This meeting is being streamed on our website where a recording will be also available. If our live audience would please be sure device notifications are silenced we would greatly appreciate it. The meeting is also being translated into Spanish and headsets are available for anyone that

002would like them. I will begin tonight's district meeting with a with our mission statement to educate each student in a safe learning environment so they may develop to their highest potential and become contributing citizens. This mission provides clarity of our purpose and our focus leaders make all decisions within its context. I'd also like to call out and recognize our Student Advisory Council representative Carly Evans. Welcome to the meeting tonight. Would you mind telling us about where about yourself a little bit and what school you're with and I also invite you to ask any questions that you have throughout the meeting tonight and again thank you for joining us. Yeah 100% thank you so much for having me. So as you introduce me my name is Carly Evans. I go to Frederick High School. I'm a

003part of a little bit of everything within the school. I'm a part of Student Advisory Council, NHS, this super cool program called GEBN which is the Golden Eagle Broadcast Network. Mr. LeChuga is very well known with that. It's just a super cool program where students get to kind of explore like the boundaries of broadcasting and kind of learning the ins and outs of like how to broadcast all that jazz so I get to announce for that so yeah. Excellent, excellent. Well again thank you so much for joining us. At the end I'll return back to you and ask you if you have any questions or reflections from from your experience joining us tonight. Thank you so much. Great. First we have our visitors. We've got our Erie High School student recognition program. Dina Perfetti-Dini. Dr.

004Capuchin, President Ragland and members of the board thank you so much for having us here tonight. I am always incredibly proud of all of the opportunities we offer to our students. It's amazing when you hear from all the different high schools about the different programming going on and yet it still takes students to take to be motivated to take advantage of all of those opportunities. So tonight we have Mr. Josh Griffin here as principal of Erie High School and one of his fabulous students Jacob and they will describe to you an amazing accomplishment that Jacob has achieved and we are just so very proud of you Jacob so we wanted to make sure to take some time tonight to highlight Jacob's accomplishment. Thank you Dr. Perfetti-Dini and I want to thank President Ragland and the

005board and Dr. Capuchin for this opportunity. It's my privilege to introduce Jacob Trujillo who's a junior at Erie High School. Jacob's an incredible young man. He's a great student and he's a great citizen in our school. He's smart, he's hard-working, his goal are entered and he's driven and I'm very excited to recognize him tonight. I also want to recognize his parents John and Cecilia Trujillo who've joined us and his two brothers to join in this recognition. Among Jacob's many impressive accomplishments so far in high school I'm here tonight to specifically highlight his work in the Cisco Certifications program they're offered through St. Brain Valley Schools through the Innovation Center. In August of this year Jacob earned the Cisco Certified Network Associate certification making him the first student in St. Brain Valley Schools to achieve this

006level of recognition which is the highest level of certification that Cisco offers for networking. It's also a certification that typically takes people between 18 and 24 months to complete and Jacob completed it over this past summer in just under three months passing the test on the first try so what an incredible achievement. We're so fortunate in St. Brain to have so many incredible programs for our kids but the St. Brain offering of this is through the Opportunity Climb program and Jacob learned about that through his advisory class one day last year during his sophomore year and and jumped on the opportunity to get further education and certification with Cisco. With this certification I know Jacob is well prepared for a future in networking or some other tech related field and I know he's keeping his

007options open for what he would like to pursue. When I met Jacob to congratulate him he explained to me I was just so touched by how excited he was and how driven he was and what a deep appreciation he had for our school and our school district and the incredible resources and opportunities that we have for him and I thought to myself while I was sitting there I think more people need to hear this than just me so with that I would like to introduce Jacob Trujillo who'd like to talk a little bit more about his experience in pursuing this incredible certification. I'd like to thank the school district and everything you guys have done for me and also a shout out to the CLIMB program and all the mentors at the Innovation Center and

008Assistant Superintendent Joe McBreen. So as Mr. Griffin had just explained he one day I was in advisory class and there was a Innovation Center kind of a pamphlet for something called the CLIMB program. Now the CLIMB program allows you essentially to do any sort of tech certification in three fields Amazon, Salesforce, and Cisco. I chose the Cisco pathway and Cisco is to really put in perspective how much gravity they have in North America. They pretty much have a complete monopoly over it and have about 70% market share of all switches and infrastructure components for everything and from New Mexico to United States to Canada. So when I saw this opportunity I took it immediately. There was two certifications I was able to go to is one was the technician which was a more simpler certification.

009I was able to finish that on my own time during my school year in about two months and that I took the exam and was able to get that certification. Then the next pathway was the Cisco Certified Network Associate which is a much harder exam a two hour long exam and so I studied for that over the summer and I was able to accomplish that very quickly on my own time by simply using resources that I could actually physically choose as a student. I didn't feel like I was bogged down or locked down. I felt like I could use whatever resources I want wanted and the district was able to provide that really nice mentorship and networking opportunities something that you know even a college student might not have because they're not you know networking

010they're not meeting people they're not learning how to build a resume. When I leave this I will not only have technical experience in Cisco certifications you know things that you would see in a server room at NASA or something but you'd also have that ability to understand how to shake hands with someone how to network how to build a resume and how to actually get a job and interact with other people rather than just sit behind a computer which I think is something that I think combined will be excellent for our future generation. Well Jacob I want to thank you for being here tonight thank you for your family for being here supporting you and what a wonderful and amazing job that you've done. I know I work with people who have those certifications and

011we you know it's funny because we were just talking about some of that how it takes people sometimes a couple of tries and for you to be able to attain that certification within just a few months is is outstanding it shows the testament to not only your hard work but what you believe in and what you can do and to be in it in your advisory class and take the opportunity that's that is given to you to be able to go to these classes and obtain these certifications it just shows the hard work that you put in and that you will put in now and in the future so thank you for being here and we appreciate all that you've done. I have a question so what grade are you in now? I started the

012client program when I was in 10th grade and now I'm in 11th grade so I'm a junior. So you're a junior. Oh so your future is what I mean where are you going from here I mean I don't you're not gonna stop I know that you've achieved so much already but you've got to have some phenomenal goals do you have you want to share what you're thinking of? Oh yes I would absolutely thank you so I'm a very very do-it-yourself kind of guy I like to do a lot of research I love you know going on Google and searching every possible thing so I'm thinking about either going to you know community college or attending Western Governors University which funny enough is actually you know the old governor of Colorado actually was one of the

