001eating it is October 20th the board was in closed session under 2c10 which is the placement of individual students in special education programs and other matters relating to individual students we were in closed session from about 6 35 until 705. let us do a roll call again lubinski is here Riles Kennedy yeah here perform carries okay all right let us stand for the pledge Larry okay all right just a quickly opening remarks um a few of the board members Leary and Phyllis and I uh toured the spaces the additions at the district uh the other day and I just really I think all of us agreed on uh just how well done how thoughtful and um and obviously if Larry or Phyllis want to say anything just want to once again compliment um our Administration

002the principles were really involved facilities our business officer and just just the custodians the it's just all the little details and um it's they're just really exciting bright spaces so anything else you want to add Phyllis or Larry I think any time we see happy smiling faces on our children because we as a community did something to improve their life safety and education it's a good thing I'll just say like I could not be more proud of the board and as I didn't regret my vote then and I still don't regret it today even though some of us on this board got beat up for doing it quickly a lot of people in the community doubted us that we would get it done and I think our Administration did an amazing job with moving and

003doing it over the summer yes the outside isn't done but after you see the inside I'm very confident the outside will be equally beautiful so good job to the administration Tony Adam Noelle all the people involved you guys did an amazing an amazing great job thank you yes so thank you all right and another recognition uh we have is we want to recognize our School principles and so certainly um you know I I could say something about individual principles but any interaction uh even on the tours just such a positive attitude and such a we can do this um and the other thing I really observe in principles they just know their buildings and staff so well um like watch out rollerblading unit from PE or oh let me see this person you know they're

004they're free at this time so I'm just amazed at how well connected they are to their individual School communities so thank you to the principals we have Angie here so thank you thank you it's about uh principles and it's you Shepherd over our flock you protect educate and keep safe our hurt you lead them so they don't get lost you never cease to protect them and keep them safe you recognize as we parents do they are our greatest gift you are our principal and we thank you for it I'd like to say something too so when you're a kid and you're in school you look at the principle and you're like oh the boss the person that tells me what to do you don't realize what their job is as a parent of a kid

005in the school again don't realize what their job is it wasn't until I sat on this board and realized what the principles do for our schools and without our principles how these schools could not operate period end of story so I just want to thank each and every one of our principals past present and the future ones because we've had great ones and we have current great ones so thank you anyone else just to open it's okay if you don't want to all right thank you once again Eric anything I want to add there okay all right sounds good all right all right next on the agenda um we have public comments uh this is the point of the meeting where we welcome public comments each speaker is given three minutes to address the board

006comments may be made on almost any matter related to the operation of schools but we ask that you refrain from making comments concerning individual students or staff members the board uses this time to listen to community questions and concerns but will not respond immediately to requests for information additionally the board cannot take formal action on non-agenda items contact the board president by email if you wish to discuss your topic further please come forward to the microphone and state your name and if comfortable your address for the minutes so let us start with Nick and Madeline drows thank you hi I want to start by uh introducing myself Nick dross my wife Madeline dross we live over at 8 20 uh I'm sorry 824 Rowe Avenue in Park Ridge and uh this discussion topic is purchasing

007the lot just south of that and uh myself I grew up in Park Ridge went to Mary city of wisdom Lincoln Maine South then went to Illinois State and moved back here after that lived with my parents and eventually bought at 824 row and a big part of that was because it was a foreclosure and at the time I could afford it and secondly it was kind of dilapidated so I like I liked fixing it up it also looked into who owned the lot just south of me because I saw a lot of potential in it so I went to the office off of Ballard found out the school owned it about five years ago and started asking around and uh now that's kind of come to fruition and a couple of things about us

008I've been here all my life my business is here Matt and my wife grew up in Glen Island Glendale Heights area so we had a conversation after we got married in October of 2019 of whether to stay in this area or to move out or get a bigger house and the house right now is a smaller one but with that property we can grow into it and have a family here which I'd love to have the main goal is to keep the property open move our garage and the big thing that we're looking for is a potential yes or no answer because if it's a no then we could finish our driveway and make it look nice if it's a yes then that's another story long story short we're very interested in it and I'm

009looking forward to talking to you guys all again thank you for your time thank you how about other public comments okay all right let's go on to our next agenda item and this is a welcome to Washington school so come on off our principles hi everybody uh welcome welcome to Washington um it's exciting to have everybody here we excuse me um we're going to be presenting tonight on um some of the social emotional learning initiatives that we have at Washington but before we begin I'd like to introduce myself my name is Angie Britto I am the principal here um and I'm Janet benarzo and I'm the assistant principal and before we begin this presentation I just want to acknowledge Janet there a lot of the work that we do around social emotional learning at our

010school is kind of driven by her so a lot of this would not be possible without her and we're grateful for how she leads the SEL team in this so with that said we are going to talk about PBIS tonight PBIS is sometimes referred to as positive behavior interventions and supports and it's really comes down to improving climate and culture in a building and how you do that is by setting very clear expectations for the kids teaching them how those expectations should be met and then really supporting them in the process of practicing and practicing and practicing um and the goal is really to focus more on preventing certain things from happening rather than um get going back in time after the fact and um being more um punitive as um as we see that

011it's much more effective with kiddos to try to get ahead of it and teach them before they make their mistakes knowing that they will make mistakes and that's part of the process too um so one thing we do at Washington is we have what's called our pause uh pause our individual rewards that are passed out in common areas of the building you'll see staff members at recess and lunch in the hallways um or also um sometimes after school when we're lining up for the bus and what they look like are these little blue ticket things and students get them for demonstrating expected behaviors that we model and then practice and how we reinforce it is by giving the pause so kids are highly motivated to get pause and there are many reasons for that the

012first one is that there are a number of weekly incentives that go along with the pause so that's baby Rory Rory is our school mascot he is our Wildcat and we have a baby Brewery for each individual grade level and each week the grade that earned or the sorry the homeroom class that or earn the most pause for that week gets baby Rory to visit their room and we didn't think that some of the fifth graders might would be very motivated by a little stuffy but they are super pumped about baby Rory and they build baby Rory habitats and go all out so it is really quite cute even with the old ones um so yeah they bring their paws down and then um the claspaws I'll get put into a big bucket um and

013that bucket on Friday we draw our pause winners so uh 10 students are drawn on Friday um they get called down to the office and recognized for demonstrating their Roars at some point in the um throughout the week and they get a certificate and a cute little keychain and they get their picture taken in front of our Wildcat Rory out in the garden so very is all around and then when we fill up our bucket which I'll show you in a minute we do some sort of all School incentive so we've done all school dance parties we've done all School Bingo really trying to make it a global effort not only just individual and class um so the that's our bucket um and we keep track of um our progress right right now we're about

01450 so we're about halfway there to our school-wide incentive um and I think we're going to be doing Bingo once we meet that goal so the one thing we wanted um to kind of delve into even deeper when it came to our PBIS program is um kind of focusing on thematic initiatives so October is anti-bullying month and we decided to tack that onto that kindness so our Focus for October has been on acts of kindness throughout the building and the way that we incentivize that is by looking for examples of students being kind to one another and we expand it to also include classroom spaces where teachers can nominate kids for being kind and along with that we reinforce the kindness theme through weekly activities like real louds and videos that we show to our

