003or the recognition award you are doing something I got an awards for you should be just a moment sir get in there Sarah can you join us all three of you get a picture a pose for a picture that's a sweetie all right way to go Jaden foreign Lake High School good evening Mark basey Rice Lake High School assistant principal and I am here representing Mr Moore tonight um we do have two uh students to recognize this month for uh Race Tech High School so next to me I have Isabella Roo she is a sophomore and she is the daughter of Carrie and Joe Stearns and Mr Moore is nominating her for her perseverance and resilience and this is what Mr Moore says about Isabel Isabelle comes to class each day with a smile on
004her face even though she may not necessarily always enjoy all the activities that we do in class she gives it her all and what we do Isabelle doesn't let peers who may or may not be better than her in particular activity affect how she performs or participates her positivity and great attitude sets a great example for others so congratulations Isabel oh picture oh Isabel I want to give you a shout out do you remember me yeah we used to live next to each other when she was a little smaller than she is now Hilltop Elementary taking a picture McDonald and this is my I'm a fourth grade teacher at Hilltop and this is my student Myla I am pleased to nominate Mila Drew for board recognition Myla is the student every teacher loves to have
005in class she is a hard worker and strives for excellent in all subjects if Milo's unsure of the topic taught she asked for help so she can understand she listens to instructions completes her work and hands assignments and on time when finished with her work Myla can be found reading a book writing drawing coloring Etc quietly so she doesn't disturb classmates Myla is a kind compassionate caring individual who always helps a friend or classmate in need she helps classmates with assignments cleaning their desks being a partner for activities Etc Milo Will Comfort a friend who may be sad and celebrate their accomplishments Miley is someone who I can count on and as a role model for all students in my room congratulations Milo Murphy Loggins Elementary there it is things so Mr Brown is gone
006tonight so I get the pleasure of introducing Riley kunish Mr Brown nominated her for her academic Excellence leadership and citizenship and he writes Riley is an example of what an ideal student is she works hard in class on all of her work she strives to not just complete her work but to do well and Excel in it she showcases leadership qualities by being a role model to her classmates and peers she will Empower them by using kind words and assisting them when help is needed Riley is honest selfless and communicates well with others her classmates are fortuneful student and I would just Echo the same qualities that I see when I'm around the building with Riley I would say not just her classmates but the entire building really look up to Riley so thank you
007Riley foreign all right good all right congratulations to all our recipients and to let you know that your names will be added at the end of the school year to a drawing and one lucky winner will receive a Chromebook so good luck uh on the drawing they're not on my list tonight yeah we don't have the who is it are they here are you here or is the student here let's give them that part see if you can borrow one oh yeah okay so um I am Emma Nickerson and I am a seventh grade language arts teacher at Rice Lake Middle School and this is my student Brianna Luke and I'll just kind of read what we have written here so the seventh grade teachers at Rice Lake Middle School would like to recognize Brianna
008Luke for her perseverance resilience and citizenship during the start of our school year Brianna regularly participates in class and asks questions to clarify what she needs to know she recognizes and takes advantage of the opportunities that will further develop her learning which other students may choose to pass by for example Brianna has extra time in her study hall or when she does she comes to my classroom to get a head start on learning the concepts and skills they'll be taught during her language arts class that day similarly Brianna has worked with her other teachers to retake assessments improving her overall understanding of the material and earning her a better grade in the class we are particularly impressed by how Brianna keeps going even when things get tough additionally Brianna consistently does the right thing without
009having to be told she is kind to everyone she encounters at our Middle School whenever a student is left looking for a partner to work with in language arts Brianna asks them if they would like to join her group these are just a few of the ways that Brianna makes Rice Lake Middle School a positive place for us all to be and we are so proud of her oh okay okay Chromebook for sure anybody else before we move on but I thought he lost his confidence all right so congratulations again and good luck on the drawing so now we are at our appearance section on our agenda and uh just a reminder that uh we do um ask that you'll be kind and considerate when you speak um we have neighbors friends um co-workers that
010are watching our our meeting so please uh be respectful I also want to make a statement uh on behalf of the board that past speakers that have spoke to the podium over the last several months um what is said at the podium does not mean that the board agrees with anything that's been said there and so I just wanted to make sure that that was out there as well that this is the community speaking to the board not the board responding anyway because for one we can't uh respond it is your opportunity to speak to us so with that we've got 30 minutes to go through we've got nine speakers so we should be fine every Speaker gets up to three minutes and we will start uh right now with Steve McConkey uh thank you
011very much I enjoyed being at school board meeting last uh last well um time and I figured I'd come I'm not from this area so I don't want to impose my Webster beliefs but actually um I do internationally with Olympic athletes I was U.S Club coach from 82 to 92 come from Webster Wisconsin just spent 15 years in Madison you know Kenny bederic so two uh years before he won the Medal I took him aside said Kenny you're going to win a medal and he looked at me cross-eyed then he went out to uh um on the track at Drake and got an injury you know what I mean then he really looked at me but I knew his coach I've had a long history of being with world-class track and field what I do
012now is I I have that hat on but also have a hat of Defending Christian Olympic athletes and standing up for Christian Olympic athletes in 2003 I was the only one fighting the international Olympic Committee on transgenders and Olympics I said with Bruce Jenner in 1976 when he actually set a record at Drake and then went on to win the 76 gold medal so I have a lot of experience and I've had 240 worldwide interviews in two years they go on 235 radio stations in 35 States I'm not boasting so I do stand up for athletes but also got into standing up for anybody that's under 18. and what I see happening today is uh kind of an atmosphere that's kind of volatile and not good I became a Christian 76 is almost committed suicide
