Good evening. Welcome to the Red Clay Consolidated School District regular board meeting for October 15, 2025. We will begin with the pledge of allegiance. Will you please stand? Pledge allegiance to the flag of the United States to the stand. One nation under God, indivisible, with liberty, justice for all. >> You may be seated. Miss Stevens, can you please commence the roll call? >> Miss English, >> present. >> Mr. Henson, >> present. >> Mr. Matthews, >> present. >> Miss Sander, >> present. >> Miss Tortis, >> present. Mr. Leonard, >> here. Forum established. >> Thank you. Is there a motion to approve the agenda for tonight's board meeting for October 15th? >> So move, Matthews. >> Second, Susan Sander. >> Thank you. It has been properly moved and seconded to approve the agenda as submitted. Any discussion?
All in favor? >> I opposed. Motion carries. We will now have a student, staff, and community uh recognitions presented by Miss Aval Moy. Miss Baldley. >> Good evening, Red Clay family and friends. Uh, Dr. Brewol and President Leonard, please join me down for our recognitions. Tonight we would like to recognize excellence at Red Clay. It is my honor to recognize an elementary school and students who have earned the American Heart Association's Heart of Goal School Award. Through the Kids Heart Challenge, you have made heart health, social emotional learning, and community service a vibrant part of school life, teaching students not just how to stay healthy, but also how to help others. Will Heritage Elementary School please come forward? Congratulations on being a true heart of goals school and inspiring students to care for their hearts
and their community every day. Next, we would like to recognize Cook Elementary School for its remarkable commitment to inclusion, inclusion, and excellence. Today we celebrate Cook as one of the nine schools in Delaware to be named a Special Olympics Unified Champion Schools Delaware State Banner recipient. This prestigious honor reflects your school's dedication to fostering a unified community, one where every student feels valued, valued, included, and empowered to succeed. I'd like to ask Nikki Malbre from Special Olympics to please come down to present this special award. Thank you so much for having us today. We want to recognize Cook Elementary for their incredible work over the past years to absolutely put throughout their entire school unified sports, whole school engagement, and inclusive youth leadership. This banner, which is held for four years, is a symbol of
their incredible dedication to inclusion, leadership, and teamwork across our school. We want to also thank Heather Kennedy for her incredible leadership and dedication to make this possible. We are so proud to call Cook one of our amazing partners and the Red Clay district in general. We were just at our botchi tournament today, 451 students strong, and Cook is one of our very honored banner recipients. Thank you. We had gone There's just almost again. Thank you. Let's give our board recognition recipients another round of applause and congratulations. Okay, we will now have public comment. The Red Clay School Board appreciates any member of the community who would like to make a public comment. Uh, according to the board policy 2006, the Red Clay School Board allocates 30 minutes to public com commentary. Each person may have
up to three minutes to address the board and this time may not be transferred to or from another speaker. The board generally does not respond directly to a speaker. The board meeting is not an appropriate forum to raise complaints or concerns about individual employees. Upon request, the superintendent shall provide the speaker with the procedure for submitting such complaints or concerns. The order of the speakers is listed on the screen. As you see your name, please make your way to the to a seat near the podium or if you are virtual, unmute when called to respect the time of any present anyone present tonight. When you speak, please state your name and organization. If you are speaking on its behalf and the topic of your comment, there's a timer on the screen that will turn on
turn on when you have one minute left. It will turn yellow with 30 seconds left and flashing red when your three minutes are over. I will thank you for your comments and call on the next speaker. Let's begin with the person's first first person, >> Jennifer Byer. Um, good evening members of the board. Um, my name is Jennifer Byer and I'm here tonight as a parent of a John Dickinson Middle School student who truly cares about not just academics but also the climate and culture within our schools, especially at the middle school level. Middle school is such a unique and critical time in a child's life. It's a period of enormous change socially, emotionally, and developmentally. Students are trying to figure out who they are, where they belong, and how to manage friendships and emotions
that are often new and overwhelming. Because of that, the environment around them, the tone set by the adults in the building, the expectations for how students treat one another, and the support systems in place matter tremendously. What I've noticed, and what I've heard echoed by other parents, is that while our district does a strong and incredible job emphasizing academics, there seems to be less attention on the social emotional side of student life. I think that imbalance can really impact how our students experience school. When kids don't feel connected, safe, or supported, it affects not only their well-being, but also their ability to focus, learn, and thrive. I'm not here to criticize, but to advocate for balance, for a greater focus on fostering kindness, empathy, and inclusion. Things like advisory programs, social emotional learning opportunities could
