We're going out under the correct location, but we will move it tomorrow. It is being recorded and sent out. OK. So they're still live stream? Yes. Which is fine. I don't think anybody ever watches it live. Exactly. Tomorrow, it'll be up there. That one might be mad. So we're recording now? Yes. OK. Thank you, sir. We appreciate it. Thank you. All right. I'd like to welcome everyone to the Orleans School District 135 Board of Education Board Advisory Committee Meeting for Finance and Operations on Wednesday, May 6, at 6 PM. Lisa, can I get a roll call, please? Ms. Kackendall? Here. Mr. Morandi? Here. Mr. Brannock? Here. Ms. Franssen? Here. Ms. Cosgrove? Here. Mr. Schultz? Here. All right. First up is public comment. I don't see anyone here to speak. Next is approval of minutes from
our April 8 meeting. I move that the minutes for the April 8, 2026 Finance and Operations Board Advisory Committee be approved. Second. Any discussion? Can you call the roll, please, Lisa? Aye. Mr. Morandi? Aye. Mr. Brannock? Aye. Ms. Franssen? Aye. Ms. Cosgrove? Aye. Mr. Schultz? Aye. All right. Committee reports and discussions, fiscal year 27 budget timeline. I'm assuming that's you, Mr. Brannock. Yes. All right, so I just wanted to kind of get this out to everyone that's out there, just a tentative timeline of what we're looking at with it. We're on pace to meet these timelines. So tentatively, the plan is on our next Finance Operations Committee meeting, you'll see a draft of the preliminary budget on it. And then it will also be presented to the board on the 8th on it. Nothing will
go for approval to the board. It's just a draft. I'm working as diligently as I can with the conversion of the new software package. I want to make sure that I capture every revenue account, every expense account, and I'm able to get through our first draft of the budget. Everything, like you said, is progressing very nicely with it. I will be asking the board on June 8th to approve interim payments. This is an annual thing that will happen year after year, just so that as we get expenses for the new year, we're able to make those payments until the board actually adopts the budget for FY27, which will be in September. We will be going live with Tyler July 1. We got our first payroll that will be going out, hitting the books July 3.
So we're right on target with that. We're doing a lot of testing as we speak behind the scenes on it. Yes, we don't want to get anyone upset with their paycheck on it. We're just happy that it's only really the 12-month people that are rolling into the new year will be getting their checks. All of the teacher pay and the para pay is already processed in the old system. It's just being released at different dates. So it's just really focusing in on our 12-month employees that are rolling into the new year. And we're right on target with that. With the schedule that's out there, that's looking like July 13 would be the actual day that will be the tentative budget being presented to the board, asking them to adopt that tentative budget, which would then
trigger going on display for a minimum of 30 days. It'll sit on display in district office and on the website from that July 13th all the way until on September 14th. That gives the board in between to see if there's anything that they don't like or if anything was missed to make adjustments in August. And then again, bring it to the board in September for final adoption. So just kind of want to put that timeline out there. We're right on schedule with it. This fits pretty much the mold of what most school districts do. Some may adopt the budget a month earlier on it, but the way that we're tracking on it, just to kind of follow a year's path in the past is get the tentative draft out there, adopt the tentative, put it
out there for 30 days or more, and then come back in September, approve it, and then go through the whole process of submitting it to the state, putting the final one published on our website, and then using that as our budget for the year. So that's just a tentative draft that I wanted to bring to the committee and then expect to see the tentative draft next month. That's good. Any questions? All right. Then it's intercom and school security update. At our last meeting, you got a very good overview from Chris Bahula, the tech director, on this entire update that we have. This would be updating all intercoms and clocks and emergency switches across the district. Chris did go back with the company and redid a walkthrough of all 10 sites to make sure that we
had enough network cable pulled to all the rooms. They did find that we had to pull some additional cable after going through the final walkthrough on it. There's about 160 rooms or small closets or classrooms that need to have wire pulled to it. There are some sections that we're going to add some intercom switches and then some other places that would have to have switches internally throughout the district to make sure that all of this stuff talks around the district. Chris did give a figure of about 1.5 on the previous one with it. This one came in with final number on it, 1.597. This is to do it across the district on it. Remember, intercoms, these switches, the emergency buttons, everything's pretty much at end of life. They are really, really band-aiding the systems that
are out there. If we want to run late start, early dismissals, it's really hard to program the bell schedule through it. Right now, there are some spots that really have no way of identifying if there's something going on in the building where this would address it by putting clocks with strobes and various things out there, allowing teachers to have all call buttons from the phone, from a switch inside the classroom, allowing district office to have the ability to make the all call to all 10 buildings from in here. This is a key thing to make sure that we are doing our due diligence to make sure that everyone is safe from our students to our teachers to our staff and just to ensure all our parents that we have things in place. This is truly
a necessity on it. And like you said, came in at 1.6 roughly on it. But this is definitely a high priority. It will be going to the board for approval on Monday night to get the process going on it. And like you said, the funding for this, we're going to have to use fund balance to get this done. But it is a very high priority. The $97,000 is just an extra cable that was run? Extra cabling, extra switches, extra call buttons in various locations that add. Some added clocks in a few locations, some added speakers in some smaller offices and stuff like that. Like you said, just kind of take a look at some of the stuff is fairly old. So this is definitely something that really needs to be addressed at this particular time.
