021offered by the superintendent I'd like to win the uh February the 10th field trip bottom of the sheet uh it leaves at eight o'clock we're not glad that we would have them leave a little later eight o'clock in order to let's see that event Miss Rouse you're saying eight o'clock in terms of give the bus time in order to get here deliver students and then leave yes it's not real I'm Sorry Miss Stokes what did I say I'm sorry I'm sorry we're all working together Miss Stokes yes we will definitely make sure that our students are in place the buses have delivered the students if the eight o'clock departure time it's too early we'll make sure that that is amended so that students that the bus is going to be picked up I think those

022students are they but we'll ensure that that start doesn't interfere with my promotion now all right second okay the motion to accept the field trip requests I'm offered by a superintendent has been properly made by uh Mrs Stokes the second by Miss King I believe it was uh is there any discussion at this time are you ready for questions again the motion is to accept the field trip requests all in favor raise your hand motion is passed my next item on the agenda uh Mr Austin foreign Bullard constituents in person and virtually I want to talk about a retention and share light and information on the district plans to administer one this month however before I do that I want to remind you all about Vision which is generate Excellence one team one goal and

023our mission to expire Inspire Challenge and prepare all students to compete globally so what is the incentive plan for Twiggs County Public Schools in the month of January we plan to administer one thousand dollars to our full-time employees five hundred dollars to our part-time long-term Subs and the what is they have to have been employed um full time prior to September 30th 2022 employ a part-time prior to September 30 2022 their long-term sub they should have worked more than four to five days in the fall semester this includes some of our Kelly Service employees and also this will be funded by Esser 2 which is our federal program the wind is in January as previously stated and the why is because we love and appreciate all the hard work that our staff has been doing

024and we hope they stay with us and we think they will and the data shows that the retention incentive Works into its kind of public schools but I want to point out if they decide to leave or have indicated they're leaving they would not receive this benefit the data shows this Recruitment and Retention and twigs so high level 84 of all certified employees have been retained 86 percent of those first through third year teachers these are new teacher induction teachers have been retained 92 percent of all classified employees non-certificated employees have been retained but let's look at the data uh in the chart uh the chart says 80 in 2019 and you see the decline in 2020 to 2021. two significant things happen covet and the Great Recession resignation of people across the state and

025Country staying at home and not working however the good news of that we have increased from our free pandemic levels in 2019 from 80 to 84 so what we're doing is working we're in the field of education so everything we say has to be backed by research so the importance of teacher retention when teachers are retained they are able to form relationships with their students Taylor instruction to fit student needs create a productive work environment form a stable teacher force and best instructional practices the benefits of having a retention strategy the benefits are a more efficient workplace retention of high quality employees vibrant and positive work culture number three importance of employee retention when employees are retained are able to improve organizational performance create higher employee morale great cost savings from reduced Recruitment and training

026costs and lastly the methods of employee retention includes opportunities for advancement Reviving providing competitive wages and benefits incentives such as retention play flexible work hours and growth opportunities we are asking for approval this has already been improved in our Esser funding however it is a payroll action and it will require consent from the board to make that happen again that's one thousand dollars for the full time part-time 500 and also long-term Subs and we also have criteria that we are only targeting those who wish to remain into this kind of books and then the question comes hey thank you Mr awesome uh at this time I would entertain a motion to approve I have a question yes ma'am um stated earlier about we joined the team again issue that in January what would be the

027trip our HR department is very proactive they have issue letter of intents um last month so based upon a letter intense we do know who having who will intend to come back to this kind of public schools so we do have that information and there are other factors that HR has and each Personnel filed that bill indication as well so we do have information to help us and if the board I would like yes ma'am yes any other questions why did you uh include the uh part-time uh across the state is accustomed for a full-time man part-time to receive it um and we include long-term Subs because on the classified side a lot of our custodians bus drivers School nutrition they occupy that long-term sub space I like to eat I like to make sure

028the kids get here safely and I like to have clean business so I'm not going to mess with their money especially if they've been our people yeah so I think it's fair to have them questions at this time I'll entertain a motion to prove the one-time payment of one thousand dollars full time and 500 part-time represented by Mr Austin um I have a motion to approve second second all right to the the motion has been uh properly made by Miss Blackshear and second by Mr Rouse is there any discussion at this time are you ready for the question again the motion is to improve the uh one-time payments of one thousand full-time and 500 for part-time all in favor raise your hand and emotion passes thank you again thank you are you up again sometimes

029I see here now okay okay and these are information items uh so Mr Austin if you continue and with the finance and HR software update again thank you board for um last year approving the business finance department School District because I'll be impacted to receive and implement the HR finance software as promised when we discuss as information action I will provide updates about the process um of course this does align with our vision to generate Excellence one team one goal and our mission to inspire Challenge and prepare all students to compete globally um the project phase that I would talk about is between December and March of 2023. we started our first initial sessions um in the first week of December and we had opportunity to analyze our current operations and where do we plan

030to go in the future when you have a new software there are new capabilities things are more streamlined so it gave us an opportunity to visit those processes um some of the trainer topics that we're looking at is content management our vision is to streamline all our paper processes and place them to an automated system to where we have all the trails and I understand exactly where accountability lies with all our content in the district employee access been a customer Senate organization and we want to ensure that all our employees have access to their W-2s pay stubs all that information upon the hands and in a user-friendly way this also eliminates some of the opportunity for them to come to the business finance office because they have everything in the portal and so we learned

031about that as well general ledger training and payroll General Legend is all the transactions think about like your checkbook so we're looking at our checkbook and we're looking at every document every transaction and ensuring that all of our account codes match to what's in our current system going to try a new system and of course everyone needs to get paid so we're going to be talking about payroll and make sure that that process is streamless it's our seamless excuse me so build and validate security and web portal module training and configuration it is important to know who has access everyone does not need to have the same privilege rights to certain information that has to be separation of Duties so we're in the midst of developing that as we speak train the topics in phase