go such a long way towards helping students develop stronger relationships and healthier coping skills. Even small changes, consistent expectations for behavior, more communication between staff and families, and spaces where students feel heard can make an enormous difference. Ultimately, I believe that a positive climate and culture is the foundation of everything else we want to accomplish academically. When students feel emotionally supported and valued, the entire school community benefits. So, I'd just like to encourage the district and the board to look closely at how we can strengthen that social and emotional framework in our middle schools especially because our kids are not only learning facts and formulas, but they're learning how to be people and that's something worth investing in. Um, I appreciate your time, your service, and your commitment to our students. Thank you. >> Thank
you, Jennifer. We now have Jennifer Shoot. I'm sorry if I mispronounced it. >> No, it's Shootute. You got it correct. You're good. So, Jennifer Shu, I'm here on behalf of the Conrad School of Science parents. That would include both the middle school and the high school. Today, I'm here um in regards to Delaware Code Title 14 2307. I have provided pictures for you as well. Um the locker rooms that are in the boys's bathroom. Um, I would like to address the maintenance and the negligence on behalf of the locker rooms. We have multiple occurrence of flooding. There is standing water and mold that is um sitting there. You'll see the pictures. They're green. You can see the standing water. This occurs several times a year. It does get cleaned up. I won't say that it
doesn't, but we have to put a ticket order in. The shower drains that were closed 15 years ago ago still have mold coming out of them. We have old broken lockers though we are on track for next year I believe to get them replaced. However, last year a basketball player basketball player cut himself and ended up with a staff infection but to the parent had no knowledge that the bathroom looked or the locker rooms looked as it did. We have no adequate storage for any of the children. So they placed their stuff on the floor. This includes their book bags with their computers which the mold and the rodents actually go by on there. Um, it does not have a working water fountain. It's currently broken in the boys. And if you look on the
pictures, there is a ceiling tiles that are that have water marks and mold all over them. They have mold dripping on them. And this is also below where the boys sit to go use the bathroom. Um, they there's removed ceiling tiles with exposed wiring. I come here today with the ask of the board um to take a look at this and put into what is required which is the maintenance of these um different facilities with that mold. It does travel through the building I assume through the air ducts but though I am not anywhere near certified to make that statement. Um this has been like this for a few years. I as a parent have been in the locker room because and the only reason why I'm in there is because I do the food
for the football team, the baseball team. It really surprises me and it makes me concerned that this matter has not been addressed or brought forward previously by the teachers. However, just in discussion with teachers previously that are outside of Conrad, they really do have concerns about raising escalations that it could lead to personal and professional repercussions. I did not address this with Conrad's teachers, but it's a shame because I know we have a whistleblower where I work and they have a box for bullies for anonymous. I would hope that we could look into something like that to give the teachers the ability to speak in a health condition environment that's not on behalf of themselves, but it's also on behalf of the students. Um, a second piece, and I know I only have nine seconds,
is regarding the walking back and forth from Richardson Park with the kids with um their equipment. It's It's very hazardous because you're walking across Maryland Avenue. >> Thank you, M. >> Thank you. >> Now, Mr. Steven Fraenthal. >> Good evening, board. My name is Steven Frackenthal, general music teacher at Richie Elementary and president of the Red Clay Red Clay Education Association. I'm simply here to talk about the attendance zone and redist restructuring committee vote that is on for you tonight. I am hopeful that if this were to pass that the committee and the district are overtly transparent in their discussions and decisions that are being made because those decisions and discussions are being made are for staff and community members that are going to be most impacted. I am hopeful not only are they going
to be overtly transparent in their discussions and decisions, but seeking input from the staff and the community most impacted in every possible way. I know that uh there were some admin that went over last week uh during one of their faculty meetings. I appreciate that. I'm hopeful that every avenue of transparency in uh decision-m discussions and seeking input will be made for those mostly impacted by any decisions. I really appreciate your time. Thank you. >> Thank you, Mr. Facel. And now we have Miss Jenny Howard. >> Hi, good evening. Um, first I wanted to say how amazing the Special Olympics botchi ball tournament was today. Two of my kids got to participate and they had a really great time and it was really fun watching. Um, I'm here tonight to discuss Red Clay's new high
