001All right, good evening everyone. I'm going to go ahead and call the meeting to order at 6 31. Welcome to our regularly scheduled meeting of the San Prelo School District Board of Education. Please note that a recording is being made at the direction of the board and the recording may capture images and sounds of those attending the meeting. Our first item is to approve the agenda and I want to note that we have had a chain. There will not be a closed session, so items 10 through 15 will be removed from the agenda. Any other changes? Okay, may I have a motion to approve the agenda as amended? So moved. Second. Thank you. All in favor? Aye. And then before we proceed, I'd like to review a few guidelines to help the meeting run smoothly.
002During tonight's meeting, there will be time for public to comment on matters both on the agenda during each agenda item as well as not on the agenda toward the end of the meeting. Please wait to speak at the appropriate time. We also ask that if you are raising concerns about students, please refrain from sharing any information that may expose a student's identity. This is a public recorded meeting and we are obligated to maintain student privacy. If you'd like to address the board here in person, we ask that you fill out a blue card. If you're online, please use the raise hand feature. According to our board bylaws, each speaker will have three minutes to address the board. We appreciate and support stakeholder input at our meetings and have established these guidelines to make sure members
003of the public have a chance to express their thoughts and opinions and the board can conduct its business effectively. And now we turn to our spotlight on excellence, which is this week, a recognition of retirees. That's right. I'm proud to introduce my colleague, Director Jen Huang, who will conduct the recognition. Good evening, everyone. Tonight, it's my privilege as the Director of HR to recognize and celebrate a very special group of individuals, our retiring employees. This year, we are honoring seven retirees who collectively represent an incredible 127 years of dedicated service to our district. Retirement is both a celebration and a milestone. It represents a career of hard work, meaningful relationships, and countless contributions that have helped shape our schools and support student success. This evening, we would like to take a few moments to honor
004each retiree individually. As I call your name, I will invite your supervisor to come forward and share a few words of appreciation and recognition. After that, we will have our SCTA and CSCA presidents speak for their members. And then also after, we'll have a group photo and then some refreshments outside. I will be speaking on our first retiree, Jean Tesh, who's here today. She officially retired on October 17th, 2025. Jean was celebrated on October 30th at Central Middle School, where more than 40 colleagues and friends from across the district gathered to honor her and enjoy an afternoon together. On the screen, you'll see a photo from her celebration featuring just one of the many groups that came together to wish her well. We are so grateful that Jean is able to join us this evening.
005Throughout her years of service and last position as a parent educator, she demonstrated unwavering dedication to our students and her kindness and compassion that have left an everlasting impact on so many. I know many of us join in on wishing her well in this next chapter, and I hope retirement has been treating you very well. So now I'd like to invite Hans to speak on behalf of Megan Vizier for our next retiring Gail. All right. Well, tonight it's my pleasure to honor and celebrate Gail Walters, who has been an incredible speech pathologist, whose dedication, compassion, and expertise have touched lives of so many children and families over the past 25 years. Working with our youngest learners in preschool, she's helped countless three- and four-year-olds find their voices, build confidence, and develop the communication skills that
006set the foundation for lifelong success. Children absolutely adore her, and parents trust her deeply, and colleagues admire the care and professionalism and style she brings to her work each and every day. She's made a truly lasting impact on our district and on the families fortunate enough to have her. As she begins this exciting new chapter, we congratulate her on her well-earned retirement. We hope her days ahead are filled with joy and relaxation. That's an honor. Travel, special memories with her husband Bill, daughter Carrie, and son-in-law John. Thank you so much for 16 wonderful years of service, care, and dedication to our school district and to our community. Your impact will be felt for generations to come. So the energy in the room is palpable, but it's a sad day for us. I think, what, 127
007years of experience? 79 at Central. 79 years of experience out the door this year. So it's both happy and sad, right? So Ms. Banfield is the first one of our teachers retiring. She has really done it all. She is an incredible social studies teacher who brings learning to life in ways that stick with kids long after they leave her classroom, but she's so much more than that. What stands out most about Ms. Banfield is not what she teaches, but who she is as a person. Ms. Banfield is one of the biggest, kindest, hardest people I've ever worked with. She cares deeply about her students, and that goes every single day. She notices the little things. She checks in with them, and she does whatever it takes to support her students. If a student is having
008a bad day, Ms. Banfield notices, and she takes the time to find out what's going on, and then she does the work to make things better. And the kids feel that, and they know that they matter to her, and she really does do the work. She is one of the hardest working teachers I've ever worked with. She's always one of the first people to step up, whether it's helping a colleague or supporting a new teacher or staying after work to help a student. She does it without any question. She provides free tutoring for any student who needs it, even if it's not in the subject matter that she teaches. You may notice the picture of Yosemite up there. We can't talk about Ms. Banfield without talking about Yosemite. This trip would not happen without her,
009and it is an incredible amount of work that takes an incredible amount of organization and also commitment to our students. The countless hours that she spends organizing this trip, because it's the right thing to do for our students, is truly incredible, and it has made a lasting impact on every student that goes through Central. When kids talk about one of the most meaningful things at Central Middle School, they will point to Yosemite, and it cannot happen without Ms. Banfield. She has been incredibly influential throughout the years at Central, and we're really going to miss her. We're going to miss her kindness, her compassion, her creativity, and her organizational skills. I was a teacher. I know who's listening. Okay, there we go. Thank you for all the chaperones also. Just to pull off taking 157th graders
010on a week away to Yosemite is incredible, and thank you for doing that. Personally, what I'm going to miss most about Ms. Banfield is the work she does to make Central better, and you do that every day, and Central is a better place because of you. Thank you for giving so much of yourself to our school after all these years. We are totally missing you. Next? 25 years? Is that right? So next up is Ms. Scannell, another veteran of San Carlos. She has been at Mariposa, Teralinda, Central, anywhere else? No, that's it. She helped open Mariposa, right? I started at Central. Central, TL, Mariposa, Central. 25 years. And every school would love to have a teacher like Ms. Scannell. Over the 25 years, we've been very lucky to have her as an educator. She really
011has done it all. She has taught math, English, social studies, skill for CISx, PE, and there was one year that I really needed a Spanish teacher, and Ms. Scannell has never taught Spanish, but she speaks it, and she's such a good teacher that she's like, okay, I'll do this. So she stepped up and she taught Spanish for us, which is pretty amazing. So our students had an opportunity to learn Spanish because of Ms. Scannell. It didn't matter what we asked her to do, she always stepped up to do it, and she figured it out. Ms. Scannell is one of those rare educators who can walk into a classroom and take any subject and make it work and make it look easy, and that's because she was so committed to our students. She always puts the
012needs of the school and her students first, no matter what is asked of her. Her impact goes far beyond the classroom. Ms. Scannell is an incredible collaborator, working with her colleagues to develop lesson plans and ways to teach our kids in a better way. She's being a big part of what makes Central feel like a community. She organizes our school events, our field day, our welcome for our sixth graders, and the care and energy that she does has been amazing, and our sixth graders in particular have felt her incredible guidance. She can teach anything. She even teaches good manners. So her teachers know, I mean her students know to look her in the eyes and say good morning or good afternoon and how are you, and all that stuff. So she takes the time to
013teach what matters. Those are those durable skills, right? And she does it all with a smile on her face. Ms. Scannell, thank you for 25 years of dedication, heart, and service to our school. I'm sure you will find some hobbies in your retirement, and I'm sure we will find a way to need to teach them at some point at Central, so you might be asked to come back to teach the hobby, whatever it is. She can teach it. Thank you. Hi, everyone. I get the honor and privilege to recognize Jill Seven, and when trying to capture her in just a short amount of words, it's nearly impossible, so I'm going to try my best, but I have the bittersweet honor of recognizing her and saying just a few words. So for those of you that
014don't know Ms. Seven, where have you been? 35 years. I'm only kidding, but for all those 35 years, she's been the steady heartbeat at Central, and today we just want to take a moment to say thank you. So if you've spent any time around her, you know her official job title only captures approximately 10% of what she actually does. So as mentioned in the slide, she's the one you can always count on for math help. That is her job title. She helps kids turn I can't into I just did that, and outside of math, she's the one that we all go to or shoulder to lean on or event session, and if you have any questions about Central or how things used to be, she's a walking encyclopedia. She's actually auctioning off some books that
