003recognitions and reports um just wanted to invite everybody who is um going to be coming up and receiving a reward recognition to stay for a photo at the end of all of that so if you wouldn't mind staying that would be wonderful thank you and I believe we do have some special guests yes good evening everybody and happy New Year welcome I'm really glad to be in community with all of you tonight uh this evening we are honored to recognize Excellence across our district in both cross country and marching band and leading our celebration is our executive director of communications John cope welcome John good evening president Draper superintendent Kings and board directors we welcome everyone in our audience including those watching online and as superintendent kingsy said tonight we have three recognitions I'm excited

004to introduce our first recognition of the Night canard's Boys cross country team for winning the cross country state championship I'd like to invite Kyle Healey to the [Applause] podium right good evening everybody thanks um for having us um my name is Kyle Healey I'm an assistant principal and the athletic director at nard Middle School um want to say thank you to the board and to cabinet for taking the time to recognize our cross country team um we know that one of the priorities here in pter school district is mental health and belonging and I'm a firm believer that so many of the kids in our district find that through Athletics um so for your continued support and um everything you do for athletics thank you um in fact at our school our team this year

005was 160 plus kids on our cross country team um and that's a testament to um coach Tim Hebert who I'm going to bring up here next and the work that he's done over the last nine years building a program um that focuses yes on running but on so much more um it's a place where kids can learn and grow and cross country is just the platform for that um and for that I am grateful for him and for his work um and he's going to introduce a couple of our boys that are going to share a little bit about their experience and what cross country means to them so thank you uh thank you for having us today uh our team is known for just a hard work dedication and real High character not only

006with our team but other teams we our team is known to go out and pick up other Runners from other teams and run them in uh just to demonstrate that everyone has a place and belongs and that they're working hard so uh a couple of our leaders that really helped demonstrate that um we have here today I'd like to introduce them and have them say a couple things we have Clark Chen and Wilson Hiller good evening um so I'd like to share one of my favorite memories from this season's cross country um so I think my favorite memory is um one of our races we were at Spring Canyon Park and um I was feeling pretty good about myself I was in second and I was starting to fall a little bit behind and I

007saw the runner in front of me his name is Flyn Klein he goes to Canard 2 he's in seventh grade and um he he stumbled on the way up a hill and so and that was right before the finish line so I a lot of thoughts went through my head whether I should pick him up or just take the first place for myself and um I thought of uh what coach Ebert would want me to do and what would be the right thing to do and so I picked my teammate up and we crossed the Finish Line together hand in hand which um it was a really cool moment for me and I think it just shows how uh Canard character just is shown through Athletics and how doing the right thing is always better

008even if it's not at your convenience thank you hi I'm Wilson Hillier I'm an eighth grader at Canard and I'm here to talk about why I think our team was so successful this year some people might think that it was because of our great Runners and don't get me wrong they are amazing Runners but I believe it is the connection that each one of our teammates had to each other at practice every day we were joking having fun which made practice 10 times better and more fun for everybody and then when it came time the meets everybody was right there lifting each other up encouraging them and making sure they were ready to run and during the Run they would always encourage them push them Pace them making sure they cross the finish line with

009the best of their intentions and at the end when everybody was done whether you finished with he or you fell behind and cramed everyone was there to either lift you up or congratulate you W your Victory so although they might not know it everyone on that cross country team was the reason we were so successful this year thank you wow hardworking character thank you coach for setting up that kind of an environment that kind of a culture and thanks to the kids for living it really appreciate it thank you very much [Applause] next I'd like to congratulate Weber's girls cross country team for earning the cross country District Championship I'd like to invite Becca Ren to the podium good evening um I would first like to start by echoing um Kyle's sentiments and thoughts about

010the sense of belonging that we provide in PSD for all of our kids um right now I want to be able to shine a little bit of a light on our coach um he'll share some sentiments about the team um but I am thrilled to have this opportunity to recognize and celebrate our Cross Country Coach and our team for their recent achievements um with Mark long many of you know him because his Network in DD runs deep he has spent his entire career at one school a middle school no less and he's coached Sports in every season for 34 years which is pretty impressive this year actually for the first time he stepped away for one season out of our four and I asked him if he even knew what to do with himself when