Thank you. Orland Jr. High Parkway Resolution. OK. So this is coming up once again. I sometimes hope that we talk about things, and then it's done. So just a brief overview on this. When we did our additions, the village asked if we could clean up some of our property pins, some of our, I'll say, easements and stuff like that. Well, this was one that what we actually owned was to basically the middle of the street. Old Platt, it was never corrected from years ago. So the village wanted to correct that, take that property that really truly should be the village's property anyways. They're maintaining that area and the street and everything. So it was board approved to do all this. And then when the village went to the county, they wanted a formal resolution from
the board to complete the paperwork. So it's really just a technicality. It's already been signed and done. But in order for the village to actually finish this with the county, what they're requiring is one more piece of paperwork, basically. So that's why this is circled back again. So it's something that's kind of already been completed, I guess. But that's why there'll be a resolution at the board meeting about it. But nothing has changed with it. Cool. 143rd Street Park School Road Improvement. OK. Yeah. Now this is a big one. OK, so it's a IDOT project. They are expanding 143rd Street. This has been in the talks for many, many years. Even going back 20 years, they've been doing traffic study and stuff on this area. Now there is actually funding to do it. So it
will be the intersections will basically at Southwest Highway will be changed, cleaned up. The lighting, it'll be wider, dedicated turn lanes. So with this project, it's changed twice. Originally, we were only going to have a write in write out on Union Avenue for Park School, which would be a nightmare for buses, parents. They'd have to do U-turns to try and get in there. So in the talks as this went forward, the plan with the village and IDOT changed a little bit. And we will have full access at this point here on Union. The new plan, this kind of swings a little bit. The road swings a little bit more here. And we will have full access. But that being said, the timing of the light that will be, Union won't have its own dedicated light
anymore. It'll be part of the big intersection. And it will not have the priority in the light timing. And why that is is IDOT's main concern is to keep the traffic flowing on 143rd. And they are anticipating there to be a lot more traffic. The end result of this is it will be widened all the way probably at 355. How long that'll take, nobody knows. But so we have to do something there no matter what. So unfortunately, we had to come up with something that we could do there and working with the village. So the village is doing the stoplight here at West Avenue. And they have the funding for that. So we don't have to pay anything for the stoplight improvements there. And what it would do is we would add a new drive.