015classes and additional additionally we have different lessons that teachers can include in their morning meeting times like classroom compliments and our culminating activity at the end of the month is to build a kindness Garden our art teacher is partnering with our students to create kindness themed rocks that we're going to all make together at the end of October so how we celebrate that kindness is with a special kindness paw it's highly motivating to the kids because it's worth 10 Paws so they really want to be extra kind but we do emphasize that getting pointing out their kindness is not how you get a kindness paw it's really something that you need to be caught being kind and and your teacher needs to recognize it so it's highly it's been very exciting and honestly it's been

016like heartwarming to see the different ways that kids are being so so kind to each other in class and also outside of recess so uh real quick before the video starts every week we have a staff member who has created a video of themselves reading a book the books are all centered on the theme of kindness and around anti-bullying to kind of reinforce some of those Concepts and skills that the kids are learning in class during their morning meeting time so this is Miss Lauren she's one of our teacher assistants who reads who did this week's video for the school and everybody will watch these videos in their classroom or have been hi Washington School it's Mrs Lawrence here to celebrate anti-fullying month with you with a book the recent Queen I really hope you

017guys like this one because it's a wonderful the recent Queen by Alexis O'Neill and Lauren holska check this out Nichi and nobody said anything nobody's talking to me Jesus one nobody kept until mean kids know what he's about to tell mean Jean um was that so it's been kind of fun to see the different staff members reading the weekly texts and the kids all think it's really fun to like see who the next video is going to be of um but again it's been really great to reinforce the concept and the theme sorry so uh we we also have a different activities that teachers can do in their classrooms we suggested these as activities that can be done during morning meeting and all of these activities were created by our social emotional learning team who

018met back in September so things like student of the day giving a pat on the back or classroom compliments our ways that we reinforce kindness in the classroom and then we also include for the teachers a series of videos and additional books that they can use in their classroom as resources to reinforce that theme our art teacher has done a wonderful job of reinforcing and putting reminders throughout the building of ways that ways we can be kind to reminders to be kind and some of our fifth graders also took took it upon themselves to create an index card campaign where they're making kindness cards and posting them with our permission around the school so it's been kind of cool to see that uh kind of a student initiative so in addition to this month's kindness

019theme we are focusing um for November and December on other themes that kind of relate to things that are happening or maybe in our communities or other events so November we will be focusing on gratitude looking at similar to what we're doing this month videos books things that we can Implement in class that reinforce that notion of being grateful and taking and being appreciative of the things that we're also lucky to have and then we have an all School celebration at the end of November and then December is really focusing on empathy so the teachers are going to be creating their own Tick Tock videos where they act together and create scenes for ways that they can be empathetic towards um each other and then we have we're going to be doing partnering with our

020PTO and student council to do a used Shoe Drive and at the end of December we will have a dance party to celebrate so again um this was just another example something that girls did at recess again it's kind of taken a life of its own with some of our students that feel very excited about the kindness thing and but they wrote have a great day ubu be kind stay positive and our motto at Washington that we see every day during our morning announcements is remember students and staff and all your interactions today in all you do have courage be kind and you be the reason someone Smiles today so I'll leave that you with that for tonight thank you for listening to us and um it's been a pleasure talking thanks oh oh yeah

021and I just want to point out if you're wondering what's behind me uh these are our staff resumes we got um grade level teams together including our teacher assistants and created Collective resumes to highlight sort of like all of the experience that we collectively have special skills that we have so if you have a break or you want you're wondering what's what's going on behind us here that that's what that's all about and it's pretty impressive when you see things like 88 years or over a hundred years of experience with certain teams just the wealth of knowledge that exists in all of our schools so pretty cool thanks okay thank you Angie and Janet I was wondering about these so I'm so glad Janet you remembered to say that's fascinating okay all right let's look

022at the agenda uh do we want to move anything add anything I think Carol the policy thing is okay did you have a question on the policies I mean if I we can remove it from the consent agenda but it would only take like two minutes to discuss so not a full substantism okay all right so we're good okay okay all right tonight is the Adam show and so we're going to start it out with the uh construction update [Music] maybe Tony will join you for this one so someone doesn't have to be dose of your show um good evening again very happy to be back here in October talking about construction as we mentioned earlier a few of the board members were able to tour the inside the buildings and see some of the

023sites so as we've done the past few months we're just here to give a short update about where we are and then give the board an opportunity to answer or ask any questions so at this point um I think I'm going to group the group the six sites into three different categories based on where we are with the completion so the first group is Carpenter in Washington both of those sites so we're working on the punch list on everything inside all the work inside is just about completed the construction fencing is either been removed or being removed and those sites will be finishing up in the next couple days so that's super good news the next group of buildings is the outside at field Roosevelt and Jefferson so again we are on the inside work

024is being completed finishing up on all those punch lists um we're finishing up on the sights stormtrap repairs playground repairs removing some of the existing fencing at all three of those areas we're looking at you know probably a few more weeks probably about mid-november sometime between mid-november right around Thanksgiving looking at a completion date for those the last site that is that has a you know questioners who rounded is Franklin so if you remember Franklin was the site where it took us the longest to get the mwrd permits because of that the site work you know really didn't get underway until middle of summer so again on the inside working on the punch list the inside work is almost completed uh on the outside the storm and Sewer work is ongoing the challenge with Franklin

025is going to be just fighting against the weather and seeing how much of the once that those storm traps and Sewer work completed whether we're able to get you know concrete down asphalt down or have to do gravel you know we'll keep you updated on that but again that's weather dependent but again overall as we talked about earlier very good news as far as just finishing up these sites so if the board has any questions Tony are I'd be more than happy to answer them to go out and see it in person right yeah the level of detail with the painting on the walls the carpet matching the walls the level of detail is a insane well we said at the beginning we had a very good partner Nicholas and Midwest Mechanical that at all

026of our sites and I think the the show's at the end this is a question probably for you and Adam and Dr Carlson are we keeping neighbors informed of progress any comments I hear are generally from people who live across the street from the schools about the movement of outside activity so the answer yes as you know if we had something that was an effective we sent letters out we went to our door if we felt that maybe they weren't on the parent list or a school list for emails uh additionally they have my number and quite often they call and we share internally about what their concerns are I bring the adamant and and Dr Olson as well and what the neighbor's concern is how we rectified it or what we're going to do

027to rectify it some cases you can't cases you can it's just a matter of just listening to you know maybe working through the the perceived problem or the problem itself right so as far as I know everything's been answered successfully and I think we have fairly for most part uh heavy Neighbors everything seems to be pretty much on this the schedule that you told us we were informed early on that in interior would be done so our kids can get in right classrooms would be usable the exterior was going to take a little extra time and it just seems that Franklin is the one that is is a little bit delayed but I just want to go since I live right there and I drive by it every day it doesn't the work being done

