uh good evening everyone joining in person as well as anyone joining online would like to reconvene the thursday june 24th 2021 meeting at the lake forest board of education uh as usual if you would please join me in the pledge of allegiance followed by a moment of silence [Music] i congratulations foreign thank you [Music] all right so just a reminder that this session is being broadcasted live and will also be recorded and posted on the district's website we'll begin this evening with roll call of board members this is starkey here vice president brown here and earl president earl dempsey serving as chair is present we have three board members present this evening uh thank you both for being here we've won the 2.4 approval of agenda make a mission we've approved the agenda as presented
second emotional feel properly seconded why don't we even send the motion to table we don't have a forum to be able to vote on this this evening um so let's why don't we mr rowell change the motion to table it this evening so i want to improve the agenda oh crap i'm sorry i'm sorry we're only again so under discussion the agenda i'm sorry all right so we have a motion and a second uh i jumped ahead one i apologize for that all right we have a motion second open for discussion so mr wrap point of order with the agenda uh 2.5 equivalent minutes uh i will be abstaining because i was not at either of those meetings which would make that motion fail that motion should that uh item should be tabled um whether
we remove it from the agenda now or just able to get through we should do that i would say we just remove it from the agenda now we don't even have to bring it up for business and if we could just just add it to the next so great thank you mr ralph all of these again all right any further discussion one agenda all right seeing none will move to a vote all those in favor any opposed and extensions motion carries three to zero 2.7 citizens participation uh so since participation is the opportunity for members of the public to address [Music] the board either online or in person if you're online we ask for you to contact the superintendent's office ahead of time in person to register at the back of the room and we
do have one in person this evening it is uh kelly mckenzie this is kent mckenzie you feel free to come up front we do ask for participants to keep their comments to three minutes um and this piccolo will keep the timer so welcome floors thank you thanks for having me uh my name is kelly mackenzie i have two daughters that have attended lake forest this year they'll be going into fourth and fifth grade um at the beginning of last school year my husband and i made the decision to pull them from the public school and to homeschool them not for fear of stars cozy 2 but for more of the concerns associated with mask wearing and also with the virtual learning and hybrid learning and how that would look and how we would manage that
so we decided to hold on i am an air force veteran i served 2001 to and um i served for our country and now i feel like i'm fighting for my children i'm a nurse at kent general i work in room services so i float between labor and delivery postpartum nicu and pediatrics seeing as though we never admitted a single child for complications of covid19 we did however and continue to have several children hospitalized for psychiatric uh suicidal ideations sometimes five children at a time that meet 24 7 senators and it was very very difficult to deal with children going through that um and i i understand that whatever the governor presents us the guidelines is kind of what the school has to follow but i know that in several states they've made it optional
and i'm just wondering if lake forest will make it optional if that's possible so that's my first concern is unmasking the kids and then my second concern is um for critical race theory teaching that would be taught in lake forest so thank you very much i'm gonna before i turn it over to dr lucas who operationally may be best to answer those things i i will just acknowledge you know uh it's been a difficult year for for everyone and just hearing the decisions that you and your family made for the best of your for the best of them and the best choice for that family uh you know that that's kind of what we all had to do and i called you for making it through the best that you could yes we would like
for them to get back into school but well and we appreciate you being here asking these questions because we would love to get them back so uh with regards to your first question about the masks and the i'll i'll address that a little more specifically in my remarks so if you can just hang on a few minutes i'll talk a little bit about our return to school plan for next year and uh just for the benefit of everybody our safe return to school plan is posted on our website and it's there for public comments so please take a look read through that and see what that says because that'll spell out exactly what we're looking at um just understand that things change and that's where we're at right today this minute um but i'll really
address that specifically in my back school remarks in terms of critical race theory that is not a part of our curriculum and we teach specifically from a curriculum and um so as again as right now that's not in our curriculum it's not our plans and uh we will not be teaching critically throughout the choice thank you welcome chris mckenzie thank you very much thank you um seeing no favorite comments our next uh public meeting will be uh in early august typically the second thursday of august and we will open uh a comment back up at that time with that said we'll move to section three reports we're starting off with 3.1 discussing a no-cost referendum for capital improvements turn it over to mr grove yes sir okay thank you robert grove welcome thank you good
