seconded to approve the agenda. Is there any discussion? >> I'd like to uh make a motion to amend action item C into action item C, D, and E to consider each board policy independently. >> Second, Jose Matthews. It's been seconded. So any discussion discussion >> I just wanted to make sure that we allowed for these three policies that we have are very language heavy and I just want to make sure that we had time to look at each one independently and vote on each one independently. >> Okay. >> So for clarification this is just um the upcoming votes just the vote for the amendment and then we have to vote on the original. >> Is that correct? >> Okay. All in favor? I >> I opposed. Motion carries. Thank you. >> Yep. >> Motion approved.
Uh the board meeting as submitted. Is there a second? Uh >> As amended. Is there a second? >> Second. Jose Matthews. >> It's been properly moved and seconded to approve the agenda. Oh, Kimberly, I'm sorry. Kimberly Skirola. Um, good evening and thank you for the chance um to speak this evening. I stand before you as a very proud Red Clay employee for the last 35 years. I can remember walking into this very school at 22 years old, ready to set the world on fire and change everybody. I believe anyone who
truly knows me knows I have never lost that passion. In February, I made the extremely very difficult decision, at least for me, to submit my retirement letter. I have worked for and with some amazing administration. Buzzy Cook, Andrea Lancio, Jen Thomas, Frank Rumford, CT Lions, Naren Lassoursa, and Pete Matrinko, just to name a few. I have also worked for and with some not so amazing ones. I will not name that. I promise. >> That is just the way of the world. Red Clay has been a part of my family over the years and I will cherish the friendships I have made forever. My two daughters received amazing great educations in Red Clay and went on to graduate from the Charter School of Wilmington. My mom became a paraprofessional and Red Clay. Though we never got
to work together, we did work in the same building, just at different times. My sister then followed suit and became a teacher M clay and now still works at CAB Callaway. We were fortunate to work in the same school together for a couple of years. My career took a few turns here and there leaving Richardson Park to open Brandy Wine Springs, leaving Brandy Wine Springs to open Northstar. Both amazing experiences. In 2015, I moved over to Skyline Middle School. And I could not be prouder, more proud to be a Jaguar. I feel very fortunate about my path as an educator. I have seen so many positive initiatives and programs throughout the years. I even got to go on TV with you. I have watched children go beyond grow beyond their parents' wildest dreams and I
have worked with some amazing people. While I am not quite sure if I am ready to retire, it makes the most sense financially. One of the only negatives has been that I've only I that I've not only excuse me, one of the only negatives has been that I have had to work a second and sometimes a third job just to live comfortably and raise my girls. I'm aware a tenative agreement has been made and I certainly hope it will provide the compensation deserved by the staff still in this field. We have lost way too many staff members to other districts. I will conclude just by saying just this. Thank you. Thank you for the memories. Thank you for the guidance. Thank you for the opportunity to shape little minds. And thank you for the career
I am so very proud of. >> Thank you. >> We love you, Ken. >> See you June 11th. >> Thank you, Kimberly. >> Miss Hrien or Hrien Sisle. >> Good evening. Um my name is Mr. Hrien Sisle. Um, as a parent and community member who's on a board committee, the policy review committee, I wanted to speak tonight and voice my approval of the changes being made to policy 9004. Um, I do think the board needs to take more control of their committees rather than having district administrators run them by default. I also think there need to be more members of the community on them, people from all seven nominating districts instead of being comprised mostly of district personnel as they currently are. Um because as it stands, community voices are drowned out and it feels
like our input isn't valued. It's like we're just there to rubber stamp whatever the district wants rather than providing meaningful legitimate input. Um, and I believe if you give the community more of a voice on the committees and give more opportunity for us to provide meaningful input, maybe more people, more members of the community will be motivated to join the committees. Thank you, Hri. Okay. Uh, we have approval of the minutes. Is there a motion to approve the minutes from the executive session held on April 15, 2026? >> So moved. Jose Matthews. >> Second. Susan Sander. >> Thank you. It has been properly moved and seconded to approve the minutes from executive session April 15, 2026. Any discussion? >> All in favor? >> I >> opposed. Minutes are approved. Is there a motion to approve
the minutes from the regular session held on April 15, 2026? >> So move. Susan Sander. >> Thank you. Is there a second? >> Second. Jose Matthews. >> Thank you. It is properly moved and seconded to approve the minutes from regular session on April 15th. Any discussion? All in favor? >> I opposed. The minutes are approved. We now hear the superintendent's report from Dr. Green. Dr. Green. >> Thank you, President Leonard. Thank you to uh welcome uh members of the community who are here in the Richardson Park auditorium as well as those who are joining us online. Uh first want to uh highlight uh the students seen before you on the cover page of my my monthly report. Uh so we're celebrating our second cohort of students in Red Clay completing the Red Clay dual language
immersion pathway at Alexa Dupont High School. Uh so these students began their journey at Lewis um and metriculated over to Skyline Middle and now reaching this milestone uh where we'll be celebrating their graduation and commencement uh coming up in June as they graduate from Alexa Dupont High School. These students have spent over 13 years developing bilingualism by literacy and academic excellence. And as you can see with the increased number of students uh receiving the certificate of multi-iteracy um that we do uh support and appreciate the diversity and bilingualism uh in red clay. Several years ago it was very probably in the single digits and numbers of students that are getting recognized with the certificate of multi-iteracy. So again uh we're proud of these students being the second cohort uh to go through rec K2 through
the immersion program. Last week we celebrated uh teacher appreciation week. Um I had an opportunity to I don't know if it was called a dizzy pop or whatever it is at Cook. Um but I want to thank all of our and I I figured out where or found out where it came from. I guess it was made popular based on a TV show um that the the staff over at Cook uh got wind of someone. And so to our PTAs, parent representative groups, uh community partners, uh principles alike, you know, thank you for making uh teacher appreciation week a special week. Uh for our educators throughout Red Clay and also to our administrators for all that you do. Uh we celebrated uh you know, principal day a week or so ago as well. Um and
you'll see on social media there's a a whole host of staff recognition. uh we were able to support or showcase our um maintenance professional of the year today as well as uh child nutrition and there are some other awards to acknowledge staff uh in the coming days. Uh the next slide uh we had the opportunity to launch the first ever elementary uh streaming radio station not only in Delaware but I think it would be hardressed to find it probably anywhere in the nation. Um flying high with Thunderbird radio. This innovative uh initiative empowers students to step in step behind the microphone and lead the way in digital storytelling, communication, and creativity. It started with the I the idea uh from one of our educators over at Warner with support from the WLC to actually build
a state-of-the-art streaming platform to allow our students, you know, most of them see themselves as content creators nowadays. So, how can they do podcast but also tie the academic piece to it? you know, writing, um, reading, um, research and and and the like. And the students at the opening of the radio station was actually able to interview, uh, the governor. And thank you to the board members who were also in attendance. We also had Mayor Carney and Governor Meyer, um, as well as other dignitaries, um, at Warner for the ribbon cutting. We also had the opportunity uh, on a PD day to have cross-disciplinary literacy conference. Again, as we know, the state has declared a literacy emergency. Um, how are we working with our secondary educators um to really look at how we not only
uh teach reading at the secondary level because we know again where you're looking at proficiency scores uh a lot of our educators at the secondary level um have to provide those additional supports to our learners. So it was engaging opportunity to look at complex and meaningful text uh building rich academic vocabulary strengthening content knowledge across all subject areas. Um and then understanding and deepening the understanding to support student learning and that was in partnership uh with University of Delaware and we also had secretary of education um Cindy Martin uh there to help us kick off that day. And thank you to the teaching and learning department for their facilitation. And then more importantly, thank you to all of our educators across our middle and high schools for their high level of engagement on that day.
