003lovato aye mrs quintana aye ms lubia aye next on our agenda is the approval of the agenda um if i could ask dr wright to come forward and affirm that the agenda is appropriate good evening the agenda as presented is approved thank you thank you may i have a motion to approve the agenda so moved second thank you monica roll call please mrs estrella aye mrs lewis aye ms lovato aye mrs quintana aye ms lubia hi um let's see next is our superintendent's report i'm sorry it's not it's our celebrations and recognitions and we have the superintendent's prize patrol this evening yes thank you madam president members of the board those of you present tonight thank you for coming i would like to invite dr landin our communications and special projects executive director we have

004a short video for you also to watch but before we show the video dr landing is going to give a little bit of an intro on what you're going to be thank you dr lorea madam president members of the board uh we've had the chance to work closely since i got here a little more than a month ago but it's a pleasure to be here officially my name is robert lundin i serve as the executive director for communications and special projects here in adams 14. it's a joy to be with you here today because you got a chance to see a lot of what my team does over the course of the last hour and a half whether it's the interpreter sitting in the back uh the written work that you saw in the uips

005uh cameron there who takes care of all of our uh live stream and our video work or even a don at the front desk i am immensely privileged to lead a team that not only arms every member of the adams 14 community with vital information but serves to empower them to be able to make this district even better and that's the spirit why we are excited to share this video with you today our team is an extremely creative one but communications can often be a reactive task something happens on a campus and you send a notification out we as a team have embraced the idea of telling our own story for the entire district through a lot of different vehicles and telling the positive stories that are happening across atoms 14 before folks even know

006about it what we find is whether it's in the written word whether it's in video or whether it's simply spreading the word campus to campus we can show the great things that are happening so that more of it happens on a daily basis so what you're going to see shortly is what we affectionately refer to as the superintendent's surprise patrol because it's not always a prize attached but it's a surprise and in short you may remember that a couple of weeks ago there was discussion around the district about how we were going to increase the amount of free and reduced fee lunch applications that were coming in across campuses so rather than hope because hope is not a strategy we wanted to make it cool to be submitting one's lunch application and so uh we

007created what we call the superintendent surprise patrol what you'll see shortly is that we surprised campus and that campus not only received their surprise for being the top one in the district but then that video got blasted out to every single member of the atoms 14 community that in turn led to a dramatic increase in applications that same principle the idea of showing how it gets done right and then blasting it out to every stakeholder in the atoms 14 family is the value that our communications team is embracing and that it's going to become part of telling our story in a proactive way in the weeks months and years ahead i'm excited for you to see this first chapter shortly as cameron cues it up and for you to be part of telling that story

008with us as we move forward thank you for your support and thank you for all that you do on behalf of our students at adams14 and now i will turn the floor over to cameron one of our amazing videographers who will show you the fruits of his labor thank you jesus for a great accomplishment so follow me and be part of this celebration [Music] that's awesome so we have a little present because uh it is actually very important for everyone in the venture to determine these video applications absolutely so we're out and about celebrating um very accomplishments and you are the top school with applications that is [Music] thank you so much i appreciate that so much so keep pushing for 100 and make sure that all students are turning those new applications absolutely provides

009resources to the district absolutely i want to thank our teams in the front office here as well because they've been working so hard to make sure that we get those forms especially a registrar here ms alda [Music] they just fill it up [Music] so thank you for the communications team for showcasing that thank you madam president and next we do have your um update so if you can thank you madam president members of the board we i actually have four items to give a quick update i'm going to start by inviting mdt has a new lead partner for the district and mr andre wright is leading the turnaround work here in adams 14. i would like for him to join the podium um to share i know some of you have already met him in

010a one-on-one meeting but i would like for him to be formally introduced today actually this week week and a half day nine yes he hasn't numbed down but um mr andre wright um has been we have been meeting quite a bit and he has been learning drinking from a hydrant i'm sure it's how it feels but if you can share anything you would like to share about your experience or your work with mdt um please go ahead and do this sure um good evening madam president uh distinguished board of members and can you speak into the microphone yeah can you hear me is this better all right and superintendent lorea my name is andre wright and i'm the senior vice president for mgt over educational transformation that's not my only career i've i've been a

011teacher a paraprofessional i've been a substitute teacher i've been an assistant principal i've been a recovering middle school teacher special ed teacher principal director executive director chief of academics so there's i've had a vast number of years in the educational arena and working with students and changing outcomes for communities so this is not new for me uh it's just a new location i am excited about the opportunity to be here with you and be partnered with you in this work um of course the most previous what maybe three or four months haven't been the most uh pleasant and we've all experienced what uh what that has been and hopefully we can course correct and get on the same page to help support the students and families in this particular community our students our families deserve

012that from us they deserve our best and they deserve every effort that we can give them to change the outcomes and trajectories that are out there for them and that's what i'm here to do um i am looking forward to it uh looking forward to the work but as i said before day nine right and many more days to come so i'm here to support and i appreciate you giving me this opportunity thank you mr wright my next update is on friday october 10th we had a professional development day for all of our staff we had 400 certified teachers 25 building administrators 200 classified staff and 15 central office staff participate in professional development all the way from unit planning and planning sessions to instructional paraprofessionals learning how to incorporate teach like a champion techniques

013to improve engagement of students and to help facilitate a positive classroom environment and culture for the teachers we also had surveys in most of the surveys that were completed by the staff members who participated actually called the day a success and a useful time to for them to plan i actually visited many of the classrooms as i was walking around and i saw collaboration unit planning excitement so it was it was a good day that was on february on october 8th february october 8th on friday we also have on october the 7th a gifted and talented night we had more than 40 families participate in students from pre-k through high school and families were presented with an overview of the department introduced the staff that was in attendance and open for questions to clarify any

014questions that the families may have around the gifted and talented night and we will have another one on march the 3rd we have twice a year this night so another one is going to be scheduled for or it is scheduled ready for march the 3rd so thank you to the gifted and talented department and for every parent and student who participated in that and the last the last update that i have it's actually i want to thank dr patterson dr patterson has been our equity and diversity executive director she has been supporting the equity work at the district she has been supporting our elective teachers and also the avid program i was actually in a school today or yesterday now it's all jumbled in my head i visited four schools today so it must have

015been in one of the schools today and uh oh yes at um monaco and one of the teachers was actually saying how much she appreciated and all the elective teachers appreciated the work and the guidance she actually highlighted that this is the first time in years to use her words that there has been differentiated pd for elective teachers so this talks about the work that dr patterson has done she re she retires decided to retire i tried to convince her to stay i think a lot of people did but she has decided to retire from her lifelong career in education and we just want to take this opportunity to thank her for the work not only here but for the many students in in our nation so those are the superintendent updates i don't know

016if there's any question or any comments or any anything that you may want to add i'd like to make a comment um i wanted to thank you for taking the time to recognize dr patterson and her work and if she's listening out there thank you very much being that 90 of our student population our students of color and almost half of our students being multilingual learners and knowing that these students these student populations have historically been marginalized um it's critical that we as a district ensure that we continue the work with equity and ensure that the people that are in front of our students and leaders in and across our district continue to grow in a way that will best benefit our students so i look forward to hearing about when this position will be

017posted on the timeline around around when it will be filled and then continue to hear about the great work that ms patterson has already started again just ensuring that everything we do as a district is through the lens of equity to ensure that all of our students thrive thank you any other comments and and i neglected to ask for comments after the surprise patrol so if there's anything anybody wants to say about that as well that would be great i would just like to talk about dr patterson i was here when she first came on and she's done a great job no matter what you asked her to do she's there to do it willingly without any comments she just did her job and i really want to say i appreciate her being here and

018i'm sorry to see that she's going so thank you i too want to echo that and to stress the importance of looking at everything through an equity lens having that person there in that position guiding our district is very important and so i i too look forward for that posting so thank you and i want to thank the communications team for their surprise patrol that was really exciting and i know that that's something that is very important for our district getting those free and reduced lunch applications in so thank you for your work on that dr lorea any other comments um i would like to echo the importance of having a director of diversity and inclusion i would love to see a timeline and when that would get posted i would also like us to