013co-founders of it and they essentially provide high high demand jobs so cyber security data analysis nursing certifications so they really just focus on that it's completely online college and also the way that the the client program has already sent me up I don't necessarily need to go to college that's the thing about with these certifications is that it's not simple like your white-collar job on your usual white-collar job or pathway that you need to take you don't need to go to a math you don't you need to get a PhD you need to know what you're doing and you need to have connections to people in the industry and claim has absolutely done that for me I mean I've met fantastic people I've met people that you know when I talked to them about the

014CCNA you know they actually know what I'm talking about that really makes me you know feel seen I wish all the luck in the world I always tell the students when I talked to them never turned on a challenge because you never know who you're gonna meet and what you're gonna learn from them and then what doors it'll open for you for the next for you it's the next rest of your life I mean you're just starting so I wish you a lot of luck and sounds like you've got a really good head start and I'm glad we were able to help some for that but you're what we strive for you are heroes so thank you thank you yeah Jacob thank you for being here tonight very impressed with your presence your presentation you

015know you only accomplished everything you did in three months and I was gonna ask the same question as mr. Berthold but one other question what gave you that spark what what what was it about you know this certification that had you say yep that's me I definitely liked always tinkering with computers I mean I liked video games I liked cybersecurity but I didn't know exactly how to apply it I mean cybersecurity and IT has become such a broad field so I think that I was essentially wanted to know well what was the foundations what's the foundations of everything that we use I mean there's there's so many different types of people I mean you know the other certification programs like Amazon Web Services is completely detached from the networking world it's completely detached from Salesforce

016another certification program that we had that deals with you know sales management but Cisco and networking is kind of the base of everything I mean I learned how to configure everything from your IP phones you know the phones that you pick up learning how to have numbering systems internal numbering systems I mean networking is kind of that thing that everyone needs and that everyone will permanently need and it was something that as I saw with the rise of AI it's something that's not going away but will only be expedited with AI similar to you know how a lumberjack you know they always had access and but the chainsaw did not make their job go it only improved their job and I think that's what the CCNA networking can really do very very nice yeah thank

017you so much for sharing that we in my industry we use Cisco and Salesforce and I can say that you have a really bright future nice job congratulations to you very very proud of you and thank you for taking advantage of every opportunity that we have in st. rain my only request is that you consider going into cyber security and then coming back and working for us please um I wouldn't mind that I'd like to give back to you guys we would love to have you yeah we're we're blocking and tackling in that space every single day so we need really great talented people to work in our department so you make sure you look us up when you're ready okay thank you thank you and can we get a picture please well sure I

018just have a comment thank you for being such a great example of a student in our district and a leader for other students you know kids are gonna see this and want to be like you also thank you for recognizing the importance of the soft skills that you learned through this program and because that'll take you a long way too so congratulations to you and thank you Joe too for being you know such a fantastic innovator in our district and having these opportunities for our students and keeping them open and continuing thinking on the opportunities that we can provide so at this point we'd love to get a picture and if you'd like to invite your family to take pictures and join us next up we have audience participation do we have any members of

019our audience that would like to address the board this evening seeing none we'll move on to our superintendent's report by dr. Jackie Caputian great thank you well we've had a busy week I'll tell you we have about 20 school districts in our district this week on Tuesday Wednesday and half a day tomorrow who have come to see the work and many of the opportunities that our students describe when they're at the podium we have had a number of our staff members who presented different sessions today those included dr. Carrie McDermid dr. Lauer dr. Dina Perfetti Dini Brandon Schaefer Russ Russ Fox and Axel Rysik just to name a few Hillary Sontag has done a tremendous amount of work putting this event together and working with our partners at the Colorado Education Initiative but she really

020shepherded the agenda and all of the details and all of the logistics and bringing these these teams from across the United States in to see our work I really do love this event we have it every October it is a lot of work but we learn so much from the teams that come in and it's also so nice to put our best foot forward and to teach others about the things that we're doing in st. brain so it's just really I'm just always so proud to watch our staff do those presentations we had our students last night do a drone show for our guests and it was magnificent it really was so amazing to watch a 16 year old female student run 308 drones and to do the countdown and to talk to to have

021our students our drone students talk to all of the visitors about what it takes to do that kind of work and so they were incredibly impressed a lot of them videotaped the whole thing and it was just really fun we had students on panels as well talking about some of the opportunities they've had in our career pathways and so it's just such a very prideful moment for me to be able to witness all of that so thank you to all of those folks who did that work also I had the opportunity yesterday to participate in Sanborn's 40th anniversary Lori Peebles and her team the principal at Sanborn did an amazing job putting that whole event together they had different classrooms from different decades put together the memorabilia and the number of yearbooks and all of

022the scrapbooks and all of the clippings that have been housed at Sanborn just made an amazing display I mean I just have never seen a school that has kept so much of their history intact and that they've put all of that in one place and we had a number of alumni who came back students former teachers former principals so many people were there and it was a very beautiful event I just have such a love for the tradition of community and neighborhood schools and so it was just very very heartwarming also last week we had an amazing leadership St. Brain our finance team did a presentation to help our parent participants really understand the whole landscape of finance I was able to do an update and do some question and answer and it was just

023a really engaged group and a very good conversation lots of great questions about our school district and the way that we operate and why we do the things that we do and always a great way to communicate with our community and to kind of get information out last Thursday I attended the Fall Choral Festival what a beautiful event a packed house at Skyline all of the high schools had their choirs represented and it was just a beautiful event and then we're wrapping up our fall sports we have the playoffs for volleyball cross-country football soccer softball in unified bowling coming up and so we've got teams that are making a run for state championships and we'll keep our eye out on all of those and I'm sure chase will be back with some recognitions and then

024finally at the state level this morning I attended the Colorado Business Roundtable view from the top which is great it's an even bigger conversation about just trends going on in the state but that's always helpful because everything is connected and there are always impacts to public education based on on those conversations and then also we continue as a superintendent group to meet with all of the gubernatorial candidates tomorrow we're going on a zoom call with another we have another one set up for next week but just really trying to influence the the policy and the thinking around public education with all of those candidates so that's some of the higher level work that that I'm engaged in as well anyway been a great week we're just enjoying this fall season so much but it's some

