thank you mr chair and good evening vice chair board members uh community members we're excited about having another opportunity to work together with our board in improving the education for our boys and girls and our scholars here in twigs county i do have some comments and announcements i'd like to make for your hearing today we were very excited and proud about miss ayla burke's press conference we had an awesome opportunity to participate in miss burke's press conference this morning as you already know taylor has made history by becoming the first female in twigs county public schools to win the gates millennium scholarship she has reached a record of 116 college acceptances and 4.7 million dollars in scholarship offers over 34 000 students applied and we are so proud that she was one of the 300

nationwide to receive this prestigious offer we were joined by all three news stations today and have comments from macon magazine and the georgia informer publish feature stories about ayla we're very proud of her i also want to report for the board and the community that first thing on monday morning i had an opportunity to meet one of the esteemed alumni of twigs county high school mr darquez dinard to talk to him about bringing his football camp back to twigs county we had a wonderful meeting with this atlanta falcons cornerback to talk about exactly that we are excited to announce that he is planning to bring his football camp back home to twigs county this summer absolutely we're in further discussions with him as well as to how his foundation can support our athletic program and

we can tell by the community support that we've already gotten on social media with nearly 8 000 views this is important to the community and we're excited for our students to make this partnership happen board members i want to also announce a new partnership with partners for equity and child adolescent health this is something that we're working on that we were invited to apply for a 10 000 c grant for the fy 21 22 school term this grant if we win is sponsored by emory university school of medicine for the purpose of expanding the number of school-based health centers in georgia that serve populations other urban populations rural populations and at-risk youth now if you're not familiar what a school-based health center is just imagine one of our hallways at the end of the hallways

us taking a classroom or two converting them actually into a facility where a physical medic a physical medical doctor a dental hygienist or a dentist and mental health clinician actually report to work every day if the boys and girls wake up in the morning and tell mom i don't feel quite so well they can give a call to the school house and said a little max says he doesn't feel well today and the doctor says go ahead and send them to school you don't have to take off from work when they get here we'll have them sent right down to the clinic and we'll take care of them and call you and let you know the diagnosis can you imagine that for our boys and girls that is what we are competing for through the

emory university school of medicine and we are positioned to win that grant and begin the development with our community of a school-based health center in our school and then not only will they serve our students that if we win this grant they'll actually be able to serve our custodians our teachers our administrators everyone our parents are in our community so we are very excited about this opportunity i'll be traveling to uh albany on next friday in order to see a school-based health clinic that has been identified as an exemplar in order to assist the community in envisioning what's possible for our district we're happy to give you more information about that in the future and finally i also want to take this opportunity to tell you about someone in our school district that you already

know is dynamic he's a member of the georgia schools public relations association we want to acknowledge the accomplishment of miss tina timms she has been elected to the board of the georgia schools public relations association for a second term to represent region four she also serves on the american association of personnel administrators committee on diversity equity and inclusion let's give ms tims a round of applause for representing our school district on these two statewide and national statewide and national committees we're very very proud of her and her accomplishments we are certainly generating excellent in our school district one team one goal thank you you thank you dr bullock for those amazing updates comments and partnerships we want to applaud everyone who is doing the work in the district of twigs and we thank you so

much for your efforts that we see and those that we don't see but thank you for the work that you do to our scholars and to our amazing faculty and staff thank you for the job that you do um representing uh the black and gold the the blue and gold uh thank you from tigers to cobras thank you for all that you do thank you thank you dr bullock you're welcome at this time we will enter into our business agenda our first business agenda item item a new boardroom renovation project this is an action item by mr tyrone bacon good evening chairman board members superintendent bullard i'd like to thank you for the opportunity this evening to present to you this action item but first i'd like to tell you who we are we have

a vision creating excellence one team one goal and our mission is to inspire challenge and prepare all students to compete globally once again i am very excited and as you can tell we need a space to conduct the board's business as well as a space for other other activities are stakeholders so the project goal is to convert the professional learning center located at the board of education building into a multi-purpose venue that will accommodate the needs of the twix county board of education the space once renovated will serve as the primary venue for conducting meetings and hosting stakeholder events project specification create a usable space that will accommodate 60 to 150 people ensure that the heating ventilation and air conditioning is able to maintain good indoor air quality through adequate ventilation with filtration and provide

thermal comfort three ensure that the boardroom has adequate technology that will enable stakeholders to properly convey their ideas and concepts in a seamless and professional manner or create a space to design choices that will convey the board's mission and vision we've been pretty consistent with what we thought our budget will be and they may be outliers but right now to do the basics replace the carpet enlarge the podium painting and patching the walls lighting upgrade technology and audio visual installation and hvac replacement we're still looking at a budget of around seventy six thousand dollars um the space is one thousand nine hundred and eighty square feet and we must prepare the space so that one it meets covet 19 and any other sra requirements as well as cdc requirements and for public space so that

that you know when people say i've gotten some comments that's a small space and it looks like a lot of money for one room but it's not just one room it's a multi-purpose room that will handle all kinds of people all kinds of events and that we'll be able to stream right now as you notice we're struggling to do certain things to meet the obligations of the public the public requires us now to be able to have the technology to stream they require us to have hd quality video they require being able to make comments in a two-way situation away um when we're not on site or they're virtual so this has become the venue we've had more people show up virtually than we have in the last couple years show up in person so

this media this room will serve as that platform a platform where we know exactly where we're going to be and everyone can count on us to give them the product they deserve so i think this budget while um it seems excessive to some it is in line with what we need to do as an organization one of the things that i thought i would explain today is what happened what's going on and what what are some of the outliers that we have well as you see this is a picture of the breaker uh servicing the board of education now just i'm going to make it as simple as possible um we were on 125 amps that's how many amps that we have so we thought that the school system the school board was on 125

