017to be meeting in september for their first meeting but we've actually held our first meeting already so i will invite uh mrs whalen and to give you a summary of the report of their first meeting of the year we welcome you folks thank you sure so a special called meeting was held via microsoft teams tuesday august 23rd to discuss the health and safety in light of the new cdc guidance mr kurt heather reviewed the new cdc guidelines that have impacted schools the most those include that the cdc has removed the recommendation to quarantine except in high-risk congregate settings the cdc advises schools to put in place a core set of infectious disease strategies as part of the normal operations when code 19 levels increase schools should consider adding layered prevention strategies and then consider removing

018them once levels decrease questions were posed by mr hedger mr ramon ray and lead nurse wilson for the senate to consider those included what are some of the things we can do locally to mitigate the spread of the virus how do we stay open what will we do when we have extensive spread what to consider as an extensive spread does an extensive spread include a certain percentage of staff only four students and staff mr ramon ray shared information about the department of health guidance that has also included the removal of quarantine requirements district lead nursing administrator lisa wilson expressed a hope that the new guidelines will offer some relief for our coveted teams the local department of health recommended looking at those mitigation measures that are in place for the flu some of the mitigation

019measures discussed included hand washing social distancing a heightened focus on cleaning rooms and sanitizing checking the ventilation systems and of course staying home when you're sick mr hedger discussed the consideration of using an alert system that would trigger automatically when numbers begin to trend in the positive direction the system would alert the school's population to begin wearing masks and to increase sanitizing and cleanliness procedures once numbers improved then those measures could be removed mr feliciano conducted a five question poll for the senate members nurse hours would you like to review those yes hello everyone the five pulling questions and responses were as follows pick the top three strategies you feel are most effective the top three were staying home when sick 33 hand washing 17 use of vaccinations and booster shots 16 how concerned are

020you for your safety if there is extensive spread in your school on a scale of one not concerned to five very concerned the top result was 3.6 extensive spread in the school should be defined as the top poll said that a percentage of the entire student and staff population positive in the school 60 which of the following do you agree with 58 set a mass requirement for staff when there is extensive spread in the school when there is an extensive spread in the school visitors and volunteers should 73 percent should not vote that not be allowed inside the school until transmission levels drop mr heger explained that the senate members represent a focus group of the wider audience of employees in the savannah chatham county public schools in closing the swelling placed a link for

021senate members to leave responsive questions concerning the code operations discussed in the meeting did you get any responses or questions you want to share i did not print those um some of the questions that were left in the in the chat um basically boils down to um that nurses have a certain protocol that they have to follow when students are sick and for sending students home um mr hedger gave kudos to the maintenance department for staying on top of clean filters changing and also that new filters have been installed in the schools and if there are any schedule changes that those will be communicated with [Music] the medical team and collaboration with the department of health and cdc allows us to make the best decisions for our community thank you very much then we appreciate

024of largo tibet ellis garrison georgetown godley station hess rice creek coastal mercer grant hubert myers southwest stem and west chatham a brief summary tim is a young teenage boy transitioning to a girl with a hormone blockers tim's mother is supportive of the use of the blockers and eventually his father is committed to allow his son to take the hormone blockers um the book hands with tim now lily had gone and living happily ever after but we know science is not static this book was published in 2016 and since then quite a few serious dangers and permanent side effects have been discovered as a consequence of the use of these drugs there's a growing body of evidence and developing consensus among worldwide medical communities that puberty blockers can and do cause permanent unwanted side effects endocrinologist

025michael laidlaw says there's an exquisitely timed release and change of multiple hormones or normal puberty among these are growth hormones the sex hormones which account for the growth spurt including bone growth and development it's been shown that puberty blockers interfere with the expected increase in bone density and adolescence such as the bones are not as strong as they would be had normal computer being allowed to develop these lost years of bone develop cannot be developed cannot be regained in other words these children in our adulthood without accumulating adult bone density with osteoporosis is horrific they're starting out in the deficit hormone blockers also inhibit fertility and prevent the sex steroid sex steroid dependent maturation of the adolescent brain in november 2021 london's junior youth clinic run by the national health service was forced to stop

026administering puberty blocking growth to children under 16. in july 2022 our own fda added a warning regarding the use of puberty blockers they identified six cases where there was a plausible link between puberty blockers in a condition called pseudotumor cerebri which is caused by elevated fluid pressure in the brain the national academy of medicine in france released the following statement in february of this year the use of hormone blockers is possible but the greatest reserves required requiring their use given the side effects such as impact on growth bone fragility risk of sterility emotional intellectual consequences and for girls symptoms tremendous menopause swedes national board health and welfare has ended the practice of prescribing them to um gender disorder patients under the age of 18. finland's medical guidelines now advised against the use of purity blocking

027hormones and considered experimental this book lillian duncan does not address any of these serious medical problems are associated with hormone blockers but instead presents it in a positive light as um there are no undesirable consequences so this book is advocating for treatment that is now considered ill-advised by many of the most major modern western medicines it's irresponsible for this book to be in the system knowing this information at a minimum you should be requiring students reading this book to be educated on the most recent scientific data detailing these very serious problems with these drugs and i got a little bit of time so i just happen to cross this and i'm going to describe it because you might not see it it shows a woman a naked woman a nude woman reclined back with her

