001do not have a mask we have masks to offer you if you refuse to wear your mask you will be asked to leave so um with that said here are our masks thank you so [Music] thank you for your cooperation i'd like to ask everyone to please stand allegiance [Music] indivisible thank you the board will now move on to the public participation portion of the meeting dr german we'll begin with the superintendent's report [Music] mr johnson you got the stream going good okay thank you adjusted all right first things first i'd like to wish someone a happy birthday it's not nice to give away a lady's age but morty lordy look who's 29 to miranda we have back to school teacher orientation monday tuesday of this week had a good two days uh had a

002there's a different change this year we had a lot of businesses we sent out close to 200 letters and that was it's hard as work it's on the news it had a good response and we were able to give away a good number of private staff and i think that was appreciated and then we also had food trucks out so they could get their lunch here to school and not have to travel as far to get that and it was a good day and then today was our first day of school i went to every building today with every principal and it's a blessing to have veteran administrators that have been there done that many times pretty smooth start everywhere we went so nothing out of the ordinary for a first day so thank you

003to them an update on registration numbers we are up 133 students from what we were at this time last year now the numbers i was using from previous years are off the sixth day enrollment today obviously isn't the sixth day but it's going to be comparable so we are seeing another growth in our district which is putting a cramp on some of our numbers but it's a good problem to have and speaks well for our district also congratulations to katie caslett she earned the 2020 iada athletic director of the year very very well deserved uh we instituted a new traffic flow pattern today as recommended by terra engineering it's improvement concept number two and like anything when you do something new for the first time there's a learning curve and we're in the process of

004that learning curve uh yes we know it wasn't perfect and didn't expect it to be the first time you tried something you know to hit a home run so uh we're going to continue to run that for you know the rest of this week and look at what is working what is it and then have the traffic committee come together and make some recommendations on what is working what isn't how we can improve and make it better so yes we are aware there are some issues with it i'm part of it is just operator air just not knowing the system hopefully that improves over time as people learn the system with that mr andrews miranda did you put the video on the flash drive or miranda could you pull that up i just wanted to

005share a quick video this is not the traffic pattern that we're doing it was just one of the concepts that was thrown out to look at as an option but i wanted to share it because this video was done by dr adrian students he asked them to put this together and i think you'll be impressed as i was and how well our students work to make this thing potentially work you got it [Music] high school students could drop down here after last closure off the bus will proceed to the middle school the bus will continue towards the middle school and the bus between the left they will stay in the lane closest to the school the most will continue to be close to the school doors and this is where the middle exploits which are

006done there's a lot of little scope here at java here is the mount all pedestrian shop will be divided behind the high school driving past use the service or outside from school [Music] students will then be dropped off in the dms parking lot asking yourself high school here in java [Music] high school student charges our student job your child will be moving behind high school student drivers will stay in the outside league as they go around the high school until they reach the middle school students will drive through this middle school parking lot and will enter the high school parking lot through any of the three so those were the students that put this together so thank you to dr adrian and your students and we each got them some gift cards to thank them

007for their work even though we didn't use the concept i thought their work was exemplary so thank you to dr adrian and his students last item i have one of my goals was to put together some type of newsletter pamphlets wire outreach to community that are taxpaying members of our district but necessarily do not have students to go to our region and whatnot uh just letting you know that is in the process of being worked on and hope to do that two times a year so that will be completed and sent out probably you know after thanksgiving maybe first of december something like that so you can be looking for that to come out about that time thank you just give a little update on looking into the driver education piece i'll refer to dr

008adrian on that he's asking about drivers education and can you update us some of the conversations we had all i need to speak today we're working on a proposal to uh the process of our student driver being able to get their license on time but right now i don't know for sure i have a number but they're at this time we'll move on to public comments is there anyone who wishes to address the board if so please raise your hand all right thank you before addressing the board i'd like to remind you of our guidelines for board policy 2.230 we ask that when addressing the board you identify yourself and please debrief comments shall be limited to five minutes the speaker is asked to please conduct oneself with respect and stability towards others it's advisable

