0012026, we need the dedication that's now in session. If you so choose, bow your heads with me for the invocation. God, we're grateful uh for this day that you've given us and the beautiful weather and all the blessings that we enjoy each and every day. We're grateful for uh a great school system and wonderful teachers and administrators that uh uh direct and lead our students each and every day. And as we head down this home stretch towards the big graduation day, I pray that you give us strength and uh energy to finish strong. Just watch over everybody. I just pray that everything that this body does tonight will be honorable in your sight. Amen. Amen. Let's stand for the pledge. >> [cough] [clears throat] >> Salute. Pledge. I pledge allegiance to the flag of the

United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. You can seat yourselves. We call the roll to establish a quorum. Carolyn Puckett. Here. Alexis Blair. Here. Amy Cosper. Here. Sherry Shaw. Here. Jerry Vines. Here. All right. Well, a quorum has been established. Next is the approval of the agenda. Do I have a motion to approve the agenda as presented? So moved. Do I have a second? Second. All in favor, say aye. Aye. Opposed? None. You have approved the agenda is approved. The next item is the approval of the minutes. Do I have a motion to approve the minutes as presented? Yes. So moved. Second. I have a second. All in favor, say aye. Aye. None opposed. The minutes are approved. Before

I call up Ms. Mary Wilson for recognition, I'm going to first call on Councilman Steve McClinton, who has a quick announcement to make. Thank you, board. >> [clears throat] >> Um First of all, um my name is Steve McClinton. I serve on the Hoover City Council. One of the things that the council does is that we appoint the school board. It's not elected, it's appointed. And they serve for five glorious years at no pay. And all they get is credit and good phone calls and emails, I'm sure. >> [laughter] >> So every year we have a process, a 2-week window in March. We allow applicants to come in. Um Ms. Puckett also reapplied. I can happily tell you that no one else uh has signed up to apply. So, in about 2 3 weeks, the

last month last Monday of uh April, the 27th, we will reappoint Ms. Puckett for five more years. THANK YOU. >> [applause] >> WITH THAT BIT OF BAD NEWS BEHIND US, WE are at recognition tonight. Ms. Mary Wilson. Well, board members, as you can see, we have some amazing students that we're going to be recognizing tonight. But before they come forward, I'd like to take a moment to recognize a group of individuals who are essential to the success of our schools, and they are often the ones that are working behind the scenes. Our support staff members work each day to make sure that our students are fed, ready to learn. They help keep our schools clean, safe, and welcoming. And they ensure that everything is running smoothly each and every day. They handle the countless details

that make teaching and learning possible for all of our educators. They're not always in the spotlight, but their impact is felt by everyone who walks through our doors. It is an honor to recognize our support staff of the year members, as they play a big part in shaping the educational experience for our students and our faculty family each and every day. So, this time, I'm excited that we get to recognize each support staff member of the year. I'm going to ask Dr. Maddox if he will join me in handing out our certificates. We do have some members who couldn't be with us tonight, because this is a very busy time, as we all know. We're probably pulled in many different directions. But if I call your name, if you are with us tonight, please step

forward. To start off, staff member of the year for the central office, we have Matt Wilson, DIRECTOR OF OPERATIONS. WELL, AS YOU CAN SEE, THIS CREW EVEN had a band club with them tonight. And

it is because these truly are These are the faces that you and your family, our teachers, these are who they are seeing every day. They're the smiles that welcome them into the schools. They are the ones that are helping make sure that our students get the very best when they walk into the classroom. And so, if it was not for these amazing individuals, our support staff members of the year, our schools could not run to the excellence that we expect. So, we just want to say congratulations to each of you, and thank you for ALL THAT YOU >> [applause] >> I'M GOING TO INVITE YOU TO TAKE A GROUP PICTURE OF YOU GUYS UP YEAH, there we go. And there. >> [laughter] >> Please see if you can see me. Hey. Okay, everybody, look at

me. Let's put a little bit more in the middle right here. There we go. I'll get you back in back here. There we go. Okay, everybody, look at me. Ready in 1 2 3, 1 2 3. Go. Hold up. 1 2 3. Thank you. Now I'd like to ask Katherine Stewart, our mental health specialist service specialist, to come stand next to me as I brag Um the School Social Work Association of Alabama recognizes outstanding professionals each year through the Spirit of Social Work Award. They honor individuals who demonstrate exceptional dedication, advocacy, and empathy for students and families. Hoover City Schools is proud to recognize Katherine Stewart as a 2025 recipient of this prestigious award. This honor highlights school social workers who go above and beyond to support student well-being, strengthen our school community, and advocate

for resources for students and families to succeed. And we are so thankful for Katherine's dedication, not just to our students, our faculty, and staff, uh but for representing our school system at this level. This is truly amazing. Thank you. YEAH, YOU'RE READY IN 1 2 3. Thank you. [laughter] Next I'd like to ask Bradley Williams to please come forward. Bradley, you'll come stand next to me. >> [laughter] >> So Hoover City Schools is proud to celebrate two outstanding student athletes for being named regional regional winners for the Bryant-Jordan Foundation. Bradley is our Spain Park High School winner, and then uh Julie Wood is our winner for Hoover High. She is playing in a soccer game tonight, so she couldn't be with us, but we wanted to recognize an amazing student. You guys may, if you

attended last month's board meeting, may recognize Bradley. Bradley, is that right? Three seasons undefeated in a row in wrestling. I don't even know how that's possible. You're talking about today. I don't know how someone does it. It's absolutely amazing. Uh but Bryant-Jordan uh nominates and recognizes for striving to be the very best that they can be, and Bradley and Julie are such an example of that. They were nominated in the fall, and they had to complete a competitive application process, and our two students rose to the top amongst their peers in the area and region. As winners, they were honored last night at the annual awards banquet and received scholarships and tickets to college and university. So we are so proud of Bradley and Julie for winning this amazing award and representing Hoover City Schools.

