yes good evening and welcome everyone i like to call this meeting reporter uh first item on the agenda for the citizens comments we have um just had a quick question uh there's no article in the table concerning form it's rather concerning that needs to be cleared up uh i just have one question could you explain to me what tv has over the last few weeks there's been a lot of misinformation some of it been miscommunicated on our part i believe uh and some maybe i think uh when we hear some things sometimes we tend to you know sometimes hearing what we want to hear uh pbis is positive behavioral interventions and supports it is not tied to the mascots as much as it's tied to our stretch of one gainesville and how we uh really
approach the haters in a more positive way versus when we're all in school more of a negative way and i've been working with mr harris in the alumni association the last couple weeks uh met with him and a few others being assumed to look at the situation that that's brought our attention about the mascot and the appearance of removing the tiger from fair street uh which is which is not entirely true but there was uh an additional logo that we that we added a few months back uh that at this time what we decided to do with the alumni association was follow up with them this week or next week on some of the suggestions that were shared with us and that that letter i know has been circulated with a few different people and
so we do have that okay and there's something printed in the table a tendency to read and i think it's sort of was not putting that correctly or you're saying that there was more discussion or that was not the discussion as it associates to thanks to we can and i also think for from the uh communication side with rn kind of the reasoning behind some of those things we'll we're working hard to create some of that especially start back to school so my door zone is always open i'll be glad to answer any questions but also something a little more informal hopefully in the next week or two yeah okay thank you thank you was test test all those in favor motion carries uh mr mayor he's the star of the show this is his
new building his school first of all mr mayor makes his way up here i just want to say how thankful i am more of your participation in the ribbon cutting but also mr mayor i think uh you definitely outdid yourself with the not only what we see inside here but the show was phenomenal so congratulations looking forward to this appreciate it thank you sir i'm bored i'm glad to be standing in front of you here today in this beautiful building um it's a great ribbon cutting ceremony thank you for everyone for coming out on showing the support of the gainesville community and i'm seeing what one gainesville is about as an outsider but now i'm an insider and um taking on the reigns of becoming one engagement i just want to say thank you all
for entrusting me to being principal of the school um you're taking a chance with me and i'm going to ensure that you will be proud of the results that you will see today's ceremony highlights and is a reminder of gainesville city schools mission to inspire and learn to challenge and prepare our scholars to achieve academic excellence what we value we measure and what we measure against results and what we value is teaching and learning our core business is just this teaching and learning and support this is made possible in part by unwavering and relentless commitment to providing the highest quality teaching and learning environment for our faculty and scholars this new facility is a bold reflection and commitment of what you all have done so thank you all again um for believing in me it
means a lot to me when i say i'm the proud principal i am truly proud to be leading the school leading the scholars and the staff my first day of work someone said to me um july 1st happy anniversary and i said for what so that's when you were hiding started i didn't even realize that um that's when it hit me and walking into this building and came to fruition being hired via zoom that i finally get to see this um physical building i want to thank dr williams his vision of having hiring someone for one year what he did was very beneficial i was able to um meet with dr williams every two weeks develop a plan of action how we're going to prepare for the opening of the school also dr williamson um
synthetic in which i've met with all leaders of the districts to onboard me with dangerous city school system invaluable time for you uh so sorry i have some other notes here i didn't want to go through all of those so the the seo planning was beneficial for me what it allowed me to do was build relationships so now they know how instructional focus what we're going to do for business as i said teaching and learning and because we started to build that relationship we get to hit the ground running august 1st when they get into this building my teachers i just applaud them they are so eager they're dedicated they started some instructional planning they just want to be the best of our scholars our vision is to become a school of excellence world-class food
and that's what they want to do too and our job as administrators mr and mr shelton myself support them so they can exude that excellence every day every class for all scholars i just want to thank also the vision of dr williams of allowing me to be at gainesville middle school which is called east now miss freeman thank you for providing the space and having me part of the daily activities which was allowed me to again to build relationships with the scholars with the staff and the community also every thursday the vision of visiting two feeder schools of maine peter school bea and uh monday middle i want to thank mr spoke wright and dr brown for allowing me to be there every thursday and again i was able to eat lunch with those scholars