019take a look at the responsibilities of that position um i found it kind of odd that it included electives and avid and things like that and i just want to make sure those supports continue and and the work that's been done to that point and then also to expand our equity work i really do think that we need to do everything with that lens um including curriculum including our pd um and our support to our students um and loved the video congratulations to our communications team i think it's great that we have these celebrations for the great things that we're doing yeah i have to echo what you said of equity i think all of us up here agree that that's such an important position um and not just because it's a buzzword uh i

020keep saying that for me equity means it's equal to equitable outcomes we want equitable outcomes for for our kiddos not just the buzzword um it's actually attached to an action so it is very important and it's something that we should be looking at across um from you know hiring policies down to even our policies something needs to be it needs to be weaved in um and it's something we've been asking for for a while so i am hopeful that this time that like you know it just will be weaved into everything um because that's what i need that it's just a need i mean it's no longer a want i think it's a need and also i want to say thank you for dr lauria for recognizing the schools i think it's a good start

021on recognizing that we have some staff that do amazing work and don't usually get recognized for it um and so there's a lot of folks out there that have gone above and beyond and i would love for this to to expand to really include more than just you know something that benefits the district but also benefits them that we we do see um that they go above and beyond and i know a lot of the staff in a lot of the schools do some very innovative things on their own and yeah it's just a good start so thank you for doing that and thank you to the coms team as always they've always been amazing um you know i know you have a new person here for uh i know you you're probably counting your

022days too but about a month or so but even prior to that i've known some of them for many many years and they all do an amazing amazing job so thank you all so if you see dr patterson in the halls or in her office just wish her well we it is a great loss to the district and we hope that she finds retirement rewarding so thank you absolutely her last uh she is here through this week tomorrow there's a celebration for anybody who wants to come in out in the um the park out there next to us and i will be working with mgt lead partner mr wright on to provide updates and we'll be reviewing job descriptions and we'll keep you updated through either friday updates for sure and potentially here as well

023thank you thank you okay next on our list is audience comments we have two audience comments this evening i'd like to remind you to keep your comments to three minutes and monica will set the timer for that the first is rafael bautista if you could come forward raphael good afternoon i am a member of the church right here the catholic church i always think i have a microphone [Laughter] so good afternoon i am a member of the catholic church here in the community and we're here to talk about the experiences that we had in in this community and talk about the uh and the work that we've done with the community and the priority that we have set forward for the educational community in our students and i have i am the profile of three

024children one and i have two more here in the schools of this district and i'm going to read something that we've been working on since 2019 uh and i'm talking you know thinking as a father and we know that we've had an external management team that's been working uh and then we have all of these things that we need to say um and you know we have our our board and we have a superintendent right here that they need to hear what the things that we've been doing throughout our conversations uh with community members and interviews with experts we have come up with proposals on how we want to collaborate with mgt with uh the board the district and the superintendent for example education the first four proposals have to do with providing clear concise

025and timely communication with families in the community before making big decisions for example the plan for bilingual education we need to meet with our ministry and with in other interests and parents students for accountability every three months and in these meetings provide evidence to support the important decisions mgt is making propos accessibility proposal number two provide a progress report which is bilingual and accessible to the community every three months and to make it available to families in each school in both print and electronic form proposals proposal number three meet with us in another big public action at the end of the year night uh 19 and 20 school year proposal yes and proposal number four work with us to form an advisory committee composed exclusively of parents and current middle school and high school students

026which will play a formal role in key decision making of the district our final proposal has to do with what we have heard from the community in its desire to have a quality bilingual education that values the culture and heritage of all students we want the district to view bilingualism and bi-culturalism as a strength not a barrier and to collaborate with us families to create a good plan document proportional evidence and the fifth and the fifth proposal is within three months create a document for the community and provide evidence based in on research studies explaining your theory for why your plan will work for our children and i would like to expand a little bit especially in the year 2019 we've been working with these proposals are still waiting for these proposals to come about

027but i can tell you that number five we are very happy that this is becoming a reality and it is already impacting our children and community just and thank you to the board to superintendent and uh to mgt for the space you provided for this conversation thank you very much next up is maria r [Music] and you know me i'm maria rodriguez and i've been a member here for 18 years and again like i've told you before i have two graduates from this district one goes to csu one goes to the community college and i and i have two more in adam city okay so i would like to think that you would not prepare for us to come over so that you wouldn't have simultaneous interpretation gracias estas proposed foreign and these are some

028of the proposals that we brought up for mgt all over at at this year 2021 to you the board to the superintendent and to the current leadership and mgt [Music] and one member or someone in the district has these proposals that rafael brought and the ones that i'm going to give you right now someone has and some of these were talks that we had every three months that we had with mgt and what members in the district [Music] familiarize uh and starting uh this school year this is the first proposal foster family engagement in classrooms by having all teachers and school leaders participate in a course book club and other evidence-based professional development to better develop their relationship with families and then starting this school year permanently incorporate and implement an evidence-based capacity building program

029for parents who want to develop their leadership in the district collaborating with established organizations that are already dedicated to cultivating leadership of families such as parity in open doors and then we had several talks and then we were able to bring in parity uh into the picture but we were not able to go forward with opening doors proposed and our third proposal is to co-design research in collaboration with our committee and other community members to choose which parent and teacher programs are best for our community and how to implement these programs yes and these are some of the proposals that we've had from 2019 to 2021 three years and we've had you kind of outside of this but now we want to integrate these proposals for you to consider thank you very much um next

030on our agenda we have um our business items um item point i'm sorry item 7.1 approval of the 2021-22 school year vendors um items pardon the consent item oh i'm sorry sorry about that thank you [Laughter] um i apologize um next on our agenda is the consent items and that is item 6.1 personnel actions so may i have a motion to approve item 6.1 please thank you a second thank you who made the motion um so may i have um roll call please thank you mrs lewis aye ms lubato aye mrs quintana aye ms lubia hi thank you now we have the business action items and i apologize i'm not feeling well this evening so i'm just trying to make it through item 7.1 approval of 2021 2022 school year vendors may i have a

031motion to approve so moved thank you we have a second oh second okay and do we have any comments or discussion regarding this item question oh sorry go ahead i just have a question um this is all ready for 2021-2022 um so didn't we do this before because i know we have had this conversation because we needed to really go through and look at them before we voted on them uh i think it's like just confused as to why they're on here again so um dr lauria can you explain please explain president madam president um director zubia yes go ahead i'm sorry go ahead miss kentucky i was just wondering uh on this 7.1 for the vendors normally mr sorts don't we get this um these vendors the list of vendors in like early spring

032before school's out so we can be ready for this and i have it pre-approved i'm just kind of wondering why we're not get we're just now getting it and we should have had it a long time ago good evening uh president lewis members of the board superintendent maria thank you for the question uh treasurer quintana yes uh you do normally see this in june and i think you know it's fair to say that um you know that you are seeing it now is a sign that things have not um gone uh to the best as they may have gone so i will um you know at this point just offer that my apology my sincere apology that that is what is occurring and i think um you know at the root of that is a

033con is a issue around the interpretation of our purchasing policy and that is something that i have had a discussion with superintendent lorea about that i believe we need to clarify the language in that policy so it is uh very clear around our process here and you know we have had some discussions about how to you know get past this place where we are unclear about what has and has not been approved so we have prepared this list at this point hoping to you know be able to get your approval to move forward with those vendors as they're presented okay i guess i still don't understand why it came like six months after the fact that we should have had this and approved it already in the budget that language in that purchasing policy references

034the adoption of the budget as part of the approval process of spending and to me there needs to be greater clarity in that purchasing policy about the board's desire to see that separate list presented as as a superintendent recommendation and i think that would avoid this you know particular issue in the future so it's really clear that that needs to come at that time and i do understand that there is a you know very clear um you know every year since i've been here that has been something that we have done right let's provide that list exactly but i think it came down to an interpretation of that policy who is interpreting it um you know that was uh a discussion between myself and mgt okay okay thank you um i know that we've we've

