001thank you all right thanks for joining us at the Board of Education meeting this evening please mute your cell phone as we begin the meeting today is Tuesday September 27 2022 and this meeting is now called to order at 6 30 pm this evening we'll be covering many very important matters for the district I want to highlight a couple of them now for our audience members and for those who are viewing online in support of our value of transparency and accountability to our stakeholders and the community we'll be hearing a report on how this district has spent the tax dollars the voters generously allocated us to do Capital Improvement projects in our buildings and we will also be hearing about proposed revisions to our board members code of conduct also we will be discussing and

002voting on our unified Improvement plan which documents short-term measurable actions PSD will be taking in support of our strategic priorities I know some have expressed concern that this board does not focus enough on teaching and learning outcomes for our students there is nothing more fundamental to the academic success of our students than their ability to read and understand what they are reading fluently and there is nothing more indicative of our success with our students than that they graduate with options for their future both of these areas are integral to the unified Improvement plan and if you are interested in or concerned about psd's work with our students around teaching and learning I urge you to stay for that portion of the meeting with that we will move on to our item number two on our

003agenda which is approval of the agenda do any board members wish to make any changes to the agenda all right the answer is no so we will then move on to our first action item or first action item section if you will and that is a resolution in support of lbgtqia plus History Month um can I get a motion in support of the resolution go ahead Kristen I move that the board approved the resolution and support of lgbtqia plus History Month do I have a second yes Nate's gives us a second uh we'd like someone to read the resolution did you want to do that Kristen go ahead all right resolution of the Pooter School District Board of Education in support of lgbtq plus History Month October 2022. whereas in 1994 a Missouri high school

004teacher Rodney Wilson gathered other teachers and community members to dedicate October to celebrating and teaching lgbtq plus history leading to the adoption of lgbtq plus History Month to learn about the movements and members of this community and their achievements and contributions to all and whereas October 11th is celebrated as National Coming Out day to honor the anniversary of when 500 000 people participated in the March on Washington for lesbian and gay rights in 1987 and October 20th is recognized as Spirit day to raise awareness for the bullying and harassment that lgbtq plus Community faces and whereas pooter school district is committed to providing a safe and welcoming learning environment where all students employees families and community members are recognized supported included and celebrated regardless of their gender identity gender expression or sexual orientation and whereas

005the Pooter School District Board of Education wholeheartedly Embraces pooter School District's lgbtq plus students employees families and community members for their perspectives experiences and contributions they bring to our schools and workplaces and the board strives to ensure that they are seen accepted valued and celebrated for who they fully are and whereas while the Pooter School District Board of Education and staff have committed to make pooter School District a welcoming and inclusive community for all we recognize that there is more work ahead of us to fully bring our values of equity and inclusion to life to ensure that all students families and staff are genuinely included and reflected throughout our district now therefore be it resolved the Pooter School District board of education does hereby Proclaim October 2022 AS lgbtq Plus History Month in pooter school

006district and encourages students families and staff to participate in discussion about and celebrate the rich inspiring history of our lgbtq plus community and promote the continuation of achievement and contribution from this diverse and noteworthy community thank you Kristen appreciate that uh Brian I believe you have uh some staff who are going to talk with us about this resolution as well is that correct yes that is correct I'm excited to introduce Miss Shayna sidechek uh pst's lgbtq plus coordinator who's also uh joined by Kai Morris one of our proud high school students at Peter High School welcome to both of you hi everyone my name is Shayna sidechak my pronouns are she heard hers and I am the lgbtqia plus coordinator for Peter school district and it is my absolute honor and with the utmost excitement

007to introduce Kai Morris to you all who is a current student at pewter High School Kai uses the pronouns they them there so as you're referring to them those are the pronouns to use to replace their name and so they will share more with you about who they are in their story um but I absolutely thank you for being here and you can come on up and and speak to the group thanks guys [Applause] hi I'm Kai as you all just heard um I'm so excited to be here thank you so much um so as we all know um as Kristen just displayed to us um thank you um lgbtq plus history started in a school and I really believe that we need to continue this tradition we have pride month during June and that's

008amazing and so wonderful for a lot of students but not all students have access to that but I would love to have it in our schools consistently lgbtq history is often neglected in our schools due to stigma from parents or legisl legislature or simply just not having time in the curriculum but I think we need to re recognize the value that it really has for students representation in classes is um pardon me um many students have a lot of many students see themselves in their classes every day and I'm sure that feels super validating many people look at like Prince Arthur and they can see themselves or look at Roman emperors and they feel connected to them but that's not the case for a lot of lgbtq btq Youth I personally rarely see myself in

009the history I'm taught and that feels really invalidating because I a lot of students take what we teach in our schools at face value it doesn't feel like you have to question many of the things that are taught to you in school you don't have to question algebra or geometry or how America was founded you just listen to them so when your core identity is not represented it feels incredibly invalidating I don't want people to feel that way I personally am an inspiring teacher I was inspired by the Waldorf education system that we have a mountain sage in our district shout out to Mountain Sage I love you um I know how important a good teacher is um I started exploring my gender identity when I was in about seventh grade and it took a

010lot of grappling with it to become confident and firm in my identity and I finally got my head wrapped around it and was confident but I still couldn't really see a future in it because I've always wanted to be a teacher it was kind of hard to look around my schools and looking around the classrooms and not seeing anyone who seemed like who I wanted to be in the future all facets of my identity that is but um as time went on we got a non-binary teacher at our school they were teaching art and um and music and they were just really open and honest with all the middle schoolers about their identity and about their pronouns and allowed us to ask questions and it just felt so incredibly validating um because I could finally

011see myself in a person fully like that was who I wanted to be I was like oh my goodness they are so cool I want to be like them when I grow up and they just seem just like me and it was so inspiring um yeah I really saw a hopeful future and eventually at the beginning of eighth grade I came out as non-binary to my whole school and it was so scary I went to Mountain Sage from second grade until I graduated eighth grade and it just felt like if they didn't accept me my whole world would have been shattered but the second I came out to the first teacher I was just overwhelmed by love everyone reached out to me everyone made sure they knew my pronouns and how to respect me and

012just made connections and I would love to see that for every trans non-binary gay whatever they are student in our district I really want them to have that because I know how hard it can be to not be accepted in other facets of my life and it just it I think we've all felt that where we come to someone honestly and vulnerably and then we're struck down it it really hurts I think we can all relate to that and so having that in our schools is not it's not productive for anyone it's really not um like if your teacher just they're not agreeing with a core part of your identity doesn't make it feel like a healthy or happy learning environment um yeah all of them were just amazing they all emailed me and like

013left me letters um which are just a few ways that if you are connecting with a student who has just come out to you is they're just great email them send them a letter write them notes ask them questions just make them feel accepted it's all we need in our classrooms that's the square one if we don't have trust and mutual respect in our classrooms we're not getting anywhere else um lgbtq youth are four times more likely to attempt suicide there is no biological or scientific reason for this and that's scary it all comes down to us needing to support our lgbtq youth the school is where we spend a majority of our time where we're learning most of our life skills that's where we need to be supported I think that's a responsibility of

014the school system I really hope this lgbtq History Month can be impactful and have visible representation and focus on mental health and understanding in our community in this District I trust that we can support all of our kids no matter who they are thank you [Applause] all right thank you very much really appreciate that um do we have any remarks or comments from members of the board go ahead Kristin oh excuse me sorry okay I just was amazing um thank you so much for sharing your story um for being so vulnerable um not only with yourself and and your classmates but with us adults and um It's a Wonderful um it was just it was just a wonderful story to hear and I'm so proud of you for doing that and I've had the pleasure

015of working with you too in the GSA um in my other life with books so I just know what an awesome human being you are and I just I'm so excited for you to become a teacher and I hope that you decide to stay in PSD when you do that so that's just so exciting um and I I just want to also let people know that um I know that there are often questions about non-binary transgender identities and so if you have questions P flag is actually coming having a coming out with Ben green and this is a person who um he is um a designated educator of giving Ted Talks um and talks about his um coming out and that's going to be at October 12th from 6 to 8 p.m at Colorado State

016University it is free and then there's a whole opportunity there for you to go and learn more about this because I understand that there is always there there can sometimes be concerns or fears or just even misunderstandings that are you know certainly a learning experience for everyone that we can have on this and this is yet another way that we can expand our our learning for this so and if you have any questions about that you can always email me and I can send you the details for that but thank you thank you other remarks by members of the board go ahead Jess I mostly just want to reiterate what Kristen already said but thank you so much for coming and speaking to us thank you for striving to be a teacher so that other

017kids can see themselves in you and be the teacher that you know you want to see as well um and thanks for showing up and showing us how to respect each other how to show up for you and be what you need us to be thank you so much anything else yes please go ahead um I don't think we've met before but I just wanted to acknowledge uh you're so much more than a statistic tonight for all of us you modeled your Humanity your courage Your authenticity and it was inspirational some of the things that I heard you say along with the public is you spoke about the power of acceptance you spoke about the power of love Trust validation and affirmation the power of being seen and we are so incredibly honored and just

018to be in your presence today so just thank you for being a part of this incredible resolution on behalf of the entire community excellent so thank you and Jill if you will now call the vote on this resolution DJ Anderson aye Jim brokish aye Nate Donovan hi Kristin Draper aye Rob Pederson aye Carolyn Reed aye Jessica Zamora aye motion passes 7-0 excellent thank you so much thank you all right with that we will move on to our next agenda item which is the superintendent report superintendent Kingsley will now make reward uh sorry remarks to the board of education and to the public thank you members of the public members of the board good evening I'm so happy to be here with all of you tonight uh Kai and Shayna are a very difficult act to

019follow but I certainly will do my best I think it's really important as we talk about the power of being seen and affirmed I want to take a point of privilege to acknowledge that tonight is the second of two nights that celebrate the first set of high holy days for our Jewish Community who have been celebrating their new year so I want to wish Happy New Year to all of those in our community that are celebrating I know I believe before we reconvene on October 4th or next holy day will be Yom Kippur and so those who celebrate and or participate in those particular activities I wish them a good fast and a happy holy days ahead of them uh there is a lot of power not just in the humanity that makes this District

020tick every single day but I also think what takes it to the next level is the focus of our work and our shared goals and I think that's why many of us are here tonight to learn about that as we continue to work thoughtfully in partnership with our community and staff on the development of a strategic plan I do want to take a brief moment to just highlight the power of that focused work and sharing common goals as a community and as a system we're building a plan for our students and this system together and it's going to take all of us to lean in to speak about uncomfortable truths but to also celebrate and realize that we have great things happening in this system every single day I have so many stories to tell

021and I'm going to try to keep them brief but as uh I went to several schools on Monday and I do want to share a few highlights one is oday core knowledge Elementary School principal Lori corso and the assistant principal Ryan joyal and they have with their team in this licensed staff classified staff the bus drivers who are dropping kids off in front of that school every day the parents who have trusted that Community to take their children to new heights they have struck a beautiful balance of what I like to describe as belonging and accelerating learning now if you just went to our state's website and pulled up their statistics on student achievement you will see across all of their subgroups they're exceeding growth and are one of the most competitive schools in all

022of the state of Colorado but what makes that culture go is that they've bought into something bigger than themselves I have a picture here of their fifth grade students participating in Eco week and there's a student here and I'm not going to share for the public but it was the first time she smiled this year having an experience outside in the community with her peers outside of a traditional setting and being immersed in experiential learning brought out that person's character their soul their identity in a way that now that faculty understands how to tap into that children's joy and their brain and their heart last year alone O'Day Elementary School fundraised to over 74 thousand dollars in two weeks yesterday they kicked off their fundraiser event they're trying to renovate their playground I will tell

023you the pictures they're dreaming of Disney World them the principal and the assistant principal launched their fundraising activity and dressed as Park Rangers I watched half of the school Community just in awe and it wasn't just the children it was the teachers and the other staff members who realized they were participating in something bigger than themselves it is possible to cultivate a culture centered on belonging that's inclusive of all children and still perform academically at high levels I will tell you when we look at our district data you see the bumps in the dips around covid that school is an outlier straight up into the upper first quadrant of any grid that you would look at each and every year they did not regress there was no learning loss for the majority of their students

024we have a lot to learn from that school I had an opportunity following that visit to go to Linton Elementary School and met with principal Kristen stolte and her assistant principal Mandy Benedict they went to many classrooms and one thing that makes Linton great is there's a diverse level of Learners academically culturally in that building and I had the opportunity to watch and I want to make sure I get her name right charity Krantz one of their interventionists meet with two young girls who had recently come to our country within the last few weeks and Miss krantz's role was to try to figure out with these children to tap into their Joy to make them feel psychologically safe and identify ways that they can participate in playground activities with their peers where they knew how

025to advocate for themselves and to watch those two children smile and laugh and learn English all at the same time and feel respected and loved was quite incredible I walked into the first grade classroom teacher next door Mrs Bender and she was doing an incredible English language arts lesson and they were transitioning to their snack and she had a new student new to our country that she leveraged technologies that not only know what she if she needed a snack but she could be very specific using this technology in her own language to be able to advocate for what specific snacks she wanted now that seems so rudimentary but making people feel like they belong matters we have a lot of work to do in this District to continue to make sure all children feel that

026but I'm incredibly grateful to be a part of the system where that's happening across the system every day again it doesn't mean that we don't have spaces to improve but it is happening at high rates every single day I'll share I ended my day yesterday at Fort Collins High School I met with their entire counseling team briefly and I met with 20 to 25 of their teachers both licensed and classified staff who wanted to just chat with me after school and what I would share with you is that there's incredible things happening at Fort Collins High School I know it's my job to advocate for schools but that is a school on the Move folks we have preliminary graduation rates their school I'm not really allowed to share but I'm going to share a little

027bit it's a teaser their graduation rates increase almost eight percent last year the highest in at least 13 years there is great work happening in the system and it didn't happen by accident it happened because people were believing in something bigger than themselves in the midst of a chaotic societal environment where we were not finding ways to address civil discourse we weren't finding ways to agree on things in a lot of cases but in spite of all that we have places that are thriving and I'm really proud to be talking to you about that tonight as some of you have been watching tonight and you may have heard through our development of our strategic plan one of our district priorities is ensuring that all students not just graduate but that they graduate with options I

028just shared with you a little factoid about Fort Collins High School but what I can tell you is that all of our high schools have seen improvements in preliminary graduation rates and some of them are the most significant increases in 13 years what I would tell you as a district and I wish I could tell you the specific numbers but they're preliminary I don't want to get out in front of myself but the increases that we've seen in giving chance chances to young adults to have opportunities post graduation or some of the highest graduation rates that this district has seen in over a decade that is not because of a superintendent is because people who have been doing the work for decades in this system who have cared for families who have trusted us for

029people to have challenged us productively and professionally to think better to think differently and for us to be strong in ourselves and our convictions around what our sole purpose is which is to educate children and make people feel seen and I'm grateful that we're a part of that I also believe I like this board is that confidence of our public is rooted in performance strong healthy excellent schools Drive public Trust I've showed with you tonight and talked to you a little bit about perfect examples but I want to thank you again Rob thank you for alluding to what was on our agenda tonight earlier thank you to the voters tonight you're going to hear a presentation about our capital projects that are existing throughout the district that only could be possible as a result of

030voter turnout voter trust and we're excited to talk to you about where we are and where we're headed in that particular space tonight and I just want to close with a friendly reminder is that there's more work to be done this is simply the beginning and those of you that have already engaged in our strategic plan development process and have attended various Community engagement sessions one thank you your feedbook feedbook your your feedback has made not just this process but our plan our draft framework incredibly strong and inclusive we have more Community engagement sessions this week and on the horizon so if you haven't yet had the opportunity to make sure your voice is heard in that process we invite you you are welcome and we want to you know push each other to make

