010good job Skyler Swifty Skyler looks like all right so now we will get into our appearance section on the agenda we have two people that have signed up to speak to the board um just to refresh everybody's memory we have three minutes to speak to the board and the topics that you bring forward um are we love to hear from our community but it's things that we're not able to respond to because they're not agenda items um don't take it personally it's just the way politics have to be in uh with open meeting laws so with that we'll start with Patty Anderson I'm here to spread cheers that's Patty Anderson do I have to give my address 178 929 and a quarter Avenue Hogan um I'm here to say how much that um the Hogan

011area appreciates the Hogan Elementary School not only is it a neighborhood school which I feel is very important for the community and that it serves as a community type Center the Bear Lake Association holds their annual meeting each June there a church started in the gym and went on to build their own place of worship the Boy Scouts host an annual membership night and also the parent groups host activities and students for their families I would also like to invite the board members to Hogan elementary school Friday November 10th at 1M for the brunsli conip Post 540 um Veterans Day program it's a wonderful program and I have never seen any of you there so I'd like to uh invite any of you that can come um the auxiliary which is unit 540 also um

012helps with the program um and also looking ahead to next summer for Hogan Funday um Saturday of hog and fundays we're planning an all school all year all class class both old Hogan School and new Hogan Elementary class reunion on that Saturday and I want to try to get everything out now because with the HIPPA laws we're not able to go into detail how to get these people to come so um the principal at the school has already said that anybody that is an alumni of either school can call give him the name and their contact numbers they can do Hogan area how my time oh I'm good okay hogin area um activity group you can we have a Facebook page and also um Village Grocery has a signup sheet in hogin so if you're

013ever going through town but anybody that you know I talked to a man that he had a long white beard and he said he went to fourth grade at the old school and it was kind of cool and he might provide the chicken dinner for the thing so I appreciate everything that you do and we just love the Hogan School I want you to know and thank you for your time thank you could could you give me the time on uh Veterans Day again one o' okay thank thank you thank you all right thank you Abby good evening my name is Abby Fischer and I have some prepared remarks but before I do that today is October 23rd and for chemists I have a PhD in Biochemistry so today's a very important day for chemists

01410 to the 23rd anybody it's mold day yes so happy mold Day to all my fellow chemist and other science nerds okay so here are my actual remarks my name is Abby fiser I live in Rice Lake and I am in a proud homosexual relationship I regret not attending your October 9th board meeting as that Wednesday October 11th was National Coming Out day and I do like to remind the board and our community that coming out is gay lesbian bisexual transgender queer intersects somewhere else in the rainbow or even as as an ally is as important today as it was when we first observed National Coming Out day in 1988 or even earlier in 1982 when Wisconsin was known as the gay rights state and so tonight I come out again as a lesbian coming

015out is not a one-time event it is an everyday every moment decision when I arranged for our utilities account here in Rice Lake the employee asked for my spouse's name in that moment I had to decide if I would give her name or make a different decision that's coming out coming out being out is a privilege but it should be a right and a right that is afforded to everybody in the rainbow not being able to talk openly about our loved ones and do it openly and honestly means we're not bringing our full selves to the situation that leads to to feelings of low self-worth that we're lying to everyone including ourselves and of not belonging nobody deserves that we all deserve to feel included and belong in that we belong hearing people talk about

016their families heterosexual homosexual Multicultural helps us all learn about those around us learn and practice empathy and be better community members all three are goals of this District as I have during previous appearances I encourage the board the administrators and our community to speak with those and learn with those who are different from us thank you thank you all right now we get to get into the exciting piece of the uh agenda where we get into our tax levy and our budget and all of those fun pieces so we'll start off with the 2324 tax level and the 2223 and the 23 24 tax comparisons and they were in your packet is there anything you want to add to that Randy other than I don't think so I think in terms of what we covered