>> [applause] >> The last one that I had an opportunity to attend the Bryant-Jordan banquet sat with Bradley and his family, and I leaned over to Dr. K, cuz you're you're like 160 is it 168 and 0 in your or 160 something and 0? Um like Okay, undefeated streak. Okay. So I leaned over to Dr. E, and I was like, I think I could take him. >> [laughter] >> I really didn't think that. But [laughter] what a phenomenal director. We're just very proud that you represented our district so well last night. Beautiful family, enjoyed spending time with you guys, so uh it's an honor to to recognize YOU. SO CONGRATS. ALL RIGHT, WELL STAYING WITH OUR WRESTLING THEME, I'd love to have our Bumpus wrestling team to please come forward. And they are. So we're

going to brag on them. We want to say congratulations to our uh Bumpus wrestling team for finishing second in the Metro championship. And what makes this even sweeter is this is the highest finish in their 27-year history. So that is really awesome. This this team right here is um setting records. So coached by uh Dr. Perga, she want to tell us a little bit about your team? I'm not I'm not a doctor. >> [laughter] >> I elevated you. I'm not a doctor. I elevated you. I'm sorry, coach. You want to tell us a little bit about your team and the amazing season? Uh they they did a great job this year. I want a lot of first-year guys actually, surprised how fast they picked it up. They're very coachable. Um they get along really really

well off the mat as well. Uh so it was a really fun year uh this year. Awesome. Well, congratulations. We are so proud of you guys, and coach, I'll always be a doctor to you. Can we get you guys together to get a group photo? Take like two steps back. Get a little closer. >> [laughter] >> Okay, everybody look at me. Ready in 1 2 3. 1 2 3. Go. All right, next we have Coach Ware with our Hoover High School boys basketball team to come forward. There they are. I call I call it guys in the red. So this is not >> [laughter] >> This is not our first time to have Coach Ware and this team uh here to be recognized. Today we are celebrating our boys state runner-up championship >> [laughter] >>

this year. Had an amazing season. Coach Ware, tell us a little bit about these guys and uh what all you guys accomplished. Yeah, I'm super proud of these guys. They played a very very challenging schedule. Uh we didn't have not a single game when we went into the game that we kind of knew we were going to win that game cuz of our success in the past with a really challenging schedule. We had a lot of successes. We had some some some bumps along the way. The most The one of the thing I'm most proud of these guys for is every time that we had a loss, they didn't let that carry over to another loss. They'd always bounce back. And that's a that's an important trait that I think that they will carry throughout

their lives, their adult lives. Uh we we never allowed that to to escalate into numerous losses in a row. Um but we know we we came up a little short in the championship game. We won three of the four quarters. We just had a really bad third quarter uh to have Tuscaloosa County, but I'm sure these guys will bounce back from that as well and have a successful lives. So super proud of them for that. CONGRATULATIONS, GUYS. >> [applause] [laughter] >> OKAY. OKAY, EVERYBODY LOOK RIGHT HERE. Ready in 1 2 3. 1 2 3. Go. I don't know where they are. All right. Coach Johnson, would you and your team PLEASE COME FORWARD? [applause and cheering] AND WE HAVE OUR BOYS AND GIRLS HOOVER High basketball teams here. So much I feel like you don't

even need an introduction. But uh Coach Johnson and uh this little girl right here. >> [laughter] >> So we are celebrating our Hoover High School girls state championship this year. And Coach Johnson, this is what our sixth in a row? YES, MA'AM. >> [applause] >> IT'S ALL JUST HARD-WORKING PLAYERS, UM hard-working coaching staff, which includes me and my assistant coach Dean. Some of which are not here. And then also parents and supporters who are there every step of the way, and our community at school and in the city of Hoover. And you had a really big day today, correct? Is that right? Yes, well I well Chloe did. Um Chloe Ford, our senior, Chloe Ford, she was named Class 7A Player OF THE YEAR. SHE WAS NAMED TO THE SUPER ALL-STATE TEAM, WHICH means she's

one of the five best players in the state of Alabama REGARDLESS OF CLASS. AND SHE WAS NAMED MISS BASKETBALL FOR THE STATE OF ALABAMA. CONGRATULATIONS, COACH. I THIS IS absolutely amazing. Such a great great team, and we are so proud of y'all. I just I don't it's unheard of. So we are so proud of you. Congratulations. Thank you. And girls, I'd like to get you to squeeze in. Can we get a group photo? Let's have you guys make two rows, if that's okay. Yeah, if you're a little shorter in the front. [laughter] All right, got to make sure you guys can see me. I can't see you. There we go. Sorry. And 1 2 3. Okay, there we go. Thanks, coach. Okay, everybody look at me. Ready in 1 2 3. 1 2 3. Oh,

thank you, guys. Thank you. All right, we we we have such an attached town that we love getting to see so many of our families and our students and our faculty and staff, but it was so packed that we were not able to give one of our recognitions in our sports section here. So I'm going to ask the please the please come down from the very middle, so they'll please come forward. We are going to REALLY EMBARRASS YOU. READY 1 2 3. CONGRATULATIONS. And I am >> [clears throat] [applause] [laughter] [applause] [cheering] [clears throat] [laughter] >> all right now I'd like to ask Austin Parks to please come forward. I'm going to brag on our Spain Park Junior Austin Park who is selected as a finalist in the ABA All State Solo Solo Fest competition.