031sure that everybody is represented in that process there's a lot of great work happening in our system I'm happy to be a part of it I'm happy to be a part of this governance team thank you thanks again for your remarks Brian I really appreciate it so now we're going to move on to community comment I have a couple of remarks I want to make first and then we'll hear from the folks who signed up so given we have now codified our procedures and expectations for Community comment in GP 3.13 I want to remind us all of our hopes for this section of the agenda the board desires to hear the viewpoints of all stakeholders including students employees parents and Guardians and community members and the Board needs to conduct our business in an orderly

032timely and respectful manner input that is most helpful to the board of education and to District staff is that which identifies a problem and proposes a solution for us to consider that ultimately improves the educational and social emotional experiences of our students public comment is designed to address issues not personalities or Personnel matters please keep your concerns and comments focused upon the district we ask that you not directly call out an individual whether a student parent or Guardian staff member or Community member problems they're concerned about sorry problems or concerns about an individual employee should be addressed to the supervising administrator and if you are unclear about whom to contact please send an email to info psdschools.org or to me and we will be sure to get you in contact with the right people it

033is important to note that the board does not generally respond to remarks made during Community comment our lack of response should not be construed to mean that we agree or disagree with what is said or with a description or interpretation of events as presented by any speaker although we may disagree on some things I know that we all want the best educational experience for our students and as we participate together in this community comment session we should model for our students how to listen how to interact respectfully even with those with whom we disagree and generally how to show up each day We should strive to be respectful of one another and our individual views and so please don't degrade others for what they share in this space we ask that attendees not interject or

034interrupt Community commenters or any presenters or board discussions if you have questions you may follow up with staff or the board members individually either after the board meeting or via phone or email the board and staff strive to respond to questions in a timely manner with that I will remind everyone that this opportunity for public comment is for members of the community who register to speak by the designated deadline those 12 people will be called on to make remarks in the order that they signed up and will be allowed three minutes each to address the board at the end of your time if you have not finished I will respectfully ask you to conclude your remarks immediately thank you appreciate your listening and our first Speaker this evening is Kirk with with toolski if I

035got that right okay I apologize if I got a wrong welcome no back there with Kristen thanks so much my name is Kirk witolski I'm here tonight to add input to discussion on whether or not the Pooter School District should be involved in building a new pool with the city my short answer of course is yes yes please the longer answer to this question would be this um I have unique perspective since I'm the head coach for the Fort Collins boys and girls swim team I've been the boys coach for nine years the girls for four um and um I moved here I was excited to get this dream job but I was mostly shocked at the amount of pools that we have for our kids I was surprised that the high schools didn't have

036their own pools I was mostly shocked like I said shocked it was definitely adjustment I really appreciate my fellow coaches in the city for walking me through the practice time available and the guidelines to creating a new schedule um I've often had the conversation in my head with the board of directors probably a hundred times over the last 10 years about how we can get more space for our kids I mostly wonder if there's a cute story or something to win you over but that's just not the case so I'm going to present just some facts of what I deal with every day I came to the district we had four pools or excuse me four teams for two pools four practice slots a day one in the morning one in the afternoon both at

037Mulberry and epic when the charter school started it reduced our time at the pool um afternoon slots removed from Mulberry and moved to two morning slots in the morning if that makes sense Club teams and City programming then fill most of the spots at the pool every day every hour of the day when I start my afternoon practice we are right on top of the group before us and then we get out and there's a group right after us so the pool is being used well moving forward to today as of right now we just added a Wellington 10 myth School we're having trouble getting pool time for them my season doesn't start for another two months and I'm literally losing sleep at night trying to figure out how to fit them into our puzzle

038we'll figure it out but you know the new team they might have to start a little bit later maybe 7 45 at night for a high school student I have no idea my point here is not to be all doom and gloom but merely to give you the facts when it comes to the state of swimming in our facilities in the district if we can't get a new pool we might have to venture down the road of one PSD team and what I worry about there is we're going to lose kids girls swimming has one of the best kids are the new kids sorry the best kids are the new kids and that's where I really that's my wheelhouse that's what makes me most excited about coaching in our district um I know if we

039lose Mulberry we're going to be down some more I know there's a demand for another Pool and who desperately need another facility parents will talk about other stuff but I thank you for your time thank you for listening tonight please continue to work on this cool discussion your PSC coaches swimming community is grateful for all the work that you do thank you thank you our next speaker is Jeff after Heidi welcome foreign from Wellington Colorado tonight we're going to hear from the board on the proposed changes to PSD policy 3.5 I learned through a core request that PSD is no record of a disclosed involvements from any board director since the policy was updated since 2013. the board also believes that there have been no violations of this policy as it's currently written and I

040strongly disagree with their assessment I believe board members not only have a legal obligation to disclose conflicts of interest but also a lawful or ethical obligation to do so I want to provide the public with an explicit example of when a board member should have stated a conflict of interest but did not on March 21st 2020 Johanna Jerome stated in an email to participants including board member Draper that former PSD director of language culture and Equity John McKay was a friend so who is Johanna Jeron Jana worked at the Pooter River Public Library District as the community services manager she was also Christian Draper's co-worker Miss Jerome is also the co-founder of the bipoc alliance this organization received significant funding from different sources for example fifty thousand dollars from Larimer County a hundred thousand dollars

041from Kaiser Permanente 230 thousand dollars from the Colorado Health Foundation finally Johanna was investigated and arrested by law enforcement for using her Library procurement card to purchase over a hundred thousand dollars in luxury items these are important details why because during the same time frame pooter's School District claimed they received over 100 applications for the SRO Community advisory committee John McKay her friend helped review the community applications so is it any surprise that Johanna was selected for the SRO committee the public should know that Johanna in her organization the bipak alliance attempted to end the SRO program at pooter's school district and Ms Draper her former co-worker was one of the Board of Education members for this committee I Believe Miss Draper should have recused herself in the situation but she did not my example

042underscores how at least one board member used loopholes in the current policy to put the district's SRO program at Great risk I assure you this is one of many examples and I hope you consider explicit measures in your policy to mitigate scenarios like this in the future thank you for your time thank you our next speaker is Sandy Rinker if I got the name right welcome okay my name is Sandy Rinker I am the parent of two former Fossil Ridge swimmers I continue to volunteer at high school swim meets because I am passionate about the value of high school swimming as a sport I have read in the paper about the possibility of PSD in the city partnering in a new 10-lane competition pool and I would like to speak in support of this option

043lack of Lane space has been an ongoing issue in Fort Collins in the addition of new high schools only makes the issue worse at most schools swimming is one of the few non-cut Sports and a lack of Lane space could cause more if not all teams to have to cut athletes it's a sport where competitive recreational and adaptive athletes can all participate together it's a support that if a sport that if you make the team you actually get to participate you're not sitting on a bench or standing on the sideline watching your teammates play every swimmer gets to swim at every meet that doesn't have qualification times it's truly a sport where athletes can have their own set of goals and can all be successful with very different outcomes some athletes just want to swim

044a best time at their conference meet some athletes want to swim a State win a state championship in their event there are a range of goals that these athletes can have and all of them have the opportunity to be successful as they define success and in my opinion unlike other sports swimmers see a direct correlation between their hard work and their results they can watch their times progress throughout the season and see how hard work and practice translates into faster times and meeting their goals they all learn that by working hard you will improve and then that's an important lesson that translates directly into their academics and into life both of my swimmers were four-year letter winners at fossil one qualified for Conference Final in her events every year but didn't get to swim them

045because she wasn't one of the four fastest swimmers in the event for her team but she was fine with that because her goal was just to be fast enough to qualify one qualified for finals at state every year in every event she raced and anchored two State winning relays both will tell you they were successful at high school swimming because they were each allowed to have their own goals and their own way of defining success both will tell you that High School swimming was an amazing experience and taught them a valuable lesson in having goals and working to achieve them if PSD in the city can collaborate to build the southeast rec center to include a minimum of a 10-lane competition pool we can continue to provide this opportunity to all high school athletes and

046would that would like to participate in swimming we can also make it so that teams no longer have to practice at 5 15 a.m even though even though PSD moved High School start times to nine so students could get more sleep this extra sleep is not a reality for swimmers because they have to practice when Lane time is available and our current lack of Lane space means 5 15 am for some swimmers I ask that you do whatever it takes to work with the city to make this 10-lane competition pool a reality at the southeast rec center for the benefit of all of our student athletes thank you very much for your time thank you our next speaker is Aaron ramler no okay our next speaker then is Brenda bickerton welcome my name is Brenda

047bickerton and I currently have three children enrolled in different PSD schools my oldest is a sophomore at Fossil Ridge High School and he is part of the boys swim team I'm sure you guys have already heard many stories about the overcrowding that we're dealing with with our current swim facilities and how desperate we are for the needed space for our student athletes not only to practice but to compete and to host swim meets especially with the addition of the two new high schools you know swimming is an interesting sport it's a sport that somehow becomes ingrained in you and in your athlete and as a swim parent for many years I have sat for hours in the bleachers at a swim meet to watch my kiddos swim a 30-second race but an interesting thing happens

048when you're sitting in the bleachers you get to know the parents of the other swimmers and you find yourself immersed in this community it happens so quickly that all of a sudden you find yourself staying to the end of the swim meet to cheer for everybody else's kids it's an instant Community a strong and supportive community and something that I know PSD strives to create and to promote and the same is true for our athletes as you may know swimming is a no-cut sport so in any given swim team in this in the city you have boys that have swam all their lives and they're swimming with boys that are just learning how to count an interval or how to swim butterfly for the very first time these athletes Wake Up Before Sunrise to plunge

049into a cold pool before school they go to school all day and they come back to the pool in the afternoon for afternoon practice to go home have dinner do their homework and get up early the next morning to start again and with this commitment these boys form an instant bond which is their community they cheer each other on they congratulate each other on each other's achievements and they stand by each other in and out of the pool they stand as a team and this sense of belonging of community is amazing to boost these boys physical health and their mental well-being to be part of a team no matter what their skill level is so tonight I asked for PSD to please consider a new competitive pool to be a priority please give our students

050our athletes our children a place to forge these friendships a space that we can be proud of when we host other Regional swim teams and a place for all of us parents and athletes alike to grow this community thank you our next speaker is Kane Young welcome my name is Kane I'm the founder of task force Freedom we fight the teaching of critical race Theory social emotional learning and the sexual grooming of our children uh so far our research team has discovered several pornographic books that are in your District our research should be done probably in another week parents if you like information or a list of these books we will be glad to email it to you you can email us at task forcefreedom at AOL.com or within a week these forms or these

051documents will be posted on connecting larimer.com one book I'm going to talk about it's called The Bluest Eye you may have heard of it by now it's traveled the whole country there's two pages in The Bluest Eye 162 163. it's so graphic and disgusting no one wants to read it it's sickening what it describes is in detail a father raping his toddler daughter that book is in your school I suggest you check it out in one of your schools and read it to your kids foreign here's our concern we have no interest in Banning books burning books I've been called all of that no interest whatsoever in fact removing those books it's a violation of the Constitution and also the case law ruling in 1985. you can't remove them we have a simple solution secure

052these books isolate these books away from the children where there is Parental um parental on approval necessary Simple Solution just put them in an area where not every child can go and see and if a parent wants their kid to look at pornography they can give her permission to do that they can give you permission to do that you were elected to be caretakers of these children you have the power to protect these children from the pornography or you can choose to continue to harm these babies the parents are watching you the voters are watching you and parents I will say to you as I've said before take your children out of these government schools your child's well-being is worth the suffering and the sacrifice the SE people are not not misguided they're not mistaken

053they are corrupt thank you our next speaker on the list is Wendy Bergman is Wendy here okay we'll we'll get we'll get to your Wendy Smith yeah we'll get to you hang on okay so it looks like Wendy Bergman isn't here our next speaker then is Penny Sue welcome would you like to begin your remarks go ahead I'm sorry that's out of order do you wish to start your remarks thank you welcome September is a beautiful month I'm a parent of three Peter high school students 1997-99 and 2001. I have grandchildren that are in the school system as we speak I would like to speak to you right now about being the grandmother of three girls sisters their graduates former graduates of Putnam Elementary School the first one to be into the next school was

054CLP and at 11 years old this girl was repeatedly bullied under your Zero Tolerance bullying policy to the point of Suicidal Tendencies and spent 10 days in Mountain Crest the second sister entered CLP and lo and behold a repeat identically of the first sister a second failure on your part to guard these girls from bullying in your no Zero Tolerance policy for bullying comes sister number three after the parents unsuccessfully dealt with all manner of people at CLP they removed their third daughter and put her into Wellington Middle High School from the fire to the to the frying pan to the fire this child is now a victim of your SEL program she has changed her name her pronouns and her gender yeah I think three children from one family is far more than enough

055for you to take responsibility for the unsafe behavior and policies that you display and sit there and tell us that you want a safe environment for our children the really exciting thing about this agenda for us is that we are meeting each other and we are finding each other and we are being empowered one to each other and you started this meeting with congratulating and blessing the Jewish members of this community I will tell you a prayer for them for you Baruch and you have brought down upon yourselves the Thunder of All You can conclude your remarks please and you will be brought to your knees excuse me your time is up now other count on it thank you our next speaker is Wendy Smith welcome after wanting to attend school board meetings for years

056I finally attended my first one a month ago and then the last meeting I became aware horrible horribly sad experiences shared by three parents and what I've learned about their situation is that there's been a huge lack of compassion for them from the school board here and also despicable responsible responses and actions on their part as well I come from a family of educators my grandmother my parents multiple siblings cousins were and our teachers our work at their school local school board one of my cousins whom I love dearly grew up played all the time love her dearly and she is happily married she's a happily gay lesbian sorry I'm messing it up but I love her dearly She's a Lesbian she's married she's happily married she's a principal family of Educators I thought I'd

057be a teacher thought that would be my path but you know what I am a teacher I am a teacher to my son I teach them right and wrong responsibilities that'll make him independent and successful and some of those things as reading I heard that all through conferences what can I do for math and everything what can I do reading is the most important great I do that already we've read Tolkien we've read uh Harry Potter my husband have been reading to my son since he was in the boom I love reading I am grateful for that um so you know after all those books I'm like what else can we read what can he look in his Library well you know what after these last few weeks I've learned discouragingly there are some really

058appropriate books Kane mentioned one of them one is called genderqueer and I can't imagine that young beautiful lady who came here I can't imagine the courage it takes God bless her I can't imagine that but it does not make it okay to have these books with graphic illustrations about hip thrusting inflation which I didn't even know what the heck that was I'm 50 freaking three excuse me by change 29 though I learned that her parents didn't even educate her they didn't she was 11. they were educated botany they had degrees in botany and physics they did they let her go to 11 years old reading reading is so critical but they did that so how does that how is that okay Waldorf School didn't even catch that another book called The Bluest Eye Has horrific

059descriptions of incest two detailed Pages as Kane said it's no place for our schools keep them hidden locked up I come from a family that experienced incest my older sister had to endure my biological father's abuse not the father that was a teacher but this jerk disgusting man who gave me life but that's all he did I'm so grateful my mom believed her and immediately kicked him out of the house guess what he did the same thing to his stepdaughter disgusting it cannot be in our schools you all this cannot be in her schools lock that stuff up so for schools to have these books with explicit instructions that's not okay beyond the science of male female sex education hands off please educate them on the basic stuff reading math science Civics please bring Civics