028legs spread wide apart and words are over her vagina you've been taught your legs for a pit stop for men that need a place to rest a vacant body empty enough for gas but no one ever comes and is willing to stay this is the jenkins high school this is not acceptable and if you say it is your lion this is not acceptable for teenage boys even for girls to be demeaned in this way this is not how girls want to be perceived as a naked body in recline this is this is outrageous anyway i think it is [Applause] welcome mr bradley it's good to see you my name is vicki bradley i have three children who attended county schools i'm graduating college with a bachelor's degree in elementary ed masters in education from the

029university of south carolina and i ordered the college of education at armstrong and i hold a valid georgia tech five certificate i became aware of these books and that's why i'm here to talk about them as obscene definition of obscene is offensive to accepted standards of decency morally repulsive disgusting and the following quotes are from books that are in the channel county public schools i have decided to read them instead of spell them because they're in our schools they're worth the author and our 14 year old ninth graders are reading these i apologize in advance my kids former kindergarten teachers here is really going on she did her homework and you ate her coochie found at beach island's windsor high jenkins johnson and groves all bow ties by george johnson you then took off your

030shorts followed by your boxers there you stood in front of me fully erected and said taste it at first i'll have to refuse but then you said come on matt taste it this is what other boys like to do when we like each other i finally listened to you he reached [Music] the absolutely true diary of a part-time and indian by alexis sherman i spent hours in the bathroom with a magazine that has 1 000 pictures of naked movies naked women right hand equals happy happy joy i admit that i masturbate i'm proud of it johnson jenkins new hampshire savannah are savannah and mercer medal tilt by ellen hopkins but then she got into really weird stuff like how foreplay makes she want to do more only she couldn't call it for play she called

031it digital penetration and oral stimulation and that made me picture my mom doing that stuff and it grossed me out also from [Music] and once you've experienced the cold roll of building passion dub moans and groans get annoying really fast and after you've tasted authentic nipples all sweet with strawberry shower gel fake boobs no matter how enjoying an airbrush [Music] today you're considering how to administer the parent's bill of rights one suggestion is to include information about the existence of these books and many others that are in the media center and require parents to opt in for their students to read these titles personally i think they should be out of the schools but at least have the parents know that they're there give them the option yes i want my child they're not out

032of context what context justifies minor children reading about digital penetration oral stimulation which by the way refers to the use of the digits your fingers thumbs or toes to sexually penetrate the vagina or anus of this way um and i'm glad we slept she was at school with my son at hass and i hope that would be just as mortified for me to avoid that while we was in here as i would have been thank you for your time thank you mr [Applause] hi our next speaker is dr calvin walton who is at george southern university who is going to speak about a mentor program i believe at georgia southern welcome dr walton teacher education good evening i'd like to start by thanking dr members of the board and mrs davis brown for giving us

033the opportunity to speak my name is dr calvin walton and i am a faculty member at georgia southern university on armstrong campus i'm also program director of an exciting new initiative called the call me mister program mrs instructing students towards effective role models our initiative is designed to increase the pool of black male teachers and teachers from diverse backgrounds particularly among the state's lowest performing elementary middle schools we plan to fulfill this mission instruction for students from underserved backgrounds initiative that began in 2000 as a partnership between clemson university and three hbcus in south carolina benedict clapton and morris colleges their goal was to diversify south carolina's teaching force and address the teaching shortage at the elementary level since its inception has increased the number of black males who teach in south carolina public schools

034by 100 and it has helped diversify the state's administrative core as well due to the effectiveness of the programs have been established in 26 colleges and universities in south carolina and at 16 higher education institutions georgia southern nationwide is the third institution in the state of georgia to join the call me mr national network we recruited our first class of ministers last spring here on campus taking courses and fully engaged in call me mr initiatives students of the program are james jenkins iii we've got two sec pss grads isaiah and jordan moreno were both here with me tonight and uh fourth student and i'm gonna have isaiah come on down and talk a little bit more about the program good evening everyone thank you for letting us speak to you today and thank you to

035dr lavette for recommending for such a explaining wonderful dr walton has already said the call administrator program is co-curricular meaning that along with our regular coursework we also participate in weekly meetings along with different mentorship activities um hopefully within the school district um and then our philosophy is that early opportunities to work with children in high need situations will better prepare ministers for their teaching assignments upon graduation our guiding ideals are to educate empower and entrust ourselves each others and our students and our tenants are ambassadorship brothers keeper personal growth teacher advocacy and servant leadership good evening county public school system we are collaborating with andre black men and savannah to serve as mentors out loud elementary school our first day of duty is actually this next friday call me mr program benefits not already

036discussed include three thousand dollars per year in scholarships a thousand dollars per year for books a core model of peer support that targets a commitment to teach in georgia upon graduation with an emphasis place in getting ministers to teach specifically schools i will now bring back our dynamic directory uh i just want to close by emphasizing that our program is unique in that we're specifically preparing teachers to work in this district um so i'm giving everybody your homework assignment all right you all have homework now your job is to go home go to your schools go to your communities and spread the word this very very important task of teaching um some of our most underserved but most deserving students thank you so much for having us [Applause] thank you very much sir seeing you

