compensation was march 22nd i'm going to start recording now all right we're streaming and recording all right it is seven o'clock i will call the monday april 25th 2022 regular board meeting to order roll call please certainly uh mrs turner okay mr coochco here this is kozer here mrs fisher here mr bowman here mr henkel here mrs jensen mr johnson jeez i knew i was going to do that all right go ahead i'm here i'm sorry uh this is robert and mr richard here and pat can you tell us if a proper notice was given for this meeting hey please be advised that public notice of this meeting as required by section 19.84 and 65.90 of wisconsin's half statutes has been properly given notice consists of a notice and agenda to the official newspaper the

racial crisis into radio stations i'm sorry and to the old crew leader and to radio stations wgmc and w a kiwi indicated safe time to place the meeting such notice once given more than 24 hours part of the meeting thank you it does appear that a proper notice was given for this meeting we are now at the appearance section we have five people that have signed up to appear before the board um just to let you know you have three minutes uh that will be timed to address the board and just a friendly reminder that when you uh approach the podium and say what you want to say the board cannot respond back it's not an agenda item so for open meeting records um we cannot respond back we can ask clarifying questions but we

can't actually interact with you so it's not that we don't like you or what you what you said or anything like that is just we can't we can't do that so with that we will start out with joshua carlson from rice lake [Music] my name is joshua carlson i'm a resident of rice lake and have three children that attend taner elementary school their grades are kindergarten first and second last year we homeschooled them because of the the various mandates and procedures that were implemented due to the overreach of our government the mass mandates contact tracing protocol for children with common illnesses left us very uncomfortable with the way the school system blindly carried out orders that were clearly not based on science all these things made us and many other parents question the trustworthiness of

the school system and also also caused us to pay closer attention to those who are influencing the thoughts and behaviors of our children when they are not at home this year i've had two separate occasions that i contacted the school because faculty was involved in activities outside of their academic duties the first was kids bop a music company which takes adult mainstream songs removes the cursing and has teenagers sing the remaining lyrics this was deemed an acceptable standard of entertainment without any approval or consent of parents my oldest child came home questioning the lyrics of several songs that he had heard in class upon reviewing the lyrics in kidzbop from 2017 to 2021 i found they were full of sexual thematics consistent depictions of romantic relationships between men and women glorification of partying a general

worship of worldly ideologies the second one was because of a guidance class that was vaguely explained in its nature and barely communicated by the school upon investigating the curriculum of the guidance class i found that it dealt with material completely unrelated to academics material included an over emphasis on the importance of feelings and good touch bad touch in this good touch bad touch section of the curriculum papers were sent home with children that enclosed details of anatomy which i won't go into as their children here and other terminology dealing with the body this was given to children under third grade the the details in this material were never clearly communicated to parents and also no parental consent was given to send such explicit content home with our children i'm a christian and actively engaged in

raising my children with a biblical worldview there is a moral standard that god has commanded in his word even if you don't believe in him this standard remains reality is not based on a person's acknowledgement of it administrations and faculty within the school system have suppressed the truth of this of these righteous standards because of their own unrighteousness this oppression of the truth does not negate the fact that jesus christ is supreme over all rule and authority when we disregard the moral constructs the lord has set for us in his word we are left with agendas that are are guided by our sinful lusts and passions this is what we are seeing in our schools today a complete disregard for moral law the school system is being led by relative nonsense rather than absolute truth

it is a direction seemingly guided by the mantra do as thou will this is satanic in nature and is a dir and is a direction that leads to destruction and ruin i am here to tell you that there will be a committed and organized pushback against these attacks on the minds of our children we will not stand for our children being violated and assimilated into ideologies that will harm them and leave them incapable of living a sound decent and responsible life the rice lake school system will be held accountable thank you next sean larson good evening everybody my name is sean larson i'm a citizen of rice lake wisconsin i originally grew up over in the barren area i work in rice lake i live in rice lake i chose to come back to rice

