So we'll go into that today. Just a little bit reflection back on 25 years. It's a long time. The world has changed quite a bit in 25 years. So that's presenting interesting questions
006for the district around funding around allocation of funding. And so we'll go more in depth into that. I'm joined by my colleague, Lauren, she's in the little screen at the top of So we are going to tag team of the presentation, she is prepared. There she So so we're just going to jump right to give you some of the background. We'll talk a bit about the overview of how do we get to this work? How do we collect information that informs the the suspect of include the process that we went through methodology of the findings when it comes to what to what do we discover this time that may have been different this and the last time and then recommendations for all of you to to take into So as we mentioned, this is the
0079th triennial assessment of the amount funds. So the assessment is a requirement in the initial ballot measure that passed 2000. It was also included in the 2017 second so. That is why we are here on the used to be at report done every 2 years. We said we think you could do it every 3. So a bit of shift there. I think what you'll hear us talk about today some of the shifting tides and how to make sure that this funding There's accountability to original ballot measures, but that you're also reflecting where the state of the world this year the district is today. But we really look at this time every time that we've done this assessment, we have little bit of a different focus, but we wanted to both married a finality to the
008intent of elephants with the current priorities and help define what a strategy. And I will question should be asked in terms of the strategy in the future. For the methodology, we really value a lot stakeholder input when it comes to ensuring that we have valid findings and that we can contribute to those recommendations. So we looked at a lot of documents as You probably all know there are a lot of documents on your particularly around the history of the Apollo, lots of financial documentation that we poured through. We looked at other documents district to district strategy impact data when it comes to which category initial ballot measure that now funding instance are tied to. We looked at enrollment data demographic data. You need that. We probably looked at We also conducted 7 focus groups and
009had 15 interviews on to some of you are a part of Certainly all of the envelope committee members or advice participate, other district leaders that are running initiatives, principals, teachers community members. We also had 2 student groups that also participated share their insight what they think is a priority. What they would like to see funding dedicated to. We initiated a survey. So a staff survey community survey as And then we also looked at Pier districts and this was done in partnership with 11 staff to decide where should we be looking for commonalities and peer districts. So as we mentioned, there's a significant amount of money that comes in through them a So in the last school year that totaled 81 million dollars. That was the combination of the 2 a little funding streams. I think
010it was striking to us here is that less than half that money is spent on teaching and learning. So still a considerable amount 34 almost 35 million dollars slightly more than that is focused operations with things like facilities technology purchases, other things that are supportive of technology teaching and learning. But it does. It was interesting watch rest. The 10% that goes to charter schools as a formula, driven them out. And so that do see fluctuate over time. But that's a commitment is structured that way. And that all of a station piece is really that they this evaluation so that the commitment to make an evaluation happened. As I mentioned, we we looked at both peer districts as well as other districts that that have a significant amount funding and you'll see it. When you look
011across Colorado districts, there are many of you about a dozen that do have considerable amount of funding that comes and that's been voted on by their by their communities. And 11 comes in 3rd anything about the size of the district is pretty considerable given Denver is highest and the Cherry Creek and 11 straight behind that. this was I think, an interesting reflection point have the commitment the community has to districts initiatives. also is a point of reflection of ensuring that how that money is spent. Now is a reflection, continued reflection of where the community would like to see the money spent. So I know you've looked at many of these bison and trends over time. I think we want point out 2, 1, 2 areas really continue to stand out for us. What he what
012I think we think about the progress over time with 11 involvement had continued to decline. And I think they're starting to be a slight uptick, which is really encouraging. And I think it's testament to all the initiatives that you do have going on. But still something to think about around. What does the future look like it? Is that a predictable trends? Are we just starting to see a or we really starting to see it on a significant change there? And then also there have been modest improvements when it comes to student achievement. And that's to minimize by any means. This is tough area to continue to progress in a very rapid pace. But I think what we want to point out here is that they're still obviously a lot of room for. progress when it
013comes to looking at student achievement. And I would say also when we look at Pierre districts look at statewide, those averages continue to lag a bit. raises the question, as as I've said about how money is spent and can be done how to keep thinking about accelerating proficiency rates. So to summarize that part of you know, Incremental progress and improvements have been certainly in the last 10 years that we've noticed, still below average is. And so really it that that enrollment peas because that is a question going to no, no of taking Rome and the way that funding could look moving forward. But really examine the direct impact of the the way that the money you spend now really the inflection point that we are now. I mentioned this over to Lauren, who's going take
014us to the next part on the detail, the findings what we buy cups K T Thanks, Dana, for so in our view, we found that 7 straight variable levels levels of measurable impact, which suggests a need align them have key performance indicators with high-level goals really dry out. Ms. >> So we go to the pigs and and then measures the impact and more deaths than the record by 4 this afternoon for nation. We pulled 3 that really demonstrate levels of impact and innovation. So some of the impacts like Pence, 3 from 2017 that showed here, them treated meaningful improvement the goal of this pen is to attract education, support professionals and increase retention. And we can see that since 2017, the average salary for ESPN's has increased over 60% and since 2022, ESP turnover has
015declined. And so those are 2 very measurable metrics that assessed that impact. I And then on the other hand, some of the pets have measurable impact. So one example of this is Penn Sex from 2000 supports professional development through at instructional program, staff who assessed staff the stable. This step is to improve academic achievement, which as Jennifer talked about has yielded kind of limited gains and as a whole can be tied directly to And so where there are these gaps in the connection between these key performance indicators and higher level We need these intermediary indicators. And so perhaps 6, these could be things that as teacher feedback on national development and training student formative and that the implementation new instructional strategies. And so these indicators can then feed into that high level of increase student
016achievement. And then renovation. One model for this is can be with Pat Welter 0.70 the 11 So at is not part of the original ballot measure was introduced as an amendment and became a pet in 2023. and this program closely monitors indicators such as in Roman versus it's time date and credits place. And then between fall of 2024, involved 2025 the program real almost 100% serving 315 11 graduates all 2025. And then despite not being an original ballot this reflects the current parties of both the community and staff, which you can see with both very striking it their top areas low funds having a positive impact from the survey we put out. So this example really highlights that the district has been able to effectively create impacts that reflect the district to without changing those
017out the initiatives. And so both 11 itself and K 12 education as a whole have changed since the original about initiatives both 2020 17. And this slide shows the top 3 priorities among community members that came up in the survey. These were a teacher compensation attraction, retention capital of any either capital projects and maintenance and real world experiences and post-secondary readiness. One of them, a loaf and expenditures represent those first 2 initiatives. As you can There's like there's miss alignment with that. 3rd one where 37% of the community wanted additional funding allocated there and only 0.2% funds are actually being allocated and to this. That bucket is also highlighted. districts not that from moving excellence really bringing real-world learning to life through future center has to focus on very by that 11 promise scholarship program
018enrollment graduation opportunities and experiences. So this shows that the district parties are in line with those in the community and funding. This isn't quite there yet. Overall, the share analysts spending fully aligned with those priorities of the community or the district's overall strategic priorities. Before I think this is the biggest discrepancy we have seen over time. >> There clearly is a shift and what the community is asking for valuing and the way that funds are allocated. and we've been saying that, but I just wanted emphasize, I do think is a this is a dramatic change and some data points to reflect upon. >> Ask a very quick clarifying question on the You set these styles up as if they're measuring the same thing, but they clearly are not measuring the same thing. So the one
019on the right is how they're actually spent as a proportion of the total overall spending get. What is the on the left actually measuring? Because it's it's clearly not measuring like what percentage the community wants to spend because it adds up to like 150 or something like So so what what is the date on the left? Actually talk us. >> You and so I didn't need to. >> I think so that's what I can answer. And we asked the community thing is the top 3 where they wanted to buttons being spent and it it was selected questions. So that's where you're seeing that 38%, and 37% and not like it wasn't at top mentor. So this is the share of surveyed people who put this in their top 3. Yes, just. >> so thinking through
020this strategic priorities, we can look at how stable or steal and a lines to priorities and the overall impact in the district. This shows that whole both community and staff are seeing the strategic alignment with fewer than 35% agreeing that the district spends money in a way that maximizes student success and that the are allocated in a way that maximizes the impact, the highest level of agreement we signed was 51% of the initiatives support the overall and mission was is higher than other metrics. We love that. It is still the top of the respondents agreeing. And then the survey also showed that across last 3 and a load of use agreement that 11 was transparent and their management of the M a loaf was at its lowest and we'll talk about transparency recommendations but wanted
021to present data point as context. >> And then in our analysis of the district's accountability structures for week 3 main areas of miss alignment with district's current needs and priorities. So in terms of accountability, overall oversight of was highly operational with metrics for specific at programs measuring whether program was implemented but lacking the evaluation of whether out program affected positively change towards the districts. Greater priority is and then for strategy, while the envelope kind of building structures works are out that are very little flexibility, ensuring that open for directed to district priority and the greatest needs of this 11. And then action there overall need for for the on. And it's not only clearly articulate its period action as former addict context of the district today, but also to align and patients tax tax to
022the Syrian and this lack of alignment between a strong reaction unknown location to stop and what the district needs to fund to effect positive change and where those and love currently out to get in. And so as mentioned here and then also Jennifer mentioned there are a bunch of document is on field a low ebb that going to do all these things and more that goes has it back to in. think you are? So I may go through the recommendations. We goal here was to keep them as high level and simple as possible. >> And really think about. That in a directional sense, rather than specific action item sense. So there are 4 recommendations that have some categories under them. And so the first one is to optimize the pets to me. District needs and
023drive forward district priorities. So you're hearing a common theme. I think of what we've been mentioning is really that alignment piece. And so we to lay out specific ways that that could I also just want acknowledge that the fact that they're the district has been very aligned and accountability to the ballot measures of the requirements of alignment about measures that is no small feat. And it's something that in any recommendations and any change should not be lost. What were recommend what we're recommending an end. >> Proposing here is to think about how to elevate them in a way that prioritizes and groups that helps and ways that make sense for the district make sense for the road that make sense for investment priorities. But that doesn't lose sight of how do we track back to
024the original intent of the bounty hunter? >> Because it is an important story to be told about that accountability and that you're valuing the community's input from all those years ago, as well as the input from the community today. locating, you know, have live in that district strategy, investing in high-impact evidence based strategies so they very clearly and a distinctly about where investments should be made to be able to to yield that high impact areas, particularly around student achievement, like I getting them so that we have more adaptability when it comes to structures that are not locking you into very specific things. grouping have some way that makes sense and they're exploring other alternative funding streams so alone given the the about that it is and the way that it's been part of infrastructure, the
025district for so long, they're really treated more as core operational. But at this point and so there's going to be, I think, a push and pull of it knowing budgets are always constrained to determine what should the intent of elephants be? Should they continue to be treated for core operational? Are they supplement all driving specific strategic initiatives forward? And it might be a combination of both, but I think those are questions to keep wrestling with considering what you want these dollars to. Not for the next 25 years. So mission to give you our talk a bit about areas where those in intermediary indicators are not in place. So there's and jump from. We expect key performance indicators to be driving and having a measurable outcome. I had and high-level goals. But in between, there's often
026when it comes to how do you actually measure those things? And so our recommendation is to go more deeply into that and to understand and layout if we're thinking funds are going to impact, you know, big picture, where do we have to line the pups and measure in ways that we can collect data on that has direct through line. That's that's the part is missing. A bet right now. So regulation 3 is to optimize transparency and community awareness through strategic communications you have everything document I mean, that give your all of by by external auditors. The money is tracking of the money. Is there. I think there are many, many, many reports on your website. I think maybe we were the only ones going in depth into the of a that that's out there. he's
027considerable amount of time to do some of the reporting that the district has committed to overtime. The reports are impressive yet are they reaching folks in the way that they want to be reached now? How do we all have tolerance? 3 to 300 page document on the So how is it that that information can be truncated? More digestible, put out in a way that showing that connection. And speaking to her parents, when you think about a parent that may have had a 6 year-old kindergarten in 2000, that's how 31. So the way that we get that information and expect information to come from districts looks different now. So all right, Anderson, here is to think about it being clear accessible, demonstrating the tangible impacts based on end of the year indicators that I just was
028talking about and not to get overly complex. I think there's opportunity reassess what some of that information is on the website. Simplify it and not lose sight of really the intent of but didn't then the 4th piece time for to fi and increase oversight committee There are many dedicated folks like live in a part of for quite a And really that breaking valuable perspective over what had this has looked like for the past 2020 or 25 years. But as I mentioned, parents who are thinking about the district or have children in the district are going to be diving different things. I think that was illustration and the community survey that we did that, that that information priorities are shifting. And so having that represented on the committee and free framing it not just as a
029financial audit committee, which I think it has been in the past perceived that way, at least even if it wasn't talked about are intended to be that That really had been some of feedback is that that's just about the way that you can track the money. So time that the intent of the committee to what re-branding think what the vision other committees perhaps having it be tied to other strategic initiatives so that the parents that you're getting are impacting both sides impacting how how you think about strategy and think about commitment of dollars and that how does that align to them a loan funding. So also emphasizing the financial expertise required. It's not something that has to be a part of bringing their voice into this process. The process itself in terms of the committee
030that communications its core structure. Our recommendation is to bring in more voices that can be part of that discussion. Thank you about outcomes and strategy refraining in a way parents and other commanders feel like this is a valuable part of commitment of time for them to the commitment to the district. He was this before you open up for questions. And it's pretty striking that in 11 suspected to receive nearly a quarter of a billion dollars funds before the next evaluation in the next 3 years. So this present opportunity and responsibility for district to address the ongoing needs and to honor the original intent really all driven by student success. And so we know we leave you with a lot of around what this could look like and where to go from here. think this is
031such an important part of the conversation. When you think conversations that I know you're you're in the midst of us to think about the next couple years and also building on the momentum that he left the scene in the past several years. Thank you all. I suffer systems. All right. I open it up to questions or comments from And he back. What wish and most could you summarize for us? How does the boat is different than what you present Because you want the same that yet. >> I think there are many similar themes. I would what stood out to me most was the shifting community perspective. I think we saw lot more online on Alignment, but I want to say trust in the decision the district were making. I'm not saying I'm not trusting now,
