003lubia approval of agenda may have a motion to approve the agenda as presented listen to approve thank you second thank you monica rocco please mr amador aye mr estrada so now we come to the fun part of our evening 3.3 point celebrations and recognitions and 3.1 may classified staff recognitions thank you madam president members of the board um once again we come and have an opportunity to recognize some of our phenomenal classified employees this is a tradition that we started this year and we will continue reaching out to our partners to be able to continue recognizing our classified employees this year we partner with suncor and they have provided funds for us to be able to do this so we do have a group of talented and amazing employees who go above and beyond to

004make each day a success for our students with the help of our partners as i said we have been giving out rewards to some of the nominated employees of the month we appreciate all that each one of our employees um do for us for our students and families in adams 14. so today we are recognizing four classified employees the first one is la crea dixon she is a paraprofessional at monaco i'm not sure if she is here i know we have a lot of visitors over there [Applause] and ms dixon was nominated for having great ideas and ways to make the students feel safe she consistently comes up with new ideas to put in place for the students at monaco elementary and this is what her colleagues are saying about her so if you can

005please come here we have a little something for you miss dixon um and i'm gonna yes please um and i'm gonna ask for you to stand here and i will call all four so we're gonna be here and then take a picture our next classified employee is latisha leon she is a special education paraprofessional at camp is she here yep [Applause] apisha was nominated by a teacher who said she is an amazing co-worker she works one-on-one with a student in my afternoon class he work um he works with many different specialists every day she does but i always know where she is going to be and when and where she will be oh that is a repeated and i always know where she will be and when she communicates with both verbally and in writing

006she takes her own time to write out strategies to use with this particular student for and for anyone who might be working with the student she has a clear schedule worked out and provides clear sub plans when she is away from camp elementary so miss leon thank you for what you do your efforts are highly valued so thank you yes please [Applause] our next paraprofessional my deep joseph mitchell and i don't know if i am butchering your name i'm just saying miss mitchell so i do not butcher your name and um miss mitchell is a an instructional professional at monaco and she was nominated for communicating effectively with everyone at monaco elementary for always providing valuable information giving and receiving feedback well and most importantly for always uh being a candid person to um to

007interact with so this is what your colleagues say about you so thank you for what you do at monaco in our last um classified employee um demarcus ortega is mr ortega here mr not here all right so um he works at lester arnold high school and he was nominated for having been um had us had been asking for the children playground at buildings blocks at leicester arnold high school to be clean for months and mr demarquez came and spent two days pulling weeds and asking what else they needed to make the playground special for our kids no one had ever asked what else is needed so they have a job to do and he went there and he said what else do you need from me even when he was not asking the order so

008he um lesser arnold is very proud of him actually all of us are very proud of him and for him to be in part of our grounds department so just four examples of great things that are happening with our employees and how our classified employees go above and beyond for our students and our schools so thank you very much i'm gonna go and take a picture with you if you allow us no we collect them anyway thank you so much [Applause] and for that support system that you brought here today you should be very proud of these employees because we certainly are so thank you for being here celebrating okay next on our agenda is um 3.2 proclamation pride month and i will ask director zubia to read our proclamation you want me to read

009it first let's read it first okay didn't mean to break that so proclamation for uh pride month whereas the adams county school district 14 is committed to supporting the dignity equity and visibility of all people in the community whereas pride month commemorates the stonewall uprising in june of 1969 which led lgbtq plus americans to fight for equality and justice whereas it was key figures such as marcia p johnson and sylvia rivera who began advocating in the early 1970s for the equal treatment and rights of lgbtq plus people both of whom were persons of color whereas in the month of june we celebrate our diverse identities and the contributions of the lgbtq plus community in the united states and recognize the month as a personal celebration of self-worth and dignity whereas although process has been made

010towards progress has been made towards the equitable treatment of the lgbtq plus community research shows they still face discrimination simply for being who they are thus making it crucial that the district and its allies stand up and show support for all students staff and families affected whereas due to negative attitudes and cultural stigmas lgbtq plus youth nationwide remain at a higher risk for bullying teasing and physical violence than their peers who do not identify as lgbtq plus whereas lgbtq plus youth also experience higher incident rates of mental disorders such as anxiety and depression and are at increased increased risk of self-harm suicidal attempts and suicide compared with youth who do not identify as lgbtq plus whereas colorado stands as one of the states with the most anti-discrimination laws in place to protect the rights of

011people of various sexual orientations and gender identities and thus narrowing the gaps of inequality in the state and whereas the annual recognition reminds us of the continued work needed to achieve equal justice and equal opportunity for all individuals therefore be it resolved that the adams 14 board of education and superintendent proclaimed june as pride month in our schools and invite everyone to reflect on ways we all can live and work together with a commitment to mutual respect and understanding be it further resolved strongly in one strongly encourages our staff and community to teach our students that diversity is our greatest strength and that the lgbtq plus students and staff have the same guaranteed rights as their peers two is dedicated to eliminating cultural and social barriers fueled by hatred and ignorance and stopping the crisis

012of bullying and suicide in our community three is committed to creating a safe and inclusive school environment for its diverse students approved this 14th day of june 2022. thank you may i have a motion to approve this proclamation so moved i'll second thank you monica roll call please mr amador aye mr estrada aye mrs lewis aye ms lovato aye and do we have any discussion regarding this proclamation i just want to appreciate the fact that we have a proclamation and that we actually do acknowledge the differences because i think and working with youth and talking with youth one of their biggest concerns is that adults aren't listening and that adults don't ask and it makes it really hard on youth that are having a hard time to begin with you know as developmentally they're growing

013and at the same time they're trying to figure out who they are without all the stigma and not knowing who to talk to so i commend everybody who works with our youth especially with our lgbtq plus youth and the fact that we still need to strive for that equity piece not not just the quality but equity piece that is needed for all our youth regardless of how they identify or what cultural backgrounds they come from so i just want to say thank you to everyone who put this together because we do need more of it so well said director zubia thank you next on our agenda is 3.3 proclamation for juneteenth day june 19th 2022 great i will read that one too so proclamation on juneteenth day whereas on january 1st 1863 president abraham lincoln

014issued the emancipation proclamation declaring that all people held as slaves under the confederacy shall be free whereas the president's proclamation did not instantly free enslave people the proclamation declared that enslaved people were free in confederate states but it did not apply to those enslaved and states loyal to the union whereas despite the emancipation proclamation confederate states and slave holders did not comply with the proclamation due to the lack of union troops to enforce the order thus the freedom of enslaved people and confederate states was dependent upon the victory of the union in the civil war whereas the proclamation declared the acceptance of black men into military service by the end of the civil war nearly two hundred thousand black soldiers and sailors fought for the union and freedom whereas on april 9 1865 confederate general

015robert e lee surrendered in apotamax virginia ending the civil war whereas on june 19 1865 two and a half years after president lincoln's proclamation and two months after the victory of the union in the civil war union major general gordon granger issued general order number three in galveston texas informing all enslaved people in the state that they were free from bondage this day has come to be known as juneteenth commemorating the abolishment of slavery in the united states whereas emancipation was not a singular event in the uni in united states history but rather many events that contributed to the freedom of enslaved people throughout history whereas freedom of all enslaved people was not fully recognized until december 6 1865 when the requested requisite number of states ratified the 13th amendment to the constitution officially abolishing

016slavery in the united states whereas 156 years later on june 17 2021 president joe biden signed the juneteenth national independence day act into law and the day was recognized as a federal holiday in the united states whereas on may 2nd 2022 colorado governor jared polis signed a bill making juneteenth the state's 11th state holiday and whereas adams county school district 14 understands that the recognition and celebration of juneteenth is a critical part of its commitment to diversity equity and inclusion well the day reminds us of our country's long legacy of systemic racism inequality and inhumanity it also reminds us of our capacity to heal hope and emerge from our darkest moments therefore be it resolved that the adams 14 board of education and the atoms 14 superintendent proclaimed june 19th 2022 as juneteenth day a

017time to celebrate the emancipation of enslaved people and the contributions of black african americans via further resolved one strongly encourages our staff and community to observe recognize and celebrate juneteenth two is dedicated to equity equality and justice and promoting understanding and respect within our diverse community and number three is committed to creating a safe and inclusive school environment for its diverse students approved this 14th day of june 2022. thank you and i believe this year because it is on sunday the district will be recognizing juneteenth on june 20th and will be closed on that day that is correct that is next monday um may i have a motion to approve this proclamation so moved a second thank you monica roll call please amador aye mr estrada aye mrs lewis aye ms lovato aye and any

018comments regarding this proclamation other than what we've made all right well great thank you so much director zubia we'll move on to superintendent's report 4.1 superintendent gloria's update thank you madam president members of the board i want to take an opportunity to thank everyone who supported us last week during our hearing at estes park we presented as you will probably know we presented in front of the state board our case to regarding central elementary and we had a bus filled with um community members and teachers and employees who went there we had many cars going up there and i i want to thank everyone for who was not only able to be there but also i know so many were wanted to go there were present there were letters that were signed there were comments

019that were sent um it was just overwhelming in not only from our community but i must say from surrounding districts for from the denver area superintendent advisory or council they signed a letter in support of local control in support of what you are doing as a board and what we are doing in the literature here as leadership to support our students so quite frank overwhelming support from um for all around and so i want to take this moment to thank everyone for for doing that i want everyone to hear that we will continue standing for what is right and we will continue doing everything we can to ensure that our students have the best education that they can get here in our community great education should not be based on zip codes or you know