037again i have uh three people um who signed up speaking and i don't know whether we're planning to speak as one or with three it's alejandro del reso daniel rodriguez and christina mcgann okay all separate okay alexander alejandro you want to come first we welcome you sir is good afternoon [Music] school board members i would like to thank you for your commitment to determine our student community i did start my speech in spanish because thankfully i have the ability to speak and understand english but i wanted you to experience a little bit of what it feels like when someone communicates to you in a different language and there is nobody to translate my name of is chatham county i have an 11 years old daughter who is currently in sixth grade and i also have

038another who is two years old i want to share with you a little experience that we have when my daughter was in third grade a new student joined the classroom he was a latina little girl with no knowledge of english at all in my daughter's words the girl was crying with frustration as she didn't understand anything that was happening in the class my daughter who is bilingual approach to her offering support and help for which the teacher asked my daughter to translate for the little girl at all the times i applaud and celebrate my daughter's action of compassion and concern for the little girl's need however this caused a delay in my daughter's learning which was reflected on her grace that's why i call the attention of the school about this situation to which they

039respond that they couldn't do anything other than separate the girl from my daughter and leave the little girl suffering without the required attention this experience among others has led me to identify certain areas of opportunity for improvement for the board of public education in savannah the scarcity of school materials and newsletter and newsletters letters or another language mainly in spanish the lack in and in some cases the total absence of translators in the classrooms and administrative offices represent a great barrier to the development of the education for hispanic students there are approximately approximately 500 hispanic students currently enroll in the savannah county school district representing about 12 of the total student population it is inadmissible that the parents of those 4 500 students have to wait on the phone sometimes for more than an hour

040to be attended just because the school doesn't have the essential communication resources for these families here members of this company we have a great opportunity area to create and offer a bilingual educational system in order to ensure the development and future success of not only the hispanic communities but also to the rest of the student population how that's why i'm here today because i want all esrl students to have an inclusive and bilingual education that affirms their culture and identity i ask this school board entity to hire more esl teachers and to give them better material and more tools so that the students and parents have a better access to the opportunities that they have in order to achieve success so so this is a great opportunity i think for us chatham county school board

041to uh this district to offer a bilingual schools why not i mean i think we have the resources and that that will uh help also the rest of the community uh to leave an included cultural experience transportation i hear earlier uh unfortunately for me they're not happening uh i have to it's more this morning i have to take my third off of school earlier because i will be here sharing with you because there is no service for my school so my only recommendation in transportation is easy simple pay the bus drivers more offer them more offer more bonds and because i am myself i'm a bus driver and i know this job is a huge responsibility because we are transporting your kids and the amount of money that we are receiving as a support driver

042is not enough one more thing last but not least is very important is thank you sir thank you [Applause] daniella rodriguez hey everyone um thank you so much for allowing me the chance to speak my name is daniela rodriguez and i'm a representative of migrant equity southeast which is an immigrant rights organization here in chiang county and i work directly with immigrants and non-english speaking community every day today i'm here because i have hope i have hope it has to be broken that the school system will deliver for this community so this is what we're asking number one we want more resources for israel's students one example that i can give you is captain city elementary school where 61.20 of the students identify as hispanic which is more than half of the student population but

043when we have 101 one-on-one conversations with the community they have told us that oftentimes they only have one person there who can help to interpret for them number two more transportation but at the second the day before the first day of school we have families reach out to us because they didn't know anything about the school routes they have no idea when the school bus will pick their children up so call the number right we look up online i was 912-395-5591 58 in the line can't you buy even 50 number so we also we call the school directly it was only i want to say 3 30 4 p.m and we were told that the school principal went home and they couldn't help us will we understand that the day before school was a busy

044day makes sense this is nothing new we heard complaints from immigrant parents about this since the beginning of the year so january february and we still continue to do so we asked for language accessibility as my friend spoke a little bit earlier now you know what it feels when someone speaks to you in another language and you don't understand and there's no one to help because of this over here all of us have the ability to speak english but we don't represent everyone if we really believe in inclusion we should have someone who provides translation for those parents parents who do not speak english cannot attend school or meetings and pose their concerns if they even understand the language we would love to have a person who could translate during these meetings we understand that

045it will take time but we also know that these meetings are on youtube so we would like to suggest that in addition to having a person who can translate during these meetings you could also have subtitles for those videos that are i know that all of us believe in the importance of equity and inclusion and by working together we can make sure that all the students regardless of the background or the regardless of the first language get access to all the necessary tools that they need in order to be successful in school thank you thank you very much mrs rodriguez next is uh christina and say your last name again please ma'am hello everyone my name and also a is of migrant equity southeast i would first like to thank the members of the board

046for their commitment to see serving our community and their children i'm here today because i want all students to have safe and reliable transportation to and from school and for esl students and their families to have equal access to resources the past few weeks my colleagues and i have spent a lot of time helping new esl students enroll and find transportation to school we have encountered some very helpful schools district staff to assist us in resolving this however our organization cannot always find or reach all esl students to assist with translation or navigating the system parents who do not speak english should be able to call the school and have someone who is bilingual available to assist them at all times they shouldn't have to wait a few hours for a phone service or for