032two which would be more so toward the latter part of February and March is human resources set up and training employee reimbursement purchasing the payables and applicant tracking so HR plays a huge part in this also employee reimbursement for things that are purchased and they later receive you know reimbursement for whether supplies and or travel uh purchasing the payables we have to pay the bills so we are learning how that process works and applicant tracking when people apply to the best school system in the state and Country we're able to track those individuals and we'll learn how that looks so who's behind this work of course the business the finance team is the core team so um we are long days nine to four is our training time and I do commend the team for

033their hard work as we go through this process but it has been a good learning experience thus far also who's a part of this team this does impact our senior leadership uh and it will toward the latter part us we'll start talking to the schools and giving them input as far as how the employee access will look um so it will be phases not everyone has had opportunity to sit in on training but as we get to that content area but at this particular time that's the update for finance are there any questions no questions I guess you still love yourself yes sir I'm still a man all right so monthly Financial update um so as we prepared our fifth year 2023 uh this year 2022 close I was able to look at 2023 so

034this goes from July to December and uh before I start with how our vision of generate excellent one team and one goal and our mission ties to this Ms Stokes yes we did pay our tan back um on December 16th I went to the bank personally to make sure that was done so um that did take place in December um but looking at this just want to re-familiarize uh the board with the layout um so of course that First Column is our general fund that's all our local dollars that's been assessed our debt service fund is an outstanding debt that the district has such a general obligation bonds and Etc that we have to pay and we do have our standard Bond special Revenue funds is more related to Federal programs and our federal program

035director does a phenomenal job in reporting that information so that will come uh fourth Capital project funds we are not building anything of significant value that requires Capital uh project classification so that will be empty and not have a budget or Revenue uh School nutrition fund of course that we have to track and monitor that as well so let's take a dive into the general fund uh 57 of the receipts has been uh accounted for and that means other particular budget years so we're about 50 into the budget we've accounted for about 57 of the revenue um in the expenditure column we've accounted for 59 of the revenue in a dirt Debt Service fund we have made our uh Bond payment which is also due in December in the amount of 286 000 676 dollars

036so we have paid that that was due December the 1st so we have made all our debt obligations for the calendar year 2022. special Revenue funds again that's Federal programs capital projects we have none School nutrition funds we have accounted for 45 percent of the revenue and also 64 of expenditures I do remind the board that between the months of August to November that's when cash flow is at the top prior to the school district which means that our local tax dollars are anticipated to gain Traction in November December January so we do see more dollars coming in that period and we do think our taxpayers for um and the tax bill because it does help the district and um we are looking good we're looking good I have not missed the uh bill that

037caused any significant harm to the district and last I checked everyone has received a paycheck are there any questions at this time I have one um maybe two I'm looking under The Debt Service fund yes sir and is that percent of the budget the third column there that's what that is that means percent of budget I noticed that there's a zero it's in the total there's a 96 . so that 96 is stating that out of that 300 000 of course that we have um paid uh received that amount of money to pay the bond um this zero has no indication um I would imagine here is just the formula is not indicating that because it pulls down here at the bottom to the 96 because they're in the same column so that zero percent

038is there the 96 is there same column so that zero percent is there and 96 is there the same two numbers but the formula picks it up at the bottom foreign and I believe that we have a process that works and we're going to continue on that path this budget document that you see before you is similar to the one that we provided last year so I'm going to go over each date period just let you know what's to come and um if there's any feedback and comments would love to hear for the board because your involvement allowed us to become distinguished in this area um of course this does align with our vision to generate excellent one team one goal in our mission to Aspire Challenge and prepare students to compete globally so in

039the month of January we are presenting the budget calendar which we're doing tonight uh we'll review our current supplements substitute schedule certified classified and all administrator schedules and also make FTE projections we have done a lot of work in this category to ensure that our allotment is in order that what the state says we have we actually have in the bank and we have on paper so we want to make sure those aligned um so we are excited to do that work in January along with the HR department Dr Bullard and the state um we always will review our S2 and ARP budget we have staff some staff that are tied to that budget and also they also help funds other initiatives for the district so it will always be a part of our budget

040process until the last dollar is up so in February uh the state of Finance Community presentations will have the opportunity to go into the community to present information specific to the budget school 11 department meetings we do know the work comes from the ground up so we had an opportunity for the school to voice their opinions and any department heads about their concern submission of athletic supplements to the CFO assist superintendent so the athletic department have that opportunity to assess what they seem to be valuable for their department and we'll look at those supplements send your cabinet preliminary budget sessions we meet every Monday of the month so we'll have an opportunity to talk through any preliminary budget items that the senior cabinet seized again answer two and ARP budget review and we'll issue contracts

041and renewals in the month of Feb so March uh senior cabinet budget sessions will start picking up activity here in March uh any uh HR Personnel recommendations more so far classified staff review of our salary study uh we do feel that we are very competitive as is and um we know that we have moved in the right direction so I don't see any necessary adjustments as of now however we always look at a salary study and we'll confirm board discussion of Saturday schedule and supplements Revenue projections from our quality basic education which is the State dollars that is provided for what they call a basic education in Georgia and so we'll look at what those projections are School level budget sessions again we'll go to the schools answer two and ARP budget review state of

042the finance Community presentations in April it's time to start approving some things so uh it will approve the salary schedules for all our staff in the month of April all supplements in the Senate as well will present the first budget overview I have another senior cabinet meeting meeting and review extra two in ARP budget in the month of May a presentation of fy24 budget overview uh so that'd be the second presentation we'll present the tenants of budget uh for either approval advertisement and here's two ARP budget review the month of June is reserved for the adoption of the FY 24 budget and in August the legal adoption of our 2023 tax digest that date is always determined by the tax commissioner office once they have checked with their state department and local municipalities um he'll