013I didn't have issues with transgender and stuff like that but uh I haven't had a beer since I know some people can drink I can't so what I want to say is here is um it's important to stand up for kids under 18. and it would be different if people uh we got treat people with respect never ever tease or taught but we can have a group of people controlling how they're raised and and what they believe and this is where I think it's Freedom it's not something where if their agenda was to go off in the sunset and live good lives and not influence others I have people that I know that are that have had kids that transition and actually lost their kids because they took a stand against it and so what
014I want to say is never taunt or tease I dealt with the case up here where a transgender cheerleader was um the school had told them but they didn't write an official policy and told them that if they call this person accidentally a boy that they would get detention so we fought that I work with Alliance defending Freedom Liberty Council and a bunch of lawyer organizations and uh so we we've not lost much I also fight the freedom from religion atheists in Madison and on 15 years there we got an office there but what I want to take on tonight is what the DPI site says with the three the three-year-olds the five-year-olds preschoolers and some of the stuff I can't even as they get older I can't even say here because they'd throw me
015out it's it's disgusting I know that school board time is up Steve oh it is oh man that was fast four o'clock was quickly all right next up is Joshua Carlson booty just like you know the clock's over there too right so you can see it yeah thanks all right that's fine hi my name is Josh Carlson I have three kids in this district there needs to be a drastic reduction in the curriculum taught in the sexual education class gender Theory and overly detailed sexual information crosses the boundaries of the school's academic responsibilities in the beginning God created the heavens of the earth then God said let us make man in our image male and female he created them therefore a man shall leave his father and his mother and hold fast to his wife
016sexual relations relationships are to be confined between a man and a woman in marriage since the fall of Man this command has been transgressed and violated Disobedience to this law results in negative consequences broken homes and relationships unwanted pregnancies orphaned children and abortion furthermore God has elaborated and clarified details concerning sex and gender Leviticus 2013 if a Man Lies with the male as with the woman both have committed an Abomination Deuteronomy 25 16. a woman shall not wear a man's cloak nor a man a woman's cloak whoever does this is an Abomination to the Lord once again disregarding these constructs resulting depression disorder and destruction body mutilation transgenderism including people identifying as animals and minor attractive persons formerly known as pedophilia God's commands are for our good they restrain our sinful desires sin corrupts and
017it destroys the Bible says that all have sinned and fall short of the glory of God the sexually immoral Ty Dollar is a drunk adulterers drunkards thieves and men and women who practice homosexuality we are all born with a sinful nature we have all transgressed God's law and are guilty and subject to his wrath against his unrighteousness the gospel or good news is that God came in the form of the man Jesus and fulfilled the law by obeying it perfectly he died on the cross and was raised to remove the punishment of sin that we deserve to those who are brought to repentance Christ awakens to New Life this miracle changes our desires to Christ and reconciles us to God I was a chief of Sinners sexually immoral a drunkard and Drug abusing idolater my
018wickedness was similar to the sin of homosexuality and transgenderism however it manifested itself in different behaviors to those in the LGBT community and everyone here turn from your sin and seek the Lord get a Bible and read God's plans for you faith comes by hearing and hearing by the word of God your identity is not in your sexuality or preferred pronoun but in the fact that you are an image bearer of the Lord and as such you are a neighbor and are to be loved and and treated with kindness and dignity parents be involved in your children's lives and be vigilant about what they are being entertained by there is a strategic effort to influence your children sexually instruct your children according to God's word love them and discipline them to the school board members
019Implement restraints on the sexual agendas that have been plagued in our community in our schools thank you Addie Anderson Patty Anderson she was a carryover from our last meeting so we'll move on Kim Larose hi I'm Kim Larose and I am a graduate of the Rice Lake High School and I also recently just moved back from over further away um this is the third or fourth meeting I've attended and it seems all the meetings are all are about the same thing the school keeps pushing gender identities gender roles sexuality and other sensitive topics without the knowledge of parents and with disregard to parents parents are the authority of their children whether the school or the government likes it But ultimately our Authority is Christ as parents we do not determine what our child's identity is
020and neither do they God determines that when he knit them together in his mother's womb not their father's womb not some nebulous non-binary person's womb um by continually spreading these evil ideologies about gender and sexuality you are lying to these children about who they are and what they were created to be by not standing against us you are supporting it I realize you are in a tough spot because if you stop spreading the gender lies you risk your federal funding but if you truly care about the well-being of these kids and the strength of community you must stand against this evil you must make the difficult decisions and incur the consequences or hand it over to evil now parents and community members you have seen firsthand that the only thing you get is lip service
021the only thing that the last vote changed was the school would inform you if your child was far enough and their identity disorder to start wanting it on the permanent record no discussion of disciplinary disciplinary action if a teacher chooses to go against the policies or work around them you must realize that you will never get ahead of this of what is coming you as parents will never be allowed to be involved in your kids education that is by Design battle for the American Mind by Pete hegseth is a great book to start your journey of Discovery on the true nature and reason for public education you as parents have the god-given authority over your children and are responsible for them not just on nights and weekends but all day every day you should be
022teaching your kids not sending them to supposed experts who have been trained on how to influence and coerce the young minds into compliance to the government if you feel you are ill-equipped which I guarantee you are equipped enough to homeschool your kids there are plenty of private and online schooling options available if you have any questions about homeschool and private school in the area talk to me I'm in the Rice Lake shirt I have some other homeschool moms here so we can help you out Rita sellers you should lower it so it reaches me hi I'm Rita sellers I'm in the Rice Lake School District I'm a mother grandmother and a great grandmother of I don't even know how many grandkids I have I don't know I can't keep track of them all um first
