002and one in every 44 children is diagnosed with autism puber school probably serves 450 students who have a primary disability of autism and receive individualized services from our exceptional education staff University school's behavior intervention team works with school administrators classroom teachers special education teachers spee therapists and occupational therapists to provide support for our students with autism and the district's exceptional education director Miss CLA Jones Moore is here today to accept the proclamation come on up Miss Jones Mo and she is joined by Kristen beler who is an acceptional education teacher at Greystone Elementary and she bought some brought some friends with her from Greystone as well some of our students who receive Autism Services please come forward all of our friends and thank y'all for coming y' can just stand up here so we can

005join us today to be recognized and first up is coach H and the SP Park High School Jazz boys bowling team they are for 2024a their fourth overall state championship so congratulations to the team on yet another State title and bringing that blue M back home um we are so proud of these guys uh Spain Park has demonstrated itself to be the premier bowling program in the State Bowling has only been in HSA sport for nine years in that nine years we have four state championships and a runner up last year by four pins which I still have nightmares over in the past three years we have again two state championships and a runner up 2022 state championship last year runnerup and this year state champion in addition for the past three years we've had
006the individual state champion this year the individual state champion was Luke Eaton so go ahead give away our all area uh Evan Kelsey Luke Eden and unfortunately Michael Kimble was not able to be here uh All State across all divisions uh Luke Eaton and Michael Kimble were all State uh and then this year Luke Eaton was also recognized as the state bowler of the year and Michael Kimble was State bowler of the year last year and so uh we're very very proud of these guys and in addition Luke has a scholarship to Belmont Abby college or bowling and Michael Kimel will be going to uh Tennessee West on a bowling scholarship as well and our C last year is now bowling at Spring Hill in and all of this I would love to take credit
007for but the reality is that this is the magic behind [Applause] machine coach for the past eight years she's dedicated herself to this team to these boys working with them being from junior high on up and I'm going to take this opportunity to Lobby that bowling needs an assistant no longer a volunteer she has earned every penny should have we so proud of her and the team and all [Applause] that y this been like all year long these pict go guys and the next recognitions are to congratulate hoer High School bugs student athletes and coaches for dominating during the state championship tournament the boys and girls team swept the 7A state championship game for the third time in a row Co SM made it he's here and recognize these teams no probably here there we
008go Dr sne in come on [Applause] in on your student athlet I apologize to my my my parents here we just got finished practice so it's been down pouring down rain but uh that's what that's what it takes to be uh state champions um rain sleep snow that's what we do um I'm honored blessed to be a part of this organization um be part Hoover here I've said this before I'll say it again I think we have the best athletes athletes best coaches best parents um in the state if not the country um you know um our girls this is their uh third time in a row winning a state um winning by 30 40 points um and you know um last year we had our and I'll go back to last year uh a
0094 by two a 4x4 and a Sprint Bley relay national champions first time ever in Nike history they have one School win all three relays um and you know we have that same group of girls most those girls back again and um you know this year actually this past weekend we were in South Carolina our girls competed against the number uh three four five team in the country and they've been a second so I'm extremely excited about our girls uh we have state champions here we have national champions here um and and our girls as well as our guys are a true definition of our student athletes um the extremely extremely excited about that on our guys side um three times a row as well an indoor um this past Indoor season our guys won
010the uh 55 meter SOA race um so one Nationals there set a meat record at Nationals and our guys were ranked number one in the country for the indoor season um so the best team in the country um yes here at Hoover that's what we um and on this past weekend too we also went to South Carolina and we uh coach jemson she's not here she called uh the number two team in the country and we got the number two the number three number four and five team at the same meet and our guys won with half a team there so uh extremely excited about that um as mentioned we have state champions We have numerous uh all Americans um and uh I'm just like I said I'm blessed and uh and fortunate to be
011here at Hoover um and just and all these kids are just a I can't stress this enough a the correct definition of their stent athletes student athletes student athletes U they're they're just as successful in the classroom as they are in on the track so uh great staff coach wall over there great job my entire staff I don't know if coach lamb is here oh Dr Len I don't know am I supposed to say anything else [Applause] okay together letys come come on in guys all right so for the second year in a row the super boys and girls basketball team SW the 7A state championships the ladyb won their fourth consecutive State title by the beating with trust High and the boys got a repeat winning their second consecutive championship title with an impressive