lake after being gone for some time with school because of what i believe in in the city i went to barron high school i went to uw-barron county at the time and finished off with an associates and a bachelor's degree there i had fantastic instruction from a number of professors i have the ability and the privilege to work as an admissions officer for the university now and i live and breathe in this town i hope to one day establish my family here with a wife and kids i hope to establish those things and be a part of the greater community with the church that i'm now a part of and a local hydro flights stack hydro flights in the chichtek wisconsin area in barron county i do a lot of civil service i do a

lot of things that i'm involved with a lot of people very forward-facing what i'm getting at here is that one day i hope to have my kids in a district that values the different worldviews going on what's taught in those classes recently i have heard of some pushback on some teachings that were going on in the classroom from gender and sexuality studies we need to embrace those things it's a part of our world i identify as a straight 26 year old blonde hair blue-eyed male you know blue-eyed blond-haired but with that i still embrace that um it's a part of our community it's a part of the people that i live with that i work with that i'm with every day how would you feel if you were put in that box if you were

pushed back to those that have come out as gay bi lesbian whatever it is they've had to fight for their place at the table when it should have never had to have been a fight at all and that's the most saddening part and if whatever comes out in this meeting about that if that's something where we push that back and we truly change that curriculum this is not a community i would want to raise my own family in because they need to understand what's going on in the world we can't shelter them we need to be able to allow them access to be able to understand that in a safe environment within our school district that i trust here in the rice lake school district so i fully support joshua moye and everything that he

has taught and done with our youth with our with our adults in the university and as community members in the greater broader area of barren county thank you jerry miller from rice lake jerry miller um i have two kids here in rice lake they go to tainter i know it's a little out of their age group but i too have been um informed of the situation going on with the gender sex and gender identity portions of curriculum whatever you want to call it um i started doing my own digging into this topic here and i found some startling statistics that i think you people need to hear about seven percent of the u.s population actually identifies as lgbtq which in my opinion is a staggering minority in the country 42 percent of the lgbtq community

contemplate suicide on a regular basis they are three times more likely to commit suicide than their peers while trans are the highest at six times the rate with 20 percent actually committing suicide with the prevalence of the mental illness among the community i want to know why we are pushing it on all of the children 28 of lgb kids are on antidepressants with 80 percent of them being on more than one 40 percent of that community says they consider antidepressants to cope cdc findings in 2015 showed that 60 percent of the lgbt youth are so sad that they have stopped doing normal activities that they like to do almost 30 percent of lgbt adults are addicted to drugs compared to nine percent of the population as a whole in this country if we can't talk

about god in school why can we talk about transgenderism lesbianism gayism all of that when only seven percent of the population identifies like that it's okay to be whatever you want to be that's fine that's not what we're here to argue i encourage people to be who they are they need to be comfortable with who they are and know who they are and stand for that but to push it on the rest of them is not fair especially the young children when their minds are so impressionable i want to know why we're using our taxpayer dollars to fund this stuff when not all of us agree with this in closing i would leave this to the new board with you guys um if you want any hope of the community lowering the level of contempt

for the people running this district you can start by reviewing and undoing some of the nonsensical very exclusive policies that place special protections and unequal protections on some of the students but not all of them like policy number 411 rule 1 and policy number 411 rule 2. thank you thank you next alex berry uh hi i'm alex i'm a student of rlhs i just wanted to say thank you for including this education and support especially for lgbt students it helps more than you know thank you and josh morey hey folks i too want to thank you um recent discussions around the community have obliged us over the past few years to as a district make sure that we have a comprehensive understanding of matters like gender sex and sexuality and that our practices are informed

by the best available evidence the evidence from the medical psychiatric pediatric and sociological research indicates that accepting a student's gender identity and allowing that student to socially transition cultivate stable long-term mental health furthermore to not accept a student's identity to not accept lgbt students increases the likelihood that students will experience significant mental health challenges in august 2017 the board of education amended our non-discrimination policy to include gender identity and gender expression and asked us to train staff students and our to train staff and instruct students and deliver annual annual community presentations regarding such matters which i've done faithfully and transparently it's been my pleasure to do so and it's been my pleasure to discuss these matters with the curriculum committee and the human growth and development committee and to deliver these presentations on multiple occasions