047someone to be available to communicate with them for parents that don't have someone to translate or advocate for them it can be difficult to navigate an unfamiliar system when they're moving to a new city especially in a language they barely understand although the school website is available in multiple languages all of the attachments and forms are only available in english also the website where the agendas and notes for these board meetings those notes are only available in english as well each school that serves esl students should have enough dedicated bilingual staff available at all times to assist with the questions and concerns of esol parents this is why i ask that you allocate more funding for translation and interpretation to better serve the needs of esl students and their parents i would also like to

048address the need to improve school transportation and increase the number of buses one family we work with is paying 20 a day for their child to have transportation to schools a month however paying out of pocket is not always an option for low-income immigrant families lack of transportation is an issue for all students the current lack of school buses for students at choice schools is especially problematic children of immigrants are already at a systematic disadvantage and for the esl students who qualify for the choice schools they are potentially losing this opportunity to attend these schools simply because there's a lack of buses for them without safe and reliable transportation working parents have to miss work or spend their own money to ensure their child go to these schools no family should have to choose between

049their jobs and making sure their kids have access to better education programs the lack of transportation to detroit schools disproportionately impacts low-income and immigrant families this is why i ask that if recruiting school bus drivers is an obstacle that needs to be improved for the sake of getting more bus drivers the school board should invest in paying drivers a better wage to retain and attract more bus drivers thank you for your time and giving me the opportunity to speak [Applause] thank you very much i um and the heightened awareness that you just all three of you just given us is i think extremely important for us all so thank you for your time and your willingness to do that uh next i have uh miss beth magironi that's fine thank you my name is beth

050macharone and the last time i addressed the board was in july regarding the 75 million dollar budgeting era and the alleged violation of the property taxpayers bill of rights during the budget and millage rate process i refer this concern to the deputy director of the georgia department of audits for review in addition i also made the deputy director aware of the recent food services potential fraud waste and abuse concerns discovered by an audit of the savannah chatham county public schools internal audit team taxpayers should be encouraged to know that savannah chatham public schools is one of the only systems in the state that has an internal audit team and this team reports to the school board president not superintendent according to the seven page memo detailing the audits findings 24 of items from a follow-up

051inventory audit at select schools could not be located at these schools but were documented in the edison system the district's cafeteria management system to break this down the current protocol for procuring food is based on the individual perceived food needs of a specific school site inventory is ordered and sent directly to the school site not a central location this purchase and inventory gets recorded into the district's cafeteria management system the audit found that 24 percent of the food that should have been at the school's inventory wasn't if individual schools are inaccurately forecasting their food needs there can be an opportunity or potential for waste due to spoilage abuse due to cash flow issues and fraud in theft of food based on the fact that savannah chatham schools has spent seven and a half million dollars

052through june on food this fraud waste and abuse potential is significant i request a copy of the process improvement plan for the food services division of the school system in addition many aren't aware of the significant bonuses awarded to those in administrative assignments within the school system for the fy 2022 school year i filed an open records request to obtain the information it's important for taxpayers to know that savannah chatham county public school money is going to bonuses for highly paid administrators as a recap of my open records request a total of 51 000 was awarded to four people in the transportation department with annette ling and tammy perkins receiving receiving the highest bonus totals of 19 000 and 14 000 respectively is this rewarding the transportation department for missing by 20 it's targeted fy

0532022 performance goal of 92 for the percentage percentage of on-time bus arrivals departures and drop-offs or for making parents provide transportation for children who are accepted to choice schools and or programs the hr department received bonus totals of 24 400 with ray ramon receiving a total award of sixteen thousand dollars added to his salary of one hundred and sixty nine thousand two hundred and five dollars as of 2021 per gov salaries.com by far the largest bonuses went to the facilities management office with a total of eighty four thousand nine hundred six dollars darrell bozeman added a total bonus of 878 to his salary as of 2021 which was 175 000 documented from gov salaries dot com in addition james may added 16 161 to his salary finally kurt hedger of the marketing department received a

054total bonus award for fy 2022 of 16 000 angie lewis of magnet schools 12 000 and quintina fields of people personnel 8 000 all of these bonuses together combined for a grand total of awarded bonuses of in addition to administrative salaries that are frequently 200 to 300 times higher than the average salary for the same job nationally according to gov salaries.com for a benchmark the median based teacher salary as of august 2022 for the school system is 57 795 some of the administrative bonuses noted were 30 to 40 of the teachers entire salary the success in terms of reading and writing proficiency lives in the classroom why are taxpayers revenues not being allocated for more teachers and higher salaries to attract them instead of bonuses for administrators or for food that is allegedly missing the

055school board said they couldn't roll back the millage rate fully which would have reduced our property taxes because they need more money or do they really just need to manage it better perhaps if they used it responsibly for the direct benefit of students we would have better reading and math performance thank you for your time [Applause] i'm sorry miss carol miles good evening my name is carol miles i'm a retired teacher with 32 years of education uh experience highest degree level was a master's degree i taught at a title one school for 30 years i taught gifted ap and collaborative collaborative teams i have a valid t5 georgia certificate i'm here to talk to you about when aidan became a brother basically this beautifully illustrated book honest beautiful gorgeous beautifully illustrated on the inside gorgeous