015I think have memories of Central years ago, but her wealth of knowledge has really truly kept our story alive, and if you work at Central, you know Jill does many little things that make a big difference, like never leaving an item to spoil in the fridge. So we're really gonna miss that, and in preparing for today, Jill's husband shared a quote that I think so perfectly captures the essence of her career. So a good teacher is like a candle. They consume themselves to light the way for others. So for years, Ms. Seven has been that light, and you poured your energy and your patience and your heart into this school, and you've burned so brightly that our students and our colleagues could find their own path, and so while we're sad to see that light
016move on to its next chapter, we are all much brighter for having you in our lives. Good evening, everyone. I have the privilege and honor of recognizing Ms. Angela Becker, Ms. Angel. She sends her regrets. She's not able to join us this evening. Ms. Angel truly represents the heart of White Oaks. Her story actually begins at White Oaks because she was a student there, and it's just really nice that she's closing up her career at White Oaks with this very meaningful environment. Ms. Angel started working at White Oaks in 2008 doing yard duty for an hour and a half a day, and it didn't take long for people to realize and recognize that she was very capable, so she was pulled in to help in the office to do attendance, and back then we didn't
017do it on the computer. We did it by hand, so she did all that. She became an extra clerk. She helped with just being an administrative assistant whenever needed, and then in 2016, Ms. Angel began working as a universal transitional kindergarten aide, and she has been super calm, super patient, and a caring presence ever since. Anybody who's been in a UTK classroom knows that, you know, you're with four- and five-year-olds. Lots of times it's noisy, or it can get really busy and even very unpredictable, but Ms. Angel, no matter what's happening, she's super kind and understanding and just super steady with her presence and support, and I put on the slide a little airplane because she has this really cool, very special talent. She makes airplanes that can fly, like I walked into the patio
018where the students were flying the paper airplanes, and they actually zip all across the patio, and the students were having so much fun and joy flying these airplanes, and she was right in the middle of it. She's really good at doing that. I just want to say thank you to Ms. Angel for all her work at White Oaks, and just supporting the students and community, and we're super grateful for her care and love over the years, and we're going to miss her a lot. Wish her the best in the retirement. Thank you. Thank you. All right, well, Alicia couldn't be here this evening. She had a family obligation, but she's here in spirit, and over the last 10 years Alicia's dedicated herself to the most important work of early childhood education in our district. Preschool
019teachers require a lot, which includes patience, persistence, and flexibility, and a deep commitment to supporting young children doing some of their earliest school experiences, and Alicia has spent a decade and more elsewhere doing that work each day. Throughout her career, she has been a part of helping children build foundational skills, routines, independence, and readiness for the years ahead, and the work of the preschool teacher is not always easy. It takes tremendous energy and dedication to consistently show up for these young learners and families day after day and year after year. Alicia's been a long-standing member of our preschool team, and she's contributed to the program through many seasons of growth and change within the district, and reaching 10 years of service in early education is an accomplishment worth recognizing and celebrating. So we wish her
020the best in this next chapter, and we thank her for her time and commitment, and wish her a congratulations on this well-earned retirement. My name is Dan Lanier. I'm the president of the San Carlos Teachers Association, and I'm honored to speak on behalf of Jill Sebb and Carol Scannell and Gigi Banfield, not Banfield, sorry, and all of our awesome retirees. We appreciate all you've contributed to our students and our staff members, and we're going to miss you. In my long teaching career in San Carlos, 25 years, I've had the pleasure of knowing Jill, Carol, and Gigi. Jill has been part of the fabric of Central Middle School for 35 years, which is an amazing accomplishment. Her sister, too, I also think of being there as well. She taught for many years there as well, and
021she always has a positive attitude and a great sense of humor, and for many years she's been our scholarship chairperson for the SCTA. She always sends me multiple reminders to make sure we're actually doing it, which I appreciate. Jill's thankful for how many lives she's touched over the years. She's loved when students come back to tell her she made a difference in her retirement. She's looking forward to traveling with her husband, reading, writing, and reading and reading and reading, she said, so she loves reading. And she'll come back to sub, which is absolutely. We're always needing great subs. If anyone's listening, we need you. And she's really happy not to do lesson plans or correct papers. I asked Jill for some words of wisdom, and she said, save those sick days, you might get to
022retire a year early. That's only if you've been teaching for a long time. And she said, start contributing to your 403B as soon as possible. Money really compounds. So it's actually, I just said, did you have any words of wisdom? And it shows you her thoughtfulness that she's really thinking about how to help younger teachers. Carol Stannel has taught for 25 years in our district, working at TL, Mariposa, and now Central. Carol told me those 25 years went fast and that it's been a rewarding career. One of her most memorable teaching experiences is having her students participate in a slavery simulation designed to create an emotional and meaningful learning experience. It helped her students to better understand historical injustice and deepen their empathy in a lasting way. Carol's looking forward to time with her family
023and her daughters, her husband, and her 94-year-old mother. And she's looking forward to spending more time with them and improving her bocce and mahjong skills. And her words of wisdom are to be kind to yourself, make time for what you enjoy, and always do your best. After all, we're teachers and we make it work. And Gigi Bamfield has been a teacher at Central Middle School for many years, and she loves to teach history through reenactments. She's famous for that, which I agree with as a way to really engage kids. Gigi's been a leader at the last 7th grade Yosemite trip for many years, and that alone shows that she's a brave person to take 7th graders to Yosemite. And she's looking forward to time with her son and traveling. She wants to get fluent in
024Spanish and piano and exercise more. So I want to thank all of our treasured colleagues, Jill, Carol, and Gigi. And thank you for all you've done for our kids and for us as colleagues, and you're going to be missed. So thank you. Hi, I'm Kamala Ummenhauer, and I'm the CSEA president, and I'm here to talk about our classified retirees. Our two classified retirees have dedicated more than 25 years of service to the San Carlos School District. Each of them has left a lasting mark on their schools, colleagues, and students. They will truly be missed. Angela supported White Oaks for many more years than she has been on staff. The TK students were lucky to have her calming presence in the classroom. Jean retired at the beginning of the school year. Since then, we have had
025the privilege of seeing her at our CSEA meetings. It has been wonderful to have someone come back to visit after retirement. We have enjoyed catching up with her and having her continue to support. Both Jean, and I'm also going to talk about Gail because I work with Gail, even though she's not classified staff. But both Jean and Gail have provided tremendous support and services to students throughout their careers. Early in Gail's time at San Carlos School District, she worked with the son of one of our administrative assistants. Jen would want me to make sure that I expressed her gratitude to both Jean and Gail for the care and support they gave her sons during their years at San Carlos, as she is unable to be here tonight to do it herself. Even before my own
026children started at San Carlos, Gail worked with my son. This was back when the DO was located behind Central. I still remember going to the portables and seeing her working so patiently with them. Now years later, I have the opportunity to come full circle and work alongside her as she helps our youngest learners begin their journey at Heather. Her patience, kindness, and flexibility while working with our TK students has been deeply appreciated and will certainly be missed. All of our retirees have made a difference in the lives of countless San Carlos students. We are incredibly thankful for their years of dedication, service, and care. They leave behind a legacy that will not be forgotten and they will all be greatly missed. Well, thank you everyone. That is for our retired recognition and we'll be having,
027we'll be stepping right outside for the pictures and refreshments. Thank you. Before we go to recess, I just want to say thank you to our speakers. Thank you to our retirees and your families for sharing all of you with us. This is one of my favorite meetings of the year, not because I love saying goodbye to people, but I truly love hearing all the stories and celebrating the careers spent in service of our students. So you will all be irreplaceable. You are all rock stars. We're so lucky to have had you for as long as we did, and we wish you all the happiness. Take a short break. The board is now back in session and we are moving on to item four, our consent agenda, which contains items that are routine in nature and
028for which no board discussion is anticipated. So we act upon them with a single vote. I will pause for a moment, see if there's any public comments on the consent agenda. Don't read any. So can I have a motion for the approval of the consent agenda? Thank you all in favor. Aye. Passes. Okay, now information and discussion. These are items for information and discussion only. No board action will be taken. Staff will present and then there will be time to ask clarifying questions. And our first 5A is our teaching and learning update, an update on the LCAP. Assistant Superintendent Barber to the room. Sorry for that delay. All right. Well, excited tonight to be talking about the latest update on our LCAP engagement. As long as my computer will cooperate. Well, as you know, every