043provide a date to me and we'll in the past have a cardboard meeting to approve Tech Administration are there any questions concerns again thank you Mr Austin I'm looking forward to uh meeting with you sometime in the future trying to keep me thank you Miss reading with the uh another information item with the calendars and I see you up here uh you're gonna be up here as well [Laughter] good evening board chair carstarfin board members superintendent Dr Matt Bullard and stakeholders in person and virtually the first presentation that I have tonight we're going to be discussing the calendars for 22 20. 2022-2023 and 2023 2024 and 2024 2025. and these were given to you a week ago in your board package our vision in Twigs is to generate Excellence one team one goal and our

044mission is to prepare to inspire Challenge and prepare all students to compete globally and we do that through our calendar reflects our instruction and professional learning time with our teachers staff and students again as we did last year we sought staff input into calendar planning to give stakeholders a voice in our calendar process and you can see the dates that we met with staff members and Senior cabinet and other stakeholders out of these meetings there were some needs that we needed to consider I'm going to start first with the 2022-2023 this year's school calendar so that next month is when we will be voting on these changes that may need to be made to this calendar and then our new calendar the 2024 2025 calendar one of the things that was new to our district

045for this school year were our asynchronous days and our asynchronous days we're at the top of the conversations as I met with the staff one of the things that we needed to do first of all was we need to adjust one of the asynchronous days that was scheduled originally in a at the end of April because it's going to fall during our testing schedule at the time when we created the calendar we did not have the testing schedule at that time and now it interferes with testing so we needed to move it also there were concerns that were expressed by parents and teachers staff and students about the asynchronous days and the way they fell on the calendar we had a list of reasons as to why we scheduled them where they are when we

046scheduled the asynchronous days last year looking at the end of the grading periods looking at having time to talk with our students about the asynchronous day the assignments that would be given and the expectations when the students came back but there were overwhelming discussions about the impact that this had on families having a vacation or a day off of school some holidays back in school one day and back out of school the next day and that happened with Labor Day and with fall break so we all decided to look at that to adjust that and your input would be from your constituents that you serve is important to us so if you have input that we need to consider that would be much appreciated with that being said we would consider moving the asynchronous days

047and we'll get into that in just a moment with the asynchronous day in April of 2023 they were the discussions that were sent to the staff members included getting rid of the asynchronous day and it being a regular school day or moving it and having it closer associated with spring break and at 74 when a survey after we discussed with everybody at surveys went out to everyone in 70 almost 75 percent of the staff had said we would like to reschedule it rather than cancel it however we would like to move it to the day after spring break so the teachers would come back on the 10th of April but the students wouldn't come back until the 11th they're asynchronous assignments would be given to them prior to them leaving with reminders sent out to

048the students on the 10th for that day while they're at home plus the teachers are available for a discussion with the parents and students on the day of the 10th and then the 11th we will come back and we did we will discuss this also the asynchronous days in February and March and right now I'm looking at this calendar on the 23 22 23 calendar that you were given the day in February and March we haven't had an asynchronous day that is in the middle of the week and not associated with a holiday or a time when the district was closed so we're going to leave those days like they are they may need to be adjusted later but at this moment we're going to leave them where they are but we would like to

049consider moving the asynchronous day we have to move it away from the 26th of April but we want to consider moving it to the 10th of April rather than get getting rid of it all together that will be that will come before you next month for the 23-24 school year we were considering again the asynchronous days but another point of conversation that came up rather compassionately by the staff was spring break and they wanted us to consider moving the spring break from March and move it into April so rather than the last week in March move it to the first week in April and then of course for our asynchronous days they would like us to consider moving the 6th to the fifth and that's at a 55 said to Move It from the 6th

050to the fifth and 35 percent said to move it to the first so we're looking at moving it to the fifth although we will um entertain board input in this and then if we move the the week of spring break in 2024 then we would also move the asynchronous day to be associated with that spring break however we should not have it at the end of the month of April because of testing and the last thing that I would like to bring before you for the month for the calendar year 24 25. that we would be considering the asynchronous days spring break and the start date of school one of the largest concerns was the start date of school and as we did all the discussions that came about it is settled on the 5th

051of August and then our pre and post planning the discussions that came from that was to split the time with more days being in pre-planning than post planning and you will see that on the results with 62 and a half percent of the staff would like to split those days to have more days in pre-planning than in post planning are there any questions a lot to take in and a lot of calendars to have in front of you but we will bring this up for a vote for an action item next month foreign ERS back to you I will have the calendars cleaned up with only the dates that were voted upon so that you won't see where they were and all the shifting you'll see a final calendar for all three calendars I think

052it'll make it easier for a vote unless you have another opinion that sounds good it's a lot thank you Miss Reed and I understand you go partner with you this next thing yes sir are we ready for the next presentation this also is an information item we're going to be talking about the College and Career Readiness performances at index which is ccrpi it will be uh the first part for the accountability portion of my job I will be discussing ccrpi what it is and how it impacts us and then second portion of it uh Dr Griffin Stewart will be coming to share with us what are we going to do about it from the teaching and learning part of what we're doing and again our vision is generating Excellence one team one goal with our

053mission to inspire Challenge and prepare all students to compete globally ccrpi is a College and Career ready performance Readiness performance index it replaced ayp in 2012. there are five components to it Content Mastery progress closing gaps Readiness and graduation rate however in May 26 2022 the United States Department of Education approved the Georgia's accountability addendum request I discussed this with you when we were discussing assessment scores earlier that this was going before the Department of Education this allows us to make a one-year modification the state of Georgia to make a one-year modification to ccrpi to account for data limitations during the pandemic or resulting from the pandemic those approved modifications were that we would have no summative ratings that's putting all of the scores together into one large score and then assigning a grade equivalent

054to that you may have seen some districts have a a b a c a d or an F that will not be assigned there is no change in Content Mastery progress will not report and they will use that data as establishing a new Baseline for next school year closing gaps will not report and again we'll use that data to establish a new Baseline Readiness will not report on student attendance but it and it will not report on College and Career Readiness due to incomplete data but there are no changes in literacy beyond the core accelerated enrollment or pathway completion and there is no change in the graduation rate no changes to a four or five year adjusted cohort calculation and there were no changes during the entire pandemic to the graduation rate expectations and accountability