056book when aiden was born everyone thought he was a girl but once he came out as a trans boy aidan and his parents fixed the parts of his life that didn't fit anymore and he settled happily into being a big brother to his new sibling first and foremost gender identity and becoming transgender is a topic that should only be introduced by a parent or on appearance initiative and as a parent a grandparent i don't feel qualified to talk to a child about this issue and as a teacher i certainly would never feel confident about talking to a child about this issue we don't allow young children to make adult decisions in any aspect of their lives children need parent or guardian permission to go on field trips and receive vaccinations someone in the savannah chatham

057county public school thinks they have the emotional and factual knowledge base to include this book in the libraries of hurt elementary and coastal middle school this is an eye-catching book if i was a kid i would want to check it out and read it my daughter teaches second grade in the title one school and her kids would love to read this book there are some great passages in here um aidan says he didn't feel like any kind of a girl he really was another kind of boy and he was looking in a mirror when he decided he wasn't a girl anymore aidan's a young boy a young child i wouldn't think he was more than five or six years old amen was asked at the store are you having a boy or girl that was

058his mother his mother's pregnant and didn't like when people asked if he was a boy or a girl and he hoped the baby couldn't hear yet he was glad when mom just smiled and said i'm having a baby most children strive to please their teachers this book is readers list they crave praise given for a job well done there are some nuances in this book that an adult would pick up on but the child would not a nizren is a brave it is 100 wrong to expose children to these adult concepts beyond their ability to understand or comprehend the actions required and the subsequent consequences of making the decision to change one's gender i'm not a mental health professional but neither are the media specialists who order these books and put them in their libraries

059and neither the teachers or the counselors that have to ask questions when children read these books and don't understand the subject matter so i would like to respect respectfully request that books like these not be in the libraries at places like hurt elementary or coastal middle school thank you very much for your time [Applause] brief i know when you've read every word of our budget you're about to be brief i'm sure i'll live up to your expectations um reason i signed up to get on the um appear before you is matter of fact regarding the this evening meeting you know in the past there's been talk of well we try evening meeting and then when you look outside they'll come and i'm glad to see the media here but i would say the media uh

060don't just live in it to mention it on your morning news program stay the night before 10 p.m 11 p.m the fact that there's even a meeting here and going forward this experiment can now be established you know the experiment succeeded so in september you know try to say we're going to do one evening meeting i know you have to move around in pieces but you know we're the taxpayers who you know pay money to make it possible for you to move around the pieces and do not forget that also the students like those that were there doing the music tonight those have you honored one day they're gonna be sitting in those seats when they're gonna be around this horseshoe uh let's make sure the other 158 counties in georgia don't get what chatham

061county produces thank you thank you uh next is uh jimmy mccoy welcome ms mccoy how are you and senior um good evening everyone i just wanted to come tonight and speak about how context and understanding of what policies facing our school district shouting about library books censorship and educational theories that don't exist within our classrooms is not helping solve those problems there are massive issues with how education is funded nationwide with poverty in our city with racism and classism baked into our policies and procedures and with testing which narrows our curriculum to the detriment and quality of a well-rounded education one person cannot fix all of that on top of that toxic positivity issues of accountability and lack of transparency within the chatham county school district are issues that also need to be addressed the

062federal government provides seven percent of our public school funding and the state provides approximately fifty percent the remaining funding source for our schools is local property taxes the united states is the only country in the world that funds public education away i don't believe the school board wants to force anyone home owners and renters who also pay property taxes to pay more however they need to fund education the individuals with disabilities act is a legislation that ensures students with a disability are provided with a free appropriate public education that is tailored to their individual needs the federal government has never funded that mandate at above 18 one in five individuals has a reading related disability that requires specific intervention college teaching programs have so much information to cover that do not or cannot prioritize identifying

063reading dis related disabilities in the event that they are identified there are still not enough resources available to provide the appropriate research-based intervention for those students as these types of interventions have never been adequately funded locally by the state or by the federal government the constitutional responsibility to provide public education to students in the state of georgia lives of the state education is always one of the legislature's first cuts when you're trying to balance the budget in our funding formula the state funds children as gifted at a higher rate than any other state in the union the gifted program is primarily based on tasks taken in early grades these test scores are very closely related to how much their parents earn on top of this georgia is only one of six states who does not

064provide additional funding for poverty a state where one in four children are living at or below the poverty line students living in poverty often have fewer resources at home to complete homework study or engage in activities that help prepare them for success during the school day the local district can absolutely make changes to make education better for our students but the community needs to engage in positive and meaningful ways participate in public school donate your time and money to them send your children to our public schools but also you need to hold your federal and state level legislators accountable for the role they play and the massive failures as well thank you i have i have mr adams who's going to talk about transportation four minutes please sir [Music] some other things and it all

065kind of culminated into one thing somewhere down the line the vision of school board members is array and it's causing us to lose focus of the mission at hand that is our kids we got a lot of things that are thrown off we got kids that are brawling across the school board or the school district in different schools i've seen online that means y'all definitely got the calls whether it be on radio or by phone or by email that's not gonna work man we gotta do something about that we have um issues with transportation we started somewhere around the kobe era where we lost bus drivers for whatever reason and it's been spiraling out of control since then i heard a lot of things about money to be put towards bus drivers but i would

