Ice to the flag of the United States of America and to the republic stands. One nation under God, indivisible with liberty and justice for all. Thank you. Bull point of board members. Mrs. Ratch >> here. >> Dr. Wyatt >> present. >> Vice President Starky >> here. >> And James Rard's here serving as chair for coding board members. Mrs. Mccros. >> Item 2.4 approval of our agenda. 002minutes. Make a motion we approve the minutes for the October 30th, 2025. >> Second. >> Have a motion and a second on the floor to approve the October 30th board meeting board meeting board meeting minutes. Uh, any questions on that? Seeing none, I'll call for a vote. All those in favor? I opposed, abstensions. Motion carries 42.6. Uh, recognitions and presentations. I'll pass it over to Dr. Rubis. Good evening, everybody. Tonight, we've got a couple representatives from W Chipman uh to introduce several award winners. Excuse me while I let them in. Mr. Pearson, Mr. Carter. Got Mr. Pearson and Mr. Carter from WT Chipman. Thank the floor guys. Please. Uh, good evening everybody. I'm Mr. Pearson. I'm one of the assistant principles at WT Chipman. Um, one of the big things that we've done over the

003past couple years is try to create a focus on literacy. And while that includes a lot of instructional strategies and supports for our kids, the other piece of that is really trying to create a love and passion for reading and writing. So I have here tonight Mr. Carter who is our ELA department chair. He wants to speak to you about something that kind of inspires that passion for reading and writing. >> So a couple years ago um I was working as interventionist for our school and uh one of the biggest things I was trying to get across to students was how important writing is and uh how reading and writing they go hand in hand. So we created a short little story where the kids were writing a spooky story to whatever they would like

004to write it on. It could be uh scary. It could be kind of mind twisting. Um so had them write it. It was a very small. It was about seven or eight students that I had that that did it. Um then I talked with uh Mr. Pearson about making it bigger. So went from eight students to then the next year it was about 50 students. Uh last year it was 257 students and this year was almost the entire school came out and wrote it. Uh, so it took a pretty pretty good chance or pretty good chunk of my time uh during the weekends and during the week reading all the stories. Uh, but we were able to narrow it down to the top six. Uh, I kind of make the rules up a little bit

005as I go along. Honestly, it was supposed to be the top three, but then I made it the top six because they were just too good. Um, so some of the the students are with us tonight who who were uh honorable mentions and students who got first and third for that story. When I tell you that these were great, I mean that they were wonderful. I love a good scary story and the students put in the time and effort. So, we wanted to make sure we did as well uh to really kind of show them like we love a a good story. We love it when they write, love it when they read and this kind of facilitates for them to see how important it is to us as well. Uh so today we have

006our two honorable mentions. We have Lincoln sort of cassy and Emma Brady. This is Lincoln. >> And then we have our third place winner for this year. His name is Wyatt Bumgardner. >> Sure. I'll be quick. I promise. I know I talk a lot, but I'll be quick. Um, his story was very short, but it was so good that I was like, I can't not I can't pass this off. It was very short. only paragraph long, but man, it was awesome. Um, our second place is not here. Her story was longer than his. It was about three pages long, and normally it's not supposed to be that long, but it was again, it was too good to pass up. And our first place winner for this year is Alex >> Ner bringing >> I did

007not it. So, listen, I was told I had a bare short amount of time reading one of the one of my questions. Can they be shared with the board? >> Absolutely. I'd love to read. >> Yes. Um I I can share everybody's that that we have. I have them in a nice folder, you know, on Google. Um but yeah, I'll make sure I share everything. >> Yeah, I would love to touch 287, but all 900. You're more than welcome to if you want. >> Thank you. text. Okay. Thank you for your contest. I say appreciate it. Thank you. Thanks for working with us. Thank you. And >> we're going to be turning to Tbeca. Item 2.7, citizens participation. I will read directly from current board policy K. The citizens participation item on the board agenda

008is an opportunity for members of the community to speak publicly. Those who wish to speak publicly to the board must complete the information form provided at the board meeting and submit it to the board secretary prior to the opening of the meeting. The board excuse me the forum should clearly state the reason addressing the board. The public should not expect discussion or responses at this meeting. master three months per person. You do you believe we have one person was Mrs. Ronda? Good evening. Welcome. >> Hi everyone from the Lake Forest. I used to do that for community and foundation. Thank you Dor for having me have this opportunity to inform you guys and the audience of the upcoming 9th annual gobble wobble 5k walk race over at North Elementary. We're 10 days out. Uh so