025of its coming to an end so we'll move into winter before we know it thank you great thank you Jackie next up I'm gonna invite Amanda Thompson to introduce a new hire good evening president Raglan members of the board and dr. Kaputian thank you for the opportunity to introduce mr. Alvin Brown as executive director of legal services effective November 1st 2025 mr. Brown has a well rounded professional background that has prepared him for this role he most recently is serving as executive director of human resources here in St. Green Valley schools and that he is in his fourth year of that prior to joining our district he worked for Colorado Springs School District 11 for nine years as a director of equal opportunity programs and ombud services his professional background also includes serving in the

026role as attorney in various settings and that has been for eight years this includes working in a small law practice serving the community in Colorado Springs was deputy district attorney for the fourth judicial district attorney's office in Colorado Springs and also deputy district attorney for the tenth judicial district attorney's office in Pueblo additionally mr. Brown volunteers and serves on various local committees for example the board as a board member for the YMCA and also serves for various committees including some in our boulder panel it is my pleasure to introduce mr. Brown to say a few words good evening president Raglan dr. Kaputian board I stand here honored and grateful for the opportunity to serve St. Green Valley school district as the executive director of legal services as you heard I've been here for years and

027had a wonderful time supporting the employees in this district and witnessing firsthand the dedication to academic excellence and just the talent around here has blown me away I wake up every day grateful to be here and now with this new role I get to pull on some of my past experiences as an attorney as well as experience and education and continue to support this wonderful district in a new capacity I'm excited for it and look forward to working with Tim and all of you to advance our mission and our values and thank you so much appreciate it thank you so much Alvin congratulations and thank you for continuing to share your brilliance with our district and serving all of us next up we have reports dr. Lauer 6.1 this is our 2025 professional development update

028good evening president Raglan members of the board dr. Kaputian thank you so much for welcoming us this evening so we could provide a report professional development here in the St. Vrain Valley schools we are very fortunate indeed that our school district has been recognized both regionally and nationally as an outstanding center for providing professional development to our employees we have assembled an incredible group of folks who are our practitioners on the ground who are crafting purposeful professional development all year long we're going to take some time to share a little bit about what we have in store for all of our employees purposeful professional development is connected to our district strategic priorities it has a direct impact on the quality of our teachers and staff and student success research tells us that high quality professional

029development improves overall student achievement and helps our students develop to their highest potential our presentation will address how we craft powerful professional learning for three specific purposes the first how we support our early career teachers second how we provide differentiated supports and specific opportunities for all of our teachers and finally how we provide school-focused learning and job-like time to support our content specialists who sometimes are the only ones in their school that teach that specific content area to continue our presentation I would like to introduce Kelly Addington who will share how we support our early career teachers hi everyone my name is Kelly Addington and I work as a learning coach in the office of professional development and every year at the beginning of August we have the opportunity to onboard our new teachers counselors

030and administrators to our st. frame community and we do this at a multi-day event called new teacher orientation this year we had over 130 new people joining us we intentionally designed sessions that took into consideration each teachers level of experience and by doing this we ensured that everyone was able to engage in meaningful learning for them something unique for st. frame is the way that we have combined new teacher orientation with our annual teach to reach conference by embedding our new teachers learning with that of our current teachers we promote a strong and shared learning community and after new teacher orientation is over we continue to offer a robust system of support through our induction and mentoring programs which helps establish a trajectory of excellence for all teachers in st. frame and this is just

031one of the contributing factors as to why our teacher retention rate of 90% for the last school year continues to be one of the highest in the state so in thinking about our early career teachers and those are our teachers who are joining us that have zero to two years of experience they receive a minimum of 24 hours of sustained support throughout the year this includes a small group cohort meetings led by an office professional development coach like myself as well as guidance in building a network of support that's composed of relevant building level and district level folks and we also provide experienced teachers so those who come in with three or more years of experience with eight hours of mentor support through the year this is with district trained mentors that are carefully assigned

032and typically within a building based on expertise in possibly the same grade level so maybe fourth grade same subject area same middle school math or someone with the same specialized content like art and I'd like to turn it over to David Baker thank you Kelly and thank you to the board and Dr. Capuchin as I think about what Diane identified with a purposeful and differentiated professional learning for our teachers and it's a catalyst for teachers learning and student learning I want to take you to the bottom line our teachers our learners last year alone our teachers spent over a hundred twenty four thousand hours outside of their job continuing there to define their professional growth and really refine their practice to meet the needs of our students within that when I see the numbers of

033649 participants on leadership teams and 394 participants with our multi-tiered system of support teams it helps me know that our teachers over a thousand of them are working together to ensure that we're meeting the needs of our students each and every day in those schools we provide differentiated professional learning opportunities that support the strategic priorities of the district especially making sure that our professional learning opportunities are aligned to our district initiatives to our curriculum so that we can provide the best opportunity for all of our the majority of our st. brain professional development courses are led by st. brain educators we believe that being aligned with our current practices that are evidence-based connected to our curriculum and our initiatives helps accelerate our district achievement through our work we also want to make sure that we

034highlight that professional learning is designed for all teachers in a variety of ways it can be as simple as a course that is designed by a master teacher within the district who has an area of passion or expertise and that's very often what we experience is you take go and take a class those are very carefully designed and vetted to again match those priorities but we also know that one size does not fit all so we offer things such as professional study teams for a group of teachers can say this is what we want to work on leadership teams working on independent study where I've got students or a special passion project I really want to develop and teachers can receive credit for that as well as continuing that work with professional conferences also as

035a part of this we do believe in extending people's professional careers this includes doctoral cohorts masters cohorts administrative or principal cohorts all of which we sponsor so that people don't have to drive all around but they continue their learning in the nature of st. brain and with a focus on st. brain and with that I'd like to pass the next part of the story on to Jeanette Rivera-Gonzalez thank you David hello everyone my name is Janet Rivera-Gonzalez and I'm the elementary bioliteracy and ELD coordinator here in St. Brain and driven by our commitment to educational excellence and evidence-based literacy and St. Brain launched the teach to reach conference with the Colorado literacy statewide development grant in 2022 over the last four years this powerful initiative has gathered over 900 educators district wide all united in