060please bring the Constitution I don't think we celebrated anyway parents I know you're busy please use your discernment um they're amazing teachers here at PSL I'm grateful for them they've taken care of my son I'm grateful but you know what I think you have well intentions I think you do but please decide how you're doing this because please lock those books up time is not disgusted and scared for our children my child thank you our next speaker is Fred Kirsch welcome good evening thank you for the opportunity to speak tonight um I'm here to deliver more signatures in support of solar best practices at PSD this latest batch of signatures brings us to over 5 000. over 5000 signatures that have been collected over the past year I also want to introduce a webinar that

061I emailed to the Board of Education earlier today I don't know if you've had a chance to see that email or not the webinar is about an hour long it's from schools in Pennsylvania that have just done an amazing job with solar they're saving so much money they're teaching kids about solar School in Philadelphia is even getting kids the certificates they need so when they graduate from high school if they want to they're ready to go into the solar Market it discusses the opportunities and challenges of going solar from an operational perspective as well as financial and educational perspectives so please watch this webinar it's really it really is impressive and inspiring what they're doing and finally I was going to ask for follow-up on a question but Matt gave me an update just before

062the meeting that the RFP for the feed solar feasibility study is moving forward will hopefully be released by the end of the week so we'll keep track on that and we love bringing these updates to the community people really like to hear about this progress so thank you very much thank you our next speaker sorry our next speaker is Aaron green welcome good evening and thank you I appreciate the opportunity to provide public comments uh it's part of our democracy and I appreciate the ability to do it first I just want to recognize that October is blind and visual impairment Awareness Month something important to note I hope as you all walked in the building and walked by the sign out front the every child every day we felt a twinge of guilt knowing your

063contribution to the status quo that students with disabilities are being inequitably treated when I went to register for comments tonight I saw that the Board of Education commitment you might have missed it the PSD board of education is committed to supporting the district's mission of educate every child every day it goes on to say that at to that end board meetings are a space to provide input on psd's core Focus providing every student with opportunities to grow academically socially and emotionally why are you leaving the disabled students behind what other federally protected category of students would you be willing to accept a 41 being left behind with with what if 59 percent of female students or students of color were graduating in PSD would you then explicitly include some direct action associated with correcting that

064in your strategic plan or do you truly just view those students serviced by the integrated services department is broken I'm asking the leadership of this district and the board to take some explicit action in the Strategic plan to address the district's substandard and discriminatory treatment of students with disabilities based on your decision base your decisions on data Mr Kingsley said that in the last meeting the data shows substandard district-wide performances for a federally protected class of students not because the students are the worst in the state not because they're special education professionals are substandard in the worst of the state the buck stops and the responsibility lies with people in this room you are holding these students back from positive outcomes please note the absence of Equitable considerations for disabled students in the unified Improvement

065plan grades for typical students are now being monitored or being proposed to be monitored every three weeks but monitoring of IEP goals do not increase in frequency and are still quarterly why is that why is the status quo working in your opinion is it too hard to monitor IEP goals or are the broken students undeserving of the effort Thursday in this room is our District's first special education advisory committee of the year please show up at 5 30 participate observe instead of allowing that group to choose a topic the district has set the agenda we will not be discussing the discriminatory graduation rates or the absence of a permanent integrated Services director we won't be talking about the new legislation recently passed that put new requirements on the district for tracking exclusion and restraint or

066the lack of adequate transition services and goals that our students in integrated Services face instead we'll be talking about District strategic plan thank you thank you and our final speaker this evening is Danny Lawrence welcome thank you for the opportunity recently I was with a group of parents of children with disabilities and we were discussing this strategic plan draft which we felt uh left out our students after digesting 103 pages of the uniform Improvement plan I am more certain than ever that PSC is systemically choosing to forget students with disabilities the district under identifies students needing IEPs and 504 significantly integrated Services students are 23 percent less likely to graduate than their general education peers we know the graduation rate is 59 which is well below the state average the same report indicates that student

067connectedness for if students Compares with homeless peers in the district and most profound to me was the continued information that PSD doesn't track disciplinary statistics for is students although they are being manhandled and secluded and restrained every single day in case staff isn't telling you new legislation was passed last year House Bill 22 1367 and the district absolutely must be tracking and soon we'll have to report that information to the state as written the only semi-attempt I see in the Strategic plan that might possibly apply to is students is the is under the graduation with options column which let me tell you how offensive graduation with options is when your student is living the reality that he only has a 60 chance of actually graduating in PSD while he faces a 75 unemployment rate as

068a disabled adult goal three states improve improve systemic identification and intervention for students below grade level or who are off track and that is not at all what is happening to kids with disabilities my son has interventions for his educational plan it's called the IEP and the district doesn't implement it Mr Kingsley on August 4th in the community chat you told our group that PSC didn't have a system to support students with disabilities and I cried for three weeks that absolutely gutted me there is a system it's funded with state and federal money and it's supported by national laws what does District alumni and a reasonable parent have to do to get the district to consider to include a plan for their child like everyone else's child gets you won't pick me for your committee

069I've been turned down four times three minute public comments doesn't tap into the wealth of knowledge I have about inclusion and I will leave this meeting and receive a placating email from you tomorrow that all is well when it's clearly not my only choice is to bring in Regulatory Agencies to tell you what you refuse to hear we've requested picture description accommodations for this meeting for our son because we must ask for your permission to be included which defies inclusion itself I hear that we have a digital literacy librarian on our board maybe they could offer their knowledge about why your website is inaccessible I am a proud military brat and I was raised to believe that we are only as strong as our weakest link friends psd's weak link is in dire need of

070specific intentional inclusion in your future especially when your own data shows that you are underserving it please do something soon some really great kids are counting on you to find a pulse and care as much about their future as you care about the general education population and I just wanted to say thank you for large print material this evening and headsets it's a step forward thank you thank you foreign that concludes our community comment this evening our next agenda item is the consent agenda can I get a motion regarding the consent agenda yes Nate I don't wish to remove anything from the consent agenda before we move to yeah actually I was reminded that we have board reports first and I jumped ahead okay so does anybody have anything they want to report or comment

071on here in this evening yes DJ yeah I just want to take a moment to uh give a thanks to the Pooter Foundation Pluto School District foundation and they had set up a classified staff hardship assistance fund um and this was the first year that they had set that up and when it was opened for people to sign up it within 30 minutes there were enough there were over 23 requests and the money was depleted this is an example of the need that is in our district uh for our classified staff but I and so I want to make sure that we give thanks to the Pooter foundation for recognizing this and stepping up uh and hopefully that they're hoping that they can grow that fund to help more classified staff and if you are

072willing to help out please look into the Pooter School District foundation and see how you can help thanks thanks for reminding us about that DJ I appreciate it other board comments or reports okay so now with that does anybody wish to remove anything from the consent agenda it looks like not so can I get a motion with regard to the consent agenda Nate would like to do that thank you yes I move that the board approve and adopt the recommended actions for the items on the consent agenda thanks so much so I have a second DJ has given us a second Jill could you please call a vote on the consent agenda DJ Anderson aye Jim brokish hi Nate Donovan aye Kristen Draper aye Rob Peterson aye Carolyn Reed aye Jessica Zamora hi motion passes

0737-0 thanks so much Joe our next uh section of the agenda is our second uh section of action items if you will and the first one of those is our internal monitoring report on compensation and benefits executive limitation 2.7 can I get a motion on with respect to this action item Kristen I move that the board determined that the superintendent has reasonably interpreted Board of Education policy El 2.7 in his internal monitoring report dated September 27 2022 and that the evidence presented supports the superintendent's conclusion stated in the internal monitoring report I have a second on that looks like Nate's got a second are there any discussions or questions with respect to this report I'm not seeing any in which case Jill could you please call a vote on this action item DJ Anderson hi

074Jim brokish hi Nate Donovan aye Kristen Draper aye Rob Pedersen aye Carolyn Reed hi Jessica Zamora hi motion passes 7-0 thank you very much Jill our next action item is board consideration of a new policy JT which is with respect to youth Suicide Prevention we had this as a first reading at the last uh board meeting and so we had an opportunity to discuss it there I don't know whether there's any additional discussion but first I need a motion Kristen I move that the board approve and adopt policy JT youth suicide prevention thank you so much the second from DJ Now is there additional uh commentary discussion questions with respect to this proposed policy I do not see any in which case Jill would you please call a vote on this DJ Anderson aye Jim

075brokish aye Nate Donovan aye Kristen Draper aye Rob Peterson aye Carolyn Reed aye Jessica Zamora aye motion passes 7-0 thank you again Jill our next uh action item is with respect to our Head Start annual report uh we need a motion to start with and then uh I believe we'll have a presentation to support this activity Nate can you give us a motion I moved the Board of Education approve and adopt the 2021-2022 annual report to be included in the continuation application of our Head Start Grant thank you so much a second from uh from Jim and uh Brian I believe you have a some staff to present information on this to support our yes we sure do thank you here this evening to provide the Head Start annual report is our District's director of

076Early Childhood Miss Becca Benedict thank you so much for joining us welcome thank you it's a pleasure to be here um I love sharing the good work of our early childhood department and our district so I'm excited to share with you a few things I'm here to provide you an enrollment update just to let you know how things are going this year so far I'm here to share Snippets from the annual report that was included that the board has already reviewed and then I'm here to provide a short Universal Pre-K update as we know a big change is on the horizon so I wanted to give you as much information as I have um starting with an enrollment update and the health of our organization right now I would like to start by celebrating Pre-K

077yeah who doesn't love Pre-K come on um so I am I'm very excited to tell you that our Head Start program is 100 full already our CPP program this is a huge celebration we have 12 seats left we have until November 1st to fill those what's kind of exciting about that is we have been slow to fill CPP slots traditionally and it's more full than we've been at this time of year for the last three years so super excited about that I put a not applicable on our special education funding because regardless of how many students we have that qualify for IEPs we will take every single student that qualifies for an IEP whether there is a seat open if there isn't one we will open another classroom so that is our responsibility and that

078is our commitment so there is no full there bring them in we love that I will also share with you that we are approximately 20 students ahead of where we usually are this time of year for students with identified needs so they're coming back to school we're seeing more and more participation we're seeing more families coming to Gap so we noticed there was a gap of families that did not qualify for the federal and state no-cost slots because they made too much money but could not afford to pay tuition so we went after a couple of Grants and ended up with 30 more slots all of those are a hundred percent full as well and when I created the presentation a week ago we had one slot open intuition that's full too so 100 there

079yay I'm super excited about that for our Early Head Start program that is our 0 to 36 month program a hundred percent of our center-based slots are full and as of this morning 82 of our home visiting slots are full so we are still seeking families in that zero to three range for our home visiting program we are exactly the same place that we were last year so we can see an enrollment Trend there we're still actively seeking more students in that so feeling pretty good feeling pretty healthy for the fall the Head Start annual report is a requirement of our grant we will share with you a whole variety of things here are the rules you've read them before so I'm not going to spend a lot of time here but this is what's

080required in our annual report and you have the full report and I've just highlighted a few things here we've got our budget there's a lot of little tiny teeny numbers feel free to dig into those and I'm willing to answer any questions you have but I will say that we cannot work the magic of the Early Childhood budget without the finance team thank you finance team they help us figure out the magic the majority of our Early Head Start slots and Head Start slots preschool program slots are Grant funded so we have to do monitoring and compliance for a lot of these grants the rest come from State funding or tuition here's our enrollment report from last year and if you can see our Head Start that's our pre-k program slots are 100 full all

081year we had the same challenge with our Early Head Start slots last year starting slow we build throughout the year by the end of the year we were full this is the first year that the office of Head Start is resuming monitoring so if we aren't full there is a possibility of us being put on a plan to try to increase our enrollment um in this annual report we highlight the number of Head Start and Early Head Start students because that's who this report is for but we also want to to do a nod that both Head Start and Early Head Start are a portion of the total program about a third of the total program some exciting things in the area of parent involvement for Early Head Start and Head Start The Orange Box

082is a part of the report that you can dig into those are specific parent and child together events that we have had over the course of the year we are climbing out of the impacts of covid so you can see we did have some virtual events last year but we really had feedback from our community that they wanted to be in person we wanted to be a part of our community again so we had 16 in-person events with families we had over 500 families engaging in the community memberships for Discovery and Gardens my very favorite statistic on this slide is how many books were put in the hands of kids and families during our home visiting programs and other events over 4 000 books into the hands of families and then also in the top

083corner is how many home visits and Partnerships that we had over the course of last year so there's lots of work to be celebrated and lots of connection points where we have an opportunity to be a part of something bigger and a part of a an important community this slide is the slide that I will say is the part that I am most concerned about and I think it also illustrates the impact of covid on our program in the area of health so typically prior to covid are numbers for both medical exams and dental exams were in the 90 percent so we are sitting at 60 and 50 in the Head Start and 85 and 70 in Early Head Start so this is where we support families to get on regular Medical Care vaccination um

084Dental visits things like this the impacts of covid were great in terms of the availability of appointments for families but also the availability of Staff in our medical community to share records information with us we we struggled last year to help families get into the appointments but also help the reporting piece of the appointments that were completed um we were part of the Head Start final rule that we still are required to do which requires um all staff members working with Head Start students to be vaccinated or qualify for an exemption and test weekly we are still required because of this Federal Regulation to uphold that but 93 percent of our staff last year were on the vaccinated track the other nine percent qualified for that exemption and had weekly testing we had 701 covid

085cases last year in early childhood and that's both programs Pre-K and Early Head Start and the 62 classroom shifts to a temporary remote learning was really impactful last year as you can imagine preschool on an iPad is not the same as preschool in person and so as we were dealing with cases in classrooms and had County remote closures things like that it did create um some some continuity issues for kids however so far this year we have had not a single closure yet so we're very excited about that the other piece I will tell you has been the work of our health Team this one right here with the covid tracking requirements and the covid monitoring requirements and supporting families with children with symptoms we made over 2 000 calls following up about a covid

086related symptom which is also part of this work which means if we were doing covet calls we had less time to do some of this work so we're very excited with some of the changes in monitoring and tracking and contact tracing that is occurring now this year so that we can return more to our normal establishing that great health track for kids and dental track for kids so this is a hot spot we're watching very carefully we have a plan um student achievement we have Early Head Start up at the top and then Pre-K on the side what we are looking for in the TS gold assessment is the number of students within widely held expectations for a variety of domains so social emotional physical language cognitive literacy math and then also some Spanish literacy

087so we see a great growth our Target in the spring is 85 percent or better and then you can see where the student cohorts started and then also where the student cohorts ended um you can see the difference in the two graphs one is all students regardless of funding source and the other graph is Head Start students so we're required by this report to separate the two but also very good growth and achievement in those areas for Early Head Start what we noticed last year with a little bit lower enrollment and also transitions of enrollment a student had to have six checkpoints or six home visits during a checkpoint to qualify for data covid made that really hard because if a family member if a member of the household if someone in that um that

088child's life was exposed to covid then they had a remote visit that made many of the students in our data set so you can see we have 108 slots but only 43 of them are in this spring data set because we didn't have six data points for them within that period so this is something we're going to watch very carefully but hopefully see that continued to improve as the impacts of covid are Less impactful in the upcoming years this one's my favorite if you've never had a chance to spend any time in an early childhood classroom go do it it will fill your heart with joy I was told last week it was school picture day at tavelli little kid tutu dress buns in the hair told me to piece out when I left she

089was like pizza love it it will fill your heart with joy the crap the classroom quality of our PSD classrooms is incredible so there are three data points on this slide we use the class rating this is required by Head Start the light blue is the national average we saw big dips in the national average with kovid the yellow is where we would have to re-compete for grant money so what you started to see was the the national average dip below recompetition levels so Head Start suspended that monitoring for competition levels so that they can get a better feel for what's actually happening Nationwide but you can see as the PSD scores um exceed national average and Head Start quality threshold in every area and I would say that our teachers through covid have worked