011he was going to leave the building before 6 p.m. while mark would absolutely be content never receiving accolades and recognition for all he does I'm excited to be given this opportunity by PSD recognize him thank you cabinet and members for that opportunity um Mark will you please come forward and share some of your thoughts about our historic CS cross country team come up yeah uh thank you for those those kind words and thank you for having us here tonight this are these are six of our top seven girls from our cross country team this year that was the district Champions and then like Canard our girls went down and then also won the uh the state championship time that we've had a state championship team at Weber so this is all a credit to the

012hard work and dedication that these girls put in from the first day they showed up in August the work they did over the summer and echoing what I heard from the Canard boys they pushed each other they encouraged each other they competed with each other every day and they made each other uh better they won every meet that uh we participated in this year from a meet at the beginning of the year with 31 teams to the state meet at the end of the year uh we had a couple of meets during the season where they scored a perfect score so we get first second third fourth and fifth place in cross country that's a score of 15 points uh to do that is really rare and in the district meet they scored 18 points

013uh on route to winning the district Championship uh we had six of our girls were in the top 10 at the district meet and in the state meet we had TW six of our girls in the top 23 at the state meet scoring 49 points and the next closest team there was scored 128 points so a trly exceptional group um but uh there's a lot of factors that went into it them showing up willing to work hard every day this is roel she's a seventh grader did an outstanding job Scout and eighth grader this is Sloan Sloan was the district Champion uh individually she placed third in the state meet and then she went on and ran in the uh National USF cross country championship and finished fifth in the nation so we have outstanding

014Talent here this is Jordan second place in the in the district meet and uh n in the state Audrey was third in the district meet and I believe 11th in the state meet and Ryan another multisport outstanding competitor for us and we have one other girl that couldn't be here tonight Aubrey that was a huge part of our team um I also want to give credit to my coaches but specifically to the top coach that worked uh alongside these girls ran every workout with them and this Camille who is right there um camil was an outstanding Weber Runner as well two-time District champion and she is my youngest daughter so it's a great honor for me to get to coach these outstanding girls along with uh my own daughter so thank you so much for

015taking the time to recognize them thank you so much for all of your hard work this year you were truly awesome the best team that I've ever worked with and uh there's still days where I I'm walking around and I think to myself my God we won the state championship and I sometimes like that's pretty awesome because I I uh sometimes you just get lost in everything else but uh it is a memory that I will never forget and uh keep doing what you're doing and I promised you by coming you wouldn't have to come up here and talk but does anybody want to talk okay all right so yeah thank you so much for having us appreciate it hang on got give you this this is going to go to Sloan are any of

016you um running the horse tooth half marathon by chance I was going to say if you are I will see you at the Finish Line long after you finish I will be there [Applause] congratulations our final recognition this evening will be Fossil Ridge High School's marching band for their third straight overall Regional Championship at the 5 marching band state championships at this time Brad and I will explain a little more about the marching band and their incredible [Applause] achievement hi good evening my name is Brad NY assistant principal and activities director at Fossil Ridge High School and I want to thank our board and our cabinet for giving us this opportunity as well and also pause to say I'm grateful to be a part of a district who celebrates Athletics and activities equally um you

017often see around Foster High School all of the hours that our athletes are putting in but the community around fossil who hears the band all during the offseason outside knows the many many hours that they put in I'm honored to introduce a group who we feel demonstrates the principles of Ridge respect Integrity determination gratitude and Excellence at a really really high level it's one thing to celebrate one state championship which we are doing this evening for for them but to be a group who has had three consecutive state championships pardon me is incredible I have to thank our directors uh Aaron Herman is at a band board meeting this evening but Hannah Peterson our other band directors with us this evening I want to thank them for their incredible leadership with that group the amount

018of time they put into supporting students the amount of hours over the Summers the weekends the evenings that people just don't get to see I'm enely grateful to them for that I'd like to thank our students who work incredibly hard the grit that they have the determination they have to do this the leadership that this group showed their band um is also incredible and as a fossil family I would be remiss if I didn't thank all of the parents the parent population of boosters and organizations that support our arching band students is inspiring when you see those parents down on the football field loading trailers at night loading them in the mornings getting up and washing everything they need to have parent we are grateful for you for the support you give our marching band