036their efforts to start sharpen and advance their teaching skills by focusing specifically and boosting comprehensible for literacy for multilingual learners the conference has established a new high standard for professional learning so I would like to pass these two officially into continue highlighting the amazing things are teach to reach conference offers to the professional learning for all teachers thank you Jeanette my name is Oakley Schilling I'm the secondary English language development coordinator here in St. Brain as well as the seal of bioliteracy coordinate the heart of this pioneering conference is a vibrant forum for practical application where educators gather to immerse themselves in and explore practices strategies and innovative solutions tailored to the unique needs of all learners but especially our multilingual learners to ensure the experience meets our teachers needs we consistently use participant feedback

037to tailor and refine our options and speakers offering a variety of concurrent sessions focused on the most relevant and requested topics this event features many of many of our incredible St. Brain educators as well as distinguished lineup of speakers from across the country these experts share invaluable insights current research and their wealth of practical experience setting the stage for a deeply enriching learning experience for our teachers hours earned through the teach to reach conference also count towards 45 hours of culturally and linguistically diverse education training which is a requirement by the Colorado Department of Education participation of our in is part of our CDE approved pathway that the St. Brain Valley School District provides for meeting this requirement this event has already allowed hundreds of educators to receive this credit towards their 45-hour requirement thank

038you so as you may know St. Brain has a long-standing tradition of providing ongoing sustained professional learning through a modification of our annual academic calendar it's affectionately called late start time for nearly two decades this practice has been in place to allow our system an additional two and a half hours each month except October in January to address the needs of educators in very purposeful ways throughout the school year this is important because professional learning should occur when it is most needed for example late start professional learning time in September aligns most often to the launching of the school year this is when principals and teachers can talk about their goals and what they want to attack and and see those outcomes for the end of the school year in February late start time provides

039a great opportunity for mid-year reflection to see if we're making progress on those goals that we set late start time in March often prepares us for the upcoming statewide assessments as you can see from this table most of our neighboring school districts to the north west south and east also modify their annual academic calendars to provide that ongoing sustained professional development for their own teachers in st. rain we do our best to minimize the impact of our collaboration time on our students and families we know it can be an inconvenience but the power we get from that collaboration time is immeasurable we are so grateful to our community to have that time to develop purposeful learning experiences in our district I'd like to introduce Tracy Haley who will share how late start time is used

040at her school thanks Diane thanks for having me here I am a proud graduate of St. Brink Valley School District and I have the honor of leading the elementary school I once attended that long one of states elementary so it's really a pleasure to come and and talk to you today professional development is near and dear to my heart as I worked in the professional development department for many years and I feel that time is the best time with my teachers to get us all in the same boat row in the same direction for our kids in school professional development time is incredibly valuable because it gives us a chance to take the district's mission and vision and look at it through the lens of what does this mean for our school and our students

041and where we are as a staff it also gets us it gives us time to look at our own student performance data not just district-wide numbers but the data that represents our kids we can identify patterns see what's working and adjust our instruction to meet the needs of specific students sitting in our classrooms it gives us the time to actually sit and analyze those numbers this time also helps to make sure that the work we're doing on a day-to-day basis aligns with our mission and vision and overall goals it gives us the time to pause reflect and make sure we're in alignment and headed the right direction we use some of this time for MTSS conversations multi-tiered systems of support where we look closely at students who might be struggling academically behaviorally emotionally and we

042collaborate on how to best support them these discussions are essential for making sure that we are meeting all students needs to the best of our ability in addition the district provides amazing content experts who we can bring in during these sessions this allows our teachers to learn directly for from people who have studied these areas and who can model strategies and answer real questions from the educators they can clarify curriculum expectations and that helps us strengthen our practice for example this year we've had the professional development team in helping us with our writing program that we're implementing this year called right from the beginning and beyond and that time has been invaluable and it's amazing to see the impact on a day-to-day basis that that professional development time has had on our staff and students

043we also dedicate time to school climate and culture that might include team building refining communication processes or talking about how we can make our school a more positive and supportive place for all students and staff ultimately this time creates a culture of continuous improvement by embedding professional learning into the school day we're saying that growth isn't something that happens once or twice a year it's something that we do every day and it's part of who we are as educators hello my name is Janae Bird and I'm the director of visual and performing arts and PE and as you know professional development and professional learning is very valuable in every discipline but in fine arts and physical education it requires a specialized approach research guiding content specific professional development points to five key elements that make

044this time with teachers most impactful and the first one is bringing in national and state connections to enrich learning by bringing diverse perspectives and ideas the second is utilizing thought leaders in both education and the arts and PE to help structure meaningful and relevant collaboration the third is making sure we include time for educators to guide productive conversations and collaboration the fourth is providing sustained engagement rather than one-off meetings which is necessary to build trust and momentum among participants and the last one is that authentic authenticity matters teachers should share both successes and challenges to cultivate this culture of continuous improvement so that research is really shaped how we aim to provide our professional learning for our art music theater and physical education teachers and it goes back to what Diane started with we are

045very purposeful and intentional with our planning we know that well-designed content specific professional development allows this unique group of educators to grow in relevant ways while building their connections district-wide with someone teaching the same thing that they are and this translates directly into stronger instruction with more meaningful learning experiences for our students and we do this work through our job-alike sessions which that name has been around for a long time and it's because their job is alike get it but they're very intentional opportunities for teachers to come together collaborate and stay connected as a part of our larger system these sessions are built into late start days our middle and our high school teachers meet once a year for 1.5 hours and our elementary teachers meet three times a year for 1.5 hours okay so

046these sessions are more than just meetings and planning time they're purposefully designed around the elements I shared earlier to create meaningful impactful experiences for our educators each job alike looks a little different based on current needs and priorities for example teachers might work in feeder groups to examine retention and recruitment data and they might collaborate in grade level teams to strengthen curriculum alignment and course offerings or engage with a guest presenter on topics like theater safety current copyright law or how to teach elementary school kids how to skateboard regardless of the focus the goal remains the same to create purposeful time for teachers to learn with and from one another and they collaborate across grade levels and schools to ensure our students experience high quality connected instruction no matter where they are in our district