032but it feels like there's a shift in expectations of what the community wants and the way that they would like to weigh in on the way that funding is spent. think those are the big changes. I think there were the recommendations weren't quite as reflective in a sense of Really big stepping back and thinking about the theory of action and what should be driving that moving forward. It was it was at the start of Mr. Goes to rent Tennessee. So I think just we had just finished. It was just beginning. So this also very different place when it came to what it was that the focus was on kind of where the community was feeling feels like now that the community is in a different place. Leadership has been up setting different vision and a
033much clears the same division the community say got it. We get the vision how do we make sure we're supporting it. So you're saying the community is more restful understanding where the district is taking a guess. so years. I guess. >> One of the things that I this is something the board for consideration and talked a lot about alignment with district's strategies with this question has come up to me, even with some of the new board member Sunday started. What's the district's strategic plan? You have a district's strategic plan that was about long before even one play stop the alignment could the Cotton parties possibly? When there certain system here that we need online, district strategies we're talking about district's strategic plan. That was something like that for years. Back of some point in board
034has to go back and revise. if that's part of the policy discussion that's coming days because it's all in, but they The ad which doesn't align. But. >> Yeah, that's a great point. And I think that was something we could wanting to incur in something when it came to the valuation to say how how funds tear to or supporting from the strategy. And I think we went back and forth quite a bit say how do we encourage, which is why we end up saying there just needs to be more workarounds. Thank because I think there That need for coherence is something that was loud and clear to us as we were trying to make sure that we had done violations. That was that was linked in that way. But but it was a challenge for
035sure. >> you mentioned at the top of the top of this presentation board members wanting to be for process, but to the board member does do. Could you speak to that? >> we interviewed the board chair and then remember. >> But other here also to That's why that's awesome. it back to the chair peacekeeping just a couple of minutes Monday. >> actions are they can play so that it seems like right out of the information, the cycle that some board members time that's not being shared across both members. So the to have information shape without cumbersome as well as feedback. And my overall com Go back to what you some of east of there. My concern. You put together a by the up, comprehensive out And I appreciate the work that has been looking buy
036gold from park's this type having being just occurred in past. It diverted keep the eyes the impact of those talks that they haven't won a student success this is I caught up in the past I want to again, don't give community has supported us with 800 million dollars in backs funding we talk about district not respond to at this point. Times your sides also indicate that in the state third-highest, that's understandable. That's an issue that schools community stepping up and providing a thought. Well, the focus of big it's bold, out to get some the stations to going 40 800 million dollars, according to million dollars in the next 2 years you were talking about, we've got to be able to demonstrate that this is making you think actual student outcomes in student successes. And if
037we are hovering scene, still, physician sees as we basically back to at this point in time that's considered to be and how to as full members say that best possible stewards taxpayer money and being able convince to the promised yeah, want to mention That's what got, something that God brought that up. Topless a point of discussion couple of years back uncommon not being the legislative intent the voters. And there was some of the comments made the board decided amend human it's really a tough person to know that the community took feedback to see just wanted it was striking to us to that. >> You know, we spending 0.2% of people which the community about abuse. >> So that's something that just a who's just highlighting when change was made to the relationship with there was
038tons of consternation because this is not exactly with the language but yet in the very short is order of time. We have seen a dramatic response senses not only is the program impacting our students. It is a feel good moment for those associated with a low dollar. And so in constant are we doing enough? This is an example of we haven't been aggressive enough and doing So if the s**** of the line for academic achievement is still concerning for people and it should anyone here can write an op-ed on how 32% is not acceptable for math achievement. But if we go back to that slide, you don't have to go back The upward trajectory could have should have been and will be steam for if we actually put our money where our mouth spending money
039on things that don't results greater student opportunity and outcomes is the recipe for decreased trust within the community of which people will not call me back up. If they're misnomer in this line how much we do spend per pupil on M O that number gets bigger every year that we have less children. The amount of money is based on the number people that live in the not the number of students who attend and so if we were serving all the children in district 11 boundary with that in low. I can't guarantee how far it looks like right. But it won't slide down about $1000 for people. When I think about the 10,000 kids, a wake up every day inside a district that don't use. So we have 10,000 families who are Costco members who never
040come to annual memberships to Costco, which is this and had said I'm not this is a huge opportunity for us to take audits that says, well, how do we match those 3 dials of actually save? These are the important areas and how we codify our strategy a way that is sustainable over time and not dependent upon very creative and innovative budgeting see if I wanted present. Thank I'm sorry. Yeah. Tell >> I'm just curious. You have here on slide number 15 among the vials. What community members want do who makes up the community that year. >> Interviewing, I mean, they were. So this was a survey. It went to parents and it was open to the community. So think essentially make use of the district was pushed out district website to and size. How many
041increase did 1000 total touch points survey interviews focus groups to say something against yet. So. >> So 25 community responds. Yes, I'm the clear. >> looking 5.15, and just sort of surprised that the community, yes, real world experiences on there, student achievement isn't listed as number But I guess we deduce that from teacher compensation. Was there any other way to gather this data? The community just did not choose to it. This is Yeah. Now there is I would say there's one help business to to Pence. I think that's part of it, too, is you know they looked at the groupings of that helps. in those categories are being put the whole thing of, if you like to other kind of how we group them arts in the report as well. But >> I think it
042was it was a present us to think it was surprising. Also around capital projects and I think we were expecting to see a lot more student driven kinds expectations. But yeah, teacher competition attracted attention, really scared. So if you back to the previous slide captures debate about right to example is having a positive impact in UC student human way down 13 14%, which is >> troubling. I think I'm just more trouble that our community has not chosen. Student academic success as one of the top 3. So there's a lot relationship building here to do Really we don't want to make that are topped do sure I can just say a couple things. I think there's a lot of those there that actually >> Student achievement buildings, teacher compensation and all of So they may not
043as a community member, but that's too that you by it in and of itself was singular it multiple. The mansion. Was it an option top of the list? >> Well, that's a marvelous. I those are all connected, but we don't make that a top priority is no wonder that were not. >> Making >> I mean, you can look at it that way. You could also say we are making bigger days comes from, we're spending some money and other places to that effect. Students, Chi Minh an increase in enrollment people. were not going to destroy before and are now going there. I think Hearst. Yeah. This is kind of related to recommendation regarding take the eyes okay, you're you're targeting things that you are hoping result in student achievement. This is the thing you are measuring.
044>> It's not really the end outcome per se, but it's something that is easy to measure and kind of easy to stick a I think it's a really good example some of the disconnect in the in low because some some of these we should have been or could you guys in fact we do it. There could be as if you see our new version. guys for coaching in schools. >> It's drastically better than used But some of these initiatives that operational, it's 3 in 4 steps away to tie it to academic achievements. And so, yes, we have historically measured it up we buy devices. We said we were going to buy. Yes, we did. And how many steps should we really have to go with the with the elevation of before it connects to student
045achievement? I think that's disconnect that the report is speaking to. >> I wasn't that there's disconnect between the pitch at up there. And one of things committee wants to is temps and those different and then determine whether or not we should recommend to administration that we need to shuffle money We can shuffle money between That's you know, because all the gifts are related some election have all they can that was used. That was in the 2000 military. thing came out, all-day kindergarten thing. All that money could be redistributed to the other program improvement. so we can do that and we can look at back Doctor Comfort. And I've already started looking at some of the and I think that would help in this discussion. Think of a parent have the election questions. And then you
046have the district goals and have community input coming in where houses determine where to place 2 that are existing. And then once we do that, then we can look at well. Just looking at the numbers compared in-person and from 24 to 25, none which was impressive in million dollars programs for after-school summer school. Director Johnson. I think that's the general. My my take on the agenda report >> We are still largely spending money. Exactly how we've been spending money for 25 years. Mitchell promises the exception here or outside the

We stay very consistent with past I think this review is telling us. The review doesn't think it's right and the community doesn't think it's right. And so we need that. We need to relook at how that money is staffed. That original graph that says more money is going to operations. That instruction. Is very long. All right. So we've got to fix And that's going to be
049challenging and complicated. But I think that's the call here is to right-sized those allocations so that we can have a much more robust conversation about instructional outcomes. I think part of the operational piece to its kind of like we've talked to on discussions that because we do not have on you kind of almost a necessity are using this to some of that. maintenance I have some questions about kind following up on some of the recommendations that you made. I just want to answer your question real quick about Boardmember involvement. You probably have a similar experience. Basically, I was just contact and said we're running. The surveys were reading staff teachers, committee members. We just want to talk to some board members. Are you willing we did not have any special involvement or any special influence

I don't know if this is a question for Chipper for Brandon all 3 of you. But I think what what would be the cleanest way act on some of these recommendations? Because off the top of my head, I'm thinking okay, that first one to my comes to meet district needs kind of like saying earlier that requires the board to articulate some high level strategic priorities. Focusing a measurable impact, actually writing the Cape Haze to me off the cuff. That sounds
052like something the committee would do in conjunction with staff transparency. That could be a staff communication. I know communication always has costs like what? What would be what's your vision for kind of the next steps of what you need to see at the board level to move forward on some of these recommendations. >> I can question now. I would like to see perhaps some of these, not all of them, but obviously some of them should be charges to the committee because we want you know, so working we have to have the kinds that you would like to see do over the next year. Every year we come forward and the charges. I don't think changed God knows how So as we add more charges some of these, I think the committee is responsible look at
053along with the administration. Then we can report back to the board. And the board the charges for your committee, which is I would like to see that happen. I think that would help close some of some of the gaps, at least on the one's. We're we look at year strategic vision. That's that. That's fine. Whatever it might be. And then line along with the influence with the community said and on the left of promise. 054sure we stay on task house. This is just a suggestion for how we move forward when we had the point in the year where we're riding up and has worked tasks for the attack and for the various subcommittees that it sounds like the recognition is. That's a very good time to in that process, articulate the high level strategic spending priorities. We can write a specific task for you to develop KP eyes so that we don't kind of fall into that trap what we spend money on tax developing that improve student outcomes. We don't know. We don't actually care. We started we spent the money on tax. So we dodged trap and I don't know if it's task for the committee or task for stuff but tasks, someone with kind of putting together a hyper concise,

So that when the charge of this more holistically. >> We have a I think, a more more solid process. or does that sound like a good way to kind of close the loop on recommendations? >> Great. Moving on. We have update on attendance and your cell phone turned over to Superintendent Paul Tait. >> I'm super excited for here over the day Really appreciate let's look at the data through different lens. >> I know I'm speaking for individual board members, a lot of community members. >> What we have tried in the past has not worked. We are seeing what you should
057take away from here is that we are shifting course that the problem can be defined differently. And I want to make sure that we use super specifically define the problem and not make everybody guilty because that things we have done in the past have not worked. I think this is the right time and we have the right models. We are open. We are actively learning. I will say that we adventures in this space because there are not a lot of other districts that are willing to look at this data and say what can we do differently? I would say that this time 2 years ago, I looked at the same data and a tap dance tell you why these are not the droids you're looking But what I want you to get from this we
058see the challenges that exist. >> On particular attendance and behavior issues so funds is obviously just a subset of the behavior of and that we're paying attention that moving markedly and switch to a different direction. right. >> Yes, just get reiterate that I think one of things want to focus on is that 2 years ago, the board charged this group with really reinventing in recommitting to strong attendance behavior in cellphone policies that would ensure that all students felt safe and work held accountable to any actions that happened during the school day. as we've gone through this, to your process, we're seeing what changes have worked and where we still need to improve. And so we're going to go over some of the data out today and then we'll go into the action steps of how
059we're using this data to then change in the course that we're So all start us off with just a little background on attendance. A key piece of the time is that we don't want to lose sight of. Is that we are concerned about attendance? Because if a student is not in school, they can't benefit from the high quality instruction that we're providing. so we didn't really closely at utilizing attendance data to determine what is that spot where we start to see a shift in student achievement. And what we found is that when students are able to attend school at a 91 to 92 percentage they have a higher outcomes on their academic achievement. And in this graph, what we showed is that of our schools with close Gap, GPS. So they have a and up
060a greater than 54 that we see that those schools have higher attendance rates on average 1.5% higher. So overall, what you see in this graph is that we always start the year off strong. We have at the beginning of the year, we have all the last past 3 years and we see the same trend happening as the year goes on, wheeling students. And so we really trying to look at how do we keep students engaged in, keep the emphasis on that high quality instruction in the benefit of being in school. So we look at this data. We know that we are trending this current year averages. 85.6, which is higher than the last 2 years at January. So that is a positive trend that we're seeing an increase. What we also looking at are what
061are the strategies that those higher and up schools are using to get those higher rates. So we talked to some schools in this group. One of the things they're doing is more personalized reached out 2 families, not just the automated tests, but the teacher calling home. We're really missing Donnie in school today. We're really hoping to see him tomorrow at when they do come back. Really, just a given that high-five. We're glad you're here today. So those are the kind the real personalize strategies that those schools are using, that we're trying to replicate across the system. the show does get little bit about this data. So another noticing that we >> seen in looking at our data is that as our students matriculate through our system. Our attendance rates decrease. And so that's an area
062for improvement moving forward and trying to figure out why is that happening in similar to the previous shows? it showing that it's decreasing. So we definitely need to figure out a plan to do more personalized strategies with our students and families so that they are feeling more. Welcome at all levels of our schools. And a celebration here that low as chronic absence rate in the last 3 years. And we think this is in part because of the two-way communication that we have 3, the attendance intervention. Sweet. So as soon as a student is absent, that communication is happening immediately so that we can address it immediately. And know that on chronic absenteeism. That means the student has missed more than 10% of the school So that is really concerning number. But we are really excited
063to see. This is low, the lowest we've had the last 3 years and still room for improvement. Yes. >> When did we implement the ask communication was that this calendar year 2 and a half years and we just shifted the communication platform differently. Was it this? Is that year? Yeah, we have a different way this year that we're communicating with families that automatically send it out. The other point to note on this slide is it's the date is cleaner now because of policy changes that the board made last year and how we measure what is considered party. So we've seen also market decrease and the number of call backs that we get to the school that says, mean, my kids not absent school right now are my kid was tardy and you didn't allow them
064to be targeting. So it's it's a cleaner set of data. It is still a concern that, you know, 40% of kids are chronically absent, but a 4% decrease at this time of the year is significant for us. trending in the right direction. another point and that 2 way communication you can see in that graph on the left that shows kind of what the types of communication parents are receiving their receiving both text and email. And that does seem to be much more parents friendly way to reach our families. Majority parents check their their text messages and receive So I think that that has been a positive shift. Parents have the ability to opt in or out of how they received that under the >> So just some things that we've been working throughout this process.