amp service which made it very difficult to purchase anything because you need at least 200 amps well we had an electrical engineer come out and we can upgrade to a 200 amp service because we have a 200 amp service coming in we it sounds simple but really it's it's a blessing for us because we've had electrical issues because over the years we've added computers servers um that's our main server point we've added a lot of electrical so we've had to face these issues unfortunately for us we can change that breaker upgrade our wiring and then this we don't have to ask georgia power for an additional service that will come at a cost um to upgrade that but that will make the board while it's and the board office while it's antiquated in age will

bring us to 21st century as far as our power with very little cost so that was one of the considerations that we had to make because if not we would have to use gas and gas lines on the other side of the building air handler that i talked about when we wanted to use older other equipment that was still serviceable the error handler wouldn't allow us to do that so the current error handler is not serviceable it doesn't meet our needs it has a natural gas boiler we couldn't use that with our current configuration so i wanted the board to understand that the decisions that were made and the expense was it's going to serve us long term and we're not patching we're fixing and preparing for the next for the future we're not just

throwing a patch on something i want to make that very clear to everyone when we do something now we have the best contractors certified contractors it's not cousin bud we have somebody that's actually doing we do the proper bidding and we make sure that all of our stuff is certified our timeline we feel that the the timeline as you look at it will approximately take us about six weeks if approved this evening so um if approved this evening i will give the go ahead to vendors to start ordering get with mr basley to look at our order and our technology getting all that in we look and hope without any if there's no outliers that you will be in the new boardroom no later than the first official board meeting of the next fiscal year

in july we will start that process if approved this evening um there is some flow time but we do feel like six six weeks will give us the time that we need to present you with the boardroom that this organization the community deserves to have with that superintendent i recommend that we [Music] approve this plan thank you mr bacon for always giving such a clear and concise presentation to the board and to our community for what we spend our good tax dollars on this is a great project superintendent dr bullard what is your recommendation mr chair and board members i recommend that we approve the new boardroom renovation project as presented by mr bakington thank you dr bullard at this time i'll ask for a motion to accept action item approval of the new boardroom

renovation project mr bacon has presented as we have viewed this as information and tonight we accepted this action may i have a motion to accept this superintendent's recommendation here our promotion to accept the new board room renovation project is recommended by superintendent thank you vice chair mr rouse have a second thank you miss king we have a motion that has been probably made by our vice chair mr rosen seconded by district three miss ronda king is there any discussion should there be none i'll know you for your approval by the raising of your hand or saying aye aye any opposes no opposes that motion carries unanimously thank you mr bacon business agenda action item b approval of bun buzz purchase chief waller good evening board chair bullard board members faculty staff and members of the

community before i start i want to state our vision and our mission here at twice county public schools our vision is to generate excellence one team one goal our mission is to inspire challenge and prepare all students and i'm coming to you tonight to present on the state allocated funds um for school bus twins county public schools has been allocated 77 220 for the purchase of a school bus this allocated amount must be processed via purchase order by the end of june 2022. before i go more into the presentation i want to share some stats with the board members that uh represent how much of an asset our bus drivers and our school buses are to the students these numbers were submitted in march the population of the students has went up and the mileage

as well but this gives you a general idea you have 15 bus drivers we have 14 routes daily we transport an average of 394 students back and forth to school our average mileage per day is 728 miles per day that's just back and forth uh on our routes to school the average amount of time spent on the road per day is 26.4 hours we spend on the road transporting students and keep in mind this doesn't account for our field trips and our athletic event um our first option is the 72 passenger type c bluebird vision uh this bus is a 2022 model and it comes at a base price of eighty four thousand sixty nine dollars fully equipped it is ninety seven uh four hundred dollars i wanna share with you some of the pros

and cons of this bus um one of the one of the pros is it comes at a lesser cost to the district it would cost the district 20 200 for this bus another pro for this bus is i believe it's more maneuverable louise county has a lot of dirt roads and a lot of narrow roads this bus it sits higher it's not as long and um it's more maneuverable on the dirt roads also driver comfort most of our drivers are more accustomed to driving this type of bus and they're more comfortable driving this type of bus with the 89 passenger the driver is actually sitting on top of the engine and to access the driver's seat it's a little more difficult um some of the cons to this bus obviously it transports less students and

does not have the under carriage storage space that the 89 passenger has again the full cost for this bro this bus fully equipped is 97 400 our other option is the 89 passenger type d bluebird all-american this comes at a base price of one hundred thousand three hundred and sixty eight dollars fully equipped this bus is 120 uh 120 800 some of the pros and cons to the 89 passenger all-american transports more students it has that undercarriage storage space uh some of the cons it comes at a higher cost of the district at 43 580 and again it's less maneuverable on the dirt roads it's a little heavier and it sits lower our drivers are a little more accustomed to uh driving the 72 passenger they're both great options um my recommendation would be to

go with the 72 passenger uber division if y'all have any questions i can answer thank you chief waller board members do you have any questions seeing uh superintendent what is your recommendation mr chair and board members i recommend that we purchase the you approve the purchase of the 72 passenger bluebird vision bus for the school district where the district's cost will be twenty thousand two hundred dollars for the reasons mentioned by chief waller during the discussion seeing none may we have a motion to approve action item bond bus purchase recommended by our superintendent i make the motion to approve the recommendation for the approved bond bus purchase 72 passenger bluebird vision bus motion has been properly made by ms baxter now have a second motion has been properly seconded by our vice chair mr rouse