055reporting the score interpretation there are proficiency levels that are assigned a beginning learner developing Learners proficient Learners and distinguished Learners and to get the achievement rate in ccrpi you have weighted scores and I put in the formula just so you can see it for your information so the ccrpi report just came out Twiggs County achievement rates this is based on Content Mastery for our elementary word that our elementary improved by 13.81 points and you have the information comparing 2018 free pandemic to where we are now math improved from pre-pandemic to Now by 9.17 points and science improved from 27.11 in 2018 to 30.08 in 2022 and that's 3.97 points so we have a lot to be appraising for the student achievement at the elementary school at the high school social studies improved from 44.64 points

056in 2018 to 45.12 after we went through the pandemic and then coming back out of it we still made gains there was a slight drop in the ELA from 47.29 and 218 2018 to 42.35 and 2022 this is post-pandemic compared to pre-pandemic science and math however were some of the areas of concern not only for us but across the state our science went from 50.01 in 2018 to 33.53 and 22. 2022 that's a decrease of 16.48 points and math went from 45.11 in 2018 to 18.28 in 2022. our Middle School the achievement rates this is Content Mastery Ela went from 46.03 in 2018 to 38.93 in 2022. math went from 36 39.6 in 2018 to 21.59 in 2022 social studies went from 65.86 in 2018 to 23.64 in 2022 and science went from 59.76 in

0572018 to 11.82 in 2022. one of the other measures is the Readiness score the Readiness score for elementary went from had an increase of 3.93 points from 64.67 in 2018 to 68.6 in 2022. Middle School this is an overall score again went from 60.46 in 2018 and it declined to 52.8 in 2022. high school went from 76 and 2018 and went to 53.4 in 2022. also reporting for the high schoolers our graduation rate which in 2018 was 93.8 with a four-year cohort and the five-year cohort put together the four-year cohort dropped during the pandemic to a low of 76.19 in 2021 however we worked hard and we had a rebound to 88.89 almost back to pre-pandemic levels in 2022. out of the ccrpi there are schools that will require support or will be given support

058from the state based on their scores one of those distinctions is called the comprehensive support and Improvement plan last year there were 116 schools that were identified based on last year's scores they were identified this year I want to read you a paraphrase from superintendent Richard Woods this is what he says this does not mean a school is not improving or making progress many serve students who were disproportionately impacted by covet 19. teachers and families have worked hard to get students back on track this allows us to come alongside to ensure schools have the resources and support needed for recovery from State School Superintendent Richard Woods normally to determine whether a district or a school is part of this CSI group it would be the lowest of Performing five percent of Title One schools in

059the state when ranked according to a three-year ccrpi average or when they have an adjusted cohort graduation rate of less than or equal to 67 percent this year due to lack of reported data they had to adjust that Twiggs County Middle School has been identified as a CSI school it is based on a tiered approach first they look at content mastering the lowest 10 percent of Title 1 schools in the state is the first group that they look at and then out of that lowest 10 percent if you still are in the lowest five percent of Title One schools on the Readiness score that's why I gave you both the Content Mastery and the Readiness scores then you would be classified as CSI now if you've looked at the data you could see that the

060high school had a larger drop than the middle school why wouldn't the high school be on that list the high school is not on that list because inside of the high school is also added the graduation rate so if your graduation rate is greater than 67 percent then you come off of that list and since our graduation rate I don't want to tell you a story so I'm going to look at my notes the graduation rate went to 88.89 that's a significant increase from 67 percent that is why the high school is not on that list so the middle school is on that list but I am not worried because Dr uh Griffin Stewart and the teaching and learning team is has a plan that they have put together and she's going to deliver that

061to you foreign Vice chair Rouse board members superintendent Dr Mac Bullard to all of our stakeholders in person and listening virtually good evening the mission and the vision has been shared by Ms Reardon so with that I'm going to continue our presentation over the College and Career ready performance index so what Miss Reardon shared with you our results from last school year so how do we impact our results for this year so what is our plan of action for the Twiggs County Public Schools we're already in phase one after the results were released we gave leaders a opportunity to have time to receive their scores so we met with school leaders and Select Senior cabinet members on January the 3rd our first day back and we collectively looked at our ccrpi data outcomes for the

06221-22 school year and we analyzed and we discussed we moved to schools having some team time where they created a ccrpi 2223 action plan and then that action plan it includes our continued professional learning focuses and how professional learning focuses how they will be monitored and evidence to support that teachers are building their pedagogical knowledge we will continue to train teachers on best practice strategies across the curriculum to help students increase Proficiency in all content areas we know that if we continue to provide PL for teachers and they're building their knowledge we help students School leaders also set academic proficiency targets or identify subgroups and content in all content areas for science social studies Ela and math so School Leaders The Next Step were for school leaders to conduct the ccrpi data session with teachers

063and support staff members to make sure that they know and understand the outcomes and share academic proficiency targets for the 22-23 year Jes conducted their session on January 3rd we are pre-planning and the Twiggs County Middle School will take place on or before January the 13th 2023 so they will be meeting with staff members on Thursday our next steps after that would be to share this data with our students and parents so what are we currently doing in our academic content areas so board members you will provided this PowerPoint in your board packet and so what I'm going to do is share some pinpointed things that the Twiggs County Middle School will be doing there are several things we're doing at Jes and the toys County high school but for the Tweeds County Middle School

064we'll continue to implement the i-Ready Ela curriculum as designed we will monitor the already my path data and provide small group support and small group instruction as needed so my path just as a reminder that's a personal tutor that comes in this program that students do 45 minutes a week and what it does it works with them where they are if they're functioning on a fourth grade level in fifth grade that tutor will provide them opportunities to work and do and work on those skills that they may have missing and so as you can see Jes in the twist County High School there are also some things they're doing as well but when we look at the area of math we also have that same i-Ready curriculum for Math and so we're monitoring the already