029year at this time, we have the opportunity to dig deep into our data for the school year and the feedback from our educational partners. And tonight I'm going to do my best to summarize all that input. And my focus tonight is to update you on the highlights from those engagements with parents, staff, community. And our charge is to try to consolidate about 30 different pieces of input and present them in such a way that patterns are created and talked about publicly. One of the charges that I had this year, I was working, thankfully I had a partner in some of this this year and that was Mindy Shelton, who's the principal at Arroyo. And sorry, we skipped over a slide. And one of our charges was to display as much of the input as possible
030so that folks could see it reflected in what they had given. So while tonight I won't be covering every single thing that's on these slides and they're pretty busy, I'll really just be highlighting what came out as most apparent in each slide. But we wanted to publicly thank everybody for their input and acknowledge that. So that's the reason for the sort of busyness of the slides, if you will. So we'll share about LCAP goals and we'll share what's forming into our 26-27 LCAP. So this is an annual update of our 25-26 and a preview of our 26-27. This is a reminder of where we are in the LCAP cycle. We know it doesn't really begin in January and February, it begins sooner than that, but that's when formal engagement starts. We start, you know that,
031and we'll talk about this a little bit more later, that we've made this not an event anymore, it's more of a regular piece. We bring something every month that's related to LCAP or to a student outcome and it's really effective at bringing you all along and bringing along the public instead of saying we're going to just consolidate everything and talk about it tonight, May. So we do a lot of engagement throughout February, March, April, even earlier this week, Mindy led a meeting, our final meeting of our PAC and DLAC group together to talk about this input, actually gave a very similar presentation to that. All right, so just as a reminder, these are the LCAP goals, these are the full text of the LCAP goals we developed back in 2023-24 and just we've really been
032emphasizing that all of these goals relate directly to our learner profile. Goals one and two are directly related to the learner. Goal three is directly related to the educator. Goal four is directly related to the school, physical plant, and goal five is directly related to the community. That's on purpose and it's intentional to say it again and the more we say it, the more people ingest it and say, oh, I get it. So every single meeting, I give more a-ha's when we say that and we relate that directly to our guideline, which is the strategic plan. So you know you've received lots of input throughout the year. These are some of the groups that have weighed in as well and some of these are statutory groups and some of these groups we do because we
033know it's best practice. All school staffs have a chance to engage. Obviously, some of this is based in walkers with principles. Our admin staff has weighed in throughout the year three separate times and site councils and BTAs on site as well. So as I said, about 30 pieces of formal engagement that we were trying to consolidate. As we already talked about, you had a monthly update. These links are live and go to each monthly update on agendas throughout the school year. I'm not going to go through those. We've spent copious amounts of time on that over the last nine months, but very proud to offer that sense of bringing everybody along on a regular basis instead of that idea of it being fit. Okay, so the next five pairs of slides are all organized in
034the same way. The first slide of the pair contains a short version of each goal and along with a full chart of actions that's included in the 2526 LCAP and their associated metrics. So here we have these are all of the actions that are in goal one and this is the short version of the goal and these are the metrics. And that's the first slide of the next five pairs for each goal. The second slide is a chart summarizing all the input that we've taken in engagement sessions. And again, we just feel it's important that folks see their reflections evident in what we show publicly. I'll take some time to summarize each of the second slide of the pair one at a time. So goal one feedback, you see lots of great things displayed. The
035rating system was strengths, areas of progress, and areas of need or areas of continued action. So strengths on goal one, student academic outcomes are clearly a strength and they remain at historically high levels in fact. Implementation of some of our programs including UFLY being a new piece was shouted out especially across P3 schools. Our project-based learning, learner profile, programs that increase student agency and sustainable and continued efforts in those areas were all shouted out. Next steps are needs in this area. Refreshing of assessment tools and data protocols, which we've talked a little bit about especially in relation to literacy. And Lea Scholler, our Director of Early Learning is working hard in that area to better align. Continued role clarity, this has come out both years although it was a little bit more positive this year.
036Still role clarity for we have the Director of Early Learning, we have the Director of Wellness, and we have the Director of Student Services which is now two positions, Executive Director of Student Services and Special Education Director. And who does what and how to clarify that for staff. Tier 1 and Tier 2 supports and PBIS and SCL social emotional learning implementation. Continue to need strengthening and further fidelity particularly for Wayfinder which is only two years in middle school. And then there are continued staffing, things that we need to address including para-educators which continues to be an area of challenge along with special education folks in general. Replacing folks like Kyle Walters who's been here for such a long time remains a challenge not just for us but for everybody. So goal 2 again, these are
037all of the associated actions and then we have our succinct version of the goal and the metrics for goal 2. Our chart of feedback so the strengths from goal 2, our community liaison who gets shouted out here and also gets shouted out again in goal 5. And Healthy Cities Tutoring both here and there are shouted out as among really strong supports that were praised highly by all stakeholders. And then there are continued aggressive reclassification group resulting in a high number of students that are reclassified each year and then subsequently are achieving at very high levels close to those of all students. Providing regular access to extracurricular activities like outdoor education and other learning experiences for our underserved populations. Areas of needs and follow-up, there's a continued need to build capacity in our MTSS and tier
038ones through three to provide equitably students with learning equitable services for students with learning differences particularly reading math intervention and ELB and mental health. We have a position that's been vacant the whole year in ELB as a TOSA and we are exploring ways to either have that position look at other ways to provide those services and then culturally responsive curriculum there's been some efforts in that area but not concerted efforts and a shot up to having more conservativeness. Here we have goal 3 again these are the actions that are associated with goal 3 again the succinct goal and the metrics and for goal 3 our key takeaways and strengths were teachers really appreciate the collaboration time that they have. Availability of external PD is broader and there are more opportunities in that area and continued
039development of safe professional culture at all school sites. Induction programs for new teachers and new administrators were shouted out. One of our programs that we're going to highlight tonight we shouted out in the feedback to elk scholarship and then we also have a relationship with Alder University that provides residence and we actually our resident this year is now going to be a TK teacher in our own district. She was two years ago a TK aid she was a resident this year and she'll be a TK teacher next year perfect example of a career ladder that we're trying to create. Areas needing follow-up again the need for that longer range plan on sites as far as what our professional development is going to look like for teachers Tom Domer is leading a group special learning committee
040that's really helping to look at that and one that emphasizes the needs as they see from their staff each principal is engaging with their staff around that and coming up with areas of focus that are directly related to our goals but might be a specific need on their particular site. Employees again this is similar last year and I think it was notable that they mentioned desire for further development in peer observation and in career ladders continuing effort in career ladders. So I think as the elk scholarship takes more of a hold that might be a piece and we do have two Alder residents lined up for next so that's exciting. Here again goal four which is directly related to facilities and my colleague to my right Jennifer Gabri is doing a fantastic job of really
041helping to facilitate that goal's success. In goal four areas of success our measure age team including Jennifer and Jason and Mylin is staffed and overseeing expedient implementation of measure age projects. Successful completion of our HVAC project in summer of 2025 and then now the upcoming phase two of HVAC and envelope projects for summer of 2026 and 27. Not making this up this is real engagement real feedback from folks. Areas needing follow-up monitoring and implementation we have a technology plan that's now been developed and improved by you all and now we need to make it living and get it out amongst our stakeholders so that teachers know about it students know about it and that includes the challenge of staying up to date with all the related technology pieces and infrastructure. Continued development of AI competency
042shouted out and specifically Magic School was shouted out but that's just the platform that we were using this year and then securing funds and grants to implement green space designs which ironically we got some engagement around earlier this week in Jennifer's following. All right goal five here again we have all of our related actions our succinct version and metrics and important strengths that came out in goal five so not surprisingly signature programs were highlighted. Gropes our steam fair all the school events we have that increase longing and engagement whether they're related to culture or they're related to some other celebration or whether that's steam or stem fairs that happen outside they were noted as joyful purposeful and valued and that community participation in these events is is highly valued and we hope it continues to