090very very hard to make sure that kids feel connected that families are a part of something bigger than just themselves and that they're supported and loved and cared for so kudos to our unicorns that are our early childhood staff members and I hope you go visit because it's so worth it you will you will feel so happy one of the things that we work really hard towards is making sure that children are prepared for kindergarten we serve approximately 25 percent of the incoming kindergarten class this question is one of the questions that we ask families as they transition at the end of the year so our goal is to prepare every child for kindergarten after participating in early childhood is your child ready in the following areas so you can see from our data that

091many of our families feel that their their children are either very prepared or prepared the areas that I see with the biggest green spikes are math literacy and language and so what I will tell you is as part of our work last year we were looking at our priority measures we have added a priority measure in math we will be watching that very carefully we have added a priority measure in literacy to be more aligned with with our work as a district in literacy and then our language priority measures have remained so we are still keeping a good eye on those indicators and we'll will be paying close attention to those pieces would you like me to pause here for the annual report part or do the update and then looks like DJ has a

092question on that so yeah let's do that that way sure um I was really excited about the the comment you made about the grants for the stabilization and you said 30 more slots uh I just was wondering is that a yearly Grant or was it a three-year Grant so this is a one year only Grant I'm looking for the slot slide sorry there you go it is a one year only grant for both Circle and stabilization we went after all 30 slots out of the circle Grant but we were only funded for 24. so we were like shoot we really want those 30 kids those are the ones on the waitlist that we're not serving and so we went after the second grant for stabilization to try to get those additional six slots in in

093addition to filling slots for kids we also raised extra revenue and all of the circle Grant revenue is being spent on paraprofessionals in the classroom so we have extra adult hands in the classrooms this year which is super exciting and the stabilization Grant comes with a portion of that money is required that we're giving back to families so whether that's through tuition like the extra slots we are also giving grocery bags of food for every parent that participates in policy Council or packed events or things like that so we're looking for ways because we don't charge families significant amounts for Early Childhood that we can give back to our families those two grants the circle ends in June stabilization ends next fall so they're a temporary Band-Aid for a really important piece for Access for

094kids we really want to make sure that that kids can get into seats and classrooms yeah thank you for getting out there and getting those done the other question I had you also mentioned about getting books into the kids hands and I was wondering if if you've been if you guys are partnering all with the United Way and the new Dolly Parton library to be able to try to make sure the the families know about that so every single one of our families got information about the Dolly Parton Imagination Library very piece so that went out to every enrolled family and our social media so we've been a part of that campaign um and it's just important the more that we can get kids excited and engaged in whatever they're interested in is going to

095capture their interest and and get them reading so we love that thank you Jim first it's always a pleasure to hear your updates I especially liked that you're not just achieving great results with kids but also that you work with parents that was something I've probably seen before but it just really struck me this round when I was going through the slide set so great job on that too thank you other comp Jess go ahead it's a similar question before but you collect data on whether parents feel like their kids are ready for kindergarten do we have any data that from like teachers kindergarten teachers that talking about like whether or not the kids how ready they were uh we do have some data most of it is anecdotal and the beautiful thing about Pre-K

096being in elementary schools is if a student has started pre-K in their neighborhood school and then they go to k in their neighborhood school and they have a question you just Trot right down the hallway and you say I know this kid let's talk um and we know this family and here's what we know so a lot of that is the conversation that happens in neighborhood schools so that's one very exciting thing we do have some data with TS gold in kindergarten in that first checkpoint but unfortunately the TS gold kindergarten platform and the TS gold preschool platform are on completely different platforms and they don't talk to each other so um that is is one of the challenges we have with the data that we have we do share for every kiddo that's transitioning

097from um from head from any Pre-K slot to kindergarten we have that connection with the school so we share expect these kids to be registering here's what we know we have a transition meetings for any students with an IEP we also have any student with a behavior plan or extra extra support there is a facilitated conversation with our instructional coach and the team and the incoming team to try to help bridge some of those needs and and share what we already know yeah please thank you for not being an island of a department and we can't do this as an island we need each other but you make I think the rest of their educational experience so meaningful and so wonderful about bridging those gaps for the families and with the kids so thank you

098and it's bridging it with the families they are incredible and they are an amazing resource and we need to tap into them a whole lot more other comments or questions from the board on the annual report all right looks like not so before Becca before you go on I'm actually going to call a vote on the annual report because that's the thing we're actually voting on right and then you can give us your update on the Pre-K so Jill if you would call a vote on the acceptance of the annual report DJ Anderson Jim brokish hi Nate Donovan aye Kristen Draper aye Rob Peterson aye Carolyn Reed aye Jessica Zamora aye motion passes 7-0 excellent thank you so much now back if you'd like to continue and share with us an update on Pre-K I

099know we're going to get one more extensive one later but yes please share what you have now we're all heirs um so the universal Pre-K is is not just an early childhood thing it will be a part of a big movement for Access for four-year-olds across the state but there's a lot of things that we know and there's a lot of things we don't know what we know is that the funding stream was established through proposition ee through a tobacco and vaping tax it was passed by voters in Colorado in 2020 with an anticipated start of fall of 2023. what that means for us is registration and application period for fall of 2023 begins January like two months from now January so we're on a roll we're ready what we also know is this funds

10010 hours a week for preschool so 10 hours a week if you do some math there is not a full-time slot for preschool it is a part-time slot for preschool it will have a single Universal application that whether the school district provider or a daycare provider is the provider the family uses the same application and can match what best meets the needs of the families it will include licensed home daycares center-based daycares Community daycares and school districts so the school district will be a partner but will not be the only entity responsible for Universal Pre-K the community plan for lammer county is facilitated through the Early Childhood Council of Larimer County they are our local community organization and that is due October 31st so as we're looking at planning for the first year they are

101asking providers to take a guess at what their participation level will be by the end of October the challenge with that is there are some things that we don't know that we have to make a decision about before having all of the information so one of the things we don't know is the rate setting per child we don't know if the allocation from the state is going to meet the cover or the cost of care and so we have to make an estimation of how many slots we want to have available without knowing what Revenue we will get for those slots we have to figure out how many slots we will go for as a school district and how it will pair with the other slots we have so you've seen the Head Start annual

102report there is a possibility to pair Universal Pre-K with Head Start and full day yay that's awesome but we've got to figure out how that works with all of our funding sources we don't know the rules around class size yet we don't know the rules about how a family is going to be selected one over another how we know eligibility any four-year-old is eligible but we also know that the community is predicting a shortfall of about a thousand slots which means there are a thousand more four-year-olds expected than current daycare and preschool slots so there is a gap there we have some things to wrestle we have some responsibilities to make sure my heart says we gotta find as many of those thousand kids a seat as possible but we also need to do it

103without bankrupting the system so we have some some estimation to do so as we're thinking about well who makes this decision there's all these things to think about who's going to be responsible for making this decision so on October 25th I will come back to you guys as a board with a proposal for year one with here's the number of slots we want here's why here's where we'd like to put them a full plan tied up with a bow and a question mark because we know that some of the information isn't available yet and is not expected to be available before we have to turn in the number of slots we want so we're going to ask the budget approval of the local plan for year one on October 25th and then we will also

104ask the board to help us review our progress over time and make adjustments to our local plan we know that Community expectation is that Pre-K is awesome and we want Pre-K most of our community wants full day Pre-K Universal Pre-K does not fund full day Pre-K so we're trying to figure that out so that's what where Early Childhood is going to work as a department what model are we going to go after what will Staffing look like the operations decisions about licensures and applications and how to get a kid into a seat those are the things that we're going to be grappling with the Early Childhood Council of Larimer County is our local community organization they're going to be trying to figure out what the process is for awarding those slots and then also they're

105responsible for the recruitment of additional centers or slots over time and then District leadership will support Early Childhood in trying to figure out how much of this project we take on year one year two year three year four how we're going to look at our data and what we're going to be monitoring and where these sites are going to be located so and these are only just a few of the decisions but you get the idea I want you to know that it is really important to me in our program that we're transparent and that we include people in the discussion so our this is just a snapshot of this month of how we're trying to engage different stakeholders in this process so every one of our families has had access to a survey asking

106for their opinion about what direction they hope that will go in addition we've had family meetings both through our policy Council and through the Early Childhood Council of Larimer County to elicit more discussion and face-to-face conversation we've sent the same survey to The District staff member and I will be speaking with principals about what our pilot plan could look like trying to engage what that looks like in different parts of the system I cannot do this work without every single Department helping me out I'm looking in this room we've got facilities helping me out I've got budgets you know Finance helping me out I have integrated services and as we start to Grapple with some of these operational decisions we have to work within the system that we have already and also get the best

107thinking of the staff Out There community members have been invited as a part of our policy Council discussions and our local ecclc discussions our early childhood staff has been involved with surveys and then also work sessions to help us grapple with the data that we have and help us make decisions we also will have an all staff that will help us form more clear picture of that pilot and then District leadership cabinet level leadership everybody has had lots of opinions and ideas and direction that we can take that we're all trying to compile and come up with the very best recommendation for you it's not finalized yet literally every week something new comes out so as we're learning how these slots can be paired that they are working very very hard at the state level

108to form these rules um but we do need until the end of OCT as far as close to that deadline as we can to get as much information as we can so we don't go into this decision blind knowing that the information will change I also believe there will be some legislative cleanup with this work that we will adjust and adapt to along the way and then as we transition away from CPP and into Universal Pre-K there's going to be some things that we learn I hope every single day and so we'll have to keep making adjustments based on the current information that we have so I'm hoping to come to you October 25th with a full recommendation we're doing the feedback sessions right now we will close our survey at the end of the

109month we are working with Finance to analyze what tuition looks like and what kind of scenarios and really map out a full plan for year one implementation we are not locked into whatever we decide for year one being our forever decision our year one decision is for our year one and there are some things and some questions that we're going to need to answer by trying this pilot and so our approach is to say how can we continue to maintain a strong system that we have and also address the need for additional slots within the community after the 25th we will be turning in our proposal to the local community plan and that would be included as larimer's contribution at the end of October there's lots of questions I may or may not have answers

110for you yet but I will try any additional questions or comments from the board on this section of the presentation DJ the I just want to you talked about that they're prop they're most likely is going to be some cleanup with legislative uh and language and uh please let us know if there's something that we can do to help Lobby any of that or bring that up and and share that out and I I'm really excited to get this uh started I think it's going to be great to get these kids an opportunity I am one of those people that wishes it was not 10 hours and I think that's a little silly but we'll start with what we got and so I'm so excited for you and your team to help us guide us

111through that so thank you thanks DJ the other comments or questions Jim and you mentioned that plan the vote is for year one for year one but my experience has been it's always easier to give more than to take away so so keep that in mind as you go through this okay thank you Kristen I just want to jump in and say thank you for your inclusivity of you know thanking everybody here who's doing the work with you but just thank you for your enthusiasm for this I mean you know it just it's so wonderful to see and to know that our kids are being led by somebody who just you can tell loves their job um so thank you for that and I will say too if anybody gets a chance to go into

112preschool it is the most amazing thing ever um so I did have the privilege of leading to some um some preschoolers at tavelli actually oh yeah yeah just just last year and it was it's so much fun it just fills your heart so thank you thanks all right thanks very much Becca I really appreciate it okay appreciate both parts of your presentation this evening thank you and and I agree with what Kristen said all the work that you do and the leadership you provide so our next action item is uh our unified Improvement plan presentation this is another uh um State requirement that we need to approve this but more importantly than that from my point of view is that it documents some critical actions that we're going to take in support of our strategic

113priorities in a measurable way can I get a motion with respect to this action item go ahead Kristen I move that the board approved the 2022-2023 unified Improvement plan or uip as presented thanks so much a second from Nate and Brian I believe we have uh Duane here to talk to us about this yeah here this evening to provide the unified Improvement plan is our chief institutional Effectiveness officer Dr Joanne Schmitz Dwayne thank you for joining us this evening welcome my pleasure and I just want to let you know I'm following suit with Becca's excellent presentation this was a plan that was put together by an awful lot of people in this district and a lot of Community Partners and others and I actually want to invite Michael Warner up he's the co-chair of the

114doc just to say a few words about how the DAC work progressed just like three minutes if you can Michael just to kind of let him know what that looked like thank you good evening as the co-chair of your District accountability committee I want to strongly encourage you to approve the unified Improvement plan and the priority challenges for priority Performance challenges that we've identified for the district to work on for the next couple of years after sorry after extensive work by the PSD staff 16 members of your District accountability committee including principals classroom teachers advocates for various interest groups and Sac members have spent all of August and September reviewing the plan we went through three drafts and some of us learned an awful lot of new language about Educational Concepts as we worked through

115this process um we're trying to ensure that the action steps apply at both the elementary and secondary school level that was one really important thing that we discovered going through the process that resources were reasonably available in the schools and in the district to accomplish this and that the benchmarks were both attainable and didn't conflict with any of the other priorities of the school district which was a major challenge for us um this plan focuses on only two or three action steps for each priority because that's where we're we expect to have the most bang for our buck and the and the best return on the investment of time and resources to help our kids um and they directly address the root causes that we've all been working on for the past year in terms

116of um achieving what we're looking for and there are three to six benchmarks for each action step because that's the number that we can keep in our heads so that everybody in the process can continue to be focused the folks at Colorado State University are academics they have a strategic plan with 900 benchmarks which will keep all of Dwayne's statistical friends busy for the next year um we realized that some schools are already doing the things that we've identified in the benchmarks and that some schools are doing things that are similar or that have similar outcomes but we think it's really important to focus on the opportunity for all students in all schools whether or not you go to stove Prairie are Bamford that you're going to get um a priority experience in strong literacy

117practices at all grade levels that we have positive mental health and sense of belonging at every school and for every kid and that everyone is on the path to graduate with options that's what your community expects and that's what we are working to achieve perfect okay I hope the board appreciates that that may be a little bit different protocol Mr Mr Warner I just want to say thank you not only for leaning in as a co-chair of our DAC but for your leadership and your ability to advocate for our District's Mission and instructional practices and to move forward is quite tremendous and we're all grateful just want to say thank you for being here okay I just set a timer for 30 minutes I wanna I wanna only take 10 of it for for this

118real quick like we'll fly through okay is it gonna shock you if you get if you yeah so we're gonna try and go quick but I hope the board appreciates that it's a little different protocol maybe than we've used in the past but the DAC has been a huge partner we had an additional DAC meeting in between that we have about one a month is scheduled we had an additional one in between because we were so into the work and it was so good the conversation and deep and Rich and it wasn't just a bunch of rubber stamping there were a lot of differing opinions and we hammered things out and it was intense and it was beautiful and we landed on a very strong uip I think as a result of that work and

119in between that work that that plan was getting floated out with District leaders of different levels the principals some Community Partners some groups of Community Partners I mean it really has been around and so here we are right so let's just fly through a few things real quick because I know the board has had a chance to review this plan in detail so mostly what I'm saying tonight I suspect is more for the viewing public so they can get grounded in the rest of the conversation so real quick there was two years of an accountability pause 1920 and 2021 as we come into 21-22 the accountability accountability system is starting to get fired back up in this 2223 school year but based on the 2122 data so there's a lot of activity in the district

120around all things accountability that may have felt paused for a couple years because it was then I want to situate for the viewing public real quickly there's a lot of improvement efforts that our district take seriously and is continuously working on the Strategic plan we've heard about tonight is a larger scale plan for multiple years includes operations this district uip is a shorter term plan one to three years and it focuses much more heavily on just academic type of Endeavors if you will we have school Improvement plans that each of our schools do that kind of follows suit with what we're doing tonight as a district we have the de 1.0 annual monitoring report that reports out on how we're doing on our district ends that is up for some big revisions this year and

