to directions, and gets started on his work the second he is able. He is very attentive during class lectures and is a hard worker. In addition, Camden will keep his group and/or partner he is working with on task as a positive leader. He is a true team player. Camden scores prove that he is a natural problem solver and reads thoroughly and carefully. He is excelling in all academic areas. Lastly, Camden's behavior outside of the classroom is simply stellar. He has very good coping skills and will avoid getting into arguments or be led into doing any mischief. He definitely knows the rules and expectations and

follows them as best he can. On a couple of occasions, Captain's face clearly showed that he was frustrated or had some annoyance after a recess or an activity. When I confronted him, um he would share the incidents with me, calm manner, without any judgment. Most times he didn't need anything to be done. He just needed a way to express his concern and question why someone would make the choice they did. [snorts] Then he was right back into school mode. Camden is a positive influence in my class, persists at learning challenges, and has meaningful ideas. And I am super glad that I can be his fourth grade teacher, [applause] even though he won't give me a high five at the end of the day. Got one more picture. >> There we go. [applause] >> All right.

So, congratulations to all of our students that were were recognized this evening. Uh, a couple things. One, our meetings are on the local television. So, if you want to see yourself on TV, kids, um you will be on TV. They do run that several times throughout the week. Um and then also all of the students that were recognized this evening, your names will go into a drawing and at the end of the school year, we're going to draw a few names out and issue some Chromebooks. So, good luck on the drawings. And with that, we will pause for a brief moment if anybody wants to leave, but we will be talking some exciting stuff about the budget and all these good numbers and stuff. So, if you want to stick around, welcome to do it.

>> I heard one young lady that wants to leave. >> Yeah, [laughter] she's like had enough. >> I'm on out. >> This meeting is boring. >> That's awesome. >> Yeah. >> Good night. >> Yeah. >> Congratulations. Were you here for the budget hearing before this? >> All right, we will get back into meeting mode. We didn't have anyone sign up for appearances. So, we will move on then to the uh 2526 tax levy and the 24 256 tax comparisons. And the Let's go off of this one. >> [snorts] >> So our [sighs] uh equalized valuation for the properties in our Race Lake school district would have been >> Yeah, it's in the packet. 2 bill543,312,864 in 2025 and we are up to 2 billion842,26 I'm sorry 2 bill842,26,952 and the present overall of our municipalities

that are in in the district. It averages to an 11.75% increase. The tax uh percent levy, we would be looking at a 9.07% change in the levy. That's going the certified levy from 2025 was 19 uh,992,965. This year's would be up to 21,86,899. And a big part of that is because more of we had less money coming from the state and more going on the local tax role. So, the state uh put more money into the Milwaukee School District area as they passed a referendum for operational assistance. So, that's where the money went to. Anything else you'd like to add, Mr. DS? >> No, I think you covered that. Yeah, as someone looks at the tax levy, the tax levy is up, you know, about 1.8 million. Um, but our revenue is only up about

$500,000 and it's as exactly as you said, uh, we're receiving uh, significantly less in state aid this year as compared to last year. That's and one other piece to point out I that I missed um, in 2425 school year, the mill rate was $7.86 per thousand. This year it's down to $767 per thousand. So with that, we will move on then to the adoption of the 2526 school district budget. And whereas a proposed budget has been prepared to provide for the operations and maintenance of the school district to provide [clears throat] for retirement and indebtedness. Whereas a public hearing was held in a public comment received on the proposed budget for the July 1, 2025 through June 30th, uh fiscal year as required by Wisconsin statute 65.90 section 4. Therefore, be it resolved that the

general fund 10 expenditure budget of $34,788,299, special education fund 27, budget of 5,817,38, nonreferendum debt service fund 38 of $471,827, referendum debt service fund 39 of 1,457, uh, $350 capital fund project 49 budget of 900,000 the food service fund 50 budget of 1,326,921 and the community service fund uh 80 budget of $13,666,933 totaling 58,428,368 in expenditures. all funds be adopted. [clears throat] And with that, I would entertain a motion to approve the adoption of this budget. >> I would move to adopt the budget. >> Second. >> Motion has been made and seconded. Any further discussion? >> Seeing none, all in favor signify by saying I. >> I. I. >> Opposed. And [clears throat] the budget has been adopted. Now we will move on to the 2526 tax levy resolution. And whereas after due and careful