047this shared work builds consistency and rigor in the arts and physical education programs which is great for our entire district and these strategies and ideas developed during job-alikes are brought back into the schools where they inform the rest of their staff discussions support broader building goals and strengthen programs district-wide the last thing I'd like to share is that after each job like we collect feedback from every teacher to understand the impact value and evolving needs of these sessions that feedback directly informs how we design our future job-alikes and ensuring the support that we provide remains relevant meaningful and responsive to what our educators need most so this results in a continuous cycle of growth that elevates our instruction and also sustains teacher morale which strengthens our entire system we're very appreciative of the time to

048connect and have an opportunity if you have any questions for the team I appreciate all of you being here and I as I sat and listened I made some initial notes and then I came back and I thought about the parallelism that we have with our professional development to the programs we offer to our students there we offer some of those same same or similar I should say elements to our professionals our teachers our staff for them to continue learning and one of the things that we teach our students every day is that to be you know a learner have a love for learning and to continue learning so I really am proud that we are doing these professional development classes and programs for our teachers and our staff for them to be able to

049continue to learn and hone their craft so thank you so much yeah they they always say teachers are sometimes the hardest students so thank you for your work and yeah I know that I could be a little bit of a rubber rouser so I really appreciate you with that said I know that it's so important for especially for our content specialists to have those Java like days and I I I guess I'm forgetting now but I think I heard that there's one of those and I'm just wondering if like a higher frequency of that is something that would be beneficial or what our thoughts are on that as a team yeah we take a look at that every year don't we Janae and so sometimes we're able to we for the last couple years we

050provided some time on split days but every year we take it look at the opportunity to provide more I was gonna say at elementary gets to meet three times with secondary that meets once one of those is k-12 so that's awesome but yes our one consistent piece of feedback when I say that we ask for feedback is they wish they had more time well thank you miss Raglan first of all thank you to our team you all do amazing work and it shows in our retention rates and in the amazing work that we're doing across the district one thing the comment I want to make is that you know we know that release time for our teachers is hard and you can see from the chart that miss Lauer put up that dr. Lauer put

051up that we really take that seriously and we try to minimize that impact as much as possible but one thing that I would like to point out is imagine in any other business that you could not sit with your team and have a meeting and I I know that none of us love to be in lots and lots of meetings but imagine the opposite of that and because of the nature of teaching it's just a very structured inflexible time that you can all be together and so these late start days really matter for keeping our priority and our focus areas front and center keeping everybody on the same page and keeping the system working together really really well on behalf of students so I appreciate that sacrifice that our community makes in allowing us to

052have that time together and you know I always try to compare the teaching profession just a little bit to other professions because sometimes I'm not sure people really do understand how structured the day is for most of our staff and so it is really important that we continue to maintain that time and to protect that time and to allow those those meetings in that professional development to happen so thank you thank you thank you that's great to hear that perspective Jackie thank you for sharing that and thank you all so much for helping our teachers be lifelong learners and and and be lifelong learners as part of their employment and it's convenient and efficient to meet their licensure requirements also so great great giving back thank you next up we have 6.2 the summer and

053extended learning programming updates Jamie Ball good evening at President Ragland members of the board Dr. Capuchin I am here to just give a brief update in regards to our summer and extended learning programming this past summer we hosted several opportunities for our students to engage in summer learning in total we had 355 teachers and staff who supported over 4000 students engaged in our different opportunities that we have I provided an in-depth report at our study session last week but I do want to give just an overview for everyone to have an understanding of some of the things that we provide in our summer programming at the elementary level we have project launch which really provides the the literacy math and some elective opportunities for our students to reach grade level proficiency middle school we have

054a little more diversity in our programming we have a similar project launch program to our elementary that focuses on our six through eight the rising six through eight students around mastering their grade level content in both math and language arts and and they get an elective of either stem or some personal wellness activities to go along with that we also have a stem accelerator program at the middle school which is a project-based learning model again for the rising sixth through eighth grade students and we really focus on those core math and science skills and they do that while they learn about the awesome opportunities that are in stem programming we also have a sixth grade accelerated math program that's been running for a few years and really it's to help our rising sixth graders learn

055the sixth grade content so they can move into seventh grade or potentially higher programming as sixth graders in this past summer we also did the same thing for seventh grade in a pilot program and so we had some rising seventh graders cover seventh grade content so that they were able to take eighth grade math or even some of them moved up into algebra this year so that was a great opportunity and we saw much success from that program we also have a couple high school opportunities we have a jump start program which provides our rising ninth graders an additional dose of English 9 and math algebra content so that they have a little more confidence and as they enter high school but it also gives them the opportunity to make connections with teachers the staff

056the school building and really feel more comfortable and confident as they transition into high school we also provide e-credit opportunities for our students in grades 10 through 12 and this allows them the opportunity to earn course credits in specific core subjects so that they can accelerate and be on time for graduation it's been a really great summer we had great results and the overview of the presentation that I shared with you is in the board packet I'll take any questions thank you so much Jamie and as you mentioned we did study this in our study session on the 15th of October and I would encourage members of the puppet to listen to that the data is just outstanding and you're doing phenomenal work thank you thank you next up Tony we have 6.3 the 2025

057fiscal year annual comprehensive financial report thank you President Raglin Superintendent Capuchin members of the board as you know Jane Frederick our longtime comptroller along with her top-tier accounting team in the district's financial services department prepares the annual comprehensive financial report or ACFIR which is a retrospective document that provides in-depth information about the overall financial condition of st. frame Valley schools for the previous fiscal year which ended June 30th 2025 Jane and her team have done extensive work to ensure the accuracy completeness and quality of this document and have facilitated a tremendous amount of collaboration between members of finance personnel from other departments our charter schools and our external auditors it is the single largest work product of the financial services department each year and represents a substantial effort from dozens of people I want to

058ensure I recognize and thank Jane and the others for those efforts and also acknowledge the two awards that Jane and her team have earned in the preparation of previous ACFIRs and presumably that she'll earn from this one as well one from the governmental financial finance officers Association or GFOA and the other from the International Association of school business officials or ASBO these two awards set a high bar for the preparation and presentation of content in the ACFIR and Jane and her team have repeatedly met and exceeded this high bar and that accomplishment has now been consistently recognized by these two separate external organizations for 21 straight years now tonight we have the pleasure of presenting a mostly complete draft of the ACFIR to this board go through a few highlights and answer any questions we

