button yes Miss clay yes Miss Carr Miss Carr Mr Clark yes Miss G Miss G Mr Greenwood Mr Greenwood Mr Williams yes motion passed presentations and reports yes sir um we do uh we have an action item to renew the district's medical dental and vision insurance for the calendar year of uh fy21 so uh at this time we would like to ask the representative for us uh our insurance broker Mr Kenny Johnson to make a presentation regarding this renewal that we'll be voting on uh when we get to our action items thank you Mr Co over and good evening everyone I'm not sure if Rick peterm of Blue Cross Blue Shield is on the line with us I don't see him I'm on here Kenny you are very good and thanks for joining us Rick

you know I always start off these presentations without belaboring it but certainly being uh mindful that it's appropriate to say thank you thank you for the trust and confidence for yet another year the privilege of serving the District of which I certainly I have a very special place in my heart given my background of being a product of the city Rick petm is on the line with me and I'm going to and I asked Rick if he would join me he normally does not participate in meetings of this nature but Rick has been a partner of the district through Blue Cross scho shield for many years he's been a great partner for us I sent information over I'm not sure if Abe is going to be able to put that up on the screen I

think the information has been distributed to all the board members uh but the recommendations uh will follow and uh then I'd like for Rick to share what I consider to be some good news on some additional savings that he made it was a tough it's been a tough year if you will I mean loss ratios if you look at my cover page and uh Abe I don't know if you're tracking with me but to the board it's my letter dated November the 6 the loss ratio has been 120% it's been a tough negotiation and I say negotiation very openly with Rick on the line uh you know Rick and I we really pulled up rolled up our shirt sleeves and talked about you know what type of rate relief could we get given the fact

that you average numbers the total premium over the 12- month period of time was about $8.8 million but the total claims were 10.8 um so it was a tough conversation it was a tough couple of months in trying try to work together to find out you know can we get some rate relief the underwriter came out uh with a 24% rate increase uh I said to Rick that that would be a tough number to try to place uh I also said to Rick that uh thank you a thank you AB uh that first bullet point uh back back down if you would a there you go first bullet point uh where I'm showing that second bullet point that the initial increase from underwriting was 24.2% but later we negotiated it down to 12 that was

over a million dollars and and that that was a tough conversation I'm sure for Rick to try to go back to underwriting given the fact that last year and I think this is important last year the initial increase was 18% Rick and I we we had our normal conversations about you know we really need to have some rate relief here we got it down to about 6. six we eventually landed at 5.6 and that becomes important because to run at 120% the underwriters will simply say to Rick that you know we had it right the first time at 18% uh before we gave you the rate relief but neveress he went back on our behalf and I'm grateful for that it takes that kind of partnership to be able to achieve what we've done in

reducing that initial underwriting uh increase from 24.2 to 12% but also I said to Rick and uh with him on the line and respectfully that I really needed to kind of see what even a 12% because Rick went and got a million dollars taken right off the top by getting rate relief down to 12% I said to Rick that you know I out of doing due diligence for the district and he respected that I really need to kind of get an idea as to if there might be another alternative out there though we didn't want to leave Blue Cross sh So I entered negotiations conversations with Etna we've had a great relationship with Etna Etna provides the PO benefits for the teachers retirement system uh just a point of information wellestablished well healed reputable firm

uh after presenting the information to Etna that they would need to provide us with a quote uh Etna came back and said that their best offer was 22% over the current rates and here's the quote that they gave me in the third bullet point the 12% renewal is fairly strong considering the regional trend is running around 10% for medical and 11.8% for pharmacy he said that underwriting was initially out at the 24% they gave him a verbal at 22 but that was not confirmed it gave me more confidence that and to speak of integrity to you know Mr Culver you've dealt with Rick over the years uh you know to Mr Clark and the entire board I know kenis Williams uh just to name a few Miss clay he's attended some of the finance committee

