008visiting with our principles and then later our constituents through our community meetings for our strategic plan. And we heard a lot about uh the great things we're doing, but we also heard like we that people would like to see like more of of that through different means and and the schools I think do a great job of promoting their own things within their own school communities. And so we wanted to expand on how we um promote the district as a whole and and help support our schools in that role. And then also just um you know give the community what they're they're asking for is celebrate the things that we do. And and we do have a public information officer. Miss Bonfilio um is our public information officer and and she does a great job
009of getting things out that uh are necessary uh in situations. But uh she's only one person and and her job title and her role is not what this new uh job title is. And so, um, this new job title is specific to and the the job in front of you, you could see it's it's a fullear job. It's a 208 contract. So, it's not just during the school year. So, this person will work year round. Um, this person will work alongside uh uh the the PIO uh and work um under Lynette's guidance as a public information officer. Um, if you want to look at the job summary, I won't read through it, but you kind of just can see it's it's it's a digital media producer. I mean, they they do a lot of different
010stuff with all the media platforms, of course, the Facebook, Instagram, all the different ways that you can get information out and get information to people. Uh, the website, uh, those types of things. Um, if you look at essential functions, I mean the first part that 30% I mean that's getting around, traveling, getting to schools, getting to events, getting to sporting events, plays, other things happening throughout um the district. It's out, you know, it's it's not just the standard 8 to four job. I mean, sometimes it's weekends, sometimes it's uh evenings. So, the job is flexible. this person may, you know, do a 30 hours of their one week and on a Friday, Saturday, and maybe a Sunday if there's something big going on like performances. So, again, traveling around, getting around, getting information, getting it
011out to our our public. Um, and then also just again helping in um assisting Lynette in certain things such as when we we might have a crisis going on, that person would help assist with communication, uh, getting information out. Um, again, assist with getting keeping make sure our website's up to date, assist uh, HR, uh, when we have postings and different things we want to advertise and get out. Uh, so those types of things. It does um if you look over on the second page um it does require a bachelor's degree. Um so this individual we're looking for somebody in that like marketing, graphic design, journalism, some form of uh that type of degree where they've got that specialized um knowledge. Uh again um you know minimum years of experience. It does ask for that.
012And then again we might ask for submissions on some digital work as well when we're looking at hiring this individual. So, show us what you've been able to do. So, that's part of the education and qualifications. Um, other the other stuff is just the physical uh demands and so that's pretty standard with most of our positions. 014know I mean I'm I'm following schools and activities um as a board member and I I think it's very interesting because what will happen on my feed is other schools and districts will come up and I notice that like you know once kids are in a school um parents want to follow that school but we want kids to want to come to our school district. So, by creating opportunity for more school, you know, like district-wide posts, we're going to attract more families um to come here. We want to keep them here. So, this like all of it is great, but by doing this, I think it just benefits the school district as a whole. So, I am glad that we're con considering this. We're we're excited to to we again this has been a discussion
015that's been in place for a while now and and and you look at districts our size and you know district 60 they have five people working within their >> um communications department. So, >> um, it's I to us it's it's a it's a necessity to have somebody that can dedicate that time to do those types of things and not be pulled away to to attend meetings and press releases and news medias and chorus and we could go on and on about all the different things that pop up within the day that you don't expect sometimes. So, um, this individual will be able to set a schedule and dictate how they they operate too. 016Tim Yates. Go ahead, please. >> Madam President, ladies, ladies and gentlemen of the board, thank you for having us tonight. Uh, in front of you is an update to our AI position statement. Um, our original AI position statement was uh adopted in May of 2024. Um, and you realize that or you know that in in the world of AI, 2024 was ancient times. Um, and we recognize that uh we recognize that in our classrooms. We recognize that in the systems that are out there. We recognize that in how our students are accessing these systems. And so this spring about February or so, uh, Mr. Yates and I came together and we said it's time for us to update this. Um u the instruction department team, Mr. Mandrich, Miss Corsantino and I started talking about what
017do we want for teachers? What do we want for our staff and students regarding AI? And so we started to look at AI uh professional learning. We started to look at all of the needs that we have. And we al we all agreed that updating our policy, updating our position statement was the first step that we had to take. So over the course of the spring semester, we met once a week. We had a student, a doctoral student from CSU PBLO who worked with us. She's an intern and we came up with the position statement you see in front of you. Uh, Madame President, ladies and gentlemen of the board, guests in attendance. So, I'm so glad that we talked about summer work because this strategic plan is the epitome of that. Um this has been a