evening i should say welcome back a brief presentation just a couple of slides so we had a board workshop um two weeks ago i guess and during that uh we discussed the um uh potential of a no-cost referendum in other words we have some money in the bank we're looking at leveraging that against money from the state and uh to take care of some capital expenses that we have uh mr gross has graciously agreed to go back and sort of put a price list together so we know the projects we're interested in how much those will cost us so that we can prioritize those and we can [Music] start the process towards requesting a certificate of necessity which is the first step in getting the state to help us offset the cost of these major
projects um unfortunately the district likely of course when we have these multi-million dollar projects we just don't have that money sitting around for us to be able to spend on things like that so this this is a way that the state can help us with these with these projects and provide us the resources so thank you for the recap this is a brief presentation tonight so i recap some of the an update to the group assessment which we have done a few years ago how that impacts the planning as well as the construction budget and what the next steps are before us to get to the so first in 2018 we did the assessment we identified about five and a half million dollars worth of roofs which needed to be replaced at that time either
immediately or within the next couple of years over the last three and a half years uh carlos and the staff have been working to address some of those worst case scenarios and failing root areas uh the update that we've done looking at it we're down to about four and a half or four point three million dollars worth of proof so they've been obviously diligent work towards uh addressing this issue since we first identified and assessed all the groups distributed today so it's been a really good after over the last three years which has had a positive impact not only for the district but also for this major capital improvement program request so this is the roll-up sheet which is uh along with one of the documents that's the full estimate is in the board docs
and you should have that for for review taking all the items which we reviewed in the workshop two weeks ago we have gone working with local contractors and some estimators and other design professionals we've put uh preliminary cost budgets to everyone that was on the list i did break it out into here into the summary the improvements uh roofing as well as other that were identified for a cost of work in the estimate exceeds about 14 million dollars by the time that that is rolled up with a contingency and then escalation factors between today's prices and when the work might actually happen as well as soft costs that stay required that 14 million cost of work ends up being just uh just a hair over 19 million work identified so that obviously is exceeds the
amounts that we have that we're looking to expand on this and request from the department of education state which is actually it's good and bad obviously it means there's more work to be done than money to be had at this point but it gives the district a fairly some latitude between now and when the cnn and potentially the referendum run to really hone in on what items um in the past we have done additional workshops we've also done it during board meetings with prioritization and identifying which items are most important at each building depending upon how much one supported and then uh sort of a game plan so that uh not only the board members but also the community understands what priorities are within each goal [Music] obviously from this first step with a with
a rough construction budget overall we're obviously in a good position where the request that you're making of both the state as well as community is easily justified in this option so step one or step two really is um i put you in a good place and uh really it's the net it's just moving forward the next steps just go to the next line so we have to have the request for stupid necessity uh into deal with by the end of august and in order to do that we do need to obtain for approval of the request so i expect we'll be back at that always board meeting request in front of you for for the board and then get submitted to doe by the end of august august 30th i believe is the deadline um
and then everything in blue uh on the screen is really there it's it's our best guess is what's going to happen with time frames you may or may not be asked out of the audience with former vet as they're working through their overall request for the budget for the bond bill they issue certificates if their certificates are awarded they come out in november roughly the middle of the month and sometimes you'll get notifications whether or not you're going to be receiving before that but it's safe to assume that in mid-november you should know and really reference the referendum preparation which i had in november december to really start sooner but it's my recommendation that the referendum happened sometime in late late 21 around the holidays is usually a good time and it gives you the
opportunity that if it's not a good outcome you still have time to actually address whatever concerns came up as to why the referendum didn't pass and we can still run it a second time which has happened past many districts and there's a good strategy to have so that it has to pass i believe by mid-march i don't know that date exactly sometimes it changes uh everything has changed over the years then assuming the referendum passes then uh dori submits the package in their total package for the bond bill this time next year so that's the overall time for it here so the overall estimate and budgets are before you you have time to review them and as far as if the board would like to have another workshop as we did um monday a week