009it's November 23rd. Uh registration still going on. As of today, we have 41 registered people. Um that is a 25 increase from this same time last year. >> We have 24 teams. This year we have teams from every building uh every lake for school building back as well. and um they they compete to have the biggest team that finish and they will miss prize and right now there's a really robust competition between some of the schools and so we're very excited to see who pulls that out this year. Um registration is still ongoing for the prices right now. K to K to 12 is $25, adults $35. There is a free kitty race for eight and under that starts at 9:45. The registration's at 9:00, the teddy race at 9:45, and the big event 10

010o'clock. Um, let's see. Something new this year, we're going to have a food truck, Doughnut Envy. We'll be selling donuts, coffee, and hot chocolate out in the parking lot. So, we're we've always been asked if we have something to drink on those cold mornings. We're hoping for perfect weather as we've had your good weather the last few years. So, every everything crossed for that. Um, let's see. As always, we have medals, t-shirts, and raffle prizes that are called Beat the Turkey prizes. So, we'll be giving those out again this year. And as most of you know, the proceeds of the race, those two are grants. We give grants to faculty and staff who apply for special projects in their classroom or um you know events that that go on that application pro pro that application

011process is ongoing right now. Uh those applications are due uh by November 26. So, right before the break for Thanksgiving and then we'll be presenting those uh winners in here at a board meeting in January. So, we're excited. We're getting there. And we Oh, I got one more stat for you. Our youngest registered racer is three and our oldest is 83. So, we've got quite the bandit. If you guys haven't registered and you still want to do that, there's still time to do so. And we look forward to seeing you guys in 10 days. >> I didn't realize it was a kitty race and I'll be there cheering my daughters who come back from college to run and then my senior running as well. Some my three and a halfyear-old now. >> They get a

012little gift bag at the end. Any questions for this? >> All right. >> Looking forward to it. Thanks for that you guys do and we're looking >> back to my note here. That concludes our public comment periods for tonight's meeting. I will open the floor for citizen participation again at the start of our next board meeting. We turn to reports. Uh first is 3.1 student council board and you have a cadence package. Good evening. >> Hi, my name is Jeter. I am a historian for Lake High School's student council. This past month, the student council and the American lung association has provided treat bags for all the sports teams and um all the teachers who participate in um some in a club that Miss Curley runs. They um got all these treat bags right before

013they went to a big competition. So when our football team had one of their biggest games of the year against IR and when our volleyball team went to compete for oh when they went to their first game of the um we also have competed hallways and that was held on October 31st 2025 from 5 to 7:00. We had about 700 kids come through the hallways of Lake Forest to trick-or-treat. We've also had Miss Bonger's class in yearbook. Um they have picked our theme which is capture the moment that was picked by Michaela a 10th grader in yearbook one who wrote the theme capture the moment to represent the late high school's year by giving a glimpse of the school and commutes every committee's favorite memories that are never to be forgot. Also, Miss Levelvel is

014hosting the fall play, the first of the Cobra's kiss. It is tonight, Friday, and Saturday at 700 p.m. at the high school auditorium. Tickets are five for students and 10 birds. Miss Bo with the National Honor Society is welcoming 46 new members during our induction ceremony on Wednesday, November 19th at 7 p.m. in the late forth auditorium. All are welcome to attend. That's all I have for today. Any questions for this Simon B? I have one that we've generally asked and what part is already answered story. What what grade you do? >> Well, we appreciate your report and we hope to see you back soon. >> All right. Mr. Good evening. Uh this evening we have the monthly report with the information as of the end of October. So, we're about a third of the

015way into the fiscal year at this point. Um, I always like to kind of compare what's changed since last report and also compare it to last year. And so, in terms of what's changed since last report up in the state fund section, uh, really the biggest thing is we've received our safety and security funds uh, that we applied for a couple months ago. So, that's on the safety and security line. And then we did receive the rest of our opportunity grant funding. So you see in both the opportunity grant line and the mental health opportunity grant line, we received the remainder of our funding there. Um as we move down into the local funds portion, uh you can see that we received our big tax deposit for the year. That's the largest one we received