019as well and before we take our big giant photo with everyone I'd like to ask Hannah Peterson to come up and introduce our students here we didn't bring all 130 but we have a few here this evening thank you Mr NY yes so we have some members of our student leadership team here tonight um this is Hannah Juliet will karolina Lucian and Maya those three are the drum majors and the ones who conduct the band this year and Ryan and Brendan so thank you again for honoring us tonight and we really appreciate all the support that PSD gives us and I just feel so lucky and honored to be able to congratulate you on your third consecutive uh state championship um I myself am a marching band um recovering addict and I did for eight

020years so you got four more years in college after you graduate you can go ahead and do that it is so much fun um and I like to joke that everything I need to know I learned in marching Ben so take it with you congratulations PSD congratulates all of those who are honored here tonight and this concludes our recognitions I want to invite everyone recognized and our board directors and superintendent to please join us for a group photo a lot easier when it's the elementary school kids are conductor thanks bu just the Weber paparazzi right yeah yeah [Applause] doubt all right I just want to congratulate everyone as they clear out thank you so much for joining us tonight and go home and en enjoy yourselves um I also just want to take a moment

021to um thank all of the PSD staff on that um the theme that kept coming back again and again was teamwork and you know we're talking about mental health and belonging while we're talking about marching bands or running or um you know all of these things and you can just see the pride that they take in being good athletes and good musicians and good people that's the key you know throughout all of that is just the pride they take in being good people you know and I just hats off because that's something that they're learning um with parents and with PSD and I just want to say thank you for all of you to all of you so now we're going to move on to our resolution and support of Dr Martin Luther King Jr

022day can I get a motion I move the board approve a resolution and support of Dr Martin Luther King Jr Day January 20th 2025 can I get a second all right Connor Thank you all right and I believe we have a special guest as well yes we do so again good evening joining us this evening to speak to doc Dr Martin Luther King Jr day is Delia mahany our diversity equity and inclusion coordinator and not only do we want to welcome Delia but she is joined by one of our proud Lobos at Rocky Mountain High School named Juliet aam Juliet welcome to hi thank you oh I think we gotta like pop louder because everybody's gone like we had this full room and now it's like what um thank you superintendent Kingsley Board of Education

023members of cabinet um I just wanted to say I shared with Jill the information for the celebration of Dr Martin Luther King's life and Legacy happening Monday January 20th at 1:00 starting at Washington Park um there will be many activities and there'll be a weather contingency plan I do want you to know that there will be a mural activity and it was students in PSD who helped decide what was on that mural and it will be a traveling mural I think around the community but it was developed by a local artist with input from students in pter school district so that is pretty cool and amazing and they won't let me just have it all the time for PSD um so I did want to share with you as always I have my shirt for

024the resolution month and I have a quote on the back and it's my new favorite quote by Dr Martin Luther King education must enable one to sift and weigh evidence to discern the true from the false the real from the unreal and the facts from the fiction this student is going to speak to you tonight about the importance of Dr King's day she will speak her truth and give you evidence to sift in way based on her experiences in PSD please join me in welcoming a senior from Rocky Mountain High School she is a member of the black student union cultural arms Equity Advocates the student Equity Coalition she is the first black student body president in Rocky Mountain High School's 52-year history and has yet to receive any rejections from any of the colleges

025that she has applied to and we're at about 10 or 12 in counting so Miss Julia a team come on down thank you and good evening everyone I just want to start by thanking the school board and our superintendent Brian Kingsley for allowing me to use this time to share my thoughts with you all I'd also like to thank Delia for all the support she's given me and the chance to be on the stage right now lastly I'd like to thank Jason Powell for the Martin Luther King junor Junior Day March leader nomination and the Dr Martin Luther King Jr celebration planning committee for the election it's an honor to be here and I truly appreciate all the opportunities I've been given as we approach Martin Luther King Jr day I find myself reflecting on