consideration, it has been found that the amount of $14,551 no 14,551,575 in addition to all other school revenues will be necessary to maintain the general operations of the Rice Lake Area School District and $566,791 for the retirement of bonds and long-term loans and for the development of the community service programming, $6,688,533, making a total of 21,86,899 for the period beginning July 1 of 2025 and ending June 30th of 2026. Therefore, be it resolved that the amount of 21,86,899 be spread upon the tax roles of the city of Rice Lake, the village of Hogan, the towns of Baron, Bear Lake, Cedar Lake, Doyle, Oak Grove, Rice Lake, Stanfold, Stanley, and Sumner in Baron County, and Birwood, Long Lake, and Serona in Washurn County, and such areas as comprises of the Rice Lake Area School District With

that, I would entertain a motion to approve the tax levy resolution. >> I will move. Motion has been made to accept the tax levy resolution. Is there a second? >> Second. >> Motion has been made and seconded. Any further discussion? [clears throat] Seeing none, all in favor signify by saying I. I. >> I. Opposed. And the tax levy has been approved. Now we have the resolution designating public depositories. Whereas Wisconsin statutes 120.44 and 120.12 subsection 7 uh requires the schools school board of a unified school district to designate public depositories. Therefore, be it resolved that the board designates any banking institution or savings and loan association located within the school district and the local governmental pool investment poolled investment fund as qualified public deposiitories for the Rice Lake District under chapter 34 of the Wisconsin

statutes that require that all deposits in banking institutions or savings and loans associations over 500,000 be uh collateralized. And with that, I would entertain a motion to approve the public depositories. >> So moved. >> Motion has been made. Is there a second? >> All second. >> Motion has been made and seconded. Any further discussion? Seeing none. All in favor signify by saying I. >> I. I. >> Opposed. And the public depositories have been approved. There we are. And next we have our approval of our regular session and close session meeting minutes from Monday, October 13th. Entertain a motion to approve the minutes. >> No motion has been made. Is there a second? >> Second. >> Motion has been made and seconded. Any further discussion? Seeing none, all in favor signify by saying I. >> I.

>> Opposed. And the minutes have been approved. Next, we have our consent agenda where we have uh no employment resignations and seven employment recommendations. And with that, I would entertain a motion to approve the consent agenda. [snorts] >> I'll move to Okay, I'll second. >> Motion has been made and seconded. Any further discussion? Seeing none, all in favor signify by saying I. I >> opposed. And the consent agenda has been approved. Next we have our school uh report section of our agenda where we will start off with the school and district safety plans. This is a second reading. Randy. >> Yeah. Just uh as I mentioned at the last meeting, these are the safety plans uh that need to be submitted to the Department of Justice every year by every school district uh by the

end of the calendar year as well as documentation of any drills which are completed and I'll be talking about that a little bit later. >> All right. It is an action item. So with that, do I have a motion to approve the school and district safety plans? >> I will move to accept them. >> Motion has been made. Is there a second? >> Second. >> Motion has been made and seconded. Any further discussion? >> Seeing none, all in favor signify by saying I. >> I. I. >> Opposed. and those plans have been approved. Next, we have the district safety committee meeting update. >> Yeah. So, the committee uh met on Tuesday, October 21st. Um with that, some of the business items included reports from the buildings on drills they have either conducted this year or

plan to conduct this year. Uh we always have the school nurses as well uh give an update and they talked about things like uh epipens and restocking those. And then I think something that sometimes um gets confused in the public is uh proof of vaccinations. And I think sometimes people believe that every child uh in the school district has to be vaccinated. Um and state state statute says they either have to be vaccinated or sign a waiver. And on that waiver, there's I think five different exemptions, I think. So, um, anybody listening or board members, um, it's not that students have to be vaccinated. Um, either vaccinated or fill out a waiver. So, with that, uh, there's different, um, requirements for different ages. uh protocols and procedures. Talked about some changes to uh uh safety