school plan and the growing concern that it's being developed for the community but not with the community. The committee behind the plan was topheavy with district administrators, parents, and community members made up barely a third of that group. And the imbalance is clear. The proposal doesn't reflect famil family's priorities or what's best for all students. Many families still don't understand what this plan means for them. Parents are confused, frustrated, and losing trust. Now, we're hearing that CAD, Callaway, and Conrad students who already have access to selective programs and additional resources will also have access to the innovation center. If that's true, why would any parent choose Dickinson or AI? Plans like this only make our schools more divided and our system less equitable by further concentrating opportunities in certain sought-after schools. The same pattern shows
up in transportation. The district's own rules aren't applied consistently. Some choice students are granted hub stops or routes outside their feeder zones while others are denied that same access. And these inequities start early. For example, every non-title one school has its own full-time talented and gifted teacher serving K to5 students, while title one schools share one teacher across multiple buildings. Those students lose out on early enrichment opportunities that others take for granted. With that being said, I urge the district to pause this plan and rebuild it with transparency, fairness, and authentic collaboration. That includes creating a real family engagement plan, one that gives parents, students, and community members a meaningful role before decisions are made. Red Clay families want to be partners, not spectators. Equity means access, transparency, and opportunity for every student. Thank you
for your time. >> Thank you, Miss Howard. >> Okay. Uh, now approval of the minutes. Is there a motion to approve the minutes from the executive session held on September 17th, 2025? >> So moved, Matthews. >> Thank you, Mr. Alexander. >> Thank you. >> It has been properly moved and seconded to approve the minutes from the executive session held on September 17th, 2025. Any discussion? All in favor? >> I opposed. The minutes are approved. Is there a motion to approve the minutes from the regular session held on September 17th, 2025? So move Matthews. >> Second, Susan Xander. >> Thank you. They've been properly moved and seconded to approve the minutes from the regular session on se September 17th, 2025. Any discussion? All in favor? >> I opposed. The minutes are approved. At this time, we'll
hear from our deputy superintendent, Dr. Hugh Broomal who will provide the superintendent's report and introduce our student representative. Dr. Broomall. >> Thank you, President Leonard. For all of you that were tuning in expecting to see Dr. Green, all is well. He's proudly representing us at a conference on university and district partnerships. Um, it's my pleasure tonight to introduce Miss Jillian Baird. She's a technical theater major here at CAB Callaway and she'll be our student representative this month. Hello everyone. Um, my name is Jillian Baird and I'm a senior and the student body uh, president at Cap Caller School of the Arts. Um, I'm super excited to talk to you all. We've had a really busy year so far. Um, I'd like to start off by congratulating um, one of our social studies teachers, Mrs. Elizabeth
Bear, for being one of three teachers awarded the 2025 Governor's Award for Excellence in Civics Education. and she was my ninth grade social studies teacher and I've learned so much from her. I'm so proud of her and she's taught me so much. Um I'd also like to acknowledge Cal's involvement in an antiviolence event that was nationwide. We collaborated with the Charter School of Wilmington. I'm super proud of the student um leaders. It was completely student organized and student run with collaboration with the administration and it went really well. We saw a lot of turnout and I'm really proud of the students. Um we also had a back to school night. It was really amazing to see all the parents come out. Um I was assisted by our National Honor Society and we had a ton
of volunteers. It went over really well and it's amazing start to the school year. Today we also had our um Hispanic Student Association showcase. Every year they like to put on a showcase uh displaying the students um different cultures. Uh we saw vocal performances, dance performances, and slam poetry. It was really beautiful and an amazing way to um close out Hispanic Heritage Month. Um I'd also like to talk a little bit about our club and class activity. Uh CAB has a new honor society. We just recently added our math honor society which is Mu Alphatheta and we've seen a lot of involvement there. as well as our um thespian honor society. CAB didn't have an official one before and we've seen teacher involvement to organize an official thespian society and we're hoping to compete um
in the winter. Very excited about that as a member myself. Um we also our social studies um honor society roappa has its highest enrollment so far. Um I'm the vice president of that club. It's really amazing. We've been raising money to build homes in Vietnam and it's just a really amazing initiative and amazing club. Our national honor society in um attempts to uh further community outreach is introducing service projects which will be studentr run to outreach into the community and go beyond CAB. Um really working with uh local initiatives and hoping to reach further than what we have before. Um and I'd like to give a little shout out to the senior class council for completely organizing our senior sunrise. It was a really amazing way to start off the year and give a little
recognition to those seniors who have been working so hard. Um, you kind of come at a really interesting time in CAB. We're in the middle of our spirit week. So, if you were here a few hours early, you would have seen me in a lot of denim. Today was Western Wednesday. Um, and we're really excited. The the rest of the week is super high energy. We have our throwback Thursday tomorrow and Friday is color wars. Um, tomorrow we also have our hallway decoration which is taken very seriously at CAB. We've seen a lot of involvement. Our seniors are working very hard, even as you can see at their own houses to build some really amazing decorations. Those will be put up after school tomorrow. And then you should probably see some pictures online of the