any discussion seeing none i'll know you by approval of this recommendation by saying i or raising your hand he opposes no opposes that motion carries unanimously thank you board thank you chief waller thank you business agenda item c march fiscal year financial report action item mr austin good evening board chair vice chair board members superintendent dr bullard communities in person and via our streaming services i want to present fy21 end of period for march 31st however i must present our vision which is generating excellence one team one goal and our purpose to inspire challenge and prepare all students to compete globally in order for us to be competitive we must have a financial plan strong goals and a health of our financial state must be in good shape and according to what we see before

us we're about 75 into our budget for the fiscal year time has really flown by especially being in a in a pandemic budget we anticipated some things to happen and we have overcome those particular items such as the unexpected for keeping our students safe performing in an environment that is virtually and we have maintained our priorities as of this particular point so we have received more receipts than payments which means that we're consistently adding month to month to our monthly fund balance which is a great thing for us with the other federal programs that we have here's money we are in good shape and i do like the trajectory that we're heading going into our end of physical year as you see before you as always we have one thing i do want to point

out especially taxes is that we have collected 96 of our tax collection which is a great thing because we receive most of our funds as it relates to taxes and we still have several months to go and this is a great thing for us to note because it means that we have more revenue to offset our expenditure with that superintendent dr bullock this is my presentation are there any questions concerns that i can answer this thank you mr austin board members is there any discussion or questions superintendent bullard what is your recommendation mr chairman board members recommend that you approve the march fy 21 financial reporters presented by thank you dr bullard there are no questions lord i entertain a motion to accept fiscal year uh march 21 financial report presented as an action item

by mr austin here our promotion to accept the uh recommendation from dr bullock uh concerning the march fy 21 financial report presented by mr thank you mr ross that motion has been properly made that motion has been properly seconded by district 2 mr stokes any discussion no discussion i know you by approval of march fiscal year 21 financial report presented by mr austin tonight by saying i are the raising of your hand no opposes that motion carries unanimously thank you mr austin thank you dr bullard next on our business agenda business agenda item d grant award this is an information item by miss riordan good evening board chairman harris vice chair mr rouse esteemed board members superintendent dr bullard and our stakeholders both in person and virtually i'm miriam reardon and i'm here to discuss

some great news for our district i want to remind you of our vision generating excellence one team one goal and our mission to inspire challenge and prepare our students to compete globally in february 2021 i went to the federal programs conference virtually of course and there were many presentations and vendors and we're always looking for new ways to engage our parents after a presentation about a parent engagement program there was an opportunity to apply for a competitive grant to receive the program as you can see from these two authors children don't come with instructions and if you're a parent we definitely know that the need is that across the united states parents and communities are facing mounting challenges in raising confident capable children the trends however reveal why it is critical to equip parents and

schools with the tools necessary to strengthen values and character of today's young people i applied for the grant and we received the program grant valued at sixteen thousand eight hundred dollars [Applause] this is going to be amazing for twigs county what is included in this grant it is a partnership with them on behalf of the parents in our community it's a 13-week evidence-based parent program called raising highly capable kids with materials and leader guides and a hands-on interactive and practical setting there will be a vision casting meeting a team from colorado will come down to twigs county and at their expense not ours then later we'll have a four hour facilitator training conducted by their team to give facilitators a realistic idea of how the sessions should be structured and how to carry those out

it will be an 18-month partnership so we will do the 13-week evidence-based program multiple times during that time frame but during that 18 months we will be equipped to sustain this program into the future ourselves at the vision casting event we will gather our community together we will promote community-wide collaboration and offer an overview of the program establish our own next steps for here in twigs county because each set of children each county is different each region of the united states we will navigate questions specific to us a successful launch in twigs county introduce the program motivate educate community stakeholders about the program give a history of what they do an overview finding stories in a question and answer session the program is called raising highly capable kids it can help us give children a

fighting chance to combat the negative influence that inundate them on a daily basis it's developed to build stronger families by empowering them with the confidence and tools they need is proven to increase parent engagement childhood resilience and school achievement it's based on the search institute's 40 developmental assets which are concepts from decades of research with over 5 million children and it has shown to be the building blocks of healthy development that help young people grow up healthy caring and responsible some of the tenets of this program are support empowerment boundary building expectations constructive use of time commitment to learning positive values social competence and positive identity in your packet board you have the 40 assets in front of you so you can see what all is in the program and as we go through the

program the community will receive this as well the strengths for the community involvement is it produces a collaboration and implementation by the local community the all these assets are values based so the public schools can easily partner with various family services and faith-based organizations as well and businesses to develop various types of support it creates a stronger community as a whole for our parents and all are struggling have struggled or will struggle to raise their children at some point the company is called resilient kids and it is created to champion family success for families of all types brazilian kids is a 501c3 non-profit educational organization it focuses on deepening local community efforts so through this we're going to be able to extend the work of our vitamin r l grant that we had done last

year extend the work of other community organizations such as our community health care services the twigs county health department united way and our local churches families and communities thrive best when marriages are healthy and parents are fully engaged with their children society thrives when schools community service groups and churches support healthy family development together board and communities stakeholders all of you are invited to become part of the solution and support our children and their families any questions i'm excited about this opportunity board members any questions also to gauge the readiness for our community and to establish a plan a plan for sustainability thank you i'm excited to the parents everybody thank you mr thank you ms reader and thank you for keeping your eyes and ears open as any type of financial resource or any