035had questions or requests from board members you've requested a vendor list prior to this time and up until this date we haven't received that so um i appreciate you bringing it to us um so we can see those even though it's it's after and like i said normally we've had this ahead of time right every year we've i've been here this is my eighth year we've had that and we should have had it a long time ago to pre-approve it so thank you mr stortz i agree yeah so i agree um i think uh mr stores brought up a great point um i've often questioned this policy and i don't know the formal way to do it i don't know if we need to approve this first but i would like to offer a motion

036that we bring this forward immediately with our financial team to help support rewording this because um it's very frustrating it's it feels like um things are hidden that shouldn't be hidden um and i think we not only need to be transparent to our community um to which we serve but i would like to better understand what contracts were entering why um the language and the sheer amount i mean some of these are a lot of money and and to me this kind of seems after the fact because i'm assuming since it's now october these are all in motion they're all going and so it seems kind of uh river stampy pointless to approve each one um i i realize uh and i appreciate that their dream brought forward to us so thank you everyone whoever

037uh decided to bring these forward um so when you're talking about redoing the language you're talking about the policy yes i would like to pull this policy and um have it on our next meeting and we i think we've talked about that before there's just a another policy of doing it yes there's and there's other policies that that go along with this so it's it's not as simple as pulling just that one policy but all other policies and i know dr lorea is thinking about that and trying to put that together is that correct that is correct madam president members of the board um thank you for for the question um yes um vice president lovato the policies that mr source is referring to is dj and dja specifically those there was a request from

038you to reword that policy we started doing that work however there are many more policies that are attached to it so the proposal was to bring all policies together because it really needs to be a little bit more comprehensive than just a single policy dj and dja was revised on [Music] june 9th of 2020 if i am recalling correctly that first meeting in june of 2020 and we will bring that again to to look at the language but there are other policies that are connected to that one so rather than do one in isolation we're really looking at all the policies together to ensure that there is a full transparency and that you as a policy governance board can rely on the policies to set the direction of the district and i think prior to

039that time we have careful eyes on things that are coming to the board to ensure that they reflect possibly the changes that we want to see in that policy so i think that you know we're looking at those carefully and um i think dr larry is aware of the changes that we'd like to see in those policies so she and finance are working on making sure that nothing passes through us um that may be opposite that so does that make sense yeah that was going to be my next question is like okay in the interim do we have a blanket statement that we can direct staff that we want to see we want to know and approve these before they happen yes madam president members of the board vice president lovato that is correct what

040madam president shared it was directed that no contract was going to be moving without your approval and that is all contracts that are 25 000 or above and that has been the practice since it was directed this is the reason why last time you actually saw some of the contracts that had been in motion already or have been completed or it was almost completed you will see a few today as well and we are looking back at all the contracts and making sure what needs to come here even though it may or it is actually after the fact we want to make sure that you have the opportunity to to look at these contracts because that was the intent that you had when the or my understanding when this policy was revised in the summer

041of 2020. i don't know if our legal counsel ms farrell wants to add anything since this is policy related and i know that he has been involved in the conversations thank you dr lorea and chair i'll just add for the boards and the public's explanation the policy that we're talking about is a policy it's an important policy it sets forth the the amount of delegated authority that there is in the school district so the board has has delegated purchasing authority up to 25 000 that's what's in this policy uh there's a sentence in the policy that was added that's what's being referred to as it was added it says that um the specific language sorry for the delay here this it's it i'll read it it says any single non-budgeted purchaser expenditure greater than twenty

042five thousand dollars shall require advance approval by the board this shall not apply however to professional services instructional services or materials and private instructional placements required by law so that sentence was added at the same time that it was proposed that the board would increase the spending authority to fifty thousand dollars the board rejected an increase in the spending authority and kept it at 25 000 but agreed to some other changes to the whole suite of financial policies that included that additional sentence that's so i think that's the the issue that mr stores was addressing that there was a disagreement about the interpretation of that policy i just want to be clear i was not involved in the redrafting of that policy i was not asked to give an opinion about that particular language i

043have since looked at it recently since i know this has become an issue and it's in just it's my opinion that that policy shouldn't be read to allow expenditures on professional services or instructional services and materials without any limit i don't think that that's uh what the board intended uh at all and i think a more reasonable reading of the statute that matches what uh the board's intent seems to be from just the plain language of the policy as well as the context in which it was revised and amended the content the the comments that board members made during those uh meetings when it was amended is that that same twenty five thousand dollar limit should apply to those same categories so that's that's my interpretation of the policy now given that there's been an

044issue certainly think it makes good sense and would recommend that you revise it i've already prepared some language and it would be a pretty simple revision thank you yeah i i think um i would only like to add i i very vividly remember this conversation and it was my understanding that it was a temporary thing during clovid we had never experienced that and um i'm just disappointed so i think i will symbolically vote no if that's okay um just not not to say i disapprove the work that's being done on the vendor list but i i just want to you know forcefully say i did not agree with this um thank you thank you miss katana did you have something oh i was just going to say um just looking through what we have here

045they look pretty standard the the vendors but it goes back to the policy you know and i remember when they brought that in to approve for us to approve them to increase it but it was temporary it was not that added verbage that you know was uh jonathan just read it was just a temporary time till we get through covet because the board wasn't here all the time so that's that's my understanding of it you know so great thank you any other comments no i have to recuse myself from this one by the way so i just wanted everybody to know i need to recuse myself because um one of the people on one of the organizations on the vendor list is the organization that i represent that i work for during my day job

046so thank you thank you for letting us know that's why there was no conversation for me monica roll call please mr so can you explain you were in the process of approving the vendor list approving the vendor list um after the fact so and i had approved to or i had um what is it i had no i had moved the motion to for approval i would like to vote no if i can change that okay when we do the voting then you can vote no just to let you know because we have two no votes and a recusal this will not pass so what implications does that have for us mr farrow well if you don't approve the vendor list then it could call into question future expenditures right that haven't already been incurred

047for vendors on that list in this school year um does it call in the question expenditures that have already been made i mean i think if they've already been paid but the issue is has the district already incurred services but hasn't paid for them you know those vendors could have a that could create a legal issue that would need to be addressed so you know i think it i would just encourage the board to consider you know if you've if you have concern i think you've made your concerns tonight it's the timing of this is very unfortunate and sometimes you just have to deal with these as those when they're presented and so there there are consequences for sure so i think the issue is that that we've you know we we know that this

048is coming after the fact we should have approved it in june with the budget but because it does implicate the impact the the vendors that we are in contract with now um likely we should we should approve it i think we need to approve it because they've already been here but i think we need to look at the policy yeah and correct it yes agreed yes because we don't want to penalize our vendors yeah right to get upset with this because they've already did their services yeah you're right yes and i should qualify that my firm is one of those vendors that's listed i am in no way advocating if you want to pull mine off that's understand mr pharaoh is it appropriate for me to make a comment about this thank you a little

049just wanted to check um madam president members of the board um i would like to encourage you to consider approving this i think that at this point what we are doing is trying to backpedal to ensure that there is complete transparency in the financial process i know there has been many questions about this by no means this is on this list that there is any concern about the services they provide this is pretty standard uh some of the items in here are very standard you know utilities and insurance etc so i would like to encourage you to consider approving this um and i i thank you for the comments um you know that have been made about the concerns those have been shared with me as well and i think you have heard from me

050many times that the commitment is that everything will be brought to you for approval and from now and moving forward especially now that the policy has not been revised yet so everything will be brought to you in the meantime but i would encourage you to approve this because this this will create a great disruption to the daily operations of the district thank you yes yeah that's helpful okay um so monica roll call please mrs obama yes what do you want to say something did you have something else mr i'm sorry to interrupt you bort madam chair i just wanted to also point out that the vendor list is is not it's typically i didn't look terr you know at every single one of them but typically you're talking about vendors that have recurring business relationships

