okay good evening thank you for joining the board of education this evening today is tuesday september 14th 2021 and this meeting is now called to order at 6 30 p.m unless anybody doubt that was the longest eight minutes i've sat through since graduating from high school that was impressive um jumping right into the agenda item 2.0 is the pledge of allegiance if you would all join me thank you for that okay item 3.0 is the approval of agenda would any board members like to make any changes to the agenda this evening okay seeing none will proceed and that brings us straight to item 4.0 which is our superintendent report superintendent kingsley will now make some remarks i turn it over to you thank you good evening members of our board members of our community good

evening uh after several weeks of school i'm really a very proud superintendent this evening i haven't had an opportunity to visit even more schools and get a chance to get a chance many chances to get plugged in to work and connect with members of our community i find that there's a lot of resolve and strength in this school system in spite of some of the real challenges that we continue to experience whether it's last week's heat the ongoing global pandemic and other challenges that exist the more that we're in schools the more that we learn that we're starting to build the stamina back that was necessary in order to kind of stay the course we've been running a marathon at a sprinter's pace but i'm incredibly grateful for the resolve of our employees both at

the district level and at the school level as well as our parents and community members who are doing this work in partnership with us to ensure that we're meeting the needs of our students i had a great opportunity last night to meet for the first time our district advisory board it was great to be able to connect with all of these parent leaders across our community for the first time it certainly won't be the last time to be an ongoing dialogue but what i loved most about is they gave me an opportunity to begin to share some of my early impressions of learning in this community in the system i have a lot of learning and a lot of listening to continue to do i will always lead first by learning and listening but i

had an opportunity to share a high level vision that we've had an opportunity to articulate to our schools and i thought it may be appropriate at a high level this evening to articulate that same vision for the community so members at home can understand where we're trying to chart a course forward as a school system i think one of the great things about this school district is that when we return to an in-person environment this year our expectations for our employees for our children for our families was not just for children to show up and to have a mindset that we're going to remediate them after what they experienced over the past 18 months or two years we think much more positively about our people in this community and our expectations are that we are

going to welcome people with love instill a deep sense of belonging not just with our children and our students the people that we serve but with our families as well as with each other as employees belonging matters but belonging is not enough to have children graduate with options and so we are also equally focused on teaching with precision and accelerating learning across all of our schools there's an infographic on our screens right now and it's probably being shared on youtube at home that's a high level infographic that at the center that of that infographic really represent our district ends honestly those are the reasons the ambitious goals of this board and this governance team is the reason that i wanted to move here with my family to be a part of this great organization we

have high expectations that our children not just have the foundational skills that are necessary to be competitive as employees but they're learning as in being connected to their personal interests that there's various pathways that they're able to choose and participate in and really what i see as our superintendent is that there's equity at the center equity is not just how we show up and how we treat each other it's really ensuring that we have access and opportunity that leads to improved outcomes for all students not just some students the ring the circle around the district ends is really me as a learner and a leader trying to share with our employees and our community how i see our work how i see our core business to talk about some of the mistakes that i've made

as an educator and as a leader as well primarily when you think about those four things standard self content in students it's easy to it's easier to think of them in isolation but this work is really complex as we all know it's challenging going through this type of work and what i've learned and what i'm charging us to consider as a governance team is to become an agile learning organization not just for the children that we serve but for our adults as well there's deep work in front of us there's deep mirror work that we need to understand how we're showing up as a community how we're showing up as leaders how we're showing up as educators and how we're meeting the needs of all students how we're affirming the identities of our students how

we're embracing and celebrating their culture and seeing them as assets and strength and brilliant even if we didn't meet them yet that mindset is really really important but just showing up and being reflective of who we are and what we want to be as people and helping understand who our students are is not enough to do the work that's necessary for our children to be successful in our community as high functioning employees that have various options and flexibility and just the things that we want we want kids to be independent right we want them to value evidence we want them to be able to critique and construct uh evidence and collaborate with people and not value just agreement but value the dialogue the debate and be able to listen to each other actively and i

believe that it happens by focusing not on these four things in isolation but focusing on if you were to imagine an intersection a bullseye for lack of a better term the intersection of that work as educators we not just need to know what our standards are because we've been unpacking standards for a decade it's a deep knowledge of just what our skills but the knowledge that we want our children to possess but making sure that we're resourcing our teachers with the tools that are necessary in order to do that well and not having them spend time on their own time searching our internet trying to figure out what's best for either individual individual children and just resourcing them is not enough either we have to provide them the learning opportunities to go deep and as

an organization we're not yet set up to do that i've had some great conversations with our association presidents and many of our employees across the system who have high hopes about simplifying the work and being able to go deep around key specific things and if you can go to the next slide please how i'm articulating what i want us to begin focusing on and co-authoring together is really moving forward together and that's a complex thing i mean doing anything together is hard it's messy it's bumpy we don't always agree but moving forward towards equity together means to our team our leadership team that we are building and creating and sustaining supportive learning processes and practices that's not just one or two days before the school year starts and saying good luck that's not 45 minutes

after teachers and employees have been in the trenches all day and they're exhausted and it's not asking them to do more on weekends we need to figure out how to be deliberate with our school leaders all of our employees to build the learning structures that are necessary for us to not just learn new things but for us to do the deep reflective work on what whether our current policies and processes and infrastructures actually truly create access or just the perception of access if we offer access do we also have people choosing the up to opportu to lean into the opportunities or is there some invisible barrier that people still aren't able to accomplish that equity as i shared earlier is not just about how we treat each other the baseline of equity is showing up

in treating people with dignity and respect but that has to lead to improved educational outcomes and so that requires us to focus on excellence i believe as i've talked in various settings in this board room about our data we have to go all in on high quality literacy practices across this district from birth through higher education i had an opportunity to visit various schools with all of you and we've talked about this and where it's showing up and where it's not and we have an obligation i believe to resource our teachers well and provide them the support because it's not an indictment on teachers they're doing the very best they can with the resources they have in a very complex environment but i would also share with you this just focusing on literacy without providing

the mental health supports that are needed for our children we need to be able to do it's at both end there and what i'm learning about this system what's beautiful about this system is mental health supports are not just the supports we provide post crisis or during crisis it's the preventative measures and resources and learning opportunities to teach people about how we show up and how we value each other and talk to each other it's helping people understand how to have appropriate civil dialogue with each other how to ask questions and be curious and as i shared with you at our last board meeting we're in the process of developing a comprehensive mental health plan and i had an opportunity to meet with county leaders and city leaders this morning and charge them with the

opportunity for us to connect our resources to make sure that we're not building things in isolation because there's great things happening in this district and in this community but we have to figure out a way to be strategic and do them together because we do have limited resources and we have a growing need this is to ensure that all children not just graduate but they graduate with options my goal with all of you is when we have the opportunity to high five somebody with a tassel on their hat and a diploma in their hand that they can articulate to us three to five things that they're thinking about doing just because they have so many resources at their disposal it's going to take work this isn't going to happen overnight we're going to need this

is going to drive our budget development process it's going to drive our community engagement it's going to drive how we think about resources but i'm really enthusiastic and hopeful that with having some form of a clear direction we can begin to engage around more specific aspects of our work i will close by saying you know i've i've visited almost every one of our schools so far i have a few to go and i promise you i'm going to get there quickly but there are three schools that i'd like to lift up briefly tonight that when i think about the intersection of those four things knowledge of self understanding of our students teaching with precision knowledge of our standards and having the resources at the center of our classrooms to make these things go i had

an opportunity to visit lincoln middle school last week and seeing penny styers in action was quite a feat not only is she focused on the mental and physical health of her students tonight we're going to bring to you for your consideration a proposal to actually bring an on-site medical clinic in their doors to ensure that their families and their students have real-time access to those types of supports and that didn't happen by accident it happened by design strategic leadership with the principal with this district in partnership with every child pediatrics in partnership with the colorado health foundation with the bohemian foundation people realizing that there's a need in pitching in and figuring it out it's really incredible but they're also getting the academics really right at lincoln middle school too i was blown away by

sitting in an impact teams meeting with their eighth grade math teachers the level of vulnerability and trust that they shared with each other to be able to talk about the work and talk about their students in real specific terms to make sure their instruction was laser focused i wanted to geek out with them for eight hours it was awesome and then i had an opportunity to visit the schools in wellington now that i could probably speak to you about all of them but one that in particular that i'll share tonight is i stone elementary school principal kristen broad belt and her team are just crushing it right now i was so impressed by their balance between social emotional learning and restorative practices and the type of culture that they're building and norming through their classroom