028outside doesn't seem and correct me if I'm wrong it doesn't seem to be affecting the flow of the drop off and pickup on the kids it's not it hasn't taken away most or any of the playground area that they would typically play in except for that one little red park that had to get removed anyway for the for the new edition right so so the delay there is not impacting the usability of the school correct the main entrance is still usable the secondary entrance is still usable most of the back entrances are still usable right uh so just wanted to you know put that out there I appreciate that so you know that Adam and myself have weekly meetings Among Us internally and then every two weeks with our contractors and so every two weeks

029we give some type of an update at any of the sites that you know may be affected by something that is a change right you know whether it be temporary or a little longer or temporary so at the it gives the the principles The Narrative operation time to get in front of it make a little plans so that we can make adjustments and I think that's all been extremely successful I think that was the the success thing in getting in schools open on time the only thing I've heard is that Roosevelt moving heavy equipment right and it blocked Prospect in the morning in and they had to drive around some of the heavy equipment but that's temporary it'll be it'll be okay it yeah it's you know it's always a struggle right I mean we're

030pushing these guys to get these schools done and they're gonna do what they need to do and we've I think I think overall has been fairly safe I think overall has been successful I agree I just want to add a detail from the tour when we went uh there were spaces where we used internal our internal staff to like our music you know we have our middle school music educators who travel through our elementary schools and they would often teach in a kitchen or a closet or just somewhere and now they have a music room that was done by our internal staff and so it wasn't added to you know what we were contracted on but so it was just these little added things that I think are making a big difference so appreciate the

031thoughts on that thank you and you know it's a compliment to us and my maintenance staff because we utilize them in a few schools field was the one was talking about regarding the music wing and or music room and Jefferson regarding the the staff Lounge right I mean we used our guys internally for the most part whatever we could do that was within their wheelhouse and it was successful and you know thanks for recognition the guys we really appreciate that communication like whenever I have a question for me personally and I'm sure if anybody else you guys would be the same but you always answer it like on time like almost moments later you're like or you fix the problem like immediately the water I'm thinking of so I just want to thank you for

032that you're like honest whether it's good news or bad news most times it's good but even if it's bad you'll say like Hey we're not gonna we can't do it right now so I just want to appreciate your honesty and your quick responses to my questions and probably others that you've received thank you thank you we've done a lot of construction in this District while I've been in project been the largest by far I didn't receive one phone call from anywhere I'm very complaining very happy to hear that were much smaller there would be always somebody calling me saying hey can you do this hey can you do that you know field I mean I think I think tuck pointing the bottle of field where they weren't even using it looked like it looked like

033field was on fire from all it does yeah well again I think it's it's uh I appreciate it and I you know we'll share some of that credit but again I'll go back to the to the groups that we hired brought on board because you know they they do schools for a living they take it seriously they get our message and they share our partnership and and you know they want to come back and do it again if we have a need to have them back so you know there's there's a lot to be said about that and Tony said he's ready to do another project well I was joking with him yesterday I said are you getting calls for people to recruit you yeah share that in public [Laughter] no great job yes all

034right thank you but I also add my thanks as well and also thank you for the information um I think in the past they'd asked about change orders and and we received a memo internally the board that showed that it was actually more of an allowance system and it appears that we're coming in under the allowances and the aggregate hopefully that continues but I appreciate that information and appreciate that that it's been managed as well to you know that that once when that went out to bed into that budget and there was no creep beyond that um that much higher than the anticipated uh estimate when it came in but we didn't let it go beyond that so I appreciate that management around that uh and the fiscal responsibility around this so thank you definitely

035well you should have seen on this tour you missed it but they repurposed the lockers and you would never even know I mean there was many pieces of furniture and things that were repurposed in our district and you would not even know that they were repurposed they looked pristine new I think he said like our internal staff painted some of those lockers right yeah feel first floor was repainted and you wouldn't know Roosevelt first word were repurposed lockers from Jefferson that that weren't needed yeah so things of that nature yeah so amazing job a lot of pluses the furniture and one of the lrcs I think was still right bought only a few years ago looked great you get creative yeah Tony doesn't let me throw anything away yes and you might not know but

036we have a colorologist on staff so meet our new color ologist for the district so a new title all right okay anything else okay let's move on to our presentation on the tax levy which is our next agenda item so actually the next four agenda items are all somewhat connected um and typically in October uh myself or former cspos would come in front of the board and present a tentative tax levy but uh as as you know some of you are aware and we'll talk a little bit more in detail uh things in Cook County right now are in a in a different spot so um we uh I'm going to take I'm going to take some time uh talking through the process of the tax levy um through tax liberal presentation talks through some

037things that are different and then we're kind of going to move in with the help of Elizabeth Hennessey talking a little bit about the property tax bill delay and how that's going to have some impact on our on our finances so um and again for board members I know you have sat through a some portion of this in the past but again it's always good to go through some of the things because in many cases these are terms that we're only talking about once a year so um for me I think it's always important to talk about you know there are three different there are three different terms with three different numbers there's the levy there's the extension and the collection so in essence the levees the ask the levy is the amount that the

038school district is putting out to request um from uh from a property tax standpoint the extension is the actual amount that is billed to the taxpayers all the taxpayers in the district and then the collection based on the rates uh the collection rate is the money that's actually collected so there are three different terms and these are always three different numbers from year to year based on the economy and refunds and other types of things will be some sort of delays or fluctuations with that but just knowing the example of their three different numbers and the terminology of that so want to spend some time talking a little bit about the process we know the process in Cook County is very different than other counties so for those of you who will have lived or

039working worked in other counties or done other kind of work it is a different process so Step One is the assessment process that's when all of the property in our area is appraised and when we're praising we're looking at the market values for taxing purposes after the assessment process step two is the review of the assessment decisions so this is where the border border review comes involved and they're taken into consideration any kind of taxpayer complaints as part of this process then step three is where the state comes in the Illinois Department of Revenue and attempts to equalize the values the equalization Factor changes every single year um in November when I started bringing out some some raw data numbers you'll see how those numbers have fluctuated uh the number for Cook County just came

040out yesterday that's at a 3.00 that is uh significantly lower than last year's Equalization rate of a 3.22 so that number fluctuates in the idea with the equalizer is you're trying to even things out um with that being said just kind of a side-by-side comparison of how Cook County is different than other counties on the right-hand side in all the other counties all of the property is assessed at 33 and a third percent of market value that's how that is portrayed in Cook County it's done completely different so all the residential properties are assessed at 10 percent all the commercial and Industrial properties are assessed at 25 percent and then the reason that Equalization Factor comes into play is a way to try to even things out so right there it says 25 2.5 to

0413.5 that's where this year it comes in at 3.0 so um that is the way of trying to even things out from there would be the next portions of this steps four and five is the actual Levy in the extension so the Illinois school code requires that an estimated Levy be presented the board at least 20 days prior to the adoption normally we would do that in October however because of some factors I'll go into in a little bit more detail we are not presenting a an estimated or tentative tax levy tonight just going through the process the levy needs to be adopted and filed with the county clerk it's always the last Tuesday in December uh this year it's December 27th and then in keeping um with uh transparency and truth and Taxation notice