type of partnership that helps to build and sustain our district and with the purpose of elevation we thank you for the work that you do teaching and learning department all right we have received this information item dot the bullet perfect we received those funds all right great job miss reading get to work all right next on our business agenda is business agenda e this is an information item as well summer learning enrichment opportunity ms reardon we have more exciting opportunities that align with our vision generating excellence one team one goal and our mission to inspire challenge and prepare all students to compete globally i'm here to give you an overview of our vision for our summer learning engagement summer learning and enrichment opportunity here in twigs county it is critical that we understand where student

where students are behind so instruction and support is targeted for the remainder of this school year and into the summer we have planned to stop further learning loss now and accelerate learning intervention through the summer and personalize learning into the fall and there's some more exciting news to comb about that that's rc um so who is this for a focus group first we focus on students with greatest learning laws invitations will be sent with possible additional slots as we have space it's for pre-k through 12th grade we're only limited by the staffing that we have what will be happening we will have 90 minutes of literacy instruction 90 minutes of math instruction 90 minutes of enrichment with two 45-minute sessions we could possibly have in the high school credit recovery and credit repair as needed

the jrotc is having a leadership camp they're not able to go to the senator this year for their leadership camp and they were not able to do that last year this year they're going to create their own and it will be done during our summer learning camp we will have a camp-like field we will remediate and retest milestones as needed we'll have exciting activities and an exciting learning environment with social emotional support for our students we'll be focusing on critical skills where will our students be learning they will be in their schools we're investigating the opportunity for some trips covet appropriate of course to see if first of all they would allow us to come and second of all if it would be appropriate so that we can keep our students safe on the travel

and while we're there we will have inside and outside activities each school has their own individual plan each administrator has different needs and their student body has different needs that's why there will be a minimum of two possibly three different plans when will this take place we will have a 20-day plan because research shows that 20 days at least 20 days of instruction are needed to reduce a negative effect of learning loss we will start may 28th that'll be the first day with orientation logistics will be resolved that day so that when we come back june the 1st through the 25th we are ready to learn and we won't be spending time on getting the kinks worked out it will be monday through friday 9 o'clock to 2 o'clock each day we need the time

and the length in order to be able to reach the students because we have had learning loss as have most students across the united states why are we doing this because the mission of twigs county schools is to inspire challenge and prepare all students to compete globally make sure that they're going to be competitive globally we've got to close this learning gap we have a shared vision to support the learning of our students we need to close these gaps that are caused by covid19 our current data shows where there was a learning loss in reading and math we want to prevent any further loss of learning some data for you which is in addition to the first presentation that you have in your um board packets was that our reading loss for learning loss for

reading is that and this does not account for the additional learning that should have occurred between march 2020 and today so this is just how much we lost without any further additional instruction we had an average of seventy percent seven percent across the district the middle and high school their average was 2.4 but at the elementary the average loss was 16 of their learning was lost from march until uh this last was measured in january when we came back to face-to-face learning for math again it does not account for the additional learning that should have occurred since march but the average math loss across the district was 17.6 percent middle and high school the average was 11.5 percent but at the elementary was the average loss was 30 percent across the grade levels second through

fifth grade this data was according to our star assessments learning loss was greater in the elementary school than at the middle high school as you could tell from what i gave you elementary students struggled in a virtual learning environment that's part of the reason for our summer program that we will not have a virtual in opportunity for our elementary students they will be in person only during summer school math suffered much more of a learning loss than reading and math is recovering at a slower rate math skills build upon previous learning and builds like stair step the gaps can cause lifelong learning struggles if the gaps are not closed or bridged for our students by giving them support the program will be data-driven so that we'll know if we're doing what is working and we

can quickly adjust if what we're doing is not working so how is all this going to come together through teamwork the school focused programs planned by the principals and their teams we will assess for learning before during and after program we will fund this through title 1 and title 5b funds each administrator was given their own allotment of funds the specifics for their individual programs will be coming later and we will be able to see what they have put together this is just a high-level overview of what we intend to do some additional information for you is that we are planning to incentivize teachers by considering a minimum of 1.25 times their hourly rate up to one and a half times their hourly rate a survey excuse me a survey went out to the staff

asking them to let us know if they were interested and what they were interested in doing as well as what age group they were interested in working with 26 staff members were interested in working in some content and some were enrichment activities some were in both and some were in all we will look to have some additional support through our juniors and seniors who may be interested in a summer job it may be something that they can do to support the activities that are going on so we'll have more information on that later we are providing transportation and meals breakfast and lunch each day for all students who attend at no cost to their families we're looking forward to a great summer learning experience are there any questions thank you miss riordan you're welcome uh

[Music] this summer learning enrichment opportunity is vast i think there are many opportunities for our scholars 8-12 to experience and elevate learning loss i would like to acknowledge that is it it is impressive to have 26. employees want to work in the same county that they're employed by during the summer so thank you administrators and superintendent bullard because evidently we're doing something well if we want to retain teachers during the summer as well so that is commendable i want to recognize that and this plan is so well delivered i don't know if they received this plan prior to making uh that opportunity uh uh available to themselves after viewing this presentation but it is uh interesting and it is rewarding to know that our teachers want to gain that loss uh recoup that loss in

their own classroom so thank you just do the math though the math will be delivered every day there will be some reading and some math that will be delivered every day during the summer for all all 20 days in reference to attendance that is a good question ms stokes do we have any penalties for attendance or the recommendation of course is to attend all 20 days and we encourage our stakeholders parents grandparents to senior scholars daily to summer opportunities as we want to bridge that gap for our summer opportunities so we take it not lightly that this is not a normal summer opportunity this is coveted induced and we want to make our stakeholders know that summer school is important this year for our students to be above grade level as they progress through our