environments and teaching children ways of of just being able to communicate with each other and build a sense of community but doing it with a laser focus on literacy practices really really blown away by the entire community some of the best instructional practices i've seen in the city of wellington and i'll close with i had an opportunity today to visit dunn elementary school one of our ib schools they have a model and a theme this year called stronger together you can't walk into that school for three seconds and not feel what that means from a student lens the student centricity that exists in that building from the print rich environment the way children will speak to you the way that the adults speak to you i was absolutely blown away by abby himmley and her

leadership team and the various teachers that were there and i will share one of the most grateful things that i had an opportunity is to walk into a fifth grade classroom seeing them all read a very complex text today and seeing teachers asking them to find evidence within that text to show understanding it was really deep work messy work but they were doing it and i could say that about just about every school that i have visited in i'm going to close tonight by selling you a story not a story a quick statement that mrs rieger from bauder elementary school told me this morning as well she asked me as the superintendent of schools to encourage families to make sure their children show up every day because it matters this district has prioritized in-person instruction

to make what i shared with you what this team values possible and i can't thank our families enough for valuing that it's been messy but we're getting through it together and we're proving that just a year ago we weren't able to be the agile organization that we are today and i really think that we collectively have a lot to be proud of so again thank you for allowing me time to share my report tonight it's my pleasure and honor thank you superintendent kingsley um with that that brings us to item 5.0 which is community comment i feel like in these particular times it's really important we do this i'm really glad we use our meeting to open up and and hear from the community i think it's a great opportunity i'm going to read this

little statement this is an opportunity for public comment it's for members of the community who registered to speak by the designated deadline some people may be given remarks remotely due to required accommodations although i don't think we have any of those this evening any use of profanity not wearing a mask appropriately saying student names or generally disruptive behavior maybe may result in the revocation of the right to address the board with that i'm going to start right into our list we have 15 people signed up this evening first up is mr jim brokish welcome thank you i'm jim brokish i'm running for school board in november but i'm addressing you tonight as a citizen i think most of us would agree that students learn best when they're physically and safely present in their school i

was doing some work yesterday going through the laramie county health department site and i was looking at some of the mask information there and what i saw was that my mask yes it helps protect me some but the big win for masks is for those people around me it helps reduce the number of transmitted infectious particles that happen if i'm sick and so that's a big deal if you think about it my wearing my mask tonight it's less for me than it is for all of you and to me that makes wearing a mask a real active community it's an act of keeping our community safe i grew up in a small town in wisconsin and there's a lot of things not to like about my small town in wisconsin but one of the things

i loved was that everybody took care of each other my hope is that we can build that kind of community around masks where we work hard to keep our students safe and keep our students in school i'd also like to say thank you to the board and to our administration we started the school year with a k-12 mask mandate i think it's worked pretty well if you look at the loveland school district they started with a k through 8 mass mandate and what happened some of the high schools started to have breakouts and eventually they went to a k-12 mass mandate my daughter teaches in waldari 4 school district they started with no mass mandates at all what happened cases started to creep up last week on thursday the school board decided to institute a

k-12 mask mandate i honor our school board and our administration for their foresight early on and doing the best that they can to protect our students and our staff thank you for your comments and i i will say i forgot to add that this evening i'm allowing for three minutes for comments so number two on the list is miss emily mcdonald welcome so some of you on the board members are on the board know me because i came to the first meeting we had over winter break last year and it was a special meeting it was so important to me that i returned early from my honeymoon to attend sadly i have to say that i recently had to make the extreme um extremely difficult decision to leave that very short marriage because since our

wedding in october my husband had gone from being a kind and loving and understanding partner and stepdad to my three girls to being constantly angry mean withdrawn and the worst part emotionally abusive the reason that this was the worst part is that he would pick fights over imagined offenses he would get angry at things me and my daughters did that weren't even wrong in the first place and weren't true and as much as i thought i was aware of these types of things since i happened to be studying psychology as my major my husband was still able to manipulate me into thinking i was a horrible person on a regular basis just for doing things that were not even remotely true nor horrible during the last two months i've been away from that and able

to heal and reflect from that situation i know more than ever that those mind games he used on me and the ways he twisted facts in reality were true manipulation so just like i learned from that situation i know that anyone who tries to twist the truth and distort facts in order to make me feel like i'm a bad parent all because i want to be the one to make medical choices for my children i know that they are trying to manipulate me and i know this because parents are legally entitled to make medical choices for our own children this is a fact and a law another fact is that in-person public education is a legal right and mandatory for kids in this country even if they are not wearing a mask or if a

parent chooses not to give them the code vaccine they cannot be kicked out of school they cannot be refused a public education because a parent rightfully decides that either of those things are harmful for their children either medically or psychologically anyone trying to make parents feel like they are wrong in these cases by twisting and destroying the facts and reality in order to psycho psychologically manipulate others and indeed doing the exact same thing that my husband was doing to me and that i had to leave our marriage and file for divorce from him because that is wrong and wrong is wrong no matter how many people are doing it and no matter what reasons you tell yourself you're doing it for so let's go back to parents parenting and school's schooling thank you [Applause] thank

you for your comments number three is miss jennifer hoagland welcome let me know if you guys can hear me it's weird talking with a mask i do a lot of trainings for work and i've never done this before so my name is jennifer hoagland my amazing daughter attends boltz middle school's autism program i take targeted chemotherapy for my leukemia every day that i've been living with for over 10 years my family and i are vaccinated per the advice of my oncologist due to my illness i am not afraid of covid and i pay attention to the science if our government school teachers unions school boards and health departments were really worried about covid the southern border would be a huge topic of concern and discussion the border is wide open with record numbers of immigrants

crossing every day the cdc made their mask recommendations because they were pressured by the teachers unions children wearing masks in schools is ridiculous our children are being used as political pawns over 78 percent of coveted deaths are in people of retirement age and older the mortality rate and this has been updated within the last couple weeks four children between the ages of zero to 17 is 0.006 percent my daughter has multiple learning disabilities she has autism pddnos she has dyslexia dysgraphia dyscalculia and adhd you know if my daughter was able to see her teachers faces and speech therapy in the other children's faces that would really help her a lot with her speech delay and her socialization issues you guys have made no exceptions for children with disabilities and honestly i'm disgusted by it um

my daughter has a mask exemption form from her pediatrician where she can take extra mass specs she's an amazing little girl you can reach out to anyone that knows her at the schools she doesn't want to take extra mass breaks because she doesn't want to feel different than the other children and for me as a parent that's flipping heartbreaking have you ever wondered that if you were around in the 1930s in germany if you would have complied because now you know it's time for you to do your job based on psd operating principles please take courageous action and unmask our children um one last thing is mr is it kingsley so i emailed you you never responded to my email and the principal from boltz called me the boltz team's amazing i don't feel like

you guys are doing your job you're not protecting our children it's a political game the science follows it i believe in the science and that's just my two cents as a parent [Applause] thank you for your comments and number four is miss tara morton welcome hi i'm tara borton thank you for giving me this opportunity to speak first i wanted to thank you for listening to the cdc and american academy of pediatrics all available evidence shows that covid will spread wildly if we aren't masked and we aren't taking mitigation efforts in the community i manage i have vaccinated members who've had breakthrough cases and i've had unvaccinated members who um who've ended up in the hospital in the er but then got set home with an oxygen tank what concerns me the most about all

this is how the importance of effectiveness of max masks and vaccines are being messaged out when i talk to vaccine hesitant friends and family they tell me that they just don't know who to trust you hear people talking about science and the understanding of what that science is i think isn't out there i think learning so how do you teach your staff how do you get your staff to understand and teach the children on what they can trust and how you when you just talked about the um the goals i think about the communication that's gone out how do you communicate out saying larimar county health department is who we're talking to is great but that's not a face that's not a person that's not somebody that you can ask questions and have a dynamic

conversation with so we've had people come and i was here last month and people saying i follow the science i follow the science but scientists are not always the best communicators i mean at all and it doesn't help that science is constantly changing and it's constantly evolving up until my 20s admittedly i didn't understand the difference between a family doctor an internist a primary care doctor a physician assistant i didn't really understand all that so how are teachers and school staff supposed to understand the difference between a medical doctor an epidemiologist and an infectious disease expert if people don't have the tools to get those questions answered they aren't going to be able to come to the table and really understand so what i did is i brought in a handout from dr caitlin genela