051with the school district so these are not it's not a situation where for example one of the vendors is you approve it tonight and you never would have approved that contractual relationship to even start typically like for example board member zubia mentioned kids first i mentioned my my firm you know that dr lorea mentioned the insurance the district's insurance coverage those are very long-standing contractual relationships that the district has had sometimes those agreements are you know complex written agreements for one year sometimes they're multi-year agreements and these are just recurring vendors but traditionally uh this district has the board has always had them annually for sure in the spring or you know in the summer early summer with its budget so um but i just wanted to make clear that so you understood you i

052don't i didn't look at it you know every single vendor very carefully um but i don't i don't think it's a situation where you're approving that list and therefore approving a new contractual relationship tonight that hasn't been entered into if that makes sense yeah and and that was my concern because there are some new ones um i think we're addressing the problem um just by bringing forward future contracts to us i just didn't want to approve it and effectively say okay now i'm approving um a 700 000 contract that i've had questions about before but i'm effectively approving if i'm saying yes to this list so that's helpful to know thank you and i agree um as ms quintana said usually this comes with a budget and for transparency purposes with our community it's important

053for them to know where we're spending a lot of our money we have a lot of big contracts with people who provide services for our districts so and that's and you know that's along with the budget so it's important that they see this list but as we're saying we should have seen this list prior to this time but we are bringing it here again for transparency purposes so that we know and our community knows where the bulk of our money is being not the bulk of our money but a lot of our money is being spent and a lot of these are a student-oriented these these vendors that these are our works that do have our children so i want everybody to understand that we're not approving stuff that doesn't help them these are all

054it's food it's everything so i think we need to definitely approve it thank you any other comments no monaco roll call please mrs estrada aye mrs lewis aye ms lubato hi mrs quintana aye ms lubia i recuse oh sorry abstain abstained sorry i recused myself thank you for that conversation board i think that brings it more clarity to this this vendor list and to the need to look at those policies more carefully so thank you next is 7.2 approval to contract with adams county early childhood the adams county head start may have a motion to approve motion to approve thank you second thank you any conversation or discussion regarding this okay monica roll call please ms estrella aye mrs lewis aye ms lovato aye mrs quintana aye ms lubia 7.3 approval to contract with little

055giants learning center motion to approve thank you second thank you discussion board monica roll call please mrs aye mrs lewis aye ms lovato hi mrs quintana aye ms zubia hi item 7.4 approval to contract with lardon hall to provide educational and therapeutic interventions for students with severe needs for the 2021-2022 school year motion to approve thank you second thank you comments discussion okay i just wanted to um clarify something so these are also after the fact right are they part they're still like what they they've already been providing services um thank you madam president members of the board uh director zubia uh the the two that you just approved uh 7.2 and 7.3 are after the fact those have should have been brought to you before 7.4 however uh our this company this um organization

056uh laradon has provided services to students before they were they the student were a student was transitioning back to us but then based on the needs there's a need to go back so this this one is not after the fact we're considering uh based on placement to um use their services again um so this one is not this uh 7.2 and three were okay thank you we've always had services with larry oh yeah okay um i believe we had a motion and a second on this so monica roll call please mrs rada aye mrs lewis aye ms lovato i'm mrs quintana aye ms lubia hi um 7.5 approval to purchase ipads and cases for students may have a motion motion to approve a second any comments or discussion obviously our students need these to do

057their work so um monaco roll call please mrs aye mrs lewis aye ms lovato aye mrs quintana aye ms lubia aye 7.6 approval of emergency purchase for two rooftop units for sandville preschool motion to approve thank you second thank you monica roll call please mrs lava aye mrs lewis aye ms lovato um aye mrs quintana aye ms lubia aye i'm sorry did you have something to say yeah i just had a quick comment or well a question and a comment my question is um when we replace these are they going to be included in the the equal credits that we're getting through train through that program and you can answer later i realize it just popped in my head i see mr schwartz coming up so okay thank you for the question i believe as

058a result of replacing the units the energy efficiency would would improve overall through that contract with trane so i will have more specific answers for you later though okay thank you for answering my question thank you my other is just a comment i appreciate our operations team for looking forward instead of reacting and waiting for it to stop working and then our children suffer and our staff suffer um i guess part of this is a question as well because i'm wondering um where the facilities um plan or i want to ensure that we're looking at this especially as we're heading to the winner because i don't know about you guys but it's been colder than usual earlier and i just want to make sure that our buildings are prepared to handle that [Music] yes madam

059president members of the board thank you vice president lovato yes in november we're scheduled per your request last meeting we are scheduled to have a presentation to you about the facilities plan and that will include a priority list of repairs that need to happen and potentially use of the fund balance to make those repairs and in conversations with the chief business officer mr marquez the goal is to be able to get into a more of a maintenance type of work than repair he did share i think i shared this with you during the last meeting how expensive is to just change the boilers at the high school for example because there was a crack in the boilers that made them dangerous to function when the maintenance of those would have been much cheaper so we're

060going to try to get in front of that and he is also working his department is working on creating a website so there's going to be for transparency uh for everybody in the community there's going to be a schedule of when things are going to be um monitored and uh when the their you know the different companies will come and do the testing of the different areas i am getting trapped here with the technical words that he uses because it is so mechanical that i cannot repeat that but there's going to be also that opportunity to have all that for the community and for our teachers and in our staff to see when this routine monitoring and routine i'm looking forward inspections will be happening mr schwartz yes please if i am missing anything or

061not explaining it correctly i'll add just a little bit to that uh dr lauria so uh actually i'm in the process with mr marquez and i've been meeting with our ground supervisor custodial supervisor manager of transportation i'm actually about to start work with my master plumber in operations as well as our electrician uh we have a limited number of people there so it's it's critical that we're efficient but going back to reactive uh maintenance versus these proactive scheduled maintenance procedures is what we're really developing so i have a month by month calendar that i'm actually working through with each of these people so we just have a better plan for the future and fewer emergency reactions yes uh thank you mr schwartz that has been a conversation and a request also from the teachers union

062uh jason and i have been meeting in my listening tours with teachers and i know that is something that they have been looking forward to to have so it is responding to many of our stakeholders um asks um and adding to the transparency i think that's very important with the age of our schools even even adam city high school some of that routine maintenance might have alleviated some reactive absolutely uh it's no secret we've had some turnover in in this particular department and i just hope to bring some stability while i'm there and really going back to the preventative maintenance schedules and you know it will be a process absolutely and we will just continue to discover some things maybe that have been neglected along the way but ultimately i just wanted to be much

063more efficient and uh and a preventative maintenance model for the future great thank you thank you mr schwartz one last comment this actually the purchasing department the request and justification for emergency purchases this is one of the documents that will be attached to the dj in dja because there are emergencies that happen especially you know with buildings um you know in repairs and we will have discussions of what really constitutes an emergency and what is your interpretation of an emergency uh cove it certainly was an emergency and continues being an emergency but even after the fact you should see these type of forms where we come and tell you there was an emergency we needed to act we couldn't wait until the next meeting to get approval otherwise business would have stopped and there would

064have been a disruption in the day-to-day operation but you should still get it and that is what we're going to make sure that it's uh clearly stated because although it's been practiced it needs to be clearly stated in the policy thank you so the next item is 7.7 approval of emergency purchase for two heat exchangers for adam city high school may i have a motion so moved second thank you any comments regarding this i think we've covered that in their last comments um i'm not sure if i have to recuse myself from this one so i have a question is this the one that impacts the wellness center or no okay because i know at one time um so temporarily i've been working out of the wellness center i just want to make sure it's

065not a conflict so thank thank you monica roll call please mrs miss estrada aye mrs lewis aye ms lovato aye this is quintana aye ms lubia aye item 7.8 approval to continue partnership with the university of virginia executive education programs materials and services to adams 14 education leaders for cohort 18. may i have a motion for this so moved i would like to discuss sure second thank you and discussion regarding this item um i'm happy to start i i guess um and i feel bad because poor mr wright is just fresh on board but i'm still really lacking clarity about this particular partnership specifically um because i hear that it's being covered by mbt mdt and it's not so i guess my first question is were the previous cohorts covered and now this is a