009that individuals under the age of 18 who wish to address the board be accompanied by his or her parent or guardian the board typically does not engage in two-way conversations during the public participation portion of the meeting any follow-up response that would be required would be addressed by the administration at a later date it is recommended that to be respectful of others to protect confidentiality complaints against individual students staff members board members either named or unnamed be presented in closed session or be put in writing signed by the person or persons making the charges and delivered to the school board of education secretary at this time i would like to ask anyone who wishes to address the board to come forward and sign the public participation sheet then each speaker may come to the podium

010and begin by speaking into the microphone stating their name and the topic they wish to be addressing if there's anyone who's ready to come forward please do so now [Music] my name is tim bruce i'm a parent within the district and the topic i'm bringing tonight is the mass mandate first off i wanted to start off by saying that you know i appreciate the work that everyone puts into this district having spent seven years at a another school district you know being a school board member i can really appreciate the work and time and effort you put into it but tonight i came not to talk about i didn't want to get into talking about a mask there's no scientific you know data behind using them and i didn't come to talk about how there

011are real health risks with wearing masks what i did come to discuss is the fallacy that a school can lose their their recognition by not following the mandate the state superintendent or the illinois board of education does not have the authority to revoke a school's recognition status based on this mandate to revoke they would have to show through due process that the school is deficient in the health life and safety code through through due process these mainly pertain to facility issues that are explicitly spelled out to have the power to enforce the executive order mandate house bill 2789 would have had the pass which it did not in closing i just wanted to summarize that the state board of education or the state superintendent lacks authority to enforce this mandate so essentially the district holds

012the direct responsibility of adopting this policy through either ignorance of the rules or through their willful participation thank you okay thanks tim first i'd like to say thanks to the school board for this opportunity to speak my name is jade hamer i'll be speaking on the mass policy i have a daughter in dunlop middle and a son at hickory grove elementary i was able to share my thoughts at last week's board meeting focused on the mass mandate voted on by the board although it was buried in the return to school policy i talked about how facts mattered and shared some local code data i urge the board to hold the line on the mass policy the mass optional policy and fight the governor's executive order the board voted in favor of mass mandates i believe

013501 reversing the mass optional unanimous vote in july since last week i've engaged in direct discussions with board members to dig deeper into the thought process i reviewed superintendent dearman's recent letters to parents including the section on masking i've also analyzed state of illinois legal statutes case law legislative bills and constitutional authority of illinois administrative agencies compared to locally elected school boards i've engaged with neighboring school board members with mass optional policies learned from attorneys and canvassed other school districts masking policies i'll share my key results tonight and all board members have a full transcript in your inbox parents or media can reach me at hamer j n at hotmail.com gamer has one ammo all input even the not so nice input is welcome facts matter especially locally facts local facts first let's quickly discuss

014local code data because facts matter and local school board members need the facts if i look at peoria and tazewell counties the average cobit death rate remains at zero i'll repeat zero okay let's talk about cases average daily cases about 70. on the surface that seems high but let's remember the population of peoria and tazewell counties is about 312 000 people the percent of people the percent of the population with diagnosed coven on any given day is less than point two percent or one person in every five hundred i don't have stats on kids under eighteen assuming it's much lower exactly why we need local school boards to decide policy for local schools next deconstruction of superintendent dearman's recent letters to parents parents received no information from the board on this issue no advance notice

015to address in last week's meeting so let's shift gears to superintendent dearman's recent letters to parents with an emphasis on masking policy changes it's clear our board believes in mass optional policies given the july voting record it's clear most pivoted in reaction to the governor's recent executive order under the illinois emergency agency act what's not transparent is why our board is not properly assessing the risk legality and ultimately standing by their original mass optional policy i'm here to help i've said that before but i also need to share this information with parents let's get back to the analysis of the letter executive order number 85 by the governor our school board should challenge the legality of that order that attempts to strip the local school board of your authority enforce schools to follow illinois department

016of public health idph or illinois state board of education is me in times of emergency let me address the recognition status funding and accreditation threats parents of children in dunlop schools need to be asking these questions like i am to the school board if i was a school board member i would ask these questions to qualified attorneys don't be satisfied with general answers which merely deflect don't be misdirected demand solid concrete answers with specific references to statute rules regulations and case law i would not be interested in guidance house bill 2789 is currently being considered by the illinois general assembly if passed this law would while we're under a public health emergency as proclaimed by the governor compel a local school district to comply with safety measures by the idph if we do not comply