065my path data and we're providing small group instruction for students our students take their assessments they've taken the second already assessment so it's going to be exciting to see the growth that students made during their second assessment when we look at the area of science we have a partnership with Youth Science and that is Dr Howell she comes in currently and she co-teachs with 8th grade science teachers and students and so she's helping them with those science standards and deconstructing those standards and teaching those Hands-On science lessons Dr Simmons and team revised the second semester of science pacing scope and sequence to really continue to focus and harnessing a little closer on the um the blueprints the science instructional blueprint we're using also our Ingenuity science common assessment when we go to social studies social

066studies will continue to teach the Georgia standards and utilize the resources on the doe platform because there are a lot of resources on the doe platform targeted collaborative planning with social studies teachers and then implement the Georgia instructional framework and teach using suggested best practice strategies our professional learning focuses when we look at our professional learning school focus Jes is focusing on academically challenging environment differentiated learning student engagement and Hands-On instructional support in the area of science County Middle School standard space instructional framework semester pacing map to reteach Priority standards and higher order thinking skills and then our high school standards-based instructional framework and higher order thinking skills and then as a district We are continuing to focus on our already math and reading curriculum providing professional learning there and then our Ingenuity platform that

067provides a resource for teachers how are we going to measure that we have opportunities for our Elliott observations it's our effective learning environment observation tool and those are conducted weekly and that instrument is focused on what are students doing and then our Georgia instructional framework walkthroughs data it focuses on what teachers are doing and what students are doing and then we have our I ready status Mastery reading and math our benchmarks so there are many assessments to hold us accountable for seeing progress and growth with students and that's Miss Reardon stated we are the middle school was named the CSI Improvement school and so what I want to do is just kind of walk you through that process of what to expect for our district the Georgia Department of Education area program managers contact superintendent

068for a memorandum of agreement we met on January 9th with members from the Department of Education and Dr Bullard is reviewing the memorandum of understanding as we speak and then we moved to SES and sis and what that is is a school Improvement specialist and a school Effectiveness specialist the school Effectiveness specialist the SES that's a representative from the Department of Education and the school Improvement specialist that is a representative from Middle Georgia Resa will contact principals to set up an introductory meeting and so that meeting is in progress the district Effectiveness Specialists will communicate with the district's point of view point of contact to set an introductory meeting and that's yours truly I'm the district contact and then the area program assessment specialist will contact the principal to identify a date or gsap School

069review so that's where they will come in and do observations of our Middle School let's say it's a full day of observing classrooms and all content areas getting feedback from parents from students in the community and then they create a plan of action for us and some steps and some recommendations and accommodations on how we can help our Middle School move out of the status so after that Baseline data to inform Improvement planning will be collected using the Georgia Department of Education tools and lastly the district collaborates with the district Effectiveness specialist to develop a plan of support for newly identified schools then our school will collaborate with their CIT and that's a continuous Improvement team to develop a short-term action plan using the Godot template so schools we will meet with the CIT that

070team does continuous Improvement team to monitor the implementation of a short-term action plan so after we get our data from observations then they will help us develop a short-term action plan the focus on what what do we really need to focus on at this time short-term action plan is like 30 to 45 days once we move towards mastering that plan we create another one so that's the ongoing step in this continuous improvement process and then districts meet with their CIT to monitor the implementation of their District plan of support on a monthly basis I know I share it a lot are there any questions yes I know you have a lot of small groups so a lot of I mean you see where we right the small groups will help us help students where they

071are in terms of if they've mastered the standard or not and so those small groups are critical to Student Success because it allows the teacher and other support staff members that we have helping students really laser down to the individual student because school Improvement happens when we move it down to addressing all students where they are in moving them to the next level I give in a short example we just took our second Benchmark at um Jes into middle school as well but Mr Harris is a math teacher there so he was doing a project with Mr Austin so he set us down to show us exactly how his students moved it was exciting for me to see how excited he was because for one we're implementing our resource with Fidelity but two you could

072see where Johnny Brown was functioning on a third grade level in fifth grade and now his assessment results is showing he's moving forward and so so if we're using our Resources with Fidelity really using the collaborative planning process in our professional learning strategies that we're learning as we build a stronger teacher we build a strong and I was just looking I know everything different numbers but I know you know years ago I mean not that long but years ago looked like we were moving in the right direction I was thinking um have we explored any of those practices that we did then that was helpful and considered maybe re-implementing those practices that work by professional learning it was always going on it right professional learning is still continuing now it is but the difference from

073then to now is we have a new group of teachers and then we have a lot of non-traditional teachers and so that's why we have our Master teacher with induction support because when you're a new teacher it's just like having a new baby it's just a lot that you're learning and doing and so while we have those new teachers then we have some veteran teachers that are re-energizing and so the more you work with teachers in professional learning but the key is Mr bodyshear is going in seeing the practice in action that's where our instructional framework goes in so do we have our administrators going to end are they visible in the school making sure yes they are celebrations are there and then just in class celebrations and school celebrations so they are being rewarded

074students are also doing their data talk and so when they're doing those data talks they are able to see how they are growing because what we're trying to teach students is every day when you come to school you're in competition with yourself so if I'm not functioning on my right grade level I still need to encourage that student and challenge them to keep moving because I would rather have like Mr Harris a student who was functioning in third grade on the fifth grade level now at fourth grade so what that told me when I seen those results those kids are being encouraged they're being celebrated for what they are and then they're moving because if I feel that I am a third grade a fifth grader functioning at a low level how do you keep