012win against Enterprise High School coach we Coach Johnson I'll let you take it from here you recognize your athlet and um I just like to thank Dr mad and the board for having us here again but just thank everybody in the community for all your support our administrators at our school all the teachers parents everybody that goes into making a season of success as you've heard like this is our fourth straight in the rad which is unprecedented at hoop High School especially for girls basketball since I've been in so I'm very proud of these girls and all the work they put in our senior class is the first class to graduate and not ever not win state championship so they leave four rings which is a huge accomplishment for our seniors and um a little

017Mr President thank you Bo m m will now review our 20 our fiscal year 24 budget amendment thank throughout the course of the fiscal year various factors necessitate the adjustment of revenues and expenditures with the budget system a budget amendment is that mechanism needs to revise the 14 budget and changes that occur throughout the F year the adjustments to revenue for fiscal year 2024 include actual ending fund balances of $9 million the carryover of federal funds $4 million from fisc year 2023 as well as the addition of federal state and local revenues milon unknown during the original budget the adjustments to expenditures include the use of federal carryover and state funds with specific guidelines and limitations what comes in must go out there are no savings with these amendments to the original budget our September

025of it's nice to know we all the hard don't think our meetings are quite quite the same also thank for the opp to be here proud to to uh to be joined here by my colleagues J James and Michael Mor talking to Dr MX we kind of felt this was a great opportunity for us to uh to come in and share a lot of you may not know what we do right we work with the school and kind of what our what our role is and a little bit about Kelly Kelly education so if you'll bear with me give you a really brief history lesson just to kind of show you kind of our order story we've been around almost 80 years we actually invented a temporary heal Services Company you might know this as
026Services we're a us-based uh company we're also publicly publicly traded um in about 1997 we actually entered into after do years of temporary office clerical things like that we actually entered into education support uh our first customer was gulport uh schools in Mississippi I'm proud to say they're still a customer today um and since that time since 97 we've actually grown into that we're in 42 States we support 1100 school districts across those States and um we have a very significant footprint here in the state of Alabama again we're very proud that Uber is part of that part of our partners about approximately 60 school districts that we support throughout the state and we also support alsde we manage their um their nonpublic K12 program with their Esser fund so we work with Dr Matthew
027Dr so that's a little bit about about the history um we've actually been pursuing and I think wanted to have a relationship with with Hoover and support Hoover for a number of years and it was it was um really in 2021 I think we finally had that finally the planets and the the Stars line just right so we had the opportunity to uh get a contract going that was March of 21 and this is for Paris well we say Paris services are a to kind of man aid program um we actually worked that summer of 21 to kind of build your uh to build the program we work with CLA Jones Moore and the team other stakeholders to see you know what um you know what this needs to to look like we know that
028you'd work with another vendor and for us it was very important to say you know Lessons Learned what do we want to do we're very we're very intentional when when we build these and we'll see that we're we're very very committed we apply the resources that that we know feel are needed so uh we launched that uh in Fall of 21 uh so the 2122 school year so we're finishing up our third our third year uh with with u so we're certainly very very proud of that um I think what's interesting is Hoover you you were kind of Visionaries because Outsourcing this aspect of your of your needs right this is a growing aspect of all schools so when you're talking about special education you're talking about uh aeps and ser serving that you obviously
029have some some obligations and we're here to make sure that you are able to buos we do see that as being very much a um it can grow it can kind of sneak up on you you don't really get a lot of um you know there's turnover those those types of things but we're here we have a dedicated team Michael BM he is actually your eat sleep and Bre super City school he's your account guy he actually is at Brock Gap he has an office there and when he's not at Brock Gap he's going meeting with principles and that's really I'd say your your primary his main interface is with your your building leadership working with and of course uh Jones um so we actually you know there's I think right now 120 we have
030120 Aid positions so again there's probably been a little bit of they saw maybe Mission creep or kind of creep of since these three years um again as I said you guys were Visionary we have other school districts that have kind of followed suit and the benefit there there are several benefits but I will say one of those is is is financial to the school and you look at 1.3 million per a roof what you're saving by having by working with Kelly ucation to Outsource this this aspect of your of your needs um Pro savings I Shar this with Dr mat it's about $1.2 Million by them being our employees versus are you having those absorbing those those employer costs so it's it's a real savings and it gives you flexibility it's also Weir constantly