who goes by the name your local epidemiologist she makes this information accessible it doesn't answer all the questions but it does give the background in the science and she has an ongoing dialogue i'd like to give copies of this handout she's based at university of texas university of texas i believe in one of the divisions and i want you to lead try leading and answering questions having people come and speak like this isn't a dialogue it's not answering those questions i hear someone saying that they their child with autism needs to hear well they have mess with clearness so that people can see their lips and see the face are those available to teachers how are we reaching out and having people understand why the masks are in effect other than saying well this is

what the local health department recommends i think we have opportunities to communicate better and have a real dialogue about things thank you miss morton your time has expired thank you very much i appreciate your comments okay uh next up number five would be miss brittany fryer okay it appears she's not here so we'll move to number six miss heather laden pera and i hope i said your name correctly but correct me if not okay welcome is it's probably my second or third time saying it right the first time um so my name is heather lodden pera there has been a school-based health center located in centennial high school since 1994. tonight you will vote on the construction of the one pro proposed for lincoln middle school recent colorado laws have expanded the ability for children

to get medical and psychotherapy treatments without parental consent and now we see these centers opening in middle schools colorado sb 21-016 allows children to receive treatments for sexually transmitted diseases including drugs and hpv and hep b vaccines without parental knowledge or consent colorado sb 19-1120 allows psychotherapy treatment of a minor 12 and over without parental knowledge or consent i think it's really important for parents to understand exactly how these health centers work sample questions that i would like to have the board answer will teachers or other school employees encourage and refer children to these school-based health clinics where they will be treated without parental knowledge can children as young as 12 receive pharmaceutical intervention without parental knowledge through mental health referrals are our schools pushing pharmaceuticals on our children does a visit to a school-based

health center become part of the child's educational record or if not how are those records what under what laws are those records held why are our schools becoming medical centers that promote the medicalization of our children when we have plenty of community health centers where children can receive care and finally in another attempt to turn schools into medical centers psd is partnering with public health to bring vaccine clinics and testing into schools even the governor is paying children to get tested and vaccinated chiefs for change partnered with the rockefeller foundation and created a playbook for school-based testing the playbook states quote fema and state emergency operations centers need to play a stronger role coordinating testing and school reopening efforts end quote interestingly larimer county has a brand new emergency operations center and psd has already

placed corey henry in the covet coordinator role and is hiring more contact tracers and nurses just as outlined in the playbook please be more transparent with parents and help us understand exactly how all of these programs will affect our children thank you [Applause] thank you for your comments and number seven will be mr jeff alterheida welcome board members my name is jeff after heidi from wellington colorado last wednesday september 8th 2021 i attended a special meeting held at the held by the pooter school board in downtown fort collins many of you were there some of those who attended the meeting included mayor arndt who were not wearing masks at the catered indoor event and also no police were present to enforce the psd mass protocols for indoor gatherings why do you mandate our kids where

mass in these particular uh in these events and then also why do we were masked in these meetings and yet when you meet with city council these rules apparently meant nothing have you considered your policies are affecting the mental health of our students right now this is in stark contrast of the image received before us tonight we have security we have police for what is it to protect or ensure order to keep your policies and ensure that your agenda gets passed i'm really concerned about this tonight the agenda calls for brian kingsley recommending that the board approve and authorize the executive director of finance to execute three hundred three hundred thousand dollar agreement between every child pediatrics in the pool school puter school district why are these meetings these uh relationships meaningful first the rocky

mountain youth clinics doing business as every child pediatrics is owned by the former cdphe director larry wolk i was assured by the president of this board that no previous relationships existed between current or former members of state or county health departments under sandra smizer this psd board hired a denver lobbyist firm mendez barcas and associates this particular lobbyist firm helped pass mandatory tracking measures for our students in a school-based health clinic second the school puter school district principals are also allegedly participating in a private health advisory council ran by larry walk can't make this up and also i recently discovered by a person by the name of bernie who may have also participated in fundraising for larry walks health advisory council so therefore i intend to find out more about who this person is and

what their participation is and what participation they might have taken for fundraising for mr larry walk installing health clinics as you heard in our schools is well no matter how it's sold to you a potentially dangerous proposition so i respectfully request that you suspend voting on this measure tonight thank you [Applause] you for your comments and next up will be miss jessica kraus welcome principals teachers psd staff those of you watching online out of fear being ridiculed for disagreeing with the decisions made by your board members we are here fighting for you as well i personally am so sorry that you are being put in such a position to do things that go against what you believe what you stand for and what you took this job to do board meeting after border meeting all

over colorado and not one that i've watched has required their presenters to wear a mask while providing comment please explain to me why psd is the only one enforcing this downtown fort collins saturday night every bar restaurant sidewalk jam-packed shoulder to shoulder less than a foot away from the next person mask-less no testing required no contact tracing vaccination status unknown everyone having a wonderful time with friends family or complete strangers college football stadiums tailgate parties no capacity limits no mass no testing no contact tracing just pure football fun our children trying to get an education and make lifelong friends and memories faces hid behind mass social distance contact tracing forced to miss school and sporting events with quarantines coerced to prove their health status manipulated to be lab rats explain how this is not child

abuse the data the data the data you reiterate consistently yet you still cannot provide the data that proves these guidelines you enforce do not harm our children in any way all you can ever say is it's effective and from what we've told we have stood up here week after week citing real data real numbers from real sources that prove the damage done by these guidelines and you do nothing this is what happens when you trade our kids education for millions of dollars shame on you covet isn't disrupting our kids lives anymore you are our kids chance of getting in a car accident being hospitalized for a drug overdose or attempted suicide are much higher than being hospitalized or dying of covet yet you are relentless to experiment on as many of our children as possible

we are below 70 vaccination rate because people are doing their own research and see the risk of these gene therapies outweigh the benefits to our hispanic and african-american families beware you are considered the marginalized community members they are targeting january 1st to january 18th 257 boys 12 to 15 years old were reported to veers database with myocarditis after their second visor shot december 14 2020 to september 3rd 2021 675 593 adverse reactions 14 506 deaths of those 19 000 severe adverse reactions and 16 deaths were in 12 to 18 year olds alone ask your data source at larimer county department of health to release the number of psd students who have already been to the doctor or emergency room with adverse reactions post jab you would be shocked you need to know the facts thank

you thank you for your comments and next up is number nine mr coleman welcome my name is sarah coleman i have two children in psd i'm here tonight to speak about the vaccine clinics being held at psd schools and whether the recipients of the vaccines are receiving informed consent according to legal dictionary the definition of informed consent is the act of agreeing to allow something to happen or to do something with a full understanding of all the relevant facts including risks and available alternatives that full knowledge and understanding is the necessary factor in whether an individual can give informed consent i brought a few flyers from the email that psd sent on august 26 regarding vaccine clinics that are happening in schools um so this first one is from larimer county health department um point

number one states that copen 19 vaccines are safe and effective this appears to be an acknowledgment of assumed benefit but nowhere on this flyer is the risk addressed the only alternative is down here number five that promotes continued mass squaring and social distancing and refers you back to the vaccine um the second handout i brought from that same email on august 26th is this one the fact sheet for the pfizer bionic tech vaccine which has since been updated on the cdc webpage to include include the comer natty vaccine our family is responsible for accessing this on their own or do whoever is administering the vaccine at the vaccine clinic do they go through this with them so the update to the pfizer bionite vaccine handout now includes the side effect of myocarditis and pericarditis are

vaccine recipients being made aware of this myocarditis is the inflammation of the heart muscle and pericarditis is inflammation of the lining of the outside of the heart and this is i'm reading this from the updated fact sheet have occurred in some people who have received the comernati or pfizer bionitec covid19 vaccine in most of these people symptoms began within a few days following receipt of the second dose the chance of having this occur is very low this is what the this um handout states they don't give us any numbers you should seek medical attention right away if you have any of the following symptoms after receiving this vaccine chest pain shortness of breath feeling of having a fast beating fluttering or pounding heart are the vaccine administrators at your vaccine clinics discussing risk benefit and

alternatives to vaccine administration is psd assuring that information about covid19 vaccines being passed on to psd families include a discussion on benefit risk and alternative treatments i'm concerned thank you miss coleman your time has not been given informed consent all right thank you for your comments and number 10 would be nikki galbraith welcome hello my name's nikki and um i mean pretty much everything that i was gonna say it's already been said um and so i mean i brought a chart to show you guys how many people in larimer county have actually died from covid 20 20 21. you'll notice that the majority of people are 71 years and older okay so we're talking about facts and data and listening to all that zero children zero zero right zero children have died zero in larimer

