Hey everybody, thanks for attending tonight in person and online. We're going to reconvene the January 8th uh meeting of the Lake Force Board of Education. First order of business is the Pledge of Allegiance and Minnesota. I aliance to the flag of the United States of America to reps. One nation under God, indivisible, with liberty and justice for all. >> Thank you. All right. So, roll call of board members this evening. Mrs. Rash >> here. >> Dr. Wyatt >> present. >> Mrs. McCloskkey >> here. >> Vice President Starky >> here. >> And James R serving as chair is present. Note all five board members are present. >> Item 2.4 approval agenda. >> Make a motion. We approve resolution 2.4 as presented. Second. >> Have a motion and a second on the floor to approve this this
evening's agenda. Any questions on them? Hearing? None. I'll call for a vote. All those in favor? >> I opposed. Abstensions. Motion carries. 5-0. >> 2.5. I make a motion we approve the minutes from the December 11th, 2025 meeting of the board of education. Second. >> Have a motion and a second on the floor to approve the meeting minutes from December 11th. Any questions on that motion? Hearing? None. I'll call for a vote. All those in favor? >> I opposed. Extensions. Motion carries 5-0. Do not believe we have any recognitions this evening. Turning to item 2.7, citizens participation. And this will follow the new format for our new policy which was uh voted on at our December 11th meeting. And I'll read directly from board policy K public concerns and complaints. Under the public concern section,
the citizens participation item on the board agenda is an opportunity for interested citizens to speak publicly and address the board. Those who wish to speak publicly, whether in person or online, must complete and submit the public comment information form PCIF by 12 p.m. on the scheduled meeting scheduled board meeting date. The PCIF, which is available on the district's website, must be completed in its entirety and submitted to the superintendent's office by the scheduled deadline. Citizens participation agenda item is limited to 30 minutes and individual speakers are limited to three minutes per speaker. In the event interested citizens wish to speak on a particular concern as a group, the group should select one individual individual to speak on their behalf at the discretion of the board president or chair speaking or chair. Speaking time may be
limited to two minutes per speaker to allow for greater participation. Approved speakers will be recognized by the board president or chair in the order in which their names appear on the approved list. The board values citizens participation, respects the right of all speakers to speak freely. However, all speakers should maintain a level of decency into quorums to ensure a public forum that remains productive and respectful. The public should not expect discussion or responses to any speaker comments at the board meeting. >> And by way of checking our noon deadline, we did not have anyone scheduled to speak this evening. This will come back up uh under the proper order of business at our next meeting to section three reports 3.1 financial report. Mr. Kirk helmet welcome. >> Good evening. Uh for this evening we do
have the monthly financial report that's as of the end of December. So we're about halfway we are exactly halfway into the fiscal year. Uh and so as we look at the revenue side of the report, December is when we traditionally see some of the final allocations come in from the state as a result of unit count. So that's why you see some of the anticipated receipts go to zero because we've received the final amount from the state. Uh for instance, the division 2 energy and um the cafeteria salaries are just a couple to site examples. And then in terms of the anticipated receipts, you can see 565,000 for the division 2. all other costs that represents the amount of positions that we cashed in this year. Uh it wasn't the maximum amount we could cash
in. Uh typically that runs around eight positions and I think we were around six to six and a half or something like that in terms of positions. Uh which is kind of a good story because that means we were able to fill more of the vacancies but it also shows that uh the growth in our unit counts starting to slow down from what we saw the past couple of years. Um, and then as you see down towards the bottom, the child safety awareness CPR, that's basically um, we chose those couple of appropriations as part of our cash in. So, we're basically giving back those funds to get them back as division to all of their cost funds. Uh, and that's what you see there. Um, as far as the local funds, um, current expense tax
receipts, we've received 92%. um that was at 96% last year, but I think I've discussed this once before. Um I'm probably going to have to revise that current expense revenue amount downward a little bit because I think I I targeted a little bit high on that one. Um so that's why we're showing at 92% for this year. But overall for all discretionary funds, we're at 91% received. uh at this time last year we were at 100% discretionary funds received but that was also with uh the final amount of COVID and carage funds and so forth and so that's probably why that number was at 100% last year and then all funds were at 91% uh compared to 94% last year any questions on the revenue reports for Mr. gotten on the revenue report. >> Okay,