meetings with me over the years but what he did not do when I came back and he learned that Etna was at 22% he didn't come back to say that you know what uh you know we probably gave up too much he kept his word even though they were kind of bidding against themselves he kept his word at the 12% so you know with with that said uh in light of the 22% from the Etna the 120% loss ratio you know my recommendation on the medical is that we renew with Blue Cross Blue Shield uh Rick is going to share a couple of thoughts a couple of other initiatives that's going to lower it just a tad more uh that I'm very pleased with as well uh Abe if you could take me down just

a little bit more not off this page but towards the bottom of the page I just want to show uh these are very easy I think uh recommendations to make on the dental insurance uh Blue Cross Blue Shield they gave us a pass there was no increase on the Dental on the vision Blue Cross Blue Shield they gave us a pass and they extended the uh the rate guarantee is through December 31st of 2022 on the vision the life insurance absorbed a very modest increase from the second bullet point of 18 cents per thousand to 25 cents per thousand kind of give you a little background life insurance is not a high premium item and I mentioned that to say that if if we have a couple of debts which we've had over the last

couple of years the claims will out distance the the premium and that's why you're seeing in that first bullet point the loss ratio on the life is 139% uh I do uh I work very closely I like to think with Dr Whitaker and miss Mrs fry uh Mrs fry has charotte Randolph to provide me with always ask you know so I can speak on behalf of the district if there were any debts in the district I like to know about it because maybe that can attribute to some of the loss ratios and so forth the last two years coincidentally we've had two debts the claims were $50,000 the premium is in the neighborhood of 38 to $42,000 so you can see that the claims just two deaths one is more uh is certainly more than

what you would like but two deaths it exceeds the amount of the premium uh so the recommendations on those three lines as well we get the multi-line discount with Blue Cross spoon Shield as well certainly the consideration is to renew with Blue Cross spon shield on all four lines of credit uh of coverage now if I can Abe if you'll take me to the next page and we're just going to kind of flip through I'll get through this pretty quickly I know that you all have a big agenda in front of you I know that this needs to be rotated this is nothing more than a very comprehensive report that on a regular basis I go over with Dr Whitaker and with Mrs fry it's a tremendous report uh I show you the cover page

because here's the table of contents I'm not giving you the entire report some of the information is hipper related it's privacy so I don't want to share claims experience by employees and so forth but I just want to let you know that though I'm showing only a few pages that I think of Germaine for the conversation this is a pretty extensive report AB if you'll go to the next slide if you would this is what I was referring to where you see the Green Arrow that's that 120% loss ratio now this is where Rick and I spent an awful lot of time you know there's no playbook for Co and what you will see as an example there are a couple of thoughts here you'll see April of 2020 there was a little dip there

with the exception of April and the most recent month September every month the claims uh exceeded the premium pay it was over 100% but you notice in April it was 90. 8% these are the kind of things that Rick and I put our heads together on uh we believe that that's attributed to when covid first uh became stay at home and Facilities start pausing elective surgeries you saw that the claims went down because their the elective surgeries were put on hold then if you take okay excuse me Mr Johnson I'm I'm I really apologize for interrupting but you know we have a longstanding relationship with got Blue Cross and we trust you and we know that have we shifted to a different company right now especially during this pandemic that we would have experienced extremely

high increases in our insurance rat so I think we're about ready to move on thank you so much so for your presentation I appreciate that Mr cver if I may just one quick thing if I could about our savings uh what Blue Cross is Rick let me do this if you don't mind what Rick what Blue Cross has given the district you should see it in November the giving you a covid credit of 15% of your medical premiums for November that's about $100,000 they're giving you a 50% Credit in November on your dental that's about $177,000 and they're giving you a $200,000 Credit in February of 2021 I wanted Rick to certainly be a part of that because he drove that savings I apologize for being longwinded thorough and I thank you for your time