066change in practice or is this something that we're seeing um as part of kind of an after the fact um contracts like like some of these other ones um so i don't know if that's something mr wright or dr lauria can help with um my second question is it says cohort 18 is this our 18th cohort that's going through this program oh this is uva's 18th okay um so then my one more question then i'll be quiet um how how are the um participants selected um like are we targeting our higher needs schools um like central and adams city or um newer principals principals that have already established this kind of leadership in their in their program i'm just curious as to how they're selected thank you modern president members of the board uh vice

067president lovato so three questions let me see i'm sorry i invite uh also mr wright to come and see you know to clarify i know there has been discussions um around this with him so the first question um the uva cohort number 18 and 17 and 18 is their cohort number it's really cohered one and two for us the first cohort which is cohort our first one is camp rose hill in adam city middle school that group started two years ago this they completed year one now they're into year two starting this august was year two cohort 18 for uva is our second cohort and that will consist or currently consists of adam city high school monaco lester arnold high school in central and cohort 17 there were three sloth slots covered by mgt i

068believe that is the question that you have and cohort 18 is covered in full and i'm looking at sheila to confirm in full by the district last year there was one school sheila clarify or or mr right that was paid by us now i'm getting confused i believe adam city middle school was paid by the district um camp and rose hill will were paid by mgt so two schools were paid by mgt adam city middle school paid by us last year in this year all four schools being paid by us yes to the question of how the schools were selected i know there has been discussions around that as well originally and sheila please jump in if i do not explain this correctly because i was not here but what i have learned is that

069the conversations with mgc and probably john farrow can help us as well because i know that you were part of those conversations there were the expectation was that it was a treatment above and beyond to schools that were closer or further along i guess in the accountability clock in those were rose hill central and adam city high school there were discussions and last year at the beginning of last year and mgt decided to not put in the first group adam city high school in central due to changes or situations in the administration and instead included camp in adam city middle school rose hill was included in the group last year two of the schools paid by mgt one of the schools last year paid by um by adams 14. um if i can add just

070for a moment um madam president lewis distinguished board members and superintendent lydia mjt had three schools identified in their monocle was the the third school that was approved in addition to rose hill and kemp with the change in leadership at monaco elementary school that cohort then moved with the new leadership into cohort 18 but was originally funded under that third slot and then adam city middle school was then paid for by adams 14 under our title funds thank you for the clarification i was getting tangled with the number of schools in this year then the other schools been all the schools being paid by us this is what you have here i don't know if mr wright has learned anything um different to what i shared or if mr pharaoh wants to add anything mr

071wright um and just to clarify so adam city high school monaco leicester and central for this year cohort 18 is this their first year yes that's correct this is their first year they uh participated in the first training in june mid-june so this is one of the contracts that we are already doing after the fact that we that we have mr wright was there anything else that you wanted to add wright has been drinking from the hydrant to use his own words i know that no that that's not a problem one of the things that i committed to was to make sure that you had answers to your questions right i mean i've said it and so there is an explanation that goes into detail specifically around how the decisions were made as it relates

072to mgt and how it relates to atoms 14. understand the initial from my research and my um my asking questions this was not about necessarily who went in first because that dynamic changed the mgt had three slots okay and so those slots were originally going to be certain schools but because of dynamics they didn't take the slots off the table they just filled those with other schools it was another discussion after that about bringing on another cohort and ultimately a decision was made that adam's 14 would pay for this new cohort so now you have you've had 17 to go through in uva assigns those cohorts and now these new schools from adam's 14 are cohort 18. so at this point that's where we are as it relates to this particular contract now i will

073follow up with you all with your board secretary in about 30 seconds with a detailed explanation of what i just told you so that you have that as a reference moving forward thank you thank you thank you and now that we happy here sorry um now that we have you here i i was wondering if as part of this um if mgt would be able to provide us with um reports on how uva is being implemented in schools and what the outcomes are so let me walk you through what you what i've had a relationship with uva as both uh a district shepherd i don't know if you all you've heard that term yet um and starting a cohort in a different district as well as site business the whole you know the whole gamut

074right so ultimately what they will do and should do is provide the district to the shepherd with a report that talks specifically about whether they visited a school or whether it was a site visit for the district okay that should be their progress monitoring update based on what they are looking for on the areas that they want to leverage the most right ultimately they are not opposed to doing exactly what i'm doing right they can either be on the menu or the agenda either one because that's what they're there to do and it's their responsibility so it's not that i can't bring them here to say based on a follow-up you have specific questions about what they solve that's something that you have access to if that's what you want but also if you are

075interested in their reports those are available as well so you will get the report first if you want a deeper dive you can have it from both perspectives you can have it from my perspective and there simultaneously if that's what you want so i would just push this back to tel for you to tell me what is it that you're looking for so i'm not guessing because i'm not going to do that i want to be very specific about what you have i have a question because i i'm the only one on the board that was when the contract was put together and when we contracted with amgt it was mgt uva so i was quite surprised to see uva removed from that and now because under the contract mgt was supposed to pay uva

076if i'm correct and now once they left now we're bringing them back and it looks like we're paying for them so i'm a bit confused so once who left uva they did leave us am i correct jonathan no you behaved i'm i'm i'm just trying to make sure i'm understanding yeah when we contract when we wrote the contract with mgt it was amgt slash uva that's how they came to us and now to see this added money it it looks like we're paying for that and that's where i'm confused because under the original contract that was they were supposed to be paid by mgt's the money we pay mgt in that am i seeing it wrong no madam chair yeah board member quintana i i um i think what you're referring to is how mgt

077presented itself to the school district the school board and also to the state board of education and a lot of the the original proposal for the management contract and the partnership et cetera that was all uh presented as mgt in partnership or in consultation or you know with uva and so it was the way that the the that the partnership was presented was that uva was up pretty high as a partner it wasn't you know way down the list as a subcontractor so i think what you're saying is really how i think the whole board perceived that relationship from the start and what only thing i can add to you in terms of the contract i mean i will say members of the board this is one of those issues that we were discussing with

078mgt when we were in dispute resolution so you know i'm not going to go into a lot of detail about it but it's one of these issues that we haven't been able to resolve but you know the district's position has been asking questions about why is it that it's being asked had been asked in the past in 2020 to pay for adam city middle school and then why is it would it be asked to pay again for any any leadership training for school district employees to go through uva why isn't that covered by mgt's contract fee which is obviously considerable so to my knowledge we have not received a a substantive legal answer as to we'll look here in the contract because the contract as i read it for example just on page five and

079six of the contract annex which is annex number one it's where most of the detail of what the scope of work is going to look like in the four years of the contract there's a heading there that says district and school leadership development and support and it talks about what that is i think the uva work falls within that and it says on the next page it says that that work continues from the initiation of the agreement through the end of the agreement that is through the whole four years and it's not limited to any specific schools it is written to be district-wide so i mean it's it's really kind of a contract dispute i think the history of it is very interesting i think you've gotten a lot of that answer tonight the the

080legal issue is just kind of to be determined the issue for you tonight is you've got you've got a situation where mgt i believe i mean that could be corrected if i'm misstating it my my understanding is that their position is is that they're not going to pay for this contract that you have for you tonight and so if you want to have the work done and and the department state department of education i think agrees that the work is important that it has value then you've got to approve it and fund it yourself now that doesn't mean that that's forever it could continue to be something that we're going to have to work out with mgt about whether they would agree to reimburse the district or you know how's that going to be resolved

081but you know the it does raise some state compliance issues we just worked really hard to make sure that the district is in compliance so i you know that's i know you're in a position you probably don't want to be in to have to look at this contract tonight but you know unfortunately it's just another one of those that there's not a good answer as far as the legal dispute there just is one and and we're going to have to resolve that i don't have an issue at paying people for their services but i just was wondering about the contract yeah and i'm not here to give legal opportunity exactly exactly my purpose for sitting here exactly and i'm i can't respond to that and the only reason i could say i bring it up

082because i'm the only one here when we initial put the contract together and besides jonathan so and i will refer any questions that you have back to mgt okay thank you advice legal authority so that they can then communicate with your uh your legal advisor and uva has a great you know um following so production so well and i want to thank you because you already um helped me feel better about uh moving forward because you did say you would supply those reports that information and i received them i don't know um if those were forwarded on to the rest of the board but um i appreciate that because it helped me understand what what was happening and and how it's working well i didn't get to meet mr wright because i'm on my way