020whether you live in one area of the city or another great education should be in every community every school in our community and that is what we're working on so i want to thank everyone we are very pleased with the outcome i want to take an opportunity to thank my leadership team they did phenomenal i do not have words to to express my gratitude and my admiration for the work they do and we were approved the state board approved the plan that we have for central so we are we celebrated one day and then we got to work that very same weekend and we are working hard for our school we met actually today with teachers as well some of the teachers from central and we are we will continue consulting with the families faculty

021staff administrators students and the community members the central community unified around the proposed model that we are presenting and that we have brought forward and that is to bring the model of a community or to implement the model of a community school at central but that is not the only pillar that we're bringing to the school to support our students and our community that is actually going to be coupled with a very strong instructional program that we are presenting to to you as a local board for approval and our community as well some of the components that will be in our being proposed in this plan is an extended school day offering students additional time in reading instruction also additional time for social and emotional support in the form of probably community meetings or opportunities

022at the classroom level so it's really student community meetings it's not at large it's it's within the classrooms uh allowing opportu opportunities for students to go to counselors and you know any social emotional support they may need increasing allocation of time for teachers to engage in shared planning and data analysis we're going to have cohorts of individuals dedicated tutors especially trained in highly impact in high impact academic interventions as i said the community school model will be part of this the expansion of social emotional learning differentiated professional development model tailored to central's unique needs and also we have a very robust financial incentives for staff who will be coming here to work for central because it will require a lot more so so it's a lot of work but we also want to make sure

023that our staff and employees feel that we value the work that they will be putting forward so that's in regards to um to central we have many plans that are going on so i also want to give a quick update on our contract negotiations it's actually the app that is that it's going very well at contract negotiations with tntp we have been meeting um almost on a daily basis uh and uh we are very feeling very strong about what we will be presenting to you by next week also adam city high school with the task that you directed a few months ago to redesign the schools we have brought forward connect ed at as i partnered to redesign the work and they are actually in in in town this week this is their first official

024visit since everything was approved and they are here to continue to establish our plan in our vision for reimagining secondary education they've held two sessions already with our leadership team they will be visiting front range community college to strengthen partnerships with them for students they will be connecting also with our initial teacher advisory team that has been formed and we continue to strengthen and will be uh engaging in some collaborating planning for pathway design institute that will occur at the start of the school year uh they also met with director estrada and are going to be reaching out for to meet with you individually so that they maintain an open communication with each one of you and allow for a more fluid conversation with each one of you on an individual basis and so that

025is for the high school and despite the or let me say this way as a result of some of the actions and motions that the state has taken it has created a little bit of anxiety amongst our teachers our communities you are aware that after their motion and vote to take an adverse action against the district we had individuals feeling very anxious and scared many of them resigned but things are turning around and we're very pleased of i am very pleased to share that our new chief of human resources dr mccanna has hit the road running with an aggressive recruitment plan we are down to 78 vacancies uh 20 of these certified vacancies for next year 20 of those for approximately 16 are uh already in the process of being filled so we're expecting um

026many less by the end of the week just to give you an idea in the last eight days 14 teachers were processed and con in place in positions so that is a a result of a a very focused um a very focused uh effort from hr and from our principals because they are part of the hiring process so in the last one is summer school it's undergoing we are very excited of having our students they have a lot of hands-on activities and let me see if i can find a number of students [Music] let's see we have approximately 800 students in our summer school so i invite you to come and visit any of the of the schools in which we have summer school i will be visiting them as well and it's going very

027well it's just exciting to walk into the classrooms or into the schools and see the students at work so that that will conclude my my update madam president thank you thank you exciting stuff going on thank you next we have 4.2 social studies adoption presentation yes madam president members of the board our chief academic officer sheila burke will be presenting good evening madam president lewis distinguished members of the board superintendent mauria and viewing audience my name is sheila burke and i'm honored to serve as the chief academic officer for our district i'm joined tonight by two of my colleagues who supported the facilitation of our social studies adoption process miss laura leonard and mr gabriel rose gonzalez who are both social studies teachers for secondary specifically at adam city high school and adam city middle

033specific non-negotiable criteria which included the following they were aligned to standards they were research based and were inclusive equitable and accessible to all students with materials available in our dominant languages of both spanish and english using the evaluation rubric any instructional materials that did not meet these non-negotiable criteria were removed from the process rating the materials spanned over three meetings march 1st march 8th and march 29th the committee narrowed the vendor list down to mcgraw-hill and tci using the overall scores from the evaluation rubric for our secondary social studies core programming the pilot process overview was presented to the committee where questions and feedback were provided to the planning team in april we provided an update to secondary school leaders all social studies teachers and instructional coaches regarding the adoption process we shared the work

035the vendor now i'd like to turn our presentation over to miss laura leonard good evening madam president lewis distinguished members of the board superintendent maria and viewing audience piloting teachers scored each vendor using the teacher evaluation vendor rubric in this section we will highlight some of the overall comments from each piloting from each piloting vendor as well as survey results from students the first vendor piloted was mcgraw-hill on this slide displayed you will see a few of the comments submitted by three secondary piloting teachers within the district located to the left are t1 t2 t3 these represent teachers who piloted these materials please note that there were more teachers who piloted these materials for tonight's purpose we are highly highlighting three of their comments please take a moment to read some of their comments on

036mcgraw-hill resource materials a hyperlink is provided for those who would like to view all comments madam president esteem board members and superintendent laurea a hard copy of these overall comments are located in the packet presented to you earlier in the presentation teachers and committee members reported that mcgraw-hill provided visuals to support learning as well as academic language however as indicated in their comments this vendor lacked rigor and did not provide enough spanish materials to meet the needs of our linguistically gifted students the second vendor in our piloting process was tci just like the previous slide you will see a few of the comments submitted by secondary piloting teachers within the district located to the left is t1 and t2 t3 is on the following slide again a hyperlink is provided for all who would like

037to view the full comments and a hard copy of these comments are located in your in your packets as well as the teacher's feedback shows tci provided collaborative learning opportunities for all students and spanish materials were noted to be abundant and easily accessible to all students and teachers alike this is the best one i'm excited about this one i would like to draw your attention to the two photos that are displayed on the slide here the piloting teacher captured the students engaging with tci resources all students were engaged the teacher could not go on she could go on and on and on when she shared it with the committee i was excited for her i was excited for our students this was taken at adam city high school during the piloting process during the tci

038section she elaborated that tci encouraged supported and provided opportunities for student discourse within the lessons and aligns with constructed meaning which is used within the district as well at the end of the piloting process students who participated were asked to take an anonymous survey we had 334 students participate in the survey students were asked the following question quote how would you rank mcgraw-hill vendor 1 curriculum unquote a visual aid was provided to support students as they responded next the same 334 students were also asked about tci with the exact same question how would you rank the tci curriculum vendor 2 again a visual aid was also provided to support students as they responded the last question for the 334 students were asked in the survey was which vendor do you like best or prefer located

039on the left side of your screen are the overall results the pie chart shows the breakdown mcgraw hill is represented by the color blue and tci in red 56 of the students preferred mcgraw hill to tci on this slide the chart located on the left displays the results from the piloting teachers the chart located on the right shows the survey results from the social studies committee both groups indicated unanimously supported for the tci social studies resource the social studies committee recommended to the academic department and then to the superintendent's office based on a body of evidence that included scoring rubrics survey results and feedback from students teachers community and community committee committee members as well as discussions and best practices our committee is united in recommending tci as our district approved social studies resources for

040grades 6 through 12. we would like to take a moment i feel like i'm shouting i already showed anyway sorry i'm a loud talker teach your voice all the time okay we would like to take a moment to share some of the thinking from our committee during their small group discussion each of our groups identified pluses or positives they experienced with the two finalists as well as deltas these can be listed as negatives or areas of opportunities as they they experienced with the two vendors our groups completed this activity as they engaged in the discussion to formulate the committee's recommendation each vendor had pluses and deltas over the next few slides you will see the group's thoughts regarding tci as it relates to pluses and deltas each group was made up of multiple committee members

041on the following slides you will see the three working groups thinking each chart shows pluses on the left and deltas on the right please take a few min take a take a moment to review we would like to highlight group one's comment that tci has easy access to multiple languages and differentiated reading levels for our students next slide please thank you on this slide we would like to draw your attention as you take a moment and look over that to the positive comment that tci is culturally relevant to our students in our community that we serve next slide please thank you finally we would like to focus on groups three positive comment that tci offers multiple ways to assess student learning benefiting all of our students again our committee is united in recommending tci as

042our district approved social studies resources for grades 6 through 12. thank you again for your time this evening so thank you miss leonard thank you mr rose gonzalez so madam president louis dr lydia this concludes our social studies adoption for grade 6 through 12 presentation i'd like to take a moment to thank all of our committee members publicly for the work that they did and for our piloting teachers and the students who participated but at this time we'd like to turn the meeting back over to for any questions that you and or the board may have for us thank you questions board members go ahead thank you all for your presentation sorry i got buzzed like three times that i was in um covered range of somebody i don't know so um hopefully you can

043hear me um a couple of quick questions um what is the curriculum that we're currently using i always want to be thoughtful about i noticed some of the negatives you noted was something new to learn something new to learn how to teach and uh madam vice president thank you for the question so currently we don't have a district approved resources so the teachers are using the colorado academic standards and they're using those to be able to plan backwards from with their unit plan so currently there's not a district approved resource in place um i love the additional um information i would love to get a copy of this so i can read through it um including the rubrics if you have those available um that to me would be something that would be very helpful

