are we ready it is seven o'clock i will call the monday uh june 27th regular board meeting to order roll call please mr jensen yes here this is vavra here mr richard here this is turner here mr coochco here this is cozer here mrs fisher here mr bowman here and mr henkel here and pat can you tell us if a proper notice was given for this meeting certainly please be advised that public notice of this meeting as required by 60 sections 19.84 and 65.90 of wisconsin statutes has been properly given such notice consisted of a notice and agenda to the fish and newspaper the ricely chronotype to the car leader into radio stations wjmc interview aqe indicating the date time to place the meeting such notice was given more than 24 hours part of the
meeting thank you does appear that a proper notice was given for this meeting we are now at the appearance section we have one person who is signed up to appear before the board um that is jess stensif you can come up to the podium we have uh three minutes set aside for you so i'll try to make it quick uh hi my name is jess stensef and i wanted to make an appearance regarding the uh proposed race like aquatic center and pool um i am a lawyer i grew up in rice lake i am very active in youth athletics development coaching softball for 12 plus years um also um very active in the local mountain bike team so anything we can do for local youth i'm behind it 100 i think the plans that you've
got for the aquatic centers are is fantastic however being the property owner directly adjacent to the water tower property i am against using that property for a parking lot number one um i can't imagine any of you on the board would want anybody to build a parking lot next to your home whether it's for the benefit of the community or not number two it's going to create even more traffic on high street and if you're familiar with our neighborhood high street is one of two streets in that royal crest neighborhood that has a sidewalk most of the swimming activity is in the winter correct when the city plows our neighborhood it is very poorly done neighborhood kids walk to and from school they have to walk on the street putting a big rivers swim meat
or potential wiaa sectionals or regional meat in that facility and having your primary parking be off of high street is not good for our neighborhood so i'm asking you to reconsider the rice lake school district owns 29 acres of land you have plenty of space available in other places on the property so um the last thing that i am a little concerned about is the information that's available on the aquatic center um as far as i understand if i if i am not on facebook i don't have access to that information very little information is available through the rice lake area school district website or through the city of rice lake in general so um and i have yet to find a neighbor in the royal crest neighborhood that is in support of the parking
lot off of high street we're all in favor of the pool but very concerned about parking lot there so thank you for your time all right thank you all right next i would entertain a motion to approve our regular session and closed session meeting minutes for monday june 13th motion has been made is there a second second motion has been made and seconded is there any further discussion see none all in favor signify by saying aye opposed and the minutes have been approved next we have our consent agenda we have six employment resignations and 12 employment recommendations i would entertain a motion to approve the consent agenda motion has been made is there a second second motion has been made and seconded is there any further discussion [Music] i just want the record to show
that i will be abstaining from that vote um so i will not be voting all in favor signify by saying aye aye opposed no motion no okay the motion still carries and the consent agenda has been approved next we have the student handbook our second reading any questions comments thoughts changes mr bell check anything you want to add to the second reading of your okay i do i do have a couple questions okay um i apologize i didn't take the time to read it carefully the first time so my fault for not doing that i kind of skimmed through it but i do have a um question on page six of the handbook under school counseling i was just wondering if you could please help me maybe being on the new new on the board
i don't know all the terminology but could you please help me and explain what uh under rice lake middle school counseling program what is the term social emotional learning and what is meant by transition so the social emotional learning that's really where we're working on a lot of social skills for students um like getting along with one another the um basically what we're doing is is helping students figure out how to work with their own emotions students struggle as you know as they're coming through school with regulating knowing anger pieces like that and so social emotional learning goes towards trying to help those students regulate their emotions and figure out how they can manage those within a school setting okay uh and then what was the training transition i just didn't know if transition meant
helping students you know transition from different schools yeah so that would be transitioning from like fourth grade into fifth grade so coming from the elementary schools into the middle school as well as from grade level to grade level um even as they move up into high school okay thank you yeah any other questions all right see none this is the second reading so i would entertain a motion to approve the handbook for the rice lake middle school so motion has been made is there a second a second motion has been made and seconded is there any further discussion see none all in favor signify by saying i post and the handbook has been approved next we have our curriculum committee meeting update abby curriculum committee met tonight at 5 30. we had an abbreviated agenda
item to address the social studies textbook adoption for grades two three and five and tonight we're bringing to the board an action item to approve the some of us supplies for social studies for grades three and five uh we did not have any discussion about any other topics tonight we focused just on the social studies textbooks and so tonight we're bringing forward savas materials for grades three and five second but not second okay second has been tabled until um our next meeting on the 19th of july any other questions if not i would entertain a motion to approve the tech social studies textbooks for grades 3 and 5. second motion has been made and seconded any further discussion i'd just like to make a comment um i was at the committee meeting and we talked