026what Dr King's Legacy means to me this year's theme is Justice everywhere Mission possible this theme stands as a reminder for Dr King's commitment to Justice something that continues to inspire me every day but also a reminder of how much for further we need to go especially in the way we teach his story and the lessons that come with it growing up as a black woman in a predominantly white Community I often felt like an outsider in many spaces especially the classroom when we learned about Martin Luther King Jr in school I felt like it it felt like one time the year where my identity and my history were acknowledged however these moments were overshadowed because of the stares from classmates and The Unwanted comments and questions from teachers are you comfortable with this Juliet

027or what do you you have to say Juliet although I was no stranger to racism as I'd been facing it since preschool these questions were still very confusing to me uh for me and ones that no child should be asked in elementary school I was forced to be the spokesperson for my race but I was just learning myself it made me question how much I knew about my identity and feel shameful towards my complex history but because of my strong desire to learn more about Dr King I ignored all this and kept it bottled in every year we learned about Dr King's I Have a Dream speech but that was often where it stopped his message about Justice in his lifelong struggle for civil rights were one of the many things that were skipped over

028it left me wanting more but not sure where to go because of the lack of resources I just had to wait and hope that next year would offer more information and opportunities to learn more about Dr King as I grew up more learning about Dr King and the Civil Rights Movement didn't just shape my understanding of History it shaped my understanding of myself for me Dr King helped me feel seen and empowered in a world that often made me feel invisible but the truth is my education could have done more it could have given me a deeper connection to Dr King's message of Love Justice and equality it could have helped me understand not just the events of the Civil Rights Movement but the continued struggle for the for racial Justice that we still face

029today it could have felt me it could have helped me feel not so alone or invisible or awkward in my own skin I asked the school board to make a commitment to uring that our curriculum is diverse inclusive and representative of all the voices that have shaped our history not only Dr Kings but all the other amazing impactful African-Americans that are overlooked and underappreciated additionally these voices need to be shared year round to communicate to students of color the importance behind their history and to see themselves reflected in the curriculum in a way that honors their history and identity this goes beyond just teaching about Dr King once a year it's about integrating these lessons into our classroom every day so that every student feels seen heard and valued let's not wait for one day

030a year to teach our children about Justice equality and the ongoing fight for those in the world let's not allow our students of color to feel invisible alone or ashamed of their identity and let us continue to make the classroom a space of learning Beyond textbooks Dr King didn't just dream of a better world he worked for it and we should to we must challenge ourselves to reflect these values in how we educate not just one day during the year but every day to help create a community as beautiful as Dr King imagined thank you Juliet thank you so much for coming and speaking to us I really appreciate that's okay I totally understand it's like the voice where's it coming from um no I just want to say thank you so much um and

031thank you for um for bringing an ask to us um I think it's really important and it's critical work that we need to do to make sure that it is integrated that the learning is not just done one day a year um and that everyone feels welcome and at home in their school in their classroom with their teacher and I just want to say thank you for that are there other um board members who would like to make a statement go ahead Kevin um I want to say thank you too Juliet for your courage and for your charge um I got chills when you're speaking about some of the missions you want the school board to take on um and I think I'll leave with the notion that we need to as a school board

032as a district in our classroom seek Justice everywhere and not just in the pages of what we teach but in how we interact with each other the lessons we teach to our our students the conversations we have with colleagues how we are choosing a curriculum um the intentionality behind all that it needs to be in every day and so thank you for that reminder and thank you for your bravery I appreciate it anyone else go ahead I wrote down a plethora of things you said but I think the one that I want to like burn into my brain is that your quote Dr que King didn't just dream he worked for it every day I think that's something that I need the reminder sometimes because it's we often think big right we often think about

033what we want the world to look like but we don't get into the nitty-gritty details of the work that we need to do to get there and I think I need that reminder so I really appreciate your message as a whole and the call to action that you provided us thank you you go ahead B Juliet excuse me Juliet as your superintended I could not be more proud to represent students like you um on the heels of just acknowledging state cross country Champions and marching band state champions I want to acknowledge that you equally and affirmatively are a champion in this school district for pushing us to improve shallow learning experiences to go deeper for us to as a community and as a school system to sit in our own discomfort and challenge the status