042must be published in a newspaper uh between 7 and 14 days of that public hearing that usually takes place in December most of you are familiar with p-tel and the tax cap and so this is uh this was put in about 30 years ago to limit um limit the property tax increase on taxpayers so for those of you who uh you know remember back uh there was a period of time where CPI was pretty uh you know pretty high for a number of years causing taxpayers to have a substantial amount of increases each year so this law was put in a place to try to limit that of saying if CPI ever got above five percent the limit that school districts could extend or could Levy would be five percent plus whatever new construction and

043then anything outside of p-tel any other extensions beyond that would only be allowed by a voter referendum in a particular area 2022 so a lot of different scenarios as of right now um first of all you know in preparation of this this work I always work with colleagues attending a property tax levy seminar in early October gives gives us an opportunity kind of see what's going on in only in Cook County but in other counties and interact with other colleagues csbo superintendents that do this kind of work so an interesting fact just on based on where the numbers are is that 22 tax levy is most likely to be the largest percentage uh school districts will Levy based on how CPI is coming in uh the reason we don't have final numbers tonight is there

044is no extension final extension numbers are not set by Cook County yet we do not have eav numbers yet and we don't have new construction yet so that's one of the main reasons why I'm talking about the process and not not the numbers and I'll be talking about the numbers in November so I talked about p-tel coming into place 30 years ago prior to 1994. interesting fact of that is once ptell was it put into place uh that CPI has not hit above five percent until those numbers released in January of last year or I'm sorry January of 2022. you those of you we've been talking about it relates to construction for a while but we know we're at a very interesting time as far as inflation inflation is hitting you know has hit seven

045eight nines this entire year so last year when it finished uh right about seven percent it has triggered that tax cap so when we go to Levy in December what we can Levy is for um you know it will be even though it is CPI was at five percent we are only entitled to five percent plus whatever new construction is available within the district so just you know taking a glance at that graph and just seeing you know seeing some Ebbs and flows but for the most part over the 30-year history it's been right about you know 2.2 2.2 percent and now it just so happens with inflation and other factors we're at this is the first time we're above that um tax cap rate so then moving forward the next steps uh when we

046come back in November I will prevent the tax tenant of tax levy with numbers Levy resolution will be passed as it normally is each year in December the levy notice will be published in the newspaper and then at the December board meeting we will hold the truth and Taxation hearing the board will approve the 22 tax levy certificate and then I will file the tax levy certificate with the county clerk on behalf of the board so with that being said before I move into the next item where we start talking about property tax bills and delays if anyone has any questions about the process or anything related to 2022 I'd be more than happy to answer sure and this is just a refresher from we vote on the resolution for the levy but we can't

047not vote on it right not vote on it well we we have to we have to we have the board has to vote to extend taxes extend some number so we are entitled we are entitled to CPI plus new construction um where where some districts have gotten themselves into trouble is you know if you decide to Levy less than what you're entitled to you're the district's going to get less money we know from inflation expenses are going to rise so you want to try to have revenues that's able to somewhat keep that in line but yes the board will have to vote on some tax levy and pass some tax levy in December there's no way to not without that we're obligated to vote right but to effectuate a non-vote we can vote for no

048Levy zero which which is not recommended yeah obviously the recommended but I'm not answering whether the question on recommendation or not but the way to not vote is we have to actually take a vote the way to say I don't want to vote is to say zero but in fact you're still voting because you're voting in a in my opinion negative way it's a really crappy place for board members to be because you're taxing people and we have to just be very careful on where we end up with that that Levy that Levy and that Levy request and a lot of times you're better to err this way than that way because if you air that way it could be really devastating to a district to to Tom's point you know if we lever if

049we Levy higher um we're only entitled you know we're only entitled to the rate we're only entitled to what will actually come into come into play so if we lever Levy higher and it comes in lower we're okay if we Levy lower and it comes in higher we're only going to get the lower amount that we Levy so there's actually no penalty for levying higher because we're only going to get what is what's actually the ask is so that's part of the levy strategy that I know many of you are familiar with but I think as again we only talk about it once a year so it's good to be reminded of am I correct is also say that if you Levy lower it's not just a loss for that year but it's a compounding

050effect for every year 100 after 100 100 everything builds in the prior year now at the same time let me also say that if you Levy too high there is a little negative to the district because even though you're only entitled to get what's available there you you could have shaved a few dollars off of your your property your neighbors property tax bills but the opposite is much much worse true true anything else okay so uh let's continue on uh property taxes and we're going to talk about the delay with the Cook County right property tax yes um Tech Bill and just to be clear um this this particular item was a presentation this isn't an action item uh Elizabeth and I are going to talk briefly about the property tax delay again it's a

051conversation with q a it's not a disc I'm sorry it's not an action item but then that will lay into the next two resolutions that are action items so um and again I so the basic story is in Cook County weish you know Cook County has again unlike all the other counties it has there's an unequal um distribution and collection rate so usually you get a tax bill in March you get a tax bill in August um March is basically you know where you catch up from the previous year and August is where you know it's a more more secure more in-line um estimate of where your taxes are so there has been some issues uh you know different politicians will disagree about whether it's the assessor's office or the treasurer's office or the county

052clerk's office I don't want to get into finger pointing of whose issue it is but the bottom line is is that there's uh there's a financial system transition that is taking place to do that they took the entire system offline and they're not ready they're not running two systems concurrently they're waiting to put the second system online very soon as a result of that instead of tax bills going out in August or going out in July with an August due date um it looks like right now tax bills will be coming out sometime in the next several weeks with the December 30th due date what that means is instead of having well for for Christmas is over for taxpayers for taxpayers it's a you know it's a good thing because you're able to you know

053not pay property taxes yet but for a school district that that relies significantly on pop property tax revenue to get by we essentially from this last Levy year August September October November all the way through the end of December have received no tax revenue and will receive no tax revenue this now this is where you know we've talked about this back in February this is where having some level of fund balances uh is good because the way that we're able to sustain uh sustain ourselves with payroll and bills and other things is we're using our fund balances to be able to off offset those costs there are some school districts that are not as fortunate with fund balances so then they have to borrow from their taxpayers to be able to make bills we are

054part of a we're part of the main Township Treasurer's Office so we met several weeks ago sat down with the treasurer as far as the strategy the treasurer you know feels that we're in a comfortable level because in aggregate we have we have money to be able to cover us however there are some specific rules about certain funds that should not go negative and that's generally around the um the areas of the working cash fund and The Debt Service fund so I'm going to let Elizabeth just highlight those two pieces really quick and then if the board has any questions for either one of us we'd be more than happy to answer those thanks Adam hey Gareth can you hear Elizabeth wait no I could only hear Adam can you hear me now yes okay

