005rasset I'm the executive director of integrated services for our school district it is uh not that often uh that we get to honor two fine folks who work for our swack Department that have been honored by uh agencies outside of our own so our state swack which stands for and I wrote it down to make sure I get it right Statewide assist of Technology augmentative and alternative communication annual Statewide Awards two of our staff were honored for their excellent work that they do to to support our students and staff across the district I'm going to introduce Trish athle and then I'm going to have my colleague jod Romo introduce Alexander so Trish come over here please if you would so this is Trish athle so I am honored as Trish won the swack Lifetime Achievement
006Award for all of her work over the years not too many years but just enough right for her support yes students staff across our district so I'm honored to celebrate an individual whose dedication to the field of education has illuminated countless minds and transformed countless lives through Decades of unwavering commitment Innovative teaching and profound empathy Trish has not only shaped the minds of generations but has also inspired future Educators to strive for excellence her tireless efforts have left an indelible mark on those that she has worked with I am happy to celebrate Trisha's remarkable accomplishments but also enduring Legacy she has forged in the hearts and minds of students and colleagues alike Trisha's contributions stand as a testament to the transformative power of education and serve as a beacon of inspiration for generations to come

008the lives of students let's all give a round of applause for car [Applause] you're a smaller group we can just oh we messed it up okay thank you right and next we'll move on to music recognitions uh first off we have the Lesser Advanced chamber orchestra led by Lonnie Auda and the Fort Collins High School Symphony Orchestra led by John Hermanson and finally the Boltz chamber orchestra um led by uh I'm like oh boy that last name is going to be hard Melissa K and introducing them all will be Melissa flil thank you we are often here to recognize music groups that have excellence in our district and so we're grateful for the longtime support and the wonderful programs that we have um and we we really value that support um these are above and
009beyond achievements this is not cmea level these are groups that were selected and invited to perform at International Orchestra Festival not International sorry National Orchestra festivals I was promoting them um National Orchestra festivals and um so much hard work so much work by the teachers the students F raising to travel so I will my remarks brief because we have a couple of students I believe speaking for the orchestras so I'm going to begin with the Lesser um I have to remind myself the exact name leure Advance chamber orchestra um directed by Lonnie obluda they were invited and performed at the um National Festival music for all national festival um in Indianapolis and they were one of very few orchestras selected from the country and so if Miss obluda and her students would come [Applause] up
010good evening board thank you for giving us this opportunity we really appreciate it um you don't need to hear from me the community hears from me enough as it is so I'm going to hand it over to two of our leaders um in this Ensemble VI benovitz and Caleb Bravo hello everyone my name is V and I play cello and lers Advanced chamber orchestra I want to take some time and thank the following for all of their support our superintendent the school board The Lure Administration and especially Miss L bluda we could not have done it without any of those people and all of their support Orchestra means the world to me it's a it's a community where there's no negative energy and it's all uplifting I've made so many friends that I hope become
011amazing musicians throughout their music some things that I've Loved about our group is all the joking and everywhere we go there's always laughter I can remember int introducing myself to people that I didn't know at the beginning of the school year and now they are so close to me what the music for- all Festival meant for me is getting to hear all kinds of music and getting to see different groups perform also growing tighter bond with everyone who came on the trip I hope that all these musicians can continue to seek out opportunities to share the joy that music brings thank you good evening my name is Caleb and I played violin with the advanced chamber orchestra first off I would like to thank again the superintendent school board Leisure Middle School admin and Miss
012bluda for their support to our schools and the chamber orchestra we couldn't have made it this far without these amazing people anyway being a part of this incredible chamber orchestra was special for many reasons for one I was able to expand my musical abilities with the many orch pieces we played performed and I also able to grow as leader secondly the chamber orchestra was a community where I could just forget about all of my worries and enjoy each other's company I have grown a close bond with many of my peers in the orchestra together we shared many jokes and laughs and leaded each other up as the school year went by the music for all trip in D Anapolis will always have a special place in my heart because I got to experience other musical
013Talent across the US and best of all spend more time with my friends from this Orchestra I won't forget a single minute of it all in all being a part of this Orchestra was very special and I hope these incredible musicians continue their musical journey in one way for another that's all I have today thank you and then we'll take a picture of everybody and next we will recognize John Hermanson and the fort cullins High School Symphony Orchestra who were also selected to perform at the um music for all national festival in Indianapolis um and incidentally for both of these orchestras this is their second time during my time as the Performing Arts facilitator that they've been invited to and performed at that Festival so um what a huge honor and so I would like
014to bring up Mr Hermanson well good evening friends thank you very much for having me here today um I'd like to uh thank the board and the cabinet but most of all Dr Jennifer Roth are principal for their support and the ability to go do something as amazing as this um really all this is about is creating a place for students to belong we all know that students do better when they're connected to school and this is one more opportunity for them to get connected um and I'm proud to work in a community that supports um those opportunities yeah um I have two students here from Symphony that to music for all this is Marta Bailey who cello and Alex sabiers who plays violin and they have a few things to say good evening I
015would like to thank the board our principal Dr Jennifer Roth and of course Mr Hermanson for giving us this amazing opportunity to MFA means a lot to us as students because we don't get to perform much out in the community and when we do thing events like this really make it clear that we matter and that we um music matters in the community um performing at MFA was really awesome because we got to perform in a really amazing Hall bigger than pretty much anywhere we've played before um the Acoustics were amazing and then um the opportunities to hang out with friends on that trip go to places like the Indianapolis Zoo those were also great bonding experiences for us we made a lot of new friends and it was a great trip overall thank thank
016you um hi like Mr Hermanson said my name is Mara and I play cello in the symphony orchestra at Fort Collins High School um wanted to thank the board and um Mr Hermanson but also our principal Dr Roth who has not only been an incredible principal but an incredible person in my life and the lives of so many people in Orchestra um MFA was just an incredible experience that we were able to grow not only as musicians but in our community with each other and I've been part of Many Music ensembles before but the one we have at Fort Collins High School is um very special it's rare that you find a community of people and musicians who play so well together work so well together but also are like one big family and it
017has made such a big impact in my life um as a musician as a cello player but also just as a person and in um everything that I do and I think that when I graduate it's going to be the thing that I miss the most so thank you [Applause] and to add to everything that Marta said it's clearly helping them to be excellent public speakers um so a similar Festival is the Festival of gold which is held in San Francisco it is also an invitation only based on a recording submitted um Orchestra festival and the bolts chamber orchestra directed by Melissa K was invited to performed there this year and they fundraised and they worked hard and rehearsed and they traveled and performed there so please join me in welcoming Melissa CL and the
018bolts chamber orchestra [Applause] members good evening my name is Melissa K I'm the orchestra director at Boltz um middle school and thank you so much to the district to the board um to our Administration for supporting this strip I know that there's a lot of behind the scenes hands in getting some a trip like this approved so it doesn't go beyond me that you all matter in this process too even though maybe it was very indirect um before I let these guys and they they only all have like 25 seconds they know this um but I just want to say um Orchestra in Northern Colorado is alive and well and there are other people around the state other districts who are like what are you what's in the water in Fort Collins because there's something
019going on up there and really what it has to do is the collaboration between an obluda um John Herson myself um Canard Preston there is a huge feeder system that takes these kids all the way through and so I'm just so appreciative of the collaboration and getting to work with the colleagues here it's made me a better director um and all these all these kids you will all be together at Mr Herman since so you know become friends now all right so I'm G to let these guys talk and here you go hi my name is nll and I played violin in the bolts chamber orchestra on our trip to San Francisco we had the opportunity to go to many different places one of the places that stood out most prominently was when we got
020to go to the Golden Gate Bridge however the amazing memories I made were not because of where I was but because of who I was with throughout the trip I came to be closer with both my classmates whose hard work and dedication got me here teacher Miss K whose teaching will stay with me and continue to impact me for the rest of my life [Applause] um hi my name is Sophia um this year our Festival of gold um San Francisco trip with chamber orchestra is one that will forever be in my mind um and if you ask me right now what my most one of my most Treasured Memories from last school year was I would say without a doubt that it was the opportunities I had as a part of Orchestra to go and
021play in festivals um as a grp we were given time to build relationships and have fun all while doing the the thing that brought to brought us together in the first place creating music to to me Orchestra has become a safe place no matter what or where it is we're playing my peers and teacher have allowed the environment of that classroom to be a place can make mistakes a place where I could laugh and a place where I felt confident enough to try with the help of this amazing program music has transformed itself into motivation for me to look forward to school and a reason to be excited about what the future can hold finally for my parting words this afternoon I have a quote um Mrs CL once said is a gift and it
022is our job as musicians to give it to other people and I hope my peers and the generations after us continue to hold all of the lessons we have learned in music in our hearts thank you um I'm Kellen Hart and I played violin in the bolts chamber orchestra the San Francisco trip was a once in a-lifetime experience we performed in DAV Symphony Hall three other members and I accompanied AC choir on the world premiere of a piece that the choir had written and we got to have several clents with Robert glaspie from whom we learned a lot uh all right my name is Orion and I play cello so the point of being in an orchestra isn't to be the best but it's to share music with the community and what makes the bolts
023Orchestra program so unique is that we don't play to be perfect we play for our audience whether they're in San Francisco or in our own Auditorium and we play Because it's what we love doing anyone can play music but it bolts were taught to play with passion and that is what makes this program so extraordinarily valuable to everyone who's had the honor of being in it hi I'm kindall bort and I'm a violinist I played violin nearly my entire life but I would have never known passion for it if it weren't for the chamber orchestra at bolts throughout the course of the Year our competitive Spirit evolved into this Relentless dedication to our craft and a drive to be able to create something beautiful but we could have never had a crowning moment of beauty
024if it weren't for our trip to San Francisco playing on the Davy Symphony Hall stage will forever remain a triumphant moment in our lives and for that I cannot be [Applause] grateful I want to thank all these students and teachers for coming here school is out they you know the kids are out of school the teachers are off contract but um this was really important and so I thank you all for your investment in music and in these young people let's give them one more round of applause kn [Applause] all righty and finally if we could have the Preston students come in from Science Olympiad all right come on [Laughter] in um and talking about them will be Elizabeth [Applause] Lloyd good evening thanks for having me my name is Elizabeth Lloyd and I am
025the head Science Olympia coach over at Preston Middle School um and I have to pull my notes hold on um first of all I do want to say Preston Middle School um their Science Olympiad team a legacy and these kids have um added to it and they make me so proud um about Science Olympiad there are 23 different events and the events change every year um and so it covers all topics and we can have 15 kids per team and each kid is responsible between three and five events um and these kids are crazy and amazing but they come in in the morning um starting in like October we have events that they have to study for in the morning they stay after school they come in in the evening um we second semester we
026there every Tuesday and Thursday night and then they beg and um complain if we're not there on Saturdays and so we're actually there all day Saturday um but our kiddos did got first at regionals um and then they also got first at State this year um and when I say this is a legacy I think we were counting in the hallway um at least since I've been at Preston this is the 10th time that we've won State um they just got back about two weeks ago from Nationals um and they represented Colorado at Fort Collins um Preston and PSD they did great um the other part I do want to put out is it's part of the Legacy and I really do mean that is that with 23 different events we have to have coaches
027and we had over 10 high school students come back and coach and they were from Fossil Ridge High School and they were coaching those kids and Fossil Ridge unfortunately lost by two points um and so they were up there and they were really close and um all these kids have already talked to me about when they come back and what they're going to coach um I also have former parents that are coaching um their kids are no longer at Preston their kids are no longer at fossil um and they still come in and help and coach and fact I have a very experienced um coach um that had an eye anism and he still made it to every single practice and was probably there as much as I was if not more um but these
028kids with Science Olympia what I totally love about about Science Olympiad is that they learn so much um they've learned how to take tests they learn how to have study they learn how to make sorry was I okay did I do something okay there you go um they learn how to make notes they want learn how to be responsible and they help each other out um this is one of my favorite teams because they are truly friends with each other and they're great teammates um they hang out outside of school um they have a very funny group chat that I don't want to be part of um but they are great but they've learned so much and one of the things I also learn when you do science fpia is how to accept failure um
029even with as much practice and everything that they do sometimes things go wrong and the kids learn how to learn um disappointment with Grace last year we had a situation where someone added tape on the competition day to make it look pretty and the design the roller coaster did not go as well but we learned how to come together as a team and say we're not going to add tape or prettiness on the date of competitions in the future but how do we support each other and learn from it um I brought two examples just you know there's six to seven build events the rest or different types of study events um but this weighs about five grams and our goal is to have it hold 35 pounds or about 15 kilograms and I don't
030mind passing around because we're done and we haven't tested it yet there also probably like $100 worth of wood on that which is also crazy um and then I was just told not to break this this is of our state plane and the V did was about 2 minutes and 30 seconds and how much does it weigh about eight BRS and the kids really do learn it's rubber band powered and they spend so much time tweaking it learning the science behind it and also I'll pass um but it's really cool stuff and so the kids have done a great job and I'm excited that they're part of this Legacy and I'm excited that they're going to continue being part of this Legacy when they move on to high school um and Beyond so I'm really

033student Equity Coalition and some of the most wonderful human beings I know and I adore them so without further Ado please welcome Maya hollingshed and tiia Whitaker hello thank you members of the Board of Education superintendent Kingsley and members of the cabinet for having us here this evening my name is Maya hollingshed and I'm officially a senior at centen Centennial High School my name is Tia Whitaker and I will be a junior at Fort Collins high school this fall today we're here to talk about the importance of the juneth resolutions and why we should learn about it throughout our school Years juneth celebrated on June 19th marks the Day in 1865 when enslaved African-Americans in Texas were finally told they were free more than 2 years after the Emancipation Proclamation was signed learning about juneth
034is important for several reasons first it helps fill a big gap in our history lessons often what we learn in school leaves out a lot of the experiences and contributions of African-Americans by teaching about juneth we can make sure the struggle for freedom and the resilience of those who fought for it are remembered it is also important to understand that not everyone was free on the 4th of July 1776 while our country celebrated independence from British rule millions of Americans were still enslaved and didn't have the freedoms in the new nations promised teaching about Jun helps us understand this complex and painful history reminding us that freedom and equality were not extended to everyone from the beginning juneth is more than just a day just the end of slavery it's a celebration of American African-American
035C culture Heritage and the ongoing fight for equality and Injustice it's a day that honors the strength and perseverance of the community by recognizing juneth in our schools we can learn to appreciate the rich culture we should also honor the contributions of African-Americans who fought for our country's Freedom throughout history from the African from the American Revolution to the Civil War and through every major conflict a African-Americans have played crucial roles in defending and shaping our country their sacrifices and heroism often goes unrecognized but their impact is undeniable juneth gives us a chance to highlight these contributions and make sure they are remembered and celebrated learning about juneth also helps us think critically and develop empathy it allows us to explore the complexities of History understand the impact of systemic racism and appreciate the value
036of freedom and equality these lessons are not just historical they are deeply relevant to the ongoing issues we face in society today additionally celebrating juneth can create a more inclusive and Equitable learning environment it sends a powerful message that all histories matter and the contributions of African-Americans are an essential part of our national story this recognition helps b a more accepting School Community where all students feel seen and valued we should also think about the inspirational aspect of juneth the story of those who fought for their freedom and the and the continued efforts for Silver Rights can serve as a powerful examples for all of us they remind us of the importance of standing up against Injustice in working towards a more Equitable Society this is part of what the student Equity Coalition helps to
037better do in PSD one of our action steps for the next year is around education we can educate students and staff about juneth in the ways we celebrate it in Fort Collins I love going to juneth and it's a highlight of my year it reminds me of who I am and it reminds me of when I go to this cultural enr a cultural Enrichment Center because it's a time where I can be surrounded by people who look like me we encourage everyone to attend Jun events in our community this weekend these events are an excellent opportunity to learn more celebrate African-American culture and show support for equality and justice let's come together to celebrate juneth and make it a meaningful part of our lives and education thank [Applause] you thank you we hope to see

040resolution and support of pride month can I get a motion go ahead Jess I move the board approve the resolution in support of pride month June 20124 I get a second uh Jim thank you all right and Brian who want to introduce this one as well yes thank you so uh speaking to the pride month resolution this evening is Shaina saek our lgbtqia plus coordinator I want to welcome Shaya thank you for being here thank you superintendent Kingsley and the board for um introducing this resolution as pride month gives us an annual opportunity to recognize and celebrate our lgbtqa plus community uh for their strength resilience and advocacy and I have the pleasure of introducing our two speakers towards um towards the resolution tonight with uh first being clay leonardson so klay's pronouns are he
041him and he will be a senior at Rocky Mountain High School in August so please join me in welcoming [Applause] clay right freshman year was the hardest time in my life not only because of the switch from middle scho to high school but because of new social pressures it was also a difficult time in my life because I began to question my identity one of the biggest issues I saw with myself with was my gender um before I got to high school I knew very little about gender issues what I knew was that something about how I was made me uncomfortable because of the lack of understanding I had I couldn't deal with my feelings and my mental health began to worsen I pushed my family and friends away because of issues I felt I
042felt I could turn to no one I began meeting with my school's counselor because I'm in mental health one of of the issues I was dealing with was my gender identity so she told me about my school's trans support group the purpose of the social support group was for transgender individuals to talk about issues with one another when I joined this group I simply sat in the back and listened to the others this helped me to uh this helped me to self-reflect and better understand how I felt and how I saw myself the connections I made in Transport Group helped me to make connections in the GSA support group as well since freshman year have continued to participate in in my school's transip for group in GSA having these opportunities has helped me to understand
043um understand who I am and make healthier connections with my family and friends the GSA cup has also helped me to learn about other GSA opportunities and lgbtq identities I'm looking forward to a leadership position next year with both of these groups to support and advocate for other students this includes in supporting other students with opening up making connections and thriving a specific way plan to do this next year is by starting a fitness club for students who don't feel comfortable in an exercise environment this isn't Trans on lgbtq exclusive but promotes body positivity and fitness for any student I have seen how GSA has helped me and other students in the lgbtq community to learn about lgbtq community and lgbtq history I believe that it's important for teachers to learn about this community as
044well such as learning pronouns so that they can better support their students and make connections with them I seen students better learn in an environment where they feel understood and accepted I believe that students should have the access to changing their names and pronouns in the systems to because it has a positive impact on their mental health and relationships if teachers use the names and pronouns in the systems students will feel more connected with them June should be recognized as pride month in the pter school district so that students and teachers can continue to have the support they need and have a sense of community that'll be it our second speaker tonight is Clay's dad Ryan so Ryan's pronouns are him so join me in welcoming [Music] Ryan thank you thanks for having me my
045name is Ryan leonardson I've lived in Fort Collins for the past 23 years now and I love living in this town I love the people the community and I love that my kids have the opportunity to learn and grow in pter school district through its amazing Educators resources and programs my kids are thriving like most families we've truly had our fair share of ups and downs but thanks to Family Friends Community and resources through PSD we're in a much better place I'd like to personally thank the board the administrators and especially the Educators and staff for cultivating an exceptional educational and emotional learning environment one things I appreciate about PSD is the commitment to being open-minded as well as providing dignity and respect for students and families these are attributes that build communities and bring
046people together and they provide a sense of belonging and safety and I'm grateful that clay has been supported at PSD and as part of the lgbtq plus community over the past year I've seen so many positive changes I might get emotional Clay's really grown a lot in the last year so um um he has more confidence um he's excited about school his grades are better than ever and I I'd love to claim some credit for this but I know that a lot of this has really shifted in Clay's self-perception he's excited about the future where to go to college what to study how to be a better friend and how to be a better brother he's learned to respect others to forgive to care to be inclusive and communicate and share he's conquered fears by

051shanower hi Jessica koraa hi motion passes 70 all right thank you and we're going to go ahead and grab a picture yeah thank you the middle thank you so okay we're going to move on to our superintendent report so uh superintendent Kingsley will now make remarks to the board of education and to the community welcome yes thank you um that's a lot to take in a lot of Celebration I'm so proud that you know just a couple of short weeks ago we closed out the the 2023 2024 school year yet we're still here celebrating all of the incredible things that have happened and as I think about some of the experiences that we just collectively shared I think what resonates most to me is what one of the students from Fort Collins High School's Orchestra
052Alex shared is that these experiences help people like Alex feel like they matter we also heard from our proud uh Orchestra instructor Melissa from Boltz Middle School is that we all matter and so I think collectively to takeaway like the stage that I'd love to set is that what we do as a community what we do as a district matters and the things that we all celebrated tonight and we all have experienced over the course of the year whether it's access to learning access to Passion access to Innovation and learning access to celebrations of Human Rights and Freedoms and access to sharing your experiences with our community access to Dedicated teachers in extended staff um access to experiences that we allow people to fail access to democracy I think that's what this district is about
053and we know and we recognize I want to recognize that a lot that has a lot has happened in our district over the course of this year and I want to thank take an opportunity to thank all of our people that have been involved from our students our families our staff members for their incredible levels of Engagement their resilience and their commitment to continuing to make this District stronger and fantastic I also hope that everybody involved in this community who is listening right now takes a moment or two or three uh to gather the respit that we all deserve over the summer so that we can tackle the beginning of the 2425 school year with enthusiasm uh and excitement uh tonight we have uh a lot of really important conversations to have and I'm really
054excited to have all of them I want to elevate one or two of them and as we'll talk about all of them throughout the course of this evening uh but we continue to be very proud of our relationship as a district with our First Responders specifically our school resource officers thank you to all of them for everything that you do uh we are going to celebrate that partnership here tonight but also talk about the specific data that's involved with how we are trending uh in our engagement efforts between our First Responders whether they're at Fort Collins Police Services or timoth Police Department or the lar larer County Sheriff's Department uh we're really proud of how we are continuing to grow in community with one another and I know that the extended members of our law
055enforcement agencies are not able to be here tonight due to training I just want to extend that we are publicly incredibly grateful for our partnership and we continue to grow in that partnership moving forward together I'm also super excited that we are flanked by incredible instructional leaders who are our principles and our extended directors and assistant directors and staff to continue to talk about uh a clear charge that this board of education has provided on continuing to have conversations on the future location of the pter Community Academy on our transition Pathways programs as well as continuing to have robust dialogue around the boundaries and feeder patterns uh in the Timnath Community we look forward to continuing to have this conversation with the public and we want to continue to clarify our next steps moving forward