school district well penalties for uh but we won't even entertain that we just know that our stakeholders are going to send their scholars daily uh all 20 days so i answered my own question thank you mr you're welcome absolutely i'm going to uh just co-sign what chair harris i just mentioned and i'm going to take my mask off we want our parents and guardians to know how important this summer learning opportunity is probably more important than ever before this has been an unprecedented year of school and we know that if we don't take this opportunity there's learning that possibly could not be regained if our students don't take this opportunity we can actually be at a place where we can't catch them up now on students being falling behind they can fall behind one year

and typically it takes two years to catch them up let's just say they don't come and take it advantage and they continue to fall behind that's saying that it is possible that we'll have students matriculating that we just won't ever have the time to actually pull them back to the point where kobe stole from it's very important parents or guardians encourage their students to wake up in the morning it's going to be a camp-like activity they're going to love being in the ambiance of the summer learning opportunity not going to be like traditional school but they will be learning and again regaining some of those skills and concepts that they were not able to receive and master during the covet experience food is going to be prepared they're going to have lots of fun and

opportunities to have fun and engage with their peers as well please make sure that as many as possible students are participating thank you all for mr chair mr vice chair board thank you dr biller thank you mr reading looking forward to summer opportunities all right next on our business agenda agenda item if here's act two overview this is an information item by mr austin i'll be talking about in this next presentation cares act two we've had an opportunity to work with state agencies and other organizations to ensure that we're preparing our federal funds in the most appropriate way and that's driven by our vision of generating excellence one team one goal and our purpose to inspire challenge and prepare all students to compete globally the overview of what we're doing for chaos act two and

i want to preference cares act one to just reiterate what we did and what it was designed for when covert was impacted impacted our school system the date that the state federal agencies provided was march 13th to 2020 the day that covert really took place and was an official thing in our school system and because of this who was able to ease the pain that covet caused with cares one we had to ensure that we had the right materials for pbe sanitizing the building also technology it was going into a new environment with virtual learning having the right learning management systems in place it was a new time for all of us and cares act one served the purpose of easing that immediate pain well here's act one wasn't enough so cares act two came

about and it provided another opportunity four times the opportunity because we received 1 million 236 623 for this particular part of money and we were very excited to see that because we have a lot of things that we need to continue to fund and prioritize as we move forward so what's allowable what can we do with this with this pot of money that we have received well we also know that a healthy a great meal a nutritious meal keeps our students healthy and we're able to provide schools school meals and offset those costs associated with those meals again distance and remote learning connectivity has been an issue in our county and we have the opportunity to particularly provide mobile hotspots any other resource that needs to ensure our students are able to learn from home

if we had to pursue that option again facilities and equipment ensuring that we're still sanitizing uh keeping things safe as you walked into the building you saw that we had monitors to check your temperature mass sanitation items so we're still ensuring that we're maintaining overnight with the cdc regulation being safe so for supplemental learning you heard about enrichment opportunities in the last presentation so we have the opportunity to fund some of those after-school programs summer enrichment opportunities and etc also professional development we cannot expect our staff to be successful if they're not trained to handle the skill and train to handle the tool to educate and keep our schools safe so we're able to provide the opportunities as well we're able to target at risk student population and that's students with intellectual disabilities ethnic and

minority groups alike and we want to ensure that our staff stays retained and they're happy and we're able to ensure that we can continue that progress as well as we've done before in the prior care so that's an opportunity as well now what's our plan a bottom-up approach everything happens at the ground level and we must impact instruction at the ground level in order for us to do that we've developed phases and the first phase is pre-planning the cabinet leadership administrators we've met collaborated and provided details on what we'd like to see and what the program allows for and for that reason each principal will have the opportunity to allocate 500 000 of that money which is a total of a million combined and directly impact the things that the students need and the school

needs to be successful and we will work with them to ensure that the budget items they have are directly impacting that and this is important because who knows the building and the students needs best besides their administrators and the teachers and so we feel this gives an opportunity to have that buy-in phase two is about framework ensuring that we're able to provide an itemized list of things that will be considered for the budget and the administrators will work with us and we'll work with them in order to should we have a proper framework to meet those goals implementation to complete we have to create a sustainability timeline we know these funds will not last forever and for that reason general funds will be a rescue if we do not plan properly and we do not

want to put that burden on our general funds our local taxpayer has paid and provided us the opportunity to use the resources and we do not want to burden that particular pot of money so we're going to plan to say when this particular program ends that particular funding source we're going to consider these things going forward in the future and of life cycles of anything that we and the last step is for approval and disbursement we're going to present a final plan of action for approval we're going to enter that information into our consolidated application platform which give us the access to drawdown and money and we're going we're going to continue to inspire our students to do the best they can by using this resource what's next the right approach of course developing the

framework creating the sustainability plan and presenting our finance to the board for review this concludes the portion of cares2 is there any questions or any questions or concerns that i can entertain at this time thank you mr houston there should be no discussion or questions from the board we will move on to business agenda information item rfp district copier lease i'm sorry district copiers police uh by mr austin thank you mr sports here again one of the many things that we do is print happy facts and in order to do that we need to have the right equipment and ensure that the lease is not up on that equipment and at this particular time we've had our current fleet five years and we have to continue to ensure that we're generating excellence with one team