044um also um mr rose gonzalez you mentioned that um in considering this you guys did take a look at legislation and the standards um for me it would be helpful i know we're at a point where as you just noted we don't have something standard but the social studies standards are currently being revised so it would be really helpful to once we get on that level playing field and have a cadence as to when we should be reviewing these um particularly um and ms leonard and i have had this conversation i would love especially at our secondary levels to dig into the social justice and the um cultural things that we are allowed to under local control um so those are just a few of my initial thoughts thank you just to um piggyback off

045of that if we can see some of that reflected in the philosophy statement um being that this humanities as a whole is something where we can really leverage um i guess knowledge around identity and depression and um everything that the new legislation calls for i would really like to see this revamped um to reflect a little more um if that makes sense oops sorry to do that yeah thank you for the presentation and i'm glad that we're finally doing this and a little bit to what my peers had mentioned i actually was looking at when you had mentioned that you had cultural that this particular company or recommendation that you're making for tci had uh cultural relevance um can can you just expand on what that looks like is that you know like typically we

046we say it is but because there's a lot of translation that goes with it or it's provided in a different language or you know whatever that may be but uh you know as we know cultural relevancy is really more um detailed it's it's different it's more comprehensive than just you know a translation so yeah madam president lewis board member zubia thank you for the question so i'm going to add a little bit and then i'll have my colleagues also add on so in that we wanted to make sure that students can see themselves within our curriculum within it that it has historical pieces that are relevant to their culture experiences that they and or their generational family have also experienced that it's in our dominant language and so those are some of the pieces but

047i'm going to ask miss leonard and mr rose gonzalez to be able to add on to that as well thank you madam president and thank you miss zubia for the question the some feedback that we receive from the teachers who piloted tci and mcgraw-hill around cultural relevancy is that the students were able to see themselves within the lesson it wasn't specifically targeted from one race or another it was looked at from the view of people and again the oppression comments that you had received i know that one of the contents that did pilot it was world history at adams city high school and they were learning about the holocaust but they also didn't just focus around the holocaust and genes but they also looked at genocide and just the oppression of people in general they

048also did the um instruction from the industrial revolution and looked at all different lenses from all of the perspectives of all people here in the united states as in the world right so they were looking at all of those components it wasn't specific just from the lens that history used to be taught from which was obviously from the white perspective and the spanish materials are abundant that was one thing that our piloting teachers could not stop talking about they have not only textbooks but they also have them online already already translated as well as they have consumable materials as well for our middle school students thank you thank you for the question and i just a comment i used tci as an educator before and i wasn't very happy with some of the material that

049i saw and so i want to be very i guess intentional when we say things like text was easy to access or easy access of content i want to make sure that that doesn't mean that the rigor is not there because a lot of the times i i know as an educator if something is easy to teach and everything is laid out for you then the rigor is absent and teacher intentional planning and ownership doesn't happen um i know the tci all the slide decks were already made a teacher would just pop it on and so i want to i would like to see if it's changed recently but again just to be very intentional with what easy is referring to easy for teachers easy for students and especially when it relates to rigor madam

050president lewis board member strata thank you for the question so part of that around the easy access is really the formatting and the layout for our teachers to be able to pick it up and utilize as they're continuing to use it now be mindful of this as this isn't addressing the rigor part of it because as our tier one instruction is part of our overall goal and outcomes for our district we want to make sure that we're holding on to the rigor but also allowing the content for our teachers to be able to have the formatting it's accessible for them the layout the print within their teacher facing materials and their student facing materials and so we reference easy in that format meeting the layout the accessibility for teachers to be able to walk through

051it that they can take it up and then use it for their lesson planning and lesson preparation not addressing the rigor part because we want to make sure the rigor is there and you heard that in the distinction within our teachers who piloted the materials between their the first named vendor with mcgraw-hill to tci around the level of rigor and so those were one of the pieces that we looked at within the rubric thank you you shared that it was 100 with the piloting teachers and the committee however with the students it was opposite what made you consider tci over mcgraw-hill because obviously with the teachers are the ones who have to use it and everything but why did the do you know why the students felt that way so madame president lewis thank you

052for the question so in the survey results that we have within your packet you'll see that there was a distinction between um and we were a few percentage points away from the number of students who preferred tci to mcgraw-hill or vice versa and so i think one was like 51 and one was to 46 if i remember the numbers correctly or somewhere thereof and so it was very close unanimously our piloting teachers and our committee members all 44 of them unanimously put together tci as a recommendation when they looked at all of those from our scoring rubric so the students were about 50 50 between those and so we used that as a complete body of evidence to be able to help with that as the team formulated their recommendation yeah that makes sense it

053was just interesting that go ahead sorry you know me and my 50 questions um you you know in your timeline that expecting approval today we would receive materials and the professional development and training would be provided by the vendor can you talk a little bit more about what that professional development would be are they going to come in um for a number of days specifically with our teachers like can you just elaborate a little bit on that yeah madam president louis madam vice president lovato thank you for the question so part of the professional development is there's different packages that we can look at within there the ones that we've looked at is to be able to have not only the direct instruction around it but also matching that with side-by-side and in-person modeling coaching

054lesson planning and preparation that will be built out throughout the school year in addition to that we would continue that into the 23-24 school year for teachers who are also coming in new to the district and or additional staff or school leaders through grades 6 through 12 that may need additional support so it's not just this year and it's not a one-and-done session but there's a variety of asynchronous work they have opportunities for us to reach out to their contacts that come in but it will also be met with live synchronous training that we would have on our district professional development days that will also be included within their professional learning communities or plc's that we have in addition to modeling side-by-side coaching that will be done live within the classroom so it's considered job

055embedded training one last one thank you for that and then i'll be quiet um with with the amount proposed i'm assuming you're expecting a full-on rollout six through twelfth grade um i'm i'm wondering on the limitations of staff and being able to do that um i i guess i'm i'm just a little concerned about that given all that we have going on um so maybe it's more of a comment not really a question i know you probably don't have an answer for that one but thank you madam president lewis madame vice president lovato thank you for the question so we have taken that into consideration around the rollout and so we want to be able to phase it in and so there's specific sections that we will have that are district-wide trainings and then those

056like i said pieces that will be brought into the principles directed time for core content areas that will be brought into plc's so that it's built in and there'll be natural phases that help to as teachers are implementing the curriculum we want to be able to match it again so the summer pending board approval we would start to build out the scope and sequence to be able to help with that as well as the communication and the rollout plan for that so we begin we've started to begin that work in anticipation of that piece should it go through then we would work on ordering the materials tomorrow so that they're on site and ready for our teachers when our students arrive in august president if i may vice president members of the board yes we

057do have a lot of things going on and we're working on a lot of plans but one of the great things that i am very proud of this is how the different groups of teachers and leaders are coming up are coming together to work in their respective areas in the past we didn't have materials or a standard resource for our social studies teachers at the secondary level so the mere fact that there is going to be a standard um resource for them to teach the the very same standards that they were teaching in the past they were being reviewed yes um and there is going to be work there but the mere fact that we have a standard resource that is of high quality is actually bringing some um relief to for the teachers because

058it's very difficult as a teacher having been a teacher myself to say okay i need to teach this let me go and find resources to teach it whereas this is going to be a a foundation for teachers to start using resources it doesn't mean that they cannot bring supplemental things but though this is one of the comments that i heard from social studies teachers how thankful they are for having this so although it appears that it's a lot um centrally there are a lot of things that are moving a lot of things that we're pushing but with no doubt the right things that we need to be working on in one of them is to ensure that our teachers our students have high quality and appropriate resources to be able to master the standards they

059are expected to master and and it speaks to um as you guys know every day and we're in the news and it speaks to accountability but it doesn't dig into the data and i think this is a key root cause is we don't we haven't had the same standards and the same curriculum across the board for all of our teachers to be doing the same thing and all of our students to be learning the same things so this is a wonderful improvement yeah yes you're right great thank you so much for the presentation and thank you for the hard work that you put into this we sincerely appreciate it so thank you next on our agenda is budget presentation you're up yes thank you madam president members of the board mr moss will be presenting

060to us this is an opportunity for the the local board and the community to hear where we are with the budget we will continue with the process before it's coming to you for final approval before the end of this month actually yes good evening good evening adam president members of the board dr lauria uh we did a preliminary budget but two weeks ago three weeks ago and so we've uh taken some of your thoughts and ideas and some of the values and beliefs for the district and have presented a budget that we feel very comfortable with to present to you tonight for adoption on the 28th so nothing's changed on page two we're still in compliance with federal and state law and adopting this i'm sorry mr doc can you get closer to yes we

061are having a hard time hearing you well i am okay so nothing on page two uh has uh changed within the uh federal and state laws and adoption of this budget and uh so stating law with the goals and priorities and objectives that uh we take from all of you this is how we process the budget um next year we'll start the budget process early in january and have something ready to prepare for you guys in march and then get through this a little quicker than two months so um we do have 10 different uh funds within the district the general fund risk management fund which that's where we pay all of the insurances out of that fund also rolls up into the general fund and then you have nutrition or grants activity fee supported

062funds bond redemption certificate of participation building fund and capital reserve funds uh i always like to put one slide in uh regarding our mission statement um i think we need to read that daily this along with the vision statement and your goals is how we direct this so each day that's one of my top priorities is to read the mission statement and our vision to keep me focused on my job as what to do for you guys the next few pages is just the funding page and i went over that a couple times so i don't want to bore you with that one again so i want to get to the recommendation from all of the negotiations that have been taking place and that are taking place um with the certified compensation we're looking at