So West Avenue would end up going straight through. And I got some other drawings coming up. But it would be adding a new drive. But we'll show those next. But on this one, the board has to approve a temporary easement, a permanent easement. And then they are going to take the IDOT is going to take some land right in the front of park here. And that equates to 0.493 acres. And it's valued at $44,000. So at the end of the day, I think they could take it anyways if they wanted to. So we might as well get something for it. They had an appraisal. A separate appraisal company came out. They appraised it. They did comparables. They ran through the whole process. Our lawyers reviewed all of it. And everything that they're saying is what
it should be. There was a couple different riders that were looking for IDOT to add to it just to cover us on access in and out while this is all happening. The project is going out to bid in 2026. They're hoping to start it in 2027. So it's going to move rather quickly. So there's, again, temporary easement, permanent easement. The temporary easement, really, it's only $300 because that's the minimum. And there's not, that's a very small, small portion. But they still have to, I guess, give the district something for that. But all the numbers there, like I said, add up to what they're actually giving us. So there'll be several resolutions. There'll be one for us to transfer the warranty of that property, the deed to IDOT, and then the two other easements. Are we
doing that Monday? Yes. And they're looking for us to do it sooner than later so that they can move forward. Until we sign off on all of it, IDOT won't, well, they're going to move the project forward no matter what. But they won't let the village do their portion of the intersection. So I ask the question, because I have to, what if we did, truly, what if we did nothing? That's the question I ask the village. What if we did nothing? Well, because of the timing, we would have long waits for parents to get in and out on union. It would just make it worse than what it is now. If anyone goes to park school now, you know it is logistically they do the best they can there. Principal does an excellent job, but
it's a nightmare. I mean, there's a lot of car riders. The bus traffic has to get in and out so they don't get delayed running the next route for the other schools. So if we didn't do anything there, we would have probably a worse problem than what we have right now. So this gives us a way to work with the village, work with IDOT, and correct basically what the traffic logistics that we currently have there. And so this is just a picture, if you're familiar with, this would go straight through onto our property. We would have turn lanes in, out, a whole new drive to wrap all the way around, separate bus. The cars and buses would still come in in the same area, but they would have dedicated areas. Whereas right now, they're unloading,
buses are clearing, and then parents are able to load and unload after the bus traffic is done. So if you go on to the next one, Scott. So that would take away from the park, or that would add the driveway from where that's going through? We would have to move the playground, unfortunately. And that is a newer playground. But the playground would have to be moved. So this on the left-hand side here is what it is currently. And this kind of shows where they stage the cars up the street here on Union, and the buses. And then as the buses unload, then they start feeding the cars through. So the new plan, it would be here. And again, we've had several meetings with administration. We've had multiple meetings with village engineers, our engineers, our architects.
And this was the best plan that we came up with. So parents, buses would come in off of West Avenue. Buses would be dedicated to this line here. Cars would go straight. During the school day, there would be a gate here and a gate here, similar to what we have to do at other buildings, center, for example. And then the cars would have the staging area here. And they would have a staging area here so that when the kids got off the bus, this is a fairly wide sidewalk here, like 12 feet wide. And so you could have cars unloading and buses unloading at the same time with this. And then parents would swing out and then back around. Buses would swing down this way and back out. Could someone go out and back onto
Union and make the right, easily make the right hand turn? Yes, probably. But we're still going to work through exactly what the logistics of that would be. But this moves the playground from where it was about over here to this area here. Behind park right now, we have a maintenance shed that's over here. We would do a smaller shed back out here in the corner to give the kids more of a little bit. They do have a large grass play area now. So that really wouldn't, they'd have about the same area, still play area that they would have as a grass area. It would definitely be a little bit improved from what they have now even. So that is kind of what the plan is for that. Just seeing if I get anything else here
in my notes. So we'll be discouraging the use of Union at all? We would be, yeah. Doesn't mean that people won't. Doesn't mean they can't. But from the timing of the light, they're going to wait like five to 10 minutes for that light to change. And again, this is to give priority to Southwest Highway and to keep the traffic flowing on 143rd. Well, I know, yes. If the train comes when the light is about to ring, it's going to stay right. That's going to reset. Then seven minutes can turn into 10 minutes very quickly. That could be a while. And some of the changes, like I said, with this curve here, they had to redo a little bit here according to the village because if they did the distance from the tracks to the light