058the time or place for back and forth dialogue as we begin this community comment session let us model for our entire Community how to listen and how to inter act respectfully even with those with whom we disagree for we all have the students best interests at heart so this opportunity for public comment is for members of the community who registered to speak by the designated deadline those people will be called on to make remarks in the order that they signed up each speaker will be allowed three minutes to address the board and we will start off with uh Taylor Unwin welcome I know we talk a lot about how kids can sometimes just be mean some of us can probably look back at times where we've experienced that kid been that kid or have said
059that to a kid to help them understand why they're being mistreated I've been thinking about this a lot lately and although yes sometimes kids can just be mean I becoming convinced that this generation we are raising may actually be kinder more aware and more thoughtful than others before it my observations lately have led me to believe that as adults we have a lot to learn from kids when it comes to to equity and inclusivity truth be told I think it's more often adults than kids who can just be meet as many of you know my son is in an intensive autism program I want to read you a few notes my son has received over the years from his janed Pierce May 30th 2024 it was fun getting to know you it was so fun
060playing with you April 12th 2023 I love you you make me happy January 28th 2022 I see olly and I love Olli we watched as children from this community over and over again beg this board to consider how their friends and integrated services and other atrisk groups may have be affected in consolidation all the while some adults in the most recent Board of Education listening sessions advocated for choicing children out of schools that have integrated Services programming an apparent common practice I was just recently made aware of imagine how that feels to know people in your community including District Personnel or advocating for and participating in de facto segregation because the integrated Services children are quote distracting end quote do you see the problem now never mind their right to a free and appropriate education
061never mind the learning opportunities children gain and being exposed to diverse populations at a young age never mind the fact that news flash all children are distracting even the neurotypical ones if these children are such a distraction that they would impede the learning progress of others assuming this isn't just adults being grossly ableist then what does that say about the kind of support those children are receiving this is a toxic and dangerous culture that is breeding in our community I'm a firm believer that a fish rots from the head and as Leaders it is your job to reflect on where that attitude came from and work toward eradicating it what does it say about us as a district that we have not LED when it comes to protecting these children the district created a system
062that allowed them to be hurt to begin with but maybe even worse failed to make the necessary changes to stop it from happening in the future when referring to abuse on a school bus your coo Mr Connell stated we want to avoid building a system to catch this level of Mal fusant in the same meeting the transportation director literally knocked on wood that nothing bad had happened so far in the school year it was September she knew the processes were broken then maybe that is why she is gone now it is no wonder that integrated Services children are leaving the district to homeschool or go elsewhere is equity just a buzzword to you set an example that disabled students matter and deserve Equity by acknowledging the current inequities that exist investing in their safety and
063modifying your policies and procedures appropriately like the ones surrounding video recording monitoring and retention we know we can and should do better than what currently exists Mr connell's common alone admits that please create an equity committee with subcommittees that speak to integrated services and our different marginalized student groups thank you thank you thank you next up we have Danny Lawrence welcome hey it's impossible as a community member to actively participate in your public meetings while being denied meeting materials so as with the budget last time tonight item 11.3 the transportation report is missing from the online platform it's an ADA violation and it's not the transparency y all claim to want additionally for the families dealing with the aftermath of Zella not having that report to review and having this listed as the final item
064on the agenda tonight feels uncaring and insensitive in my opinion have you ever tried to procure child care for a non-verbal autistic kid at 10 p.m. pretty difficult in June on the June 4th listening session I became aware of how totally ignorant I was to the rampant discrimination that's being allowed and in fact encouraged in our district and for the past week I've been really depressed about it um what I learned in my session is that parents in our district are choicing their students away from schools with disability programs particularly autism and SED programs and it makes me question do we all not understand that disability is a protected class like would we be violating folks choice would folks violating choicing their children away from Muslim or black students be allowed to do we allow
065racial discrimination for choice if we H if we've learned anything in the consolidation talk it's that Equity must be our focus and the School of Choice system is being abused in our school district well I know there is a state law supporting it there is no state law or federal law supporting racial or disability discrimination in schools and there's nothing preventing our school district from developing some guidelines or rules about how we Choice um this is a public School District running like a series of private schools and it shouldn't be allowed and so again I'm asking for a subcommittee um through Dei uh including uh subcommittees for disability for incl for Equity there is is no inclusion or help coming from the integrated services department and reverting parents back to folks who help create the
066problem isn't helping us to move forward or working toward a solution I'm tired of sliding graduation rates on an underidentified population of children it feels really gross we need your leadership help we need you we voted for you I voted for you each and every one of you received received a vote for me and my child deserves representation here too please I've asked nicely I've been patient I've tried to offer Solutions all while being retaliated against and treated rudely by your Administration there is a union of parents forming from PSD and Littleton creating some great Solutions and demanding the involvement of the State Board of Education in developing some guidance for bus safety and autistic students and we could use your support in our own District please instruct your operation officer to interact with us
067he's already expressed that zanella isn't something he's interested in preventing in the future and increased cameras is an system for increasing monitoring the current video review suggestions only offer investigation of less than 1% of the total video footage taken in Littleton they created a task force with parents of victims to address bus safety and disability in under two months a year later listening sessions aren't enough we need constructive change we need action and you have a community willing to do the heavy lifting please quit ignoring us thank you thank you next up we have Jeff after Heidi welcome my father once told me that respect for truth comes close to being the basis for all morality something cannot emerge from nothing he said this is profound thinking if you understand how unstable the truth can
068be that quote from the novel Dune by Frank Herbert resonates deeply with me as I address you today my name is Jeff ofid from Wellington Colorado in my last public comment I mentioned that the pter Education Association collects $90,000 per month in membership dues if you do the math that amounts to nearly $1 million per year funneled into the PA what I did not have time to explain fully is that the board candidates sponsored by the teachers union have on average about a 90% chance of winning their elections this is crucial because some of the same board members that have Justified closing our schools by citing declining birth rates they also claim that deferred maintenance on multiple buildings made it unaffordable to keep them open without drastic measures however this process has highlighted a significant
069issue that I've been pointing out for the past three years the PSD board lacks transparency in his decision-making until recently critical decisions riddled with conflicts of interest were unanimously approved on the consent agenda with minimal discussion in the boardroom now that we can dismiss the declining birth rates as the primary factor for lower enroll enrollment numbers where should we look the problem is that these directors operate within a system lacking accountability and transparency in 2021 the hiring of Brian Kingsley uh generated an event which some board members violated the open uh Colorado open meeting law and it was noted by Hazard young aan Associates The Firm that hired Brian helped hire Brian Kingsley uh that a bond measure and middle Lev ctions will be needed in the future and uh we needed to refocus as
070a district on facility planning and deferred maintenance has occurred to support the academic programs in the older buildings needed care and updating with an in with uh interior areas and especially grounds three years later we're being asked for a mill Levy due to deferred maintenance the Deferred maintenance issue who's holding the District administration uh responsible for fiscal responsibility is the answer now another M Levy that appears to be the pattern and it shouldn't be a surprise but I have questions in 2019 the paa donated $2,550 157 to the charity our community supporting our Educators this is important because the charity is register the Charity's registered agent was former board member Nate Donovan and on that list was Union president Tom list with an address documented as the headquarters of the paa over $50,000 was donated
071and used by this organization to shape public opinion and the narrative for the last M Levy in 2019 this conflict of interest went unreported for almost 4 years and this is a blatant conflict of interest because the PA president reports directly to you the board so my question is what role will the PA play during this M Levy which board member will be will form a charity within a uh with a secret this time but I want to get to miss Draper and I want to get to her conflict of interest when it comes to this particular uh topic we're talking about the $3 million that's going to be used to build a new Aquatic Facility with obligations to pay $150,000 annually for its operation and maintenance costs I should also add that this facility
072directly benefits Christian Draper's employer puta libraries so do you want to continue the PA also donated $6,000 to Kathy Kip who sponsored house bill2 2496 this bill is the one that you helped create Miss Draper that called people like me vexatious so you tried to label us extremist but you do it by law point of order M president all right next up we have Anna leetta welcome good evening currently families of students who have severe reading difficulties are told to go outside of the district for Vital evaluations and reading services that should be be occurring with Integrity in the district our district chooses not to see remediating reading failure as a part of integrated services but by federal law it is students are pushed in the direction of assisted accommodations that bypass the responsibility of
073actually teaching kids to read and write citing that technology has come so far that they will be okay so reality in reality anyone who wants to function independently in this Society needs to be able to read at a 10th grade level in the absence of assist of Technology kids who are not able to read at an expected level of proficiency need to be given access to instruction that addresses the root of their inability to learn to read in the same manner as their peers it continues to perplex me that PSD does not have a deliberate plan for our District's older struggling readers kids who are already expected to be reading to learn yet still lack the critical skills they need to do so these are kids who often end up on IEPs for generic slds
074because they cannot keep up with academic expectations due to their reading difficulties and PS use high performance standards these kids are able to learn to read but they need specialized instruction by people who have an in-depth understanding of Dyslexia and other factors surrounding their reading failure this past week I made a COR request to PSD asking for a list of all PSD licensed teachers who hold a k through2 CDE reading specialist endorsement I also asked which schools they work in which grades they work with and whether they work with gened or integrated Services when the results the results returned it was actually worse than I expected according to PSD we have or should I say had a total of nine licensed teachers in our entire district with a CDE reading specialist endorsement this past school
075year nine one left PSD midye for another district one is an elementary interventionist who works with kids K through five one is a media specialist but according to HR works with fourth and fifth graders and the other six are gen Ed Elementary classroom teachers who do not work with kids outside the grade level they teach we do not have one teach teacher with a CDE reading specialist endorsement working in integrated Services nor do we have anyone with a CDE reading specialist endorsement working in grades 6 through 12 in contrast my neighborhood Middle School alone has five foreign language teachers and three full-time music teachers a child who cannot read by fourth grade should be working with someone who has an in-depth understanding of the nuances of reading failure not just a 45-hour state mandated crash
076course on the science of reading that isn't even required to be completed in our district until August of 2024 it is time for PSD to address reading failure issues honestly broadly and proactively by making intentional hiring decisions this summer thank you next up we have Sabrina herck welcome I was very happy to hear that there would be a report tonight on the transportation department I've been publicly asking for that for a year now I haven't seen what it says yet since the details were not published with tonight's agenda but I already know what it should say that the abuse of 11 autistic students was entirely preventable at the last meeting you voted to get a better security system for the buses I'm taking your word for it that the cameras themselves are better but real
077change requires two factors ability and desire those cameras help address ability desire must come from all of you there was footage of zanella's abuse three months of it in this case retaining footage for only a week like this new system will would have been worse for students not better as Kingsley heard at zanella's sentencing there was circumstantial evidence of abuse as early as September investigating the first complaint would have meant fewer victims and refusing to hire a child predator at all would have meant no victims but no one desired to think about these things as for desire for change sense Jeff Connell told a District committee he doesn't want to build a program designed to catch that level of melant a member of this board told me that some of you never watch the footage
078because it would be re-traumatizing for you to witness non-verbal children get traumatized by this District's negligence our previous board president fist bumped Kingsley because a technology glitch blocked a public comment on this topic parents at this District openly admit to choicing their kids out of schools like Oleander and blevens both because quote that's where all the Mexican kids are unquote and also because quote I don't want my my kid to be distracted by autistic kids unquote board members comment on this like they're ordering lunch and in response to these bigoted choices the district Cuts necessary funding to integrated services staff that can mitigate these so-called distractions and put Levens and Oleander on the consolidation chopping block I know at least some of you are capable of Desiring change two of you have gay pride stickers
079plastered all over your laptops but you seem to have forgotten a couple things first that rights for disabled people don't take away from rights for LGBT people and second that LGBT and disabled are not mutually exclusive labels change requires both ability and desire so I ask you tonight a question that I asked at Zella sentencing how many children have to be traumatized before District leadership will Care thank you next up we have April gakis worker no no April okay okay moving on to Kate green welcome hi there my name is Kate green and tonight I'll be speaking on the behalf of another person my name is Jess FAL and I'm the mother of a little boy in the viral video being abused by his parent and Littleton I've had the pleasure to know some of
080the parents in your district and it has compelled me to let me know how incredibly disappointing and frankly disrespectful your in action for these families has been to experience the trauma that these children have endured under your watch is something you will never comprehend but to have them and their families retra traumatized every time you underd deliver is Despicable you should all be ashamed and embarrassed of yourselves unlucky for you all this group of parents will hold you to the fire you will do better we will be at every meeting at every opportunity our advocacy for our children will not waver due to your resistance to do the right thing the fact that you hired a known child abuser and still can't seem to do the right thing is truly insane just know that there
081are a lot of eyes and ears on the situation and no one's impressed thank you um I'd also like to add just for public record that the TV um in the lobby has broken speakers and no captioning which is totally inaccessible please provide adequate seating and captions every single time the seating configuration in this room for example tonight is completely and totally discouraging public participation in these meetings and it makes it hard for other members of the community to watch some of the resolutions that you guys talk about before meetings and to sit through the entire meeting so thank you thank you and that okay we're going to move on to um 8.0 board topics and committee reports this agenda item is an opportunity for board members to provide an update on committee work or
082speak to board topics do any board members have anything they would like to report go ahead Kevin um thank you uh I've got two two items I want to um talk about uh the first is the last time we all got together was for our June 4th listening sessions as memory uh serves uh I'm not going to go through my pages of notes that I took I know we can kind of compare and synthesize we haven't really had the opportunity to do that so I think we should we should talk about that um I'm going to cherry pick one of the things that came out of um my session I had a I had a six or five 5 o' and a six o'cl um and again we're hearing it from our community is that
083this push for equity in our decision-making we heard it tonight Community comment um I've had two uh constituent meetings as of late one with the executive director of the culture Enrichment Center Fort Collins and others with uh parents who have students with disabilities and they're coming at it from different ways but um we're at a we're at a precipice I think as a as a district um and we're we're hearing claiming from our community and from our constituents and from our students that we need to start thinking about Equity not just in Flowery words or resolutions but in in actions um and so some of the some of the things I've synthesized both from listening sessions but also from constituent meetings these are not original thoughts I'm not taking credit for them is again this
084this need for um some permanent Equity committees we've actually heard that from the charge from the long range uh planning and steering committee so um I want to talk a little bit tonight and I also want to invite um assistant superintendent uh Dr Olson into the conversation um PSD does have an equity committee um I don't think there's a board presence on it so what I'd like to talk about briefly if it's okay this is the appropriate time to talk is what can we do with the momentum that we have we've got a charge from our community um how can we make this a more permanent fixture how can we make it more visible um even just scanning our website I couldn't I couldn't quickly find it um where it is or or speak to
085it so I wanted if we could do this both in sort of educating our community what we've got and then have a little bit of a discussion amongst the board as far as what we can do with it and I like the idea of having subcommittees um so I'll just leave it there if you if you want Dr Olsson to talk to us a little bit I will do my best thank you um so we do have an equity and diversity advisory Council um we do have a charter that goes with that um it is not a group that started um like this year it's been in existence in our district for a while um and we do have um representation um I'm just going to read um membership just so it's clear and it's
086not me trying to translate THS um so team membership and selection criteria team membership are selected based on interest in their ability to represent stakeholders from historically underrepresented communities members either hold the marginalized Identity or are the parent guardian of a student who does EAC members should have experience Andor knowledge of issues related to equity diversity and inclusion and members are committed to advancing the work of equity and social justice um this being my first year I've had the privilege and opportunity to be part of this group of amazing people both made up of um our District employees and community members and parents and families and we do have um the tough conversations um but it is in a safe and collaborative manner um and it takes time to build those relationships in order to
087do that um we currently do not have a board representative as this has not been a board committee um and um I would say that it is being ran in collaboration with our um Dei coordinator Delia mahany and our director of language culture and Equity David auten reath and Shaina saek our district lgbtqia plus coordinator and so the three of them help facilitate um the topics um but it truly is built in collaboration with the community that represents and um we do Flex our meeting opportunities so sometimes they are in person and um obviously it's great when we can do that but we also offer online opportunities to help compensate for everybody's busy schedules because we do have people coming in from all different walks of life and as well as from different organizations and
088entities throughout our community would you be willing to have a board member sit on that committee we would welcome one absolutely that'd be wonderful we can see how to we yeah we can anticipate figure out how to do that for sure Scott did you have a question go ahead yeah I think I was just about to say um it sounds like that is uh you know when we're talking about marginalized communities um that are there any uh representatives from the integrated Services Community yeah yes okay um and just give me the hierarchy of that committee you were saying is it under the Dei coordinator what about um what's the committee that's under integrated Services that's specifically for integrated Services um concerns and things like that that is cak and I'm going to pass this over
089to Julie so you get accurate information yeah so it's special ed advisory committee so um it really is um a committee that has um parents and um also community members as well as District Personnel from various programs throughout the district and um they just give um input on certain topics they're given presentations that um uh flows very similarly to a district Advisory board or District uh accountability Committee in that um they given information and then we use protocols um excuse me I was formally on it we used they do they Ed protocols um to then um gather input and then there's a letter that is given um at the end of every meeting which is held quarterly um and Heidi um our family or excuse me our parently aison coordinates that she sends that letter
090of recommendations to the group that came to present um in terms of like here's feedback from cak and things that we would recommend that you consider in that process okay um committee meetings are not public meetings neither are the e edac or any of the other pieces they're not public meetings so that's that's one thing I would like to propose to the board to consider is um Jess you and I have been on dab I would like to see this Equity committee potentially combine uh cak and edac um and be um a committee of the board like the district Advisory Board is we saw last week Queen was able to come and give a report of what dab has been talking about I think that's important to have that public um feedback uh from uh
091from those Representatives I also like that daab meetings are uh generally open to the public it's not uh you know Sim it's not the same kind of format as this uh but I think there is a need for that and I think that would um I'd like to see opening up the membership a little bit more I think uh there's a lot of um I think the members are currently handpicked and so I think there are people that if they don't have access to know the right people to ask don't know how to get onto the onto the port so that would be my proposal is I think there is a a need for that given what we've been experienced over the last couple years Scott may I enter one piece of information into the
092conversation so special advisory committee is actually um is is part of the mandates from the state and so I do not believe that I think we would have to look into the feasibility of combining that with edac as it is a separate requirement for districts to have a special ed advisory committee and they may not be able to combine um in those efforts um to do so so that's something that we will really have to check into before we can um say with guarantee that we could do that Brian do you want to add to that okay couple more questions okay sure Caroline so um I was just wondering in regards to EAC how would a a Community member get a concern elevated or considered in by EAC let's say that like somebody's been writing
093us about concerns and we want to elevate that how how is that done or how could a Community member get a concern elevated for the Ed to consider sure um I think there's several ways that we can Garner that information um we have the see something say something reporting tool and we have multiple staff members who have access to that and then disseminate that information accordingly um we also have members of the EAC committee who do bring up concerns either that they've heard from others um brought to them or they've experienced it um and so that is how I've seen it happen throughout this year um I do believe that when concerns are brought up um as Delia has been the main point of contact so far um they have pushed ideas to her and
094then she brings them collectively to the group um so I've seen information flow through edac in different ways as well as looking at policies and procedures with an equity lens I think Jess do you want to go go ahead so I think first I wouldn't want to combine them unless I wanted to be combined find I think that's one thing to consider I have a how often does cak and edak meet uh cak is mandated quarterly so four times a year okay and edac is every other month we think B monthly that's not it's not a super set okay Delia Delia says they meet monthly edak meets monthly um once uh in person and then the opposite month um virtually okay okay so I guess if we want more seak folks input we might need
095to also ask if they're willing to meet more often I justess goodness one of the things I would add to that um is I think there's lots of pieces to overlap but not necessarily um that we can pull from um from cak into edac and have some overlap there but not necessarily have um it combined I feel like there's too much going on there um that we need to have um cak and Eed be separated but have a level of combination um so we can have some crossover there so I think that would be the the place to look yeah Kevin I was going to want to agree with um director Zamora's point about not combining I mean these aren exclusive what what I'm hearing um is twofold one is that there there should be
096a subcommittee that addresses different types of impacted families impacted uh parents those are not there could be some crossovers we heard some comments tonight but they're not necessarily the same thing and so I want there to be space on a on an edat committee um for all for every for every voice that matters um and so I think that's the charge and that's what I want and then second of all there's one point that I want to make is that my my thinking about this is that it shouldn't be sort of a reactive narrative where there's an issue that's addressed in that committee and then it raises to our concern I think we should be thinking more proactively I think that's the charge that I'm hearing from our community is that before we start making
097decisions longrange planning before we start making decisions about school closures modifications busting anything we should be we should be as a board listening to those voices and then amplifying them here I mean we have we have a section on our agenda every single time about board committees and topics I think it's a great time to talk about it and I'd love to hear more I learned so much from you guys when you're on your committees and it's one of my favorite parts of board meetings and so I think that this is a place for this discussion let's have it let's put let's put our boots on the ground and go into these committees and then bring it back here so we can talk about it so that's my point go ahead Brian so a couple
098thoughts and maybe an opportunity to think about this in the year ahead a little bit differently because I think this conversation and the matched with the feedback from various Community commenters as well as the recommendations that we re recently have heard from our steering committee I think there's an opportunity for us to educate our entire School District community on what our committee structures are and what they can be in the future just in the service of creating more coherence um I think we are recognizing through this uh important dialogue tonight that some meetings or excuse me some committees are board uh appointed or board Le not necessarily board Le but board members are involved directly others there are not uh many of our committees have very specific Charters with a clear objective of what they
099are set out to do I think we could share that publicly um as well as their membership criteria how membership is selected as well as their meeting frequency so we can get into a better Rhythm as a school system on having report outs not just in our board meetings through board member committee reports but as Queen uh our daab president recently came hearing from the committee themselves may be something that we want to entertain as a governance team so I would offer as a suggestion to the board if if you're so interested is having us as staff put all of that together to have a public conversation and a board meeting in August uh to set the tone for what we want that to look like uh for next school year while also taking into
100consideration some of the recommendations that we've heard over the last couple of months uh so as those committies begin to launch into their work in the year ahead uh that there are no hard pivots that we're all working in unison with one another and we have Clarity not just as a governance team but as a community around those next steps moving forward um I'd be happy to work with staff uh to achieve that if you thought that was a value ad and a benefit to both you and the community go ahead Kevin yeah I like that idea immensely as long as director Shan barer doesn't get credit for in any way what the hell dude um no I I don't care about credit at all I will say thank you um we're going to have
101a a beat down out here but uh um no what I would I would ask I like the idea of of um it sounds like you're talking about clarifying and um I would also like to look at possibly resetting some things in that um review I think we've heard um especially cak there doesn't feel like it feels like there's a um a wall to break through for some of these parents to be able to have their day in court so to speak I don't know if I want to say it that way but they to be able to say their peace and so whether it's adding Community comment to cak um uh expanding that committee to be bigger uh easier to get on that committee um and I think we do need to look at
102the the reporting structure as well I think that's important uh given some of the damage that's been done over the last few years so um I would I'd be open to that but uh I definitely would like to see kind of a fresh reset on that yeah I really like the idea of it and you know it just show the um the growth of it too we you know when seak was first um well as far as I know um when I was on the board board members were not um in I want to say invited um or weren't coming to the meeting because um didn't feel invited or didn't feel that was part of the um and now we have two board members um that get that get to go every time and that's