in one go and inspiring and challenging all students to compete globally globally and our teachers and our administrator has to have the opportunity to print and prepare those items effectively according to our procedures and protocol once the lease expires we have to do what we call a rfp which is a request for proposal this ensures that we're being competitive we're getting the right information and the needs of the district at that time is met if you can imagine five years ago times were different things were different and especially with us being in this particular environment we have to make sure that our equipment can handle our new workload and expectations so what do we expect in this particular rfp if we're going to be a partner for five years we want the best of the

best and ensure that we get the quality that we need so it would have to contain a cover letter signed to let us know that it is an official document there will be three references provided we will look into that background to ensure that everything that they say they would do is checks out with the reference the vendor must complete a very descriptive literature of the equipment and service provided they must provide us an implication timeline because we need to know when will it happen how will it happen and how long will any of us have to be involved in that process for planning purpose they must register and participate in all of the federal work authorization programs this ensures that we're not getting someone who has any type of background that we do not

want to be associated with also they are required to furnish evidence that they are authorized to actually perform these services we're ensuring that we're getting a quality vendor to be our partner for the next five years some of the things that we're not going to negotiate about is that once the selection has been made there's no going back to the table each bidder must then present for that reason their best term the first time we want to ensure that the process has integrity and that we're operating with fidelity in this process it must include all information that the district will need to make the decision and we reserve to the right to request additional information or clarification so our top concerns you offer remote monitoring of the copier usage things of that nature we would

like to limit the amount of time they come in for covert of course cdc guidelines and those particular reasons we want to ensure that they have all the services that we need in order for us to um to operate effectively a lot of our staff members had different requirements for their job and those would be considered and so they'll have to meet those expectations as well and one of the more important things is how many technicians do you have in this area if you have to travel away from atlanta will there be an additional cost we would like to know these things so we can plan effect so in choosing the right partner we have a decision criteria that we'll base this on one is the cost that's weighed heavily that's 50 percent want to

ensure that we get the best cost the hardware proposed 10 support and service proposed 10 previous experience with similar accounts 20 and the proximity to the district 10 and we will base our decision on this rubric as it relates to the information that's submitted to us what do we currently have in stock our current provider is rico and what we currently have in stock in the board office is two black and white printers or copy excuse me one color copier elementary school we have one black and white one color we have a house school one black and white and at the middle how again there's one that can actually perform both duties black and white and color as is denoted in the description our next timeline after approval it will come before you all again

for approval you'll receive the detail rfp so that you can review that information and we'll begin advertising the rfp and allow that to be open for two weeks and those dates and things will come in the next board meeting as is presented as action night any questions or concerns mr austin you stated that this will come to us as an action item uh how soon the next award meeting is allowed the next board meeting yes sir does any board members have any questions i do have a few questions uh i'm glad we take a look at these things this is important as we do a lot of in-house printing for after hour programs as well as summer opportunities and so on and so forth in reference to uh the black and white is that a

uh something that we need to keep is it something that traditionally makes sense to keep in-house or why wouldn't we consider two color curiosity that's a great question but at that particular time i believe that black and white printer was a cost saving measure because that's all it printed to save on that as we evolve that is a question that we can contemplate and see if the needs have changed okay every building may be a little different and then at this time we're not printing a lot of classroom material because most things are done virtually absolutely uh i do have a concern um with the middle and high school sharing devices as we continue to build for capacity i do think it would be a good idea to separate those as middle school needs their

own space high school needs their own space i know we're in the same building but kind of if we could look at the numbers and see uh numbers matter dr bullard so uh if donald bullard sees looks at the number along with uh you mr austin i think we can kind of meet in the middle and see where i have a third uh uh concern no issue ever my concern is the athletic department considering that they are far the furthest away from the main office we kind of entertain giving them maybe a smaller or more compact device to have in that area but you know i know they come to the office but that may be something i don't know if they ever had that opportunity but considering that it is a department if you

will that's housed here maybe what type of printing needs what they need or they could use the possible high school i don't know that's just a question um if it's even necessary to have one in that building or in that area because i think we have uh our grotc down that way as well so it's a good little hike of the hall from the 600 all the way to the main office that's just a little pinch that i saw but i do know that with miss tims and uh mr watkins mr basley all of those who have those technology there's those technical savvy abilities we do some printing at the board office and one thing that i do recognize is that the board office we only have one color a copier so say for instance

if we're working on graduation and we're printing programs and you have a report due to the board that printer is pretty much caught up for the whole day i want to make sure that we recognize that we are continuing to build for capacity and that there may be some area of growth there to possibly have multiple devices there if the price is right mr rouse uh i want everyone to have the opportunity uh to not because sometimes mrna may be on a project and i have been there and that has been uh i have been there and seen it before that uh sometimes that printer gets caught up for a day or two with printing things for the whole district so i want to make sure that everyone can get their work out on time

dr bullard and uh sit to the board or sent to the community or whatever it may be but i just want to make sure that we don't get stuck in the tradition of what we have and make sure that we build for capacity so for the next five years it'll look like we did it for the next five years we're already five years ahead so those are my concerns and looking forward to hearing from your final presentation for action any of the board members have any questions or comments concerns let's keep moving thank you mr oster all right business agenda g item g uh well we passed that we're getting to the end listen this is good uh real work real work business agenda h fy 22 budget calendar this is the information item mr

austin thank you and we're going to continue to look forward and this will talk about our fy 22 budget this budget will be rooted and as always generated excellence one team in one go and to aspire challenge prepare all students to compete globally so the overview of the fy 22 budget calendar this calendar was presented november of last year and we have some good discussion around it um as you know losing times with ten times of transition preparing for transition so some of the items were moved for their purpose but nonetheless we are in good position to approve a budget so let's talk about what we have done so we have reviewed or has been presented for review the current supplements and salary schedule for the district instructional software review we looked at all our