Actually, the day after last month's board meeting, um we had our second annual academic forum. It was held at Alexis Dupont High School uh where students were able we brought students from all of our schools, our second high schools, uh to look at powerful opportunities for research. So students presented their work uh from the AP capstone IB programs demonstrating that critical thinking, creativity and deep commitment to academic excellence. It truly was an opportunity. We had college board representatives there to show the brilliance of our scholars and seeing the deep not only content knowledge but the creativity and some of the topics that they that they picked to do their research on. Um looking at primary sources and again we had several board members and dignitaries there. So, thank you to everyone who came out, but
more importantly to all of the Red Clay scholars um and the audiences because we had students from each of our high schools come um raising thoughtful questions, challenging the the researchers. Um so, it was a good day and again a wonderful opportunity to showcase talent across the district. Red Clay also was recently recognized and received n national recognition as a model district for the Pes Chesapeake Bay Summit 2026. Uh the Red Clay wershed literacy model um was highlighted at the Chesapeake Bay Summit. Uh Red Clay has been officially recognized as a regional leader in environmental literacy. Uh invited to present this model um at the education summit which was held in Dover uh last week. The integrated framework looks at successful district-wide implementation of meaningful uh watershed educational experiences. I think when you think about
the Chesapeake Bay, many of us just default to Maryland, but that watershed um from an environmental standpoint um has major impacts on on the east coast in and of itself. And so to see our students and our educators, I see Mr. Joe Ross back there who is supervisor of science um and all of our science educators across the district really again looking at integrated framework uh to engage our students. And so over 1190 students annually across four 14 elementary schools including nine uh title one school sites are participating in these learning opportunities. And again the national partnership um and recognition or collaboration with the National Park Service and Stra Water Research Center um again is a wonderful opportunity again to see that we are focused on um future scientists but also having them to be
conscious environmentalists um in present day. the National Fish and Wildlife Federation Award again for the Delaware Watershed Conservation Fund uh district-wide habit habitat restoration. This initiative leverages new funding to transform our campuses into living laboratories expanding impact from elementary through our high schools. And so uh this is a $485,000 uh initiative. Um, and then we're looking at pollinator garden sites, uh, K through 12 vertical alignment, a means to engage our students, uh, from elementary through high school and active habitat restoration, uh, stewardship and action, uh, moving uh, from classroom theory to studentled environmental and civic action on school grounds. And then also provides opportunities for professional learning for our teachers uh, with resources to continue important environmental work. I also do want to highlight and I'm sure many of our board members got an invite
from the healthy foods um initiative as we have various grow gardens across again keeping with that environmental theme. I was able to support uh some young learners over at Shortage Academy cleaning out uh the um grow beds as they really start to to plant new seeds this year. So again, a wonderful opportunity to see kindergarteners on up through high school when we talk about career pathways, really providing them with that background knowledge or foundation uh to be civic and environmental minded. We had a wonderful opportunity to showcase our artists throughout the district. Uh we were able to host our annual um red clay student art exhibition in partnership with the Delaware Art Museum. Um, while we are fortunate to have the CAB Callaway School of the Arts, we're also fortunate to have so many dynamic
art educators across the district um that enabled or allowed our students to put their art on display um in a museum on a beautiful day. So, thank you to all of the artists uh Miss Julie Rumlag, supervisor of of the arts, who we know is also retiring. Uh thank you for her ser, thank her for her service, but more importantly, thank you to all of our art educators for cultivating that talent. Um and to our students and families who came out to participate in that event. Just a couple of additional announcements. Um we're heading into summer enrichment programs. So summer programming applications are available for all elementary schools. Uh please check out our website. We want to continue that extension of learning um to minimize any type of learning loss. We know a lot of
times we say it's a it's a break. Um but in this technologydriven world, you know, we want to keep students engaged as most as as best we can. Um so please again go on to our website, look for summer programming applications and opportunities. Uh graduation season will soon be upon us as we wrap up prom season. I believe three of our high schools still have proms remaining. Um, and thank you to our, you know, coordinators, uh, parent supporters, and those, and again to our students who have yet to participate in your prom. Please make sure you do it safely. Um, and have fun as as you close out the this school year. And then the list of graduations. Uh, we will have a dedicated uh, platform on our website for all things graduation related. Uh,
and it will be live streamed. Um, this year we will be back at the Chase Fieldhouse. Uh Cal Callaway kicks us off on Friday, June 5th. And then we have the graduation marathon on Saturday, June 6. Uh starting with the John Dickson School, Conrad Schools of Science, Thomas McCain, and wrapping up with Alexis. I Dupont. And then we'll have James H. Groves for those of our community who are unaware. We're one of six adult education sites across the state. Uh James H. Gro will have their adult education uh ceremony at CAB Callaway on June 9th. For all of our golfers, uh there is still time uh to sign up and participate in our annual Red Clay Education Foundation golf outing. Uh the the char contributions go to support um students and families who are um
displaced in terms of housing, our McKenna Vento um family. So, the cause goes for a good um the funds and proceeds go to a good cause and working with our federal programs office uh where Mr. Michael Simmons and Mr. Miss April Anderson and the work that they do to support our families who you know need assistance um whether regarding housing um we do again through the foundation not only do they support this but the whole host of other things our wellness uh fair that we actually had at Warner which was uh well attended um and then again May is full of recognition and appreciation uh this month and the Wilmington Learning Collaborative meeting next meeting is June 3rd um and I will close there was a convening uh last evening uh where our educators across
our four Wington learning collaborative schools who are participating in the teacher leader um projects were able to showcase a lot of the uh lessons experiences that they've had um and participating with the women to learning collaborative but also showing the impact that the teacher learning that they're receiving is actually having on student achievement and so thank you to our WLC partners but more importantly to our educators um Miss Amina Miles who is a educator at Shorage Academy. Uh and Miss Nelson were two of the presenters. Um actually our very own Dr. Dorsy. Uh Kenan Dorsey Jr. was one of the teacher presenters. Um yesterday he's a teacher at Warner. Um so it it was again a good showcase of really seeing how they're taking that professional development um and learning and putting it into action.
