024take advantage of all that's been put together thank you very much thank you dr lavette always good to hear good news about students that's why we're all here um i think we need a safety briefing now as we get ready for appearances good evening and welcome i'm couple mike hollis with the campus police uh please remember the most useful comments are those that are related to the matters of policies over which the board has jurisdiction all comments shall be made in a professional manner that is not disruptive to the meeting guests should avoid name calling towards staff and board members and should avoid using profanity follow these instructions of the board chair which who resides over the meeting the board reserves the right to call anyone out of order who violates the rules of public

025appearance we appreciate your interest in the work of our school system and thank you sir uh i have three people three people who have signed up to speak one is mr brian condon mr condon would you come forward please okay last month i brought up how anti-parent the actions of the school board are i have five questions for miss lavette number one will you change the time of these school board meetings to a time where working parents can attend number two if no why not number three will you make sure that all presenters questions at these meetings and the board's answers are published on the school board website number four if no why not number five how are parents made aware of potentially obscene books in the library for the parents and community members watching

026i will personally at next month's meeting reveal ms leves answers to these five questions as you know voting for the districts five six and eight school board representatives is happening now through the 24th of this month now is the time to start to bring change to a failing school board at last month's forum mr brennan said he was against removing any literature from the school libraries ms hall did not refute him any literature includes pornography i have copies of the pornographic drawings and passages from several of the books that previous speakers have talked about i am providing these copies to the school board and to bianca who is the education reporter at savannah morning news i encourage every single parent in district six and eight to request one of these copies from either the board

027or the newspaper and share them with everyone they know i want everyone to have in their hands in black and white the smut that these two incumbents are making available to your children thank you sir the uh the next speaker next speaker is um mickey miller i'm not sure that's a male or a female but um miss mickey miller okay welcome mrs miller thank you good afternoon my name is mickey miller and i have a son at march point elementary i appreciate you taking the time to hear me today last saturday i recorded a seven-year-old boy describing being raped by two other boys during school at marshboy elementary he went into graphic detail as to what was done by whom and where at the school and on his body i cannot confirm his story but

028have no doubt as a court-appointed special advocate with many years experience that this boy is being harmed by someone in his life on monday i went to march point in person i walked up to the front door and i spoke into the intercom saying who i was what i was doing there that i have knowledge of a student who was being raped on campus and needed to speak with ms wallace the principal and possibly campus police i was told to wait in the meantime i went ahead and called 9-1-1 and told the dispatcher my concerns they told me they would be sending out officers to meet me at the school a school secretary came out and told me that mrs wallace was finishing lunch and then had teacher evaluations she would not be able to

029meet with me i would need to be i would need to set up an appointment to speak with her and to campus police to which i responded are you serious an appointment i'm coming to discuss a seven-year-old being at which point i was cut off by the secretary where she put her hands over her ears and said no no no i'm just a secretary i don't want to know what happened i said that was fine the police were on the way and i'm sure they would have time to listen once the campus police arrived i explained all parties involved and how i came to have knowledge of the situation i played the four-minute recording for them they then went into the school where they spent approximately two hours speaking with staff later that evening all

030march point parents received a recorded message from the principal ms wallace stating that she was made aware of allegations of the sexual assault of a student it was investigated back in october and accusations were determined to be unfounded the thing is the investigation is still very ongoing the mother of the alleged victim is still speaking with authorities those of us who heard the boy are still being questioned even as of today here are some ongoing concerns that i have first there's a boy who is obviously being traumatized by someone in his life i know several teachers have reported concerns over the year as a mandated reporter i have also discussed this matter with defects but we need to make sure that this boy and any others involved in the incident are receiving the help they

031need again there may be possibly three boys involved in this second is communication ms wallace's recorded message which was sent out on monday could have easily been sent back in october when this first started why were parents at the school not made aware of the possibility of an issue it would have allowed us a chance to make sure we discussed body autonomy and what is with our young children none of these children happen to be in my son's class but they could be together on the playground or in prime time we need to make sure all staff is aware as i was instructed or i was contacted by several teachers who were not aware of it before i brought it to light we also need to make sure ymca is aware for child care services

032given before and after school third a parent should never be turned away by a principal when they show up to school with information about harm being given or being done to a child this board and the current superintendent have made sure that parents aren't allowed in the schools excuse me some schools are okay but when a parent comes to the door of the school and states that a child is being harmed and they have direct knowledge of it they shouldn't be asked to set up an appointment to be heard on the matter i know i asked a lot of this school system i expect a lot of this school system so is this the case of discrimination against me because i showed up or was this a breach of protocol at the highest level at

033march point either way i would like to launch a formal complaint and i'd like to know that steps are being taken so this never happens to anyone ever again fourth if this event does not show that parents need to be allowed back into the schools i'm not sure what does it be on time to stop using a virus as an excuse to hold our children hostage during the day we are grateful they're back in the schools but now it's the time it is time to allow the parents back in as well thank you our last speaker is mr ferguson who wants to speak about pay my name is uh justin ferguson um i'm from new jersey excuse me my speech impediment i had it my whole life um i'm a professional floor tech and i