well again we appreciate both of you guys thank you thank you very much Mr C thank you to the thank you all thank you okay um more presentations well not a really a presentation but we did have a last minute change with the um the tax rate that's going to be on the action agenda item I believe it's um 12b and I think this one will be welcome by the board uh we were the recipients of the uh property tax relief Grant so we we did reduce the property tax rate uh that we're asking for so our citizens will see a um tax savings I'll let um uh Dr Whitaker go into any more detail that she would like to regarding that didn't want to go into a whole lot of detail but I did

want to let them know about that last minute change that we made that was emailed but I know uh it was such a late uh time leading up to the board meeting every board member may not have had a chance to see that change that's 12b uh yeah and we just want to say something about it so we don't have to do it then while we're doing reports Dr You Wanna Give um add anything else to that yes good afternoon sorry um yes so thanks uh superintendent Culver so what we what we identified is that um with the the um rebate that we've abatement that we've doing for the next two years is it's like aox o imately 860,000 will'll be able to receive some relief from that and it looks like um it changed

our tax rate from the normal 1083 to um 8748 based on good information good news for our community we're just so happy that we received that Grant and can pass that savings alongs to our taxpayers yep okay 12 okay so we um now uh the next thing Mr President I think that concludes everything for Open Session uh we're hoping that uh we don't need to go into executive session uh the Personnel report was um you know it's not a whole lot that was on there Tina I don't think I thought you indicated there was nothing that you wanted to highlight in close session so if it's uh okay with the board we'd like to uh move on your report session and then just go to my report yes sir yeah that'd be great it's great

with me everybody else good with it fine with me m Miss uh Miss clay you had a question no I should yes ma uh this is Lisha I have some questions about uh the co policy that you guys have instituted with the staff and I also have some questions about Finance so if you want me to ask them in Open Session yeah we can we can probably ask those in Open Session no problem yeah because we're not talking about a specific um St I don't believe yes go ahead M Miss Adams oh I'll wait till we get to those sections to address those issues well we're we're okay with yeah doing it now unless you just don't want to do it no no no no I I want to do it okay Mr superintendent this

is in response to the notice that you sent out about allowing the staff to go home to help and I do appreciate you U making that consideration uh with the numbers that we've been getting of Co of uh staff members that are having Co my concern now um is one about uh how much staff are we still leaving in the building um how much securing are we doing of these buildings okay so about the the staff and the security that's left over there if you're leaving staff in the building in the plan are those individuals going to be safe is it necessary for them to be there that's th those are the questions that I'm asking sure and right now what we're doing we're saying that each building must have each school for example need

to have an administrator there daily and all of our schools have more than one administrator so nobody's required to be there every day they're rotating it and uh they we asked them to be there till at least 3:00 and the reason we're doing that is because um the remote learning experience is still taking place uh starting in the morning um about 8:30 or so and going until 2:30 so in case there are issues with technology or other support that kids need we want someone to be at the building also and very importantly we're still feeding our families we're having um uh meals delivered at each School where there'll be a bus there and families will continue to come up go up to the schools go to the bus and get their meals as well as

their 26 bus routes so we need staff at the school for that purpose and again it's just the principal and also we're having security staff there um we're asking them to be there again till at least 3 o'clock and the um the bus monitors will also be riding the bus routes like they're doing now and all of them we have 46 bus monitors and they'll be rotating so they don't have to work every day so they'll be there to help with the delivery of the meals at the 26 bus stops in addition to that uh security of course needs to be there whenever our buildings are open so they'll be there and they'll be on a rotating basis because we're only asking that each uh school have at least one security person there and most

of them have except for the elementary they have only one but others have more than one so they'll be rotating and they also assist with the uh feeding program security guards do so they'll be on a rotating basis too custodians we're going to go through each school and each um building that we own and do a deep cleaning and then after that we're only asking for one custodian to be at the schools up until 3 o'clock which is uh the time the staff will be leaving and of course we have more than one custodian at each school so they'll be rotating and they don't have to be on a u a daily schedule so they won't be working daily let's see I leave anybody central office um the cabinet members are looking at their departments

