001good evening my name is kathy thompson president of the red clay school board welcome warm welcome to our the business the april 13 2022 business meeting of the red clay consolidated school district board of education which is now called to order it is 7 04 p.m so we're just a few minutes late my apology this is a hybrid meeting and members of the public can access the meeting remotely via zoom or the red clay school youtube channel or in person at richardson park elementary school at 16 idela avenue wilmington delaware in the auditorium which is the anchor location for this hybrid meeting the information regarding this meeting including information on how to access the meeting in person and or electronically was published on april 6 2022 on the red clay school district website under the

002notices section individuals may speak at this meeting by completing the public comment form available and submitting it at least one half hour prior to the start of the meeting if electronic in order to be recognized to speak you must have provided a complete zoom name first and last name and that zoom name must match what appears on your zoom account otherwise we can't they can't find you our helpful staff can't find you we've had a couple of instances where it doesn't match and it always tends to be a little bit confusing if for some reason you are signed up as a speaker and present but not called on please raise your hand in the app and our very helpful staff will help welcome to our student representative maya levine from cab welcome maya we look

003forward to your report and glad to have you here again as a courtesy to others and to prevent unnecessary disruption all devices will be muted unless and until a person is recognized to speak we have one board member tonight who is remote and so we will be playing paying close attention to mr matthews because this is a hybrid meeting in order to maximize the effectiveness and orderliness of the meeting we will do the following we will have a roll call vote for each action item to be voted on each board member should identify themselves by name prior to speaking if any board member wishes to speak or ask questions please let me know so that i can order call on members in order so that we only have one board member speaking at a time

004this meeting is being recorded as an aside as i mentioned last time school board elections are coming up on may 10 there are four candidates for district c jim casper jordan edgarton vic leonard senior and ashley sabo from my perspective board members work really hard without any compensation to to make our school district and education even better it's critical for everyone to vote and as i mentioned last time even though we as board members are nominated out of a particular district everyone in red clay regardless of district has the ability to vote and so we hope you will do that okay so we'll start as we always do with the pledge of allegiance pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under

005god indivisible with liberty so we will start with a moment of silence thank you madam president it's with a heavy heart that we have basically two moments of silence and a tribute this evening um fred klais has suffered the tragic loss of two of our staff members the first is mr leonard harnett who joined red clay as a bus driver on april of excuse me august 31st 2015 he drove bus number 309 which supported some of our most fragile students with special needs as well as the general education students leonard came to us with eight years of previous driving experience he was a kind man who loved to steal his football team and often came to work dressed up in steelers garb he once wrote a note to a supervisor saying he takes pride in

006his work and was proud to be at red clay linda's wife brenda also worked for red clay she started in the cafeteria and transitioned to the transportation office as a bussey brenda was leonard's aide for a period of time during his career with us learning what we truly missed by his kids and staff at red clay consolidated school district maybe please have a moment of silence for mr hartman thank you the second and obviously um very public loss that we continue to grapple and deal with is the loss of dr terence newton senior period he made it a point to let us know it was dr terrance um newton's senior period um you know dr newton was the principal at warner elementary was assigned there in july 2019 everything from obviously the national notoriety that

007he received relative to uh the barbershop but the work went well beyond that um obviously with his funeral service with well over 2500 to close to 3 000 people in attendance was an indication of who he was and what he represented not just the warner but the red clay community and the community at large and so there's a brief video tribute in honor of dr terence [Music] high school and go over middle school which is pretty much a war and i went to a high school that's in new york as well i was a little tech so just me coming back and able to be a role model and a figure in my city that was one of the reasons what i do for my students in the community is not to get something in

008return as far as though to be to be acknowledged i just want my community and my students to do well i want them to be successful [Music] yo doc i want you to tell all the educators what we do for our students we get up early for our students we check email's appropriate building for our students we greet all the students how would you pay for your students nothing you ask for a student i just wish that you know we can continue to continue this work with number one educating our babies and teach them how to be successful number two building those relationships with the universities and in public schools and number three acknowledging a lot of folks out here who are working hard and going above and beyond to service our communities to to

009change the world [Music] education is is a lot of work it's not a nine-to-five job it's pretty much 24 7. 2019 2020 school year at warner elementary my students let's go what i can do as a principal to better myself to better my teachers to better my parents the better my community so that we can better our children [Music] my goal is to change the world and we have to start with our kids [Music] maybe we have a moment of silence for dr terrance newton senior theory thank you he will be missed but he won't be forgotten and just as an aside um the young man who was pictured in that mirror um in that tribute um immediately upon meeting newt as as we called him you know actually why he was so whittled um

010as his principal so the joke was you know him being a little man um you know ricky asking why was he so little um as the principal but we definitely have some shoes that won't be able to be filled he's irreplaceable and we thank him for all that he did not only for warner again but the community at large so okay he will be missed in africa okay so are there any corrections to the agenda as presented hearing none is there a motion to accept the agenda as presented so moved jason mr casper moved is there a second second miss sabo seconds it's been moved and seconded that we approve the agenda as presented maria will have a roll call vote please dr boehm yes mr casper yes mr matthews yes miss me smith yes

012to corporal earning multiple awards and accolades along the way including a vocational service award from the rotary club of newcastle county a superintendent's commendation of achievement and a governor's office tribute since joining red clay as the school resource officer at skyline he has found his calling in the school where he focuses on building strong relationships with the students the number of students that seek him out to talk has grown exponentially over the course of the school year with students welcoming him into their lives in this capacity corporal christina's goal is to help bridge the gap between the community and law enforcement by showing the students a compassionate side of law enforcement officers here to show their skyline pride with corporal personas tonight we have sergeant gardner principal la sorsa assistant principal monique taylor gibbs and

013student advisor erin wright so come on down corporal prasunis the sro of the year and the skyline team so another round for sr of the year so next we want to honor three individuals who earned national recognition from the fifa the national association of federal education program administrators the fifa has a rich history of advocating for federal education programs in support of america's youth additionally nefifa provides support for america's educators by working hard to maximize the return on investment of federal dollars allocated for education with a commitment to supporting leadership and management of federal education in america's schools the fifa works to enhance the effectiveness of educators by facilitating communications and providing a forum to disseminate pertinent information that encourages members to discuss and take action on matters of common concern the organization also provides

014members and state affiliates with professional development and aid in the development and dissemination of effective and efficient federal and state education programs i'm pleased to announce that for the second year in a row actually make that third fifa has selected school leaders from red clay for the national leadership awards those school leaders are jason martin from richardson park elementary school and emily o'neil from austin devos elementary school principals martin and o'neill earned the award this year for demonstrating outstanding leadership skills both in their school building and in the school community as irene hills delaware state board member of nafifa shared last week in addition to the national leadership awards the fifa offers four scholarships annually that's just four students in the entire nation again not surprisingly one of those students is right here in red

015clay and tonight we're thrilled to celebrate her success as well eileena matthews is a senior at alexis i dupont high school and a familiar face around here as one of red clay's student representatives to the school board she won the scholarship and it's quite an honor as she is the fourth rightfully student to win this award in the last six years liam plans to use the scholarship towards tuition and books at emory university where she plans to study international relations relations this fall elena is grateful to her counselor ms fitzgerald and for the organization teen shark for helping her navigate the college planning process and discover this scholarship as a first generation student so please come on down jason amy ilena and parents and irene and friends for your group photo okay congratulations thank you

016uh congratulations once again awesome can you get them individually i'm sure elena may want one just with her parents so that it's a special moment so yeah let them capture that as a family and if mr martin principal o'neal and miss tales are you okay congratulations um thank you miss green and thank you to our sro of the year and our fifa leadership award winners so now we move on to public comment again thank you for coming out tonight to attend our meeting and to share your thoughts under board policy 2006 the board encourages the staff and community to share concerns regarding school issues and educational programs sharing can be done verbally and by speaking at the meeting or in writing under board policy 2006 the board shall provide a time period of up to

01730 minutes at each board meeting for public comments which time may be extended at the discretion of the board speakers are requested to give a written comment copy of their comments to the superintendent speakers are limited to a three minute time period the time will be monitored and you will be able to see a timer on the screen which will count down your time speakers will be unmuted by the red clay team when it's time to speak and when time is up the microphone will be muted so thank you very much our first speaker tonight is mr victor vic leonard senior i think all our speakers are in person welcome mr leonard yeah last month debacle with her technology good evening school board superintendent green and residents of red clay i'm excited to see everyone

018in person and introduce myself my name is vic leonard senior and i'm running for open seat on red clay school board my 20 years of teaching in the district gives me valuable insight into our district policies and procedures and their effects on students educators and parents well to share with you my beliefs and why i am running there are several areas of concern that i feel are important for the success of red clay school district providing hope to many of our breakfast students who do not wish to pursue a four-year degree after high school create more diversified career path initiative in collaboration with local businesses and municipalities not every student is college bound you must eliminate barriers that may be preventing many of our regulated families from engaging fully in their child's educational experience whether