plans and both uh Stephanie Bowl and Andy Jandro were at the meeting uh to talk about those as well as emergency communication procedures for uh before and after school events as well as some new doors stops uh that are being u uh created and and printed out by Mr. Peterson at the high school. Um talked about some things at the the different safety concerns. um you know doors at the aquatic center. We still need some labels and numbers on some of those. Uh recommended that we uh review the stop thebleleed training for staff and that the PA system, the new PA system in those in the new addition is is great and that's something we want to expand eventually to the rest of Hilltop and the middle school and the high school. And also just

uh so you're aware uh board members um and I'll be sending something out districtwide and probably we'll do a press release with the chrono type the week before but on Monday December 22nd so we won't have school uh that day. Uh that's the the first Monday of our holiday break. Uh but from 2 to 6 p.m. at the middle school, uh Rice Lake Fire, Rice Lake Police, um EMS, um I'm sure county resources as well are going to be involved in training at the middle school. And so uh with that, they're uh looking for staff members and others that want to participate in that. And so we're looking to continue drills like that on an annual basis. So our next meeting will be Tuesday, January 27th. >> All right. Thank you. Anybody have any questions?

Seeing none, we'll move on to buildings and grounds. Buildings and grounds committee met on Thursday, October 23rd. All board members were present along with Randy and Victor Drossst and Brad Kissling. We approved the minutes, talked about meeting in the future to get having start having some discussion uh the gymnastics floor where they do their floor routines. uh has been uh well used and uh we're going to need to do a replacement on that um here in the next year or so. Um so we'll start having discussions and planning for that. We talked about tuck pointing for our district buildings. There was a stretch where we couldn't uh find anybody that had a willingness to do the tuck pointing. So we got a little bit behind uh in that. And so we're playing some catch-up there.

They're uh going to start with some of the buildings and some of the areas on those buildings that are in most [clears throat] need and then work their way through and try and get all of our buildings back up in the next couple years. Uh we talked about the middle school equipment storage. Um, right now they store their John Deere that does the sidewalks down at the uh high school in the maintenance building there because that vehicle does not start well when it's cold and so they need to have it inside where it's warm. So they know that they can get it going in in the wee hours of the morning and get sidewalks cleared before students and staff get there. and then the uh other uh trucks and skid steer um for snow removal

and place for storage for salt and that sort of thing. And so we talked about a couple different possible locations. We've asked uh our administrative team to look back at a site that we talked about about a year ago down um along Allen Street down on that corner where those pine trees are. Um and so they're going to get some numbers and and look at that and we'll decide how we can move forward with that possibility. Um also general storage, we we're renting a a facility in town. Um the entity that we are renting from wants us to take over the whole building which we have no need for. There's offices there and things that we wouldn't need and the rent would be to the point where it wouldn't be beneficial. So again, this storage

building at the middle school might be able to offset some of that um as well and eliminate the um need to to rent some storage. And then we got a update on the child care building uh down at the college, the student center building that's being remodeled. The uh bids have been opened and they're starting to proceed getting some of the concrete work done uh already and the playground is they're poured in place. Part of the playground um is supposed to be going in the end of the week, weather permitting. And otherwise the rest of the the equipment is in and the wood chips are in place. So and then we need the fence which can go up at any point now um here yet this fall. So we we're sitting good with that part

of it. Um pool update. We did uh discuss how the new facility is functioning. We talked about uh some of the issues that we were seeing early on. um they've been able to relieve some of the humidity in the in the building where possibly because it's not so humid right now outside that it's not so humid inside. Time will tell, but we are moving more air than what we were before. [snorts] Uh some of the cleaners that they're using are doing a better job than what we had originally. And so overall, the pool is sounds like it's starting to hit its stride and start to do well. and Boys and Girls Club, the community center update. Um, progress is still being made on that facility. Uh, sometimes it's probably slower than we'd like, but it's

still progress and we're we're getting there. Um, they've got the the roof on the gymnasium side of the building, the the floor in there, the the concrete part of that is down and in. Uh they're in the process of putting the second story steel in and getting that ready to go. So then they can close up the roof on that side and uh start enclosing it. So as the cold weather comes, hopefully they'll have it closed up and and uh can do the inside work during the cold. Uh high school, we talked about the chilled air, air conditioning up there. Um the uh the falls and the springs are are warmer than what they've been in the past, it seems like. And and like this year, it was was very warm when we first started