017isbee could suspend our recognition status since this bill is not yet law what specific authority exists to compel our local school district to comply with idph guidance i respectfully request more time could you please finish up within the next two minutes if everyone asks for extended time it would be very difficult i'll take some of his time he's going to take two yeah thank you i had the full transcript of house bill and audio from the may 2021 senate committee meeting it's just three minute clip describing the proposed bill which did not pass the senate why is the illinois legislature working on house bill 2789 if idph and izb already have authority because they don't have authority where is it expressly second question where is it expressly written in any law that the governor can

018at his pleasure take control away from school districts while i understand the illinois legislature can do such things as they are considering it in house bill where is it that the governor can just disregard the legislature and make these demands upon us if you tell me he has the power under the illinois emergency management act please point me to the specific provisions in that law which states he can take our authority away state superintendent ayala's letter provided by superintendent dearman did not do this either isbe does not procedurally have authority pursuant to title 23 of the admin code part 1.20 clearly the legislature doesn't believe they have delegated that authority to the governor or house bill 2789 would in many aspects be an exercise in futility no miss ayala the executive order does not have

019the force of law question three our funding is determined by a funding model that has been created by the illinois legislature please explain to me in detail how our funding could be jeopardized by not filing idph in isb which has not yet been commanded of us by the legislature while we understand changes in recognition status might impact funding esp cannot suspend recognition status for failure to follow idph guidance as house bill 2789 is not law pretty compelling legal argument let's also scenario play if the state superintendent ayala attempts to put us on probation because she will by the way this step is likely also illegal as it can only happen if we violate certain explicit explicit statutory conditions during the annual recognition assessment process you are familiar with this the probation period would give us

020about 60 to 90 days to communicate our remediation plans if we do not is we must prove in the courts that we have violated the law in order to revoke our recognition status that process would be extremely slow we could pull back at any point of that six to twelve month process lastly with 50 to 100 schools following this very same path do we really believe pritzker and his administrative agents would take these actions that's a lot of kids impacted horrible press voters impacted in summary risk of recognition status funding accreditation not legal not an efficient enforcement process not popular and not likely what i just laid out is proper risk assessment and my expectation of elected school board members insurance personal liability basket enforcement and sports my time is getting short i'm over time

021thank you i appreciate the extra time my email also deconstructs the real risk of insurance coverage school staff personal liability touches on civil disobedience the media likes that term which could lead to significant disruption in legal liability on the last point where is it written in the illinois school code that a child can be excluded from school for not wearing a mask the resolution of isbee states that a child must be allowed to attend school unless two things happen vaccinations october vaccinations and a warranty order where is it in any law or regulation allowed for not following mass policy while i'm supportive of the dunlop school dress code that's not a good place to bury the local mass policy enforcement here's why why is there a separate enforcement pot why why is there not separate

022enforcement policy unmasked because it's not covered by the illinois school code this presents legal liability on the dunlop school district add this to the potential legal liability related to impacts from excessive mask wearing hypercapnia hypoxia depression oral hygiene and asthma i did not address sports but i'm happy to in future meetings i'm sure great schools in iowa indiana missouri florida texas would love to battle dunlop's fantastic athletic teams there is a path forward for ihsa and iesa illinois competition which is driven by recognition status which i beat on tonight be steadfast be creative ask for help in closing i promise we need four votes to reflect your true beliefs for the kids you represent for protect protecting your locally elected rights as a school board member where does it end what's coming next what local

023authority are you going to give up next our paths are available other paths are available to parents which are more disruptive take a stand now be a leader do the work don't stand on the sidelines and watch other schools are all in others will join parents will support and kids will support you made a courageous decision last year to open schools for in-person learning that was the correct decision in hindsight you are not quite there on masking policy trust your original analysis and change your vote that's all i have thank you good evening trent shaw i have five kids in the district two at dhs one at dvms one of welderweight and one at uh speech at banner i want to start by first of all saying i want to thank the for the opportunity