023of all I want to say I'm grateful for the board that they did the right thing to support the parents rights thank you very much for doing that um now I'd like to talk a little bit about curriculum on the topic of sex education first these children are not your children they're not the government's children they're our children they're our grandchildren God gave them to us he didn't give them chain of you guys I want to say that and it is not your job to teach them all about sex you call it sex education well that depends how far you want to go with that I've seen some of your curriculum for sixth grade which are what 11 to 12 year olds um giving them graphic details and how on how to get in an
024erection how to avoid an erection and getting too many this is not the school's job to teach our children this stuff you can look at your curriculum and the slide shows that they're showing these children too much information now you say parents know and can opt out how about them opting in if they want to have any of it what do they really know about the curriculum how do you inform the parents about and the Guardians do they get to see your curriculum first or a piece of paper which labels on it so they can just check things off with just label on it our kids learn in different ways visual auditorial written Hands-On to name a few while parents were kids at one time also and we too learn in different ways myself paper
025is not how I necessarily learn that's not as good for me again God gave these children to us not to you how about teaching them more about critical thinking time management problem solving stem subjects teamwork and collaboration written communication now that's unusual anymore and if you run out of more of those things how about teaching them about human trafficking abuse in many ways homelessness drugs fentanyl is on an increase to name a few things and if you still run out of things how about bringing more subjects back for Hands-On careers not all of our kids will be going to college we've cut out a lot of the Hands-On careers that we but yet when there's a disaster who do we go for the people who can do the Hands-On help to bring back the community
026and fix the community up how about going back to more of that um thank you Gene Hills hi I'm Jean Hills I'm an alumni at very sick high school and I have three children two have already graduated one still is in high school I had a total speech prepared for tonight not sure if I'd share it or if I wouldn't I went to God did a lot of praying what I decided to do instead was to share with you the experience of my oldest son my oldest son is queer I found out I can use that word now when I was growing up we couldn't it was derogatory now is derogatory so I don't use that word he's teaching me I'm learning I'm open to ideas new Concepts but here's my son's experience at Ray
027Sleek School District as a queer boy school was an awful time for me I was awful often found in the principal's office for something related to bus or playground incidents see my boss had a few people who were extremely homophobic and just the thought of being around a queer person on the school bus was enough for them to completely lose their small minds I remember I remember nearly every day being afraid to go to school I would be called names on the bus I would be called names on the playground these particular individuals really enjoyed calling me a maggot with the F of course I didn't even know what it meant at the time but I was told to let the staff at the school know about these occurrences and nothing was done the most
028help I got was to stand up for myself but when I did I was just in trouble for being me or being a bully myself I remember at that time I had a meeting with the principal and he told me that I wasn't being bullied because it only happened one time that wasn't true some of these bullying instances stick with me I remember sitting on the bus and being told that my bill my bullies were going to kill me they said that they would stab my maggot face and throw me into the river they said they would kill my family I tried to tell someone but it was brushed off apparently I was being dramatic and the bullies well they weren't going to do it anyway lucky enough to have accepting parents who cared about
029my well-being this is not always the case for people like me some people were open about their identities which put Targets on their backs my mother has always been supporting of me and I count myself lucky that I'm not one of the 28 of queer people who have experienced homelessness in their childhood these experiences made my childhood difficult I think you should strongly consider protecting your queer youth in schools thank you all right Reverend Susan offer foreign ER I'm a Rice Lake resident and the pastor at the United Methodist Church just up the hill there are some 60 students who are part of the GSA the gay straight Alliance and I've been blessed to sit with them after school and hear about their lives and how hard it is with their parents or a teacher
030or classmates three years ago this group of students felt free to express their struggles to their friends and teachers they were happy inside because their friends staff and teachers respected them fast forward to present time and the same group of kids expresses a lot of pain and hurt at recent board meetings they're not sure who to go to for support anymore or where to change for gym class or which bathroom to use and sadly from many of these teens going to their parents is the last option since the beginning of school a hostile environment has created has been created for our lgbtqa family and friends and such behaviors lead to self-destruction loss of self-worth and value even suicide because inside that person cannot justify who they are in society there's this school should be a
031safe place to explore and grow into who and why they are the person they're becoming to be just as any student discovers what classes or Sports they're good at or not the voices of the adults pressuring teachers and school board members regarding gender identity have hurt these students and their families deeply their voices have not heard other students or their parents only the group of students who need a safe place to be who they are we listened to several adults at school board meetings who claim it's against their religion to support transgender and LBGTQ people this message is harmful and have a choice this is who they are and while lgbtqa may go against the religion of many voices it is not that way for every faith I'm an ordained minister in the United Methodist
032Church and I'm offended by some of the speeches and these issues of state and religion don't belong in public school and the fact that it was allowed it makes me even more upset I'm not here to preach about my faith I'm here to share love with the kids at school to help support them in what they do and I want them to know that they're loved and that God loves them that's it Rice Lake is an amazing school I grew up in Frederick we always idolize Rice Lake and the smaller schools look to this school with inspiration and guidance as a school board it's your job to make sure that the students are cared for from ages 0 to 18. I'm sorry that's a daunting job that's a lot of work as things keep changing