083out so you know i only have a couple of what weeks left oh my goodness nice to meet you even in the short time nice meeting you so um i just wanted was wondering about uva i don't have anything against uva they're in good standing i just have a question about the way the contract is written and i think that was one of the reasons why we had tabled this to begin with um how would we go about directing mgt and the superintendent to have conversation around clarity for this well he just said he's going to he could do it relay it yeah i for me personally i think at this point like i don't want to disrupt the service yeah because it's already in progress right but i mean for the future yeah like

084how we can look at it in the future i mean not me but right yeah yeah i think that would be a conversation between mr pharaoh and their legal representation all right thank you okay where were we um i believe we had a motion in a second so um monica roll call please i so um 7.9 approval of the 2021-2022 school and district unified improvement plans they have a motion to approve motion to approve thank you second thank you and i know we just heard some of these this evening but they are due to um yeah cde next week i believe so or the end of this week this week yeah yeah yep so um october 15th yeah yeah so any um conversation or discussion regarding these um i i know the timeline changed this

085year um i would just like to um first thank all of our team for all the work that was put into these because i know it's a lot of work um i would also like to put a bug in the in everyone's ear for next year that we start this so much earlier it's so hard to read through all of this with with good intents and and clarity in three days my other hope is that we kind of build a project management about these and that we as a board and in conjunction with jack and our principals check in on these check in on these measures that everyone took the the time to to build at a minimum quarterly um and during a public meeting so that all of our community can be aware and

086i want to add that we can't forget that spec that specific step of making sure that we honor the voice of dak when it comes to these um and i know that the time it got moved that yeah the deadline got moved but either way i want to make sure that you know they're our advisory committee and i really do you know i respect what they have to say and i want to make sure that we're respectful of their time and um everything that they've put in um is you know it just is the way it is and that's how we we really wanted to set it up so that um the parents that are on that committee as well as staff but mainly those parents are being heard and that they have um you

087know some buy-in in this and that they have their their ideas and everything else really listened to and and they have a whole subcommittee that's dedicated um to the uip and so i just want to make sure that that's something that we continue to do um yeah moving uh forward president members of the board um director zubia thank you uh and um vice president lovato um it's like you have been reading our minds because yes indeed the timeline from cde change from may to october so it was a whole basically a whole year so we have been in initial conversations to front load a lot of this information for next year we are working we had conversations with mdt as well about this so we will be proposing a timeline so that even during the

088summer when principals are here during our 12 days of professional development that that is a gift they can also dedicate time to work on these maybe even a draft before school is out because we already know and they will already know some of the needs that they will have in you know the following year so we are looking into into that so we will be bringing it to you to present it uh but i also hear uh a uh to select benchmarks so that you can be receiving quarterly updates on the progress of um of this current uips and the progress at the school correct okay for all schools or for uh the ones on the clock or how would you just for clarity for all schools we'll work on that with a team with

089mdt and with um with sheila so that we can get that and then include dac's voice uh although we're going to be backpedaling because they were not able to see it because of the time of um you know the time of the when they were due but they can certainly provide guidance on the benchmarking um tool that we can build based on that in the 90 days of some 90-day plans of some of the schools especially the schools participating in the uva training as part of that work they create 90-day plans so those can be used as benchmarkings in other schools can participate in similar structures as well to bring it to you forward on a quarterly basis thank you thank you yeah um vice president lovato thank you for bringing that forward because in

090the past we've seen the uip plans and then it's like okay yeah so but we need to see the progress that the schools are making on those because they work so hard on them and we want them to uh you know celebrate the progress that they're making on them so we would appreciate those reports so yes thank you for yeah thank you and in just uh one last um piece um the one pagers will be shared with doc tomorrow and i get it this after the fact but then we'll engage with them on i'm starting building or brainstorming ideas on the quarterly reports and what shouldn't be included there so we'll that will add that piece to tomorrow's conversation that will give them some some voice in that so appreciate that and and i mean

091in reality these are public documents that should be shared and and posted um everywhere i i would propose that each school has their full plan on their website so that it not only creates buy-in but it's everybody moving towards the same goals versus we see it once a year and that's it yeah absolutely noted thank you um with that may i have a uh roll call please monica you didn't do a motion did you yeah i think we did we did all right i um next on the agenda is um 7.10 approval to provide one thousand dollar hazard pay stipend to classified support and tech and certified staff motion to approve thank you second thank you any discussion regarding this item um just applause thank you everyone for sticking through everything and i mean i

092i would say spend it all and give it all to them right now but i know there's a plan uh for the money but i just i hope you um know that we appreciate you yeah it's not enough to show appreciation for what everybody does but yeah it's a start and um yes and i know that um these folks work just as hard they're they're the backbone of of the organization um honestly you have teachers you have admin but without your your classified and your tech and your and everybody i mean they all work really hard to make sure that our kids get what they need so everybody does wish we could give it to everyone just to think about the way that they just kind of quickly turned around and oh my gosh online

093was just amazing so so thank you yeah what they've what they've done and still are doing um through this this coveted period has just been incredible so so if i if i may um add we we are very proud uh and happy that we can present this to all our classified our support in tech and uh to our teachers our certified teachers um last year they there was a stipend also um to uh thank them a little token because just like you said you know we wish we could give much more and there's there has been long conversations with cta i know that we have engaged with them for weeks and in conversations with mr right then we can now bring this forward to our staff in july and during the professional learning days with

094the principles we shared with them when actually we were discussing how to retain teachers and how to support them and in staff teachers and staff giving them feedback and we shared with them some data in research that shows that many of the staff members by thanksgiving sometimes they already start saying you know they're going to be leaving at the end of the year and many of them by december have made the decision so we have been encouraging our principals to be very clear on how much we appreciate the teacher's efforts because i was a teacher myself and my daughter is a teacher right now so i can see it from both ends and this is just a little token of our appreciation this will come in a separate check i know that cta in the

095past requested when we were talking about this a few weeks back they had requested or teachers appreciate when it's a separate check because it doesn't get mixed in you know sometimes they don't even see uh it's typing in there so the x the goal is to before uh thanksgiving sometime um in about a month mid november they will receive a separate check with this amount it is para eligible so that is also a plus for them that i know that jason from cta mullenberg and i were discussing and then i later shared with mr wright so very appreciative of the work of our staff and i just want to publicly say thank you gracias for the work they do and um so so thank you for considering approving this thank you want to go roll

096call please and next is 7.11 approval to provide five additional leave days to staff who test positive for covet 19 may have a motion motion to approve thank you a second thank you and discussion thank you madam president members of the board i also want to share this is uh something that i discussed with mr wright uh conversations with have cta has been and i have been in conversations for weeks and now we can bring it forward so very excited about this there has been a question so i just want to make sure that it's clear for everyone in in the community there is a federal relief of 80 hours if i'm not mistaken for employees who have or yeah for employees who are positive with cobit however that is not offered to employees whose

097organization or employer offers paid leave therefore our teachers or our staff is not eligible for those days but that doesn't mean that the need is there for teachers many of our teachers especially our new teachers they started with 10 days some of them got ill at the beginning of the year and now they are at zero with our bank so although it's not going to be providing the full coverage of the time they may need to be out this will ensure that and it's retroactive to the beginning of the year because it's for all staff members if they were positive covet in against a positive test result they will be given five days um to you so there's not a monetary to the employee it's the opportunity to use the days for us it will

098mean that we will take ezra funding to cover for substitutes because usually what happens when a person is out and needs a substitute because their position requires a substitute uh the sick day is used and uh that's that's how we um pay for um the the substitute uh but then we will cover for this so this will cover through december the uh i'm sorry through february the end of february before february we will look at where we are with covet and transmission rates etc and we will bring it back to you if we need to extend it or if we feel that it's necessary to extend it this amount is considering that half of all of our staff will get sick with covet between now and february which we feel is very unlikely especially considered