county so i'm not quite sure i'm going to take a step back here my sister-in-law is a counselor and is at a school in delaware and she they started back at school and she they weren't going to have masks and delaware decided to mandate masks in school they will talk to our lawyers all that they were required or else they were going to try to shut them down my sister-in-law now has children that cannot eat lunch cannot eat lunch in the lunch room with other children because they are afraid they're going to get them sick or take it home to their parents they cannot eat with their friends and have to sit with the counselor because of these things mr kingsley you have have a very very eloquent way of speaking and you have said

that we are a community and you want to do this as a community you want equity means equal outcome i don't want equal outcome i want every child to have their best life it might not be equal to everybody i want my child who is great at math to be the best mathematician he can he will never be an english major that to me is equal equal opportunity not equity so what i'm asking you guys is to listen you say you're listening to us it we don't see it we aren't seeing that you are listening you aren't writing us back we're emailing we're finding i hear this about the lies about this health centers when did you guys decide that you were supposed to be in medicine when i please do not pass that tonight

do not pass that [Applause] thank you for your comments ms galbraith and number 11 would be miss gina fercata furcado excuse me welcome okay my name is gina furcado i do have one question before i start why does fort collins high school not have an american flag outside i went over there and i was shocked my two oldest kids graduated from fort collins high school five years ago and six years ago and i was astounded here we are saluting the flag doing and i cannot even fathom why we do not have a flag there i'm not asking people to be forced to stand up for the flag and do the salute or anything but it represents unity in this country and i am appalled that we don't have one there i don't know about the

rest of the schools but it would be really nice to have a flag outside i have one question or a little bit of a comment but some questions regarding the medicalization of our students we used to teach kids not to take candy from strangers to avoid anyone who tried to lure them away from safety by needing help offering money or helping an adult find a lost dog we've taught our kids about stranger danger and to run from anyone who's trying to manipulate them or bribe them into doing something they're not comfortable doing yet this is what the state of colorado is doing to our children by offering them bribes in the form of gift cards to get tested in colorado schools what are you teaching our kids by going along with this nefarious act are

the state and the school board so focused on receiving funds that you ignore what is happening to our kids through manipulation and bribery is that not what we would consider to be child abuse and would need to be reported to authorities psychologically damaging messages are being given to our children and incentivizing them to be tested when they're healthy you are conditioning them to think there's something wrong with their bodies even though there's no physical manifestation have you considered the long-term mental and emotional effects that might occur i think not thank you for your comments excellent number 12 is uh griffin cole welcome i'm a dentist and i last testified before you regarding mass and how they are ineffective from a protective standpoint yet harmful from a mental and emotional health angle but tonight i'd like

to speak directly to superintendent kingsley from a parent standpoint because you and i actually have a few things in common you come from scranton i come from old forge you were very fond of your grandfather i too cherished all the times i had with mine you talk off in a family and how that is the most important thing in your life i do as well so if you truly mean what you say then surely you can see why so many of us parents are here insisting that you focus on reading writing and arithmetic and leave our children's health and well-being to us mr kingsley you know that the board of education has only four duties under their purview its curriculum budget district policy and hiring firing of you our children's health is not one of

them yet most of the discussion was and is about our children's health you also know that the board is receiving 423 million dollars for the 21 22 school year and that money is supposed to go only to the aforementioned duties what you probably don't know which you can find if you look back through all the agenda minutes of this board for the school year 2021 is what percentage of time they spent discussing actual academics one percent in addition the board has several subcommittees that also confer on our children's education and they spent nearly 100 of their time discussing everything but academics things like covet masking vaccines health clinics that will provide std treatment without parents consent and of course dei which many of us fear is really just critical race theory i would like to

see an academic subcommittee you proudly touted that that psd is outperforming many other colorado districts yet you failed to mention how low that bar is we are woefully underperforming in math english according to colorado measure of academic success in 2019 50 of all psd students did not meet or exceed expectations in math and were worse in 2021 with 57 of all students not meeting or exceeding expectations of math and our graduation rate is not good either the district has met its graduation rate goal for all students only once in 11 years needless to say i along with many other parents would like you to focus on educating our children in academics like math science and reading and not gender fluidity or marxist doctrines or sexually infused instruction that are not helping our kids to graduate

ready for employment in integration society i feel the focus of this district is causing risks between children and parents but tonight i'm appealing to your heart and those values that i know your grandfather and mine ingrained in us as young boys i'm sure most of the wonderful teachers in psd want to simply teach our kids the three r's but for reasons beyond their control are not able to do so without judgment or punishment many parents want to help and would love to be a part of the classroom your time has expired thank you very much for your comments [Applause] okay and that brings us to number 13 miss diana majors welcome my name is dianna majors members of the psd school board i don't envy the task you have before you to make decisions for

the benefit of the children of our community i can't imagine the difficulties of balancing the needs and wants of the many diverse people of our community with the directives of those from whom you receive funding and those in authority to whom you must answer each organization or entity must have one primary purpose or goal the stated vision of the psd which can be found on their website is that the psd exists to support and inspire every child to think to learn to care and to graduate prepared to be successful in a changing world the psd's declared mission is to educate every child every day regulating the health of our children is not and should not be a part of your mission that is our mission the mission of the parents and families of our children

if liability is what you fear perhaps families could sign a waiver of some sort releasing psd in its schools from any liability related to the covenant disease please allow families to assess their own risk and how they wish to handle that risk let families make their own decisions about masking testing vaccinating distancing etc there are numerous school districts in other states and even many in colorado such as districts in wild county which have made the decision to honor the rights and responsibilities of families to make their own health decisions why can't the psd follow in their footsteps in addition please do not approve a school-based health clinic at lincoln middle school it is inappropriate and outside of your stated vision and mission to focus funds and energy into putting school-based health clinics in our schools

as a parent i say you are released from the responsibility of regulating the health of my child i implore you to focus on your stated vision and mission which do not include regulating the health of our children thank you apologies thank you for your comments number 14 is miss tasha carr welcome thank you for the opportunity to speak this evening i'm responding to several comments from a board member that was sent to me in an email first the board is making medical decisions for children that can have significant health effects consequently the onus is on you to provide us with the scientific basis for your position not the not the reverse if you're relying on the department of health or the cdc to inform your decision please share this published citations online to allow us

to evaluate the credibility of these studies and have a dialogue about it second if you think the benefit of the mask outweighs any harms to children then please provide us with the cost-benefit analysis we require full transparency and justification for decisions that could negatively harm children without achieving any meaningful benefits third i have a 30-year career as a research scientist and after conducting an extensive compilation evaluation of peer-reviewed literature original not summarized i unequivocally reject the hypothesis that mass are an effective strategy at reducing covet transmission unequivocally there is way too much to review here but the most compelling evidence comes from the industrial hygiene literature in physics it is a simple physical impossibility for the mass to stop the transmission of covid would you wear one of these masks to stop exposure to cut

to asbestos if it was in the room i hope not because asbestos particles are typically less than five microns and can pass through the mask and through the gaps how big are covert particles the virus particles are typically less than one micron but they may be carried around in aerosols less than five microns or droplets five to ten microns all these smaller covered particles can remain airborne for days or weeks this is why mass are not effective at stopping covet mentor transmission fourth use the right metrics for your decision on the right time scale the virus ebbs and flows so daily numbers are the wrong basis for decision the number of cases is the wrong the daily number of cases the wrong message metric you should be using case fatality rates that's cova deaths divided

by covetous cases as a percentage the cdc website data clearly shows case fatality was not affected by the stringency of shutdown measures over the course of the past year colorado had a 1.2 percent case fatality rate florida 1.4 despite having a greater proportion of at-risk people new york had a disastrous 2.6 fatality rate highly contagious respiratory viruses like covid cannot be stopped by closing down things when you have cases the only effective strategy is to let the virus run its course develop her immunity protect the vulnerable we now know who they are and we know how to protect them look at this data on the cdc website they clearly show the risk of death by age class can vary by a factor of thousand thank you [Applause] thank you for your comments and finally this

evening we have mr murray mcmurray up for community comment welcome probably 51 years i told the gentleman outside we've been helping pay taxes in the area since 1897. i graduated from pooter r1 in 1970 as first year that they had a state championship in football in the last time they also did i am a my first career was a surgical technician and medic in the u.s army trained at fort sam houston texas in aseptic technique in patient care and ever since dr fauci said healthy people shouldn't wear masks and i thought okay we finally you know that's been consistent for all of medical history and then he got political and we've got what you see now the deterioration of society our government and our school board now i'm not here to insult anybody by the