here, they had to make sure like if a semi, if a semi was, I don't know how many go down that way, but a semi, a bus, some commercial vehicle made this turn. If they were stopped at the tracks, they didn't want this whole intersection blocked. So that's why the plan has tweaked a little bit from what the original designs were with IDOT and with the village. The village got worked with the, because we're surrounded on the two sides here by Forest Preserve property. That was another deal that the village worked with the Forest Preserve. Forest Preserve never wants to give up. They fight tooth and nail for their property to give, and they won't give any up. I think it's all flood. If school district, if we would have went and asked for it,
they would have said no right away. They'd have swapped, didn't they? They'd have swapped. Yeah, so they swapped some property to give us a little bit more, a little bit more, I won't say we're getting property out of it, but we're getting easement out of it that they wouldn't have let us encroach on to do this drive that we would have had to do here. We're still gonna swing this drive in so we stay off of Forest Preserve property, because if we have to engage the Forest Preserve on their property, then that's a whole nother permitting that we have to do there. Adds a lot more engineering and everything. So there's a lot of entities that are having to work together on this project as a whole. Unfortunately, it is a cost that the school
district is going to have to incur. It's proposed at about 3.5 million is what we're thinking, which sounds like a lot, but we're gonna have to do, I'll say street lighting, curbing, sewer. There's a lot of paving here. This is also changing, really changing this whole parking lot. It's even changing this lot here to give some more spots. Move this a little off of the neighbor's fence, because right now we are right on their fence. Parents like to drag the mirrors of their car sometimes down the fence, down their fence there once in a while. So that kind of moves this over, gives a little bit better parking even for visitors and for staff in this area here. So a lot of paving, a lot of concrete work, a lot of sidewalking. There'll be sidewalking
all along through here. So there's a lot of paving and concrete work and drainage and stuff that is gonna go into this project. Again, with the village doing the light, again, if we had to do this later down the road and we didn't have their help with the light, we would have to pay for that light to be improved, putting the heads facing our way to let the drive here in and out. So I think this is going to definitely improve the site and the safety of what we're, it's an old site. We've had to deal with what we've had there, but this will put a lot more safety features in just where the kids get off the bus and walk and parents dropping off and everything like that. It'll kind of separate the two
a little bit better. When are they supposed to start? 27? Yeah, so this is, I think this for us will move, it won't move super quick, but we also have to look at the timing of it because we can't have, we want to have this done when the road opens, but we don't want to inconvenience everything at the school, so it's really gonna be timing. And then IDOT in the village, once it goes out to bid, once it actually goes out to bid, then we'll have more of a defined construction schedule on what they're thinking, but it's going out to bid 28, still here in 26 for a start in 27, and I think they're hoping it's completed by 28. And how much flexibility are we really gonna have with timing, inserting all the pieces?
I mean, I'm just playing, yeah, it's. Sorry, it was softly suggested that we may try to jump on with a village project with their bid, but our opinion was that we did not think that that would be appropriate for us because a highway road contractor is different than working with the school schedules and the park types of engineering or scope of need, and it really wouldn't be much of a benefit for us to do that. We would be tied to the village managing that project, which is fine for 143rd Street, but we really need the oversight of the park school. So timing, as far as that goes, if we go out to bid our own for us completing our project, we did take that step. But not the schedule for the union piece because we're
gonna have to keep using that road. Yeah, so that's, yeah. So that's gonna be a nightmare. While it's under construction, we're gonna have some temporary, we're gonna have buses driving over some temporary gravel and stuff like that. I'll say it's gonna be very similar to when they did really both entrances at Century and Meadow Ridge. It was really working with the contractor, working with Portland Police Department and making sure that we can buses in and out. And that's why our lawyer really wanted to define temporary and permanent easement stuff in all the paperwork. Not that we would have a problem with IDOT, but just to give us a little assurance that they'll do the best they can. They still operate the school while they're working in 143rd Street. Yes, yeah. This might make no sense