099then the mask has provided a very positive data for us as far as no transmission so we are expecting that this amount is going to be much less needed but we want to accommodate considering that half of them will get sick which we know it's very unlikely i just want to clarify so this is for all employees right certified and classified that is correct this is for all employees uh classified certified administrators against a positive test so even if they were uh if somebody was covered positive back in august uh you know we will reimburse them with the days no no money with the days uh back in their bank oh good if they're sick bank and this is out of the funds we got from yes sir sir that is correct this is utilizing

100esser funds and we will use those as our funding if there was a substitute that was needed then the transfer from the sr account to the substitute account will be made so that essa covers any previous substitutes that we needed to pay due to a covet positive test for one of our employees and then the previous item the thousand dollar hazard pay is that also out of sr that is also out of esr these two items the previous items is for classified support in tech and certified this item of the five days is for all employees those three plus administrators sorry thank you and it ends on february so that's right it ends in february that is correct and we will bring it based on where we are with kobe transition transmission great thank you

101thank you thank you monica roll call please we're almost done thank you for your patience 7.12 approval to contract and purchase naviance from powerschool they have a motion to approve so moved thank you second thank you any conversation or discussion regarding this item um i think my only note was um if possible if we can look into um training for our students and our teachers and our parents um i've i've felt this is a great tool but it's very underutilized and it has been um i've my own son his was pretty much empty when he graduated and it's just it's a great tool if we use it correctly and i just want to put that out there agreed i definitely agree with that especially our parents they just need to know how important this is

102for their for their kids um especially with the icap inclusion yeah that's great information yep so yeah unprecedented members of the board i don't know if mr jimenez has any information of the training that vice president lovato was talking about and while he comes to the podium this is a contract that also started uh already um there was a you know it's over 25 000 so we're bringing it to you we made sure and we talked to the company so that the services would not stop until this because they would have stopped a couple of weeks ago but that will be a huge disruption for our students so i appreciate you considering approving this but to the question of training yes absolutely uh good evening madam president members of the board uh superintendent um a

103clarification though uh services did stop our contract did run out so this is not after the fact you are actually proving this before it actually is signed before it goes to the company before services are returned to our students so um it stopped on i want to say august or sorry october 1st so for the last week we have not had service for icap through naviance however if it gets approved tonight we should be able to sign the contract and get that turned back on uh this week which would be fantastic as far as the training yes um and i think we're thinking of this and sometimes in two separate time periods one may account for your son's graduation the other one is this had been in the district before went away and then now

104has come back and it was a rough start when we re-implemented it the first year because this was now two years ago and we ended in march so we didn't complete the full year of implementation the first time we started retraining everybody last year we had our staff continue to use it but once again we weren't holding parent meetings we weren't doing that because we weren't in person this year really was going to be the year that that was going to improve one snag we're hitting into is that this is really run through the counselors at each one of the schools and specifically at adam city high school i believe we replaced all the counselors so every time we do that the program takes a little bit of a hit in terms of its implementation

105with that we do have 25 hours built into this year from the company to retrain our deans our counselors and our administrators that need to be retrained on that as far as well as increase the ability for some of our staff that have gone through this already to increase their knowledge so we can actually differentiate the training that they get depending on if they've been trained initially so you're absolutely correct on that we have not been able to do a really good job of rolling this out yet there's been obvious reasons for that this year i'm hoping once services get restored that this can continue to be something we continue to build and becomes a strength of ours right now it is a little bit of a conversation we still have to have at the

106cabinet level because it doesn't necessarily live with anybody anymore a couple years ago we got rid of the director of student intervention services position and some of our cabinet members now oversee or work with counselors i focus on middle school mr schneider works with high schools and so this doesn't live anywhere right now i'm bringing the contract forward because i wrote the original one so that's something that we're working on too to make sure that we're doing this with fidelity and it has a place that it lives here at the district level as well but absolutely training for parents students but right now to start it out again we're going to have to do the staff because we have a fair amount of staff that's new especially at adam city high school super quick question

107with that lapse in service when we turned it back on is the information going to be restored yes we checked all that to make sure um and actually the company had worked with us really well because they obviously you know want our business and want to continue this partnership so they kept it as long as they could and then finally they were like look we can't keep going and not getting payment which is fine because the contract was up and totally understand that but yeah just for the record it will be restored they didn't erase any of our records and then because part of the service is that students can continue to access their icaps when they graduate so even if our service ends the students that have already gone through the program can still

108access their data and then finally yeah like i said before this is an after the fact this is coming to you before service is started the contract is signed okay thank you so thank you for the clarification and uh mr jimenez is right is definitely you know in many cases catching everybody a team effort catching balls that are falling i did not and thank you also for confirming that they were there was a lapse because i was not informed of that and the last information that i received was that there was that was the request and there was not going to be a lapse however um it will still be although with the lapse of the two weeks or 12 days because today is october the 12th this is before or after the fact because

109the contract is for september starting on september 15th which was a month ago so this will be including back payment so um and the information is not um was did not disappear for the students so um just to clarify that for you and for the for the community that uh and for the record that this is um it will include back payments um for the company thank you mr jimenez yeah and certainly for the last two years it's been difficult to educate parents and and students because of the because we were online so hopefully that can and part of that really was last year i mean you all were in the meetings our conversations did not revolve around icap and the implementation of it but for counselors they were extremely busy last year and what

110they were doing and that wasn't necessarily the focus so well we hope to see this program continue and grow and and get our kids up to speed on it so thank you any other questions thank you thank you thank you thank you okay uh monica rocco please mrs aye mrs lewis hi this is lavon miss lovato aye [Music] 7.13 resolution 21-019 resolution calling for recognition of classified school employees week national school lunch week and national school bus safety week in adams14 and uh may have a motion and then i will have ms zubia read the resolution i second thank you mizubia please yes okay so res oh sorry let me definitely mask okay resolution number 21-019 classified school employee week october 16 through the 21st 2021 national school lunch week october 11 through the 15

11318th through the 22nd as national school bus safety week in adams 14 adopted and approved today by your board thank you discussion regarding this item this is a important thing to recognize our the backbone of our district the teachers are important but so too are the um classified people okay well i'm going to speak because i was a classified for over 30 years we worked hard we always looked worked for the good of the students and i want to thank all the classified staff for working so hard and enjoying their job sometimes it's hard but most of all i think my co-workers really value their jobs so thank god for them thank you and i just want to say that i think i've often said that you know working in the different school districts that

114i do um i find that you're classified your secretaries your maintenance folks bus drivers everybody they're just as passionate and invested in making sure that the kiddos get what they need as much as anyone else is and so i truly do appreciate all the work that everybody does truly i've seen it i have you know been there when things have gone south and they're the ones who are fixing things i mean yeah it's it's incredible all the work they've done and now during covet it was it was very apparent that they are such a need and you know we just sometimes don't recognize people at the front lines with as much work as they have and that's probably because we i think we just take it for granted that that it gets done but it

115is hard work like you said connie and people come in um dedicated to their jobs and they stay dedicated so thank you to all of our staff out there and um our community members that support our staff so thank you thank you um i too agree with that many of our classified people are actually community members that live and and obviously work in our districts so um they they want the district to succeed because they live here and um you know that's that's important to them so thank you to all of them madam president yes thank you members of the board i also want to echo the gratitude to our classified force they certainly make things happen behind the scenes so that we can have our students fed and safety safely safely transported that was

116a quite a hard word to say transported to our schools and and then taken back home so definitely a great recognition for them i do not want to jinx it but we will bring next time some recognitions to our classified we're working with cca and mr marquez we were able a few weeks ago to secure some donations to provide to provide incentives and recognitions monetary recognitions to employees and we're working with the union to select the criteria and you know all that good stuff because we wish we had for everyone we are giving some uh with what you approved before of the thousand dollars but uh this is in addition just to are classified to recognize uh some of our classified employees going above and beyond for students and we want to highlight those great