034quo to not only honor Dr Martin Luther King but to honor you and your experiences to do better for other students so I want to just say that I'm inspired by you I know the community is and we can do better and will do better as a result of listening to incredible students like yourself so thank you so much for being here this evening anyone else thank go ahead I thought of this one after what superintendent Kingsley said um I know it was unfair perhaps in your upbringing to be expected to be an example or an Exemplar and what you said but I want you to know from a parent who's going to send a kid to Rocky your example and the Legacy that you're leaving is something that I get to benefit from with

036be back for the second semester like all of you for the 2425 school year to complete a really strong year I I'm overwhelmed with emotion around how this meeting has started and I just want us to sit in that in a second just not just celebrating state champions but their their Spirit their humanity and having students not only receive a worldclass education but push us um professionally and with Humanity at the center of that to be better um and I so honored as the superintendent to be a part of a community that values that I want to start uh my remarks not just of anchoring off of what has just happened and what we just experienced in community with our students staff family members and school leaders but also want to extend other gratitude at

037over the vacation that these types of celebrations continued in other modalities uh Kelly I want to thank you and The Coloradoan uh over the holidays for publishing some incredible articles about putam elementary school and their results and their ConEd commitment academic Excellence hearing of our other students in another article be able to articulate in their own words what I've heard from this board of education for many years talking about what graduation with options means for them in honoring and dignifying not just fouryear programs but these different creative Pathways where students have potentially access to toe programs military opportunities to go directly into the workforce these are real human stories that're not a part of a strategic plan Vision on a piece of paper or a website but they're impacting lives and I thank our local

038media for celebrating that and offering opportunities with this board of education who's taking a very assertive approach um in this particular new semester to have Greater Community engagement and so beginning to continue to articulate where the opportunities are continues to allow us to be better at system to celebrate but also to push on the challenges where we know that we have to be better uh I had the pleasure and the luxury of spending the majority of my day uh in Wellington yesterday at all of schools there there is incredible things that are happening at Ione Elementary Rice Elementary School as well as Willington Wellington Middle School High School I want to say as you know last year our uh School literacy rates at the elementary school went up 21.6% in one year I was blown

039away by some of the midyear data at both Ione and Rice Elementary School um at Ione Elementary School they are showing data points in mid years that are like at National top uh amongst their peers they are trending in really incredible Direction not only top of District but looking at top of the nation type of movements in their numbers which was nothing short of phenomenal Rice Elementary School last year had the highest increase in academic literacy performance from the beginning of the year to the end of the year and some of the early indic that they seem to be an outlier once again this year uh which is really really incredible in The Testament to not just the leadership but the quality of teachers the classify pair of professionals everybody's commitment in partnership with students

040and their families uh to educate um our students every single day right at a really really high level and I'm just really really proud to be a part of that I had an opportunity to spend some time in the wait room with football coach Travis peoples uh who is an inspiring young man you not only did he inspire entire town community as they went on to become the runner-ups in uh their football championship season this year but having an opportunity to see how that type of success is extending into the culture of the school there were athletes for every single sport in the weight room at the same time working out inspired by coach and seeing the leadership both of Troy the principal the teachers and how the community is building upon that momentum uh

041not only on the playing field but seeing how many of their students are on track for graduation and their first graduation class in a long long time uh I'm really really excited about celebrating what that data Point's going to look like in the years to come as you know we started this year an opportunity at our board meetings where we're celebrating quick wins I don't know if any of our wins were quick tonight but I want to take an opportunity uh to show another video to people who are here in the board Chambers as well as in the community that are tuning in on YouTube tonight to see another exceptional teacher at Centennial High School who's Robert Montoya uh and Robert I've seen work firsthand with many students over at Centennial that he is not

042just a teacher he is a mentor he is a coach has but also in the wait room at Centennial High School used some really creative space and he's leveraged our PSD foundation in some impact grants going the extra mile and I want to just acknowledge psd's Foundation is celebrating its 25th year anniversary this year and I want to spend a little time just showing the community that when you take philanthropy match it with the vision of a teacher and you pair it to with students who are in need you can make magic happen and that's what's happening in Mr montoya's classroom every single day Matt will you do the video please years ago this small little uh facility we have was a wellness center and uh while I saw that going on I thought to