121one way it's going to be revised is we'll tie that in very very tightly to this District unified Improvement plan so we're reporting out on the adult actions and kind of how we're doing on implementing the things that we're talking about later tonight and then we have these Keystone metrics which is a subset of super high value outcome targets that are all student based that we monitor through our you know system Insight system all available to the public very transparent on the PSD website and I want to mention that within that system Insight data visualization system we have all the different breakdowns by ethnicity by students with disabilities by free reduced lunch and so on so PSD is extremely transparent with our data which not only includes achievement and and attendance and graduation rates it

122also includes our connections data and all manner of things Dropout data all manner of things are broken down that way so anyone in the viewing public who is unsure of where to find this kind of information D Schmitz at psdschools.org shoot me an email I'll get in touch I'll send you some links you'll see what we have for you which is quite a bit the unified Improvement planning flow map it's a lot of work it takes months to build a plan like this it starts with reviewing the current data and then kind of going through identifying priority Performance challenges we have three of them and then you move on to action steps and such so there's a quick little flow map it's a lot of steps and PSD is you know moved through all those

123steps in a timely fashion when they say review data the state suggests and it's the correct action that we are reviewing Data before these things called District performance Frameworks or school performance Frameworks ever come out we review local data we have acadians Maps we have connections data we have all kinds of data that they don't have at the state nonetheless so we start planning off of that we're spotting Trends but at some point the the state sends us a district performance framework we look at that PSD is accredited so it's a accredited status on that and I just want to kind of set the stage with this because the board's going to see more of this to come with some of our school performance framework so it's just an opportunity real quick achievement and growth

124are the two things that are weighted most heavily in those District performance Frameworks and those school performance Frameworks if you're a high school you also have a post-secondary Workforce Readiness chunk but I just want you to notice that for elementary and middle 60 percent of the scoring comes from growth 40 achievement when you look at the high school 40 from growth so growth is weighted the most heavy this is the point I want to make real quick on these SPS and DPS this particular year because we didn't have state Assessments in 20 in the spring of 2020 we had a kind of a cantilevered not every subject every grade level in 2021 the spring of 2021 and then finally in 2022 we have the normal regime of like all grade levels and assessments we expect

125but what is this done to the calculation of academic growth it's really minimized it so for instance if you're in a middle school or for our Middle School portion of our district performance framework growth is only calculated on the seventh graders that's it from from last year seventh graders so it's it's a thin set of data I just want to point that out to the board so yes we look at the district performance framework as we guide schools to look at the school performance Frameworks but of all I've been here 15 years doing this work and of all the years I've been here this is the year where there's a big caution sign that comes with those district and state school performance Frameworks same thing with the federal system through Essa which is a different

126set of ratings it's a long-winded way of saying our local data has become more important than ever it's great that we have consistent acadians and Maps data and other data to look at because we really needed it this year PSD didn't have to respond in the uip to any of the key performance indicators on the district performance framework that's because we met the expectations in those areas if we had not you would see those being addressed in the uip because we would have to okay but PSD is free to write the uip in the manner we find most useful for our district because of our favorable rating with the state system okay we're going to switch gears now that was all table setting so the real work of the uip starts in my opinion by

127looking for very carefully what are the priority Performance challenges in our district we can make a long list of things that we know we can improve there's a lot of steps we are taking many of which are not in this uip the job of the uip is to start by saying what are three super high leverage areas that we're going to focus a lot of attention on and we're going to hold to it for multiple Years and we're going to get a lot of our staff on board with understanding these particular challenges they should be Trends not one point in time right they're defined by Trends meaning data over time they're all based on student outcomes and they're not action steps okay they're challenges that we have PSD landed on three priority Performance challenges our

128Board of Education knows this really well literacy mental health belonging and graduating with options I'm not showing you any data tonight that supports the choice of those three because I know the board has seen it and I know a lot of our communities seen that data because we're using a lot of that type of information when we're working on the Strategic plan out in all these Community engagement sessions so I'm pla I'm going right past that but again if a viewing Community member wants some information on how and why we selected those I'm happy to share that information okay so we're moving on to something that's new in the uip this year and I'm sure the board picked up on this we're focusing a lot of attention like we never have before on the what

129we call the adult behaviors right so in every one of the action steps we're writing they're written really around things that PSD directly controls and that is our own actions right our adult behaviors those adult behaviors our theory of action is those adult behaviors that we can name and modify and train on and better they impact student outcomes so on the bottom half of that you just see seven particular student outcomes which are a kind of a high priority list I think we'd all agree with and we're asking some simple questions here are we in alignment regarding those through the priority Performance challenges selected so far from our community it's been a resounding yes every conversation I've been in or witnessed there's not any argument around literacy mental health belonging and graduating with options being

130three excellent areas to focus on okay but then we ask ourselves what adult behaviors will lead to improve key student outcomes and how do leaders support and monitor these adult behaviors that's where the uip starts to breathe life into how we're going to change in those three areas for the better okay so let's start with literacy before I jump into this too far I'm just going to flash through this I'm not going to read anything obviously I'm just pointing out our our board has seen our our statement of our priority performance challenge it's available in our uip it's in the board packet which means it's publicly available to anybody viewing this tonight we we write out in in careful detail what we believe the root cause is that we're addressing that if we address that

131it will improve that outcome on literacy and then we jump into specific practices that we intend to put into place or we are already putting in place and we give some detail on by when we'll get certain things done who's going to get that who's responsible to get that work done and by you know by what timeline and what the measures will be on how we'll know if we're moving the big needles we're after we also list in these sections what resources we need to do that which is often time and talent as much as it is treasure okay so for each of these sections so I'm just going to go through kind of the big topics so we have district-wide literacy practices basically I can summarize this Slide by saying text task and thinking

132we've got to push into our whole system from pre-k up to 12th grade around being very focused on our literacy practices making sure we're using complex text that are great appropriate for students right that we have tasks that raise the teaching and learning moment where it requires the use of those tax as evidence in whatever process or product students are engaged in and that the thinking the load of the thinking is actually centered at the student level not at the teacher level or somewhere else that's a oversimplification but I'm just kind of moving through quickly the second big key major Improvement strategy within this particular priority performance challenge is tier one early literacy for Pre-K 3. whereas the first strategy is system-wide and included disciplinary Literacy for high schools and all kinds of stuff I'm

133sure we'll talk about in a few minutes the second strategy is more targeted for pre-k 3 and it's actually really targeted and it's tier one so it's for all students but we call out specifically students who have in the past not been hitting proficiency grade level expectations and so we call out in this you know students who've been historically marginalized students that are supported with IEPs any student group that has traditionally not been quite hitting the same mark this strategy is specifically built to help bolster those outcomes and support those students foreign and I do want to mention before I leave that piece and I want to try to remember this for each section the I mentioned system Insight earlier it's a system of dashboards publicly available under community and then research evaluation on our

134PSD website there is a dashboard in there that's clearly called achievement and growth that achievement and growth dashboard has all the information that the Board of Education or the viewing public would need to track psd's progress over time both historically and currently and moving into the future on things that these strategies and literacy should impact the actual measures are we moving the needle right and I want to point out that those dashboards have all the different filters so that you can see these outcomes by students that are supportive with IEPs kids that are eligible for free lunch you know students of different types of ethnicities and so on all that information is available it's all group information not individual student I'm just pointing out that's a very transparent system for tracking our progress and all

135of these action steps that we're talking about tonight and if when as we Implement these if we're not moving those big needles we miss the mark because at the end of the day that is what we're trying to do is move those big needles on behalf of students okay so mental health belonging we have in there the connection survey that also includes social emotional learning competencies information and we also have something called Equity Insight that includes opportunities for students with post-secondary opportunities while they're still in public school as well as discipline information and so on okay those two connections and and Equity Insight are great dashboards for helping us track our progress in this area of mental health and belonging okay again priority performance challenge is written here it's more than just the global pandemic

136it pre-exists that but that certainly contributed like I said I'm not going to read this I just wanted to make a note to the public this is a well-crafted statement that's available in our uip same thing for the root cause statement it's a well-crafted statement of viewing public can read so they understand what we believe the root cause of that priority Performance challenges that we're going to go after with this are you know major Improvement strategies there's three major Improvement strategies under mental health and belonging the first one is we're putting restorative practices into our schools I recognize there's a lot of people in the viewing public that are maybe new to restorative practices and don't know exactly what I'm saying when I say that we don't have time tonight to unpack that completely okay

137I do want to point out that restorative practices kind of come into two flavors if you will one of them is proactive and one of them is after the fact that maybe something has happened that's a discipline type event in a school the proactive type restorative practices are like circles where kids get to share their thoughts and their feelings around a topic and listen to each other and it's it's done to create connection and relationship in the social setting we call school it's very powerful and when it's done well it's very effective at Creed at minimizing actually a whole lot of things like discipline that's why it's a proactive step there's also a side of restorative practices that is more reactive to something has occurred to behavior and it's all about treating students with dignity

138and respect um and bringing them back into the fold with dignity and respect so they can get back to their learning and so can the class that they're part of right so anyways I won't go too much into that but we have some pieces around restorative practice there are hyper-linked informational pieces throughout this uip that the viewing public can click and learn an awful lot more the second strategy under mental health and belonging is this opportune discipline structural interventions this one may not seem as exciting to some people but it's very very necessary our system PSD has been on a journey and has made tremendous progress in the way that we capture information and data around things like discipline and opportunities and such but we're not there yet it has been incredible the system's been

139incredible but it's a big it's a big ongoing piece that we are going to continue to work on and that's kind of outlined in here a little bit we also are going to refine some communication processes so it's more clear between the schools and the districts how we do what we do and who does it by when and so on so there's some cleaning up of that type of piece we also had rolled out an instant incident reporting platform that's our part of our see something say something system and this this uh major Improvement strategy talks to taking some of the information and data we're gaining from that new system and utilizing it to identify systematic places that we can intervene to better our our student and family experience the third and final component to

140the behavior in mental health major Improvement strategy is Community Partnership and family engagement PSD knows they can't do this alone we know that we need partnership with both our families and our Community Partners so this action step kind of runs through or sorry this major Improvement strategy has four of these action steps the first three you'll notice are the only three really in the in the plan that don't have specific dates attached to them and that's because we're doing this in partnership with organizations we don't control a hundred percent right we have to collaborate and partner with them so we can't make big claims about by this date this will be done what we can claim is that we are engaged in this work we've already engaged in this work and we're continuing to gauge

141this at work in an honest fashion number four in that list does give a date it says by April 2023 PSD will have engaged in ongoing Public Communication efforts regarding the current and ongoing enhancement of opportunities related to benchmarks 133 listed above in an effort to promote engagement and access by the PSD community this whole piece this whole priority Improvement technique that we're putting in place is simply to help families and students access resources that are available throughout our community as well as in PSD all right graduating with options was the third and final priority performance challenge again we've got a we've got that kind of spelled out nicely we have the root cause spelled out explicitly I'm going to move right on to the three different Pro you know key key steps that we're

142going to take so the first one is graduation rate structural interventions so this piece is kind of data informed leadership if you will we have a lot of information in PSD how we use that information in a targeted fashion to support students is a journey we're on and something we're learning and growing in strength all the time I have to compliment Scott Nielsen on this one in this area has done a great job we're seeing results it's great Brown wanted to talk about it earlier too but we have to wait a little bit but we're seeing some good results Scott Nielsen has led some great work our principals are doing hard work and our staff at our high schools are doing hard work and it's showing up but part of that work is outlined in

143this but we have to deepen it and get more systematic about it but we're on the right path that's what I'm excited about you're seeing the emotion around okay you all know about the connection survey we also have a piece in there where we ask kids if they think they'll graduate or not we've always given that information out to schools and asked them to respond and we track it to some extent number two in this is kind of just doubling down on that saying we're going to get a little more systematic about how we follow up on that and make sure every one of those kids has been followed up with he says I'm not sure if I'm going to graduate because sometimes there's barriers we can reduce and sometimes there's not but we have

144to have the conversation to figure that out and then do what we can where we can right so I'll move on from that one so that was the first one 3B systematized grading for Equity practices really you know we call this grading for Equity but I think systemized grading is about making sure that students grades reflect their actual learning that's really what we're talking about just that grading reflects learning you would assume that that's generally always the case but there are certain spaces in places and ways in which that's not necessarily true so what this whole strategy is about is we're piloting some concepts with a couple of our schools and in our staff members where we we're convening we're talking through what we've learned and then we're gonna basically push some of those strategies

145out and pilot them further this is a long three-year strategy we're taking action right now there's some deadlines in here and some dates that are coming up soon and we'll hit those but I also want to be clear at the board and the public at the same time this is something we'll keep studying and tweaking and refining like iteration and getting it better and better and better literally over the next couple years but I'm very excited about where we had it with this one College and Career Readiness the last the last of the three major Improvement strategies under graduating with options this one has a couple pieces to it okay one of them is as of last year was the first year we had to kid students have to be able to demonstrate that they

146are college career ready and there's a there's a menu of ways in which they do that this strategy is saying we are going to be systematic and careful to make sure that every student in PSD has an opportunity or multiple opportunities to demonstrate that college career Readiness because if they don't they don't get the diploma that's part of graduating if you're going to graduate with options so we have a little piece in here about that we also have a little step in here about math acceleration and some people have asked me why math acceleration why is it fit under college career ready or sorry graduating with options well here's the answer to that you know seventh and eighth grade is a big node along the way where students get placed in math courses and and

147the key is proper placement it's not trying to push all kids forward and certainly isn't trying to hold any kids back it's about the right placement for each individual kid they will have optimal growth if we do that okay optimizing their growth in math sets them up for success in all manner of different post-secondary options they want to pursue including the military starting a business whatever that may be we're not talking just going to college so making a wise decision at that point is incredibly important and it does set up several of the other scheduling options they're going to have as they walk through high school so that's why it's in there because we're trying to make sure kids are eating the right academic diet basically right and maximizing their growth we also have in

148there two things related to the icap the individual career and academic plan their lessons they're 30-minute lessons but one of them we notice with the Board of Education last time we were in here talking about the monitoring report that PSD has had a drop in the number of students that are filling out that Federal Form to get financial aid for college and post-secondary experiences so we work that in here because we want to ensure that parents and students understand those opportunities are guided through those opportunities so they can make the choices whatever choices they want to make when they graduate the last one is about the senior exit survey right now basically all our post second or sorry about that all our secondary schools have a senior exit survey but it's not a consistency in

149your exit survey and this is important to mention because some school leaders are probably watching this tonight everything in this uip is trying to strike a balance between system-ness and the PSD promise right for our families and kids but also upholding flexibility and creativity at the school and building level because that's really important in education we're not trying to dictate everything everybody does and the way they do it at the same time we are trying to have a PSD promise on certain things kids and families can expect no matter which school they go to we're working hard as a team to strike the balance on that on those two pieces right well the senior exit survey is kind of an example a small example of that we don't have a consistent one right now there

150are benefits to us having a consistent one there may be benefits to schools having a unique one there's probably flexibility to do both we will figure that out okay all right the last thing I have to mention is not part of the original presentation wasn't in the board packet PowerPoint I sent you but one of the board members uh wisely and correctly suggested we should probably have academic growth as one of the indicators you know these performance indicators at the end of our uip which is absolutely correct and so I went in and I built it and I'm just kind of put it in this PowerPoint just to mention we do have that academic growth indicator in there now along with achievement and disaggregated achievement all of the metrics that we're putting forward in the

151uip in the state plan perfectly aligned with what the board's well familiar with in our monitoring report that's all tied to the district ends right so all these things are going to be very very cohesive the last thing before I say I think that's the last slide and before we open up let me ask you a clarifying questions and you go back a slabs yes just for the the viewing public I just want to make sure as we think about these various targets and the type of data that we're looking at this data is inclusive of all students all subgroups that we are measuring monitoring and resourcing that's right and if you can just verify that what I just said to the public is accurate I greatly appreciate it yeah absolutely so I mentioned earlier