really amazing decorations. And then those senior decorations will be kept up for our homecoming on Friday, which uh is very exciting for everyone. We don't have a sports team, but we're very spirited here. Um, and then what everyone's excited about our upcoming productions. Excited. Um, our most uh our one the one that's coming up the soonest on November 6th through 8th is our fall production, Little Women. It's really a beautiful play. I really hope to see some of you there. Um, we also have one of our fan favorites, Showstoppers, which this year's theme is Mosaic. um that will be occurring on November 21st through 23rd. That's middle and high school. It's really beautiful. You get to see all of the majors at CAB. I It's one of my personal favorites. We also have our really
major alumni event. Since we don't have a homecoming game, we have Winter Showcase, which is an opportunity for former students to come back and see what's going on at CAB. That's happening on December 19th. And then just to promote our middle school a little bit, we have their musical coming up in January. I'm very excited. I know what it is, but I don't know if we're allowed to share that quite yet, but it's a good one. I promise. >> Um, and then in February, I don't think we have a confirmed date yet, but we have our MLK Day of Service. It's one of our largest service events at CAB. Um, it's a collaboration between the National Honor Society, the Student Council, and the Black Student Union. We open up our doors to the community. We
have clothing and food drives open. And then we also have workshops with students from all majors for the community to interact and really see what CAB's about. And then this Monday, I don't know if you saw, but we found out what our musical is. Our musical theater teacher, Miss Eldrith, announced that our spring musical will be Once Upon a One More Time, which is a feminist rewriting of some fairy tales featuring music from none other than Britney Spears. >> Um, we're very excited. Um, I hope to see you all there. It's going to be major. I'm very excited. So, thank you so much for having me. >> Oh my. >> Thank you. Jillian, what what are you doing postgraduation? >> Uh, I plan to go into public policy and really work on local politics within
Delaware. Very excited. >> So, maybe we'll see you as a school board member at some point. >> Wow. Yeah, >> that'd be great. >> Are there any other questions before we allow Jillian to go? It sounds like she's got a very busy week. >> We just had a comment, Julian. Really well done. great presentation and and I have to tell you this is always one of the biggest highlights of our meetings is having our students come back actually um just some political history for you um as a uh board member at my very first meeting I had proposed that we add a student representative to the board many years ago when I was a lot younger and better looking but um and it really is thrilling for me to see um student input you know
come to fruition into our meetings and incorporate that um into the polic that you informs us today. So, thank you so much for your presentation. Really well done. >> Thank you so much. >> Thank you for that policy. That was great. >> Thank you, Julian. You're welcome to stay. >> Thank you. >> So, we'll now move on to what is typically the superintendence report, but this month it's going to be a bit abbreviated and it will be district announcements. You can see on the cover there, we have students at Brandy Wine Spring School. They had an exciting day with Dr. Recess. Um, this month is National Principal Month, so we're celebrating the leaders at our schools who keep everyone safe, um, keep everything running smoothly. So, take a moment to thank them and thank a
principal who's made a difference in your school community. I know we have a few here tonight. So, thank you very much to all of you out there. The hard work that you do and you put in every day for the students and the staff and the community of Red Clay. >> Yes. Thank you. >> On October 18th, there's a gathering to connect and uplift members of Latinos, UNIDOS, student unions, and associations, advisers, school administrators, and allies to support them as they fight for equity and justice. Um, it'll be at Polytech High School starting at 10:00 a.m. Uh, the buses will be picking up students from four locations statewide in Newcastle County. They will be departing at 7:30 a.m. from Hodson and Despir. Registration and information can be found on the United Way website. And there
is an incentive for the school that has the most students to attend. They will win a cash prize. The website did not tell me how much though. Um, we have a school choice information night on October 21st at 6 PM. So, please join us to find more information out on choice and the process. Um, you can also go and visit redcllayschools.com. We also have our annual college and career fair on October 22nd from 5 to 7 p.m. for middle and high school students at AI Dupant High School. We had a great turnout last year, so we're hoping for an even better one this year. The event is free and it's open to the public. This is October is recognition month and I feel like that there are a lot of recognitions that are packed in
to this particular month. Um I'll go off script a little bit, Alva. Last night we had the good fortune to attend the state teacher of the year dinner. Um Dr. Niccastro, Dr. Celest there with Mary Adam who was representing Red Clay and I can say we were very very proud although we did not win the award this year. Mary really made uh everyone in the room pretty emotional with her video and her passion for teaching at the first state school. I said we're packed with many meaningful observances and national days. This month we will recognize everything from World Teachers Day, Bullying Prevention, National Coast Studian Appreciation Day, National School Bus Safety, and more. So join us as we honor and celebrate the amazing people and causes that make a difference. And you can be assured
