♪ >> Kind directors. Good both. That actors. But I have you. On the diocese. Kate, thank you. >> Even though the audienc quite I've got to hit the gavel to stop the bleeding. Good evening to all of you. I called the special board meeting for Wednesday, December 5th December got the date wrong care. The summit 10 2025 to Water Act 05:35PM. Political consultant. So all 7 board percent in person in the book room. It's great to see on a few in audience today. That's quite cloud in audience. thank you for being here either to nice, outgoing book that actors, Doctor welcome incoming newly-elected that actors get sworn in late evening as a gentle to basically just back from a 51 and the and expected per flush. Perfect technical them. Thank you. With Could you please

join me in a moment of silence? Adoption of the attempted attack to knock. Can you please make the motion to adopt the agenda? >> Yes, I move that the board of education tops the agenda as presented second moved and second circle of All Eye. The 10 best adopted has present it. The next item on the agenda as Pledge of Allegiance. It's my understanding that several veterans in the audience today so if you want do please stand up and lead collectively in the of Allegiance this evening. >> United nation under God, indivisible, liberty and justice for all. >> Thank you. Thank you for your years of service. Thank you for leading us in the Pledge of Allegiance this evening. We have a superintendent support this evening. Superintendent Paul, I'm going to had to with the percent

healed report that the community. Thank you. Packham. It is. Are we such an overwhelming feeling to be back in Colorado Springs and seeing nearly 3 quarters of the people in the audience stand up for being a veteran are being closely associated with that. Our military. >> And what it means to our town, what it means for our country. thank you all for those that have served. Thank you to all the families that have helped those that served. It is normally those there's a lot of unsung heroes and many families across America. So I'm slightly Vick left and overwhelmed by how many people actually stood up that are better. And so thank you all for what you've done. There's no way to say goodbye to board members. This is the second time I've had to do

it and I thought what would be best is to do a bit of a collective impact. Many of the board members that are stepping down tonight, 2 of the 3 we're actually here for my hiring. So I appreciate your courage and your baby bravery to take this district on a different factor to put students first. And we have just a brief summary of some of those items. So a giant collective. Thank you to all current and past board members serving as a volunteer to be a singer, governance team and public education is a challenge. And I and anybody who's willing to step forward into that fight. I'm happy to fight with you. 4 years ago we agreed on these 3 primary areas to be my initial goal is to increase the achievement of this district.

The enrollment in the engagement as they live with the engagement of our community as a line with your board priorities to start by. F first challenge at this district is greatly suffered from. He's in 2020 to one out of 3 of our schools was on the state Watch list, which means it was rated as either turn around or priority improvement in the 3 and a half years that we have worked together. We have now changed that the one in 7 schools and we are on a path to getting ourselves towards 0 schools. I could not be prouder of the work that has happened at Mitchell High School as our as my first turnaround school that has now moved out of turnaround status to priority improvement through your support in the actions that you have taken

some of the specific actions by this board are creating differentiated pay opportunities for our staff members at Mitchell High School who work endlessly tirelessly to improve their growth and the outcomes for our students. They get extra training days for that extra pay. But appreciate the commitment of this board to that end and then same thing at moving up to improvement this year in its first year is a community school opportunity. The first community school initiative had a middle school level and the state of Colorado where we spend time we have seen the most results and we are working diligently to make sure that we can spend more time in the places that need those result We don't just ranked the talent district 11. According to this board, we make sure that we also grow the

ad. We have a very interesting demographic across our city. We have some of the most affluent neighborhoods with in District 11 and sit in city of Colorado Springs and some of the lowest social economical situations for some of our families with in District 11. So I could not also be prouder to share with you that you have increased the top 2 categories and state performance framework from 67% to 85%. In the short 3 and a half years that we have been together and we again are on our way and hopefully that will be well over 90% this year. To be more specific. You've moved. 22 schools from performance and now added 5 to that. The 27 of our schools are rated his performance. Thanks to your leadership, your courage, your votes, you're plowing and your

contract approvals even your engagement with our community. remind the audience that we have around 50 probably accounts of 54. 55 as a 27 is nearly half of our schools are rated a performance. And so when you read the things that are challenges and not just our school district, but any school district, let's not forget the great things that are happening. If you look over to the right all start from the bottom. Holmes, Bristol, Freedom, King and steal all performing 12 16 points above the state average. And then the coup de Gras and Chipeta being awarded the highest performing school in El Paso County. We're over 75% of students set up are beating the state's expert Haitians for grade level in both math and ELA. The only school in El Paso County to have over 75%.