034work as a custodian jenkins high school it's amazing to me how you guys pay or start and pay at 11 000 an hour and i was also sent back to new jersey to get all my professional experience verified in the past six or six seven years then i was only given 60 cents for that and it's brilliant amazing to me how we're getting paid so small in the days of coving and we're responsible for clean behind students then teachers students that possibly have another job at a fast food spot getting paid more than us uh we ask students are cleaners of every staircase classroom bathroom common area of every school we are maintenance people we fix things that go wrong we are movers we are we are responsible of moving furniture out of rooms stripping

035and waxing floors and moving furniture back in there without disturbing a floor finish we are we are also on the we are also security guards they gave us phone calls on the walking talking to be in certain areas we have to pinpoint students who's who's in the hallways the time that they're not supposed to be where we've got to find who's responsible of the facing property or you know property destruction and it's it's is difficult because i'm a very dedicated worker especially to my building because i understand it was a brand new building it's a very big beautiful building and i like to maintain a senate patient and beauty of that building but i just see it very unfortunate that the custodians and food service workers get paid so small when our job is so

036huge thank you have a great day thank you very much sir that's uh the last speaker that had signed up moving on to the board of education matters uh mr hager you want to lead us through that quickly yes thank you mr board president taking you through the board of education matters the board has four first read policy reviews that are four year reviews this is item 7.01 through item 7.04 i will note for the board that policy gara remains unchanged there are changes to the regulation only and policy ihb are changes to the regulation only gal and policy df are policy modifications are there any questions for board members about this physical basket are we doing all four at one time are we going through well with no changes okay i have a question

037about um policy ihb regarding homework okay um the amount of i understand these are not requirements for homework but allocations of the maximum time given and it seems that the homework that is permitted for grades kindergarten through three could potentially be excessive uh for kindergarten first and second grade um i'm not sure i know sometimes they do receive homework and many times as businessworks i'd like to appreciate more about the benefit of homework those grades especially when the students are in school for a long time and they typically get out late in the day um and then for third grade when they have the ability to be assigned homework four times a week for up to 45 minutes a night that seems excessive thank you for the uh information mr bowsky we did receive your

038question in advance as well one thing to clarify that on regulation language it's a guideline primarily it says up to the stated minutes so it's not a requirement to meet those state admits so it gives a little bit of flexibility based on the needs of what the educators are seeing in the classroom for their students but for further clarity on that i will defer to our associate superintendents uh for some background as to some of the reasons that's why the exact change good afternoon um when this regulation was looked at by the academic affairs team we discussed it among amongst ourselves but we also discussed it with some elementary principles and the feedback from them was that they wanted the flexibility to be able to stay up to not to say you can only do

03910 minutes 20 minutes because they felt that that that tie to that one time what if the teacher goes over so that we're trying to um make it in a positive way and then the purpose of homework in the early grades is to keep the learning warm so it's not new information it's to practice some of the things that you learned in the classroom that day for example many times in early elementary they're doing reading 10 minutes a night sign your parents on your log they may be doing a mirror practice as we saw they may be doing i ready practice um in k through 2 we do not grade the homework it's just to keep the learning warm so the reason for the change was to give the school principals a little bit of

040flexibility uh regarding their teachers and their their needs at the moment i appreciate the explanation um we spent a lot of time this morning talking about some of the new tools and certainly understanding that those could be part of homework um and one of the statements that we shared with us by the presenter this morning was school's a place of success rather than struggle and these formative years for elementary students are so important um that i i know we want to continue to embrace the love of learning and particularly for students who you know may not love school if they are continually assigned homework at an early age i just have concerns about their their lifelong impact i still maintain it up to 45 minutes tonight um four nights a week for a third grader

041seems to be an awful lot i'm not a teacher i'm not educator but i am a parent thank you so we also wanted to share um to add to what the dr hancock said is that we receive that concern and we will reconvene a group of principals as well as include some teachership further discussion and explore that and look at policies and practices in other districts comparable to our site i appreciate the explanations and the commitment to further examination i i thought in earlier discussions on this issue years ago that um there was some consensus that there should be no homework k 1 k 2 k 3. again i'm a parent and a board member not an early childhood educator so to the extent the thinking on that issue has shifted a bit to keep

042the learning warm um i'll defer the experts if there's more recent data or studies out there that you could point me to i'd love to look at it so mr kashmar the prior regulation allowed for homework in the early grades below the chart um kindergarten was allowed up to up to 10 to 15 minutes per night grade 1 was up to 10 to 15 minutes per night i believe during those days when we did this the last time the big conversation was regarding grading of that homework because prior to this regulation we did great early learning homework i know what was in the regulation i just started more recent conversations about best practices some discussion of no homework was had i'm asking for more education on the issue thank you definitely although i do have