that our communications team led by Dr. Alva Mobly will be promoting those across all of our our mediums. The next Wilmington Learning Collaborative meeting is November 5th from 6:00 PM to 7:30 and the location will be at Warner Elementary School. That would conclude for the district information. If there are any questions, let me know. >> Dr. Burmal. >> Yes. >> I had a quick question. So, have we heard anything for the Ducas County Combined School Boards meetings or when they're going to be held? And at the last meeting, I made mention of it. I believe we may be the host district. I'm not sure. >> I have not heard anything about that, but I can follow up and get that information out to the board. >> Is Miss Mobley still here? >> Does she had
to step out? No. No worries. Thank you. >> Anything else? >> All right, we will move on to action items. First item is it is recommended that the Red Clay Board of Education approve the updated bond anticipation note for fiscal year 26 as submitted. >> So moved. Matthews. >> Second. Susan Sander. >> They've been properly moved and seconded. Is there any discussion? Miss Stevens, please do the roll call. >> Miss English? >> Yes. >> Mr. Henson? >> Yes. Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Toris, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >> The next action item, it is recommended that the board of education approve the updated bond anticipation note for fiscal year 26 as submitted. >> Is there a second? >> Move. So moved, Jose
Matthews. >> Hold on one second. I got bandon bond mixed up. I knew that was going to happen. We already approved for the b the ban. >> Is there bond? >> This this action item is it is recommended that the Red Clay Board of Education approved the bond anticipation note ban conversion to bond for fiscal year 25 as submitted. >> Thank you. Clarification. >> Is there a motion to approve? >> So moved. >> Second. Susan. >> Thank you. It's properly moved and seconded. Is there any discussion? Miss Stevens, please call the vote. Miss English, >> yes. >> Mr. Henson, >> yes. >> Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Tortois, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >> Next, it is recommended that the Red Clay Board
of Education appoint the following committee members to the board policy review committee for the 2025 2026 school year. Adrien Sisle for district, Jennifer Howard for district C, and Shante Vincent for district A. >> There's been a motion to approve the recommendation. Is there >> so moved? Jose Matthews. >> Thank you, Susan Sander. >> Thank you. It's been properly moved and seconded. Any discussion? >> I had a quick question. Um, just making sure that we're following committee policy. I know that it looks like we have ECNA represented. Are we looking for representatives from the others or? >> Yes, we are. So, anyone that is interested, there is a form on the board policy review committee page. Just fill that out, please. And we we would welcome to have more membership at our meetings. The first meeting
is October 29th. Um, and the names will be updated tomorrow for this year's committee. >> Fill the following vacancies. Please join us. >> Great. Is there a motion to approve the recommendation? >> So, move Susan Sander. >> Is there a second? >> Second, Jose Matthews. Thank you. Is properly moved and seconded. Any discussion? Miss Stevens, please call the vote. >> Miss English. >> Yes. Yes. >> Mr. Henson. >> Yes. >> Mr. Matthews? >> Yes. >> Miss Sander? >> Yes. >> Miss Toris? >> Yes. >> Mr. Leonard? >> Yes. >> Unanimous. Motion carries. It is recommended that the Red Clay Board of Education approve a donation from Red Clay Presbyterian Church. Um, what about ED? >> Yeah, we'll flip-flop them because there's going to be discussion on our next one, I believe. >> Oh. And the
donation is going to >> Sure. >> It is going to one of our schools. Um Richie Richie going to Richie. >> Go Richie Elementary. >> Gave me numbers instead of names. >> No worries. I I'll help you out there. So moved. Jose Matthews. >> Whoa. Second tortoise. >> Okay. Uh has been properly moved and seconded. Is there any discussion? >> I just wanted to quickly say a huge thank you to Red Clay Creek Presbyterian Church. I know that you guys do a ton of work in the community um not only for the schools but also to some of the local hospitals and um I've had the pleasure of working with them professionally as well. So really thank you so much for your generosity. >> Yes. A big thank you. >> Wow. >> All right. So
uh can call a roll call, please. >> Miss English, >> yes. >> Mr. Henson, >> yes. >> Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Hortis, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >> Sorry for switching that around. I think this next one would have some comment. So, >> and the next one is it is recommended that the Red Clay Board of Education approve a new committee to be named the Thomas McCain Innovation Center workg group as submitted. >> So move to approve. >> So moved. Jose Matthews. >> Second. Susan Sander. >> Thank you. It's been properly moved and seconded. Any discussion? >> Yes. I would like to amend the committee as originally stated and um proposed that in in light of the fact that we need to