they were able to tell me what they want to see for this school one of them would say mr miller won an anime club our dynamite staff mr naval said he'll be he'll run the um anime club so i was able to go back to them and score some good growling points with them so we have this club for you um but it allowed me to just build that relationship with the community i was in community um events that i attended i i attended i'm sorry and it just allowed me to immerse myself with the one game i don't want to take up any more time because i do have a lot that allowed this day to come to fruition and i just want to thank you all again and i can't wait several months
down the road to give you an update on how we're doing here gns thank you because one of the things i'd like to add and i think you kind of have seen it this evening we opened a new school in gainesville and it's splitting our two middle schools roughly 860 and 820. and when you think about 1700 students currently gms leads to now being able to split oftentimes there's concerns about what kind of identity is this school gonna have and you can tell by the day that it already feels like home for many of our kids and families and that's exactly what we want so mr mayor let's continue to make it home thanks appreciate it any other questions thank you thank you thank you all right the next item on the agenda is the
introduction of new leadership by dr williams yeah i just thought we'd take an opportunity to ask some of these people to stand that are either new to the district but also new to their role first of all mr mayor that you've seen a little bit of today obviously as the principal here at tms west we're glad to have him we also have his fair street international academy principal miss denise hall haltreck joins us this year and then a same face but a new role within the school is is miss andrika blackwell who is the principal at new holland leadership academy at the high school level we've got a couple of aps that are new to us mr cj wilder and stacia dillon at the central office level ms tonya sanders is transitioning from a role
of hub director over to director of secondary schools and student supports and i don't believe mr lackey lackey's able to join us this evening but mr rodney lachten is our new director of transportation so a few changes uh within the district but uh great people great energy and just being a part of the family all right dr williams if you will continue just give everybody an update on the safety and security improvements you know right after school ended uh back in may the valdez shooting occurred in texas and we're all very aware of that over the summer we've had the opportunity as a board to have conversations offline we've had the opportunity as leadership uh to have different conversations and we are blessed that we have five sros with gainesville police department here in our
schools two at the high school now one in each of the middle schools and one at elementary but you can never be too careful about ensuring that your students and staff and families are safe and so we're in the process of posting some positions that will be available tomorrow if they were not already available today that's a safety security manager role but also installing armed security guards at each of our schools what will be different about this is we will be required to adopt a policy which we're working with our attorneys on creating and this role is basically to have a separate set of eyes uh just available on each of our campuses uh they will not be um people they will not get involved in student affairs they will not be involved in parent
affairs they're basically there to provide a presence safety uh to let us know that we've got an additional layer of support we have a great strategic safety system in place we have a great response rate uh with the city when we have needs uh but we felt like coming out of all day and just having conversations what can we do that would add a level of security and safety to the district without um by still making it encouraging places people because at the end of the day we want our kids to learn in order to do that it's got to be safe and secure and so i just want to know that we want to let you know that we will be um bringing that before the board at a future board meeting regarding the
policy these will be security guards that will be uh successful law enforcement experience may be active may be retired but people who definitely know the signs and what to look for within the communities that just want to make you aware of that opportunity and how we can enhance our safety and security across the future all right any questions you've got williams thank you dr williams next item on the agenda is the reading of three policies by mrs donna allen it's a first reading we will not take a vote on it tonight all three of these policies were written in response to legislation that was passed uh this past winter in the state house in atlanta so this is alan all right good evening uh board so we have uh three policies and one regulation that
i'm bringing forward 14 this evening for first reading first one is um policy ikv which is our divisive concepts complaint resolution process and if i can just say anything about these particular three policies these policies are addressing um just procedures for any type of parent concerns as it relates to construction materials and so um these were these are all the resolution processes that we want to make sure that parents are aware of um with the second policy policy i came to see which is material harmful to minors complaint resolution process so again this is another procedure process just so that we have in our policy what those expectations are and what steps parents can take if they do have concerns regarding material and then lastly is policy jrv which is parents bill of rights and