my name is lily forsman i'm the esl teacher at rice lake high school and this is desiree lumen um she's a junior this year and she is the daughter of abelardo and lodi lumen and i nominated desiree because she is probably the quietest student you will ever meet but she's a deep thinker and she's full of heart as an english learner and a shy person the school environment can be easily overwhelming for her but desiree never gives up she is the ultimate role model of a scholar using all of her class time wisely and finishing her assignments on time she even uses her free time at the end of class to go on ixl without being prompted and work on bettering her skills in various areas her excellent grades this year are proof of all

of her hard work and the continuous stream of positive feedback i received from her teachers demonstrates the extent of her efforts throughout the day distance learning last year was definitely a struggle but desiree's triumphant return to the building this year has seen her rise right up to the top of her game i am so proud of desiree and the progress she is making this year as well as the respect and empathy she brings to our school community keep up the great work yep bryce lake middle school good evening i am josh thomas and i'm here to present our student of the month from the middle school to brooklyn mcdonald her parents are sarah and ben mcdonald and this nomination is in the area of academic excellence creativity and innovation leadership citizenship and perseverance and these

are the words of her teachers mrs ashlynn and mrs richter we are nominating brooklyn for student of the month because she goes above and beyond to help her peers in the classroom every day she shows up to class prompt and prepared she is actively engaged throughout whole group lessons and independently works hard on any given task brooklyn is responsible when it comes to daily assignments and completing work on her own if she does not finish them in the classroom she is very kind-hearted to anyone and is so kind to her peers overall brooklyn is such a wonderful young lady who was a great role model to her peers and any teacher in the future would be lucky to have her we are going to miss her dearly next year lastly we would like to thank

brooklyn for being the best teachers helper we've ever had in the classroom tainter elementary good evening hi mr langer third grade teacher at tanner elementary i just want to start off tonight by welcoming the coleman family it's here tonight as we recognize their son easton for april's third grade tanner student recognition award i've had the privilege of working with easton this year in my classroom his hard work creative thinking and determination are reflected in his academic achievements this year as he performs well above average in reading writing and math i've also watched easton easton grow into an exceptional leader in the classroom this year he leads by example and carries a calm caring demeanor about him wherever he goes he cares deeply for his classmates and it shows in everyday interactions with his peers i

recently witnessed easton in a third grade spring concert this year a couple weeks ago singing a duet on stage in front of a big audience i was thinking how incredibly brave you needed to be to perform like that because there's no way you get me in that stage after he's saying i had the chills running down my spine because i know i didn't know this young man had that kind of voice in him easton is also involved in community sports with hockey being his favorite i recently spoke to his hockey coach mr slickovich and he mentioned easton was one of the most improved players on the team this year i also remember the look on easton's face when i mentioned he'd be walking with the high school hockey team through the halls of taner sure

it was such a proud moment for him and the fact that they won state made it even sweeter his eyes were glued to the smart board screen when we were watching one of the state tournament games in the classroom that day so join me in congratulating this month's student recognition award for taner easton coleman he's so cute hilltop elementary all right don't mind us we just came from soccer first night coaching never watched soccer don't know much about it but we had fun anyways i am renee larson and this is everett calio and his parents andrew and rachel kelio i have had the pleasure of being everett's third grade teacher he is one of the most exceptional students i have encountered in my 17 years of teaching the very first day he stepped into my

classroom i was impressed with his eagerness to learn polite mannerism and respect for everyone he is above grade level in reading writing spelling and math but continues to ask questions so he can challenge himself in all areas of academics throughout the year everett has actively participated in class discussions and continues to find a way to learn something new each day everett does not give up on challenging tasks thrown his way and is always willing to help others understand difficult tasks everett supports his peers in all areas of the community with his positive attitude honesty self-driven motivation and his dedication to always do his best i am certain he will continue to do amazing things therefore i recommend everett helio without reservation as an exceptional example of academic excellence and leadership in the rice lake area

she's incredibly intelligent meticulous and creative if i hand out a simple worksheet she will take it to the next level get it done and start working on something independently i am constantly surprised when i'm grading papers and i come across avery's work she always thinks of a way to increase its value if it's a simple multiple choice quiz not only will she write the letter a b c or d she'll write the complete answer and even illustrate it avery also receives some advanced work in math and reading she performs well and is always prepared you'll never guess that she's doing any more work than others because she doesn't need that validation anyone would be lucky to have avery in their class she has soared throughout this year coming out of her shell more and more