So any student who is selected for All State Band is eligible for the competition and there are normally close to 100 submissions for Solo Fest. Austin was selected as one of the top 10 finalists and will perform in the special recital tomorrow. Oh my goodness. At the All State Festival in Mobile. So the winner will be announced on Saturday at the All State Band concert and what's really great is Austin is the only the second student from Spain Park ever to be selected as a Solo Fest finalist. So he's really making the mark for our school and he's also the only percussionist who was selected. So this is really a huge honor. We are really really excited for you and oh my goodness, tomorrow is your performance. ARE YOU EXCITED? >> [laughter] >> CONGRATULATIONS. IF

I CAN GET Tracy Morgan and Jayla Harris, did I say it correctly? Close. Austin, I'm going to I'm going to brag on these two. So we are proud to recognize our students who were selected for the All Across Alabama Student Art Exhibit. This is a new statewide initiative from the Alabama State Council on the arts celebrating artistic achievement among students in grades third through fifth. This prestigious award features 210 works of art representing every legislative district across the state and is currently on display at the Alabama State Capitol in the old Supreme Court Library all throughout April. So we have artwork from two students from Green Valley that were selected. So we had Jayla and Calvin. Calvin is participating in a very big baseball game and could not be here but we wanted to recognize

them for their hard work and their teacher Tracy Morgan who's done an outstanding job inspiring our students to submit their artwork and it is really awesome to have two students from your school get to represent us at that level. So we are so proud OF YOU. CONGRATULATIONS. >> [applause] [laughter] >> 1 2 3 1 2 Thank you. And if I could ask Mr. Adams to please come forward again with our Spain Park High School Percussion Ensemble. ALL RIGHT. >> [applause] >> UNDER THE DIRECTION OF MR. ADAMS, UNDER THE direction of Mr. Adams, the Spain Park High School Percussion Ensemble was selected to perform in the Alabama Music Music Educators Association Professional Development Conference. There was only one percussion ensemble that was selected to perform each year making this a true honor for Spain Park High

School. The AMEA Professional Development Conference is the largest gathering of music educators in the state and provides our professionals with professional development, performances, networking opportunities and we're so proud of Spain Park being able to be recognized at this level and their dedication to music education. We are so proud OF YOU GUYS. >> [applause] >> THIS IS SOMETHING YOU PROBABLY DIDN'T THINK YOU WOULD HEAR AT A SCHOOL BOARD meeting guys. Yeah. I got to do a marching band, you know. Okay, make sure you can see me. I can't see you in the blue shirt. There you go. Okay, everybody look at me. Perfect. Ready in 1 2 3 1 2 3. Congratulations students. >> [applause] >> ALL RIGHT, THANK YOU TO ALL OF OUR STUDENTS, STAFF AND family for being here tonight. You're welcome to stay

for the remainder of the meeting but if you'd like to step out at this time, you're fine. It looks like [clears throat] that took care of that. All right, the next item tonight is the consent agenda, Dr. Maddox. Thank you, Mr. President. I recommend approval of our consent agenda which includes personnel actions, contracts, educational and athletic field trips and surplus items and non-capitalized assets. Very good. We have a motion to approve the consent agenda as recommended by the superintendent. So moved. I have a second. Second. All right, any discussion or questions from any member of the board? All right, if there are none, all in favor say aye. Aye. Opposed? All right, it is set. The agenda is approved. We will now move to the action items. For that, I'll ask our CSFO, Melinda Buck,

to come to the podium, please. Included in your packet are the summary general purpose financial statements for the month ending February 28th, 2026. As of February 28th, 2026 >> [clears throat] >> 55% of the budget revenue has been received. As noted last month, Hoover City Schools receives the bulk of its ad valorem tax revenue between October and March. As we move into the spring and summer, these tax receipts will begin to decline. The financial results reflect 5 months activity. At this point in the fiscal year, we would expect to have spent approximately 42% of the budget of recurring expenditures. Currently, general fund expenditures are at 39.4% of the budget. The general fund reserve stands at 11.6 months. In February, payments were made for the renovation projects at Spain Park High School locker room and the

new operations building. Other payments were made for the elevator modernization upgrade at Berry Middle High School and Spain Park High School. Final payments were made for the additional parking lot at RC3 along with the broad staff intermediate school boiler boiler replacement project. Our transportation fleet was upgraded with the purchase of eight brand new buses. Additionally, funds were expended to cover principal and interest payments on outstanding debt. Special revenue expenditures through February total 12.2 million or 53% of the budget. The majority of federal funds are expended during the school year. The reimbursement requests submitted one month earlier. >> [clears throat] >> Any questions? I have a second. Okay. Uh do I have a motion to approve the business action items action items? So moved. All right, do I have a second? Second. All right, is there

any discussion or questions from the board? Seeing there are none, uh I have a motion and a second. All in favor say aye. Aye. Any opposed? Okay, the business action items are approved. Thank you, Mr. President. Thank you, board. Uh the next item on the agenda is a CNP food service agreement. I would like to ask Melinda Bonner, CNP director, to come forward and provide a brief overview of the equipment bid. >> [clears throat] >> Good evening. We are replacing equipment at six different locations. Uh Bumpus, Spain Park, Hoover High, Green, and Shades Crest. The majority of this equipment is 20 plus years old. Uh we have received a lot of this equipment and thanks to our employees' dedication to maintaining the equipment cleanliness and then our maintenance also But it's time to replace dish