school. And so we'd like to uh um update some of our uh air handlers there at the high school. Some of those are are very very old. They need to be replaced anyway. So, as we're looking to to do that replacement, um we'd like to do what we did at the middle school and condition that air um to lower the temperatures in the building um through those air handlers. And so, we're going to continue to look at at that and and do some budgeting with that. Um, we're looking at uh trying to find a grant or working toward a grant possibly for the a greenhouse for our um agricultural classes and that would be located out at the conservancy out on that property. um they'd put up a a greenhouse where they can can grow

some plants, sell those in the spring for some some funding, but then also maybe do some uh experimental type things out there as well. [clears throat] So, looking to try and proceed with with that. We then went over the 5-year facility plan, discussed all of the different things where the maintenance is going to be needed. We're sitting pretty well with with roof. We've updated most of our roofs. Um so [clears throat] that part's looking pretty good and uh need to do some equipment replacements as we go along over the next 5 years. Some of our plow trucks, some of our mowing equipment, but uh overall we've got a pretty good plan laid out for that as well. And uh our next meeting is to be determined and then we adjourned. Any questions? We went over

quite a bit of stuff at our meeting, but >> that was that was a lot. >> That was All right, if we have no questions, we will move on to our curriculum committee meeting update. And curriculum met on Tuesday, October 14th, and all board members were present along with Marsha and Kurt from the high school. and then a a uh individual that we've we've hired to help do some do some things with the community and with our high school uh by the name of James Luiki. Um he's been in our district before, helped do some things when we were uh doing the getting ready to do start the charter school. So familiar with our district and he's helping out doing some things uh with us at the high school. So he came in um to

talk about the placebased learning that's going on at the high school. Um Mr. Liki uh has traveled all over the country. Um helping schools, working with schools. He was a uh in public education for a number of years. I believe 17 he was in the in public education and then moved on to doing more of a consultant role. But uh he provided an overview of his goals and the work that he is doing um trying to facilitate uh pedigogy and and making connections in the community for placebased learning. And uh some of the connections he's already made is is really quite interesting. one of them that uh he did um our AP history class at the high school uh got a chance to go down to the Pioneer Museum on the outskirts of Cameron and

look at just the um the writings and the the history that they had in those. and they were looking at some of the letters that were written between someone that was in the military and someone back home and that had gone back and forth and then they were able to bring some of that here to the high school. So those kids had a had a chance to dig deeper. Of course, some of the kids uh a lot of that was written in cursive and uh so they brought AI to the rescue and and uh were able to read those letters and uh learn what was going on during those time frames of of that history. And so it was was a nice connection. It was fun to fun to hear the success story that already

had taken place there. But that's the type of thing he's working on. uh for the district. >> Is he consulting or? >> Yes, >> he's and he's working on making those connections for us. >> Our curriculum or >> for the high school curriculum basically. >> All right. >> Kurt, do you want to add anything to >> I was just questioning >> to that hiring to do some things. I was just what things. >> Good evening. [laughter] >> Good evening. >> Yeah, James. uh as an instructional coach as supporting student our staff collaboration time. He's been attending some Thursdays. He uh has a vast um background in supporting schools in not only teaching and learning but also from developing schools and more of an innovative practice. So when we worked with him originally it was the

charter school grants. Um he helped us with the design. Mr. Biscy, Mr. Peterson, um some of our staff that are still around in the building worked directly with him. um on some of that innovation and um we're we're just happy to have him for a few days here and there. Um contracted with him for a low cost. He just willing to help us out cuz he knows us and has a has a relationship with us. So we're gaining a lot of opportunities for him. Placebased we're going to some community businesses here next week. Um visiting some local businesses to have that community connection. Um he helped uh with Kate Lucas develop the consery retreat as well. So he was partnered on that and he was one of the main reasons how I started out working

with Kate. >> So Mr. Pokei as long as he's here. Could you talk a little bit more about what is he going to be what >> he and high school staff are going to be doing with local businesses? >> Yeah. So uh we surveyed staff um last week [snorts] and we'll be going to three different businesses um and added a fourth. But each each period we'll be going to the business and doing a customized tour. So we ask staff what they want to see anywhere from a general tour to talking to HR talking about project engineer um different people facets of the company so they can have a customized opportunity. Um our goal is to increase community connections in the building and bring our community experts into the building. And this is just another opportunity