024to speak tonight for the free speech to stand here tonight and have this discussion with all of you this is a freedom that just recently i'm starting to question whether or not i'll have forever in the in the current light of things right now i'm not going to talk tonight about statistics and science and arguments of covid but i have a few questions i would like to ask the board before i do that i want to thank you for your service to us i realized completely this is not was on the uh the job description when you guys signed up for this and i want to let you guys know we appreciate your steadfast your diligence and the hard work that you guys put in thank you my first question has our idea of the

025best ways for our kids to learn changed just recently we so appreciate the efforts put into making unanimous decisions to let our parents and students have the choice to wear or not wear a mask last year you were one of the first ones to say we're going to go back to school in full in person or remote learning giving everyone a choice i think we all agree that it was quite a success all things considered the board the faculty staff and students should all be commended in addition you were one of the first to declare intentions to make masking voluntary for this year and it was deemed best for the students we were grateful to know where you stood early on thank you for your plan we felt that voices were heard the board and

026the administration were advocating for children you're advocating for my two that have asthma you're advocating for my other childhood speech that can't see a teacher's face as they're as they're trying to describe the speech for him you are as the parents we could weigh the risks with our children and implement our own on our own what is going to be the best for the health of our children and our family but now things have changed the hope our children had was shot down by our governor and our concession to him the meeting took place last week concerning the mass mandate was not made known to the public it was discussed in executive session as i understand it as i've read this is problematic and inconsistent with the board that we know and trust what happened

027to the transparency and so i just want to ask you guys to reconsider how you went about that that approach respectfully i would ask that you revisit at a special meeting a future board meeting where the public could be made aware and each and every person could be heard directly regardless of which side of those fence that they're on so that you guys could actually hear the pulse of the community that's voted for each one of you this leads me to my second question where are we going to draw the line if we don't stand up for what we believe is the best thing for our kids and who we are as parents and advocates of education you've done the research you've weighed the risk factors you've weighed the science and statistics you've heard it

028all you've researched the effects of mass on emotional psychological health of children what measure is too far until we take a stand at what point will we say enough is enough if you haven't stopped to stop to consider it please do so now where is that line what is the action plan we as parents deserve the right to know we have done everything that the governor has asked of us and our children see him having fun in the sun and mask free as he as he or has mandates upon them we would like to see progression throughout the school year things that we let slide last year should not be tolerated this year teachers should not be threatening to tape masks to kids face which happened last year we would like to see the board

029revisit this issue many times we'd like to see just a strategic plan of how we get out of this mandate either now or in the near future we'd like to leave you with an analogy of the boiling pot on the stove you take a poor frog you put into a boiling pot of water he's going to jump out this fast but you take that same boiling pot and stick it on the stove but that's the same pot of water sticking on the stove put the frog in it and you turn up the heat and he stays there until he just dies the question that i have is that water is getting pretty hot at what point do we say enough is enough and we're going to take a stand in our plan of how you

030guys have created your plan with diligence with honor and respect the way you guys have created it i'd ask you to reconsider to go back to that plan in the near future or at least give us the plan as to how we get back there is there anyone else who wishes to speak hmm good evening uh first as far as the traffic pattern is concerned must be a success my daughter in the car returned undented both [Music] thank you for allowing me to exercise my right to free speech this evening before the board my name is lindsey johnson and i come to you as a lifelong resident of peoria illinois i intentionally moved to the dunlap school district in order to get the best public education for my children available in this area if not

031the entire state two of my children have completed their education in dunlap schools and are doing very well my continued gratitude to this district many of you knew them still i'm currently entrusting this board to oversee the education of my third child she's a lovely and beautiful young lady who has a marvelous academic record she helps with freshman orientation and is loved by teachers and staff she began singing in chorus as soon as it became available in middle school it is and has been one of the most exciting fulfilling things in her young life the illinois music education association has seen fit to recognize my daughter's voice and her technical ability in chorus every year since seventh grade her first audition for them last year they awarded her coveted all-state honors for the first time