063a cola increase of 3.5 percent a step and lane increase retention and recruitment and supplemental pay within that pending the approval the 3.5 percent is for all certified teachers and a one-step increase for all certified employees an extra step replacement for a previously frozen year and the removal of the 2021 three to one experiences clause when we got to looking at that we can't stay competitive with hiring if we're only allowing for every three years you get one year here so we've uh we're asking your permission to dissolve that and go back to the one to one again and so the next page on the retention and recruitment side of things we're recommending a 2000 yearly stipend for all current and future dual language eld and special education teachers for next year a twenty five

064hundred dollar signing bonus for all new hires for next year a one thousand one-time bonus for all returning certified staff and the coal increase took it up our base to almost 50 000 but it was like 13 short so i just said we're going to 50 it looks better and then we're also recommending a increase in house substitute hourly rate to 30 dollars and curriculum substitute hourly rate to thirty dollars to make it all the same the turnaround plan at central we've uh changed that a little bit we are now asking for a ten thousand dollar recruitment bonus to attract highly qualified and effective teachers at central a 1 000 one-time retention bonus as well a 2000 bilingual dual language teacher eld and special education teacher stipend and for all certified employees who are designated

065designated at this school site participating for five additional days of supplemental professional development will be compensated at each of the employees per diem rate and then the certified instructional special ed staff will receive five additional contract days on their contract sorry i moved your slides doug that was me sorry i'll get you back there you are okay classified compensation uh pending your approval this will also have a cola increase of 3.5 percent and salary increases for all with a one dollar increase in the base a retention bonus for all returning and a signing bonus for crafts and trades this increase is 3.5 to the classified employees and the automatic one dollar salary increase the retention would be a thousand one-time bonus and it would be scaled based on their fte amount so if you're a

0660.5 you'll receive 500 if you're 0.8 800 and so on uh the signing bonus uh we're asking for a 2500 signing bonus for all new nutrition service transportation and custodial staff hires for next year scaled also as to their fte amount which is their full-time equivalent status the turnaround planned at central we're asking for for all current and future classified employees who are officially designated innovation school site and this is for the next two years for all classified employees serving at the site they'll also have five additional days of work and that will be at their per diem rate as well and then our classified para professionals and instructional special ed staff will receive the five additional days of contracted days as well that is then my next slide would be for the administrative and

067support and tech staff compensation we're asking for a 3.5 percent coal increase a a step a one-time step and then a one-time retention bonus of a thousand dollars and that pretty much those are all the slides that were asking you to pending your board approval and it's all built into the budget and so that was the biggest thing that has changed within our presentation was making sure we showed you uh all of the negotiations within the district that are complete as of right now next slide is our general fund and we are asking that uh as you can see we've got a balanced budget of 94 million dollars and uh of course that also includes just 72.9 of actual expense the rest is transfers and fund balance any questions with that one next one is

068risk management and as you can see it's a balanced budget as well uh two point almost three million dollars for next year to pay for all of our insurances in the district we just did receive our renewal packet from sid sip which is the insurance poll we just got that yesterday i believe and i think they'll be uh bringing that to you for your signatures as well and to get approval and so that we can get our coverage binded for the next school year our next one is our grants fund and it's at 19 point almost 5 million dollars for next year and as you can see there is no beginning balance and no ending balance what we spend is exactly what we take in for the year that is just our coronavirus expenditure report

069again it's not updated from the last time we're waiting until the end of this school year to revamp that to show us exactly where we're at we're uh in fact with summer school in session now a lot of the funds are coming out of the yes or dollars so we just got a gigantic stack of timesheets this week and we're going through them as we speak and getting those approved and so this will change in the july well no july meeting but i'm always used to a july meeting in the august meeting we'll present something different just for you guys to see what's left over to spend our next fund is our student activity fund i really have nothing to say about it that's basically all student fees and that they control that one they

070do have a seven million dollar or seven hundred thousand dollar budget and normally they only spend about four to five hundred thousand so they always have a pretty good little fun balance going into the next school year our fee supported this is all of the before and after school the print shop um our preschools adult ed for next year in adult ed as you can see we put a hundred thousand dollars into the adult education and something we haven't had in in a while and so we felt that this was a need and i think i think our community will get more involved and and you know i i just think this is a good thing it is also a balanced budget of 4.9 million or 490 thousand dollars and uh we we hope to

071spend at least three to almost 400 000 in that fund as well bond redemption fund we'll be paying this for a long time but uh it's well worth it wish we could do more right now we pay our property taxes that come into the district we use those dollars to pay for the bonds each year and uh so yeah it's it's around six six point seven million dollars per year that uh we pay each year's bond principal and redem principle and interest payments then we have the cop fund it is a fund where you had at one time when the elsa project was going on you supplemented it with another little cop and uh that certificate uh covers almost uh 480 000 so the budget is at 487 000 and uh each year we have

072about a carryover about 300 so that's kind of where we go from there uh the building fund is no longer there so i'm not even really going to speak about it since the bonds or the best grant took care of the site out here just recently and it's a done deal i think we may have a little bit of money we gotta send back to the state but it's not a lot i'm not sure what that is yet and then our capital reserve fund it is at uh 6.6 million dollars and it is also um balanced and then there's some projects that uh by all of this many schools and district facilities and uh there's just a list of projects that we've uh put in uh matt and his crew have put this together and

073these are just some of the things that we're looking at doing we're it's involved we're getting new servers we're getting one-to-one spare classroom computers uh staff computers it's just you name it we're having to do it and there's i think something tonight where we're having to do something kind of an emergency to where we're having to buy not everybody's returning chargers so we had to spend quite a bit of money to get chargers ordered so we have enough when school starts and that is my presentation and i'd be willing to take any questions at this time that you may have board members i have one question um do you know what we have planned for like our admin our principles and stuff like that is that part of here are they doing any i mean

074have we talked to them about any any of that our admin plan the admin plan correct if we talk to them yes uh he administrators increases is what he is means in mr with principles um [Music] in school administrators um mr dr jeff mckenna also had a conversation i believe you were part of that conversation as well yes so that's within the administrative uh slide that was in there they're getting a 3.5 and a step as well and a 1 000 retention yes so that's all principles assistant principles at all levels okay thank you good question you guys sure you're ready for me to roll are you dead i won't put you under the gun too much uh mr moss thank you um i i went back and uh looked at all of the coveted

075relief funding and it looks like we have a little over 12 million dollars are we able to utilize that for negotiations um i just worry i think director amador brought it up last time um how we're rewarding new hires at a different level than we are for retaining um and and both certified unclassified right so with with that great question mr lovato what we are doing is we're taking all the retention uh some of the other stipends per se and we are using that 12 million some of that 12 million dollars to offset that since the one-time cost for this year's negotiation process so we are using esser funds for that basically it's just the 3.5 and the steps that we're using within the general fund and that's all and just to clarify um as

076our funding allows for retention of teachers in this kind of bonuses or stipends for teachers in an effort to retain teachers as our funds were specifically purpose to um [Music] to keep teachers during cove it was extremely difficult we lost a lot of the teachers um just burnout and administrators so it's it's it's a usable uh purpose is it not usable for classified for all staff for any staff member okay yes that's my question because i know um it's it's for me personally it's a different difficult pill to follow to see a one dollar increase which i'm sure that equates to a lot more overall but it would be helpful for me to see what that amount is so a one dollar increase what does that mean for our budget because um in in the

077salary lines it increases by about three million so if that's it it would just be helpful for me to understand what's coming out of the esser funding um versus what's coming out of our traditional funding sure i'm trying to think longevity because we know these funds are very limited and i want to make sure we're not digging ourselves into right a place we don't want to be yes vice president and madam president just to clarify members of the board when um we say increases in salaries that needs to be from our general funding that we receive and we need to make sure and that is the exercises that we have gone through with finance that we do at least a five year forecast to make sure that we are able to sustain those increases some

078of the conversations that we will need to be having in the near future is about the um the the fact that we are decreasing in student enrollment i want to make sure that everybody hears clearly that it's not unique to adam's 14 there are just very few districts in colorado that are increasing their numbers and it is um based on housing developments that they have within their areas but the majority of the districts in colorado are losing students we're just not having families having as many kids as before and that has been a reality since 2002 we're just decreasing overall just uh last year the last couple of years colorado saw a decrease of 80 000 students in all the school districts so not unique 2014 however we will need to engage in conversations and

079how we're going to mitigate those losses so that we can sustain the programs and in salaries for for our students because you know we will need to have an increase in students and that is unfortunately not happening and has been supported by our demographer who um actually has shared with us and with you in the last couple of years how uh birth rates and um we do not have enough kids to sustain our numbers of enrollments growing so but the salaries must come from general we cannot use salaries from one-time monies like that's just like esser correct that's why with esser the only thing that we can pay is any kind of retention bonus that is a one-time thing maybe two years but uh not part of the salary because i a stipend our bonuses

080contingent to having additional funding so that's that's why it's placed specifically as a bonus or say stipend thank you um the other question i have is around the adult education i love that we're rebuilding that um it was quite heartbreaking to dismantle that program at such a um without notice um my question for you is around the funding for that are we seeking um reapplying for the 21st century grant or things like that or are we absorbing this internally for this we will be absorbing for right now this was just getting here it was just something let's get that back into play by talking with all of you and so we will fund that this year okay and then we will look into those kind of grants and there's other essa grants that are coming