and letting them know their work schedules we just want to be open for operation in case the need arises from staff or parents but certainly it won't require everybody to be there so the buildings will be a lot emptier than what they are right now and again um this is something yes you're so thorough I understood everything that you said uh my next question for you and I'm curious about this because this has been an issue with this technology what do what is your expectation of these principles and custodians and assisted principles and secretaries that are Manning the schools now what is your what's your techn technological expectation of them well honestly it's just to be there the the principles if if it's something they can help with they will but they just need to

reach out because our technology department Jennifer do you want to say something about uh you to unmute yourself the work schedule for our tech department go ahead sure every single day we will have either Kurt Abe or Scott um Manning the office we also have two computer texts that will be available each day again on a rotating basis but um they will complete help desk tickets they'll continue to pick up Chromebooks U that need to be repaired um they can get in and and provide that tech support and then in addition to that working from home we have our Tech integration Specialists who will be Manning the te the tech helplines for um for parents and students and teachers super I'm sorrya I'm sorry that's where I'm easy you're having so sorry somebody's phone is

oh my is that your flip pH I can't afford a flip fall okay what was the uh next question regarding techology again I'm just gonna flat out say what it is my this is my concern I agree with you that the principes and staff do need to be in the building demand the building to be able to support your needs for the parents however I think with the technology issues that we've had over the past few months all of our technology people should be on deck at the school board prepared to assist because assist by phone is one thing some of these parents are elderly you can't walk them through what their needs are they have to I Love You Abe you have to be physically there for these people you can't ask the principal

to help them with everything no we want they and we'll make sure that they get the tech support everyone receive the tech support that they need and if we have to make adjustments uh we certainly will be more than happy to do that but everybody will get the tech support uh that they need because they're not physically um and now they have delivered equipment but usually the tech issues can be resolved uh over the phone or either with a a zoom call yeah mine was yes yeah thanks a that's what we found yes yeah superintendent yes sir uh my question is since you guys were on the the computer I mean the uh Chromebooks yes um and I you and I have talked about it but I guess you haven't talked about it in front

of I mean I I want your staff because I'm I'm getting conflicting stories from uh building people saying that they are told to uh and I know you and I have talked about it to give those Chromebooks out regardless say if a parent bring a say come there said that their Chromebook has been burnt up like we've in a s that we've went through before well I been told by the administration down not you the administration down there is saying give them a Chromebook anyway if they don't even show where the a police report or the Chromebook has being burned up I appreciate that information because there should be we should we require evidence that I know that's what you and I had talked talked about yes well I appreciate that we'll make sure we

get that out to the campuses so that everybody's delivering the same message and understand what expectations are I appreciate a couple have told me that they've been told to give them out anyway and I said that's not what should happen exactly not they need to produce evidence right and my other thing uh to you is I'm I picky back on what uh m Adam said I'm I'm glad that we let the teachers and go home I'm not proponent of it but with the SI circumstances going on we had to do we had to do what we had to do but uh my other thing with that why these schools are closed you know me as a board member I don't know I would just ask that you in your cabinet go visit some of these

School and see the filth that some of schools are how the floors are nasty and how feces are in the mice traps and they won't pull them out please go and have these custodians clean these school I'm G start calling them out okay I'm trying to get them a break not to call them out but I will start calling them out these schools are not being clean and the young man that we have as the our supervisor he needs to do a better job okay in getting into these schools besides being these people's friends okay we we'll get on we'll get on that Mr Williams for sure okay thank you all right thank you Mr I have a question Mr cover um yes I wanted to know about the technology for the uh the homeless

kids at the shelters we have here in the city yes they all have U access to yes ma'am technology also all our homeless students have a right to all the um equipment and supplies that all of our students have so and I'd like to know how they doing are they doing all right or what I've been told that that needs are being met uh kha you supervise U the person that's over the homeless program you have any um additional information I know there was an issue with um the Wi-Fi in the in one of the buildings but it was resolved we the student had a Hotpot but that's the only issue we've heard from there we'll keep checking in but have not had any issues most of them are high school age and we have