043myself this is also an excellent POS population swing it the other direction and let's get into that that physical SL mnal Wellness the inspiration for this class came from my upbringing as a teenager I found a a place of comfort in in a weight room with some structure and some coaches and I found that uh on a personal level my mental health increases when I have a chance to get my energy out without this class I was very energetic but getting my energy out through the day just helps so much keeps me more focused it keeps me more regulated and honestly it just it just feels good uh that I'm trying to get stronger what we've been able to do here wouldn't be possible without the generosity of people that are helping the PSD Foundation

044the grant we got which towards populating our room here with better and uh more abundant equipment so that I could offer it to more people at the same time the grant was massive and getting kids excited and feeling like they're really you know showing up to to an actual gym instead of us just uh doing body weight exercises uh one thing amongst many that I hope this this weight room instills in our students is that that ability to to push through when you don't want to do something and I'm encouraging these kids that uh you know we are we're not just training our bodies we're training our minds and we're getting ourselves ready for Success so that's what I want you guys to focus in on today is making sure that you're passing your classes

045one of the big changes I've seen in our students is that they don't want to miss crunching the data over the last couple couple of years we have seen more kids maintain a first period we have five periods a day and when those kids drop their first they sometimes are extending how long they're in high school so I could see that our graduation rates are slowly inching up simply because we got kids taking five periods a day instead of four or three a lot of life lessons life code going on here it's just happens to be uh you know in these four walls a bunch of Weights but taking care of it day by day and making these kids stronger [Music] isn't Robert cool yeah he's an inspiring being I want to thank him not

046just for achieving Excellence with his students but for recognizing Excellence doesn't happen in a sustainable way without tending to self-care without learning about resilience and fortitude and doing that in community with one another and I think Robert's Excellence at Centennial was symbolic of what we've heard from our other coaches and students tonight another special thank you to the pstd foundation for celebrating students through philanthropy and teachers who have Visionary ideas around how to enhance their classrooms uh this is just one example amongst many how we are supporting mental health academic well-being through the lens of our strategic plan in very creative ways and I know we should all as a governance team continue to be a proud of to be proud of that I know that I am uh tonight we have a great agenda

047before us and I know the board's going to be asked to be taking action on several facilities projects I want to just take another moment and this is is going to be on repeat for years and I'm okay with it I hope that you are too but I want to thank our voters again for their generous support to make these particular types of projects happen without you and what recently just happened with the passing of 4A in November these types of projects that you will have the honor and luxury to to vote on tonight would not be possible so again just an incredible support for our community of rallying around our teachers our students our our our infrastructure to make sure that our district isn't just healthy today but it's healthy 20 30 40 50

054think about but some of the questions they had are um what would we want in a student application they said that they would prefer that we be the ones sifting through those applications and choosing their board if we have feedback or have other thoughts um we should consider that and they're currently thinking it would be a subset of Stack which I tend to agree with because they're already heavily involved they go to casby with us anyway um but other things to consider so mostly at this point it's the application process because they're just starting to think about it also are looking for feedback immediately if you have it but if not I'm just looking around and if you don't have it that's okay yeah we don't have another meeting until March so I can bring

057I just wanted to do a shout out to Amy for her great work there thank you um go ahead Connor really quickly uh director Reed and I participated in the legislative subcommittee uh call on Friday um as people probably have heard you know they are um getting everything organized down at the capital I'll say um there are multiple new members on the education committee the state capital um and I think it will be needless to say um an interesting four or five months to come and just as a reminder the sub legislative sub subcommittee is meeting every week on Fridays at noon um and those are publicly posted so people can if they are interested um they're online um but you can join if you are so interested um anything else okay I think we're

060just wanted to give a little bit of context for the board on the reason for bring this change um now so the reason for the policy change is due to house bill 23125 which is concerning extension of charter school applicants um this uh Bill became effective in 2023 but the actual law does not become effective until 2025 which is why the policy change is being brought now instead of um last year the year before and basically what the law changed is it extends the timeline from 12 months to 18 months before a charge of school is set to open for prospective Charter School applicant to submit to the local Board of Education and application to become a charter school so really the main substan of change in this law and the change for this policy