152all through all of our data visualization tools all the information we push out publicly right all the information included in the modern report is broken down by all the various subgroups that you would mention right throughout the monitoring report there's many places it says all students and when we say that we mean all students not just the the majority or something it's all students including subgroups but there's also many places in our uip which specifically names some subgroups right that we're talking about as well this is actually an example where we have a student sub on the but I'm going to read this it says you know growth effect size metric will be monitored overall and for student subgroups based on ethnicity socioeconomic status sorry status English learner status and disability status like we name

153groups specifically throughout the uip throughout the mining report and so on and so forth so absolutely and on the achievement performance indicators there's two of them one of them is for overall it's just the way the state computer system works the way I have to put it in but there's one on just achievement overall but there's another one that's called disaggregated achievement and it's achievement disaggregated by those exact same subgroups right the district performance framework tells us outcomes for those exact same four subgroups PSD is always tracking individual kids all kids collectively and then in between there the different subgroups right I want to point out that a board member had asked me offline do our growth targets like our growth effect size Target and our achievement targets do we have different targets or are

154they calculated differently for different groups of kids and the answer is no they're not that's the exact same Target it's calculated in the same way why it's just like graduation rate our graduation rate is rate target is a hundred percent of kids successfully complete their Pre-K 12 experience right but an interim measure toward that is that at least 85 percent or more of students graduate within four years of starting ninth grade right that is the same 85 Target whether you're talking about a student group of students supported with IEPs or whether you're talking about students that are eligible for free lunch or whether you're talking about the overall student population pooter school district has a long history of saying the target is the Target and it's that Target and we monitor it for different subgroups

155as well as overall and that's because we're not patting ourselves on the back telling ourselves we have a great system until we're hitting those same targets for all kids including by subgroup right so there's there's that but yeah you can see in this slide it is specifically called out right there thanks for that before I give up the mic for the actual discussion it it is I think it is I hate to say but this is important because the the draft of the uip I sent you in the board packet is ever so slightly different from the one in my hand right here and if it's okay with the board I'd like to just quickly read off the couple they're really pretty minor changes but just get it on the record so if and when

156you vote tonight to pass the uip you're voting to pass the one with these slight modifications which you actually contributed to does that sound okay okay so here it's real real small stuff um on page four there is um on number seven on page four and I'm saying this into the mic and we're recording this so that we can kind of capture it later if there's any questions but page four number seven which is on gifted education comprehensive program plan I had said is a four-year plan but I was contacted by a colleague who said it should say Five-Year Plan so that's changed from four to five okay that's a really inconsequential change with regard to what you're voting on tonight another section page 14 under priority performance challenge two I had not correctly written

157LGBT I think I left off the Q and the plus and so now it reads lgbtq plus okay on page 18 in priority or the the strategy 2B instead of saying January 2022 under number two number two under implementation benchmarks I think at one point oh wow okay that's pretty sad um instead of that 2022 it should have said 2023 a board member did me the favor of pointing that one out now this one listened to because this one's maybe a little more substantive but I think it's the right thing to say after discussion with colleagues on page 20 under 3B which is systematized grading for Equity practices under number two the bullet implementation Benchmark number two it read by December 22 2022 a representative committee including PSD technical experts will provide final recommendation specifications

158to cabinet and now I took out the word final because we're still going to provide the recommendations in such a cabinet and everything else is true but it won't be final because we are going to learn from that next stage and like I had to said earlier it'll be an iterative process so I didn't I just wasn't comfortable with the word final because I I don't think it will be final we're going to be iterating we're almost done page 22 page 22 I had had the title had just said achievement and it should have said disaggregated achievement it was just a titling thing that was a small mistake and then the last one is just what we looked at on that last slide which is on page 23 now of this uip is the academic

159growth you know annual performance targets and so on that we just looked at on that slide I inserted it that's it so those are the alterations of what I would call this final copy versus the one I sent you a few days ago okay I I apologize so much for taking up more time Dwayne Dwayne that's fine okay good don't worry about it okay good thank you for that we'll look forward to the same thing again with the monitoring yeah it'll be good if I can do that in 30 minutes that'd be amazing that it will it will certainly it will be amazing we're looking forward to it thank you your work is is great as always we really appreciate it all joking aside except for the what the alarm signal apparently Nate doesn't like

160the alarm signal all right I'll change take that for what it's worth um so are there questions or comments by members of the board with respect to this presentation it looks like Nate has one I think this is good work and it makes good sense and I support it thank you Nate Jess I just want to commend you on I think you've you did a thorough job of listening to everyone and every comment and trying to incorporate as many possible ideas into that as possible um and our meetings are two hours long and Dwayne and his team keep it tight and like so he collects everything and in a timely manner it's very it's we should all take a lesson from thank you so much uh it looks like Carolyn and then Kristen so in

161those disaggregated numbers like for kids with IEPs does that include kids with 504s or just kids with IEP plans generally it's just kids without EPS okay do we have more kids with 504s than we do kids with IEPs that is a good question and I'm embarrassed to say does anyone have I wouldn't think so but yeah okay thank you sorry Kristen you had something also oh I just wanted to say thank you I feel like after many years on the board this is a uip that is digestible it is understandable I feel like the um the parents can understand it the community can understand it I can understand it um so I just want to commend you on that it's it's really great work and I think it's you're you're picking the right things to

162be working on so I just want to commend you on that thank you so much thank you DJ um wow you've made a lot of changes it's fabulous on that aspect um I'm gonna bang my drone that I've banged for many years in the DAC and stuff uh with the Benchmark aspect a little bit and and so my question though to you is because you have mid comment about you know really getting it tight with the monetary report when we look at um of course I don't have one pull-up right now but on one of them you said by February of 2023 we'll ensure all School leadership so where are we going to see that we get a report saying that you have 80 percent of that has been been accomplished even though it's supposed

163to be by 2023 or when thanks for that question so this has been a hot topic of how because it is new like how are we going to do this right and being fair to our system our principles our assistant superintendents because they're doing the heavy lift on this right and yet the board has a need and a right to know are we getting this done or not so the idea is similar to what Tracy and Scott pulled off recently at the end of last year where they asked principals if they could weigh in on a set of steps like have you done this have you done this have you done this is this alive and well in your School dot right and and principles we're totally honest about that information it didn't come back

164100 100 you know it was honest I think a process like that wherever throughout that uip you saw a protocol protocol protocol right part of those protocols is that kind of adult check-in with other administrators in the system asking where are we with this right and and having that kind of back and forth another piece another answer piece to that is the learning walks right so these learning walks you've probably heard of and seen and it's throughout this document that is a real-time observational are we seeing the practices because we do know from experience that when you run a good professional development a lot of the staff can walk out feeling like that was really a good use of my time but then walk into the class and go right back to doing whatever it

165is they're doing how they were doing it just because hey life is busy kids are showing up right the real test of PD is when you swing back into that room a week later or a month later do you see those practices actually showing up in the instructional cycle right so that's what the learning walks buys you is it's like that real-time observation we don't expect to see everything we're asking for every time we're out and about we do expect to see evidence that the things that we're talking about are in fact working into the system right and it does take time I do think that with regard to the monitoring report support process there may be two other time points that I think the the you know superintendent Kingsley and yourselves are talking about

166where we might have more of a Cadence of reporting out on some of these type of high-level items of our system how we're doing right so I think there's a lot of room in there for this type of report out now we'll learn together but I think our team has some pretty solid ideas on how we're going to monitor and track that over time and then how we're going to report that out to the board and we'll have to live that together and we'll iterate and we'll tweak but I think I'm happy we're walking down that path like we're on that journey of how do we report back out and monitor okay yeah can I add to that yeah sure go ahead okay so just like every teacher every single day and every one of

167our classrooms when they're asking students to perform on a specific task there is some healthy pressure with that right and it's the nuance and the Finesse of inserting healthy pressure into an environment that still Fosters psychological safety still Fosters belonging is built around a culture of learning so it's not just go do and we delegate that task so there's a culture of learning and there's a formative follow-up that allows us to learn together and be able to provide detailed next steps around where we're headed I would say collectively where we were last year at the end of the last year collectively with our schools and our assistant superintendents is creating an implementation rubric which asks schools to self-assess in a very safe environment around where we are with the indicators in the particular benchmarks where

168we're moving from an implementation rubric is to a Fidelity rubric right it's not about just about doing are we learning and can we see evidence of quality as we think about these particular indicators we have to walk hand in hand with our school leaders we have to walk hand in hand with our teachers in that process so it's not going from pressure that's healthy to unhealthy and we end up losing the systemness that we're trying to create a lot of the culture and my culture the infrastructures and the systems to cultivate a partnership with schools are being built in the in real time um and so I think your question is fair and appropriate we anticipated that we're in the process of building those particular Fidelity rubrics to help understand that weathered it's easy to

169check a box and say yeah we did something we did this it's moving towards a deeper level of evidence thinking about that creating safety where we can actually observe instruction where it's not evaluative where we're actually learning as As Leaders we're work peer-to-peer being able to create systems and not cultivate a culture that can do that those things are being built through this process and will be codified in the Strategic plan as well so I just think that's an important part of this and I know that we have a lot of staff and other school-based leaders that are listening and this there's there's there's some nuances there's finesse um I'm Unapologetic that we're moving forward as a system around the Performance challenges that we've identified and I think we'd have we have shared buy-in on

170that but now what do we do about it we have to go through that process together other and as I shared with you publicly several times and you know this and you've been advocating strongly this requires a learning strategy it's it's not an edict strategy that will move the needle across the board you may get a short return on that investment but it's not going to be systemic and it won't be sustainable we have to cultivate a culture of learning for adults in our system that's really challenging with the time that we have allowed we're working through that and negotiating that which I think is incredibly healthy and good because I think we all realize that in order to be better we have to do better and that requires us to learn so the questions

171around benchmarks are appropriate we can't shy away from them accountability requires psychological safety is not an absence of accountability right it's not Kumbaya and we sit around hold hands like we have human beings on the other end of this that they get one shot to be a part of this system and come out on the other end and have options uh so we're taking that really seriously but we're doing it in partnership with the people and the benchmarks will be codified through those Fidelity indicators and rubrics and will be shown where do you think they have to be shown in multiple places right so the piece around the monitoring report in its current form focuses as you know on student outcomes to me the driving force of our strategic plan moving forward is focusing on

172the adult practices that we believe that we should be learning deeply about that we should be implementing with Integrity with Fidelity and monitoring and talking about that and measuring that to me where this actually gets traction is US focusing on how do we measure adult practices but do so with safety do so where we're not leading with a hammer but with a white glove and be able to provide coaching and support but understand that the coaching and support is in service of moving us forward right it's not a hope strategy and so the learning walks that the board has been oriented to that we anticipate as a team launching later this fall as a first step in that but again I think that's not an evaluative strategy to report out on a benchmark that's a

173learning strategy for us to calibrate as leaders and teachers and principals and assistant principals around you know we just got all of this data around how we're doing in some of these things what do we need to learn in order to move that needle and can we see where it is and where it's not how do we coach it up and how do we think about differently do we have the right resources so we're looking at all of that to create instructional coherence in the system that needs to be reported out annually at a minimum to the board around where we are it's going to be as you know a part of my evaluation so but that's not why we're trying to do this work it's this system has centered on three Performance challenges that

174we believe that our data suggests we have a root cause that needs to be addressed immediately our budget development process is a realign itself to strategically address those particular areas and I'm really proud of the the collaboration that exists across all of our labor groups to be able to do this in partnership with each other because it's not easy and and they're at the table and we're talking about these things in real time and they have real implications around how we spend our time and how we spend our money so I'm excited about the future but learning's got to be at the center of it and I believe we can measure learning it's got to show up in our classroom at the end of the day if we're just offering learning and it's not showing

175up in our in our practices we're not really doing what we're saying we're wasting time so you know my intention with the team in partnership with our groups is to make sure that we have partnership with this that we're clear on what Fidelity looks like those rubrics have to be tight we there can't be any surprises no gotchas and we have to socialize that thoughtfully so it doesn't feel like a hammer it doesn't feel like an evaluation one thing that stands out to me about your legislative priorities as a board is how much you honor feedback to our employees we have a system that is really busy all of the time it has a dream and a goal to achieve more feedback for everybody but we have to create the space to be able to

176do that thoughtfully and the time and everybody is asking for those same things we may show up a little bit differently in how we're talking about it but in the end I feel really confident that as a system we're all tried in the center and focus on how do we solve the same problems to make sure that we can do this well and it's not flashed in a pan but that's going to take a little bit of time and I'm not asking for Grace to say like two to three years there need to be Fidelity indicators around these benchmarks this year but that's going to take time to develop and we need to co-develop those things so it doesn't feel like a top-down strategy it's got to be a collaborative strategy and that's the purpose

177why we're trying to do this through the lens of our strategic plan and our uip the timing and the Cadence of these things are a little off but I feel really confident that we're doing this work together I everything you said I think is is right on point and I'm happy you're here to lead us through that um [Music] maybe it's just me I'm still confused though on the aspect of we let me can I can I give a whirl at what you're trying to do because I think we're talking at two different levels is actually what's that part of what's Happening Here okay yeah cool yeah so so I I what you've been talking about mostly not entirely but mostly as I understand it is how are you going to tell as superintendent and

178your staff and everything how things are going in the system with respect to Any Given school or any given subset or all of these performance benchmarks and I think that's excellent and I really appreciate that you're given transparency to us and to the public about the methods by which you're planning to do that and you're doing it in conjunction with our labor groups and and with the teachers and principals uh in the schools I think what just as a specific example of what DJ is asking and I'm I would like to understand the same thing is we have a whole bunch of things in this plan which says by February this is going to happen in March are you going to be able to provide to this board and to the public 80 of those

179things have happened and 20 haven't for for you know however you measure that in the system and we want we expect and believe you're going to do that with Fidelity so there's no mistrust or anything there but for us right we don't get to see all those individual interactions and all the work you're doing we need we would like to understand as we have not in the past frankly which is part of what's going on here uh have we met the benchmarks that we're saying we're going to meet and can we get reports on that in a timely fashion that's that's right I think that's what the questions is that is that yeah I think the questions are fair and appropriate I think there's two ways to take a look at this and I think

180we have to use two different lenses one is a technical and one is adaptive right so what I would suggest and how I would Define some of the technical benchmarks are by February principles and assistant principals across our district will learn about text complexity X Y and Z right that's easy for me to report on in February what I'm really after though is not that all of our principles and or subset of teachers attended a professional development attendance is the Baseline what we have to figure out through these Fidelity indicators and creating time and space in schools in a safe environment is to figure out is there a transfer from what we're learning about as adults to practice that's where the rubber meets the road right not around whether somebody attended a professional development in

181this room once a month and so where we have to continue to build our muscle and psychological safety because those systems aren't in place and I want to be honest with the public and with all of you about we do not have a system today that is built around instructional rounds where we have peer-to-peer teachers to teachers observing teachers across the system even within their own School or cultivating and creating that where School leaders do that and I would tell you there's some trepidation around it because we haven't done it yet before and while people are hearing me say psychological safety they're also waiting to see if do I really mean that in practice and I'm aware of that so we can't go so fast where we lose people's trusts in this process and I'm

182all about speed but thoughtful speed like you um and so where we have to go the reporting around the benchmarks is very easy for us around those technical things that are already outlined and you know what those are as well as I do the areas where we have to think about quality in the Fidelity of the implementation around those benchmarks is going to take more time than just reporting out in a checklist like we need to be able to go in and see it together we need to be able to talk about it describe what we're seeing you know and all of those things but it is so easy for us as a system and I want us to be really cautious just with really good intentions and I've made this mistake in other systems