055sorry about that so um because of the tax delay the district has done a month to month cash flow by fund looking at the fund balance from June 30th plus the revenues plus ex minus expenditures um and given that there's no tax collection in September when there usually is the district will have to continue to pay its uh payroll twice a month plus it's payables and importantly it's December 1 bonded interest payment which is the largest payment in The Debt Service fund the good news is that the district has adequate fund balances to sustain it through this difficult period there are many districts that do not and they're going into a very high interest rate market and borrowing short-term tax anticipation warrants so because you have a policy that you stick to because your fund

056balances are well over 50 percent of your annual expenditures you don't have to do that however each fund is looked at individually and there has to be some loans in between the funds so the fund doesn't go negative while you're waiting to get that property tax distribution so you have two resolutions tonight for your consideration the first one is a loan from the education fund to the O M fund and that is in the amount of million seven fifty and that will be repaid to the education fund when the property taxes come in in end of December January the second loan is from your working cash fund the working cash fund is a very important fund because it can be loaned to any of your other operating funds the edno M have restrictions so if

057any other operating fund was to go negative for example you could never loan Ed to The Debt Service fund but you can loan working cash to The Debt Service fund so that's the second loan as I mentioned you have that December one Bond payment and so here we are loaning do it looks like it's blank online oh here it is 1.9 million 1.9 million so that is going to be repaid as well when the property taxes come in so happy to answer any questions on these resolutions if if we approve both of those where does it leave each of those funds uh in what Financial condition are those funds left in you know I should have brought the cash flow so I had it right in front of me but the funds are fine okay

058and uh so just just for clarity if something were to if something were to happen from now until we get our tax money both those funds are are substantial enough that even with the loan even loaning their money out will be able to handle their own uh their own obligations yes absolutely now you know if it gets delayed Beyond January February there's going to even be a point where a healthy district with a 65 fund balance it's a percent of expenditures is going to run into some problems and may have to look at short-term borrowing we don't anticipate that happening there's been a lot of conversation Adam mentioned yesterday the multiplier came out that's a critical step in the tax levy process now the county clerk can put their numbers together in terms of the

059equal access valuation of each taxing body and apply the levies that you did last year in 21 that will then be extended the balance of the taxes in December tax bills should go out in November question to you the money that we're going to be loaning out of the working cash I were you counting on that one point seven 1.9 1.9 were you counting on that 1.9 as reserved for any like major catastrophic uh maintenance issues or a loss of an HVAC system uh there was that that money was not designated towards any expenditures this year I know but we were we were using you know because we used so much of our money to do this construction right we were relying on on working cash we're not realize some other funds we're relying from

060the fund balance we're not relying on uh from the working cash fund okay so the fund balance then would we still have enough money there that if something were to happen we can afford to fix it without having to borrow on that yes as long as we're not talking about any kind of crazy catastrophic massive yes and that one that yeah where is that number is that number in the millions or is that number in the multiple times so if we have a 1.5 million dollar loss of an HVAC system yeah that is something that's sustainable thank you that is I believe 2.8 million that's what we need you know and this is just a procedural question so then if we approve that you know education fund moves to onam do we then approve again

061when it moves back know it automatically it is a resolution authorize it to be repaid as soon as the taxes so then it just gets repaid as soon as we get our taxes as soon as the funds are received okay if we would have gotten this if the delay in taxes never happened these requests would never have happened correct we would have had the taxes we would have paid we would move along and everyone 100 percent and again this is and I I wrote this in the memo this is nothing this is a no fault of the school district and any of the school districts in Cook County are the in the exact same boat that we are in right now we even if we didn't do it and I want to clear this for

062people sure I didn't do this for 30 million dollars we still have these questions posed to us and we would still have to approve the money moving from One Fund to it so the one has nothing to do with the other we would have had all the money in the world we would have still had to approve moving money over probably different amounts yeah right you know we were still I mean we still would have to move money from one account to the other to pay because we we didn't use money from the uh working cash to pay for 30 million dollars worth of construction so we would have still had to we still would have had to approve moving money around most likely would we would have still had to move money around even

063without the full day kindergarten project and the alternative to this as Elizabeth just said would be high interest loans if we wouldn't move the money from our own taxpayers so if the you know the payment uh on the resolution to 12.99 is to the of the transfer of it is to the bonded interest fund to make the payment to help make the payment and December when's the next payment June 1 but that's a much smaller payment that's interest ing okay good so that one wouldn't come up again for a while so what is the um the transfer from the educational fund to the operations and maintenance fund for well that fund is just going to sustain a deficit if money isn't loaned to it right because that fund is used to pay payroll Etc is

064that right payroll benefits and other General operational needs that are not associated with construction right so if that transfer is done how long basically on based on the cash flow that we typically operate under um is that bias a month so if this if we don't see light at the end of the tunnel next month to this Cook County issue that we'd have to transfer more the the purpose of the the purpose of the transfer from Ed to o m is as soon as the property tax money comes in it will replenish the fund and we'll be able to uh you know that fund will be in the positive right but but if if the fund if if the money the tax money isn't received in um or it doesn't look like it's going to

065be received by the end of January when we go into November do we have to transfer more money into operation and maintenance yes and no it's possible it's possible but because um the big thing with the December date is for uh for taxpayers income tax they want to be able to claim uh their 22 22 property tax payments on their um you know as part of their taxes so that is one reason why they're doing everything they can to get even December 20th 30th as late as it is they want to do whatever they can to get that out and pay out and paid in calendar year 22. so is it is it possible there's always a possibility but again uh you know that was that that's not uh I would say like that's not

066a likely possibility at this point I guess I think a clear ways and other incumbental bodies up and off to that point they'll have every taxpayer 100 County after them all right so a clearer way to ask what Gareth is asking this resolution is to get us through December 31st if but we still have another Bond payment due January 31st June so then the bonds situations we don't have to worry about again now it's only the monthly obligation for the the payroll amount of stuff the the stuff that comes out of the uh the educational fund that is a monthly uh should there be some crazy reason why this thing is not resolved by December 31st how many months do we have to sustain before we have to borrow sorry I should have brought the

067cash flow so I could tell you that um you know you have more than you've got like eight months money in the bank okay so we get Beyond eight months you are borrowing so so we're not talking about borrowing in January or borrowing in February we're talking about borrowing if this thing lasts until June well or maybe March maybe okay because isn't there eight months from the beginning of the fiscal year yet so okay so we only got all right you're going to be six months in at the end of the year so that will be more like every March we'd have to go far up but yeah and again I I don't I'm not making a light of the situation at all because it is a significant situation but if if property tax bills

068were not coming out until February or March we'd be having every school district municipality in the county I mean it would be we're taught we're talking a completely different situation with a general assembly Governor like a whole different thing yeah we'd be expecting our second tax correct March 1st is usually our our next bill so they're not giving us two in one month correct all right how about other questions anything else for Elizabeth then okay all right thanks for joining us yeah really good thank you okay okay so Adam stay right there okay so let's move on to our next agenda item which we were just talking about uh resolution 1298 uh loaning funds from the education fund to the operations and management fund for the district um so first of all do we have