117things that our employees do above and beyond to what is expected so you'll you'll see some of that next month so i'm not going to share too much because it's supposed to be a surprise but we're working on it but since we are recognizing are classified i i i could not um go without sharing that yeah thank you i just want to quickly add um i completely agree with all that you guys are saying um they are glue um i appreciate each and every one of you and especially last year i can't imagine um i stopped by a couple of times and just thanked them for making sure our kids were fed every day and um i just i um hope you know how much we appreciate you okay monica roll call please mrs aye

118mrs lewis aye ms lovato aye mrs quintana aye ms lubia and last business item is 7.14 resolution 21020 allsup elementary school property may have a motion and then i'll have mizubia read the resolution can i ask a question there was a a statement about the old sign did they decide what they're going to do with that i don't know it's in the uh it's in monica's office i saw it the other day okay i was just wondering i think it would be nice to have it next to the new sign you know showing it's still one school system one also yes we're madam president and members of the board um director quintana we are just waiting for your guidance and what is it that you would like the recommendation was we could have a ceremony

119and honor the past of alsup and just because we have a new building doesn't mean that we you know have a clean slate with our history we need to honor where we come from and what has happened in the past that take us to where we are and help us get where we need to go so that is something that we will be waiting for your direction we can have a ceremony invite the family and in in just you know recognize uh the work from um previous administrations and previous teachers and you know our community we need to celebrate our our history so we're just waiting for your direction on that i think that's i think it would be great there but yeah yeah i think maybe do we no no if i think if

120we could have a celebration and the also family has been very very involved in the new all sips so i'm sure they would appreciate that too it would be great to involve them in some kind of ceremony for for that and if we're all in agreement to uh put the plaque next to the the new one um that sounds like a great way to to honor our history so all right so i hear that i say directions so we're going to work on it and um yep thank you for bringing it up great so i may have a motion to approve the um resolution 21 20. thank you second thank you you want me to rubio so resolution number 21-020 retired allsup elementary school property whereas the adams county school district 14 the district was

121awarded financial assistance by the state of colorado under the building excellent schools today program for the construction and equipping of a new alsup elementary school which is scheduled to open for the 2020 oh what was scheduled to open for 2021-2022 school year and whereas the retired allsup elementary school property located at 7101 birch street commerce city colorado 8002 the property will be vacant after the current school 2020 2021 school year and whereas under colorado revised statute 22-32-1110-1e the district's board of education is empowered to sell and convey district property and in its judgment and upon such terms and conditions as it may approve and whereas the property is located in proximity to a regional transportation district light rail line and numerous real estate developers have indicated strong interest in the property and whereas the district

122has received numerous formal and informal letters of intent to purchase the property and the board has carefully reviewed those offers and whereas the board previously found and determined that the property is a surplus property not needed within the foreseeable future for any school district purposes authorized by law and whereas the board previously authorized negotiations with a prospective purchaser but those negotiations were unsuccessful now therefore be it resolved that the formal letter of intent submitted by dominium acquisitions llc dominium presents favorable terms to the district and be it further resolved that the district's legal counsel is authorized to negotiate the written terms and conditions of a sale and conveyance of the property to the dominion which shall be subject to the board's approval adopted and approved this 12th day of october any comments or discussion regarding

123this item um i just wanted to say that um i appreciated the presentation that um dominion had made and um as part of i don't know we've had conversations as to how we can i know it's it's once we sell the property if everything goes through i mean we have no say in what they do with it um but i would still um like to see if there's a few asks that we can ask them about especially you know when it comes to our homeless population and how we can see how we can work together with them to see what i mean it doesn't hurt to ask all they can say is no right so i want to see if that's still an opportunity thank you mr zumia um monica roll call please mrs estrella

124aye mrs lewis aye ms lovato i'm mrs quintana hi miss lubia so we are at the agenda point where we have board member communications 8.1 does anybody want to share any communication i do i just want to inform our community and our staff that after a lot of work we finally have a covet checking site at our lady mother of the church and it's open from 9 to 5 monday through friday right now subject to change if we don't get more people going through there and then they have the covet vaccines that they're offering on thursdays and fridays also around the same time and that is open to anyone free of charge no cost to anyone to do that right now i've been hearing from other folks that kova shots are now being charged at

125certain places people are having to purchase those so i want to get the word out i want to get the word out that people can go there yes they're also is it pfizer yeah i think that's the only yeah so pfizer is the only booster that they offer right now but i just want to make sure everybody's aware that it is there it's one more resource for everyone to take advantage of and if you have children don't forget that a little plug for kids first they're also we're also doing well they are doing the kova testing and cova shots at their clinic and if you're a parent and you need that extra shot they would be able to do that if you have a child that's enrolled with the school-based clinics so yep any questions

126call but there are still some resources out there for everyone so that's good to know because it's the cova testing was way far away so yeah um it's nice to have it right here in our community thank you did you put in facebook not yet i'm still getting the flyer approved that's my day job sorry i'm not wearing that hat right now any other comments or i want to congratulate the lester arnold students they did an amazing presentation to city council last night which i didn't know about until i read the agenda but it was very thorough and i i would encourage folks to go take a look at it they assessed the sidewalks and the conditions of the community and brought forth some great um um very um intuitive and innovative ideas to improve

127our community so congrats to them um and i would also like to thank mr bautista and the group that spoke earlier as well as mr rodriguez um i i know this is something that we have been asking for as a board for a while is to have that two-way communication um i'm kind of glad that they showed up tonight because there was a point where we we kind of had to invite ourselves to the discussions um i don't know where the communication uh breakdown happened but i encourage us as a board to not only listen to them but to create an actual advisory committee that does the same and i know we're going down those steps but i just want to thank them for taking the time to come down today thank and i just

128wanted to take up some space to elevate and remind us all about yesterday being indigenous people's day where we honor all indigenous peoples and reflect on their resilience and contributions throughout history even while they face and continue to face assimilation discrimination and genocide i believe it's a day that should be used to make a commitment to ensure that we all learn the true history of what happened before during and after 1492. i also want to take some time to recognize that today is 110th anniversary of the society of american indians the society of american indians was a progressive group formed in columbus ohio in 1911 by 50 native americans most of the middle class professional men and women it was established to address the problems facing native americans such as ways to improve health education

129civil rights and local government yesterday was also national coming out day which is an annual event that celebrates coming out as gay lesbian bisexual transgender or queer the goal is to promote a safe world for lgbtq plus individuals to live their life truthfully and openly and lastly i want to recognize that a lot has been going on in our community and our campuses and i want to tell our students and parents that we're here to support you and thank you for your resiliency thank you mrs strada i do want to announce that we are going to start coffee with the board these will be intimate um meetings with two of our board members at um a coffee shop or even online that's up to the two members that plan them for the month so we're

130going to start those this month and continue those through the rest of the year so watch for information on that on our website so we're sorry i think janet and i need to coordinate the october one so we will put more information out there as soon as we get together and the october one with janet maria will be um with in spanish ms zubia and ms estrada will be in spanish and we will have translation at the other ones that we're doing so just watch your information for that it's just an opportunity for the community to get with the board and talk about things that are happening things that they want to see if they have questions we can't answer if we can't answer them we will bring them back to our administration and get

131back with them on those answers so much like the cafe with carla we want to make sure that we are listening to our community so thank you and we'll make sure that mr lundin has all of that information to share out so thank you thank you we do have a item 8.2 to discuss communications i'm not sure i think we've already discussed that in some form or fashion but if there's anything anybody wants to share regarding that i don't remember yeah i don't i don't either i am not sure i think it might have been around the cafe or the board coffees and things like that so we'll just simultaneous translation possibly yeah yeah yes and it's um yes and we will work i think that um it was part of your meetings as well

132um so as you were sharing that i looked at dr lundin and he's giving me the thumbs up that he's on it so we will be supporting the meetings and whatever you need in there great thank you thank you so with that uh may i have a motion to adjourn so moved a second monica roll call please mrs rada aye mrs lewis aye ms lovato aye mrs quintana aye ms lubia thank you our next meeting will be in two weeks it is a study session and um we will be talking about policy governance at that meeting so you're all welcome to join us yeah youtube thank you you