033all the time there are times that you have to go against your own beliefs for the better of the student body and the staff and as adults time is up oh sorry just please don't let this happen in our schools it's all happy hi my name is Paul poppy I'm pastor at Faith Baptist and chatek and uh one of our member families has children in the Rice Lake School District and I'd just like to thank the board for uh that this has been a test of perseverance and getting into some of these difficult issues that that really can't be bypassed they have to be worked through um I I have as a pastor and I I heard about uh Josh Morey's uh presentation about what is going on with the transgender community and so I
034went and listened to one of his presentations um there isn't a doubt in my mind that he he believes that what he is teaching and what some were teaching about the affirmation of transgender ideology is beneficial for the students I respect him in that way but I must strongly disagree and um I do appreciate the the vote that's been made by the board to uphold parental notification um for this for this reason uh children are given to parents so to bypass the parents is not good for the children and I have to ask this question for all and all of us need to answer this question what kind of ideology is against parents knowing what is going on with their children that that question must be answered because I don't think anybody on either side
035of this issue would appreciate it if they knew that their child was having a long-standing conversation with somebody about a decision that was life-changing and that was being hidden from them I don't think one parent would answer in the affirmative to that that they'd appreciate that if that would happen so one of the things I'd like to say to the school board is this there's a lot of room in your policy in allowing a student that is transitioning to speak with one of your staff basically behind their parents back without them knowing what's going on and I'd really appreciate it if you would discuss that because as a parent if I had a son on the football team I would be notified that day if he got a concussions generally last about two weeks but
036are you are you going to stand behind a policy where you would allow a life-changing decision to be on the horizon for a child and parents not to know for months please consider that and uh we can't have a relationship of distrust between School staff and the board and parents there needs to be a relationship of trust there so thank you and our last speaker this evening will be Joshua Mori hi folks so I've long recognized that people might have questions about balancing student privacy with parents rights to know what's happening with their children there's a reasonable conversation we could have had about that the past few weeks past few months has been anything but reasonable we've heard a lot of people equate LGBT folks LGBT identities with mental illness with evil we've heard suggestions
037that transgenderism is a cult and a dangerous ideology while no reputable scientific organization would agree with such a position we've heard allegations that staff groom sexualize and exploit children that we coerce children into identities that trans people are liars and garbage that our instruction is trash and poison with the ultimate goal of destroying the nuclear family that we brainwash children with predatory Dogma that we engage in domestic terrorism that we steal kids and that we are on the cusp of civil war that I am on Dangerous Grounds and thin ice that I'll be run out of town laughs why are these perceptions allowed to persist by the leadership of Rice Lake Area School District what happens if I have to reach out to a homeless family which constitutes about 40 percent of my job and
038they reject my assistance because of these perceptions being allowed to persist I don't want my kid working with that guy that's going to queer my kids that will compromise my capacity to do my job that'll compromise my licenses that'll compromise Rice Lake Area School District's integrity these perceptions to to preserve our integrity requires leadership to counter this misinformation to recognize the legitimacy of LGBT identities is not political any more than it is political to recognize that the Earth is spherical not everyone agrees obviously but each position is rooted firmly in evidence but perhaps we're working with competing and incompatible epistemologies I recognize that so maybe we can use an alternative guide like the Warrior Way which compels us to ask are we being responsible are we being respectful and are we being safe and as
039to the accusations of keeping things uh secretive it it was a part of our policy that I would make presentations to the community exactly about these issues some of you have seen those presentations and we've had very warm discussions during those presentations where I think everybody left a little less scared of each other and now we don't have that opportunity so I that's why I have nothing left to say thank you all right next we have the 22 22 23 tax levy and the 21 22 and the 22-23 tax comparisons foreign okay so on the screen we do have the 22 23 proposed municipalities with their equalized values and their uh what the districts share their property tax would go to the district you see the levees going from 10.138 to 9.6 Watts correct the
040Levee will be going down uh based on property values and state aid software values going up property value is going is going down sure any questions on that if not I would entertain I'll do the resolution for adopting the budget and then there'll be an action item after that so whereas a proposed budget has been prepared to provide for the operation and maintenance of the schools of the district and provide for retirement and its indebtedness whereas a public hearing was held and public comment received on the proposed budget for the July 122 a 2022 through June 30th 2023 fiscal year as required by the Wisconsin of 33 million two hundred and twenty thousand ninety three dollars special education fund 27 budget of 5 million four hundred and thirteen thousand two hundred and five dollars non-referendum
041Debt Service fund 38 budget of 486 thousand fifty five dollars referendum Debt Service fund 39 budget of one million nine hundred and forty three thousand two hundred and fifty five dollars capital projects fund 49 budget of nine hundred thousand nine hundred ninety thousand the Food Service fund 50 budget of one million one hundred and thirteen thousand nine hundred and ten dollars and the community service fund budget of two million six hundred thousand totaling 45 million six hundred fifty four thousand sixty six hundred and eighty eight dollars and 71 cents and expenditures in all funds be adopted entertain a motion to adopt the budget as presented so move second explosion has been made and seconded is any further discussion say none all in favor signify by saying aye aye aye opposed the budget for the 22-23
042school year has been approved resolution for the tax levy whereas after due and careful consideration it has been found that the amount of 13 million three hundred and one dollars no 13 million 301 633 in addition to all uh other school revenues will be necessary to maintain the general operations of the Rice Lake Area School District and the three million three hundred and eighty one thousand four hundred and seventy seven dollars for the retirement of bonds and long-term loans for the development of community service programming two million five hundred and thirty thousand making a total of nineteen million two hundred and thirteen thousand one hundred and ten dollars for the period beginning July one of twenty twenty two and ending June thirtieth twenty twenty three therefore be it resolved that the amount of nineteen million