075that kid encouraged to move on and so that lets me know that they're being celebrated I was excited I shared with senior cabinet on Monday I already diagnostic results from the second time because we did it the first time and the second time you can see those students moving from K through eighth grade and so I know that um in the future I'll be sharing that data with you as well because that's why we're here teaching and learning is the heartbeat of our district any other questions thank you thank you I do I do serve it all right so my next is teaching and learning updates on Georgia connects platform but before I can share that information with you I am always excited to share that we are a district with a vision and a

076mission and our vision is generating Excellence one team one goal our mission is to inspire Challenge and um prepare all students to compete globally so what does Georgia connects Georgia connects is a website designed to provide Georgia teachers access to the Georgia doe learning resources standards data and professional learning opportunities this resource will help teachers in locate standards and instructional documents to make sure planning is more simplistic for our teachers tweets teachers current reality teachers have to navigate through multiple websites to locate instructional materials and resources when planning instruction for our students this process can cause frustration and confusion for teachers when documents are in multiple places we applaud our teachers in Twigs in advance for searching through all those multiple sites to ensure that our students are successful but what are our teachers future

077reality the Georgia Department of Education has created the Georgia connects platform it's in the preview phase so teachers have one repository to locate instructional resources the Georgia connects platform is again currently in the preview phase what does this platform look like for teachers and what can they expect and so this is I'm gonna share a short demonstration but the Georgia connects has two features that teachers will focus on and that's Inspire in the suitcase and so Mr basil is already there they click and go into the slds and then click on inspire so what happens with Inspire stay right there for just a second Mr basley if I was a fifth grade teacher right now teaching math I would click here and I will see all of my instructional resources here so if you click

078on fifth grade math Mr basma so when you click on fifth grade math this is what teachers will see they will see a course description they will see their units for um your curriculum map and then they will also see bars across the top where they can click on to see um their course resources assessments and my course lesson and so once you look there you will see that everything is under one repository now where teachers can simply go in and find their course resource and then there's also a a session a section there where it's my course lesson where if teachers would like to create a lesson plan in there they can we don't have a plan yet but they can click on that plus sign so as you can see teachers can't enter

079a lesson there that becomes their repository as years go on if they want to have plans are already there that they can tweak from year to year so I think the Department of Education has done an amazing job with creating this resource and so after Aspire we're not going to look in the next container but I'm gonna just share with you the suitcase is all about whether the instructional standards the Georgia standards are located and the good thing is they're all in one place now so if a teacher wanted to go look at third fourth and fifth grade math they'll be able to look at the year before and the year after and their current year in order to just see how the standards are are aligned coming up what would they need to do

080and so we're excited about that feature and I've had an opportunity to go to Jeffersonville Elementary School and provide professional learning training for our teachers um it was December the 1st December the 7th at Jes and then the Twigs County Middle High School November the 29th at the very end I did a short survey just asking some questions to what extent did this training achieve its intended learning objectives and it's on a scale of one to five and nine being um five being the highest so as you can see 100 percent said the objectives were met and then to what extent will you use or support the use of the information presented in the training eight equals at 88.9 and one was at a four and then the aspects of the training that was helpful

081having everything in one location I found it helpful to have resources in one place learning about the suitcase at Jes all the teachers were not trained but the instructional coach was there the entire time so she could hold those additional trainings because teachers a poor group of teachers were on a field trip with students on the two days that I had a chance to go the Twiggs County Middle High School um what's unique about this the Twiggs County Middle High School had an opportunity to see this resource but at the time it was only K-5 content areas developed so now as they continue to look they'll start seeing their six through eight bubbles pop in the content areas and then the same for high school so but they still receive the training to see what

082it looks like so to what extent did this training achieve its intended learning objectives as you can see 20 teachers said five two teachers say it four and one teacher said a three and to what extent will you use or support the use of the information presented in this training 17 teachers said five four teachers said four and two teachers said or two and so what aspects of the training did you like out of the 23 responses learning about the inspired suitcase clarifying the standards being able to explore because during the training they had a chance to explore and play with the new tool because what we want our teachers in Twigs is to know what is going on through the Georgia Department of Education and making sure that our teachers know it have a

083chance to engage with it before its release are there any questions questions thank you doctor thank you Shannon helped me with your last name please it's miss.seacus but it is fine because I probably would have said yours wrong as well um good evening board members and congratulations to you Mr carstarphen and congratulations to the rest of you um welcome and uh thank you for giving us this opportunity to talk with you this evening um good evening to Dr Bullard as well and to our constituents online as well as in person I would like to share some information with you about an organization named intelage you'll remember a few months ago I talked with you a little bit about knowledge Resources Group that we call krg and they were an organization that go and recruit foreign

084teachers to come and teach in the United States especially in our hard to fill areas well entelage is also an organization that does the same thing so this gives us another recruiting tool that we can use to find those hard to fill positions and into Lodge's goal is to empower American students AS Global Citizens well as we always talk about we do have a vision and a mission and our vision is to generate Excellence one team one goal and our mission is to inspire Challenge and prepare all students to compete globally so you can see that entelage's mission is very much in line with what our mission is so I just want to give you a little information on who entailage is and they are located in Atlanta they are a business and education consulting

085firm they help school districts and they help other educational institutions across the United States meet needs for teaching personnel they work closely with us as well as other organizations to connect International teachers so that they can help those students compete globally it gives these students an opportunity to learn about other cultures and to learn about different ways of life that they might not always have the opportunity to see we work closely with the co-owners of intelage the two co-owners are Noreen Hague and Tariq Hague and uh these two individuals started into Lodge into that in the year 2000 um they wanted to build an alliance between U.S schools and teachers from all over the world so today they have become pretty much a full service education consulting firm they work with Public Schools they work

086with private schools and they work with Charter Schools but they also work with non-profit organizations and they work very closely with the policy experts just to make sure that they are providing the collaboration that is needed in order to get the right teachers here in the United States um all of the teachers were mentalage have to have expertise in the critical areas in the stem fields in special education and foreign languages and entailage does require that each of these teachers have an advanced degree from an English-speaking University so they have had extensive extensive training in the English language as well um they they work very closely with their teachers to prepare them to live and work in the United States they provide them with extensive training that they need so that they will understand American