106incidents involving a former bus par professional our school district decided to consult with a third party and conduct an audit of our transportation division uh we have a moral and civic responsibility to ensure that we continue improving as a school district and that we make the changes that are necessary to mitigate the risk of this type of crime ever happening again in our school district to the victims and their families I want to say to you that my heart hurts with you I know this school system's heart hurts with you but I also want to acknowledge I know that does not take away your pain and your suffering what matters most is supporting you and your family and taking action as a school system and it is my greatest hope that tonight's presentation begins to
107rebuild that level of confidence in how we are approaching this work presenting the transportation from our ceso findings tonight is our chief operations officer Jeff Connell Jeff I want to welcome you thank you thank you superintendent members of the board um ciso as we refer to ceso is the Center for Effective School operations we did a RFP process and selected this company based on a number of factors that we had in motion um one of the most important to us was that they had a robust Human Resources aspect to their audit and their focus was going to be on our operational aspects of our transportation department as you know we've done some other work with Consultants on things like routing and our our need for bus drivers and how we do that this one's Focus
108was not on any of those aspects of what we do but focused solely on how we do what we do our internal communication and HR processes and our standard operating procedures so with that I'd like to take this opportunity to present kind of the key findings of that and some of the steps and things that we're doing in response to this really at the core of all of this is to have safe effective and trustworthy student transportation and so all the things that we're looking at doing including as we heard earlier about the bus camera system GPS card access system that we're going to be using um we have that approved that was underway we will have that implemented in all of our yellow buses by the start of school um we think that's a
109a major step forward um but we want and we need that confidence in our system and it is a system of many people doing many different parts of this organization that all have an important part to play from routers and dispatchers to drivers and AIDS and supervisors and managers and everybody else um so they took this company ciso took a very close look at all of those different parts some of the main areas that we wanted to have you know better outcome is standard operating procedures this is the the the uniformity the standards by which we can hold each other accountable and hold the system that we run every day accountable to um you're going to hear these them kind of throughout their recommendations the next one being collaboration um this isn't just about we
110don't work together the staff and the department work together every day it's about how they work together and how they use tools that are available for all of them to work with and to interact with as a team and then lastly supervision is going to be a common theme in terms of not just the supervision of Staff but their own professional development their own ability to document collaborate develop Sops and follow through and and I will say the other theme of this is going to be a recognition a recognition that because of the bus driver shortage my supervisors were on a bus more than half the time this past school year our managers were on buses you heard that the director was on a bus trainers are on buses mechanics jump on buses our number
111one priority is to fulfill that route and get those kids to school and we think that's appropriate but that also means the work that they do every day that many of these things identified in this audit aren't getting done and that's just kind of a reality that they identified with us so here's their primary recommendations we'll go through each one of these so I'm not going to go into too much detail here this is a lot of words on this slide um but again professional development and training one of the key things they identified we're going to go over kind of a a newer con conep for addressing student discipline and how my staff will work with school staff procedures for bus camera footage review documentation and ensuring sorry ensuring that when we do review
112it that we've kept a record of that and we note who's requesting the view um and and what the content and followup is as well um communication was another area this is actually one in which we didn't entirely agree with the company doing the audit on but we talk about that as well because we think we have some good ways forward with that but that's worthy of conversation um certainly a partnership with HR and not that we don't work closely with our human resources department but looking at the standards developing them with them and and some more aspects like that all of this documentation they are recommending to us we put into this thing that we'll refer back to as our transportation operations manual and this really becomes kind of our Ware house our collection
113of our processes and procedures so if we go to them and refer to them we can all agree on them we can use them repeatedly um and becomes kind of a clearing house for us of all of these different aspects of our transportation Department's operation with that they also included what should all be in one of these manuals which was extremely helpful the first area they looked at was our organization of the department itself they noted a couple of things that that we were aware of it was nice to see an independent auditor Identify some of these similar things the current operations manager position is one person it's too much for that person Laura Chandler she's amazing but it's too much for her to do she has four supervisors this includes then working down the
114org chart all bus AIDS and drivers and Lead drivers and routers dispatchers others as well um so one of their key recommendation was you need two people working highly collaboratively together helping to run kind of the operations of your transportation department they noted that the culture between the North and South bus terminals lacks continuity and we think that was kind um we do need you know when staff work in different physical locations sometimes different cultures develop and we want to help make sure that we have the same culture across our department no matter where our staff are working from so one of the key recommendations was yes add a manager that would be really helpful in terms of ensuring that you have good leadership and participation and coverage but don't divide the terminals make sure
115you mix up supervisors and how and who they report to and keep those two manager positions closely aligned the second one was in integrated services Transportation manager and this also becomes kind of a recurring recommendation from ciso which is you need somebody who helps connect the transportation department to your integrated services department and we agree with that recommendation strongly as well and so part of our budget process for this coming year was to look at the efficiencies that we're trying to gain from our routing and our Staffing and to look at a plan so that we could add these two positions without increasing our budget at all and we are on track to do that we really need more from this manager position than just that connection right this is a person that we want
116to have you know to use the word again integrated into our integrated Services Department helping train our own drivers and bus aids with what they have asked for repeatedly which is more training and more understanding of an IEP or of an ITP as it pertains to those students that have them and what those requirements are and how they can help ensure even as the driver or Aid or somebody else that we're meeting them every day so we're we're happy to be implementing those they further went on to suggest that supervisors of course should know all that they can about general education and integrated Services routes and students needs this does require though that we have four supervisors who can back each other up who are cross-trained in each other's jobs and requirements and that all
117four of them receive kind of the same level of training and professional development so that they can work effectively as a team a similar theme came from looking at our dispatch routing and planning the these are very specialized functions in transportation routers are really a unique bunch and they are highly analytical and they see a geographical 3D spatial model of how buses move through our neighborhoods in a way that I continue to be impressed with but I I need right we need for our transportation department dispatchers routers planners to be part of a team and to be able to cross Trin each other and to be able to work together collaboratively which sometimes means we have tools that everybody can see and access and work on together at the same time they had a lot
118of comments related to how we work together with our HR department and again a lot of this was based on they identified that a lot of these things happen they are not happening in a systematized kind of standard operating procedure way and so the recommendations are you need to standardize and in a good way you standardize your interview process you standardize your questions you standardize your responses even looking at something as um as common as onboarding right we have a district onboarding procedure that is very thorough new staff come in they understand their benefits and different things they register with HR all those basics of being an employee of PSD but then they're out there now they're a bus driver and so who's their Mentor now and who's helping ensure that all of those other
119aspects of onboarding are continuing to happen and I could say they're supervisors are right but as we know supervisors are often pulled into other duties and so we want to develop an sop so that this doesn't fall by the wayside we make this a priority when staff come into the department they are onboarded and trained and assigned a mentor and this is not something that just happens it's part of an sop other recommendations a little bit more detailed about monthly meetings we're already doing that they note that um the safety meetings have been really well received not in response to the audit but a position we added last I don't know September I believe was a safety manager who is specifically responsible for a lot of this training and other safety issues related to the
120department um so things like the the syllabus and those standards in terms of what is the content that our staff received was also part of what they wanted to standardize um their last recommendation in this area was this thing called the peaceful bus program and there are actually a number of these kind of things out there um it's it's a it's a training program for drivers and AIDS in particular but the focus is on deescalation so it's trying to teach a driver or or par professional on a bus how to help kids regulate how to help kids deescalate um and some of the the the less formal discipline that might be able to alleviate some conflict um and we think that that's a good suggestion that we're looking into as well the supervisors were called
121out in particular because they play such a a key role in our system right so one of the things that they identified was we need better documentation of what their following up on and what the incidences and other things that are happening out in the you know the field if you will out driving a bus around town um and making sure that we're following up appropriately and one of the recommendations about this is that this is a system that's visible to everybody it's shared by the four of them because we have four supervisors and it's visible not only to them but of course to other leaders in the department as well so that we can help hold each other accountable for this same same the with a central inbox and email distribution system again with
122that we can all see what's coming in and we can all respond and make sure that the response is appropriate we think these are these are really helpful suggestions um some of the other things that we're going to be looking into is a driver Ride Along process now we know generally a driver is going to be on their best behavior if their supervisor is sitting on the bus with them but at the same time it also will give our supervisors a chance to kind of see the bus driver or the par professional in operation see how the kids are behaving on the bus see how well the driver is doing at kind of not only the driver aspects and the safety and the things that they have to pay attention to but also all the
123kids on the bus at the same time not always an easy task um we look at these things as coaching opportunities and we meet it right drivers can do a great job they're responsible for a lot but all of us drivers included can do better and this is what our focus is for that same with documenting all incidences training activities accidents these kind of things as well um but again to note even as it did in the report from their thirdparty investigation much of this is contingent on making sure that our supervisors are not getting out of bus with near the frequency that they have been and we're working hard on that too in terms of doing a a minor modification to bell times trying to make our system run more efficiently and therefore reduce
124the overall number of drivers we need and reduce the number of times our supervisors have to jump on a bus as a sub so you know won't go over again the new camera system but we're we're pleased to be able to have the new camera system and to be able in to install it going forward I will just for a brief moment you know because I am um pleased with the technical parts of this there will be four cameras inside the bus for full coverage full coverage this includes audio we do we do not capture audio inside our buildings but we will on the bus it will also have four cameras on the exterior of the bus and we'll also have a front-facing camera and a rear facing camera that includes the driver and this
125is part of kind of this driver coaching software package that's included in the camera system um which will give us information about how our drivers are reacting to incidences that happen sort of in the field again we think that'll be really helpful the other piece of this though is what is our process to review video and to follow up appropriately um so supervisors will continue to review video once a week and we're going to set a goal of reviewing a minimum of one hour a video a week um the company had recommended that it be random and we said random really isn't good enough and so we set our priority for non-verbal students newer employees anyone noted with an issue in their performance or just how long since they've last been reviewed um there's a
126lot of hours of video to go through between ride alongs reviewing the video following up on incidences and also having the driver coaching camera we're going to we're going to have a lot of information available to us that we've never had before we also though want to make sure that we have Sops about how we're accessing video who's accessing video some of those things as well we're actually going to work closely with our records department um and we've also worked with our security department so that we have the same process and procedure for requesting video like from within our buildings or from on a bus the the company just a reminder that we chose for the bus camera system if you're interested was Zoom zum the area that we did have a slight disagreement with
127the company on was Communications so they have a robust app most bus companies and software packages have you know a mobile or IOS app that they use to communicate to parents about where the bus is at um they have a lot of different names um here comes the bus different ones um and zoom is no different in fact one of the things they do well is the software part of this um their app is unique in the sense that it will allow two-way communication so if a parent has a child that is sick or they're going to be on vacation for a week they can let us know via the app that that child won't be available for bus pickup that will help us tremendously and and at the same time of course all that
128routine information that we want parents to know if your stop time is changing by a little bit if your bus driver is going to be different than who it normally is um or any of those other kind of small everyday notifications that parents need we want to teach them to go to the app and for that to be the primary means of communication from the Department to them the area that we want to work with our Communications Department on is is the one that's more about incidences if there is an accident sometimes people don't see big bright yellow buses and um bump into us um that's that's an incident that we do notify parents we make sure the school's notified and we would we would work with our Communications Department on that so we're we're
129actually seeing kind of a a two-fold communication strategy um and and that was slightly different than what they saw and again the same theme being develop an sop around how you're going to do this the last piece um before I summarize the transportation manual um is making sure that I cover some clarity on the discipline situation so if we have a student that needs discipline one of the things that the audit identified was that we should be working more closely with the schools and we agree strongly with this in fact we had already instituted changes that were moving down this path and we think that you know this helps give us the the extra push we need so if a driver identifies a disciplinary issue with a student they will notify their supervisor the supervisor
130will notify the school and they will work to together to decide what's the best course of action in regards to that student's Behavior we think this is better because the school knows the student and the family better than we do and they have a lot more tools available to them in order to follow up appropriately we also think that you know we'll make a better decision as a team because sometimes if say the bus driver thinks the student should be suspended for a period of time that has implications to the child's education we want that to be done collaboratively we want that to be a conversation and something we all agree to and then the last piece just being this Transportation manual um this becomes kind of our library of all of these documents and
131processes and how we intend to work together collaboratively as a department and they gave a a great resource for us we've already begun building many of these different pieces of this plan and we look forward to kind of trying to finish this out and that was the bus audit and our response any questions thank you Jeff Bo do you have any questions on this go ahead Scott thanks Jeff I appreciate you sharing that and I I'm definitely excited about the uh four cameras the audio it sounds like eight cameras because we got the outside to correct okay that's awesome um I'm I am concerned about the review process um are we retaining how long are we retaining video we're going to use the same retention policy that we have for our buildings it will be
132seven days okay so that's the only concern I have with supervisors reviewing this one hour a week I don't I I don't know if that's adequate and I I do like the prioritizing of non-verbal I think that's fantastic and in the new um uh the new drivers but I would I'll just tell you a little bit uh I have an idea I don't know if this is practical so you'll probably hate me but I'm going to still mention it and just see see what you what you guys think um at my company we're just a simple Pick and Pack operation Warehouse picking products shipping it out to Stores um it's a small group uh the customer service people enter the orders and then they double check each other making sure we got the right item
133the right quantity and the right address that these are going to they just kind of cross check could we potentially given that we only have a week that we're retaining the stuff could we have a peer review of the video could we add that to a a job uh requirement to have the a peer review and a it's an accountability idea where um they fill out a little form I reviewed bus number 10 for this date these hours or whatever and you can like obviously probably speed up the video to get through more um and just check off different things and then sign it and then that's a documentation that that was was reviewed so then you wouldn't have like friends helping each other out and saying oh yeah it's fine you'd catch that eventually
134if something like that that nefarious happened but I feel like that would allow us to have more coverage on the video it would build accountability of the team you see this in sports teams all the time the team the the locker room is what keeps that cohesion there it's not the coach um was just an idea to spread the the task that Monument task of reviewing all that that video footage so I know there's problems with uh the supervisor employee relationship but I think there it could be a way to address that okay we we'd be happy to check on that other thoughts go ahead Brian one I appreciate the suggestion for how to think differently about this whether it's supervisory review or peer review I think there's you know the the challenge that we
135are grappling with as a staff and I would love feedback from the board is that we're on the heels of reducing about a 100 positions across the district uh as a result of trying to balance our budget this scenario if we do a peer review I do believe and we want to go and do some staff work and come back but I do think we would have a bandwidth challenge around people's capacity to fit that within their current workday without taking something already off of their plate so what what we need to think about is if we want to achieve greater review more frequent review more hours I do believe we would need to consider Staffing that appropriately so it becomes a dedicated task and dedicated effort to people almost on a full-time basis um
136it's not the job of one person when you think about uh our Fleet and the amount of hours that we're on the road um and Jeff has all of those details so you know I'd love more feedback from the board I we're certainly open to doing that but it would as we think about and I'm this is a priority so I want to be really explicit about this in doing this right with the community with all members uh of of of our staff involved but to fit this on top of somebody's existing job Duty would be very challenging which I think is the reason why you see on the slide what we think we can achieve and do well and with integrity and I think that's something that I would love to hear more from
137members of the board on how we should reconcile that moving forward um I'm just wondering if there and I I can't believe I'm actually going to say this but is there a possibility of AI taking a first pass at some of um the video and sort of pointing out things that then might be um then warranted to have a human eye look at that that's not my expertise so I don't want to weigh in on that specifically I don't know if Jeff or Bud want to touch that at all AI is one of those words that turns into a lot of things things in this moment I would say in this case machine learning is a better uh thing to think about I will tell you that the coaching product that that Jeff mentioned earlier
138does have a machine learning component to help surface need so that's something that'll be evaluated as we bring that uh tool set online to make sure that it's being used we have some concerns and there's some legal uh changes this year related to how properly uh we have to work with those uh in the state of Colorado but I will tell you that that's a component of the driver coaching piece that Jeff has spoken about earlier thank you Connor go ahead baring on that I'd like to find out the legality of allowing parents to review the tapes of the buses that their children are on um this is something that we've heard the community that is um Wanted and I think um there may have to be a vetting process and you may have to
139do some kind of background check um on that but I think that if parents want that and they want to review it they should have access to it thank you we we we will do that other questions Caroline so Connor I hear you saying let's Crow kind of crowdsource it right have kind of kind of a deal with volunteers and stuff and I wouldn't be opposed to that but if we're making a value call here I would say that hiring somebody who's dedicated maybe and trained to do this kind of work is probably better I mean um it's because we have a lot of privacy issues we have people viewing other people's children we have to remember that even if we're crowdsourcing that we have parents viewing other people's kids so we have to be
140sensitive to that so I'm more in favor of placing value on hiring somebody that's trained and dedicated to do this work and and not like you said not just trying to do it an hour a week or trying to get you know the fleet manager to find some time and they're already busy SCH to do it I mean I what I'm I'm guessing I'm hearing from you is what's our values around this so what I'm trying to say to you my value is we need to hire somebody to do this and to do it well thank you got a question to piggyback off these are really sensitive sorry I'm promising about shouting at you all um one question this is probably better for Jeff is that on that note um I agree I think the
141value is safety of our kids right I think that I want to put my kid on a bus I want my kid I want to know that my kid is going to be safe so part of that is the value of how are we reviewing what kind of oversight are we doing on these buses so I see a lot of thirdparty contracts float across my desk in our agendas for all sorts of things from audits to efficiency gain type studies is it possible are there companies out there that could review this in a third party capacity and if so you know speaking of level of training we we independent contract everything in life now so why wouldn't that be something that we could review to lift some of the the the burden from staff and
142having full-time hires here uh do an independent contract with a consulting company that would do this for us or have the bandwidth to do that that might be something that we should look at I don't know if that's possible it is possible and as well as um not only is it possible but the technology of this software package and the accessibility that comes with it would allow us to be able to pick people that don't have to sit at their computer and do it on site well maybe we can do some rfps on that I think that is if when while we're stating values that would be my value to be to be looking at that rather than have our own people um looking at that um at video because Jee how many hours of
143video do we create a week a lot like over, 1500 yeah so even if we hired somebody full-time 40 looking 40 hours a week at video which you know by the time you hit your third hour of watching video you're not very good at it um you know so um I I would much prefer looking at a third party vendor to see what we could do on that and one other final thought on that is that I'll use my analogy for my world I was a lowly associate once that have to do dock review I don't know if anyone in the room knows what that means when you get a huge case in litigation you can have a voluminous amount of documents you have to review hundreds of thousands millions even and as an attorney
144billing my client I can't justify my rate going through everything nor do I have the bandwith to do that so we use an outside company that will do we sort of set the parameters and what these people are doing and then they have an army of uh attorneys that will do the cursory review the initial review for us and then as the attorney that knows the case does a quality review check I wonder if there's some hybrid model that we could do so it lessens the burden on our staff but also uses expertise to people that we're going to hire to do the heavy lifting anyway I think that's kind of what I'm thinking that that was a good point yeah I think that's and that's what you'd have to do I would think um

150board meeting um we talked about the procedural history of kind of where we were at that point in the calendar year so I want to revisit some of that procedural history for our community um so again the the threshold to is that for those who are F along who don't know the process charter schools in in Colorado have statutory or boards that are authorized Charters have a statutory obligation to renew for no fewer than four years um uh being a new board member is educate being educated on a lot of this we received several applications in December of this year for Renewal Liberty Commons being one um in their application they had initially requested a 25-year renewal as opposed to a 5-year that had been um previously approved uh and in their initial application they
151uh stated that imposing another arbitrary 5-year renewal term is PSD unilaterally executed from 2019 to 24 will explicitly detrimentally impact the interest rate of the impending bond that they were seeking at the time um so distilling that the amount of adverbs in that sentence notwithstanding what caught my eye was the uh term unilateral and arbitrary and so I started looking into this and we got some information about it but um I conclude and I want to State again for the public record that I find that that 5-year renewal is neither arbitrary nor was it unilateral um in a resolution that this board passed on January 23rd 202 4 we stated in our recital that the National Association of Charter School authorizers recommends a 5-year operating per Charter term and the state board of education standards
152for Charter School authorizers call for a five-year contract term um and I think this also jives with the National Association of Charter Charter School Institute or auth authorizers excuse me um and so that leads us that led us to our January 23rd resolution that we that we passed and uh we resolved that the Board of Education that Liberty common Charter is renewed for a term to be negotiated and mutually accepted by the board and Liberty common commencing July 1st 2024 subject to imp pending satisfaction of the requirement that a charter school contract be mutually acceptable to the board and Liberty common is negotiated and signed on or before April 23rd 2024 if the requirement in the immediately preceding sentence is not satisfied Liberty common shall be prohibited from operating its charter school after June 30th
1532024 until a mutually acceptable Charter School contract is negotiated and signed so I read that as a deadline I think we all had some discussion that we thought that was a firm deadline I believe in deadlines I think director Zamora echoed that sentiment uh April 23rd came and passed and we did not have an application instead we had a Grant application from Liberty that passed 4 to three um and that led us to June 5th of this past week where we did receive Liberty's application um and again I note for the record that it was 43 days after that April 23rd initial deadline understand there was wiggle room with the resolution but nonetheless it was 4 3 days late um and I even think as as as recently as today I received additional information from
154that application I know some of you did as well which gave me very little time to review um I did review it but it gave me very little time to review um there were two sections of the new contract that been negotiated that I took some umbrage with and again in context I think it matters in other times it may not matter as much but on 622 of the current contract that's on our agenda it removes the board's over it into Liberty subcontractors contracts and again that seems kind of like a nothing Burger they're they are an autonomous institution I understand the reasoning behind that the second one that cut my eye was 77 and again this removes the board of education's oversight by removing a requirement that Liberty come and notify the superintendent's office
155of Liberty's board meetings now I did some research and I can find Liberty's uh board meetings they're on their website so there's I don't know what the issue really was there um but I make this comment in context which I think is helpful and that we had Community comment we had parents come talk to us who were former Liberty parents um and again we got their side of the story and I'm not going to make any judgments here tonight but the overarching concern that we heard from our community is that um we need additional oversight for our Charter Schools um and I I believe that to be true as well I think that the institutions there referenced at the beginning um they also think that oversight is important um I think process matters I think
156we as a board understand that intimately from what we've just gone through with our consolidation talks in our process um especially when I view what looked at first like a high stakes game of chicken um of a uh negotiation that was that was I wasn't comfortable with from the onset of asking for a quarter of a century term renewal um and so I think some of my points I want to make um is that and I'll I'll quote my father in this because he said uh those who truly seek Excellence are never threatened by it when they see it in others rather they are excited and so I want to use this moment too to celebrate some of the Excellence that I see in Liberty I have family friends who attend Liberty I know some
157of the teachers that teach at Liberty they are excellent the students are excellent I've we've seen their metrices their academic performance is excellent we as a as a community can learn from that and glean from that and so I also want to charge uh Liberty's leadership as an invitation as well to come see some of the excellent things that we are doing in our schools as well and so I say that because we have an assemblage of some leaders here tonight from our other schools schools for whom they've not asked special treatment or special consideration and so to me this application feels a bit like asking for special treatment or special considerations that we didn't offer for other charter schools that we certainly aren't offering to our other uh schools that are a part of
158our school system and so I'll get off this horse and I'll just say that Liberty common is a part of the school system not a special subset in need of special protection or special consideration so I look forward to further exchanges with Liberty I imagine that the uh V tonight will pass um as it probably should um unfortunately it will not be with my vote um I think that this the situation in the negotiation tactics have soured my uh my Outlook um and again I think that to Liberties leadership um I'd ask that that we do a bit better and be a little bit more open with our negotiations in this process it will probably be someone else sitting in the seat in five years that has to make this decision but since it's me