way i gave a couple staff members a real hard time i'm not going to apologize one out of three acted very professionally in the face of an extreme uh confrontation which i do just for dramatics i have a degree in theater as well as my other background but uh you know it was sort of fun but also telling because nobody can tell you why they're wearing the mask and i can tell you why you shouldn't the mask does not prevent any virus because it's too small you have to have an electron microscope to see the shadow of it and then you blow it up and you scare our children with it okay and i'm really really i don't know where to start but i've got the psychological implications of it right here and i would

read it to you if you were really interested and i have the time but i don't so just know that we will keep coming with the truth because the truth loves to be questioned and lies don't and this virtual signaling has got to stop for the benefit of our children thank you very much for your time [Applause] thank you for your comments and thanks to everybody who showed up this evening and spoke up i did want to take a few moments to just clarify one thing and miss for uh forcado i am sorry that you did not see a flag but i did get word from fort collins high school they do have an american flag and i just want to make sure that people are aware of these things so i okay i don't

actually know but i just wanted to get the information out there to protect the school so please do go back and and take a look okay so um with that i'm going to move on to uh 6.0 which is committee reports from the board members uh board members is there anything anybody would like to bring up this evening okay i think we we had an opportunity because we had an unusually brief dinner session to kind of talk about our committee reports that brings us to items just to get this started that's no that's all right okay that brings us to item 7.0 which is the consent agenda and board members would anybody like to pull anything from consent this evening okay seeing none i would take a motion for the consent agenda and nate please

go ahead i move that the board approve and adopt the recommended actions for the items on the consent agenda thank you do i have a second have a second from kristin draper and jill i'd take a roll call vote please dj anderson aye nate donovan aye kristen draper aye christophe aye rob patterson aye carolyn reed aye jessica zamora aye motion passes 7-0 excellent okay that brings us to item 8.0 on the agenda this evening and that would be the action items we have three of those this evening item 8.1 is a resolution in support of hispanic heritage month and superintendent kingsley understand that you'd like to speak to this first so please go right ahead yes thank you very much in honor of this resolution we know that we want to acknowledge that our classrooms

and our workplaces must be places that honor people of divergent culture cultures who represent diverse experiences and perspectives as we learn to work and learn together i'm really proud that i can announce that john mccair director of language culture and equity is going to speak a little bit regarding the honor of hispanic heritage month prior to us uh discussing this resolution more deeply this evening john thank you welcome i guess in these circumstances sometimes you just have to use your principles but kristin draper thank you very much good evening everybody um my name is john mckay i am the director of language culture and equity for putter school district um thank you so much for the opportunity to speak to you it's been a little bit since i've been able to stand in front of

you and physical presence and tonight i'm here to speak about hispanic heritage month and the hispanic heritage month takes place september 15 to october 15th every year this is a national heritage offering a time to recognize and celebrate the many diverse cultures and extensive histories of the american latinx community the observation began in 1968 as hispanic heritage week under president lyndon johnson and was expanded by president ronald reagan in 1988 to cover a 30-day period the month also celebrates the independence days of several of our latin american countries which are represented here in our own district with lots of our different students and families it includes costa rica el salvador guatemala honduras and nicaragua which their independence days are on september 15th tomorrow mexico on september 16th in chile on september 18th we honor any

national heritage month that celebrates specific populations the purpose is to elevate and amplify ongoing practices of culturally responsive and sustaining pedagogy throughout a school year developing and upholding academic excellence within the classrooms schools and communities that comprise puter school district asserts that we work together to recognize and learn from our diverse community members in order to celebrate the funds of knowledge that are uniquely available to all of us when we choose culturally responsive and sustained teaching and learning practices the relationships that we establish to ensure that all students families and staff are seen as valuable assets to our success is the most important work that we can do in prudence school district as an inclusive district and mission driven towards educating every child every day so i thank you for your continued service and support

of our communities in psd and i'm proud that we can celebrate and recognize different heritages and different cultures in our district including national hispanic heritage month starting tomorrow thank you thank you very much yeah much appreciated john okay and with that i'd like to ask for a motion from a board member and i'm thinking kristin you might read the resolution for that all right i move that the um i moved for the approval of a resolution in support of hispanic heritage month from september 15th to october 15 2021 and if you would like me to read that if you'd like to read it i think that'd be very appropriate whereas hispanic heritage week was started in 1968 under president lyndon johnson and was expanded to hispanic heritage month by president ronald reagan in 1988 starting

on september 15th and ending on october 15th and whereas september 15th is significant as it is the independence anniversary for latin american countries el salvador guatemala costa rica nicaragua and honduras the independence days of mexico and chile fall on september 16th and 18th respectively and whereas countless people of hispanic and latinx origin have contributed to the growth and strength of our colorado community and society in many recorded and unrecorded ways and whereas the latinx and hispanic community faces cultural and systemic barriers to an inclusive and equitable education pruder school district strives to close the equity and opportunity gaps for these students and promises to create and uphold equitable inclusive and rigorous educational opportunities experiences and outcomes and whereas the preuder school the pooder school board administration and staff are committed to making pooder school district

a welcoming community for all students and staff and we recognize there is more work ahead of us equity diversity and inclusion are fundamental values in pruder school district ensuring that all students and staff are valued for who they are now therefore be it resolved the pruder school district board of education does hereby proclaim september 15th through october 15 2021 hispanic heritage month in pooter school district and encourages students staff and the community to celebrate the excellence and enriching contributions made from our latinx and hispanic community of the past and present thank you very much kristen and i have a second from rob patterson board members i'd like to open it up for comments or questions or the discussion anybody want to speak to this sure go ahead kristen i just want to say thanks for

the opportunity and there's a lot of opportunities for us to particularly this month and next to celebrate some some of these fabulous celebrations i want to speak to actually one celebration that i got to go to um this weekend which was a salsa dance that i was able to attend and it was put on by many of our um our teachers psd teachers and so it was we have again it speaks to the talent in our community as well so there were multiple teachers in this band who were not even music teachers they were language teachers or something else so there were several music teachers as well but it was just one of those fabulous opportunities and so i really encourage people to go out this month and celebrate thank you kristen anybody else like

to speak to this okay i'm just going to say for myself that i really appreciate this particular resolution and i have always appreciated the hispanic heritage in our community as i believe it for a person who's grown up here it casts a very wide net the people we we are surrounded by uh and the culture they they bring to all of us and the way it's shared uh in so many ways to many of us whether we're eating their food sharing their their culture if they're through dances uh or like me having attended schools that are full of hispanic or latinx students it's been very meaningful to my life and i really appreciate that you've brought this resolution forward and that we celebrate this in the district so with that i would definitely vote yes

for this resolution okay i want to give one last chance and if seeing none i'll take a roll call vote please dj anderson aye nate donovan aye kristen draper aye christophe aye rob patterson aye carolyn reed aye jessica zamora aye motion passes 7-0 thank you okay 8.2 we we actually i now have two internal monitoring reports 8.2 is el 2.7 which deals with compensation and benefits could i get a motion from a board member go ahead nate yes i move that the board determined that the superintendent has reasonably interpreted board of education policy el 2.7 in his internal monitoring report dated september 14 2021 and that the evidence presented supports the superintendent's conclusions stated in the internal monitoring report okay thank you a second from a board member i have a second from kristin draper

are there any questions or comments on this internal monitoring report okay with that i will take a roll call vote please jill dj anderson aye nate donovan aye kristen draper aye christophe aye rob pederson aye carolyn reed aye jessica zamora aye motion passes seven zero okay thank you 8.3 is the internal monitoring and policy review for el 2.9 which deals with the dealings with citizens of psd could i get a motion for this one all right then i'll get you kristen please go ahead i move that the board determined that the superintendent has reasonably interpreted board of education policy el 2.9 in his internal monitoring report dated september 14 2021 and that the evidence presented supports the superintendent's conclusions stated in the internal monitoring report okay excellent and a second from nate donovan any questions

or comments on this one go ahead dj should this be a superintendence this past year we've gone through yeah uh several okay any other comments okay um i'm just going to say that this is important and meaningful in in the the work that this board did uh we were very much looking to work hard dig deep on how we are interacting with our community and i i will say uh while this report only looks at a few weeks of your time uh i think many of the board members feel like you're you're hitting spot on on this and it's worth saying publicly at this point so we look forward to next year seeing how this goes so although i won't be here thank you uh jill would you please do a roll call vote dj

