002um going on to approval of the agenda want to make a motion to have 6230 hold for further discussion policy reads policy reading you're saying under 10 G3 then 6.3 under throw all the numbers at you G2 6.23 AP or just 230 regular just the first one 6.23 23 g that be under 11 you have oh yes 10 G3 sorry 10 G3 does anybody second why are we needing further discussion oh uh second for the agenda sorry sorry so 6 point 6230 oh 230 okay or col 230 however they want to read it so I guess my question is why I can I answer that I would like to see it go back to the policy uh committee if possible for further discussion before it is um approved at the third reading no this would

003be the final reading okay so it's already been approved once yes okay to be voted on I guess then I would I'd like to see it go back before it's voted on I guess what changes are you looking for um I would like to see um some sort of rating system or age appropriate guidance put into place that um uh allows students to see what they're to read or write or not write I'm sorry what media things they need to be allowed to get into whether it's um underage or um just stuff that's age appropriate just something that allows the teachers and allows the students to know what what is good for them and what is over their heads so the rating system you're talking about is against the Librarians Bill of Rights um the

004legislation for Illinois state of Illinois went into place on the 1 right um so is this like we could lose funding no it's not the well I don't want to I don't want to take the funding all I want is to the if we don't adopt something that mirrors the state legislation we can lose funding I understand that and I know that with the Press version we had already made a few changes at the policy meeting I would like to see just a few more changes that just have some kind of a age appropriate correct all right the policy right now if if this even if it doesn't get it would need to be seconded the proposal that you're stating can also be brought forth at policy and become discussion brought back to the board

006a little easier than kids uh the mission of the Harlem City School District as a vital part of the community is to help diverse Learners realize their unlimited potential providing an educational program dedicated to academic excellence and development of strong care during safe respectful learning environment thank you sir thank you a motion and a second to approve the board meeting minutes December 11th 2023 motion second Mr mcnight I Mrs Carlson I Mrs Hasting I Mrs Meeks I Mrs Sterling I Mr Thompson yes all right um so this evening we actually do not have any words and recognition the group that was coming on Tuesday had to reschedule for a meeting in February because of the date change so um but I did have one kind of quick shout out that I would like to do

007um yesterday had the opportunity to participate in what I felt like um was a a great Community uh wide Focus or effort um and so I want to I want to shout out uh to a couple different organizations um we were approached by the YMCA um about a month ago uh to look at some Grant possibilities that they had uh access to that we going to allow us to really look at um how we provide safe routes to school for kids that um would like to walk or bike and then through that promote physical activity and so um we had a group together uh in partnership with the active Transportation Alliance um from the state of Illinois um and so we had Representatives yesterday uh from the YMCA Rockford Park District the health department um

008we were focused on Windsor Elementary and I explain that in the second reason why uh mayor jury L Park police and then region one planning Council so we had a a three-hour discussion on um really we focused on Windsor because we had to select one school to participate um but what we're doing is examining our infrastructure and our programming so programming being how are we promoting healthy uh living and physical activity through promoting kids walking biking rolling to school uh but then also looking at uh infrastructure and creating uh safe uh uh safe routs to school and so we had had some good conversation uh yesterday and uh I really appreciate apprciate all of these individuals being willing to take an afternoon to have some discussion about everything from crosswalks and supervision to uh the

009routes that kids take and police presence and all of that stuff related to um really the walking that occurs for Windsor Elementary um one of my hopes out of this is that as we gather data this will allow us to apply for more grants um but this will also be something that we hopefully can replicate and and take what we learned from this process and look at all of our schools um and really making sure that we have safe routes to schools for our kids so that we can encourage them to bike and you know walk and and roll to school so just want to give a shout out to those organizations that took took a half a day yesterday to to spend time with us in the conversation so that's all we got thank

011kicking this off uh it's been a little bit here hopefully everyone is uh staying warm I just wanted to thank all the parents out there for dealing with potentially the longest winter break official or otherwise out there and then the teachers that had to you know jump back in with with all that uh energy uh and uh Terrell for dealing with always being wrong no matter how the weather is but making sure that our staff and our students are safe uh so I'm glad everything worked worked out well there let's see I've got a few things on the list here let's see um the seventh grade science team congratulations what was it $2,300 in Grants for their program through um Golden Apple so more money to the school some is it uh I'm looking towards