043grow. The opening of the community closet came out in some pieces of engagement so you may or may not know that a community liaison has opened a community closet at central middle school for families in need and the word is getting out there and that was highlighted especially from a couple of parent groups. Healthy cities tutoring again which we already recognized and the need to increase implementation and provide more service. Areas of need or follow-up even more consistent communication you know this you communicate you communicate and communicate again and it's still not enough at times although mostly it was very positive that we have positive communication coming from principals coming from superintendent. Broader access to multilingual and information was noted in PPAC. Stronger visibility of CDAC and DLAC. I would like to shout out again
044our community liaison in a really strong district English language advisory committee group this year. It might not seem like much but we had five or six Spanish-speaking parents attend every single DLAC meeting which is a direct correlation to Jennings outreach to them and it's really impressive I've been in much larger school districts that can't get that many folks to attend so that's really notable and yet folks want it to be greater and CDAC meets monthly monthly with Megan Musier and a couple of principals and that was noted still as an area where they'd like to increase participation and then parent education opportunities well offered again thinking of more broadly about customizing we have a partnership with parent venture that provides a lot of sort of umbrella pieces but what can we customize we've noticed this
045year that we have customized a few and then we've had low participation so we're trying to identify is time we're offering it is it that we even offer child care in a couple of them so we have to pinpoint exactly what can help us do that and that my friends is what we have for you tonight in terms of engagement so happy to offer all of that and happy to take any questions next month will be an LCAP and budget month at both June meetings so our next meeting we'll have a public hearing on LCAP and present the first draft of it and then the following meeting will present the final draft of the budget. Thank you for that summary of the robust feedback that we received this year any questions or comments trustees? Appreciate
046the time you put into both putting these slides together and then doing what you just did highlighting summarizing I imagine this took a lot of time so appreciate you putting that effort in it's definitely you know helpful to have this all down and to have the highlights from you. Thank you sir. Yes I'll ask a quick question thank you for beginning the kind of broader review and trying to boil the ocean of information here on goal one when you were talking about the SEL conversation I kind of remember from a previous presentation it was very much focused on sort of great appropriates kind of changes in curriculum and I think you mentioned looking at wavefinder for kind of all grades and I see that in there can you just help me combine those two thoughts
047of like the I don't know these things super well so like is it transferable or is there a different version? I think that's what we're trying to explore is we need to first make sure it's implemented with fidelity in middle school and then we can say well it's working well there then let's look down and see if it's appropriate for the other grades. Four five kind of uses this combination of second step and and a program called sown to grow seems to be working well for them. P3 there's since since I've been here I'm going to finishing up their age P3 has always said that they don't love second step and so is it that wavefinder would be appropriate in the lower grades and then perhaps then it fills in the middle in the fourth
048and fifth grade. One of the challenges with wavefinder is that it's very expensive and the way we have it right now is on a grant from county they paid for three years of implementation through a grant they received and so that's a challenge we have to grapple with. We we're finding some fruits of that labor and at the same time expanding it would cost obviously six times or three times what we're paying now so I think the feedback about wavefinder was more about is it working at that level because we're implementing it or because we're not. I think it's just taking you closer. I just wanted to thank you for keeping us grounded in all of the teaching and learning updates throughout the year. The research says that boards that spend the majority of their
049time focused on teaching and learning and not other distractions are the most effective so thank you in supporting us and doing our job by bringing us this information every month and this is I'm impressed with how you were able to summarize again all of the amazing feedback that we've received through the LCAP process. Really appreciate that Sarah this it is a challenge to do a monthly presentation and I owe a lot to my staff too as they've contributed and given certain presentations throughout the year but I do agree that it's completely transformed the way that we look at our LCAP and it's much more living I think than in one place. Any public comments? So then we will move on to item B the San Carlos charter annual report and I believe Ralph has been
050speaking. So as you know we're the authorizing agency for the San Carlos charter and it is the district's responsibility to ensure proper oversight of the charter. This includes reviewing their LCAP which Hans does, financial report this business office does, governance and compliance requirements which we have I do and others do as well. The report is a summary of the of our annual review and we were pleased to report that we did not find any material deficiencies in the review of the San Carlos charter this year. With us tonight we have Frank Eggerson the executive director and he's going to provide an annual update and speak to several elements included in the report. Good evening. Thank you for the opportunity to present our annual update. Tonight I'll walk you through the school year 25-26 across the
051three authorization pillars which are fiscal responsibility, educational outcomes, and strong governance. Let me keep it concise and leave some room for questions if you have them. So we'll start here with the fiscal health. We're ending this year with 371 enrolled learners and the school reserves are at 27% well above our internal floor of 20% that we have. I want to briefly contextualize that for you. As a single site independent charter school we don't have the same cash flow buffers that public school districts have. We need to be able to weather financial storms of of months without income coming in so that's why we have this target of 20%. So we deliberately maintain that conservative reserve. The fact that we're only at 27% right now reflects really disciplined stewardship so shout out to the the governance
052of our school and the leadership making that happen. One other thing I want to note here is that the annual audit came back clean this year with no findings. It's something we're genuinely proud of and it reflects the day-to-day work our office staff are doing. Moving on to the next slide. So continuing to talk about fiscal responsibility I want to look ahead to next year. We're currently trending 381 learners that we have enrolled currently. We know there's a little bit of shift in the summer and we've actually worked hard in collaboration this year to try to mitigate learners leaving charter district and vice versa and so just kind of being ahead of that. But just a quick nod to what our enrollment looks like and our target is K through five 44 seats and then
05340 is kind of our target that we work with for sixth, seventh, eighth grade just to be mindful about class size and the larger bodies moving around our small campus. But our target so our target around 384 is kind of the sweet spot for knowing that we have financial stability. We can sustain the programs that we have and the staff that we have. It's in our capacity to go up to about 396 and even higher should we ever consider TK but we haven't considered TK so far. What you also see up there is the residence residency data that I want to speak to a little bit. There are a couple of trends and we've been talking quite a bit about it over the last couple of years. One of the things that you'll notice is
054that our non-resident students have more than doubled since 2021 six years ago and I largely credit that to the pandemic and when we have a lot of MBCs a lot of interest came from surrounding communities and that is so we don't have a very aggressive enrollment strategy. It's very passive. We rely on word of mouth. We put some flyers up in the local community and we just target San Carlos community with our flyers but what you see here is the word of mouth. If I have more and more folks from outside the district people they're talking to are also not in the district oftentimes and so we get a lot of recommendations. Another interesting thing that I wanted to point out to you is the 10% in-city that are zoned to go to different school
055districts too so it's a fun thing. We're sitting at about 62% of folks that live in San Carlos but only 52% of them are actually within the school district boundaries. We can go on to the next slide. So I want to speak most to this the educational outcomes. I want to spend some time on it and I want to be really direct and transparent about one matter that we experienced last year and first and foremost I want to appreciate the depth of the district's instructional, annual instructional review. We're aligned with its findings and using them to continue to strengthen our own program. So to speak a little bit about CASP results. So this year's results include a data anomaly that I want to name for you all. We had 22 of our learners last year
056were inadvertently assigned the wrong assessment. This was done by a new staff member test but I take full accountability for it because it's in my oversight to make sure that the assessments are administered properly. We just didn't catch it until after the window had closed and so that had a slight impact to our data. What do we do about it? So this year we've implemented a required admin level verification step and we have a double check of all the learner testing that's being done just to make sure that that error doesn't happen again. It's a part of our annual protocol and it's around say we never had an accident like that before and I don't intend to have that happen again. On a brighter note I want to just shout out our learner services program.