about grades two three and five and i just want to explain that i'll be voting no on this and that's because i'm not comfortable with the grade three textbook i didn't feel comfortable with um neither the second grade nor the third grade textbooks um they seem to be very heavy on diversity equity and inclusion and the majority of the examples of heroes were rather obscure examples um people heroes that at least i wasn't familiar with quite a few of them and it's not that they were bad examples or bad heroes or bad people but it just appeared really obvious to me that the books went out of their way to highlight these people and ignore some very important american heroes the textbooks look like there's an underlying theme of social justice and equal rights that
are incorporated throughout the history lessons and i felt that there was example of to example throughout the textbook that made it look like america was in a continuous battle for equal rights desegregation unfair treatment of women and racial groups and you know while all those things have happened in our history and we shouldn't ignore them there still should not be the main theme of history i was not happy with the things were missing more than the things that were there um i read all the textbooks i read the all three grades textbooks i read their old test books or the ones that they have been using currently and in the current textbooks for grade two and three i didn't see that kind of um a theme in teaching the history they were much more just
straight facts and didn't have any slant or ulterior motives in them so that's why i can't support grades two and three thank you anybody else have any comments was there multiple options that the curriculum committee looked at the curriculum committee looked at this one tonight [Music] the teachers at those grade levels there's multiple classes that piloted the different ones it was three different ones they looked at a number of them and then brought three in last year and piloted those three in the different trimesters and then this is the one that they chose um i think one of the comments that i remember hearing from the teachers that presented tonight it wasn't as much about what the book was as much as the tools that they had and and being able to reach the kids
they did like the fact that this book was more kid friendly as far as being able to read it themselves it's more grade level for them it took out some of those bigger words and brought it down to where they would understand versus having some of the big words that that a lot of people don't understand let alone a second grader those were the things that they yeah they had mentioned that most all the curriculum was the same and the the content was the same it was just the different delivery message or methods and resources that went along and that's why they chose the one that they chose because they felt like that was the best tool for what they know yeah it was really about that it was on the level of the understanding
of those children those grades not so difficult the grade five did a really good job i thought was um very good at just um presenting factual information i thought the online components were very um very helpful there was a lot of little short video clips there was audio clips for students who had a hard time reading there was nice little supplements for additional um things to read about it was just basically the those two textbooks that i didn't care for the other thing that this company seemed to emphasize at least from my take on it was that they're driving the the students to think about what's being presented to them and ask questions and things like that as well so that inquiry-based learning was was definitely in these textbooks so when they piloted it was
that last year then yes the whole year yeah each one was a semester they brought three in and so they do instead of quarters at the elementary level they do trimesters so they did one different textbook and it was a number of teachers did the same one and then they did the next one and then the next one so it was the same group looking at all three any other questions that wasn't that wasn't coming from there okay okay yeah i was just gonna i had a chance to look over the second grade textbook and my impression was that it seemed a little bit light on the things on the ideals that the country was founded on which i think are important to teach kids early because i think we're going to bring the best
out of kids we have to give them a sense that their community is of value and therefore when they get out of school they'll use their abilities to work for the community they'll be inspired by that and we'll consider the second grade textbook next month at the curriculum meeting on july 19th and i guess my other comment would be um i think kids at this stage have a limited ability to to reasoning certainly not complex reasoning and to a great extent i think they're going to soak up whatever line of reasoning is sort of they're led to and i think therefore we need to be extra careful about presenting all the facts of history negative and positive [Music] but our teachers spoke tonight very passionately about presenting the facts as presented in our in the
resources that they're using and sticking to the facts and ensuring that they're only presenting facts and not leaning towards one side or the other they actually spoke about being afraid they were afraid of parent backlash and as a board i'd like to make sure sure that we support our instructors so that this is an aside from the motion that we're debating but phil brought up this idea of making sure we're teaching facts and our staff is doing their darndest to do that and we've created a really nice policy to help support them in that but i want to ensure that as a board of education that we continue to support our staff as they do their darndest to make sure our students are getting the facts so they can be active and productive members of
our community any other comments if not i believe we have a motion in a second i would enter uh all in favor signify by saying aye aye opposed opposed and the and the social studies textbooks have been approved three and five yes grades three and five grades three and five yes that is correct and then the other item that we have on as a action item for the curriculum committee is the adoption of courses following a three-year pilot do you wanna we did not discuss that tonight that's right we did not discuss that so that will be tabled and we'll bring that back we'll bring that back together question the table there yes i would need a motion to table that i moved to table the adoption of the courses following a three-year pilot nation