machines and some ovens and tilt skillets. So, we had two responses and the lowest bidder uh was Fresco and since they made the bid, they have now been bought over and and it will go to Singer Equipment. I noticed that you mentioned earlier this week to me that some of our equipment was 25 years old. All right. Yeah, 25 plus especially at the beginning. Spain Park was opened in 2001. So, um and uh Hoover High in 1994. So, um some of that is not exactly from from the original equipment, but um they continue those up. So, it looks like it's time. Yes. Any questions from board members? Mr. President, I recommend the CNP service equipment bid be awarded to the lowest responsible >> [clears throat] >> bidder, Fresco Birmingham Restaurant Supply Incorporated for a total

bid amount of $403,712. Okay. Do I have a motion to award the CNP food service equipment bid to Birmingham Restaurant Supply Inc. as recommended by the superintendent? So moved. Do I have a second? >> Second. All right, I have a motion and a second. All in favor say aye. Aye. Any opposed? All right, the motion [clears throat] passes. Thank you. Mr. President, next we have a bid for the Green Elementary School gym renovation. Very excited about this, Dr. White. I see you in the back. Um I ask I'd like to ask our director of operations, Matt Wilson, to come forward uh to answer any questions you may have regarding the the Green gym renovation. So, just for clarity, this gym renovation really consists of replacing the existing floor system with that old backboard. Associated with

that is some minor floor elevation change we had to make in the hallways going to it to support that area. It also includes uh the old bleacher system that one far side which is which is used when we when we left it. So, we we bid it out to We bid it out to six bidders, I believe. >> [clears throat] >> And we the lowest price we got back was CT General Contractors in the amount of $419,000. $857. That is less than budget which is good obviously, but obviously we met with the flooring company that we're doing the gym bidding. They advised us to leave the existing rubber floor in place uh to for moisture protection. And that yielded a considerable savings on the money. So, we I recommend we award this to CT General

Contractors. >> [clears throat] >> Any questions? Matt. Mr. President. At this time, I recommend awarding the bid to the lowest responsible bidder, CT General Contractors LLC [clears throat] for a total bid amount of $419,857. Very good. Have a motion to award the bid for Green Elementary School gym renovation CT General Contractors as recommended by the superintendent. So moved. Second? Second. I have a motion and a second. All in favor? Aye. None opposed. The motion passes. Thank you. But but hang around a while, Matt. Yeah, thank you. Okay, next up we have the Hoover High School lobby renovation bid. Um so, Matt, talk to us a little bit about what happened with that bid before I make my recommendation. So, we bid this project out to six contractors. Um we received bids initially, but we uh

immediately following the bid uh opening, I won uh we sent the bids because they weren't able to obtain pricing on some lighting and baffle systems we designed in there. Subsequent to that, my second contractor, CT Construction, basically did the same thing. Their their argument was when we received pricing on the on the lighting and baffle system for estimating, it was a lot less than what the bid was. So, we provided to the general contractor. So, he resubmitted his bid the uh the last bid, he did a comment pricing, but it was almost double what ours was. So, we were we were we were requesting we reject all bids. We're changing some finishes and some specified materials to bring that cost down. Two things going to play. We changed out the ceiling with a different type

of ceiling which will cost a lot less. And also there's a lot of firewalls in that space that we have to comment with fire rated glass. So, in that in that effort, we're going to reduce some of that, reduce those costs where we can and hopefully bring this back closer to So, that I didn't feel good even requesting an award based on what was coming back from the general contractor. It was a good bid but we had to yeah. Okay. So, we'll take a we'll take another shot at it, right? Yeah, so they're in they're redesigning those particular components now. We're adding back a couple things that as long as that way we receive the costs again. And then we're going to put it back up to put it back up >> [cough] >> to

get that uh consideration on the 29th of this month. Okay. Perfect. All right. Mr. President. I recommend rejecting all bids received for the Hoover High School lobby renovation. Of three submitted bids, two withdrew their proposals and the remaining bid significantly exceeded the project budget. All right, very good. Have a motion to reject all bids received for the Hoover High School lobby renovation as recommended by the superintendent. >> [cough] [clears throat] >> So moved. Second? Second. All right, all in favor? Aye. None opposed. The motion is passed. Thank [clears throat] you, Mr. President. Thank you, board. Now, we have several roof replacement, partial roof replacements coming [clears throat] up, Matt. Uh the first is the Berry Middle School partial roof replacement. Give us a Yeah. A run down on that. So, that roof is the lower

roof over the library and it extends down that hallway by the athletic locker room. And it also covers the special education. So, this is an entire thing. I was hoping to push it off to next year. Uh but we had some light lightweight deck failure with the last freeze after that rain we had to address. So, that's why it was on the That's why we moved it to this project. We bid it out to was 11 different contractors. We actually had a really good response. We had I think this was six six bidders that bid it bid on the project. All were qualified to work. And the lowest responsible bid was from Standard Roofing of Montgomery. And Standard Roofing of Montgomery is far. They don't have the traffic to do this. So, I'm recommending an

award to them of $519,000. Any questions from board [clears throat] members? Mr. President, I recommend awarding the bid to the lowest responsible bidder, Standard Roofing of Montgomery Incorporated with a base bid of $519,900. Do I have a motion to award the Berry Middle School partial roof replacement to Standard Roofing as recommended by the superintendent? So moved. Do I hear a second? Second. All right, I'll make one quick comment. If y'all look at the package, you'll notice on a lot of these roofings there's an consultant, Stephen Gould and Associates on there. It's just a very smart practice when you get into roofs to always use a roofing consultant to help go through the bids and to write the scope right. That's why we do that. So, that's what that is there for. Okay, I got to