at all, but a big problem with park is there's just not enough room, right? That parcel to the east there, they've tried to do multiple things with that. And as far as I know, has never been able to do anything. Would it be worth looking into that vacant parcel? Right here on this corner, this area? Yeah. Well, this is gonna be substantially smaller once they widen this and they swing this curve. This curve is gonna swing a little bit more up in here. So the village already owns this parcel and they're gonna eat some of that up with making this wider with the more turn lanes. Cause I think it's gonna be double, I think it's double turn. I think it's going to a double left turn and it's a single left now. And there's
gonna also be a pedestrian crosswalk. Going across from there? Going across southwest highway to get to the train station. Yeah, and right now, there's parents that park over here and jet across the road rather than go to West Avenue. They won't be able to, I mean, that won't even be an option anymore cause there's gonna be a center median here now and they won't easily be able to get across. So we'll still have our crosswalk here. And then I think there's another one somewhere in here if I recall, but we will definitely have our crosswalk where it's at currently at West Avenue. Does the village have plans with that property or you don't know? I don't know. I don't know what that piece. I think with this, it's gonna be substantially smaller than what it
currently is just because all the widening. I'm just thinking, I mean, it would add a ton more parking and like a staging area for car pickup and there'd be a cross cause that street's not really traveled very heavily. That would be the one thing you'd have to go across that street. It won't be after this, that's for sure. I don't know, just a thought. Is that the piece that they're turning into a park? I don't know. I know they were gonna do condos on it. I don't know what they're with this. I talked about it Monday night. Oh, did they? Yeah, but I don't know if it was that piece. I have no reference to that piece. I don't know what they're gonna end up doing with that piece. All right, I mean, just a
thought, just looking at it instead of taking it away. So we're gonna gain a little bit here just because this is gonna swing a little bit more. So like the funeral home is gonna be right on. I mean, like they are gonna be right on the road and they're losing parking spots here because of it, but they're gaining like four, six, or eight spots on this end just because of the swing that Union's gonna do. Union on the other side will still, that'll be a one, that'll be one way. Right turn only. Right turn only. And just logistically, since this will be happening, it sounds like during the school year, are there any plans for like noise mitigation or things within the classroom? With iDOT, I don't know. I mean, if it's our stuff, yes.
With iDOT, they're gonna work there. They're gonna do what they do. So like outdoor time or even just like beeping and jackhammering and all of that and like little kids trying to hear and learn. I don't know, I'm just like, oh. Yeah, I don't even know what you would do about it. It's not like you, you know. I don't know, like almost like you'd have to like move them somewhere else. They're gonna push as hard as they can to finish one side of the road. They'll take their two month breather around probably December, January. As soon as weather breaks, they're gonna wanna start rocking and rolling on the other side and there's nothing really you can do about it. They're gonna go as quickly as they can. Just something to keep in mind. It's gonna
be close. If I'm a teacher or a parent, I'm like, ooh. I know it has to be done, and I don't know what can be done, but I just wanted to like throw that out there. So this is a project we weren't planning on. Right. Yeah. But it will correct a few things and definitely help with safety at that site as a whole. So in the overall picture, it's probably gonna just delay a few other projects that we have when Scott does a full budget coming up. Yeah. So we do have the opportunity to issue additional bonds come this February. We have a capacity to get $5 million on it. Most likely the 3.5 out of the five will be put to this instead of applying it to the buildings on it. Still leaves us
with 1.5 that we can figure out what to do potentially in the summer of 2027 on it. But like you said, that's the tentative plan will be to as one bond cycle rolls off with our final payment, you reissue. We do have the capacity to get $5 million, keep the exact same payment structure out there. Taxpayers will not see anything on it. Gets the district the 5 million, 3.5 of it would go obviously to this park improvement out there leaving 1.5 to look at then what are the priorities across the district. But the 1.5 now go toward the security situation? Unfortunately, it has to be money spent after you receive the funds. Oh, I see. So the security stuff with the intercoms and the clocks, that would be all done prior. 1.59 or something wasn't
that the pricing? Yeah, 1.6. So it would be that however, in order to lock in pricing and lock in getting that done, it would be prior to the issuance of the $5 million bond. And there's plenty of, I'll say high priority items that are still on our facility survey work that could be addressed with the 1.5 million. And we have wiggle room in the budget for the 1.5? Correct. Yes, okay. Correct. And even though I know we don't like that number, it is because it's such a high priority with safety and security. And we wanna make sure that everything is functioning that kinda got moved up the list with it, kicking some of the other stuff down the road. It might actually be a summer where Ted and Katie don't have five buildings under construction.