065>> So we've been working very closely with their student success facilitators and they are working directly with their respective area schools to support them increasing our attendance rates and then goal setting with our students. Things like setting an alarm clock. Going to sleep earlier. getting 8 hours of sleep a night. And so just having different ways to set goals so that they can be in school so that they are accessing the high quality instruction that we're offering. In addition, we have attendance plans at every school when we recognize a student is chronically. Absent. We develop plans and put things in place with the students and the families to support them and hopefully reduce those barriers of not attending school. And then also morning check going back to what you're just said about those personalized interventions
066that we want students to be seen and valued and heard. And when they are absent, we want them to know that we missed We've also had a threefold increase in the number of students that are engaged with the truancy process. So what we're seeing is that we are reaching students in getting them involved in that room and what they call wraparound process, where it's not just a legal proceeding, but there support for the family for the student to engage in Make sure they have everything they need to get to school. So she is the transportation barrier. They can be partnered with the community partner that will provide transportation. So we're seeing a lot effectiveness of that truancy engagement from families. many of our youth that go the truancy court process. >> Are also assigned a
067guardian ad litem that is their advocate and helping them to get to school and figuring out breaking down those barriers so they are here with us. And so we've also been working with dropout task force. you can see at each traditional high school, it started off with a certain number. So the first number is the number of students that we have been monitoring over the year and then the second number are the number students that have re-engage dinner stabilized at these schools. really interesting success story. So and Bass who oversees this task force along with Crist Kilroy shared a story about a student extremely high academically and he just was not able to get to school for a variety of reasons. And so and that met directly with him and had a conversation about what
068those barriers are. But they also had a conversation about the education programming and would be appropriate for this student? The student was so excited and called the Uber said, you know, we'll have the Uber pick you up. We'll get you to the right. He lost an academic campus and will we will get you registered? Well. And that was on her way to the right. Just write a was an academic campus and received a call from the members said that the Stu was not there. So called the was an academic this and said, sorry, students out there. they said, well, he's been here for an He was so excited that you took the bus because he didn't want to be So that is success story for >> The task force, this is the first year for
069the task Our dropout has been improving and you'll see this on the next slide. But it's still when you think of those numbers there and you see you're nearing 100 kids who are in the are they are they are not going to drop out space. That is. An area where if we mean and that that individual level we can make a difference. I'm super proud to see that we're averaging over a 3rd of the kids that just the first year. Many of the children that are represented on the slide. There really isn't a traditional academic answer for. They are aging out their timing out. It is literally impossible for them to get the credit requires. And so a conversation like we have with the strongest adult and family education Department program within the CDU are
070recognized time. And yet many of our kids don't know that that they literally okay, we can get your Rica GB and then gets back into workforce partisan. >> Yet another really need partnership that we're starting to with. Some of the students is connecting them with some of our CTE pathways that may allow them to be outside of a traditional school environment and still be enrolled as a student. So, for example, we have some students are interested wraps and being a dental assistant and we have the capacity to get them enrolled in a program that wouldn't mean stepping foot into of traditional high school with and they're more open to that. Take them also really excited about the collaboration that's happening there. So without just some celebrations, too, we wanted to highlight that. We are continuing
071to see it. This is a repeat side. We show this. I think it arm and your but we continue to see a growth in our four-year graduation matriculation rains are meticulous rate is percentage of students that are engaging in post-secondary education, the military or college education. And then our dropout rate continues to decrease. So we continue to see that these interventions that we're providing are working and are successful within our schools. >> Is that is lagging day go back again. But so that data will which is great because we've been trending in the right direction. There's been a little bit of rework at the state level on this will be called pastry of the high school SPF. That is also a youth flag in data. So it's kind of nice that thank you. Some data
072that we know that has been trying to do the right direction as the next 2 years worth high school SPs come out. Snow should do pass questions of attendance. Before we served over being and cell phones. I >> China going jump to Jason to be a second. >> How early is early in terms of earlier years? What were phone calls made? >> Immediately so that with the 2 way communication and got the ax can correct me if I'm wrong. But my understanding as soon as the student not school, they're contacted in the morning then a second message goes out in the afternoons from separate system that sends in another message and they are notified immediately when a student So that is the root cause of absenteeism being addressed or even found >> It's a it's
073>> much deeper question. I would say I had an earlier conversation. We were with members of the board new members of the board. There's still a value proposition missing with our community that if you come to school 9 out of 10 days, do an hour's worth of homework every day, Brady and whatever is your family values set out is that you can sit space with other people. We promise you that there's a pathway to success locally state national ankle yet you will see that were barely in the 90's in elementary school and solidly in the low to mid 80's and high school. There's a value proposition that says not district 11, but what America offers is not worth my time. I will say to you that when I first got general message on snow days
074was the district is open. But if you don't feel comfortable all you don't need to bring your kids school day and not and not as an excused absence that has lost instructional time of which you will never recover. So we no longer say that you can excuse your own absence on your own version of whether or not it's safe to come to school. we take that decision very seriously. And it is great challenge in our geographical area here to get that right. Thank goodness for global warming. I should to for this year we've only had but the root cause is very complicated. There is a clear correlation, associate, economical parts of our city have lower tenants rights. So that says that there are real challenges for some families that may not have multiple means of
075transportation or multiple adults who can sure that kids can get and there may be adult responsibilities for children, particularly in the middle and high school level. 4 younger siblings. We know that those are real. We have solutions for Whether or not they're adapted and adopted universally is still a challenge. I heard students say to that my peers can't get to first period. Palmer because they have younger siblings who go to north and that their job is to get their sibling to North. Yes, north is open at 07:15AM, in the morning to accommodate for kids who have younger siblings or older siblings that coming up on So we have solutions for them to operate fully. I think what we need to continue to do is at the school level member of the most trusted agent in
076this conversation is the teacher and the principal. It is never are the I love the messaging that we're doing. So a parent say why aren't you in school when there's really a challenge? only going solve that. That individual relationship level of to the in conversation about the students that is now So the root cause is probably more complicated than the school district can solve. But what we can do is offer as many individual solutions to as deep as those re Trump. Because I'm I'm just at the tip of the iceberg in this. But I'm looking at. >> A Louisiana, Alabama, Mississippi. They're in the Lately of being able to turn things around and they have out of the ideas and sentence so With that in mind. That's that's why I'm asking these questions because if
077they've done that. We can do I think a great answer to that is tripling the number of kids in truancy court. >> Has reduced chronic absenteeism. So using the laws that are on the books. And, you know, for those who don't know, it's against the law did not come to school. We statutory requirement that a family has to provide school and opportunity. You know, some of public school because of a private school. You do homeschool. You can all kinds of things. But we have an obligation society to educate and there are laws on the books the enforcement of those laws from an accountability because mostly what Alabama, Mississippi and Louisiana after is if we set a standard, we expect you to adhere to that standard. We're getting Tiger now, particularly when Deirdre talked about the
078schools with higher energy peas are not just the higher socioeconomic schools. We do have title one schools who don't have attendance problems. And so we're using those best practices and sharing them with school communities that do not have those solutions in place. And most of them are really about who makes that call quickly. They make that call and whether or not they can listen with an empathetic here, but assertive and that we need job Julie, back in school tomorrow. So then do you feel like that? We the on the >> normal pains and start of something new. And now tracking along with the machine. >> I think we're seeing in attendance were seen marked improvement in attendance by certain best practices and getting cleaner and how we measure and how we communicate that allow us
079to get to really hard problems of families who extraordinary situations and will sell those as well. I think what you'll see now coming forward on behavior is we're making the shifts because the data, although I can say it was better than it was before is still too many behavior. Incidences that are going either unchecked or being met with what our own policies are. So you'll you'll see that coming here. But the attendance data is a win for us on doubling down and cleaning the way that we report this to the state that has given us the data points school by school were seen dramatic improvements. Do we saw a secondary problem? Yes. How we communicate differently about secondary right now. Yes, we share a walkout protocol that you can't miss instructional time to go exercise
080your political voice. That will be an excuse if you don't come back to school, you will be suspended. Its not a game to go out into the park and say you don't agree with what's happening on TV and happy that you're exercising your voice, do before school. Do it at lunch, which is open do after school and do that Saturday indication Parker or Freedom America. Beautiful Park where people are every weekend. But don't take away your instructional time. We are obligated to give you this instruction by states by law by statute so. You will see more of that getting tighter. The attendance is moving in good direction. Just and you have some time to devote to Jill. when you find the solutions you on the stairs, that's great. >> But is there that he's, as
081you mentioned, 3 truancy court is there that he thinks you're still following through with those parents who it's not transition is not just few like doing that for my kid. Are we holding the line so to help with these members? Absolute. >> And then there wasn't much mention of that Harding, this piece this report, which is fine. We had a just a policy on how we consider tardy for class crews. All that has that been helpful or do we need to include decade in a March report? so these policies working well for we pleased with the change in the policy. Are there still either? And actor season some reporting are they're still kids cents or played absolutely convinced if rule out next original to some of comments, I >> I have noticed that the co

The next step State accountability for that. And I'm list going from any of the teaching staff >> explicit status there. But some think that that's You mentioned about the lack of protocol. So that speed you could get a to secondary >> Thank you. Okay. Keep going >> All right. We're going shift and talk about behavior and cell phones. So just quick total incidents. What we know is that the total number of incidents is trending So if you remember, 24 25, we started with our cell phone policy.
083So we did see a sharp increase in the number of incidents because a lot of those were cellphone violations. And we had a lot you know, first second and 3rd violations of that policy as we move to implementation. What we're seeing now is that that number is stabilizing. And we're seeing that that number is decreasing. So our this based on year to date. So this is the same point in time. So it's not, you know, only February compared to the whole year last year. So this is point in time. And so we are trending down in incidents which is a positive thing. We obviously still have too many incidents going to go to shared. We more work to be done here, but we are pleased that we're trending down. And if you were to take
084out our cell phone incidents, which is I believe about 1900 students, that 1900 incidents that does decrease it even further. But then you have to take it out of the other 2 grasses. Well. We want to frame also that this think about behavior. I think we have we know that that number is really large, that number of incidents. But we really wanted to frame this in the positive around what percentage of students are actually engaging in these behavior incident. So when we look at unique students across the this is first graph is elementary. And so we've cluster them by central North, East, South East and West schools. Well, what we can say is overall 92% of elementary students have 0 behavior incidents in system. This is really strong number that aligns with just overall what
085you would expect that you would expect that the majority of students respond to Tijuana instruction. And then there's a small number of students that require additional intervention. So we can also see that across all of the areas. There's not one that is standing out there all pretty much the same. We're seeing a pretty similar pattern across all of our and Ellen Entry schools. So again, pleased to see unique number of students engaged is still very low percentage when we moved to middle school, you see that the percent of students that is engaged in incidents increases that's developmentally appropriate. What we know what happens school. Students get into a schedule where all this and they have a period today. They have different teachers. They have passing periods. They have lockers cell phones is a lot of
086other opportunities for them to have least one incident. So again, we see is that we much higher percentage of students that are engaged, but still 70% of middle school students have 0 incidents. So framing it from that positive ones. We are seeing that this still is a small percentage of our students. It's larger than elementary, but it's still a number that we can address in one of the goals of school accountability system is that most already the students that are in and are also being captured in these numbers. So we are highly tracking in intervening with that group students. Remind step SAS is the middle school accountability system. So this is tracking students that performance on academic achievement through their star assessment as well looking at their grades. So students who are receiving failing grade
087in And so again, which we don't have behavior included in the U.S. data. But we would imagine that there's a high rate of correlation between other thing that what I don't have the firm date on it. But the anecdotal data is. >> Or to greatness. And Roman loss points are a particular between elementary middle and high school. >> And so although developmentally appropriate that the middle schooler starting over Square go one, they don't have cell phones. was just talking generally. That's the where kids want to be more social that way. About 3 out of every 5 families that we between elementary school and middle school. Our kids go back a that are of the 92%. So we are seeing that family's love, their small elementary school and then that they I don't to say questioning
088whether or not their child enjoy our middle school experience. And so that 92 to 70 is not inconsistent. Cohort of kids and cohort. He's changed in middle school that we have. And this is why we're making a dramatic shift as a system that we are now in a space where 7 out of 10 kids doing what they're asked to do is not as comfortable for a staff member has 9.2 out of 10 kids doing with So that's reason why you're going to start to see that shift again. It is still better that it's not every kid in middle school is in trouble. That is not consistent. And I'm in schools every day. That's not how I feel. But yes, as you go slide, the percentage of kids that creating behavior incidents and distracting from the
089educational environment increasing a rate consistent with what you all have act you avoid. It seems like that problem is compounded and the southeast that way you have 92% of the students little problem. So can and then 40% in the middle school. So you are. >> Possibly losing significant amount of those making Yeah. So again, if you play the game families will always choose excellence. >> You have several performance rated elementary schools in southeast. you not have a performance. Rated middle school and selfless, you can choose and you might choose. But sometimes you're not choosing a district. 11 solution because sometimes the nearest middle school outside of your district 11, the solution in the southeast is not in doubt is in district 2 >> And then high school follows a similar pattern. We have 73% of
090high school students with 0 incidents. We see a pretty consistent pattern across all of our schools, with the exception of alternative campuses. There's a higher percentage of students that are engaged behaviors that are alternative campuses, which you know, something we would expect as well. I think again, we still continue to have cell phones being the main cause of the violations at that high school level and will go a little bit more into the incidents as we go through this next slides. So this is a graph that that pattern of we have students that have one >> behavior incident and then you can see it almost goes in half 2 and then a half again to 3 and then a pretty much follow that same pattern. We're losing that cohort most students have one incident and
091then that's it. They don't they don't have. And additional offense. So I think that really does help kind of putting context again, that high number of incidents, the high number of incidents, primarily the result of students who have a onetime offense. >> The other thing I want to point out on the slide is you'll see dramatic increase from 23. 24 24. 25 2 reasons. One, that's a cell phone policy. And secondly, that was when we really just put our arms around. never forget the meeting when we show the data that was Director Kerry likes point out that we we have the same slow on 2 different slides. But we literally had different X and y axis information. We didn't have our arms around the size of the problem. The other thing to note is here
092is that there has been a decrease from last year to this year and each one of those categories, you're going out for kids. That in one incident, 2 incidents are 3 and services, which means again, schools that have adopted strong protocols and policies or implementation of existing policy have seem that children will respond to hire sets of expectations. The consistency across the portfolio is not 3. >> And this final graph on the behavior. This is breaking down incidents by type of what is the best year category category. And what the agreement showing is kind of where what is that 80% of the behaviors occurring. So you can see where that 80% lions. It's really those top 4 so cellphone violations. Defiance, disobedience, unsafe behavior and detrimental behavior. Make up about 80% of our behavior incident.