I have a motion and a second. All in favor? Aye. Any opposed? [clears throat] No. Motion is passed. Thank you, Mr. President. Thank you, board. All right, Matt, we're moving on to guess what? Another partial roof replacement at a Gwyn Elementary School. So, this one came in at $200,000. >> [laughter] >> Postponed it this year. But, this consists of the top section building where you get two story building as well as the gym in the back. Always. We bid it out. We got six bids back on that as well. The lowest responsible bid was from Garner and Associates Roofing. They got a low bid on that as well. In the amount of $1,348,400. So, we're recommending award to them for that one as well. Everything I'm presenting tonight, the goal was to have it done

over the summer. So, we can all be back in school in time to take kind of one. Any questions from board members? >> [clears throat] >> Mr. President, I recommend awarding the bid to the lowest responsible bidder, Garner and Associates Roofing and Facility Services LLC with a base bid of $1,348,400. Do I have a motion to award the Gwyn Elementary School partial roof replacement bid to Garner and Associates Roofing and Facility Services as recommended by the superintendent? Do I hear a second? Second. All in favor? Aye. All right. The motion is passed again. Okay, Matt. Talk to us about the Brock's Gap partial roof replacement. Okay. Brock's Gap, the roof that we're looking at is the canopy in front of the drive as well as the entire roof system over the gym as well as

the associated corridors and classrooms. And then just that one library over in the library outside. Everything else is not staying the same. So, we bid this out last year. Again, this came in higher last year on the budget, right? Uh we rebid it this year and we got the lowest responsible bid from Garner and Associates for this as well in the amount of $1,235,000. So, we [clears throat] recommend we did receive five other bids. All of them were pretty close. These are pretty competitive. Yeah, pretty competitive. Just to have 11 contractors show up is pretty good. That's that's a good thing to have. So, they came in Yes, they are. They did a little hug. Yeah. Any [clears throat] questions from board members? Mr. President, I recommend awarding the Brock's Gap Intermediate School partial roof

replacement to the lowest responsible bidder, Garner and Associates Roofing and Facility Services LLC with a base bid of $1,235,000. Board, do I have a motion to award the bid for the partial roof replacement at Brock's Gap Intermediate to Garner and Associates Roofing and Facility Services as recommended by the superintendent? So moved. Second? Second. All right, no discussion. I have a motion and a second. All in favor say aye. Aye. None opposed. Motion is passed. Thank you, Mr. President. Thank you, board. All right. The next roof replacement partial roof replacement is the one for summer. It's well. So, you hear Deer Valley. So, talk to us about Deer Valley. This roof again it's a replacement of the existing old roof system. It's flat. No roof Basically the office, past the library, and back where it goes

up to two story. So, it's replacing that roof as well. It's less square footage than some of the other buildings, obviously. And we received the lowest responsible bid which was from Standard Roofing of Montgomery as well in the amount of $843,000 and with $870. Again, the company felt felt confident to do the work. And on all these I've checked with all the contractors and showed them the cast and the materials we needed. So, we don't have any issues there on the front of the building. And And quickly, what these roof replacements have long warranties. 20 year warranty. That's [clears throat] That's at least the life of it. That's right. We're not going to be talking about these roofs for years and years. So. Yeah. And most most of what we're touching are all original systems.

That is as far back as we own the schools basically. Yeah. Any questions from board members? Mr. President, I recommend awarding the Deer Valley Elementary School partial roof replacement to the lowest bidder, Standard Roofing of Montgomery Incorporated with a base bid of $843,873. Board, do I have a motion to award the bid for partial roof replacement at Deer Valley to Standard Roofing of Montgomery as recommended by the superintendent? So moved. Do I hear a second? No discussion. I have a motion and a second. All in favor say aye. Aye. None opposed. Motion is passed. Matt, our next roof project is at Shades Mountain Elementary School Blue Ridge Gym which currently houses our technology department. Would you talk to us about the scope of that project? Yes, so this roof is actually a metal to metal

flat roof. Metal standing seam and flat. Has to be recovered. Rather than just taking the metal and recovering. We did the initial walk through with the contractor. We discovered some rotten deck. We have to address that right away. That's all we need to still call facing as well as bridge cap. Uh down spouts and gutters. So, we've added a little bit to that project some stuff we have to do. But, overall we received six bids on that project as well. And the lowest bid was $92,600 from Alabama Roofing and Sheet Metal Company. Um I recommend we award to them. That price is a good price. The estimates we got from the engineer had not been updated. Okay. Any questions from board members? All right. Mr. [clears throat] President, I recommend awarding the Shades Mountain Elementary