057It's being led by director Christine Harris. It continues to provide strong integrated support for our most vulnerable learners across special education counseling and health awareness. We're proud of the continuity of care that we're providing at SCC and I wanted to shout out Sequoia health care district as well for their support and doing this work through the healthy schools initiative we've received the last few years. Go to the last slide and talk a little bit about our strong governance as well. On governance our board remains active independent and engaged. We meet regularly in compliance with the brown act full agendas posted and minute documentation so no concerns there. We've also identified several policy and handbook updates that are needed to comply with the new state legislation this year. So we're working with our legal council to
058have all of that updated for annual notifications that will go out in August and we'll be ready for the start of 26-27. Finally another acknowledgement of our administrative team the nice stable folks have been there for a while as we close out year 32 and head into year 33 as a charter school we remain grounded in SCC's founding mission. The leadership continuity you see is intentional and state and I think it shows how schools do the job operating. Finally in closing I just say that SCC is entering its 33rd year with a clean audit healthy reserves honest reflection on our academic data paired with meaningful corrective action and governance and policy work actively underway. We truly value the partnership that we have with the San Carlos School District and oversight role you all play. Happy
059to answer any questions. Thank you Fran. Questions? Not so much a question but I just want to say that it's been a few times that you've come here whether it's been in our other oversight roles or today where some things has happened along the way and you've been very transparent and clear about kind of what to place the corrective actions that have been taken and so I've just really appreciated that honesty and transparency and I really value that you know things happen and obviously we should alert from them but I just it's heartening for me to see like there's good stuff and then this thing happened we dealt with it and moved with dots I just appreciate that approach to sharing information. Usually I reach you right off the top. I guess I'll just say
060I'd echo or you know back at you in terms of the value of the relationship between the district and charter. I know it's not very common unfortunately that districts and their charter schools that they authorize have good steady partnerships and I think that benefits our schools, your school, our community. I appreciate your part in making that happen. Yeah I think that's the relationship the bracket right it's still an honest communication checking in and try different things and follow. Well thank you. Thank you Ralph for taking that off too. Any public comments? Okay all right then we are now on to 5c the Skepp and Alex Foundation Scholarship Recipients. It's going to be Hans and Director Lanchel. I'll just introduce Leah. Excited to have Leah ushering in and reviewing all of the applications that we received
061and she and the committee chose four which will be in such a high level tonight. Hello everyone. Tonight I have the privilege of recognizing something very special the inaugural recipients of the Skepp-Elks Scholarship Foundation Award and I'd also like to express our deepest gratitude to the generosity of Dan Elts whose vision and commitment to creating a passion for life form learning has made this opportunity possible. So as many as you know as many as many of you know strong schools are built not only on excellent educators and dedicated families but also through community members who believe deeply in investing in children and in the public school system. So the Skepp-Elks Scholarship Foundation represents exactly that kind of investment one rooted in generosity opportunity and a belief in the power of education to shape lives as
062well as lifelong learning. So scholarships like these do far more than provides financial support. They send a message to educators that their hard work matters that their potential is seen and that their community is cheering them on as they take their next steps especially in an inaugural year. This moment carries even greater meaning because it marks the beginning of what we hope will become a lasting tradition of encouragement and support. So please join me in recognizing this year's recipients. I was joking that they would have to come up and do a 10 minute speech but they certainly don't. First we have Marty Day who will be using the scholarship towards becoming a Cali which is California Association for Leading Innovation and Education Certified Educator so congrats and Annabel Ortiz who's here as well who will
063be using a scholarship towards her extensive support needs credential which will help support our students in our moderate to severe SBC classrooms as well as any supporting any students who have needs and then Teresa Vargas who couldn't make it here today but we are celebrating her. She'll be using this scholarship towards earning her degree in social science and Gina Kayuna who will be using this scholarship towards her administrative credential with a focus in special education. So congratulations you all. I didn't even have to stand up so thank you for being here tonight. These SESD staff members were selected not only for their commitment to the students in our district but also for the character, personal appearance, and promise that they demonstrate. We're incredibly proud of each of them and excited to see the impact that
064they'll make in the years ahead and on behalf of the district I also want to extend a heartfelt thank you to the Elks family and the Skeff Elks Scholarship Foundation for their generosity and partnership and their willingness to invest in the future of education reflects a deep commitment to this community and to the belief that every adult and child deserve opportunities to dream big and pursue their goals and their support will have a lasting impact on our district and to our recipients congratulations we celebrate you we believe in you and we can't wait to see where your journey leads so good luck and congrats. Thank you. Yes any questions or comments? I felt they said that when I heard about this program last year at White Oaks there was sort of an announcement and it's
065just so exciting to see thank you to the Elks family for investing in this creating the scholarship and congratulations to the recipients and I know Marty Day personally and I'm very excited I was wondering why he was here you know there's a lot for TL and I know he will use the money well and to further his learning and then pass that knowledge on to all the students and I know the rest of you will as well so they're excited about this and that's it congratulations. Yes this is really thrilling again another heartfelt thank you to Dan Elks and the Elks Foundation for ceding the scholarship within our district we're really lucky to have this resource for our staff and I'm excited that this is just the inaugural year and every year we're going to
066be able to celebrate people and award these scholarships it's very exciting so any public comment okay and we're going to pause yeah very and we're going to get a very photo with trustees and the scholarship winners. Now we are doing our last information and discussion item by the update to several board policies this is a first read of these policies and that would be me they're all in HR and they are quite extensive so bear with me while I go through each of them have a short summary for each policy board policy 41 12.2 is certification and board policy 41 13 is assignment they're directly related to each other the first policy aligns with commission on teacher credentialing and regulations on subject matter competency and our requirement to have credential teachers in every classroom it
067clarifies reporting requirements and approval processes for limited assignment teachers on annual on our annual declaration of need you might recall you've proved that a few meetings back for the current school year and we'll be approving a 26 27 one in an upcoming June meeting and it reflects our current practice the next 41 13 is also a revision not a new policy goes hand in hand with the previous policy and requires annual monitoring and reporting of teacher assignments and statewide systems the policy again reflects our current practice 41 12 42 12 and 43 12.42 drug and alcohol testing for bus drivers all clarifies federal drug and alcohol testing requirements for drivers consequences for alcohol concentrations process for temporary removal first same safety sensitive duties and again reflects our current policy practice sorry affects our our current
068practice board policies 41194 219 and 4319.21 are reflective of changes due to senate bill 848 to prohibit inappropriate conduct for all district adults it reinforces our commitment to student well-being further defines employee misconduct as any behavior that endangers others or violates established standards for adult student interactions and reflects our current practice it's important to note that this board policy is a guiding light for every single employee and it's one that we always have to offer to all new employees to read and in the event that there is any discipline that happens with an employee this board policy always attached related are 4119.24 for 219 and 4319 and again that goes hand in hand with the previous policy this is specific to sb848 and specific specific to prohibited inappropriate contact between staff and students and defines
069all of what that looks like and sounds like it also includes now volunteers as employees when we say that we're talking about what we call level one volunteers and those are volunteers that would be alone those students are not under supervision and their credentialed teacher and it establishes their protocols for policy violations again it reflects current policy or for current practice in our district uh board policy 4156 2456 or 356.3 employee property reimbursement clarifies that we can reimburse employees for replacing personal property not covered by private insurance and in fact it's contractual for a dollar amounts between 10 dollars and up to a thousand dollars um lastly board policy 4158 2458 4258 and 4358 our employee security um and this is uh somewhat related to workplace violence prevention program that was brought in about two
070years ago and it authorizes the removal of any person threatening the safety of others on a district facility and allows individuals and collective bargaining reps to seek temporary restraining orders on behalf of employees or on behalf of themselves facing workplace harassment violence and it incorporates best practices into active shooter drills it aligns with shifting labor government and code provisions and reflects our current practice sorry there's one more um 4216 is again an adoption it just reiterates the framework for classified probationary procedures and a six month of probationary period we've been doing that for what seems like her so and that is your summary happy to take any questions or if you two have anything you'd like to add tracy and sarah well done thank you yeah it's a lot of them it was it was
071it was extensive thank you any questions or comments thank you again the committee you all have been working over time this school year it seems like um i have one question which is with something like the new policy for maintaining appropriate adult student interactions how does staff learn about the new policy um that is a great question sarah and i think one of the things we have to do is get outward on that um it being a new policy it's it's it was supposed to be um integrated as of january 1st 2026 most districts as we went to our hr colleagues most districts are behind on that and getting it i'm happy to report that we have we're going to have the policy and then once we have the policy it'll be integrated into all
072onboarding obviously and then we have to get to where all our current employees as well any public comments this is this is the first read so we are not taking any action tonight and it will return on our consent agenda in june yes okay all right thank you now we will move to the discussion action items these are items that will end with a board vote prior to the vote staff will present and briefly describe the decision the board is being asked to make board members can then ask questions comment and have a discussion we will then take public comment and possibly deliberate some more and then vote and our first item 6a is a measure h update and then approval of an amendment to be related to the tk expansion project i will let
