So I was like I don't know what else happened my my family could not be here tonight. my wife Helen and my three kids Caroline Harrison are getting we're at that stage of camps and baseball practice and all the things so they weren't able to be here tonight. Um but I do again want to like everyone else express my gratitude
012for this opportunity for Dr. Matsers. Uh I'm a product of Cooper City Schools K through 12. Um and so it's just it's kind of a full circle moment to be able to come back and serve my community. Lindsy Morgan who will be Shade Mountain AP had uh kids and family engagements and all different places that they're running around. And then also Logan Green at Simmons Middle School assistant principal. He's actually in Florida giving a keynote address address to the Florida Atlantic University group for their Holocaust conference. So he's representing us well there. Um but Lindy has 15 years in education. Logan has 19. And of our 14 administrators today, I thought
017it would be fun to add up how many years of experience in education that they have. And in this room, minus uh Mr. Green and Miss Morgan, we have over 250 years of educational experience sitting in this room that will go on to lead our students, to lead our faculty and staff. And to all of our support members out here who are supporting these administrators, thank you for all that you do. for the friends, the family. Um it really is being an administrator is such a big role. It has such an impact on our school and so we just thank all of you for what you do to support them and to allow them to lead um our amazing schools. So we thank you. 018many of them leave after we still have a lot. I would like to give a credit to Dr. Smith, Dr. Kate Davidson, Christy Williams, our leadership team, Kelly Lane, Dr. Lowry, Dr. Robbins. Um, for all of the individuals you see in here, um, you can multiply those interviews infinitely. It takes a lot of work, a lot of planning, a lot of time to get to a point where you guys have an opportunity to vote to approve. We are thrilled about the the new crop of leaders that we have. We have worked really really hard uh and the board has been right there with us to invest in our people to grow our own. We've done that in multiple ways. Um and and to see the results in I think all but two of of all
019the hires that were introduced were already in Hoover or had been in Hoover recently. And that's exciting because that means that we're doing things the right way. Our principles are growing our own. We're helping with that cause. But we're really excited. I am I am thrilled about this group. This was more change than what we normally like to have in a year. Uh but just so excited about the renewed energy that we have and the talent and the expertise that's coming. 020on leadership. Many of you were already in leadership positions before these recent appointments but now that role is expanding. It's growing. Uh and just kind of remember the axioms to whom much is given much is required. uh you have a lot of responsibility. Uh everybody uh believes you were the lady or the man for the job and we're here to support you and we wish you well uh in your leadership role. Thank you. >> All right, we'll move on to business action items at this time. Uh I'd like to ask our CSFO Linda Buck to come to the podium to give us an overview. >> Good evening. Included in your packet is a summary of general purpose financial statements for the month ending April 30th, 2026. For FY26, we've received 76.8% of our budgeted revenue
021as of April 30th. As noted last March, this percentage align with our expected seasonal trends. New city schools receives the majority of its local funding at the world tax receipt between October and March each year. As we head into the summer months, these receipts naturally begin to taper off. The results of operation represent seven months of activity. Accordingly, we would anticipated spending approximately 58% of the budget of reoccurring expenditures. At this time, general fund expenditures are at 70 57% of the budget. For the seven months of activity, the current month's reserve is 10.9 months. In April, we continued investing in resources that directly support our classrooms and operations. We made ongoing progress on the new operations building and advanced our secondary education technology refresh, upgraded our teachers from Chromebooks to the new Mac Neo laptop.