016from the year. So last month we were at 14% collected for current expense tax receipts. As you can see after just one collection we go from 14% to 88%. Um, and so that's the significance of that uh October 31st deposit from the uh Kent County taxes uh property taxes. As we move down the local funds, the only thing I uh other thing I wanted to point out is uh you can see most of those figures line up fairly well in terms of the percent received. The one where you don't see that is the other match tax receipts. Um, and so right now that's showing at 70% received, whereas it should be closer to like the 88 to 90% for some of those other taxes. And so I just wanted to point out that uh the

017reason that that's off by that much is um I went back and looked at the the budgeted numbers and the 480,000 that we have in there for the other match tax receipts for the budget actually includes the technology match. So when I bring this back for the final budget, I'll have to remove that out of there. But that's why it's off by that much uh because we do have a separate line for the technology match. So just a a little error there. And then we move down into the federal funds. Uh you can see that we received our consolidated grant funding from DOE. So overall we're at 83% of their discretionary funds received compared to 83% last year. No change. Uh all funds 86% compared to 83% overall. Any questions on the revenue side? >>

018Any questions for Mr. coming on the re revenue report. >> Yeah. Moving on to the expenditure side. Um just a couple things I wanted to highlight. About halfway down on that first page for tuition payments special schools, you can see that it's already showing budget remaining of a negative 32,000. And so, uh that's just an accounting issue. So, we had a purchase order established for that, but they hadn't made the payments off of the purchase order. So we've since corrected that and that will get corrected in the next board report that you see it should have a you know roughly zero budget remaining for that item. Then the only other one is um that division three local salaries and I always say that's probably the most important number on the entire page because it's the

019largest number. Um and any kind of uh change in that could be significant. And so with us at this point in the fiscal year October was a three-pay month. And so between July, August, September, those were two pay months. There's six pays. With October being a three-pay month, that's nine pays. So nine out of the 26 pays have already occurred leaving you know 17 pays left and so essentially with those kind of figures we should be at about 65% remaining uh for our local funds. Now, sometimes because Kelly services are our substitutes, is is also in that line for the uh encumbered funds, but usually it's not off by more than a percent. And so, it's off by a couple percentage points. And I started digging a little bit deeper into that. And so, uh

020when I budgeted for this local funds, I budgeted for a growth in our staff of about seven employees and the local funds portion that's associated with that. And so as I dug a little bit deeper and looked at like the November pay of last year and the October 31st pay of this year and looked at how many people we have on the payroll that are coming out of that line, essentially we've had a growth of uh 22 staff instead of like the seven that I projected. Now granted, uh 12 of those are pair professionals and so they don't uh hit our local funds as much as a teacher would or some of our other positions, but still that's about half of those 22 uh positions that we see a growth then. Um and then we

021picked up six teachers as well. So really that's the the genesis of why you're seeing that number off a little bit. So bottom line is is when we come to hit the final budget, I'm going to have to up that that budget that we set aside for division 3 local salaries because we do have a larger staff than I was anticipating. I guess in some respects that's a good way. We're earning more units. We're filling them in. It's kind of that lag effect as we grow that fast in terms of division one units earned. You know, 12 in one year, 12 in another year. And it always is, you know, we find out October 1st and it's pretty much after the hiring season that you can't do anything about it. And so that's why you

022see the the big growth in number of pair of professionals is these schools really the only thing left to hire come this time October first couple weeks of November is pretty much pair of professionals because there's not a lot of teachers left out there to to pick up. And so, uh, I just wanted to point that point that out in terms of the division three local salary in. And then moving on down, uh, just total discretionary funds remaining 58% compared to 66% last year. Again, there's a big discrepancy. Uh, the other thing I'll point out is because this was a three pay month, it made that gap get a little bit bigger. Last year, the three pay month was November, so it'll catch up a little bit. Hopefully, that gap will compress a little bit