to break down those barriers and have our staff know all the great things are happening in our in our community. Um all the businesses we're tagging right now are all global computing businesses and it's exciting. um he's in awe of the community opportunities we have in Rice Lake and we know that we have a great community but um Thompson Precision, Henry Arms, uh Rice Lake Wang and uh Mastercraft are the four we're going to. >> So perfect. Thank you for the explanation. >> Any other questions before we move on? All right. The second item that we uh discussed that night was the school and the district accountability preliminary reports. Basically, the school report cards. Um kind of went through those. Those will be uh shared with local media, parents, and members of the community uh

coming up here in November. And uh you know we we were able to dissect some of it ask some questions dig in a little deeper why these numbers are what they are. Unfortunately they haven't changed the concept which doesn't allow to for us we've got three middle or three elementary schools. We can't even compare our own elementary schools with one another and how well they're doing because each one has a different formula that creates their score based on um uh the how much free and reduced lunch we have and and that sort of thing to um a number of other pieces that come into to play. So, we can't even compare our own, let alone a lot of the public is going to want to look at those and say, "Well, this school or that

school is is doing this or that better than this." And you can't there's no comparison to anybody. Um, >> so it's the same formula they use for the funding. >> Yeah. Very similar. [laughter] Yes. Yes. >> Marsha showed us the equation. >> Yeah. There is a long equation. It's it's it's >> I'm getting the whole drift. [laughter] E= MC² >> and and they keep moving just like the formula [clears throat] for for uh >> funding they keep moving the goalpost everything changes from time to time. Overall, our scores did improve, but yes, >> still that's >> yes I mean some nice improvements. We did some great things, >> but it doesn't really tell us a lot other than we did we did improve and we did some nice things and then they changed all the

rules. But uh more to come with that. Our next meeting will be November 18th at five o'clock here at the administration building and we adjourned. Any questions on that update? All right. Next, we have the second reading of policy and legislative advocacy. We've got policy 342.2, which is programs for students at risk with the rule uh policy 342.3 title one programming is revised. um with the rule exhibits 1 2 um and then policy 342.8 sections 50 that's for the section 504 ADA um piece that was revised policy 344 student progress revised 344.1 that's homework we revised that and then 344.2 two student progress reports to parents and that is for deletion. With that, I would entertain a motion to approve those policies, rules, and exhibits. >> So moved. >> Motion has been made. Is there

a second? >> Second. >> Motion has made and seconded. Any further discussion? >> Seeing none, all in favor signify by saying I. >> Opposed. and those policies, rules, and exhibits have been approved. Next, we get into our information section where we have a Warrior Connections Committee meeting update from October 9th. >> Yeah, the committee met on October 9th. Um, you know, reviewed the purpose and goals of the committee, which was stated to work to positively impact the mental health of students by increasing positive interactions between students. Um, talked about the issues that prevent students from having a great experience at school. um which and and everyone we've talked about it not only in this committee but other committees as well uh community education needed on such things as cell and smartones smartphones you know social

media how those algorithms work uh talk about what do we have in place um we want to continue to shine a light on what is working well um and also shared high school students um recently took a survey and talked a little bit about that um what do we need to have in place to benefit all students and and um you know homecoming was a lot of participation. I know Daniel and others have talked about that when they've been here. How can we extend those pieces to include all students more often? Um and high school students through the warrior leadership team are working on other pieces. I won't say too much because I know they're going to talk about it here shortly. Um and also want to continue to work toward more therapy dogs in

the district. Uh next steps, you know, we have some data. Let's continue to implement ideas and measure success. Um, we'll have success with lots of small things. So, Nelly and and Phil, I don't know if there's anything else. Um, you want to add to that, but we have another meeting scheduled, but >> that's good. Thank you. >> Any questions? All right. Next, the handbook committee meeting update from October 21st. Yeah, the handbook committee is a committee made and the minutes are in your um in your packet there. Um but u made up of a group of people uh representing all the different uh work groups that meets uh multiple times throughout the year. We always talk about u clinic and health insurance and and recently we followed up um on Janelle and Janelle Gitzmaker, Dr.