032she's been in madrigals every year even freshman year here at this high school and this year has been selected to be part of the court itself she's terribly excited and so are we last year governor pritzker issued his mass mandate and our daughter's voice was muzzled along with the collective voice of the rest of illinois chorus students our outstanding chorus teacher expended immense effort with tenacity creativity and grace but events still had to be canceled parents and family weren't allowed to attend the madrigal's performance at christmas the performance was recorded and every participant did their level best to sing through their masks every voice sounding like they were singing into a coffee can as tragic and disappointing as this is there was one more piece of sheer joy that no one was able to witness

033and enjoy you see our daughter absolutely adores singing it brings joy to family friends and strangers alike when she sings the joy is obvious and even infectious why do you ask because when our daughter sings she can't help herself she smiles from ear to ear the most joy and contentment in a smile you've ever seen it lights up every performance until masks it didn't light up last year's madrigals or any other course event last year for that matter and now it's on the brink of being masked and hidden away again why do i relate this story to the board tonight because this virus will be with us the rest of our lives it's never going away it's like the scores of variants of flu and cold that we deal with every year will you this

034school board keep my daughter's joy hidden away for yet another year or even will you help to keep it hidden forever all because of a virus that's no more deadly than a bad case of seasonal flu yes you because you were the ones hiding all of our children's joy you've chosen to allow fear to rule your decisions on the board and eye for one of many will not support someone who allows themselves to be bullied and pushed around by tyrants and those who think they can control others based on their own personal and political agendas you voted against a mandate before governor pritzker made his announcement why well it's something i tried to find out last friday at 10 to 5 when the announcement came out back to school i emailed each and every one

035of you on this board friday i was very polite non-aggressive and appropriately formal in addressing each of you but only one of you replied and even that reply gave a non-answer people want to believe that only monsters commit mass abuses and atrocities but it's actually ordinary people just doing their jobs and following orders who make the horrors actually happen historically the most terrible things war genocide slavery have all resulted from simple obedience the time to disobey is now it may not end well for us but i guarantee if we do obey now this will most certainly and not end well the vaccine mandates are coming the vaccine passports are coming critical race theory is coming abominably pornographic sex education for kindergarteners is coming from springfield the teachers unions and the isbe and so much more

036you know what's right and you were elected by us to stand opposed join the teachers leaving the unions join the more than 30 illinois school districts and still counting easily upwards to 100 including our neighbors in broomfield who already oppose springfield and make masks optional as you yourselves originally voted and still won't talk to me about i implore you as a father an american and a human being stand up to what the politicians are doing to this nation and help bring back freedom from tyranny add some joy back to this country add some joy back to the school district add the infectious unbridled joy of my daughter's singing smile back to all of us thank you is there anyone else who wishes to address the board the same thing saying that this concludes the public

037participation portion of the meeting the board will now move on to the information and discussion items i might say something again so i'll agree with most of these people you know how i voted glad to see the public was awakened to our decision on the return of school i was disappointed that we quickly added that mass plan under our emergency meeting last week i'm not sure how that happened we don't quite understand this like we should it was behind the closed doors which maybe wasn't right either in executive session as a policy decision non-transparent when i'm on this board we talked about transparency transparency it went away that night um so i think it may be necessary to have another emergency meeting since the public is wanting to be voiced so let's just we'll see

038that's our duty we need to listen to the public for the kids and the teachers say let's take off these masks and raise up our flags back in the top of the flagpole i don't know why they're half masks can't figure it out and get back to real work done not parents want to control want to control their kids and we must stop that intrusive power from our governor and the powers that are above us so thanks for coming anyone else have anything to say this evening all right then this does conclude the public comments portions of the meeting the school will now move on to school activity accounts reports they were included in the packet do you have any questions see no questions this concludes the information discussion items board will now move on

039to the consent agenda are there any questions or discussions regarding items on the consent agenda may i please have a motion to approve the consent agenda i move to approve the consent agenda has presented thank you mr philbin may i please have a second second thank you mrs henry any discussion roll [Music] move on to the action items the bill lists the treasurer's report strict investment report are included in the word packet are there any questions they please have a motion to approve sure mr mckenzie is here i just want to thank him um as we're looking through the build list we did have several questions he did a great job answering any questions that we had just to let you know where we are taking a look at this because as we do see