019it be child care transportation language barriers or other hurdles we must find a way to bring these folks back into our school community we must demand accountability throughout the district and this includes administration parents students and the school board there's a need to engage more educators in development and implementation of procedures and policies because teachers are the enforcers of these procedures and policies they should have a greater input in their development an absolute need to address the discrepancy in our student achievement metrics why is there such a gap in our graduation rates in student college or career readiness just doesn't make sense and lastly we need to address the dispersionality and school disciplinary actions with students of color let's find solutions to address this issue through mental health supports family counseling mentoring personnel training and

020community outreach i have the qualifications i have the time and energy and the commitment to serve on the sport i pledge to address these issues and others to assure the student the parents as well as the educators to receive all the resources necessary to be succeeded in classroom and in life please vote for mayo may pass and thank you for your time thank you mr leonard before the next public commenter comes up with i'm getting a report that there's static on the end of those who are watching it virtually so i'm not sure if we can address anything like that but apparently okay our next speaker is miss allison short welcome ms short good evening red play school board tonight i am here to talk about charter school of wilmington it has been disheartening to

021listen to parents staff and community members speak poorly of the csw board and dr johnson in my opinion the 2021-2022 school year has been wonderful academically and socially for my son a drastic contrast to his freshman year in 2020-21 unfortunately because of how coded was dealt with with last year by the previous administration there has been an ongoing divide within the csw community the culture of mistrust among staff teachers and parents has been exacerbated by the holder to hold overs from the prior administration board president john classworthy challenged the previous administration about the importance of returning to in-person learning sooner rather than later which led to discord rather than listen to opposing viewpoints the previous administration selected like-minded parents to be on the return to school committees and to give board presentations related to coveted

022mitigation efforts many members of these committees were pro online education only csw was given the option to return to in-person learning two months later than red clyde the divide among parents has led to administrators crossing professional boundaries the past two years especially on social media by friending and tagging parents how can you be an effective administrator when such favoritism is shown i agree there is room for improvement on part of the csw board but progress is being made the person responsible for the missing meeting minutes from the 2020-21 a lawyer hired by the prior administration is no longer on the board another board member derek abbott who served on the board for nine years and was the board chair from 2018 to 2020 also departed other improvements include the establishment of an ad hoc governance

023committee to review term limits opportunities for open public positions on the board a new secretary of secretary claudia van lenten who has been updating missing meeting minutes in the last year and timely public meeting notices please remember that the loudest people in the room are not always the majority the disgruntled group makes up one to three percent of the parent population many petitions that have floated about and about the school and board are anonymous do these signers of these petitions have a true interest in the school or are they 20 members of the same student's family governance issues and personal issues should be kept separate but unfortunately they are being mixed together in an attempt to save people's egos and jobs these issues existed before john clackworthy and dr johnson when new leaders come in

024changes occur and inevitably some segment is unhappy if you investigate this time i feel that you are setting a slippery precedent for the future thank you miss short our next speaker is dr j shree taylor welcome dr good evening thank you for allowing me to speak tonight i first want to extend my deepest condolences to dr newton's family his friends in the warner and red clay community i am very sorry for this tremendous loss as you know i am a parent of two charter school of wilmington students i am here to update you on the ongoing work a group of parents and i are doing to ensure the charter school board is held accountable for their actions or inactions other parents and i recently met with the president of our school and the chair and

025vice chair of our school board prior to the meeting we requested to include one of the parent representatives on the board who's active in the ad hoc governance committee much to our disappointment the parent rep was not permitted to be a part of our conversation even though their participation would have stayed well within the allowances of open meeting laws and would have been a good first step to working together it was clear that the meeting was not set up to help broaden the understanding of why trust is eroding within the csw community the chair of the board expressed displeasure at our foia petitions and even went so far as to say we're costing them money and time we were duly blamed for tarnishing the reputation of the school by speaking with you our authorizer they

026stated that problems should be kept quote within the charter family though we had spoken out at csw meetings and sent emails since at least september of 2021 before coming to red clay or the attorney general please think about the following and ask yourself what is truly affecting the reputation of the school two charter board members resigning in the last few months and the board not communicating all resignations to the community board members who elicit favors of their own children including moving home rooms to get specific counselors other students can tell these things happen because students are placed in homerooms by their last name a school that has had four presidents in four years a board that hasn't fostered an open collaborative approach within the community a board that places blame on parents that are speaking

027out a school that has no acting vice principle in the building a school that will possibly have no principle in the very near near future as stated by one of the office staff members at the last red play board meeting and a boarding school president that hasn't explained to the teachers students and parents the reasoning behind the restructuring of the administration as you can see the real issue at stake is not a few missing agendas or a few minutes missing the real issue is that over the course of the last two to three years trust between the csw board and the community has eroded to the aforementioned experiences we need red clay to pursue an independent review to help identify the depth of these issues so the problems can be corrected and trust can be

028reestablished the students and the teachers of the csw community deserve your help thank you thank you dr taylor our next speaker is miss donna urban welcome miss urban we extend our deepest sympathies to dr terence newton's family friends in the warner and red clay community following his death on march 21st dr newton befriended many csw students who attended henry v dupont middle school and warner his kindness and creativity in using a barbershop as a way to connect with his students was iconic i'm here today with another wellness update from the charter school wilmington last week our students and faculty completed social and emotional learning evaluation surveys conducted by graduate students from the george washington university the valuation report will be used as our baseline for future evaluation and planning as we continue to build our

029culture of care at csw chris locke founder of sean's house and the sl 24 foundation was a guest speaker at our april ptso meeting he was recently named one of delaware's most influential people by delaware online his son sean died by suicide at the age of 23. mr locke led an open and honest conversation about team mental health and suicide the next day students were invited to attend an optional assembly with mr locke and scott day their executive director we were grateful to have cab psychologist mr eric pazzini ready to help our counselors in case our students needed support we continue to appreciate our partnership with cab calloway after spring break dr reginald johnson's office will be transformed into a temporary student center with bean bags and other furnishings for the rest of the school

030year so students have a place to step away and decompress as needed today our wellness team met for the sixth time to plan for mental health awareness month in may our students are helping us with our wellness by design concept to do well academically in mental health and physical health go hand in hand we are learning that as a community we have to strike a balance and listen to each other finally i want to clear up some misinformation from the march red clay board meeting dr johnson has completed all the doe requirements for d-pass certification for both teachers and specialists and is certified through august 31st 2026 due to a technical glitch between deeds and pdms this certification will not appear in deeds thank you and enjoy your evening thank you miss urban next is

031miss brooke ballen welcome miss ballen good evening thank you board members for allowing me the opportunity to speak my name is brooke ballen and i've been a charter school of wilmington parent for six years now i'm on the ptso in the blue and white boards i volunteer with charter thon and as an aside kudos to charters multiplying good club for raising over 85 000 at their first in-person event since 2019 and i also volunteer with the swim team this means i'm in school a lot i have relationships with admin teachers support staff and students i see and hear about what i see and hear about what is happening lately there has been a lot of negative said against charter it's been said it's not against charter as a school but the current current board but

032i don't really see a distinction tonight i'd like to talk about the good that's occurring at charter our board has been revitalized this year a governance committee has been established and is reviewing the bylaws the finance committee has placed emphasis on obtaining donations our current board is doing an amazing job and for that i thank them our president mr clatworthy agreed to extend his term an additional year in order to provide continuity to the board in school during this year of transition john is doing an amazing job and for that i thank him there's been much work done within the student wellness arena dr johnson has recently moved out of his office to provide a space for the wellness center a place for students to gather and decompress the space was even designed by a

033group of students and this is just a temporary space until a bigger space can be developed chris locke from shaun's house presented at our april ptso meeting and then presented the next day in person to the students wellness committee has been developed consisting of students parents and staff while concerns about mental health struggles of teams have been discussed with previous administrations dr johnson is making progress addressing the student's mental health issues dr johnson is doing an amazing job and for that i thank him our sports teams and athletes have had an amazing year there have been conference champs broken records even a thousand point accomplishment congratulations um the hard work of our aed and coaches and the students have made this past uh two years of sports possible they've done an amazing job and for

034that i thank that the letter sent to the board regarding foia by violations for missing minutes was appropriate the board has taken appropriate steps to rectify the past errors and prevent it from reoccurring why then is the review being considered even before the result response has been received from charter i ask that a review not be initiated so that valuable resources are not taken away from our students especially for reasons that may be different from what they appear thank you very much thank you miss ballen our next speaker is miss jennifer bayless welcome miss bayless hi my name is jen ballas and i'm here as a parent of a charter student and two cab students um before i read my short statement i just would like to point out um when allison spoke she stated

035that the previous charter administration hand selected like-minded parents to re run return to school committees uh that included uh our friend jay sri here as well as the ptso uh school board rep she was talking about in her comments purnima montej so um you know you have to understand who's speaking than the player they are at charter to understand what information you're hearing because you are not seeing the whole picture you're seeing half a picture so i want to thank you first for sending the letter to charter last month asking how they are going to address the attorney general's foia findings i look forward to hearing charter's response as much as you all do that letter was very appropriate action on your part um as most if not all schools have violated foia at some