043two hundred and thirteen thousand one hundred and ten dollars be spread upon the tax rolls of the city of Rice Lake the village of Hogan the towns of Barron Bear Lake Cedar Lake Doyle Oak Grove Rice Lake Stanford Stanley and Sumner in Barron County Birchwood Long Lake and sirona in Washburn County and such areas as compromised comprises the Rice Lake Area School District and with that I would entertain a motion to prove the resolution for the tax levy on the mission to approve the resolution for the tax levy motion has been made is there a second motion has been made and seconded is any further discussion see none all in favor signify by saying aye aye opposed and the tax levy resolution has been approved resolution designating the public depositories whereas Wisconsin statutes 120.44 and
044120.12 subsection 7 requires that the school board of a unified school district to designate public depositories therefore be it resolved that the board designates any bank institution or Savings and Loan associate Association located within the school district and the local governmental-fueled investment fund as a qualified public depository for the school district under chapter 34 of the Wisconsin statutes and requires that all deposits and banking institutions are Savings and Loans associations over five hundred thousand dollars be collateralized I would entertain a motion to approve so we'll move motion have been made is there a second okay motion has been made and seconded is any further discussion see none all in favor signify by saying aye aye aye opposed and that motion carries next we have the approval of the special education a special session and regular
045session meeting minutes from Monday October 10th promotion to approve the special session regular session meeting minutes from Monday October 10th motion has been made is there a second second motion has been made and seconded is there any further discussion see none all in favor signify by saying aye aye opposed minutes have been approved next we have the committee assignment sheet that was in our packet by the addition of Mr Don kuskey he will be filling that those vacancies that were on there uh in the board's assignments so I would entertain a motion to approve the committee assignments as presented promotion to approve the committee assignments as presented motion has been made is our second second motion has been made and seconded is there any further discussion see none all in favor signify by saying aye
046opposed in the committee assignments have been approved the consent agenda we have nothing for the consent agenda this month or this meeting so we will move on to the report section we'll get into the fifth grade Indian Mound Park presentation exciting stuff all right so my name is Heidi Weber and I'm a fifth grade language arts and social studies teacher and very happy to have Kate Lucas with me here um little background information we have a new social studies curriculum at in fifth grade you guys approved it in August and we were just starting to teach it last month and are over reaching um objective was how does geography influence how people live and we were talking about natural resources and climate and my my migration sorry and I'm talking about uh the first people
047in the world and how they traveled in search of food and resources and one day we were reading about the mound builders who were from the central part of the United States and I mentioned that we have Indian Mound Park right here in Rice Lake Wisconsin and how many of you have been there and I had two of my class of 24 raise their hand so then I asked about our beautiful sculptures on Lakeshore and also had about two who have been to the sculptures so they do remember Dr ronaldson bringing wooly around on his trailer when he first got it so they remember their woolly but they have not apparently gone to see wooly so on Kate's first day of employment in the Rice Lake School District is their naturalist educator for the board
048and anybody watching yeah on her first day I was probably about her second email and I said hey hey would you help me get the fifth graders to The Monuments and um Josh gave permission that we could quick throw a field trip together um I was thinking that we needed to do it quickly because it was going to be getting cold on October 13th it was 40 degrees um so that was interesting and um it's been warmer ever since but we wanted to get it quickly because we were learning about it right then and there and um and it was going to get cold so I have um a few slides here um first we wanted everybody to know that the sculptures were the inspiration of Dr Rod Olson he wanted to bring art and
049history together in a natural setting and that's why I was able to get Kate involved because the natural setting piece but um we started with trustee Rusty we did not go chronological um we decided to just travel with the sculptures and end at Indian Mound Park so there are some of our students um Kate did a phenomenal job with the kids she was um very gracious to lead the field trip and she had the students pretend they were in time traveling machines and we heard all kinds of amazing noises for time traveling machines and we went through the different periods so um trustee Rusty he represents the arrival of the Europeans and the building of Rice Lake um and Kate also encouraged the kids to touch and um climb on the sculptures which of course
050they loved and the rest of us teachers were oh but we were glad to have cake took almost down so um so then from there we um went to the newest um sculpture and if you have not gone to see this I encourage you to see it soon um it's such a beautiful view looking through the hands and you can see the beautiful trees and water through it um I thought this would be my least favorite sculpture but actually it's my favorite now that I've seen it um and been to it um so um manaman is um food that grows in water so directly related to our curriculum to teach the kids that Rice um used to be filled in Rice Lake and people traveled all over to harvest the race or the rice so
051um we can move to the next one sorry there's a great explanation to the sculpture if you would like to go see it I strongly encourage you to do that there's another picture of the kids they have clipboards we quickly put together a little worksheet for them to do to keep them accountable it was a little cold for them to do it that day but um a lot of kids took it very seriously and enjoyed that so next um this sculpture also totally tied into our curriculum where we were learning how people traveled by canoe and then when it got too cold they had to walk and the exact routes that we were learning about are there on that sculpture um down to Menominee up to Bayfield why did people trade they traded to get
052resources that they didn't have access to so this sculpture fit perfectly into our curriculum and there's a few more pictures of this here's Kate with the kids answering their questions and then we have Wally which takes us back to before there were people so it wasn't chronological but um a lot of important things and Kate was able to answer their questions about the glaciers and how all this was formed and so it was great to have an expert with us and then we ended at Indian Mound Park we tried to have the kids be quiet and respectful while we were there um the one thing I would say is the field trip was very quick we just planned an hour and that was not enough time we also had over 100 students in the morning