rough draft of some potential changes i see for next year's student information book in your packet i either have highlighted the areas in the rough draft and i've also provided kind of an addendum that goes over some of the different um changes that i'm proposing with that you'll see a handful for remove language most of that is focused on how we do our report cards now by being more digital with the use of skyward skyward and you'll see as we go later on into the added language how i kind of reworded some of that so that there's no confusion for parents under the added language i felt it was important in fact this just came up today in working with a student to add something about academic integrity and kind of a process to deal

with those situations so i worked with some of the ela staff and i also looked at handbooks from surrounding districts and i've included that language in there that you can see and then once again i also went over uh kind of rewording the language for how report cards are um shared they're now report cards themselves uh are a digital uh pdf file that students or the excuse me that students and parents can print but we no longer provide a physical copy of that the old days when report cards got mailed out and things like that and then um i'm using our video cameras more and more so i thought it was important i know that the board has a policy that's kind of what i i put here about how our video surveillances um cameras

are used so i felt it was important to include that in the handbook so that's kind of the proposed changes that i have moving forward i certainly appreciate any feedback and comments if you have so yes i have a question mr bise i just noticed reading through this that um under detention disciplinary referrals become part of the student's school record is removed why is that say that one more time that last part discipline disciplinary referrals become part of the student's school record uh that's under the detention paragraph you know brief paragraph page 11. and i noticed that was removed so i would have missed um the disciplinary yes move what i'm saying there is kind of in my explanation we it's still in skyward but what i'm meaning is that we don't share that with

public people or there has to be special requests from law enforcement for us to share that part of the student record so i thought that the disciplinary referrals become part of the student's school record was a little bit misleading and that's why i want to clean that up so it's not meant to lessen the whatever the decision no no not at all uh it was from my standpoint more of a legality stan um decision would it would it sorry would it be cleaner to say that that it's maintained in skyward i can certainly do that i think that would communicate it more clearly okay any other questions i had one about sorry it was another piece and it got taken out midterm grades yes were we not doing that anymore or what's our movement there

so with our midterm grades mr pohoke building principal sends out a communication to the parents and they can go in and look at that those midterm grades at that point in time we no longer generate a physical report got it thank you yep yes one more question i believe i'm not looking at it but i believe there's language in here about the limitation of use of cell phones yes during class and that i think comes pretty directly from the state statutes and i'm i'm wondering um if that is actually being enforced like the state stat shirt yep so our the radar handbook reads is that there should no there should never be a cell phone in the classroom so students can put them in their lockers and their backpacks out of sight out of mind

cell phones are a battle no matter where we go so is it enforced absolutely it's something i stay on top of every day working with parents working with the students i have a lock box in my office for when kids are abusing that but it's definitely something if we look across the board it's a constant thing that i'm dealing with for sure thank you yep okay anything else for me anything else thank you all right thank you thank you and this was a first reading so we'll be bringing this back for approval for a second reading and then next we have the meeting schedule that was in our packet for the 22-23 board meetings uh there's certain things throughout the year that we have to talk about at certain times of the year and so

those are on that schedule and this is the first reading does anybody have any questions on what you saw um sorry kevin for the july meeting um our second one that's typically our retreat we have some language and policy now about certain items that need to be covered there do we want to add that to this or not steve's shaking said no that's what's up i'm just looking at it sorry um we certainly could based on the policy we've got it specified so we should probably carry that over so we will add that and bring that back this will be for coming back for a second reading as well so thank you sensor specified thank you for that anything else okay so that was also a first reading next we have our district safety committee

meeting update yes so the safety committee uh just as a meets three to four times a year and so we met on tuesday april 19th uh we talked uh the first um item on the agenda was youth mental health first aid and sustrov provided an update on that and youth mental health first aid is more about just training staff to to recognize if if a student's maybe struggling and especially in that area of self-harm or something like that ensuring we get resources for that student that that may need that um we also talked about critical incident mapping and that's something i've been working on uh with the rice lake police department uh the state of wisconsin the department of justice um has set aside i should say the department of justice the state legislature has