036point in time schools who violate foia need to be told that and then given the opportunity to amend their ways however charter has really done nothing that violates their charter as a whole so how does no wrongdoings as defined by the delaware state charter school laws warrant a formal review by the red clay school board do not allow the failings of the prior charter board president derrick abbott cloud what the current charter board president john clapworthy is actually doing and implementing to address the voiced concerns around the school board governance and their transparency please do not let personnel issues with angeline rivello our president or a principal who is not around as jay shree stated raised by a few disgruntled parents get in the way of what's really important student outcomes student quality of education

037and our students well-being personnel issues like new leaders coming into organizations their style of working as well as their the new leaders direct reports leaving the organization shortly after the leaders on boarding whether it's voluntary or involuntary is normal in all organizations for-profit as well as non-profit i've seen that over 20 years in my career the amazing thing that's happened when you get new senior leadership on board the direct reports tend to go if they don't get along and that's okay that's life so let charter deal with its personnel issues the way they choose and you read clay as an authorizer continue to monitor charter as you have with the letter continue to regularly talk to the charter's board and administrators about the specifics of what's going on in the school and focus on what

038charter is doing for its students the community and red clay for a change thank you very much thank you miss ballas our next speaker is kaya tanya john and welcome miss john good evening my name is kaya tanya john i have a student at mckeen high school in the autism program i also have a student at brandywine springs but today i came to represent autism awareness and acceptance month i have here my son lavons john who is a star student in the autism program at mckeen i'm very proud of him recently um the senior group of the autism program under the direction of jennifer wagner made a film a short film uh that was filled with questions from the autistic perspective i have here two questions that levant answered and first question is what does

039being autistic mean to you answer is autism doesn't necessarily make you stronger faster smarter or more creative than everyone else autism has many different looks and some people forget that someone who's autistic is just like anyone who has a disability or not not symptom-wise obviously but in that they're human and should be treated as such autism can love autism can feel lonely autism can communicate but most importantly autism can empower so being autistic isn't a superpower but it's not a curse it's just a disability that affects how one brains work the second question is how should teachers and staff teach and interact with autistic students ms answers states autistic students might need accommodations in class and it's your job excuse me and the students to a certain extent to set up those accommodations do not

040infantilize autistic students and call it communication on other on another note don't verbally or physically abuse autistic students if whatever you're teaching doesn't make sense to them if they're having an internal or external meltdown or if they have other disabilities besides autism that affects how they perform in school would you like it if your co-worker or boss babied or berated you through every single lesson plan you struggle with of course you wouldn't so be persistent patient and understanding with your autistic students and give them opportunities to show their strengths similar to how you let your neurotypical learn in your classroom i stand here so proud my son got a full scholarship to go to beacon thank you red clay for the journey thank you for the time and listening and hearing us parents with special

041needs children you have to have a special needs child to really understand the struggle that we face sometimes but i appreciate this exit that we're making now from red clay as he starts his adult life you have formed a foundation in him that i could never buy i could never repay you for and i am eternally grateful thank you and god bless you thank you miss john congratulations while it's not customary to address those who make public comments john thank you for your unwavering advocacy on behalf of all your children and your endless support of the schools that they go to the programs because it's not an event that i'm not at that i don't see you working behind the scenes serving on committees so just as much as we've supported you thank you for

042your continued support of us okay now we move on to the approval of the minutes is there a motion oh i'm sorry ashley i'm sorry ashley i knew that i just next speaker is miss ashley sabo welcome miss sabo hi so i'm actually sabo i set up there normally tonight i came down to the podium i was going to talk about the fact that i'm running again for uh re-election and the election is on may 10th and how i'd like everyone's support but as a fellow special needs mom i just want to say congratulations to the john family for uh your advocacy and for your son's tremendous achievement and i'm just really happy for you and i'm i'm happy for all the advocacy work that we've done together and i hope that i can continue

050me smith yes ms sabo yes ms thompson yes unanimous vote motion carries and with that we move on to the superintendent's report so the floor is yours mr green thank you madam president uh those who are in attendance those who are joining us online um again today is april 13th so i wanted to start off my report before we turn it over to my student representative just highlighting and showcasing the picture on the front of page that's the members of the black student union at cav participated in a racial justice event at the 76ers field house this saturday so that were school leaders diversity equity and inclusion coaches from across the state as well as our student leaders and rhett clay continues to promote student voice so it was a wonderful opportunity to not only

051engage but learn and listen to student leaders as we continually work to improve the condition the climate ultimately the educational and aspirational outcomes for our students throughout red clay so maya is here to present so i will turn it over to her at this point all right so the first thing that i wanted to share was that we now as of this month have a new assistant dean of culture and climate at cab dr dawn downs and she completes our trifecta of new administration this year um after covid we had turnover with completely new administration which has been really interesting just to see how they're getting started after i've been at cab for seven years with the same administration um and our new dean particularly dean anthony gray bolden has been really making an effort

052to get to know all of the students he says hi to me every single day in the hallway he knows everyone by name so it's just been really nice to see them in our school we still have the same traditions in the same culture but just a little bit of new leadership is nice recently we've been getting into our spring performances many of which we haven't done in two years because of the pandemic um this past weekend there was the high school dance show we've had strings and orchestra performances the middle school musical and last month we finished up mamma mia which was the second highest grossing high school musical in cab history and then upcoming this weekend we have middle school dance in the next month or so we have the middle school play

053and one act piano there's an improv show strings middle school band the musical theater cabaret and the senior showcase is on may 13th um and then another thing that's been happening at cab there has been a really big campaign for mental health support particularly from our excellent guidance department they've been making it a lot of resources more known to students we had an assembly where we went through all of the support staff at the school we were told who they were how we can access them and that was really something excellent i think students responded really well to that um and we also are having a speaker series about mental health and we are sending a team to the um the nami walk on may 7th so i think that our school has really come

054together as a community to address the issue of mental health and i think that it's something that we and charter are very excited about working toward um in terms of other things happening at cab we're starting to do all the sort of preparing for after high school stuff today was the psat um i went into school to do some other work even though we weren't there and there were a lot of kids who had just taken the psat a lot of snacks were being offered and they were having fun so it's not all testing but people seem to be pretty happy about it they took the sat online for the first time which i think that our guidance department did handle very well even though it was stressful i know um seniors are starting to

055commit to college and career opportunities which is really exciting we have daily celebrations on our morning announcements for people who have been accepted to colleges we have an instagram account it's all very exciting and then recently we've had several student accomplishments our nhs inducted almost 100 new members which was really exciting this past year our chapters had 45 members we lowered our gpa requirement we were able to induct a lot more people to help serve in our community which is very exciting and then all-state band we sent seven middle school students and ten high school students to all state band which is a really exciting accomplishment um because that's a prestigious group and that's what's going on at cab thank you maya and keeping it at cab for the moment we want to take this

056opportunity to recognize our behavior health professional of the year again as maya indicating as we continue to hear you know emphasizing and really trying to provide those uh social emotional supports mental health and mental well-being um ensuring that again our students have a well-rounded support system within all of our buildings so i actually want to thank dr sarah sellerson as well and our student support office but we're here to recognize mr eric casini as red clay's behavior health professional of the year with 10 years of experience as a school psychologist eric goes above and beyond to help students at cab calloway school of the arts and serves on a number of roles more broadly with the district eric is a member of the lead psychologist team in red clay and serves on several district committees

057he worked tirelessly on house bill 100 which was again to increase the mental health counseling supports within our schools and act to amend the state law to increase again mental health resources for elementary school students again really looking at being korean preventative um so congratulations to eric and again thank you for all the work that you're doing not only at camp but throughout the district as a whole very fitting recognition we just announced today our 2023 teacher of the year finalists and so we want to congratulate those educators who are being recognized for an outstanding effort each year we recognize you know educators throughout um the district but the four finalists um our miss brady at heritage we have ms pruitt at excuse me my slides [Music] bob's heart that she is doing well and

058okay we had a situation last week where there was a tragic situation where two people were struck by lightning had an early years program so not only is she our teacher of the year but she's healthy and she's blessed and she's okay and we're thankful for that again we have miss bratty at heritage ms kimberly dijon at the john dickinson school terry pruitt at calf calorie school of the arts and jennifer train at the conrad schools of science so congratulations to our 2023 we're always a year ahead right teachers of the year finalists and good luck to all of those nominees on their goal of being nominated as the district teacher of the year my indicated the direct clay we're in full swing with the various programs and activities that are going on in-person concerts

059returned um on april 5th directly spring music festival was held at the john dickerson school i've had the opportunity to listen to you know bands and instrumental students from mccain high school ai the john dickinson school calloway school of the arts and college schools of science they did an amazing job also on the 25th callaway had the launch of theater impact communities so thank you to mr mosser for for the work that they're doing um we also have the mccain high school at their theater art show so thank you to dr haas the john dickens school again we hosted the instrumental musical festival actually to last week excuse me lyndon hill had their musical former district teacher of the year mr matthew marion where they had annie presentation thank you to the 17th uh poet