040we'll go through fy the budget here coming up and we'll see that we potentially may be in a deficit so just want to thank you for your time and answering our questions so quickly as we review all of everything on the list thank henry i felt information regarding the property tax appeals for the board assessment is included in the packet are there any questions i do have a question um as we go through them i know this has happened this happens every year and there's always several i'll have to reach out to the attorney i don't know that information i'll tell them i'll find out i'll give it to you thank you may i please have a motion to approve the property tax appeals and amy are you going to be going individually or qualified

041all together well if they're on the agenda as all together you can do them all together but as i mentioned i sent a note to you and dr gearman that i'm going to have to abstain i understand because i have a professional conflict with one of the companies that's on the list i understand and i appreciate that thank you i'll move to approve the property of tax appeals for assessment as presented thank you any discussion mr mckenzie will discuss in 2022 budget mr mckenzie [Music] all right thank you madam president school board for having me tonight i'll have a brief um presentation about the budget i've talked to several of you already uh this week so if you have any more questions tonight i'll answer the ones i can and then if you have any

042additional questions as we move forward as always feel free to call me or comment all right so uh every year this time we have to do our budget it has to be approved by september 30th and given to the roe by that point so this week we are going to publish a public notice in the newspaper we will then um also have it on display i'm looking up there since it's right in front of me but different situation i've never done one in this room so just get nice of my act together here but uh we will also put it on display it'll be on the district's website and we'll also have a printed copy at the district office so if anybody would like to see it or get more information that's where we'll have

043it on display we will have a public hearing at the next school board meeting on september 22nd and hopefully approve the final budget on that board meeting and then we will present it to the roe and submit it to issues some of the assumptions that we have for revenue i have here on the screen evidence-based funding the state has just a couple weeks ago finally released the increase in evidence-based funding must be called general state aid for those of you who've been doing this for a while i still always want to follow general state aid but except within space funding now corporate personal property replacement tax that just was released last week that is taxes that companies pay and we get a percentage of whatever companies pay throughout the state the state is estimating that

044there it will increase 14 in this next year that has everything to do with how the economy is doing how profitable businesses are and then for eav i talked to the county and they're estimating about one point three one point four percent uh increase in eav in this budget i've done one percent increase uh but you'll see in the budget that the uh property taxes still go down because the most of the property taxes we're receiving in this budget are property taxes from last year that we passed last year and so that was you know we've had three years where property taxes have gone down our euvs have gone down and so now we're hoping that this that trend is stopped and we will have a slight increase for what we pass in for next

045year so the june receipts will have a one percent increase or one and a half percent somewhere in there that's what we're anticipating other things like payroll i'm assuming you know we're having the budget all the existing employees that we have started already things like subs i used numbers from a couple of years ago not last year because last year subs were kind of high for obvious reasons but i'm hoping we'll be back to the more normal amounts for subs and that's what it builds you so what i usually do and i've kind of developed this process over several years of doing this i don't like the state's form for the budget i got lots of information it's great for a guy like me i can look at it i can tell you what all

046that means and you know it's just too much information for the board and for the public so i have created this summary sheet that i put at the front of the budget and it's got two hands there's the left hand which is the operating portion of the budget that's what you're seeing here and then there's a right hand camp side which is the non-operating funds so but first we'll focus on the operating side traditionally it's illinois schools or the education fund operation and maintenance fund transportation fund and fund and working cash this is where most of the school districts operations and expenses and revenue all goes into these funds these are the most you know things that we control uh oh you know more than other funds um the biggest thing everybody wants to know

047is what are we budgeting for uh you know revenue over expenses and if you look in the far right column for the total operating funds the third line from the bottom is the uh is a got brackets around it as an accountant we put brackets around negative numbers so that's not what we really want to see in this but um the reality is revenues are we're expecting are still going to be a little down in expenses just from inflation and stuff are going to be up so that's where we are the the biggest part of that is in the education fund 2.2 million i did add a slide from the one i sent out last week um just kind of showing you the differences in the education fund that's the biggest part of the budget

048i had all this information i just didn't include in the presentation because just for brevity but you'll see in this the various pieces of the budget uh property taxes are down we're still expecting to be down replacing you know the corporate performance the personal property replacement taxes are going to be up a little you know just 15 because some of it goes into other funds and uh the part that goes into education about is 15 compared to the 14 percent previous slide uh select state grants are still not you know probably not there's probably a few that are still in the process so i don't have those numbers so i'll be adding those as we get them and then the biggest increase in revenue is federal sources 58 and that's sr2 and sr3 funds you