066argue that we need a lot more than just money thrown towards bus drivers although they do need the money i am not downing the money in any shape professional way but when you have buses that are being followed by parents family members to fight bus drivers and or monitors that's the issue and i know what's happening um you have students walking out of schools or willing to fight teachers bus drivers that's the issue that got to be situated and it's all those problems if the community members but most importantly is the people we elected and put on this board to represent us to make sure this is situated we're here we want to fix the issue do what we got to do to get this issue fixed um there's a few other things man i'm

067still hearing things about these books that i know good and well i couldn't take the images out of and put them on the t-shirt and walk into these schools where these books are on the shelves i know i can because i'm a product of this school board and i know at least what used to be in our conducts dad as a dad with kids in the school system man we can't have that i've seen some small faces earlier when uh some of these excerpts was read out of these books if you're getting certain money you gotta allow certain kids to choose the bathroom of their choice i remember going to the beach and they fought to keep us out of the bathrooms together and i was just going to openly put us in the bathroom

068together stopping work holy sounds lifelong learning experiences advice not having overall it's not fostering that for all i'm done i don't have it written but this technology thank you sir [Applause] but illinois military brought me here and i don't have any kids in the school system but if the teachers aren't being helped themselves nothing's going to get fixed it's about the kids and if the kids aren't getting the right the proper instruction then none of this other none of these other issues matter yesterday after i decided to come here and something that really breaks my heart is that they're not here themselves because they're afraid of retribution if they can speak about what's happening in their own classrooms that breaks my heart they're the ones we should be listening to and should be talking to

069because they're the soldiers on the ground they're the ones who are on the front lines in the schools so it starts with it starts with the teachers starts with the parents um and it's your job to make sure that they're being taken care of um so we're already four weeks into the school year as one of them pointed out and there's no end in sight to um the large class sizes um we're over the states limit in just about every classroom um we need more teachers we need to talk about about budgeting these those bonuses and what i can do is sixteen thousand dollars right now myself right but i would probably just a lot that money towards uh the bus drivers and then giving the teachers the are paying more teachers so that we

070don't have these large class sizes one teacher can't teach all these kids it's not working um so the lack of substitutes is one of the biggest things that one of my friends talked about um apparently the school the school system has said that we have 700 subs that's not true we have 700 employees not substitutes and as somebody who's in the military law enforcement background with my family and i have some teaching family and friends i know that i'm not a mental health professional but i've gone through some stuff all right i still do to this day teaching profession that is mentally draining and if the teachers are not prepared mentally they can't help these kids because they're not mental health professionals either they struggle just like all of us do if not more because

071of the of the burden that these all these teachers have i don't want their job i i prefer not to put up and deal with what they have to deal with and the lack of subs is directly correlated with them not being able to take their sick days they deserve those days them paid sick and mental health days for teachers is something that they absolutely need to keep their own mental stability in check so that they can help these teachers and if we're not putting out the proper numbers of subs or getting the job done and hiring new substitute teachers the teachers are going to struggle and the students are going to suffer and we cannot be on top of the education in georgia or in the country if we're not taking care of the

072teachers so we can work out all this other stuff later but we need to take care of the teachers first and foremost so thank you very much [Applause] miss mary carmichael hi my name is mary carnival um i was a student in charles and final arts is it that matters anyway um if you don't like being what's taught just keep your kids at home and teaching themselves we already have a huge internet literacy problem among the older populations so easily misled i don't think it's appropriate to make teachers do all this extra work when people are already using the school the school system as babysitters and parents stand-ins it's completely inappropriate teachers need to be focused teachers need to be focused on the ability to teach they already have to use their hard-earned money to

073supply classrooms with supplies books pencils papers and make them and make the classroom students will actually want to learn they're not paid enough to individually do not make it so others cannot learn and be subjected to experiences and views from your own we need critical thinkers not people who just violently follow not people who just follow things blindly getting rid of books is fascism and if you get rid of these books you're not going to get rid of trans people of queer people of intersex people and their experiences deserve to be heard kids will experience these things and giving them books filled with different experiences can help them navigate that and give give parents and giving parents the ability to pick apart what kids learn isn't helpful y'all the last two speakers uh did not

074tell me what the topic is and before i need to know that before i really allow you up here uh one is is uh commissioner rivers he was here earlier as he left and then the other person is mark and i can't read the last name mark and rivers not here that completes our public appearances for this evening we appreciate everyone's interest and great food for thought i think for all of us as board members but uh we'll move forward now on the board of education matters uh mr hedgehog will you move from there please sir thank you mr president moving on in our agenda item 7.01 this is a four-year review of policy this is policy ld which is school general governmental relations we'll note that this was originally adopted in 1977 and then

075was reviewed in 2010 and we are now reviewing it to get in compliance with our four-year policy review primarily cleaned up the language for better quality policy language one of the main changes you'll see here is the board authorizing the superintendent to establish and maintain cooperative working relationships as opposed to what was previously written as close working relationships with other governmental agencies first read four-year review this is the first read any discussion from board members i just have to say it's interesting that the work of the boy doesn't seem to matter to many um any other comments on the first read moving on please moving on to item 7.02 i will note that we'll update the board docs uh agenda listing but this is also a four year review this does fall under the board's