and and one of the takeaways that I heard in terms of the value of what they felt they were receiving were job embedded coaching. Um so one of the things that we know as a district that we can continue to work to support our educators is to find more opportunities for them to have that job embedded coaching. Um that was a resounding trend that I heard last night based on those presentations. So that concludes my May presentation. Thank you. >> Thank you Dr. Green. All right. Now we move to action items. Okay, Dr. Green. >> Action item A. It is recommended that the Red Clay Board of Education approve the confidential staffing report as discussed in executive session. >> Is there a motion to approve the recommendation? >> So moved. Susan Sander. >> Is there
a second? >> Second. Beth Tortois >> has properly been moved and seconded. Any discussion? Miss Stevens, please call the role or the vote. >> Miss English. >> Yes. >> Mr. Mr. Henson. >> Yes. >> Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Tortis, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >> Action item B, schematic design, Skyline Middle School renovations. It is recommended that the Red Clay Board of Education approve the schematic design plans for Skyline Middle School as submitted. >> Is there a motion to approve the recommendation? >> So move, Susan Sanders. >> Second, there's a non. >> Thank you. It's properly moved and seconded. Any discussion? Miss. Stevens, please call a vote. >> Miss English. >> Yes. >> Mr. Henson, >> yes. >> Mr. Matthews, >> yes.
>> Miss Sander, >> yes. >> Miss Tortoise, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >> Action item C. And per the recommended uh the amended agenda, so we'll take these one at a time. So, I will call them one at a time. It is recommended that the Red Clay Board of Education approve the revised policy 4,020 administrative vacancies as submitted. >> So moved Jose Matthews. >> Is there a second? >> Second. Susan Sander. >> Is there any discussion? 4020. >> Everybody have 4020. >> Good as is. >> Yeah. >> Does anyone have any concerns or any feedback? Is that the way >> 4020 >> the administrative vac I mean is is is that the way that you wanted it to look >> no >> but uh the committee added some things
I believe board policy review committee is that correct I see a few uh revisions on here the whole idea behind this was uh to close a loophole which I thought was a loophole that uh we have a committee for nominating um uh administrators made up of I believe 12 12 or more. And at the end of that um discussion, the the three candidates are uh sent to the superintendent who then determines whether uh one of those are appropriate to move forward as as the administrator. If none of them were, as it currently read was uh the superintendent will appoint someone. So I I think we should um uh repost that position and instead of having an appointment at the time since we went through the whole process through the committee and uh it was up
to the superintendent. Any discussion on that? I have a question about because I know in the draft in Bordox it's got the proposed not included in draft and the the proposed language that I believe you had um requested was if any of the recommended candidates could not be agreed upon the position shall be reposted. So I'm just wondering if Dr. Burmal can speak to what would happen if um positions had to be reposted as opposed to um not designated for assignment. >> Sure. So what we came up with um given that there are scenarios when reposting don't provide a necessary timeline to have a principal within a building. So the superintendent has a power to reassign a current administrator to a principal ship. The superintendent has the ability to say that we do have time
and to repost it and he also has the ability to name an acting administrator in accordance with policy 49. um which gives a person 90 days before the board would vote to approve that person to stay or not to stay. The other changes that were brought forward were just being consistent with contractual language for principal and assistant principal and the inclusion of um RCA members from the teacher union and pair professionals. >> So highlighted in green is what the proposal is. Is that correct? >> Yes, sir. >> Okay. Anyone have an issue with that or any comments? >> President Leonard, do we have any committee members from the community from the board policy committee? I just do we have any of them present tonight? >> Yes, we do. >> Community members and I hear from
are they satisfied with that with just the policy? >> This is what we agreed to bring forward. We asked for revisions by last Tuesday. Um and we received no further comment towards those revisions. Can I ask one question? If the t will this affect the timing of having a principle in place when it's needed? >> I mean, will this pose a hindrance if >> the way it's proposed? No, it will not. >> Okay. >> The way it's proposed in green, it will not. >> I get it. Thank you. Thank you. That clears it up. >> All right. >> President, do you >> do you agree with with this policy? >> Can you read it to me, please? The the green >> the green so the way proposed. >> Sure. So the green as stated if
the superintendent level committee is unable to recommend any candidates the superintendent shall determine if the position will be reposted execute an administrative reassignment or designate an acting administrator per policy 4029. >> Okay. Again it does not uh do away with a loophole because >> Oh go ahead. I I think it's misleading to say it's a loophole. I mean, I I I think there are times where applicant pool may be narrow. someone may not necessarily be the best fit for the school, which then may require a reassignment of someone for that position because we could find ourselves in a in a in a situation where we're reposting. And that's detrimental to a school climate if you don't have stable leadership in a building. And so I I I get the idea that you you felt there
may have been a loophole or there are loopholes because you may not agree with how we go through the process to put a leader in the building. But I'll particularly say here I I think we have a fairly good track record of leadership and and in and culture and climates in buildings. And if operationally there isn't the ability for whomever sits in this seat where I'm currently sitting to be able to have that flexibility, we we may govern ourselves into a situation where we're going to have more of an issue than we contend with. So the language in here addresses the concern that there is the ability to repost, but also reposting. You're going to actually go out to the same talent pool that had the opportunity to apply in the first time >> and
then time could be of a situation where if we're reposting midsummer, it may limit people's ability to be interested in a job because they don't want to step into a position after a school year started or whatever. So there there's a whole host of things that go into >> this process and it's just not and the three recommendations from the first round are three recommendations that then go to a second interview process. >> So hold on hold on hold on. What what is the the purpose of having a committee because because I I I hear what you're saying but to what the president is saying is that they're on a committee. They're doing work to choose a candidate. >> For some reason that candidate is not selected. That's not the case. They recommend three candidates
to move forward to another >> ramp. We're in a place where he's saying that there's a gap that exists because what is purported to happen based on the current policy doesn't happen because it reverts back to you having the ultimate authority to make the decision after this committee has gone through. So I would I would posit like what is the purpose of having that committee if it's just going to default back to you to begin with like so comprehending the fact that there is a first round committee >> of members >> that go through the initial screening they go through the initial process to put forth three candidates to then move on to another round. So that's the first round. >> So hold on. So, President, why did you think that there was a loophole?