012Mike because you might know a little about that as well uh but for their Greenhouse Science Program uh it's going to be exciting to see what they do with that money uh good luck to all the the book Battlers uh that are out there and the Librarians for that um it's awesome uh the books this year are fantastic I got through 10 I don't I'm sure that doesn't my my daughter makes fun of me because she got through all of them but I did get through 10 so congratulations to all of them it's such a great program if you have not checked it out talked to any of the Librarians they do an amazing job at the elementary level and uh everyone's excited about that uh I'm on my third your third all you know

013but still all like even a three like they're they're all great um you there there's not a lot of happy books man they really uh there's some there's some cheer ders in there but uh good overall and I if you're a parent read them if you're near that like the the conversations I've had with my daughter over these books and just kind of going through is excellent if you don't do that right anyways I'm going on to run and and we got to get through this uh let's see here uh we have uh the uh what is it Serve Safe food handlers license to our uh first entry level culinary students always bringing them in that is awesome getting them prepared for uh their careers jobs and if nothing else you making sure you you

014don't get sick cheling food it's always a good thing there uh and then let's see here uh Jason Bloom uh the work that you're doing with the community and the community at large right so being able to have these type of discussions and bringing in members from the community like that is how big stuff gets done right like and it's not easy like you look at people's calendars on one day trying to get that many people together and get something accomplished um I think it's great that we can do that and provide opportunities uh and then uh lastly um Marquette so they've been doing a lot of great promotions uh trying to get attendance back after these long breaks and the community that has come out around his and his staff's work has been excellent

015so they had everyone come back they had I don't know who was acting or in them but we had cheese fries we had Wild West I think is the name of the the Cowboy from be out there yeah uh they they brought in what 15 like food things for the kids to get them excited and I had to ask cuz one I didn't know the wild west was the Cowboys name so I found that information from Mr Morland only to find out that besides that which is awesome to be we doing that we have in the community that has so far either participated or is planning to participate at that school alone if there's others let me know i' love giving shout outs Burger King Texas Roadhouse ice Hogs United Way the park district uh

016with their um snowboarding area passes for that the rivets and the sky carps nice so all of that and they have had besides those two visit them Hammy the hog has come Frosty the Snowman the Rockford rivets and the sky carps are coming spoiler so all the kids watching at home sorry are all just again I want to stress I think we all do better when the community works as a whole and these things happen and maybe you see them on Facebook and definitely they're impacting the students but just to kind of say hey this is this this is awesome and we need more of that and again calling out when it does happen so yeah that ends my report except for what everyone is on on NES is when do we get to come

017to the next business service committee meeting and uh if you want to hear Josh uh discuss some great stuff you get your next chance February 7th 2024 and we'll said 2023 we were still doing that at 5:30 right here so not Valentine's Day not Valentine's Day on that one I don't know where that came into my head maybe I was looking for a way out she love to Hearn right good evening everyone last year I got to end the year really big visiting every school in the district dressed in my ugly Santa sweater it was so nice to see the kids expression someone were like and then I'm going like what in the world but it was really nice and I want to say thank you to everybody in the district from the administrators teachers

018staff students parents and looking forward to a good year 2024 and then also I want to wish the cheerleaders JV University good luck tonight as they compete for the conference at gold high school and that's all I have to say um just stay warm and be safe cuz we are looking for some icky weather but hopefully on February 23rd we won't have any bad wether that's my birthday but I know that's all I have to say thank you I got it right January 25th will be the equity meeting at the high school at 4:30 in room 145 so if you can come please come thank you guys have a good evening turning over to Mr Aon MC so next year when you do the ugly sweater thing can I ride along can I please I

020three I get to say some other things so our we talked about cheer that's going on tonight our dance team took conference which is awesome fantastic um you know another thing that I've noticed that we've been doing with with coming back to school and stuff it it we're engaging our high school students and athletes into our elementary schools walking them back I've saw I've seen that a few times lately and I think that that's once again what we've all mentioned that's showing Community um it's showing that just be you know we're believe it or not we are one District you know we have we all have the same goals we all have the same and for having our older students interacting with our younger students in positive ways is is just awesome I would love