031recruiting so that's one of the advantages so again Christy and her team do an excellent job um with with substitute teaching and things like that we're uh we're we're 12 months a year we go we go go go we're always we're always recruiting of working working towards that something you know then we don't just do the long-term AIDS uh programs we we do have that we also had I think maybe about two dozen in our in our experience with ho two dozen folks that have become full-time full-time employees with the with the district um and that's that's a great thing we're very proud of that that certainly kind of reflects the quality that we're that we're delivering so you do have that option and the good news is we don't charge it make those make
032those um so that's that's kind of our that shell I guess what we do are so a lot of uh great experience working lot of school systems could you talk to us about your uh background checks how do you make sure that the folks you're bringing are qualified great question as I said we're very intentional as a company we don't go into things halfway um we actually follow all the state guidelines and actually we go beyond that too so we actually have a different we have an added element of a sex offender national sex offender register that we do now I'm going to go if we get too far in the weeds I'm going to defer my colleagues here on like when it gets really really technical but essentially we work with as I said

034please Brad has been with with Hoover schools for 17 and a half years in administration um including the last you've been in administration 17 and a half years last 10 and a half at at Hoover High School um he's had various and aundry responsibilities U most recently helping oversee facilities and operations between Hoover High and construction of a new Performing Art Center that's about to open um we're very excited to have Brad Lee our transportation department moving forward Brad's wife Kelly is with him tonight and uh Kelly is a retired Hoover City Schools teacher I think she retired from Barry as an interventionist right and now of course we red her back in and she's doing some work for us at Crossroads um so you just um we're going to use you as much as
035we can but um we know she's the better half of this relationship but greatly appreciative um it was obvious uh that that he was the right choice uh Mr Bradford who's standing in the back um I asked him each Monday during our administrative meeting um you know how many days are left and and he always knows um and then I then I say to Brad you know be careful what you asked for because you just may get it and I'll say this this is one of the most important jobs in our district but no one ever thinks about it or talks about it um until something goes wrong and when a bus sitting on time or a bus breaks down or or you know whatever happens um you know these are the individuals that are
036that are dealing with it getting our kids to school to and from school safely uh just so appreciative of the work Mr BR that you've done and Brad looking very forward to your leadership um we're trying to uh acclimate him to the position over the next couple months so he gets kind of real life training when buses are rolling because that summertime may not be an accurate reflection of what the job really entails so U we're excited for you congratulations and welcome to this new opportunity thank you very much for the opportunity absolutely congratulations absolutely so board members I want to make you aware of a situation um last Friday uh we were contacted by a a longtime parent from Spain Park who expressed concern about uh some eBooks that's available through what's called a
037SORA app um Sor is and app used extensively throughout the state uh to provide access to ebooks um Hoop City Schools maintains three separate ebook ebook libraries we have one for elementary one for middle and then one for high school in our high school ebook Library we identified two books that contained very mature sexually explicit content one book was purchased for the district in 2015 and the other in 200 18 um as you know we have a clearly defined board policy for for parents to request reconsideration of books that we have available however after reviewing these two books I had both books pulled from the catalog because I do not believe explicit and graphic sexual content is age appropriate for high school students so I wanted to make you aware of that those books have

039time to three minutes for this thank you guys um my name is sha Barry um and I'm a mother of three children uh all under seven my oldest is a student um at C City school and my husband and I very much look forward to when our younger to uh join the school system so I just like to make a a couple comments just kind of an anticipation of uh of tonight of just my positive experience with the school system and kind of my hopes um for my children in the coming years um I I want to just acknowledge that we're all um we're all here for the shared purpose that we want the best for our kids and I hope that we can keep that in mind as the evening moves forward and I