017during the budget hearing earlier I I think we're able to answer questions and and move through that all right anybody have any questions about those comparisons that were in our packet I don't all right then we have the adoption of the 2324 budget whereas a proposed budget has been prepared to provide for the operations of the maintenance of the schools of the district and to provide for retirement and of its indebtedness whereas a public hearing was held and public comment received on the budget proposed for the July 1 23 through June 30th 24 fiscal year as required by the Wisconsin statute 65.90 subset 4 and therefore be it resolved that the general fund 10 expenditure budget of 35 M887 n26 special education fund 27 uh fund 27 budget of 5,731 540 a non referendum Debt

018Service fund 38 budget of 431,000 85 the referendum Debt Service fund 39 that budget is $1,458 725 the Food Service budget 50 of 1, 258,000 and the community service fund 80 budget of 4,574 th18 totaling 400 49 million $341 and uh one more time 49 m 34074 is the expenditures in all funds be adopted I would entertain a a motion to approve the adoption of the School District budget motion has been made is there a second second and could you just um just to to summarize for the public again what the um the dollars of the tax levy are and what the mill rate was last year and how it's gone down did you have that there yep all right so let get it on the record so people know this one here yeah all

019right so the uh tax levy for the 2324 budget would be 9,213 no1 19,23 1010 and the mill rate will decrease 14.28% and that's due in large part by the increase in the property values and the increase in Aid to the district so that puts our Mill rate for the 23 24 year down to $824,000 that's down from $961 per thousand from the 2223 school year is that what you were looking for yes it is thank you okay all right so we have a motion a second and a second any further discussion see none all in favor signified by saying I I I posted and the budget has been adopted now we have the adoption of the 2324 tax levy and whereas after due and careful consideration it has been found that the amount of

02012 mil 88719 in addition to all other school revenues will be necessary to maintain the general operations of the Rice Lake Area School District and 1,926 86 for the retirement of bonds and long-term loans and for the development of community service programming of 4,399 108 making a total of1 19 m213 1110 for the beginning uh July 1 2023 and ending June 30th of 2024 therefore be it resolved that the amount of 9,213 1110 be spread upon the tax Ro of the city of Rice Lake the village of Hogan the towns of Baron Bear Lake Cedar Lake Doyle Oak Grove Rice Lake stanfold Stanley and Sumer in Baron County and Birchwood Long Lake in cerona in Washburn County and as such areas as comprises the Rice Lake Area School District with that I would entertain a

021motion to approve the adoption of the tax levy for the 23 24 school year motion to approve for the adoption of the tax ly motion has been made is there a second second motion has been made and seconded any further discussion see none all in favor signify by saying I I opposed and the adoption for the 2324 tax levy has been approved next we have the resolution designating public depositories and that starts off whereas Wisconsin statutes 12.44 and 12.12 2 subset 7 requires the school board of a unified school district to designate public depositories therefore be it resolved that the board designates any banking institution or Savings and Loan Associated located within the school district and the local government governmental pool investment fund as qualified public depositories for the school district under chapter 34 of

022the Wisconsin statute and requires that all deposits and banking institutions or Savings and Loans associations over 500,000 be catered and with that I would entertain a motion to approve that resolution so moved second motion has been made and seconded any further discussion seeing none all in favor signified by saying I I I I opposed and that resolution has been approved so now we get into approval of our regular session meeting minutes from Monday October 9th would entertain a motion to approve so move motion has been made is there a second second motion has been made and seconded any further discussion see none all in favor signify by saying I I I opposed minutes have been approved next we have our consent agenda where we have two employment resignations and two employment recommendations I would entertain

023a motion to approve the consent agenda move to approve the consent agenda as presented motion has been made is our second second motion has been made and seconded any just one comment on that I I think it's just the typo but on the um um for the employment recommendation for for Andrea it says October 6 2013 is that's be 2023 I think and there's yeah yep I think okay that's what I thought all right thanks all right we have a motion in a second any further discussion seeing none all in favor say by saying I I I opposed and the consent agenda has been approved all right our report section we'll start off with the school district safety plans this is a second reading of this plan yes so with this uh it's the same