183and I'm holding myself accountable to not doing it here even with good intentions this can feel evaluative and so we have to be really thoughtful that the pressure that we are putting in the system it as a leader we all of us are leaders we have you're putting pressure on me right now I feel that it's healthy I'm good with it I understand it it's part of the job and it's everybody has that aspect of their job in this system right but how we figure out how we can talk about what we're seeing and doing that in a thoughtful way where it's still a learning environment it's that's the Nuance of leadership in my opinion it's threading a needle it's not going to be perfect I've anticipated a year ago when we're having the same

184conversation that it's going to be messy um and I believe that it's going to be messy can be good if we can talk about it um and so I'm grateful for the questions but it's the Adaptive benchmarks that are built around quality indicators that's not going to be a report where I give you the next month and say yep we did it that's going to be us having to go into school thoughtfully together and see it and talk about it and do so where we're celebrating successes as I tried to talk about a little bit in my superintendent remarks today so I just I'm hopeful that gets at the difference in the Nuance there I I completely agree with that that it's going to get to that level my concern with the uip and for

185us is that we've we have listed these things but there has never been the accountability I guess would be the right way to say it of knowing that what we've done so uh Mike and all the people at the DAC you know they work on this but we don't have where the following year that they get to see oh yeah the the district did do that so it might be that I don't necessarily expect the report I'm not asking for a report the next month but I'm saying that we should if we're going to put benchmarks in there that we need to have some place that we're going to see the result of getting you know that that was done or if if we weren't able to understand why you know and they're definitely there's

186going to be benchmarks that we're probably going to miss but there's going to be reasons and so I'm just my concern is that we don't just you know we're not just turning in this report because as Dwayne had said before you know we are meeting our benchmarks our state one so we don't necessarily have to answer their questions this is for us on the uip and trying to drive that so that's where I'm coming from on that just to be clear on that and but that does go to my my second question though then I'll put out there is so like after major Improvement strategy one uh it talks about what success looks like and this is Page oh this is the easy to read one so it's the page 20 but you know it

187talks about that early childhood through grade 12 have access to high quality literacy that's great because it's it's the overall goal of what ours is my question to you would be what is an ex what can we expect as a board to see could we expect our z-scores to make you know a two percent change I you know I I don't really know what it is but how do we know that we're making those small right steps forward you know because as we hear out there we're making it a one to three year plan or A Five-Year Plan we've got to be able to see those little steps to keep bringing people in on board and and driving our change that it's making a difference and so my question is are we making it clear

188enough that we are going to see these little changes that's going to end up being the big changes in there I appreciate the spirit in where you're coming from and I haven't been here long enough to ask for trust but I am asking for some here and I want to tell you that the system in through your leadership in the thoughtfulness and Leadership of the people in the field we just achieved that through graduation rates all right we got really clear around our expectation we got really clear around the supports that are needed to support that and we start to think about what are the processes from an adult perspective that need to be in place and it's a start they're not systemic yet we have Investments to make to ensure that they're sustainable but

189we're seeing a return on that investment and I wasn't trying to project and anticipate whether it was going to be a two percent blip or four I'm interested in not beating the state averages I'm interested in making sure a hundred percent of our kids get what they need period right the the 85 threshold in the monitoring report is irrelevant to me because that's 15 of our children that are not yet captured and I'm not speaking for myself I'm trying to say that as a system people are sending their human beings their children through our doors there is not as bigger greater sign of public trust than that and so what we're after is a hundred percent now we need to be reasonable and thoughtful not from a student perspective around what can we accomplish within

190a reasonable time there is such deep talent in this system you're seeing that every day every time we have a particular meeting you've seen it tonight whether it's through our early childhood presentation the presentation that you've heard here the people that we're honoring through our values to me us coming together around common goals we have three priority challenges not 900. we're focused right we're focused on a narrow set of things that allows us to go deep but where I'm asking for trust and Grace is that we have to build a thoughtful learning strategy for our adults because if I ask them to do things that we haven't yet taught all of them and that is no disrespect to the expertise that is really deep in this system but as we learn we have to be

191thoughtful around how we bring people along with us and that's nuanced and you know that um but it's got to be that dance of healthy pressure and support but if I have more pressure than I have support I'm going to lose everybody in there and we're going to lose each other in that process we're building Community um and I just I'm really really proud of the work that's happening in this system there's a deep respect for professionalism there's a deep commitment to Educators and classified staff wanting to continue to learn to continue to do better the environment is incredibly ripe to move the needle I think we're seeing some of those early indicators that have nothing to do with me has to do with the team buying into something bigger than themselves staying focused and

192measuring and monitoring that and so I know the pain points that I'm hearing you talk about are historic where this may have been a ritual Act of compliance that's not your words but you've we've put things in these documents and maybe they meant something maybe that's kind of what I'm interpreting and I'm hearing you say and it's if you've been sitting here for a while that could be create some frustration and I I respect that I know that you are collectively going to hold me accountable to moving this system forward but it's not about me the team that we have in place and the people that are in schools are committed to our children but we have to invested in them and they don't all have the resources and the time for learning yet to

193be able to do what we're currently asking them to do and that's a priority challenge in itself so and I don't say that as an excuse It's to be honest and real about the challenges that we have but I believe that the people in the system can accomplish the things that we've outlined here any other comments or questions Carolyn so so Brian when I was listening to talk about you know what the system needs to accomplish it made me think a little bit about site-based versus system-based thinking and so um when we're thinking about our strategic plan um how to how do you how do you see us going to more of a district-based like plan instead of site-based planning to get to our goals here I I see that showing up in a lot

194of different places right I think the easy part that we've been thoughtful around and it's not finished work is codifying the what like these Performance challenges are codified here we're still going out to the community through our strategic planning process and saying hey are we clear on that these are the right things to be focused on can we just make sure we calibrate around that and we're learning a lot from that which can expand upon this it can make it actually consolidate some of this in the future so this is an iterative process the next part of that process as a system is to collaborate around the how right like some of these things like for example we've talked publicly so it's not a secret that we are going to need to invest in high

195quality instructional materials so we know that but we're not going to be able to do that until next year like we're going to have to spend time this year going through a process where we're engaging people thoughtfully around the selection around the professional development and that's all of the infrastructures in the system just to launch new materials those things exist we're going to need to make shifts and changes that create systemness and mental health and belonging where we're engaging Partners differently where we're thinking about how we're leveraging our team differently and some of that work has already been highlighted in our system we're thinking about that through graduating with options the whole work around grading practices is a very new uh relatively new conversation in terms of creating system-ness I'm really proud of the collaboration

196that's happened with school leaders already especially at the some of our levels are in different places but I came from a high school just yesterday we were they were already moving forward with some of those early pieces of systematizing grading practices across the system and across the school so it's it's a little bit at a time but I think the moves that we're making in three or four different lanes are quite significant those things are happening in Pockets they're happening in some of our schools already so we're the good thing is we have exemplars in our backyard where we can learn from and lead from but us figuring out how to do that across the entire system and not at a subset of schools is a new theory of action in my opinion and so

197what I've been grateful for is the vulnerability of our employees that when I ask the simple question around why we have inequities in our system a year ago these are the things that came out of those conversations these are the things that they realize played out differently school by school region by region and so now that we're doing something about I think there's promise in that but there's also some trepidation of not knowing what that means for somebody and so really getting clear like what does this mean for employees what does this mean for parents what does this mean for teachers or excuse me students is really the next step of that we have to further Define but that's going to come out of the Strategic plan other comments or questions go ahead DJ um

198I also had one about on page 20 3 of the easy it's the easy read again which wasn't very easy to read by the way um the uh it talks about the observable classroom practices and it's the rubric is that it's not actual link but it's signed up as a link is that something that's done you're still working on right good question so it is done there is an observable class or sorry observable practices rubric it is being modified refined by the literacy team it looks good already I've seen it but we're not going to send the hyperlink out in the final document of this yet I believe because it's not quite there but it's close but it's real it exists foreign that's all right I was gonna say thank you uh Dwayne and all

199of the folks that helped create this uh document I think it is as you said a very big step forward from last year the uh measurable targeted actions are very welcome and we look forward to seeing them completed and understanding how that's going as we go along as we had some discussion about and more importantly obviously we look forward to seeing how that translates into greater success for our students so thank you again so much thank you all as part of that I will then suggest that we take basically a five-minute recess at this point and reconvene at exactly 9 20. go ahead Nate oh yes we do thank you God thank you so much Nate thanks Nate thank you Nate yes Jill can we please have a vote on this before we take the

200aforementioned recess DJ Anderson hi Jim brokish hi Nate Donovan hi Kristen Draper aye Rob Patterson aye Carolyn Reed aye Jessica Zamora aye motion passes 7-0 thank you Jill we will be in recess until 9 20 exactly when we will start again so that we can get done at a reasonable hour at 9 21 and 45 seconds that's pretty good for us actually and our next item on our agenda is an informational report on the aforementioned capital projects and tax dollar expenditures and uh I believe Brian you have an introduction to that sure do so welcome back everybody here this evening to provide our capital projects update is our chief operations officer Matt Bryant and the director of our facilities and Construction Services Mr Earl Smith thank you both for joining us absolutely somebody said if

201I faked an injury maybe this would go faster I did cut it down from an hour to 50 minutes so we're going to be in good shape tonight and they're doing a logic complaint that Dr Schmitz is a hard act to follow so I don't know why I always have to follow Dr Schmitz but I don't know I'm starting to get a complex over that he does such a great job and I'm going to stumble through mine probably so it's great to be here tonight so thank you for for giving us the time to come tonight um Earl Smith our director of facilities and construction is going to join me tonight for uh for this uh update we're excited to bring you this information and talk through some items that I'm sure probably been on

202your mind or we'll put them in your mind and we'll see where that conversation goes but we are excited to be here tonight and do this presentation for you oh I have to do technology here I got that far okay I didn't think I could do it so uh yeah tonight we're going to talk about our capital projects update so in this update we'll be including the new schools uh those are our big parts of of our of our projects that we do but we're also going to talk a little bit about facilities and the general fund projects that that includes and then we'll wrap that up with some 40 million uh Bond project updates and give you a little preview of what is to come in the next year and what we're planning for

203and then we will also talk about some of the challenges that we faced and are facing and we'll work through that first slide we want to talk about so we hear the statement sometimes you hear and I appreciate some of my colleagues reminding me about this is we hear this comment about promises made Promises Kept and that reminds us what we are responsible for with this bond election so superintendent Kingsley um made a note of this earlier about the public trusting us with that bond election how important that is that we have that trust how important it is that we remain good stewards of those taxpayer dollars and that we provide quality products and and facilities and and things like that to our students so that their learning experiences are the best they can be

204so our theory of action is almost like our vision statement so if we're good stewards of taxpayer dollars and honor our commitments to our schools and our community then we will maintain public trust and can continue to create safe and effective learning environments that's the goal of facilities and construction that is our support to the system to help our teachers and other staff do the jobs of educating our kids just an overview of the bond the bond 2016 Bond was passed for 375 million we did receive a bond premium of a little over 47 million and the interest coming in on that money has been a little over 16 million about 16 and a half total funding available was 440 million dollars the majority of that around 300 million was for the two middle school

205high schools our big projects then of course we had Bamford the transportation and then the 40 million dollar list and we've since added some other projects that we'll talk about here with the Brack money how did we how we got the bond premium I don't know that I can explain that but I would invite Dave Montoya to uh to help with that sure so uh when we issue bonds it depends on the market conditions there's at times where the market conditions are such that investors are demanding more interest rate when they when we sell the bonds and so they often will sell at a premium meaning that we get additional cash in that sale sometimes there's a discount Market we haven't had one of those where that where you'd actually take less than that but

206the the market at least for our last couple issues have been such that we got a premium with them foreign question thank you Dave for building that one so the next slide we talked about I mentioned the Brack just a minute ago and that was the bond Reserve allocation committee that committee was formed um back in September of 2021 it was made up of school-based and central office personnel as ready as as well as our employee group presidents because we wanted all stakeholders in the room to discuss the reserve money that was left in the bond which we did end up with a good amount of Reserve that's going to allow us to do some more projects and and add additional um additional work to the system and make a difference at a lot of

207different other sites so we met monthly from September 21 to February 22. during that time we had a board presentation we had some other presentations to other committees community members we allowed we asked for comment and feedback from that and then from that we received some priority prioritized items to spend that reserve on and you can see that we've broken them down into three buckets down there cabinet priorities if you'll remember the Timnath Ada renovation that is to provide better Ada access to that school there is no elevator in that school this will install an elevator in that school and improve access for students and staff the Rocky Mountain High School HVAC project which began as a as a 40 million dollar project but grew as we got into it and the needs were larger

208than what was initial really thought so we asked for some money to complete that project that project was almost completed this summer if you recall back in November we asked the board to approve the purchase of some rooftop units for that project we were trying to get ahead of the curve there we almost made it I believe our last unit came in two weeks ago no it still hasn't come in still hasn't come in so we're still trying to finish that project with the rooftop unit but so we can say it's about 98 complete so that is what you hear when you hear supply chain issues we fell victim to that even though we we ordered them in plenty of time what we thought anyway the ice stone Wellington Middle School conversion that is the

209campus there where we will create a Early Childhood Center at the istone elementary and then convert the Wellington Middle High School the old Wellington Middle High School to a three through five grade level School those projects are underway the design for the EC Center is complete and the work design work will begin soon for the Wellington Middle School the biggest part of that conversion of that school will be a playground and some modular moves to make room for that playground on the east side interior wise we're looking at some paint and some carpet so it's not going to be too extensive which is which is good and then our done center-based autism program we're going to be modifying Dunn Elementary to fit a new program in there that started this year we were able to

210make some modifications to the school but there's more required for that and that work will take place next summer as well the board priorities that were set some of those were the purchase of water rights we did purchase 47 shares of Colorado Big Thompson those shares will help us in the future for future building sites as we look for new elementaries or high schools or middle schools whatever that's going to look like here in the future that water will help us get those projects done as well the fuel tank replacement well we lost our we are losing our fueling capabilities that we share with uh transport and on Portner for our South bus terminal they no longer have diesel vehicles so they're closing the fuel tank that we've had a partnership in with for years

211which is fine we were able to design a fuel tank Fuel Depot into that site and everything is done except for the fuel tanks again supply chain issues we are about a month behind about two months behind waiting on those tanks and I was told recently those tanks should be in towards the end of October the sites are ready we place the tanks we hook up the plumbing we're ready to go there the North Terminal is the same way this week the pumps went in in preparation for the tanks showing up later in October and there'll be two tanks at that location so we're looking forward to completing that and getting back to on-site fueling which will save the district some money in time modular moves we did move two modulars from the Wellington Middle

212School site right to Rice Elementary for their growth needs there we're also going to move one modular to pooter Academy over here so that we can address some growth needs there the two moves to Rice are done they're complete we're in the process of Permitting right now for the modular PCA and we'll we'll do that as soon as we can get through that permitting and Spar process with the city and then there'll be one more modular move that we'll have to make to make room for the playground and parent area for the new three through five grade level school but there are some needs coming up where we hope to be able to place that modular if we're going to move it let's move it somewhere it can be used so we're planning on finding

213that out soon the Brack priorities the bond Reserve allocation committee that committee ended with the prioritization of using the reserve for emergent issues I can tell you we had a couple emergent issues come up this year with the Fort Collins High School cooling tower that system has crashed it's not repairable so it's going to have to be replaced so that'll be a project next year that system probably will run anywhere from 500 to 750 000 to do that and then Zach Elementary that system too has decided to in this life term so we're going to have to do some modifications there which will run probably about 200 250 000 to modify that system and get it back up to operational standards and then of course any EC classroom expansions that may come from Becca's presentation