059anticipate the final issued report will be brought to the board at the first regular board meeting in November once a few final touches are incorporated into the document and some final reviews are completed separately this board engages an external auditor to review the information that is reported in our ACFIR and to perform some additional review of our financial transactions processes and internal controls accordingly our auditor Paul Niedermuller from Clifton Larson Allen or CLA is present tonight to provide his report to the board and all of us are happy to answer your questions tonight finally we did get the opportunity to provide this draft and CLA did provide their report to this board at a study session prior to this regular board meeting to allow for more thorough and in-depth review and as well we provided

060the same to our finance and audit committee meeting this past Monday we'd like to thank our FAC for their engagement input and oversight I'd like I'd like to now introduce Jane Frederick our comptroller to say a few comments and then she will turn the remainder of our time over to CLA for their report thank you good evening my name is Jane Frederick and it's a pleasure and honor to be here with you tonight Dr. Dr. Capuchin and President Ragland and members of the board it's a effort of many as Tony mentioned to put together this document and while it's in draft form we anticipate that it will be completed hopefully here soon but I just wanted to extend my appreciation and gratitude for my team as mentioned this is not a singular effort on a

061part of a person or a team or a department it takes the effort of many and I just would like to extend my gratitude for the accounting and reporting team in particular and all the support within our own department including Tony's too he does a lot of proofreading for me too but otherwise I'm happy to finally turn this over to our auditor Paul Needham-Mueller and he can present to you results so far with that a little higher president Ragland members of the board of education dr. Capuchin and also members of the public by way of introduction my name is Paul Needham-Mueller representing Clifton Lorson Allen the external auditor for St. Moraine Valley School District I just want to remind in our conversations with FAC and the board we do not work for management we work

062for the board through the interests of the public and our role is very small in terms of the number of pages that we have in here but Tony alluded to it but I just want to highlight some of the things that we do we opine on the financial statements as presented to the public in all material respects we review the internal controls to make sure that they meet the standards or highlight any recommendations that we would have as external auditors in the interest of the public the other part that we do is evaluate the federal funds that are spent in accordance with the Office of Management and Budget and I just wanted to highlight that the report that's going to come forward to the board and the second week of the first meeting in November

063will not have that included because that has not been released by the Office of Management and Budget and so therefore all entities that have federal funds will not be able to release that until that has been released formally by the Office of Management and Budget so that'll be a separate report that will come back to the Board of Education pending the release of that document we are here to state at this point we are just in the final stages of review and we anticipate issuing an unmodified opinion in all material respects or a clean opinion which is we applaud the district for receiving an unmodified opinion and we've had three different meetings with the FAC and I applaud you for having an FAC which has external members that are well versed in accounting and finance

064very robust questions we had a very nice meeting with them on Monday highlighting some of the items and went through in more detail with them as well as with the study session that we had previously to my presentation tonight at this point I would be happy to address any questions you have as your external auditor but at this point my point my presentation is concluded thank you I would just reiterate that that the study session prior to this meeting is full of details about that report and once again thank you Jane for your tremendous work and Paul neither neither Mueller for your partnership the CLA thank you miss Raglan yes can I ask Jane to come back up to the podium please you may yeah so Jane you are a quiet humble leader in our

065organization and you are consistent and you are stable and your leadership is instrumental in ensuring strong fiscal management and transparency and I don't think people realize how hard you work and how much leadership you provide to the team especially during the audit process so I want to personally recognize you for your commitment and thank you for contributing to the st. Raina advantage in your work next up we have our consent items would any board members like to pull any of our consent items and I would ask for a motion to a up to approve all consent items as listed in our agenda and Jim mrs. Babs yes mr. Berthold yes mrs. Gilligan yes mrs. Horanek mr. Lechuca yes mrs. Raglan hi mrs. Weiss yes thanks Christy and I'd like to invite Chase McBride up for

Thank you It was an oversight Next up I'd like to call Douglas up for a recommendation 8.2, please Good evening Last November voters Seven hundred and forty million capital construction bond issues giving the school district to go ahead to add five new buildings and update the bond passed by This mark a historic moment for our schools and Voters overwhelmingly

069It demonstrated once again The extraordinary To advancing public education and creating a stronger future for all of our students It represents our shared vision for excellence and our collective dedication to providing every Competitive advantage they will need to thrive in our rapidly evolving world We're deeply grateful for this support from our community This investment includes a new The construction of the school is advancing at a steady pace and preparations for the staffing and programming Has been well underway since the start of the school year an important milestone is upon us with the naming of the school I'd like to introduce the new Principal Josh Barnett who will talk about the steps taken to arrive at naming office for the board considered I want to start by sincerely thanking the Board of Education and dr. Cushion

070for your leadership for the 2024 bond which made the construction of a new school possible The development of this new facility represents an incredibly exciting time for the greater me community and we're deeply appreciated Your continued partnership in bringing the light The naming process began in early September with a board and community-wide survey abroad We communicated this survey this opportunity through a community meeting District websites emails social media channels all to ensure The response to the survey was very positive over 250 thoughtful suggestions from community members Families and staff received the wonderful reflection of the local engagement and pride in our school At the end of September st. Braines leadership cabinet carefully reviewed the full list of submissions and Narrowed it to a set of strong finalists that refined list was then reviewed by a

071naming committee composed of school leaders parents for additional discussion and feedback From this collective process we are proud to bring forward two very strong names for the board's The first of these names is big guy When you look west from the new PK you cannot help but be drawn in by the captivating view The view of is of mountains and big sky as far as the eye can see The name big sky evokes the idea of endless possibilities It is the idea that we can use to inspire our students to dream big As big as the sky they see every day from our new school in this way the name big sky not only reflects Where we live but also how we want our students to think it invites our students to aim big and

072ain't high We want them to dream boldly and believe that the sky is the limit Big sky is paired with a bison as a mascot While big sky speaks to the limitless potential The bison represents strength determination and the community that it takes to reach their potential Bison thrive by sticking together the bison herd symbolizes resilience and unity the idea Meadows the name meadows connects our community's geography and Heritage Meade was founded amid open meadows and farmland and this name honors those roots Mead meadow mead meadows symbolizes a place where ideas relationships and learners take root and flourish Reflecting the growth connection and a sense of belonging that we inspire to cultivate in our school community Mead meadows is paired with a moose The moose is a majestic creature There's quite strength in the moose