093So we can say we can focus on those 80%. We're going to see a significant reduction in our behaves with unsafe behavior. That's tends to be one that people are like. What does that mean? It's pretty nebulous. It's very subjective. Some examples of that was I was reading some of incidents what was a student who had a middle school who seen a lot kind of things where he's all you've all trying to get to land upright any. And while he was doing that another student that was that listed as a discipline incident. That was unsafe behavior. We had another student where they running in the hallway and they weren't necessarily, you know, going after anyone are trying to leave. But they were running in the hallway that was considered unsafe behavior. So that just gives
094you some examples of what that that large category is is a lot of those behaviors that aren't rising to a level an assault or anything significant, but it is unsafe. And that the school is team that that they want to stress that. All right. So we're going to go into one of our action What are we doing based on behavior data that, you know, we still have too many incidents in the still. Now we know what are the 80% of behaviors are really need to target. So we're one we're having increased training and are all of buildings on just how did they How should they be documenting the heater in the system just to make sure that you're again, not having in consistencies from one school next. The other thing is that our student success
095facilitators as Dr Scholten mentioned, are are highly involved in this work. And they're really working on that root cause analysis of trying to figure out, you know, how can we best address the problem? And then we are also implementing this spring, a pilot program is through Scott Ervin, which is called the book, is the Classroom Your Manual. it's a behavioral leadership program. And so this is research-based evidence based program that we are delivering on March 16th. We're going to 3 schools at the target say man and will send in those schools will receive a full day training from that company. And then we have 15 days of additional contracted coaching on-site support with the company to help solidified the strategies that will be taught during that training, those strategies that they were gone. I bought
096around first relationship building. So how do we help in this kind of goes to that? The other question around attendance, how do we make sure school part of that major? They have strong relationships in their So there's a lot of big focus on that relationship building. But then it's about holding students accountable. >> making sure that they understand what expected pools in that we have common language across our classrooms. If they are in biology or if they are in, you they have the same language being across all of their teachers. So that one step we're doing this based on that training. We will also we're looking at partnering that with them for a summer institute where we can then offer additional training because this is something that that a lot of our Newark teachers really
097need of this basic kind of overview of tier one. This is what I do with in my classroom to make sure students feel safe and supported in once we got to that summer institute that will continue to see in March of that behavior. But Company has shown dramatic results in pretty urban areas in Chicago. Public schools schools are all over the country. And so we're excited to have him coming on board. The next action step is something that doctor showed and I have been working on really shifting our model of providing character based values-based education under a framework that really supports the whole student in connects to the graduate profile. What we found is that there isn't just one curriculum that we can use to support the needs of all students. But what we do
098have is we we know that we can unify around these general principles that we can then build the scope and sequence and lessons to help for size that and then allow schools to kind of to take personal is that for what makes sense for their schools. So the lift model is based on leadership, integrity, focused and teamwork to align with our graduate profile. And you can see that the elements of our graduate profile that are listed underneath there. But our goal is to this spring piloting the program and we're building out that lesson plan and scope and sequence. And then we're building in into our middle school advisory for next year so that every middle school student will have exposure to this left mentality. And then over time, we're going to be building this out.
099So what does it what does being a leader in district 11 What are the opportunities that we're giving to the leadership amongst all of our really focusing on those character traits that are going to help from the preventative and holistic side of making sure the student has the skills to appropriate in the classroom. But then more importantly, after graduate and have a plan on graduation and really that teamwork side, what we're really seeing is that with that work with the behavior leadership, one of the elements of that curriculum and that support is Piers holding each other accountable in Pierre leaders becoming of these peace understanding the behavioral difficulties building is having. >> So where we're excited to get going on this work and shift into this character focused element supporting students. >> I want to
100really compliment curator and Jennifer on this work, gave them task earlier in the year. That said, I want to start moving our system into a space for we feel that our job is to give kids skills to overcome the challenges that exist in their life and that I want them to be values based as safe a way that I can say the word values based in a public institution. That is dramatically off of what most people of their student. And that's why we married against a gradual profile. This is groundbreaking work for us. We are a system not much. Unlike most public school systems who have been highly observational to the challenges that exist and the next generation but have not really acted on how to change that. I think you, though, literature and the
101public space right now is being very clear that we need to be moving towards skills building to ensure that kids can overcome the challenges and we will still be the district that will move heaven and earth to support any kid with the specific needs and challenges they have. And so I don't want anybody to think that we abandon the things that we know that work for children when we have to do is start finding those kids that are in the middle space that actually need just a conversation and a framework to understand how they re center themselves. I don't want to make us go backwards again. But the preponderance of incidents we have our first time incidents and if that can be halved already, just by a conversation conversation can have a structure around not
102only can be have that might be completely eliminated, it says. now you're giving me a tool and a skill and a framework for me to be able to find my success. And if the end goal on that the reason a part of the graduate profile, then to be we're really getting some coherence and alignment. I know that these are very personal relationships that schools have with social emotional cognitive learning programs, behavior plans, how they implement the Matrix. What we want is to give every administrator, particularly the administrators because normally the educators in the space there's a couple lines that I'm gonna let you get close to it. Now you've crossed one too many. You got to go because I got to get back on task. The administration needs a structure that they can then be
103accountable to. That allows us to see are we being supportive of what needs to happen in the classroom? Is there a different tool that the classroom needs to be able to get there? But we have to have a structure that we can build systems inside I'm super appreciative of I I don't think it was by accident ended up with Lyft, even minor first background. But, you know, it was integrity service before self and excellence in all we do at the Air Force Academy. As long as I can remember. And it seems like it works and I'm certain that some people have a different definition and service before self and somebody else. But that's a great argument to What is the definition of focus and the situation at hand anyone school, it's much better than kid
104goes down to the principal's office. And so, sir, sorry, and we annotated along and then the kid goes back to We have to have a lesson We are teaching and learning organization and how kids become parts of our society is our partnership for 6 and a half hours every day. I think this is a model everybody to buy into this really excited about. We would love the board's feedback and particularly when you see this in action or that things you hear about happening in schools, whether or not this is actually getting down to the ground. Even other side, right just just questions questions. will will turn it over to offer questions. I think one thing I just want to frame real quick. >> The question of student behavior is one where board members frequently have
105very strong I would tell that important us. Has strong opinions are, but I think it's worth remembering that, you know, as a governing board, we kind of need to make sure we're sitting at the strategic level. We're not the ones who are designing are implementing operational solutions. We're not the ones some of us used to that we're not the ones who are in the trenches with the students. We all see the let's talk from parents this incident went down. What are you going to do about Mike, who was suspended and it was not fair when going to do about We're hearing about these things. Second, sometimes even 3rd hand. So I would I would just encourage you to kind of frame your questions in the law in a vein of you know, what are the
106system level outcomes that we need to achieve that we have not yet achieved. What are the expectations that we have as a board that we need staff to means? You know what? What would success in this looks like to us as a board and then again, we let staff handle the House has actually accomplished. So with that, turn it over to the board questions. Are you not? Because you want having been in the classroom and 11, I feel like I have a little bit of different view. >> Than other people may be on this board. Do so without calling anybody. I have a number of things. It's just one clarification initially when you're going through this, I'm taking notes and I said we're not define be a juror, though. And then you get to the
107the slide that defines It's great that 7 out of 10 kids are doing what they're supposed to stick. I I love in the classroom. But the level of the behavior problems. The kids are. existing is increased. Well, I I've heard from parents who work in a spent departments. They're being kicked, spit on pushed. I come across a teacher who operate up to her and kicked her in the leg and knocked are right now her honor. The kids who have no behavior incidents are being held hostage. a small percentage of those who are being having behavior issues the consequences. Are they strong enough to deter future incidents? I can tell, you know. At least when I was in the classroom, they said it could to the office and I get well. got a verbal warning. Thank
108you. I can give them a verbal I'm expecting some teeth to this. I'm getting a to Adults used to command respect. They would hold the line. They would issue consequences. Is that still happening? Work just getting this purple one that they don't pay attention to your talking about if they if they do come back from walking out protesting, they get an unexcused absence for most kids. So the consequence isn't strong enough. You know anything. So all don't do this a way. Most people can understand. Docs. People that have an electric fence, the Dax, he's a deer go by. Going through that deer is worth getting zapped. And then the dog is right it. So that consequence isn't enough for that particular dot. saying kids are going all the dogs easier to work. say that kids
109are great. They're so great. But when they deliberately. And I want this up because everybody messes up. But when they when they deliberately are j****. Are they being held accountable to the level? We teach them not to do it again. And I would argue at least rise in the classroom and granted those 2 and half years ago, I would say no. Especially when I still hear from teachers. They're considering leaving the profession because are terrible and they're not handled in a that her future incidents. And then leave you with this kids who are disrespectful to their own school to held accountable for So, for example, cancer in the cafeteria and there's throws around or they literally stuff on the floor leader, trash on the table. We leave that to the custodial staff. or can we
110require kids to clean up after themselves? And I don't mean hold him out of class in order in order to do that. Certainly they need to be in class with the same time they have to be taught how to be a good human being. I can teach them. Although reconstruction, I can teach them about the 18 to the 21st amendment. I can do those things. But unless they are. Good human beings and then clean up after themselves. And they actually give a darn about their fellow man. Like this. This list thing. And what you're talking about for the Air Force and that's great. Why can't we translate that to public school kids? I appreciate the urgency and trying to counter and say it's not true. >> Particularly for the relationships that you held, inmates still
111get I will tell you that I see a market shifting principles. And moving towards more accountability. I do think we need continuity. I appreciate the pilot program of Mr. Hernandez program, which is teaching levels of accountability but also teaching the individual staff members level. I think a learned behavior from the adult is much like analogy of the invisible fence, which is why bother if nothing's going to happen if the threat is consistent from student action to relationship between teacher and student and then carried through the administrative level. Then we have a greater chance of actually influencing students to understand how to position themselves for success in schools. Many our behavior issues are actually a manifestation of a poorly implemented. Final 4. I up or working very hard to accommodate those challenges. What I will say
112also are specifically is because these normally come to me, not of the suspension level economy and higher and appeals suspension or on the expulsion. And I will tell you that I have said since the day I got here is you bring smoke pot in school. You're going to get I will tell you that the high schools with a man like you have any idea how much marijuana as a high school right? But now I can tell you that unnamed high school in which you are obviously very familiar now is one shot and you're in an explosion package and cannot tell you how that makes me smile. And that makes me smile. expelling July heat expelling children and I hate I'm when the message that the community settings is counter to what the law actually states
113and what our mandate is. I pull the board and by statute, which is we are mandated to have drug-free campuses that is mandated. It is illegal in the state of Colorado to consume marijuana below the age. 21 and yet because recreational marijuana is founded in Colorado are general culture for marijuana use a they're going to do it after school that we have a 0 drug policy Alliance free So I've our so I would say be, oh, I would love for you to be a partner with your specifically on. This is about space program that says when you throw something and this is the garbage, can our expectation I could give you a live after the team acquired supposed to pick that up. And I'll also say that I know I'm very direct and sometimes that
114doesn't work for people. I've had in a stranger's come up to me and say you can talk to kids that way after the scene may have an exchange with a student. And I say I expect you to talk to children. We have to set an expectation for how navigate the system. And again, we will make every accommodation that we need ensure that our children with the greatest needs can be set up for success. But I will not be told by children that I have to identify myself in 6 different ways because they don't want to have to exchange with me in the hallway, which is what happened me once. Who are you is the question. I I'm the guy who's supposed to make sure that you're in class right now. And I'm not getting a
115look back on that nor should any other teacher or administrator. And that's just the point. Teachers not go school teach. And then disrespected in a manner. Was somebody else's child Spoken to in that way? >> I absolutely not. I can say thank God for character education. Thank you so much. So that's amazing. Removing and a new direction to see that Davis sheriff. And I see that every one of you. >> When you get the incident sent it to me. Sometimes there's another side to the story. There are a lot of times I appreciate over there. She's waiting for me to call the coaching that we've delivered this year, particularly to a new teaching teachers. A lot of it is basic, you know, classroom management right? That shouldn't have to be years of surviving disrespectful classrooms.
116I think that's that's not a way to attract people to profession. And it's also not a way to educate every time we lower our child will meet you there. every time you raise the bar, you'll shift. The conversation kids will actually change that kids want the higher expectations were moving and shifting that direction. I'm super excited about the pilot. I appreciate director Jordan sent for the introduction. We think that it will give us a space that allows us to be empathetic to challenges that exist. It is not as simple as ice. And I wish it were that easy. We would have been the highest performing district discussion as my team knows. I have said so a lot. But the challenge is that are out there, I think are we can overcome them together with a
117framework that people can buy into to see how do they said how can they were kind of skill and then really has to deliver on the graduate profile? I think I saw the show and we and and and the numbers over time. I had 2 different parents, Cocina. Ask about the heat, the positive behavior this tickets. And what they have tried to explain to me is that those have flipped from positive messages. Reason. I'm surprised that misbehaving kids, you're a give you more of these tickets sit down and then you give me those examples, we will solve them. My promise is because this happened last year. school. >> I'm not moving the kids who are the 92% to 70% out of the classroom to deal with the children that aren't following And I've heard twice.