043a request for homework on um not on board policy g-a-r-h-a sick leave bank but on the regulation on item d um it says that one day a sick leave will be deducted from the employees the crude sick leave this payment for the membership is that to pay for the administration of the program of the sick leave program that's right yes it is it's not a direct correlation because our employees donate every three years in that amount but if we have a catastrophic um incident it's not like we'll have let's say that 50 employees donate an employee another employee needs 100 we do the 100 so it is a contribution that's done but it's not really a one-to-one it's just what we need to be able to satisfy those issues that come why do we charge

044people to participate in the sick leave bank that's what i'm asking it's the way the policy is just written it's certainly something that we're consistent with others in the state that's just how these type policies are done um in georgia in particular you have to give up something to be able to get that in other words georgia georgia law says you're going to get sick leave 12 12 days a year or whatever it is you can't get any additional sick leave this law was created to be able to allow employees to be able to get additional sick leave but you have to donate and be a part of the program to be able to get that benefit okay so the state requires that we that employees put skin in the game we okay thank you

045and then on the salary deductions there's a board policy jail we're taking out the sentence that says that the board is not going to be involved in collecting debts or determining the validity of debts and that creditors will not be allowed to contact employees that work about debt claims and i'm assuming that's because we don't have any way to enforce that correct okay that's correct um homework policy i don't have any comments on the revenues but on the homework policy um the last section says that each school will develop a homework plan to assure that this regulation is implemented implemented fully and properly but it does say that their extra time is expected and anticipated for gifted honors ap and ap courses so could i get a copy of the savannah arts homework plan i'll

046reach out to the principal okay thank you dr franklin to keep talking about homework i think it would be beneficial to have something that gives so that we could read that and go okay this is what research is saying should be up to um and there is that research having that maybe attached to the regulation just so this yeah the next time the four-year review comes up we're like what is the research saying now we can get that for you thank you the the board president had this wonderful idea that we might discuss all these at the same time i for one am very confused so very very quickly on policy the first policy having to do with employees sick leave there appears to me not to be in either the regulation of the policy

047a lot that needs to be changed if you had any questions if you on the regulation excuse me on the policy if you would let us know about that on the second one salary deductions i really didn't hear any uh concerns about that one on homework uh not so much policy but regulation that was concerned when i hear that they're going to um have a conference with principals that seems to me that they will address that and come back to us and then on revenues i did not hear is that the general agreement with you folks mr h you've got that so noted sir we will make it happen as you have enumerated thank you moving on uh i've got dr dr hoskins brown who is gonna uh have a resolution about the jenkins paul

048phil thank you very much dr buck i'm very proud and pleased to present this on behalf of the community uh facility naming baseball field at jenkins high school in accordance with policy fdc and administrative regulation fdr-our naming facilities a committee has been appointed by the superintendent to provide a recommendation for the naming of the baseball field at jenkins high school two committee meetings were held may 2nd and may 20th and a proposed name has been agreed upon for presentation to the board the proposed names will be read into record during the regularly scheduled board meeting on may 11th on this day the naming of the baseball field is now being presented for board review in accordance with the board policy that states before adopting a name for a facility the name shall be presented to

049the board at one meeting and voted on by the board at the next meeting and so i'm very happy to represent the work of the committee that was appointed by the board and you want me to do that short description yes sir um i am very happy to have worked with this team uh our staff members and vanessa kegler and oliver principal heather handy but also uh uh hall of fame member don stewart and gary crawford um parents alex uh sudden sticker and anthony williams alumni michael wilson josh parker and two students riley holler and preston james and also um and gary crawford so this team got together to recognize um a past baseball coach we've lost only recently named terry webb um and mr webb was not from savannah he graduated from boyle county

050high school in danville kentucky uh came to georgia southern on the baseball scholarship in the fall of 1966 um and earned his bachelor's of education in physical education and health and then 1970 came to windsor forest and that's when the community began to benefit from his talents he stayed there until 1983 when he transferred to jenkins high school with similar duties um but he distinguished himself among that staff is really being committed to the upkeep of the field and commitment to the students his presence as a as a compassionate and strong mentor um that was unanimously agreed upon by this uh committee he requested that the baseball field be improved while he was there to make it safer to make it more competitive he spent his weekends and summers doing that and the impact on

051the alumni and the students that work under him is is just absolutely outstanding he was nominated by his former principal who described him as having a serious approach to his teaching and coaching duties as a valued and helpful member of the faculty who earned the respect of his co-workers with quiet kindness and gentlemanly actions unfortunately mr webb fought a long difficult battle with cancer um and and after his passing his social media uh was just filled with descriptions from family and friends and remembrances of him i have served on naming committees before um this is my first time ever being on a naming committee where nobody else came with any other name and it wasn't that anyone was intimidated and didn't bring their name it was that there was no other name on anyone else's

052lips so i'm very very happy to represent the work of this committee and simply say that they feel very strongly as a community and a family around celebrating coach webb presented to the board for first reading you've heard that resolution it is first reading is there any input we will not be voting today we'll vote the next time is that correct any comments yes he uh he worked at windsor for several years and he was an outstanding coach there and i think he deserves design and i just appreciate uh coming forward with this information thank you dr high school your good work on that committee anything else moving on um a policy d c j emergency changes to the budget thank you sir this is an item for the board's action this is actually a