073that is powerful without being aggressive The moose's adaptability remind us That growth comes from learning to adjust and persevere It's a model that we can teach our students the value of being flexible and resilient Finally the communications team put together a color palette for the new school and the recommendation Recommended combinations is fluted in your board memo. We think these colors will work well for both the elementary and I thank you again for your support of the new pk8 and I'm very excited to move forward What a fun task we have tonight Hi, mr. Barnett, hello, I will do my very best to get through this Thank you so much for your presentation It is so exciting to be in this role during a process like this And watch it firsthand driving by the construction

074site but Not only is it a new school and new exciting possibilities in the community, but I've been up here since the You know the whole process of the bond. I've learned so much. I don't echo your sentiment And I'll echo your sentiment of thanking the community for their trust in their dollars for us to Build exciting new things for the community I Always get nervous when I hear from the public, you know, like what what do they have to say now? But lately it has been so exciting. I have heard From so many people I've received texts phone calls Recently we had a Harvest Moon festival at the elementary school. I there had to have been a thousand people there. I don't know People coming up and mentioning the name. I heard one name

075Overwhelmingly more than the others So I'm gonna make a bold move But I would like to say something first before that You mentioned endless possibilities And I think that our student that spoke tonight and the students that come here like Carly Or those that give us presentations at the podium We hear about all of the endless possibilities and that really taps into what I heard over and over and over again So I would like to make a motion that the new name Name be And I want to get this right the first time big sky pk8 the mascot of bison So that was my motion to the board and it reflects really what I heard over and over and over from All second emotion Yes, and that was my first thought to you. I like

076that Mr. Berthold. Yes, mrs. Gilligan. Yes, and that was my favorite too. This is her Yes, mr. Lechuga. Yes, mrs. Ragland. I mrs. Weiss. Yes Go bison Mrs. Ragland. Yes, Josh. Are you happy? I Know that was your that was your first choice too, but you did a great job of representing both in a very balanced way Thanks for your great work and from and to the marketing team as well for picking those beautiful colors. I love the teals back Next up Reports would you like to go first? Sure. I would love to First of all two things As Jackie mentioned the leadership St. Vrain this past Friday Was really well attended I mean finance usually is but it was really and the people were So interested in so many good questions The meeting couldn't

077go on for another hour I'm sure then when we rack it up Dr. Capuchin and Dr. McDermott always say, you know, email us again any more questions email us or text us and I would imagine You probably got quite a few more questions because there was a lot of people a lot of good ideas and then we go back to Wednesday and the student advisory council meeting was exceptional, I mean Just you know You got one sitting here tonight and then you could see her energy and it permeated the whole group They were they just get together and they work out issues and discuss and it's such a positive thing for me in my own old age to see us building community of young people like that who are interested in what they're gonna do

078to help other people because you went through the Lollipop day and where the kids were able to stand up and explain how they were able to seek out other students to seem that like they might need a little help and talk to them and Encourage them and befriend them and try to bring them in to community with the rest of the students I thought that that was exceptional and then the rest of it was good So that's that's my mists. I missed a lot of things because other things were happening But those those two were almost important ones in a month to me those two particular meetings, huh? And that's about it. Thank you. Thanks Jim Yeah, I'll go back up with Mr. Berthold the I the love I have for my community runs deep

079I see Russ over there and thanks for coming. And of course Carly is here So some of these things Carly you're gonna definitely connect with this but Frederick actually just had their first player tennis player go to regionals and win a game a match rather at state He finished fourth in the state and his dad just texted me why we were here and said that he's all state This is a young man that I've known for a long long time Josiah Brittenham And I am dang proud of of him. So kudos to him Something Carly's very close to is the football team. They are on a six game win streak Next up is tomorrow night Dante. My son and Carly will be announcing that game Man if you can tune in they are special they

080are very very special to listen to Our volleyball team is fighting for a playoff win or for a playoff berth. They're 12 and 9 this year. They're looking really good Been to a lot of those games and softball games. They're a powerhouse 18 and 7 season Making a huge run this year Winter sports like dr. Capuchin mentioned is on the start. So we're very excited for that basketball season is coming one of my most favorite seasons and college application time, so I know that all of us up here have been getting requests for Letters of recommendation. So my inbox is full and I'm gonna go home tonight and write a few of those So that's all I have Chat GBT. Here we go Well, I think many of you know or most of you know

081that I have four kids in the school district So I participate in a lot of activities Some of my most favorite recent ones were going to the firehawk dash fundraiser for the central PTO But I also have been really appreciative of spending time at the state of Longmont I got to watch Jackie present there and also spending some time with Other members of other districts that are in town that Jackie mentioned earlier It's just really cool to see What we're doing and sharing that information with other school districts and I just really appreciate being a part of this district and Appreciate that my kids get to grow up in it. So yeah Yeah, so I think first I just want to start with a thank you to our parents and Anyone who is a guardian

082of a student who attended parent-teacher conferences and all the extra work that that Entails for all of our staff. So thank you. I know those have concluded recently and Yeah, last week I attended the lines you are a meeting It was really interesting but had no real bearing on any school district business and then after our last regular meeting we wrapped it up real quick so that some of us could attend band night and I wanted to extend a thank you to chase and Janae for their hard work organizing that it is such a celebration not only of music but of unity Throughout our community and seeing kids from different schools perform together is I'm getting the chills just talking about it. So if you haven't been to band night, make sure you can swing

083by next year On Friday, I was lucky enough to take my little one to the drone show at the Lions High School football game and Yeah in her words And Finally, I would like to just wish everyone but especially our students a really fun and safe Halloween You know, I'll start with the fun part because Halloween I know every time we Help me. Diane is in the back there and when we do this, we're on the calendar committee making the calendar and all that entailed and that's entailed in that it's It's a look. It's a logistics. It's a lot of logistics logistics there One of the things that parents wanted to point out like we have day after like a late start Wednesday But this year The the plan is aligned. Okay science first and