118So I just wonder if anyone else's hard that are just put it on the radar again that had seen it myself. But it was not a concern to stop being consumer. I think there's a of for positive behavior getting flipped the other way. I imagine by teachers that are frustrating. What else can I do your the other thing? Absolutely. love the left idea. Track Superintendent We do this. If you're having me about 10 years ago created for your structure, incredible outcomes. I love to be involved anything get involved in the operational level looking at Is it too late to add presents under revision skilled communicator to be at something that impacts driver like just the communication and or integrity of honorable Stewart. Something up. courage. just was really excited. We can definitely talk more about
119getting your feedback. still in that development stage. yes, love to be involved. >> So what does, so to part of the Democrats would prefer see some of that. I just wonder that you know, snapshot, if we can capture just a little bit more. Yes, exciting. The job. will connect with directly. We actually. >> You alluded implementation of the left. >> In the classroom and some training of. >> So we're going we're going pilot this this year gets us cooler than a pilot repel piloting at Galileo. then we're looking at at the middle school level, every middle school student has what's called an advisory time. And that means every day. So we're working building this into their middle school advisory, which recalls it's called future ready in the same thing at the high school level. So
120building these into those structures that already exist. So it involved training the teachers to teach those Okay. So that specifically has come into the classroom is through those bags. Are you surprised? >> Thank We will report back to end of the year as we try and get to scale. This will be a big list. listen from others. >> So lift different >> the previous slide which talked about that But those schools just like I have to our goal is lift will become Universal District, a framework that any one of these behavioral programs considered self and were still not in a prescriptive model telling schools what to do. Schools by in to a general way that they want to address children and behaviors of children is still better strategy than one size fits all. I think
121we're going to find is that this is going to catch on pretty quickly because it actually brings in a lot of things educators about some of traditional ways that they've engage with children and yet delivers some of some growth and accountability for children and their which we have seen, obviously just from the 90 70's that did it just disappears over Could you put all these will give updates after March in the March report, and they at the end. spoke of just for the things huge, program. I I just conversation that take to. So the next just like what happens schools, especially over events of the details students that day for the program. Follow some of those character of the state education and immediately. >> After one year, DOD okay. host light of students and been
122side issues seem hopefully discounts able do that it's think you just you have any on. One of the sites. Should the incidences is that cold from our school as just incidents that are logged or how how do we source that data? So this slide that took the total incident. Yeah. So everything. Everything is entered the at that. >> At the principal level empower school. And so that is polled from Dr Ex might be able to help kind terrifying because we used to side of powerful call analytics and insights, which then kind of like minds that that I guess. So there are really Student of observations and students. And it's there's the observation site, which is to teachers do a lot. So that's where they talk about communication parents communications student. >> They can escalate that
123to the school administrator. And no one is an incident were pulling those incidents that escalate into the school administrator so we did this year as we want to make sure that we clear that because we have kind play that kind of a layering going on a different codes and different behaviors. We do know that we had a view, for example, the policy lover of the of the new cell phone with that day was that added for cellphone violation. Second cellphone violation. 3rd cellphone violations. So that's why you see in the first year. 23. 24, we kind of had this generic cellphone, tight way record. And now we're reporting all 3 of those. So we're capturing the repeated behavior in there as well. We then tap into using analytics and insight. We go right and was
124connected intelligence and we pull those into account at all. We make sure to clean that data so that you're getting count of an incident. state reporting report incidents. the kids attached to them. So the actual incident counter. Okay. So if the principal logs that for cellphone incidents because they checked him in the hall. >> And then that that student goes director, he flees classroom and return safely logged from students as like the second on her part school. Does that make it count his only with the advent putting our with our cell phone any any incident? Yeah, the cell phone could be a referral for unsafe behavior that would go to the administrator. The administrator would go into the system, the incident and see that we have measure of reconciliation of was teacher points in and
125whether or not it's completed by minister tweeted that last, right, right? do that. e-mail, you know. So I think that the question is, are there still an reported items of the kid goes down and it's never reported if that's happening and we need to make sure that the teacher is long in that incident and then we have to have the closure in the system, which is where we pull the data stock. So the system right now says if a teacher lot incidents with a student unsafe behavior or whatever might be with a phone call. >> Or with a referral that triggers a principle to close that you have to look at that occasion, Mr. Johnson dealt with this called over family, OK? A lot of the incident and can verify That's why I can't promise
126that doesn't mean that there aren't still. The office trying to support worse. I just want to make sure that if teachers are taking the time to lot incident to help build a data trail, to say this kid is. what I can promise you right now is we are the most 14 districts Paso County right. And our numbers are significantly higher than anyone else in the county. Not because our behaviors are significantly worse. But the general practices most small, be it your items. >> Do not get record. You know that this is the power of we cannot because the other thing that we can show you it is I can see you anecdotally that there are several children who can dominate an entire school. Sure. a week staff member on practices for classroom behavior. >> Will
127suddenly see kids that have never miss starting must be So those 2 things can be true in school. the same time, we're getting much better at handling the several kids dominating the whole school and were individually solving the staff member make sure that they're not the spot where kids decide. I've been all in all my neighbors for 4th period because I know Girgensons can let me do So there's there's both a quality and the consistency effort happening District. good. Yeah, I think, you know. >> You mentioned the kids that are being without any incident says, I mean, those are the kids that love discipline in our They're the ones who cussing out future. You want to learn they they want to be with their teacher. And further removed from the classroom by top of school.
128And you knew when you have a a student that was usually a troublemaker and they were You can see the because the other kids really me years to going. I it's a learning then those are the kids are choosing to leave her district. So we are and I talk during Obama's dear colleague, letter of cheeks and seeds and don't write them up and don't make is and people there and it was the S because those kids ran the school that your until our principal manned up enough to say this is enough and actually defended their teachers and yet he got he for h*******. But he defended us for saying, look, these kids are in school. You do. I mean, either policy which it wouldn't pass of saying teach students stand up to beat your teacher
129the morning out of respect to bring a level of respect back to the classroom of you see the adult Good morning, Mr. Safely. That's what we need to get back to in this country. And that's not religious morals. That's just the right thing to do. To respect older people come visit us. The behavior is what's driving teachers out out of the field. And we do survey after survey and we try to bring all the new things crushing these teachers is the fact that they either are doing it since and getting the closure or they're not. it? So they don't know how and they're just pulling their hair out because they don't know what to do. I will make agents on the outs, you know, bartending or whatever might be for some of these people. So
130talk about system level. You want a system level. President Kerry, you have to get this trauma informed c*** about schools. This whole pouch or how and how sleep Joe, you had a rough night. Okay. We'll go easy today. You are coming to school to learn. It's my job as a trained professional. Well paid to teach you 2 sides today. I'm you had a rough night, but we're not going drag. was really emotional much in the first 10 minutes of the school day. To then say are rough day. Let's take it easy here. for Crayola curriculum. We have time for that. We have to stop asking how these kids has up to 50 a day. How I understand that the relationship piece that the board at the system level, we have to start saying. I have,
131you know, you're safe with Mr. J We're gonna have a great I got some cool stuff. Planned. We got coaching coming in and kill Carroll coming today. We're gonna have a great And then you know what? Let's get some focus on that stuff when they're at school, they're fat, they're safe and they're learning given the opportunity get freedom from whatever oppression system there. So this all trauma informed bi-monthly meetings, all stir up your emotional garbage that you brought home from school with. You has to stop at the system level as my request. And the stuff that we're doing with Lyft. So character development with it, knowing that education is your opportunity to whatever future you want. That has to be the focus of this district. And like ask and keep going. But this is great

The principals have a lot to ensure that student is being removed They do. There is an expulsion process for disruptive behavior. Those are The board has been asked to review those on occasion they are much harder to really understand what it is and what isn't happening. Clarity. I appreciate the team go forward to slide to the 80 20 breaking these down into as many individual items that you can account for. What I can promise you. He's the kid that is entering into that space. It doesn't really matter if I call this a detrimental behavior defines
134disobedience. That kid is presenting themselves in a way that inconsistent with the quality classroom that we want to be able to provide. I think the harder thing that I'll just say, schools or school communities have tried to deal with why is that child presenting themselves that way? You know, one of my rules is anytime I go home and I'm at a 4.14 year-old. I got to go check myself in the mirror because it's a 4.14, year-old. So yes, children need accountability. Why does a child get to a place where they're being expelled? Because somebody said you can have your cell phone in the classroom. I don't know how to answer that. And what I will say is that as the superintendent, I have that society wants us to solve some of those problems. And the
135board doesn't want to solve those problems. You know, it's a it's a different relationship, but I I have explosive package on my desk right now, literally in for elementary age, children. And I don't have an explosion solution for elementary age children and behavior is definitely needs to be expelled So there's this constant churn of how is it that the comments that are made are spot on, but our responsibilities. But I walked in the door when door and we really struggle to solve some of the challenges that many of our children present in school 6 and a half I think we're making it clear that we think that a shift. We'll make that a much smaller population. I do agree that there is spaces where if you ask somebody, how do you feel from a negative
136perspective? You might get a negative If you ask somebody isn't a wonderful day today you might get a more positive. I think we're making that shift towards the positivity of the experience. But I want to be crystal clear. It will not erase the challenges that exist in our Just go walk downtown. I saw today just couple with 2 babies walking down South Nevada com they clearly weren't going shopping. That was their and to maybe stop to the front each one of with no place to live. I don't I don't have that answer. those kids are going to stop at our school and we're going to find a way to try and get them So I think I I'd like to try to sum things up and just move on to the next item in the
137work session find if I try to summarize from a board level, the takeaways from the discussions that I >> I have I have like 6 points are number one. >> Across the system can system consequences that are some way commensurate with level of Number 2, I think the board in support of a principle that you don't poll well be having students hostage to reportedly be having students that were not willing to kind of sacrifice the education about 90 or 70% for the tenor of the This has to be paired with some kind of positive training on those ideas. A virtual respect, making sure kind relative to your comment about how you behave versus how some of the other administrators, principals be, making sure ministers are closing the loop, both and data and only high expectations
138for students it's not all negative. We do like the trajectory. You have the board's support to go faster. You do I think we're all very interested sharing how those pilot programs go. I don't know if that will make the most sense our support you know, another work session update at the end of the year. That conversation, you're having a great day. Thank you. Okay. Thanks news. ♪ Okay. Next on the for is discussing kind policy revision. >> I just want to kind of frame this item a little bit as well for a new board members over unit over my time on the we have been moving in the direction of kind of writing our policies. More at the level of senior governance kind of in line with some of the principles that articulate a few
139minutes ago, staying at the level strategy of outcomes, expectations very deliberately getting out of the operational details. That being said, we have very large policy manual substantially larger than any neighboring district and substantially larger than what is built part by law strictly and what is recommended by organizations such as Cassidy. And so open question I think is OK, how do we actually modernize our entire policy manual and bring it to the level of governance that over the last few years we have been moving toward One of our policies. When we did a rewrite on policy was included the phrase a clause in it if the board so desirous we can task staff with helping us modernize our policy manual and the level of that strategic governance model we're not going to be making that decision
140tonight necessarily. But I think, you know, this is a big lift for staff. Should we decide to task them with that? So this is kind of the first time I would like the board to formally consider this question of how do we envision updating our policy manual moving forward? We can continue kind of take policies on piecemeal. You know, one of the things that we talked about at the retreat as we can have a dedicated all us the writing it, you know, work session every month. But one option that is available to us is telling staff we would like you to kind of bring us a modernized policy manual. That brings things to love to see government's and gets us out of the operational There are a number of difficulties with that plan that will
141occur to you or thought immediately. So I think part of what I would like to see from this conversation is number one, is this a direction the board is interested in going in and then number 2, it is the direction the board is interested in going in. Can we start to articulate some of the guardrails or some of the expectations the board would have for this process? So that, you know, when we test staff with it and we get a new policy manual and, you know, certain amount of time that we're happy with the way everything went down. And I would just as one specific example of this last regular meeting, we repeal the policy. That protocol for timing of paychecks like that's not required by state law. To me, that's an insane level of
142operational detail. The right policy on. And if you just click on any rain, the policy that you care to find outside of the NBC series, you will see a alarming amount of just operational detail. Things that are difficult to maintain. I will I will ramble about this. I'm gonna turn it over to Chief Dr. Excess of data that whole percent. But as Dr Carrie. >> I don't think we need like obviously we're in a work session. You can't take a formal vote, but we are looking for direction as where to go. So, you know, this spring, are we planning to still go policy by policy or are we looking at more of overhaul of every right that will help give us direction for what to bring forward We do have some policies that on our
143radar in the lot to figure out what we need to do with them. So the board's direction here would be helpful and I'll turn it over to Doctor You think you president carried a great job summarizing kind of what is inside of the slides. And I have already. >> some of the actions steps we've taken to get us to this Again, President Kerry mentioned those policy BG. >> wrote that policy. We do mention in there how the board of taking on the work session, the board a look at it for the first time in a work session goes not action action. >> They also at the time of for the new members of the board. We did had have a committee at one time that he would craft policy staff members, some members of the
144communities. We come together and draft a policy bringing it forward for recommendation and consideration by the We also the policies and the diligent community. That's the board docs site. This was a big move and I have to yet Ms Olsen for that. She really did a great job, bringing all those policies in there, which allow us to actually track those changes and to see the revisions asked, they're going versus the old Microsoft way. And then, of course, we started to look at work session. So we policy work session. So we decided how does this looking? I wanted to provide the scope policy manuals here. So on the left side, you have your policy series and then you have the topics address. But then you have your legal recommendation which are going to be in Colorado.
145Revised statute. You don't have your cast. Colorado Association of School Board's recommendations in addition to the legal. That's why it goes from one. 21 to one, 70, a you then have to as these core policies which job of providing collection of policies based on both best practice and items that are strongly encouraged inside of state law. So, for example, longer on character education is strongly encouraged by the state legislator. It's same with the legislators legislation and then Cassidy getting with that, although it's not required by law. Here's a sample of that policy when it comes to something that doesn't carry quite that way. They refer back to best practice, for example, cast because policy on field trips. So they say here's school districts around the state do. Here is our recommendation. So are not required.