060laureates the twin poets our very own state representative natalie chapocha and his brother albert mills did a presentation at highlands this week thank you miss barbo the school librarian for bringing them in to share poetry their gift of poetry and really encouraging our students to write more to be able to express you know through poets and then as my indicated uh cat calloway school middle school dance concert will be coming up as well as we head into spring break one more day i know the countdown is on i'm counting down looking for a break directly in partnership with the delaware division of public health we are offering free cobit 19 testing kits so hopefully you got that information you were able to go to either your school nurse to pick up those kits but we

061also have several dates where the kits will continue to be made available to the community so this evening we held an event at three locations tomorrow they will be offered as well and then on the 22nd at the john dickinson school warner elementary and stanton middle school between the hours of 10 and 12 p.m you can pick up three covet test kits just to make sure again we're using them as mitigation strategies um and if you have any questions please feel free to reach out to your school nurse where we have ample supply for any family or community member who want access to those tests we continue working with the governor's office in the state to date we've had five mou meetings and discussion sessions i should say with representatives from brandywine school district christina

062school district red clay we've had dr bone participate in a couple of those meetings as well as president thompson we also have the various unions sitting at the table with those meetings along with members from the delaware department of education secretary mark holiday and the governor's office conversations have centered around barriers and challenges within the schools um a premise of the nature or structure of an mou agreement the governing board a potential intermediary group who would help facilitate this work and ultimately the finances though meeting that was scheduled on the 21st that was supposed to be at warner understandably so we had to postpone that as in the process of being rescheduled for as a community event with the governor's office and conversations continue there hasn't been any any formal agreements again we continue to

063just have conversations and engagement with the governor's office and representatives around the nature of the wilmington learning collaborative last weekend had the opportunity to go to the national school boards association with several of the board members and i'm sure they will share their experience uh dr tawan dabad our director of equity strategic partnerships were also able to join us several of the workshops that i participated in were building leadership capacity ensuring that equity exists at all levels of an organization that presentation was conducted by pendergrass school district from maricopa county arizona also looked at a whole child framework looking at community wellness again really taking a whole child approach our whole school whole community you know we rely on several key partnerships and allies to create this work so it was good actually to sit

064there and hear national presentations but know that as a district in red clay we truly are ahead of the curve as it relates to a lot of the things that we're currently doing especially a district the size of us you know a lot of districts where 5 000 students or less so when you get to 7 16 almost 17 000 students with the diverse student and family demographic that we serve you know we do have a lot of offerings all nothing's perfect but we continue to work and strive again to make sure that we're putting those resources in place so you know really coming out of that particular workshop kind of felt good that we do have a whole child premise and very much progressive in how we're really engaging whether that would be through

065student voice or other means to promote our district also making every every voice count effective superintendent evaluation really just talking about the relationship between board members and superintendent and then really looking at strategically using data to elevate district leadership and that's something that we as a district continue to really invest our time and energy into really analyzing data that's been challenging over the past couple of years with kovitt was just that cook today and i know our elementary school where we're starting smarter balance we have psat today but it's what do you ultimately do with the data right it's the testing conditions it's challenging we know last year was an abbreviated smarter balance assessment i actually learned today that i think there might be less items on this current test as well so really drilling

066down and disaggregating data to really figure out how to operationalize that to continue to make the best decisions and choices as we support teaching and learning throughout red clay and then the last one was empowering excellence and success through student leadership again really not just saying that we support student voice but how does that voice actually help promote and provide some actionable change and i think it's fitting again that we have a student representative that sits up here with us each month not only highlighting you know things that are working well within the school but also having a seat at the table to kind of help us see where we may have blind spots so we thank maya and elena who was another student rep who was honored earlier that their voices do matter and

067we're appreciative of that coming back up for spring break we will initiate our strategic plan process with hanover research we're looking at a year-long process we want to do it right really analyzing and looking at kind of four critical areas and the initial workshop is the process in and of itself and looking at how we identify around the common mission common vision really looking at the current state whether that's looking at learning acceleration a lot of the positive things that we have in place portrait of a graduate all of those different things that we started to make sure that we're aligned and then ultimately as a board and superintendent that will ultimately drive you know the path moving forward and then outlining actions and monitoring our progress how do we really create not only just

068benchmarks but continue to have quarterly check-ins we do have quarterly step backs as a district leadership team but now taking it a little broader as it relates to the board in the community and then really looking at again how do we look at performance indicators a constant review and the action plan to make sure that we're looking at continuing school improvement so more to come on that as we work to form committees and get that information out to embark on our strategic planning process and in closing we want to welcome kindergarteners kindergarten enrollment season kicks off with the return of in-person registration events for incoming students and families on april 28th again by all means as we head into spring break thank you to all of our students our families educators staff members i can't

069say i look forward to a break in the mirror which i'm looking forward to this one i think we can all use some downtime and so thank you again to all of our educators our building leaders our support staff members um the pandemic isn't over yet we're not out of the pandemic so continue to be vigilant as you enjoy some much needed time off and again please access the free test kits that we're offering just to make sure that upon our return our buildings are healthy and safe as safe as they can possibly be and that concludes my superintendent thank you mr green and now we will move on to items submitted by the board the first is the committee reports and i believe the first committee report is the cfrc yeah okay so um

070smith and i both attended the cfrc last night um we approved the minutes from march the prior month the cfrc meetings for this school year will continue to be hybrid and then we're off in august and in september they're going to again resume being fully in person we have great snacks so in person is a good place to be we covered the ex it was a short meeting we covered the expenditure report we are about 75 three quarters of the way through the school year and most of the record recoding for the esser funds has been done so and the finalized budget has been inputted so the records are looking pretty good spending is on track with 97 of local revenue and 93 percent of state revenue has been received which is great at this

071point in time and given the senior tax credits which still need to be paid people still paying their bills and the interest we're earning on money in the state account um plus additional the state payments that are due it is very likely that we'll get to the 99 or 100 percent of revenue figure which is great spending is on track with 75 of the funds expended at this point in time right on budget and actually we're a little ahead of last year but that's to be expected given the fact that last year we were remote some of the time um given all the work of our administration and education teams we will hold off on presentations to the cfrc until the next school year the cfrc is a great place to get some more additional

072information about various programs within red clay i think everybody on the cfrc really values those presentations but we really want our administrators to be working on the stuff that really counts for our district so holding off is just fine next month is our financial position report so you'll you'll hear some about that and our next meeting is may 10th 2022 at 6 00 p.m it's hybrid the in-person portion is in the board room at vault yes thank you uh for that detail report president i would just have a couple questions and thoughts i wanted to share with the board um since this is our business meeting around the cfrc um as this is my first year so i'm learning this is learning question um i just i was curious to know if everyone has on

073the board has the information i meant to bring this up yesterday so i apologize but i want to make sure that we give you the information that we get like out of the report here but also any documents that we get so making sure that we uh follow up with that with any reports that we get in terms of our financial expenditures and also i just wanted to uh you know encourage administrators to um look at their their spending and make sure that it's aligning um and that you're using the funds that you have i know it's really hard especially with all the additional funding we had so i i want to commend our our teams for uh making sure that we are fiscally responsible and that we are on par with our spending without

074overspending but i just want to just to kind of find soon we can always you know do better but i think we're doing a great job but i just want to make sure that we're all aware of how this works because as a new person i ask lots of questions so i want to make sure the rest of our board members are aware that they are posted every month the report the financial report yeah just making sure that we bring attention to that because that is a big part of what we do thank you okay so the next committee report is the diversity committee on 329 2022 does anybody want to give the diversity committee report if not we'll move on i attended but i left my notes at home so i can try to

075go off the cuff but i mean really dr bond and holly goldberg holder talked about the different programs that are being implemented with the diversity champions and some of the work that's being done just at every school they talked about different events that were taking place and um the kind of the success and growth of how the diversity champions are working with each school so it was a good meeting about what's going on in red clay sorry i don't have the details i can bring them next time um and that we will meet again that was the last one for the school year okay all right and then the next the the next committee that met with the wellness committee on 4 6 20 22 and i did attend that so it was a really

076great meeting and i think i have to commend jessica ferran because she runs a great meeting we got the opportunity to hear about the wellness activities going on in our schools and there is posted in the in board docs um a listing of all the activities that are going on so we did much like csw did a um a school health index to find out what areas we really needed to focus on and the three highest ones that we need to focus on are staff wellness school health and environment and community involvement and our champions and their teams are building programs around this at the schools in the document and board docs you'll see by school and by champion what they're doing but the activities are amazing and they're very exciting and the champions were

077really pretty excited about it and kind of learning from each other um but they include things like jump ropes for all so children can learn to jump rope and then they can take them home and jump at school and and at home there's a fitness activity block in school that meets once a week for 60 minutes to discuss healthy eating and importance of physical activity and a conductor fitness class using cardio and strength school gardens are sprouting virtually everywhere they're updating older facilities and putting in new so that's really good fun fridays are sprouting as well for staff some are doing dodge ball nitro ball music for dancing after the kids leave school bowling etc somebody really loved this one one school and i can't remember which one it was but they're doing coffee and