081along down the pike as well so we may be able to even get another one two million dollars and some more esser dollars and uh so i think that's on the packet tonight for approval as well if you approve that then i it's like 1.2 million for us is what we would receive and we can use that for those type of programs and other programs as well my last question and then i'll be quiet um on the capital reserve fund i'm curious um we had a transfer run of 5 million last year and that went down to 3.5 this year could you elaborate a little bit on that one thing if you did 5 million every year for the next 2-3 years we would be in trouble so what i did is i sat down

082with it and and matt as well and we said okay what's your biggest priorities what what what is something that we really need to get done a lot of it was roofs we did apply for a best grant we haven't heard back yet um we're on the waiting list i was i just be watching that one and also you know there's they did a good job i mean we increased i.t by almost a million dollars this year so we thought well and then next year it goes down to a million or so and then we can kind of stay at the two three hundred thousand so each year with that and the transfer to the risk management fund we're still transferring half a million dollars if if we had done it with the full five

083plus another we'd have been seven eight hundred eight million dollars this year that we would have transferred and our fund balance would have went way too low and so we just got to watch that especially right now you know like dr lauria said we got to watch how our how many kids were losing and cds got it for next year they're anticipating us losing 150. hopefully we can with central's turnaround plan and adam city high school's new plan coming forward i look for our numbers to go back up a little bit i i just feel that and so you know that's where we need to get out and start banging the straights and getting our kids back yeah i i think um that's why i know dr lydia fills my my eyes when she's talking

084about the demographer numbers um as a community member to experience what has happened and to not acknowledge things like the dismantling of a bilingual program at hanson it impacts enrollment and um to me i just want to make sure we're keeping that in the forefront like we're not just waiting for more enrollments to come like things like innovation at central the community schools model the exciting academies that we're building at the high school i really think will combat the very distressing things like this transportation grants that cde is pushing on our district specifically so i just want to make sure we're very um open to new things and that it's brought before the board so that we can adjust as needed to combat things like that absolutely thank you so i had one last question

085so looking at the classified for new or signing bonuses for new why did they only pick like nutrition services transportation and custodial staff instead of like everything else that we have for classified why was it only those specific they within their negotiation process and i even brought this up as well they have a three phase and they go every one year this group will get it the next year this group will get it the next year this one first when they were talking they wanted just that group alone two thousand dollars everybody else sorry and i said i or no they were wanting like three and i said i can't look somebody and i and give you three thousand and you one and then go why did they get three and i only got i

086said i'm not gonna do that so i said that's why we gave everybody a thousand and that was it and so uh i think we're still kind of negotiating those three areas anyway still so that's why we're not approving things tonight so we're still working through it but that's where we had stopped for right now yeah i was just wondering for like the year signing these new people for just these three departments that get the signing bonus and the other people who are coming on are like oh well sorry you're not part of those three correct yes that's like i see the thousand for everyone but then like just specific for new hires is a little questionable because i don't know if we'll get those other people in and those people who are getting higher

087are going to feel a little bit yeah that was their priority process and and i even said can we get rid of that three-tier thing and get everybody involved in this and so i don't know if they're gonna get rid of it or i mean that's we'll continue negotiating so yeah that's kind of where we left it we're making sure madam president vice president director amador we're making sure that increases are going um for everyone not just for a subgroup within one of the groups um we're still trying to understand that process and i understand the cycle and when when we look with labor groups to individual or to specific groups within their um their employees is is not necessarily it has not been my experience that it's necessarily to say you're going to get

088an increase or a bonus the others are not is more so to do a study and a market study of where their salaries are and to do a market study to ensure that we are within a range that everybody else is not not so much to say you get an increase or a bonus and the others will not so we're being um transparent with them we're having conversations with them during negotiations great conversations actually and we're we want to make sure that everybody's getting the same and then we will be looking at um [Music] we'll be doing uh salary studies um of specific groups and that is common to see cycles you know so one year is a it's a number of employees and others a number of employees and every four or five years

089everybody gets a study and it's it's just a cycle um may i add to that dr lydia when you guys do that study um and and i'm a little concerned about time because i know um we lost a number of staff because of the inequities of the covid stipends that were paid um so if there's a way to include rectifying that within the study i think that would go a long way yes uh madam president madam vice president even last year there were you will probably recall there were some stipends that were given to classified employees that were not so hefty to other groups because the year before it was grossly different from one group to another and we do and i do recognize and you recognize this as well some of our classified employees

090were in the forefront providing meals and just just being out there for students so we try to do that last year to rectify it so we will continue it will take some time this is not something that we can rectify in one year and make sure that everybody um [Music] you know it's at an equitable place we we do realize that it has been years in the making um but we're having a keen eye on those inequities to try to resolve them there's quite a few of them out there because i've noticed it in other areas as well so i'm just like what's fair for one should be fair for all and that's how i look at it so we'll look into all that absolutely so i have a question um and i don't know

091but whenever we talk about uh the bonuses and the salaries um not just the salaries the bonus and what is the other one um the stipends bonuses and stipends um you know and you have it under the tension plan here i i find that sometimes that that is um good for some folks but i don't want to be like i don't want it to be like the precedence setting that precedence of come here because you get paid more i really want to see what is being done about the culture of each of the buildings so that people feel like they want to come regardless of you know whether they're getting something extra or not on the paycheck yes we all work for a paycheck i get it but a lot of us self-included whenever we

092take on a job where we know that money isn't what you're there for you're there for you know the work and because you believe in and what you're doing and you believe in the mission and what have you what is are we putting any funds towards improving culture of how people are feeling these days and especially because of everything that has been going on and trying to explain things to people i mean we we try to explain it to our our families and our students but what are we really doing to improve those cultures in our buildings i i look at it this way we haven't even put a number in the capital reserve part of it yet we want we want to spruce up all of our buildings within the district i've gone around

093and i've seen some and i'm just like oh my and then i hear a few days ago that we didn't have groundskeepers for two years and that's why everything went kaput and i'm like it's it's sad and we got to bring that back right and and we're working on a plan to do that and uh to your point um president vice president um director zubia um that is part of one of the areas the five domains that we're focusing on too for rapid transformation transformation one of them is climate right a shift in climate and we are actually doing work we started the work also here in training our leadership here in and our coordinators and our staff here at center centrally first um because you're right we want um individuals especially in turn around

094we want individuals that have that shared vision that shared mission in that commitment but we also need to realize that it's very competitive out there now and we're having a very close eye on those stipends or bonuses or any little perks that surrounding districts are are offering so that we can become and remain competitive adams 14 has as we know has been out there in the news however we are changing that and now the the news are broadcasting great things that are happening here and we are changing the the history and we are changing the narrative of our district and that is because of every single one of the employees that are here working hard every single day but we need to make sure that we remain competitive so um yes it's not just because

095you're going to get a little bit more we're looking for a very specific and skill set or or way to to do work every single day it takes a little extra to be in a turnaround this working a turnaround school that to being in a district where kids come with experiences from home that to be quite frank because it has been my experience in other districts they can take the cmas the first month of school they will pass so it takes a little extra so we do not want to make it a habit that you're just going to come here for the money and the next year you go on to the next one that is offering a little bit more we want to attract them and then retain them and that is part of

096that culture and that climate shift that we're working on as well exactly so it's it's a little balance act and a huge balling set not a little well that's why i was wondering if there was um a dollar attached to just that and so like you said even the beautifying of not even beautifying just maintaining of our buildings um to you know uh create that pride again it goes a long way so in in and added to ensuring that our teachers have the materials just like the social studies materials i mean you go to other districts and they have uh those adoptions and resources you come to a school that okay let me go to teachers pay teachers to see what i can find right that is not right we met with the central teachers

097and we were talking about individuals um you know making sure that our classrooms have a if we are pushing and we are supporting and encouraging social emotional learning and classroom communities at the beginning okay let's have a carpet where kids can sit on right and the carpet that is clean and it looks attractive so all that is part of the climate shift is not only ensuring that our employees feel valued for their work just like the programs that we're having for example the classified that we have today but also ensuring that our teachers and our staff members have the resources and the tools to do their job with excellence to perform their jobs in an excellent manner so well i appreciate that and i know at one point and i'll stop after this at one

098point we had even discussed um you know what it would look like if we could for example just something as simple as expand our um child care center that we have for our teen parents and offer that to staff who absolutely need it i mean there's just things that i think um that aren't in here that could be more of a benefit more so than a one-time here you go type of thing so i just wanted to put it out there as if you know you guys didn't know but you do i know everybody understands that i just want to make sure that and um you know our viewing audience and our staff realize that it's not just as simple as yeah there's these dollar signs here but there has to be a lot more

099that goes into making this work we're all trying our best to get us out of where we've been for the past 10 years but doesn't mean that um you know it doesn't mean that we have to really just focus on the money it's it's really about at the end of the day what's going to be best for for the kids and the families of this community um and that's why the majority of what we do and the hours we spend here that's why we do it and so i'd love to have more people like that in our district that that's why we're doing this it's because at the end of the day that's what's benefiting us any other questions from mr mouse [Music] thank you next on our agenda is 4.4 student calendar thank you