get information to families uh educators um the community in general about the uh proposed McCain Innovation Center. Uh I propose that we change this from a committee to the Thomas McCain Innovation Center working group proposal. Um, I think we'll be, my reasoning is I think I'd like to have the information coming in to families at real time as opposed to going through the series of um commitments it takes to have a committee and serve on a commitment. And I I would like to propose that uh the uh working group is made zoomable and open to the public so that the information that's disseminated to the work group also gets disseminated um in real time to families. >> How about I ask Mr. Puit to to share a little bit about how the advisory work group
is going to work and how they're going to be transparent with the information. >> Thank you. Good idea. >> Sure. Thank you very much. I think I'll offer some some context of the work we've already done the the and the committees that subcommittee subgroups that we've already put together. I also would note that this is a lot of work and it's exciting work. It's meaningful work, but there there's going to need to be some flexibility amongst different subgroups. So, we began uh with an internal steering committee made up of 12 district administrators. We've already met twice at this point. um and they are overseeing what will be 16 subgroups over the next two years. Um the those currently what those the steering committee leaders are doing is putting uh together a timebound benchmarks back mapping
from August of 2027. Okay. With important action steps, key action steps and benchmarks that will need to be completed to launch the new plan in August of 2027. uh once the the goal our our goal is to have that finalized always a working draft always a living document then put together subgroup teams to do that work that work depending on the group and I'll tell you some of those groups they're very different the move of adult education from AI high school to McCain uh to the McCain Innovation Center a communications subgroup a facilities subgroup a DIAA athletics and extracurricular subgroup a funding subgroup right? That's four or five of the 16 that we put together. And so therefore, the committees that they're putting together to do that work will will look differently uh as well.
Uh so the makeup of each committee name may not be one parent, three teachers, right? Depend, you know, uh the uh adult ed transition will look a lot different than the student how to support uh all students through student services during this transition and after we launch the uh the new programming. Um it's also worth noting that we've got some we are looking to pivot some of our already existing uh committees and work groups that we have. For example, our student superintendent uh advisory committee which is represented representative of our student representatives to the board plus an additional student or two from each of our high schools. uh the work that they'll be doing this year will revolve around their feedback on the innovation center and the transition and what they believe you know what
they believe they'd be looking for what maybe some miss uh opportunities some gaps throughout their career they're primarily juniors and seniors at this point. Um uh in addition to that we are looking to put together this advisory work group um which in many ways these are experts that are going to help us get this work done. We've already engaged with the department of labor, Goldie Beacum College, the University of Delaware demography department, Christian Care, Delaware uh DelTech and Community College, the Department of Education, Rodell Foundation, Wilmington University, and Emerging Delaware, among others. and we're looking to, you know, certainly we've already had meetings with them about the work, but we're looking to have them join us for uh uh for a an overriding advisory work group to get this work done. in addition to those
folks on the committee and and and we're going to have to meet them where we are. The idea that we would get 12 to 15 of these folks who are doing their own job and then supporting us out on a Tuesday night at 6:00, you know, we may have some of them come to present to the the teachers, parents, community members that we would also invite to be on that committee. Either way, our plan is to update the school board by monthly as requested uh every other month over the next two years. questions. >> Yeah, I have a few questions. Uh, one, um, these meetings, will they be open to the public? >> We can certainly Yeah. make them open to the public, put them on Zoom. Yeah. >> Yep. We like to do that.
And, uh, we'd like to have board representation at these meetings. >> So, uh, that would be part of the deal, I believe. So, open to the public and, um, and board members involved. >> Got it. Any other discussion? >> Any other any other discussion? >> How will it be? >> Where did you >> All right. Go ahead, Deon. Go ahead. >> Where did you get the members to these subcommittees? Like where how is we have not established the the the subgroups that are going to be working on uh the transition of adult ed. I gave there 16 uh you know there's six key working groups. uh first thing is to to establish benchmarks and uh benchmarks and action steps back m back back mapping from August of 2027. Once we do that then we're going
to be reaching out to uh small groups to do the work within the workday primarily. >> So does that align with with >> that is that's that's some contextual information of the work we're already doing. >> Exactly. In addition to that, we'd like to establish >> an advisory work group. Right. Right. Which is what is what you have, I believe, in front of you here. >> Exactly. And we're just we're at this point we're trying to propose that at least there be board members on this working group um group committee uh as as well as representatives from the uh voting nominating districts. Um, so we have as much um active listeners as possible. We realize this is not a group that's going to be giving input. It's a a listening group and a communication group.