023uh after the next year for it. And uh nothing else really major in the non-discretionary side. So 66% of all funds remaining compared to 72% last year. Um but that's about it. Any questions on the expenditure side of the report? >> Any questions for Mr. Kelvin on expenditures? >> Thank you sir. Jumping back to our report section of our agenda 3.3 superintendent for Dr. Good evening, Spartan family. Always like to start with some celebrations. Uh so I'll share with you last night I got to get out to Chipman for the annual uh fall sports banquet which was outstanding. Uh Chipman Norway soccer team just completed an unde undefeated season. They were 11-0. And uh the Chipman girls cross country team was also undefeated going seven-0. So congratulations to them. Overall, the Chipman Fall Athletics teams

024won a combined 38 wins against only nine losses and then two ties, right? >> Three ties. So, a great season. Congrats to all our Chipman athletes and coaches. Um, and I just wanted to highlight and congratulate and thank uh Chipman athletic director, Mrs. Bordin, for the excellent work she's doing over there at Chipman uh running those programs. They're really doing solid work in Chipman athletics. And um also like to recognize Delaware Early Childhood Center pair professional Mrs. Paula Ford, Miss Paula Ford. She was uh awarded education support professional of the month from the Delaware State Education Association. Um congratulations Miss Ford, for your great worker at debt. Um as everyone has probably noticed, we're nearly halfway through November already. That happened in the blink of an eye. and first marketing period report cards will be

025available tomorrow at uh four o'clock on uh infinite campus. Uh let's see what else. We um don't expect any issues but this is a new system so we ask the uh public to be patient and if you have any problems accessing the report please reach out to your school first thing Monday morning. We'll get you taken care of. Uh a lot of things going on this weekend. Um of course we had the play as was already mentioned. Uh that's tonight, tomorrow and Saturday 7:00. Curse of the Cobra's Kiss tickets online. Uh and Saturday night, Spartan football at home same time. So, uh parking is going to be an issue. So, get here early and uh get yourself a parking spot. And those are that is a state tournament. So, uh no passes will be on

026for that event, unfortunately. Uh few other reminders. Next week is a full fiveday week. I got to mention that in November because every week is different in November. Uh but the following week is Thanksgiving and we're closed for students. Monday, November 24th is uh parent teacher conferences. Tuesday, November 25th is reserved for professional learning. And then the 26th through 28th, schools are going to be closed for that Thanksgiving break. Uh but if you do need support from the central office or your school, reach out prior to the school's closing. So arrangements can be made getting taken care of. Uh when we return from Thanksgiving, we'll be getting into the concert season. That's pretty exciting. Um we ask anybody to get out there and catch that great free entertainment. Uh you can find out details on

027our district website. Um and I would like to wish everyone a very special Thanksgiving. Let them know how personally grateful I am to be able to serve this district. Um and uh on behalf of all the teachers, support professionals and administrators, we would just like to wish everybody a very safe and thanks. That's all I have and I move the floor back to President Ralph and for any questions or discussion Dr. any questions for Dr. Thanks sir. Thank you. We're going to turn to LFA 3.4. I will start by offering my congratulations uh on your marriage and it's gonna take me a while to get its name for I call you bullsh welcome Mrs. Hayes. >> Um I just want to say thank you for all your work with us. We are looking forward to

028Thanksgiving break. We want to make sure that everybody has a very safe and happy Thanksgiving. Um you know it's been a it's been a year of ups and downs for everybody. So we just want to celebrate and be in the moment where we are. We are going forward with the raffle for the baskets and we will be selling tickets in February with the raffle going out in March for scholarships. So we will be doing that to give out to at least hopefully two to four scholarships for seniors. Um and we're looking forward to all that different work that we're doing with the baskets and just trying to commit support our community and support all of our members. So we thank you for everything you guys do and we're looking forward to a good year. >>

029We are as well. We appreciate your work with uh with that fundraiser and um thank you. Any questions for Mrs. Hayes? Thank you, Mrs. Hayes. >> Have a great Thanksgiving. >> All right, that concludes the report. We're going to turn to discussion items. Section four, this is one that I discussed at the end of our um last meeting. And just the backlog there, I I was contacted by the board presidents from the other districts in Kent County, specifically the Smyrna school district uh who had funded a study and went to Levy Court to see if they could have impact being increased because based on their report, they were um bipfold. They should have been bipled higher higher at least according to their report and there was a discussion among the various boards as to whether