049know the cares act uh second and third uh i think proportion and that's 58 to 58 to 5.5 and that mostly you know we're getting the revenue in that line and then we're having expenses down in the that match that that increases matched by an increase in expenses and then in the expense side you'll see that salaries we're expecting go about four percent it's raises various things like that benefits 7.53 that's mostly health insurance we're expecting health insurance to increase this year so that's why that is up at that point purchase services uh what about 180 000 of that 26 is from esser funds and supplies about um seventy thousand disaster funds and the rest is just budgeting more back to what we're normally doing you know last year was not a normal supply year

050it's been a lot more on masks and stuff than normal but we spend a lot less on sporting you know sports and things like that so this brings up the number and then capital outlay is up at 1.3 million for what we spent most of that is in technology a little over a million dollars of that comes from master funds so that's why that big increase so i didn't do this whole uh complicated thing for every fund but that's what education was so they're going back to the other funds the other the other funds i want them transportation you know one has a little bit of a surplus one has a little bit of a deficit dr dearman and i over the course of the year will review all the expenses and we will try

051to you know our goal will be to shrink into this deficit as as the year goes through my hope was that we would not see in the end this kind of number but but we have to start somewhere else the logical equations are so and then when i consider the right side of the summary sheet that's i put the budget is the non-operating funds debt service that service is completely dedicated to paying our bonds if we were to close tomorrow the county would still levy taxes and pay our bonds and so any fund balance in that is just a timing difference between when we collect it compared to when we pay the spawn payments i am wrestling security uh we are talking about possibly doing something with that but uh because we do have we

052have developed a little bit of a surplus in that fund that's probably more than just needing that but then capital projects uh most of that money is coming in from the county school facility sales tax which we got to notice today about what it was still very strong a lot stronger than i would have thought it would when i was doing this last year tort is basically budgeted break even and then life safety we're spending out some of the life safety funds on a lot of the several projects we did this summer so and then go up going into the year so those are those months so the grand total um i budgeted a 1.7 million dollar deficit and like i said the goal would be as we go forward with this we will work

053to shrink this deficit as we go through by controlling overtime controlling subs and controlling the expenses that we can so um these i put in here just as reminders about how we get our money in the operating fund 71 percent comes from property taxes we're up to 10 percent for federal sources it's higher than normal because of all the ester funds we've been getting that will shrink as the user funds go away that other big portion of it is evidence-based funding at nine percent and uh replacement taxes at three percent so those are how we get our money to pay for all this and then this is how we spend the money in operating 67 from salaries and 11 from uh benefits so even though we're spending a lot on capital this year because investor

054funds were still at that eighty percent almost of salary benefits which is perfectly normal for a school district usually that's seventy eight seventy nine they can pretend the next steps um of course we'll have uh we'll we'll post it on the district website and at the district office and then we'll have the public hearing on september 22nd and ask you to approve the board or approve it at that meeting also so that's all i have for tonight if you have any questions excellent presentation very very excellent and i like that you said twice we will continue to try to shrink that's very refreshing to hear that so thank you so much anyone else have any comments or questions can you go back with the baby horse lights [Music] all the fundamentals i'm sorry at the

055bottom what our actual balance of the 60 million oh yeah 60 billion dollars okay okay i mean uh across all funds of course our fund balance is expected to be 60 million obviously not all of that funds all those funds are available for um operations you know that's why kind of why it's separated so people have a tendency to jump to those kind of those bottom line numbers and that's useful information but a lot of that money is tied up in in the non-operating funds and they're not you can't use them for payroll you can't use them for supplies you have to use them for you know the reasons that are set up within those funds so you really have to go back to the operating portion that's talk you know where you get to

056um the fund balance that is available for things like that so for the 46 million is very very healthy a lot healthier than where i came from so i like to see that number um but it's still um uh less than i mean i encourage you to focus on that number and our real surplus and 31 million in the education fund which is where we do most of our purchasing and thank you i think it's a great presentation i just want to make a comment here the corporate personal property replacement tax increase of 14 um that's very significant for us i think you indicated it's about 1.1 million right so i just wanted to look at that pretty significant michael are you done can you go back to the operating slide you got it up