>> Certainly, we can have those meetings. Yeah. I I think it's important to know that the a lot of the work we're doing when we're meeting with members from the public, experts from the public, and we're trying to negotiate terms and legal terms so we can have clinical space for our students to go out for clinicals, apprenticeships, that's not going to happen at 6:00 at night, right? But a report on that can happen at 6 o'clock at night. >> Progress. We're looking for progress reports. Yep. >> And information on >> um how these steps are going to be taken. That's >> true. Sure. Mr. Puit, I I know one of the main questions I get is what is the benefit to our students and how do we determine uh what curriculum you going to have
or pathways? I believe we did a study uh >> well we looked at back in 2022 we looked at a labor market analysis of jobs over the next 10 years. Uh so that's you know over the next seven years at that point. Uh we believe we have a lot of great CTE pathways in our district. Uh the hub the majority of which uh you are at what we believe is our flagship school in McCain in terms of CTE pathways. Additionally, we will look to move uh existing pathways at AI High School and Dickinson. And then we've also worked uh to identify uh uh job growth over the next 10 years. And we've identified additional allied health and healthcare um um technology including uh cloud security, artificial intelligence um and networking and additionally uh clean a
clean energy pathway would be a starting point for additions. But I think this is this is an ever growing you know what this looks like over you know what it's going to look like two years from now is very different than what it's going to look like 10 years from now. going to be changing >> as technology changes things. So then our career pathways will need to be updated as well as to where our students are going to be able to find jobs. >> Correct. >> Very good. Any other discussion? >> I I just wanted a point of clarification. I just want to make sure that if approved tonight that we have public comment at all of these meetings >> that we a period for public comment. Just making that clarification. >> Oh. Oh, thank
you very much. I appreciate that. Yes, definitely a point during the working group meetings that there will be public comment available. >> Great. >> Very good. Yep. Thank you. >> Okay. Any other discussion? Is uh motion been approved or approved the recommendation? >> The amendment. I'm sorry. The amendment first. >> So moved. Deon Hansen. >> Thank you. Second. >> Susan Xander. >> Thank you. It's been properly moved and seconded. Any other discussion? Miss Stevens, please call the vote. >> Miss English, >> yes. >> Mr. Henson, >> yes. >> Mr. Matthews, >> yes. >> Miss Sander, >> yes. >> Miss Tortois, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. And so that was for the amendment. So proceed for the amendment amendment. Now we go to the uh >> the motion of the
item >> the work group itself. >> Okay. So uh the work group uh is there a motion to approve the recommendation for a work group. >> So move tortois. >> Thank you. Second. >> Susan Sander. >> Thank you. Is it properly moved and seconded? Is there any discussion? Miss Stevens, please call the vote. >> Miss English, >> yes. >> Mr. Henson, >> yes. >> Mr. Matthews, >> yes. >> Miss Sanders, >> yes. >> Miss Tortois, >> yes. >> Mr. Leonard, >> yes. >> Unanimous. Motion carries. >> Thank you all. All right. Now we go to consent action items. >> Does anyone need to remove from the consent items before we move? Anything need to be removed? Is there a motion to approve the consent agenda? >> Don't move. Susan Sander backet. >> Excuse me. >>
I wanted to remove termination. >> Okay. >> Sorry. >> All right. Which item would you like to remove? >> So, it looks like and and apologies here for the public. I just want to make sure. So, um Mr. Henson is new and we're just trying to work through all of this and acclimate everyone. Um, so it looks like there is something that he is interested in removing. Um, it was an item that was discussed in executive session. Um, and I can certainly help here. Let me see if I can pull it up. Give me one second because I can give you the item here. So Mr. Henson is recommending or asking to have a amend and remove action item XC1. >> Okay. So it's been motion to remove XB1. Uh can we get some details
on that or >> Well, we can't discuss it. No, there's no discussion. It's just a It's just a motion and then um would require a second to remove it from the personnel um item. >> Yep. So, >> would you like to make >> motion? Is there a second? >> Second, Deonson. >> Deon, you made the motion. >> You made the motion. >> Is there a second >> to remove the item? No second. Okay. So that we motion fails. >> Okay. So uh is there a motion to to uh accept the action consent items? >> So moved. Jose Matthews. >> Thank you. >> Susan Sander. >> Thank you. It has been properly moved and seconded to approve the consent agenda. All in favor? I >> opposed. Motion carries. Okay. All right. So, with board committees, uh,