anderson aye nate donovan hi kristin draper aye christophe aye rob pederson aye carolyn reed aye jessica zamora aye motion passes seven zero okay very good we're moving quickly but i will ask how's the board doing do we need a break or we want to keep moving along okay we'll keep rolling that brings us to informational reports and discussion items item 79.0 on the agenda and we have two of those this evening and the first one is 9.1 a construction and services update and i will turn this over to you superintendent kingsley thank you may i ask staff to please pull up the presentation corresponds with this report thank you so before we begin tonight's update on the construction associated with our bond i do want to take a moment to read it reiterate our core

values as they guide this work if you go to second slab please it is our responsibility as we use the funding generously approved by our taxpayers to improve our existing buildings and build new ones that we maintain public trust this means being open and transparent about the use of bond dollars we are also committed to continuing to be good stewards of taxpayer dollars and that means that we're honoring our commitments to our schools and our community as we conduct this work with this context in mind i'd like to share some of our key next steps associated with the completion of the 2016 bond and any reserve dollars that we have remaining after all projects included in the bond approved by the voters are completed today earl smith our director of construction services and matt briner

executive director of operations will be providing us an update on the construction projects in the 2016 bond we are nearing completion on several large projects which earl will tell you more about in a moment but as we're looking ahead to completing the 2016 bond program i do want to provide you some important context on next steps at the completion of the 2016 bond program we anticipate that there will be some reserve funds available that can be dedicated to additional projects so i want to just repeat that because it's important we do anticipate as staff that there will be some reserve funds available that can be dedicated to additional projects from the outset of the bond program we let our schools and community know that there should be additional funds available a process would need to

be implemented to determine how to spend those funds on important capital projects in our schools and across our districts so we are going to begin convening a bond reserve excuse me we will be convening a bond reserve allocation committee beginning this month in september that will be comprised of school leaders at all levels including our elementary secondary and alternative schools and early childhood as well as central office staff to prioritize a list of capital projects to be completed with any reserve funds that remain available at the end of our bond program if you go to the next slide please the bond this bond resource allocation committee will meet monthly between september and february our cabinet will be weighing in on those priorities for the use of funds in september and this information will be shared

with that committee later on this month in october a more in-depth overview of the committee's work will be shared with the board of education during our retreat that is already scheduled this will also be an opportunity for the board to weigh in and share its values related to the use of these funds at the retreat we will share with the board a complete list of all of the projects that the bond reserve allocation committee is considering and prioritizing and will ask the board of education to weigh in with their input around how best to prioritize the use of these reserve dollars we also plan to update our community oversight group the 2016 mill bond oversight committee which meets twice a year on this work when they meet in november the bond reserve allocation committee will

consider this input from the board of education and will prepare a prioritized recommendation with the board and at the february 22nd work session with this context in mind i'd like for earl and matt to take us through the presentation this evening so thank you earl thank you for being here brian thank you very much uh board it's good to see you again it's been a long time for me as well i'm going to start out with the overview of the bond revenue expenditures and then i'll talk about some of the specific projects and then the 40 million list if you have questions about anything as i go through this please feel free to to fire away the bond summary includes a 375 million dollar bond issue we also received for just over 47 million dollars

in uh premium uh interest at about 16 and a half million dollars so the total funding is just over 440 million dollars before i get into this slide this is a an allocation of those bond funds i want to say that this is a high level overview there is an immense amount of detail within the bond budget that is not revealed on this slide we intended to give you sort of the 30 foot view of this staff is working on a more detailed presentation for the board that will be presented to you at a later date as you can see the majority of the allocation 79 it goes to new construction and that's the two middle school high school projects bamford elementary zach edition and so forth uh there's eight million for programs uh the

next biggest chunk is for facility improvements at just over 58 million dollars and that includes the 40 million list so there's a number of other things there but uh the thing that strikes me here is that the majority of the bond was dedicated to new construction okay i'll go ahead and allow for questions if you don't mind or also sure go ahead rob yeah so so having looked at the slides i guess i'm maybe i missed it but i'm not clear what are the what are the programs what what what falls under the eight million dollars in programs uh that eight million dollars is futures lab okay dj dj sorry yeah yeah i just want to clarify to them that that 58 million is so we've added 18 million in change to the 40 million

we were originally planning that for [Music] facility improvements that's right and and what i was saying earlier there's a lot of detail that's lacking here uh that we'd like to present at a later date uh but there have been uh additional funds that have been dedicated to improvements at the schools so dedicated or has already been done i guess is the clarification i'm looking for i guess uh that's the detail i don't have in front of me thank you okay thank you any other questions at this time okay please go ahead earl thank you i'm going to start with the wellington middle high school the total allocated for this project was just under 140 million dollars today we have spent or encumbered just over 129 million dollars remaining budget is about 10 and a half

million dollars as of the most recent pay application from the general contractor we're at about 86 percent complete uh substantial completion for that project is march of 22. i want to give a shout out to matt goal and channel tan for these photos they're pretty impressive from from what i i can see this is a view of the wellington middle high school from the southwest looking northeasterly what strikes me about this photo is the sheer magnitude of this project and you can see what 140 million dollars buys so we have a 250 000 square foot school building uh parking areas ball fields football or multi-use fields so practice feels to the north and and tennis courts so as you can see from this slide or photo that the project is progressing very well i wish

i could give real-time photos on this because between the time this photo was taken and today there's a significant difference the for example the synthetic turf on the ball field is completely installed as of this morning they were working on details so things are moving quickly uh so don't blink we'll be there soon we'll be asking for a drone at the next uh meeting flying overhead so we we can do that uh timnath middle high school the total allocation for this project is 155 million dollars and you might know that there's a difference in cost even though we're building a prototype schools the schools are essentially identical but the difference in costs between timnath and wellington are primarily due to the district stadium on the timnic site plus infrastructure or site development costs so the

two sites are [Music] roughly the same size but they're shaped differently they had different public improvement requirements so you'll see that there's a difference in the cost between the two budgets that have been allocated we've spent or encumbered 141 million dollars we have a remaining budget of 14 million dollars the project is currently 73 percent complete substantial completion is july of 22. as i mentioned this project also includes the district athletic stadium sorry i'm looking right past you chris has a question no that's okay actually can i just a clarifying question on the on the um when it says total allocated for project and remaining budget that does not include the overage that we need to the 10 overage that we need to keep on hand correct i'm not using the proper word for it

so contingency thank you i knew i wasn't using the contingency yes it doesn't include the contingency the contingency is included in the 141 million dollar project so there's a three percent contingency associated with that number so when the board approved the agreement with adolfson peterson included within that was a three percent contingency so that three percent is within the 141 million dollars so i guess what i'm asking then is the remaining budget when when we are 100 complete we should do do you think we're going to see that 3.3 contingency being used or not used we're using some of the three percent contingency it's too early to tell how much of that will we'll get back but it's likely that the district will receive some of that back uh the one thing i do want

to point out is we have a remaining budget both on on timnath and wellington but we still have a very significant purchase that's in the work and that works as that's the furniture fixtures and equipment acquisition so okay thank you here's a view of the project basically from west looking east the new district stadium is in the foreground that's about 98 complete the new scoreboard has been installed at the south end of the stadium uh the one element to this project that is holding us up is the press box and if you look at the stan homestands which are on the west side of the stadium the press box is a glaring omission at this point what we learned today it's probably not going to arrive until november so without the press box we can't

operate the scoreboard and so there's a lot of things that were hamstrung over because the press block has rock excuse me press box has not arrived yet you see the main school building roughly in the middle parking areas another field associated with the school is just to the uh east of the building and then the three ball fields on the four far east end of the project this project also included improvements to prospect road uh and county road five and along with two traffic signals just to be clear earl when you said november you met november 2021 or 2022 of 21 the press box will show up thank you rob okay and what that means is that we can't use it for football games or any athletics in this fall season if i'm not it

doesn't look like we're going to be able to use it for competitive ball ball games there's a possibility we could use it for practice or some lower level games but thank you certainly on to bamford uh the total allocated for this project was 35 and a half million dollars total spent or encumbered so far is just under 31 million dollars that leaves a remaining budget of 4.6 million dollars the percent complete is 95 substantial completion was achieved in august of 2021 allowing us to occupy the building and open school on day one that was a relief if you go by the site you can see that most of the work that remains is outdoors and landscaping but i i will also say we're going through a lot of the pro project close out uh processes