160choices all the choice schools are you we saw the passion we saw people protesting about their choice I think charter school is a is a choice that um some families have found effective um the results speak them for themselves the Excellence that Kevin just talked about is is stunning in terms of the you know we're talking top five high schools in the uh in the state we have two of them here in in town so um I just would say I would encourage the board to to reach out to the charters and learn from them and vice versa I think that's a great point we're doing some great things at PSD that they could they could definitely learn from so I think leadership needs to reach out between them uh not see each other as

162all right and Brian do you want to introduce us sure with us tonight to present the cumulative expenditures report is our Chief Financial Officer Dave Montoya welcome Dave thank you um good evening uh tonight I am presenting uh something a little different uh we're taking a a new approach at trying to unclutter the board agenda and so what we've done is we've looked at the Forward Thinking year and we've identified all of the least glamorous expenditures that exist in the budget um but there are often expenditures that are extremely critical to the operation of of the district so we're bringing these all to you as one package so that we don't clutter the agenda up through the year of course we'll continue to bring any other expenditures over 250 just like we always have so
163what I'd like to do is go briefly through what's in the packet tonight and uh and then take any questions that you might have um so when we're looking at cumulative expenditures you're going to notice a number of categories here that probably resonate with uh with how a school district operates so the first category and in your board of p in your board agenda is a spreadsheet that has a number of vendors estimated costs based on usage um for each of these categories um and in that spreadsheet if you were to Total it up uh utilities account for $6.88 million and um looking at that spreadsheet that actually comes from multiple suppliers uh across the the district um some of the largest ones are like the city of Fort Collins um we also uh purchase
164gas uh natural gas through a through uh a private uh tiger Incorporated is the the company that we get our natural gas from um and then there's a lot of other vendors that service multiple other sites that aren't serviced by city of Fort Collins or others um so these are all the utilities um and it includes like uh it includes items like natural gas electric sewer water basic things that we need to function our buildings um the next category in this item is bulk fuel um you'll see that we've set a budget for $1.3 million um we get most of our fuel through Synergy Petroleum um that was something that we uh that we looked at is a is it's a Cooperative agreement that we were able to jump on for this bulk fuel um
165and then in we also do get a little bit of fuel from larer County um for some of our buses where it makes sense but the majority of our bulk fuel we're getting through Synergy Petroleum um the next category that's in this this list is custodial supplies um we have about $860,000 of custodial supp supplies AC across the entire District um this includes paper products cleaning supplies all those things that you think of coming from a custodial aspect to keep our buildings and our offices and other buildings running um moving through this list uh we also have some copers across the district um our department has been working very hard to get all of the copiers Consolidated under one Cooperative purchasing agreement and so we've uh we've actually gotten there uh this last year actually
166two years ago um and so now uh right now we're looking at about $400,000 for copiers across the district keep in mind these are 54 School sites plus multiple um Central department operating areas that that use these um just a a fast fact on this one of the elementary schools one of their largest expenditures is The copier an operating expenditure not Staffing obviously but one of their largest operating expenditures is is The copier because they're making copies for students and things like that um we also have in this category uh Sports officials um we pay about $360,000 to Northern Colorado Sports officials um right now Northern Colorado Sports officials is the only one in Northern Colorado that really can service a district are large as large as us um we have explored and and thought
167about maybe going to other areas like Denver um but it just isn't feasible um so right now this is a sole source for our area um and our athletic director works very closely with uh with these groups to uh to try to set the budget as accordingly um another item in this packet is Microsoft licensing so again kind of keeping on this theme of least glamorous expenditures in the district um Microsoft licensing is what allows us all to use our computers um including the computer I'm at here so um we we purchase our licenses through a Cooperative agreement as well um and that is we're actually by that through Dell right now so that's about 546,000 across the entire District again for students staff board members everybody um the last category in this in this
168presentation is food for School meals so as we serve food to to uh students obviously we need to purchase food to serve them so um in the Child Nutrition area we are budgeting uh just under $7 million um for multiple food service providers I won't go through all the ones that are in the list but um a number of them are are selected based on their ability to process Commodities through the national school lunch program and what that means is we get unbranded product that comes in a box that doesn't look like it's got chicken chicken patties in it but it's got chicken patties in it and so that's what a commodity is and so there's not not every vendor can process Commodities through the national school lunch and so many of these are selected
169based on their ability to participate in that program um we do uh do rfps ifbs for other things outside of that um and for example uh we do an annual one for I believe we're currently using US Foods for most of our canned goods Dry Goods frozen food refrigerated food um but then when it you get to uh vegetables and fresh fruits we actually do a monthly um bid on those because that pricing is the most volatile out of the food category and so we see that it's advantageous for us to do a monthly bid on that and and make selections based on that um if other categories in Food Service started get getting more variable we probably do the same with those but right now that's that's how we're proceeding with that and it
170seems to work really well um in total again all these uh these cumulative expenditures uh the the spend in all these categories is just under is just about $7.2 million um I do want to um encourage people to understand that um the actual spend will will often depend on volume so um if we have an extremely cold winter our natural gas usage will go up so so that will be something that would happen um we do a pretty good job of setting the budget but volume sometimes is is a differing thing and and sometimes weather is a big one on utilities as an example so with that um what we're asking is for the um the board to approve these cumulative expenditures that as displayed in the spreadsheet in your board packet item and it

174that this District began in December of 2019 and they actually began earlier than that and so tonight I want to give you a brief uh overview of the project remind you that this is uh money you've already approved explain why we're here to talk about it again and then hopefully move along to other items in the agenda um in the fall of 2019 the district undertook an RFB to begin replacing uh the intercoms that are in place in all of our schools in the district uh at that time we selected a product and in December of that year uh approved uh roughly $9 million to do the work at that time there was a hope that our existing School wiring would support a brand new digital intercom and you'll see that it didn't hold up
175so there was a supplemental uh portion excuse me uh a supplemental approval in April of 2020 uh to uh approve the wiring and the cabling for that project so it's another $820,000 uh you might remember some other events that occurred in 2020 we won't go into them here but that did delay uh installation and implementation and so we uh concluded or completed a a good chunk of that work but then uh began to finish it in Earnest this was my second board meeting after I took uh this position here in The District in August of 2022 uh where we uh authorized what was the third authorization or reauthorization of this project uh to spend down the remaining $2.5 million finished the initial installation and then as we were working throughout we were working on standard
176ization we learned a lot as we went from building to building and we had a lot of processes to implement so tonight I'm here uh to spend down that final uh balance of the project and seek your permission uh to do so uh along the way all of our systems and we've approached about 60 installations of the uh District's new intercom system including this building and the remaining of the jssc complex uh every District classroom does have audio amplification of some kind I'll say a little bit more about that in a minute uh every site has a central way to Monitor and we are working on District level monitoring of that platform as well so we can do early alert and monitoring uh of many things and uh we've worked with security to make sure
177that our human protocols align with our technology uh buttons and things we're not as as done with that as we'd like to do that's piece of this last phase of the project but we're continuing to make sure that our systems and our processes match uh and we've been standardizing things along the way we've learned some stuff in some later installations that we've gone back and tried to uh put into the early uh installations so that we know that we've got the same system running in all of our classrooms uh and sites um as we go into this last phase of the project we're working on hallway and common area signage we also have repurposed classroom spaces uh one year's uh conference room is the next year sometimes with a wall removed a classroom you allocate
178an intercom differently to a conference room then you do a classroom we'll never be done with that but we have the last push uh of repurposing spaces to work on uh as well as those status and common area spaces that weren't covered in the initial uh piece there's some classroom audio improvements that we're working towards uh system audio in the classroom when we're done will be routed through the intercom speakers as well so that the TV volume the computer volume by the way thanks for the approval on the Microsoft licenses those computers that we'll be able to use next year will ultimately have additional audio uh in the classroom uh and we have some uh some this is a ND moment but it's exciting when you route the audio that way because when somebody makes
179an announcement in the office it does something called ducking which means it lowers the volume in the room so that you can hear the announcement as a classroom teacher I've had many moments where the announcement that I heard and the movie that I was playing which was a very solid documentary trust me um they conflicted we're trying to make sure that doesn't happen we have some additional Safety and Security components in the work uh and then we're working on some some classroom mic mounts one of the biggest frustrations in our current system is that uh there are lot of pieces there are two microphones that we're using for audio enhancement in classrooms we want to make sure those things follow the room they stay in place they get charged over time so we're working on
180standardization there uh and then uh our just why want this board to know it's not really a feature of the project but I think it's an exciting thing about the project many of our uh students that we've hired for this summer will be doing the work alongside of us so we are both saving some money by doing it that way because we're not paying a contracted labor but we're paying our students a fair wage and teaching them and learning alongside of them and doing some Workforce Development we've got a great crap of kids this summer um we'll talk about them another time uh my ask tonight is uh that you reauthorize the project to approve our final expenditures uh with the goal of spending down the remaining funds uh we do have some some room

186community so we're really appreciative of their services so thank you so much Fort Collins County and timoth and with that said with that being said go to the next slide uh PSD has a a contract SRO contract with um our different law enforcement agencies with the county uh timoth um and also Fort Collins Police Services um with in that contract um PSD pays 50% of our SRO salaries um as well we pay that quarterly this year in 2013 20 I'm sorry in 2024 we have a a slight increase when it comes to our SRO salaries I mean SRO contract we have a 5% increase when it comes to Fort Collins Police Services we have a 72 Point uh 7.2% increase when it comes to the county and we have a 3.6 uh Point 3.6 um
187increase when it comes to timoth and the reason for the increase is because um not only our SRO but you know Patrol officers detectives um they get uh cost of living increases and also we pay for equipment so we pay for their salaries and also we we pay a portion of that equipment as well um but in the 2023 and 2024 we have no changes um to our SRO um services so everything is going to remain the same the mission of the SRO program is to ensure sure that um our campuses are are safe for our students for for the learning and also for uh admin team and our staff teachers um being a safe um working environment so we have a learning environment and also a safe working environment they both are very very
188uh Paramount and how does that occur when it comes to SRO program to ensure that our campus are safe and secure our sros have to be be visible they have to be accessible they have to keep communicate they have to listen and they have to you know build relationships everything starts with Community collaboration and engagement and inclusion to keep any campus um safe and secure so as do a really good job of being out there being accessible being visible and building those relationships with um members of our community our staff our students their parents uh Everybody Plays a a Paramount role when it comes to keeping our campuses safe and secure SRO contacts why are SRO contacts so Paramount sral contacts are so Paramount because this is how we build relationships and once again to
189keep our campuses safe and secure we have to build relationships not only internally but also externally but everything starts with our students and our staff they provide us a lot of Intel a lot of information to our sro's um not only dealing with issues a lot of positive things too so when people think about the SRO program I don't want you to think about law enforcement is is also a positive part of it as well um but once again those sral contacts are very very power Mount and this is how we build relationships this how we keep our campuses safe and secure these are the type of calls um that citations that our SRO are generally you know deal with but once again we are not trying to create the school of prison pipeline so
190if you look at this this chart or this graph we give out very low citations once again we want to make sure our our students are successful in life uh making sure that we do everything in our power to give them the resources they need so they can go out here and be prosperous in life be successful in life so if you look at this chart it's very very low when it comes to our citations if you look at our SRO contacts they're very much higher than our actually our citation so once again to be transparent yes sometimes we do have incidents but our sro's really focus on you know trying to make sure that we do everything in our power to not to create the the school the prison pipeline Okay so when it
191comes to our our different agencies they cover different sites you got Fort Collins you got timoth you got the county and they cover different sites you know um in our district and at those different sites they are dealing with different type of issues if you look at Fort Collins they deal with some type of harassment sometimes disly conduct if you look at timoth deal with reckless driving sometimes assaults um the county dealing with assistant in school M to health problems sometimes and family problems but once again we're not trying to create the school of prison pip L we trying to do everything in our power to make sure that we get our students our kids the resources they need so they can be successful in life so how do our SRO get information in regards
192to you know incidents that occur on our campus or positive things as well that are not you know bad incidents but also positive incidents we get those we get that information from teachers students if you look at the chart we get a lot of information from our students and that's that's a good sign that means that our airers are really out there really building strong robust uh relationships with um our students and that's that's Paramount uh for the SRO program to be successful so once again this is how we get information about you know situations that are occurring on our campuses I'm G to add one thing yeah one thing about that top bullet item right that I wanted to highlight for everybody is srl referrals back to PSD so what we like about this
193data point is that it highlights the interaction between the SRO and the administrator this means the SRO had something brought to them that they thought was best handled by the administration and so we like this data point because it really does highlight the collaborative approach that our SRO are taking so it's it's not a Law Enforcement issue it's not a school issue it's something they talk amongst themselves and try to figure out the best solution for that student thanks so this slide is restorative justices and why is this slide so Paramount this slide is so Paramount because once again again um building those relationships not only internally but also externally so we can have those resources to help our students become successful in life once again I emphasize we are not trying to create the
194school of prison pipeline everything that we do at phsd is trying to make sure that we are doing everything in our power to make sure our students are successful so we have different programs that we use Resto restore programs the Center for Family Outreach uh child Adolescent and young adult connection so these are the different programs that are outside of our district that ISRO stay in contact with and we have a strong robust relationship with these different entities to make sure that our our students have the resources they need to be successful and prosperous in life traffic enforcement traffic enforcement is it's about educating our students I got to emphasize that's really about educating our students we have a lot of young students young young you know adolesence first-time drivers and our s want to
195ensure that they understand that a car can be utilized as a weapon if you're not careful uh stressing to the how important it is to you know obey traffic laws stop signs not speeding once again it's about educating our students about traffic and and a car a car can be utilized as a weapon so we want to make sure that they're careful out they driving and uh adhering to those laws so they can be safe while they're driving once again traffic enforcement same thing we're educating if you look at the warrant and citations issued and other dispositions um it's about educating and teaching our students um it's not about giving citations out it's about how can what can we do as a district to make sure that our students who are driving are safe while
196they driving not only on our campuses but when they leave our campuses on the weekends making sure they understand how important it is to be safe or while they driving same thing we have a lot of traffic slides here so bear with me um once again uh our traffic SRO they get out there and they Patrol and making sure that everybody around our campuses are you know obeying adhering to the traffic laws so we don't have no accidents have no issues in regards to traffic accidents on our campuses so once again it's about educating it's about preventing and intervening when it comes to you know traffic enforcement as well so when it comes to education you know we have you know faculty here or teachers here who who are teachers but sro's do a really
197good job of teaching Law related education and law law related education is very important because this another way that we can build relationships with members of our our community our students and and also our staff here but you know educating our students about law you know they're not lawyers but they you know teaching by a little about statutes and the different things of you know alcohol use and and Other Drug use you can think or traffic you know laws and stuff like that so once again it's another way to build relationships and educate and making sure our students are safe at the same time and these are the different topics or subjects that Fort Colin teaches um interactive safety presentation constitutional law internate safety once again is all about safety educating our students about being
198safe when they're using a computer about alcohol why alcohol is bad for you and stuff like that if you're not careful um and stuff like that so making sure our students understand about laws and stuff like that timoth PD um also teach law law related education um if you look to the right hand side or left hand side on your side they teach Internet safety run hide and fight uh bike and Tra bike and train safety so once again it's all about educating and making sure our students are safe inside our buildings and safe while they riding their bikes home from school it's all about safety so law law related education is very very important the county also teaches lower education and these are the different topics they teach dangers of drugs Internet safety stranger
199danger but once again it's about educating our students making sure they understand about safety um making sure they know a little about laws cuz you know students are curious they want to know about certain things and and these are kids you know and kids are curious so our job is to to educate them teach them uh making sure that you know when they leave our campuses they're going to be successful in life prosperous in life any questions all right thank you other questions I actually have one Fredick on um let's see slide slide slide number six uh citations type of call what is that top one in with school go back you said six citation yeah the type of call one more up I think there we go that very top one that's that's basically
200interfering with school interfering with school okay yeah so that's interfering with school it might be another one that you have a abbreviation for um run hot and fight that's another one if you're not understanding that that's run hot and fight but yeah that's interferent with school and then one other question on that one and you had answered it previously but I just want the public to hear it too there's um on number 12 it says logging out at schools for SRO presents and I just wanted to um know what have that explained yes so log logging out so ISRO when they leave the school they tell their dispatch hey show me you know doing traffic so they go out on the campus around the campus and making sure that uh you know not only our
201students or staff but you know people who are driving through our campus around our campuses are are driving you know adhering to a traffic laws so they just log out and making sure that you know they dispatch not where they at when they doing that traffic enforcement thank you I just when I heard the first time I was like what is that mean logging out yeah um are there other questions so go ahead Connor Frederick on that same slide um you're saying that you wrote only four citations for drug possessions in schools and on that how many I guess you would say contacts did you have on that um once once again I'm transparent so I don't want to sit here and say how many contacts we actually have on that but I can get
202that information for you if you we at could I could I maybe help address that yes um so Connor um the main reason there are a few citations is because of our code of conduct policy so our code of conduct policy was adapted um a few years ago and um students um we really engage students in drug treatment and waivers for expulsion and we do not ticket so we do not look at ticketing and referring to law enforcement as part of our um code of conduct procedures unless it gets to a significant level of which it would be or if it involves distribution selling things of that nature but just being in possession or under the influence we handle with um some uh limited suspensions and referral to the Center for Family outre for um
203a a drug treatment program um and Drug Testing in order to um avoid expulsion and then return stay in school and then return to school when they're done from that so that that would help explain why there's so few citations thank you go ahead Kevin just a general um comment I was told to get closer to the microphone but now I feel like I'm screaming so I'm really scared of this I'm going to whisper um I just want to say as someone that used to teach in a so-called prison pipeline school I want to thank you for naming that multiple times and saying that's not what we stand for and your numbers demonstrate that the policies demonstrate that and I'm very proud to be a PSD parent because of that so thank you thank you
204thank you and Kevin I want to Echo that with the um sorry slide number eight I just if we could go um back to that one because I think it's really important when we're talking about the numbers there to highlight the fact that um if you look at student reports to SRO those have increased um tremendously over the 23 24 years which tells you that the students are comfortable talking to the SRO that student interaction is what we want to see notice that the teach notification to SRO has dropped that's also something that we want to see so um and then you look at the referrals to Community Partners that has increased as well so I think what this speaks to is our partnership um between PSD and our law enforcement of how are we
205going to approach this from a learning um perspective from a getting another chance perspective and um having those students know that this is somebody they can go to and that they can trust to talk about some of these issues so I just want to commend everybody for that um for that uh way that we go about that with our partnership and all the work that you do so thank you and also just as a note um the reason that we are only bringing up the um the lammer county sheriff's office tonight is because the other two have not been finalized yet they will be we will be getting those through nothing is changing I just want to note that for people when they say how come we're not doing Fort Collins and Tim neth as
206well they will be coming yes go ahead Scott I just want to Echo uh president Draper uh what you said about the community um organizations that we partnered with not just the law enforcement but also the treatment facilities and things like that we have some amazing Partners there uh doing some great work um one thing that I've always thought about and and I know financially it's not possible this is a different subject but um I've always felt a little vulnerable that we're vulnerable at our elementary schools because we rotate our there I know internally there's not that much problem going on there but I always worry about like the school shooting and kind of situation I think a big deterrent to that uh hardening the target so to speak is having a police car parked
207out front I if we can't have a full-time or part-time SRO at every school for part of the day is there part of the contract or part of the discussion with our Community Partners to have more more of that for that short period of of time in the mornings uh in the afternoons that that kids are coming in and out of the schools to have that uh visible uh police vehicle there is that something we can do I think the police vehicle is is is very problem it's like if you go to Walmart right and they have like that in Walmart right Walmart shopping center it's called a deterrent vehicle and I think a deterrent vehicle is is very very important so that's that's a great question that's something I'll look into um with our