So this standard is there and we are analyzing and working and using model classrooms and having our principles spend time together to see how those systems and structures and practices can bleed into the other schools to move that 27 performance schools to the goal of all our schools being rated his performance. We really appreciate these very specific focus of this board on academic achievement. This is my 4th large school district that I've been a part of. And I can say to you unequivocally that I have never once been a part of a system where we have had consistent growth in math and ELA year-over-year. I know these numbers are scary to some people to think that barely 40% of our students are grade level for and only a 3rd of our students. Our grade level

for math. But if you look at the trend of those lines every year, despite the challenges that exist in this system, our educators, our administrators, have delivered better outcomes for your children. And we are on a vector for that to be even higher. Thank you for that focus again in my 4th largest school system that I've been a senior leader of I've never had a school board. This focused on academic achievement, the one the number one way to student achievement is access to high quality instruction and you all up put your money where your mouth is, ensuring that we could deliver on this opportunity for you, our community and our students. There's some supple. It's over to the right talk about even more specific growth that we've had in our middle schools. And I thank

you again for having the bravery to put into place the middle school accountability system that make sure that particularly for families that stay with us, that we are doing everything we can to correct any learning loss by either COVID or challenges that have existed beforehand as our kids go through K to 12, a vertical curriculum speaking about vertical curriculum as we get to high school this board had and its focus on both our graduation requirements and working with our curricular resources. We've improved our graduation rate from 70 to almost 75. Our goal is well over 80 in the next couple years. I believe that 9.9 out of every 10 kids ought to be And we also have the resources to grab. Thanks to you for the folks that need extra year or so to get

there. Our college readiness is also on the rise and that college readiness is, you know, both college and career readiness. We refer to that is Page 3. You all asked our administration to dig into Page 3. We did it. And we found that there was opportunity for us to better serve our students and our families. So thank you for that help on achievement. And we're on a new path now. We're all double down again. I talked about the number one way to. The number one way to achieve minutes, access to high quality instruction that number's a week old. Now we are well over 10,000 documented coaching touch points this year in 2025. we are all in on putting all the resources of this district is close to the classroom as possible. No teacher should ever

go a day in feeling that they didn't get the supports that they need, whether they be curricular, whether they be by practice or will they be by other systems and structures? I could not be prouder of how brave you were to allow us to break the chief academic office into 3 distinct chiefs to ensure that again, that academic achievement as the primary goal, this district just 3 years ago, we had 6 chiefs on the operational side and only one chief and the academic side. And we flip that almost to the other side now where there's about 5 that are on the academic side and just one deputy on the operational side. We're putting our attention to where we need to make sure that our children and our staff get it. And those results have resulted

and those actions have resulted and stemming and turning the tide on enrollment. You'll see a chart on the left that you all inherited. Many of you sat on the board prior to hiring me and you can see the precipitous slopes and sliding of enrollment over the past. 22 years we've turned that corner. We turn that corner by you again, being brave and listening to what the demographer said. And so there are many families that would love to still be in district 11. You just have to expand your offerings for The requirements of families are a lot different than they were 20 some odd years ago. Many of you have had children that have gone to different types of schools that fit within our portfolio. And we're appreciative of that. We will continue on this path

just as an example. Here are some of those schools that have been added to our portfolio. Many of those parents are very satisfied with their relationship with the 11 now local authorizations always the best use of the tax dollar that portfolio continues to build off your original plan prior to my arrival, which was Pathway Elementary schools. We could not be prouder to have then immediately completed your high be pathway from steel to north to Palmer. And now to be adding your pathway initiatives to our middle schools, all interior planning where we will have a steam school. Eli Arts integration, IDNR and outdoors while expanding into middle school. Are families want those choices? They've asked for those choices and they will continue to be responsible for those choices. So thank you for your bravery. You all