146They always recommend that you talk to your legal counsel, you talk your board to decide if that's what you want district. 11 has taken some of those recommendations and added a few more on there. And we have now 435 policies, regulations and exhibits. So that kind of gives some added to the scope as a lot. It that's many years. So. What I did was I took r kind OK, here's how we've had some work in the work sessions with the policy. And I said with a lower bound for policy in a two-hour session, for way we would work would be if we could get 5 policies done in a two-hour session. The governor about, of course, is 2.4, 2.5 policies. And I'm at that out looking at cat looking at if we took just the
147legal and said if we do a rewrite, let's just do the legal, which I know we can't do because we've had some that aren't required by by state law and we want to get rid of the work. board has recently that I added this and the witch's, the Caspian. And if as took their entire series and adopted it 11, if we were to go in and provides 435, wouldn't be a full revision of 435. It would be a revision of probably 2 years ago. We used to have a practice where we would revise every policy or attempt to review and revise the policy every 3 years. It's not sustainable. we have to be able to have an annual review. Of those policies by the individuals in the be responsible providing the regulation or the operation
148to that policy. And if a change is made, then it comes out or if law changes and the state passes a new bill, the governor signs We never bring a policy forward updated. But constant 3 Eurovision take some time, especially when all you're doing is saying we reviewed it, check it off. But it still had to go to the board. So as you see if we were to revise our whole manual using all this the 2.0, 4, 2.5 policies per 2 hour session. Just since we've had some experience revising policies during work session, it would take us 174 work sessions to revise our entire Some of that, of course, is exhibits that would be attached to a policy. So those would go quickly. That's just a rough ballpark. this is if we were to go
149work session, I then said, what if we if the board decided we would like to have staff helping revising the entire manual again, taking my factors here at the bottom are a 12 person team to 4 days. And you can see the breakdown there. If we were to go just illegal ones up top, we can break those down. But with the team based the series, the policy series. So in that case, the fiscal want to go to deputy superintendent comfort. We would then have his team work on that Mr. Rasmussen would have her team work on the curriculum and instruction side and just like we had a sure shown here they would be working on the student support side of So that's how we design that right there. So is it. Your suggestion? That's we
150think we want to hear or >> I think we have we have it. We I think we do have some I think we have some urgency. In addition, I think the urgency comes from. my cards and the urgency comes from. I think we have titles. We lots of operational details in and some of our policies that are out are outdated. We have some. Link. So there we have what we have just a bunch of format issues press the urgency. But I also that we have revise the captain in addition to several policies being way outside the review every 3 year cycle. There are many policies in the manual that haven't been touched great day us our strategic policy, least 2019 in the last time that was revised. >> It's that time. >> that I just
151want to offer the board chose to revise the entirety of the manual in this summer type of work flow. >> We could also make sure that we include the ones that you've done recently policy by policy. Those would come in. We wouldn't we wouldn't be suggesting that we would lose the work that we've done in the last 2 years. We part that over move to do that, then. >> So more years as no, that's all I least. get it for one of the options. A label. That's the discussion. Yeah, we can go policy policy or it could revise the whole manual all at once. We have some tightening. Got to do that. If we did that this summer with our internal teams, we can deliver that to you. Late July early August, when the boards
152and recess before you come back into session, that would give you time to review the entirety of it and then we would still go policy by policy to look at where the But we'll be starting with the fresh. Policy may know that all of the governance level already rather than going one by one to get each policy to the government's level. I think what I want from the board this evening is just number Are you in favor of this direction or And then number 2, conditional on being in favor of the direction. >> Are there any guardrails are expectations that you want to propose to kind of constraints staff in the way that they do the work. Go ahead. >> I want to know more about him. In the past been a committee say I
153guess it was attached was attached to the was not set host of The View Committee. I want to know about the oversight there and and the challenges you see when having that kind of system within the last 4 decided to move toward a governance model that that policy committee became ad hoc. If we needed to pull a committee together around a policy to seek input and understand, then we would do that. But rather than meeting routinely, it became as needed basis. >> So give an example of a couple years ago, a new policy that even the play. You heard the ABC update tonight was the cell phone policy as directors Kerry and at the time, brought that forward, they ran the whole community session. That wasn't a policy committee per se, but it was seeking
154the input. what did people think about this and where did we want to be tighter and a we wanted to a standard operating procedure, but policy committee is already not on the books anywhere. It does not and no longer meets in current state And So it's it's not. It's no longer existing. The >> Because policy, eye out members can speak at the time. All all get my recollection. >> As a port moved over to governance of policy, the board also wanted more oversight on writing their own policy, which is the policies that have been brought forth sense are not coming from I committee generated language. They're coming from board members introducing the language and then refining together. The board is taking more ownership policy. Then was there is a policy committee is how and summarize
155that. And that was prior to officially become in governance. direct Pace. But I know there's a governance in that that pulled to that point in time was about you and I have years time when the conversation took place. >> double wanted and take a more proactive approach and writing policies. Policy DG also states anybody in the community can of the policy, board for consideration. So anybody the community, captain for policy, doesn't stop anybody in the community from coming in such as together should be testing are such just C but that could be couple months >> I think point make a family member discussion, but I'm correctly one of the reasons to have a policy committee was in part because of how operationally in the weeds are policies were at the time that all sheer level
156of detail in the policies meant that we kind of have to check with all the different stakeholders involved the way that we try to write policies. Now, it's just were the more we own policy. Here's the expectations. Yours that asked the superintendent euro some guardrails time and all of that detail is left kind of up to the execution of staff. >> It started have go without addressing backlog their all of policy. That included operational details may not be appropriate. >> The backlog has been much on our minds that we have as a board said, OK, that's I think the way we want to start writing policy for right now. All right. Policies in that way when they come up and then this question of okay, well, how do we deal with the Ba boss? That
157is our policy manual, that that's part of why I put this on the edge of the time because I I would like this board to consider question. Yes, now and the good and Jason, you want to jump Dr. Acts of the total policies do have a preliminary of policies like the one we just really did. >> whatever you call reportedly believe You a number of like if I just look through these ones that are so far the weed that really don't need to be there anymore. Is it like see about 435 of You haven't given a number of where you can at least save some of the workload by saying in reality, we could do a quick summary of, you know, just won because that's, you this one because this is so there are number
158I think the series that we we could bring down a little bit. There are also a number of our student section in our instructions section. >> That the student section of perfect example is we have a large number of exhibits that are attached and we're past. >> And they are actual their documents, their work documents they're actually from a dozen other another agency. So. >> We have added those and they were voting here. They are and like 50 to 70 policies that we could immediately just say plant is up. You can. >> You grab the you would have to have some kind to say we have to bring by for like, you know, saying, hey, we have a team is going to tackle 435 or we're going 370. That's a big difference. Yeah, he's additional
159cleanup. Could could could be. I would say at least 100 into problem. I mean, that that's reason talking about getting out of that lead to things. I mean, he says this, I think the benefit is to pieces makes things timeless so that matter what the superintendent is at the time or or, you and the governor's went to point, the superintendent and his team or her team want to do. They have to believe that under that level in the second minute isn't that board has much more streamlined policy. Something in this board. Want to think about academics this way now and we can just going in, you know me still that we do still give that overall governance guidance to the to the principal the time. So I would In favor scenario B after a list
160of the hunter. So policies with a quick description of why we don't need I can read OK, great and then focus on the other. You know, 4, 3, So are you saying your favor of military of the entire table? >> That's what working Yeah. But kind of 100 of leading 30 Yeah, I've got you must act try express best as I When the board decided Policies, understanding was that people just want take on responsibility on the that one notable members could be assigned to look certain specific policies lead. So policies related instructional weather, but it does now we are that. go back on. The administration is about to be cautious adding more deal with It's not the whole to sponsor the It's the Fontainebleau dates, the the policy matter I do, what constrained, it's going
161close. And one Secondly, if we are going forward with whole policy update and that will be able be looking at 400 policies. that will mean some of the policies then bison, some of those policy putting into the upper level. For me as an member, just even if you give it to be in the summer, I don't have the time to go to revised policy manual and 2, I'm Patrick side by side into a kind policy manual and put of that, what got them and get them on the that necessary. I'm like to cautious about the already being put into the policy book that was up in the U.S. will a previous policy committees can be as people that chimed in somebody's son put the policy night, which as it does right now about some of
162could be going to the operation of the deals that this board doesn't want to lose for the understand that. for us to devise a policy manual and then about I just don't have the fact that does a single board member one member to go to kinda. what I would propose something in between. We did. Section by Section. Let's focus on Section and compete of iced Wishon on to the boat that just I conformations in what looks ocean or something like that and about that and they go to Section B Section C Section as opposed to protecting the whole thing. That's we've stop. We offered the work of the on behalf of the board. We think that there is a great benefits >> really just kind of a giant resets, fear of going to can you
163bring them back on that list with each policy? Is ABC. They specific order. And so as soon as you get into then bcb through L are going all media media, it changes because all the cross references. So this really either just going to start over or as a policy comes up, we're going to deal with. So we're either going to get way into the policy game of starting all over or we're just going to get into somebody told me you know, we want tell that story ends this year. That's on the agenda next board meeting because apparently there's a policy that says we don't have all the Torrance how we ever got to a place. We're a board of education was making distinction between how celebrate academic excellence is why we're been mired in mediocrity
164for decades and that no, those were the wrong decisions time. But we believe in academic excellence and that we have to change the policy in order to have academic excellence, celebrate and like that, 435 compared to the leaders that one. 21, what if you to call me one 78? So we are more than twice as complicated as we need to be. >> Most of them are going to take a lot of work and there's one that's more efficient than I would in deference to the work that has happened to Turkey. comes a point. Those are the ways that we want to do this. No electronic devices in classrooms. Well, operation allies that we report on it. We still have kids that bring cellphones we're not spending $100,000 on Yondr pouches. He's the kids find a
165different way around. We have a lot less the challenges that are passed from environment to cell phones. Even though those numbers look hot. But very these 178 are all one page policy items. Here is the expectation of what the district is supposed to be able to deliver. Not this is exactly how this board wants to deliver because we want to get through before there's another board election. When you got to start over again because there's a new report. So I think resetting for all future boards to say these are the areas and there's some. So why are name maybe its good that highest population said there is students. But I think we just very clearly that whatever policies we have in place for students are not being by the daily interaction between staff and students
166least want to be a perspective. You know, be a 435 all see us as is where we are. I think 178 can give us a lot further along. We can spend less time arguing over systems that were made 10, 15, 20 years ago. I think to my mind there's there's 3 distinct challenges here. >> The first is kind of what Jason was saying doing a pass and quickly identifying which policies are just straight up, not like the one timing that we repealed last regular meeting. The second is the subset of policies that is either required by state law required by prudence doing. Avery writes at the senior governess level. For the set of policies that are, shall we say. Either not controversial in any way or to not require any particular value judgment by the
167board. Right? There are policies like that where the state says you have to have a policy on next we'll have a policy on There's not really a lot going But then there's also a set of policies that are valued based in some way where the board is going to want to kind of, you know, put their thumb on the scale. You can think of all the arguments that we had for policy ACA last year, which was state mandate. So I think I think from my perspective, I think part of what would need to happen for this to be a success is to have a protocol for kind of sorting policies into those 3 boxes of this one is straightforwardly easy to repeal. This one is required by law and prudence, not really a big deal.
168You know, we can just grab a cast temp later or whatever, and it will be fine. But this is a place where we actually do need the board to really weigh in on what they want to see here. That's that's just kind of my thought off the cuff that that minimum we would mean that kind of sorting protocol for this to be a success Well, then let's talk with was thank you. Talk about which other on stacked want And the second thing with >> Policies which are you can leave quiet and role addressing significant old in book as by discussion. This is mostly mandate And we can come to love. Space with And number of where it doesn't quite comfortable with that. >> Jill, do want to take in here. I said it could question
169that that that we did do this. 12 person streamline over the summer. Exactly how those theoretically now within the scope, beaches and would it be like another employee engagement application or no, it would be Doctor X said. >> Content when we're in series D fiscal we would be pulling in the finance team. We would be looking starting statutory requirements and they're looking at what we need to add or change based on D 11 system. >> When we're in the employees series and the G Series, many of those are statutorily required. They're just kind of plug and play because the state says you have to a policy that reads like this. Here is that And then there are a couple with 11 new ones that would align to the employee handbook. But that the team of
17012 would be very team members based on content expertise needed to execute on the bucket that were so So how about this is a suggestion? And I actually do want to hear from you and Dr access to whether or not you like the suggestion because you're going to significant amount of work here. >> first phase, let's do a pass on the boxes that I kind of just outline which policies did you think can be straight for the Which policies do you think can be straightforwardly condensed? And made more concise. >> And which policies do you think are going to take actual board action to rewrite in a way that's appropriate. Then once we kind of see that list, we are in a position to make a call of okay. It looks like from your perspective,
171you know, there's only 30 policies that were really needs to take a close eye that we can figure out how to do that work in a scalable way. That's fine. Or if you come back and say that folks, it looks like there's about 150 policies that we really need the boards. you know then we kind of have to have a different conversation. But I think just before we go much farther with I think having a accurate understanding of both the scope of work for us and the scope of work for staff would be helpful. >> I think that works. I would say there's an assumption that all of those we need some level over the right that are still right in at the very detailed level. So we would be saying we think this one
172should be an easy adopt, but it's still going to be a new adoption because right now it's written really down in the weeds and we want to lift them all up That's that's that's my second category policy. I think the lens that all have my team providing information is what we think we need raise. >> And deliver on those board because that's really where policy is is it sets the guardrails for regulation and operations. You're then going to add to that because you're going to have opinions things that you think there are critical to be in policy. But I I would even challenge the 121. I think I don't need 121 policies. We had this giant fear going from master agreement employee handbook everybody else operates and really holistically. We've had 0 problems with the
173end for the We treat employees with respect the set of regulations and our team really put together with this ad hoc committee over the course of the year. And overcame what people thought was something that wasn't overcome. If I were starting my own school district today, a charter school that comes in does not have 121 policies. That lion slide a little I would even challenge and say why are these things legally required? What is it that I 13 policies legally required to define instruction without actually having standardized model of instruction system the lawyers want think we will take as light or is heavy cut as possible and then ask you had back on. So my team will look at it up. Do we need to? We need that today? Can we think of an instance
174why we need that in writing today? And if the answer is no, then we're going to recommend that you cut it. And then we build back up from that. So out of this because we're we're almost out of time for this item. How about this for next steps? >> You can weigh in on what timeline you think would be reasonable. But you can bring back to the board a more concrete suggestion of saying here's a list of policies we think we can straightforwardly get rid Here's a list of policies we think we can straightforwardly make more concise. Here's a list of policies that you all will have to do. So. And then at that point, we can, you know, make a judgment call as to whether we like to plan. We can start thinking about
175how to break down the work on our end. And I do think down the road, whatever solution we have here, at least personally, I think a wholesale adoption of the new manual does make sense just to avoid. You know, the problems okay. Well, we are strictly speaking out of line with our internal policies for like the next 10 months as we get our ducks in a row like that seems like something we should avoid as a board. comfortable with that as kind of the next step is. what the board has done in these tough people that were some just look it. >> through this process tennis track the list like that's being the guidance in the past, especially in the policies that phone is going to take a hands-on approach on this. >> members, one