we also have um have a suggested parent bill of rights um regulation and so with that regulation you do have a little bit more flexibility to make you know recommendations edit revisions but if you will um if there are any questions i'll be happy to address those at the same time any questions out i do i have several uh edits to submit to ms allen this is his first reading um i and i will mark them in writing and get them to you okay uh in a couple of times absolutely thank you mrs commissioners typical they will sit out on our website for a month we'll bring them back in august all right on to our action items uh item number one uh the upcoming school year board of training dr rooney's annually board members
are required to have nine hours of training uh typically we will either set aside a three hour time uh on one of our off weeks where we have five mondays in the month or we will tack it on to our board meetings and so for the 2022-2023 school year we are recommending the three following uh training sessions for board members analyzing student achievement and outcome data since we are coming out of cove and have a full year of 95 plus percent of our students taking the exams uh we'd like to share some of that with you but also legal issues and ethics for boards of education and special education general supervision so i recommend that those be the three courses nine hours total uh for your training this school year uh on the item number
two the walton harbor area attendance zone has become a over the last decade almost now anytime there is a new development in the city of gainesville you as a board have the opportunity to identify the attendance zone in which that development would attend school in this case walton harbor which replaced some apartments there tower heights inside that triangulated area a lot of that area is alta vista the cemetery but instead of picking and choosing uh specific developments uh our our leadership i would like to make a recommendation that we take that section of the city and convert it from centennial arts academy that it is currently zoned to which has the highest enrollment in the district and uh transferred over to fair street international academy which has the lowest attendance or enrollment in the district
you can see it kind of falls there with centennial to gea to fair street you can also see on that blue line that is the blue line that separates gms west from east so it does kind of clean up that area just a little bit but this is mainly due to the development at walton harbor that replace tower heights are there any questions comment watson harvard where's miss hall credit walton harbor was built by the gainesville housing authority and it did replace about 10 buildings of senior housing and now is a large four-story structure you can see it from the west bypass there backs up to the cemetery the we asked the housing authority for a democratic democratic profile of the project and they did not have one they did announce when the project was
completed then of the apartments would be reserved for seniors and um a small number for dis disabled individuals and an even smaller number for young families so that's just a quick background on that project the rhythm where's the map the rest of the project is where the arrow is is the cemetery any arrow this the left side of the project is commercial facing pearl knicks parkway and the middle part is tower heights road which i'm familiar with it is mostly retirees so the additional enrollment you'll get will come from walton harbor i don't think it will be significant got a motion to approve by mr smith here's a second second by dr ramsey any other questions and comments all those in favor motion carries all right dr williams east floss 6 distribution in june of
0222020 we successfully as a community gainesville hall county of beaufort city combined schools passed at least lost six at that time we knew that this time would come to distribute the percentages from the revenue the challenge we ran into previous or prior to this was that buford city received all their funds up front in this case they are including the percentages this time around because the highest fte which in this case is hall county is the school system that calls for the splost these percentages you see there are based on the october 2020 fte count which is the fte immediately after the spot vote and so we are circulating this with each of the superintendents we all have a verbal agreement on the percentages uh just as a point of reference that is showing 22.1
percent collection rate per month for us that is down from 22.5 uh from five years ago just a slight decrease but that is mainly due to you for now being a part of that percentage as where before they they were not you can see the percentage there of hall county at 75.3 theirs is actually down just over two percentage points uh from 77.5 from five years ago got a motion by mr smith throughout here a second second got a second by mr mitchell any other questions comments all those in favor [Music] you will be requesting a purchase for a secure file and receiving platform yes sir coming before you tonight to request approval for the purchase of a secured transfer solution in the amount of eleven thousand three hundred and forty dollars from general funds