209this presentation and we have two really big events still coming because we have update from the PSD Foundation uh so I want make sure we acknowledge that but for this particular presentation uh we will be here providing an update on our transition programs on our pter community Academy's potential future home as well as discussing Tim nith boundaries and Bamford feeder uh patterns uh and helping lead this presentation will be our assistant superintendent uh primarily Dr Julie Chaplan also uh joined by Dr insun Olen and Dr Tracy guile additionally we are incredibly proud to be joined by principal from our tinth area schools principles at uh pter Community Academy and Leadership uh within our integrated Services Department I want to say welcome to all of you and thank you for your resilience and patience uh in
210waiting to for us to get to this presentation it's a very important discussion and you will make it better so thank you all right thank you I'll also just acknowledge that we have um some of our fossil feeder uh folks here as well Mr from fossil and Preston nope you're good you're good Brian you're you're doing great no you're doing great um so yeah thank you I'm Dr Julie Chaplan I'm one of the assistant superintendent here uh for the district and um yeah we're gonna hit those topics so um from the May 20th board meeting um we a clear charge to consider uh Tim Neath boundary change um to consider new options um for facilities for transition Pathways programs and also for PR Community Academy programs so um just to ground us and Center us
211on on board policy as we look at moving forward in this process um policy J uh J JC is what we're looking for and it really just um charges that the superintendent or a committee um will recommend U boundary area um you know adjustments for board consideration um we'll gather Community feedback in that process and ultimately per the policy the board is responsible for approving any of those changes to the boundary to the areas um and therefore must vote vote on any of these proposed changes as we go so just sort of norming us on the process so jumping right in boundary configuration east of I25 so we're going to start with um some just some current state uh facts So currently Tim nith um as we go into the next school year is going
212to be using every single classroom every period of the day um and so the growth uh is really challenged as we look at 25 5 26 um and every day still there's students enrolling um for the next school year um and um they're currently over projections already for next school year so as we look at the 25 26 school year um it really would take three to four more classrooms which would be at least two modulars um and those are a cost of approximately 450,000 so we're looking at you know the need of a hundred million oh excuse me not a 100 million how about 1 million um million dollars uh uh in terms of what we would need to put forth and um in order to adjust and and make room for that space
213if we don't really look at some sort of a boundary adjustment and so that's really the really one of the main pieces we want to put um just illustrating again um kind of current state of where we're at um we would want to um explore really um looking at the Middle High School theater uh for families in the bford attendance area um and looking at them to attend Preston and Fossil Ridge this boundary change um we would an we would recommend to take effect in the 25 26 school year um and essentially those Bamford students uh and um entering sixth grade would attend Preston in 2526 and then they would transition into Fossil Ridge during their ninth grade year and that would be their feeder pattern um we would also as a part of this
214process want to explore some impacts um on students currently enrolled in Timnath middle high school now and what we may to look at that in terms of I think the term grandfathering gets thrown out there but how would we really look at those students that are already enrolled what what could we provide them um as a possibility um for staying at at Tim nith Middle High um what would be Transportation options if any I mean all these things we would really have to consider and to look at as we um as we move forward into um that sort of an adjustment okay all right um then as we look at some of the um East Elementary School um uh options we um would we would suggest considering um obviously adjusting the boundaries for Bamford and
215Bethy and Timnath Elementary Schools to balance enrollment um specifically Tim nith Elementary um based on NSC utilization is overcapacity capacity um Bamford Elementary is under capacity and not projected to grow within their current boundary um so just knowing those two pieces um we're kind of looking at some of the information from the steering committee as a starting point for where we would um consider adjustments one of the proposals in scenario D um moves students residing residing in the Summerfield Estates neighborhood um that are current currently um in the Timnath boundary we would move them to Bethy um to support over enrollment at Timnath Elementary um this however would not add any students to the Bamford ele Bamford Elementary but will help address both middle school and Elementary Tim nith enrollment um at those two School
216locations one of the other um committee scenarios was um f and and in that scenario um it had a couple of moves so it moves students in Trailside neighborhood from Timnath Elementary to Bethy and from Summerfield Estates oh sorry I flipped that it should be Tim should be Trailside goes to Bamford and then Summerfield Estates from Tim nith to Bethy so I apologize that I flip-flopped those um just to make sure that I just messed I messed up that sorry I apologize um um but this would help over enrollment at Timnath Elementary it would add some students to Bamford it would address over enrollment in um the Tim nith Middle School space however um you might be you're you're taking two neighborhoods out of the current Timnath Elementary boundary um and Beth key is not
217in a scenario that they need more students and taking two neighborhood boundaries out of the current Elementary is taking a lot more students than we would probably need to take and may impact their enrollment and and um you know they would start to Trend and their enrollment would decline maybe a little too much I think those are considerations that we would want to look at um in in relation to that scenario F however in that scenario f um you know there would be some adjustments to the Preston and the fossil feeder as well just by moving those Elementary boundaries um it's about seven students per grade level that would go to Bamford and then ultimately funnel up you know maybe 20 or 25 approximately that's a conservative estimate into fossil and um Preston feeder and
218therefore then 45 more students out of the Tim nith Middle High feeder so um so it's it's it's it's got its pluses and minuses with that scenario and I think um you know we also might want to consider um assigning the Ladera development which is a future development um out there to bamford's boundary area and future long-term um you know developments to bamford's boundary area as that is the one that um even in projections and as we have right now um with the current developments that have been out there they have just not yielded um additional enrollment in the elementary level and um it's questionable with Lera the plans aren't concrete but um what my initials not seeing a lot of single family homes so um again it's that it's the trying to balance you
219know what we could do to help support Bamford um and is the conversation even more of Are We balancing enrollment between the elementaries or are we just trying to address the over enrollment and I would kind of put that to the board as terms of what's their priority in these pieces and that can kind of help us think about how we would move forward um so um that's where I will leave um that piece there for East Side boundaries um process obviously we're presenting you tonight um anything that you you know want us to consider we would want to get feedback on um we'd propose coming back to the board on 8813 with a vote um and making sure we had enough notice to families if that was the decision um the timing of that
220vote would really be for Choice patterns um Choice enrollment options as those open in November for the 25 26 school year and families would want to know what's going to happen for their students that following year okay so um would you like to pause in between each or go at the end we're going to pause in between each let do that then so and um we have our fellow colleagues here from Timnath uh Jesse moral Jill and Alyssa each from Bamford Tim nith Elementary and Timnath Middle High an Alfonso could not be with us this evening from Bethy um but we can represent if there's questions for that that population okay who would like to go first don't everybody jump at once Connor go ahead so this is the second time that this has come
221up I would suggest um Julie I'm good with the timeline I think gives us ample time to do community outreach that's first and foremost um for me scenario f is off the table um there's been significant push back to taking Timnath kids out of Timnath um especially making a decision prior to November um we will need if we do go for a funding mechanism in November we need every single vote that we can get if we start moving kids around this kind of looks like a consolidation light and we've heard that we don't want to do that um as far as scenario D and the neighborhoods that you kind of talked about there um Summerfield Estates um is completely built out and with the exception of I think three or four high-end home sites um
222they're not going to yield that many more students into Timnath Elementary um there is a development on there or that's on the planning site that is I I want to call it Trailside phase three those homes have not been built yet we might want to consider just rebounding that portion of Trailside into Bethy um that those homes haven't been built so um community outreach on there is obviously a lot lower um same thing with north of Harmony Road um having the Timnath Lakes development um which I'm not sure the committee really got into those have single family homes at decent price points that could yield a lot of students um I would suggest um that development is so big we do not want them all of it feeding into Timnath uh Elementary um they're building
223them very fast um I went actually went over to the sales office um before last meeting and they said that they have a lot of families looking at them um they didn't have any specifics on how many families have moved in but um maybe Jill you may have a little more information on if there's students yielding from that neighborhood but we may want to put that on there because there's there could be potential students that could go over to Beth key from there also there is protected bike lane underneath Harmony Road for that um last but not least um I spoke with the planning director in Timnath um quite honestly just we don't need to talk about Ladera um that's going to be so far out that we'll probably be addressing that you know 10
22415 years out um community outreach is good the one thing um we need to get on the schedule with the developers there are three different developments that feed into Timnath Elementary and even into Beth key that we don't have a lot of definition around so prior to the 18th um I can do it um along with somebody from um the district U reach out to the different developers in the area and see what their time frames are um quite honestly this is something that's happened in the past um our former planning director was very good um in communication with the developers in that area and since they've matriculated on we haven't had that ability um the last um thing on any of these that's really important is integrated Services um I've had significant uh emails
225talking about this from people who are in Bamford who go or are planning to go to Timnath Middle High School they want to make sure that their students um not only can access the same service but that the actual facilities and the infrastructure Preston versus Timnath Middle High School can accommodate those students so that's something on uh the 13th of August uh its requirement okay thank you yeah we will look at that um programming for integrated Services I know they do have um an U extensive autism program there um so we can we can look at that in the fossil feeder and see if things align or if that becomes a center based program um uh well you only have ILS so we would still um and um we do have that at both Preston
226and um at fossil fossil Ridge so on the on the first glance I think we we can make that happen pretty easily but we'll work with Jody and Dennis and their Department go ahead Kevin I just um we have the principles here I'd like to hear directly from them um starting if if no this is not going to be a hierarchy of my but because Jill by the way congratulations I haven't been able to say that since I seen you last congratulations um thank you for accepting that role since you're kind of in two hats I'd like to start with you and you give us your thoughts unvarnished what do you think about scenarios what what are things that we should be considering I think Conor did an excellent job and thank you so much
227for doing a lot of the leg work and the homework as our district F rep um but I'd like to hear from you guys what are you what are we missing what are some things that you would like for us to consider thanks Kevin um there's a lot to consider um and I know the steering committee was charged with the entire district and we're trying to drill it down to one area and uh I don't believe banford had representation am I correct on the steering committee and so I think there's a we need to be careful in rushing to a decision just based on these being what came out of the steering committee I know the bullet point for the board meeting tonight was talking about balancing enrollment uh between the three elementary schools on
228the east side and the proposal have a lot to do with growing one of the biggest schools in the school district and not helping one school that is having to be heavily subsidized with um the small school factor with not enough kids going into Bamford and timoth is um at about 398 kids enrolled for next year right now we were at about 440 this year and could accommodate everybody in the classroom space that we had and so if one of those neighborhoods were taken out of it whether it's Summerfield or Trailside and that was about 60 kids um that's going to dramatically impact Tim nith as far as needing to cut Staffing and potentially some programming that's built over time and getting above that 400 student number that we've been able to add um like
229intervention programming having full-time specials um just things that every school should have um have now been able to do that so moving kids out is going to is going to hurt but at this same time um like Connor mentioned when you have timoth lakes developing in the area and you're going to continue to get more kids you you might need to do something like that move a neighborhood out so that the neighborhood that's still getting built out like timoth Lakes could still go there um I would caution the board and moving too many kids out of timoth Elementary because it's not it's not feeling like Jesse's school right now where we're feeling you know packed to the gills and we need to do something right now I don't know how quickly it'll feel that way
230with some of the new developments in the area but I would just caution the board on um sweeping too many out and then the other piece of it is what is our purpose is it is it genuinely balancing enrollment because then if so um I don't know what's going on with the mic is it still working okay um so Beth Key's numbers when I looked them up this morning for enrollment for next year was at 58 kids and that's before summer enrollment um and so if we're just talking about adding more to to that school and not looking at Bamford which is um has 264 enrolled for next year that is so hard to to run operations and Alyssa can speak to that more um but I started at timmith with it being at 338
231kids and there was only one instructional parah in the building who was funded by Kinder tuition at the time and trying to operate lunch duty coverage with just a handful of 2hour peras it's so hard to run your school when you're that small and that was above 300 and with Bamford currently having 264 students enrolled not only is that a financial issue for the district as far as subsidizing that um but even with that um extra money coming from the district I I would I would have Alysa speak to that more but um just trying to do daily operations with with lunch duty coverage and providing um adequate Staffing for things like intervention and specials and things like that is really challenging so I just would want to know what the board's priorities are with
232making a boundary shift if it's just specifically for timmith elementary is encroaching on that Mark where it's going to be too big and needing to alleviate that that's one thing but then we also have a really extreme imbalance going on um and are we just going to be contributing to that imbalance by adding to a school that's already one of the largest um or are we genuinely trying to solve that imbalance problem thank you Jal are really really good question as far as um what the goal what the board's goal is um and I would invite board members to um to think about that and and let us uh have that discussion here so are we talking about balancing or are we talking about just simply ending the possibility of over enrollment um and knowing
233that those two things both have costs so with that would anybody like to be the first of for into that go ahead Carolyn before we move on could we we just hear from Jesse um about like like how his how he feels about how many students are going to be coming in like when I saw the price tag for how much it's going to cost to put two modulars out there that makes my head spin because those are temporary dollars right they don't do really anything longterm to help the district when we're moving modulars around I hate it I would like to avoid it at all cost so how best can we help Tim myth Middle High High School Middle School get to the numbers that they need to be at to feel comfortable all
234right thank you so yeah the uh I think in talking with the other principles the most urgent issue we're facing in this area is tenth middle high school and the over enrollment and what we have like as Julie talked about 2526 it's not just about like we think it's going to grow it's that this is like that's the last year of our kind of full buildout and so next year is our first year with seniors um but that senior class is about 135 kids they were the first kids that had to commit to coming to the school they were already out of high school um before in their freshman year and so it's not as big as the class following them which is about 235 kids and so we know we're going to get a
235hundred bigger just by that graduating that smaller class and moving all the other kids forward and there will be likely a little bit of growth um to add to that as well so so that's where we know we've got an issue coming up it's not just a well we'll see what the growth looks like um and we are next year at that literally going to use every classroom every period um it's been a real master scheduling exercise to figure it out um but we've got it figured out and it's we're really excited about um you know having seniors and having you know get getting that first graduating class is going to be an awesome year um and we're going to be a little on top of each other and so um so just knowing that
236that's why this is really an urgent piece here and you know if there's anything that's done um really just Le you we could leave the boundaries as they are currently for elementary schools and just simply take that Bamford area that exists now and reroute them to Preston and fossil and that would support you know what we're what we need in terms of the over enrollment um a little bit of insight just for the because I was on the steering committee of what what the thinking was around the balancing piece um and it was looking at Timnath Elementary being what looks like over enrolled right now just by capacity versus numbers Bamford being under enrolled an initial thought was well what if you kind of move everything South you know so move a little bit of
237of Timnath Elementary's boundary to Bethy move a little bit of Bethy to Bamford when you started trying to do that there's some real challenges with that because a lot of the Bethy um students that you'd be looking at would live pretty close to Bethy um and so they they suddenly are driving further or or they're going to an elementary school that's further away from them than than where than their neighborhood and so that's where you see the couple of proposals that ended up being landed on didn't end up adding a lot of kids to Bamford yet and so it's something that could be looked at more um I think that you know it could be even something that could be like a full committee that takes a look at that um with a longer period
238of time but the Urgent issue really in our area like Jill's talking about they'll be okay right now Tim Elementary it's not doesn't feel imminent that they're going to be overcrowded but timoth middle high school is going to be overcrowded um and so that's just um that's where we are right now and and recognizing this feels like could be a fairly logical solution um to support not only our school but then also Preston who could use more students um and and fossil um has ability to take more kids um and that allows us to uh um to get under capacity I think another thing that's important is recognizing that it would need to be like a boundary change that impacts our 6 through 12 grades and so it's it would wouldn't be it wouldn't if
239it's just the sixth grade coming in um that experiences the boundary change that's not going to be enough kids that that uh come out of our school to get us within capacity so it would need to be something that's like a 612 change and yet being able to offer the opportunity for kids to stay who want to stay um grandfathering them in figuring out how we do that would be important um but we know that um you know some of the younger students in particular maybe would go ahead and take the bus go to Preston that again would help us to get under capacity um if that boundary change were to happen for 25 26 go ahead Scott yeah I like that idea a lot especially the grandfathering and you you don't want to really
240shake things up when kids are you know at their last couple years at high school especially um I did want to hear from Alissa about uh what your experience is like at banford being that that small and ideas that you have uh for mitigating that um well I've gotten really good at lunch duty I can open kindergarten milks like a champ so um yeah I mean being a small school is always a challenge and I you know it's just been we've known that as a staff since we opened or small and we just really came together to do what we needed to do with the dollars that we had um it is definitely less than ideal we would welcome um more students we are all about that and taking from the Beth key and Tim
241communities are actually where 2third of the Bamford students originated from anyway and so that transition we would know how to support that really well um you're just reuniting some communities back together anyway so I think that that would be a really positive change and would solve um the financial issues that banford is currently under um and always working so that is it is hard to work in a small school formula as Joel mentioned for sure just a kind of a followup so I've been to your school you actually gave me a tour back when I was on dab and uh it's amazing like it's a beautiful facility um is there a way to get more choice in from some of those other families I I don't know like offer more tours or something to you
242know I know we're not supposed to compete as schools and marketing and things like that but man I think that might that might help I don't know I'm sure you do that already but I don't know if we can do if we can help support more yeah I mean I think we'd be absolutely willing to do that Bamford was placed on a no we were not allowed to take choice for the first two years that we're open based on um when Dr Lambert was here so we couldn't so um I would say our our biggest numbers of choice phone calls come from Highlands Meadows because that that um Thompson boundary is right there I can throw a rock at it to the south of Bamford so we do get a lot of families calling from
243there like we really want to come we can see your school we could walk we could bike um but because of that you know for 2 years not being open to choice I think people I think this was our first year of being open to it that maybe it just wasn't as known and it's just kind of getting out there that we are now accepting and offering Choice slots go ahead Kevin yeah I wasn't oh okay I I want to now hear from Amy and Mark if that's okay before we answer the big question that was asked because I I need more input good evening and thanks for having us um I just want to quickly um piggyback on what Alyssa just said about the choice boundary from um our um South it would make
244a big difference also knowing that those families then had seats that they could accept into Preston and into fossil because um prior to two years ago seats weren't available in Preston or fossil where now we have some room so I think that's a marketing campaign that we really need to um look at um I'm very excited about the potential of welcoming more students into Preston we are a pressure valve release for Tim nith that makes the most sense um to get those students back into our building I'm excited about getting to rebuild um the um relationships the community back with that um neighborhood that that's a neighborhood that has um historically gone to Preston for many many years and um I would welcome them back in and and would honor love to rebuild that relationship
245with them um and I would just say being Upstream from all of that um at our high water mark we had almost 2,300 students at fossil Bridge High School uh this year we had 1935 and if you look at the projections in five years we will be cut in half and the impact on programming that our community has become accustomed to would be devastating um and I don't mean that to come I mean it's my school I think everybody that runs a school feels that way about their school um but I would hate to see us go down to a thousand students so if we can relieve the overc capacity at Timnath um with minimal impact I think that's some pretty loow hanging fruit I would appreciate it as well and would love them and
246and welcome them as well thank you yeah yeah please do yes kind of to pick you back on something Jesse said earlier about how the need at Tim middle high is really pressing for the 25 26 school year and we might have a little bit more time if needed for the elementary discussion um I just wanted to point out that I know it's nobody wanted it this way um but when planning for Jesse's boundary too many kids got put in there the boundary was too big because of just a lack of understanding of how quickly the growth would happen east of I25 so it's really hard on the Bamford Community to have been swept out of the fossil track for just three years to be put into Tim Middle High and then be yanked back
247out there are a lot of implications with that and so what I would want us to avoid doing with the elementary moves is if we make moves such as moving Summerfield or Trailside or something like that and have no plans for how to grow bamford's enrollment and then a few years down the road want to make moves again we just don't want to yank families around like that so I guess I would just ask for that consideration of um looking Beyond just solving any overcrowding issues to um truly trying to figure out how to balance enrollment in a long-term way um and so that we're not doing that to families repeatedly yeah thank you for that D go ahead ala yeah um anyone that knows me well knows that I believe that when we work
248together to come up with good solutions for kids even when the decisions are difficult or impactful on one particular subset um alleviating class size and overcrowding at tinth is what's best for kids and if you think about my banford kids that would have gone there they would have been in an overcrowding situation and I don't want that for them either um I just don't want it to be forgotten that the Bamford Community as of right now does not see this as a positive move um um and I just want to make sure that we take good care of them when they how their how their feeling is as Jill kind of alluded to they were Preston fossil than we were they wanted a community east of I25 and now going back again after such a
249short period of time I just think we need to make sure that we engage their voices and I've talked with both Amy and Mark um and they're super on board to get that Community excited if this is the decision the decision that ends up being made that we just make sure we give good care to that EV for community thank you for that and you know while you're um while I'm thinking of it is there what ways would be best do you think for us to go ahead and and approach that that's a really good question um and I've told Jill this and Julie like I will like bleed Bamford for the rest of my life I love that school in that community and would be happy to be a part as a volunteer next
250year in some way to engage them in that transition as someone that has that historical knowledge of building that community um they're very tight-knit I think they just they just want to feel heard and they want they're going to want to hear from Amy and Mark on on programming that was mentioned earlier different things like that offerings that those kids will have just reassurance that in the in the long run it's going to be okay um but I think we just need to make sure like I said that they're just being listened to and reassured um I'll jump in there too I think being a middle school principal we get good at transitions because over three years we transition them out we in and out pretty quickly um so I think that we need to
251start with getting our counselors over there immediately I think that we need to get kids into the Preston building um well before the transition events start we need to get them in there for um evening events we need to get them in there um for some summer activities because the byproduct of that is then that they are super excited about the school that they're going to they know where the bathrooms are they know what the lockers look like so we have to be proactive about how do we get those pumpkins into Preston well before the transition event um I think the families will need to hear from me they need to know um yes Timnath is a great school and we're also a great school these are the things we have going for us um
252we're a stem Middle School this is what a stem Middle School looks like this is what you'll get to participate in and then they need to be able to see right into fossil about what that looks like and they need to know just like Al said that they're not going to get lost that we are going to take care of them but um getting our counselors over there first getting some web leaders over there getting to know them and not just the fifth graders we've got to get to know third fourth fifth so that um it is a streamline process for those families I just want to before I go Kevin um Amy when you say that um summer activities are you talking this summer or next summer or both when the board makes a
253decision we start then Okay Kevin go ahead that was my question sorry I don't want to be a contrarian I don't want to throw a wrench in the room but I gota got to learn from previous mistakes um and I don't know if we want to do a check for understanding yes or no we've just outlined a decision date as of August 13th and I know we're going to need some implementation time and I know some people say that's enough time for us is that enough time to get feedback in the middle of the summer we got two months before we make a vote so are we going to have the kind of input that we need to educate families I I hear what you're saying Lista because it's the Whiplash effect espe with your
254community we also our community has also just thought okay the board canceled the vote now we can breathe and now all of a sudden Oh Hang on we're voting again and your we need your input we need it in the summer months so I mean I'm hearing two kind of things I need to reconcile and so maybe principles thumbs up thumbs down is 88:13 2024 too soon or is that just right I mean I need some help here I guess Jesse well I think the um if we're going to make a change for the 25 26 school year you don't want to go much beyond that date to make sure that people have enough time to to know that it's happening right but I think another key piece you know with anything that we're doing
255this summer in terms of communication and listening and and engaging the community the banford community is being able to be clear then about so what are your options like this is the proposal and are we grandfathering in right if you go to the if you already go to timoth elementary you know if we can agree that like you're allowed to stay does that mean you're providing your own transportation or not like we need to come up with we need to be clear about that but th those are the questions that I'm getting just from people anticipating this happening is mostly like can my kids stay at the school and I'm telling them I would advocate for that um that you could stay at the school but likely that means providing your own transportation because the
256boundary change usually means that's where the bus is going to go um at that point as well and I think that the other people than is potentially siblings so if you have a if you're incoming sixth grader you have siblings at the school at timoth middle high are we are you grandfathered in under the same kind of policy or not I think if we can be clear about that that would be really helpful because that's where even in the steering committee process people were going to that next step a lot and if we're going to make a decision say in August um for people in the engagement to know the whole thing like this is what the proposal is and here's what it would mean for you here's what your options will be um to
257me that would be really helpful in helping people wrap their heads around it and be more ready the other piece of it is that the steering committee proposed the shift to the fossil feeder for the Bamford Community if I'm correct from the very first iteration of what was shared so there's been there's been a a lot longer than from just now to August where those communities have had those input opportunities either in person or via the surveys and so I would think that it's important for the board to look back at that survey input and that information CU it is available I would say as far as the elementary piece if you were considering anything outside of what the steering committee proposed because they don't actually balance enrollment if you were wanting to explore any
258other um opportunities there then that would require a longer process with more input thank you yeah go ahead Mark I just want to add one more thing I in in all of my listening over this tumultuous year um everybody that I've talked to thought that this was sort of a like I said before a lwh hanging fruit sort of a an okay easy given way to relieve and increase where it needs to happen so I think I don't think it's going to catch people off guard as much as we might anticipate in that short timeline go ahead Brian clarifying question of the group and in director havela I appreciate you kind of doing a pulse check there because I think that's really really important if I'm not mistaken I do believe one of the intentions
259that would feel some level of like a feeling of whiplash but I do believe the August deadline or timeline intended proposed timeline uh was more that in the event that the community knew that the board may go in this direction it does allow them to make decisions for next school year potentially if they are in incoming sixth grade student at Tim neth middle school and they know that hey I want to have program continuity uh they may make a decision in real time for next school year to actually start and attend their academic uh sixth grade year at Preston is that accurate in terms of some of the intentions regarding the timeline I think that that could happen I think I I wonder if that happens even during the summer if people anticipate the decision
260being made um I do think there's another question you know for even Preston to say can you take kids going into the next year because staffing has been allocated that sort of thing so there's some there may be some limitations on how many kids could Choice into Preston at this point um but I would anticipate that could be an outcome you know I could be I could see myself as a family you know incoming sixth grader do I want to start at Timnath Middle High and then go to Preston my seventh grade year or would I rather just start where I'm going to be um and and and travel for a year go uh the question on choice because that was another thing I thought of is the next step being okay so there may
261be a ton of Shifting tectonic plates in November with our school choice based on whatever we decide in August so I guess the question is is it possible to give families that would be affected priority in that choice system or is that going to throw too many wrenches in it I mean I need some educating on that point yeah so we have a priority ranking order we could we can amend the priority ranking order that we have currently in place um to prioritize families who could potentially be disrupted by a boundary change that they could receive a higher priority ranking in the overall system one of the things we can't do is we can't prioritize out of District over in District and so they would have to be in that tier that they would belong
262whether it's in District or out of District the only reason I ask is because I I think think that there's going to be a balance and I think that we don't want to be counterproductive in doing that because it'll undo whatever motivations we're trying to resolve here in our best intentions but I also think we owe it to our community to give them that heightened priority of choice since they're the ones that are going to be affected and then I guess we'll determine the wisdom of our decision come November come December and so that's another data point that's why I asked Tracy on the on that point and Jesse Tim neth Middle School is not accepting Choice correct so if we rezone Bamford kids to feed into Preston they will not have the chance to
263Choice into Timnath middle high school so that is correct we have an accepted choice for the last two years um however I think what we're talking about here is that if if we rezone yeah they wouldn't be able to choice in unless potentially there was a sibling and I think that's something we can talk about or again if they already are attending the school we could allow us them to stay at the school so that stay they kind of fall under the choice category then probably providing their own transportation the way I visualize that is that's within the Legacy policy that we will establish saying you know if you're in you can stay in that's not Choice that's Legacy anybody who in the future or maybe potentially who is in fourth grade now who who
264does not have a sibling at Timnath middle high school but really wants to go there they will not have that choice option because Timnath Middle High School is full yeah the question on that too and then Jess um as far as the sibling goes at what point does does the The Sibling get cut off um so if a sibling goes to um your you know to Wellington Middle High School and yet we there's a sibling that is maybe 5 years below that child is that grand like how far do we extend that yeah that's a good question I I think so I don't think that's going to be a number of kids that's going to be all that High when the further you get into this process um and knowing how important it is for
265kids to go to school with the kids they're going to school with you know they're friends and and they build relationships and so when you get to that point yeah if we've got a sibling that's 3 or four years younger um and now now coming along yeah we might have a few you know a handful of those kids that want to come at certain years I think that's going to be something we can absorb and it still feels like potentially the right thing to do um for the community I do think the more years in the fewer of those kids that there will be and they'll want to go where their friends are going to Preston and fossil yeah and I can think of when you're doing middle school high school as the combination the
266parents may want the kids in the same school but that that elongates that so instead of a 4year or threeyear process it's now seven so um I can see that being being an issue so go ahead Jess so I'm curious because bamford's boundaries in particular have been named in previous scenarios has there been sufficient community outreach or if not because it's been mentioned in the slides I think we have said that we want to make sure that the community is heard what can community outreach look like in the next two months if we're trying to make a decision by August 13th that's you well I was thinking I was thinking anyway I already have a list of 10 developers in the area and I've talked to a handful of them already to have community outreach
267sessions at the um Tim nith Community Center it's free um explain it to people I mean heck we can do as many as you want I would say from a District staff perspective you know we would we would engage with whatever Direction the board felt like they needed and um happy to put together sessions and listening sessions and um support those so go ahead Kevin um I I think I've I've formulated at least one charge that I think would be helpful for if we're going to move forward with August um and I'm sorry to say this to the principles the five effective principles but if we lock you in a room so be it but I I would like a recommendation that comes from the principles that it doesn't have to be unanimous but one
268that the principles can support as a recommendation that we could approve I think that would be really helpful I think that also takes care of some of the community outreach we're doing but I would like to I would like a recommendation from the principles as well I would second that that that was some of the feedback we got in the uh the June 4th uh listening sessions we got a lot of that let's bring the principes in they're the experts they know the school's the best so um we'd love to I'd love to have that kind of inut yeah yeah go ahead Caroline yeah I I do think that some consensus from the principles is important and I also think that um when it comes to communicating that they really need to be the lead
269for us in communicating with their um their families they know their families better than us better than anyone and so they um really need to lead the charge on the communication as well I think um and I know like what Kevin said there might not be a perfect answer between all of you but if there's some kind of consensus that would be helpful I mean and the final onuses on us not you could I ask for a clarification on that as I work with the principles as we're looking at providing a recommendation um it would be really helpful to know if you would like to see a recommendation for Tim nith Middle High only um if you would like to see a recommendation for Tim nith high and Elementary separate or even a third option
270would be one combined I guess some direction in that stance I think would be helpful as we work together um because those recommendations will look different if we're just what's our if we're hitting the urgent need and then you know are we recommending a step in process is that a preference of the board are you leaning towards a all-in-one recommendation to be done I think that Clarity is going to be really helpful for us yeah I think that comes back to the original question that y'all had asked and um I think Jill you spoke to it very clearly um there is an immediate need that we have right now with Tim Middle High School um and there is an equity need that we have to um make sure that all of the element El schools
271um are there um and we're not we're not fighting small school syndrome versus overcrowding syndrome right we need to make sure that those get balanced um I think what I am hearing from everybody is that let's take a a real dive in at the immediate need um and have that solution brought or a solution brought to us um and it sounds like there's pretty much one out there already um of moving Bamford to the Preston um uh fossil um feeder and slow down on the second part of that of how do we appropriately gather information to make sure that we are really looking hard at the equitable distribution of students throughout um the east of I25 and I think to me having a two-step process would one alleviate the the immediacy of of some of
272the issues and to allow the board to make some um thoughtful um hear some thoughtful recommendations have some thoughtful input from um from the community and make a thoughtful process um going forward as far as if this is what we're going to do how do we approach everything that Jesse had said how do we approach the siblings how do we approach the grandfathering in how do we approach all that we will need that for the timoth middle high school for sure and that gives us a nice stepping stone to then say can we apply that to Bamford can we apply that to tinmouth can we apply that to Bethy why or why not so to me that's what I'm hearing um and what I would like to to um give you the charge of I
273there are six others though so I want to make sure that others get to speak I would tell you just based upon our conversations I think we are aligned already in that one immediate need of moving Bamford to Preston and then we could meet to identify um with Jeff and his team in transportation um as well as um you know um some other members of cabinet to determine um who would stay at Tim nith what years what would be those things so that we would be really clear about that when we went out to the community for input before coming back on the 13th so I would just put that into the space go ahead Jim thanks so to me the two key questions are banford de Prest and do we do that boundary change
274and then the other question is key question is how big do make Stanford right and how do you do that those kinds of things so I'm a little resistant to pull the two of them apart because I think I I would like some work on that if we can by the Fall personally so I don't know if I completely agree with you on that Kristen but I'd love to hear more from other board members so I think if we're looking to do something by August 13th I struggle to do more than Bamford because I don't know that we're going to have the ability to focus I mean I I understand they've had the opportunity to participate in listening sessions but considering that was the entire District I don't know how loud their voice was um
275if there's consensus on moving Bamford I think that's something that we could potentially realistically do I think anything more than that as far as balancing those elementaries I think we're going to need Outreach and I don't know that that can happen by August I you convinced me thank you okay go ahead Scott I would only the only thing I would say is if we're going to have the principles in the room um I wouldn't mind hearing your thoughts like deep thoughts on those changes boundary changes and things like that um to help get get more into Bamford um I don't think we have to have a fullon here's our recommendation we're going out to the community with but the steering committe done some of that work but I think if we could get the principal