053second reader of policy and the reason we put it into board matters rather than in the consent agenda is because there was some feedback received from the april 13th board meeting on this particular policy administration went back looked at it had a secondary legal review on it as well and had a few more changes which you'll see have been posted publicly in red those are the changes that we'd like to bring forward to the board for their review and adoption on this particular policy one of the main things we did was we were more clear on what the definition of contingency funds are and also when you're using contingency funds in the two different segments specifically for capital projects specifically for emergency situations when an account line has not been built wherein such projects as

054you're fully aware many of them already have account lines that are built in with contingency funds already existing so wanted to make sure there was no confusion there so whenever there is a need for emergency funds transfer it's in a situation where those account lines have not been established and also to make it very clear to the board of what would define an emergency and typically those are those when it has to happen in a very quick nature to avoid a work stoppage and that the board's involvement in the fact that there would be a notification to the board for then subsequent ratification at the next board meeting so do we need a resolution so uh in recapping all that with the changes again this is a second reader for policy dcgj emergency changes in

055the budget and it has been reviewed by the superintendent and board attorney must be resolved that the board now approve policy dcj with the changes that have been described to the policy named emergency changes in the budget i just had a question and i may be getting this mixed up with another policy i thought we had discussed keeping the board president as one of the approvers for the contingency fund am i thinking of a different policy that discussion point was brought up during that april meeting um we also did hear some uh components from staff really having a concern that if you have an approval process when you're in dire straits of an emergency situations to avoid a work stoppage going through an additional approval uh which you cannot do outside of a public meeting

056anyways the board would have to vote on anything publicly as a body not as a singular individual that we would move to make sure that a notification was provided you'll find this is a similar process that we used when we adopted the policy under suspension of waivers when there were major changes that impacted the district operationally that there would be we would ensure a notification of the board was provided before it happened okay so this is largely driven by procedure and the ability and the limitations on the board president to act in a singular capacity correct and and also procedurally that again emergency situations where you're going to need to act very quickly to avoid work stoppage okay thank you i i will uh um i will support this but the reason i brought it

057up originally was because there's a difference between the board president being informed by the superintendent of something and having to take a board action and what i was asking for was that the board president be brought into that loop not for approval but for knowledge so that they would know what was going on but i will support the motion thank you sir just a clarified language just a notification to the board so the board would be would remain in the loop that's not where i'm at all right all in favor for the motion raise your hands please one two three four five six seven eight all opposed none motion passes nine zero zero uh moving on to oh i lost my place here folks proclamation on uh national school nurse day is the first one

058and normally i give these out for our board members to read but since i happened to be married to a nurse i decided to read the school nurse day proclamation this year the theme for national school nurse day is bridging health care and education to recognize the valuable contributions for our school nurses the board of education would like to proclaim wednesday may 11 2022 as national school nurse day thus being resolved that the following proclamation be adopted whereas students are our future and investing in them today we are ensuring our world for tomorrow and whereas families deserve to feel confident that their children will be cared for when they're in school and whereas all students have the right to have their physical and mental health needs safely met while in the school setting and whereas

059students today face more complex and life-threatening health problems requiring care in school and whereas school nurses have served a critical role in improving public health and ensuring academic success for more than 100 years and whereas they act as a liaison to our community our family and our health care providers and where they provide and understand the link between health and learning and are in a position to make a positive difference for children every day be it known that the national association of school nurses celebrates and acknowledges the accomplishment of school nurses everywhere and the effort their efforts to meet the needs of today's students by improving the delivery of health care in our schools and offers gratitude for school nurses everywhere who have students stay healthy and ready to learn not just on this national

060school nurse day played every opportunity throughout the year you've heard the resolution uh which i want to make that i'm going to catch my next emotion mr johnson's second sketch or anything johnson anything oh in favor of this resolution raise your hands please one two three four five six seven eight nine the motion passes nine zero zero i believe we have someone in the audience [Applause] thank you [Applause] hi uh mrs wilson who uh who heads up our nurses here in the district forwarded me something this week because she was saying that so often people in the community say uh to our nurses don't you miss real nursing and she was seeing how um our nurses are more than real nurses now they're super nurses and and i thought that was interesting that people think

061you have to be in a hospital you have to be in you know that kind of setting in order to be a real nurse but we appreciate all that you do moving on to teacher appreciation mr cashmore's going to read that recognize the valuable contributions of our teachers the board of education would like to officially recognize teacher appreciation week that was designated nationally from may 2nd through may 6 2022. thus be a resolve that the following proclamation be adopted whereas savannah chatham county public schools teachers make schools great and whereas teachers work to open minds to new ideas knowledge and dreams and whereas teachers keep american democracy alive by laying the foundation for good citizenship and whereas teachers fill many roles as listeners explorers role models motivators and mentors and whereas teachers leave a lasting