Rob and myself went around every building just kind of giving an HR update on things. uh talked a little bit about our clinic and health insurance. Um also talked about employee handbook and then some other topics that were brought up by committee members and we'll meet again in February probably before but next one is scheduled for February. >> Any questions? All right. School drill evaluation from Hilltop Elementary and Hogan Elementary. Yeah, just brief briefly mentioned those earlier and you've seen these before, but these go along with those safety plans and everything that's submitted to the Department of Justice uh at the end of each calendar year. >> Any questions on those? All right, then. Uh how about WSB public policy correspondent update? Phil, it's not a real act of time at the state capital now.

uh the two houses, the Assembly and the Senate occasionally apparently about one day a week um are in session. So, the Senate um was supposed to take action last October 14th uh on a bill that would ban personal devices during instructional time, much like the policy we already have in place with uh certain exceptions allowing for a more restrictive policy by the local district if the local district wishes. This bill has long since been passed by the assembly. has bipartisan support uh 28 to 4. So there must have been one abstension in the Senate since there are 33 members of the Senate. Uh but I don't know what the result is. That's why I was on my phone just a little bit ago looking at the blog, but I did not see the result listed.

So hopefully I can report on that next time. Um, other bills that that are continuing to be considered are uh concerning making sure that a resident of the district that requests curriculum materials will be provided with them within 14 days. um a bill about allowing very small schools with 80 students or less to nominate specifically the student they want for the state excellence scholarship rather than just submitting a name and allowing that to be determined at the state level. Um, the education committee uh is considering bills that would mandate one day per year for a chartered youth organization. Apparently, specifically the Boy Scouts and Girl Scouts to be present in the school and mandates uh accessible general areas for military recruiters. Apparently, this must be um a problem uh that the uh that these bills

have been introduced uh in some places at least. Um there are a number of other miscellaneous bills. One is uh concerning if a school uses a growth and development curriculum, it must include uh fetal development uh information including ultrasounds, etc. talking about pro prohibiting certain food ingredients that are being phased out by the feds anyway. Uh Erin's law concerning sex abuse prevention information which would be provided to all K through2 grades. a bill um that I reported on about a year ago, I think that would collect data on student outcome and costs of institutions of higher education. And these would be provided to high school counselors. that the counselor could better let a student know what the cost of their contemplated course in the higher institution would be uh and what they could expect to

get out of it and how that would compare between institutions. immunization waiverss, the rehired annuitants bill, it's stalled in committee and the reason that that Dave Armstrong said he thought was that the assembly chair of the committee didn't think he had the votes, which is kind of strange because I think there were a lot of votes on both sides for that. So, I'm going to look into it a little bit more and u I know Roma Quinn in the Senate has is a sponsor of that bill of the Senate version. Dave is not a sponsor. So, I'm going to ask him specifically if if he has any reservations or whatever and I'll I'll try to get back about that [laughter] next time. Uh pertinent subject. We were watching a drone over the football field which

presumably was permitted on uh Friday night and there's a bill about restricting drones over the over school property. Uh something about requiring an emergency response plan for public schools and few other things but that's enough. Thank you. Any questions? >> All right, >> Mr. Jensen, do you mind if I make a comment? So, there there was and we talked about this in policy and this is more for maybe other board members or people listening. Um, you know, the bill about examining curriculum and I just said in policy if you know a listen a parent or you as board members or a listener or viewer there, you know, wants to examine curriculum, we do that. Now, our staff and administrative team are are going to make that happen. So, I don't ever want, you know, our

general public to think that we don't allow that because we do. And and I know Mr. Hankle, you've talked before, too, about like access to students by military recruiters or I think there was one specific potentially about the Boy Scouts, uh, something like that. We we do that now. So, again, I don't want to, you know, our parents or community members, uh, to think that we don't do those things. We allow those now. I know Mr. Boi addressed that at policy. I know Mr. Kowalsski was here earlier as a high school school counselor. Um we do those things now or access um at the elementary level you know to boy scouts, girl scouts, things like that. So just want I think you probably know that but u just want to state that for uh viewers

or listeners as well. >> Is it as much as just coming in and asking or is there formal paper? Yeah, as far as um say like military recruiters, um I know they reach out to student services at the high school. They schedule those times. Typically, I think they're down in the lunchroom, right, during all the during all the lunches and uh or they may be in student services at times and students can schedule a time to go see them. So, yeah, uh just reach out and they make it happen. >> Why would they be looking at drone use over schools? What's that about? >> I'm not sure. Um, I don't know. I can speculate. Uh, I don't know. Maybe there's people creeping around or something. I don't know. But, um, I I don't know. That's