281that's accurate I I just I know we're about to move into a different conversation with different School leaders and District leaders but I just I want to thank the principles that have just participated in this process with our governance team your ability to be solution oriented and show that regardless of circumstance we're going to continue to love kids and support our families as they navigate these various transitions I just think is Con just really commendable it's who you are and it's why your pillars in your respective communities I also want to pay special attention that for any of the m members of the community who are listening to this conversation in totality what our school leaders just did for us is actually continue to validate the existence of this problem that we are grappling with
282in very different ways you know whether it's talking about the realities of running a school with less than 300 students regardless of whether you agree the problem is rooted in birth rates or Charter School enrollment or our projections in the future are not right you you on a daily basis have to think about how do you navigate the Nuance complexity of having few staff to navigate and support students based upon those realities and the implications that has on the broader districts I want to say thank you for talking about that I also want to thank Mark for talking about if we don't tend to this problem what the potential implications are that are cataclysmic from a staffing standpoint based on what our families have expected PSD to deliver on if your school enrollment hovered around
283a thousand students that would be a major significant change not just for your staff but for your students but for the district at large so for you naming that I want to say thank you I also want to name that you have been not just this year but you're already projecting how to navigate the difficulties of the various Community perceptions that exist while we solve this problem while it may be the right thing to do people may not be excited about it and we have an obligation to figure out how not only do we reassure sure but re-engage thoughtfully so I just want to say thank you for providing that level of clarity to you know this conversation because we have not necessarily reached Community consensus that we even have a problem but you are