uh so that that always takes a long time so we're we're continuing to work through that this question from jess please sorry so how much of that four and a half million do we anticipate not spending if i hate giving guests but if i had to venture a guess i i would say conservatively about four million dollars it'll probably be more than that but uh just to be conservative i'd say four million the question is will it be four million that we will spend or four million that we won't spend that we will not it it will be returned to the district thank you certainly here's a view of the front of the school uh looking westerly this is an older photo and i i wish i had a more recent one but you can

get a feel for the the school it's a terrific project and very beautiful on to the transportation facility the total allocation for the transportation facility is 11.3 million dollars total spent or encumbered is eleven point one million dollars the remaining budget is just under two hundred thousand dollars and we are at eighty nine percent complete substantial completion is later this month uh here again uh based on one of the questions earlier this does have a contingency associated with it as well so that number is within 11.1 million dollars so here's a view of the new transportation facility from the southeast looking northwesterly the area of the building on the east end that's in our foreground is the administrative portion of it that includes you know bus driver lounge training areas offices and dispatch to the

west side of the building you can see the four overhead doors and that's where the fleet maintenance area is and that allows for a pull through of buses and we can have eight buses in there at one time sorry there's a question from dj dj yes um the lifts are we still haven't got the lifts though for it or we have uh they're they're in the program there will be lifts associated with the project yes so i should have mentioned that because that's been asked before yep okay thanks certainly on to the video scoreboards this is a project that was added to the bond uh as we were working through it so we added two video scoreboards one at french field and one at the new district stadium the total allocated for these projects was

one million dollars total spent and encumbered so far is eight hundred and twenty eight thousand dollars uh leaving a budget of a hundred and seventy two thousand dollars we're roughly ninety three percent complete french field is is virtually complete we have some punch list items we did use that for the first time on august 26th the as i mentioned with the timnoth middle school project and district stadium without the press box in place we can't finish that project so that part of the of that project will not be complete until close to the end of the year and this is an actual photo of the very first use of the scoreboard pooter was was playing that day and the video quality is better than the picture it's it's a terrific terrific asset to the to

the district so okay and rob has a question if you don't mind yeah i suspect this is not a question for you earl uh maybe for dave or or you brian i don't know but but uh when we talked about this there was discussion of advertising revenues that came in through the use of the board do we have a strategy about how those revenues are for what for what those revenues are going to be used rob good question um we do have uh the i'll say the start of a strategy because we've started to sell i think you can see on the board as we speak that four of those panels have been sold so we've got four sponsors as we speak we met again just yesterday to talk about what how we do all

the rest of it because there's a tremendous amount of opportunity for uh other sponsors as we roll through and also the the conversation about what we do with the stadium itself particularly the one out at timnith but potentially both in in the beginning it will fund what comes back will fund updates to athletic programming in the infant of it as we get it up and running and then as we grow it will be put back into we think probably general fund to help support other options um for facility needs is how we landed yesterday all right well that sounds like you're working that through i appreciate that when you guys have sorted out you know where you really want to go on that i guess i'd like to understand that how it feeds back in

thanks there's a there are some other uh exciting opportunities with these scoreboards uh we have the ability to customize each one of those per uh school that's at home so it doesn't matter which of our schools is home that that week we can customize the scoreboard to uh that school whether it be rocky or pooter or or any of the others there are also is a significant learning opportunity here for students so we envision that in the future many of our students who are in media studies and so forth will have an opportunity to operate these scoreboards and that's been kind of on our to-do list from day one it's just an exciting opportunity for the kids and a learning opportunity i'm glad it's them because i think it's a little too high tech for

me i'd be a little afraid to run that scoreboard but any more questions about those thank you under the 40 million list i want to give an overview of kind of the program at a high level and then we'll kind of drill down a little bit more as we go through this uh as you may recall the 40 million project list has over 250 individual projects those are within the categories of furniture fixture and equipment flooring life safety and security those are fire alarms typically and smoke detectors and so forth roofing projects heating and ventilation projects site work interior and exterior improvements over the summer of 21 some of the projects that were completed were the rocky mountain high school hvac and building controls project a maintenance project at fort collins high school that included

roof repairs recoating of the pedestrian bridge on the west side of the building and other interior improvements within the main hallway we pursued fire alarm projects in six schools roofing projects at three schools building automation control projects a remodel of the french field press box interior interior improvements including office remodel projects and there was one at preston for for example and then five early childhood restroom projects at bennett harris cruz laurel and putnam some of the projects that we have on the list going forward that we're planning for next summer and beyond are lincoln middle school hvac and fire alarm project blevins middle school hvac and controls project roofing projects at baity linton mcgraw stove prairie o'day polaris pca and phs flooring projects at bethke and irish building automation controls at boltz done hvac project

multiple projects at irish we're gonna we're gonna overtake irish this next summer exterior improvements to fuana and i just want to point out that this is a very ambitious list of projects and we are still working through the details we will likely refine this list because i want to present to the board and the community a realistic list of projects that we can attain in in one season and as you all know we have a very short season typically from the last day of school to a point about two weeks before school starts and that's really all we have so we have to be in a position to be successful from day one so if it appears that we're not going to be successful on all these projects then we'll probably pair the list down

we're also facing some other factors a contractor availability i mean honestly some of these roofing projects we just don't have the contractors in northern colorado with the capability to do all of these projects okay and i have a question from rob certainly and carolyn yeah i just want to just want to be clear i think i know the answer to this but i'm going to ask it that's for the benefit of others that is when you say you're going to potentially pair some of these projects down i assume what it really means is that they'll get put off to a following summer not that they'll be struck from the list altogether right i did no i didn't mean that to sound like we were pairing the list and eliminating projects what we would do is

reduce the number of projects that we would pursue next year which would just mean those projects would be pushed out to the future okay that's what i figured the answer was but i wanted to make sure for those who might be nervous about seeing their school project this year no we will not eliminate projects from the 40 million list our intent is to complete every last one of them carolyn and so um i'm guessing that the reason why we have a hard time finding contractors that can do these projects is because a lot of local contractors cannot find the skills trades people that they need to do these jobs that's part of it um some of this work is highly specialized so you need specialized training and certifications to do some of those the roofing

projects for example our standard roofing uh re-coat projects uh takes a certification and specific materials and there just aren't a lot of contractors around with those qualifications so it's a multitude of things we're starting to see the impacts of covet and you know availability of products long long lead times on on equipment so fortunately early on on some of our larger projects we didn't realize those issues but ironically as we get towards the end of those projects and we continue to try to implement some of these projects now we're really seeing an impact on product availability equipment availability long lead times and so forth and then i have also been hearing about because manufacturers are having a hard time ramping up their manufacturing again that we can expect probably to see some increases in prices

on these projects because the increased cost of manufacturing some of the goods we're going to need for these projects yes that's correct and we we've seen some of that already i mean it we had a freeze down in texas and i can't remember exactly when it was it was late last spring it damaged a lot of the paint manufacturing facilities down there so we ended up in a situation where we couldn't get certain paints and it was going to take a long time for the manufacturing plants to get back up to speed to start producing product urethane and some of the urethane additives have been uh in short supply as well and most recently we had a hurricane down in the gulf coast which is going to cause further impacts to the supply chain for

certain materials so the as i start to wrap up here i i also want to touch on some other projects that we're looking at for [Music] probably needing additional funding so one of those is rocky mountain high school hvac phase 2. if you recall last october when i asked you the board to approve an agreement to complete the hvac improvements that we just recently completed we had a pretty genuine discussion i thought on where we were at where uh what condition the school was in and if you recall the map there was a floor plan that showed a blue area green area and a wide area the blue area was already had some cooling capacity the green areas what we completed this year the white was a future face so we're right now planning that

future phase so we'll be back in front of the board requesting authorization to pursue that project at a later date so another one of those projects is the o day flooring project we know now after we've looked at it that we're underfunded with that project we need to do some abatements in that school for in order to do the flooring project so we'll be needing additional funding to complete that that's just two examples there there may very well be others that uh that we look at in the future need additional funding to complete but you know so far so good but you know we have a lot of work to do a lot of work to do in front of us this is my last slide so just a summary over half the projects have