030or not Lake Forest and the other boards wanted to jump on because Kane led the court preferred uh to deal with all the districts at one time instead of doing them individually. So that's where we are. We asked Mr. Calman to put together um just a little bit of history on impact fees and also provide a little education for uh refresher for the board and specifically Mrs. Graash. So with that, Mr. Kell. >> All right. So, um I don't know if you noticed on when we were covering the revenue side of the budget, but we did have that line in there for the impact fees. Uh so, at this uh point, I had put in an estimate of 400,000 that we would receive this year in impact fees. Um to this point, we received about

03148,000 that was on the the financial report. All that you see there is strictly the interest earned on our reserve account that holds the impact fee. And so, uh, that reserve account sits at close to $3.3 million. And again, that we were talking about tapping into that for the chipment edition. So, um, but we did just receive our most recent check from Kent County, but I'll go down, uh, to the next slide and we'll talk a little bit more about what exactly is this search charge or impact fee that they talk about. And so when you go into Kent County code, they do talk about it being a fee for building permit based on the proposed construction value. And so when they talk about that fee, it's 1.1% 1.16% of the proposed construction value. That's

032what goes to the school district. There is another percentage of 09% that goes to Polytech. So they also have their share in this uh in terms of the impact fees. Um they do say that the purpose of this is uh to establish financial assistance to the school districts for capital improvements. So it does specifically use the term capital improvements. Um it goes on in the code to also say it's not meant to be for operational expenditures. So and then it has some other extenduating language that talks about certain permits are exempt when we talk about um for instance building structures on agricultural land. A lot of that's exempt. 501c3 type uh facilities, those are all exempt. And then as far as commercial properties go, they only assess this percentage against the first million dollars of

033the construction value. After that, they don't assess anything. Um, and so that's how they work with the commercial uh pieces of this. And then uh if you want to go to the next slide, So they talk about capital improvements. The way the state defines capital improvements, a major capital improvement is greater than a million dollars. Those are the ones that they want to see go as a certificate of necessity to through DOE to the state. Uh minor capital improvement of course is anything under a million dollars. So um and it's typically um in that you know we consider using our impact fees for we have used them for minor capital improvements. We used them for the pool resurfacing that was about a I think it was like around a 230 $240,000 project because we actually

034had to remove layers of the plaster from the pool. several layers because after you build so many layers up, they have to be uh brought back down because of the tiling across the bottom of the pool. But anyway, so that's one of the the minor capital improvement projects we used it on. Um we're using it right now on the track. So you can see this is an older picture of um prior to us replacing the track about 10 15 years ago. Um actually I think it's about 10 years ago but we're already at the point where we're resurfacing that track um and we're using our impact fee uh because again it talks about using it towards capital improvements and it doesn't specify whether it's major or minor capital improvements and so I did have a

035conversation with uh the Kent County finance director and uh just to try to confirm that and and she didn't have any problem with that. So, um, and I've also had this conversation with DOE in terms of, you know, can we use these for minor capital improvement projects because a lot of the language kind of suggests that it's it's meant for major capital improvement projects because it also talks about, you know, using it towards the local share of your capital improvements on CNS. So, they're talking about if you're going to build a school, you can use these impact fees. Again, that's, you know, that was kind of what the origin of these fees was, is as you build and build out uh, you know, the areas, the residential areas of school districts more, you need to

036build more schools. And so, that's kind of the the genesis of the purpose of this impact fee. So, um, and you can see there, there's just the, um, the diagram of South before we built that, uh, South Elementary. Um but as you move down the last slide I have there is um the last five years. Um we collect them twice a year. Um I presented other school districts there just so you can see what types of impact fees are being collected across the board there. Um where you where I don't have information is Kent County didn't give me that information. So for instance like this year we just got our check in the mail and that's all it was. But you typically they'll give us the check and they'll give us what um all the

037school districts earned over that period. And so this particular time around they didn't present that to us. But um so we're still on target. You can see at 162,000 that's the check that I think we was deposited today at the bank. Um so that will show up on our next report. Um, and you can see in terms of that's the collection for April through the end of September of this uh calendar year. And so when you compare that to previous April through September, uh, that's a pretty good number there. Um, not the highest we've had, but it's it's higher than the last two, you know, three years uh, running. So um, so I anticipate and then last uh, check before that, the 264,000, that's one of the biggest we've seen probably in the last 15