not had any reported issues uh Miss Garrett Miss Garrett yes sorry was Miss clay finish yeah I'll finish okay thank you I I was had a question as to the homeless kid how they how are they house together or how many in a room or do they have separate rooms so what no they all live in different locations right some are in shelters some are living with family members okay yeah they're in different places they're not all in the same Lo yes sir thank you very much and I was asking about the shelters that's what I wanted to know what the shelter yes all F let us know what their needs are and and we've been supplying them with equipment and technology supplies and other materials that they need food um clothing technology yeah whatever

they need okay uh can I answer my last question now Mr Clark sure yes you can miss Adams Mr Cobra I would like to see a uh I would like to see your Proto your technology protocol as to how the technology is released how it is going to be retained at the end of school year and how it's maintained throughout the year uh in conjunction with the itemized list of all technology that has been issued out over the last uh twoyear period okay um it we'll get you we'll get you that that information thank you uh I don't know if we have all of that ready for Friday but no later than next Friday that's fine thank you okay all right thank you I would say the following Friday not this coming Friday yes sir

thank you yes ma'am is that it Miss Adams SE on you thank you okay so so we did that that in open section so superintendent we can go back to your reports okay Mr President I'd like to get a motion ask my finance question now or wait Mr C till the finance oh you can you can ask it now oh okay okay my finance question um W sure wish we had committee meetings I wouldn't have to do this now uh Miss Whitaker I would like to know uh more about the um I I I emailed you and asked you if we had a broker on Deb and you told me that stea was our broker yes so what happened to the other broker that we use out of Aon we don't use him anymore Mr

cver or is he just on file we've been using Steve for all way back to 2 or something they're in they're in oon yeah we've been using steil since I'm not familiar with the other Brooker you're referring to okay yeah they they're in Old Fallon yeah Ste has offices St Louis um Fair Heights a lot of different places edwardville totally different company Mr cver that's why I'm asking about it I'll find out Sher are you familiar with the broker she's Mr a referring to no I don't know um yeah we'll we'll look we'll look at that I'm not familiar with it right now we've been using Ste okay my next my next question is uh are you all considering leveraging uh leveraging the ratings that we already have instead of taking those funds that Ste

are that steel is offering you yeah they're going to try to help us to get a better rating before bonds are before bonds will be sold well no that's not what I'm saying Mr kov we we can help ourselves get better rating by turning our reports in on time we can just start there and that'll help that so that's not what I'm asking I'm asking as a long-standing client just like the young man just did in with the Blue Cross Blue Shield with our longing relationship with steel I'm concerned about uh selling the bonds on the current on the current monies that we have with them versus leveraging our relationship to acquire a new loan at a lower rate okay we've um I mean right now this is very timely and to try to put

out an RFP to switch and and use another broker it's going to put us behind the eightball to where we won't be able to take advantage no opportunties that are before us you can't leverage your relationship is what I'm saying I'm not saying switch Brokers yeah they will help us to do that yes ma'am that's part of their job okay okay thank you thank you is that it Miss Adam yes sir thank you yes ma'am okay super we go back to your to uh your reports yes sir Mr President need a motion to approve uh this is 12a the reading of all resolutions by heading only so move the recommendation of superintendent second second moved by Mr will second by Mrs clay sorry second by Mr Clark yeah on a question roll call please Mr