073our co explain it better no worries thank you and we appreciate the opportunity to be back again with another measure h update for this time focusing on our tk expansion project and so the purpose of tonight's presentation is to give you an update on that particular project as well as bring forth the guaranteed maximum price that is now being presented from our partners core what's who are here in the audience tonight we thank michael feller for being here in this evening and being a good active partner and creating some plans that i know i've been showing you throughout the year and now we're at a point where we're in this timeline you can see how we got to where we are today we have shown you this last night but we are replacing our last
074time we were together last thursday replacing him and now today we're looking for the tk project specifically this or against you and so this is the budget that we have for the for this project and that is derived from the facilities master plan so i want to show you the budget for the facilities master plan so that you can see how it directly correlates with what we will be spending on this project and so i did want to highlight a few things you can see that as we outlayed this in the fmp we weren't necessarily sure of all the things we would find as we were designing through the phases and thinking about where we were going to place the buildings and all the things that we might encounter throughout those design discussions we're having
075in the architect design build stage and so we do have a contingency of 1.6 million and you can see it's quite different from the number that is up there and so we're going to kind of explain why i wanted to highlight as you go through any site planning you come across things that are your opportunities to think differently about how you might proceed with things initially we had for our rundle i'll speak about first we had the idea of putting that building just straight kind of the next row down so it would be row row row row of all those buildings and then we realized we would have to remove all of those trees to do that and we didn't feel comfortable doing that that wasn't part of our values as a district so we
076had a deep discussion about what we could do is to use that part of the property because there was an interest from the school side to keep the the young people together versus putting them all the way up at the top of the school on the upper playground where it may have been a little more feasible to build so the decision was to keep it all together and there we that way we could do what we're doing at the other schools and create somewhat of like an early learning community and so we also encounter by that decision looking at site grading and utilities and some fire access making sure we have that and then student and staff accessibility approaches so that that cost is reflective of all of those elements that come into play when
077you're designing buildings for britain acre so we had some additional playground needs as we decided to position those buildings in such a way that it might take away that other play structure that's back there we certainly couldn't leave the school without a play structure that would be so fun and engaging as the one they currently have so we are going to incorporate a new play structure in a different area of the school so that we can build out there and it also allows us to extend the grass area so once we remove our temporary building so we also incur some challenges with the flow of the water from the fire hydrants and so in order to deal with that we have to add an extra hydrant so some of these things come up and it
078does impact your cost overall and the facing of heather you know it allows you to see that we were very intent that we do not wish to pay for interim housing at that site to accomplish our goals with buildings and so as a result of that we had to be flexible with how we do this at phase one and phase two and it does save us money to do to not put in temporary buildings and so that is very exciting and helpful to the overall budget again we encountered that low flow from the water so we have incorporating that into the design plan to address that there was also some desire from you know the fire access route to be more accessible for the trucks to come through but also accomplish the goal of having
079that pedestrian access for the fields and the play field so that sports groups could use that so in all of that we ended up making a budget that still fell within our fmp budget and we're very confident as a team as a design team that the contingency budget is is smaller because we've made this effort to really know exactly what we're dealing with and the belief is that that is really the cost for me low and so if those contingencies are not utilized because we have done such excellent planning then they will be returned to the district and could be applied to other projects down below so just wanted to share some of that highlights from gmp so to orient you with the schedule milestones that's part of also what we get when we agree
080to a new gmp with the with a builder we have the start dates up there for you to see and when they might have the delivery of the instruction the graphic makes it very easy to see the phasing at heather that allows us to you know license some of the buildings prior to occupying them in the fall of that year it also allows the other project that's happening at heather to finish out so that we can stay out of their way during the summer and they have like 52 days to complete what they need to do and so we want to make sure that they have plenty of room in their in their schedule to do that there's also something i wanted to highlight about the bid coverage for these trade partners and the effort
081that four west made to make sure that we were getting the most responsive and competitive bids for our projects so there were 325 27 companies invited to bid and they received 118 proposals with about an average of three proposals per scope package which is really exciting and great and so we thank them for all that work it's so much work to to go through all of those packages and make sure you have everything in the right order and do expect um i didn't want to just highlight we did talk a little bit about this last week about the site level sap and site level communication so i'm adding a few things that we didn't share with you last week about the principal updates that are integrated into the monthly meetings with the districts the monthly
082administrative assistant meetings that we have updates on measure h the regular updates of the school site and district office meetings we also have a section for measure h so when we get together every month i share where we are in the projects and so there's a lot of communication the q a opportunities for staff so that they can plan for construction and we really want to minimize those disruptions to their teaching and focus on teaching and learning and coordination with site leaders to support you know their day-to-day operations just try to really work with them so that they can keep their programs um just as fantastic as you all heard they are tonight um and in this is kind of our mantra that we're ensuring staff are informed they're prepared and supported throughout this construction
083we we know that it's um we're you know impeding their general operations and we understand it might not always be welcome and so we try our best to just really work work closely so we also want to engage our community and so our partners from core west went around the community and delivered some door hangers last week and got their steps in and went to arundel brit nakers and heather they've also put up some these exact uh banners at these three schools in two places so that parents can start to see dog walkers walking by can start to see a little bit of what's to come and kind of interact with this and we put that qr code in case they wanted to learn more about it they can go straight to our project updates
084page and so we're going to do kind of a sprint that night we're going to just kind of make sure we are in the community because we understand when we're doing new construction there might be more questions or might be a lot more interest in the project and so making sure we're able to get to those communities each one of them is super important to us so we made three different meetings in the same thing so um it'll be it'll be a great night to communicate our work so all right so board action for this evening is to you know to consider the amendment that's before you that was originally approved on august 25th this is amendment number one and it gives you an date on the tk project as well as you can see
085the updated schedule happy to answer any questions you know steering committee welcome to provide input as always um i think from the rest of the board i got a little glimpse of jen's knowledge of every last detail of these projects uh in her description of what has to happen at each of these sites and i appreciate that there's been lots of ongoing work between jen and team and core who have supported all the design process and helped kind of think through all the navigation of the complexities especially to run which and heather i think it's each one has its own flavor of complexity attached to it i'm excited that we're at this stage and getting ready to move another big project forward i don't think it should be lost on anybody just how much is
086happening in these next couple of summers uh and you know again i'm just constantly impressed by this you know almost kind of rhythm of you know we get one project going the next one's getting teed up we're moving the next one forward uh and really making huge strides uh getting through the as well as master plan and ultimately um you know i'm really excited for what will come out of these projects which are amazing new buildings for some of our young learners i'm only sad that my my kids will have been through them through the grades by the time that the new facilities will be available but um again i think this is great work um you know the contingency is very tight uh so it'll be really important that we kind of stick with
087what what's been laid out uh but i'm certainly excited that we've gotten to this point and we're able to find the way to yes on the project so great work me i think i'll just add um reminding us that we used a design build method to contract for this project i see i think we're seeing the reward of that um the process of working with staff and hearing from the teachers that will be in these environments um i think the final product is going to be beautiful highly functional for young learners and on budget so it's kind of miraculous um and so i think it was the right call to go that route um to be able to work so closely with four and thank you for being here tonight i'm really excited to see
088what we're going to build great and to clarify there'll be one gmp for this whole project so what is approved or what is considered tonight is the final price that you will pay for those 14 platforms so i have a question sir um the 35 million 886 824 is the facilities master and estimate and yet it is equal to the gmp so you guys either did an amazing job estimating perfectly or is the idea that basically you had a much bigger contingency line item and then shrunk it now that difference is equal to so that way the budgets some of it is true yeah that way but it's also you know early on when we were working together there were a lot of decisions that we had to make like at some point some things
089were not affordable we said those are alternates you know if we can't put them in the budget you they always knew they couldn't go over that number but maybe now that we've gotten all the bidding done and everything sort of sorted out we know what we're going to be paying for x y and z then we can maybe say yes i want a metal roof and that's what we're going to add back in and so within to stay within the budget so early on we had things kind of on the side similar to how we had with the building envelope projects and then we were able to say this would make a huge difference to the school if we put this in here so some of that but also that contingency is important there was
090no owner contingency prior to the first presentation but then we think we would want that in case things come up so again those contingencies go right back to us if we don't use them but it is nice to recognize that so you know i think that's important to understand those types of things so now we really do feel confident that is our price for what it's going to cost to build there's a line item actually in the meeting notes every time and on track every time so maybe that's why it was such a banding number they chose the first time i told you we were over that number so yeah you get a running total of what we were always starting yeah good job great job um i did have a question about um since