ago we can do that and discuss in more detail if you don't have you know future meetings or discussions you know if there's a brighter right amazing between now and the other story if you have any questions or kind of questions so one question i would have assuming everything goes as planned what would be a timetable for um assuming assuming you know the the now i put here you have you would be receiving funds in the fall of uh 22 in october you can depending upon the work you can do um in anticipation of fund receipt and to remember exactly the term but you can actually write to the state to ask to have that money released sooner depending on when the funding cycle is referendum and we'll talk about this i figured that be
talking to dr lucas mr starr between them and august to strategize about how long work would be this is not a large uh scope of work i mean i i'd see a request being maybe two funding cycles at most to get the work done you could ask for it in one it's not a huge amount but that'll be part of what we have to talk about you don't want to take the money too soon we can't actually get the work done but that puts you in essentially summer of 23 actually assuming we would start off some of the most of it when school is out that would have been the follow-up questions the the majority of something that needs to take place while there are students here depending it's always ideal obviously we try to
we always try to schedule the bulk of the work during the summer months just because it makes things easier for everyone um but you know there's there's work here that is uh fencing uh site work there's even some roof replacement that can happen um you know while the buildings are operational so it depends and that's part of the strategizing you do have some flexibility i think it's a three-year cycle and actually reminds you where to achieve so looking at that three to five years will be able to get these projects done [Music] yeah initial thinking for me to make it a single year request if you already have the money at hand you can ask the state board they give it to you you have three years to encompass gives you the flexibility and just
you know i think as we did during the workshop for anyone who hasn't dialed in for that i always like to take the opportunity to make it crystal clear what what it kind of is we're doing here um and whether mr burger is aristocattlemen whether you just speak in rough numbers but essentially what we're what we have the opportunity to do we have amassed over the years money within the district that can be put towards capital projects and by moving ahead to this certificate of necessity with the state the state will then contribute money uh as a percentage of what we have amassed as well right so that's roughly what are the rough numbers there roughly three-quarters state one-quarter local is what the capital project would entail in terms of funding okay so we have
roughly how much that we as a district could contribute a little over two million okay so uh 2.3 million so so so we're off numbers right so 2 million ish that we haven't contributed and following this process if accepted by the state uh could get us six million to contribute to that right for an eight million budget roughly correct yeah pushing potentially past nine right so so a great opportunity for us but the one step that it does entail is needing to go to the public for a public referendum public vote on this capital reference but based on everything we've just outlined at this point we are intending potentially to move to that to be at a zero cost to taxpayers a lot of times we hear the term referendum and that means we're asking
the public to vote on a higher tax rate for specific projects in this case we foresee at this point not having to ask for that but we do still have to follow the public voting process so again i just at every opportunity i want to make sure everybody was listening or everybody who's present to be kind of crystal clear on what it is we're doing and why we have a great opportunity we've we've been very fiscally sound uh hats off to uh to mr star in the administration and what the team's doing if you see the progress they've made that and i appreciate you including that in this presentation the progress we've made on the roots to remind our capital funding district has put forward right but it's a great opportunity for us and we
want to try to work all right so now we are on to uh financial report 3.2 mr kurt kellem welcome mr collins all right so a little segue into our uh the setting of our annual tax rate our property tax rate within the school district so just as a reminder the school taxes are made up of those four components the current operating expense the debt service tax which is of course our bond payments that we make from prior capital projects uh whether it's renovation projects or building new schools uh the third component is that match tax which is made up of several components within the match tax one of those being our minor capital improvement funds that we get from the state we match those to a 40 level uh the other being uh technology
maintenance extra time for tutoring uh our math specialist and now we have the opportunity grant which is our fifth component of the match tax so and then the fourth major component of the property tax is the tuition tax for our intense and complex special education students so as we look down to uh the proposal for fiscal year 2022 you can see our current expense uh tax rate at 95 cents 95.08 cents we're not proposing to change that because we can't make a change to that because it's set by referendum and that is the cap capricorn so moving down to debt service we do have the ability to change that to a little degree but again that is used to pay off our prior capital improvement projects so there is a minimum amount that we kind