100chief academic officer will be presenting good evening madam president lewis distinguished members of the board superintendent marian viewing audience again my name is sheila burke and i serve as a chief academic officer for our school district i'm joined tonight by members of our calendar committee who are in our audience behind us we're here tonight to be able to share an update and recommendation regarding our calendar committee's work was grounded in the district's vision as noted on the slide presented our committee's purpose was to create a student calendar that meets the needs of our students academically as well as supports our turnaround efforts it's important to note that our work has been established in two phases the first phase was to review the student calendar for the 2022-23 school year and make any recommended changes that

101better meets the needs of our students and our turnaround efforts the second phase will begin in august of and will focus on creating a student calendar for the 2023-24 school year as well as the 2024-25 school year once a drop of these two school years has been established we will bring these back to you for your consideration and approval tonight's presentation is going to focus on the first phase specifically the recommendations of our calendar committee that they have for the 2022-23 school year only our calendar committee has 17 members and comprised of community members classified members administration as well as department leads we hosted meetings from the months of april through may the colorado department of education or cde provides requirements for districts and schools as it relates to the student calendar our calendar committee

102viewed the requirements as we planned for our student calendar on the slide displayed you will see a portion of these requirements as indicated i'm sorry as indicated on the slide the minimum number of instructional days required from the state is 160. one of our interest is to increase the instructional days for our students to support our turnaround efforts i'll share more about this later in our presentation our calendar committee had a few interests our outcomes as we reviewed the 2022-23 calendar these interests included developing a calendar that supports our district's turnaround efforts by increasing the student learning days and developing a calendar that supports students and staff finally developing a calendar that has continuity and consistency more specifically that is predictable with learning this includes an awareness of school weeks that are not complete due

103to a day off a holiday break or things of this nature and finally we one of our interests was to develop a calendar that supports staff professional learning needs to support the interests that were mentioned on the previous slide our community reviewed data research and best practice one area committee discussed was the current start and end times the committee viewed the current start and end times of neighboring districts as well as research on start and end times and specifically research on high school students we also viewed processes neighboring districts followed when considering amendments to the start and end times through this work our committee determined that the process for engaging in certain end times and amending those needed to be more comprehensive and thorough and we opted to explore this topic again during the 2022-23

104school year and establish a more comprehensive engagement process with our stakeholders earlier in our presentation i'd mentioned the minimum requirements as outlined by the colorado department of education on the left of the chart displayed on the screen you will see different grade spans such as secondary which includes grades 6 through 12 elementary and preschool the middle column displays the state's requirements for instructional days by grade span and the column to the far right displays the current instructional days for the 2022-23 calendar that has been approved and adopted earlier i mentioned our committee's interest which included developing a calendar that supports our district's turnaround efforts by increasing student learning days developing a calendar that supports students and staff and developing a calendar that has continuity and consistency with learning and finally to develop a calendar that

105supports staff professional learning needs to support these interests our committee viewed different data sets one of the data sets our committee considered was survey data regarding district professional development days on the screen you will see the district professional development days on the far left you will see previous school years including 2019 followed by 2020 and in the middle of the graph you will see september of 2021 through the remainder of our current school year i'd like to draw your attention to the bell curve that happens to the months of october through november as you can see on this slide the absences during october through november increases for various reasons some of these may be attributed to the burnout factor that begins during this time of the school year please note that other districts may respond

106to this data set that is similar with a fall break with our interest in increasing student contact days and support with our turnaround efforts our committee determined that a fall break may not be feasible however wanted to address the increase in staff absences during this time later in our presentation i will address the data displayed on this slide when i share the committee's recommendation on a student calendar our committee engaged in five draft calendars that we believe best met meet met the interest i mentioned earlier through our committee's work we narrowed these five calendars down to one calendar the chart on your screen displays a comparison of the number of contact days between our currently adopted calendar this is indicated in the column titled traditional a and the proposed calendar our committee is recommending for

107the board's consideration and this is noted as turn around b the column to the far left displays the grade spans as noted on the slide displayed our committee believes that the proposed calendar meets our interests with an increase in the student instructional days from 169 in the traditional calendar a to 175 in the turn around calendar b please note the increase for each of the grade spans in the next three slides i will share with you the three calendars that our committee engaged with as they formulated their recommendation again they narrowed it down to one calendar which will be calendar b as part of our recommendation i'd also like to note that we named each of the calendar with the letter of the alphabet for discussion and tracking purposes and we're going to begin with

108calendar a calendar is our current calendar that has been adopted this calendar has 167 contact days for a kinder 7 days more than the state's minimum 169 for grades first through fifth and 170 for grades 6 through 12. it's important to note that no recommended changes have been made to this calendar calendar b is currently displayed on your screen and in this calendar the start date remains the same for first grade through 12th grade however the kindergarten start date has been altered providing more instructional days for our students in kindergarten this date has been modified in the calendar from august 11th to august 9th adding two additional days in addition the number of professional development days has been reduced in calendar b to meet the interest of increasing student contact days as well as continuity

109consistency and predictability with learning each quarter we will host a district-wide professional development day and it's important to note that the district professional development days have been moved to coincide with the district assessment calendar within calendar b these days have been moved back approximately a week to allow for staff to view student data results and use those during professional development days and make instructional adjustments earlier in our presentation i shared data specifically slide 9 in your presentation slide deck that quantified staff absences on our district pd days in calendar b our committee is recommending that we add a day for staff to address the burnout that occurs in the months of october through november this is indicated on october 24th in the light blue the date was strategically placed to meet the interest of our

110committee in the four areas that i had mentioned earlier in our presentation and we believe that with this date we will be able to help reduce staff absences during this time period and ensure our staff is receiving the professional learning needed to support students around high quality tier one instruction calendar b also has the last day of school for students moved from may 19 to may 25th allowing for more contact days with students to summarize in calendar b you will see that our committee altered the kinder start date to have students come in two days earlier reduce the district professional development days from seven to four adds a release day for staff to address the burnout in the months of october through november and moves the last day of school from may 19 to may

11125th calendar b also has an increase in student contact days from 167 in kindergarten to 175 from 169 in grades 1st through 5th to 175 and 170 in grade 6 through 12 to 176. the one-day increase in grades six through 12 is due to orientation all right calendar c was another calendar option that our committee engaged with in this calendar the start date remains the same for grades first through 12th grade however the kindergarten start date has been altered again providing more instructional days for our students in kindergarten again this date has been altered from august 11 to august 9th adding two additional days in addition the number of professional development days has been reduced in calendar c to meet the interest of increasing student contact days as well as continuity and consistency again each

112quarter we would host a district-wide professional development day calendar c does not address the staff absences noted on slide 9 of our presentation and you will not see the release date again noted in calendar c to summarize calendar c alters the kinder start date to have students come in two days earlier same as calendar b reduces the district professional development days from seven to four and moves the last day of school from may 19 to may 26th please note that that date is different from calendar b calendar c has an increase in student contact days from 167 to 175 in kindergarten from 169 to 175 for students in 1st through 5th grade and 170 in grades 6 through 12 to 176 days our calendar committee followed the timeline displayed on your screen and our committee's

113work has been established again in two phases tonight's presentation and recommendation again is focusing only on phase one our calendar committee's recommendation is for the board to consider approving calendar b as we collectively believe that the proposed calendar better meets our students and staff's needs as well as better supports our turnaround efforts i'd like to take a moment to thank our members of our committee both that are present tonight and those that are viewing from home for their time and dedication in preparing a draft student calendar so i'd like to ask our calendar committee members to stand up just to be recognized [Applause] so thank you again committee members so madam president lewis dr lorea this concludes our presentation regarding the calendar committee work and their recommendation at this time we'll turn the meeting back

114over to you for any questions that you may have for us thank you calendar committee people we know how hard this job is i think all of us at some point have sat on a calendar committee so yeah it's it's not an easy job and we really appreciate the time that you've taken um members of the board i just want to add a little context to this uh one of the things um that we realized and when we were looking uh when i say we you know my cabinet and i were looking at the calendar and how we can maximize contact days for students we realized that in the last two years the calendar was reduced in student contacts so we were actually at this point a couple of years ago with 175 days for

115students and it was reduced as i said in the last two years this is one of the areas that in turn around in in any situation in which we want to ensure that our students are prepared and we can catch up not only due to the covet slide that the entire world had but also in turnaround situations we want to make sure that we provide additional time for students as one of the pillars to ensure that our students get a better experience that is coupled not not only for them to be in school but also when they are in school they have a high rigorous instruction and that's why we're working very hard also with our administrators and our teachers so this is one of those pillars that will need to to be strongly considered

116in my recommendations for you to consider approving contracts to increase our contact days for students as i said it was here a couple of years ago three years ago and then it has been decreased you know the last two to three years so we're simply going back to where we were thank you i do have a question so um this calendar that you're proposing is that going to be similar to what central will have or are we still going to be looking at a separate one for central um yes madam president members of the board director zuvia what we are proposing for central we're proposing an increase of these days for all the for the entire district central will not see additional student contact days what central will see is additional teacher days at the

117beginning of the year so they're going to come one week early then anyone and any other teacher they will be compensated for that but they will come early to ensure that we have a very strong planning opportunity so we can start the year stronger what central student calendar will see is additional 20 minutes in the day so that will bring up to over two hours in 10 minutes i want to say the literacy block each day for every single grade and will allow opportunities for social and emotional supports at the beginning of the school day and also intervention so we have worked with a principal before she left to welcome her baby but we worked with the leadership team and with our partners to increase those minutes in the calendar should it be approved by