091these are new buildings i imagine the people who are in the classrooms of teachers students that won't necessarily be disrupted but like what do you think is going to be the most disruptive thing on campus is it going to be like the egress and ingress of or like like what how are people going to get people families yeah i mean i definitely always know that construction noise is always an impact i think for britain acres the construction noise will be away from the classrooms for the most part similar to a rundle it's not necessarily in their backyard at heather there will be building kind of right next to that space but it's business as usual because they're not disrupting their their play area or their buildings until they give you the new one back and
092then we'll we'll kind of swap and move around there so i do feel heather will have a lot of shifting that they're going to have to do um you know i think project planning is is important where you have to be super aware of the drop off times you can't have a delivery of you know a crane during that time you can't add a large amount of things coming in and it will happen because the delivery person will say that you know i'm going to be there at eight and then they'll show up at seven thirty and then they're going to want to do it however it is you know that it works out i have experienced that and it is some of those things where you just have to be ready to go up
093and address it and i think you have you know plenty of staff from the construction side on the site to interface with all of the deliveries or something like that if something like that occurs so i think communication will be a very big point i know that if it's a loud day if there's a particularly loud day um they're going to let us know ahead of time so that we can warn the teachers so that there's not like what is that bang or what is that you know everyone's aware but overall i think they'll be extremely interested in those trucks and interested in the bulldozers and all that stuff are being fascinating to the children so really focused on learning and actually playing during recess instead of watching this all going on will be challenged
094too because i think it's going to be really interesting to see um you know there'll be a little cramped at ba to be honest like in some learning areas there are play spaces while we do this work but um as the project goes on they'll get back you know a lot more space once we take those buildings that are temporary off the campus so i you know i can assure you we'll work through everything and there's only one way to you know make this happen is to go through it you have to just go through it um so questions there any public comments I'd like to make a motion to approve item 6a all in favor aye it passes all right um thank you and congratulations before we have invited them to say a few
095words if they'd like to sure yeah sure okay first and foremost uh thank you for having me here today and uh thank you for approval uh and your trust uh your continued trust in our team to deliver these great projects to you uh one i don't think i've ever been to such a fun board meeting before uh you know so uh you know i'm glad actually got to go up to the policy up here that's right i was like man i gotta follow all the rest of that but um no just anyways just congratulations what a cool uh board meeting um so yes thank you very much um again it's it's been a process uh i hope that our efforts and our continued efforts to work alongside the district and the campuses to maintain those
096communications to minimize the disruptions um you know and always you know put the health and safety of the staff the students the parents and the visitors at the foremost of everything that we do every single day um you know it is always it's our number one thing that we care about so we will work with uh you know the district and staff to make sure that our process um you know is efficient but at the same time you know minimally disruptive as best we can and on those days where there's tests going on things like that we will work to make sure that we minimize those disruptions for those academic environments we know how important that is so again thank you very much really appreciated and excited to see and turn over uh those great
097projects to you all so thank you thank you very much thank you thank you thank you so much thank you okay um and then 6b will also be jen gaffrey this is approval of a grant award in agreement with peninsular clean energy authority yes um so we uh have been partnering with the county office of education to learn about ways in which we can access some of the grant funds that are out there and i want to thank chris escoto for encouraging me to apply for this grant because it it was a really great program that allows you those districts who are going through electric electrification and being away from gas to get some money to support that work and so they analyze how many terms you're meant to save and go through a calculation
098across six schools that we're going to do that and and they qualified us for quite a big big chunk of change so um we were very excited to get three hundred and seventy one thousand nine hundred nine dollars that will be um awarded to us at the completion of the projects and so we're excited about that but we did want to inform the board we were going to enter into this agreement and so that's part of the process questions or comments thank you for applying for this congratulations and i think like i said last week it's a sign of um you know how our district is leading the way in a lot of ways on this type of work and makes me really proud to be part of it and for all the you know
099three hundred and seventy one thousand dollars of bond money can be used for something else that's great almost exactly the price of the tljim so it's very much wasn't it to be yeah it's like what's perfect yes proceed i think they're i'd like to make a motion that we uh accept this grant clean energy all in favor all right now 6c is our arts and music funding annual report um this report is a matter of statute you must approve an annual report with our plans and the amount of ft that are assigned under proposition 28 you might remember hopefully last week it was a memorable event that we shared our plans in p3 and we highlighted our esteem associates in particular in some of the other work that we're doing it's important to know that
100in grades four through eight where we have assigned proposition 28 monies to music um and primarily to music and to a small amount of steam in fourth and fifth grade it is music it funds portions of music teachers in fourth and fifth grade and then middle school as well remember that it comes in per school allocations so we can't consolidate it and put it all in one place we can't consolidate it and decide we really need to just spend this in lower schools we have to spend based on the allocation so we're asking for your approval of the plan for submission to the cd thank you questions okay any conflict comment thank you is there a second thank you all in favor aye we're moving to the erate infrastructure and improvement project thank you so
101erate education rate program was designed to ensure students had equitable access by providing resources to schools and make sure that their infrastructure and technologies up to date so students can have access for educational purposes within their classroom so this project the bid you have in front of you is something that comes about from the technology plan as hans mentioned in his l cap presentation goal four what is updating the technology plan so last week you updated you approved the technology plan for the district as part of that plan the project project will improve district infrastructure by replacing the internet switches at the two middle schools approving this quote from cadence will authorize the upgrade of network switches at central ntl central ntl and experience the heaviest internet usage for staff and students and it's time
102to upgrade the infrastructure utilizing the erate program to reduce overall costs the work is planned for this summer so both schools can start the school year with a more stable environment this upgrade will also help reduce cyber security risks by ensuring the network is up to date with the latest firmware and security updates the technology team is working on a long-term plan to replace switches at the remaining schools during 26 27 school year and possibly over next summer total cost of a project is 250 about 255,000 upon completion of the project the district is is will receive a 40 reimbursement through the erate program bringing the total cost to 100 about 153,000 for the district so if there's any questions i ask for your approval for this quote for the erate project to replace the
103switches at tierra linda and central middle school this summer so approval of 60 all in favor thank you go on to the um the amendment with san carlos building after school and then the new facility rental for the summer yes so this um agenda item and the next agenda item all relate to san carlos belmont after school so they're the after school providers for the district they've been partnered with the district for several years and they also provide the elop services for the district as well along with ace so the two attachments to this agenda item are tied together and they all i'll start with the amendment so the amendment to the agreement that we have with san carlos belmont is an amendment to the current five-year facilities use agreement that expires june 30th 2026
104so this amendment only addresses the month of june and that first amendment will reduce the rent for san carlos belmont after school at the three sites where measure h construction is taking place at heather britain acres and white oaks and so that reduced rent amount results in about thirteen thousand dollar loss in rent for that month of june the second attachment to this agenda item is a short-term facilities use agreement for san carlos belmont after school because they needed some additional space for programming with the loss of the three classrooms at the three sites where the construction is so they're renting an additional classroom at a rondo for three months june february and august so the additional rent totals six thousand nine hundred and eighty one dollars for that short term rent i'll ask for
105any questions about san carlos belmont after school amendment to reduce the rent in june and to approve the additional space at a rondo for three months of reckoning is it the reason this is the one that we're amending the other one because it expires june 30th correct and then but rondo we're doing june july and august just because we normally they don't normally like the new agreement that we're going to be the next agenda item doesn't cover that extra room so we're just really creating it so yeah it's a short-term rental contract for that yes what did you say was the total for the short-term rental the short-term rental is two thousand three hundred twenty seven dollars a month so for the three months it's six thousand nine hundred and eighty one just been sorry
106i'm just looking at the chart in the actual agreement that has a different amount seven thousand eight hundred sixty eight dollars oh because august is only for seven days oh yeah august 20 yes seven days in august with yes sorry that's prorated right amount in august so my calculations um the two thousand three hundred and twenty seven is for the june yeah four thousand four hundred ninety three is for july and one thousand forty eight is for august so that totals seven thousand eight hundred and sixty eight okay so that's the the real so yes we were missing the august dates yes okay got it thank you sorry i'm just sorry remember that number now that doesn't add up thank you for catching me any other certifications any public comments loads all right with their
107motion to approve these two documents to approve documents thank you all in favor aye aye great so the next item is san carlos belmont after school since their current five-year agreement ends in june this is to renew their facilities use agreement for an additional five years the beginning of this agreement accounts for the prorated rent in july and august for the three classrooms that they will not have access to as a result of the construction this five-year agreement also includes a three percent annual increase and this agreement begins july 1st 2026 beginning of august the full rent will resume for the remainder um sorry beginning august 2026 starting in september full rent will resume the remainder of the five-year contract if future construction results in additional loss of access the district will present an addendum