061is changing from a 12-month application period to an 18-month application period so in the current District policy the current language requires Charter applicants to file an application with the district honorable before August 15th of a year preceding the school um year U that the charter school would open and the proposed new language would require a charter applicant to file the application with the district between February 1st and April 1st of the year proceeding when they would want to open so that's a lot longer period of time from when they would like to apply to when the school can open and the intent of that in the house build was to also have a full year for that Charter School applicant if approved to have a planning year before the school opens so the language then

062is also added in the policy that discusses that there would be from July 1 to June 30th um a planning year for that Charter applicant before they actually open that following school year aside from that change in the policy the only other changes are pretty minor either stylistic changes grammatical changes just some very minor changes within the policy so the main change is really um that change from the 12-month period to an 18month period and for members of the public or anyone watching uh just want to also let you know that the the policy with any with all the red lines of the proposed changes is available in the board packet if you would like to see all of the proposed changes that are made for this policy so with that I will open it

065it's hard to believe this is our first board meeting of the year it's been completely without a hitch and very smooth um so the reason I pulled it um there there for the to educate the public a bit we have a number of items on our consent agenda we vote on them in Mass they are diametrically different um items we look through them all and if there's no issues or questions and usually it is something that is on consent for a reason the reason I uh asked to pull 99 is mainly due to the price tag um when I see something on consent and this is a a contract for the board to approve and by law and under our policies we have to um vote to approve any expenditure actually just policies excuse me

066we have to vote for any expenditure that's in excess of $250,000 so this one meets that criteria so uh board directors we look through the contracts we look for the reasoning we look at the recommendation from staff which was to approve this um so I absolutely believe I'll vote on this but I would just like a little bit of background as to what this thing is that we're buying uh Dave uh the price tag is 3.1 million and it's scheduled to begin this summer so sort of just contextualizing what what this thing is why the price tag is so high why it's needed so badly and also the lingering question I think I've got is whether we able to do this because of the passage of 4A and to highlight that that's an amazing thing

067to be able to do great thank you for that um thank you for that lead in can you hear me okay there we go thank you for that lead and um I just want to take an opportunity you brought up 4A and whether we could do this with the without 4A and the answer is likely no um so fora is changing how we're dealing with deferred maintenance in the district and um it's going to make a big impact but um prior to 4A the reality is if 4A did not pass we would probably not be doing things on a proactive basis we would be waiting for them to fail and then replacing them at the moment which is a big part of why we did 4 a is to get out of that cycle so

068um so I just want to thank the voters before we even get started because we wouldn't have this conversation if we didn't have the support of our voters and and as I've mentioned in in previous presentations I've been here through a number of Elections and this school district would not be what this school district is if we did not have our local support um our voters are critical to what we are as a district so just kind of a to frontload that a little bit um but to get into the building automation system um this is really an effort that um started many years ago um and it was I can't remember what Bond program we really started doing this I I know there was some of it in the 2000 Bond and some even

069in the 2010 bonds but there was an effort across the district at one point to um to basically standardize to a building automation system and what a building automation system in very simple terms is it's the control that manages all the mechanical systems the electrical systems the heating the ventilation all of that and it manages on a very Grand scale so if you think about a a building as large as Fort Collins High School that's a very complex system um there's multiple item multiple uh systems that it's paying attention to it's also paying temp attention to temperature reads across the across the building so that we understand what what is actually happening and is our systems being effective and and doing what they need to do so it's a big effort that the district really

070tried to do is and and it really makes sense if you stop and think about it we don't want to we're unique in the way that we have multiple buildings whereas many other organizations sometimes may have one two a few um for US 60 plus buildings it's important for us to manage those on a central level so by standardizing to a building automation system across the district it allows us to to basically be able to manage those systems on a much better level than having to have people schooled up and managing multiple systems at once it just doesn't make sense um so it was an effort that we really started taking on a number of years ago and in in various Bond projects in the past um at that point we had actually um and

071and it was a while ago that this happened we actually went out to an RFP uh selected long that's the vendor that we're that we're Contracting with um to be the the single Source or the the standardization that we were that we were after um really the the the when we look at this um the the equipment what it really does technically is it provides staff the access that I was describing but it's also very graphical in nature it has a lot of data it helps us understand our buildings with data um and so that is something that's really important and it also allows us you know we talk about heat a lot um it allows us to understand what the heat is in the building on a much more robust scale so um so