118you so the calendar the way it is will be the same central we'll just have those additional things for staff and then once you guys yeah we'll get that four times it'll be different yes and the minutes for the students at this time we're not uh presenting additional contact days for central however we um we will reserve the right to bring that in the future maybe even extended it for the summer for all of our elementary or all of our schools to include summer school as part of an extended school year kind of along that same route were the um i'm thinking in the certified contract specifically were those built this year considering or anticipating that we were um considering the the new calendar the option b because that you know i'm worried about the

119raises we're promising versus days and and pd's and and hours so the new contracts yeah the new contracts with uh are certified um yes madam president um madame vice president members of the board uh this um this proposals are reflecting collaboration with our labor um actually the contract as it is right now there were no changes as far as student contact days the contract had 188 days for staff and within those 176 days as a maximum of student contact day so we're still under what has been approved so there was no changes to student contact days for central however we're going to go from 188 days to 193 days for staff and that was um discussed and received strong support from our certified union from cta compensation will be in addition for those employees those

120five additional days is separate thank you and i too just want to thank and commend the calendar committee for all the work and just the um i'm continuously in awe of how everyone's just jumping in and has the student focus and turn around i mean this is the first time in many many years that i've seen this focus so um just want to note that i appreciate it i value your vision thank you so i have a question sheila on calendar b you said it's five more contact days per k through pretty much k through eight or twelve it's five more for each one right and are there their seven hour days or is it seven hours long this school day seven hours and ten minutes that is correct yeah alrighty so we're looking at

12130 roughly what 35 hours and we're only doing 20 minutes more a day at central which is only a 34 hour increase over the year so they're still going to be an hour less contact at central than they will with our regular students with calendar b yes at 20 minutes a day over the time of 170 days because we're not increasing their days we're keeping about 170 right no i i i unprecedented members of the board uh director amador um i did not explain that well everybody will have an increase of the five days including central we're not adding additional days to those five days that we're adding to central that's what i meant to say obviously i didn't explain it correctly so everybody will receive the additional days in the district in the additional

122five days in addition to those five days central students will have 20 days uh 20 minutes 20 minutes more yes i did not explain it correctly got it that's what i wanted to know because i was like they're not it doesn't make sense correct yes it wouldn't okay dr lydia if i may add madam president lewis board member amador we recognize that to be able to increase this is benefit central and why they were primary focus because of where they're at on the accountability clock we also recognize that this would be best for all of our students that we serve in the district and so they'll central students will also receive the same amount of time in addition to the 20 minutes per day can i add one one last comment i know um we

123all felt it as board members and i can't imagine parents but i would really love to see the district work towards a year-round calendar for activities um because we all know that uh community engagement and parent engagement is very key to turn around and that hasn't changed over the years when when we have to ask our parents to choose can i go to this literacy night versus um you know another event i just i would love to see us work towards that madam president lewis vice president lovato thank you for the question so please note that as we move into the second phase of our work that begins in august our calendar committee from this year's work started to talk already about a year-round calendar and wanted to explore that as well as the start

124and end times specific to our high school students we recognize that coming in early sometimes can have an impact and there's pros and cons to that and so we want to be able to engage with our committee on uh in stakeholders on those two topics specifically well i just wanted to clarify that i think the activities piece is important to add to this because um activities such like parent-teacher conferences um you know the back-to-school nights um just those type of activities because i've been there i've had a child in every like elementary middle and high and when you have the same thing happening at all three how do i go to all three if they're happening at the same time and so yeah i think we need to do a district calendar where we're all

125on the same page so we can see what everyone else is doing to make sure they're different because that is a conflict that we run in even as a board to try and go to all of these when we're trying to do it so yeah that's definitely the activity piece thank you we actually started working on that this last month didn't we so we'll get better at it thank you and thank you again um calendar committee and ms burke um that's a hard hard thing to do madam president members of the board can the interpreter request two minute break if anyone else needs a break go for it yes and we thank you for hanging in there we appreciate it [Music] no what time is your i'm still doing laundry do i have a baby

126any spurs no star so i'm taking the bus to the light rail so i don't have to park anywhere and then the light rail takes me directly to there so i just have to leave really early and i'll just hang out there and be on my oh no thank you sounds like an operations issues thank you i like i didn't um okay we just um finished the student calendar and then we're on to kids first and foremost i used to hate that song yeah yeah yes is he watching well then i start playing with my hair and i start doing this that happened to me at the study session where i was like i was watching something i had my voice kids she asked when we did the agenda prep meeting is thank um okay

127i think we're ready to start again thank you again everyone for your patience we realize this is a long meeting and we know we have visitors and i'm so sorry next is 4.5 kids first and equip update thank you thank you good evening madam president distinguished members of the board dr lauria miss avina leadership team and the community thank you so much for having us here tonight my name is brianna deidel and i am honored to serve as kids firsts manager of fundraising and communications i'm presenting tonight on behalf of our executive director whitney connor she's unfortunately homesick but doing well so i know she's tuning in tonight is the volume okay all right guadalupe i'll do my best to slow down we have a really brief presentation tonight we just are really excited to

128be here with our partners lisa jansen thompson from ekpac and ellie burby from kind so we're excited to share a little bit about what's been going on in our respective non-profit realms and then the exciting news about our new uh community hub at 7190 colorado boulevard so first we do want to take just a moment to congratulate adams14 for the positive outcome from the state board's review of central's community school model i know whitney is thrilled to share a letter of support for this endeavor and we're just really excited to be a part of the partnership as you guys move forward so we know more work went into that then could be articulated regarding our new clinic site we are almost there so we're really excited to share that this weekend we will be moving

129from our current space at east 69th to our new clinic at 7190 colorado boulevard we're planning to begin serving patients on tuesday june 21st which kind of aligns perfectly with the renewal of summer solstice so that feels really exciting as a reminder our new site doubles excuse me doubles the number of exam rooms and allows for two full full-time mental health counselors medicaid enrollment and more i was actually over there today grabbing some photos and it is gorgeous we are so excited to welcome our families into this new space another important note is that kids first actually purchased this space on the fourth floor and that's really just a reminder to our families that we're here to stay and we're here to serve generations to come in this beautiful facility the new site also has

130a first ever board of directors room so that's really exciting and a big thank you to adams14 for allowing our board to meet at ess for i don't know 43 years or so thank you for sharing your space with us we appreciate that we have moved our vip event to september when things slow down and there's a little bit of time to breathe so stay tuned for those details we can't wait to welcome you all there as a reminder just an update on our school-based health centers we do have four school-based health centers in adams 14 both at your two high schools and your two middle schools like every summer our school-based health centers close but they reopen a few days before school begins at the start of the school year our behavioral health patients

131just like all of our patients are able to access care year round at our community clinic so those are open throughout the year we've had some great meetings with our adams 14 principals and the atoms 14 athletic director and they've all provided us a lot of great feedback on ways that we can improve our outreach our care our communications our presence in your schools so we appreciate that candid feedback and partnership with demand returning to normal levels we're thrilled to share that at both middle schools we will be expanding care hours from two days a week last year to four days a week at both middle schools so we are excited to see those kids quick update on school nurses like many of our school nursing teams across the state adam's 14 the team has

132experienced a lot of turnover over the last year but cami and our hr staff have worked relentlessly to reach new candidates and we're excited to share that we have some great hires for next school year so we're feeling excited and of course we're so appreciative of the district and its continued efforts and communications and and figuring out to get our nurses a permanent home in the district next year so we know that's a process in and of itself so thank you finally data sheets so each members of the board have a bright orange folder in front of you these data sheets are really a year in review over the last school year patient data for your school-based health centers as well as data from the commerce city clinic so kind of guys a little bit

133of a snapshot of patient data across the district i'm not going to run through it but a couple highlights across the district including all the school-based health centers in commerce city we administered 3172 vaccines to children in our community over the last year and we provided over a thousand physicals so we foresee those numbers increasing as you know families get back to the clinics we're starting to see our patient levels return to a pre-covet or pre-pandemic numbers so we're excited to see our families start coming in um thank you so much for your ongoing support as we work collectively to provide equitable health outcomes for all of our kiddos in atoms 14 in commerce city and we hope you have a great summer and without further ado i'm going to pass it over to the

134executive director of egg pack lisa jansen thompson thank you for allowing us to come and present as well so we have been in the building that was just mentioned since august and i wanted to let you know that we've spent some time looking at as as noted before we do serve birth to five families of birth to five so we spent some time looking at kindergarten readiness scores for adams 14 as well as the surrounding areas and one area of note was that many children were entering kindergarten without the literacy and language skills that they needed to be prepared for kindergarten and so what we have done is we have adopted an evidence-based early literacy parenting education course called lena start and it's for children ages birth through three and they wear a little device

135and their parents are able to talk with them throughout the day and it records those back to for back and forth interactions and and conversations parents come back in and they're able to see real-time data in terms of those conversations and how much they're helping to improve their children's language and literacy and so we've now run five courses um since august and we will continue to run those throughout the year and then we're also running a parent education course for parents who have children ages three through six called read with me another evidence-based program and so wanting to just let you know that we are working to help improve those kindergarten readiness scores and really making sure that families have access to books so families that do attend get free books they also if they

136complete the course get a gift certificate to a free activity like the children's museum or another area to help promote that and in addition to that we have three family support specialists who are working with families to get them connected to local resources that include housing child care preschool um food banks those kinds of things and so just happy to be a part of this community and to finally start to see more families coming in we're seeing families come in kind of organically now and just showing up which has been great and then twice a month we do have the department of human services and tri county health coming into our space to help enroll families in public benefits so we know that as a resource that left this community several years ago and trying