>> Well, we have uh a situation where we had this happen at one of our high schools >> where uh went through the whole process. I think the committee is there 17 on the committee, representatives from uh the union, representatives from schools, from the community that uh take all the candidates, they review them, they talk about them, discuss them, and it could be 15 candidates and you narrow it down to three and you send it uh to the superintendent and then he determines. Again, you keep mis misrepresenting saying he determines there's an interview process and in this particular case we posted didn't have a viable applicant pool. We reposted >> didn't have a viable applicant pool. >> So can we talk from the where he was at that at that moment >> who was going
back to some he >> because I'm talking about the example that he just put on the phone. So, so re repeat your example again, Dick, please, so I can hear you. >> You have a committee of 17 members or so. >> They interview uh all the candidates and they determine after that three that will be sent forward, >> okay, >> to the superintendent. Superintendent then uh either picks one of those three from the committee, >> okay, >> or says, I don't think any of them are good. And >> and again, I'm the superintendent and I'm telling you what the process is and I apologize for being frustrated, but I don't pick. >> Well, hold on. >> There's a process. >> So, is that >> So, what do you do with the third the three that
you >> We interview the three with another committee. >> So, so >> which committee is that? Is that the same committee or a different committee? >> It's a there's two rounds. >> You see that there? >> I'm read I understand this. I need I need to make sure and and president so back to my original comment from I had asked if we had any committee members present. Are you able to recognize them? I I I would like to hear are do they have any concerns? Does the commit the committee going through the review process of the policy? Do they find that it's structurally sound? Do they find that it's >> we spoke about this at the community? Yep. So I was on the committee. >> Did the community members >> there were communities members present.
We spoke about this process. We spoke about the challenges that would happen if it is recommended that no candidates can be agreed upon and having the policy say that it will be reposted. We spoke through just what Dr. Bumal spoke about which was we potentially could be leaving buildings without a principal. >> But how does the current how does the current adjustments materially change the original policy? See, because here here's the problem that we're getting and we're going to talk about that when it comes to the committees. What happens is we have a policy initiative. We introduce it and let's just say that I say that you have to interview five candidates, right? Like that's what it says in the current policy. All right? And I I say, well, it should be no less than
five candidates, right? When it goes to the committee, the committee can fundamentally change that policy to say no less than two, right? and and it it doesn't reflect my original idea at all. So that that's what I'm saying. I don't think the discussion was aligned with what the president even wanted from that policy and and we were taking rebuttals from the very district that were writing policy to govern. Like we we shouldn't allow them to dictate, oh well that's not going to work because of this. Yeah, we could take that under adisement, but I don't think that that should be reflected in the language in the policy. I think that's that's a self-interest and that we would be abdicating we would be giving our governance responsibilities to them. So, I kind of agree with the
president even if even if some people may think it's inappropriate, there's something that he saw there was a policy gap. he came up with an idea to implement that gap and I don't think it's fair for the policy to come back and it doesn't address that gap. >> So if we so I agree it may not address the gap but there is not a proposed solution on just on the table but I do believe if the gap is leaving a building without a principal that is a gap we cannot afford to do. Who is scheduling? Who is staffing? Who like we need leaders in the building. So, we need as a governing board to be able to allow the superintendent to do their job, which is to appoint and reassign people as needed. And then
policy 4020 or sorry, 4019 goes over the process of temporary reassignment, the processes of um making sure that that temporary reassignment person is doing their job correctly, whether it would be transferred to a full-time position. That's what 419 would handle. So this language here and you're right though Mr. Leonard had an idea of I want to do this. I want it to go back to repost >> through the committee process. We learn that that's actually probably not the best interest of our community because we would have buildings without principles. >> Exactly. >> So the committee then says we've got this in orange. It's proposed. It was in the proposed it but it's not going to be included because of the sending it back to K or sending it back and reposting it. >> So Z
>> what would like I I because he you taught for year like I just don't think I I don't know that the the scenario that he's speaking to in that policy is gerine to the example that I'm being given. Um, and I also think we have to think about there may be one instance where something happened, but we also have several buildings and several schools and several levels that we need to be considering. >> But but let's look at let's look at what what what does it start with? What does that policy start with? Y'all know I have a challenge to get what does it say? What's the what's the at the top? What's the first like two sentences? >> Administrative vacancies unless filled by the administrative reassignment shall be posted and filled as follows.
>> And did you consider that V? like did you consider the fact that there could be or or were you putting a lot of value in that committee being able to pick a viable candidate? >> My concern is that anyone that's assigned in that position didn't go through that process of the committee. So you have three candidates went through a process and there you say, "Well, we don't like those candidates. We're going to assign someone." That's not what happened. >> Okay. >> And to that point, Dr. Green or the superintendent's position is then responsible for the performance of that that that position, which is this proposal suggests that we're shifting some of the um >> the HR duties onto the board. And I'd rather have >> Dr. Green do his his job >> and appoint
somebody who he feels according to all of his experience and all of his knowledge of law and and education >> and his team exactly I'm sorry should have included that >> um have the knowledge >> to to assign someone and that person is ultimately going to have to answer to Dr. Ring's decisions. So I would rather leave it that and the board then will make uh performance evaluations based on those decisions and that's exactly the way it should be. >> Okay. So you want to leave it as green. That's what you want to vote on the green portion. Is that correct? >> Yes. All of it the way the um draft is shown anything in green is what's going to be voted on and set and agreed upon policy. >> So I'm going to throw
another motion. So why even have a committee at all? just let the the superintendent do their job. You understand what I'm saying? Like, is there a reason why we think that we should have this committee? Because I I believe he can hire, you know what I'm saying? So, just let him hire him. Why go through that process? >> Because I I value what the committee brings forward to me. >> Okay. Okay. And use that >> to hire it. This isn't a situation where the committee actually goes to their process and we disregard the committee. I get the three people that the first committee recommends and they know that one of the three people that they move forward will likely be the ones who gets the job. But in this particular instance, there wasn't a pool
for this particular school at that particular time. So I had to per F policy 49 assign someone in that position. The danger then becomes in full transparency when someone up here doesn't like that decision. Let's put something in policy to get around it. >> Well, I guess that's what I'm saying. I think it's a bad idea to have in policy that there should be a committee when you're ultimately responsible for the hiring. >> That's that's just my my thoughts. I want to add in the policy just to the references below the RCA and RCPA negotiate agreement. So contractual. >> Oh, so that's a contractual agreement. >> Okay. >> Like I I again and I'm going to sit here and say like there is nothing that I sit up here and unilaterally just make decisions. Everything
is based on clear sound board policy. >> Any other discussion? What about the first page? I see some green here that are these different I see some uh red >> that just aligned to the RCA and RCPA membership on the committee. So previous contracts listed school level or district level. There are no district level positions that are covered by the contract any longer. Okay. Any other discussion? So, do we have a motion? >> We have a motion. We've already >> I'd like to call the vote. >> Let's call a vote. >> Stevens, please call a vote. >> Miss English, >> yes. >> Mr. Henson, >> yes. >> Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Toris, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. Action item C2, I will
turn it, is the recommendation that the Redclair Board of Education approve the revised board policy 813 school choice as submitted. >> So move to Z Matthews. >> Second. Susan Sander. >> Any discussion? Uh President Leonard. Um I would like to make a uh motion um to table uh the policy and send it back to committee. Um, I I just think there's a little bit more work to be done here. Um, and to speak to the extent, I'd be more than happy to participate in the upcoming policy committee. >> Sorry, can you speak to the mic? I'm having a hard time hearing you down here. >> No worries. I just wanted to t make a a motion, an amended motion to table um the current policy and send it back to committee uh for additional review.