of need to collect to pay off those payments but right now i'm proposing that we keep that rate constant because right now the debt payments that we have for fiscal year 22 are only dropping very slightly from what they were uh in this current year uh fiscal year 23 we'll actually see those bond payments go down because we'll actually pay off one of those bonds from a prior project so then our rate will potentially go down further uh in 2023 in terms of the debt service tax rate as far as the match tax that is one of the ones that we are proposing to change uh and the two components that are driving that change are the minor capital improvement so uh typically we get about anywhere from five to six hundred thousand dollars a
year for minor capital improvement expenses sixty percent of that comes from the state forty percent comes from this match tax that we have to levy as part of our property tax so when the state awards us more and minor capital improvements then of course we have a higher corresponding forty percent that we have to raise in order to uh demonstrate to the state that we've raised our 40 portion so that is one of the few taxes in fact that's the only portion of the match tax where we have to present to doe uh documentation that we actually have that in hand before they will release their portion and that's usually about halfway into the fiscal year so right now though um that match tax with the minor capital improvement portion is based on what was
in the governor's recommended budget back in january there is a potential and that's in fact it's in committee tonight at legislative hall to go over the capital um the bond bill basically uh there is a potential that they will increase that amount um so i'm not quite sure what that will mean to our match portion of our match tax that's good news if they do increase it but that means that we might not be able to raise enough from a or we might have to wait further into the fiscal year to collect enough to prove to the state that we have our 40 portion so that might be the um the challenge of if they raise the minor capital improvement state portion in terms of us setting that rate right now uh because some districts
set this rate in july the first week or second week of july when it's already been settled as to what that amount will be and then the second portion of the match tax that we'll be increasing is that opportunity fund because we're moving from 456 000 in state funding up to 744 so we have a corresponding match component it's basically like adding um division one units because we use these uh we leverage the opportunity fund to add uh academic interventions in the schools right now so the state pays the 70 portion of that and we paid 30 our local portion so with the increase in what the state is authorizing for the opportunity fund that's going to generate the increase in what we would have to raise to cover our 30 cost so those are
the two components of the match tax that are increasing and why it's uh there's a proposal for a 1.89 increase in the overall match tax as we look down at the tuition though uh we're projecting that that will go down and i'm proposing that we decrease that by a little bit over 10 cents per hundred dollars of assessed value there's many factors that are leading to why we have a lower tuition expenses this year a lot of it's due to the pandemic because really probably the second largest expense of any school district behind the staff and the teachers and so forth is the transportation expense and when kids are only in person you know 40 of the time then that transportation expense is going to go down so that's the largest reason why we probably
saw a decrease in our tuition expenses there were for instance we paid the tuition expense to the delaware early childhood for the pre-k folks that are special education and that enrollment went down as well from 35 down to 25 so with less kids there's less services that are needed as well and then uh with the personnel that we pay for for instance we use that tuition tax to pay for one-to-one paras where they are needed for uh intense and complex students um so as uh some of the division one uh what we earn in terms of division one unit sometimes we can leverage those more and shift some personnel off of that tuition tax on to our division one units and so over the years we over the last couple of years we've seen a
little bit of a shift of moving some of those individuals that were paid from the tuition tax over two division one units and so that's lowered our personnel costs from the tuition tax so that's why i'm proposing that we dropped that from the 0.4152 down to the 0.3131 in terms of the tuition tax so overall it would drop the overall tax rate by 8.33 which is good news for the uh the average taxpayer in uh the lake forest school district you can see um on the third page uh what we've witnessed in terms of tuition expenses and why we anticipate uh uh the lower expenses so next year those expenses will probably go and go up i anticipate them to go up but um because of the fact that we raised um a higher amount
in terms of property taxes this year but had lower expenses we basically were able to um have a surplus so to speak in terms of expenses to receipts this year from the tuition standpoint so even if the expenses go up to 2 million next year and we only collect for 1.7 million we will be okay because we have enough of surplus funds to cover that additional expense so as we move on you can just see uh i've included the tax rate history uh so you can see where we we are in terms of the total tax rate and uh with this proposal would be the the lowest tax rate we've probably seen in several years so that's good news with the debt expiring and then the this is probably the lowest tuition tax rate we've