Williams yes Mr Clark yes Miss Adams yes Miss clay yes Miss G Miss G Mr Greenwood Mo I would like to I would like to say m uh Mr Green which been trying to call in but I think they yeah I've been getting text messages too they just yeah they they couldn't they couldn't get it yeah they having technology issues so what we'll do is make sure that uh Abe gets with them tomorrow and we can figure out what what the problem was and make sure that he's ready for the next board meeting yeah you know what it was uh Mr Williams what's that they don't you know what the issue might have been no they well on the one thing he didn't he didn't charge his his iPad so he was trying to call

in he was having the issue calling in okay okay thank you thank you sir okay Mr pres I'm sorry Mr superintendant yes sir president Clark now we need a motion to approve resolution number 111 720-a authorizing and directing the 2020 tax levy no no so move second move by Mr Clark second by Miss Adams on a question roll call on question on the question since I'm always complaining about the tax levy and making sure trying to make sure it stays down uh I would like to I'm glad to see that it went down some uh down to that eight point and uh I just want to make a note of that thank you we are so happy to be a provid we all are happy that it went down thanks for your complain too Mr

William thank you very much roll call please Mr Clark yes Miss clay yes Miss Adams yes Miss Carr Miss car Miss gay Miss gay Mr Greenwood Mr Greenwood Mr Williams yes pass well see need a motion to approve resolution 111 720 DB declaring the intent to issue $2,900 th000 in working cash fund bonds of school district 189 St Clair County Illinois for the purpose of increasing the working cash fund of said school district and directing that that notice of such be published in the manner provided by law so move second move by Mr Clark second by Miss Clay on a question please on a question super this the one we going to pay back in 90 days yeah yes okay I'm Sorry Miss Adam that's that's what I this is the same bond that I've

been asking you all about instead of getting it now why would you gonna pay it back in 90 days but why wouldn't you leverage your amount for a better rate that's what I'm not understanding you're gonna take a loan that we already have and extend and and and build upon it and and increase the funds on it when you got a good RA and you can just go get the money we have a bound Counsel on call with us I don't know if she'd like to address that at all yeah let me step in if that's okay can you hear me okay yes all righty thanks this is Ann Noble from steel here wait I'll put my video on um so miss Adams what we're doing here is creating a new Bond we're not extending

uh the any of your current debt we're creating a new bond that will literally only exist for 90 days and then you will use your own cash that's sitting in The Debt Service fund to pay it off um so it's not taking current bonds at the current interest rates and extending it it's creating one new bond issue that'll just be temporary for this 90day period in order to get the cash out of your working cash cash fund does that answer your question it I yes ma'am but my question is why take the money out of the working cash fund if we don't take that money out of the working cash fund what happens to it I'm sorry I think I misspoke we're trying to get the money out of the debt service fund not working

cash fund working cash we're trying to we're trying to get the money out of debt service into working cash because once it's in working cash then you can use it for your projects right in the find what happens you can't use it for your project all you can use it for is to pay off bonds okay so then why not want use it for capital projects that we'll be bringing to the board uh the board will approve the capital projects that the bonds will be used for well see that's what I'm saying Mr Co you you're wanting to move These funds but you guys haven't even brought the proposal of what we're going to use them for well it's a process and uh I know I talked to you Mr Adams about what we were

looking at the high school was rebuilt and there are a lot of parts of the high school that wasn't part of the renovation such as the cafeteria the kitchen yeah the yeah the auditorium we can't we can't host any conference events because of the condition of our locker rooms and um those projects right there will be more than a two million so we're going to just bring you all the projects and and get you guys to um prioritize them or look at how we've prioritized them and determine which ones to move forward with M no what are the longterm effects of doing this what are the long-term effects like from our credit standpoint yes ma'am um I would not say there is any credit impact because with the money sitting in debt service currently it

is restricted just like if you had money sitting in your Tor fund it's restricted so you can't use it for operating purposes so it's not considered a credit plus to have that money sitting in debt service right now it's just it's really a credit neutral certainly not a negative um and by issuing the bonds and paying them off immediately um that also is really a a credit neutral it won't even show up on your audit because it'll be gone by fiscal year end so I would say um this this entire plan is really just very credit neutral okay okay Miss Adams yes sir I say still on you oh I'm done thank you yes ma'am okay superintendent yeah I had asked for a motion well I asked for a roll call I think we had