062influence on us long after our school days are only memories now therefore be it resolved that we recognize the week of may 2nd to may 6 as national teacher appreciation week to celebrate the significant contributions our teachers make for our students in this community and that all citizens take time all through the month of may to thank the teacher adopted this 11th day of may 22. you've heard the resolution with johnson any discussion all in favor of the resolution raise your hands please one two three four five six seven eight nine motion passes nine zero zero i believe miss elizabeth is here [Applause] that's right thank you you don't get an audience anymore [Music] [Applause] that completes our board of education matters could i have a um motion to approve the consent agenda mr dr

063bringman moves that and that we approve the consent agenda and dr second any comments from you all in favor of approving the consumer generate your hands one two three four five six seven all opposed any extensions motion passes 701 and let the record show that ms hall is out of the room moving on we uh get adjust uh our agenda some because of uh not getting to something that's wondering informal so we're now moving on to strategic goal one and we're going to be talking about the strategic waiver um contract amendment yes good afternoon afternoon the following is an informal presentation on the strategic waiver school system also known as swiss swiss is a performance contract is one of three management models available to georgia districts just for informational there are 74 of the school

064districts in georgia are swiss are charter systems and one percent are non-waiver uh school systems on march of 2016 the swiss application was approved by the school board and submitted to the georgia department of education the existing five-year swiss contract period runs from july 2016 to june 2021 under the contract the performance accountability measures is based on ccrpi and the school has several ways of meeting its performance requirements there are consequences for school not meeting these performance targets on the initial contract a school had to meet or exceed three out of their five-year targets to be seen as meeting their performance requirements the consequences for not meeting these requirements are one conversion of the school tour charter school two governments of the school turned over to a successful school district and three governments of the

065school turned over to a non-profit or for-profit organization amendment one was due to the passing of essa which is every student succeeds act significant changes were done to ccrpi that required a new baseline with the new baseline in place the targets and performance requirements for change schools now are required to meet two out of their four-year targets to be seen as meeting their performance requirements amendment 2 is where we are today this amendment is due to the impact covent has had and the loss of ccrpi scores for the school years 2020 and 2021. an extension of two additional years is being requested in order to provide proper ccrpi scoring for swiss accountability purposes on the screen is a visual summary of the initial contract and where we are today you see the original contract where

066schools need to meet three out of five targets with the last year being a lagging school year this allowed waivers to continue until the completion of ccrps scoring you can see the changes that amendment one has had a new baseline was established in school year 2018 and the school's need now needs to be two out of four targets in amendment two which is being proposed today schools will still need to meet two out of four targets the intent of this amendment is to move the last two years school year 2020 and 2021 over to 2022 and 2023 with the assumption that the performance targets would also move over on this slide this is where our schools currently stand as of 2019 we had 49 schools participating under the swiss contract so far 45 met two

067out of their four-year targets 43 met one out of their four-year targets and 12 percent has met zero out of their four-year targets sila and new hampshire ka which are new schools will receive a new baseline this year for me it is a pre-k and k school and will not be under the swiss contract and important work will be closing this school year we know the pandemic has interrupted teaching and learning and many of our students measures and indicators the key point i want to make is that the georgia department of education's goal is to reset ccrpi and not use historical scores for schools and district performance measures they want to establish a new baseline if this occurs the swiss performance targets will be impacted the second point i want to make for this school

068year the georgia department of education proposed to us ed the removal of key performance indicators from ccrpi if this is approved we won't have any scores for swiss and a new baseline is if a new baseline is established in it will be missing those key performance indicators what that means is that the future years when you look at 2024 then the scores are not comparable part of swiss is that you have to have multi-year common measures in order to do accountability measures when this was when the question was pulled to the georgia department of education and the policy department basically is it's a waiting game so how are we going to move forward first step is to amend the existing swiss contract to add those two additional years because it ends this june 2022 so

069borders approval is required prior to submission to the state we'll still continue to monitor the georgia department of education as to what they're going to finally do with ccrpi and the scoring and how that's going to impact the swiss changes and contract amendments we will train new administration obviously for the last two years we have not been really talking about ccrpi or swiss uh so we have some changes in leadership and we need to bring them up to speed on what these measures do and indicate and we'll also continue to track and set targets and report on school contract performance that concludes my presentation thank you this is really helpful and i'm just wondering is do we have any reason to believe that our request would not be honored you hope that it will be

070honored um as far as the state is concerned they're going to move forward with their intent in removing those indicators and not having a final score for ccrpi unless the federal government says no you must include those indicators so they are moving forward as they intend to move forward unless they're told to stop thank you well my question is do you feel that we will be able to meet our goal within two years with everything that's transpired so that's a very good question because to me we're delaying right because the contract ends this june um i do not see this year 2022 being a base year because of those indicators being missing so that means that then the year has to be 2023 needs to be base year 2023 space year then you need 2024