038years. So in terms of uh impact fee shows. So so there's kind of the uh the history at least of the last five years of our impact fees. Again it's it's pretty much uh any major or minor capital improvement project. Uh it does talk about using it for the local share but I talked uh I spoke about the chipment edition. There's not going to be a state share in that case. It's going to be all local share u because you know we've gone a few times now for a CN and uh it didn't get approved. So, uh, if we want this done, it's at the point where we do have to fund it oursel with local funds. And so, because we do have about 3.3 million in the bank, uh, just from several years, you

039know, this is probably a decade or more deposits of uh, impact fees that's built up over the years. So, uh, but that concludes what I have for you for impact fees. Are there any questions? >> So, I have a few. So first question um the that figure that we have um on standby impact is that included in our reserve or is that separate >> when we hear the district reserve? >> Yeah, that's separate. Correct. >> That's separate. >> That's what I thought. Okay. >> Yeah. >> Um so that 1.2% and I don't I'm asking we may not have the answer to this but um first of all it's all driven by county code. Correct. >> K county code or ordinance or whatever. It's not a state run thing. It's it's county county has legislated their

040own >> correct >> impact fee percentage. >> You may have seen in the news that Sussex County is trying to get impact fees for their schools. Uh they haven't been successful. Um Newcastle County already has them. And then the other thing I wanted to point out is is Smyrna because you mentioned Smyrna. Smyrna does have a municipality impact fee. So that's separate from any other municipality within Kent County. they have an additional impact fee that they collect just for Smyrna residents that or construction that goes on within the the township or the the municipality of Smyrna. And so my understanding is that was just increased quite a bit recently. >> Yeah. So I I got to hear the ins and outs of that with the Smyrna board president, but it sounds like they pushed back

041on that because the homebuilders association was going to sue the town because they violated their town charter by increasing that when they they had to change their charter first. I think that's being rolled back into radio property. Um, at any rate, so um, do you know countywide? Is it is it countywide or is it different per district? And the reason I asked that question um is twofold. One, um, the county has asked other districts to come, you know, wants to hear from other districts as well. Um, and if if it's if it's countywide, I'm not so sure I understand why they need to hear that. pres presented a study that we would potentially piggyback the exact same study that's going to say, "Yeah, it should be increased because it's, you know, fivefold less than it

042should be, you know." So, in other words, is it is it is that is that percentage based on district or is it a flat one 1.2% countywide? >> So, the 1.2% or 1.16, it's it's countywide. >> Okay. So, it's not just Lake Forest and for example like Caesar Rodney's got a different percentage. No, it's the same for the entire because this this is straight out of the county code. >> Okay. >> Yeah. >> All right. Um, so just rough math. So you estimated 400,000 I think I heard you say for this year. If given Smyrna's study, if they're accurate and even if you know if if they're saying that's what it should be, that's $2 million. you know, if it's five times greater, if it should be five times greater than it is, the $400,000

043estimate is $2 million is what we would project if that uh impact fee was increased to coalign with the study that they have produced from that um that company that they used. Um so there's I mean potentially a significant increase if they increase it at some level. Um I don't know that they're going to go what the study says. I think the biggest thing to recognize it's not a tax increase. It's what someone that's applying for a building permit would pay increased with you know to build that project typically to buy a building in the past as they sell. >> Yeah. So my understanding is 1.16. It's always been based on the construction value. I don't think that has changed in Kent County. >> Yeah. So the and I I'm believe I have permission from

044Sternuts. I think they post it on their agenda. Um, so it's public knowledge, but their study was was I believe the old way of doing it was based off the construction cost. This study that they presented to the county was based off the type the construction cost and the type of home being constructed. For example, like a an apartment complex would be would have a different level impact fee than, for example, a single family residence and you know, someone doing like a module home, something like that. Um, and then they it it was kind of complicated. So, I don't know if the county is going to give them push back and say, "No, it needs to be done in the same format. We're not opposed to increasing it, but you got to come back with

045a different study that says, you know, here's what it should be based off the current formula, the current um metrics of doing that formula." Um, so, all right, that's enough from me. Does anyone else have any questions for Mr. Pelman on impact fees? Okay. So, this is going to come back later for a board vote uh as a general um resolution from the board with interest in joining other Kent County school districts on pursuing an increase in impact fees with the county. Um I don't think there's no wording in it that ties us to paying for it funding for a survey or study. And my recommendation is to just if we're going to go forward with this vote and it passes to then have a conversation with those other districts and then approach the county