084the plan is aligned So you have the next day, which is a Saturday all to yourself So as Jackie said, we want to wish everybody a safe and happy Halloween Open houses are beginning within the next couple of weeks So all of our schools are going to be participating in that and I have to send a shout out to all the eerie schools Where that will be starting for most of them? At the end of this month So next week and then moving into next week, we're going to have a little bit of a little bit of a little bit of a little bit of a little bit But as we're thinking about that then we are gonna have to start moving into November and then I too attended our ura there was no specific

085school business in the eerie ura but Eries growing as many will know and there are a couple uras that are forming As we speak so we want to just pay attention to that and how it affects our school district parent-teacher conferences again Those were phenomenal. A lot of teachers take the time as part of their at the till seven o'clock i know i'm one of those parents who always get the late wednesdays because of my my long day but i appreciate all of the things that the teachers are doing and the time that they take to meet with the parents about our students and then last but not least one thing that i pointed out with e hs they eerie high school the softball team they are classified as the class 5a region number four

086champions champions so shout out to them and our students in general and from an academic perspective are doing really great things throughout all the things that they're doing you just hurt one of our students earlier jacob so he'll speak of the network certification that he received and i'll just say in my industry and many technical industries that certification stands out for a lot of for a lot of people and to be able to obtain that certification in three months i just need to know what he's doing i need to go study with him because that's that's phenomenal like i said it takes a lot for people to study for that and pass it the first time so for him to be able to do that on his own time as well as continuing his education

087and his studies is really phenomenal so thank you for your time and i hope to give more exciting news at the next meeting as well thanks all and i would just like to recognize joe brown and the staff at naiwat high school for committing to host all of their home games there where the community has been gathering with such great support and enthusiasm for for the high school and all the students and at this time i would like to turn it over to carly to share some reflections ask us anything you have the whole board and the superintendent at your service no pressure right well first and foremost i just wanted to say thank you again i mean it's such an honor to be here and just to see all of your lovely faces um

088i really found it super fascinating to kind of listen the behind the scenes almost and i think it's something super applicable to just everything in life is just to kind of recognize the hard work and the achievements that go behind what each one of these staff members what each one of these people are doing and so just really props to everybody in this room who got up to speak i mean it was incredible to listen especially to jacob get up and speak i mean that takes guts um and he really pulled it off and he did amazing um i would also just like to ask kind of touching back on 6.2 which was talking about you know the accelerated programs and all that jazz i would love to ask you know i've taken a lot

089of accelerated classes myself i've taken a lot of advanced classes whether that be through cu or ap classes i would love to kind of see if maybe there's a way that we could implement either student feedback or something because i've heard a lot of great recommendations for some classes that could be implemented even just like within some of my normal classes i've heard some wonderful recommendations um and so i would love to see maybe some ways to expand on the creative aspects like look more into the arts and finding some ways to implement some more ap classes for that and just some more of those like inclusive type things that maybe don't get as much you know light carly thank you so much for that suggestion and we will add that to an upcoming student

090advisory council agenda okay perfect we'll get some feedback at that at that meeting from all of you awesome thank you so much um and then another thing that i just like to add is you know especially for the women who are up here on this board i just want to say how powerful it is to see each one of you in a position of leadership and i myself am striving for sort of a position of leadership more so just within the broadcasting field and i find it so powerful i think to see representation especially in a place where you know maybe sometimes it gets overshadowed and i mean that's just in general and so i think it is just so powerful to see each one of you share you know your words of wisdom and

091that's applicable for everybody of course up on the board but especially you know i speak to you know dr capuchin and just all of those other wonderful ladies who are up there i would just like to ask you know specifically dr capuchin you know as a woman climbing the ranks and just building you know your portfolio to take with you in life i would just like to ask you know what is your motivation and how do you kind of find and latch on to your interest of a position of leadership well it's a really good question i think part of it is really understanding what you love and i have always loved public education i've always loved the teaching profession and everything to do with schools and educating and giving back to a younger generation

092and when you love what you do when you truly love what you do it is not difficult to continue to look for new opportunities to provide great influence and support to others and i will tell you carly one of the most important lessons that i've learned is that the higher you climb the more gently you reach down it really is not about power or it's a lot about influence it is a lot about using the information and the power that you do have in a really positive way and some people look at these positions as positions of authority i really look at it as a way of giving back and so just recently we talked a lot as a team about at what point do you stop building your resume and really begin to build

093your legacy and the way you build your legacy is by giving back to others and so that's what our team is committed to doing it's leaving st brain and the students and the staff who work and attend school here in a better place than than we found it and it's always making sure that we're very gentle with people and we help to bring them along thank you so much and then my last question it's just kind of a broad spectrum type question this is my senior year so big things kind of you know moving along and so i was just curious what are some words of advice from the board and just to kind of take with me going into this new season of life what are some words of advice to kind of take

094with me going into college if you don't mind i'll say that i always said to the eerie student never be afraid to take a challenge yeah a lot of times you get comfortable in your life and what you're doing and something else will come around the corner if you you know don't be afraid to take those challenges you'll never know who you'll run into what you'll learn and if it doesn't work you can always go back so if i just like to always tell the students at the advisory council that i get to chat with and become friends with that that was my goal i mean i my career is has jumped around from probably six or seven different areas that never went to school to learn about but i always took the challenge and

095grew and got where i am and you know and the other thing about it this board what dr prussian said about the teachers it's how our this how his board functions it functions for students and it making sure that there's nothing that distracts us from our opportunity to provide opportunity and support and growth for our students because we're paying back because we were fortunate enough to have opportunity that we all and everybody up here has taken opportunity so and uh and that opportunity will take you where you want to go i'm okay i'll say ask questions early and often don't be afraid to do that and the last thing is don't try to fit in be your authentic self early and often i was going to say something very similar to what both of them

096just said but i'll also add and travel if you can i think you get busy and it gets harder to travel the older you get and i think some of the greatest learning experiences i've had was traveling to other cultures and learning from them and then similar to what jim said um don't be afraid to take a challenge and if it's uncomfortable it's working it means you're learning so don't forget that yeah and as as important as it is to always embrace opportunities i think um every everything is what you make of it and as cliche as that sounds if you put in the hard work and you're curious and you are looking for ways to grow you'll find them um it could be right in front of you there's a wealth of information around