platforms what are we currently using to see if there's a need for them or we can collapse or look at any different options we've looked at those items for human resources one of the things that when that was new to the actual budget calendar was reviewing our procedures and hiring procedures for hire because we wanted to ensure that we are performing at our best ability because as employees are coming in honestly that's their first impression we want to ensure that we're capturing that moment with them and we have done some great things with the leadership of tina thames and her work in dr bullard and as we transition into that moment i'm excited to see what the process will look like administrative budget sessions we talk often about budgetary needs at administrative level we communicate

effectively in that regard to ensure that there's not anything that i'm not aware of there are some things that need to be put in the budget i want to be abreast so i can plan appropriately for that so outstanding items what do we have to do so a budget overview and what i mean by budget overview is what the revenue and expenditures would be for each category as it has been in the past approval of the actual supplements and salary schedules presentation of attendance to budget advertisement of the budget as we've done in our local local organs oregon we want to make sure that stakeholders had an opportunity to review approval of the budget we have to do that before june 30th if not we'll of course have to do a spending resolution and the

tax dot just reviewing approval now i've talked about the things that are outstanding but the main question seems to be when will it happen so april 27 2021 present time as we stand and talk here tonight i'm providing you somewhat of an overview budget overview of our revenue and what we currently have the state released their preliminary numbers for qbe about a week ago so we do have that information but we're still awaiting the actual detail allotment that shows what we earn per teacher in all other categories so we're still waiting for the information but we do have preliminary numbers we wanted to actually present revised salary schedules and attendance of budget may 11th we want to give you all the opportunity to look at those particular items and provide any comments or concerns that

you have for what we present look to approve the salary schedule supplements and also the tenants of budget for advertisement on may 25th 2021. june 22nd we're aiming to approve the budget for fiscal year 22. and you may see that there's a noticeable gap between when the actual approved attended budget and the actual end-of-year budget being approved that's because if there's any unforeseen things that take place we have the opportunity to have an additional meeting if needed i always want to ensure that we're building room for marginal error if it comes about and normally as commissioner worked together in august to actually approve and set the minutes rate we're not looking at raising the tax millage rate we have done an excellent job especially in the county and maintaining the tax millage rate is 16.60

and i think we're going to continue to maintain that military so the major considerations what are the priorities what should we consider what are our funding priorities but first we need to look at trs the teacher retirement system the pension plan that most educators love because of how impactful it is to their retirement one of the best in the country i do believe and that rate will be increasing from 1906 percent to 19.81 there will be an increase that the employer will have to incur the employee will still be at six percent shb or state health benefits is not expected to increase for non-certified or certified personnel it has maintained at 9.45 per month 11 340 per year for non-certified and certified personnel now something that we anticipated to happen which was austerity if you

do recall the government official was very excited that we had went away from austerity and former allotment well seems good old code has brought us there to back and for that reason we have to consider austerity in this particular lobby the cares act will also be considered in this equation because we have the opportunity to fund other priority that the district has and the continuity of staff so we will consider cares again in this particular budget we know that the world is attempting to open up there has been just as recent as today guidance from president biden stating that if you've been fully vaccinated there may be some flexibility without wearing a mask outside so we know that as things progress in his 100-day plan there may be some traveling opportunities for next year and

with us transitioning it may be a leg time for us to travel so we'll start gradually restoring the travel allocations as long as it's safe and we're following cdc guidelines and we feel we're doing the best for the students again as i stated before no tax millage increase in fy 22. as we talk about retention as we talk about ensuring that we are being competitive we will look at improving the state's certified scale and teaching supplements there's some historical data and some external studies that has really been reve really revealed our true competitive nature and i would be excited to share that information with you at the next board meeting based on that data we will look at our certified skill and teaching supplements to ensure we're being competitive we'll also revisit our administrative skills

and classify um skills as well or schedules we want to ensure that it aligns with the organization chart that dr bulla presents and that we are looking at things from a long-term standpoint we have to consider that economic impact lasts normally two to five years so we have to plan in that such by ensuring that we're paying accordingly and that we have the right people in place so what are our priorities one to one we will be one-to-one we will have personalized learning there will be assessment tools to continue to monitor close to achievement gap learning management systems make sure that we have a learner's management system in place that's comprehensive and that can prepare us if we have to go back to a virtual setting we are going to maximize the staffing according to

allotment sheet we're going to serve the students in each category appropriately meaning if the category of eip is a heavily weighted category in the funding source we'll make sure we're maximizing that funding because we are sending decline at lte so we have to be very strategic in our funding resources we ensure that we look at instructional support staff we need more more support because we have an academic gap to close and we have to increase our academic return on investment we have to make sure that the dollars we spend makes sense and it provides our students opportunity to compete globally and of course technology we will continue to look at technology and make that a staple in the budget as we had last year we allocated last year a hundred thousand dollars as we had

conversations about it and we will continue to look at technology being a priority in our budget as we look at historically the tax digest in the five year history notice that we have consistently maintained well over 10 years i believe at this point 16.65 tax military and as you look at 2020 we are generating 351 561 and 11 cents per meal so that's how much the meal is bringing in for twix county public schools and we'll get the of course 20 21 numbers in august so as we look at tax free revenue projections as i did last year in the presentation about forecasting projections the history has repeated itself and it seems that our tax base our tax revenues generated increases steadily every year we're looking at that same trend and so this helps and