137to bring that resource back into this community at least twice a month so that is what we've been up to and we look forward to our continued partnership with with you and your families and europe good evening members of the board dr lauria thanks for having me monica hopefully i didn't miss anyone there i'm ellie burby i'm the executive director of kind kids in need of dentistry you've heard from me before but i just wanted to circle back and let you know how things are going and kind of progress in the clinic within the community resource hub that you've been hearing about we're located right next door to kids first and we were able to open our doors in may so we are thrilled to have started welcoming our patients back into our clinic um

138we have had a clinic for over a decade in commerce city we serve roughly 2 000 commerce city residents every year with dental care and we did experience a short closure of our clinic and we're able to get that back open in may so we're we are are thrilled to be back our goal with that clinic it was to provide a dental space that was culturally responsive as well as designed by and really belong to the community we serve so the design of the clinic itself has been informed by commerce city residents by patients of kind that includes sensory friendly dental equipment spaces artwork um it's just a really beautiful thing to see we're still putting some of the final design touches into it but we look forward to welcoming you into that space like

139brianna mentioned later this year with our grand opening event and if you if you didn't i just want to make sure to take time to give the reminder here you guys with many teachers in the room probably know this already but oral pain remains the leading cause of missed school hours in our country a lot of people don't know that and so it's really an important factor in making sure your kids here in atoms 14 are able to go on and become successful learners and adults and so we are honored to be able to serve that kind serves like i said around 2000 residents closer to 10 000 children every year but two thousand residents here in commerce city and as i mentioned and we have made a commitment obviously to be in this community

140for a long time with our move into the resource hub but we also at the same time moved our business offices our main business offices as well as our product donation center into the same building and so we are very much committed to continuing to serve here and are thrilled to do so along amazing partners such as kidsfirst and eckpac and the other partners within that that space i think this is only really the beginning of what will be a really beautiful collaboration in that in that building for the community so again we look forward to welcoming you there um our spaces there um uh in our services there include a dental clinic that serves kids up through age 18 and often act actually older and so we serve csu students a handful of csu

141students last year in that clinic and we look forward to serving students even past age 18 who are still in need of dental services in that in that place and we also have a full service orthodontic program free sedation and surgical consults with donated treatment placement within community dental clinics and we also most recently have added care navigation and resource coordination services to our scope of work at that location so alongside dental care we are providing a just in the early stages of a permitora based model of care coordination and community support so within that business office i mentioned we also have a space that we is still under some construction but we intend to open it up to the community as a place that the community can reserve can use for learning development meeting

142gathering space but again we truly want both our clinic and our business offices to represent a community-owned space that's a small bit about what's going on at kind i know you've had a long meeting so i will stop there and just and thank you for the time to present and we look forward to keeping you informed on more in the future thank you we um sincerely appreciate our partnership with with all three of you and this new building um will just make that stronger i believe um it's just it's it's incredible that that you were able to do that it's a one-stop shop for our families and that's just it's it's really a wonderful thing for them so we sincerely appreciate everything that you've done for our community and like i said value those partnerships

143greatly so thank you anything else very very well said and i um no i'm sorry i know everybody's like we're tired um i hear nothing about uh nothing but great things um especially from our staff i know our apparent liaisons are so excited to this um it's almost like a re-energized collaboration with everyone so thank you all so much and we're looking forward to visiting you and seeing your beautiful space so thank you for hanging in there with us i i know it was a long evening all right next is audience comments and i want to thank ms laura martinez for hanging in there too with her kids thank you so much we will have audience comments now if you could state your name and you have a maximum of three minutes to speak to

144the board we will listen but we don't talk back with you we will um listen to your comments and then address those to our superintendent and and she can look into anything that that might be concerning so if you'd like to come forward and again thank you thank you for your patience your your kids have been so good so we'll have monica start the clock here in a moment there we go good evening esteemed members of the board and superintendent dr lauria my name is laura martinez a member of the community as well as parents of adams 14 students thank you for everything you do for our students teachers and community we greatly appreciate it we know it's not easy being in your position however we also know that it that this position allows you

145to better serve our students and work to provide them an equitable education as you may be aware teachers play an integral role in the success of our students especially for those learning two languages at hanson elementary school we have a track record of highly qualified and passionate bilingual teachers who work tirelessly to ensure the success of all of our students many having been there since the mid 90s at the end of this last school year we found out two excellent bilingual teachers have been reassigned to elt instead of their usual classroom although both are highly qualified for both positions and will excel in either they can better survive bilingual students in the classroom but the lack of highly qualified teachers apply nationwide specifically in our district it leaves a gap in kindergarten 4th grade and

1465th grade bilingual levels not only will this negatively affect students on track for the bilateral cco but also in our students education as a scarcity and highly qualified teachers would jeopardize the consistency and effective bi-literacy programming that they have been receiving as an eld interventionist they will be unable to provide students with the with all of the tools and resources they need in one block as long time as 14 teachers both are aware of the strengths and needs of our students and our community bringing in teachers that do not live or in or know our community to replace them in the classroom will break the consistency and learning that our students have been receiving as all of the bilingual teachers have been there for at least three years or more therefore it is necessary to

147allow them to continue teaching our students in the classroom so we can continue growing and strengthening our bilingual program at hansen we come forward tonight to ask you to allow them to continue teaching students in the classroom so that hansen can provide continue providing great bilingual programming to our dual language learners if you really are committed to our district our school our teachers and a successful bilingual program then you will make the right decision and placing them back in the classroom teaching dual language to kindergarten and fourth grade respectively attached here physically are 27 letters from handsome parents advocating for both teachers is it okay if i give them to you okay thank you for your time and if you have any questions please feel free to reach out to me with any questions thank

156motion to approve second any discussion regarding this um i i'm kind of going back and forth on on this one um i completely understand the need to fill positions i just really worry that we're outsourcing so much and not focusing on a true retention and recruitment plan internally i know we're going to have those growing pains so for me it would be helpful to know that this is a temporary thing and these are the steps we're moving towards um so so i still don't quite know what to think about this one yet i think um the fact that it says as needed um really does help i see what you're saying but i with um what we heard tonight and everything that um is being put in place i have trust that that might not

157happen but at the same in the same sense there's no guarantees of anything and i would hate to not have staff for those classrooms if that's or wherever they may need them so i think this is as an as needed basis and i just want to make sure that we can open at the beginning next year we know our thresholds for our schools and we have a lot of open positions still i think it would be helpful for that at least i mean temporarily if we need it but i see the word and is is there no differentiation so this will include certified classified like i guess i'm worrying about um who's gonna be instructing our students versus if we need um i don't know i'm trying to think of another staffing urgent thing um

158a bus driver like what what is the continuum gonna gonna be didn't we have a presentation on this for we did we had on ess but i don't click on this well that's true ess is where it says okay um yes not for not for this okay not for this one but present members of the board um my vice president i think um your point is well taken um there are uh like director subia mentioned there are certain hard to feel positions that we have uh in and please know i haven't done this for you know being in education for 33 years i just see every year gets worse we're not the only district that has to go to outside agencies that will provide um contracts to support not only and this is not not

159for this in particular but you we have had contracts to support with um psychologists or social workers or nurses or um you know just this really hard to feel positions this one in particular we're looking for support specifically for our finance department these are positions actually in conversation with mr moss there are positions in so many districts in this in in the area and in colorado and speaking with colleagues from other states so many positions are at finance that are just hard to feel now positions that have been open for for months we as you are aware we have our finance department and you know it was even reflected in the state review panel um how how many fractures it had so we have had some um turnover in and i would say with mr

160moss at the head of the department we're we're heading to a very different year but while we secure some of the positions i am of the belief and my cabinet knows this i am of the position that i rather have a vacancy than the wrong person in it because just like we spoke before there's a a set of skills an attitude that we're looking for we're looking for individuals with a no excuse mentality who are risk takers and have first and foremost a student-centric mentality and sometimes we find individuals who want to you know go work somewhere or come and work here that are that do not have that so um we will be needing some external support and temporary support while we ensure that we have the right person on board and it it

161actually does state that some positions benefit from a trial period through a staffing agency to make sure the candidates are a proper fit for the district that is correct so um so how they work is uh we bring somebody as a temporary individual that will be a full-time person but it can be here for a month two months three months and if there's mutual agreement the company will release the employee and they become part of our our staff as a full-time employee so it's really um you know a good opportunity that sometimes we do not have a uh trial period so um but they they are good with districts in in in helping if the employee also wants to go and stay then they they they allow us and you to move on in offering

162a permanent position to the individual there are some other companies that have a no compete clause and then for two years we cannot go that makes it really difficult not only for the employee but also for us because if it's a great fit and they want to stay full time they can't but this is not the case here okay that's very helpful okay monica roll call please mr amador aye mrs lewis aye ms lovato aye ms lubia aye 714 career and technical education department to enter a cooperative agreement with front range community college for the pathways in technology early college high school p-tech program motion to approve second thank you any comments discussion just happy so very excited to see renewed partnerships like this for opportunities for our students so thank you to everyone who

168committee of folks who are working to create that one-stop shop per se so i guess i was just a little confused as to if you want directly with egg pack or you wanted it with the group that is really focused on um the work at in that building which is everybody currently on kids first and meet with their boy so that's how i would think it would be with at the cap directly yeah it says that they meet on the third thursday through june so do we have a liaison for that um yes um so we'll probably then table 8.3 review adams 14 board of education member assignments for next year because she is had unfortunately had to um leave early so and then 8.4 board member communications does anybody have anything to share we