053and about 75 in the afternoon and those were very big groups so we would like to do this next year in smaller groups and for a longer time period do you want to add anything to that yeah I think that I would just add that having the students on those fields like that field trip that your idea Heidi to bring them out there to engage their enthusiasm um and to explore uh while asking different questions and be Hands-On um led to um a deeper integration of actually remembering and connecting those dots of what is this history and uh connecting through this lesson it was just fun to see and hear their questions and their excitement um and their enthusiasm so grateful to have had the opportunity to to meet you all out there and I'm
054uh also here just to answer any questions um if you guys have any yeah I apologize for Hawking when I went by when you were given the presentation I also want to know or remind people that Friday at 11 30 is going to be the official dedication is it Thursday thank you yeah Thursday at 11 30. okay thank you yeah thank you for reminding people any other questions or comments thank you thank you next we have the finance committee meeting update uh yeah we just met uh Thursday October 20th everyone was there primarily just to go over the things that we've done over with tonight we have we did approve our minutes we reviewed the budget we reviewed the uh the hearing document which is this and we went over the resolutions and so we
055recommended moving forward with all those items which we have all voted on so good our next meeting is November 10th at 8 30. all right thank you any questions or comments okay thank you next we have the curriculum committee meeting update we met on Tuesday October 18th and we had two items on our agenda the first was the four classes which were got in front of us tonight for a possible action item and that would be adopting them four new high school um history classes well one's a AP Psychology um and then three history classes they uh teachers came and presented at a couple meetings prior uh what those classes would look like came with a lot of enthusiasm and uh we've got two classes that'll be AP equivalent and so we're working through some
056of that as like for the U.S history um possibly could either be a credit engagement from W or from University Wisconsin Barron County Eau Claire or it could be a true AP Carson are still working through that but either way they'll be able to get college credit for that if they take the class and and complete the coursework and then uh as you can see another history class that's going to focus on the Holocaust and World War II in that part of History a little deeper and then covering modern history in 9 11. and so those four classes were presented they'll go through the pilot courses they'll go through the three-year study and see how how they work and if it uh is something that we would turn into a permanent class that'll come before
057the board in in three years but we'll be getting updates each year as as we go through the process any questions would they need to take the test with the AP classes and pass it in order to get the credit if they want the credit yes they would need to take the test and then get a three or higher they get a a five the class in most universities and colleges will transfer as in a exact class some if you get like a three uh then it becomes an elective but it'll still work as a college credit if you get a three or higher any other questions to how these recommendations were developed and I there were some hot links in our board presentation and there was a lot of detail I think a lot
058was when Mr Panasonic and I can't remember who else but it kind of laid out the rationale for these courses and I'm wondering if somebody could just kind of restate and summarize that so that the public knows what's going on okay would you like to okay good evening and I can ask for any more questions as well for the board and talking specifically about the implementation there is a phased process currently at the high school we have three credits of social studies required by the state of Wisconsin that we've adopted in our in our board policy and process it's currently citizenship as a ninth grade it's us-10 is a full credit two semesters and then world history and final League economics so looking at that personal finance it's not macro it's more more macro than
059micro and that's three credits students have the opportunity as a world history to take AP Euro instead of the world history credit so that's currently as a junior is this apus is an opportunity our sophomores would have the opportunity to substitute apus instead of taking us 10. so that is an opportunity in the in this course sequence they would be able to take that if they elected to they would also be able to take us 10 as a 10th grader and later on take apus so looking at the rigor of that sequence I wanted to share and a couple of the students here would know that process as well the AP psych we are recommending that it's not offered next year but it would be in the course description booklet and offered for 24.25 the
060purpose of that is we anticipate an uptick in FTE need to cover some of the current instruction and we want to let that Plateau off and allow kind of a stable FTE need for the next two years for example if apus is offered next year for the first time I know we're going to have an increase of Juniors and seniors that want that more than we will as it's offered as all sophomores have the chance to take it so I do anticipate about a four section increase within the social studies department and we can handle that within our current Staffing using Mr Norby that's flexed right now between while the high school and inside the World Language or excuse me the social studies Department So speaking more about the intention of the courses on the
061social studies department has done some homework looking at needs assessments investigated other departments and other social studies programs in the state and modern world history is something they're passionate about where our current U.S history leaves off truly around World War II so it leaves out a bulk of the more intense history that's happened from um in in modern world history and specifically in the course description it'll start to both the 1980s 1990s starting with the USS war in Afghanistan and the rise of Islamic terrorism groups to the Middle East on forward that would be that modern world history elective in order to make room for some of the electives we currently have in our course subscription booklet current problems and social problems social problems will be taken out to make room for another elective that
062one of these electives in addition current problems is currently a 912 elective that will turn to only a 910 elective so freshmen and sophomores would take current problems as a potential elective these other two course proposals tonight Holocaust studies and mod rural history would be Junior and senior electives only the purpose behind the Holocaust studies other school districts as well have quite a few courses similarly Mr Panic is excited talking through that he's done done quite a bit of research in talking through the course description as Mr Henkel shared there's a lot of details there including some outlines the content and material has not been formally approved we would be coming back the outline has in the course subscription and the justification for the course but the course outlined specifically in maybe the textbook or