community finance review committee meeting that we had on 10:14, >> I was actually at the meeting. However, I have not had a chance to digest all of the information that we discussed last night. Um, >> it was a long meeting. It was a very long meeting but a very very good discussion. So I will hope to have um the meeting notes up by next uh next board meeting >> and I believe there will be minutes posted. Is that right Dr. H? Okay there will be minutes posted. Uh Delaware School Board Association Board of Directors 101. Did anyone attend that? >> Henson, were you there? >> No. At the DSBA? No. >> Yep. >> No, I wasn't. Can I report next month because I got the I got the meetings the minutes just before I got
here tonight. >> Okay. >> So, we'll get that next week. Next month, >> correct? >> Okay. Thank you. Uh, let's see. RCF. Oh, we did that, right? >> No. RCF 10:14. Is there an update? >> Who was RCF? >> Educational Foundation. >> I believe that's Mr. Henson. >> RCF. Is it Miss Tortois? Do you serve on RCF? >> No. Mr. Hson, do you have an update for RCF? The foundation? >> No. >> Okay. Well, we'll get that posted. All right. The WLC special meeting from 101. Um, can everyone hear me? >> Yeah. >> Was that meeting a special meeting? >> Okay. Um, at any rate, uh, my report is in um, Borox, but I had two particular updates that I just wanted to um, bring everyone's attention to. that we're currently working with one of
our partners um to build out a strategic plan for the WLC that is expected to roll out a draft by the end of this year. And then um we also did a announcement or a call to action um for organizations that are currently offering after school and some before care and some afterare, some after school and out of school um educational programming. Um so that currently are servicing kids or students in Wilmington, city of Wilmington. So, we are working to um our timeline that we have in place to accept proposals for organizations to be able to submit um that we can work with to offer services to the WLC schools. And so, I know that if I'm not mistaken, don't quote me, I think that that deadline to submit a proposal um ended or the
opportunity to submit uh the deadline was today. Um, but if there is anyone that missed the deadline, feel free to reach out um, just to see if there's an opportunity for us to uh, work with the organization in the future to be able to support um, City of Wilmington students and families. Uh, aside from that, I think that the next meeting is slated for November 5th, and I think it is going to take place at Warner Elementary School. Um the last special meeting took place at uh Red Clay District offices. Um and then if anyone have any has any questions and wants to reach out or discuss anything further, I am always open. Thank you. >> Miss, can I ask a question here? >> Sure. >> Uh I I know there are three options left
uh for the inner city u students. >> Yes. >> Schoolwise. Um, is there a deadline that we're going to know that for a fact which one will be selected? I guess >> that's a reading >> Reading was due to submit their proposal in October. Um, I believe the fiscal note will be reviewed in starting in January and then ultimately in the spring. I think in June it would go forward to the state board if they move that far. >> Okay. So June will be the decision be made and uh we don't have a saying at our school board. It's just a state board. Correct. >> Correct. >> Okay. Thank you very much. >> Of course. And thank you Dr. Burma. >> Yes. >> Um all right. That brings us to information items for next month.
Uh you can see those there. But I do want to highlight um information item D. That's the notice for our district F candidate. uh any of our community members living in District F that are interested, they have until close of business on Monday, October 20th to submit their application form. Um and those candidates will then be asked to a public hearing on November 4th, uh 5:30 to 6:30 to answer questions from our board members. >> Thank you for that reminder. Uh please uh if you know someone who's interested in being a board member, please encourage them to apply and they have to go through a background check and so forth uh with department or elections. So uh please uh spread the word on that. All right. Uh that brings us to adjournment. Uh our next
meeting will be November 19th at Richardson Park, not here. So you might want to make that note. May I have a motion to adjourn this meeting? >> So move Susan Sander. Is there a second? >> And and before we adjourn, I I just had one point of clarification. So, and and my apologies that moved pretty quickly. So, in information items, I also see the construction design renovations um for Red Clay. So, it looks like AI Middle School, Dickson, Heritage, and Stanton is on there. And in light of some of the comments that we heard tonight, I just wanted to ask that the board be updated on um the followup for the uh the uh you know, space at Conrad. >> We will make sure that happens. >> Great. Thank you. Very good. Thank you. Okay.
A motion to adjurnn. >> So moved. >> Second. >> All in favor? >> I >> meeting adjourned. Thank you. >> Have a great night everyone. >> Thank you all for coming.