285this conversation but I also don't want you to feel compelled in the event I just want to provide some flexibility for people to re-engage with their families if that's appropriate so now's your opportunity to leave if you want to go you're dismissed all right love it okay great oh she's gonna get some batteries okay okay well um yes P pter Community Academy um so um I will stall a little bit as we go into here um and just start talking a little bit about pter Community Academy um and the information will be on the slides but um just trying to talk to you about um alternative um education campuses so putter Academy is one of two of our alternative education campuses within our district putter Community currently serves students um in 8th through 12th grades
286they also um support the exposion program Journey online supports um and they do actually do um some Outreach and they support some of our members of the community who are older that want to come back and get a high school diploma they have supported people in their 30s even older than that um so it's a very unique um set of supports that they provide in that space um and um what makes an alternative education campus um designation is really something that is um regulated by the CDE so every year um these fine principles have to go through every single student that has been enrolled in PCA and they have to designate them um as to whether they meet one or more in some cases of at risk factors um and 90% of their enrollment has
287to meet that level in order to get that aec designation um so just a little background history and some of those pieces um are definitely you know homelessness um we can have um uh students who are parents or expecting to be parents that are um that could be at risk the obviously the drug use and um you know any alcohol use those can be factors um abuse neglect child you know uh child abuse foster care um having parents in prison there are several factors that's just an example of some um and it's certainly not um exhaustive there but that's uh kind of a an interesting process that they have to go through every spring and then you all sign off on their renewal application um that designates that so um so I think I stalled
288really well in that process um and before we really jump into it I think um you know um as we think about our alternative education campuses we want to be mindful um when we're looking at what they space would look like um not just in what their physical space needs are but in the way that we address those physical space needs um and so you know specifically um when we're looking at you know how we want to um share our proposals um we are not looking at collocation options to share with you this evening um we really believe that um students in alternative education campuses um who are already already marginalized deserve their own campus deserve their own facilities um and their spaces that are adequate to meet their needs um in addition um you
289know I would not want to sub subject um a student population um that is already has been impacted and had experiences of maybe not feeling like they belong in the system um and have them at a potential Center of scrutiny by communities within Fort Collins um and or um you know protests you know that they may not want you know to share their building space that that really concerns um both Daniel and Lucas and myself um when we just look at the potential impacts and the potential harm that that could do to students so what we're going to present to you is not a is are not Co cocation options um but really thinking differently so I've made that caveat in there um okay perfect you want to click for me all right fabulous so
290some of the things about pter Community Academy number one uh they do have athletic competitive athletic programs and this is part of their student engag M um it really is um just a huge value ad to the climate and the culture there they currently have girls and boys basketball volleyball girls and boys track and field and Esports um in addition to some of the programming I already talked about um through some of the grant funding they have night school options so some of their students um and some of these folks who are older than 18 that are working on getting a high school diploma can drop in and get support um and uh you know so they have night school options they have Dungeons and Dragons clubs music clubs Japanese culture clubs all these programmingsoftware
291[Music] um bathroom facilities um which are already just not enough facilities um they don't provide transgender options or single um non-gender excuse me they don't non-gender options um and the the the set of public restrooms that they have there's there's few stalls few stalls to serve all of them and sometimes um because of the plumbing issues um they will back up and we will have gray water and we will have companies in and then their students are walking walking across to operations and we're taking they're taking like field trips in groups to go have bathroom breaks and restroom breaks and they have one staff bathroom um but again um that just the the basic needs Aren't Enough there um also needs a new roof um and so currently also does not have um adequate gym
292space it has a small like gym Materia it's like cafeteria that's used as a small it's like a half gym it doesn't have a really large ceiling so they can't do practices nor or can they compete um and they also do not have field space so this is where we've been talking about in previous discussions that they're transported to Wellington and Ione for all those pieces another piece that we haven't talked about um yet is the nutritional services so they don't have a functioning Kitchen where you can cook hot food so their their options are limited for their students and you know their their their head um you know Food Services um uh person has to go to pter and it's it's a very sort of clunky uh peace meal system in order to provide
293meals for students so those are a couple pieces there um all right so as we look at maybe I don't know I'm about ready just to get up and go to the computer does it roll maybe okay there it goes okay so as oops nope it went too far there we go so as we look at priorities for any location we would look at um transportation is one of those uh uh public busing is not provided to students unless um um currently they are dropped off at pter if they need mcken vento services or something like that and then they walk over but they don't have any public they don't have any school busing so public transportation is key for the families to get to PCA so looking at another site we want to consider
294that access to public educ public transportation as well um one of the other priorities would be um addressing their lack of um access to CTE programs um currently students can walk over to pter high school and take a part in our district Career Tech opportunities that are provided over there in those programs um but they they don't they have limited CTE programs even on site so at a new site considering how we look at providing something um that the that they can't get at the um at pter high school would be would be an idea to consider um and then just properly equipped learning spaces um again the gymnasium we've talked about but that's used for classes practices competitions field space again for practices and competitions um they don't have science lab space they don't
295have proper science lab equipment eyewash stations um they can't do experiments that you know require gas or they don't have water stations so those are issues um art rooms as well they have a very very small art room they have a Kil she does an amazing amount of work they cranked out I think over 100 100 bowls for their um for the empty bowls event like she does amazing work in that space but boy is it limited and um that needs to be that would be addressed um as I talked about CTE spaces an ideal might be could we get a wood shop in someplace that's something that they can't access at um pter right now um so would be a would be a bonus for those students and potentially provide some industry certifications in
296that area um instructional kitchen space um again they can't take they can't they can't offer Foods courses and and anything like that that we have in the other Comprehensive High Schools um library media center would be great to have some uh academic resources for students um and then additional kitchen space for food service for the breakfast and the lunch and the meals for students um so those would be priorities so number one proposal that we have um is to move PCA to the fuana site um it would take substantial Renovations and and both all options for PCA come with a price tag so I'm just going to name that up front um but it does meet you know the options criteria for science labs classroom spaces um there is an Annex Building that we could
297potentially look at putting in wood shop it would work for an art space with Kiln It's a larger area um we um there is a cafeteria SL gym which is bigger taller ceilings they could have practices in that space they could not compete they could not have competition so would still need busing there is some field space um we have had some ideas of how to expand some field space but again it would probably be practice space only and not competitive space um there is a kitchen space for student meal service so that's a positive and there would just there would need to be upgrades it would need to be a complete overhaul of that entire kitchen space um and essentially for classroom spaces you know you're you're your taking everything down to the walls
298and you're you're really creating new classroom spaces because this space was already repurposed to be office spaces so we're kind of now we're moving back into classroom spaces so that potential estimate um without having the spaces for competitive um Athletics is estimated at $1 million so some of the things that we would consider um addressing would be adding a potential gym Annex that would um it would increase the renovation costs but there's there's there's room on the footprint of the property to build an exterior gym with locker rooms um that could actually have competitive and practice space for that school um and that would be ideal um the other the other things that we will have to address there are approximately 75 staff in fana and in that Annex site um Early Childhood um and
299some you know other programming that is in there integrated Services Program programming um so those would all need to be relocated so there would be a cost there we have't not determined potentials could be pressed in we'll see what the enrollment does but um could potentially look at the current PCA building um and staff being in there um and but that could potentially have um you know Renovations so 75 people moving is is quite a lot so um so that's the first proposal the second proposal um really um is I think if we just do that roll it down there we go um would be to build a new site um add a location to be determined um it would again have to have all these same things field space gym um Plumbing obviously that
300works interior spaces that we've already outlined um and ideally if they were going to build a new space um combine it with an expansion of of Career Tech Center programming on site that could be accessed not only by PCA staff um but by all students in pter school district and these are the next um priority programs for that it's culinary cosmetology auto mechanics U medical assistance um cyber security this is um done in other districts um Thompson St vain have created facilities that combine CTE with an alternative education campus program um and those have been um really successful pieces in there um so obviously implication 50 million is a rough estimate and it would go up with what we chose for those CT those CTE programs right obviously Automotive little bigger High higher price tag
301if we were to look at that program in there um so this would require a ballot proposal to be part of a ballot proposal for this to happen and actually in both cases if if it's you know the fuana site with an 11,000 11 million plus or this it's going to take being part of a ballot Initiative for these both to be done in building a brand new site you're looking three years minimum design construction planning all of those pieces we do have some blueprints from some of the existing um tech center combo um you know alternative education campuses um so you know we have some models of what that could look like and what that could entail to help us with that planning but that's really um that is really uh where we would
302be at so that's where I'm going to end it um would you like to hear from Danielle and Lucas or would you like to ask questions first or give feedback your choice would you like to speak first Lucas Daniel hey or hey I mean we are like three-legged team so we always having to kind of check with each other before we say things so I I'll speak for myself personally um I think more maybe asking or answering your question question I think Julie did a pretty good job of summing up kind of the state of where things are and and kind of what we're hoping but you know I don't know if you have anything to mention before they ask questions um I think it's important that we started with the definition of an alternative
303campus um that word is used to describe anything that's not one of the larger comprehensive high schools and that's an improper use of that word um and Julie explained why um exactly why we are referred to an alternative campus and while why Centennial is also referred to as an alternative campus um the criteria I think it's important to that we recognize that that's the definition of the campus and I don't want it to be what defines our families um our you know our students also fall into the criteria of National Honor Society students they fall into the criteria of three sport Varsity athletes they fall into the criteria of CSU full ride scholarship recipients so I just want to be really clear that's the definition of a campus not the defining um terms of our
304community and I think a question that that we would have for you all is what is psd's goal for alternative education if it's the same goals as the rest of our students like graduating with options in my mind that is connecting us to um CTE it's connecting us to um access to Transportation like Julie mentioned so that way our students can access all the things that Fort Collins has to offer if our goal is increasing literacy it's keeping our class sizes low if our goal is mental health and belonging we need proper spaces for our counseling staff because currently they do not have offices they share half of a modular with cubical walls um it's robust programming like Athletics because that's what's connecting our students to our school it's why our school has grown over
305the last couple years and then um if we're just Baseline giving our students appropriate access to education and what other students in PSD experience I think we just need to do better in general okay great um open up to the board for um feedback on in any of the areas we've talked about for PCA all right questions yeah go ahead Jess if we build what would we do for for three years with those Stu with our students we would be status quo for the three years we would be working with Jeff and his team um to address Plumbing issues the best we can we've come up with some alternative Solutions if we need to if the plumbing issues were to be more than they are now um you know we've had we've talked about Creative
306Solutions um to have you know restroom facilities brought in on site things I think those those the problem solving things we would have to do um and I think Daniel I'll let you all speak to it but I know in the conversations we've had it is their home right now right that this is the space that they know and I think if it's this is the space we have and at the end of this time period here's what what is the result of us being in this space for a few more years I think that that's a buyin for their community and their students and I I think that they um would be just as excited to have um you know even though it wasn't right now or next year or 2025 I think the
307potential of getting an amazing space for them instead of a retrofitted space that is kind of better kind of better is less appealing do you want to add to that either of you yeah I I think you said that well I think I think it's definitely how you frame it right like because we have figured that out I mean you mentioned our the kitchen with the with what our our kids eat you know and our kids eat there qu twice a day and she's you know our kitchen manager is a genius and she figures it out and she's and she makes sure she does it and she has to do extra work and go across the pter and do some different things to make that happen but she makes it happen so our kids never
308walk around feeling like they're wanting anything and I think you know we travel up to Wellington and play our games and do those things there and it's not ideal uh you know probably more the adults in the situation complain about it more than the kids do because at least they figured it out and it's home um I so I but I think the difference is exactly what you said if if we're if we're there three years we're going to make it three years and we're going to figure it out because we've always done that and we can do that and I think the difference is not being there in perpetuity and being there just like well this is just kind of where you guys are forever uh cuz it's cuz it's like there's an invest
309in these kids and I think that's I think it's a it's key to there's a real investment there's a real something going on and we can wait for that and we're going to fight through that while we're doing that and if it's yeah sorry we're just we're we're out of cash there's not much we can do for you guys I think that's a little tougher pill to swallow so I think you know and kind of even like what you're saying just even the half measure doesn't always feel great you know because it feels like well you know you wonder what would happen in some of these some some other areas where um like kind of like she was talking about combining CTE and and thinking about these long-term Solutions but it's like yeah but we
310really can't invest in that right now you know and I understand the money is not limited if we all if we if it wasn't you know we could figure that out I'm sure everybody would get everything they needed and I understand that there's limitations to those things but I think just like you said the the the investment uh we would figure it out we'd figure it out for a couple years if we had to knowing that that there was an investment was made you know I do want to also put into the space that we did not present um an option for using the current location and I just want to maybe answer why that may be um it is a 2 acre space um and certainly there would be renovation costs right that we've
311already outlined that would need to be taken care of but you would also be adding on top of the renovation costs which would be significant to the existing building you would be looking at adding restroom facilities more class room space and gym space but you still would and you could potentially do that to have practice and competitive space you are not going to ever have any you're not ever going to have the space for field space you're not going to have the track and field space you're not going to have anything that you could use for practice and competitions um in that and you know they hope they are hopeful to engage in baseball maybe at some point and all of these pieces and so the current location um you know putting money and investing
312into that site to make it what it what it really needs to be is just something that with Jeff and his team and AR you know talking about is just um just doesn't provide all the ANS as building a new site does um and I would say just in in kind of piggybacking on what Lucas said I think the I think what the community um would really be challenged with is um just going back to school next year with no hope for any change and that's kind of where they're sitting now is they sort of came out of it going like okay well we were told this is a really like just not a great space that we should be in um but now nothing's going to be done so I think that that scenario
313is worse than saying you're going to wait three years or four years or whatever that is so go ahead Kevin another question um I came and visited the school the day I got sworn in so Lan eyes on it and by the way we also omitted in our report the beautiful structure out front that the students had create so I want to invite you to come look at it's it's really cool what the students have done with the space and made it their own is I think awesome um so of the two options and we're looking at pretty hey price tags on either um and again I'm trying to this first time so you're going to get sort of unfiltered unprocessed thoughts I apologize um 11 million to do the work there and then you
314know one of one of the the sub is there is putting the staff back in that building that we've deemed sort of unfit for students that doesn't feel right to me either um so I just want to say that um the other option and I want to talk more about this I think the initial proposal and when I was when I say initial I mean back in October 2023 was combining Centennial and PCA and I understand Centennial is not here to have a voice in that but I want to go back more and talk a little bit more about the cohabitation um and talk more about I I I hear everything you're saying and I happen to agree with a lot of it I taught in an alternative campus as it's properly defined in Louisiana
315and we couldn't cohabitate but in New York we're also taught it's much more common to co upate we had I was in a school had three schools within a single building because there there's finite space so is that completely done IND dusted that conversation not with centen I'm using that as an example but looking at a building that has maybe lower utilization and trying to do that because I I hear you if it's a net sum binary kind of thing of you get one of these which is going to be hard to put on a ballot with everything else we're we're considering putting on a ballot this year or you know you're stuck in perpetuity none of those feel great to me and so I wonder if we can we really explore I wouldn't call
316it a half measure but an in between and I mean I don't know what the solution would that be but I I want to engage more dialogue in that so they will not fit in Centennial So currently that there's too many students to combine Centennial and PC together in the Centennial location so that is not an option just not feasible then you are cohabitating with an existing school um that is lower enrolled um would not would not want to consider joining a comprehensive high school for several reasons um many of the students have had experiences in their comprehensive high schools and so having programming in that space um is a challenge is a challenge for them um and part of having PCA is that they're re-engaging and feeling motivated to come back to school and
317that change of space and environment is part of that as well along with everything else also you were then having a comprehensive high school and an alternative education campus that have completely different policies um completely different enrollment procedures and one's a closed campus one's an open campus yet they have to share cafeteria space and gym space and art rooms and so on and so forth um that really um just does not provide you know this this just just doesn't just doesn't meet their needs of the students there that' be my piece um yep go ahead I mean just basically to Echo say like it's we've got our kids for example pter High School which is close and you think about that and it's exactly what she said like we have a kid that came from
318pter didn't work for them and and for a variety of reasons right there's 15 checklists but it also could be just it wasn't fitting they just needed a smaller space they needed a more closed campus so so for example one of our policies is is we're closed campus so they can't leave to go get McDonald's at lunch and they can't do that they they got to stay we've got seven periods and we don't have a block schedule so if they're friends that they're you know they're still friends with the kids in the community and then they're like all right well I'm going to go to Wendy's now do you want to come The Temptations that they've that they've kind of broken away from and they've applied to us to you know are now there again
319and then the the feeling I think of inequity and feeling like well you're on our building but we've got more rights because of that and we would want to feel like a step down program for him I also I mean I feel like in the last discussion of tinmouth we talked about the Whiplash that would occur but that's I mean we built a new School boundaries have to change when you build new schools in the May 20th meeting the community they're under the impression that we're not going to be doing anything like that so I imagine the Whiplash of us being roommates with a school that has made it multiple schools have made it pretty clear that or communities I should say have made it clear that we're not desired roommates um I I worry
320about the damage that would do and I feel like with the way that it was approached some people were validated and expressing that type of feeling towards our children and so I wonder how you would walk that back you would have said earlier be just be super honest so I'm just being very honest about that because our school wasn't mentioned at all in the in that meeting and um you know we were there just to be informed and um curious I guess cuz you know I think as everybody was but there's a lot of cheering happening and um we're glad for people that they love their schools that much that's an awesome problem to have um but it was difficult and we had we had member staff members um from our school receiving messages from
321other schools saying you know what's your what are your intentions with our building so I think there's a lot of damage control to be done um if that were a plan go ahead Scott that's awesome I'd love those honest uh comments um has I understand the field thing and I have an idea on that that probably doesn't work but I'll I'll mention it um has the idea of like fully renovating like what what have you done an estimate on the cost of fully renovating the current PCA location and doing everything but fields like how much would that cost I don't know that we're too much less um you know um we didn't do the full-blown estimate um Jeff I I still think we'd be in the tens of millions yeah would it be more than
322fana yes more than fana absolutely all right more than fana probably close to building a new site um not not that far off from it and then it is that um I think from Jeff's perspective and I'll let him talk here um is it worth the investment into the space that is needed to be made to bring it up to con conditions that it should be Jeff do you want to add in yeah no it's not okay Jeff says no it's not it is not worth the investment to bring it into a student instructional space there is one other number Caroline sorry just there there is one other number that we have again these are all rough estimates these are my construction experts looking at spaces and getting a rough idea of what a cost
323per square foot might be and we know that's a gross estimate um but the other number was what would we do with the 75 staff in fana and for example if they were to move to Preston not that there's space that they could but if right just like what would that entail for us the rough estimate would be $8 million to convert that space to make it available for 75 staff and all of the students that they serve as well which is also substantial and I just wanted to add that to the discussion for you go ahead so getting back to to fuana how many acres do we have there at that site Julie do you know or Jeff sorry I didn't bring that space with me I don't um is that an entire city
324block block there if I remember right pretty close pretty close entire city block okay yeah and there's there's you know there's potential to um they so parking is not a huge need um in uh for this community so some of the parking you know we talked about you know Jeff talked about maybe being able to turn convert some of the parking into more field space there's currently like a little practice baseball field um that gets used a little bit for little league most all the spaces seem to be dog park areas that are currently used as now but um but yeah there would be places you know we when we walked that space we saw you know some potentials and um you know that that you know definitely could work um if that was the
325option that we went with okay and then Transportation wise that is a really I'm assuming a really great place as far as Transportation goes with the bus route and everything so our kids would have good transportation to that site if we were to pick that site bus wise did we check that out public transportation we could we we could we could explore that we did look at that we would absolutely have to do that for mckin Stu students that receive mckin Services because currently they just walk from pter so there wouldn't be a location for that um but we did not explore just automatically providing transportation for all those students and if we did that I think we would then need to explore that for our other alternative education campus and that's going to impct
326is what I was getting to there's good public transportation there oh yes yeah it's good public transp that because if I heard you right most all of our kids are accessing public transportation to get to school right now and I a good portion of them okay and that puts us a little closer down to downtown and to the max line Y so as far as the space goes I really like the space I hear what you're saying about it would be nice to have a brand new facility for them uh that would be just theirs and be bu be built for them that would be the optimal thing I think to do but I think I think right now running a bond for 50 million is going to be it's a huge leap for us
327I don't know if we could do it so if we didn't what would be the backup plan if we couldn't get that money and um so when I look at that building I think to myself could we make it a great space now and then start setting aside some money to make it what we really want it to be in the future that it can is this something we can really keep building on there in that space is there enough space to to build on there so Tracy just pulled up sorry thank you Tracy she um we there's 3.5 Acres there total um and um so there's there's little more there's more space than there is at the current PCA site um and I I'll just say um we we we to say that we
328would do a little bit with the hopes that we have money to do more later for the fana site um I would have reservations because that's what we've been talking about for PCA for a long time true um and so these little step- in half measures for the community at PCA I just um I'd hate to see another 10 years go by and we don't really act we don't really capitalize on that promise and and how many students do we have there right now uh about 200 200 okay go ahead um we we know that asking or proposing this is like it's a big dream right but if we're going to have this opportunity to be here with you we're going to dream big right um and so building it with us in mind uh
329I think allows us to have a you know a fresh start and feel feel valued but it wouldn't just be for us so it one of the functions of this would be for PCA but it would expand all of our Career Tech education for every student in pter school district um there might be a a line through into the next part of the presentation but it could help with swap it could help with transitions we could we talk about the teen pregnancy program that makes a lot of sense for our um students I think there's some overlap in the families that those programs serve so even though we're the on ones um speaking to this proposal it would not serve primarily just PCA students it would serve Centennial students as well like all students in
330PSD could access these um Career Tech programs just happening to be at the same location as us like St brain and um Thompson Valley and gy and something that actually a grant that has been written um Tanya alra has put this grant through for next year here is so that we can go and learn more about those programs in our neighboring districts so that way we can learn from them and um see why especially in St rain why their programming is so successful I would also um put into this base that we are talking about a ballot proposal some sort of a ballot initiative and I don't know I know Dave um master of Finance um has some potential thoughts that I don't know that we need to discuss here in this space but um
331you know it would not necessarily have to be a $50 million Bond per se in order to um you know in order to get something built and there's other Creative Financial options um if that's something we want to consider and explore um Dave's raising his hand so maybe without doing too much detail Dave what do you want to yeah jump that's really hot um sure that so there's there's other options that could be available Beyond a bond um one of the options that's possible is issuing what we call certificates of participation it's a different form of debt you're not you're not issuing the debt with the voters um you're issuing the debt with a bank and basically what you would do is we would take one of our buildings and we would put it up
332for collateral we'd take a loan out and then we would have to find general fund dollars sufficient to make that payment for um for those bonds uh just real quick math and and these numbers are from the fall so they they've changed right but um a $50 million cop would cost about $4 million in annual Debt Service so for I believe these are probably 24 years taking a guess there a little bit um so there there's an option there but what it would do is it would require if we were to fit it into the debt free Mill we would have less to do the maintenance I mean those that's the trade-off when you say maintenance you mean maintenance for everything else right yeah for the like for the mckinstry study all the Deferred maintenance
333that we talked about the the debt free Mill was going to pick up a big piece of trying to move that forward um if we start diverting some of that to Cops then we do less with the maintenance can I go back to something that Danielle mentioned um she had asked us I think three valid questions about our um big priorities and so I guess same thing that I asked this the last group of principles what's your re I feel like I know your recommendation but sitting here today what would be your recommendation we continue to talk uh and get excited and and dream like she said dream big about the the combination of of CTE programming with alternative edges because the the data I mean it's one of the things that we talk about
334in terms of the idea of graduating with options and and having a through line um you know we we've seen the partnership you know in being in walking distance to to the Futures lab now we've seen that uh do well and we've seen that increase our enrollment we've seen increase our you know Danielle pulled some stats uh about kids who you know we had seen struggling and find a home in in that kind of idea and you know it's not to say that we don't have kids that get ready prepare and go to college and do those things but but it's definitely a graduating with options idea so I think if we had obviously if we could if we could choose that would be our connection and I think um our rec I mean recommendation
335I don't know if we get that right to recommend anything but just uh what it would what would feel good is for these kids who we figured out ways to engage through Sports and and for them to have a home gym and have that feeling because they've gotten a taste of it now and it's and it's helped with the engagement at the school that Julie described pretty well and and and being able to see that this is this is our space and we go into we're in we're 2A we're the smallest uh Varsity program in the city uh so we're in the Foothills League uh we're part of the inaugural class of the Foothills league and um we go into some mostly charter schools because it's 2A and it's smaller and we go into Twin
336Peaks and they have a facility similar to kind of what you're describing and they're like man this would be cool to to have that and we're we're still kind of on borrowed stuff right now and but they're happy to be at the table but I think that feeling of being invested in in having that and be a part of it would be great so I think uh might be rambling a little bit but the combination of CTE in that and then being able to have a place that they call home that's theirs I think is would be the ultimate goal Jess did you have something good so the caveat to this is we need a site do we own any space that is that has Transportation public transportation that would fit this proposal or do
337we also need to purchase land Dave Dave's got his head oh no I thought you were I thought you were motioning to me so Jeff we we would probably have to purchase land um the the spaces that we do own are not they don't meet the criteria we've all been discussing tonight about bus lines and access and these kind of things we have some parcels right we certainly have a number of parcels out you know east of 25 north of Vine you know we have some significant Parcels but those are not bus routes they're not convenient to all the services these students would need um so we'd be we'd be looking at our current footprint or we would have to purchase land this feels like a typical Schoolboard decision to me where all of the
338options feel just awful uh I don't love the 11 million I don't love the 50 million I'm trying to take a little more of the Long View on this and I guess what I ask myself is what are the odds that I closed some Middle School in the next five to seven years and if I think about that question I think they're reasonably high and if that happened I think that could be a very reasonable spot for PCA to wind up it does not solve the short-term problem and I understand the space you're in isn't great and all of that but uh for me um it just feels I it feels difficult for me to support the 11 million the 50 million when I don't know I've in my life I've seen sometimes if I
339just wait a while things start to become clear as I go I respect that you've been in that position for a while and I'm sorry for that but um that's where I wind up on this other thoughts go ahead Connor and Julie just a quick question on this what are we looking at time frame on this decision so is it the thank you for the question I think we would not be able to make a decision until we know what the board's intent is potentially regarding a ballot measure in November we can certainly ask the board to set an intention if that ballot measure passes or a ballot measure passes what a portion of that or what we may do as a result of that so it certainly doesn't preclude you from having continuous conversation
340uh about this very important topic uh prior to November I think what we're hearing clearly not just from our school leaders but from staff is it's it's not coincidental that we're talking about PCA as they're sitting flanked by some of the most prestigious facilities in this District Tim nith middle school high school Bamford Elementary School Fossil Ridge and Preston and I think what we're trying to Grapple with in partnership with the board because this is a really hard situation is that the standard for a PSD student shouldn't be different regardless of whether it's an alternative program or a regular I don't even want to use the term regular but just a traditional uh public school and I think we're being pushed in that space as a community to reconcile with that and try to figure
341out how we can have that thoughtful dialogue and partnership with our community that doesn't create othering circumstances and instances of othering where we have many of our school communities not feel welcome and so while we are reconciling with the two options that are proposed today we also recognize as director brokish appropriately suggested is that we have 49 other sites that we can consider as we continue to Grapple with long range planning as well I know that's provocative and I'm not suggesting that we take any different action than the board has already suggested but I do think we have to reconcile that so our colleagues and friends at PCA are not in the same facility for another 125 years and forgotten about and I know that that is not your intent that's not where your heart
342is but I think we're in a space where we can have continuous conversations about intention but that does put a lot of uh onus on what may happen if there's a ballot measure from our board and from our district in November on what we might do with but I just again want to uh mention what our Chief Financial Officer suggested is that we have a lot riding on that potential ballot measure and there's a lot of tradeoffs um not in the event if it just doesn't pass but we have a billion dollars in maintenance need um 750 million if you take off air conditioning so those are real challenges that we're reconciling with but I think prioritizing um where PCA lives is the charge that you've given us it's where we started in the fall
343of really understanding and I think staying committed to that is going to be really really important to do right by each other especially all the people that are here representing their respective communi so I think it's a continuous conversation and not taking our you know eyes off the off the road on this but I don't think we really know what we can do based on these proposals until post November if the board chooses but it doesn't mean we can't have continuous conversations around intention thank you go ahead Kevin yeah oh we in I I think you said that nicely supernet Kingsley but um I want to say a couple quick points one don't I feel like an idiot because I feel like in one of my little rants um I said that it was an
344easy fix right to get them out of the building and now we're realizing the scope of the problem like any problem in our district is not easy there's nothing easy about the work we're in um second there's that adage that is kind of ringing in my head as we're having this conversation that I learned from my government 101 class in college which is one definition of government is who gets what when and how much and that feels a little bit like the problem we're in right now especially with I I like you naming the competing needs because that's exactly what's going through my head is that there are people listening probably not right now at 10:30 at night but there are people listening who are thinking it's getting hot it's getting really hot and I
345still don't have air conditioning in my I was at a Weber classroom a couple weeks ago months ago now I guess and there was an average of you know in the 80s of the classroom and then seeing the the data that this teacher put together of the dip in learning when that happens so there is there is so many competing needs that said what I would like to do is dream a little bit with Danielle and say that one of our district priorities is graduating with options I think there's also an opportunity here to do something big bold sweeping that the rest of the country could look at and say God look at what PSD is doing in a different way and so what I would like is a little bit more information um Dave
346on this on this this notion of the the the the sit yeah I like that idea I'd like to get presented with a couple of options of what that would look like you know and then if we could and just to clarify too what I'm hearing is that we're folding in all of our alt programming as well as our CT programming into one Hub one site is that correct is that what I'm hearing I want to make sure I'm conflating that with something else I would not speak for the Centennial community in inviting them into that space I believe that that would be something they would be challenged with um as they would they would Advocate um in I would say they would Advocate to remain where they're at and stay where they're at um
347with their current programming structures Discovery um hexter 4 day week all of those pieces so I I would not Envision Centennial as as part of this um but PCA team parenting potential um CTE those I would say yes um we'll talk transitions I think we have a viable option for transitions but if that is a desire to wrap that into a bigger build we can we can we can go down that path too we were just really starting with the PCA um and um CTE options so okay I appreciate and the reason I asked too is a little bit to you need a direct charge on timeline too which I get um I don't want to give you guys false hope and say we're going to do this $50 million project that's for my heart
348leads that's what I want to do but we also have an obligation to everyone else we're asking for money from this November to do stuff so what I would like is somewhere in the middle if we could um I know we we don't have board meetings in July right so we're we're we're basically at the end of the Rope here so we're talking about a first meeting in August to be presented with some information if possible on what that would look like how we could structure it to have a more informed conversation about what exactly the direct charge is and I know that leaves you in the loop for at least you know going into August um but I'll see another way to reconcile those competing needs unless someone else got another right idea well
349I just I just want to clarify the part part of the question that you asked all CTE would be there and I believe that we're not talking that either there would be some CTE there but not all and so I just wanted to correct correct yeah be an expansion of programs what's at pter would stay at pter um with a potential expansion for automotive to go over there so this would be an additional site so yeah I just wanted to make that clear so okay um I've been um not speaking intentionally throughout this this part of the process um because well for a couple reasons one Danielle you asked I think some very important questions in the very in the beginning and that is what is the board's charged as far as what these kids
350deserve what these kids um what we can provide them and we as a board need to decide that they deserve and should get what every child in this District gets and I'm not hearing that right now and I want to hear that and I want to make sure that every child at PCA at an alternative high school at any Alternative High School any school in our district gets an equitable way to graduate with options and deserves that they deserve a space they deserve flushing toilets they deserve a field on which they can play on they deserve roofs that don't leak they deserve everything that our children get at a Bamford at a at a Wellington right they deserve all of that um and I too am disappointed in the way that some of them uh
351other the othering that has a card um and um I have been struggling with what to do with that and how to approach that as far as our options go um I I too my heart goes to the to the new building they deserve it you deserve it um our teachers who are in that um facility deserve it um I have seen firsthand what y'all do my child graduated from PCA in 2019 and I'm you know she's headed to law school in the fall this is what y'all do you take children who would not otherwise graduate and you show them the light and you send them on their way and it is absolutely a brilliant thing to watch and I I'm struggling because I I I look at the numbers in 50 Mill and 11
352million I don't want to give you an $1 million building that's half asked I don't want to do that how do I get you the $50 million new building how do we do that how do we get you what it is that those kids need that's my question and I I'm struggling with the answer on that um so I just wanted to share with you that the questions that you asked Danielle yes that is my intention those kids these kids our kids deserve every single thing that every other kid in PSD is getting are other qu I don't know if that has given the direction and charge that y'all need um what else I think what I've heard from the board is and you know I know it came from director havala but through the
353conversation as a collective governance team I do believe bringing back more concrete options around how to explore funding models to achieve either of these proposals and we'll continue to think big and brainstorm uh around other options in partnership with the community as well uh but I think we are having the hard but necessary conversation that we have to have to Reon you know this is an equity conversation right for people in the community who think that may we may be ignoring that topic this was a very important part of that to be not provocative but to reconcile that we have different standards for different people in our system and we need to disrupt that and so I think we have enough to be able to continue to bring back to the board in August regarding
354how some of those funding mechanisms might work knowing that they would all be dependent upon a future ballot measure and then we continue to have a shared commitment around this conversation and not re visit this once a year um I think that's what we have we owe that to the PCA community in my opinion as well as other schools uh in this District so if you're okay with that as a Next Step uh I feel like it could be appropriate to transition to the transitions program uh if that's okay Kev you have something one last thought again it's difficult because this is the first time we're hearing these proposals so we're acting in real time it's also late I'm sorry I keep saying that but I've been up since 5 um one other thing I
355I would just make it clear I'm not not for the fuana renovation option I think that I think that's a dead end I think it's a half measure as you point out it's an expensive half half measure and it also sends people Upstream that are currently working there they didn't have a chance to advocate for themselves in this room I'm not a fan so I'll just be very specific with that so I think we're talking about that or again trying to be a little creative are there existing spaces within not only within psds foot maybe other places that we could lease until we can get through that that's another another maybe expanding the scope but I'm I'm I'm thinking about creative solution so if there's some thought that we could be given to leasing spaces
356that currently exist I'd like to hear that as part of a solution if it's a dead end and it's going to be a quick dead end that's fine too but I want to kind of canvas all options instead of just this $50 million price tag thing that may happen or nothing at all I I'd like to have another option I'm sorry I think that if if you have what you need J yes okay okay all right thank you all right two down one to go all right hi welcome Aaron vote assistant director integrated Services um supports all of our transition programs and um we're g to we're going to shift language to really thinking about the programs um as a full continuing of transition Pathways um uh and so in that um some of the
357things we want to just help ground really quickly um or not quickly but they serve students uh age 88 through 21 um that have met either their graduation requirements for a diploma or um they're they're moving beyond the high school age and they're going to finish out their um their time here um until they turn 21 um in our programming and supports um enrollment is an IEP team decision based on current assessment data and processes and and basically what they teach are um a number of skills Community Access self uh advocacy Pub they use they train on public transportation they complete volunteer and work opportunities they work on Independent daily living skills um Community safety Recreation Leisure how to participate um and social skills so really getting them prepared to be as independent as possible
358um once they age out of our system at 21 and so with that currently um we've got several programs um here that I've condensed into one slide so First Community connections we've talked about that one um a few several times here this year um currently located in the parking lot of Rocky about 1,400 little over, 1400 Square fet Services about 14 students um who attend class there um that building was built in 1962 has no air conditioning um and uh Cooper home located in a home on West swallow um that home was actually donated to the district it's about 1,400 Square ft approximately 20 students attend classes there built in 1970 no air conditioning the enrollment um for Community Connections in Cooper home is limited by the space of those homes and so um not
359all students who would be eligible um are able to engage in these program opportunities um and therefore they receive their transition supports um in many times continuing in their high school after they are they're they're not with their same age peers I guess would be the bottom line of that um we're continuing to service them we're continuing to address all these skills um and we're adding that programming um on the plates of our high schools to be creative to address all those um all of those needs because we just don't have capacity to serve um we also have our school to work Alliance program that's housed in our current um a current lease at the Drake Center project search also um shares space there and then we have our campus program which is a collaborative
360with um CSU and um and so those are really all of those locations um you know one of the things is that because these are all different sites um one of the challenges currently is Staffing um every site has to be staffed separately and so it's not as effective not as efficient excuse me they're really effective it's not as efficient as they could be um and they are impacted when somebody is absent on staff that means sometimes they can't go into the community because they don't have enough staff to supervise and so there's a lot of challenges with having all of these places in separate locations and so as we look for moving um to what we would look for Success criteria we ideally would want to come put all of these transition Pathways programs
361Under One Roof into one space um and be able to address that this would allow us to provide more access to students 18 to 21 um to get programming um again then they would be with their same age peers at a site in the community um vers in their high schools um and we could potentially grow this programming for up to 120 students even expanding into some social emotional uh effective needs supports um for programming after um 18 to 21 um definitely fifth year programming currently at high schools could be augmented um greatly by being able to access off-site um programming and again having it all on one roof they can share their resources um you know instead of separately doing that they can work together um and then really GRE land is also mental
362health supports and work-based learning opportunities and all of those pieces Under One Roof and what what is difficult but they make happen currently with all these separate locations is they do help these students move you might start at uh Cooper home and move into the campus program and so having all of that Under One Roof allows for this fluid um adjustment to meet student needs as they grow as they achieve goals hey they they can move up to this next level and having that all in one space just um really really Nails it in for them um okay so we have a proposal um to uh put the transitions Pathways programs into the current Partnership Center um we have walked that space um 15,000 square feet um it uh addresses kitchen space needs IT addresses
363a we could be able to put a washer and dryer in there there are classroom spaces we can create um a daily living space where they can work on you know schools like making your bed all of those pieces um also um what is a fun fact is that currently some of our itinerants are special um service providers and speech language they house there they have equipment there so you're you're kind of getting a bonus of some potential wraparound supports of those staff members that work with the student population um in our transitions Pathways um and renovation costs estimated pretty minimal $50,000 would not need a ballot Initiative for that that could be done um that could be something that we could start looking at and um we'd have to work with Jeff on timeline
364for permits um the earliest would be 2526 permitting wise but there's not a lot of like real real heavy renovation that has to be done um so that's a real potential for 2526 in the what we also must address though is currently the programs in uh the Partnership Center are um there's office spaces for staff from pter Global Academy um and they currently use um part of the space for classroom instruction so we would need to look at that we would need to look at what we would need to address for programming and office space related um you know to to to those moves but that's something that we we we definitely can do and and um have engaged with Cheryl um olssen current principal um on some thoughts and ideas for that um and
365even we don't even think all of the PGA staff would need to move out of that building there's a lot of office space in there that um that transition Pathways um staff um wouldn't need to fulfill the whole entire building so um that is one and done here for transitions we did talk about going to Centennial which was an option earlier um and you know really we would be able to to capitalize on probably two classroom spaces um one would take some remodeling um you know to turn into a living space kitchen space washer dryer space um and then the other one could be more of a classroom option it does not allow for um adequate space for they've got lots of Staff lots of pair of professionals um and so that that that's going
366to be a big big heavy burden um to fit into the space and it just won't allow for program growth and development so thinking about growing and meeting the needs of more students won't be accomplished with Centennial and so that's why this is really the most attractive piece and if you really want to shoot for the moon you could add it to the build increase the cost I don't know we can make like I don't know how many programs can we put in one space we could think creatively we could blueprint that um but this one is something that we feel like is um workable and um feasible with finances especially so I'm going to stop talking and let I do um I I'm going to deviate a little bit though because I could go
367ad nauseum and talk for a good two hours but it's already quarter till 11 I think Julie you hit on some of the really big points I want to reiterate excuse me a couple of things um one our transition Pathways folks as all Educators to Absolute magic um they do magic because they have worked with very underutilized resources for a long time and have still accomplished amazing things I think it's a testament to our dedicated not only staff but our students and and families similar to what PCA has done year in and year out um I do want to highlight that our transition Pathways team um about four years ago identified that yeah this is a big problem for us not only with the numbers um because we are bound by the the building size
368because of fire code and it is true that we have students that at Community connections would go beginning 18 by the way words are important I got to say we we refer to them as young adults um they are students absolutely because they are part of PSD they have completed their High School experience that is really important that is a core tenant to what we do because these young adults have either already achieved their graduation requirements for a diploma or their certificate of completion and they are ready to move on to adult life and that's what this team is incredible at doing but with that limited space we have fifth year students that are done with high school that remain at the high school with peers not their age and that's hard that's that's hard
369on many levels um in addition to that we also have I don't like the p word I don't like programs because it canotes OS and that's what our staff have been operating within and these are amazing people that do incredible things and I know that as tried as it sounds together we're better and I've been part of countless plc's impact teams and I know that teachers are incredible at elevating themselves when they're around each other um so that lack of collaboration and the inefficiency with our staffing has really got us thinking being Pie in the Sky four years ago we coined it a transition Academy transition Pathway Academy and we can certainly turn anything into that we just have to have more geographic location more footprint in order to do so we definitely got the
370heart they definitely have the brain I just support them in the best of my ability are there questions and go ahead Jess how many students can we serve in that space compared to how many we can now in the various spaces well we we do think we could serve up to 120 students um and that's about triple oh yeah absolutely triple of what's served right now um and and the interesting piece of that is there's alternate day programming right um are young adults don't go five days a week eight you know it's not a bell schedule that is typical so because there are these times where programs are in and programs are out um not everybody's all in at the same time so it allows for maximization of of utilization of those spaces so what
371else would you add I would add another Nuance is because our students through federal and state law are eligible for a free appropriate public education until the age of 21 when the the semester they turn 21 we have some students that complete half year so our numbers at the beginning of the year year look different than at the end of the year um and it varies how big of a differential that is I would also add too that with campus being at CSU um just completed our pilot program our pilot year and with project search which we've been at um Columbine Health System for 16 years we're actually going to PVH next year which is an incredible opportunity um when those numbers are combined it's much well it's higher than that 14 and 20 that
372you saw earlier our ambitious goal is we want to go over a 100 because we also know we have students um with disabilities that have an IEP that could benefit from a transition pathway um that might have different needs in the social emotional or effective needs realm um this would allow for us to bring in um ssps Specialized Service Providers either in a school social worker school psychologist um and have them working with students that we haven't been able to provide this 18 to 21 experience to the Fidelity that we have for students with other disabilities go ahead Scott I had a quick question on the uh I've been over to that building before um and it's it's a great facility it's actually really nice um the PGA uh doesn't sound like it' be a
373lot but those employes that would need to be moved is there room here in this building uh and possibly that classroom I know there's a classroom there or they have classes over there that's just wired for it seems like it's similar to this room actually like could that possibly happen here or across the parking lot we this building is located in a flood plane so if we were to move it at from an office space standpoint that wouldn't be an issue other than the space our spatial capacity to accom accomodate them we would not we actually evaluated whether this building in office space could be used as a school facility but unfortunately because of it being in a flood plan we wouldn't be able to disconnecting and I don't think this is your intent by
374any means removing the PGA staff from that facility would probably create some challenges that we would need to work through um I know they do a lot of hybrid learning so they are familiar with leveraging Technologies to collaborate um it's something we would need to think through I do think from a contextual standpoint two years ago the Partnership Center Partnership Center was used as the Futures lab right so the space that PGA is occupying is relatively a new thing uh but we would have to delicately work in partnership with them and I think as Julie or Dr chaplain excuse me appropriately suggested we think even with this proposal there still will be remaining office space within the footprint for some PGA staff to potentially still reside so there's still work to be done done um
375but the location uh is prime uh it's an opportunity where there's minimal investment needed and I don't know and I apologize I had to step out just for a brief moment um but there's also Financial Savings in this space as it would allow us to get out of some of our leases potentially offload some of the other facilities where these programs currently facilitate again that would uh where they're currently located excuse me it's late um but those would be one time uh acral of dollar so that wouldn't be a recurring uh savings with the exception of the leases yeah sorry and I think I I appreciate that um I mixed two things into that conversation um the extra staff that uh we had heard might be able to to leave could they come here just
376the staff don't worry about I'm not talking about I threw in the idea of using this room for classes and stuff but the extra PGA staff that might need to be moved out could they come over here you want to weigh I I don't know how that would functionally work I mean the the they access that on their planning periods so it's not as if they're over there all day every day so they're in the building over at PGA and then they're coming in for workspace and so just just driving back and forth from PGA to here to office to get back it just would they'd probably get 10 minutes at work time yeah so I don't really see that as but it's creative but I don't think they're going to love that and I
377just want to clarify for myself to the PGA kids would still be in that okay I just want to make sure for sure except for there is a music class that is over there so we we would have to move that that instructional space but um we've we've got some option and ideas for that and um yeah I think I think there's solutions that are great feasible yeah and just one other question before Kevin then you can go um is there a timeline on this that you were looking at is that well we don't it's not dependent on potentially on a ballot initiative of any kind um and so again renovation costs as we're looking at it now are pretty minimal um we could Target 2526 um for this to happen so um if it's