Randy speculating, but >> Well, you you can see where that could be part of a school safety plan. >> Yeah. >> You don't want people that [clears throat] you don't know whose intentions you don't know casing out a school with a drone. >> Yeah. And just to uh make note since you mentioned it, the drone on Friday night at the football game was uh there for the football team. Instead of having a tall pole with a camera on it, they were using the drone to watch the game and then they have footage so they can go back and >> and practice off of that footage. So >> that's what the drone was there for. So >> So it's producing the film. >> It's going to produce a >> record. >> Yep. >> It's going to

produce a recording. Yep. We figured. >> Yep. So, it was >> Thank God you didn't shoot it down [laughter] >> on school grounds. That's That'd be good. >> We have a problem this Friday. [laughter] >> All right. Next, we have our upcoming meeting schedule on Saturday, November 8th. We have the fall legislative conference. That's in Stevens Point. Registration is required. So, if you are going to be able to attend that, please let Colleen know as soon as possible so she can get you registered for that. Then there's a couple webinars that no registration is required for. One in November and one in December. And then, uh, the exciting news, we've got just about everybody, uh, on the board going to be able to make the trip down to Milwaukee to the schoolboard convention this year.

So, >> that's exciting. >> Well, I'll be thinking about you in Mexico. So that is our upcoming meeting schedule. Next we have our student representatives. >> Welcome and come on up to the podium. State your name and >> grade. >> I'm uh Daniel Broker. I'm a senior class representative. >> Hi I'm Ely Johnson. I'm a sophomore class rep. And I'm Clara Dson. I'm also a senior class rep. Um, so to start off, I'm just going to go over um, this is kind of our outline for things. We'll talk about kind of what Warrior leadership team has been up to. Um, so we have Rake and Run. Um, kind of a fall sports update. Um, some small school day activities which we have been implementing and then upcoming events as well. Um, so to start off,

we had rake and run this past weekend. Um, we had a pretty decent turnout, I'd say. Uh, we had about 15 yards and about 50 Warrior leadership team members who helped out with that. Um, everyone, we've definitely already heard great feedback from it. Um, the community members were definitely very appreciative. Um, and we're just looking to keep that going in years to come. >> Mr. We have a little update on fall sports as well. So, with soccer, they've won their first two rounds of the playoffs against uh, believe I mean, well, yeah, I was going to say, yeah, St. Corey Falls was the 3 to2 one. Hayward was the first one. And so we're going to be playing uh in Somerset for round three. Volleyball won the first two at home. So they're going to

be home uh this week against St. Croy Falls. Football won their first round last Friday uh here at home against Kana. They are going to be hosting Wawaossa East this upcoming Friday. And then for cross country at the sectional meet, Kuchko finished first. So yeah. >> Awesome. >> Um so this year as a warrior leadership team, we're just trying to promote more um things that get students involved throughout the school day. So one fun thing that we've been doing is having games during 10-minute passing periods. So last week on Wednesday, we had a mini cornhole tournament. So I think a few students showed up for that. It was a fun thing. And then this week we are going to be celebrating National Chocolate Day. So, we're going to have a contest to see who can

guess the correct number of chocolate. That's going to be in a jar. So, that'll be a fun little activity. And then we're going to be passing out Hershey's kisses. Um, and then some of the upcoming events we're looking to do. Um, tomorrow at the start of the school day, we'll have a start of term assembly. Um, we'll we'll be doing some different giveaways, things like gift cards, and then we'll be giving away a TV as well. Um, and the way students get entered into that is if they participate in things like pep assemblies, halftime games, anything like that, um, homecoming events, they get a ticket to add into our drawing. Um, and so we'll draw one student for that. Um, as well as some other smaller prizes and then we'll do some student games as