>> 83 school choice. >> All right. Some just some information on what you think is lacking. >> Sure. >> I you know I mean I see the changes the initial intent we can go back to the last two recorded meetings. Um and then also you know I know I had a one-on-one discussion with you Miss Sanders with Beth with Beck Dr. Green Dr. Broomall Nash Melandis Devin Henson I think just about everybody on the board. Um and I'm not sure if it entirely fulfills um the intent. I just want to make sure that we're moving to the right direction. I think it's great to do in school choice information sessions. I don't know if that I I I need to really hear as as to how effective that's going to be in terms of closing
the gap for the students who don't necessarily have access to the choice process. >> Doesn't this give an information some Sorry, I don't mean to argue with you. I understand your intent and I fully support it. Yeah. >> But doesn't this give an information session to the students themselves? Yeah, I mean giving an information session doesn't give that student internet, doesn't give them um all the tools and resources I think to complete the process. It doesn't give them parents and resources at home to be able to engage in the choice process. There's a lot of resources to be able to engage in choice. When we talk about, you know, folks who are in positions of privilege and who are blessed enough to be in families who are able to participate in that, not every family
has that, Susan, >> I understand that. So, what additional language you would you like to see? I'm just curious as to what else we can add to the >> Yeah, I mean, I would love for it to be completed in school. >> Exclude the parents. I'm sorry. I'm not understand. Isn't that what the >> No, I'm I I never said exclude the parents. That's what you said. That's what you said. >> Exclude. >> Yeah, I wouldn't say that. I wouldn't say that. >> I apologize. um uh but not involve the parents in the initial choice of the student. Is that what you're >> No, not at all. I mean parents are always involved. We have an parent engagement policy. Parents are always, you know, >> involved in the process. But >> how can we do
that? How can we achieve that end? Um unless it's through give me another resource. >> Yeah, I mean that's certainly more discussion. I think that level of detail and working all of that out. it doesn't I mean the fact that we're asking those questions you know maybe that's additional conversations we have to have at the committee level um and to get that idea from our community stakeholders and you know really kind of ask the folks how how would they like you know more parent engagement to happen what are things that you know parents are looking for maybe engaging PTAs maybe engaging our parent advisory councils and getting getting some ideas from them I think would be great yeah >> okay and you're looking for that language to be in the policy >> absolutely >> thank
Okay. So, we have a motion to table uh 8013. Do I have a second? >> Second. >> Okay. All All in favor? >> I opposed. Motion carries. We're table. All right. Action item C three. It is a recommendation and there are two documents in here just for the board's edification as well. So it is recommended that the reclay board of education approved the revive board policy 9,04 um as submitted but again there's two in there so that's for you to discuss. >> Okay. So 9,04 the intent was to record uh and post all meetings uh in the district and with some time frames 48 hours I believe but there's been a lot of other additions since then. So uh can we have some discussion on it? Do we have >> Yeah. Could >> well can
you because here here's here's the the the purpose and intent of it when whenever again when we come up with policies it has to go through the board committee and if the person that had the was the the brainchild the policy was of the board member right like like you just found your ideas were not reflected in the policy that we crafted so I think that there number one a board member should be the chair of the committee, right? We should have a secretary. Um, we should also have another board member and the person whoever initiated that policy should be available at those committees and invited to the first meeting and the final meeting just to make sure that their ideas are being reflected in that committee. >> Just a point of information here. Uh
>> Mhm. >> The original was uh just to record and post. >> Ah there was there was >> well no >> later was added. >> What do you mean >> the the other was add it? Correct. >> So correct. So the original reason why 9004 got set to committee was to record and post at committee. Um there were other things that were changed and added and then to your point was started working on about who would chair the committee, who makes up the committee and those changes there. >> Now that language, this is the first time that we've been reading it publicly other than it being posted, the draft being posted publicly after committee meeting two weeks ago. >> So wait, but we we dis >> So you want me to take it from the
top of the policy? >> Go ahead. Go ahead. >> All right. So, the original submission from the board was to consider a definition for working group. >> That's included in here except for we took out the term hybrid because too many people thought that implied that would be virtual and recording. The next portion of the original recommendation was the recording of our committee meetings. >> That's the part in orange that we didn't really debate in committee because we have multiple times over the years and the board has taken action previously on that a couple years back. So, we are putting that on the board. You all know the the con concerns, the issues to debate that and decide whether they include that language. Um, and it does say seven business days and for one year
because that aligns more with what the foyer regulation states. >> Then we got into the formation of the actual committee. >> Um, and that's where I have some feedback from you, but I'll pause there and stop it at the recordings and then we can go into the committee membership if you like. So I don't know that I had the same who enter who initiated that that >> which >> the policy 90004 >> for recording and posting. >> Yeah >> that was my suggestion. >> Okay. So that was you were yours was limited to just those two things. >> Yes. And that what did last board meeting that's what we passed to take the committee now should be the last second reading tonight for that portion of it. >> Okay. And then you added new terminology
which be should have been first reading tonight if that's what you want and then go back to committee and come back for vote next time. So can I just make a suggestion to the board if I may and my role as the executive secretary given that there was take it back because this policy has been three years literally like previous board has wrestled with this policy around board committees now that you have new information because if you vote on the second reading and now there's new information that's been introduced. Now, you're going to take the same policy and go back and have a first reading and a second reading. Since Mr. Matthews just tabled 813, do you simply want to, and I hate to do this, Dr. them all because he's lived the last three
years. But if the board has to come to some consensus at some point >> because two years ago we were asked to actually go through and look at every policy and we did that >> and now we're routinely keep coming back each board meeting and and and so there has to be whether that's in 106 which I know is up for review. Mhm. >> I would advise the board to put a review period for policies >> in a cycle unless state law or something changes that forces us to revise a policy on an ongoing basis because again we agree disagree like they've gone forward we've audited policies we were good thought we were good then it becomes just understanding around it so I think maybe this policy it gets tabled or you're going to have
to just take a vote on this as a second reading and then someone's going to have to then make a subsequent motion to then bring it back with the new information if that makes sense. So, so okay. So, here's Can I get the comm there were some people that were here that were in the meeting because I'm telling I feel like I'm being gas lit. You understand? Because this is the the conversation was completely different in the committee. So >> was it was it was that the committee was was Hrien in that committee? >> We had the committee meeting. We went through the first two points and then we got to the section about committee membership in which it was brought up a concern that a board member should chair committees and we had that