057there i'm reviewing this and i'm looking at the education fund and what we're showing is am i correct 2 million 286 000 shortfall between revenues and objective expenditures and then you follow that line across and we have some surpluses in o m and working cash and so on all four of the operating funds the net negative uh figure is a million 872 but going back to the ed fund itself that's that's where we're going to be we're going to be underwater and we understand that okay now go to the next page non-operating the one thing that this page doesn't have the first one did is a summary a total net for just this page because what it's done is it's taken the totals from page one the operating wrap these into it to give us

058a grand total and what we're showing in the grand total is a loss a deficit of a million seven hundred fifty four thousand dollars which means this page has about a 100 000 surplus correct okay um but but in our operating budget that's the one that we're seeing the deficit this one this this space is almost even good and then i think teresa's point she's trying to make the indian projected fund balance is showing 60 million right now but part of that 60 million includes tax revenues that we've already received through june that are going to have to be expended we're not really sitting on 60 million dollars of fund balances that's true that's correct and that is true that's one thing that we get in illinois in peoria county we get a big portion

059of our taxes and i don't have those numbers right in front of me on june 20 22nd you know and so that money is sitting in the bank on june 30th which is what i'm using here in numbers and uh that money has to be expended through a year so i mean that's one of the problems with fund balance looking at a fund balance at this point in time june 30. it is the highest your fund balances will be all year long because as soon as june starts your july starts you're going to start paying payroll and you're going to and it's going to start going down you're going to get another big confusion in september and then your lowest amount's going to be in may because you know you get this big big infusion

060and then it all goes down and then you get a big infusion and change so it's hard to look at this number i agree and really say okay that's the money in the bank that you that is probably money you have to make that day but it's because we just received you know one of our big infusions but i do want to bear in mind that our ed fund is that that one that we have to try to understand right because that's the one that and it doesn't go down and it goes up um i'd also like to compliment you on this glad you have this form this is the third time i've been through this is the first time that i've ever been so easily understand this so thank you we appreciate it i

061to get with mike at some point in this mic and i i think it would be helpful just even for me i haven't been on the board for very long no longer the new person but i've never been on very long just for context i'd like to see programmatically maybe not included you can include last year but last year is kind of the anomaly but i'd like to see just on a high level i don't need my teacher my staff anything but what programs we've either been able to add or what programs we've been able to subtract or have had to subtract because i think it would add a little context to the numbers because it's not always apples to apples when you're swinging in programs or taking out programs so i'd like to have

062a better sense of you know what we had to take out and you know how that may play into this versus if there's anything we were able to add so we can have that you know hopefully in advance of the next meeting because i'd like to get a better feel for some of the things that we had to maybe jettison or maybe some things that you know we want to take another look at all right are there any further questions comments great [Music] i moved it through the fy 22 tentative budget [Music] organizational chart are there any questions on the organizational chart what what were the updates from the previous chart oh we had the two tosas and then the one that was up on the web page did not have katie casle's position it

063was boarded through as reporting to the superintendent and then the eight uh middle school ads reporting her so we'd be interested in that so my question um as i look and i went back and told the old one so do we now have a director of operations or director of business services because they did you just change the title we do not at this point do not i'm sorry we do not have those positions at this point okay we have a substitute at this point we have not hired purpose i understood i understood but i guess my question is you just changed the title though right it was director of operations corrupt and now as director of business services with the same report structure underneath that's correct dr jeremy you must have two ptosis i

064only see one on here is there a second one that's not shown here i see a tilde sound as the director of curriculum instruction but i don't see one anywhere else oh well it is two toes it should be a two next to that because that was the assistant uh curriculum director we no longer have that position so that was the update but we can put a two next to that to under the director of curriculum and instruction that's correct because the assistant left is that right [Music] um i want to come back to this after closed session so i'm going to move to table this matter until after closed session is okay this concludes the action items portion of the meeting day please have a motion to adjourn closed session a motion to adjourn