um you'll note that we did review a couple of other platforms that were at a lower cost but this platform has an ease of use that we believe will make for adoption across our school system make it easier for our users to be able to take advantage of that and it will keep us from having to send documents either facts or weaknesses it will encourage our employees to use both when they're saying the dentist yes sir all right we got a motion by mrs smith second by dr ramsey any other questions comments all those in favor question case hi mrs analyst good evening okay great question for you to see them the first one is to update our precipitation cost sheet uh as we looked at our facility rentals uh there were several sites that
we need to add we need to add several at high school the pavilion practice field the student activities center we need to add monday meal i need to add some of the square footages for rentals that he know as well and then the most important thing also uh on our facility rentals our uh custodial fee was still at 1340 and right now currently uh current uh facility custodial fee is at 17 an hour so we need to bring that up to what we're actually paying out so uh we looked at the last time uh that the facility rentals had been updated and we couldn't find it so uh with the addition of the new facilities it was just a good time to bring it forth and uh all right we got a motion on this
smear any other questions or comments all those in favor motion carries thank you very much thank you our next one is um it's a beautification contract it's a pilot pilot program that if we continue to expand and grow and look at our campus campuses we want to take uh three largest campuses put it out for a contract beautification exterior two plantings a year fall and winter maintaining all of the grounds 52 visits so every week someone is there mowing cutting trimming we put it out for bid we had three companies that bid on it landscape management outdoor lawn services and pro touch landscape beef came back landscape management company for seventy thousand one hundred and seventy six dollars and that those three campuses campuses are gained from high school games from middle school east and
then all right do you have any questions it's uh your contract for the uh school year or calendar year it is for the calendar year starting once we sign contract with them it starts saying okay thank you motion to approve got a motion by mrs smith that here is second second second by mr mitchell all those in favor promotion carries last item um project completion yesterday yes again as we continue to complete our projects there in high school uh two years in and as we uh down to two last buildings to be completed uh we've expanded our project and our scope of things as we've grown uh these are items that were not just oversights but things that came up along the process of bleacher sidewalks and railings down at the practice spill as we
expanded the tracks so that we might be able to host track meets so we want to add bleachers want to add a press box again then sidewalks data to both practice field and also to the pavilion lockers scoreboard sort of track and field again we've not had one because we've not been able to host track meets basketball goals electric uh raising lower and then 134 thousand dollars for contingency so we're asking tonight to complete all of our projects there with the exception of the three-story academic building for one million dollars uh funding source of splash five access all right are there any questions uh is there a general timeline uh that we can expect or is it going to be spread uh throughout the school year it'll be spread mostly throughout the school year about
half of it uh we hope to be in place by october and then the other uh will be in place we'll get it done as we proceed with a three-story academic build some some of the items will have a higher priority than others yes you've got lockers for example and those will have to come soon am i correct yes and really at the end of the day the bleachers sidewalks and some of those businesses you see in the school board our goal is to have those in place before we start spring sports so track soccer you need to cross anything we host there on that side it would be nice if track got a full season with full facilities because i know that was a disappointment to a lot of kids and parents so some
of that stuff again we will try and get uh again completed by the end of this year so then as they start spring sports is it fair to say we're nearing an end expenditures we except for the newest building correct correct we are i hope that's all that's for the record that's all the records he'll not be back this calendar year that's right i won't ask for any more of this calendar here all right got a motion by mr mitchell here a second second by dr ramsey all those in favor carries thank you reverend knowles thanks uh any disgusting items yeah it has come along real well uh we've uh identified some areas where we're gonna do some replantings of uh some trees there uh same as what we've got in median at turtlenecks and
so we'll do that we're going to uh do some uh hydro seeding in certain areas to stabilize the bank but it's really clear enough well are we extending that to the centennial campus as well or is it just from the high school this is that first phase of it and that we're doing from uh sean watson away all the way out and then as we get that done another phase would be that we would look at on for the centennial area the the wife of a former board member calls this our curb appeal project it has a nice ring to it just so you'll know it's her words not my per appeal project the drawback is you can now see the poor shape of the digital sign at gainesville high school and the modular unit
that's now going to be housing there a year with carol daniels so we've got some some things that we're going to solve there a little bit not much all right thank you everyone for coming