024plan that I reviewed with you at the last board meeting uh no changes and we had talked a little bit about a change in language U adopting um the the protocols from uh the I love you guys foundation and with that U you know some of those changes were due directly to um you know our experiences last year you know one being that swatting call at Rice Lake Middle School so and just as a reminder this and I'll touch base on it later as a couple of schools uh submitted their drill forms uh for some recent drills they conducted but this gets uh the completed document for each and every building in the district gets submitted to the Department of Justice um and at the end of every calendar year any questions see none this

025is a second reading so I would entertain a motion to approve our school and District safety plan Move Motion has been made as there a second second motion has been made and seconded any further discussion see none all in favor 65 by saying I I hi opposed and the safety plan has been approved next our district safety committee meeting update and just uh kind of sticking with that our our latest meeting was on uh we meet four times during the year it's our last meeting was on Tuesday October 17th and with that just so you know we have stakeholders from uh different aspects as well the county uh County emergency planning rice like Police Department rice like fire department and so we get together as we U review our safety U plans and look at

026uh things we may want to change in the future and so uh some things were reviewed uh kind of our probably our last time on the agenda but update on their critical incident mapping Grant so uh we had applied for a grant last year and received that and so worked with the company and so all of our buildings in the district are mapped uh kind of think like the game Battleship and so with that if there's an emergency uh for any reason at any of our buildings fire department uh County uh First Responders City First Responders have uh the ability to pull up those maps and and if it's a you know we're on the rake high school campus go to C7 or something like that for a staging area that's there and they have

027access to those we talked a little bit about that um I did touch on athlet atic training um as well and you might say that's kind of a interesting is that really to do with school safety and and it is as as we uh we talked a little bit about that um you know things have changed over the years and who we who we work with for that and it's been a little bit of a challenge this year but uh we continue to move forward and and we have some people coming in on on uh kind of one-off instances as well if we don't have coverage uh for a particular contest um Mr lipkey at the high school uh has individuals he can call to come in and and help serve our student athletes and

028then we talked uh more about the I love you guys information and training and with that uh designated a a subcommittee to continue to do that work uh but they have so many uh outstanding resources that are already made for uh staff members for for districts for entities uh for parents and so uh you can expect to hear more from me in the future on that that thank you any questions all right and uh uh Board of Ed compensation committee date uh yeah we met on the 9th proper notice was given we reviewed the minutes we convened in close session to discuss individual employee contracts we reconvened in the open session and no action is taken we're waiting we don't have another meeting date yet and then we adjourned it all right any questions thank

029you for that update next we have the curriculum committee meeting update yeah we met on uh Tuesday October 17th um it was a really good meeting everyone was present we had some guests uh Casey Bergman Tim panasuk and Josh toes were there to share information with us um we heard from Casey Bergman who was our Middle School literacy coach and she presented information on um updates and professional learning as well as curriculum and instruction in the language arts area at the middle school so a couple of highlights from Casey was um she told us that she tries to meet with all of the language arts classes in grades 5 through eight every week and she spends more time with the newer teachers working with them um but I was impressed that she gets around every

030week to all those grades and all those classes she also said that the staff values their uh collaborative times and that they feel that they're just as important as their individual prep times um it helps them to keep their learning consistent across grades 5 through eight uh at the fifth grade level they're focusing on um writing and morphics and at the sixth and seventh grade levels they're working on refining their reading and writing units and then the update for the eighth grade level was that they have all new teachers this year so Casey said that presents a little bit different challenge than other years where they've had some experienced staff members to share things with but she said they're all learning together and it's working out really well um next we um look at some

031updates on the high school social studies courses and Tim panis came and presented the curriculum for the two new social studies courses at the high school um I'll just remind you that one of them is called um 911 in modern history and the other one is called Holocaust studies and those are um elective classes and he shared some of his res resources that he's found um we found it particularly interesting when he showed us the uh books that he was using for 911 and Holocaust and he had the titles and he shared them with us and we all took pictures because we thought it sounded so exciting we wanted to get our own copies um so it was really interesting he also said that the students really like those classes and they're excited about um