071and 2025. so i expect the third amendment to be coming before the two years expired thanks for uh the update um so basically everybody's kicking the can down the road i get it this is a blessing in disguise for us because now we can focus on the six that are zero of two and the 21 that are 102 and refocus on the metrics and challenges and processes that we have in place to try to make sure the metrics that they're measuring us on are being met yes sir any other comments um is there any way we can get the schools on this yes sir all right thank you i was just going to remind you that yes there's been a definite campaign for the u.s department of education to recognize the impact of the past

072two almost three years now and so that there's a groundswell not just in georgia but across the nation because the conditions have been very uneven um when we talk about the schools moving and all you're also assuming that everything remains the same it could be as we understood from our last meeting that those um important factors could also change so we have really no idea right now what the critical factors will be this conversation is based on what we've always done but that could be that can change as well any other questions from this are you also presenting the resolution yes sir would you like to just move on to the resolution please authorization to amend the existing strategic waiver school system contract to add two additional years to the contract term for submission and

073approval by the georgia state board of education the agenda item and background information is posted in your packet and in board docs for public view thus being resolved upon the recommendation of the superintendent that the board approves amendment number two to the strategic way your school system and add two additional years of accountability data with an end date of june 30th 2024 for submission to the georgia state board of education for final approval mr hearing none all in favor of motion raise your hands please one two three four five six seven eight nine when she passes nine zero zero moving on into um the financials next and go 10. oh good afternoon everyone bringing before you the financial statements ending march 31st 2022 um which were at 75 percent of the fiscal year and seven

074five percent of this school year has the perhaps for farm 100 what we normally concentrate on don't for the general fund revenues the local property taxes are currently about 65 percent of the budget which is a little bit lower than last year 68 for total actual general fund revenues we're at 67 compared to 69 last year as far as expenditures uh even though the revenues are a little behind fortunately we're more lagging on the expenditures um total expenditures are at 72. i mean excuse me 72 of the expenditures of the current modified budget and we are actually ahead of lashes of but it's lower than where we would normally be for expenditures on the general fund compared to the total budget we will probably for the next couple of years year-to-date the percentage will be

075higher from year to year as we get back to normal expenditures but for the most part we're pretty good and good pretty good positions in the general fund at this time of the year the other fund that we want to concentrate on for this particular report again uh school food service we are going to continue to highlight that until we make sure that we're you know we're out of the water currently we're showing a profit of about 5.1 million dollars um for the current year as paige mentioned earlier we budgeted about 3.1 million dollar budget transfer that we're going to move over to food service which is going to put that funding position where they're going to end the year with a a pretty good fund balance um we will have some a reduction in

076some during the month april may and june but they don't really have any activity because the kids are starting to dollar school but as we get into next year we're going to reduce the operating transfer to school food service um as i mentioned i think last month we did receive words from the federal government that the the um approval of using that all kids will get the free lunch free breakfast so we're basically next year we'll probably be out here getting back to normal for food service and hopefully we can now that we have the participation of students taking part in food food service um they will continue next year and we continue to get that local income as well are there any questions about the financial questions thank you and i apologize for not

077asking about this uh earlier on page 17 um title four even year i always look at the percent use and when there's a high percentage there um it gets my attention the 437.8 use of funds for equipment and hardware is this one of those cases that i ask about and forget and then ask you again where you have parked some expenditures that are program appropriate that are going to get reimbursed or transferred and have a bunch of differences to another place yes there is even an idea for title four some of these expensive will get moved to the odd year for that particular grant because this is this is one of those grants that had an attention and we're going to still move some of those expenditures around okay thank you other questions thank you

078mr jackson yes sir moving into the last business items i would want to say to the public once again that we do not uh as a matter of course read the entire resolution in this meeting it has been published it is in our package many times we've already not we as a group but have discussed it with the superintendent of appropriate staff and so just strictly as a matter of time we read only the first and the last of the resolution this one for grand is school yes the this one and that's two are actually budget transfers to set up actual project budgets for hvac renovations the first one is for duran middle school thus being resolved upon the recommendation of the superintendent that the board approved the transfer of funds from hvac replacement and

079a renovations account to a duran middle school hvac renovation account i would love to offer an amendment to this motion that the hcac renovation for garden city admirers all be handled in one motion well wait now we've got a motion already here my amendment is that the hvac renovation budget transfer for duran middle school garden city elementary and myers middle school all be handled in this motion you you hear the amendment to the resolution it is michael johnson seconded any other discussion from board members we will on the amendment we will vote first on the amendment all in favor of combining all of these hvacs into one for this original the original motion that was made raise your hands please this is voting on the amendment one two three four five six seven eight nine

080but i can't run so the amendment passes the amendment says we will include all of these as one any discussion of that all in favor of passing or considering all of these is one motion now raise your hand one two three four five six seven eight nine motion passes nine zero do something wrong no we're just confirming yes as mentioned during the informal meeting this morning the district received an additional 10 million one six one thousand five hundred twenty dollars during this midterm adjustment the summary of those proposed adjustments are in the chart below again just to point out that the majority of the adjustments from the governor's bonus are the government supplement um that was given to staff you see one count line for district employees the first four account i mean the first