seen in several years too so moving on the the last chart that i have there you can see um one of the other major inputs to this process is the assessed valuation of real estate within our district so you can see the assessed valuation over the past five years and so we get that number from kent county and they're projecting that the average valuation or the overall assessed valuation will increase to 543 million this year up from 530 million uh in the current year so that helps us out as well uh with new housing startups and developments and new businesses and so forth so that increases that overall assessed evaluation again i've included the other school districts as you can see down there this is just their 2021 tax rates as we don't have their
uh proposed upcoming tax rates so this is for this past school year uh capitals was increased from the prior year caesar rodney's was increased from the prior year smart on milford decreased slightly woodbridge helped constantly of course we've declined from the prior year and with this new tax rate of one uh 1.49 since 0.64 it's going to go down even further from the 1.5833 so the the basically the um the average assessment within the district is about 33 000 uh valuation and what that means the average taxpayer is going to be about a 30 drop in the property taxes so are there any questions with the proposed tax rate for 2022 so thank you mr kell questions from the board um so a couple things for you so you you indicated that there's discussion within
the current discussion well let me start over when when is the windsor coming up on the board to vote for this or for this to be reported what's kind of viewed as the deadline well the deadline to kent county is the second thursday of july so that's when we have to submit the tax plan for that all right and then so from there what you had indicated in the current legislative discussion um is there any reason for us to wait until that discussion ends by g30 and then revisit this in early july no i mean it really depends on how much i mean if they increase it drastically that could be a potentially an issue but if they just increase it slightly and it gets spread across all the school districts we might be fine
and it just might be that it might be january instead of december until we can present to the doe that we have sufficient funds for us to get our uh state portion of the mci funding so we might have to just go a little bit further into the fiscal year which means we need we need to rely a little bit more on our current uh funds that are available for minor capital improvement okay so your recommendation would be to proceed tonight yeah i think we have to proceed at this point yeah um so when we talk about the debt service you know one thing that's always triggers for me and i think it's great for the board to know i think we've discussed in the past and this may be the trigger uh so maybe
into the one of the august meetings if maybe the board could see i know we've produced in the past uh kind of where we stand with those bombs the cost and when they're dropping off so maybe we just get a current snapshot sure because it's probably been i think this was the trigger last year for the discussion so it was probably last all of this correctness maybe a revisit to that would be great um and then the last thing i'll say is again just just a comment for everyone who's joining in understanding of this uh i i've always perceived that so a lot of what we're doing here tonight prior to being on the board i did not realize happened you always hear within the district about referendums and when the district essentially needs more
money they have to go out the referendum in order to get that and to change the tax rate uh but as you illustrated tonight mr kellerman you know the actual tax rate that our citizens pay has four components and only one of those is driven by a referendum the other three have at least some if not entire discretion by the board on an annual basis and our district and so it's very refreshing to see on the last page that out of our all of the kent county districts and our neighboring district to the south and sussex county out of all of those districts that we have the lowest tax rate uh that does not to me mean that we are doing less than those other districts it's just that we have taken it very very
seriously um and have been a very fiscally responsible entity and i think that shows with the decision that we would be making tonight that you're recommending in that we are at our discretion right on an annual basis this year our discretion we would be reducing by my my calculations would be reducing the tax rate of our citizens about 5.3 percent uh yeah that sounds about right yeah so uh i think that says a lot for the district i think it says a lot for administration and our leadership i think it says a lot for what the board has been trying to do and as well as our staff that does a great job of working within the budgets that that are set for you so i just feel that i'd be remiss if i did
not properly illustrate that for anyone who has the opportunity to hear it yeah and i think this process of this goes hand in hand with the work that your department and everyone that's connected finance has done which is reflected by our reserves for the last few years as well so thank you and the only other thing i would add with the mr grove's presentation when we talk about a zero cost referendum that means that we're not going to adjust that debt service basically right you know there's going to be no impact to that debt servicing because otherwise if there was a cost associated with a capital referendum we would be increasing that debt service rate so i just wanted to highlight that absolutely okay any final questions or discussions all right mr coleman thank you