076governance section uh policy bcbd and this really falls into some structural components on the development of board meeting agendas we did find it as we went and looked at this that it was important for us to update it with the way we've been operating under current practice and having some quality engagement in meetings as the superintendent works with the all board officers as opposed to just the board president uh so that would be for president the vice president vice president pro tem and board meeting agenda planning any uh [Music] since i've been here and it has worked really well to have um three voices at the agenda meeting um i know that means there's always going to be some difference of opinion during agenda planning um and would like to make sure that this governmental

077entity always allows all voices to be heard in making their agenda and placing i agree 100 is the president of the board i think that having the three officers uh meet together with the superintendent is has strengthened the work of this board immensely so first read on that moving forward yes moving forward into board matters will turn item 7.03 and item 7.04 back over to the board management for the official adoption of the board's governance training plans there's a resolution about the local board governor training training plan and if i could have a motion um dr bringman moves is there a second second by dr ms hall dreaming anything miss hall anything anyone else comments hearing none all in favor of the resolution raise your hands please one two three four five six seven eight

078uh motion passes eight zero zero let the records show that ms uh howard kyle hall is out of the room uh board members you probably don't notice but having the the two folks on the end again [Music] we've and i'm trying to count them as votes every time i'm wondering why they're not voting so um and then the next one dr mr yes sir this is the final item under your board matters this is the adoption moving forward of the fy government's plan for the board by rule and protocol the board must adopt your forward training plan as well johnson is moved that we um approve that ms heinz has seconded uh anything mr johnson behind anything other board members it's our training plan uh i noticed some of our names at home there that

079might not be here so i just want to put in an ad for the neuroscience of that was a really good class the the class it's a new class and we don't often get new classes in our training it's the neuroscience of effective decision making it was a really good course both of us took it um yes on-demand course yeah i would like to see how we could expand offerings that we get unfortunately i've seen many of the same courses offered time after time and we need to continue to grow and i think something needs to be done so that we have more access to that i agree with you and i think uh i think that would um be something that we could look at both if if we decide to do our not

080us but a local course if you will it has to be approved first before we can get any credit for it but i do think that if we wanted to put together some folks working with us that would locally i i think we all need to know more about many things we've heard tonight for instance yes then i would like to suggest that we pursue um inclusion diversity equity and accessibility training and also implicit bias and if there is a provider that can give that to us that we can get approved that will be awesome i think that's a good idea some of us are going to an equity conference tomorrow morning and it would be wonderful if that could be added actually to our training okay i i mean we don't really have anything

081to do with that but i would i mean remind me again and i will check i'm trying to see that it gets minister i just had a question um our training is mandated by who us gsba uh well the hours are mandated by the state and and then we have to take courses that are approved by gsba right you know so that uh maybe they have a you know captive audience um they do and they limit their decisions but the right approach is figuring out how to expand they have approved for us though some things we've put together over the years i've been in office because we did the economic development thing with theta one time and got credit for that and i mean it just is a little more work because you just don't

082they don't look at the listing in their newspaper and saying oh that's a proof because they've heard that 19 times well i'm just saying there's two courses of action one is we every time there's a course seek approval which is administratively burdensome the other is to get them to expand some of their offerings or their rules that's going to be a large uphill fund maybe uh maybe i'll ask them to hire me as a consultant [Music] i'm just saying um next time we have an opportunity to contribute to a gsba meeting one of the comments can be right you're mandating that we take courses but you offer six courses [Music] administration has a list of federal contractors that provide training that are approved for us for our required training there are individuals who provide implicit

083bias consensus all of those different trainings including idea i will provide the superintendent with a list of those vendors and courses so that you can possibly share them with gsba for approval so we can use something that's already happening to work with that as we move here all in favor of that motion raise your hands please one two three four five six seven eight um eight zero zero and let the record show that dr howard hall is out of the room moving on to the consent agenda i call him dr bringman to move that raise your hands please one two three four five six seven eight motion passes eight zero zero let the record show that dr hall is out of the room moving on to uh number of items nine uh which are um

084based on our goals and mr jackson is in place miss jackson welcome good evening everyone is it your bedtime yet for the first month of fiscal year 23 as most of you know during the month of july it's a very limited activity we do have some revenues that come in but most of the property tax revenues that come in is is um put back into 522 uh as actual revenue we do have some expenditures that show up we have some expenditures that's on this particular report especially some of the um conferences that rolled over from purchase orders that were put in before june 30th but a good number of these purchase orders were actually end up back in last year's budget as expenditures so you see some large amounts for expenditures and conferences so far

085uh as you see right here on the general fund um but again some of those amounts are going to be posted back into our watch 22. no concerns about the general fund as we get into the other funds they're in the same boat we have limited activity funds up until we get to 584 i think it's the only fun that i want to talk about a little bit um that is the same as the other phones we do have some activity um [Music] but most of this about 150 170 000 of these and conferences were from a grant i believe we got from georgia deported to do some adoration to do some work at for me and it's informing so that's the bulk of the encompasses there there's also some encompasses for some other grants

086where they had um they placed some orders for some items they did not get in before june 30. so some of the grant budgets will be set up actually in the month of september um we go through the process the accounting goes through the process move items that were actually received before june 30th back to your average 22 and once we get all that cleared up then we start adjusting the budgets for the for the special revenue funds but other than that all the funds are in shape so far which is good for the first month of the year are there any questions about this numbers hearing none moving on the next item i believe is the energy conservation services uh all of these items are pretty short on september 9th 2020 board approved rfpc