022Additionally, we invested in mobile surveillance and police management upgrades specifically designed to enhance student safety and streamline daily transportation logistics. Special revenue expenditures for the first seven months totaled 17.2 2 million or 74% of the budget. It is worth noting that this higher percentage is standard for this time of the year as the vast majority of our federal funds are intentionally utilized during the active school year to support students. As a reminder, our requests for federal reimbursements occur one month. April cash dispersements total $7,117,12042 and our April payroll total 14,776,39249 and that concludes the financial report. >> Very good. Thank you, Miss B. At this time, I would like to ask Dr. Lowry, our chief administrative officer, to come forward to introduce proposed changes to the student code of conduct for 2026 2027. >> Thank you, board. Thank you, Dr. Maddox. Uh what I'd like to do is start with the K5 class two offenses. Um as we go through that, you have highlights on the changes. You'll see that on the harassing bullying has just some typos that were corrected. If we flip and look at physical aggression, we we decided the committee decided to go ahead and include intentional damage
024and intentional breaking of one's property or HCS property. So that been added to physical aggression. When we look at sections plus material, um there is some comments that have been made regarding the use of school resources and school equipment for on school property. So you can see that that was an addition that was added there at the bottom. When we look at threat intimidation in general, um what we had is we had threat intimidation was only a class three and our administrator has to have a little bit more latitude than that. So we went ahead and developed a class two. So that that intimidation in class two is new and you will see that uh verbatim in the 612 as well. Um the last major change that was made when we look at the unauthorized
025communication device. This has to do with focus act that was approved last year has to do with adding a 10th offense. As we talked about, the ninth offense was a crossroads placement and that has since uh we needed one more beyond that. And so you'll see the introduction of that. Um if we look at the class three for K5, you'll see on the uh a couple of typo things that were done in the very beginning. And then when we look at threat and intimidation, we call that one complex. That's the story. That's the one that would warrant a crossroads. And you can kind of see how we made a distinguished there as far as the complexity of it. The the threat to commit violence or bodily injury was was more intense and the work terrorization
026was. Um, I do want to make sure to note that that was both of these in the K2, the K5 and the 612 was at the request of our school administrators. On the last page, when we look at crossroads placements, uh, those changes reflect what our practice has been. And so the 15 days, 30 days, and 45 days have been modified. I do apologize when I I should have started with we met with our code conduct review committee team which involve which included administrators and parents and some of these airport administrators other school systems as well. We did that on January 15th and January 12th and we did that 12th as a virtual meeting to talk about. If I switch over here to class uh grades 6 through 12, class two offenses, you'll see a
027lot of similarities as to what we already talked about. If we get to physical aggression, you're going to see the same elements that we put in the K5 and you will see the same thing down sexually explicit material. When we talk about threat intimidation general, again, same verbiage that we saw before, but this was that addition because our administrators wanted to be able to have a class two when it came to a threat because sometimes threats are uh very reactive in nature and sometimes they're more intense in nature. So, they wanted to be able to have that flexibility there. And you'll also see the tempense that coincides with focus act the last section. If we look at our class three for grades six through 12 again you'll see a few modifications that were made that
028really don't change the code of conduct. But when we do look at the multiple or continuous class two offenses. Um it was determined that at this point we needed to make that fit the students grade levels that were in the building. You can see where it was originally 6 through nine. So that means you have nth grade in high school that we treat differently than we treat 10 through 12. So we made this match the grade levels of the school. So that was a nice improvement. And then the threat intimidation complex, you'll see that is virtually the same as what we originally started with. If you when you read that, you'll see kind of this is why they wanted some more a different way to be able to address that with a class two. The
029last thing that I like to point out is when we talk about crossroads placements, um there had been some public debate about a 30-day placement, 60-day placement, 90-day placement on if we are not in school and we have a doctor's note, does that cover that day? So we put the the phrase in that they have to be in person for those days to count. You have to physically be there can't have doctor's notes for 30 days and not go to cross. So in a nutshell that is it what we'd like to do is let that sit with you for a month. Are there any questions and I will be back next month to address any other questions and we'll do a second reading not as in depth as this one was. But are there any