019long time coming and we are going to give you a a very broad overview of months and months really a couple of years worth of work. Um some history and and a lot of you in this room have participated in our stakeholder meetings but um the district has never had a strategic plan a formal strategic plan in our 76 years of history. So, this is very monumental and we're very proud to share the work that's been done. Um, if we go to the first slide, in January of 2026, we formally embarked on a partnership with the Colorado Forum and a strategic consulting firm um by the name of Proono. And at that time we began having um stakeholder meetings that were comprised of groups of people that um we felt were important to the district
020and then they provided other names of people in our separate communities, not separate communities but our regionalized communities. And through that extensive work, we did um surveys, talking sessions. We went to each region. We sent a survey to our staff, to our students, to our board. So, this snapshot tonight is a collective impression of the work that we've been doing over months and months. Um the comprehensive plan that we have come up with tonight is really very basic. It is the foundational blueprint that will drive our district specifically for the next three years but really help us develop a baseline for the next 15 to 20 years. It's an actionable three-year framework shaped by the community data. And we come to you tonight out of timeliness and need. The work that we've done is still
021fresh and [clears throat] it's a a live image of what our community is thinking. Mr. Dietro mentioned it in the need for more communication. We've heard it with the need for rehabilitating our infrastructures. We've heard that we need more financial transparency on our website. And so all of those takeaways, those really monumental takeaways that we heard from our community are presented in this plan. So it's very straightforward. It covers our people, our buildings, and our finances. The three pinnacle needs of a district. Um so our core mandate is to close the gap between earning school credits and achieving real adult preparedness. Success over the next three years means stabilizing our operational foundations while explicitly teaching the practical life skills, financial literacy and independence required for life after graduation. Next slide. So the things that we
022heard collectively in in our factf finding sessions were PBLO West and their interest in that global awareness and integrated communication, Bula the learning and educational in innovation. Mesa the adaptability and emerging technologies and RY is their interest in more vocational training and civic responsibility. If you collaborate all of those together, we have identified three strategic priorities and focus areas under those. We're gonna try to keep this to 10 minutes tonight um for for your sake as well as ours, but um this is also on the website. And so our strategic plan number one is certainly student learning growth and future readiness. that academic excellence and critical thinking, life and workforce readiness, character, belonging and whole students, and neighborhood alliances and civic partnerships. What we know about what we've been told and what we live each
023day is that our schools are the hubs of our community. What we have going for us in our districts is we are not here to recreate the wheel. We're not closing schools. We're not building schools. We're not consolidating schools. We're doing none of those radical steps because we simply do not have to. We have a strong, secure foundation that we want to grow with us and help our children grow and our students grow and our staff grow. So, we're in an excellent position to continue the excellent work that we've done and fine-tune it. We don't have to recreate the wheel. So, we're we're going back to our basics that have always served us well. Our strategic priority number two is our people, our culture, and our organizational capacity. Are we able to compete and attract
024though compete with and attract those outstanding employees that we want to employ? Um, are we offering meaningful and ongoing professional development tailored to meet our staff needs in these evolving times? And is our culture of mutual trust and belonging sustainable? Do we have meaning meaningful staff and student feedback in our decision-making? That's absolutely our goal. We've done this for the very first time by having these student surveys and the things that we heard from our kids and our staff were somewhat surprising. Kids don't love our food and staff really do like working for us. They just need to be able to live on what we pay them. So again, it's very straightforward and transparent. Our final strategic priority, and we did limit this to three so that we could do them well. Instead of going
025a mile deep and a half an inch, a mile wide and a half an inch deep, we want to choose three and drill down and build and continue building our foundation. So, three definitely focuses on our facilities. what you see at Caesar at um Cedar Ridge is very different than you see at Aendale. And so we want to be sure that our community is well informed about how our kids are going to school and what they're going to and being able to sustain those legacy buildings, Aendale County, and all the while maintaining the excellent facilities that we have at Cedar Ridge, Pablo West, some of our newer schools. So really leveling the playing field and knowing how we are going to um share that stewardship among those buildings. So those are our three overarching priorities.