021to see more of that um I'd like to be a part of it if anybody wants to throw me an invite on an email um my schedule's flexible um but other thing too is as far as the snow days we snow days cold days I mean at the end of the day it's about safety it's inconvenient it's always going to be the wrong answer um just like what Kurt said but but I appreciate you guys looking after our our students stuff and once again I was like man really again they're going till the 31st and I walk outside said okay yep no cuz when the when I walk outside and it hurts my face like yeah we probably shouldn't be going to school so other than that um I've got nothing else so yeah invites

022I want to go cheer on some kids coming back from vacations and stuff you got the costumes if I get invited I'll buy some I can be the Clown I want to say I hope everybody had Merry Christmas Happy Holidays happy New Year um I spent the morning at Parker center with your wife as well who I didn't know was your wife as well and Aaron took me all over the building and showed me basically everything in the building it was amazing to see your bilingual Learners and preschool and all the fun things going on in there I've seen people in that building that have been there before it was opened I think and they still love being there and they're enjoying all of the things going on in there and I had a high

023old time greeting some of the little people who love to come up and talk to you and others who I don't know you and I don't know what I wanted you so it was very interesting and just the fact that as soon as you open the door they're like who's here and they love to love to deal with who's in the who's being walking around the building um so that was really fun and I I really shout out to the librarian Megan at the um Parker Center Library who showed me everything they do over there and it was amazing stuff she puts together and the a through e days and today was a c free day which after the the closure um for a few days they given them and the preschool was the first

024time they ever got into the library so they were in heaven and so it was fun to watch them and do some things with them and hang out with them and she was just more she actually searched us out in the building to find so she could show me excuse me the stuff that's going on in the building but that was a lot of fun um I also wanted to say this medical thing that's going on with the CTE building is going to be intense tomorrow we got another meeting and we're going to look at figuring out who these people are that we're going to have this medical building it was really interesting to sit here with four different teams and and kind of look around and go now and others boy that maybe and

025so it was it was very very curious to to see how they're going to we they are going to handle all of this so it was interesting but I also need to make an apology to the board and to the community last month when I discussed the 6.23 I feel like I went a little too far and I just need to apologize for assuming that maybe in the distant future and hopeing I pray it never happens that we have possible pornographic material in our Parker Center which I expect will never happen but I just needed to apologize so that was it thank you I'll take lares with mine oh I'm sorry in the Education meeting is on February 27th at 4:30 right in this buo right in this room all right thank you kindly Meg

026HS yes so uh Kurt hacked my email and took all of my announcements I'm just kidding um we did the medical interviews um definitely a second Mrs Carlson's uh very interesting eye opening thank you to Jos and team for putting all that together um I I know scheduling was crazy and we had a marathon session but I really um definitely a day that I I left knowing more than I I I came in so um excited to to meet up again tomorrow and and help make a final decision there um I got a chance to talk to the high school e team um doing fantastic Equity work over at the high school building I got to recommend some books back and forth um I just always always always um value not only our our District's

027uh pride in the equity work we do but the individual buildings and and coming up with strategies that fit their building not uh just anybody everybody they really do it tailored to their groups I finished my uh Harlem tour at the middle school today so I've uh visited all 11 campuses I spent about three hours this morning with principal Harris and the rest of the team um thoroughly just impressed didn't know we had a pool found that out um so thoroughly impressed um I spent some time in the guidance uh Center I spent some time with all of the aps uh principal Harris The Learning Center met Dwayne uh the the lovely gentleman who started the knitting club used his winter break to knit himself a sweater so like practicing what we preach right there

028so cool um I I want to I want to quote Mrs bini I was talking to her about the transition because of course that's what every on everybody's mind and she said uh it is such an amazing opportunity and I just loved that I love that I love looking at it as an opportunity um I love looking at it as a a way to really like just make something amazing so transition night started uh Mr Harris mentioned Mike was there yesterday mine got snowed out so I'll be there Tuesday with my fifth grader but really just uh thoroughly impressed with that team um like I I couldn't I couldn't put together a better team to handle the transition if I got to draft it so excellent uh such a fun visit um like Kurt said