We really would only have. We really would only have the last five years. So, and then of course, then we look at our structure, which we will bring at June kind of our next phase of what we're looking at with timeline if we were to utilize bond funds to address the modernization and then also address facility survey work, what that looks like with the years that we would have bond capacity and how that would go with the projects kind of tentatively. So we'll be bringing that in June with kind of a plan moving forward. The village is willing to come, the village engineers are willing to come and speak to committee, speak to the board if we needed it. I didn't think it was, you know, it was necessary. It's, you know, I guess as
the project as a whole, good forward thinking, because I think with everything else that's being developed, people are gonna look for other ways to get around town and that is definitely going to be, that is definitely gonna be one way that they're going to, you know, so. There's not very many East West streets. Yeah. 159 might be pretty busy coming up here in the future. My commute every day, so it's about to get exciting. So, and they're doing a few other things like past St. Mike's that they have to do with some low spots in the road. And I know closer to, I guess, going towards Will Cook where that floods, that's part of this. This is part of going, you know. Will road will also be under construction. Yeah. This is all gonna be
part of it. Come next summer. What are they, they're gonna be fixing the intersection. Of Wolf and 143rd. Where are they gonna get that property from? They're working the CVS right there. That's gonna be widening for lanes and all that. Got that little schoolhouse like right on the street. Oh yeah, that's, it's gonna be tight there. Holy cow. So, a lot going on with that, that's for sure. You can think of the homes that are right on the 143rd. Yeah, that's the other thing too. All backing up and yeah. They were not for the widening. Okay, does anyone have any other questions on that? As of now, you're like, all right. Are you presenting this at the board meeting? Yes. Okay, summer 26. Here we go. So, we have a very aggressive summer once again.
So, this is just kind of highlighting. I won't go, I'll just, all these projects have been pretty much presented at some point. So, I'll just highlight, OJ is already underway. That is a picture of the current band or band orchestra room. So, that is currently underway. So, just so it could get completed. So, they've been very helpful with moving to a different, moving to the, actually the small gym is where the band is set up for the rest of the school year. So, that went very well. Staff moved the bulk of that out last weekend. What else do I wanna highlight here? High point playground, that's scheduled to go forward. That'll start right after school gets out. Jerling boiler replacement, we have three boilers to replace in the two story section there. That's being done,
we're doing that in-house. The Jerling lounge is one of the last staff lounges that we have to update. We're doing that, that one is being done in-house. Prairie is getting an AP office with the additional assistant principal there. Right now, they're not in the main office area. So, we're converting what is like a work room area, copier area is gonna be converted to the AP's office. So, what we're doing, our guys are doing building walls and lighting and ceiling and stuff for that in-house. We continue to update all the large spaces with LEDs. The gyms, high point metal ridge center, there's a few that we still have left to do with the new LED high bay lights. Landscape, we do all that cleanup, everything over the summer. Various painting projects done in-house. And then our
custodial staff will be ready to start their normal summer cleaning and overhauling of the rooms. So, long list, but we're off and running already. And just wanna bring this to the forefront, like you said, as we come back in June, as we're knocking off facility survey and modernization and then kinda working with Ted and Katie, like you said, to come up with how are we gonna fund all this stuff and then ultimately they're working on what is the new priority list and I think what's moved up the list. So, come June we'll have a idea of what would be the next steps to address around the district. Any questions? It's a lot. Always is. Yep. Oh, there we go. Question. Jump the gun. All right. Non-agenda items, anyone have anything? I just got one on
it. As we move in the 26, 27, I just wanna visit our meeting dates on it. Wanna bring forth as Wednesday a good night for everybody on it. I know it is open as far as one of the open nights compared to some of the other committees that are going on it. And then is six o'clock still good for everybody. What I'd like to do is kinda lock that in stone and say we're good on Wednesday nights from six to seven and then what we can do is project out all of those dates. So, as we look to recruit new members for our committee, they know moving forward, we're on Wednesday nights, it's from six o'clock and we try to get out by seven on it. If we do have a meeting that runs a
little late, we're trying to say maybe 7.30 the latest. So, just kinda wanna have that out there if we're in consensus. With that, we can kinda put that on the docket and say for 26, 27, Wednesdays, six o'clock. Good for everyone. Yeah. Are we gonna try to get another staff member on the committee? Yes. We're trying to recruit a principal. Good. So, trying to get somebody at the building level to come and be part of our committee. Nice. I think it helps. Another set of eyes from the building level. All right. That's it. Looking for a motion to adjourn. I move that the May 6th, 2026 Finance and Operations Board Advisory Committee meeting be adjourned. I'll second. Any discussion? All in favor? Aye.