allows me to focus on how to properly budget as relates to taxes as you know that there's a fee that come out for the commission office and there's the chance that everyone is may not pay on time so we account for that percentage as well and that margin of error gives about a nine to seven percent of the amount that they say will generate and i consider that as well in my what do we know about the state qbe at this particular point so the preliminary numbers that we did receive stated that fte would be funded on 693 students 60 students less from fy21 what we do know is that we're going to put a plan to retrieve or to find and locate those students and ensure they have a welcoming experience coming back to

tourist county public schools we're going to research that and make sure that we're galvanizing all the funding sources based upon the categories the qb earnings earnings is four million four hundred forty-five thousand twenty-five dollars and we continue to have to put in our local five shares our local five meals we have to have skin in the game and this is our portion of that our stereotype reduction is 130 089 dollars again we talked about austerity and it has shown itself sparsity our district as you heard in our presentation by chief waller has a lot of roles is very wide and is very vast and so they provide us funding because we're a local school system that is considered small and we have a lot of ground to cover so this funding is allocated to offset

that equalization we do not receive utilization funding because it's designed to help local districts with funding sources and obviously according to the state where how well the district because of our land value nursing will remain the same at four to five thousand transportation is pretty consistent only 476 decrease and we did not have any formula adjustments for our budget and this was last year we had a 17 reduction and we do not have that reduction as i went back and looked at the numbers and really researched we actually favored to be ahead eighty one thousand nine hundred ninety one dollars from last year and this because of the fact that we have really looked at how we're going to maximize funding and we started that plan on last year that's paying dividends this year we

do not have that opportunity we do have an opportunity to gain a little bit of the money that we have lost how much we anticipate in revenue our total 7 million 809 231 that we anticipate to have as a revenue as of right now we're going to continue to look at our budget process fit our attendance of budget and we're going to present about a balanced budget as we have in the past but this provides your overview our funding priorities our concerns and what we currently have for the state are there any questions or concerns at this time any questions or comments on the board mr austin as always the calendar looks great thank you so much for giving us the opportunity to see the dates that these will be presented to us as you

have done in recent years so thank you so much for a well-planned budget for us as we have been a good steward of our funding and we thank you so much for the job that you do assuring that now with the new chief in town there may be some changes in the way we do some things but we want to hear his recommendations as this next budget will be really important for the growth of our district thank you mr austin thank you all right business agenda item i district request this is an action item dr bullard good evening again mr chair vice chair ross board members community members faculty and staff as always we begin with who we are and i know you say why don't we say that every time we want to ensure

that with every decision that we make we do it in the context of who we say we want to become and how we say we're going to and we are generating excellence with every decision that we make we want you to know every decision that we're making we're keeping in contact that we're one team in one goal that we want to inspire challenge and prepare all of our students i hope that you don't mind us reminding ourselves and our community that every decision we're making because we want every one of our children we want to present to you tonight for your approval a list of fundraising activities that will continue to support our students as they continue to prepare to become excellent and you see a list there along with the dates of departments in

our schools and the activities that they have requested permission to have fundraise and then the reasons for those fundraising active uniforms equipment and expenses field trip opportunities for our beta club end of the year celebrations for our students with exceptional needs are beyond community-based instruction program mr chair mr vice chair and board members i ask your approval for these fundraising activities so that these clubs and our students can move forward continuing to generate excellent one team one goal are there any questions about the fundraising list that has been presented to you thank you dr bullock uh great overview as we see that there are some monies to be raised in our community so we'll talk about that on the back end but i want to make the public aware and if we could list these

uh things or speak these things aloud tonight so that we could share these and they can go back and watch on youtube to know that we have fundraisers going on and we need our stakeholders to buy into our scholars with every opportunity that the district allows them to raise these funds as teaching children how to raise money is important non-profit or for-profit and we want to teach them how to do that and we need some buy-in so we want to have that a few questions dr bullock in reference to the date uh of a few of these uh not one in particularly is this the date that these were presented to uh the to the district or are these the dates of operation for each individual fundraiser these are the dates that were presented to

the district and the range that they planned on conducting them we we've discussed this in the past and and and i want to give clarity why it's my question i asked my question because i know that some of these dates have passed and these opportunities are still on the table and we want to keep them there however one of the things that we've seen in the past is an overlapping consistent overlapping of fundraisers and having multiple fundraisers going on simultaneously and depending on what uh organization is hosting the fundraiser whether buy-in happens because you may have well we know that we have have athletes and club members who may be participating multiple things selling at the same time so what what i don't want to happen or what we don't want to happen is there

being consistent overlapping of fundraising but if these dates are sufficient to you as i know that you will update them as they come up so we'll know what's going on and what's being sold as we can have some buy-in board to make sure that we purchase some things uh you'll update these as they get ready to launch their fundraiser and we'll we can approve these uh as they have been presented as we want them to have the opportunity to sell before we get out of school any questions or concerns comments from the board seeing none dr bullet i guess your your recommendation is to approve recommendations there is to approve activities that have been presented and the board and rest assured that we will return and let you know exactly when the launching dates will

be for these actually thank you dr bullet for your recommendation we have heard the superintendent's recommendation to receive uh his presentation for district requests for fundraisers as they have been presented there should be no discussion on further questions i entertain a motion to accept the superintendent's recommendation to approve district requests as presented mr i would like to accept the recommendations for the district request for superintendent thank you mrs black sure that motion isn't properly made by ms baxter can i have a second second motion second motion by vice chair mr rouse any discussion no discussion motion has been properly made by mr rob seconded by miss blackshear i'll know your vote by saying i or the raising of your hand i apologize thank you for the correction made by ms blackshire seconded by mr ross