176of the full frustrated looking handsome. effects the >> Yeah, I think that's fine to kind of just suggestion of, you know, here's your the policies we want to repeal we can easily fix the ones that are going require action. I think having some board members and all of that conversation seems like would be interested in participating. I mean, this is. The role of the board's primary goals policy. There's a big and superintendent are some employee. So. What understanding the issue is so we can look at numbers. And in Florida, state license like a high number understanding of biggest obstacle is that? They're such operational constraints within. That's 435. And and that's what's coming from believing that does need. A say in eye and so I really like this question about who is process because I
177I'm thinking there. There would certainly need that question yes, who needs to be involved in this? And I think should not just happen. >> Yeah. Do so. Again for kind of I propose next step of just starting with the proposal for which policies need to be handled in which way are there board members who would be interested in kind of being a part of that conversation? We have a second or you yourself earlier. Parts. >> No. board members that they have previously, Heidi and construct one policies, not the only thing, Mike about I want stuff all I want to make sure is For me as they did what I if I understand value icing the home and we'll buy adopting the whole manual one point time. And the board has to be able totally tribute
178that when the device, even one policy would get public comment sometimes up there. Now we talking I think the home at So we got to be transparent with the public well. >> How we go about you've got to that. >> I say to other than that, I thought happy that so the end is happy to do it. Just happy to do it. I'm also happy to do it. >> I I'm a I'm a claim kind of the board president's prerogative here and just pick myself. One of the 2 names of the land. It had kind of happy to have you in here I do appreciate you volunteering me to do I will take it and do all kind of in a second person to do I propose timing for that initial run with ball. Just
179knowing what's the planning calendar for March and we're coming into budget. Don't season I think we could bring that to work session in April. That will give us time to Courtney calendars to get the initial >> What stays and what all those 3 categories Dr Cary, just mention So just to kind of summarize the plan for everybody. So the suggestion is. >> Again, we have and we haven't specifically test. with this work yet, you're still in the planning phase. But the suggestion is myself and then staff will work to kind of proposal. More specific breakdown. Which policies do think need to be handled in which way building towards kind of an overall task in the summer. As well as kind of associated Board work that we will design kind of in a way that makes
180work on. get everybody to One of the things would act and the schools conversation some point in time, the board that's has to have discussion about policy ad. >> With just school district, we should strategic dockless put together. Just what I got out community member was in that conversation strategic planning. It. a whole of coming the little about how that policy was decide. So. We need to have can do. How do If we are going devise policy, strategic plan for the district start along that the district strategies Yeah, we as a board we had discussions of like where is the right place to put board strategy? Is it in the superintendent evaluation? Is it in tasks to the committees? Is it >> I to be honest, I had not thought about policy, 80 myself until
181you brought it up. So that's definitely something I can House put on the agenda for kind of later in the spring. >> All right. Moving on we're in fight moving on to the next item that Thanks 3 things to kind south. Hopefully we can kind of get through them officially. First, we have an update from Parks and Leanne about the kind of bond liaison community engagement conversation after that will kind of move to Charles and Michelle. I have some suggestions were protocols and practices. And then turn it over to our treasure to kind of have a discussion of the internal budget from the Board of Education. We are a little behind schedule that's somewhat on me. So I apologize for that. So whatever we can do kind of keep this moving would be wonderful. So

So what will share all that with the Your But I am thinking over the next 3 to 4 weeks, there won't be March community engagement because schools will be working and their communities to identify projects. >> that's one of the recommendations that's coming of the things the when individuals looking with community taking place as

We keep board members in the loop for kind of school level community been meetings so that they can join us their time and has their interest allows the monthly bond update. I know that you said the kind of not a lot is going to happen for the next few weeks because schools are going to turn only considering projects. But, you know,

Real quick here is that anything has changed at least personally that makes good sense to There will be a time when we have to stop doing that. talking about it. 194the kind of discussion surrounding the bond that I can work with staff to make sure that the shows up on the agenda, Let's move on to our penultimate item for the evening board protocols and practices. I'm gonna turn the floor over to either Michelle or Charles tag team that won the game with. Yes, were asked to look at effective and efficient or governance that we looked at 5 schools across Colorado week about outside of limits. Alert. >> See what the Denver Public Schools, Littleton de 20 Saint Vrain Valley and Boulder Valley. Well, we pulled out of that were 6 best practices to help us become more transparent, accessible and timely. We'll turn it over Charles for number one. It's so. >> There are 6 discussions are getting. That was public comment board meetings currently right
195now it's at 60 Minutes overall. I think it overall. 10, 20, for not action items are still come to the public. We suggest looking DPS, for speakers to be able to speak piece for the suggested count the toes at of 60 minutes down to 30. And I know that would possibly lead to 70 potentially be able to speak. Whatever agenda might come up to So that's suggestion. Number one, let's let's run through all the suggestions. And then we'll kind of just jump around for each one. So first, increase public comment. 4 minutes per person, but cap of 30. >> Yes, number 2, your entire public comments. So we noticed just being new board members, people come up to the microphone. They're very passionate. But when your passion about to meet was soon, everyone knows we're
196talking about, I would say the last 4, 5, I had no idea what the issue was. So we are suggesting a template that people can sell out when they want to make a board comment just helps us get to the issue need an example to support their claim. A suggestion or expression and then closing thoughts so that we don't misunderstand what they passionately crying I wish I could know. And this lays it out tire hands for the way you communicate to the board. Sure. But it actually might get your point across very unclear and says simply and we understand what your needs and your suggestion are as those of listening. like now. How the public understand what the issues if you came and this board comments? We just thought it would be easier >> Limit
197of 4 minutes for conversation question are down question just because, you know, we have a certain that we report to us for the one to get on time, but also be with the use just that. >> other 4 men and sons for each board member the possible. >> Number 4 board meeting times. I know for working hours, it's really hard to get your it for 5 most boards meet from 6 to 8 it on to such as Littleton and a speedy Denver public School starts at 6 in and around 8.30 >> Number 5 number 5, a pretty hard time limits on tonight. And just to make sure that we're still in the what we're talking about, not kind going on, of course, to ensure that musicians possible. I think that we do some of that
198already. I think with some off that certain minutes in times of what take. >> And number 6, we not completely clear what our policy is here. So you help the new board members understand that indeed 20 a board member requests discussion item for the board 10 days prior. So gives it to the President 10 days prior to the regular scheduled board meeting anyone of us could bring up the topic. Those are the best practices around the region open for discussion. >> Let's start public comment and that this is all right. A lot of this is just internal to the board operations themselves. So as far as I'm concerned, I don't know if most is going to pardon me for this because this is something entirely internal to us. Like if we if I get, you
199know, a majority of thumbs on something. To me. That's a signal that the board would like to try it out. It's not you know, something that is protesting staff with Certainly this is something internal to So first, public comments suggesting again increase the time per person to 4 minutes, but capped at 30 minutes down from 60. How do we feel about the suggestion? You have to districts that do 30 minutes? You have a set to 60 minutes. >> You choice that those so. speak to the 30 minutes of the efficiency sick or is that was image or because of those are >> It was different all across you know, every school district looked at. They have a different. Timeline for Just seems like you can get to the point 30 minutes that someday comments. We
200really need an hour. >> The lost roughly speaking does not require any public comment I'm not suggesting that necessarily. I'm just putting that out there for context so that I think courts have considerable freedom and kind of how they come me. That particular need of practice not meet statute or law. And this is just sent question on I'm not a of the school districts going to get back >> Increased to 4 I would rather see it go beyond limits as opposed to going of the Fort Dix. I these district like students, I think from public comments. I like the 4 because of number 2. I didn't like the four-time, right? coming to number 2, it's going to pretty who's going monitor that. People going to follow. That typically doesn't form some of the subject. People
201are now going to out this template give prior to a lot of want share what they want to see something coming for. That something simple you're signing up online, you could have that. They had to say here's how we would suggest you structure your comments. Just such that's a suggestion think. I think it's natural. Doubly wanted to gather and I will I I'm sure that you're drawing from kind of. >> Your experience is board president sitting up there with the gavel listening to public comment I will take it here as well. And just I don't necessarily mind putting this has a suggestion. You know, this is a good way to structure your public comments. If you're not sure how to do But I I kind of related consequences for students. Like I'm just going to
202tell you as president I'm not going to be in a position to like gavel people as they start string from the format. You know, I mean, I I looked like I just hard for me to want to envision. >> Needs like breaking public comment saying okay, that that's been 30 seconds. Like I she They have to fill out and bring it Don't know what people are talking about when they come to lives of one of the cooking with the current public keisling, and shirt around has a lot from the to share what you're here for them to sure. >> It doesn't actually require a form out of any kind just signing up with the talk talk requirement to stay on that topic. It's a switch talking about action and action are generally comes. think makes
203it more efficient. Also specific to the point. do you want and what want to I'm just saying like President Kerry talked about, the implementation off this from all there. >> It's going to challenging was, in fact, recent article Yeah, I don't think we have. And so I asking community members to comment saying, hey, before share all these things. the board rep taking all those boxes. It's just for the for the conversation that they, you know, want to come and have a couple just creates to be for the past year people come and talk when we want to go in the opposite direction welcome public comments that we listening to people out as opposed saying you got the photo structure got. I think about makes them want to come. That you're gonna come talk to public
204record for ever that you are Here's my issue is I think you need to do is an example to support And here's I like to know as a what you say. You're not down. >> But I'm in favor of that. Maybe you try 40 minutes 30 minutes. so of to to I guess my question would be like I don't have any issue with recommending this. I don't even have any issue with like on the sign inform breaking it down like a just for the ease of the board. Later, here's the issue identified. Here's jurors that you know me that I think is not being met. Here's my suggestion. >> Just in the moment with 2 to 3 minutes and real-time. I just don't know that I'm for Melissa or anyone is going to be in
205a position do anything if they stray from the format, nor do I know if legally that would be OK, like I remember. In one of our first meetings. I kind of had consulted with legal about, like, should we even be allowing public comment on ongoing tech to cases, for instance, right? And and legal was kind of, you know, walk me through some of the guidelines there like I don't actually even know if I would be allowed to someone from saying sticking to be approved protocol like I can do it for obscenity and I can do it for, you know. When when people start badmouthing individual staff members are individual students like their privacy concerns. I actually I actually don't know if the law would allow me shut somebody dead like time limits. I think we're
206allowed to do time limits feed into kind of a fission workings of the I we could ask legal. I have no idea if something like this with past legal review, if like, again, I don't mind putting it in the sign-up form and telling people we encourage you to use this format to us to be or I just don't know that I can enforce the soft. governor asking people, if you want to be I'm sorry in confronting teacher, I want able to support your claim. >> But I hear say and think we being sought as a as a society. If this is offensive is what we're saying. We want to hear you clearly. >> Sorry. So I don't think it's offensive. It's more. So how do we implement legal structure? >> That we have to follow
207So I suspect in nation a sufficient supply situation and will serve the community members may take that into consideration and that with the fact that I to be community members that don't they have to make sure it is a let's move a So going back to normal deal is not for this. >> Not one, not one bit. And I'll tell you, else you want to increase to 4 minutes? But then that cuts the amount of people who will be able to You cut it down to 30 minutes for total comments in a year where you want to increase the bond already cut the event of board meetings. We've had up. So that comes across to the average person. This board doesn't want to hear what the community has to say. It all this board isn't
208interested nearing anything like that. community. We don't want to hear you. We We're going to cut back cut public comments to 30 minutes and but only a couple of you get to speak for 4 minutes and oh, by the we want to raise your taxes. That does not have a good perception that it doesn't matter what our intent is. Perception is reality. So you can require and I use that you're close public comment or use a tablet. I mean, you you might well start require. There's you tell somebody that when they come to a board meeting, they say, you know, surely use the tablet and then they don't. And Thomas can't gamble that. That's a free speech issue right there. So tell you right now, I'm not I'm not in favor of increasing to 4
209minutes at all. one of the comments we had in the last 3 minutes. I would pull my hair it did that. The people that come up and make these public as the passionate ones there's no way they're going to stick to attempt guarantee it. And quite frankly. If they're that passionate about something, I don't think they should. Have to be required to stick to a tablet, its a control issue. We shouldn't be controlling people speech. I disagree. I just don't understand what they're talking about when they come up in their emotional about it. What do you actually need? Don't they have to tell you what they want to talk about? First? >> At the we have to list a topic what they're doing, sign and have not we not already limited. You have to talk
210about whatever is on the for special meetings related to agenda. Action items general meeting and you can come off I think it's we give preference to students. Students signed up. But aside from that, I think minutes goes to students. then >> actually not action items and then comes one of our planes that. >> For the general comments, I so says this does not do action on action action again up 6 years on the that board meetings where we might start going out by of the comments and he had to cut costs one of one not to I want the public comments where we had 50 people signed up almost 25 people signed up public comments was because that related to COVID the onset that we need to what on the high school Bennett's like this
211is you sanitation. We didn't have any control. a good Think Not really. The goal takes effect 60 minutes ago. We don't come close to really need to have any comments and really the for the final 6 It is just above assumption going down what we haven't one, not at this point I think will exactly State about that it's just above the person or something. That's not an issue at this We there they get consent of the comments. Maybe the bond Still a conversation up the cones out there. I'm curious see, is there any appetite for a compromise that like 45 minutes? >> Well, one of the things that I was going to ask we have talked about this in prior They will be have action and not action items at the top of the meetings
212and general comments. >> Go to the end of the meeting. not just company doing so even on action items could be up and comments could be moved to the end. Action items. We have to hear that the company didn't because the board has to act on it not actually becomes for future actions on on action. And general comments could be moved to the end of the meeting. the public do? We've got the old. That's competed. was consulted by because some schools to some school districts and thinking to these state, opinion so you know, we've a specific phone think different option. >> Something to So we have 6 suggestions to get through. I don't feel like I'm hearing. >> I don't feel like I'm hearing a lot of consensus for messing with the time per Speaker.
213It sounds like there's some pretty strong disagreement with going all the way down to 30 minutes. I agree that we haven't frequently hit the 60 minute Mark with public comment. But my my own opinion and I I'm probably a radical for this is like I see board meetings very much as being about the work of the board. We community impact. When we talk to the community, we get through email. Public comment is one way of doing. It's not sacred to me. So I don't have any particular issue with cutting the time down to 45 minutes. But I think probably there are some people who would not support that. So let me just check how about a proposal of we keep it at 3 minutes per person and we compromised at 45 minutes. Down from 60,
214but not all the way to 30. >> OK with keeping 60. If you both feel very strongly about it, we were just looking or deficiency. But if that's not what we need in the year of Obama, we don't want to that message. Okay. Strict one. Then we know that 60 for this year. >> think for monies should be doable because not talking about one people are going mention pass about what the he says we think is needed. Which can 1, coming off a 3 minutes you have within nothing Know that content can You know, don't like idea interest that you make with you, don't I think we are getting much better on our efficiencies. >> I've been right at hour. board me to 45 minutes, I will drop out a program spotlight. But I do
215think that's a great way for us to highlight what makes different. >> I think we're the solving the wrong problem here. We have very infrequently ever had. And I was working comment. We have it was when our community was very upset certain members of our community was very upset. And the board still made decisions of the board wanted to make. And so it came people the chance to exercise. I think it's 3 minutes is already long. I think Foreman says exhausting no matter how hard we say we want to is so our gala, somebody when they're and sometimes those comments are completely erroneous, not fact based. And you are literally you'll see there. I grew up in the corner I gotta let them tell me how awful. And was a human being for 30 more.