072these are things that um that are important to us and and again I mentioned that we had 60 buildings across the district so having a singular system to manage all of that makes a lot of sense so that gets that's kind of the the foundation setting now let's talk about Fort Collins High School and why that's on your agenda tonight um Fort Collins High School um and we talked a lot during the election about the mckinstry engineering study that was done um that really was some of the data that was driving the the why we were talking about 4 a and um and I did confirm this uh earlier today that Fort colins High School's building automation system was a high priority in that mckenery data so it was it was old it was needing

073to be replaced and they had identified that that was a a high priority in there um what really escalated this up to being a summer of 25 project is the fact that and and I think you may be remember this but I'll remind you um when we started school this year this fall we actually had a boiler fail at Fort Collins High School again these boilers were on the mckenstry list as well um so we have three boilers over there they were all put in at the same time because it was when we built the building and so when one of those failed what it did is it started taxing the other two even harder and that's what we've been doing since we can get this replaced is the other two boilers are B basically

074trying to make up for the the difference this um there's another thing that was just approved on the consent agenda for these boilers at for Colin high school so we're not only replacing the one failed because that's necessary but we're also replacing the other two that are likely to fail based on that study um so so those were already scheduled to be done and again we're trying to be smarter with how we do projects and 4A is allowing us to think differently about how we do these and so it made a lot of sense at that point to say hey we've got a high priority project for building automation we have a high priority number of projects for boilers we have to do the boiler it failed we're already on work doing that so let's

075combine the two and try to get some efficiencies so that's really why it it got moved up into the summer of 25 again I want to emphasize though if we go back and look at the mckinstry data they had identified this as a high priority project as well um so it was really multiple data sources as well as um the the the experts in our trades so we when we started putting together that rudimentary first fiveyear plan we met with all of our trades and so when we met with the trades um one of the questions was from your experience what is the most needed in the district we correlated that to the mckinstry data and made adjustments if necessary but that that's kind of how we did that work and we talked a lot

076about that leading up to the election um probably just to round that out uh for going coming back to your uh question the the point of your question is that we would only likely be dealing with a failure the the boiler that failed if 4A did not pass and then we'd be going when's the next boiler going to fail we'll have to do that when that happens um 4A is allowing us to think a lot deeper about what projects are schemed together and when the priorities are and and trying to get more efficiency by doing similar things at once that Mak sense and so boilers are a big part of that building automation system so it made a lot of sense that if we're going to be replacing three major boilers in a building let's

077do the building automation that was identified as high priority to so that's kind of how it got there again I want to emphasize we would not be having this conversation if 4A did not pass thanks Dave um I I think that's worth setting the stage and having that repeated a couple of times so thank you for the explanation thank you for explaining the why um the only lingering question this might be an Autumn question and I'm not sure if you know the answer to this but um director Reed just noted that on page 26 of that contract there the bond the shity bond requirement the performance bond was stricken is that normal or is that because this vendor has enough insurance and if you don't know it's fine I can it's not a fair question

078to do on fly I don't know that it was probably done before Autumn came back from break so I need to go find out exactly how that review happened I'm sure a project the scale I'm sure they're self-insured or they have big I don't think it would have slipped through if it wasn't something appropriate but I'll cheat on it before we execute it but again overall thank you for the explanation thank you for doing this important work and I think we're going to have a lot more of these kind of Celebration moments so I don't want to pass them without drawing attention to and since we were somewhat light on the agenda tonight I felt um that I could yeah yeah I'll I'll I'll check with Autumn before we actually execute the agreement um just

079to make sure if we need to clean that language up we definitely do that yeah thank you and I think anytime that we can highlight what it is that we're um spending the money on um that the voters so graciously gave us um we that's that's a great thing to do and I know that these projects are not very very um not very sexy but they are much needed and they will be uh much loved when it comes to having heat and air conditioning so yeah you know those these are things that are necessary to have our schools running so when we think of these systems whether they be air systems or Plumbing Systems um we take them for granted when they're working and when they're not working sky falling because and so it's it's