087culture and American teaching styles and then they work closely to make sure that they have the connections they need when they get here to the United States and um so that they are able to make those uh networking connections um entelage is also a sponsor of the organization of the U.S department of the state's cultural Exchange program and just to give you a little information about entailage they're very their their fees are identical to knowledge Resources Group um like I mentioned a while back when we partner with intelage if we hire one of their teachers we agree to pay a fee of ten thousand five hundred dollars uh this fee covers the insurance that entailage will give to the teacher this covers Recruitment and other visa and in administrative fees and then we pay them

088a monthly rate based on the teachers highest degree and their verifiable years of experience and they take those monies and they pay the teacher now the annual fee like I mentioned covers a portion of their health insurance it covers workers compensation and it covers all of the legal aspects of maintaining the H-1B visa I broke down the cost savings for you we have found that when we go into partnership with these organizations we actually save a little money um on average a teacher that comes on board with us we spend 13 691 dollars to TRS every year we spend the district spends 11 340 in health insurance we spend five thousand two hundred and eighty seven dollars and twenty four cents in FICA and that's actually a total of thirty thousand three hundred and eighteen

089dollars and twenty four cents and then if you subtract the ten thousand five hundred dollars entailage fee we actually save nineteen thousand eight hundred and eighteen dollars and twenty four cents per teacher that we hire through this organization um we do uh I did get some more information today you'll actually see a list of districts that are listed uh on this sheet that intelage works with currently they're working with DeKalb County Savannah Bibb County Henry County and I got word today that they are working in Griffin Spaulding County as well as they work closely with the Memphis school system in Tennessee so and they they do work with several other states and districts but they did provide me with that information today um we do divide up the duties when we are working with intellage

090they provide to us the recruitment that is needed to get the teachers here they make sure that they have the appropriate uh certification to make sure they have the appropriate Visa that is needed and they provide the school district with any file that HR would need to make sure that we have the appropriate information to be able to bring them on board um they also work closely with the teacher to get their certification from the Georgia Professional Standards Commission and uh they work with them to ensure that they have all of the credentials and then they provide them with liability insurance and workers compensation coverage what we do as a district is we provide the sick leave that we would provide any other teacher we provide personal leave vacation and or professional days just like

091we would any other teacher and then we also give them the same terms and conditions just like we would a teacher employed with us we do uh take on the responsibility for any type of expenses that we incur if they need a substitute teacher and we always make sure that we provide that substitute teacher if the intelage teacher is not able to be with us we provide orientation for these intelage teachers so that they will understand our federal guidelines our state and our local rules our policies our procedures and our curriculum um and we make sure that they understand our procedures with which we expect all of our teachers to comply and then we as always we make sure that we inform the teachers of our District's website and we provide them with any type

092of training that they need to be able to access all of our information online so this is just another tool for us to use um as we are recruiting and looking for those hard to fill areas um and I will take any questions that you may have I don't have a question but I do have a comment yes sir uh I've had the opportunity to work with two different I don't know if essential Lodge or whoever but they were International teachers um in mathematics I'm pleased to say they were excellent man it's bad I was able to learn from them as well I don't know about the other disciplines but I do know that there's some excellent foreign Math teachers out there absolutely we have recently hired a krg teacher that is with us now

093at the high school and we are working closely with her and she is in one of our math classes so we feel like this is a good opportunity for us to partner with this organization as well that will just help us expand our footprint if you will to be able to find the best qualified all right thank you thank you Mr bacon I see you only have one uh yeah I would say they saved the best for the last but I don't know well Happy New Year everyone welcome to the team uh Mr christoffen and uh welcome back everyone so it's good to be back I'm here this evening to present to you on the school health center Renovations budget but before I begin I'd like to remind everybody that we are a school system

094with a vision generating Excellence one team one goal with the mission to inspire Challenge and prepare all students to succeed globally the superintendent over the past 12 months has been really involved and brought several presentations to you about the school health-based Clinic what's our rationale the Robert Wood Johnson Foundation of Public Health rated all the counties in Georgia and at 159 we are ranked 159 out of 159 for health outcomes um two years ago I hear that we climb two spaces 150 we went down oh well we went up okay there you go and mole of getting Alzheimer's so bear with me um physical and mental health well-being directly impacts our student achievement our staff attendance and our performance and as we all know uh and we Face very similar uh situations here where it's

095hard to get an ambulance for our students the district is still part of the helicopter um Ambulance Service that we got for our students just in case it's very difficult for us to Charter uh ambulance for our athletic games which we have is required for football we like to do that for other uh Sports as well so we understand that providing Health Services is difficult in our accounting so with that and with the help of others in the community in Fall 2021 the twitch County Public School System applied they've won ten thousand dollar school-based Health Clinic Grant planning grant for ten thousand dollars which is supported by Emory School of Medicine um in the department of Pediatrics and equity for children and adolescents and health so with the ten thousand dollars and that's kind of

096where we we're kind of ending off so we had the planning Grant so with the planning Grant we went to several uh as a team with the cabinet we went to several health-based clinics one in Milledgeville some of them went to some others to see what it is um a health a school health-based Clinic does what does it look like and how could we get one um and all of us went different things because I'm looking at different facilities Mr basley went looking at technology and all of those other things so we kind of getting the idea of what's going on in February 2022 the doe allocated Federal covid-19 relief funds to expand school health services in rural Georgia we were awarded funds to allocate toward the renovation and Staffing we're going to be talking

097about two kind of sets of money the money that we're getting from the doe directly and the money that we're getting from the doe indirectly so we'll we'll talk about that as well because this is an expensive endeavor and fall 2022 the doe approved for Twix County Public School to use Esser funds for school-based health clinic uh four hundred and ten thousand dollars that's our Essa funds uh Ms Reardon is the manager of that budget and you've guys been a part of that reallocation as we've gone on um throughout this project and any additional funds we will use East Bloss and sr2 uh funds for renovation costs so that's how we kind of got to how do we do this where does the money come from because when we talk about doing any kind of

