003so you know, like the legislature passed a law several years ago that after the report's released, we would come to the first public meeting and present the audit. So, this year, you're probably aware we did two audits, separate audits, one for the financial side, one for the federal side because the Fed the Feds didn't release their compliance supplement for us to do the audit in time for when we started the audit. So, you actually had two audits that were released and they were released on May 29th, which was last Friday. So, we conducted our audit in accordance with generally accepted auditing standards and government auditing standards and we do that to render an opinion of whether your financial statements are materially correct. And we also determine whether the board complied with applicable laws and regulations.
004We issued an unmodified opinion on the board's financial statements, which means the financial statements presented are materially correct. And we also noted no matters to indicate the board had not complied in all material respects with laws and regulations. So, we also did, like I said, it was a separate audit this year, but we did the federal audit and we tested child nutrition program in the 21st Century Learning Centers. And we also issued an unmodified opinion on that as well. And then we tested Meek High School and Lane High School. Every year we are required to do at least two budget amendments. I usually just do one before the final budget amendment. It's due June 15th to the state. This is the purpose. Um every year we get new allocations, we get new grants that need to be added to our
006budget, and then I review our actual revenues and expenditures and budget or amend our budget to better align with actuals. This is our budget at a glance. This was our original and amended revenue and expenditure budgets. You can see that revenue increased by 3.2 million and expenditures increased by 5.62 million. This is a general fund balance impact. I say this every time I present a budget to all of you. I always over budget expenditures and under budget revenues. So, this reduction in our general fund balance is an absolute worst case scenario, but I would rather present to you the worst case scenario than the best case in the worst case happen. That being said, this is important because this is almost a 50% decrease in our general fund balance. So, it's something that we do
007need to monitor with our spending. Any other questions about that? >> On the last slide, it's where our expenditures were like $5 million more than what you had budgeted like that. Things, what did that attribute to? >> Um most of it is attributed to >> Okay. So, we got money to spend today. So, it's not that we >> It's not that we're just overspending. >> Okay. >> Rates are two major amendments and droppers. We are participating in summer feeding program, which is estimated to cost almost $463,000. However, that is a big revenue source for our CDBG program. We also received some engage special education money and then STU um new programs that are new and state implemented after our original which we added in. I want to point out federal program revisions just because in
008years past, after the original budget was approved, our total fund allocations specifically increased exponentially, but you can see here that that did not happen this year. I actually see a trend with federal programs in the coming fiscal years. I think it's going to be pretty stagnant or we're going to see some decreases in those allocations. What we fund in with our federal programs are mainly personnel. So, those are those are things that we'll have to budget supplies. >> The 21st century supplies. >> Under the new things. Um new revenue sources and grant awards. On this next year slide, I listed every single revenue source or fund balance that we received after the original budget was approved. That totals to over a million dollars, which is that that's for a one year expenditures. Some of these
009are maybe variance. Some of them are new revenues that we decided to put in. All of these are one time revenues. These are grant funds to support our students, which is basically grant allocations to the expenditures for this new allocation. Math intervention. We have a lot of intervention at summer camps. That's special education services, special education grants, and through your site improvements. Looking forward, as I said about the general fund analysis slide, we really need to monitor the current expenditures and grant funding opportunities and preserving our fund balance. It's not sustainable to have a general fund balance like they could be like this, like that in the future. Really not sustainable to have a limited fund balance. like that any longer. So it's something that we really need to monitor and look for ways to