went all in on Pre K. I appreciate that. You do that. The year before the governor past it, which gave us an awesome head start. We are the 3rd largest district in the county, but we are the largest district and providing Pre-K and that is a wonderful opportunity that you're providing for children and for families of all different needs with well, over 1300 seats. And if you're ever having a bad day, just come to a Pre-K classroom, even as a former board member. If you're having a bad day, please come to a Pre-K classroom. It will fill you with joy. I'll just cover a couple of these on the other initiatives that you all have championed and supported. First and foremost, my favorite is you've eliminated the cost for students to participate in extracurricular activities,

too many students are afraid to go home and ask for the cost to be in. The marching band are to be in a second sport or to be in the drama club. And so your ability to funnel some dollars so we can eliminate those costs. We saw just as an example of Palmer, 24% increase in fall sports participation. We did not have a 24% increase in enrollment. But more children are responding to. Yeah, I think it would be fun to learn how to play that sport. Be a part of a team, especially if it doesn't have to cost me or my family money. I was super super excited about your commitment to peak experiences. We've already executed on the building and the launching of the Rockets. We did chalked over and you can see the

Philharmonic very excited here that in March we're going Pinewood Derby race for all our kindergartners with a singular goal that a kindergartner understands the basic concept between potential and kinetic energy. They'll be somebody who winds and I'm certain they'll be a parent or 2 that if anybody has been a part of the Cub Scouts that might providing that, you know, perfect amount of friction list. Lubrication. But as long as the kids understand the learning, that's our goal and then the future centers. I've just completed a series of lunches with all of our students that are interested in military careers been able to host those at the future center's, they're all open. They all are fully staffed. Our kids and our families and staff are using them. It's been amazing. And as you know, our work

based learning with over 300 of our students in either paid apprenticeships, internships are getting clinical experience and 11 making them ready for the workforce. With that singular goal that you tasked us that every student graduates with a plan. So again, thank you for that work. I know there's always challenges in the workforce. The first year in 2022, we had over 150 vacancies. We started this year with only 5 court teacher vacancies across the district. Again, thank you for your bravery in committing to a new age. Our system, a new set of HR leaders for us to be now the destination district for people to come work. We are leading an early salary and we have big ideas for even more salary opportunities for staff they work for and they earn it. You all have also

been very courageous. All start with Palmer with great news today that we came through the city Planning Commission with overwhelming support for the overall Palmer vision. That includes the vacation of Boulder for us to move the football field up there. And now our next stop is City Council in January. That's our last stop. So thank you for your courage to reinvest in the original high school for Colorado Springs named after General Palmer himself. That can last and served for our families and Colorado Springs for another 100 years. We could not be more excited. And obviously our communities excited as well. Having been through both the Downtown Review board and now the city Planning Commission and then your very quick reaction to solve a 20 year. Plus problem at Jenkins. You did that seamlessly. You do

that with incredible fortitude in standing up in front of our community to say I know this is not ideal, but we have great operational plan to be able to serve your students. And you can see with that rendering a look like to be opened this August for the next year for 6th, 7006th and 8th graders to be back in Jenkins in record time. And to complete your commitment to the capital work that you've done that you pictures on the left represent the new safe entrances that we've done through about dozen of our elementary schools. Please come by and see those and you'll see just the smile on the front office staff that they now are no longer getting cold blast of air. Every time we open the door and they know that they're safe and

secure to be able to get there. And I just cherry pick Kruger court. Another cougars track and field. Because for those of you that remember the story that was run last year, that coach Lisa up there for the boys team that just won the state championship. They did an interview and one of the they were talking about this coming season. And for anybody who's run cross country, the boys were running intervals on the track at their own school. And so your investment for every school that it's on track and field is directly correlated to that state championship all the amount of time and energy kids having to go to Garry Berry just to be able to run practice. We love Gary Berry for our larger events and it's great to have it. Put your commitment

that every kid has the chance to have home turf advantage is is greatly appreciated. Paying off. That is my last slide. I say with incredible gratitude and continued support as the new board comes forward, we are on the rise. This is the premier destination in Colorado Springs. Ask around notice how are hiring notice how we don't go along with vacancies. Notice how enrollment to stabilize an achievement is on the rise. Thank you for your leadership. Thank you. Superintendent. Go. Thank you for sharing some of the it's incredible when you kind look back all the accomplishments, some of some of the times we are doing the work from day to day week to week month to month. But when you look back at the totality of what has been accomplished over the last 3, 4, years,