moving on to the expenditure report. So on the first page of the expenditure report, uh the only things I wanted to point out is uh the typical line, that largest line, division 3 local salaries. Um it says 47% budget remaining. Last year we were at about 49% at this time and we should typically be at about 49%. Uh because it accounts for all of our sub costs are in there as well for Kelly services. Um so what's going to end up happening is uh at the next board meeting I will be presenting the final budget the final adjusted budget and that uh that budgeted amount for the local salaries will have to get revised a little bit upward because we did bring in more staff than we anticipated uh for this school year. And then
down towards the bottom the charter choice enrollment. Right now, it shows us uh almost $13,000 past budget, but that's only because um there's other school districts that still have to transfer their funds in for school choice. And so, this is just what we reflected at the moment uh on December 31st. Uh so, I fully expect that to to go back down hopefully to zero in terms of um what we budgeted there for school choice and charter. Then, moving on to page two of the expenditure report. Uh the only thing I wanted to highlight uh we are at 45% budget remaining on all our discretionary funds compared to 48% last year. And then down in the non-discretionary side the only thing I wanted to highlight is our minor capital improvements. Uh you will see that we're
down to 32% budget remaining and that's on a minor cap budget that's almost twice what we normally are at. So it just goes to show you um we're attacking a lot of things this year in terms of minor cap. Um and uh that's why we chose to match the enhanced competitive cap this year as well because we knew that we were going to need those funds. Uh grand total all funds remaining is 50% compared to 53% last year. Uh and any questions on the expenditure side >> just one I think I know the answer to this for me. um for the um adjustment you're going to make to local salaries and OEC's that'll and I heard you say people we've hired but that'll also include things like the uh SOP assistant that we just approved
and the RTC positions we we've um we've also uh >> did you say tuition assistance or >> no no >> oh the adjustments you're going to make salaries right >> you said you have to adjust to move the size that'll include ones we have have not actually hired yet as well correct >> correct >> like we just created some new positions like the SOP assistant and then the ROC any other questions for >> sir. All right, turning it back to reports section three superintendent report. Dr. Lucas. >> Good evening, Spartan family. I'd like to start my report for tonight by welcoming everyone back from the winter break. Unlike last year when we were hit with a weather delay coming out of a break, this year we're able to get back to school on time Monday
and we are on track to finish the second marking period as scheduled. Like to thank everyone who participated in the parent advisory council meeting Tuesday night. Thank you to Dr. Rllo, Dr. Lorie Smith, Mrs. Lindseay Romero, Mrs. Mary Miller, and Miss Wendy Russ from the high school and chief academic officer, Mr. James Dick. These folks gave an informative interesting and interesting presentation on college and career readiness. We love to get community input. So, please join us at the next parent advisory council March 10th at North Elementary School. The topic will be standardized testing. As I said, we're in the home stretch of the second marking period uh which ends on January 23rd. Report cards will be available on the home access center January 30th. Please reach out to your student's teacher, school counselor, or principal
as soon as possible if you have concerns about your student's progress. Just a reminder, the district is closed Monday, January 19th to celebrate the Martin Luther King holiday, and schools are closed for students on January 26th for staff professional learning. Like everyone to save the date for our annual Black History Celebration, which is set for February 27th at Lake Forest High School. More details about that event will be published soon. As always, there are a ton of ways you can get involved with our schools. Most of those are listed on our district calendar. I also encourage everyone to follow and favorite Lake Four schools and the district on Facebook, X, and Instagram. If you're like me and you'd rather just speak with a real person, give us a ring at school or the central business
office and we'll get you taken care of. Before I turn it back over to Mr. Row, I'd like to recognize Mr. Milner back there in the middle. actually passed his superintendent exam and is now qualified to be a superintendent. Anyone? Congratulations, Mr. Mililder. >> That's all I have this evening. Shall I yield the floor back to President Ralph and the board for any questions or discussion? >> Thank you, Dr. Lucas. Any questions on the super? >> Thanks, sir. Turning back to our agenda, item five, unfinished business. Believe that's an action item. We can make a motion to approve resolution 521 um as modified during discussion. Second >> a motion and a second on this resolution and this is one that these policies have all been looked at once so this should be pretty quick but
we'll go through each one of these in case there are any questions or comments or revisions that are needed please. First one on his policy daaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa evaluation of fiscal management citizens budget oversight committee questions on >> y >> um since last reviewed was January 12th or since we're viewing it to today is that date wrong or >> uh last reviewed would be the la the prior yes ma'am so this the next review will be three three years from this date. Those dates will get adjusted after. >> Yeah. So, when it gets finalized, that first date you see, I don't know if we dropped them off. We may have 20 different dates at the bottom here, but there 17 will come off. They'll get shipped to the right. And then we'll have January 26. >> Yeah.