very much uh we're going to 3.3 uh toward president report so summer's here uh i think last time we were together summer was just about the start for our students but now it's officially started for our students and our staff and this year above all others i hope that our students and our staff really take the fullest advantage of it because god knows they have earned so i just wanted to throw that out there i also wanted to mention um yesterday i had the opportunity to attend uh at the fairgrounds the opportunity to attend the delaware state ffa annual convention um and i attended their closing ceremony and it was it's just always so nice to see the great things that our students and graduates in this case are doing to where out of that
student-led organization the five leadership positions over last year three of those were held and this is statewide statewide ffa chapter three of those five positions were held by lake forest students or graduates um and as those came off three more out of the five are going in and it's just uh it's very very nice to see and it's so great to see them up on stage giving those speeches their presence their content and to know that they are a product of like that's all foreign have anybody have any questions oh one other thing i do believe that um as the school year comes to an end i do believe that this is going to be our last planned meeting here in the lake forest high school auditorium um as conditions have changed requirements have changed
um we do believe starting with our next meeting we will be moving back across the parking lot uh to the uh to the boardroom uh a newly uh freshened up uh sharp looking uh boardroom so we look forward to sharing that all with you at our at our next meeting that's all i have any questions for you all right thank you superintendent thank you good evening everybody just a few things to share tonight as mr dempsey mentioned summer's in full swing and many of our students are engaged in learning we have 63 learners engaged in year-round services about 115 started summer school here at the high school with several hundred students participating in one-on-one online tutoring through a program called back to basics and about 600 of our spartans logged into our online summer learning
academy last week so our summer our online summer learning academy is a collection of math and reading resources i'm going to bring this awesome swag bag to show everybody so uh it's an incentive based uh program that we're we've offered to our students uh and as long as they're logging in and they're regularly participating in math and reading for last week the kids that did that they got this cool swag bag right here uh got an awesome lake forest water bottle terrible towel this is uh not really sure what this little thing is here so the visor clip or uh and my personal favorite here is the uh lake forest uh sunglasses so uh we're hoping every lake forest spartan takes advantage of the uh swag they can get by participating in the uh the
online summer learning academy i've got quite a few kids engaged in that and it is very very useful so please kids get started on that um let's see uh we started planning for i love lake forest day we're really looking forward we had to cancel last year october 16th so save the date and if there's anybody listening vendors volunteers that want to participate you guys know way better than me what a great day that is and we're really looking forward and excited about that our new website and national notification systems will be up real soon it should be seamless so the only thing you notice is just a major upgrade in look and services uh strategic planning is going on our next meeting is july 7th we're always looking for more participants for strategic planning
so give us a call at the superintendent's office if you're interested in participating in that we have both for july 7th we'll do both face-to-face and remote we'll do a zoom option for those people that can't make it on july 7th uh finally just a reminder we are fully intent on reopening face to face in the fall with as few restrictions as possible i'll outline this a little bit more specifically here next i think i roll right into the return to school report um but that's it for uh my superintendent's report i can go on questions for dr luther's in general superintendent reporter i will say um i thought i remember seeing something i loved like first day i checked my calendar real fast it's already there populated for us so thanks uh to the
district for uh including us making sure we are well aware we look forward to it uh so floor is yours for next report all right turn to school so like i mentioned we're fully intent 100 face-to-face beginning in august we're working through you know the logistical challenges um of that i've had a few inquiries about what will school will look like in the fall what i can say right now is we are really going to try to implement as few restrictions as necessary to safely get every student back in school every day some of the things we learned from the experience of the pandemic like good hygiene health etiquette like not coming to school sick or sneezing into your arm using hand washing and sanitizing those things make sense and we're going to continue to
encourage and hopefully keep those practices in place other things like wearing masks and minimum social distancing really depend on the mandates that we get from the state the state department of education so it's our hope that you know we're able to loosen those restrictions and make as many of those uh optional to the wearer to the to the user but again we are subject to the regulations of the state department of health and um department of education but right now we're working as if we were back be back in school face to face um like we remember being back in school uh let's see again i mentioned the safe return to school plan it's on the website on the superintendent's in the superintendent's corner and it's also on the kogi 19 drop down so you