046first and see exactly what they're looking for before we go fund a study that they may not want. Um because that study that Smyrna had done was a $20,000 study. So um so this like I said this will come back for a motion later to pass as a resolution and during that time we can also ask additional discussion or any question that thanks for putting that together for us on short notice. Appreciate that. Thank you, sir. Absolutely. All right. Now, we're going to turn to section six board policy. Got some great news for this evening. All right. First one, please. GDA classified staff positions. This one had no changes recommended. Any questions or comments on GBA? Moving on to GDV, classified staff contracts and compensation. This one looks like it was fully. Any questions on

047GDB being classified staff contract and compensation? Thanks. >> Oh, I'm sorry, Dr. W. >> Um, just a formatting. I believe that it's the last new paragraph has the forced um margins. I see some really strange spacing. So if that could just be correctation, >> right? ID school day. One minor change is made to that one. Questions on. All right. IG curriculum development adoption and review. This one had no changes re any questions, comments. IGC pilot projects and have one very minor change questions or comments on IGC J O community resources persons I wanted not to be added that new sentence all official visits on behalf of community I believe is it missing there the word of on behalf of representatives I think we're good to go Any questions or comments on this one? And then

048turning to K public concerns and complaints system one that we had last month that we made um some changes to. And this is the one that if you're not familiar is um being legislative legislatively driven to align with the new legislation to allow um participation via online format. And um we were given a copy just with some comments in the margin from our council who reviewed it. And there is one in the body as it stands right now uh under the public concerns um heading second paragraph fourth line um actually back up to the third line. It starts with at the discretion of board president comma or chair and then it just it goes to a period with a capital as for speaking. I think that period should be a comma and then speaking is

049a carry on of that one sentence. Um and then in the next sentence after board president comma board chair should be a comma after chair. Other than that um I think that uh encapsulates all of the comments that we had at our last meeting. Um, I do have one question for the board and it's it aligns with the comments from council where he indicated that the majority if not all of our neighboring districts had moved to a 24-hour format for requirement and um I've kind of shifted from a um 12 pm of the day of to aligning with everyone else 24-hour format. How you doing? >> Sure. >> Just be consistent with other districts in the town. I'm I'm perfectly fine if we do that that noon that day. But it does give us a

050chance to instead of hearing uh you know something there's something we do need to research, we have a full 24 hours to research it, but it's it's I'm I'm okay. >> My initial thought is that comment is for the community and I realize sometimes things happen to that day. I don't think we're expected to respond. I don't know that providing re or doing the research and being ready to respond is is important for us to do at that at that time. Um I'm inclined to leave it at that day. >> Um on that >> Dr. W >> on that sentence um it's 12:00 p.m. run together. It doesn't need to be separated. Any other questions or comments on K public concerns and if not these will all come back on our next meeting for December

051to read in in conjunction with one but our last move question. >> Typically in section 13 other business board policies we these and I don't see it on the agenda. I'm sorry for pitching that earlier, but I was supposed to not have modified your I'm not sure how to handle that. >> Good question. So technically our agenda has no however that is a standard >> I'm using partic It's the other. >> Yeah. So, it's >> what's the agenda? I think Robert. Well, when we get the secretary, I'm going to read other business board policies when we start just. It's not accurate. We at our next meeting, we will adjust it properly. >> Okay. So, make the motion. >> Make the motion. Yep. >> So, let's do that. Make a motion to amend the agenda first.

052We'll vote on that amendment and we'll um add that as the next one. >> Okay. >> I I totally missed that too when I reviewed that. >> I think sometimes when it's just the standard that it easy to look over catch. >> All right. So now it is your turn. Section 8 personnel. Section 8 to make a motion to approve the report and prison. Second. A motion and a second on the floor to approve this evening's personnel report. 055on that motion hearing none I'll call for a vote all those in favor I opposed abstensions motion carries 4 >> section four student instructor ratio requirement make a motion through >> second as presented. >> Have a motion and a second on the floor to approve resolutions uh resolution 10.4 for student instructor ratio target present questions on that motion hearing none I'll call for a vote all those in favor >> I extensions motion carries 4 section 12 I make a motion we approve the financial report second motion a second board to approve resolution 12.1 evenings board financial report and questions on that motion No vote. All those in favor I >> opposed extensions. Motion carries 4 Z agenda. second agenda to reflect what your motion's going to be and you're adding action for the board. Second,