>> All right. Next one. BKA payroll procedures schedules. Any questions on this one? ECAB access to buildings. Questions on ECA. ECAC vandalism. ECAF video surveillance. This one GBA open hiring equal opportunity equal employment opportunity and affirmative action. GBB staff conduct with students. Questions or comments on this? And finally, GBI, staff participation in political activities. All right. Hearing no other questions or comments, I will call for a vote. All those in favor, please say I. I. >> Opposed. >> Abstension. Motion carries. 5-0. uh section 7.1 amendments and make a motion we approve resolution 7.1 as written. Second >> motion and a second to approve resolution 7.1 under amendments. Any questions on that motion? Hearing none. I'll call for a vote. All those in favor? I >> opposed extensions. Motion carries 5. >> Uh section 8 personnel
make a motion we approve resolution 8.1 as presented. Second. >> Have a motion and a second to approve resolution 8.1. our personnel report for this evening. Any questions on that motion? Hearing? None. I'll call for a vote. All those in favor? >> I >> opposed. Abstensions. Motion carries 5. >> Section 10. Other business. I make a motion. We approve resolution 10.1 school choice as presented. Second. >> Have a motion and a second on the floor to approve resolution 10.1 school choice. Any questions on that motion? >> Hearing none, I'll call for a vote. All in favor? >> I opposed. Abstensions. Motion carries 5-0. >> And section 12, other business, financial reports. I make a motion we approve resolution 12.1, financial report as second. >> Have a motion and a second on the floor to approve
resolution 12.1, the financial report uh for December. Any questions on that motion? Hearing none, I'll call for a vote. All those in favor? I >> I >> opposed. Extensions. Motion carries 5-0. And turning to board reports, discussion items, section 14. Um, go to the order. This is an opportunity for any board member to bring up any topic that was not covered during our meeting. I have a couple. Um, first thing, um, as I mentioned last meeting, you'll hear this from me all the way through May. Um, yeah, May six. Excuse me, May 13th. But, uh, it's school board election time. Um, so the final deadline for school board elections is the first Friday in March at 4:30. This year, that's going to be Friday, March the 6th. Um, school board members are elected to um
full term or after December 31st of 21 according to House House 2 is four-year term, no longer a five-year term. And for 2026 for Lake Forest, there are two seats up for election. Um, to be qualified to run for school board, you must be a US citizen in the district of the district in which you live, 18 years of age. Um, and you must live, which I said in that nominated district, you cannot be a paid of the district as well. Um, as of this morning, I checked on the election website, there were no candidates filed. Um, I do understand there are some that may be coming at least. And as I said, the election itself will take place on May 13th. Um, and this message will come back for me each and every time
until we get to that point. Only other thing I have is our next meeting will be on January 22nd. And this is the 10th meeting of our 20. So, we've reached the halfway point. I can't believe this year is already flying by not only for the students but for the board as well. So um and with that we have no other questions or comments. I don't believe we have a need for executive session. >> We don't. >> We do not. No. >> I will entertain a motion to return. >> So second motion and a second on the floor to adjourn this evening's meeting. Any questions or comments? >> Hearing none. I'll call for a vote. All those in favor? I >> opposed. Extensions. Motion carries 5-0. We stand adjourned at 7:16. Thank you everyone. Say
Travis longer ride home.