029battles start soon so kiddos battle was last Thursday believe so see I'm on Allon park schedule they they battle Thursday so next Thursday week from today so yeah battles have started 15 in so I read some over break um I only got five stragglers left um but really really fantastic books to Kurt's Point towel really towel to Kurt's Point um the subject matter and the conversations that had sparked between me and my youngest has been probably my biggest joy and then being able to visit the different Learning Centers asking the Librarians what their favorite books are um shout out to the goat Megan hemro Parker Center near and dear to my heart uh will forever be my favorite librarian um and lastly I really love um that a lot of our teachers practice what we

030preach for example Dwayne you know going and and knitting himself a sweater over break but uh eron our culinary teacher over at the high school I don't know if anybody is on streusel and Sage's Instagram if you're not you should get on it but she she cooked a six course meal the other day um posted all the pictures all the process videos and it's just so cool to see our culinary arts teacher literally in real time um putting to use the skills that she's teaching the students so uh what a cool experience for them to have and to Kurt's Point getting the certifications they'll need to do this if they want to go on so awesome stuff that's it uh policy next policy meeting uh February 20th at 4:30 right here so be there or

031be square not as uh riveting as business services but a close close second we try close second thank you um I'll start off with the next regular board meeting will be February 12th at here at 6 p.m um I do have to give it up to you and your shoulders for bearing the weight of making wrong decisions making not making wrong decisioning having to make the decision final decision no matter what so thank you you canot please anyone or all at the same time I understand everything that goes in we've had those conversations so just just KN he never does it lightly it is it is literally as it's the last thing that you can do and will do so thank you um I have been going to the schools and talking to the different

032staff and administrators and looking forward to a great 2024 uh Rock Cuts new building coming up it is gorgeous it it is it is looking gorgeous it's but not just that the walls and floors are going in at the at the high school so these things are are buttoning up and it's going to be a good 2024 yeah more to come but we're starting it with the ball rolling in the right direction I did go to the middle school last night um I do have to give it to uh Mr Harris and his staff um they presented uh a nice program for parents to understand um I sat there and watched as they addressed parent after parents concerns or questions held them into the right area to give them the right lanes for information so

033so just watching it all unfold and the night go through uh people left in a good spirit kids were finding out all the different classes that they're going to be able to take that they wouldn't have been able to take uh for fifth graders if it was in previous years and they're excited that there's going to be some more opportunities so I'm hopeful and with that like you said that team in place I see great things going forward for these new batch of students that are going to be able to experience more L of our kids are on the front line with this yeah we all got skin in the game yeah we all got skin in the game so to Mike's Point 12 electives if they do the wheel and the three years fantastic

03412 possible electives how cool is that for a kid that doesn't know what they want to do try them all yeah do a little bit try them all [Music] uh for what a motion yeah I need a motion in a second to approve the second reading no just a recommendation we're going to approve it items a recommendation to approve the second reading of policy updates for December 11th 2020 readings motion oh sorry we can just go ahead oh perfect just just acknowledging it I was looking for it down there didn't oh on did you hit the regular board meeting today yeah he started that it out so I guess we'll have to only 67 yeah that's why I was looking so oh yeah um we're going to move so that's why I was doing that

035cuz I looked good so we're going to make a 13d for recommendation to approve second reading of policy updates from December 11th 2023 now I don't think action item February 12th okay got your wish well we just come up February 12 as an action item I know but we can't we can't vote on it through yes because we didn't put it and I don't know why it's not on there I apologize okay recommendation to approve second reading isn't that that's the recommendation is it's just a recation but you got to do the action so it's not on there we will go forward you live another day all right fight fight fight Dr No that's me all right so I'm gonna take uh Dr M her she was unable to attend this evening um and so

036I've got a few things for her but I do want to uh just Echo a point that Kurt made uh I on numerous occasions and this goes to all of you sitting at the table as well as our administrators and our staff in our buildings that uh in multiple cases I've had different Community organizations approach us and and essentially ask us to participate in something because with the justification that we're easy to work with is is how they frame it so I have to say shout out to all of of this table and and our people that are involved that make it easy to work together and want to work together and bring our community uh together and and be at the table and um invite those conversations you know it's it's extra work to