108to address those specific circumstances in the future so now i ask your approval of the renewal of the five-year sillies use agreement for san carlos belmont after school questions just appreciate our after school partners and their flexibility as we get through this construction yes they're great and working with them they've been very uh very gracious in the loss of the facility and they've been very flexible in making sure that we have the ability to improve the campuses all of our admissions an important part for making certainly the parents lives work also really great activities for the kids so that's great any public comment fair motion move approval of 6f all in favor aye passes and our last yes our last uh discussion and action item is uh resolution calling for board election to be held
109november 3rd 2026 yes this is a requirement since there are three members uh the board of trustees the board must adopt a resolution uh for us to um list those positions on the november 3rd 2026 election uh to uh make sure that we have a full five member board come uh the end of december questions or comments maybe just point out that the district will be hosting information sessions for people who are interested in learning more about being a board member from june 4th and july thank you also that um we need to change to our court policies that now the district is covering the same that is a good reminder policy committee member that was the thing we considered some time ago thank you for that the public comment on this item is there
110a motion to approve the resolution i mean the people of 16 thank you all in favor aye passes will be a full ballot in november very good okay that brings us to any future agenda items that we should be there will be a lot on budget and a lot more on l cap including the budget overview for parents those are the the main things that we'll be considering in the next uh two boards okay and now we have reached the public comment period of our meeting this is set aside for comments from the public about matters that are not on the agenda but within the subject matter jurisdiction of the board um if you wish to make a comment and you are here in the room we ask that you pull out a blue card
111if you are online you can raise your hand don't see any blue cards right um no public comment this evening so now we will move on to employee group comments and it's lovely to have you both here in person thank you for staying to the end uh shall we begin with dan i don't have a comment don't want to say something it's just so exciting you're here in person sure it was great to thank you for acknowledging our retirees tonight it was so nice that uh to have our principals speaking uh to have a reception for them uh it just felt very warm and respectful and so i appreciate your part and jennifer long's part and our principals and recognizing our retirees um and uh i went to marcy korea's dad's funeral and he was
112a san francisco policeman and i couldn't believe how policemen from san francisco recognize uh one of their retiring retirees who's passed away but i think the way that we acknowledge our teachers uh was a retire retirement picnic and uh board meeting and that is also nice not as amazing as having police on horses and then i want to thank jennifer frenchess for coming to our school participating with my class in the garden for many years the kids love when she comes she loves to garden and kids can see that and uh so it's fun to have another educator who loves gardening in the garden with my class and it's great that she's gotten to know kids over the years that and i look forward to that continuing even when i'm not the president that's starting
113next year all right thank you i actually did have something to say so i was kind of worried when he wasn't gonna say um so we wanted to thank you guys for coming with the coffee carts for the staff this week um we really appreciated that the board members actually came and um jennifer and ralph um and delivered them to the classrooms it made it so that everybody could access it and you kept it through um the teachers and the staff's break time so a lot of people mentioned that and we're very appreciative of that um and obviously the retirees we are so thankful for them and thankful that you guys do um this night for them um and we also i got a postcard from the board and it was very cool and um
114it was funny because i got a couple texts and emails from people saying wait did you get this so um it's something new that is being appreciated so thank you for the ways that you're leading the staff we'll appreciate it and including the classified staff in that too is great um so next week is actually classified staff appreciation week and the theme is students thrive or classified work um and a lot of times this week is for seeing the staff that are usually behind the scenes um but i feel like stan carlos has done a great job recently in including the classified staff in the teacher appreciation week um and allowing them to participate in that so we actually are not going to be doing anything um originally well we're going to do our meeting
115and have some fun there but um i had originally actually was going to reach out to the board members to come and shadow some of our um classified staff but you guys got off because my kids are graduating in less than a month so um i was busy with that so um but that's something to look forward to maybe next year so thank you thank you and now board member comments um so although this news is already public to some extent um i wanted to share in this forum that i have decided not to run for re-election in november so i will be leaving the board when my term ends in december uh it was not an easy decision to make because i truly enjoy being a trustee and have found it a meaningful way
116to give back to my community but after six years of service it feels like the right time for me personally and professionally to move on to other things um but i did want to encourage as many people as possible to consider whether being on the board might be an opportunity for you um and if any of the following are true for you or someone you know please think about running or encouraging them to run um if you believe every kid deserves a great school and a great education if you love your community and want to give back if you're curious open-minded and willing to learn things outside of your comfort zone and if you bring especially this one if you bring a perspective or a life experience that you don't see sitting at this table
117um you know that's it there aren't uh there's no one type of person or experience or background or education that you need to have to be a trustee so i hope especially that people who maybe never would have considered it or haven't thought about it until now will keep it in mind and i'm happy to talk to anyone who's interested in running and wants to just learn more about what trustees do so please reach out you can go next um so and similar in my own way um when i uh it's been a little over a year since i got appointed since i got appointed to the board i had every intent to at the time to um stand for elections and continue my term but i do have some personal commitments that have come
118up very recently that weren't planned um so with that in mind i'm also i'm not going to stand for elections um for this next term i just want to thank the community and the board and everyone for giving me the opportunity to do it um and echo sarah's comments on you know if you this is this is a very fulfilling um role and you can feel the impact so if you are interested um i would encourage you to explore it i'm happy to talk um and i guess i'll just the only other point i'll say is uh my family is going to be part of the school district for a decade at least um so i hope to you know personal things clear up um in in the next few years um i hope to
119explore um you know just just helping and being part of the community and i hope to do it in whatever form i can over the next few years as well um with my limited capacity um so that i just wanted to officially i think this is my first announcement for it so um what i do i'm going to share that i guess um i will show that i've quickly enjoyed my time on the board i think the seat election um i will go i'm not up for re-election um are you happy for two more years um two plus four years um yeah and i enjoyed being on this board and i hope that the people that do decide to run i hope there's many to choose from or maybe not too many for worse um
120well anyway um and i will be at both candidate information sessions so happy to answer questions talk about my experience on the board since 2002 and then things unrelated to the board election i did want to talk about um that i was able to go to with sarah came a hand we were at the healthy cities tutoring volunteer recognition event um and i did have an opportunity to speak at it um i mentioned that for these tutoring is in our LCAP and it is important the important partner and um it's great that the feedback was also just reiterated how what my valued um partner they are in achieving our goals for improving student outcomes so um then i was able to go to heather and work with coffee cards tomorrow vftl and mariposa and next
121week everybody's going to be and i think for us when a wedding tomorrow um get a lot a lot of our steps in and uh and the staff are so appreciative so um it just feels great i love doing this uh every year and also and then just yeah congratulations to the retirees i can't believe how many years of service they've put into the district and um appreciate all that they've done for students and their fellow teachers and staff and today yeah love this meeting as well just hearing from the contributions that each of them have made to our um i guess i will close with two things one is um very saddened to hear the news but also completely understand the personal circumstances that um lead to the decisions to not run in the
122fall um just to lift the hood a little bit uh for the public this governance team works very hard to be collaborative and respectful and approach our work with curiosity and care and um i think will be a good team for people to come join and i'm happy to talk to anyone who has any questions about board service and make myself available for that and i will also be at the um info sessions in june and july and then i will close by saying i'm looking forward to hometown days and being in the parade with all of you see you bright and early at 9 15 and also thank the staff for manning our booth um during the fair and if you haven't signed up for time to stop by the booth and hang out
123even if it's 20 minutes during your day on saturday and i think all of us getting out there again being able to interact with the community and answer questions this is a good time for us to be out there and it's over to me thank you i want to highlight a few exciting things uh one in case you missed it on friday night the san matteo county school boards association recognized two of our programs with kent awards and kent awards are given for innovative programs that are replicable and our ai task force and teak help were recognized and just made me so proud to see staff teachers um our teak help folks our leaders like amber and charu uh recognized and shouted out patricia love who represents our community on the san matteo county school
124boards association had so many words of praise for the kinds of programs she did the site visit and what she saw and that was a really fun event i also love the coffee carts um i think it's a wonderful time to be able to get into people's classrooms and bring something to them and i think just the um good energy at heather yesterday in preschool and in the teachers classrooms just uh really was positive thank you to trustees for taking the time to write personalized notes to all of our staff um i've heard so many comments already that people are really excited about it and it was a really sweet thing to do and then um i've just had reminders lately of the impact everyone has in our school community it doesn't matter your role
125if you're a tka aid if you're a teacher um that it's evident in the concerts i go to the art shows this week comments from students during brown bag at arroyo where when i asked them what they liked about their school and what makes them want to come to class every day they told us their teachers their coaches their therapists the principals their counselors they said all the people here just make us love being at school every day and um i felt like that was such a wonderful tribute to the recognition month that we're having right now for all of our staff and those my comments all right well since there is no closed session tonight we are ready to adjourn at 8 39 p.m you all spent a lot of money