032their lessons and what they're learning and it sounds like it's a it's a really good positive experience and couple classes I think we're well worth adding to our curriculum then Marca um shared some um updates for us from um first of all the high school math they're continuing to work on their options for um Algebra 1 for the 2425 school year and as we mentioned from our last curriculum report the math department would like to revamp the pre-algebra class CL by offering a year-long Algebra 1 course to those students who would normally take both pre-algebra and algebra one their research has led them to the conclusion that that approach would provide a better path to algebra one success for those students um the regular algebra one class which is a two-term class I believe that

033would stay the same uh she also told us at the uh High school English Department um they're continuing to fine-tune their English 10an class during this school year and they've decided to wait until next summer and fall to do um a lot more with the English 11 class they're want to perfect English 10 before they move on and make changes to English 11 we also had a very brief preview of the school and district report cards um but the public um release of it won't be available until mid November and then at that time she will share the district and school accountability ratings with the entire board after that we approved our um meeting minutes from September 19th and set our next meeting date for November 28th I would just like to add that those

034two history classes are for juniors and seniors good so the only prerequisite is just for the that'll be Juniors or seniors yeah and I'd like to re Echo Diane's uh compliment of the language arts department at the middle school they're really really working hard to collaborate together and kind of move us forward so they're working hard y all right any questions I like those two new courses because as has been evident the last few weeks I think people are forgetting about the Holocaust and they're probably forgetting a little bit about 911 as well so I think we have to make sure our students aren't among the ill informed no we're and Mr panisa mentioned you know these are kids that were not even born when 911 you know happened so it's very informative you know

035maybe for them they hear about it a lot but didn't live it so it it's a good class he'd made the comment that sometimes they'll say that they just couldn't believe that something like that would happen in our society and uh so yeah it was very very interesting to hear his report all right anything else not we will move on to the information section and we'll start off with the school drill evaluation at the Rice Lake High School and the Rice Lake Middle School yeah so I briefly mentioned these before but um as a part of the materials that need to be submitted uh to the to the Department of Justice at the end of each calendar year you know you need as a board uh we don't have to take action on these but

036each School uh needs to submit at least one drill form to you as a board for your review uh for you to see and then uh again I'll thank Colleen for all the work she does in and putting all of this together so that it is submitted to the Department of Justice by the end of each year any questions is the I love you guys is that new it's it's newer it's not brand new um but it is newer and um with it like I said so many resources the the language uh one of the issues we discovered last year when we're using terms like preventative lockdown and emergency lockdown that can be confusing and so with them it's in a hold secure lockdown um and and then the other ones as well but uh

037with that and then they there hasn't been one recently but I know at cisa has offered uh multiple day trainings on uh on the I love you guys Foundation I know uh one other I know the baron School District participated in that uh believe it was a year ago and then Cody cargas from maratha was a part of that as well and so I think you may very well know he's a he's a chaplain for not only the Rice Lake Police Department but some other uh Fair departments and police departments as well and he was incredibly supportive too after going to that uh training he he scheduled a short meeting with me and said we need to go this way and so uh with that I know Baron is going down that road as as

038well as Cumberland and it doesn't interfere it still uh coincides with Alice training it doesn't mean Alice training is going away or or that philosophy either that pertains to if you go into a lockdown that's when Alice kicks in so um I'm glad you asked me about that so for anybody listening or watching um we will still keep the Alice protocols in place I think anybody would um but with that that is you know one part of working with the the processes and protocols from the L guys foundation so thank you any other questions all right thank you for that then uh our WSB public policy correspondent update much anticipated um just a reminder uh to I guess us that uh um I'll go down and go over it personally with the I'll I'll set

039up office hours for you individually thank you um the uh the date for nomination papers for people I want to run for school board I think date for submitting those is approaching pretty soon here pardon me December 1st are able to submit we have a little time there when do you announce that you're not running um January or what is that sorry I didn't mean to on you Steve perfect put a gag order on Steve right now there's no such there's no such thing anymore all in favor I so moved uh [Music] all right um child abuse and neglect reporting the DPI modified their training reporting in August um and I I gathered that they modified the previous guidelines from 2021 because they were concerned that there might be a higher proportion of impoverished in