it's reminder of some of them for is going on throughout the district. So thank you for centering us and setting back feedback with the board and the community as We do have the comments missiles. We have for public comments here just that in mind that this is a special meeting of the This is not. >> The gentleman meeting where we have and special meeting of the public comments the market that the item on agenda, if your comments are outside the scope of today's meeting adjourned And dot on gender topics related to the district. The statements made by the public do not reflect the views of the board that the district. And I do want to add one extra comment at this evening. Gotten that is an agenda item practice at the end of speaking. >> Regarding that this in front of the board please be advised. Under Colorado law, the board only permitted to consider facts as they are contained in the opinion of the administrative Judge. Any

comments percent it tonight cannot be considered by board members participating in that kind of decision. So you would have to ignore the comments if that going to be any public comments regarding decked and take them to evening. With that. The first comment. He said the first comment that don't need to do it. I just okay. okay. Here's the first comic dismissively Wilson. >> Good evening. My name is Emily Wilson and I'm one of the LTE is at Mitchell High School and a proud 11 teacher and Mitchell Marauder. I'm here tonight to speak about my husband, Jerry Wilson, a Marine Corps veteran and a dedicated educator with 23 years of experience for 18 years and 11. He surfs hearing stellar evaluations helped open Freedom. Elementary is a qorum team member and was widely regarded as one

of the best PE teachers in the district. Jerry is known for his integrity character and a commitment to fostering students. Academic, social and emotional growth. Even Dr Williams, his former principal at Freedom Elementary wrote in his last evaluation, your ethical conduct, which is grounded, integrity and compassion shines through in all of your interactions and decision-making process. Ease your dedication to self reflection is particularly admirable. It is clear that you are constantly seeking ways to improve and grow, not just as a teacher, but a leader in your field this evening. You will make a determination about whether or not to follow the arbitration recommendations that were just delivered a few weeks ago. The findings of fact and conclusions of law show that my husband was put on leave and terminated by 11 based completely on false

allegations and negligent and incompetent investigations under the oversight of Ombudsman. Natasha Cohen ONI, HR director Jennifer Harris, Freedom Elementary principal, Rachel Williams, former homes principal Tony Carr and area Superintendent Darren Smith. No one bothered to take the time to provide oversight for any of the shoddy at best investigative work that was conducted. Additionally during arbitration was discovered that Dr Nancy Home in the district title 9 decision maker has 0 training a title 9 and human resources, even you Mr. Gough. Turned down my husband's appeal that spelled out how egregiously he was being treated. My husband was accused of being a pedophile and grooming children by HR director Jennifer Harris because he gave students Dum Dum lollipops to reward their participate participation in class. He was accused of being a gender discriminate or a thief and

a liar as well as a racist by Dr Williams at Freedom Elementary. All of those things were found to be unsubstantiated by the arbitrator because of politicization of our school boards. And in turn, our superintendents area superintendents our administrator. There is no one looking out for the rights of educators. This is why we need a master agreement and why we see se a and C a. I shutter to think of where my family would be without them. It's time for the contentiousness and the vitriol that is palpable to o come together. We are partners in the learning of our students and school district 11. And it's time to start acting like it. As for my husband and his case, we will no longer remain quiet or be intimidated. The negligence of the employees I named

is wholly unacceptable and those individuals must be held to account their incompetence. Malice and negligence have opened 11 up to a huge degree of liability and that will be dealt with in the upcoming months. I want all of you to know that my husband has lost his career, his full pension and his reputation and 11 because and the arbitrator was very clear about the negligence and incompetence and who is responsible for it. I provided you with that report that hurt that you have caused might hurt the you've caused my family. And we have a 13 year-old who's been mostly bedridden for 3 and a half years. You meant has been devastated. I will finish to the side where a and I school board will act with more >> Thank you my husband was Thank Okay.

Thank you. Appreciate it. Just just in in mind, there. To be fair. If comment, the placenta comes to make the public common gets 3 minutes. Anything more than I have to step in at the time. And thank you so. And again, as reminder that the board members. By Colorado law, the board on the permit that to consider facts as they are contained in the opinion of the administrative law. Judge. So with the comment that plus meet tonight could not be taken into consideration. When the boat that updates this. Decision a later point in time. The second public comment is from the stick of and confident. >> Thank you I'm here to say special thanks to director Julia. What are you really saying when you want to thank someone.