conversation about whether it's the board member or if it's a district office person. So we put language in that says that the board should designate a board member as chair or to designate to the superintendent to name a chair. Mhm. >> And we seemed to all agree on that one and said that that would be fair. And then we got into the committee. >> So So I'm trying to understand why that's not because here's what I'm saying. We went from an attendance zone and somehow through these committees it jumped all the way to an innovation center. So there's there's I can't understand why we're now being limited to include things in a policy where it's gerine in this moment. Like why can't we add the chair? like you you you guys are saying, "Oh, you
can't do that because it was only there to talk about the recording." >> No, we did add the chair. >> We did we did add that language about the board would name a board member as a chair or designate that. It's it's in here >> that's in the in the draft >> front of us right now. Okay. And then it's also taken out um the who should make up the committee because at that time at committee we discussed that every committee moving forward the board would have a discussion about who chairs it appoint the superintendent to appoint someone and then we would set up for every committee who would be involved is it three board members is it two district administrators all of those things >> and I'll also say that here you know it's
also removing U parent and community members. Susan, I'm surprised you didn't jump on that one. >> Yeah, but there I think you >> So, go ahead. Had a conversation with Devin earlier and he talked about amending this to where we would bring back the committee membership as written, but we would eliminate we would limit the administrative membership to three members. We would also say or he has said and I'm paraphrasing for you >> DJ was at some >> he he had said that to ensure a fair equal and balanced community support the committee will be comprised of at least one member from each nominating district up to three and that those members from those nominated districts would be named at the discretion of that respective board member in that nominating district. So that would bring
back the community membership. It would bring back the school uh teachers that are by contract, two from RCA, one from district. Um and it also includes the parents and community members. And then if there's special expertise that is necessary, we were able to bring that in. >> So we can do that because that was our discussion that we had had. >> Okay. So the policy >> all right >> says you have it for the first reading goes committee comes back here for a second reading that's what we did for the original >> uh revision I asked for >> now since you've added more to that >> when it was supposed to be coming back here for that vote today >> now if we were saying >> we don't have to do a first reading on
yours why is that on the other according to policy right >> I I don't know. I Are you I think that I'm asking if you're if you already read the overall general idea of what you're trying to accomplish. You're saying that every line has to be read twice. >> You understand what I'm saying? >> Well, then change the policy because that's how it reads. >> So, there's a first and second reading. So, the the the board sent it to committee. >> He got a draft. That draft then went out for additional comment feedback and now the second reading with that feedback is now before the board for you to take a vote. But again, given the confusion around it, I would just recommend Dr. roomol who just captured the conversation, captured the updates, addresses the
first issue that was addressed. Bring >> back to but hold on back to back to just are you are you guys are telling me that if you have a policy and you read it when you change it, you have to read every word has to be available to be read twice. No, a first read and a second read just means that the policy is before the board a first and a second. >> Right. And so tonight is the second read whatever we implement into the policy. >> So if you agreed to what I just said and what we had discussed in >> correct that's what I'm saying. But I think that >> historically you have taken action I would put in what I just read into the policy and you would approve it. If you
decided you wanted to put it out >> tonight I mean if we want that's what I'm saying >> and I'm telling I'm not going to support this. I mean I'm seeing a red line of parents in here. I won't support that. >> So in the amendment the red line would come out >> and the new language would go in >> and in the summary to clarify in the summary that you gave all of the red lining of those two bullets would come out. The superintendent will maintain a list of citizens that would be back to in there. That would essentially we' be making no changes on that one. So it would just default back to the correct. Yes. >> Okay. And then the next bullet of when committee members are needed, they should be comprised
of that. All of those pieces also default back to the original >> except for the administrative part. There would only be three total from district and school instead of six. >> Okay. So I make a motion >> to amend this draft >> to reinstate the two red bullets for superintendent and knowing that district administration and school leadership will be combined. Is there >> we have to update the draft first. That's the first piece we can do. >> There needs to be a second. There's a motion on the floor. Point of order. >> Yeah. >> No discussion. Point of order. >> Is there a second? >> I second. But hold on. >> So, let's clarify. Only red line stuff, right? the only the big two bullets that are redlined >> because we're saying we don't want
it redlined anymore. We have a draft in front of us and we're saying we don't want this. >> That the first bullet defaults back to the original which was there because nothing's been changed. The second bullet is going to be combining district administration with school leadership to limit those two bullets to three. Right now at six, >> I'm amending it to say three. So that would be the vote on this um change. The amendment I >> the amendment. Yes, >> I second that amendment. >> Okay, >> just a point of clarification there was also on the parent and community membership would be back to that original one predominating except for it could be up to three from each nominating district >> and that would be appointed at the discretion of the board member for that
nominating district. >> So there's so >> Okay, go ahead. Great. >> What were you gonna say? >> Do you want me to read >> 21 minutes >> captured >> up to >> the mortar marrier? >> I I could reread what was just shared if that would be helpful. >> So, are we done with the that amendment? Can we focus on other parts of this? >> No, we're good. We have to the motion that's on the floor right now is about the red lining. We need to vote for that. >> Yes. And the motion that's on the floor, thank you for clarifying, Dr. Bumal, is the the first bullet defaults back to what it was. The second bullet, district administration and school leadership collapses to three positions and the parent and community members up to three
per nominating district. It would be the new language. That's the motion that's on the floor. >> So, and I'm going to add, you know, um >> I I I remember when Dr. Adriana Bow and I were adamant about um the nominating districts particularly for the city representation. Um you know obviously we have more suburban seats than we do city seats. It is a much smaller portion of our district. Um that is just a fact. So if we have three per, you could have one. >> Doesn't it say balance, fair, and equitable? >> Agree be three per nominating district. >> Okay. >> Because I think it addresses what you're concerned. >> So if you're adding three for nominating district G, you're going to add three for nominating district A B >> because they're districts. Okay. >>
07921. >> So it has to be >> correct. >> Okay. If you're doing three for one, you have to then do three. >> But it's up to >> Right. Right. >> But I'm saying if they choose to do three for one, they would have they would have to do three. >> If three community members show up from district E >> to join a committee, fantastic. >> Then for A and B, one shows up from A, only one shows up from. >> But in terms of appointments, though, they would have to appoint >> three across the board, correct? If they were going to go that route. I I think we should take this back for clarification to the committee. >> Come with a clean copy of this. I >> I don't think that y'all understand when
it comes from committee. There's more confusion than there was when it went. You That's why I'm saying you got to restructure these committees. >> Order. Um we need There's a motion on the table about the amendment. We need to vote for the red lines. >> Call for the vote. So these are the red lines that >> Yep. >> So we've had a motion to remove the red lines in this version >> as discussed with collapsing the administration and school leadership and the including um reverting back to parents and community members three per nominating district. >> Okay. So let's call a vote. >> Miss English. >> Yes. >> Mr. Henson. >> Yes. Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Portoris, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >>