set aside uh money for critical incident mapping and um in a grant form and so we are poised and ready to apply for that grant and what that would do with we have the quote and everything ready to go with the company um and to apply for that grant so what that would do is take a campus for instance like uh you know rice lake high school in our wild building on the campus and it would superimpose an electronic grid over all of those pieces and so then any first responders applying i'm sorry applying any first responders responding to an incident say at rice lake high school or at wow or somewhere on that grid you know they could use language like okay please report to fire please report to you know quadrant a1 or

police please report to this area it just coordinates that response and makes it better more effective and so we're just waiting for that grant to be released from the department of justice but the legislature provided for that and then we also talked about prepare one and prepare two trainings prepare one you've seen as a board every year we have to submit our safety plans to the department of justice um prepare one is gonna take a more comprehensive look at that so those plans are probably gonna change that's a one-day training that administrators and a few others will go through this summer in order to make those changes prepare two is for people services personnel and that's more about um responding to issues surrounding you know psychological safety or um you know we think about uh

what's happening in chippewa falls right now uh with the young individual there and you know that affects the family affects the community affects the school district and and well beyond and so in a case like that and that prepare to training is more for our people services staff and how do we as a school district deal with uh tragedy or something significant like that that that may impact the school district um we talked about future tabletop exercises um we try to do at least one we'll probably do two or three a year in terms of you know here's a scenario a potential scenario that takes place how would we respond to that as a district and we talk through that and talk about areas where we need to make improvements and get better and that's

done in conjunction with you know fire department uh police department other first responders as well um and we did talk about then and this is one of those things that uh happened recently at the end of the day at the high school a fire alarm was activated and just that was one of those interesting times you can't plan for that and it was right as the buzzer was ringing at the end of the day i think the final bell rang about 15 seconds later and so as the fight there was not an actual threat but as the fire department was responding to that and it's the end of the day and students were leaving just all of that it complicates it so um it was not um an actual emergency but alarm was activated and

so uh those that was a real life scenario where we talked through that and how we can make improvements next so our next meeting will be in october right any questions thank you for that update next we have our audit report it is an action item on the agenda from the finance committee yeah this is just a carry over from our last meeting so we were presented the audit and we need to approve it there was one question that gary had uh it just it says like on page 62 just as an example it says last 10 fiscal years and it goes 2015 16 17 18 19 20 so that's yeah there's a few there's a few um what i call typographic errors actually that's not one of them uh because though basically it's um

that's the way they're supposed to be presented and then when you get enough data to fill out all 10 years you'd have it but i mean i'm just falling out for gary right but there was a few typos with respect to uh in there that i did talk to the auditor about and they're corrected so we're looking for a motion to approve the audit as uh presented and just for clarification and we we're get we have an i'm the auditor when he presented talked about us having an unqualified opinion sounds kind of funny because it sounds like they're not qualified to give an opinion but really what it means is they have no qualifications on our financial records meaning it's they're comfortable with how our records are stated and comfortable with um the financial activities

of the district basically that's what it means so um we did have a couple of findings most of them are and there's not been a year i think in most school districts they all get findings of some sort but most of our findings are related to the fact that we're so small comparably to if you're a larger district let's say like eau claire or madison you have a whole financial department that has is able to take care of a lot of the functions that we're relying on the audit to do so they're doing some stuff for us for example producing this report um uh also there and typically in a bigger organization you do that yourself as a school district um in a couple other places you know it talks about um you know basically

that um we don't have uh necessarily all the staff we could have to have appropriate internal controls we do what we can to make sure that we have good controls making sure that we're tracking financial transactions appropriately but we don't have enough separation of duty to be able to clearly say that we have a very clean uh perfect um but you ideal setup for for those kind of control measures so those are kind of things that the auditor reports because they are material weaknesses in our in our our financial processes but you know again because of our physical size we don't couldn't hire enough staff it doesn't make sense to hire enough staff to make those things happen the other other thing we had a finding on suspension and demar and debarment it's a new