078tea carts for staff members during plc's that was really a very popular item there's presentations to the ptas on what's going on with wellness in red clay there's walking clubs running clubs family run clubs after school and on weekends to involve parents there's meditation in the mornings for children and for the staff there are yoga sessions for adults and for children there's wellness newsletters for home that include exercises healthy recipes positive affirmations to practice with students and so they're you know they're trying to involve the community as well wellness calendars with challenges and smoothie demos during pe class and staff smoothies i just listed just a couple there's a whole list of them and you can see the champions by school and what they're doing it's really kind of an exciting time and wellness is

079really springing up i think pretty well within red clay and there's a great focus our next meet we're done with our meetings for this year so they're they're uh the next meeting is going to be in the next school year okay so now we go to the nsba annual contract cassie you you missed a committee report we had a dress code committee meeting the other day oh that wasn't listed on here so okay there's a dress code committee there is yes okay report um so the red clay dress code committee had a meeting on 4 11 at 4 30 p.m and we discussed on the updates we've been working on in terms of the dress code ms levine was there so thank you we discussed wearing hats and head gear and have this wearing a

080hat in and of itself disrupt the educational process can you all hear me my love enough okay we also talked about the importance of student educator and parent voices and the dress code matter and we talked about the fact that sound educational policy should include the voices of students parents and educators not just administrators so i believe that we committed to creating a survey instrument to collect student educator and parent feedback on the red clay dress code policy and other individual elements of the policy mr pruitt shared district data with us regarding dress code violations broken down by race and from the data we were able to see that black students are disproportionately disciplined for dress code violations in red clay so then we talk about the next steps removing the dress code committee updated

081policy forward along with the um code of conduct so another question we talked about or another thing we talked about was how could we share this information with the student body because a number of students have reached out and i've shared this on a number of occasions and they'd like to be part of the dress code committee meeting and the code of conduct committee meetings but they're not getting that information i'm not quite sure where the disconnect is but maybe we could find a way to facilitate sharing that information with students so students could get involved so we have more students um than just one or two or three students in our meetings so that was the dress code thank you if i can add something to that i think an efficient way to communicate

082with the students as a whole would be to go through the student representatives because i think we've made an effort to set that up at the beginning of the year but it just didn't quite come to fruition but i think because it'll be our it'll be their second year next year it might be effective to just have them post on schoology yes but i also want to say on behalf of the students we are very happy that the dressing room is changing i have been complaining about it for seven years and we are very pleased thank you kathy i'm sorry that was me um dr bond bailed me out and sent me the minute since i didn't have my notes so i did want to just mention a couple things that were done so we

083discussed women's history month and dr bond presented two students at lewis but they also had trooper a troop female trooper come to the kindergarten class at lewis to speak about her experience and help the students see that that was an option for them even as girls because a lot of people think of police being men and then we also talked about house bill 198 and holly talked about how that would we would have updates to the curriculum across the grades and how it would be done in each of the content areas and how the libraries would be updated and then also um dr bond shared a lot of different lgbtq plus resources with us and for the people on the committee so that was helpful to talk about how to create an inclusive space at

084the different schools and then there's a lot of schools that have the gsa student groups that are growing and one of the things i don't know if i was mentioned at the meeting or if i heard this at schools when i visited them but some of our contractors that are there for mental health uh like our social workers are actually helping work with the gsas um and that's another way that we're kind of getting the social emotional aspect in there so those are some of the highlights okay thank you okay and now the nsba annual conference can i go first so okay let's get it this niece this will go first who wants to go next because i know i can go next this is jose matthews matthews okay and do we only talk about

085that at this point and then anything else later yes okay yes just i would confine it to the nsba okay okay okay well i had the awesome opportunity to go to the nsba which is the national school boards association conference in san diego california on april 1st through the 4th and i took that opportunity very seriously and attended several sessions to learn more about how to be the best school board member and have the best school district and i have to say it was phenomenal we had people from all over the country attend this very large conference with many many presentations for all of us to witness and partake in and it was only it wasn't only geared towards uh school board members but also to educators so as a fellow educator and this was

086my second conference that week i went to one for my job and i was a little conferenced out but there was something for everyone so i really appreciate the efforts of the national school board association to put on a really great conference so i'm going to i have a report that i will submit to the board for their review and and for our records uh just so that we can capture the essence i will not read every page that i have but i have some detailed notes but i did want to share uh some of the conferences that i attended the the uh sessions that i attended and some of the salient points that i think is for uh the betterment of our school board so the first one was a pre-conference which was a

087three-hour conference and it was entitled if you don't know where you're going how do you know if you got there and that was pretty much around strategic planning and as mr green has shared uh our strategic planning process will come up soon uh and so i you know this hopefully will be shared in our minutes and then people can access the link if they want i don't know if that's appropriate or not but we can determine that um of my notes so that we can see you know what a a good strategic planning process looks like uh and maybe capture some of those pieces from there uh the second one uh we also had uh kev we had the opportunity to have damon john from shark tank there as a keynote and uh here's five

088points for everyone this is for everyone instead of goal he has shark points so it's an acronym set a goal do your homework a more which is love what you do remember you are your own brand so what words describe who you are this is for everybody and keep swimming so i thought that was that was very inspiring uh i think the most uh helpful session i went to and this is you know for the education of our board um was parliamentary procedure um and so i learned a lot about uh what's good process and and i'll share those detail notes with each of you but the biggest point that came across was that outside of us uh doing our business that we have to have a cohesiveness around governance curriculum instruction and operations instead

089of it being in silos so us all working together and i think we do a good job of that but it just kind of gave a visual to help uh facilitate that and then the other piece was you know school board meetings what are they for school board meetings are held in public for the public to witness and occasionally participate they are business meetings for the work of us so it's kind of odd because we sit here facing the uh you know the public we could be a little bit more so we can see each other because we're really working together to for business um for our roles as the governance and so when we're talking sometimes i feel like i'm talking to the public but i really am should be talking to my board

090members and then if i have something to share to the public so i i think that might be a great way for us to engage a little more by maybe looking at each other this is my own takeaway but really looking at each other and and asking questions and not feeling like there's any ulterior motive it's not for the public it's for us to work business and share so uh like i said have many many points on that but i won't go into all of them and then another one that i went to uh was with a general session so you guys could cut that out of your reports the general i'm talking about the general session um was from greg bear and ryan i'm sorry if i said that wrong but anyway it was

091about mr rogers i just love mr rogers and that was my favorite show so five ways to wonder this is something for you this is for anybody um trust kids to be curious show kids that their questions matter create safe warm nurturing spaces start with what's familiar and model curiosity so i thought those were great takeaways from that session and then um a couple more um focused on certain groups one was the african-american student equity and this might be something that some of our leaders are already doing to some degree what was called the proud academy which stands for powerful resilient outstanding unique and determined and had a number of different activities and core priorities around aligned to the strategic plan and the school board's priorities um culture of collective efficacy teaching and learning student-centered

092schools access and inclusion to ensure multi-tiered system of support for all learners and so they just kind of shared a lot of those sessions share what they're already doing in their district so that we might be able to take something away for us um and then there was a couple more um that i won't go into detail about but the the award will get a detailed copy i think i missed once i'm gonna go back and check um but i do want to just end with um i appreciate the opportunity to attend and learn and i do think that you know i said this earlier and as when we know when we know better we can do better and so once we have information that we can uh you know navigate and understand we need

093to do better and so as a learner i'll be a key learner here i will acknowledge any mistakes that i make as a board member but i think that we always can improve so i'm really excited to share and discuss this in more detail with the board thank you thank you okay so next is mr matthews you president thompson good evening everyone um i too had the pleasure and privilege of attending the nsba conference once again and um they they did not hold back with hosting an excellent conference with a plethora of different sessions and i'll go over some of the sessions that i attended the first conference that i attended was titled redefining student success and it was hosted by doctors ken k and susie boss it was a pretty much it was an

094all-day session um some of the topics that they um reviewed was how to rebound from the camden how to include student voice which is something that mr green highlighted in his superintendent report and was something was actually one of the very first initiatives that i worked on here when i started on the board it was something i was really passionate about and it's been incredible to have had this year to have had student voice and we all know how much of a difference that's made in student success other topics range from capstone experiences bold instructional leadership competency-based learning portfolio assessments portrait of a graduate and educator portrait of a graduate was a big key component of this training it's something that i've had the privilege of following up with superintendent green and i have had

095conversations on we do hear red clay have a portrait of a graduate it was really nice to understand all the process that goes into putting that together and the big question that was that was really discussed heavily in the session was what does student achievement look like and why assessments aren't the best measure standardized assessments are the best measure of school performance and student performance the second conference that i attended was expanding access to pre-k as you everyone may already know there's pending legislation um that continues to be lobbied and discussed down in dover on access to pre-k services so there was a school district out in north kansas north kansas city school district in missouri that presented um how they were able to renovate an old hobby lobby and groceries grocery store shopping center

096um to opening an early access an early education center for three and four-year-olds um i was honestly the the entire session knocked my socks off on how gorgeous the school was and how impressive it was for them to highlight all the different challenges and barriers that they faced and funding was probably the biggest barrier that they faced because it's not funded fully in their area or their state and other other school districts in their area are looking to them for leadership as many as many school districts here in our state do for red clay we certainly try to do our best in reaching our earliest learners but there's certainly some challenges for us as well but it gave me some really good insight of ideas to talk about and to have maybe some more robust