So, we're back to the original motion of 9,04 with the changes that we've just made. >> Um, >> okay. We have a motion to pass >> amended version. We're in discussion. >> We're in discussion. I I have a point uh that I just like to ask Dr. Brumo. Um the last of the the the paragraph before the strikeouts, the whole lot of strikeouts, it says the board shall designate a board member as chair and or assign the superintendent the responsibility to designate a district administration to chair the committee. Yes. So that's putting all the onus back on the board to select who serves on the committee. >> Part of our conversation was since there's different committees and different expertise. So I'll just use my committee for example, the board may decide I'm going to name
a board member as chair and get rid of Hugh. and that may seem appropriate. But when you get to the facilities committee or the finance committee and it comes to name a chair, the board may say we can't have a board member be chair because they don't have the requisite information available to them. We're going to name >> Ted for finance and March. >> We would say that you assigned. >> So you would make that decision when you created the committees in July. And just so we know what we're getting into, if um the board does design a board member to chair a committee, is that a significant amount of work and and can you kind like let us know what's involved in that before we actually agree to do this? >> I'll choose my
words carefully. Um some policies take a lot more time than others. Obviously, you've heard this one's been on the table for three years. Others are much simpler. Um there are times when there are policies that are directed to us by the state of Delaware that we basically bring forward word for word from the state of Delaware. So it really is policy specific. >> So would this chair select the community members too that were if there are say six one >> if the community members would be for each nominating district by the board member in that nominating district to bring forward but we would publicize and recruit membership for the board. So, I think the board would have to ultimately determine what that process would look like in terms of how you want to secure members
from your nominating district. And is that the same process that each board member is going to use or are you going to go word of mouth? Are you going to get your three neighbors within your district? Like, so I think you got to think through how you're going to select those members. Um and and and also be mindful that that this policy while it may sound good in the moment, what's long-term impact too of how the policy intent versus impact how it will play out. So, I think you just got to be clear about the process that each of you will use to Mr. Matthew's point and that yes, we do have two representative city seats, but are you still going to use the same process by which given equal voice for those members within
each of those nominating districts or are you just going to be self- selected to be able to say each board member can determine their three members within the nominating district? Just a thought. >> And Dr. has a question. So for this so for um >> Jose >> thank you sorry >> bad habit um so for um CFRC I know we don't call it that anymore do we have to then update the language to for that to make sure that's >> it's I've noted here I was when you got to the end I was just going to let you know I was going to change it to citizenship oversight committee just because it's a name change we would have just made the name change if we weren't here at the table >> that keeps yelling at
me in Nashville when I say CFRC >> I feel old. >> I can't control that part. >> The other thing I wanted to mention was so I know that they have their their own process for facilities. They have their own bylaws that so how do we work that into the policy because their bylaws also have separate language. >> The way this is written is when a committee is formed >> you basically make a determination what the expectations are for that committee. the membership for well now membership is dictated. Um you're going to talk about what the goals are, the resources that are provided, the deliverables, the scope of our obligations. You're going to make that determination for facilities, finance, policy. If there's a committee that's created midyear for for something, you're going to tell us
what it is you want that committee to do and how you want them to operate. >> I just want to make sure that the the implemented bylaws that we have for facilities, I mean, I've been on facilities for eight years now. They're not going to be impacted by this. >> Not unless you change them. >> Okay. >> So, the term limits for the community members, are they the same as the board members every year? They would change. They could change or is it just ongoing? Was this for facilities or >> No, for for any committee where you had 21 MUN members, is that forever or is that a year or it hasn't been determined yet? >> I have no idea. So the once a committee completes its assignment, the committee is dissolved or given a
new task by board action. Um the committees would also give a final report. So if you were to determine that a committee was being dissolved, it would go away and it would end. If you want that committee to continue, you would give them a new purpose to continue and you could then at that point decide if you wanted to go for new committee members or continue with the same committee members. I know for Seabach and for facilities since they have bylaws and you know that define the term limits not every committee has that. Well, we do select new committee members every year for the other committees, >> right? So, >> go for our committee members also. >> I think these are things we need to determine >> I really think we need to um go
back to the original proposal sending this back to >> there are a lot of questions. >> Send back. >> I agree. So if um so we're going to amend the motion >> to send this report to send this draft back to committee >> with the amended changes that we already discussed. >> Um >> I think that's wise >> with it. >> Okay. So the motion is uh to send back to committee for uh reddrafting. >> Uh do I have a second on that? >> Second. Matthews. >> Any discussion? All in favor? >> I >> opposed. >> I >> Okay. So now uh it >> we have to do the original vote though since the original where we are. >> Yeah. >> I'm going to in a Robert's rules loop. So the original motion was recommended
to approve the revised. >> So we have to go back and vote on that. No, we well we we voted on the revised agenda. We parsed them out already and then we had three >> motions to to with take an action for each one. >> We took action which is >> Yeah, I think we're good. >> I just wanted to clarify >> we're going on the vote. It's going back to committee >> with the approved amendments with the approved chang >> with the intent that it comes back in June for a final approval. >> Correct. >> Am I good with that? Will we vote on it? Very good. Thank you. >> Thank you. >> Action item D. It is recommended that the Red Clay Board of Education review the following policy for board consideration 106
policy and procedure development. This is submitted by uh Mr. Hson. >> Mr. Hansen, that's yours. >> I think when All right. And I get confused between the board committees and policy development, right? because the level of specificity that they wanted originally in policy initiation would m would have made it impossible for the committees to materially change that document the way that it's been getting changed. So that that's why they they run together in my head. But um essentially I think the the main changes were like number one the authority the board alone determines policy and adopts rules for the district. The authority may not be delegated except by an explicit recorded vote defining the exact scope recipient duration of any temporary delegation and it goes on and then uh the proposal of the initiation. Any
board member may propose a new policy. It outlines exactly what you have to uh provide which is description of the policy issue, the objective or purpose of the policy and what it's intended to serve, the full pol uh proposed policy language and confirmation that existing policy does not adequately adequately address the issue. And then number two, the proposal shall be placed on the board meeting agenda as a discussion item. If the board by majority of vote determines policy warrants development, the board thereby initiates the policy development process and the propo and and the proposal as submitted. >> Sorry, Mr. Henson. I'm sorry. >> You can't hear me. >> Sorry to interrupt, but there was a mo there was no motion or second. >> Okay. >> Right. I'm just discussing it. Right. >> Oh, you >>