030questions regarding the suggested changes? >> In terms of the focus act, I know we we're adding kind of a tenth step. We have over 13,000 students in the district. How many you know how many of our students went beyond the ninth step that we currently have? >> One. That's amazing. Just one. >> That's amazing. >> And that only one got close enough to be there. I think the next closest one was probably on set seven. So, our numbers, our our students were so receptive to this and they spoke about it at graduation. This really really >> Well, these these sound like lots of changes, but really they're just tweaks. We're constantly it's a document that we're constantly working to improve over time and to make it functional and responsive to changes that we encounter uh
031in our schools. But I commend our administrators for they do such a great job implementing the code of conduct and uh sometimes as much as we try to eliminate gray areas um they do a really good job of navigating those those tricky situations. So thank you for your leadership in this area and again these will sit >> uh until the July meeting and then we'll bring them we'll bring them to you as a recommendation. You can look over these board. If you see anything you have a question on, reach out to Dr. Lowry or Dr. Maddox and uh and then in July we will revisit it and vote on it. >> All right, we're closing in on the end. I promise. 032to come forward and introduce a proposed policy revision regarding compensatory time. >> Dr. The one big beautiful bill act OBVCA call it for short signed in July 2025 is a major legislative package aimed at lower taxes stimulating econom stimulating economic growth and restructuring federal programs. Due to the requirements under the OBA and their impact on overtime reporting to tax for tax purposes, our district must change how it handles overtime for employees. Under this new legislation, employees are required to clearly identify and report overtime earnings on employees W2 forms. And because compensatory or comp time is earned at different rates such as straight time and time and a half, a ladder and and later combined into a single balance, it creates some significant challenges for accurately tracking and reporting overtime when it is used as comp
033time or paid out as overtime. For this reason, the W2s for the 2025 tax year included our district's best effort to estimate the reportable overtime as outlined in OLA. Transitioning to paying overtime as it is earned allows the district to ensure compliance with federal requirements. It simplifies the payroll processing for employees and helps to us to ensure that our employees receive the full benefit of any applicable overtime related tax provision. This change means that effective July 1, 2026 pending board approval, an update would be made to our Hoover City Schools Board policy 3.0904. The district will transition away from compensatory or comp time and any overtime work after this date will be paid on the employees paycheck as it is earned rather than approved as compensatory time to be used at a later time. This
034would sit for the 30 days and we would come back and give the board decision on that. And typically board members, we bring to you the recommendations from the policy pipeline later on, but there's a great sense of urgency to get this done for July. So I ask Dr. Smith to bring that forward, but again, it'll it'll sit for 30 days as well. This is one of those situations we really don't have a whole lot of say in. We just have to make adjustments. So there's strong feelings about it uh both ways, but it's just something that we have to do. So, thank you, Dr. Smith. Uh, board members, um, the last thing I'd like to say is it was a fantastic school year. I can say it now because it's behind us. Every time
035I would say it, everyone's looking for wood to knock on uh before graduation. But it was it was so much fun to watch over a thousand students graduate uh in May. It was it was a culmination of so many investments that have been made from the time Dr. shocks. They were in preschool, many of them, all the way through graduation. And uh just to see the smiles on their faces and then to hear the kids speeches, I mean, you can just feel and sense the love and support that they have uh and have experienced in the school district. And it's just one of those culminating moments that you just have a really hard time describing. Uh but uh I would just say to to all of our administrators and staff in the room, uh you
036guys do such a great job and and each and every day that goes by, you're putting out fires. You're having those those individual conversations and you know, just as we have recently experienced, sometimes you're you're in a mode of of bringing comfort to others in in tragedy. And we've certainly experienced some of that uh over the past year. So, I just want to I just want to express how much I appreciate each and every one of you for the role that you play in our school district. It takes all of us uh to make this fine welloiled machine called Hoover City Schools work, and I'm just I'm just extremely grateful. With that, Mr. President, I yield back to you. All right. And uh but maybe the fact that we have so many new leaders in the system this year uh keeps us from getting complacent because we got all these new eyes, these new thought, the new I think that's a great thing. Uh you worry about turnover. You wonder if that's a negative sign, but in this case, everything really kind of made sense. Uh, and I think we've moved forward in a real positive way.