08721.3 to georgia power to provide nd management consulting services for the school district at that time board approval was granted to proceed with a zero dollar cost preliminary audit which resulted in the development of the recommendation for potential savings georgia power has completed the phase three study and has developed a final proposal for the board that can be self-funded through energy savings generated by the improvements which consists of led lighting renovations at the following schools you see the schools listed in the chart below the total cost of the project is four point four million dollars but the funding source will be espos thus being resolved upon the recommendation of the superintendent that the board approved the contract with georgia power for phase three led interior lighting for a long time cost of four million four

088hundred and four thousand one hundred dollars through the use of peace plus funds uh i think that could bring them [Laughter] because this is how you want to see money being spent and the savings that are just on it there's no way you can't read this and go oh that's what we should do on top of just not having an incandescent light humming all day in our classrooms um and i can't i couldn't find good research because i was literally i was like i gotta find some science that says this is scientifically better for our students i know it definitely is um but it's just awesome that you know we go out and say hey how much money is this going to just pay off in 10 cost in the savings um and if you're

089confused on why hvac is an annual thing that's because it's not going to heat our buildings as much as well so uh thank you again um obviously also complement the work of our facilities team and bringing this forward um it's very exciting to see us taking this step in this direction and to brain's point about hcac i think this is an excellent example of how sustainability is really integrated into the building we think about led lighting is really being a cost savings from an energy perspective which of course they are but they're also part of an integrated building design because it does lower the demand of your hdac because of less heat it does lower your maintenance operations because of the longevity of the license to be able to change all those bulbs and so

090it is very comprehensive even though and certainly the payback is very attractive and i'm glad to see us taking the step i do have one question does this cover now all of our schools with led lighting we've had the motion made and seconded before i call on board members it is customary in our policies that uh people from the audience can speak on certain agenda items we've not seen that much in the last few years or so but uh ms dalla elam elam is at the correct can you uh come right to this mike and i would appreciate it so much if you do it in about three minutes you need your idea i'll just read it for you now i i was one of the people who just found out about the meaning kind

091of short notice and i'm new to learning uh about the effects of different forms of light and how it impacts uh people's health um i know a lot of people are familiar with fluorescent lights how they can affect people negatively but my concern what if we is up moving from something bad to something worse and from the research that i've done led lights have a lot of harmful effects that have a lot of blue light and as a lot of people are learning now blue light has really deleterious effects on human health it's been linked with disrupting sleep cancer mental illness nose bleeds obesity it's been known there's a study done from a university in oregon and it showed a reduced lifespan and the experiment was done with a kind of fruit fly i think

092but it showed reduced life span neurodegeneration mitochondrial physiology changes and it also showed accelerated aging impaired locomotor performance death of photoreceptor cells and damage to non-retinal cells and also oxidative stress and if there's one thing that i wish i'd gotten from my education it would be a knowledge of science because even you know as a college graduate i had no idea the advance the advances that have been made in science when i was busy trying to you know parent my children and raise them up right um just to look at just so many crazy things how things interconnect whether it's the led street lights um and the capabilities with those i really think this issue especially with the amount of money that is going to be spent on it that we need to clearly know

093what the possible effects are it sounds great i know i was excited about led lights because who doesn't want to be cooler in savannah but as a parent of a special needs child i need to know all of the different things that are affecting my child there are a lot of pieces of puzzle as you know with autism that you're trying to figure out how you can help that child and the last thing you need is something invisible you don't even take into account affecting their mood and how many of us as parents know that our children's sleep cycles are all out of whack it's so hard to get people to unwind and relax please consider looking at some research before you say oh this is great this is one way let's do it i

094just urge you to look into the science first thank you thank you very much [Applause] um all right but i appreciate the speaker's comments um and at one of our earlier meetings the color spectrum but that's very critical um and many of the first led lights did come out with color spectrums that are not optimized for learning and for human health um and so i would again encourage our team to make sure we're working with georgia power to understand the color respectively that we are installing um and also as you know a huge advocate of daylighting so we can we can rely more on natural light and less on the artificial lights i think it needs to be a multi-tiered strategy in order to make sure that we are providing high performance healthy learning environments

095that we all want for our students and our teachers thank you thank you other board members any comments ms you may mrs grabowski is a good i mean i'm complimenting her because this is kind of what she does for a living and so she might be able to help you in the future with some questions you have about things like this i would put you all together for a phone call any other comments from board members hearing none all in favor of the resolution raise your hands please one two three four five six seven eight nine mission passes nine zero zero moving on to i believe is this the last item of this server and the last item is just a budget transfer to move funds from unallocated contingency account to a construction account to

096pay for the lighting thus being resolved upon recommendation of the superintendent that the board approved the transfer of funds from e3 unallocated contingencies account to e3 led renovations upgrades accounting miss heinz moves housing around seconds um besides anything ms doug his brand anything board members questions or comments hearing none all in favor of your resolution raise your hands please one two three four five six seven eight nine motion passes nine zero zero thank you mr jackson board members a very good meeting i believe thank you for your attendance and participation can i have a motion to adjourn mrs grubowski moved missing all the seconds all in favor say hi we are adjourned you