policy requirement under the federal government any federal funds that are spent we're required to actually check on the sam's website to verify that the company that we're doing business has not been barred from working with federal funds and uh that's something that we actually the policy committee just put in place for us it's a new thing uh that's come forward so we're just complying with that now so and effectively i mean our financial situation is pretty sound um we're in a pretty solid position uh probably more solid than most districts in the state honestly so if you have questions any questions a motion to approve the 2020-21 audit report motion has been majors or a second second motion has been made and seconded any further discussion see none all in favor signify by saying aye

aye host and the audit report has been approved can i make a comment sure i just like to thank pat blackowler for doing a wonderful job for us um with larger districts having a bigger staff and being able to do what they do and you do what you do with your small staff thank you very much yes thank you all right next we have our curriculum committee meeting update mrs fisher curriculum committee met last tuesday april 19th um we actually had the privilege of meeting over at our wow building warriors on wisconsin and mr bise and mrs thurs gave us a tour it was very exciting to see that building and its new shape so if you have not yet been in please see mr bizee or mrs there's about getting a tour it's fabulous

so here's a tour of the facilities told us what they teach in the various rooms and also give us an update on what the student body looks like like the population that we're serving how many students we have there how many we could possibly maximally serve there and their goals for next year and so um thank you to both christy and mark for the tour it was fabulous um after the tour we had an update from uh mrs sures about the costa rica trip that was postponed uh the costa rica trip is back on it is on for june of 2023 so if you have a high schooler and they're interested they're collecting money for that soon yeah i think next month like the first payment is due so the students are going to costa

rica in 2023 that was approved previously by the board so we do not need to approve that again and then we heard updates on curriculum um textbooks that are coming out of primarily the is right right marcia there was like yeah um so we have a policy that text which needs to be updated every once in a while and we are updating um some anatomy and physiology and some biology textbooks and just get an update on that process um we're also working on social studies they're still reviewing and not quite pleased with what they've seen but they're still looking uh next meeting is yet to be scheduled because we have two new members on the committee all right any questions all right thank you for that update next we have the policy and legislative advocacy

committee meeting update and uh we met on tuesday april 12th and we have several policies in the packet that we're bringing forward for the first reading so if there's any questions you can ask now or if you uh later on have a question before our next meeting let randy or myself know and uh we will address those questions and concerns and then it'll be coming back for a second reading we also uh um talked about a couple others that we're still working on and then um we uh i think the legislative piece talked about a couple of things what did we mean i just bills that had been yeah that's talked about the referendums that passed for the districts in the area and then we also talked about uh some of the bills that there

was two bills that passed down at the state legislative and about six that did not pass a couple we were surprised didn't didn't get signed by the governor but um but we did have some discussion on that as well any questions let's see none uh upcoming meeting schedule is in the packet well if there's anything on there that needs registration that you would like to attempt please let clean know so we've got the on thursday may 5th at noon is the wasb school board member use of social media that's an online presentation and registration is required for that there's also a spring workshop on may 18th wednesday night at 6 00 pm in person at cesa 11 over in turtle lake or on may 24th at 7 00 pm and that's online registration is required

the rice lake and border of education to keep the destructive cultural marxism and other teachings out of the schools whether it's radical locism sexual sexualized orientation and indoctrination of like teachings of gender identity to elementary children or the teachings of anti-american values like i've been come i don't even like know some of these people and they come to talk to me that they feel uncomfortable well if their siblings are learning what my siblings come home and tell me what's going on with some parents i talk to are going on it's just something should not be taught to younger students some things just should not be talked about that's something that you can figure out or whatever you want to do but i only have a month left and i just want to say that i'm

going to become an educator and come back to this district to help ensure that these kids are protected and are able to become strong free thinking americans who have pride in their hometown and schools really um and other than that uh taylor culler recovered the things from the high school a reminder that next friday may 6th is an in-service day for district staff so there won't be any school for students on friday may 6th at any levels and then the other thing this week welcome to our new board members so that was all i had all right thank you and with that i would entertain a motion to adjourn almost your future motion has been made is there a second motion has been made and seconded we are adjourned thank you all right