026Um again for the sake of time tonight I will let you peruse those independently. Um but the three pillars of our board oversight and we would like to begin this on July 1. So, our summer work is in in full swing. Um, the KPI implementation and board oversight. KPI is an acronym for key performance indicators. They are very straightforward. Um, at this point, we ask that the board consider this for approval. And beginning July 1, because this is so transparent and straightforward, we jump in together as a team with all of our stakeholders, principles, staff, and really start making this the lifeblood of all of the conversations that we will be having through um new teacher orientation, through our um principal retreat that we're having. This is never intended. A strategic plan should never be
027intended. a document that we've checked a box and we move on and we never talk about it again. This is the foundational basis for business moving forward. What will drive us this three years and the next and the next and having a pulse on what's happening at all times. So, uh key performance indicators July 1 if approved. The board's rule will shift to oversight, regular and scheduled updates on the key performance indicators. We will begin um carefully tracking the progress toward academic excellence, staff retention, and fiscal responsibility. Our second is the strategic fiscal mapping. Immediately begin to map our budget with the unique subregional needs identified during data collection. And again, I want to emphasize this is not new. This is what we're already doing. We are just intending to share this more carefully with
028our stakeholders. Um we do a great job of that. I just don't think that they know that. And then our third um pillar is the strategic internal communication. and that is to prioritize first our internal administrative staff communication as well as those communication channels that reach our stakeholders. Um the goal of that ultimately is to leverage our community trust and help them bridge the gap between our district and and our community. Um again, we we aren't we aren't radical. We're not doing anything that um that we haven't done in the past unlike our neighboring district and there's a lot of unrest and so we want to solidify our culture and um climate in our community. And so the plan stands firm on the belief that when our students are supported academically, um, physically, and when
029our educators are empowered and valued, our entire PBLO community thrives. Along with our stakeholders, we brought community partners to the table. Business owners, manufacturing, colleges, hospitals, law enforcement, mental health. We brought all of these folks to the table. And so when we produce well-rounded students that our um district has provided that foundation for, whether it be academic and going on to college or into the trades, we are producing the best products to put back out into our community to help us thrive in the future. And so um this is our legacy protected and our future defined. and it's clear and it's necessary and we ask that the time to approve this is now so that we can kick off our brand new school year which will be here right before we know it um with
030a firm plan and continue the excellence of District 70. Do you have any questions for me? >> I do. [clears throat] On your three pillars, I'm so sorry. Um number one states the board's role shifts to oversight. I'm curious on a weekto- week basis or you know meeting to basis how you see that shift playing out. What exactly do you see shifting? So anytime that we embark on something of this nature I guess the analogy that I would make is on a week-toeek basis we do normal everyday operations. It's like dibbles testing a child every week. you really have to have the foundational skills in place and that best first instruction there during that week. We wouldn't take another snapshot at the end of the week, if you will. It's more of that broad three-year
031plan. And so um when moving forward with this, then the next set of um benchmarks would come forth with when we're meeting to talk about this, when the next survey goes out. And so we do have that tenatively mapped, but that's that's down the road so that we can get our our feet wet primarily now. We're continuing what we're doing. We're just outlining it for our community. So for a while there wouldn't be a weekly check-in. Does that answer your question? >> Yeah. Kind of shifting to me implies that there are things that the board currently does that you would like us to cease doing and shift to do something different instead. So, >> that's a great question. That's not at all the intention of this. Again, the board has has never approved a strategic
032plan because the district has never set one forth. And so, we're not asking to take anything off of your table. Instead, we're giving you the tools to know what we're bringing to our community, to our staff, to our students with full transparency. We're not asking strategic plan to the implementation and oversight. That's how I see the shift not necessarily shifting your current responsibility. >> Sure. And that's just okay. Um and then also it would be helpful L if you have some tenative things mapped out. I would like to see those. >> So in your email we have this um presentation was just for time sake tonight because we ran short at the last meeting. Here is the draft of the strategic plan. We developed this specifically to take that work off of your table during
033the summertime. We sensed that sense of um hesitancy to go back to those work sessions. And so because we had all of that factf finding work done and prepared and it's still fresh, we've drafted the tenative draft plan of the strategic plan. And so here is everything from A to Z in the entire plan. And this is also um I didn't want to we don't have this on our website yet, but we do have the PowerPoint up. And so supporting this um in addition to this on the website, we have all of that work that we've done over the past month and all of the data that supports what's driving this. >> Okay, perfect. 034person who measures and guides the success of this program is that you >> absolutely not. I will never work in isolation on this. This is a team effort and so finance will oversee the financial piece. Human resources will will oversee our people piece. um curriculum and instruction will oversee our academic piece. The superintendent um will oversee that piece of it, student services. And so we all come together. Again, this is an evolving piece of work. This is all hands on deck with full transparency. That's a great question. And when I was reading it and thinking about it and like the fact that there are these indicators, it gives us common language to say, are we working toward this goal? because the pillars are there and working with our superintendent and through the process of conversation