well. Kind of just a fun way to kick off the term. Um, we're starting Warrior lunch buddies this year. Um so warrior leadership team members will be going to the middle school and elementary school um during our lunchtime and it overlaps with their lunchtime as well um just to talk with them and kind of get that more um kind of combined you know um just get them more together. Um and then Mr. Pokey actually had the idea of coming up with this screen time competition that we're looking to do in the next month or so. Um, so over the course of the week, different home rooms will compete to see who can have the lowest average screen time. Um, and that's definitely something awesome and we'll be promoting that and we're really looking forward to

that cuz obviously that's kind of important. Um, and then we'll also be having a couple blood drives coming up. Um, the most uh the first one will be December 10th for students and staff and then we'll have another one in March, late March for the Rice Lake community. That's everything. Thanks so much. >> Any questions? >> I will be anxious to hear how the screen time thing goes because we've really made a big focus to try to reduce phone usage and I hope there's a a positive response from the students. >> We'll see. Yes. >> You'll report back. Yes. >> All right. Great. >> Nice job. >> All right. Next, district administrator comments. >> Yeah, just a a few things to add. U as a reminder, the end of the first term was um well,

our elementary is on trimester, but uh for the middle school and high school, the end of the first term was on Friday, and they kind of alluded to it. Term two of the school year starts tomorrow after the inservice today. Um also on on Tuesday, October 28th. Um right, that's tomorrow. Sorry. Um brain cramp. Uh, tomorrow night the Rice Lake Middle School play the middle school dating games at 600 p.m. in the Rice Lake High School auditorium. Anybody's able to go. Looking admission is a cash cash donation andor food donation for the food pantry. Thursday of this week is the Rice Lake Empty Bowls event from 4:30 to 7:00 in the Rice Lake High School cafeteria. Miriam, I didn't remember I'm going to put you on the spot again. A lot's been happening and she's

been a big part of it. Um, so yeah, basically you can come and have a bowl of soup for $5 or you can have a flight of soup for $10 and that's three different soups. And all of the money goes to support our kids for that receive backpacks on the weekends. Um, right now we have about 370 kids that are receiving backpacks. um kids that might not be getting enough food on the weekends um that just need a little extra food to get through when they're not getting um school lunches and school breakfast. So um it's a program that's really grown and um so it's really cool to see these kids in need receive the food and also there's going to be pottery bowls and wooden bowls for purchase as well. And um I believe

it's $30 for the pottery bowl and um or wooden bowl and a bowl of soup. So come on Thursday. It's a good cause. There's going to be silent auctions as well. And it just be really awesome to see our board there and um staff and um it's a great event. It's a very community event. It's an impressive group of volunteers that come together to pull this off and so uh just to see all of that is wonderful. Thank you. Um also coming up uh Rice Lakeake uh music and drama departments uh Mama Mia Thursday through uh Thursday and Friday, November 13th and 14th at 7 p.m. Saturday and Sunday November 15th and 16th at 2 p.m. And tickets can be purchased at the door. I was looking uh Colleen had a list in there. I

think there's easily uh between the actors uh between those helping behind the scenes, the the pit orchestra, things like that. I think there's going to be easily 50 60 70 students uh from the high school involved with this. Uh it's it's pretty incredible. And Mr. Pokei said they're going big. So, uh it's going to be something to see. And I see there's some some Facebook updates as well. Um November 11th, uh there'll be Veterans Day program. So, uh, Hogan Elementary, touch base with with Mr. Velc, all the schools do something, but open to the public. Hogan Elementary at 1:30 in the afternoon, uh, they do a program. And then the middle school at 9:30 in the morning, uh, we'll be doing a program. Again, those are both open to the public. Um, and I know,

uh, students talked about all the playoff games, uh, coming up. Just a reminder to listeners, staff members, everybody, uh, season passes are, uh, null and void for those. So, everyone has to buy a ticket to, uh, get into those playoff games. But, a lot of exciting things to come. So, >> all right. >> After you have your soup, you can go to the volleyball tournament. >> Right. Exactly. [laughter] >> There we go. >> All right. Thank you for that update. And with that, I would entertain a motion to adjurnn. >> So moved. >> Motion has been made. Is there a second? >> Second. >> We are adjourned. Thank you everyone. All right. [laughter] Post session.