been completed so we started with over 250 so we've probably completed 130 projects if i didn't count them specifically roughly 56 percent of the budget has been used or 22.5 million dollars and it appears based on the list of projects that we have remaining on the 40 million list we have probably at least three or four more summers and there are a lot of factors associated with that many which i i just described contractor availability product availability just essentially the the construction market and how that influence us in the future so are there any questions go ahead carolyn well the last time i visited pooter high school they were having a lot of issues with their floor and if i recall right it was being redone at that time has the floor project at pooter

high school been completed the the phase that was included in the 40 mil list project has been completed and i haven't been up there recently we had some base or cove molding to install i believe that's been installed we're also adding to the to the project uh kathy has asked us to add two more hallways to the project and that may be another project in the future where we approach the board and say okay we have a couple of other areas that we'd like to complete and and request additional funding but the project in essence is complete and we're planning on on future phases so the additional work that kathy has requested will likely occur over a break and i'm guessing over christmas break all right and then just one last question i was at

dunn elementary um i think a couple summers ago when you were doing abatement there and and i was just wondering if you could explain for people who might be listening what a big deal abatement is well i'm i'm not an expert but basically what we do and i'll use a flooring project as an example so if we go into school and we're going to put a new floor down and it has tile that has asbestos in it we we need to remove that we have to take that out of the school and abate that so you hire a specialized contractor who follows all the epa regulations to remove that tile prep that floor and once that's completed we can then have a traditional flooring contractor go in and complete the work and that that's exactly

what we have to do at o'day that i was describing earlier brian earl can i just i want to go back to a comment that you made about peter high school that kathy mckay our principal there yes has requested to look at the scope of that work and extend it to additional hallways can you just clarify to the public how that's being funded there there's two options to fund that the the school has school-based funding that they can use for capital projects and that's what she has offered to fund there's another option where we have leftover money from other projects and in the case of peter we do have leftover money that we could fund that work with so one of the things that that we're doing internally is reviewing those options on how best

to fund that that work thank you very much certainly other questions go ahead dj i just want to clarify again for the for the public too because you talked a lot about the summers but you have done a great job of scheduling stuff for over spring break and over the holiday break to to my knowledge one of my questions is though is especially in this in august when we get back we still have quite a bit of sunlight after the kids go home after school is there is there a possibility that you know like roofs where they aren't getting in the classrooms or something like that where they could work or is that just not feasible with how the contractors work but no we we do that as well so we we have roofing projects

right now that we're trying to complete just in that manner we have them come back after school or work on weekends a lot of those roofing projects for example there's a lot of fumes and stuff like that so we don't want them on the roof working while we have inhabitants in the building but we do a lot of that we have a fire alarm contractor right now who's in fort collins high school trying to finish a project in there and they do that work at night and they'll come in uh at 3 00 or 3 30 and they'll work till you know midnight or two o'clock in the morning thank you i just know you guys are being very creative about trying to get them in there so yes we are other questions comments okay

uh i just want to say i don't have any questions but i did want to first say i appreciate that you added photos um i really like being able to show out uh the work that's going on i felt like that was very important so thanks for doing that i wish i could do it all in pictures yeah it's uh it's fantastic i also want to say i've reflected a lot on this construction and visited quite a bit as you know yes and i find these buildings somewhat iconic in the community right now and i've thought a lot about what we're spending on this but i feel like it really is meaningful that our community is investing this much in these beautiful kind of standout buildings um that are really dedicated to educating our community

so i wanted to uh just to thank the community let people know how much the board invested in this i know it was a huge decision for us to go out and put this to the ballot and campaign hard for these dollars i really appreciate you bringing us through where you are and how we're going and i i do know that at the retreat we'll do a deeper dive and express values as you have some dollars left so thank you very much for your presentation it's it's much appreciated thank you okay um that brings us to the final item this evening which is i'm 9.2 in the agenda um that is the visitor and volunteer check-in system contract approval and i guess we're getting an update on that and i'll turn that over to you

superintendent kingsley yes members of the board in the meeting agenda for this evening there was an item description for the visitor and volunteer check-in system contract in that description staff provided a background and summary information regarding the purchase of a new visitor and volunteer management system from raptor technologies i want you to be aware staff is here standing by this evening to answer any questions you may have on that particular item thank you are there questions on this update that we had in our packet material yes go ahead rob yeah i'll just say that i don't i don't have any questions because i think the the staff answered the questions that we had raised the last time this was brought up and so i feel comfortable that we're heading in the right direction i understand

that there are policies and procedures in the use of the system that need to be need to be ironed out or determined frankly that i'm sure that you and the staff will do consistent with the board values that have been expressed and so i encourage you applaud you to go forward with this thank you are there other questions go ahead carolyn so i was looking at the material and i too think this is going to be a good system but i i did have a couple questions about how the system was selected i noticed in the materials we received that they talked about a committee of 14 people helping to do this election can you kind of tell me like who was on the committee and and uh kind of how they were selected and

how off when did they meet and how did they you know how did the process go sure i'm going to invite our executive director for communications with madeline noble to engage in the conversation here excellent question um so as you may remember we started this work back in 2019 prior to the pandemic and so the way that we started to engage in the work was to go out and solicit feedback from our school-based colleagues to be able to say hey tell us about the system that's currently in place talk to us about some features that you might like to see as we know that we're about to engage in this rfp process as part of that we also asked for folks from different departments and schools who might like to be part of the 14-member

committee and so the ultimate group was represented by office managers principals school secretaries as well as members from departments in safety and security human resources communications finance and others so that we had a wide variety of perspectives knowing that this is a system that would involve many if not all of us in making a successful implementation great any other questions go ahead dj um i i wasn't clear um when it talks about it being rolled out who is really in charge of this project because it's you know i t is kind of doing a lot of the stuff setting it up i assume but who is when when these schools have problems who's the who's heading it up um excellent question so looking at it from the project implementation side one of the project managers

from it has been gracious enough to step up and at least lead that group and so what we'll do is we will engage with the vendor with raptor technologies a member who's assigned to us as a district to be our project implementation lead we'll have a cross-departmental group that will work to roll out that three-phased plan that we had shared and so again we'll have representation from the other departments that we mentioned as well as language culture and equity and other folks that we'll bring into the room to make sure that we've got great communication with internal and external stakeholders who would be using it and then as far as who would be helping to troubleshoot so we see that as really being multi-part so as part of the implementation plan we know that we're

going to need robust training for all users at our school sites so they understand the technology because the the technology will look a little bit different than they're used to the different interfaces specifically the visitor module and the volunteer module and then we really see the point of contacts moving forward being our psd partnerships and volunteers office so that's where that lived previously and so the volunteer technician was the person that folks would call and help troubleshoot one of the benefits of of moving we see to this system is that with the robust customer support features that they will be able to transition from what was really when when those folks were in the communications division they were doing a lot of work of just technical troubleshooting and by moving to this type of system

what we're really excited about particularly in the volunteer module is with the tools that our schools will have access to and being able to set up calendars for their specific volunteer groups be able to send out messages about opportunities to be able to you know log the number of hours that their volunteers are working we really believe that we're going to be able to shift the work that that position is doing from a very nuts and bolts hey my system's not quite working and that can really be between the schools and the customer service team at raptor as well as staff here we'll have folks who are trained in that and can help locally to troubleshoot but really being able to build on and engage at a deeper level volunteers based on being able to

implement time saving tools out in our systems right because a lot of our folks are doing amazing work and they're tracking volunteers in you know word documents and trying to go around and email everyone and they're going to be able to do it in one place which is really great when it comes to trying to work best with the people who are supporting our system go ahead dj and then i just i'm going to put the plug out again that this would have been another great opportunity for the district advisory board or another parent group though to get parent feedback i think too about how easy it is to set up and and to work it because i was going to say we when i was volunteering it was a shift when we first went

to the computer versus just signing in on there and there were people that were having a lot of issues so just shout out about that i think there's very much an opportunity as we work on this implementation plan to get input from stakeholder groups and individuals like dab first to communicate that the change is coming but to be able to to to build some of those advocates and helping communicate about what it is and what it might look like so great point i'll just point out dj that you're still volunteering there's no pay up here i'll tell you i do like the question though that or the the comment that's that's very apt so uh any other comments or questions okay uh thank you very much for that update as well um and i just

want to point out to the public that everything we were discussing in 9.2 is publicly available for everyone to see so while we didn't put anything up on the screen it's all there uh with the agenda so um with that there's a theme tonight i feel like this meeting has run a little shorter than i had expected but that's not a bad thing so i will adjourn this meeting at 8 24 pm thank you everyone oh you