035reporting we will use this as are we are we working toward what we set out to accomplish and that also helps like with the valuation and that sort of thing because right >> you know like these things will you know I mean I'm sure that Mr. Wagner could report to our fiscal mapping, but also um our superintendent would be part of so I mean it would be a a convers like ongoing conversation I would say at board meetings to to address are we working toward our goal? Are we taking care of our buildings? Are we taking care of our kids? Are we taking and using that language? So I I think it's great >> Bob. >> That's why I was just this this is as the superintendent and and the directors and the leadership. I
036mean this is our guide to how we achieve these these goals and how we uh focus and move forward uh with with dis with the district and and how we measure our success. And so this is yeah it's not a isolation and one person oversees this. This is this is a guide for all of us. >> Will you be our point person? Yeah, I mean that's I think Michelle said it best. I mean the superintendent is going to be rated on we have a strategic plan. Here's what our expectations. Here's our goals for our district and our schools and our kids and community. And in the end it's to me it's it's up to all of us but in the end the superintendent to ensure that this plan is being followed and implemented. And >>

I really like the language strate uh strategic internal communication because it talks about improving communication within the district and then also um it says the primary communication channel but then it also goes on to say leveraging the community trust uh they hold to bridge the gap between the district and community. So I think that's great just working on it. I mean that's awesome good stuff. Um just the key takeaway here is everything that's embedded in this strategic plan was shared by our stakeholders in all four regions. And so we have just taken that and synthesized it into one plan. Um and and we've done that in a way that is still fresh and relevant. So if you don't have any other questions, thank you

Um the board council representing us in our litigation to um give us a recap of his guidance. >> Uh thank thank you very much. Uh again, for the record, my name is Scott Guestler. Um today we had a uh a court hearing uh with respect to an open meetings lawsuit that's been brought against the district. Uh that uh the evidence came in today that uh it was scheduled for one-day trial and uh by God we actually met the one-day trial uh deadline, the one day hearing I should say. Uh so the case is closed. The evidentiary portion of the case is closed. Uh the the
039court has ordered written closing arguments which will be due in 21 days with an opportunity to respond 7 days after that and after that the court will then make a decision. We cannot predict exactly when the court will do that but I think it's reasonable to assume the court will take at least a couple weeks uh to to digest the the argument arguments presented to it and then render a decision. Uh, one of the things that I think is important and I normally view this as a tactical decision, but obviously have discussed it with the with the board. Um, it is incumbent, I believe, as attorneys and litigants to give the judge uh the most information to provide good, thorough arguments, thoughtful arguments that are wellounded so that the judge can hopefully reach a good
040decision. I believe that we had a good day in court today and obviously we want to present a persuasive case. Uh importantly, uh today there were 12 witnesses who testified. So that's a lot of witnesses and they testified on a lot of things and one would like to think that attorney's uh note-taking is perfect, but it is not. Um and it is important I believe that we order a transcript of the uh hearing today uh so that we can be very precise in our arguments and identifying what evidence was and was not presented before the judge to give the judge those tools to allow us to craft a thorough argument that includes not only legal analysis but of course a recitation of the evidence and an analysis of the evidence. Uh the cost for a
041uh for a transcript is above you know normally what a cost would be for example research tools or development of uh exhibits. Um I can never predict but my guess is no more than $2 or $3,000 total for all of the evidence today. If there is an appeal uh we will be required to order a transcript regardless. Uh so in that event uh it would not be uh it would be sort of a dual use expenditure but um but it is important for us to have an accurate record of the evidence that we can present to the judge as part of our case. Um, so I'd like to be able to do that and I would advise the court to I'm sorry you say advise the court. You can see what my day was like.

Community stakeholders made it clear that they want our schools to help develop informed, responsible citizens who understand honesty, accountability, and transparency, and ethical leadership. I believe they were absolutely right. Public education is about so much more than just academics. It's also about teaching young people how to participate responsibly in society. Every teacher I've known has helped students understand the difference between truth, misunderstanding, and intentional deception. They teach students to take responsibility for their actions, admit mistakes, and rebuild trust when trust has been damaged. That work matters because civic responsibility begins with personal responsibility. It applies to those entrusted with public leadership. Today I observe testimony and evidence presented in open court regarding matters involving this board and compliance with the Colorado open

047the same civic responsibility that stakeholders in our strategic plan want students to learn. When public trust is damaged, leaders must honestly evaluate whether they can continue to effectively serve their position. Civic responsibility is not simply something we teach students. It's something we have to demonstrate through conduct. It requires accountability, transparency, and integrity. Our students are watching. They are learning from how adults respond to conflict, criticism, legal scrutiny, and public accountability. If civic responsibility is truly a core value of District 70, it must be visible not only in our classrooms, but also in the conduct of those entrusted with governing the district. When trust has been substantially compromised, one of the most responsible acts of leadership may be for an elected official to step aside or resign so public confidence can be restored and we can

This would be within your purview. you don't need lawyer advice is to move that item up in the agenda to move it um e even before the gifts. Um it's I've attended many uh meetings at D60. It's something they do. People come in, they can be prepared to make their comments. It's easy for you. You have to listen. It's your opportunity to listen. You don't have to respond.

If you do feel a need, you've got time later on in the agenda to make your comments, but it provides people the opportunity to come, they want to stay for the details of the meeting, they can, but I think it would be um courteous to allow people to be able to make those comments earlier in the meeting and then leave if if if they need to.