040lower social class kids getting reported for abuse and neglect and um I I guess their change in standards um sort of implied that when staffs supported abuse or neglect they might need to take poverty and social class into account before they report it that's kind of what I I gathered listening to it because the WB lawyers had concerns about that because it could if that's the case it could open the staff to liability so right now the recommendation is School are able to continue using 2021 standards and don't use the new standards you you know all about that I'm sure yes yes you're just letting me break the news probably and that's fine and the the superintendent Association I know uh was um against that as well and I didn't hear a lot about it

041through the course of the summer and and uh um but with that as the school year started started to hear more and yes there there was a concern that you know some students were um maybe being over reported and then there was another concern with the training because it was asking um the person reporting to maybe do a little bit of investigating or a little bit of questioning and that would be brand new our our mandated Duty for a long time has been if you're you know you suspect abuse or neglect you need to report it and it's not uh reporting on someone else's behalf it's it's the person that either witnessed or or suspects that and so that was a significant change and uh I know that came through DPI and there was a

042significant amount of push back for that and so uh the reverse course for now and and we're using the 2021 training for that okay good so you bet I guess I pretty much got the idea there um there are proposed rules from the Department of Labor this must be Federal to increase the threshold to pay overtime by about 40% or more more so that uh people making more money can still get overtime and to require updating that every 3 years that would be another factor for our budget if that ever went through um legislative update uh they have a total of8 billion uh 1 billion in the rainy day fund 7 billion in the Surplus uh some of the ways they're considering for spending that is uh new Workforce Development package uh Republicans and Democrats

043are thinking about child care but they of course have vastly different ways of uh providing Financial incentives and then they're thinking about some changes the retirement program to make it easier to keep your annuity while you're working at a different job um there are a few other proposals there probably not too much interested in those AB 109 uh the financial literacy education bill has passed both houses virtually no opposition and it hasn't yet been presented to the governor and and nobody really knows why but it's going there there's no opposition to it it sounds like a good bill um AB 377 passed the assembly requiring schools to organize sports for biological males biological females or coad and to prohibit biological males from girl Sports um there's the other one uh assembly Bill and Senate bill

044that would lift the school Revenue ceiling that affects 19 districts uh passed with only one no in the Senate the assembly's held a hearing but hasn't voted on it yet uh they're still looking at the flexibility to the start of the school year date they're somewhat hopeful that uh there will be the option to start the Monday before Labor Day and mandate the Friday off so that families can still spend their money on vacations and provide their children for child labor for various Industries that was were you self editing that okay I was just wondering just see if you're listening the uh chairman of the committee is from dor County so he's on side of the tourist industry so they they're not sure about this but but hopefully they said this has the best chance

045of passing of any proposal for a while um there's uh the assembly in the Senate are considering that bill to post an interest estimation for uh passing referendum bonding and there's some liability concerns there because if you put an estimate on the interest you have no idea if that's going to be accurate or not and that is obvious uh implications for a few years down the road um oh then there's a there's a few others but I've been long enough so we'll just stop right there any questions indulging me once again any questions all right thank you for that now we've got our upcoming meeting schedule we'll start with Don has volunteered his home for a Christmas gathering with the board and administrators and I I came dates I came with three dates but I've

046already been preempted uh December 6th was going to be a date but apparently that's a Hollyberry also the men's Hollyberry auction men's club men's club things so Holly auction yeah Holly auction not Holly Berry all right I I don't I don't appreciate the sound effects to my proposals that was just me being excited for it okay so the other two dates would be uh Thursday December 14th or Wednesday December 20th and we can can coodle that or what's that called doodle doodle doodle we can we can we can doodle that or whatever again dece December 14th or the 20th and I was trying to stay away from committee meetings and other things so if we started talking about cancelling committee meetings we could bring other dates into but I was struggling and I have did