037do that but it's worthwhile work and and like like Kurt said we can get stuff done when that happens so thank to that and then also I have to thank Evelyn for um coming in and judging our dessert competition that we had here at the har Administration Center and two I have to apologize miss that invite too you must have missed that inv so favor are I I have to apologize as well because I was the winner of the competition and I submitted oh I submitted a homemade Costco peon pie that I your I trophy introduced yourself andhy how did we not know was CCO I mean they're like I know it's massive so no Double Jeopardy so if anybody else take a picture with me after we can we should go to coffee get

038another cake and take a picture that's amazing right so I'm going to cover dr's reports this evening we do have um two travel um as you aware the first travel has uh already occurred and that was due uh to our our limitation of board meetings so that approval is not brought ahead of time um we did have one group that was unable to attend per an email that you saw um that was sent to you all uh for some health uh situation but we did have our high school team um uh attend the icca Championships and then also looking forward um a recommendation to approve the travel for ilmea All State band competition uh the 24th through the 27th right are there any questions for those two items all right second well actually I do

039have a question about that one so with the band it says number of students one number of adults two that doesn't seem like a ban to me no that's not a band um that seems like a soloist a one man you should see the instrument so I don't is I'm assuming that's probably a typo that's probably not correct um but I unfortunately do not have the answer to that you said for the B I think it's certain students that it just says one student with two adults is all that's going to be traveling that's probably the one that made it to the state um cuz my daughter was in the state I mean I don't different scho that make it it's not the whole band with the oh okay oh it's like an All-Star team

040versus a game got it yes they are once again I'm Lear one person's not a b i when they get down state over the state thank you for I'll like a not to follow up clarification on that um my daughter was in there but I'll still make the recommendation to approve that as presented is's Che I I know like yeah it's a senior does say so it could usually have more than that so that's why it's surprising to me so but I will follow up with that well thank you y um second uh we are presenting the proposed calendar um this is not a buing item this evening th will come back um as presented for uh the next board meeting um but here you have the board member attached um we have a process

041where we get input and feedback from our staff um per the collective bargaining agreement um you can see all the submissions that were there I believe there were 67 or 68 um uh submissions or pieces of feedback that were given to us um from our staff and so with that and the recommendations considerations and and working alongside the union with the um with the draft that you have in front of you um this is what we'll be recommending for approval for at our next uh board meeting um you can see there that we have uh the start date of August 15th um with our uh throughout you'll see the school Improvement days and Institute days um one of the pieces of uh feedback that we often receive each year is really um the start date

042and just to provide a little clarification um the I I want to say it was probably 2012 we had a group that uh met and we had made the determination that we wanted to move finals ahead of winter break and and in order to do that in order to provide as much balance as possible to the semesters um that was one of the main reasons why our start date is earlier uh in the year and so there is still a little bit of a lopsidedness to the semesters but which is really only applicable to our um our secondary uh folks but um that is why and you see this year after year people that will kind of ask why we start so early but one of our main reasons is to maintain finals um and

043testing before winter break our last student attendance day as scheduled is May 28th so again this will be um brought to our next board meeting for approval but I think this time do you have any questions I had a question just on some of the some of the months when you're looking at them it seems like there are an awful lot of months that are missing a day here and a day here and a day it's just they seem very chopped up if there was any way I mean I understand legal holidays you can't do anything about those but it seems like some of these sip days and PD days and and uh Institute days could possibly be squeezed in I know there were a couple comments about moving the 25th sip day to the

0444th of November so that they weren't all extra days and I'm just curious you know why we can't kind of put a lot more of these days in a bunch yeah we try we try to do some of that and some of it's depending on some of the trainings um and and I know that some of the SI days um some of those date selections are based on some of the trainings and and spacing of the uh the days to ensure that um some of those things can be delivered appropriately um we we also try to Bunch those together to try to make them a little bit more of a longer weekend uh type situation for for people because obviously we do have those uh random days off um as you mentioned with legal holidays

045and state holidays and so um yeah I appreciate that feedback this just as another side note School Improvement days are Bank time um and so those are actually student attendance days and so those the banking of hours occurs and that's why you you can't bring a school Improvement day before school starts like those have to we have to ACW time to uh to be able to offer those days the only other question I had is election day did that is that's something new that that's a that's a that's this is the first it started last year it's Hit or Miss which ones they pick the state picks so these are these are I'm just curious because I don't remember okay I was I remember it being the school year coming up so it's whenever the