214you heard tonight we don't know our needs yet so we are intending on trying to hold some money back so we can address those needs if they come up and then our facilities maintenance list which is that long list that you all got to play in for a little bit and see the extensiveness of that and that list will continue to grow every year even with the new schools it grew so as soon as we opened those two middle school high schools that list got bigger because now we have items that are going to have life cycles there as well so Bond allocation by category this just shows in kind of a bigger number and bigger picture about where our funds are spent you can see that new construction is is the biggest category there

215with a little over 300 million going to the middle school high schools and then about um 30 million going to um Bamford and then 11 million dollars going to the transportation you can see that that that's a big chunk of the of the bond the facilities improvements that's the 40 million dollar list that touches every school in the district so every school is getting something done some are big some are small we've got a lot of roofing projects coming up over the next couple of Summers which are important to do and then the reserves you can see there's the what the BRAC was working with the bond Administration is the the team that the construction team the project managers and coordinators they're the ones that are guiding this work and doing doing the heavy lift

216to make sure these projects are done on time and in budget and some other Bond Administration needs there so that's that money there and then the mill Levy equipment was a was funds that were given for transportation and Facilities to address needs of equipment and vehicles as the new sites opened there were just needs for that to grow so that we can address those schools as we add square footage as we add sites we we need to be able to address their needs and get to them so that was equipment for that and then our bond fees the 2.4 million there and then programs initially programs was about eight million dollars it was set aside for the Futures lab expansion as Futures lab moved into the new Timnath Middle High School site that was no

217longer needed so most of that went into the reserves and we left two million dollars in there to address the needs future needs for that program with that I'm going to turn it over to Earl and he's going to introduce kind of the presentation that we have next to discuss in a little bit more detail our projects thank you Matt I'm going to start out with a little clip in case anyone hasn't seen this this is a clip that was developed by uh PSD Channel 10 Matt and Phil it's a it's real fun originally I had some boring pictures in there but then we discovered this video and I think this is a much better approach over that Mouse is jumpy [Music] I thought it was sorry no you're good thank you while we're doing

218this we can do a plug for PSD social media platforms right now I'm going to be navigating to psd's Facebook page where all of our content is accessible to our community and where we love to celebrate these types of stories foreign actually we're gonna back up so you don't have to see my long long password and I'm going to show you our district website where the content is also accessible across all platforms yeah oh yeah that too [Laughter] this just shows you how many places you can access psd's story so if you're going to YouTube you can do a quick search for Pruder school district and from there we'll bring up all of our channels and you can see all of the wonderful content that Matt and Phil produce in our district separated by content

219area including the live streams of these board meetings but for now we'll go ahead and go to the Timnath Wellington Middle High School video foreign [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] thank you [Applause] [Music] [Applause] [Music] foreign [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] just some tunes for your viewing pleasure [Music] need to make sure we have a nice segue as we're going from the video and I'll turn it back to Earl and Mac thanks Madeline that was not planned I promise I'm going to give you a summary of the two large projects the Wellington Middle High School was funded at a level of 140.3 million dollars to date we've spent Orrin cumbered 138.7 million dollars there's about a hundred thousand

220dollars left in the construction budget and 1.5 million left in the furniture fixtures and equipment budget uh we're 99.7 complete as of September 1st and the way we measure percent complete is based on the Construction contract the amount billed versus the total value of the contract so don't try to do the math up above because that's not probably not going to be 99.7 so it's based on the contract we were successful in meeting our deadline and occupied the building on October 12th of 2022. August sorry I at least it doesn't say 20 20 yeah uh 10 minutes similar presentation the total allocated for the project was 155.6 million dollars uh total spent or encumbered so far as 151.6 million dollars uh there was 2.9 Million Dollars remaining in the construction budget and 1.1 million dollars

221in FF e we're 99.8 percent complete as of September 1st and there again we occupied on August 12 2022 and just a reminder that budget is larger because it did include the District Stadium as well any questions with those numbers this is a summary of the major categories within the 40 mil list and I think you've seen this before there were over 250 individual projects initially within every school in the district and those included furniture and fixtures equipment flooring Life Safety and Security Roofing projects Heating and ventilation site work interior exterior improvements so those are just major categories of in within that project list we've added a number of projects to that list as Matt mentioned earlier mostly through Reserve funds and through the direction of BRAC and so forth approximately 70 percent of the

222original list of projects is completed we have at least two to three more Summers of work in the 40 mil list and BRAC projects and honestly I would say it's probably closer to three if not four years particularly if we continue to face supply chain issues and so forth uh projects that we made progress on during the 21-22 school year HVAC projects at Rocky Mountain High School Lincoln Middle School and Blevins Middle School we awarded the design build project to for the Timnath Elementary School Ada project so that's a design build where we team a design architect with the contractor at the beginning of the project they work together to develop Solutions and if you've been to timoth elementary school and familiar with that building there are some significant challenges there that we have to

223face a number of building automation control projects building automation control system is a system that we use to Monitor and control Lighting systems and HVAC equipment so we can look at a school and we can tell what the room temperature is what the airflow is we can control the Lighting systems and so forth so it's a very robust system we continue to upgrade those systems because many of them are Obsolete and and not supported anymore we've done a number of flooring projects including projects at O'Day and Peter High School fire alarm upgrade projects at pooter Rocky and Fort Collins High School interior improvements in including office remodel projects we did one at Rocky and one at Preston this summer emergency power generators were upgraded and then miscellaneous landscaping and asphalt repair projects this is a

224summary list of projects we have for the coming year the eye stone Wellington Middle School campus conversion project were in the just beginning the design solicitation process there uh Dunn Elementary HVAC and fire alarm project uh Timnath Ada improvements so that design build project will transition into a construction project towards the end of the school year Roofing projects additional flooring and early childhood restroom projects at Irish so Irish will be offline this summer because we'll be doing abatement flooring projects Early Childhood Pro restrooms in that building exterior and interior improvements to fuana Boltz Middle School building automation control so and these are all subject to change for various factors supply chain issues being won and just uh time constraints and capacity of our system you know whether that be procurement or Construction Services or facilities

225we just need to make sure we have the capacity to run these projects through we don't want to over commit and then say that we can't complete those projects um I wanted to mention one thing uh concerning the the major projects the two middle school high schools as we go through that close out process we're going to do a contract audit to make sure that all of the charges and expenditures are appropriate so we have retained the services of an outside auditor and we will work with that auditor and the contractor to ensure that everything was done appropriately so all charges were appropriate and fees charts were accurate so that's one of the things that we'll do as we close out that project any questions go ahead are you going to do the audit with

226respect to the Bamford project as well or has that already been done that one's been closed out so we're we've selected the two large projects to do this and we we have talked about um adopting this process in the future on on larger projects to just make sure that everything is appropriate other questions or comments from the board you're getting tired I think we have I think we have a thumbs up comment from Kristen that's sort of shorthand DJ um I just have the one question when you talked about that it's most more likely that it's going to be like four years to kind of get through that list um is is there anything feasible that could make it it it happened quicker I guess would be the way or is it are we just

227because of the tightness of working during the summer and and the supply issues well I think most people would say well staff up add more project managers and you can get more work done and that that makes sense but um the other thing that we're acutely aware of is capacity in the Contracting industry and the design industry in Northern Colorado so we can say that we want to do say 10 HVAC projects in one summer that doesn't mean we're going to be able to retain the contractors to do that so there there isn't system-wide capacity to accomplish that goal and I I don't have a crystal ball I don't have any idea what the supply chain um is going to improve or get worse in the future so uh I I think we just have

228to be patient for now at least and keep plugging away we've been relatively successful in spite of all of these obstacles and challenges that we've faced we completed those two middle high schools I think on time within budget in spite of all of the the covet and supply chain issues and everything so um but we're going to keep plugging away and we'll be diligent about pursuing these projects but um I I think it would be a challenge to accelerate that schedule just given so many factors that we have to consider thank you and thank you and your team for getting those schools done and all the products you have done because excuse me with the covet aspect and the supply chain stuff I I can't imagine trying to get some of that stuff done so

229thank you so much for your work I I appreciate that and we're extremely proud of everyone that's been involved with all of these projects a lot of excellent teamwork so other comments or questions I'll just Echo the thanks that others have have shared with you the diligence and hard work that you get you and your teams have delivered has been really excellent and we appreciate the the care and the completeness with which you're looking after the finances that the that the voters have uh generously shared with us for the benefit of the students of the district so thank you so much we really appreciate it thank you dude all right we are now down to our last item for the evening did you wanna yeah Brian has a an announcement yes so it's it's late

230at night and I know the next item doesn't involve the majority of the cabinet team so for those of you that would like a swift exit strategy this is it [Laughter] safe travels I'll see you tomorrow Scott Scott was out of his seat before Brian finished this mountains of course you're welcome to stay I just want to give you the option all right we're going to give about 10 seconds for people to DeCamp here not not you jail sorry you can't go all right so um tonight we'll be having our first reading of revisions to board policy 3.5 the board members code of conduct we are proposing these revisions in order to clarify and strengthen the policy in fact to support our value of transparency to the community what is being proposed goes beyond what

231is mandated in statute by requiring each of us to share our business affiliations and our leadership roles in non-profit organizations and to do so annually as stated in statute it is not a conflict of interest to be affiliated with other organizations with which the district may be involved in many ways such community and business affiliations are in fact good for the district by allowing us to make connections and see things that will ultimately benefit the district and our students however as is required by Statute and as we currently do and as the policy as revised continues to require at any time any matter comes before the board which presents a financial conflict of interest board members are obligated to sow State and accept under very unusual circumstances defined by the statute to refrain from participating

232in deliberations or votes relating to that matter having said that I will remind you that this is the first reading there will be no vote on the policy this evening we will be bringing the policy revision back for a vote at our next business board meeting tonight Autumn Aspen our legal and policy Council who drafted these changes in consultation with Christian Kristen and me will give us a brief overview of the proposed changes and is here to answer any questions autumn okay good evening board as director Patterson had just mentioned this is a first reading so it's part of the discussion tonight if there are any changes proposed then I will incorporate those into the policy and bring it back for a second reading it I believe the next board meeting or subsequent meeting and

233then the board can consider those post changes as well and for reference this policy was included in the board packet so the board has had a chance to review the proposed changes before as well as members of the public and as just some additional reference you'll see in the policy that there's uh different colored fonts so anything that's in Greens was already in policy but it's just been moved to a different location within the policy anything in red indicates the proposed ad and then anything with a strikethrough is indicating a proposed deletion to the policy and because it was available before I won't be going through every single line or every single edit but I'll just kind of highlight each section and some potential changes in those areas so if you can see in this

234first part the board member conduct a lot of this was already included in policy but it's just been moved and changed around I will highlight that there is a change here which just discusses that the type of feedback that could be provided to the superintendent and that's really just to conform with how board members are currently providing feedback such as to conform with current practice and there's also been a reference added to just uh refer to Executive sessions in the confidentiality in those executive sessions in this section as well there's also been an added section which is a reference to and pulls a language from Colorado statute 24-18-104 and 109 and those are both included within the Colorado standards of conduct code of ethics which governs local government officials as well as other governmental entities

235and a lot of this language in this part has pulled directly from the statute as far as requirements for board members of what they could and could not do mostly related to financial and fiduciary duties so for example it discusses board members and acceptance of gifts as one example yeah as you're scrolling I'll just point out that part of the reason we included this language in the policy as opposed to just referring to the statute is because there seemed to be some uh confusion we'll call it that it among some members of the public in particular about what in is and is not a conflict of interest and instead of sort of making up our own language to Define what that means uh it seemed it seemed more expedient to Simply use the language from

236the statute so that's why this is in here and as part of that what also has been added is a section down here which is on the screen right now and that is just defining what is not considered a breach of conduct or breach fiduciary duty and examples of that would be accepting a or receiving a benefit as an indirect consequence of transacting school district business and it also discusses uh that it is not a conflict of interest nor breach of fiduciary duty before member does serve on a board of directors of a non-profit entity and that is also taken from statute specifically section 109 of Title 24 18. and if there's any questions along the way I think or any proposed additions feel free to suggest those now and if not I can kind

237of keep scrolling through the proposed revisions the next section more specifically talks about conflict of interest in this section there's been some language added which more provides more clarity on the definition of what a conflict of interest is and that you can see that at this part of the policy it also removes uh the language about the board members annually disclosing involvements that might be reasonably seen as representing a conflict of interest and instead at a lower section it adds a requirement that board members would fill out a form annually that discusses interests the board members have with regard to any sort of business positions employment and board committee leadership positions so that goes beyond what is required by the Colorado statute but it's done in the interest of transparency for board members to fill

238that out annually and for reference that proposed form is also included in the board packet for review and consideration yeah go ahead DJ about that is is there a a process question is during the so we do at the start of the school year and not calendar gear first of all uh but if in that year let's say uh Jess gets appointed to a board and does she need to uh do we have it in there that she would need to notify or fill out that sheet at that time or just wait until the following school year I believe there is a requirement in the form right now that would say that it should be updated if anything changes if not that's something we could add as a notice to board members to have that

239be a living document where if something changes to have an update and file that with the school if that would make sense yeah I just I I didn't think it was very clear I was a little confused but we can make sure they've clarified yeah and I think it's important to note that that um The Forum that talks about interests and affiliations and businesses and whatnot is broader than any potential conflict of interest right I mean and that's why we're doing it because it it really provides a lot of transparency right and and the fact of the matter is you don't know I don't know when uh actual conflict of interest will arise until a matter comes before the board that in which I actually have a financial if it were me in which I

240actually have a financial interest and that's when an actual conflict of interest arise but nevertheless we're going to be sharing what affiliations we have so that the public can judge you know our actions in light of that um and the other thing that's on that form as I recall it is if the answer is none you have to check none that's correct one of the things about the current policy is it says oh well you have to disclose annually and if the answer is none you don't have to actually file anything under the current policy but we're going to change that you're going to have to if we adopt this you're gonna we are each gonna have to say yes or no to each of those boxes annually and then updated as needed we'll get

241that fixed so I hope that clarifies a little bit sorry go ahead no thank you and that discusses the form which you're correct would cover more than any sort of potential conflict of interest but it's more just interest generally the policy also adds some language to clarify what a board member should do if there is an actual conflict of interest so you'll see that at this part here under two and then the sub bullet I and that provides more information on how that process should actually occur in a board meeting if there is a conflict with a board member and then that should not be participating in the discussion or the vote and that's spelled out in this policy here and that is per Colorado statute and as you'll see this part this this section

242was just moved so that's why it shows in green with the strike through that was moved to a different part of the policy what was also added in this section is also a reference to uh 24 18 201 and this language is taken from that part of the statue and it governs the responsibilities requirements for the board entering into contracts if there's any sort of Interest with one of the board members in that contract so that is all identified here per the Colorado statute the last two sections that have been added are on board member Financial disclosure and campaign related disclosures the first part that is from Colorado statute as well and just refers to board members requirements under Colorado law and references certain filing requirements board members may have to report to the Secretary

243of State and also notes that those documents are not maintained by the district they are maintained by the secretary of state so they're not documents that the district keeps so the policy identifies that and similarly it discusses that campaign-related disclosures are not covered by this policy but there are certain requirements under Colorado law that would govern any sort of campaign-related disclosures for any board members or candidates to the board and if there's any questions proposed edits um any of the questions or comments or thoughts you want to share Nate I think this is a good policy so I don't have any proposed edits I appreciate that other thoughts okay it looks like a lot of you've done a good good job of explanation and and of drafting the thing so thank you so much for