097discussion with our legislators and i look forward to continuing to to support the legislation on free accessible pre-k um to our families um as keysia noted um there was a key speaker damon jones he was absolutely excellent um and really appreciated him coming out and sharing his insights and ties to education um i attended a national the national hispanic council meeting so nsba has a number of different committees and councils that you can join and i am a member of the national hispanic council along with the national black council as well um there were so many different sessions i did not have an opportunity to attend their meeting but i did attend the national hispanic council meeting it was a business meeting they had an election electing the new officers for this upcoming year but

098it was also just a really great way for myself as being a hispanic leader in this area who i don't necessarily always have the opportunity of seeing hispanic leadership here in delaware um for me i virtually see it as pretty much non-existent so the ability to see other leaders who looked like me shared similar experiences um and being able to serve um one of the fastest growing minority groups in this country which is latinos hispanics was was really inspiring so to have that opportunity as a leader um and it's an opportunity i don't ever really get to see almost never so to connect with other hispanic leaders was really was really motivating inspiring and it was just such left me with a really great sentiment so um and lastly i'll highlight um in my last

099session that i attended um titled using policy to promote diversity it was hosted by a law firm called hush blackwell and i think i might be butchering that name um but they presented on sharing a number of cases um that has come out recently from the offices of rights um and we took a look at ada compliance and review title vi in title ix and our board obligations to create policies around these legal pieces and work policy around new new legislation that that you know dictates um equal access for an equal opportunity for education so we talked about the equal educational opportunities act um and then in addition to ada compliance we talked about idea there was really robust conversation about how we could get that to be a funded mandate um and that was

100really interesting to hear some feedback there so idea for those of you who don't know requires public schools to provide spec ed services related services for qualifying students so um i think it's safe to say that um the amount of content was certainly overwhelming but it was um really left me um you know feeling that you know we we really got something out of it and oh i appreciated the opportunity thank you mr matthews and then dr boehm yes so i also attended the nsba conference and it is one of the best conferences i always attend whenever i attended because i just learned so much information from this conference i took 19 pages of single space notes so the board asked me please not to read all of them so i'll try and condense what

101i have so um the pre-conference session that i went to that was also three hours long was entitled how to best support our lgbtq plus students and they gave a great handout with lots of activities and information that i found very useful i had three main takeaways from that session and one was there was a lot of conversation about what happens during a board meeting if someone makes public comment that's really transphobic or heterosexist etc like what is the board's duty to respond so there's a lot of conversation on that um and dr michael dodge was leading that entire session and board members from different boards across the country talked about the fact that they actually stopped their board meetings and take a quick two or three minute recess and go into executive session and

102they have a quick conversation about the egregious comment and they craft a response and then they come back out in public and they they share that response with the public and they said that's really important because silence implies validation of what was said they also talked about the fact that um they need that we need to include students in all decision making and a number of boards including in maryland have students student reps who can vote on their board so that's something that we can think about and they were encouraging us from nsba to think about that they also took us through um i'll call it the star exercise because they gave out stars and it was a guided imagery coming out process exercise that was actually really really painful to go through i had

103no idea what we were going to do when we started the exercise and i actually the the person next to me we were talking a lot and i she asked me out of the blue as we were going through the exercise if i happen to know someone named devon johnson from delaware so she's on the national pta board but we were working on this exercise and they they had us put um statements in the four in the five corners of the star and then as we went through it if we fell into a certain category we literally had to rip that piece of the star off and then they shared statistics with us about um the lgbtq plus student population and how many of its how many students were experiencing that trauma-related event and it

104was it was really really mind-boggling and at first i thought like this would be something that i'd be willing even to share with my students but i think it was very traumatic so you'd have to create the context for it but i was very happy that i was i'm allowed to attend that pre-session so thank you superintendent green i also went to the board self-evaluations session and that was tied to governance and how boards should operate and i was surprised to hear that they made the argument that boards should perform self-evaluations annually i've been on our board for nine years and we've never performed a self-evaluation but they said that in terms of holding ourselves accountable as a board and also in regards to the regard to the district's performance we should be doing that

105and all evaluation should be aligned with district goals and our strategic plan so i think that's something that we can move towards as well um i also attended the shark tank session and that was very interesting we laughed a lot in that one i also attended making every voice count i actually um attended that with superintendent green it was about effective superintendent evaluations and i learned a lot from that session as we are working on trying to figure out how to create the best evaluation tool ourselves um i attended the general session and yes we talked a lot about mr rogers but the highlight of that session was that i actually saw dr dougherty we were texting one another in the session and he said you know after the meeting come out here and meet

106me at so-and-so place so i got to see merv and talk to him for a while so that was very exciting and i enjoyed seeing him and he said to tell everyone in red clay hello i also attended a really excellent session and it was entitled educational equity work as board governance work is your board ready and it was presented by maeve m-a-d-e which is the maryland association of boards maryland association of boards of education um and they too talked about the need to do equity work but they talked about the fact that there can be no sound educational policy without incorporating student voice and that student voice was really critical to any dialogues we have about um equity and they talked about the fact that there were a lot of student representatives attending nsba

107so i thought again about that as something we could maybe work towards or move towards and i think they had a caucus of student school board reps who attended so i'm just going to read a few of the questions that the the maid group said that school board should be asking themselves when they're working on policies programs practices and actions so the first was who are the underrepresented groups affected by this policy program practice decision or action and what are the potential impacts on these groups two does this policy program practice decision or action worsen existing disparities or produce other unintended consequences three how have you as a board intentionally involve stakeholders who are also members of the communities affected by this policy so i'm going to talk a little bit about that when i

108talk about the wlc and mou what are barriers to more equitable outcomes and how will we mitigate the negative impacts and address the barriers that we've identified in the work we're doing so that was a great session and then i did attend um another session but i'm going to save those notes for a little bit later because i have a lot more things to talk about thank you so now we move on to okay items submitted by the board and who wants to who has items i have a few items and questions miss me smith who else i do dr bone who else smith okay thank you um just that kind of i forgot to add at this part it's a question for for you all i i don't know the answers i'm asking um

109so i learned at the nsba conference that 45 out of the 50 states have a state trainer from nsba and delaware does not does anyone have insight into why delaware does not have an nsba trainer that comes in and consults and helps um with the state board of education you know i'm looking at you jason mr casper i'm not sure if i understand are you asking nsba to come in to talk to the state board of education or to to state not to red clay okay so the sba uh i don't know that answer but i can certainly i'm having a meeting uh next thursday okay i would just like to know because she was saying so so because i the school board alaska association they were a couple trainers came from there and we

110were talking and they said 45 out of the 50 states have an allocated person and she didn't know all of the information about delaware so i just figured i'd ask at home and i mean 48 45 out of 50 did it have anything the five that were not given didn't have anything to do with size uh she didn't know that's why i just wanted to ask um and then also we didn't say this but the nsba addressed the letter that was sent out um by nsba and i think it was february and acknowledged that their their error error and not securing the consensus of the states um so they did acknowledge that publicly just wanted to share that all right okay this is the only time we get to talk publicly so i just have

111a couple of things um all right the i'll have a couple things okay board policy committee um that's the work of our of us as governance and a lot of that theme came up a lot about us creating and managing policy and viewing it and with that being such a big part of what we do as a governance committee i think it would behoove us next year next school year to look at how we schedule those meetings how they run and how we can look at our policies for equity or for other purposes so that we are fresh and that we are staying ahead of any thing that we didn't think about and then that also would give us an opportunity to really know what the policies are about without having to go look them

112up i mean to the point even the smallest things like i have a policy i looked up about uh expenses for for for travel expenses those kinds of things so um i just want to put that on our radar to think about um in terms of having a more strategic way about our board policy um do we still have a dropout prevention committee we do have we met we said like is it once or twice a year is that it although at the beginning of the year i think was martin on that well michael simmons leads that committee but they they do meet and it should be posted in terms of i know they met within the past couple of months yeah i'm on that committee and i they've met a couple times i've reported

113on it everywhere with me okay because the other thing we need it we need to i think we meet again next month okay it's four o'clock okay so and also to put on our radar to think about the committees that the standing committees that would serve our purpose in terms of whatever we come up with with the strategic plan because sometimes we might create a committee and it'd be relevant for a period of time i'm not saying that the ones we have aren't i'm just putting out there to think about what are the relevant standing committees of the board and do we need to adjust or shift so that's just something to think about i don't have any anything to suggest at this point i do have a request i don't know if i said

114this last month but i'm going to say it again i have a request for the school board meeting information to be posted on our website via an alert at the top i don't know if this is for taylor green or not because it would just help remind the public that we have a school board meeting now today it's nice outside we have less people thank you all for being here it's beautiful out but the the if we have an alert at the top and i know some school districts do this it would have the zoom link there so they don't have to go searching through the website and going to school board click down pick zoom link so it should be another three days three days prior that's my suggestion and my recommendation that we