081the next the second through fifth account lines are actually for the charter schools student i'm sorry back up the charter school is on the second page the first account line is the additional funds that we're going to receive for that we want to budget for maintenance equipment and vehicles the next four compliance is for the contribution to charter schools for their changes for their additional earnings from qbe then you have the line for the governor's supplement for the district and again on the back page is the the charter schools portion of that supplement that gives us a total net change of nine million six hundred and sixty one thousand five hundred twenty dollars the spirit resolved upon the recommendation of the superintendent that the board approved the amendment of the general fund from 100 budget

082revenues and expenditures by nine million six hundred and sixty [Music] any concerns questions clarification the contribution for suzy king taylor's is different because of the changes in the qb since the initial allocations that is correct unfortunately they lost an fta during the school year zero zero moving on please the nessport item is bid c22-08 transportation garage restroom facility we are finally here um we did receive responses to the bid to repair and renovate that facility the staff recommend that this bid be awarded to the lost responsibility responsible better which was determined to be rl construction company llc at a cost of one million seven hundred eighty-six thousand seven hundred and seventy three dollars thus being resolved on the recommendation of the superintendent that a board approved award a bid c 22-08 transportation garage restroom facility

083to rl construction company llc at a total cost of one million seven hundred and eighty six thousand seven hundred and seventy three dollars you've heard the resolution moves mr johnson i'm just glad to hear this and i hope it's complete before i rotate off the board how long will that take yeah we're actually starting to work early we made the decision to go ahead and slide phases in the work so we could at least get these bathrooms taken care of immediately thank you mr smith a little bit more comprehensively the scope of this project the opportunity to tour the facility with us there's a diet need for upgrades that still on a septic tank system oftentimes the staff is faced with malfunctioning facilities and that's not something that we want for any of our employees

084especially not about transportation um the title says transportation garage but that's actually where the maintenance facility is for the transportation it's actually the headquarters on 10 interchangeable so what we'll be doing in this particular phase is we'll be relocating the training lab that's over on gamble road over we'll be building that piece up as well as the bathroom facility so this is what we're referring to as phase one that project we have to get started on some of those renovations thank you very much so that that will be an updated and modernized training lab over on entertainment and we're very appreciative of that as a school board that we literally had the opportunity to go out there and see for ourselves the dire need for that so the longest-serving employee had served almost 40 years

085and said he had never had a superintendent and board member or board members to come to that facility so thank you for caring enough about him coming forward with the request for the funding and they just could not believe the conditions but thank you for your support and staff thank you as well thank you man if you can thank us a lot but i really think it's the district that needs to be thanked to tell us that we need to go and visit it and make it a priority um because that individual had worked 40 years and had never i'm guessing voice and just this is what it's always going to be so it was the district that said you know what we need to change this and it's time to take the people that

086need to make decisions down there so it's easy to make that decision so thank you for making an easy decision all in favor of the resolution raise your hands please one two three four five six seven eight nine motion passes nine zero zero moving on to the one i do not understand um energy conservation services this is actually tied to a um agenda item the board approved last month transfers some money from the use from farm balance to fund 408 to fund the hvac upgrades at these particular at 19 schools thus be resolved upon the recommendation of the superintendent that the board approved the contract with georgia power for hvac globe global plasma solutions bipolar ionization systems installations for a lump sum pricing of one million four hundred and fifty nine thousand eight hundred and

087six dollars mr mccash i just wanted to clarify um this is like the first phase we're going to do this in all of our schools this is the first phase based on our facilities condition assessment is that right she's putting me on the spot yeah these ionization systems are um are pretty fascinating i've actually spoken with some people in the industry they um live and breathe by these things don't unintended uh especially a commercial um but they've also a lot of these ionization systems residential homes i actually have um one in my home and it actually does um as well we'll be testing them there as well so we have today we have the information associated and look at several school districts quite a few in georgia are installing them in schools any other comments

088hear none all in favor of the resolution raise your hands please one two three four five six seven eight nine motion passes nine zero zero moving on to synthetic turf and installation services yes this is for rfpc 22.07 um this is to just establish a contract to be contracted to be used with the east lost project thus being resolved upon the recommendation of its superintendent that the board approved the award of rrp c22-07 synthetic turf and installation services annual contract to inspire escapes for the estimated cost of too many laws for this contract term um to solve anything any other comments from board members is this a one year is it time for the term is that for one year how long um any other comments and board numbers you're none all in favor raise

089your hands please one two three four five six seven eight nine well she passes nine zero zero moving on to the intergovernmental agreement with the city of savannah about shared facilities thank you mr board president reading into record for the board's action we do have an intergovernmental agreement between the city of savannah and the board of education for shared facilities this is an agreement that will serve to leverage use of recreational assets under control of the respective agencies to provide benefits to the citizens in a manner that maximizes efficient use and expenditures the use of the agreement shall not be limited shall be limited to public educational recreational and community service use we'd also like to state that the use of facilities is based upon the terms of the full enclosed agreement which is publicly