098big renovation with capital costs earlier there was a question about Capital costs but we hadn't done anything in several years with a capital cost this would be a capital kind of cost with with heavy intensive inventory things that we would have to keep up so our next slide we look at the total revenue for the project so we're looking at four hundred and ten thousand dollars from federal Esther funds and fifty thousand dollars for doe so this is the fifty thousand dollars and we'll look at a slide next but this fifty thousand dollars that we can use directly a lot of doe is providing us with other funds this funds here we we can allocate directly for renovations we look to allocate 175 100 from our sploss giving us a total renovation budget of six

099hundred and thirty five thousand one hundred dollars foreign that you see in your presentation has to do with the allocation of doe funds on a yearly basis so uh in year one we received the ten thousand dollar planning Grant which paid for us to get go places see things and get people to come here in year two um you see that that's kind of broken up into Renovations that's and as that's going directly to the district to do those Renovations and then Staffing equipment and supplies are going to community health uh which is one of our partners the doe is allocating for that for them to be able to provide those things and year three to help us with Staffing you see the fifty two thousand five hundred dollars the most important thing since we

100are Educators we lack a lot of knowledge when it comes to operating something medical so we had to get that's why the partnership is so important with Emory the partnership is so important with Community Health which is right on the corner uh across the street from from Jes all of those were important our architect as well as medical suppliers and vendors coming in to help us understand what are the costs what are the risks what it is that we need to do and prepare for and how do we budget something like this so we had several visits and we have the names and and and of those who visited from Architects to doctors we had a whole group of doctors come who do this um Dr Bullard was able to go to Dougherty County where

101they have a very big and robust program we went to um Baldwin County where that program is a little smaller uh and there's some rule uh that have their their situation in a trail so we we saw from planned clinics big huge operations to hey we're we're in this situation um so we came to discuss what would be best for twigs and utilize in our current space because our buildings were built at a time where we had a larger population um so we do have some areas where we we could fit uh easily uh a program not necessarily easily but we could fit so as you see there were several there were three visits in August October in November and this team came up we showed them several locations thought about locations over here at

102the board office all about locations at the high school we showed them what we had to offer um and because we don't know what it would take um and they've done this they made the recommendation and so right now our recommendation is that we use rooms 149 and 152 at Jeffersonville Elementary School um and if you're not familiar that's the first Hall uh closest to the media center uh with the Pre-K and the kindergarten kids so they kind of give you some location if you know where that is and that would be the last two um classrooms on the left hand side the left hand side and also for the mental health clinic at the high school on the 100 Hall um uh in the old consular's office so that's the hall going towards gymnasium

103um as you come off the main office so it would be that first classroom there so in our design phase uh Jewish County Public School consulted with srj Architects to determine the feasibility of the project they are Architects they have been our Architects all of our major projects for the last I've been here 10 years a decade now miss Stokes and uh there have been our Architects since I've been doing this so they came down to look at is what we're talking about feasible is space adequate for the equipment um is it reasonable for us to consider this so they they got with us on that they kind of give us that that realm srj Architects provided preliminary drawings for the team and serve as a member of the visitation team so we had uh

104a senior architect and a junior architect as well as one of their Engineers from their mechanical team um to come down and visit if the Twiggs County Board of Education approves srj as The Architects for the school-based health clinic they will be tasked with providing us the following documents bidding documents architectural drawings and specifications the cost to retain srja and provide us with these plans is 73 510 dollars so as you see uh and and you had board packet you got a A lot larger uh drawing uh than the one here but you can see we have a mental health clinic and it's designed so that students and Families to engage in individual and group counseling in a therapeutic setting um we thought since the high school was best for that because that's the population

105that we were served but we serve all of our students but you can see there's a area for sitting down kind of casual laundry there's a conference table and there's individual space for private counseling the medical and dental clinics on 140 in rooms 149 and 152. uh would be like you're staying in the clinic would occupy right around 1500 square feet and have two exam rooms two chairs eventually for dental um and the thing that we would have to do here is our infrastructure upgrade because as you see there's lots of places for sinks and water and things like that so that would be a majority of our our cost is providing making sure that we have those kinds of infrastructure hookups uh within that yes there's a sink in each one but providing that

106so that it's uh ready for you so we're getting those drawings to be to have those details to figure those items out in detail and bring that back to you we have a basic timeline of how we think the project would go and as you can see in parentheses all of this is based on VOE approval on your approval so in February uh the superintendent will bring back to the board the contract for your approval for srj architects in March we're looking uh for srj to deliver us the construction documents in mid-april and may we were con would create estimates projections and bit sheet and look at the bid process and bring that for board approval we will begin the renovation of the mental health clinic toward the end of May we feel like sometime

107in the summer in June we can start with mental health services uh at the high school and starting in July through September as you look at that line we look at the construction of the medical and dental clinics at Js and looking at some time in mid-september um at medical service starting now these are all hypotheticals and this is based on them getting us the documents you know we still have supply chain issues uh lead time for ordering equipment and supplies and of course which I I don't deal with directly they would be Staffing those those facilities as well so all of those things we've taken to Grant but once we we receive the construction documents uh looking at vendors and availability of Labor which is also an issue in construction be able to get

108you a more definite timeline are there any questions or concerns questions uh this time we entertain a motion to move into executive session foreign yes you know what thank you if the war will approve it this time before we go into executive session can we have a nomination by share Mr Ross has been nominated to serve as Vice chair for foreign all in favor motion a second and then all the are you ready for the question all in favor raise your hand congratulations Mr Ross [Applause] thank you at this time we will can I get a motion to adjourn to Executive session second okay the motion the motion to adjourn to Executive session has been properly made by uh Miss Stokes and second by Miss Blackshear are you ready for the court are there any