School Blue Ridge Gym roof restoration lowest responsible bidder, Alabama Roofing and Sheet Metal Company with a base bid of $93,600. Very good. Do I have a motion to award the bid for the Blue Ridge Gym roof restoration to Alabama Roofing and Sheet Metal Company as recommended by the So moved. Second? Second. Any discussion? If there's not, all in favor say aye. Aye. None opposed. It's This motion is passed. All right, Matt, we're moving from roofs to restrooms. So, shift gears over here. We're out [clears throat] of the sun. >> [laughter] >> The Greystone Elementary restroom renovation. This is addressing the flooring, the tile work, some ADA things we have to take care of in that building. Bathroom partitions, finishes. ADA sort of stuff. Looking at the ADA stuff we have to address on there. We

sent this out to I think it was six bidders if I'm not mistaken. And we received four bids back. Again, this is CT The lowest responsible bid was from CT Contractors LLC in the amount of $769,026. That's why I'm recommending we award to them. See, they were both competitive and one way out. Very Yeah, very I'm very pleased with these bids. We budgeted a lot more than that. We were way over the target. Well, we when we originally estimated these project costs they were higher than this than what we bid. I don't know what we we estimated. So, I'm pretty pleased with these numbers today. Uh it does address all the student facing restrooms. And I think there's a couple staff mixed in there as well because we have to look at those mainly student

facing. And all that's original. Any questions from board members? Mr. President, I recommend awarding the Greystone Elementary School restroom renovation to lowest responsible bidder, CT General Contractors LLC in the amount of $769,026. This includes alternate one, a checkered accent wall at each restroom entrance for $6,250, a $50,000 contingency allowance, and $40,000 fire alarm allowance. Board, do I have a motion to award the bid for the restroom renovations at Greystone Elementary to CT General Contractors as recommended by the superintendent? So moved. All right, I got a second. Second. All right. Any discussion? [clears throat] All in favor say aye. Aye. None opposed. Motion is passed. Okay, Matt, we move on to Trace Crossing restroom renovations. Trace Crossing is very similar except there is few more restrooms. We have to address the fire alarm that we didn't

have in that building as well. >> [clears throat] >> Again, finishes, partitions, floor epoxy, the whole nine yards and waiting to be entered to that. Each restroom area is a common entrance in there as well. It's also addresses the main concern. So it's very simple scope of project just get this Now so we received we again had six contractors interested I think we received five. Yes so that's more than what we expected and the lowest was um I gave the wrong amount of money that's $697,190 and that includes a decorative accent accent wall as well as a $50,000 a 35% so we recommend CT Construction. Again I've had conversations with First Choice and CT Construction and he said he's done a lot of work with CT Construction. I was back there. Yeah. He's having some

fun. We're keeping keeping him busy. That's right. Any questions for members? Mr. President I recommend awarding the Trace Crossing Elementary School restroom renovation bids to the lowest responsible bidder CT General Contractors LLC in the amount of $697,190. This total includes alternate one a checker accent wall at each restroom entrance for $9,522. A $50,000 contingency allowance and a $25,000 fire alarm allowance. Do I have a motion to award the bid for the restroom renovations at Trace Crossing Elementary CT General Contractors as recommended by the superintendent? Second. No discussion all in favor say I. I. None opposed this motion is passed as well. Thank you Matt. Thank you Matt. Um all of these projects that will be going on at our various schools Matt manages all of those does a phenomenal job he and his team. I

know I see several of our principals out there so these projects are exciting but at the same time you understand how this what the summer's like. Um but in the end we appreciate all the work you and your team [clears throat] do um to keep our schools functioning at the highest level so thank you Matt thank you. So we appreciate it Matt thank you. Board members before I make my next recommendation we have spent quite a bit of time our team here talking about a vision for the future for our school district. We we are very excited about where we are we're excited about where we're going we're excited about we use the catchphrase HCS momentum hashtag um we're very excited about all the things that that we collectively as a district have been able

to accomplish but we never want to be satisfied with where we are. We want to continue to dream look forward to a future that doesn't exist try to be visionary in in all of our efforts and so we we began discussing the idea of going through the strategic planning process. Um one of the things I love about it is the strategic planning process brings community members together and allows us to look at our vision and our mission and our beliefs and and to goal set and to look at various categories of where we want to be in the future. It's all about our kids and finding ways to get better at what we do. So I bring before you tonight a strategic planning proposal to to help move that process forward starting in the fall.

Um the process that we're looking at would be a one semester process it would it literally involve hundreds of our shareholders across Hoover uh parents community members business owners um um teachers staff members obviously leaders in our schools so we believe this is a really strong next step for us to be able to look into the future um so that we have a direction for what we want to accomplish. So with that Mr. President I would like to bring to you a strategic planning proposal. The strategic planning cost will include a base amount of $22,750 $7,500 because we're an additional $7,500 because we're going to have more than 50 people involved in the process and another 7,000 for the number of discovery groups that are going to splinter off of the large group. I recommend

approval of this strategic planning proposal with the Slinky Center in the for the total amount of $37,250. Thank you Nina for not putting their name in my comments so I don't have to try to say their word. >> [laughter] >> Do I have a motion to approve the strategic plan proposal as recommended by the superintendent? Do I have a second? Second. All right now we've all individually been briefed on this so it's not like the first time we saw this so may not be a ton of discussion tonight but are there any questions from the board? Seeing there are none and I have a motion and a second all in favor say I. I. None opposed the motion is passed. Okay board members back in the fall we were able to pass the school calendar

for the 26 27 school year it's hard to even say those numbers in my head now. 26-27 school year and we promised back then that we were going to come forward this spring with a calendar for the 27-28 school year. So at this time I would like to ask Dr. Smith to come forward and give us a few small details of the of the calendar that we are proposing for tonight. Okay Dr. Matt and board pleased to share that it's not very different from the one that you approved for the 26-27 calendar year. It features the things that have been raised by our collaborative team that helps to put the calendar together. That they prioritize and these are some of those things. It will include an opportunity to have a new teacher orientation. We will