056>> right, I have a motion on the floor and a second to amend the agenda under section 13 of business board policy to reflect the typical language that we have anytime we have a first reading of policies. Any questions on that motion? We know I would call for a vote to amend our agenda. Any questions? I already asked. >> All those in favor say I. >> I. >> Opposed. Extensions. Motion carries 40 to generous. >> So section 13 on the business board policies and make a motion we approve the policies first reading as as modified during discussion. Second. >> So, I have a motion and a second to approve and this will go down as resolution 13.2 >> uh to approve the um first reading this evening as modified during discussion. Any questions on that?

057>> Hearing none, I will call for a vote. All those in favor? I opposed. Abstensions. Motion carries now. Thank you. Start turning to section 14 board reports discussion items and concerns. Uh resol or item 14.1 Delaware school boards association. >> So I wasn't able to attend. They had like a workshop at Were you in Did you end up anything significant? >> They had three really good presentations. Uh the Bo Biden um organization did a presentation. The National School Board Association did another one and the First State Educate uh also did one. I will send their items to the rest of the board of the president and the dinner was just amazing. >> Uh do you know when the next ESD is um so it's January the Any questions for Melissa Starky or Dr. Wyatt on

Do you know when the next meeting for that? Um >> February, I believe. >> Okay. Any questions on on legislative committee? Turning to item 14.3. Go to the order. An opportunity for any board member to raise a concern or comment or question. Any item that was not presented on this evening's agenda for discussion. M. So, um I just want to put it out there. I'm not sure that I have with Sam. This is coming probably to you first, but uh we had spent a lot of hours out on in the stadium and I have have mentioned this before and I just want to say it

059again. I am really concerned about the lighting of our stadium. Um, I know that that is I'm sure it's an astronomical false, but when you go to different stadiums and they have the LED lighting and it's bright, um, our stadium is just very dim. It's very dull and I don't think you'll recognize it until you go to some of the other stadiums. Um, I think being there a lot over this past season and then Friday night at the football game, I think even just looking at the crowd of people and the line that was so backed up from the concession stand and the bathroom lines and it just it makes me question if we if our facilities are matching the crowds that we are having um in our stadium. I know it's we're talking money.

060I I I understand that and and I don't say that lightly, but I don't even know exactly what the next step is, but I'd be curious about what it would look like to change that lighting in the studio. I'll just leave it at that. Again, there's no answer, but I think we just need to be starting. I do. Um, last week I was able to attend the Veterans Day celebration at South and just going to say I thought it was put on really well. Um, as a military military family ourselves, like it was exciting to see the kids so excited. Um, I know other schools did presentations as well. I just thought it was really well put on. >> To that point, I had a chance to go to Norse and I concur with Miss

061Grass. They did a phenomenal job and Serella always does a great job with that. Um, and they had a I'm not sure how South went, but North had a red carpet when they actually had students honor veterans and bring that in. And our very own Dr. Lucas was one of the honores. It was great to see and it was a very well-run program and was something we all can always rally behind and I love that. So, it was good time. Any other board members? All right. So, with that, I will let everyone know that our next meeting here is December the 11th. Um, this time of year is my favorite time of year and Thanksgiving was my favorite holiday because best involve money and gifts and things like that and by all time and friends

062and sitting down and breaking by everyone's meal and to that point I I wish you all a very happy Thanksgiving and and a great time with your families wherever you're going to spend it. So enjoy that and um I don't believe we have a need board executive session. >> No sir. So with that I will entertain a motion to adjourn. Look, I can read the agenda. Well, in my attention, there was a blank line. We talked about 30 seconds earlier. All right. I have a motion and a second on the floor to adjourn this evening's meeting. Any questions on that motion? Again, hearing none, I will wish everyone a very happy and safe Thanksgiving, safe travels if you're heading out of town. If you're not, enjoy your time and uh I will call for a

063vote. All those in favor? I oppose. Abstensions. Motion carries 4 Z. Thank you everyone. We stand a journey.