063materials could be brought back to the board prior to teaching that next fall so the the process that really Starts Now is after the concept of the course is approved the teachers start working the curriculum start developing the contents and working that through uh mistures as a as a curriculum director to have that scope and sequence completed for potentially a 45-day term in nine weeks gives you a little bit more summary I think I captured those four courses like I said AP psych would be not next year the year after based on that enroll that roll in process um and I do feel it would be about a four section increase based on based on our current proposal any other questions yeah uh if we were to adopt this have you built the this into
064your budget the flexibility to put these in or yeah I've looked at the analysis of the Impact Staffing wise I feel we can the only sliver right now it's unknown because students driver's schedule is some freshman success courses sections are taught in the history Department right now we would have to find another department which we do share that at times there is content that would bring cost which is the AP textbooks for apus and I believe that was in the word packet in addition to some training in PD I have enough in my budget for the professional development it would be working with the curriculum the budget within that to look on the supporting resources okay the one cost that Mr Jensen spoke about um if it goes to the UW Eau Claire dual enrollment
065option there is uh cost per credit and that is if it's a five credit course currently the mou is uh could be up to 100 per credit so that would be if we go the dual enrollment option we'll be bringing it back currently we're investigating going AP but if we come back with the dual enrollment uwec we'd be coming back to the board to share what cost that would occur foreign one of the things I was mentioned I think Mr Panasonic mentioned it was that um with I think especially the history courses and the social studies for um United States history and maybe the modern history too that uh the certain parts of the Wisconsin social studies standards were followed pretty closely did they do that yes and I guess that leads into um when
066I look at the social studies standards one of the things they said um for K to 12. is that advances in human knowledge come about not because people can memorize factoids or are great at filling out worksheets at school rather they come when people ask questions and I looked at the um lower grade standards and it's it's really all about um discussion uh even in the lower grades and I think we had this discussion before um are the kids learning enough about the facts and events of U.S history um so that when they get to these upper level courses where they're having discussions about weighty or matters of opinion they're all prepared with that because I see too that you know sophomores can choose to take the AP course in place for required U.S history
067course is there enough of all those Basics because regardless of what the standards say if you're going to talk about something you really need to be grounded in what's the undisputable facts and events of history as well it's a fair question the scope and sequence middle school high school the U.S history has been pushed into eighth grade and I think they've done a phenomenal job of connecting it to the DC trip so the primary and secondary sources and Declaration of Independence the Constitution United States are taught and complemented kind of like you just heard from the Indian mounds park example the students that capitalize on that experience to visit Lincoln Memorial and so forth they really nail it so we start we did that as ninth grade we did teach history and several years ago
068that was pushed to the eighth grade and that's really taken hold I can't speak intelligently about all the content in that capacity but I do know that it is has been been pushed to the eighth grade to do that platform and more of that foundational coursework that citizenship as ninth and then a full credit of us-10 the AP course proposal that you will see is is pretty detailed and does go into um most of those are using those primary sources to do that um like you mentioned those learning skills that I would say the U.S history content is framed around is cause and effect it's analyzing recognizing patterns obviously to change over time connecting those past events people and present to different perspectives to draw conclusions and that's what we do we try to have
069those kids become thinkers and have their own opinions as well that's what we should do yeah I would think there'd be a lot of opportunity in the lower grades to develop that knowledge we do have at fourth grade level we have Wisconsin history and U.S history there fifth grade does U.S history and then eighth grade also covers it so we're filtering it in by actually the younger grades first grade on up actually has some kind of History uh pertaining to the U.S all the way up through thank you absolutely any other questions oh thank you thank you all right thank you and so this is an action item I would entertain a motion to approve those four classes to go on the pilot program at the high school promotion to approve the four classes to
070go on the pilot program I'll second that motion has been made and seconded is there any further discussion see none all in favor signify by saying aye aye opposed and those four classes have been approved to move forward in the process and uh next on the agenda we have the 23 24 school calendar the first reading and Mr Rost yes so the calendar committee which is uh comprised of representatives from all levels and Mr Bowman was there as a board member as well met earlier in October typically we propose uh two uh two calendars or two annual calendars at a time at this point because for the 24-25 school year we are still checking on and Colleen has been helping with that and and made some notes we won't know until mid to late November
071uh weather criteria for seeking waivers or potential waivers are going to change or not and so at this point we wanted to because this is a big deal and a lot of people use these calendars and planning purposes the committee relatively quickly came up with this draft 23-24 calendar and so with that wanted to get that before you for a first reading you know the committee may look at that again uh but wanted to get the process going and so for 23.24 uh for student contact day would be on September 1st Friday September 1st just as a reminder to everyone we're not allowed to start uh School prior to September 1st whereas in 24 25 it would really make sense the way the calendar Falls if we could start that last week in August so
072hence a reason for investigating the waiver um and other than that looks pretty similar to how it has looked the last several years you know spring break uh Second full week in March last day for students would be Wednesday June 5th with that 176 student contact days the terms were broken up pretty evenly and so the committee was bringing that forward for a first reading any questions comments all right this is a first reading this will come back to us for a second reading if you have any questions or comments please let brandy or myself know and uh we will stick into it next on the agenda November 11th uh 2022 is Veterans Day ceremony at the Rice Lake Middle School yeah and wanted to talk about that because Mr Thomas had reached out to