have about five days before the students arrive for teachers to be on site so they have more time to work before school start. Um this calendar has for each month a day that our staff would be out off campus and school would be closed so that was one of the things that came up in the last discussion. There are three weekends at the winter break. There is a fall break that also had a PD day for teachers. And in February there's also a PD day with a day for President's Day so there will be a school closed that day. There are a couple of things that were requested by um from feedback we got about the little icons that we use in the legend and one of those was to clearly identify the start date

for students so we have a marker for that with a star and we were asked to clearly identify when the nine weeks were ending. So those are marked on the calendar as well. We have 177 days for students 187 days for teachers 83 days first semester and 91 days second. All right any questions on the calendar? I will say thanks to Dr. Smith Kelly Lane Mary many others that contribute to the development of the calendar. When we rolled the calendar out for 26-27 it was interesting because I saw other school calendars that that deeply resembled our own and I was like well this is interesting so good job with that and it it seems that others have replicated our calendar which we we love we love leading those efforts so thank you Dr. Smith we

appreciate all of your work. Um I recommend approval of the 27-28 school calendar. Very good I have a motion to approve the 27-28 school calendar as recommended by the superintendent? Second. I have a second? Second. All in favor say I. I. None opposed the calendar is approved. Thank you Mr. President thank you board. The last action item on the agenda is the 26-27 athletic and other extracurricular supplement and stipend schedules. Ms. Buck is here should you have any questions about the schedules it's something that we and her she and her team look at very carefully each year to see what kind of adjustments that we need to make for the upcoming school year so she manages that so thank you Ms. Buck for that. Um any questions? Do we still have like a committee of

people that sit around like from some of these groups like some coaches some So we met with principals and ADs and then we had a recommendation and we had for the um assistant athletic director for the JV competition coordinator and so we got the approval of that we actually worked to re-collaborate playoff names so that they actually fit what the sport requires of those names and those are highlighted for you to see we marked through what was there and put what was the the appropriate name for that and so yes for that and then like another used to be a group of teachers We didn't we did not increase So nothing really changed much from last >> did a clean up there were some that might have had an annual payment and then they had

years of experience, so we took the annual payment off because the years of experience was larger than that. So, there were only just a few additions. >> Okay. All across the board with the extracurricular or anything? Yes. The DECA sponsors of this for that. Yeah, we just left that one. Okay, perfect. >> [clears throat] >> Any other questions? All right, Mr. President, I recommend approval of the 2026-2027 [clears throat] athletic and other extracurricular supplements and stipends. Very good. I have a motion to approve the 2026-2027 athletic and other extracurricular supplement and stipend schedules as recommended by our superintendent. Second. I have a second. Any discussion? Looks like we've had a little bit. All in favor say aye. Aye. None opposed, the motion is approved. All right, thank you, Mr. President. [laughter] Thank you, board. We

move on to superintendent report. So, at this time, um I would like to invite our auditors, Andrew Waits and Grant Shepherd with Carr Riggs and Ingram to come forward um to present our financial review for the fiscal year. Okay. Yes. Well, good evening, board. Good night. Thank you for having us. Uh we're here to present the results of the fiscal year 2025 audit. First of all, I'd like to thank Melinda and her team. I can't tell you how disruptive an audit can be to a normal schedule because their job doesn't stop when we come in. But, Steve done a great job of getting us information that we need. If you have a copy of the uh report in front of you, first of all, I'd like to say that the opinion the audit opinion is

clean. Everything is an unmodified opinion. That's certainly what you want to look for, and so that's what you would see. So, uh kudos to Melinda and her team for all their hard work. It's There's a lot that goes into an audit. So, that's a very good compliment. Grant's going to get up here in a few minutes and talk about some of the changes from current year and prior year as far as that goes with assets and liabilities. But, I would like to point to one other report on page 62 all the way in the back. And I can actually thank Melinda here also for the single audit. This is the audit of federal awards called single audit. So, what we do is we do a compliance audit. It involves testing controls as well as testing

compliance. And that audit is also a clean opinion. Grant [clears throat] is going to get up and talk a little bit about the financial statements in comparison to the year Thank you, board. [clears throat] Um if you will go to start page six of the report. This is the government-wide uh statement of net positions. This is a uh full accrual basis here. I'm looking at big big picture finances. Um just a couple things to point out from last year. Uh cash was up about $10 million from 2024. This is mainly based off of a $3 million property tax increase from last year. Um and the rest of it is mainly just due to the excess of revenues over expenditures. Um if you look down towards the middle of the report there, uh capital assets net

of depreciation, we have about a $9.5 million increase since last year. >> [snorts] >> Okay. All right, we would have been counting out looking for your page. Um So, anyway, the the capital assets is about a almost $10 million increase from last year. Just like y'all heard about, obviously y'all are in the middle of constantly adding uh projects. So, a lot of projects are finished during the year. Um On the uh we all don't have the report I'm looking at, but on the next page we're going to be looking at um uh liabilities. Um there's a few changes just based on uh for the net pension and net OPEB liability. Those increase and decrease based on RSA and PEEHIP valuations year and year. A lot goes into that. Um but anyway, you'll see there's there's