069any questions for Adam on that before we get to the action item okay anyone want to propose the motion I move that the Board of Education of community Consolidated School District 64 Park Ridge Niles Illinois adopt resolution 1298 loaning funds from the education fund to the o and m fund second Tom had the motion Nikki had the second uh how about discussion from the board does the resolution need to say how much we're loaning right now because right now we're basically just giving somebody the okay to move as much money as they need oh it's in the long the long version that's a good call Tom it was a 1.7 thanks Larry okay anything else from the board before we take a vote no I I just want to say I'm supporter of this I

070think it makes sense obviously we're putting a tight situation here by Cook County and it's really their fault um we have to do this to make sure we we pay our people um and the benefits on time and pay our interest and our debts I don't think we have much of a choice right here in favor of both of these thank you yep okay all right let's take a look Phyllis sotos yes yes ovich yes Salas yes yes okay motion carries okay thank you okay um next we have the other part of the discussion resolution 1299 directing the transfer of funds from the working cash fund to The District bond and interest fund and so once again any specific questions for Adam okay how about the motion I move that the Board of Education of

071community Consolidated School District 64 Parkridge Niles Illinois adopt resolution 1299 directing the transfer of funds from the working cash fund to the bond and interest fund thank you second all right so Nikki had the motion this time Tom had the second discussion from the board any further discussion this is similar to the other one where like Garrett said there's not much choice let's take a vote yes lubinski yes Pearl yes whitetovich yes Riles yes sell us yes yes motion okay thank you thank you Adam are you are you leaving you're leaving the podium I'll be back okay okay all right our next agenda item is the iasb Illinois Association of school board resolution and assembly delegates uh we've been doing this for a few years now is it four years Carol maybe just three or

072four three or four we've been going to um aesb and seeing what the board if we support or not afford the resolutions I think Phyllis um agreed to be our delegate right this year um those did you have that delegate conference yeah the pre-conference no no okay so that's the thing did you want to lead it or should I go ahead yes Carol thank you okay so um in your packet is the ISB um resolution summary it's you know it's not as extensive as prior years it seems like they're really cutting back on right extensive prayers so right now the new resolutions were the first one we kind of touched we did touch upon this a little bit with our prior discussion over the fund balances this is the adjustment of the Miller ratio and

073you know they want that to be increased at what like 2.5 or 3. I mean that's pretty much like out of our reach we would never have you know let's see a 2.5 exactly um it says when the sun balance of the school fund account exceeds the fund's average annual expenditures from the previous three fiscal years I mean they're recommended yeah exactly I mean it would be wonderful if we had this problem so I mean it's fine they're basically trying to prevent a lawsuit if someone complains that you know the fund balance is too high so the ISB is recommending that we adopt this does anyone have a comments can we object or or what do we how do we what process are we going through yeah so when Phyllis goes she's going to vote

074prior times they did it electronically but now I don't know what they're going to do now that they're back in person um well last year it was in person yeah they had them okay so then Phil we direct Phyllis yeah and we're just supporting or opposing iesb to um Lobby on this or Advocate about this it's not legislation exactly just to clarify so I'm okay supporting that does anyone disagree I wouldn't um I don't think I think if they had that much money they should be giving it back to the tax payers yeah but the issue is who can file a lawsuit when that balance gets too high not should it be that high yeah yeah I don't think we should waste uh because at the end of the day we pay dues to the

075iisb the taxpayers of this community on our behalf through the school district and so you know them wasting their time on something that doesn't help us I I don't see the point does anyone agree with Gareth yeah but it's just one our one votes I mean they're going to take the majority anyway that one I don't I don't think so I know there's two people opposing it is uh anyone else have a opposition to that I'm fine with opposing it because if it's you know anyway then yeah why waste resources or unless Tony has some other where are you yeah so I think if it's not something that's like feasible why although I'm saying no so I think we have enough to oppose that yep okay so check the oppose box okay number two this

076was submitted by Naperville Community Unit School District 203 about alternative fuel School Bus funding um the iasb recommends that we do not adopt this one um they're saying that um well yes transportation funding is a key priority most school buses have diesel engines um zero emission buses are helpful but that's not necessarily the focus of all districts especially rural districts they're saying so yeah the ISB covers you know all of the districts so I I need clarification as to what they're they're actually going to lobby for they're going to try to get funding from the state to give each of us money to be able to hire or buy alternative fuel school buses so this is whether the iasb should urge the state and federal governments to provide funding to school districts to transition to

077zero emission school buses or low emission school buses when we can demonstrate that zero emission buses are not practical and green charging infrastructure in order to reduce School children's exposure to harmful pollutants from diesel emissions basically should we try for you know we don't own our buses right we we have a company that provides us as far as them to pay true so I know some school districts do so you know they would benefit directly we would only benefit indirectly if this was passed from trying to you know get get to a bus there's also the risks I don't know from from my experience of of of of what I do in the daytime um there's some there's some warranty issues related to the to these sort of buses right now and uh I don't

078know how um I'm gonna put it how reliable they are so I don't think we have the infrastructure yet to support this but so I would say to that or not I it's it's another one of those you know I assume the ISB is opposing that resolution they are correct yeah I mean because of the rural counties in and and you know there's no way they're going to go for alternative fuel it's another waste of our okay yes I mean I think I wouldn't say I would support it I thought that was part of like our five-year strategic plan and obviously especially with the iesb saying no but I think that since we did have it in there that I would I wouldn't support it I agree with Caroline I think at least from our

079District's perspective if we're you know trying to promote you know Green practices we should at least say from our one vote towards this that we do support these practices you know my thought is that if for some reason they succeed and they they get the funding then comes the obligation by us to to do a certain thing uh because then otherwise we don't get I mean I'd rather see that money I think we got a lot of other fish to fry before we worry about buses I'm reading this as they want to have seen an investment in an infrastructure to move towards this not everybody has to have they want to see lobbying for that so it's not investment into clean energy and this is just one area of focus that school districts have like

080a stake in I don't think it could hurt it's I don't think it's harmful at this juncture if our one vote is for this but I'm not going to take up any more time right now anyways so we have two in favor and then let's see what we need to it's outside I'm gonna say oppose I oppose it for the same reason we opposed the first one yeah it's another firearm one um number three last time in the controversial one was about storage this time it's about um how close can firearm dealers be to schools basically this was submitted by Mundelein District 120. and they want to increase the distance of gun stores to and ammunition stores from schools and daycares from 500 feet to 1500 feet and the ISB recommends do not adopt so

081I have a question when we say support or oppose this has been a confusion are we supporting the recommendation by the ASB are we actually opposing or are we opposing the actual resolution actual resolution okay okay so iasb makes a recommendation so ISB is recommending that we oppose this this correct really because they don't think the idea has been thought through enough yeah this is like lobbying for a thousand feet but this is not worth time the money and the resources yeah you're right it's it's moving it from 500 to 1500. somebody has to do thousand feet so they're talking about seeing gun ads from the classroom so that that's what some of the committee mentioned okay all right so Larry supports any where's anyone else on this didn't work out that certain individuals can