now >> come on. Get me in order. Okay. >> So, uh this will be a first reading. Is that where you're saying? >> Correct. >> It's not a first reading. This is to take this policy. So the >> and send it to >> the motion is for the board to consider this policy up for review. >> So this isn't a first reading. It it would have to get reviewed per the recommendations that Mr. Henson is putting forth, go to committee. So in essence, you would be sending three policies back to committee if you choose to have this considered. So, you're voting to consider this policy for review. So, you need to make the motion. Someone needs to second it. Then you have discussion around whether or not you want to advance this policy to move
forward for consideration for review. >> Okay. So, do we have a motion to move this forward to committee? >> Well, no. It is recommended that the regular board of education review the policy following policy for consideration and that's policy 106. So you're considering whether or not you want this policy. So you just need to make the motion. So one second and let Mr. Mson >> to move forward. >> Second tortoise. >> Thank you. >> Discussion. Floor is yours Mr. Hansen. >> Okay. Where did I leave? So uh the draft a revision to safeguard the board legislative intent against dilution or undisclosed revision. The following controls apply. Baseline integrity shall be maintained. Drafting support shall be provided by the district and that speaks to some of the work that you guys were saying that we don't
necessarily have the time. So we can get support from the staff within the school district but they're not to control it. um change and rationale report. So it needs to be tracked. So every change that's materially made in that document needs to be identified. Um and I think that if we don't put it in this format because I was able to get this into this format, I I couldn't get the other one into this format. So if if if we draft it on a different format, I think it'll be easier for us to all work together on most of these documents. >> And then it goes down into um advisory review. It just talks about the advisory bodies and how they cannot um assume any legislative change of the the the originally initiated policy. And
that's pretty much it. Any other discussion? Stevens, can you call a vote? Miss English. >> Yes. >> Mr. Henson, >> yes. >> Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Toris, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >> All right. So, we're now at actioning consent items. Uh does anyone need to remove anything need to be moved from the consent items before we move and is there a motion to approve the consent agenda? >> So move >> second tortoise. >> Thank you. All in favor? >> I opposed. Motion carries. School board committee reports. We have a board policy review committee. >> I have that notes in there. Um, but we've pretty much gone over everything that we talked about at the last committee meeting. Um, so I think
there is some clarification um that we look forward to doing some more work at those committee meetings to have clear discussion and uh more community input on those as well. >> Thank you. And we have this Seabach from 512. >> That's me, Susan Sander. Um it was a great great meeting. We had a lot of information. Um I'm just going to condense it a little bit. The entire report is going to be in board docs. Uh in under new business, our monthly expenditure reports, our local revenue numbers hasn't changed much. And um I believe we'll end the year at approximately 101% of estimated budgeted uh revenue. Uh expenses are where we expect them to be year-to- date. Uh with 80.4 of the school year completed uh local salaries and budgeted our at budgeted amount. Um
we then had a great discussion on the opportun opportunity expendure expenditures and we reviewed each point of that. Uh after the discussions, the C the citizens budget oversight committee reviewed the current expenditures of the opportunity funds and unanimously recommended it to be shared with the board and that the board continue to grant the opportunity waiverss as provide to provide flexibility. A lot of great um points were made uh by Dr. Ammon. It was a very informative session and I suggest anybody who's interested in this to review that report. >> Thank you, Miss Sander. Uh Del School Board Association Board of Directors from 56. >> Uh I attended that meeting in Dover. Uh I will we haven't gotten the official minutes yet, but I will send them along so we can attach them. But some topics
that we did uh that night was reviewed committee reports from the executive director, the legislation, legislative committee as well as Zpass 2 uh advisory committee report. Uh we also discussed the national school board annual conference that it was well attended and next year's in Washington DC. So we're looking to have uh more Delaware folks join us since it's close by. Uh we also talked about different refer there were no referendum updates from across the state because since our last meeting there wasn't any new ones. We discussed the number of seats that were elections held yesterday. U we also had new business to work on which was approving district dues calculation the proposed budgets for next year and preparations for a new member new board member boot camp that is taking place July 18th in do
that all board members um should try to attend even if like I know I'm going to be attending because I wasn't able to attend last year um and I believe Miss Landish is going to attempt to attend as well because um she took over um another took over partway through so she wasn't able to go last year either. We concluded the meeting and the next meeting will be June 3rd. >> Thank you, Mr. Tortois. >> Um board member to Mr. Tortois, I had a question. Did they announce their um annual cookout date yet? >> They have not. >> It should be in July. >> The um we did talk about their their their retreat in August. >> Um those dates I they were looking for a new location. So, I think they have the date,
but they'll because apparently last year it was in >> Milford and there was a lot of traffic to get. >> Usually, it's down south. Yeah. Historically, it's always been pretty, >> but they as part of their minutes, they did have a draft of dates for next year. So, when I get the official minutes, I'll make sure I get the board those dates. >> Miss Taus, I'll forward it to you. I believe Mr. Tol did send them out on Monday. Okay. >> But I'll make sure you get >> Okay. Great. Thank you. >> Thank you. School Board Association Legislative Committee. Mr. Yeah, I went down we were we had to beat down do a place called I think Gray Fox grill on my birthday. Um and we went over probably we went over exhaustive list of
legislative positions but there were three that we I voted against on behalf of you all. It was uh 34 House Bill 347, 350 and 277. I think one was that they were they were saying that they did they wanted to oppose the state's legislation that would allow parents to provide other means of identification outside of a birth certificate. They took exception to that. They did they thought that they should have to have the birth certificate. So I voted against that. There was two other bills that were kind of similar like that that we were kind of on a different pages. the next meeting. Um, oh, they went over the schoolboard elections. They talk about referendum and Caesar Rodney and Laurel and I think Caesar Rodney passed and Laurel failed. And then the next meeting is
May 27th in Dover again. Thank you. Okay. Uh, we have seven information items. >> Oh, I'm sorry. WLC, I'm sorry. >> Um, yes. So, can everyone hear me? Okay. >> Yeah. >> Yes. Okay. So, Dr. Ring gave some important updates on um WLC. My report is in Borox. The only two things that I wanted to touch on um just to let everyone know was that on April 27th uh WLC staff and council had a combined retreat um where we began working through theou and identifying areas where we would like to change or improve things. Uh and then the part two for that is is slated for the end of this month. Uh so I will have additional um information and updates on that. And then uh at the May 6th meeting, we went over the
FY27 budget and we're working to um provide a more clear breakdown of the pro programmatic expenditures. Um and then that that'll be made public as well. And so um we just wanted to ensure that we had adequate uh carryover and um additional information but aside from that my report is in board docs and I am happy to answer any questions going forward. >> Thank you very much. Now we have seven information items and then we go to adjournment. Next meeting will be June 17th at CAB Callaway. Do I have a motion to adjourn this meeting? Sorry. >> Okay. Do I have a second? >> Second tortoise. >> All in favor? >> I meeting. Thank you all.