always some really big numbers, some big swings both ways on that. Um on the on uh the next page it was going to show us uh revenues and expenditures um both uh the government-wide level. Um our government-wide net positions uh again increased from 2024. So, we went from $60 million to $88 million. So, obviously um a good year overall. Um a couple specifics on that. Uh expenditures were just up about 4%. So, obviously year to year, you know, things get more expensive. Um on the revenue side of things, um also increases property taxes we mentioned were up $3 million. Um a couple different changes in state and federal funding. Um but also revenues increased as well. Um if we go to balance sheets now looking at the funds, the general fund and the non-major funds

which are all combined together. Um we just mentioned earlier cash is up about $10 million from prior year um across the across the board. And then um when we're looking at revenues and expenditures at the fund level, uh state revenues uh they decreased about $3 million from last year, but that's mainly because so we had a $12 million one-time receipt uh related to the Hoover High Performing Arts Center. That was last year. So, this year we that was offset the the total state revenues only decreased by $3 million. Mostly that was a $7 million increase in the foundation revenue that was still received as well as a $1.5 million increase in technology money. Um capital outlay spending across the board did decrease from last year. It was about $14 million decrease. Again, a lot of

that was the Hoover High Performing Arts Center last year. Big big expense there. Um you'll see the total expenditures are within actually within $1 million from last year. Um so, we were at 256.9 last year. This year it's 257.9. So, that capital outlay decrease um that was offset by a lot of uh additional hiring and raises that you'll see in the instructional services and instructional support. Um there's lots of notes in this report that just give you lots of more detail about all these numbers. Couple things. Uh there's a note six which is capital assets. Gives you a lot of uh a lot of details on that. Note seven is long-term debt. So, you can see schedules on when payments are due. Lots of additional uh information there. One note is the series 2021 public

school warrants were paid off in this past year. So, that's a uh 9/30/2025 there's only two outstanding uh large warrants that y'all have. Um and then yes, there's a lot more a lot more notes behind. Um we'll get you the the four board that I don't have it. I think we I think it was in uh the ones we brought in anyway. So, it's somewhere It's somewhere in this building, I promise cuz I looked down at this board. But, um yeah, lots more notes. You're feel free to ask Melinda or she can pass them to me if y'all have questions. Yeah, I would what what Andrew said, always a great time working with y'all team. And I'm I'm here a lot bothering and stuff. Reach out if y'all need help. If y'all have any questions,

we'd be happy to answer any of those. Mr. Harris. Sounds like a great report. Thank you. Thank you. Good presentation. Y'all are doing a great job. Also Thank you, sir. Um Board members, you have access to the proposed 20 fiscal year 2027 capital plan. Um Matt Wilson and and Melinda are here to answer any questions that you might have about the capital plan. These are projects that are, you know, you Melinda meets with goes by Melinda and Matt meet with each principal each year, and they walk through the schools, and they talk about needs that the school has, some wants that the schools have, and then of course, there are things that Matt knows that a that a school principal wouldn't know, like whether a roof needs to be replaced or something like that. So,

um these projects are on a five-year plan that has to be reported to the state, and then we prioritize the projects that we think are the most important uh on an annual basis. So, that's how that is done. It takes a lot of a lot of time to put it together, but have any any questions specifically? We don't approve it. >> You're not approving it tonight. [clears throat] Um we're just introducing it tonight. Um so, definitely look over it. >> All right, All right, moving on. Um so, we had prom last weekend. Um Hoover High was on Friday night. Spain Park was on Saturday night. Uh you may have had some children participating uh in those events, but by all accounts, everything went went really well according to the principals. Um you know, that's always

a weekend that as an administrator I'm always concerned about. Um you know, but um our kids handled it very well. Our staff did a phenomenal job. Just so thankful that we got through prom unscathed. Um it sounded like it was a fantastic event for both schools, and we're thankful to the city for allowing us to have it at the Family Center. It keeps everyone home, and just provides a phenomenal environment for for a prom. I'd like to commend our our students and staff members and administrators. Uh we have been testing all month and have been as not past tense. We we continue to test um right now with the ACAP and other things that are going on and that takes a lot of time and energy and effort and planning, strategy. Um, a big thank

you to all of our our principals that are here today and Dr. Robbins, uh, Dr. Harold, their entire team for making it happen each and every day. Um, and it seems like we test more and more each year and it's a big big job, uh, but they've done a phenomenal job this far this year. We're very appreciative to everyone uh, for all that they do. We've had a few technology glitches along the way, which happened and um, if those are our major issues, then we're in a really good place uh, when it comes to testing. Um, this is also, as you know, hiring season. So, there's lots of there's lots [clears throat] of uh, movement going on there, lots of interviews. Uh, Dr. Smith and her team in HR lead all of those and um,

it gets really busy in the month of April and May. Thankfully, it doesn't seem like we have a lot of turnover this year, which is which is amazing. Uh, we're always appreciative of that. We we do have a few retirees, but not nearly as many as we had last year. So, uh, really appreciative for all the work that goes into HR, not only with Dr. Smith and her team, but also all of our administrators in the room who are involved in interviews um, in the spring time. So, with that, Mr. President, I yield the floor back to you. Very good. We moved public comments to the front and had one tonight. So, at this point, uh, we're on the agenda, we're at board comments. If anyone would like to make a comment. Board members, the

floor is yours. Quiet night. It's a long night. I'll be uh, I'll be selfishly [clears throat] grateful for that. I have somewhere I need to be. All right. Having said that, the next board meeting is actually April 30th, right? It'll be a called meeting. That'll be a called meeting. But, anyhow, the next regularly scheduled board meeting will be on May 12th at 5:30 at this same location. With no further business to conduct, this meeting is adjourned. >> [snorts] >> We meet again