115do that i don't know if we need a vote on that or not but i would like to see that happen i don't think that has to be a vote um school choice awards we got information about our school choice applications and i do have an email and uh ted emma is very good at responding to my emails i'm not very good at responding back but i do have a question concern for us to explore about the percentage of students of color that apply to the magnet schools and is that this is it is i don't know if the answer is that are we having the percentage of students of color attend those schools or be awarded that because it's a lottery so what percentage i don't know the formula i don't have all i

116mean i know the logistics of how school choice works in the state of delaware and this lottery system and all of that my concern is that we don't have adequate representation of students of color at some of our magnet schools and i'm speaking specifically personally about my child not having other a lot of other students of color in his grade um and i don't know if that might just be the lottery but i really want to know like what that data looks like and what we could potentially do to provide more opportunities or help to facilitate more students applying because that was the associate data that came out fewer students apply to certain schools or they don't finish their application or whatever so that's a big concern of mine school choice in in and of

117itself is a practice that we can go into a long conversation about but i won't do that but i just want to make sure we're representing um hot button topics there's a petition going out about the renaming of warner elementary school we do have a policy for that but i do want to bring attention to the board that there are almost 20 000 signatures for that so i don't think that's something that we can ignore but i certainly think that we are still in our morning phase and that we should consider taking some time before even going into conversation about it but i do want to bring it up um and then i didn't attend the the latin american community center session for the wilmington collaborative last month i found it to be very eye-opening

118it was in spanish and english they had translators or interpreters i should say i participated in english and spanish it was very interesting interesting to hear the perspective of parents and what they feel that is needed for their schools in the city of wilmington i would be interested i was unfortunately was going to go to the warner one unfortunately it did not happen and i do look forward to attending the warner elementary public or community input into the wilmington learning collaborative as well because i do think different populations of families will provide different information and that i believe is all i had thank you okay dr baum so the first item i wanted to share is that the national urban league released its annual report on the state of black america on tuesday and its

119findings are quite grim they talk about a lot of factors that we can use to assess the gap between black and white success in america and i'll just focus on education black and white preschoolers are roughly equally prepared but their classrooms that they enter are starkly different schools with more minority students are more likely to have inexperienced less trained and even uncertain teachers fewer of these students are enrolled in the stem classes that can lead to higher paying jobs and black students are less likely to graduate from college i bring this up because i know that if you look at data for newcastle county and some of our districts black and latino students the longer they remain in their school the worse their outcomes become i'll say that again the longer black and brown children

120stay in our school districts the worse their outcomes become and even in some of our districts in newcastle county black preschoolers and kindergarten students enter classrooms with higher levels of success and achievement as measured with our outcomes but the longer they stay in those schools those scores drop and diminish so i i bring that up because i want to talk about the wilmington learning collaborative and i'm going to talk about two sections here so i'm actually going to talk about there's a there's a committee of us that meet from across newcastle county and we're all school board members who live in the city of wilmington so we're like the wilmington city city school reps right so we met on 3 21 we met on 3 28. we met on 4 8 and we meet again

121this friday so we discuss a lot of things our meetings go anywhere for an hour to two hours but one of the primary things we've discussed is the composition of the wlcmou meetings there's really no parental input there's a lack of community input and there's no student input so we definitely see as that is problematic we also talked about the fact that the wilmington learning collaborative does not address the root causes of educational failures in newcastle county and across the state and we talked about how wlc will measure their success like we haven't had um that hasn't been shared with our committee so then we talked about all these issues and then we go back and we meet in the larger mou meetings and we met a number of times as well we met on

1223 24 and those meetings last from an hour and a half to two hours um we met on 3 24 we met on 3 25 we met on 4 8 and i don't think we have an upcoming meeting scheduled so sometimes i literally go from the wlc our city rep meeting into the mou meeting and we've discussed a lot of things in our mou meeting but the last meeting was very interesting because there was a tremendous amount of pushback and it was internal pushback by a number of committee members regarding the meetings and the primary concern was that there are many groups who have not been included in the process of the mou one of the things we talked about was the fact that we have something called the wilmington learning collaborative but in fact

123there are very few people in that committee who actually live in wilmington who have ever sent their children to title 1 schools or even sent their kids to the schools that fall under the wilmington learning collaborative so those are some of the things um i wanted to talk about with the wlc and mous i also wanted to share that delaware now has been holding dress code strategizing meetings and they met on 323 i think they met last week but i think it was when i was headed out to the conference um and there are a number of students from across the state who are on these calls and they're talking about the fact that there are dress code issues across the state so if there are i think there were like nine students on the

124last meeting i was in students have asked if there are other students who are interested in joining these delaware now dress code strategizing meetings um if you want you can send your contact information to the district or to me and i can share it with the people hosting that meeting i also wanted to update i had talked last time about the fact that uh when this when we were talking about the student code of conduct one of the things that came out of that is that when a student uh gets arrested for a criminal offense that doesn't occur on school property the ag sends that letter of notification to the district and sometimes that child experiences uh school-based disciplinary charges as well so i'm actually working with a legislator in red clay and we're working

125on looking at title 14 of the delaware code relating to school discipline so that's something that it's tremendously exciting because that's important work to be doing i also was able to on 323 i testified at the senate health and social services committee meeting so this was a meeting that occurred you know with the legislators and sarah mcbride was the chair of that committee because they were introducing sb 227 and i was listening to the meeting and listening to what different senators were saying and i was surprised at the amount of misinformation about red clay was coming out of people's mouths literally at that meeting from senators saying this is what red clay did this is what's happening in red clay and it simply was not factual so i actually had a work meeting but i

126asked if i could speak and make public comment and i was allowed to so i was able to talk about um h not hb sorry i was able to talk about um our policy for our transgender and gender diverse student population policy eight zero zero five i'm dealing with so many policies the numbers sometimes blur together um and i shared what they had what we had done in red clay regarding that policy i shared the process i shared what we voted for when we voted to support eight zero zero five and i recommended that the um the senate health and social services committee vote against sb227 and that was um it was actually defeated so i was excited about that then i was called by um the news journal and they wanted to ask me

127some questions about sb227 and the work we had done in red clay so i think we're doing a lot of tremendous work and i want to say thank you to dr bond we had a lot of great conversations when we were out at nsba about the work we're doing in red clay and i think it's really important to share that information with the community so people know um the work we are doing around equity and social justice that was another thing i think for this section i think those are right i have a question for for her i asked a question about what she said yeah sure okay um so thank you for your information um dr von um you said that the longer the black and brown students are invite clay the worst uh

128the the worse their outcomes are um i said in some districts i didn't name any specific this okay all right um one of the questions i had for you was the wilmington collaborative meeting you said there's city rep meetings at mou meetings what is what is the propose invited and how was that determined so i'm not sure i know i would send an email uninvited so the way the invites come out of the governor's office and it's to have representatives so each district has city representatives that serve and sit on us on the school board so that and along with um board presidents so it was the city rep and then the board presidents who got the invites okay so i didn't know that so i think you know just let me go forward just

129to kind of maybe find a way for us to kind of be in the know about the outcomes of the other than the board meeting so we're all in the know we can advocate for what's happening when people ask what are the next steps for the for the wilmington collaborative so besides that our meeting ended abruptly last time so as dr baume indicated there was a different perspective i think initially when the engagement it was to kind of discuss the process the process kind of went into some of the weeds and so the question or pushback was really kind of keeping it as close to the schools that are going to be impacted by this as possible right so creating some type of formal needs assessment to actually look at what are the current assets

130within the schools and all things aren't necessarily equal across all districts so stevens does share i think these board members should have gotten the latest kind of the notes and the slides and presentations from the meetings and as dr baum indicated there hasn't been an initial meeting so we're just waiting to hear back from the state in terms of based on the feedback that they received at the last meeting how that process will be revised based on the feedback that they received from both i would say the representative presidents from each of the teachers unions um that being rcea bea and brandy my school district and cea and christina along with the city board of representatives just in terms of what they would like to see some what changes around the thank you and my

131last question for dr baum is when you spoke about the dress code survey instrument and you talked about the disproportionality of students of color um for discipline data do you have that actual data to share or yes i think i do you don't have to share it if you have it has it okay i'd like to see that mr green i'd like to see the disproportionality data just to just to know what what's going on because i am on the code of conduct committee and that would be helpful information my understanding based on the subcommittee or work group from the dress code will go to the broader committee a student-run organization now if you're a national organization okay i think that's what to make sure speaking acronyms that i got that acronym okay is there

132any other business well we have the um so i would like to make a motion to conduct a compliance review of csw are you making the motion yes so dr bone has made a motion is there a second miss knee smith seconds i have some questions what is a compliance review well if we look at delaware code 14 um we look at chapter 5 section 513 and we look at delaware code 14 chapter 5 section 515 there's a lot of information so you mean an accountability review can i finish yeah but you're talking about an accountability review yes yeah okay so if we look at the paperwork it says the approving authority shall be responsible for oversight of the charter schools it approves it says an accountability committee appointed by the approving authority shall conduct