has their second second motion has been made and seconded is any further discussion all right seeing none all in favor signify by saying i post and that has been approved so we'll table that and we'll bring that back at our next meeting and then have some discussion then next item on our agenda is the uh buildings and grounds committee meeting update the only thing we've got on this one is the pool lease agreement mr black caller i believe um that was put on the agenda in the event that there was a knowledge on at the uh variance meeting and at this point there we had got the affirmative uh for from the city from the city from moving forward the facilities so really at this time i think now we need to uh work with
the city and kurt's already offered to say uh we can draft up a document to continue to allow the operation of the existing facility so we just need to work towards that okay all right question can you tell me a little bit about how that meeting went are we alive well it's sort of changing to that pool agreement um the uh the meeting lasted about an hour it was a in front of the committee they started off hearing from the city administrator and basically outlining what their role was going to be that night and then they heard from mr black holler and he positioned where the school district was at and why we felt we needed the variances to be approved and then from there um people from the community and i i should have
wrote down the number of how many people but there was 10 to 12 people i would say yeah beyond the people that were there for like you and i right you know just the people that actually got up and spoke um a number of them from the the community right up there by the pool um and they all spoke in favor there was nobody that spoke against that night and then the committee was turned over to the committee the committee got a chance to hear or have some discussion mr arnold started off reading a piece that he wrote and it was a letter to the editor 10 years ago about how for the last 60 years the city has been the city fathers have been promising to have a community center and an activity facility
um and still to this day do not have one and then from there heinz eller one of the other committee members um felt that this was a great opportunity for our community and he made a motion to approve the variances both variances as they were presented and it was segmented by seconded by bruce willers yeah probably yeah bruce seconded no the gentleman on the radio on the computer oh uh mr dingle i think yes yes he's the one that actually seconded it and then it it passed four to one yeah yeah and to be clear they wanted up the variance was asking for that we were getting a variance from require requirement of they wanted 360 parking spots um and so we were saying we want it to be a lot less uh you know
from a standpoint of functionality there and we wanted to be able to count our middle school parking lot all the way to the south end of the school as parking spaces because the school is not in session when there's going to be large activities going on there so those parking spots would certainly be available to park people any other questions all right then we will move on to uh policy and legislative and advocacy we don't need to no okay no well we should probably table that well no we don't have to table that one there's nothing to discuss at this point so we'll just move on uh policy and legislative advocacy committee meeting update the second reading so we've got a policy 165 conflict of interest policy 840 and the rule 840. so that this
is our second reading i would uh if there's no uh no questions no comments i would entertain a motion to approve those two policies in that rule so moved motion has been made is there a second second motion has been made and seconded is there any further discussion see none all in favor signify by saying hi opposed and that motion carries all right we get into the information that at the building levels okay all right board of education in service date that is the second meeting in july that we have that in service um wondering if we want to keep a monday night as the same date um we're trying to find a location off-site to do it it would be typically we have been the last few we've been running the second regular meeting
night that monday night the second monday of july so i will be unavailable that that night so it's hard to find there's not too many opportunities on a monday night to find off-site um so if another night would work i would certainly be open to that possibly a thursday night maybe would does night of that week work no no kevin is this is is this basically i've been to so many retreats in my life and different ones for the school board is this going to be just another meeting that we're calling it a retreat are we going to extend it a little bit so that we get a chance to present uh any ideas or in fact that i'd like to know what the protocol for that is are we allowed to present topics for
that retreat that's that's the other part of what i was going to be asking tonight okay then the question i have is you know if we just have another why don't we just call the meeting to me retreat is a little bit longer than an hour or an hour and a half which our retreats have been okay they've been running three to four hours okay okay typically um that's good so that would be the approximate length would be that three to four hours um so far as far as the agenda is concerned we would be bringing in um randy's still working on finalizing it but bringing in one or two speakers as far as board governance okay and the other topic would be a much shorter one um but would be to go over our
safety plans and protocols in the district so those are the two things that are on the on the agenda the main one is going to be the board governance and that will take us take us some time so is the july meeting when we also review policies that are important to board members [Music] or if we're gonna just have colleen sent out a a doodle or something we can try to respond all right who's good you can do that clean thank you so we'll send out and see who's got what available and we'll see what we can do from there all right and [Music] upcoming meeting schedule july 8th and 9th wasb summer leadership institute governing for success that it will be in lacrosse registration is required for that and then there's on july 20th
at noon there's a double wasb legal and a legislative video update no registration is required for that one and then wisconsin public education network eighth annual summer summit july 21st that'll be at the eau claire north high school registration is required i think i'm going to that if anybody needs a ride okay please let cleen know if you can attend that one or that summer institute and then district back to school in service we're already talking about back to school we're just not quite to july yet but back to school in service will be thursday august 25th at 8 00 a.m at the rice lake auditorium please let clean know if you can attend that so with that that's the upcoming meeting schedule i would entertain a motion to adjourn motion has been made and
seconded we are adjourned thank you everyone