040just want to be as super brief as possible um I know that there's been a lot of discussion recently on the topic diversity equity and inclusion um by definition Dei initiatives address systematic inequalities and create opportunities for historically marginalized group the benefits everyone everyone and fosters empathy respect understanding and a richer learning experience for all our students um personally I support these efforts that promote fairness and inclusion and create a culture respect and inclusion for everyone in our school system um there's also been topics of um different from what you brought up this evening on lgbtq plus representation in books and literature um in 2021 to 2022 The Washington Post analyzed a thousand plus book challenges and found that the majority were filed by just 11 people where 6% of all book challenges uh Challengers
041were responsible for 60% of all filing um it's my belief that Bing books with lbtq plus repres uh represent representation it doesn't stop our kids from being curious about different topics um but it does uh show to increase discrimination bullying and increased mental health challenges which I think we can all agree we don't uh groups of experts agree with maintaining representation materials in school libraries to fost an inclusive environment for students who put the American Library Association Center for disas control prevention the American Academy Pediatrics the American Association of school administrators the American Psychological Association the American Federation of teachers the American School Health Association just to name you I really appreciate all our wonderful Educators in the school system and my fellow parents uh for when we guide age appropriate material and provide context
042for something that might be potentially challenging to our children I think that diverse literature reflects the realities of our world of our world um and some again I just want to highlight the positive experience of being a parent in the school system um and remind us that this past 12 um H City Schools was right fifth best uh School District in Alabama um I have high hopes for my kids and all students um that we can leave behind any unnecessary or harmful rhetoric uh that we might be tempted to use this evening and focus on our shared dedication to acceptional education in a manner that we wish our children to follow thank you next U we have Greg phips thank you for having um I am relatively new to U but not new T grew
043up in Montgomery went to public school there University um have since gone on to um to make my way into Political intelligence business um we've uh done a lot of amazing work around the world and even more so here in America we were responsible for movie called, Ms that addressed um many of the uh concerns that that Americans all over all over the country not just here in the South um and not just here in Alabama and what we learned out of that was that that the attacks that that um some parents may feel and others may feel um there's always two sides to the story and I believe that Dr appreciate the words about couple books that were concern to to parents and a grandparent two kids here two grandchildren Rocky rge our concern
044uh broadly amongst my neighbors my colleagues my friends here in the state and here in this here in the city uh broadly center around the cabil um I appreciate very much you you removing those books but it's critically important that we all understand or that you all understand that that well we may not have elected you you're you're you are accountable to us and you are accountable through those that appointed you to us um my business is established in such a way that we play both offense and we play defense we have uh 211 million voting records in America we have 3 to 500 data elements for each person in America we have phone numbers we have email we have um pretty much everything that one might need to um to address elections because of
045what's Happening Here in Hoover we have decided to create something called Community grants and those Community grants are not grants of money those Community grants are grants of data and that data is designed in such a way that we can affect almost any election in there so While You're Not Elected uh those of you those people that did appoint you and I have friends on the on the city council um Our intention with the community grants is to unelect those that are unaccountable to the people and I appreciate you giving me an opportunity to talk um I think some other people are going to come up and be a little more pointed but it's critically important that you all understand that you work for us all that money you spent earlier my tax all their
046tax time up yes next we have John Kerr I had for you an entire speech prepared about Sora and my disappointment in this District time and time again on topics like Sora now I feel like I have to use my time to address Kelly Services you have received ceed dozens of complaints about the people that they're sending to our schools and in response to those complaints you bring them here to tell us how great they are and then you put a softball question in front of them about background checks which we know for certain that they have failed to tell us how great a job you are all doing I have never in my life seen a group so ready to congratulate themselves as the administration of this District amen it is embarrassing for you
047to put those kinds of people in front of our most vulnerable students we already Outsource our aids to our most vulnerable students and then we complain because they're not quality AIDS and you tell us we're wrong in public so that you can check the box it is unacceptable I had a meeting with a senior official in this Administration in this building recently and I told him I was frustrated with some of these issues and he looked me in the eye with a smile on face and said well we all get frustrated sometimes don't we yes sir we do thankfully for us you are government employees and this is a democracy which means we get a voice in what happens here and we will continue to use our voice to hold you accountable until we get