082have licenses in their homes to be a firearm dealer which would impact people who have that if they live by a school and are licensed as a Firearms dealer that has broader implications um don't we have some here yeah we do yeah look I don't know if they're that close to our students oh yeah they're pretty close yeah okay they are I apologize I'm just so we're clear I oppose the resolution only on the uh on the for the same reason I pose the other two but I actually support the idea of the resolution but I oppose it for the isba approaches the purposes of going and fighting for it so half-heartedly half-hearted opposition yes so Tom want to make wants to make this more confusing but I say support opposed but really yeah I'm

083a positively I opposed because I don't think it's doing nearly enough all right opposing it all right so we're opposing it those were just the new ones right yeah that's it um and then we have the amendments to the existing resolutions um see Capital grant funding for school buildings that's from Glen Ellyn d41 and Mercer County 404. you could just see there are a couple of sentences redlined on page 14 of your packet the ISB recommends that we adopt that revision I would agree it's more of a clarification does anyone have strong feelings against this is it would be just so maybe Adam could help us in terms of what the district's fully funded number based on the evidence-based funding model does that help us over what's currently in place if we Lobby for this

084I would say oh yeah it would definitely help us I without getting too detail I believe the intention goes back to years ago where there were Capital funds set aside for school districts school districts applied for them and then just never got the money so yes I mean that this would help school districts including us but then the question yeah the question is always where's the money coming from me it's always the taxpayer yeah the answer is it's always the taxpayer it could never get that money so yeah but if we can get our fast shaft for the community that we've already paid in that would be good I'm in favor of the system okay you supported opposition no I I support this one okay you support a support support it okay okay so the

085next one um based on what I just heard so no one disagree let's go number five school safety fund yeah that one was pretty straightforward they're just adding do they recommend that we does iSpa recommend we support it yes yes all right she's not a quiz so it's about the ISB I'm advocating for the creation and funding of a school safety grant program at the federal and state level so they inserted Federal and then they um explained what those funds could be used for does anyone disagree with this number five right correct school safety fund I think we're going to support yeah does anyone disagree I'm in support of that one yeah I support this one too okay number six what was isps they um they would support it also so this next one they

086do not support this is a revision too okay um this is involvement with candidates for public office and currently the um let's see the resolution refers to candidate support now they want to change that to legislation positions sport saying that the ISB shell actively encourage and assist school board members to evaluate legislative positions relative to public education so it's pretty much it is a substantive change to this we're changing it from like I said candidate support to legislation position support anyone have any thoughts there I'm not sure what they're trying to do what's the objective here by changing this this title does it broaden the scope does it refer to supporting um legislative positions rather than individual candidates you know let's not waste time yeah yeah I oppose it yes I don't think school boards

087should get involved Bob they should try to stay as clear from Politics as they can they already are involved yeah that's the problem right now you know policies I'm actually in favor of that change Carol um yeah I think that makes more sense especially for trying to be more neutral so yeah it seems weird that right now it says candidate support and iesb is supposed to actively support individuals so yeah that they're not advocating for getting rid of this they're keeping it either way so I guess our options are keep it as candidate or change it to legislation position I'm going to go with the legislation okay so Nikki so I would Denise support adopting it I mean I'm fine with adopting it too so it looks like we have three in support so anyone

088else where are you I'm a decision I'm the decision maker on this one earlier oh you haven't voted yet so any way to go yes please okay what did he get what was Garrett I don't want to hear it uh I don't want to be I don't want to be swayed oh you're either yes or no one I I actually I I actually lean towards supporting this one yeah okay number seven man Ned committee fellas you want to take this one and the last one go ahead Carolina okay so this one the ISB supports this also it's um periodic review of state and federal mandates submitted by Lake Forest d115 and 67. here you can just see the red lined Edition it's only one phrase not even a full oh actually one sentence plus a

089phrase um if you look in the first paragraph right because it's currently a resolution and they're just revising it I think it's so little I'm fine with it yeah so they're just creating a committee on mandate review and the mandates are subject to a sunset provision sounds like they're Lobby and visit to make all mandates to be subject to a sunset provision which I think I knowing how much many mandates that seem to come down on education that makes sense to me yeah they're adding that sentence so yeah that makes sense to me I'll support this anyone disagree all right last one all right um Financial contributions for School Board elections Phyllis do you want to do this one so this was brought on by Indian Prairie School District 204 not that much it's they

090just the isba strongly believes that the school board candidates should not solicit accept or receive either a donation or financial contribution from special interest groups political action committees or political parties I agree with that so it was just more on the non-partisanship right I already thought that was a rule I mean I already thought that was kind of like is non-partisan right so I think it's just clarifying that okay so we're supporting it are we is anyone not I think I'd opposed on freedom of speech crimes a freedom of speech grounds okay I hear you yeah that's a thing there's no there are no teeth to this I mean your ISP can say what it wants but as long as the legislature hasn't prohibited it you know yeah so I guess I could also oppose

091it on the waste of time and resources again yeah well I support because of the non-partisan I think that's important Larry uh I'll support the um poets have actually um but it seems the favor is a majority so we're on support yeah okay all right Phyllis you have what you need to go to the delegate assembly I do current position statements deletions and amendments right that's the thing I think the last time they did this as a whole consent agenda I don't know if they're going I don't think they're going to individually go away so that's all they said it these are included in the report as informational only because they're not presenting them that's it yeah all right thanks you guys we don't have to vote on that last one current position statement deletion

092today amendments we just did that oh no that last one actually that's the one where they're not presenting that right and he says what they are but so that that means that the isba is not going to do anything with 9 through 13 or 9 through 16. actually there those are the ones that they're not um presenting so then this last one is for Pages 19 through 21. it says they're included in this report from information only yep so why are they asking us to support our oppose did this come from them right so look if you guys look at it yeah if you look at page 19. the whole package or opposed to the whole package no the 19 Pages 19 through 21. right they're talking about well based on what's in there with

093the e-learning day I'm opposing you're opposing deleting all of these and then yeah that's fine some of this language though is like because we the ISB um and I think what is it to resign or leave the national school boards Association yeah it did and so some of this language is changing cleaning up I'm not saying all of it but some of it cleaning up their their joint campaigns within it and nsba lobbying effort so Phyllis they're deleting though the e-learning days I'm good with that oh okay no no yeah I just wanna I I thought I just want to make sure what you're I think your stance is clear on that listen to oppose this I don't think so no okay then I think if we're all agreement so then we'll support that unless

094someone says so now that we've done all the voting number six uh just conferred with our fine attorney here with political candidates the original resolution we we so now we're coming back and saying okay you know it's it's okay to to change it and that's fine but my my opposition vote was based on my past opposition but to having support of any political candidates or their stand on any topic school boards need to be totally away from the political City when it comes personal opinion and like you said when they did the original resolution Discord Discord well we had different numbers but the districts yeah she's talking about the number six involvement with candidates for public office yeah yeah it's not going to go anywhere yeah I mean that's the thing well one vote on