090posted to board docs and has been provided in advance to the board for their full review items include the stipulation of maintenance repairs safety security scheduling and also the defined facilities within the agreement that are being agreed upon for use turn the agreement should be for an initial 15-month period to apply retroactively to march 1 2022 renewal shall be contingent upon a joint review meeting at least 60 days prior to the expiration of any current term as this is an inter-governmental agreement it requires board action the agreement has been reviewed by the superintendent and board attorney thus be resolved upon recommendation of the superintendent that the board approved the intergovernmental agreement with the city of savannah for shared recreation facilities subject to the terms of the agreement and authorize the signature of the board president

091for execution subject to subsequent action and approval by the city of savannah pray that resolution must catch my thank you and um are we in ongoing discussions with the county as well thank you very much yes um riding down grand avenue no lifeguard there just two kids there and it made me wonder about liability if they had found or something [Music] in response to your question the board as related to that the pools had an agreement that was extended for the use of pool facilities under the district to extend the existing agreement that we have with the city the extension of that agreement will take us through the end of september which is pool season now within that agreement you will see the stipulation of terms wherein the liabilities of control for the city's use

092falls to the city so there are certain liability provisions that are required i don't know the exact circumstances surrounding what you described if that was in fact under hours of use that would have been under the existing term the extension of our agreement we will have to investigate that further and look into that but as stipulated in today's agenda uh coincidentally we do have the extension of the pool's agreement with the city of savannah under the existing terms which will take us through september part of one of what the superintendent's vision is that we also beyond this term look to have an extensive agreement uh with the city wherein we are maximizing the use of our own pools more in fact we are talking with our athletics department we are talking with our pe team

093as well and working on a plan wherein we would also have some opportunities for our own students to get training on swimming swimming safety safety around the water and things like that so that you can certainly uh avoid any uh unwanted instances where a child was not aware of water safety so there's ongoing work there i would think at least though that we could have the facility locked if of um use facilities these are all taxpayer dollars at the end of the day and i'm very pleased to see us taking this step with all of our jurisdictions and certainly appreciate the city of savannah um and their cooperation and continuing this i did have one question i don't know if this gets too much to the pool but when i was reviewing the one about

094the pools i did not see mention of um the city some of the city pools mentioned in that and is that something that we are able to go to to make it reciprocal or the city can use district facilities city facilities for swimming pools well we can certainly go back to have that conversation the item that was in the consent agenda that the board was already adopted only listed the pools that we have under our control schumann i believe brock and of course jenkins were listed i believe there was there was one other in that agreement at haven as well so the pools that were listed under the current extension and again this is just an extension for this year to get us through pool season uh as a continued uh partner and utilizing those

095shared services for the benefit of all citizens in chatham county uh and of course the city of savannah uh it was our goal to extend that agreement so that we did have an operating agreement and things were done appropriately so when it expires which obviously that will be coming up after the summer months we'll certainly look at the the likelihood of what you're suggesting there uh for that but again as what's been currently adopted was what was listed as our facilities i know it's a little bit cross but it seemed reasonable to bring up this time so thank you um any other uh questions or concerns all in favor of that we have a motion for all in favor one two three four five six seven eight nine motion passes nine zero zero the last

096item on our agenda is the jenkins change order with j e dunn on october the 2nd 2019 the board approved a guaranteed maximum price of 57 million eight and forty six j e don construction company for the construction of the new chickens high school subsequent change orders have increased the gmp to 58 billion dollars 329 345 therefore a number of recent change orders requests have been determined to add additional scope will therefore be changed in the gmp the change orders are listed in the table below thus be resolved superintendent that the board approved the gmp contingency change order number five to j e dunk construction company in an amount of five hundred 360 fifty six dollars for the construction of the new jenkins high school and increase the contract gmp to 58 million six hundred

097and eighty nine thousand nine hundred and one um and also um [Music] with um our contractors on the side and we have our beautiful walk-up from durant avenue but we don't have approaches from the parking lot because we've developed a culture where people don't walk on the grass people are walking in the parking lot and they're not really using that approach um which is a lost opportunity to see something really beautiful but it's also kind of a safety hazard because you're navigating around pedestrians in the parking lot when they can be moved out of the parking lot and onto a scenic walk so it's really relatively simple and expensive fix and i just take this moment to make the comment again so hopefully it will be heard and there's something that we can do thank

098you i just wanted to say thank you to the district thank you to jay dunn also to uh dr dan for being on that team to um take the time to get the reclaimed wood and put that inside the building um it's those small things that when you talk to jenkins alumni and they're like oh i'm sad to see the school let me tell you about some of the things they did to make sure that we remember um the past so that was your touch or something else but it was a very unfortunately when you talk about what a wonderful touch it is i said it to the mother whose son had planted the trees that we cut down to do with the woods it was not your favorite moment but all in favor of

099this resolution right here one two three four five six seven eight nine um i have no other uh business uh today um anyone want to make signs make some motion president johnson seconds all in favor of motion raise your hands one two three four five six seven eight nine that'd be nine i guess we're adjourned thank you very much you