073me and the veterans that are going to be involved with that um wanted to and and I think the Middle School staff were excited about offering the traditional 21 gun salute I did talk with a veteran today who will be a part of that Mr mining many of you know him and and they help with the Ceremonies for instance at football games uh as well and he said they need to properly notice that as well in the paper and he said Mr Thomas I haven't even talked with you about this yet he said that it may not happen but we wanted to offer the the students that uh that possibility and so we have a policy on weapons on school premises and I did talk with Mr mine in today and did confirm what I
074had uh thought was true with you as well board members those weapons are are plugged they're not capable of firing live rounds and um you know they just shoot the blanks and so um technically may not have to bring this to you for action but wanted to just so that we're all on the same page our public is on the same page if approved and if they're able to do that and they wouldn't do it inside obviously it would be outside um we would you know communicate with our school community and let them know that at that time on November 11th um that would be a part of the program and I think we're gonna have about 20 uh eighth grade students involved with that as well so I think an important and and a
075great opportunity for our students and fits in with our curriculum as well and so I'm asking you to take action on um on that policy allowing those you know those serial ceremonial weapons to be used on school grounds I can motion to approve that motion has been made is there a second all right second motion has been made and seconded is there any further discussion and that's just a one-time thing yes and then the policy allows for that okay so any other questions comments if not all in favor signify by saying aye opposed and that motion has been approved so I just will move into the information section our school drill evaluation from the high school middle school Hilltop Elementary and intern yes when your packet um and we're required to and clean uh basically
076uh takes care of this but every year at the end of the calendar year we need to submit to the Department of Justice the office of school safety um evidence that students have been involved with emergency drills fire drills are as a separate uh piece that gets reported at the end of each school year and so with that we have an exhibit that goes along with policy 723.1 and you've got one from Hilltop Elementary Rice Lake Middle School Rice Lake High School and Tanger Elementary just outlining different drills that they have done recently for instance uh tainer Elementary did an evacuation did a drill where they you know did a lockdown drill but then talked with students about all the different responses to emergencies and the high school as well did a lockdown drill and
077multiple members of The Rice Lake Police Department were on hand to talk through those scenarios so this is a part of what we are required to do on an annual basis and share these with you as a board of education any questions all right and we give just so that public news we give notice to parents that these are occurring and yes yes so there is an undue stress right uh for instance um I know um at Hilltop Elementary I don't know if Natalie's Natalie's here they had created a video and shared it with students and just about what it was going to look like and and share that ahead of time to foreshadow that with students anything else all right thank you for that update the upcoming meeting schedule was in our packet we've
078got uh season 11 is hosting a WSB advocacy workshop for connecting with lawmakers on Wednesday November 16th and then legal and legislative video update Wednesday November 16th at noon no registration is required for that there is on that first one and then the school board convention January 17th through the 20th down in Milwaukee if you can attend any of those please let Colleen know so she can get you registered next on the agenda we have our student Representatives to speak with us tonight and we have tonight Faith Peters welcome back and Kate stinseth welcome sorry okay that's okay I'm Faith Peters um sorry Naima it's the senior class representative this year I'm Kate Simpson I'm one of the junior class representatives this year yeah so we have a lot going on at the school right
079now um and I'll talk about the clubs so last weekend um just yesterday and the day before um the warrior leadership team had members go out into the community to host the first rake and run is what they called it so they went out and they raked um community members yards and it was great success and I know a lot of people in the community appreciated it um FFA is going to the National Convention this week five members are going with Mr kolpack so that's exciting for them um and then right now FBLA is working on um organizing coaches versus cancer and um Operation Christmas right now which both will take place in December and the robotics team is also preparing to compete in December um and then actually November some of the members will
080be going to Green Bay and a lot of people from the nation will be going there too yeah to learn and yeah okay so yeah and kind of on the Sports World um the swim team will compete this weekend um at Eau Claire North for the conference um cross-country state is this weekend and Lauren and Clara are in hotel Sinclair Josh will be running and then boys soccer competes on Thursday for the sectional game and Spooner so and then football again will be on Friday at mosineen thank you for that update great stuff happening up at this High School all right next we have our district administrator comments yeah ladies did an outstanding job reporting on those things thank you and just a couple of things to add uh on Thursday night I think Hilltop
081Elementary has their family math and literacy night uh so parents invited to that and then also on Thursday um we have our empty bowls uh the fundraiser for the feed our kids Rice Lake backpack program and so that begins at 4 30 in the Rice Lake High School cafeteria and um Mrs um um besides you Miriam but Mrs vavra and Mr Bowman um I was going to name a few other people I'll go with this Mrs Barbara and Mr Bowman uh help a lot with that and uh they're instrumental in in pulling that off and Mrs vibras is the chair of the overall of the committee that oversees the backpack program in general and so we thank them for that but at 4 30 uh everyone's invited it's going to be outstanding I believe and
082you might need to help me 25 if he would purchase a locally made Pottery bowl or you can just purchase soup there's going to be Raffles uh Lots going on so 4 30 Thursday and Rice Rice Lake High School cafeteria until 7 pm all right thank you okay next on the agenda entertain a motion to convene into closed session pursuant to Wisconsin State Statute 19.851 C and 19.851 F and that's for retirement request and employee leave request motion has been made is there a second what motion motion has been made is there a second second question has been made and seconded roll call please Diane kozer yes Don kuskey yes Steve Bowman Phil Henkel yes Kevin Jensen yes Miriam Barbara Richard yes I'm Sarah Turner and Doug are not here all right we are heading
083into closed okay thank you