095it yeah you got to keep that perspective but thank you for bringing that up but last year when we had that gun issue oh that was uh that was a heated no it was that was the same motion but this time they're not even presenting it yeah yeah but Phyllis is just saying that every vote does still count or it matters yeah it matters how amazing what I remember yes all right we're going to move on from there Larry all right so let's go on to do you want this um let's go on to a yes yep thank you okay so let us since we did talk about it we do have to then take formal action and so can someone make the motion I moved at the Board of Education up Community Consolidated School

096District 64 Park Ridge Niles Illinois approve the board's recommendations for the votes on the proposed resolutions at the 2022 iasb assembly as discussed at tonight's meetings and agreed upon second all right so Nikki at the motion Phyllis had the second and we discussed it anything further from the board all right let's roll call sotos yes labinski yes sell us yes whitetovich yes Kennedy yes Riles yes Pearl yes okay motion all right thank you Natasha okay let us move on to a substitute pay increase and Eric are you gonna oh actually yeah foreign can you do this I mean we don't want to talk to Adam anymore you again yeah no no so um so basically we we did a quick study of um the surrounding area districts if you remember last or during covid we

097raised the rate um to 145 dollars then it came back down about 120 just to be competitive with our other surrounding school districts we are we're looking to raise it just a few dollars from 146 to 150 uh 150 will put us in a more competitive range and it's a uh I think it's more of a psychological feeling for the individuals that they're getting um they're they're getting the dollar to fill sub positions as you know substitute teaching it's it's still a very difficult area to fill so we uh we're looking for your support in this so one question yeah I see the schedule you gave us with what our competing you know districts and I mean I like throwing curveballs and confusions for my you know for me district main uh 63. no yeah

098District 63 East Main is probably the closest to us uh so they're probably the ones that are taking all our substitute teachers well then you have 60 but then you have 62 at 139. you know which that's just displays and that's the three feeders to 207. you know so we would be in between you know those two which are our brighter our surrounding area kinda like I mean we're going from 146 to 150 . maybe we go to 154 and we end up between 69 and 56. I don't know I mean I'm just I'm just saying if we're if you're telling Eric if you're saying it's that hard to get substitute teachers and we need them yeah what does it really do to our budget the extra go ahead Adam just so what the 150

099so the 150 puts us above our Lincoln Heights 25 above Arlington Heights 59 above Wheeling 21 above displaying 62. and to your point uh really then East Main 63 is the only surrounding one in the area that would be above us so that puts us um you know higher than all those surrounding areas where people most likely would go to sub but you know Hang on we're already at 146 aren't we yes so going to 150 it doesn't make us jump over anybody uh it puts us even with with two other school districts and against the psychological idea of 150 as opposed to 140 something can I ask how many times have we not filled a um a substitute position a substitute position or a substitute need this year compared to the same time from

100last year and okay so so wait and I do have this uh Joel and I to be helpful to know no yeah I mean Joel and I talked about this uh talked about this earlier today so um our fill rate is up compared to last year um however every single day we still have situations where we're struggling to fill subs and on Mondays and Fridays in all of our buildings we still have struggles we're either uh either whether it's the assistant principal or related service staff or we're doing internal substitutions so we still have struggles in all of our buildings especially on Mondays and Fridays 1 55 on Mondays and Fridays I was about to say one or maybe even 175 Mondays and Fridays like no but this was honestly you need them but this

101was Joel's recommendation you know so he saw the data I mean because 63 we don't know they pay 175 and they may have the same non-fill rate you know that they're even the film not fill it on Mondays and Fridays either so you know I think don't study this this was the recommendation I think budget Wise It's not making a big impact in our budget correct let's take a boat well let's all right well let's see are there any other fur questions for Adam before we take the motion all right let's take the motion I move that the Board of Education Community Consolidated School District 64 Park Ridge Niles Illinois approved the increase of The in-person Substitute Teacher rate by four dollars per day to a daily rate of 150 50. effective October 24 2022.

102is there a second all right so Larry had the motion Nikki had the second uh discussion from the board I really don't see the point in this I really would prefer to if you're struggling Mondays and Fridays I'd really prefer that the administration come back with a proposal that boosts it for Mondays and Fridays and I need to be happy to say 175 for the Monday and Friday I mean I don't want to implement like surge pricing like uber surge pricing on substitute teachers no harm done I mean this is what he thinks we need and I think it's competitive so are you a no I'll do a role I think we're still wait let's see if we're there yet Phyllis is moving us on all right any other points of discussion and I think

103Subs cut you know stayed with us for other reasons it's not just the money it's they've connected to a school or a district or they live in the area or you know there are other reasons I think not just the payment okay are we ready for a vote okay Pearl yes Kennedy no zealous yes Riles yes lubinski's yes sodos yes yes whitovich yes motion carries 150 it is thank you thank you okay I think you can sit down now Adam okay all right so let's look at the next item it is also an action item it's the Personnel report Eric do you want to say anything on that I foreign specific uh questions from the board on the Personnel report okay I move that the Board of Education of community Consolidated School District 64 Park

104Ridge Niles Illinois approved the Personnel report dated October 20th 2022 noting that the Personnel report is based on the recommendation of the superintendent and not upon the board's direct knowledge regarding any of the specific individuals selected for employment is there a second second thank you Nikki's our second person Tonight Tonight Phyllis said the motion all right discussion from the board what happened our our plumbers resigning you found something better or what I think we could talk about it after the meeting okay there's a legitimate reason yeah okay okay are we ready for the vote let's do it girl yes lubinski yes Salas yes Kennedy yeah Riles yes yes why tovich yes motion carries okay all right the next item the consent agenda Eric jumping in yes just two points I wanted to make first um

105the board may remember that the agreement with the park district in regard to beyond the bell was on the agenda last time um uh Larry caught something that I felt we really needed to examine further um we did and we were able to remove some of the old language that we didn't feel was effective anymore in the Park District agreed so that's why it's back here now and the second thing was that at the last meeting Carol had mentioned several policies that were impress 109 that um we wanted the policy committee to go back and look at before they brought to the board for approval so we have removed those policies from this press and we would bring them back when the power committees looked at them right there are seven of them and Natasha

106noted them in that chart so that's all okay so we're taking off the second reading and approval no we're going to keep it so it's noted that those seven are going to be held you know for the post office right all right so the consent Jenna is still as it is does anyone need to take anything off of there before we do the motion okay someone want to take the motion there I move that the Board of Education of community Consolidated School District 64 Park Ridge Niles Illinois approved the consent agenda for October 20th 2022 which includes bills payrolls and benefits approval of financial update for the period ending August 31st 2022 approval of intergovernmental agreement with the Parkridge Park District for facilities use and operation of a before and after school recreational program second

109of um of a transgender children or non-binary children using facilities I think we most probably should have an open session discussion on that at an upcoming meeting about how we notify parents around that situation um let's look a memo tomorrow and then certainly um I think there if there's interest that we should discuss at an open meeting yeah I hear your concern thank you yep just really quick I have one last thing um and I said this to Chris yesterday because he was on our tour but if you guys haven't checked out the website I think I've been on that website more this past few months than I have in the past 14 years in the district I'm not kidding you it's like it's beautiful it's easy to get to it's easy to find things