133the initial review the committee's final report shall be provided to the applicant the approving authority and made available to the public and the school should be given the opportunity to respond to the accountability committee's final report members of the public shall be given the opportunity to comment at the hearing i'd like to say that over i think it's been well over a year now we've heard lots of sides to this conversation about what is or is not happening at csw we are hearing lots of different positions we heard it tonight we've heard it through emails we've heard it you know in lots of various ways when you go to the grocery store you bump into someone at walgreens and they want to tell you a story so i don't see this as something negative i

134actually see it as something positive right we can have sessions and we can have information and we can have data and as you know based on the sections i was reading it seems like there can be a lot of discord on what's going on and i think in order for communities to heal we have to go through the process of talking about those hard issues or those issues that there's contention over and so i don't see this as something negative at all i see this as a way that we can create a process to become stronger not just as csw but also as the right clay community as a whole so can you amend it to say an accountability review under a certain section with these sections yeah madam president excuse me i'm talking okay

135he's here you're speaking you can stay speaking okay you asked a question yeah an accountability review under certain sections yes with your questions what and can you tell me those sections again so this is um 2021 delaware code title 14 chapter 5 section 513 that's reporting an oversight but i think the document will find more information is delaware code title 14 again 2021 chapter 5 section 515 oversight the oversight process yeah so it's under 513 and 515. so we would be appointing a commission requesting an accountability review and appointing an accountability committee requesting the superintendent to create an accountability committee well i mean i can read all of this i don't have to re i know and i know it would be in regard to what is documented what i just said yep five twelve

136and five five thirteen and five fifteen yes the emphasis is on five 15. so is it okay may i speak madam president yes okay um i have a few things i seconded the motion because i think it's important that number one we talk about it because we've had a meeting board meeting after board meeting with different perspectives being brought to the table so uh i think earlier i wrote down a quote that says to be silent provides validation um and so we have to speak on this whether we want to or not and i think it's that's why i seconded the motion because i wanted us to have a discussion and to come to an understanding of what it is that we were asked been asked to consider so i wrote a couple of notes

137down um because i i want us to i agree with dr boehm in that we want things to work well for csw and for red clay and that is the goal that's why we're here um there's a few facts that i wrote down because this is not about opinions this is about facts um the facts are that csw had some foia violations and they were sent a letter by the ag there are some facts about the governance practices that are in place are not necessarily in compliance the review that is i think that you're suggesting dr burrow is not predicated on issues but it is the right of the authorizing entity or authority or i don't know the right word authority to conduct a review without cause we can conduct a review anytime we decide

138to based on sex uh title 14 chapter five sections five twelve and five i think it's 5 15 or 5 16. 5 15 5 15. but it is the scope of those of that review is based on some specific criteria and so i don't want us to muddy the waters when we're making the decision because we're only looking for certain things if we do conduct a review and that would be one of the papers together that would be things that are in i'm not going to go through each thing and read it but that would be things in section 5 12 and 5 15. now we can go we can decide to do this based on just the foia violations and then say look we want to look deeper into compliance so i think you

139you read something from 515 um that talked about the type of review can you the review is a compliance review there's different types of reviews there can be a financial review there could be i'll read it because i see some head shaking hold on give me a second the department of edge this is section this letter h the department of education the state board and the approving authority which is red clay may conduct financial programmatic or compliance reviews of the charter school in cooperation with the department the approving authority shall conduct such reviews no less than often than three years every three years that does not mean that you can only do three years and so in those sections ahead of you it's a line to the approval criteria for charters which the things that

140you can consider when you're looking into doing a review and there's different there's about nine or ten different criteria which which i won't read but kind of go around does this school have qualified teachers um is are the bylaws in place are the goals aligned to education student performance factors all of those things programmatic curriculum strategies to improve student performance the program to accommodate at-risk students all these things proposed budget of projected revenues and then number nine says the school's financial and administrative operations meet or exceed the same standards procedures and requirements as a school district if a charter school proposes outside the state pension they can do some specific mou etc etc so the question that i have is are there issues for us to consider about the school's financial and administrative operations um

141and i don't have the direct answer for that but i i will share some more facts this is this was shared and it can be disputed if it's not correct but a parent board member was not allowed to attend the meeting with the school board chair and the president of the charter school of wilmington where the parent other parents were meeting um i did not receive a copy of the letter that was sent to the charter school of wilmington and so i do believe that i didn't see i've never seen a letter i was told about 15 minutes before our meeting today that there was a letter and i had no idea what the person was talking about okay and so in that letter i believe here's i did not read it myself i believe

142that we gave kind of a date for charter school wilmington to respond to what was in there may the 9th may the 9th so it is now april 13th so that's something to consider in our vote um the fact is that there are polarizing views about the charter school of wilmington about their school governance about their administration about decisions that were made in the past based on the covet outbreak there are opinions shared schools should have opened earlier the administrator which is not our purview but the administrator who was in charge blah blah blah blah blah is all this back and forth um that there's opinion and there's a lack of transparency and trust among some of the parent groups the bottom line is there's a problem and i don't know how charter school of

143wilmington is going to address that problem and so as a board the authorizing authority we can only make decisions based on the law but i do think it would behoove us to do something at this point to help bridge the gap because our students are the ones who are suffering the most so i said all that to say part of me believes that we should give them the time from may for may 9th to respond but i don't know what other ways behavior is communication right so there's been behaviors have been people for csws governance and against and etc etc and so there there's a communication there's a reaching out to the red clay school board whether it's in our legal responsibility or not um ethically i believe that we need to do something we

144have sit sat and listened to several comments over the past few months about charter school wilmington and so we've got to do something i don't know what that is necessarily if it is a formal review based on the law or if there's something else but we did do send the letter and so i i wonder if we wait to hear back i don't know and my last comment is uh more of a former csw parent is that i don't know the new administration i don't know what happened i'm not there but i will tell you in the past there have been problems with the governance of the board and there have been some very poor behaviors and so i want it to get better that's my point it has to get better so um that's

145the end of my comment thank you ashley did miss sabre did you want to say something yeah i did so the letter was sent via email to the board on friday the 25th which was the same day the letter was sent to csw the email came from maria at about i don't know 150 and it was along with the dose and other pertinent information was a subject for those who didn't receive it yes um so it was sent on march 25th and we requested information by may 9th so we gave them just over six weeks which is about 30 business days and they've had the letter for two-ish weeks yeah almost three weeks so i think at this point going back and saying now we're going to do a formal review to some extent is

146like a parent taking away uh tv and then coming back and saying you know what i'm decided i'm actually gonna ground you from every social event meaning we didn't give them a chance to respond appropriately to our first courts of action before we're going to jump into a second course of action so whether a review needs to be done or not i think if anything and i know that everybody wants things decided and things fixed and improved right away but if we decided last month to send a letter and that was what we did i feel like we need to at least wait until they respond to our letter before we move forward and i i am in agreement with what miss sabo just said we as a board took action last month based on

147what we heard we asked specifically about how charter school was going to address the foia issues and the ag's office was you know told them what to do we asked how they got what their plan is for that we asked what the plan is regarding are they going to educate people about the bylaws are they going to educate people about robert's rules or that they don't have to use robert's rules um we're not get i don't believe we can get it we were pretty clear last month that we could not get into personnel issues which i totally agree with but because we took action and we directed our superintendent to write a letter he did write a letter he put in a date on of may 9th to get a response i think as a

148matter i think it's only fair to allow charter school of wilmington the time period to respond and then with that we can determine what if anything we need to do to move forward and i do think if we want to do that if we're going to move forward i believe we need to get some legal advice on what specifically we can move forward about because i don't think we can just do an inquiry into charter school in wilmington i think the law is i think we got to get some some help on this so i'm i don't think it's timely at this point in time so i still have a motion on the table to conduct a compliance review of csw in pursuant to delaware code title 14 chapter 5 sections 513 and 515. i

149have a question about that because of what uh president thompson just said it's not about a question of whether we have the right to that's not a question now how we go about it may be the question to the attorney but it is not a question of whether or not we can issue a a review that's not a ques it's right here it says right here in the code section h of 513 the approving authority may conduct financial programmatic or compliance reviews of a charter school in cooperation with the department the approving authority shall conduct such reviews no less often than every three years that's not a question i just want to clarify that point it is not a question of whether we can it's a question of will we vote to that's the question

150it's not about whether we can well i wasn't saying it's whether we can it's the scope of the review and what the review how the review the process yes for any review right but we can still vote to do it without having that process in place we have to come we would have to go about deciding on that process and getting the legal advice but the vote is about whether or not to conduct the review not about whether how we do it that's not what the emotion is about right well what i'm saying is i think we need to understand that i i think we need to understand that before the vote but the most important point is we've taken action regarding charter school we've given them a time period to respond i think we

151have to give them that time to respond which i understand yes go ahead i call the question so there's a motion on the floor whether the red clay school board will vote to have a compliance review of the charter school of wilmington under title 14 sections 5 12 5 13 and 5 15. we'll have a roll call vote please maria dr bone yes mr casper i abstain mr matthews yes snee smith yes the sabo no miss thompson no three yes one abstain to know ocean passes does it pass there's one abstention okay is there any other business is there any other business okay hearing none i'll entertain a motion to adjourn so move dr dr bone moves is there a second second miss sabo seconds all in favor say aye aye aye opposed meeting is

152adjourned it is much