216it going to 4 minutes? Just exposes you end or sometimes by staff, too, and unfavorable rating. So I would say if we do anything, I think we should update the formal. I think we should ask for a little more clarity on the is really the only thing that is listed on the form do you want to follow up with administration? sometimes we thought when we do follow up, they don't want to really need give people a chance to submit what they want to say and frame that problem and doesn't have to be what they say up there because when they want to go, they but really getting chance to say I love the idea, particularly I appreciate show from an English professors perspective. Offer me a suggestion on how you want what's happening here instead
217of just telling me that, you know, like what we're doing, you but really the level-headed this of our relationship has reached a normal, a sustainable space. how about this? Let's pass over one for now. From a standpoint of if it's not broken, let's let's not Matt McKay with that. >> For number 2. I don't think I can logistically support enforcing this in the moment. I think there are some pretty significant legal hurdles with But I think the suggestion of putting this as part of the form. would be good. And then if we put it as part of the form, I don't see any reason why we couldn't bundle that up and send out as a PDF. The board directors because their comments may not track exactly what they put into the form. But if we
218say, OK, would you please break down your anticipated public comment in this way that we can ship that up to the board that might. I don't know that how far in advance we can do that because I it kind of depends on when people sign up. But it certainly something we could get to the board after the fact. Are we comfortable with that as kind of closing the loop? And number 2, you know. Michelle and Charles, can I ask the 2 of you to kind of work with Melissa in getting out kind of put together that can us. Okay. Thank you number 3 bore comments live up to 4 minutes per person or 3 questions whichever is shorter. I love this idea, but I will also say if we agree to this idea that you
219are giving me a bit of latitude to be a j*** to you And I don't have a problem with that necessarily, but I do want to make sure all aboard with that before before adopt that practiced is if your side here, let's let's say with my comments tonight on the B 8%. >> Does that include response time from the or is that just might my time talking? >> Because if that's the case, there's no way that's going to have the best. That's a good point. There is. There's logistical difficulty in trying to manage your time versus. >> You know what the staff are saying like I can't start and stop some parts, The you just keep it there a time. You know, I claim my time back. I claim my time back for congressional testimony

And though they did so 4 minutes of response. >> How one additional is to be loved that for just typical sessions or what about the work session today? Like cut and dry for quest for women, something questions as ball went bust and supplement for themselves be concise with and the tear How how how about we can adopt. This is aspirational. I will do my best to support president to execute this faithfully. And then you can circle back to me if you either feel like I'm not holding the line or if you feel like kind of using it. >> well, might. fact is possible diverse. We've got to make informed decisions from troubled >> And if a board member has to ask extra question, Dakota involved decision. Otherwise the home people of issue rather lead the Nasdaq. So I know Nicole of he's offered. >> And when we post, if it doesn't make sense to you, call us retail, we will make the time. If you want to tell me what you don't like about it say that for the dice. But if you don't understand like what is this and what is it actually about last board meeting on the first 48 in January, we had several were comments. I send an email to the board that night to give background on what the what those people were talking about because it is education for you all some people were talking about issues that were 2 or 3 years you
223know, we'll continue to try to educate you. As you ask us the questions you need be this questions. Part subject is this for parents and tonight and I think is the secret agenda item we added in here attempt to limit with that. Make everyone. >> about attempt to limit here having a social contract guys. I'm fine with that. And again, I think I think ultimately it's going to be on me actually execute it. >> And so I would just I would just ask that you keep me honest about again, I'm I'm abusing it or whether being too lenient. Board meeting times. So number one is we've already I think, proved to some extent the schedule coming up, right? We I'm trying to remember the details on this like we kind of pass unnoticed for here.
224The next scheduled meetings of the board. I guess I'm curious what you all think. This one makes me nervous for 2 reasons. The first is we already at least for the time that I've been on the board. We've had these meeting times of, you know, Five-thirty regular meeting, 4 o'clock work session. It seemed to work for at least the board is that we have had in for staff for me like I Wednesday. I come here straight from work. I don't know that starting at 6 does anything for me except makes me sick around at the Academy grating, which I don't really want to. >> And then I think the problem is like, you know, just tonight as an example were, plus, 45 versus the relative, you know, versus the calculated time and that some of
225that's my fault. And some of that's, you know. Related to number 5 of of really holding the line on time limits on agenda items. But I would be nervous about pushing to us 6 start time unless we really no kidding start shutting people up with a time when arrives. And it kind of to John's point like And to press point, I don't know that I really want to do I you know, I apologize a little for how long the meeting is gone. But I also feel like the discussion has been good and stuff that the board should be talking about. So I mean, don't get me wrong. I love the idea of having to our board meeting. That is my aspiration. But I I feel like starting at 6 number one I think at this
226point we have a pretty good expectation for when meeting start that the community understands. And then number 2, I just get nervous on nights like tonight where discussions are along. Things are more complicated than we expect. There are more things to consider than we expect. And I'm asking people to meaningful thinking at 09:00PM. I just don't want to put you on that situation. >> I think came from is just most every other school we started them. But also working parents just aren't comments. So me selfish act. We work really kids been taken a day care. They deserve and get And I is might just be me. But there's got to be other parents and the community that even if they lack in on their phone. As you can watch it later. >> just to give some context, several years back, we didn't used to start at 6.30, but also meant 11 o'clock go waste sometimes past midnight when the board has to adopt Controversial items like to single schools just to past midnight my bigger question is how are we going to set this into a window when? We don't even get say are not actually excellent. And to have 445, that's a thing. So I we go back and used to be the case for years back. only things used to be. I really. Kings were couple of action on things. The program spotlight, the school spotlights another of those. But they're all those propped up because of the isolation from COVID for unity and half double know, beating. So tear
228all, which will be kids. So bring more attention to some of the board programs that there. That's why the program spotlight was introduced in the initial think superintendent's report was an optional lonely. there was some urgent COVID the factor that needs to be communicated superintendents of oversight. So get the board wants to make this a where he just walked back on things that need all those bells and whistles stepped help with outside. I sense the wrong perception that the public I would some of the programs that are out there invite students to part of that thing share a so part of Golden Knights Templar, this chair talk teachers things of that nature. I think things. And that's why because I over the last 3, 4, years. Any other funds from board directors. appreciate. The superintendent
229has it. Has lots of time. And I also think that that that community engagement it really is great. And parents and students. >> No in the Maybe we could consider that that time. meeting later, I I'd like to start. Earlier. I I know that it's Difficult. Even a risco level. Do you any kindergarten start a school program after school to start that it 5 5.30? Yeah. and then also to think of just about the snow and ice. But the winter, at least no snow Yeah, I think let's let's move on from this one. >> meeting, agenda item timelines. would love this one, too. I think if if we approve this year, all just going to have to be willing for me to be a j*** about it. >> We have without president. but in. >>
230You said the agenda items. You've got to be careful about what I'm you want lots of the check also got word. may show that that that's going to be minutes of presentation that you guys have this topic 10 minutes the questions says that there has to some things that come size that's got to be some flexibility out there. We are trying as best as possible do it. guidelines closely. I think creates the perception we as a just here get the look as opposed to. Listen. Talk lead to the conversation that takes place. That's my concern about that. And then a white feedback as if we handle this one? Similar to number 3 that will treat this is aspirational. I'll do what I can to hold us to the time do what I can to schedule
231reasonable time limits. >> And then same deal. If you feel like I'm being too lenient or if you feel like I'm being rude about it, you circle back with me and I try to correct. We come without a suggestion. less. Does not have 6 real quick for for it Jenna item suggestions. I think the way that I want to handle this is if you have would like something put onto the agenda, I think you can always suggested to me the 10 minute or excuse me, the 10 day limit is a good one because that lets the bringing up in the agenda setting meeting, have a conversation with, you know, vice president a flea superintendent call and try to figure out when it makes sense to slide it There's also a period of time at the
232end of regular meetings where you can officially proposed new agenda items that then I am compelled to add to the agenda. If a majority of the board says we want to talk about this statement. So I think I think this is good. I don't mind the says informal practice, but I would also say there is that time at the end of regular meetings where the board kind of as a majority can compel something to be on the agenda. Whether I want to put it there, that's some good. was close. The loop on this. Jason at long last of would you like to kind of talk us through what you've been working on with respect to? of education budget, kind of what you found. Yeah. So the the basics are that. With what we heard from
233miss out would last. We can whatever requests. school Brennan comfort his team have basically level set like a think you have to clean could be all the standing. OK, come We set a a 4% kind of a baseline starting point and reducing face Labor Department's for something including our own. >> For the board. So most of us, but about couple Fridays just looking through our line items of what's changing and you know, really hadn't had a a difficult time of considering want to put where one of the things being the main issue that I think need to pop onto president carries radar was our our membership dues because our arc has dues have increased significantly because of the way that they change that up. So this is going to pull up that. task force. direct
234your attention like the second from the bottom paragraph on this first page. So possibly make it bigger. Yeah, perfect. So the Deuce task force with various representation from different districts, both large and small. But basically the finance committee proposed the recommendation here to the board of directors. One of the things that they did was they wanted move from a state or calculation based on total program funding to a more of a cost kids that we have districts and what they did including charter school kids. Both charter approve schools in the district as well as suicide charter schools. there's a little bit of pushback. On not including CSI charter school enrollment in those numbers and they agreed to that. But they kept in district approved charter school numbers because those are kids that are served money
235passes through to to those charters, whether those for schools have a direct benefit of the Cosby order that cause was or is is is full something that I would be questioning. But if you scroll down, we're kind of at the bottom of the first page say with that we pass is in the business meeting Carson's 11. yeah, I looked through all of the 100 district's thereabouts Colorado and we had the largest increase our cause because, well, from $17,106 based on our student enrollment there of about 22,000 at the time, report was to now pay $26,483. $9500 increase in one year. Other districts were benefit because saw reduction in as annual dues. most of us, including Valley was Adams. 12 was couple big names. You know, have had large increases as well into the Mid 20's.
236There you can see. Well, Bally had a good increase there about, you know, 6 almost 6 grand. So these are hard pill swallow. I don't know. It will be the first of many to consider our actual Kass be membership as a result of this. But when we look at the budget cuts here with what we've been spending as far as the fact that all 7 of us now have the opportunity to be reimbursed for as director rules as hub of our board. Budgets of, you know, travel reimbursements conferences, you choose to go to things like that. We had to reduce a lot of things. We cut back legal and other areas where we made that that 18,000 work. And then when I should have a list of this number that, hey, this is not 26,500
237and she's like, oh, no. And I yes, I President Kerry, we talked about this so I've heard from other board members that, hey, we've a lot of money in places that we find value. And if we as a port find value keeping as being. Then we can have a discussion as a I would. I guess all share my thoughts of that's a significant increase. And while they do things like lobby for us, we have a lobbyist. While they do things like policy work for us, we have other examples of policy and we have that was are Dr Exit you saw earlier just really quickly. If we if we choose to not renew your membership, we do have access to cause the policy support. I believe through July. >> And I didn't best guess that we're
238not just being with citizens to soon. End of June. Thank you, Melissa. he's going that survey. And you know, I asked Greg Dr X, if you needed assistance from ongoing for policy work and he mentioned he had what he needed. >> And there are other place for us to get assistance. So I think that this large sum of money on top of the fact that if we ever wanted casting services like facilitating a meeting for us, sir, helping us work on, you policy work, the charges to come out to help our board. So I other than the legislative help, the lobbying help to even see the EU and things like that. >> We pay to go to the coffers every December for each of us per head, which you can still go as a non-member.
239if you like and I will get to go to the Broadmoor anymore, you can still use your board more money to go to the Broadmoor seek as we as board member as a non district membership, can still pay to go. But this would be one thing where I would recommend us. Considering when we get for this money and is it fiscally prudent to maintain this line item when. have you looked at the cost of other policy reading organizations? There is alternate organization that started a couple years back and they have grown in popularity here in Colorado. actually were picked up by a national organization. Now the school board's for academic excellence, the SBA, and you know, there's National Association School boards that SB, but we've already dropped out of them. Think part of the job,
2402021, maybe they were like throughout just So be. this membership does folk There is organizations that do focus on academics and Colorado and policy help their membership is is $1000 a year at the moment, its it's ran by far due to executive that I I knew when I taught in snow but it is focus on academic success just one thing. I think we're we're lacking in MCAS, be aspect we could take 1000 are line item enjoying a different board that does offer economic support policy help. let's consultation thing like things like that in your life policy. yeah, it's still it's developing. I wouldn't say it's like the bee's knees but few questions, I think they're they're there to help. So, but at fraction of the local school districts are involved with this >> With the
241other organization, there are a few local boards. The 49 lives of a school that wants this. this is the A C L a S you are the for any us be a nice cool works for national organization. That kind of pick like now is the what is to Cal. I was Thank you. Yes, it is verification. Sick. So this would be $1000. You can have also just have to have a actual associate membership. If don't have a worship, we just want to save the money completely. We can do that. So just wanted to raid your attention before we just next. It was a treasure leadership. I want you know it's it's about 10% of our budget to have a cousin Russian and this. When did this change come just this last year at the business
242meeting in So this is file for all the school. It's it was number 11 tie. Think that. does it you about that? I was put out today? I was there and there was not much pushback. So other than the CSI peas. Any other any other clarifying? We're not making a decision on this tonight, but any any other kind of clarifying questions for Jason from the board? And again, how many school boards in the state are So there's close to 100 to ask on that. I can job know that wasn't that are then you on spot. How many are members of of the 180 districts? Only 3 districts are not part of So we would be. But again, I think you're going maybe see boards considering at these prices look at Arapahoe Adams Republic, 30 grand
243a year. The 49 it releases almost 30 grand a year to. So you pick this because this is the largest expense in our board budget. It's one of our bigger and had the most drastic increase. I just want to say this one from 18 to 27, almost 27. you know, I want to I want talk about it. was just just has be have options for individual board members to participate in as opposed to board itself. >> It's moments like my site memory from when you show me this is there's like here's the cost for thoughtful order to get a membership with any individual board. Director can also become a member of this organization at this different price. Just has we have anything analogous I think so. I think it's district just the whole Yet the
244school district, your class has 100 year $100 a year for an associate membership. just a board member, which is why with my money? >> As remember if the board wants to do it, then will that 100 also rolling with 1000? But it depends on been a number I haven't been to a couple other policy discussions you know, speakers. I appreciate as much I love cats being and networking at the Broadmoor, which is great because you're talking what tractors. The lack of academic success focus as always bother me for 5 years now just saying, of the whole state score sockets, not just ours, like our State Sox, as far as I can And when start talking about in the room and we just never quite do this organization does focus on academics. our job So it's
245it's getting pretty late. I don't want to make it an idea. I think I think probably what will want to do here is as individual or directors you should consider. >> What you personally would like to get professional relationships like this and what your own preference would be there sticking with Cosby versus potentially exploring one of these other options. I have very little skin in the game here because my constraints of being a dad of 5 kids and working full time at the Air Force mean, I don't do any of So I don't have a lot of skin in the game here, but I would I would say, as individual board directors, you should think about what you feel like you're getting out of cascade for the money, whether we think it's worth it and
246then I'll work with Jason. this back on the agenda so we can make some kind of final decision as to whether or not we want to stick with or whether or not we want to pursue other options. But I think everyone has a little bit of homework to your time. So I would also like to share district not specific because most what we have to cast votes for policy. Look, right. And a little policy to come some time to the board that to cast people spotlight Templet and we end device so. >> If we are away from Cassidy is stopping going to having this is a simple policy goes or does he have to stop things from scratch every single time, many So I question. And he even said he was OK, I wouldn't still

You know, I I think the here is that the board wants to go to a much lighter approach in its policy handbook and how it views policy. Cosby has there's much less of a need for cash to be as a backup. I think the previous way that the board had gone with. We have 400 3 policies on the books. 38 dislike succumbing numbers. over 400 that we were always asking cause. I think we've recommended to the board much lighter approach on policy should operations. >> But school districts should be limited by policy right now the

So I'm going ask board to reframe the question is the superintendent will recommend to fact that we can handle Doctor X is incredible asset to the system and hills provide answer to me. We're talk about support. Great take you. So I think I let's call it there for tonight. We're not going to come decisions. Like I said, I think the board has some homework to do with respect to
249particular issue. Just even in terms of what do you want? >> A professional relationship as a board director. So we actually cover quite a bit of ground tonight. I will send out note to the board just kind of summarizing the discussion. Some of the next steps that we came up with in some of the future touch points. Yeah, let's let's call it.