380our last one of PSD Foundation update so give it about 2 or 3 minutes e e e all right we're back um and so we are going to go ahead into our PSD Foundation up update Brian would you like to take it away yeah so thank you uh and thanks for your patience summer we're so glad that you're here so providing our foundation update this evening is summer Schaefer uh she is our PSD Foundation executive director I want to welcome and again say thank you for staying so late and Tracy I want to say thank you for being here too absolutely thank you for having us here um we love talking about the foundation and the work that we do every day I can honestly say I think this is the latest presentation ever done
381so hopefully I don't get like quirky or something you know this late at night but um as Brian shared I'm the executive director for the pter school district Foundation I started just a little bit over two years ago and um that's where I'm going to start off is we'll start off with oh I'm apparently drawing there we are a brief history um and I'm noticing that there's things missing from this slide but that's just a technical difficulty for 11:00 at night I guess but nonetheless imagine if you will I also have a statistic on that slide but nonetheless um I started a little bit over two years ago the foundation itself however has been around since the year 2000 it was started by a group of really engaged parents and also District employees they saw
382a need for a 501c3 to partner with the district in the work that we do each and every day and uh we are not alone there are foundations for all of the school districts around the state and they're very common around the nation uh since 2000 the foundation has definitely seen some ups and downs and uh we started with our first executive director as a paid position in 2016 and then there was about a three-year lull uh between the previous uh director and myself starting uh back two years ago and since then we have seen some pretty substantial growth uh we have seen our donations increase we have seen our Partnerships with Community Partners increase uh by more than double and we have also seen our engagement increase we when I started I knew the
383very first thing we had was a challenge with awareness and we are still working to address just general awareness what the PSD Foundation is what we're here and ensure we're the 501c3 arm that really partners with all of you to make sure that students have equitable access to educational opportunities uh this past year we funded over 63 programs within the district and that's an estimated 7,300 students we have personally touched through the programs we have funded both districtwide and at each school um our wonderful Foundation board is filled with wonderful engaged volunteers Tracy Catz is our exceptional president um she's here with me today and um this is a board made up truthfully of PSD parents uh psd's past parents they have had graduates for many years community members engaged business partners and uh we
384are super excited to say a fond farewell Arthur cintos who has been our board president our immediate past president and um has been engaged with our board for five years he is at the end of his term and he'll be rolling off at the end of this month and then we are super excited to welcome on board our newest board member Casey or Katie Braden who is with CSU um and she works with donor relations we also have ex officio members um as outlined in our bylaws we have non- voting members and Beth Higgins who's with the PSD grants team and then also to Connor Thank you so much for your engagement involvement and really helping inform the discussions that we have um at our board meetings so um I apologize again that stat just
385does not they don't want to show up on the end of the page but nonetheless um oh perfect okay so you can you don't have to imagine correct me if I say something that I or I've missed something um but the great news is is that our vision and our mission closely align with and that is very intentional with the school districts itself uh we really see ourselves as the Community Builders for and on behalf of the school district I have the privilege each and every day to go out and meet with community members whether that's an individual who is interested in establishing a scholarship perhaps or it's an organization looking to become actively engaged and as a donor um and this is all in an effort to really Inspire the community to become not
386only engaged in education itself but to also ensure that this floor funded district is able to really offer wonderful Innovative programming and access to all of our students our strategic goal is to focus on advancing those Community Partnerships those Community relationships whether that is with a business or individuals and really inspiring philanthropic giving um that can start with a very small one-time gift and grow into something much larger and so we are all about cultivating those relationships with donors cultivating relationships within the community to again support the objectives of the school district which also happened to mirror our funding priorities which I'll get to in just a second so prior to my onboarding um District leadership and the foundation board met together and I could not be more lucky to have started when I did
387because this was a reworking of really what the focus of the PSD Foundation was and what I can honestly say with every interaction that I've had since onboarding 2 years years ago is this is something that gets our donor's eyes perked up and their ears open because when they hear that we mirror the district's priorities with our giving priorities within the work that we do um they can start to realize their impact that they are going to be able to have as a donor we do have one additional priority and funding pillar and that's our compassion fund which is probably our most popular fund among individual donors and I'll talk a little bit more to that in detail in just a moment a very highlevel overview I had originally planned it to our presentation no
388just joking but we won't be doing that no so a very high level overview of our community of donors we are super excited when I started we were looking right around two donors out of every five that were donating more than one time that could mean that they were just donating two times but we look at that statistic because in the nonprofit world that's really something we want to focus on because it's an indicator that we are not just growing U maybe an immediate donation from someone but we are really growing a relationship and engaged donors end up being much larger donors over the lifetime of their relationship with a nonprofit so we've grown from two out of five to 3.27 out of five individual donors um that gave more than one time in one
389act or one calendar year a third of those donors are those so those reoccurring donors once again gave initial gifts or subsequent Gifts of $100 or more and that's another important indicator that we look at 63% of our overall funding and donations comes from organizations this is an important indicator for us because organizations are much less volatile in their giving as we build and cultivate those relationships we can start to not rely on but we can start to plan for um planned giving over year over year and so we like to see that number over 60% and although this isn't about specific donors uh we are super thrilled to have three new scholarships established from three separate donors um all benefiting PSC graduates just from this Academic Year Alone um and that's a program that's
390growing in momentum and excitement um be a Miss to not me mention at least a handful of some of our organizational and business partners throughout the community uh hands down United Way of lammer County Kaiser Permanente fmbo RB plus P Architects and healthier Generations as well as otter cares have played incredible roles not just donating but also engaging with the work that we are doing and the work that the district is doing um it is one of my favorite things about my job that I get to often be the bridge between leadership within the district space and a donor and really figuring out how to designate dollars uh that are kind of come into the district just today I had the privilege of working with David oton reath and Liz Davis on delivering a check
391for over $21,000 uh for the newcomer program at PSD or Ps PHS sorry it is late um and that's one of the most fun parts of my job they were like thanks for all the money um so uh just a little bit of highlights I wanted to give you a taste or a flavor of what it is that we are able to accomplish each year um and we are growing each and every year which is exactly what we wanted to see uh when I started so this past Academic Year um but also including spring of last Academic Year just because of how our funding cycle worked we awarded 37 impact Rants and those range anywhere from about $100 to or to $2,000 is a maximum we had 162 applicants and if you all like numbers
392the fun thing about that is we had exactly 81 applicants both last spring and this fall don't know where that how that happen but it was pretty fun to see um and this is exponentially more than we had seen with past Grant programs such as a spy program spy grant program that we had previous to my onboarding so we know the Educators within the district are starting to engage with this process which is super exciting for us we were able to fund grants at 29 different School sites four District programs were funded through those grants as well and we estimate that we touched around 1,200 students through direct programming uh funding through the impact grant program some of those are as pictured this one of my favorite pictures um that the PSD team took for
393us and uh that's of Harris Strings program this program is incredible it offers students who otherwise would not have access to learning a string instrument or learning a musical instrument at all and gives them the instruments and the instruction time through Suzuki class and we have a wonderful video on our website if you want to check it out that talks a little bit more about the incredible impact that it had some of the other impact Grant funded programs are centennials mental strength program which um their weightlifting coach developed this this incredible Grant founded great in science where he really outlined the mental health outcomes that come with strength training and um that was a fun Grant to award because his students all cheered him on as he was awarded the giant check um and that's
394just to touch on a handful of the grants that we funded through this program uh we also have as I mentioned with the PHS newcomer program work with the district and providing funding for district-wide programming uh We've funded over five programs just this Academic Year some of those include the can9 trauma response program which I mean what presentation can't be successful without a dog in it right you know so we get to have picture the cute dog there um but is also really instrumental in helping students who have experienced significant trauma in working through that trauma and feeling safe in that space uh that touches on six different School sites where they have trained therapy dogs that are able to go and visit the students in this program we also uh funded PSD celebrates this
395year which I believe all of you are familiar with but and just in case you are not helps recognize every employee classification within uh PSD and we've also addressed several literacy needs these are mostly in the form of providing very specific uh libraries that is a brid learning initiative so these are for anywhere from we have provided funding for a library for Irish elementary students who are bilingual and may only have a family member that does not speak two languages at home and so we were able to provide funding for a library that is able to help the family member engage because it's in both English and in Spanish um and we also have provided libraries for different schools around the district um to really help see themselves within the books and the texts that
396are being provided to them uh and that's been a great honor to see the results of those programs and then also two we partner with organizations around Fort Collins this is just a small example of one Title Boxing Club of War Collins um was super excited and is in the process of collaborating with us on a fundraiser to help benefit mental health and the mental health team has been fantastic fantastic and partnering in that endeavor as well and then um well I guess you it's it's like I spoke too soon compassion fund okay well great you're G to have to help me with the numbers here we help 29 families I'm right on that and 43 or over 43 students we know for sure that we've helped at least 43 unique students through the compassion
397fund so what is the compassion fund the board started the fund during covid and they were exceptional being that they're 100% volunteer ran at that point they were exceptional in raising funds from our community to support families in need one of the things that we realized when I came in is that the board wasn't certain at that time how to deploy those funds that they had raised and so that was one of the very first modes of action I met with Lauren hooton and we were able to come up with a mobilization plan uh this is something that we partner exceptionally closely with the mckin VTO team at the district level they have been such an incredible partner to us and they are the ones who typically Source the families that we will serve through
398Aid dollars provided through the compassion fund um we have aided families outside of who mckenny vento team has recommended to us however that is not the norm the norm is for the mckenny vento team to Source a family that is in need and that has exhausted all other options as far as getting resourced or funded um today I had a privilege of meeting with neighbor to neighbor uh and they thaned the PSD foundation for our compassion fund because as you are all likely aware housing agencies across the county are really struggling to be able to keep up with the rate at which our families in the county are losing housing and so we aren't able to do it all but we are super thrilled that we've been able to invest $30,000 in helping to increase
399access to education for those 43 plus PSD students and then last but not least I mentioned it before we established three new scholarship funds this year one is um not active yet it will become active upon the donor's passing um however it is it's an incredible Memorial Scholarship where the donor is a former PSD employee and um she has made an Incredible Gift that will have a lasting impact on students once that scholarship becomes active this year however we were able to award 21 scholarships across the district and we have 11 Foundation held scholarships so what that means is we help manage those scholarship funds as part of our Investment Portfolio and out of that uh we awarded two brand new scholarships one is the Mandy Quimby Memorial Scholarship and the second is actually two
400scholarships and those are the recipients right there of the old am Meer scholarship um we were fortunate enough in all of these scholarship funds to award $91,000 back to PSD students who are looking for future planning now the important thing to note here is is that as we are building new scholarship funds we are working closely with the donors to help toine maybe a little bit different of a picture than what you've seen traditionally in scholarships where at asking them to expand their definition and every donor that we've had that we've worked with thus far since I've been on board has been open to this and what we mean by that is they've expanded their definition of who can meet the requirements to anyone seeking a next step after high school graduation so that may
401include technical school may include certifications Community College or a four-year University um and then also helping them rightsize academic requirements so that these scholarships are much more inclusive of students who are actually needing those scholarship dollars as opposed to some of the traditional 4.0 and you have to be exceptional in every single fast of your life um I don't know how students do that but we are really really strategic in helping plan out those gifts as best we can so that they are impacting the students who need them most and uh with that I will tell you the exciting news we have a brand new website so I would love for you to visit it when you get a moment um share your feedback as you do explore it it is new um that's PSD
402foundation.org we go through all of these programs much more in depth as I mentioned there's a great video uh that the psdv team produced for us and uh we are thrilled to be partners with you um like I mentioned every single day I have the privilege of going out meeting with community members some of which start out a little timid or a little bit Leery and we are the ones to help turn that corner for them uh I also have the opportunity to share the great news that the district is doing each and every day and I would just like to share that I get to hear the voices of these engaged community members who are thrilled and excited by the direction that the district is going in and I get to be their partner
403in helping them build a legacy through philanthropy and their engagement through the foundation so with that is are there any questions does anybody have any questions go ahead Connor yep just more a comment um my involvement with the board and the foundation has been very positive one thing that I think um really hit me is some of the compassion fund grants are for employees of the district um not only is it helping keeping students in there but these are are small gestures um of their appreciation that we are more a family and not a district and these this is you know helping fix somebody's car so that they can get to work um and without that Jeff knows better than anybody else and without transportation to work right um it it all comes to a
404stop so uh foundations is doing a great job on that I'm very proud to be a part of that and that's something that has really helped me gain some perspective uh on what you do thank you thank you Conor yeah I'm really impressed with what you guys have been able to do um two questions uh do you ever collaborate with other departments in PSD I'm thinking about Tanya alcarez doing a lot of Outreach to businesses and things like that that could be some of those organizational partners that you're talking about I think I think there's a big um desire from the business Community to give back and help in education they just don't know how to do it and some can't put together an internship program or an apprenticeship but if they could do some
405of these compassion grants and things like that that might be a great thing so that could be a a great marketing partnership if you worked with her her group and so that's one question is is have you thought about that or is that something you might do and then the other question is what can we do as a board to help further your your goals that's a dangerous question so the first question yes we work with Tanya and her team pretty regularly um just had a phone call with Nick Peterson on our team earlier today um and that is something that we are intentional about building out those robust relationships sh um so far what we have experienced I would say a majority of in my time being here for two years is where we
406will onboard a donor that later wants to on board with services within the CTE realm um however we do definitely have donors that have come from the other way in that Pipeline and so absolutely your spot on that is a really important and vital relationship for us to continue to orchestrate and build around um because that is one of those things that um I will share just like being on the inside but the outside of Education it has been fantastic to see that uh the board is able the PSD Foundation board and myself are able to really help facilitate a different type of relationship with these businesses so we help them to expand their frame of hey I want to do internships and that tends to be a very fixed mindset and really help them
407expand their mindset around how to become truly a partner of the district and where that philanthropic buyin really comes from because we could certainly be asking for a $50 donation or we could really be strategic about building cultivating that relationship into a legacy building type philanthropic effort um so I appreciate that as far as what the board can do to help um I would really just ask that uh one awareness is a chief piece of what we need um so we have often been asked you know well really what do you do where you fit in those are my favorite questions to get because it gives me the opportunity to give a version of the today's presentation um to the oser uh so as you know more about the foundation I would just ask that
408you share that messaging with the community as you're meeting with them uh from your strategic seats also too if you see opportunities or you have wonderings of Hey Summer have you thought about chatting with XYZ company uh please reach out um I would love those introductions those those ideas because you know I'm one person our board is all volunteer so we do our best to try and formulate those strategies um but we would love your strategic partnership in that endeavor um and really just honestly too um supporting our activities and our events as we have them would be really greatly appreciated so thank you for that you know I might follow on that um can you send to the board of um directors email address all of the events that you are doing so that
