I have a number of recognitions I'd pleased to share with you tonight Uh beginning with our annual preschool students that shined at the spelling bee the Vivian Adams early childhood center hosted their annual preschool spelling
bee in March and the participants as always did a wonderful job spelling sight words in front of the special guests and family members and first place went to Amara Lyons second place Jacoby Goodwin and third place to Jacory Goodwin so we celebrate each of those youngsters and as well as their teachers and families for supporting them. In late April the Southwestern regional region of Illinois principals Association IPA hosted its annual student recognition breakfast and our district had the distinct honor of recognizing three students who lead with humility inspire those around them and make a lasting positive impact within the school community. We want to congratulate the following students for exemplifying leadership character and excellence they include Pamela Johnson McNeely of officer Bryson Guten at Avant and Jermaine minor at Dunbar Elementary. Our CTE students have
reached a new milestone we're very excited about with SkillsUSA Nationals so we are proud to recognize the outstanding accomplishments of our East St. Louis Senior High School audio-visual students. They competed in the SkillsUSA state leadership and skills conference and in particularly in the challenging category including digital cinema production and audio production they showcased their creativity technical skills and professionalism earning first place at the state level. And so as state champions Gavin Manning and Janice Swisher will now represent Illinois at the Skills USA National Championship will be that will be held in June in Atlanta. And this is a first for our students to be competing in this at the national arena in this level. So we thank we honor those two students that will be advancing as well as thank their advisers Miss Rochelle Reed
and Mr. Marcus Wilburn for their continuing support for the students. And we wish them the best of luck. Additionally our East St. Louis marching high school marching band delivered an outstanding performance at the Drums Along the River Day Battle of the Bands regional competition that was held earlier in May. They earned multiple top honors against a strong field of competition including earning first place for percussion, first place for the flag team, and first place overall band. So we are very excited about those those awards and congratulate our performers for representing our district with excellence, discipline, and determination. We also want to recognize the leadership and support of the band staff including Delena Redmond, band director, Ryan Macklin, assistant band director, as well as Ida Sykes, the flag team sponsor. We are proud to recognize Delicia
Scott, a special education teacher at Mason Clark Middle School, who has been selected for the highly competitive school year 20 Teach Plus Illinois Policy Fellow Illinois Policy Fellowship. She was chosen from a large pool of outstanding educators across Illinois to join the selective cohort of teacher leaders. As such with the fellowship which runs from June 26th through June of 27, it will be providing educators such as Miss Scott with opportunities to shape education policy through leadership training, advocacy, and stakeholder engagement while while she continues to serve in the classroom here in East St. Louis. The fellows also receive a stipend in recognition of their work and contributions to the educational improvement around our state. And last but not least, we want to celebrate and proudly recognize 17 of our staff members who have recently earned
advanced degrees. They demonstrated their commitment to professional growth, lifelong learning, and excellence in education by pursuing continuing education. And their dedication reflects a deep investment not only in their own personal development, but also in the success and achievement of the students and families that they serve each and every day. 010Antoinette Galladay, can you please step up? >> [clears throat] >> Good afternoon. Good afternoon. Good afternoon. Um so, I know there's a long list of um concerns and comments that are on there um stemming from harassment, bullying, intimidation, um you guys having students that are on your football teams that do not live in the city or the state of Illinois. Um but, my most important is the harassment and the intimidation and the bullying of your security. Um, we're going to start with your security, which is also your resource officer at East St. Louis Senior High School. I've had to file, this is my second, um, complaint against him. So, he just recently made a call using his authority and his badge as a detective to have me illegally arrested at Dunbar Elementary School under false
arrest. Um, and that was because you had a security guard that was fired as a track coach at Dunbar Elementary call him to give him false information, which led to the arrest. Um, I've addressed this before. This is the same security guard that was harassing my son when he was in the district and when my younger son was in the district always stating that my son had to be removed from the premises. I addressed the courts last year or I addressed you all last year. I also addressed the courts, but instead of terminating the person that was causing the issue you all collectively terminated a coach of the track team and you left the problem still in the district. So, therefore, the problem is not going to stop until you remove that person. I cannot
tell you all what to do. Of course, you know, you guys don't allow me to ask questions even when you told me that I'd get a follow-up about the last incident. Here we are over a year later and I still have not gotten a follow-up. I've called Miss uh Garrett and she directed me to the chief of uh security, if I'm not mistaken. I've yet to speak to that gentleman. I've returned seven calls as of today without a return call back. So, there's no punishment for what is going on in the district, but these are the people that are being hired. I was not here causing the disturbance. I was at the the school simply to speak to the principal. You all have a teacher that my niece had and she loved that man so
much she asked him to be her godfather. We brought him gifts the day of the graduation. I was arrested for bringing gifts because of your security and the fact that they feel that their title for the district holds so much weight that they're allowed to do whatever they choose to. So, I again, I know I'm not allowed to ask questions, but is there a reason why we continue to allow this kind of trauma to happen in front of our black students? If we're supposed to be uplifting our students, it's supposed to be the city of champions, but we don't have any champions if we're all losers because we keep hiring these people. Yes, ma'am, my time is up. >> Your time is up, yes. All right. Ex lot. Oh, no comments back? I know you
can't answer questions, but normally you you say something. >> have any comments. No, we don't have any comments. Okay, wonderful. Thank you. Next. >> [clears throat] >> Terry Turley, can you please step up? Good evening, uh President Lockett. Hello. Members of the board, Superintendent Colver, good evening. I rise to uh just briefly address the issue of the Illinois mega project bill, House Bill 910 that's pending in the Illinois legislature. And that bill essentially allows for developers to come into uh areas and get massive tax cuts at the expense of school districts and cities. And we are members of Local 1220 in the Illinois Federation of Teachers are strongly against this bill as it is currently written. Now, this bill is said to be the bill for the Chicago Bears remaining in Illinois, but it allows
for the same benefits to spread throughout the state, and we just simply don't feel that it would be in its current form beneficial were that to occur in our area. I have outlined in letter form the issues and in the opposition that we have to it, and rather than going through all of them, of course, I will respect your time and allow you to do so. So, I have here letters to distribute. I don't know whether you want me to give them to You can You can either give them to Ms. Lacey, and she'll give them to the board. Thank you very much for your time. Thank you. Thank you. Thank you. All right. Okay, um next executive session, any executive session? Administration doesn't have a reason for executive We don't either. Um Superintendent report.

of $7,950 a year for 3 years. This system is uh needed in order to do our due diligence to determine that all of our students and residents that have that are part of our school district actually reside in our district. The original cost was $18,898 a year and we uh were able to negotiate that down to $7,950. 14C Policy committee report and addendum first reading waving the second reading and finally 14 D Finance committee report and addendum. Can I get a motion, please? I make a motion. I'll second. It has been motioned by Walter Hood, second by Remi Dean. Roll call. Walter Hood Remi Dean >> Yes. Timothy Lockett >> Yes.