046general election is or right whenever we have the what's the what's the name of the other the other yes so it falls on those all right that was I yeah it is a little confusing people thought that it was off this year actually wasn't enough sure then you got Consolidated and you got other stuff too so yeah all right thank you and that ends dr's report thank you all right thank you my first item tonight is a recommendation to approve resolution declaring Surplus property at um the administration Center only one of those tonight next is a recommendation to approve a facility request for Harlem softball the Harlem documentary project girls basketball Junior Husky's cheerleading and the dorak tournament of 2024 we are ahead of schedule on the rest next year so those are all internal

047ones any questions on any of those items um the next item is a recommendation to accept the September and October 2023 Treasures reports uh next month will be November and December group together and that'll be the last TW Monon batch of that so we review those at Business Services um and go through kind of the highlights of what the financials look like through those periods our last item tonight is a recommendation to approve Award of bid for parking lot seal coating and striping to Patriot pavement for a base bit of $69,950 with an alternate of $89512 46 this is a rebid um this pit came in good in based on how we expect and how we received it we were happy with these pric what was the alternate sorry just refreshing my memory from that

049staff mtss teachers um and I know that on a different committee we talked about the need for those um and the reduction of the other type the TVs teachers and then three new par um professional positions for students who have qualified with IEPs who need individualized assistance that's it for me tonight question on it the Employments for the just because I'm not familiar with it the uh Special Olympics co-sponsor yes what is that position it's like a coach oh okay it's like a coach for Special Olympics basically there's two of them they split it okay it's newer in the contract so we didn't have that before and they just added that U on our last go round and you know we hold special absolutely yeah yeah I was just trying to see where the tie

050in was of this being unemployment yeah it used to be voluntary but when we looked at other districts around they actually gave their coaches some assignement so we included it great progam yeah do we use more of the staying power like the question surveys for those who are resigning or who are voluntary so we actually sit down with them and if they would like to we can't force them to right so we offer it to them they have an exit survey that they complete for us will we ask them to complete it and then we offer a sit down okay so and occasionally I will call them for a sit down to try to get them in talk and Dr Wagner the board does have access to those right okay yes yeah oh the surveys

055discussion we have um our team met with uh Union leadership to devise a plan as we've talked about this evening we have to make up uh two student attendance days at the end of school year which makes our uh last student attendance day now May 31st so hopefully we'll we'll keep it there um we also need to make up the school Improvement day from January 12th in order to do that um the March 15th School Improvement day will be the second sip day for all staff um that will still be an 8 to 3:30 day um in addition to that because of moving that that that school Improvement day includes all staff um except Transportation um our certified staff will need to add another uh School Improvement day and so we worked with to and

056agreed to uh make April 1st um our additional School Improvement day as a kid April Fool's Day April walked right that one I should probably clarify that in the email that's about to go out to that it's not is the joke because it's right when you get back from spring break that's the joke yeah yeah y so um and that day actually um is um a day that is a um a vacation or a holiday for um our support staff um and so that's not a day that they are able to work um just our our certified staff will attend that school Improvement day um and then uh what we'll be doing is sending out um an email tomorrow uh with this information letting them know uh of the changes and what will happen obviously

057if there's conflicts because of these changes um we'll have have our staff work with their administrator directly so to address that y since it's January and this is April you said this is going to be certified staff or right for the April 1st is certifi so U our support staff only attended two School Improvement days so January 12th would have been their second that will now be March 15th do their second certified staff will do the first would April 1 be able to be maybe a virtual or you guys just it was already planned on being the CATE well I don't know that I can answer that question specifically because that's mi's Department it's a school attendance day right and we don't have a virtual options my understanding yeah I'm not sure I'm not what

058the plan is off the top that asking we have to get more information on yeah I don't know what the plan without looking it up to see what the plan is for that day I don't know what that option is so just asking but I can yeah absolutely I can did we get any teacher feedback for those dates just because I'm I'm sure the teachers are going to love that be right afterwards right um no we we while we worked with with the union and had that we're trying to avoid is continuing to push further into the month of uh month of June but also with consideration to the fact that school Improvement is obviously about school Improvement and so um doing that after the school year out is kind of counterintuitive and that's in
